Natural and Environmental Resources (DNER) Secretary Waldemar Quiles Pérez announced on Monday the historic first rescue of a person in the water using exclusively a Dolphin 3 unmanned marine vehicle, better known as an “aquatic drone.”
“Technology is here to help our rescuers in emergency situations,” Quiles said. “Yesterday, Sunday, one of the lifeguards assigned to the department at La Monserrate beach in Luquillo, using the Dolphin 3 platform, a modern and advanced aquatic drone, carried out the first beach rescue using only a drone. This is a unique moment in rescue efforts in Puerto Rico.”
According to the DNER report, around 4 p.m., lifeguard Joanel Figueroa was at his post in Watchtower Number 2 near the Mar sin Barreras program area at La Monserrate beach. At that moment, he noticed a man swimming toward a buoy marking a designated swimming area, and realized the man was having difficulty returning to shore. Figueroa then launched Dolphin 3, guiding the drone to the man, who attached a rope to the drone and was brought ashore without further incident.
The individual was described as a man around 55 years old and weighing some 170 to 180 pounds. He received first aid and subsequently left the area.
Two weeks ago, the DNER secretary announced the

acquisition of seven ‘Dolphin 3 Next Gen Remote Controlled Lifebuoys’ (cost per unit of $8,995) for a total of $62,965. The funds came from the Office of the Navigation Commissioner through Act No. 430 of Dec. 21, 2000, as amended, better known as the “Navigation and Water Safety Act of Puerto Rico.”
“I want to thank our governor, Jenniffer González, for promoting the acquisition of new equipment to safeguard lives and protect the environment,” Quiles said. “I also want to acknowledge the work of our rangers and lifeguards who go out every day to ensure the well-being of others. We will continue to identify alternatives and tools to save lives and preserve natural resources.”

The Puerto Rico National Guard activated air support on Monday to assist the Puerto Rico Firefighters Bureau in combating wildfires in Vega Baja, following authorization from Gov. Jenniffer González Colón.
“The activation of our air assets, in coordination with first-responder agencies, demonstrates our unwavering commitment,” Puerto Rico Adjutant General Carlos Rivera Román said in a written statement. “We are here to support the Firefighters Bureau and the community of Vega Baja with the full extent of our capabilities.”
The mission involved a UH-60 Black Hawk helicopter from the Army National Guard Aviation Facility, equipped with a Bambi Bucket fire suppression system to conduct water drops over the most affected areas. According to official information, the capability allows for operations in difficult-to-access terrain and helps control the spread of fire.
Personnel from the Army aviation facility were coordina-
ting operations from both the ground and the air to integrate their support with the efforts of firefighters in the area. The National Guard indicated that the operation is being carried out in collaboration with the Firefighters Bureau, and the two entities would continue working jointly until the situation is under control, according to the statement.

Ahearing examiner overseeing a high‑pro file energy rate case has rejected an 11th‑hour filing by the Puerto Rico Pub lic‑Private Partnerships Authority and the Office of the Energy Czar, ruling that the submission was both unauthorized and untimely.
In an order issued Monday regarding the April 10 filing, the examiner, Scott Hempling, said the government agencies failed to follow basic procedural rules that apply to all partic ipants in formal adjudications, including the commonwealth itself.
The filing titled an “Informative Motion” was submitted more than 11 weeks after the deadline for initial briefs and just six days before the examiner is required to issue a final order in the case. The proceeding concerns matters involving LUMA Energy, the private operator of Puerto Rico Electric Power Authority’s transmis sion and distribution system.
The examiner said the government agencies were not parties to the case and never sought to intervene, a step that would have subjected them to the same evidentiary standards and

cross‑examination faced by the parties formally involved.
“In any formal adjudication, the Government is subject to the same rules as every other enti ty,” the order states. “To influence the agency’s decisions, an entity must intervene as a party.”
Instead, the examiner wrote, the government
waited until the record was closed and the case was nearing resolution before submitting a filing that could not be meaningfully challenged by other participants.
The order sharply criticized the substance of the motion as well, describing its claims against LUMA Energy as unsupported by record
evidence and reliant on vague characteriza tions rather than facts established during the proceeding.
The examiner characterized the motion as an attempt to influence the outcome of an independent administrative process without adhering to its rules, calling it “a blatant attempt to interfere with the decisions of an independent administrative agency.”
While acknowledging that utility regulation frequently intersects with political consider ations, the order drew a line between lawful participation and procedural ambush.
“This sorry submission is politics of the worst kind politics by ambush,” the examiner wrote.
The order also took the unusual step of criticizing both the agencies involved and the manner in which the filing was made, saying it reflected poorly on the government entities and on the legal process itself. The examiner noted that any attorney familiar with administrative law would recognize that such a filing was improper.
The motion was formally rejected and ex cluded from consideration.
“In a democracy,” the order concludes, “even a czar must follow the rules.”

An intervention by the Office of the Inspector General (OIG) has prompted corrective actions to address multiple weak nesses in procedures and control mechanisms governing both physical and logical access to surveillance and monitoring areas operated by the Auxiliary Secretariat for Security Informa tion Management and Analysis (SAMISA), an entity within the island Department of Public Safety (DSP).
SAMISA consists of the Fusion Center Division, the Secu rity Information Management Division, and the Operational Coordination and Logistics Division. The Security Information Management Division is responsible for collecting, evaluating, analyzing, and disseminating criminal intelligence related to drug trafficking, organized crime, illegal weapons and other criminal activities. The information handled by this division is classified as highly sensitive and requires strict access controls to ensure its proper use.
However, the OIG examination revealed that access to sur veillance and monitoring areas managed through an electro magnetic card system lacked formal authorization procedures for creating user profiles. Investigators found no official forms to request or approve access, noting instead that access instructions were frequently communicated verbally or through informal messages. The report also identified discrepancies between active access permissions recorded in the system and the official roster of authorized personnel, revealing that a significant number of users had access to surveillance areas despite not appearing on
the approved personnel list.
The review further determined that there were no formal designations for staff responsible for the custody and manage ment of assigned electromagnetic access cards. In addition, auditors found no documented regulations or formal procedures governing the issuance, use, return or replacement of these cards. The OIG warned that creating access privileges without formal documentation increases the risk of unauthorized entry into surveillance areas and may compromise the integrity of sensitive data.
The report also highlighted deficiencies in physical security at the location housing servers related to the surveillance system. During an onsite inspection, investigators observed that the server area remained open and was shared with other equip ment unrelated to the surveillance system. The space lacked controls to ensure access traceability, raising concerns about unauthorized access.
In addition, the OIG identified weaknesses in access controls for surveillance systems themselves. The DSP had not conducted periodic monitoring of employee searches within surveillance systems and databases, limiting management’s ability to effectively supervise system use and detect irregularities or misuse in a timely manner. Investigators also observed that some employees entered the surveillance room with personal mobile phones, creating the potential for unauthorized recording of images, video or audio in an area where sensitive information is handled.
The examination also uncovered deficiencies in the planning and execution of a project aimed at restoring the department’s

camera surveillance system. Despite procurement efforts and other actions taken, the report noted that the cameras included in the project were not fully installed or operational at the time of the evaluation, potentially affecting system availability and its ability to support public safety operations.
In response to the findings, DSP management reported that it has taken steps to address the identified issues, including measures to strengthen access controls and system security. The OIG will continue to monitor the agency’s compliance through the implementation of a corrective action plan.

Sierra Club Puerto Rico, joined by more than 50 environmental and community organizations, is calling on the public to rally at the Capitol this Wednesday at 11 a.m., ahead of a public hearing on House Bill (HB) 25, legislation that critics say would restrict public access to Puerto Rico’s beaches.
“This is a call to the country to come to the Capitol and defend our beaches,” said Hernaliz Vázquez Torres, director of Sierra Club Puerto Rico. “Access to our coasts cannot be limited or turned into a privilege for a few. Beaches belong to the people, and the people must defend them.”
Vázquez said HB 25 proposes changes to the legal definition of the maritime-terrestrial zone, a move she warned could have serious repercussions for public access to the shoreline, the protection of coastal ecosystems, and the safety of vulnerable communities exposed to storm surges and sea-level rise.
“This measure not only threatens to restrict the public’s access to the coast, but it also weakens essential environmental protections and opens the door to dangerous construction in highly vulnerable areas,” she said. “That is why it is so important for people to show up and defend what rightfully belongs to them.”
The maritime-zone is defined as the area that extends to the point where waves reach under documented normal conditions, which, according to critics, excludes dry sand and dune areas, allowing for construction.
Vanessa Uriarte, co-director of Amigos del Mar, said the demonstration aims to make clear the public’s opposition to any legislation that undermines the public nature of beaches or reduces protections for coastal communities and natural resources.
“We cannot remain silent while a measure advances that threatens our beaches, our ecosystems, and our future,” Uriarte
said. “This call is about action, presence, and a firm defense of a common good that belongs to everyone.”
The protest is scheduled to take place immediately before lawmakers hold a public hearing on HB 25 at the Capitol.

Rivera Schatz warns he won’t allow ‘a Vatican’ structure in permits reform
By THE STAR STAFF
Senate President Thomas Rivera Schatz warned on Monday that he will not allow the supremacy clause included in the administration’s bill regarding permits, arguing that it concentrates excessive power and could nullify other laws, regulations, licenses and municipal decisions.
“There is a concern raised -- isn’t there? -- and there is a doubt that troubles us; for while it speaks of delegating regulatory authority to certain figures so they may regulate more or less as they see fit -- right? -- something we will not allow. There is a supremacy clause here,” Rivera Schatz said during a Senate public hearing on the bill.
During the same exchange with the President of the United Retailers Center, Ramón Barquín, the Senate leader added that the bill’s language would transform the proposed
structure into an entity with almost absolute authority.
“This is a Vatican; it is being created like a Vatican,” Rivera Schatz said. “We have yet to see who will be the pope

and the bishops.”
Barquín partially agreed with that assessment during the hearing.
“I concur that there is a level of control -- I would say almost total control,” he said.
Later, in a press conference, Rivera Schatz reiterated his objection to the scope of that particular provision.
“The supremacy clause states that any other law, license, certification, or procedure is rendered subordinate,” he said.
The Senate president insisted that the language on that matter would not remain intact in the final version that the legislative body might approve.
“We are going to review the bill, from page 1 to page 823, with due diligence; we are going to do things properly, and we will not allow any deviations or let anyone try to pull the wool over our eyes,” he said.

The Puerto Rico Aqueduct and Sewer Authority (PRASA) has awarded a $152 million contract to Spanish infrastructure company ACCIONA for the rehabilitation of the Sergio Cuevas drinking water treatment plant in Trujillo Alto, one of the island’s most critical water facilities.
According to a statement from ACCIONA, the project aims to repair and modernize the plant after it sustained significant damage during the 2017 hurricane season. Once completed, the facility is expected to reach a treatment capacity of 305,000 cubic meters of water per day. The plant,
originally built in 1948, draws raw water from the Carraízo Dam on the Loíza River. Funding for the project is being provided by PRASA, with support from the Federal Emergency Management Agency.
The four-year rehabilitation program will focus on improving the plant’s operational efficiency and strengthening its resilience to extreme weather events. Planned upgrades include the replacement and reinforcement of water pipelines, improvements to sludge treatment systems, modernization of chemical dosing equipment, and upgrades to the plant’s structures and surrounding infrastructure.
ACCIONA said the project will enhance drinking water
service for some 190,000 households across the municipalities of Carolina, San Juan, Loíza, Gurabo, Juncos, Canóvanas and Trujillo Alto, all part of the San Juan metropolitan area. The company is currently involved in two other water infrastructure projects in Puerto Rico, including the construction and rehabilitation of the Enrique Ortega drinking water treatment plant, which serves about 114,000 households in the San Juan region, and the Culebrinas water treatment plant, supplying water to roughly 18,500 families in the Aguadilla area. ACCIONA previously completed the Fajardo drinking water treatment plant, which provides service to an estimated 160,000 residents in Fajardo, Ceiba and Luquillo.

President Donald Trump faced a groundswell of criticism from Christians across the political spectrum Monday for his social-media posts attacking Pope Leo XIV and depicting himself as a Jesus-like figure.
Pushback was swift and forceful, coming from top leaders of the American Catholic Church as well as some from Trump’s supporters. By late Monday morning, the Jesus image was deleted from the president’s social-media account.
The president’s tirade Sunday night against Leo, one week after Easter Sunday, accused him of being too liberal and “weak on crime,” and even falsely claimed credit for the pope’s election.
For months, tension between the White House and the Vatican has been mounting amid the turbulence of the Trump administration’s aggressive deportation and military operations. Trump’s extraordinary eruption, the first major attack from the president against the pope, put on unavoidable display the starkly divergent moral visions of the two most powerful Americans in the world.
Leo, leader of the world’s 1.4 billion Catholics, has rebuked Trump recently for his comments about Iran, and has condemned the violence stemming from wars in the Middle East. He replied Monday morning to Trump’s outburst as he departed for a 10-day pastoral trip to Africa.
“I have no fear of the Trump administration, or speaking out loudly of the message of the Gospel, which is what I believe I am here to do,” the pope told reporters on his way to Algiers.
Archbishop Paul Coakley, the president of the U.S. Conference of Catholic Bishops, issued a highly unusual statement to defend the pontiff late Sunday night.
“I am disheartened that the president chose to write such disparaging words about the Holy Father,” he said. “Pope Leo is not his rival; nor is the pope a politician. He is the Vicar of Christ who speaks from the truth of the Gospel and for the care of souls.”
Several bishops across the political spectrum followed. Cardinal Blase Cupich of Chicago said that “the substance of Pope Leo’s message should be the focus of discussions not distractions.”
In Las Vegas, Archbishop George Leo Thomas said he was “grateful to God for sending us Pope Leo XIV, who is willing to speak truth to power just when we need him the most.”
Bishop Robert Barron, a prominent con-

servative voice who serves on Trump’s Religious Liberty Commission, called on the president to apologize.
Trump’s comments were “entirely inappropriate and disrespectful,” he said on social media. “It is the Pope’s prerogative to articulate Catholic doctrine and the principles that govern the moral life,” he said, adding that Trump had shown more respect for religious liberty than any other president in Barron’s lifetime.
Trump’s attack was reminiscent of his anger at Pope Francis, who took many vocal stands against Trump and even suggested that he was “not Christian” before he became president.
Many conservative American Catholics then saw the papacy as too aligned with the agenda of former President Barack Obama, as Francis prioritized issues that resonated with many progressive Catholics like climate change and immigration.
But Leo’s soft-spoken style and return to more traditional elements of Catholic life have endeared him to many conservatives.
Sunday’s outburst was “astounding,” said Father Robert Sirico, president of the Acton Institute for the Study of Religion and Liberty, a policy group that endorses free-market economics. He said it reminded him of when prominent atheist Christopher Hitchens attacked Mother Teresa.
Both men seemed “unable to grasp” the “moral horizon from which the church speaks, thus making any reasonable exchange impossible,” Sirico said. Later he added that Catholics were “not obliged to treat every prudential judgment of the pope on foreign policy or crime as infallible.”
“The church’s mission is not to micromanage Pentagon strategy or crime bills,” he said.
Tim Busch, a co-founder of the NAPA Institute, a conservative Catholic-oriented network, declined to comment.
Leading Catholics in the Trump administration, including Vice President JD Vance and Secretary of State Marco Rubio, have so far not commented publicly.
Other prominent conservatives, and not only Catholics, quickly expressed outrage at the apparently artificial intelligence-generated image that Trump posted of himself as a Jesus-like figure healing a sick person.
“Does he actually think this?” Riley Gaines, the anti-transgender rights activist, posted on social media. “God shall not be mocked.”
David Brody, an evangelical journalist with the Christian Broadcasting Network, called on Trump to take it down.
Last year, after the death of Francis, Trump posted a photo of himself as pope and joked that
he would like to be the next pope.
Some observers wondered if Trump was responding to Sunday night’s “60 Minutes” segment that featured a rare sit-down interview with the three highest-ranking American cardinals who lead archdioceses — Cupich, Robert McElroy of Washington and Joseph Tobin of Newark, New Jersey — and who vocally condemned U.S. foreign policy this year, citing events in Venezuela, Greenland and Ukraine.
Tobin said Monday that Trump’s actions and statements “convey a grave misunderstanding of the Holy Father’s ministry and a troubling lack of respect for the faith of millions.”
“The graphic exploitation of sacred imagery is deeply offensive and undermines the reverence owed to what believers hold most dear,” he said.
At the White House on Monday, while receiving a McDonald’s fast food delivery, Trump said he had thought the image, which showed him glowing in Christ-like robes, “was me as a doctor.”

In testimony to Congress last month, David Steiner, the postmaster general, delivered a dire warning. Without drastic measures, he said, the U.S. Postal Service could run out of cash in less than a year.
He called on lawmakers to consider significant changes to save money, like allowing the service to increase prices, decrease delivery days and rethink revenue-losing routes.
On Thursday, the Postal Service proposed increasing the cost of stamps by 5% and said that it would temporarily suspend some payments to a government retirement fund.
The push for belt-tightening comes after the Postal Service’s most profitable product, first-class mail, has been in decline for about two decades. In fiscal years 2024 and 2025, the service incurred net losses of $9.5 billion and $9 billion — roughly 10% of its operating budget.
Despite attempts in recent years to reform the Postal Service, the agency’s business model has not changed significantly since 1970, when Congress converted it from a Cabinetlevel department funded by taxpayers to a self-financed, independent agency.
“The core issue here is the existing USPS business model, where it’s supposed to be financially self-supporting based on providing postal services, just doesn’t work today,” said David Marroni, a Postal Service expert at the Government Accountability Office.
The agency dominates the market in delivering letters but faces fierce competition on package delivery from private companies like FedEx, UPS and Amazon. Even as letter volume has gone down, Americans still rely on the Postal Service to deliver critical mail,

David Steiner, the postmaster general of the United States, who took over the independent agency at a time of serious financial challenges, in Washington on April 6, 2026. Without drastic measures, Steiner told Congress last month, the U.S. Postal Service could run out of cash in less than a year. (Tierney L. Cross/The New York Times)
such as prescription drugs, official documents and election ballots.
In an interview, Steiner said the future of the Postal Service was in the hands of Congress and the American people. “We can do whatever you want us to do,” he said. “We’ve been doing it for 250 years. But who’s going to pay for it? We cannot continue to do the things that lose us money on a very consistent basis.”
Here are some changes the agency is proposing.
The Postal Service is required to uphold its “universal service obligation” to deliver to everyone in the United States at a reasonable

price. In 2022, Congress added a six-day-aweek delivery requirement.
That commitment has cost the agency money: more than $6.5 billion a year, the Postal Regulatory Commission estimated in 2025. Seven out of 10 USPS delivery routes are “financially underwater,” Steiner told Congress last month.
The Postal Service estimates that reducing delivery from six days to five days a week would save between $2.9 to $3.5 billion a year. Closing small post offices and unprofitable routes could save about $1 billion.
Such a change could hit rural communities particularly hard, as private carriers have less of a financial incentive to provide delivery to those areas.
At the recent hearing with Steiner, lawmakers were loath to endorse service cuts, especially to rural Americans. Rep. Pete Sessions, R-Texas, a leading postal reform advocate, said that he came from “a great big rural district, and I care about everybody.”
“Americans in every part of this country rely upon and really deserve prompt, reliable and efficient mail services,” said Rep. Kweisi Mfume, D-Md., who has committed to working closely with Sessions on postal reform.
He added, “We cannot lose the Postal Service as we know it.”
Increasing prices
The Postal Service cannot change pricing on its own. It must get approval from an
independent regulatory commission, which limits the agency’s ability to raise prices.
On Monday, the commission approved a temporary surcharge of 8% on packages, in light of rising fuel and transportation costs. It is set to take effect later this month.
Three days later, the Postal Service went back to the Postal Regulatory Commission and requested a 5% increase on postage prices. That would raise the price of popular products, such as first-class mail “forever” stamps, which would cost 82 cents, up from 78 cents.
That is still below Steiner’s proposal, which would increase the price to just under $1.
That idea was not met with enthusiasm by lawmakers. Experts have noted that price increases could lead to even fewer people using mail.
Steiner called for price limits to be loosened, comparing the United States with industrialized countries that have much higher postage costs, such as $1.33 in Germany and $4.65 in Denmark for the equivalent of firstclass mail.
Removing financial limits
Many of the Postal Service’s budget challenges could be alleviated if Congress loosens restrictions on how the agency allocates and invests its retirement funds and adjusts the agency’s borrowing limit, Steiner said.
For example, the Postal Service is only allowed to invest its retirement funds in Treasury notes. The Postal Service’s Office of Inspector General estimated in 2023 that USPS retirement funds would have been worth approximately $800 billion more if they had been able to be invested in a mix of 60% stocks and 40% Treasury bonds.
Since 1992, Congress capped the agency’s borrowing at $15 billion, and it has been at that limit since late 2024.
Some lawmakers appear to be open to adjusting the debt limit. “We’re going to have to find a way, as we all know, inevitably, to look at restructuring that debt limit,” Mfume said at the oversight hearing.
While such solutions would not directly solve the agency’s systemic challenges, they would give it more financial wiggle room.
On Thursday, the Postal Service announced that it would temporarily suspend some payments to a government retirement fund, a move it said was necessary to ensure that the agency had enough cash to operate through next February. That move is expected to free up about $2.5 billion this fiscal year.

With his rhetorical extremity and mad-king threats, Donald Trump makes every crisis seem like an end-of-empire moment, a breaking point for American power in the world. The war in Iran is the latest example, where the shadow of imperial apocalypse hangs over his flailing attempts to resolve the crisis created by his military gamble.
Maybe Trump’s America is Britain in the 1956 Suez crisis, discovering its own impotence, realizing that the sun has set on its empire. Maybe Trump himself is King Croesus of Lydia, invading Persia on an oracle’s encouragement and discovering too late that the empire prophesied to be destroyed by the invasion is his own.
But it’s also possible that the Iran war is actually less a final rupture than a return, in a shambolic Trumpian way, to familiar patterns of U.S. foreign policy.
After all, is it really such a novel experience for the United States to try and fail to impose its will on the Middle East or the wider Islamic world? For our quest for some grand bargain to give way to conflict between Sunni and Shia, Israelis and Arabs? For American military power to succeed tactically even as the strategic picture darkens?

Members of the Basij paramilitary volunteer militia of the Islamic Revolutionary Guards Corps march past a ballistic missile on display during a military “force parade” in Tehran, Iran, Jan. 10, 2025. The Trump administration is facing several unpalatable options: A lengthy negotiation with Tehran over the future of its nuclear program, or a resumption of a war that has already created the largest energy disruption in modern times, and the prospect of a long struggle over who controls the Strait of Hormuz.
(Arash Khamooshi/The New York Times)
Surely not: This is the familiar story of the 21st century, a long record of American failure dating to the collap - se of the Camp David negotiations between Ehud Barak and Yasser Arafat in 2000. The litany of failure includes the doomed efforts under multiple presidents to revive the Israeli-Palestinian peace process; the disaster of George W. Bush’s Iraq invasion and the rise of the Islamic State group; Barack Obama’s reckless decision to topple Libya’s dictator during the Arab Spring; and the consistent failure of our Iranian policy, both hawkish and conciliatory, to either tame or topple the clerical regime. Widen the aperture to Central Asia, and it includes our two decades of war in Afghanistan as well.
at-Suez or imperial collapse.
It’s not impossible to make that case. You can say that the disaster of the Iraq War was recoverable because America didn’t face serious great power challengers, whereas a debacle now could hand the future to China and Russia. You can argue that Trump’s madman act is destroying American credibility in a way that far exceeds the costs of Bush’s unilateralism or Joe Biden’s senile drift. And you can note that this crisis isn’t over yet, and Trump’s particular brand of imperial decadence still has years to make things worse.
At the same time, some important qualifiers are in order. A war in which we’ve successfully destroyed much of the Iranian military hardly resembles, say, the French debacle at Dien Bien Phu or a Napoleon-in-retreat-fromMoscow catastrophe. Nor is it really a situation like the Suez crisis, in which the new American superpower pulled rank and revealed Britain’s impotence. No successor superpower is preventing Trump from escalating: Instead, the biggest constraint on American warmaking is simply American public opinion, which understandably prefers not to suffer casualties or soaring gas prices for dubious returns. Meanwhile, our various allies, European and Arab, may drift further from our influence, but they’re unlikely to start bandwagoning with an Iran whose military just got wrecked (even if the regime remains resilient) or a Russia bogged down in its own endless quagmire in Ukraine. And for all the potency of the Iranian threat to global markets, our economy is much more buffered against energy disruptions than it was a decade ago, let alone in the 1970s.

Amid this legacy of ashes, Trump’s first term stood out as a period when more modest ambitions yielded some success — the defeat of the Islamic State group, sharp blows against Iran that never escalated to war and the low but solid ambitions of the Abraham Accords.
Whereas his Iran venture is a return to the grand ambitions of his presidential predecessors. In the past those ambitions had failed to remake the region, but Trump seemingly hoped that this time was different — that his predecessors lacked the necessary ruthlessness, and a union of American and Israeli military power could achieve swift transformation from above.
So far, alas, this time doesn’t look different at all. But then the question is whether this episode of failure will really prove much more debilitating than those that came before — worse than our military interventions in Iraq or Libya or Afghanistan, bad enough to justify talk of Britain-
Clearly, an unsuccessful war hands new opportunities to China, leaves Iran with an economic weapon and a path to nuclearization and distracts our leaders from the great challenge of artificial intelligence.
But if an unsatisfying truce squashes certain kinds of hubris, if it forces us back into the Trump 1.0 posture of approaching the Middle East as a realm of problems to be managed but not permanently solved — well, then we might hope to fare a little better than King Croesus and see our empire’s fall postponed.

Payback is bloody, according to this month’s selections, which include Park Chan-wook’s Vengeance Trilogy.
‘Revenge’ (2017)
You can’t help squirming during the first stretch of Coralie Fargeat’s debut feature. Much of it is spent ogling the body of lollipop-sucking blondie Jen (Matilda Lutz) as she skitters around a desert getaway with her boyfriend, before things turn sour and she’s assaulted and left for dead.
Even knowing that Fargeat is here to send up the rape-revenge genre, and that Jen will soon execute a grisly clapback of retribution, we are still indulging in its sleazier tendencies. Indeed, there’s a question of whether the genre’s format is rotten at the core, no matter the subversion.
But then the film gets kicked into high gear, with Jen in the driver’s seat, and suddenly those reservations are obliterated in a pool of blood and guts (a precursor to Fargeat’s next film, 2024’s “The Substance”). It’s hard not to give into the pulpy rush when the camera swoops around Jen after she has been resurrected: Her hair is no longer blond, but matted in mud, and suddenly her body has been transformed into that of a warrior branded in fire. That parody of lollipop fantasy has reemerged as a Furiosa powered on desert peyote. (Stream it on Tubi.)
‘Lady Snowblood’ (1973)
Has vengeance ever been so ecstatically gruesome, so drenched in blood as it is in Tos-
that they resort to; the shadow of America and global capitalism.
The first of the Vengeance Trilogy, “Sympathy for Mr. Vengeance” was a dud upon its release. But what was, perhaps, illegible then emerges, years later, as an early draft by a master who was just beginning to sharpen his tools.
It’s both a strikingly violent film and a quiet one, only partly as a reflection of the experience of its deaf protagonist (Shin Hakyun), who kidnaps the daughter of an executive (Song Kang-ho) and tries to extort money for his sister’s kidney transplant. But his scheme mostly sets off a string of accidental bloodshed. Park sees outrageous violence as the comic and tragic inevitability of a broken world.
coalesced with the propulsive power of mass entertainment. (Stream it on Tubi.)
‘Lady Vengeance’ (2005)
The final installment in Park’s Vengeance Trilogy is arguably the weakest, in part for its sometimes confusing first half. Tracking protagonist Geum-ja’s plan to take revenge on a former partner-in-kidnapping, for whom she took the fall after 13 years in prison, is tricky. These portions can feel like digressions for Park to use as playgrounds for his sardonic style.
hiya Fujita’s “Lady Snowblood”?
The elegantly graphic violence provides the immediate schlocky pleasures here. Lady Snowblood (Meiko Kaji), born with a mandate to avenge family members who were killed by a thieving gang, spends a lifetime obsessed with enacting a fated reprisal.
But the thrills of all that slicing and dicing are really second to the film’s modern and kinetic compositions. (Quentin Tarantino’s “Kill Bill” heavily cribs its stylistic and tonal swagger.) It’s all alive, even when there is no blood being spilled. (Stream it on Tubi and PlutoTV.)
‘Sympathy for Mr. Vengeance’ (2002)
You can trace so much of what animates Park Chan-wook’s recent stunner, “No Other Choice,” in this early film: folks squeezed by economic desperation; the spiral of violence
As for that sense of quiet, Park is honing a sensibility of the purely cinematic: He’s never interested in explaining the story’s beats, but instead in translating them wholly through image and sound that arrest and surprise. (Stream it on Tubi and Plex.)
‘Oldboy’ (2003)
This is a rare international breakthrough that reached America via provocations seemingly catered toward teenage male cinephiles. But Park’s “Oldboy” retains its cult status not just for its hallway fight scene, or the youknow-what, but the human tragedy beneath the bombast.
“Oldboy” follows a man who is abducted and imprisoned for 15 years in a motel room, only to be released and led down a byzantine, shocking mechanism of revenge. It’s easy to see how the film’s plot devices thrust Park on the global stage — this is loud and motivated by a shameless indulgence in perversity. Above all, it is restlessly thrilling, a work in which Park’s inventive craftsmanship

But it’s in the film’s second half that we see the trilogy at its most anguished — when revenge has become as violent as ever but leaves the clearest sense of how hollow the act ultimately is. You can (literally) fill up buckets of blood, but it’ll never bring anyone back. (Stream it on Plex.)

Wall Street stock indexes advanced and oil retreated from highs above $100 a barrel on Monday as President Donald Trump said Iran wanted to make a deal after the United States responded to the collapse of peace talks over the weekend by blocking Iran’s ports.
A fragile ceasefire that halted six weeks of U.S. and Israeli air strikes still hung in the balance. Trump said 34 ships had passed through the Strait of Hormuz, which handles about 20% of global oil and liquefied natural gas flows.
Stocks firmed during the day’s trading, with major indexes reversing earlier losses. The Dow Jones Industrial Average rose 0.15%, to 47,933.09, the S&P 500 rose 0.47%, to 6,846.43 and the Nasdaq Composite rose 0.70%, to 23,062.9.
“There seems to be some desensitization around these back and forth talks with negotiations on, negotiations off, especially in the midst of this ceasefire, which seems to be holding for the moment,” said Mark Luschini, chief investment strategist at Janney Montgomery Scott in Philadelphia.
Investors fear “that if we have a resolution come together quickly, that the market could rally significantly and they’d be left on the sidelines,” Luschini added.
Brent crude futures settled up $4.16 or 4.37% at $99.36 a barrel. U.S. crude settled $2.51 or 2.6% higher, at $99.08 a barrel. The benchmarks had risen $8 and more than $9 respectively earlier in the session.
Analysts still expected pressure on risk assets.
“There has been a de-escalation in the armed conflict but the scale of the de-escalation and lack of clarity on when trade flows will resume leaves us broadly still in the same place -- status quo -- from an economic perspective,” said Benjamin Jones, global head of research at Invesco. Goldman Sachs https://www.reuters.com/legal/transactional/goldman-sachs-posts-higher-profit-strength-dealmaking-equities-trading-2026-04-13/ beat analyst expectations for quarterly profit, but weaker revenue from its fixed income, currencies and commodities division dragged shares down as much as 4% and weighed on peers Morgan Stanley and JPMorgan.
In foreign exchange trade, early gains in the dollar faded along with oil prices.
The dollar index, which measures the greenback against a basket of currencies, including the yen and the euro, fell 0.63% to 98.48.

President Donald Trump’s decision to blockade all Iranian shipments out of or into the Strait of Hormuz starting Monday morning sets up the next great test in the Iran war: Which side can endure more economic pain, Iran’s new leadership or Trump?
Almost everything about how this new turn in the war plays out is likely to look very different from what has unfolded so far.
Instead of directing missiles and bombs at military sites, missile emplacements and Iran’s defense industry, Trump will try to choke off the country’s lifeblood, the oil that accounts for more than 50% of its exports and just about all of the government’s revenue.
The president’s first hope, administration officials said Sunday, is to force the government to surrender to the terms that Vice President JD Vance laid out in peace talks in Pakistan — and that Iran rejected, just as it did in negotiations in Geneva before the war began Feb. 28. The list of terms starts with Iran’s agreement to turn over every ounce of its uranium stockpile, permanently dismantle its huge infrastructure for producing nuclear fuel and give up its claims to regulate traffic in the strait.
Failing an Iranian capitulation, Trump appears to still harbor the hope he expressed the first evening of the war: that a restive Iranian populace will rise up and overthrow the military-clerical regime that has guided the country since the revolution in 1979. But engineering that outcome is no easier than it was a month and a half ago.
For its part, Iran’s strategy appears to be one of waging the conflict in the global markets, where the country has discovered new powers. Acutely aware that they lost the military contest in the first five weeks, but performed above expectations in the information arena and in terrorizing their neighbors with well-aimed missile and drone strikes, the Iranians are betting that Trump’s tolerance for political pain is limited.
If no Iranian oil gets through the strait, prices could keep rising over time — some companies say they are planning for $175 a barrel. The Iranians understand the potential political effects of continued inflation in the United States less than seven months before midterm elections.
“Soon you’ll be nostalgic for $4 to $5 gas,” Iran’s top negotiator and the speaker of its parliament, Mohammad Bagher Ghalibaf, warned American consumers after the failure of the talks he led with Vance. As of Monday morning, with the naval blockade about to begin, the markets did not seem especially panicked: Brent crude oil prices rose about 6%, to just

he were conducting a half-hearted war, bombing Iran while allowing it to profit. And the country’s imposition of tolls on traffic going through the strait meant that a new revenue stream was opening up for Iran at the moment it needed it most.
“The current situation, in which Iran gets to deny use of the strait to all except its friends or those who pay up, is untenable,” said Richard Haass, a former Republican senior national security official and the former president of the Council on Foreign Relations, who was among the first to advocate a blockade strategy.
“It gets rich while others get poor,” he continued. “A blockade adds to the economic pressure on Iran that already existed before the war and was made worse by the war. If they want to sell their oil, they need to reopen the strait to all.”
a toll to the Iranians.
The strait has been shuttered before, of course, but history does not provide much guidance that fits the current situation.
As Haass, along with historians Niall Ferguson and Philip Zelikow, noted in The Free Press last week, the Portuguese first took control of the strait 519 years ago and charged a toll. They were ousted by Persian and British forces. Half a millennium later, the Portuguese and the British made clear that the attack on Iran, even in the name of preventing it from getting within reach of a nuclear weapon, was ill considered.
above $101 a barrel, around the time the blockade was imposed, but were still below where they were before the ceasefire was declared last week.
Trump, for his part, is dialing back his previous claim that as the shooting stops, gas prices will drop. He told Fox News on Sunday that prices “should be around the same” during the midterms and might be “a little bit higher.” That is the exact fear of many Republican candidates.
This is uncharted territory. Like President John F. Kennedy’s “quarantine” of Cuba in 1962, intended to keep the Soviets from bringing nuclear weapons onto Cuban soil, it is impossible to know beforehand how this will play out. Back then, Kennedy and his advisers watched anxiously to see if the Soviets would try to “run the line” and risk military confrontation with the U.S. Navy or whether they would retreat, negotiate and find a face-saving way out.
The Soviet leader at the time, Nikita Khrushchev, chose to back off.
Now that the blockade on any ships leaving or destined for Iranian ports has gone into effect, it may soon become clear whether the new ayatollah, Mojtaba Khamenei, and Iran’s Revolutionary Guard make the same choice. But without a navy, Iran knows it has virtually no chance in a direct confrontation.
For Trump, this is yet another reversal of strategy. A few weeks ago, he decided to allow Iran to sell oil that was already at sea, in hopes of easing supply shortages. But the effects on prices were minimal. And Trump looked as if
It might work. But there is also the possibility that Iran’s reaction will be to resume attacks on energy facilities in the United Arab Emirates, Kuwait and perhaps even Saudi Arabia. In that scenario, Iran would essentially say that if it cannot ship oil, its Arab neighbors will not be able to, either.
As with so much in this war, there was confusion Sunday about what, exactly, was subject to blockade. Trump’s initial social media post declared a “complete” blockade on all traffic in and out of the strait. But as described in a news release Sunday from U.S. Central Command, and later by Trump, the blockade applies only to ships going to or from Iranian ports. Cargo from other Persian Gulf states will be allowed to pass, assuming they are willing to take the risk of hitting mines or being attacked by Iranian speedboats or drones. It was also unclear how the United States would determine which ships had paid
In the early 1950s, Britain blockaded the strait after Iran’s prime minister at the time, Mohammad Mossadegh, nationalized the country’s oil industry. He was overthrown in a coup that was partly supported by the CIA, a covert intervention that the Iranians resent to this day and that history has not treated kindly.
And there were episodic disruptions during the Iran-Iraq war in the 1980s.
But none of those experiences is a very close analog to the complex confrontation that is currently unfolding. If the blockade is shortlived and ends Iran’s ability to extort the global economy, Trump’s gamble may well look like a savvy turning of the tables. And if the Iranian leadership gives in to his demands, it may ratify Trump’s conclusion that the new leadership is more “reasonable” than the last.
If the blockade drags on, though, Trump runs the risk of looking once again as if he failed to see around corners, anticipating what could go wrong with an attack on what appeared to be a weakened Iran. The war that he thought might last only days is entering its seventh week. And for the global economy, the hard part is not close to over.

Atourist outing Saturday at Haiti’s most historic and famous fortress turned into chaos and then terror, after a stampeding crowd crushed dozens of people to death, authorities said.
Haitian officials said that at least 30 people had died during the stampede and that the toll was expected to rise. The tragedy unfolded around the appearance at the site of a social media personality known as Dopefresh, who produces streetwear and reflects on urban Haitian culture for his large followings on platforms like TikTok.
The stampede took place at the Citadelle Laferrière, a large 19th-century fortress in northern Haiti. Despite security threats elsewhere in the country, the region surrounding the fortress is considered one of the most stable and popular tourist destinations, mostly among Haitians.
“National authorities express their deep sorrow and immense sadness,” the office of Prime Minister Alix Didier Fils-Aimé said in a statement. “All relevant authorities are fully mobilized and on high alert to provide immediate assistance, care and support to those affected and their families.”
Many in the country widely regard the Citadelle Laferrière as a symbol of sovereignty and resistance against French colonialism. The massive building was commissioned by Henri Christophe, Haiti’s first and longest reigning king, to defend the nation from another possible invasion, and it is sometimes known as Citadelle Henri Christophe.
The fortress is such a national landmark that it appears
on Haitian currency, postage stamps and tourism promotions.
The site is known for receiving large numbers of visitors, especially during the holiday period around Easter. Video images posted to social media prior to the stampede showed throngs of visitors, mainly young people, arriving on Saturday at the Citadelle.
Haitian officials started an investigation to determine the exact circumstances under which the stampede took place, the minister of culture and communication, Emmanuel Ménard, said in an audio message, “so everyone knows what happened.”
Preliminary reports, he said, suggested that as rain started to fall Saturday, chaos broke out at the entrance of the fortress.
“While some people wanted to leave, others were trying to enter,” Ménard said. “People began pushing. Some fell, and others trampled over them. Consequently, some people died from suffocation.”
At least 13 bodies remained at the fortress, while 17 others were taken to a hospital in a nearby town, according to Ménard, who said that all visits to the fortress had been suspended until further notice. More people were receiving care at the hospital, he added.
Dopefresh, whose given name is Sébastien Joseph, attempted on Sunday to deflect blame for the tragedy. In a statement posted on social media, he acknowledged helping to organize the weekend outing to the Citadelle, and said the stampede was “devastating.”

“But I wasn’t there when it happened,” Joseph said. “I was already coming down the mountain. There was only one gate open for everyone to enter and exit, and when the rain started falling, everyone ran at the same time.” Joseph added, “It wasn’t a question of my organization; it was a question of security at the site not being able to manage all those people.”

President Miguel Díaz-Canel of Cuba on Sunday defiantly blamed his nation’s economic crisis on the United States amid escalating tensions driven by the Trump administration’s crippling energy blockade of the island.
In his first interview on American television, Díaz-Canel told NBC’s “Meet the Press” that he was open to dialogue with the United States without conditions, but he rejected any suggestion that he would step down if the United States ordered it. Though the Trump administration has reportedly been seeking to push him out, Díaz-Canel said it has not yet demanded that he step down. The president also said he had not personally spoken to Secretary of State Marco Rubio, who is playing a lead role in hemispheric affairs.
He said his administration and its people were prepared to fight back against any potential U.S. military intervention. “We’ll defend ourselves, and if we need to die, we’ll die,” he said, adding that Cubans are ready to “give our lives for the revolution.”
Díaz-Canel’s comments reflect how Cuba’s leadership is digging in while the U.S. authorities are focused on the war in Iran. For months the United States has been essentially blockading oil shipments to Cuba, barring nations from
supplying it even as Cubans faced increasingly dire consequences. One Russian tanker was allowed through recently,

providing at least a temporary lifeline.
The American standoff with Cuba and the war in Iran both reflect the risks of pursuing a Venezuela-style model for coercing adversaries into doing the United States’ bidding. In January, U.S. forces abducted Venezuela’s authoritarian leader, Nicolás Maduro, and his wife in a swift weekend raid. His vice president, Delcy Rodríguez, succeeded him and quickly embraced cooperation with the United States.
Trump, buoyed by his success in Venezuela, may have been expecting a similar result in Cuba. But the island’s communist leadership is thought to be much more cohesive than Maduro’s. While Díaz-Canel projects a public tone of defiance, the Castro family, which has held sway in Cuba for nearly 70 years, has also sought to reassert its authority. Some members of the family have been taking on key negotiating roles or spearheading reforms aimed at improving Cuba’s economy.
In the nearly hourlong interview Sunday, Díaz-Canel drew two firm lines: preserving the current government structure and resisting any suggestion of holding multiparty elections. He also refused to commit to releasing about 1,200 political prisoners. Among those still detained is Maykel Castillo, called Osorbo, who was imprisoned over his activist music.

Oil prices rose and stocks fell Monday after peace talks between the United States and Iran ended without a deal. Hours later, President Donald Trump announced plans to blockade the Strait of Hormuz. It is not yet clear what that escalation will mean for the fragile ceasefire the countries agreed to last week, leaving no clear path to ending a war that is now entering its seventh week. That uncertainty continues to rattle investors eager for a path to stabilize the flow of oil and natural gas from the Persian Gulf.
In attempting a blockade, Trump is repeating a playbook he used recently against Venezuela to cut that country off from a vital source of revenue. This time, he does not want Iran to be able to use the strait, a vital waterway, for exports. U.S. Central Command clarified Sunday that U.S. forces would interfere only with vessels traveling to and from Iranian ports.
“We’re not going to let Iran make money by selling oil to people that they like,” Trump told Fox News.
Oil rises sharply
— Oil prices surged above $100 once more as markets opened Sunday evening.
— The price of Brent crude, the global benchmark for oil, rose more than 7% to around $102 a barrel.
— West Texas Intermediate crude, the U.S. benchmark, climbed more than 8% to about $105 a barrel.
— Investors and analysts are focused on the continued disruption to shipping in the Strait of Hormuz, the narrow waterway between Iran and Oman that is a vital trading route for oil and natural gas. As much as one-fifth of the world’s oil supply and substantial amounts of natural gas typically pass through the strait. But few vessels have attempted that trip since the war started out of fear that Iran might attack.
Stocks dip — Futures on the S&P 500, which give investors a
chance to bet on the market before exchanges open Monday morning, fell nearly 1%. The stock market had stabilized after a fragile ceasefire took hold last week, with the S&P 500 rising 3.6% for the week through Friday, its second consecutive week of gains.
— Stocks in Asia, where countries import vast quantities of oil and gas, were trading lower. Japan’s Nikkei 225 and South Korea’s benchmark Kospi fell more than 1%, while stocks in Hong Kong also declined.
Gasoline prices remain elevated
— Gas prices were little changed Sunday, at a national average of about $4.13 a gallon, according to the AAA motor club. The rise in prices since the war began has raised the cost of regular gas for drivers by 38%.
— Gas prices don’t move in lock step with crude, usually trailing increases or drops by a few days.
— Diesel prices have increased more quickly in recent weeks and stood at $5.66 on Sunday, up some 50% since the start of the war.

Southwest Airlines said last week that it would soon limit the number of portable chargers and power banks passengers can have on flights as airlines contend with a recent rise in lithium battery fires on planes.
Starting April 20, the airline will limit passengers to one lithium battery-powered portable charger per person, according to an internal message sent to employ-
ees Tuesday by Dave Hunt, Southwest’s vice president of safety and security, that was provided by the airline to The New York Times.
Each device must also have a capacity of 100 watts or less to be deemed acceptable.
Southwest also said that it would no longer allow passengers to store portable chargers in a plane’s overhead bins. Instead, passengers must hold their portable chargers or put them in a carry-on bag under their seat.
The airline also said it would ban passengers from using in-seat power outlets to charge their portable chargers. They can still use regular chargers in the outlets.
Many power banks contain lithium batteries, which can spontaneously catch fire if they are damaged or short-circuit, according to the Federal Aviation Administration. Lithium batteries are largely banned from checked baggage in the United States, unless the devices that rely on them are turned off.
In May, Southwest Airlines announced that it would tighten its rules regulating portable chargers when it said that passengers could no longer charge devices using portable batteries while placed in luggage in the overhead bins.
The airline’s most recent announcement came amid a rise in fires on planes caused by portable chargers.
In January 2025, a fire destroyed an Air Busan plane on the tarmac in Busan, South Korea, and investigators said that a power bank may have started the blaze.
The fire prompted several international airlines, including Thai Airways, Singapore Airlines
and Malaysia Airlines, to ban using and charging power banks during flights.
A lithium battery also spontaneously combusted in a passenger’s carry-on luggage during an Air China flight in October.
Last year, the FAA reported 97 lithium battery episodes involving smoke, fire or extreme heat on passenger and cargo aircraft, up from 89 the previous year.
More than a third of those cases were caused by battery packs or batteries, according to the FAA.
There have been 14 lithium battery incidents on passenger and cargo planes so far in 2026, including nine caused by battery packs and batteries, according to the FAA.

In early March, a female manatee measuring 9 feet 5 inches long that was injured after being in the path of a boat was rescued in an estuary in Cape Coral, Florida, which is known to be a winter habitat for the rotund water mammals.
It’s not clear where the boat and the manatee collided, but the mammal suffered injuries to its ribs and lungs, which led to its death 10 days later at a rehabilitation center.
It was among the latest encounters between humans and manatees that contributed to the death of one of the aquatic animals.
Since the start of the year, at least 31 of the sea cows — as the manatees are colloquially known — have been killed in such collisions in Florida. The risk of such accidents grows in the spring, when the warmer weather attracts more boaters as manatees become more active in rivers and shallow coastal areas, experts say.

Calliope, an orphaned manatee that had spent three years in Cincinnati for rehabilitation, mingles with others of her kind moments after being released back into the wild at Three Sisters Springs, in the Crystal River National Wildlife Refuge in Florida on Feb. 13, 2024. Since the start of the year, at least 31 of the sea cows — as the manatees are colloquially known — have been struck and killed by boats in Florida. (Jason Gulley/ The New York Times)
Cora Berchem, a manatee research associate for the nonprofit group Save the Manatee Club in Longwood, Florida, said “manatees are migrating back out to their summer ranges and can pretty much be found in almost all waterways in Florida.” Boaters should exercise more caution, she said, particularly until the winter season when manatees return to their sanctuaries in calmer waters around November.
The mammals are grayish brown with sparse hair across their bodies. Adults average 9 to 10 feet long and weigh about 1,000 pounds.
Last year, there were a total of 632 manatee deaths statewide, which was higher than for each of the previous two years, when 555 and 565 manatee carcasses were recorded.
Collisions accounted for 25% of their deaths in Florida last year, with other contributing factors being a colder winter and a red tide bloom, according to the Florida Fish and Wildlife Conservation Commission.
“Coexisting with manatees in Florida is a big topic, and with the human population increasing daily, sharing the habitat with manatees has become a growing problem or at least a topic that requires increased attention,” Berchem said.
Manatees are vital in Florida because they benefit the ecosystem by grazing on both native and invasive plants and help to keep the waterways clear, she said. Manatees are also economic drivers in the state because of their popularity.
“Florida lives from tourism, and many visitors come to Florida to see manatees,” she said.
As recreational boating season ramps up for the spring and summer in coastal areas along the Southeast, here are tips from manatee and wildlife experts on how humans can better protect manatees and coexist with them.
Where are they?
The Florida manatee is found in the state’s coastal waters, rivers and springs from the tip of South Florida to the Panhandle and Atlantic coasts.
Although the Florida manatee is a beloved unofficial mascot associated with the state, the large slow-moving mammal is known to travel up the eastern coastline into Georgia, the Carolinas, and as far north as Massachusetts during the warm months, officials said.

In the Gulf region, Florida manatees travel west through coastal Louisiana and are occasionally sighted as far west as Texas.
There are about 8,350 manatees in Florida, according to the U.S. Fish and Wildlife Service.
The sea mammals are a tourist attraction at a lagoon in Lake Worth, Florida, where dozens of them bask in the warm water discharge from a nearby Florida Power and Light power plant during the area’s manatee season, which runs from Nov. 15 to March 31.
First, slow down.
The animals, which cruise slowly by moving their tails and flippers, and sometimes idle just beneath the surface, are vulnerable to scarring and death because of collisions with boats.
Manatees typically swim about 3 to 5 mph but they can reach speeds up to 20 mph in short bursts. Recreational boats usually cruise between 15 and 30 mph.
“People can help manatees by observing slow and no-wake zones, especially in manatee protection zones,” said Elise Bennett, a lawyer and director for Florida and the Caribbean at the Center for Biological Diversity, a nonprofit wildlife conservation group.
She noted that Florida each year loses about 100 manatees to boat crashes.
From April 1 through Nov. 15, seasonal manatee zones require boaters to slow down in certain areas to prevent animals from being injured or killed by motorboats or personal watercraft, according to the Florida wildlife commission.
Experts also suggest that boaters use propeller guards on their vessels to better shield manatees from injury if they are hit.
Avoid shallow areas.
Manatees are plant eaters known to forage for food and rest in shallow waters, such as canals and springs, so boaters should avoid traveling in areas with sea grass.
“Look for large circles on the water, also known as manatee footprints, indicating the presence of a manatee below,” the Florida wildlife commission said.
The commission also suggested that boaters wear polarized sunglasses, which can reduce glare coming from horizontal surfaces, to better spot manatees underwater.
Look, but don’t touch.
Whether boating, paddling, swimming or diving in the wild, people visiting manatee habitats should not feed or touch manatees, even though they may naturally approach people.
Rather, they should give “the manatee sufficient space” and not interfere with its natural behavior, Berchem said.
“Manatees are naturally very curious and will oftentimes approach, but the behavior should not receive positive reinforcement,” she added.
Interacting with manatees can lead them to lose their natural fear of humans and boats.

The Leonas of Ponce defeated the Criollas of Caguas in four sets on Sunday at Juan “Pachín” Vicéns Auditorium in Ponce to even the Women’s Superior Volleyball League (LVSF by its initials in Spanish) Semifinal Series B at a match apiece.
The set scores were 19-25, 25-15, 25-22 and 25-22.
With a 2-1 lead in sets, Ponce staked out an 8-3 lead at the first timeout in what would be the deciding fourth set on a spike by Sherridan Atkinson from Zone 2.
The Leonas’ lead held, with another spike by Atkinson from Zone 2 putting the hosts up 16-12 at the second technical timeout. The Criollas rallied to close the gap to 1718 on a tip by Genesis Collazo from Position 4, but Ponce withstood the surge and pulled away again to 22-18 thanks to attacks by Nataly García from Zone 4 and a middle spike by Abby Akey.
Ponce reached set point at 24-20 with another scoring play by Akey through the middle, and closed out the set and the match 25-22 with a spike by Atkinson over the Caguas block.
In team statistics, the Leonas outperformed the Criollas 63-46 in attacks, 13-12 in blocks, 8-3 in aces, 70-59 in digs, 54-35 in passes, and 23-9 in assists.

Juncos protest upheld, last 2 sets in 3rd A semifinal match must be replayed
The Women’s Superior Volleyball League
(LVSF) has upheld the protest filed by the Valencianas of Juncos regarding the illegal use of a libero player by the Cangrejeras of Santurce during Friday’s third match of Semifinal Series A.
The ruling was issued by tournament director José R. Servera-Rivera following an evaluation of the documentation submitted by both franchises, as well as the corresponding referee reports.
According to the resolution, Santurce,
which entered Friday’s contest leading the semifinal series 2-0, committed a violation of the regulations by redesignating a libero player without adhering to the procedures established by the 2025-2028 Official FIVB Rules. The report states that the team failed to utilize its registered second libero and did not properly notify the officiating crew of the changes made.
It was further concluded that the use of the player in question had a direct impact on the course of the match, benefiting Santurce while negatively affecting Juncos.
As a result of the decision, the LVSF ordered:
* The annulment of the fourth and fifth sets of the match, which had been won by Santurce.
* The resumption of the aforementioned sets on a date to be mutually agreed upon by both franchises.
* The temporary suspension of Semifinal Series A until the pending sets are completed.
* The suspension of the match scheduled for Sunday, April 12, in Juncos.
The league also stipulated that, should it become necessary, the remaining sets could be played in a “back-to-back” format to avoid disrupting the overall schedule.
Once the annulled sets have been completed, the best-of-seven series will continue in Juncos in accordance with the revised schedule.

Meanwhile, at Raymond Dalmau Coliseum in Quebradillas, the Santeros defeated the Piratas of Quebradillas 117-114 in double overtime.
