A preview event this week brought together STEM (the acronym for the educational fields of science, technology, engineering and mathematics) coordinators from Puerto Rico’s regional education districts, public school principals, teachers, students and parents, who toured the reimagined facilities and learned how the new resources will support experimentation, research and innovation. The spaces were developed through a participatory co‑design process with community members to ensure they reflect local needs and interests. Equipped with biotechnology tools, portable work‑ stations, DNA sequencers, microscopes, 3D printers and computers, the labs and makerspace aim to provide access to specialized equipment often unavailable in many public schools. Educators at the event highlighted the importance of giving students opportunities to conduct research and build technical skills in environments that mirror real‑world scientific settings. If we make a promise today, we must identify how to pay for it today, rather than creating future deficits or leaving the problem to a future administration. Oversight board: Puerto Rico’s lobbying laws lag behind rest of the country Mujica says island is also out of step on contingency fees, extensions in public contracting By THE STAR STAFF

inancial Oversight and Management Board Executive Director Robert Mujica Jr. said at a board meeting Wednesday that lawmakers must modernize Puerto Rico’s lobbying laws to safeguard public contracting once the board mandated under the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, eventually exits. “There is a great deal of work ahead to restore the people’s confidence in public procurement,” Mujica said, noting that Puerto Rico remains the only U.S. jurisdiction without a comprehensive lobbying statute. “If you are paid to influence how public money is spent, the public should know it, and it should be transparent.” He warned that Puerto Rico still allows contingency fees tied to government action -- including contract awards -- despite most states and the federal government banning them. Contract extensions, he added, are another area where Puerto Rico diverges from standard practice. “In most places, a contract has a defined term,” Mujica said. “If the need continues, the work goes back out to competition. Here, practically no such limit exists.” Once the board leaves, he said, “no one will provide the independent review the board
Financial Oversight and Management Board Executive Director Robert Mujica Jr. currently performs before a contract is executed.” Mujica’s remarks came as he revisited the failed Power Expectations contract, a procurement he said was riddled with omissions, misrepresentations and undisclosed changes that forced the board to revoke its approval for the first time in its history. He traced the timeline back to the Puerto Rico Energy Bureau’s 2025 directive ordering the Puerto Rico Electric Power Authority (PREPA) to address an anticipated generation shortfall of up to 850 megawatts. PREPA needed temporary generation quickly, and the board began reviewing the proposed $5.9 billion, 10‑year contract in January of this year. From the outset, he said, the board’s infrastructure team had “serious questions,” while the Third-Party Procurement Office (3PPO) repeatedly provided partial answers
and challenged the board’s authority to request them. The board conditionally approved the contract on May 8, adding strict milestones, liquidated damages, termination rights, and a performance bond exceeding $1 billion. Final approval followed on June 2. Soon after, however, the board learned that the agreement had materially changed without disclosure: Enchanted Rock, the company meant to supply the generation equipment, was no longer part of the deal. The required performance bond was never delivered. Enchanted Rock informed the 3PPO that its signature had been forged. Flotek Industries disclosed it had only agreed to deliver 40 megawatts -- far short of the 400 megawatts required. And 66 days after execution, nothing had been built, shipped or delivered. Throughout the process, Mujica said, the 3PPO continued to provide incomplete information and insisted the board had “no business asking the questions” it was asking. The board revoked its approval on Aug. 14. “It was unavoidable,” he said. “We now know this contract was never going to deliver the power Puerto Rico’s families and businesses need.” The episode, he added, exposed deeper structural weaknesses in Puerto Rico’s procurement system. During the review of Act 215 of 2024 -- which sought to raise thresholds for no‑bid contracting -- the board discovered that 22 municipalities impose higher construction excise taxes on government‑funded projects than on private ones, with 15 charging a 10% rate.
“We are unaware of any jurisdiction that sets a different rate based on the source of the funding,” Mujica said, warning that the practice could be deemed discriminatory under federal cost principles and jeopardize recovery funds. He also highlighted two major fiscal risks: Medicaid financing and pensions. Puerto Rico’s enhanced federal Medicaid match expires next year, and without congressional action, maintaining current benefits could cost the island up to $3.8 billion annually beginning in fiscal 2028. “I too have made Congress aware of how critical this is,” he said. On pensions, Mujica warned that 18 recently introduced bills would create long‑term obligations without identified funding sources. “Pension increases are promises … and promises that we make for decades,” he said, stressing that any new benefits must comply with the court‑approved plan of adjustment. Two of the bills were vetoed last year. Asked whether the oversight board should take over the evaluation process for a new temporary generation provider, Mujica said the board would intervene more directly if necessary. The 3PPO has reportedly said it wants to withdraw from the process. “We need the generation,” he said. “If we have to be more involved, we will do it.” He noted that another procurement -- this one for 3,000 megawatts of long‑term generation -- is underway, but the board has not been given full visibility. “We don’t know all of the details,” he said. “We don’t want this to happen again.”

uerto Rico Senate Vice President Carmelo Ríos Santiago is convening an emergency meeting with the island’s main housing stakeholders amid a steep rise in rental prices that is squeezing working families across the San Juan metropolitan region. Ríos said the Senate will bring together representatives of the Asociación de Arrendadores de Bienes Inmuebles, municipal mayors, and Housing Secretary Luis Augusto Martínez Román to examine what he described as a “marked increase” in rents, particularly in the municipalities that make up the Bayamón senatorial district. “We’ve seen a significant spike in rental
costs in recent months. This has made the process of securing a home for a working family extremely complicated and expensive,” Ríos said. “We understand that the market dictates prices, but it’s necessary to conduct a clear, data‑driven assessment of the sector and identify alternatives for our people.” According to available data, monthly rents for one‑ to two‑bedroom units in the metropolitan area now range from $800 to $2,700, while three‑ to four‑bedroom homes are renting for $1,100 to $4,000. The senator noted that the shift toward renting has accelerated as home prices and mortgage interest rates climb, pushing many households away from purchasing and into an increasingly competitive rental market. “In 2020, the average rent for a two‑bed-
room home was about $750. Today it’s $1,300 and rising,” Ríos said, reiterating that the Senate’s goal is to outline concrete measures to ease the burden on families. Puerto Rico has an estimated 385,800 housing units designated for rent, based on 2023 data. Roughly 30,000 of those are used for short‑term rentals of less than 12 months, a segment that has drawn scrutiny for its impact on long‑term housing availability. Ríos has pushed since 2022 for initiatives to expand the island’s inventory of residential properties, citing an estimated 50,000‑unit deficit needed to meet current demand. The upcoming meeting, he said, will focus on both immediate relief strategies and long‑term structural solutions.

Instead, the legislation is stalled and on the brink of collapse, mired in a funding dispute that has divided the two parties, splintered Republicans and driven a bitter wedge between powerful veterans groups that normally band together when benefits are at stake. The impasse grew so intense that last Tuesday, Democrats won enough support from Republicans to go around House leadership and force action on a piece of the bill — a long-shot maneuver to salvage a measure that supporters worry is now doomed anyway. The centerpiece of the bill is a provision that would allow service members who retired from the military because of a combat-related disability to receive their full retirement pay, rather than having it reduced dollar for dollar by their disability benefits, as current law requires. It is known as the Maj. Richard Star Act, named for a combat-injured Army veteran who advocated the policy change after he was forced to medically retire because of cancer that he developed from toxic exposure during deployments to the Middle East. Republicans demanded that the cost of such a change — an estimated $9.4 billion over a decade — be covered by cuts elsewhere, and settled on paring back disability compensation for future veterans with sleep apnea and tinni-
tus. But Democrats resisted the trade-off and dropped their support for the entire package, which also would include funding for dozens of other veterans programs, from suicide prevention to lactation rooms at VA hospitals. So did some Republicans, who blasted an approach that they said pitted veterans against one another. “It is wrong and unseemly to take benefits away from a certain number of vets for a different group of vets,” said Rep. Jeff Van Drew, R-N.J. “And I’ll tell you what: The veterans don’t like it.” The proposed cuts, which lawmakers have estimated would save as much as $57 billion over a decade, created deep rifts in the veteran community. The American Legion and some other veterans groups urged Congress to back the package, in the interest of enacting the long-stalled Richard Star measure. But two other major veterans advocacy organizations — Disabled American Veterans and Veterans of Foreign Wars — said they could not support a bill that would slash tinnitus and sleep apnea benefits and have lobbied lawmakers to fix the bill or drop their support. “I would love to see my full retirement pay, but I would feel terrible,” said Naomi Mathis, a deputy legislative director at DAV who served in the Air Force before medically retiring in 2007. “I couldn’t even lay my head on the pillow and
say that this is OK.” The fierce divide among veterans and lawmakers came to a head in July, when House leaders tried to bring up the veterans package but were forced to pull it from the floor when it became clear they did not have the votes to pass it. “Thank you, VFW, for screwing over current and future veterans and their spouses!” Rep. Daniel Crenshaw, R-Texas, a Navy SEAL veteran, wrote on social media at the time. Other Republicans who opposed the cuts took matters into their own hands by going around House Speaker Mike Johnson and signing on to an effort by Democrats to force a version of the Richard Star Act to the floor on its own. Last Tuesday, that effort — a so-called discharge petition that can fast-track legislation to a floor vote if a majority of House members demand it — got the 218 signatures it needed to succeed. Rep. Nancy Mace of South Carolina provided the final signature, becoming the fifth Republican to do so. “Washington has no business nickel-and-diming veterans who were willing to put their lives on the line for ours,” Mace said in a statement, adding, “Combat-injured veterans have waited long enough.” Johnson abruptly scrapped the House’s final day of voting last week after Rep. Thomas Massie, R-Ky., introduced impeachment articles against Defense Secretary Pete Hegseth that would have required a vote by Thursday had the House remained in session. Action on the Richard Star measure will not happen until after Congress returns following the midterm elections to what could be a radically different political landscape, leaving the fate of the entire package deeply uncertain. That has left proponents of the broader bill embittered. Rep. Don Bacon, R-Neb., an Air Force veteran, said he was frustrated that the package had been stymied, suggesting that sleep apnea and tinnitus benefits had been manipulated by some of those who served. After retiring from the military, he said he remembered fellow veterans encouraging him to apply for relief for those conditions even though he did not experience them. “The whole thing bothered me,” Bacon said. “I know that not everybody falls into that category, but there was surely some exploitation of these rules.” The earliest House members could vote on any veterans bill would be upon their return Nov. 9, two days before Veterans Day.

resident Donald Trump’s enormous gains among Hispanic voters in the last election propelled him to victory in the national popular vote and prompted talk of a political realignment. Two years later, that talk is over. In an average of high-quality national polls over the last month, Democrats led Republicans among Hispanic likely voters by 35 percentage points, 64% to 29%, on the generic congressional ballot, which asks voters which party they will support for Congress. That would mark an extraordinary reversal since 2024, when the same pollsters found Kamala Harris leading Trump by an average of only 7 points among Hispanic voters in their final surveys. A shift toward Democrats on anything like this scale could remake the electoral map — threatening longtime Republican incumbents, new Republican gerrymanders and the party’s crown jewel, Texas — and represent a final unraveling of his winning 2024 coalition. If one applied the demographic trends from recent New York Times/Siena national polls to districts across the country, Democratic gains among Hispanic voters would imperil Republicans in more than a dozen districts that Trump won by double digits but where Republicans depend on support from Hispanic voters. Texas and Florida would become ground zero for a possible Democratic tsunami, with the party’s chance at a large congressional majority potentially hinging on whether it could break through Republican gerrymanders in those states. It’s important to caution that it’s challenging to precisely measure shifts among smaller groups like Hispanic voters. High-quality national polls have largely anticipated major swings among Hispanic voters in recent cycles, but they have not been perfect. With the polls showing Democrats gaining so much, even a modestly larger or smaller shift could be the difference between victory and defeat for Republicans in heavily Hispanic districts. Nonetheless, the national, state and district polls leave no doubt that many Republicans in these districts are in jeopardy. The reason is simple: Trump.
His approval rating among Hispanic voters has fallen to the 20s, including just 26% in the most recent Times/Siena poll. Just two years after concerns about rising prices propelled him to victory, only 8% of Hispanic voters approved of his handling of the cost of living in the last Times/Siena poll, while 18% approved on the economy. His approval rating on immigration, at 26%, was not much better. The polls have shown signs of growing Democratic strength among Hispanic voters all cycle, but it’s only over the last few weeks that the state and district-level polling has begun to confirm and reveal the extent of Democratic gains. James Talarico has led every recent survey of the Texas Senate race, with polls showing him ahead among Hispanic voters by at least 20 points. Although his lead is often mostly dismissed as a reflection of the profound flaws of his Republican opponent, Ken Paxton, the polls also show Democrat Gina Hinojosa to be surprisingly competitive in the race for governor against the incumbent, Greg Abbott, who leads by an average

of 3 points in recent polls. Perhaps even more striking than a poll result was a recent advertisement from María Elvira Salazar, who represents Florida’s 27th Congressional District, a heavily Cuban area in Miami-Dade County that voted for Trump by 15 points. She filmed a television ad in which she spoke directly to the camera — and to Trump — about how “the same Hispanics who helped you get to the White House in 2024 feel betrayed today.” Early in the cycle, few analysts expected a competitive race for Texas governor or for a South Florida House seat. In both states, Republicans felt so secure in their success among Hispanic voters that they redrew their state’s congressional maps to try to gain as many as nine combined Republican seats. These aggressive gerrymanders were drawn in part on the assumption that the Republicans would retain at least some of Trump’s gains among Hispanic voters. With Democrats surging back among Hispanic voters, many of the districts that Republicans hoped to flip might remain in the Democratic camp. At the same time, Republican-held seats that the party thought it might be able to take for granted could be in jeopardy. One important complication is financial: Florida and Texas are two of the nation’s most expensive states for ad campaigns. Republicans have a substantial financial advantage, and Florida and Texas might be exactly where it pays off, by allowing the party to defend congressional districts in expensive media markets that will be difficult for Democrats to match. Either way, Democratic gains among Hispanic voters put Texas and Florida center stage. The Democratic Party’s chances of having a truly exceptional midterm election — one that yields a large congressional majority and control of the Senate — could depend on whether Democratic gains among Hispanic voters translate into breakthroughs in Texas and Florida. If Democrats fall short, the surge of support among Hispanic voters will boost the party’s popular vote while doing relatively little to give Democrats the seats needed to control Congress. But if the breakthrough happens, it could essentially cancel out the GOP’s gerrymanders in both states and give Democrats a long-awaited victory in Texas.

It’s time to cry wolf over AI By THOMAS L. FRIEDMAN
“L
ooks like by April, you know, in theory, when it gets a little warmer, it miraculously goes away.” That’s what President Donald Trump said about the COVID-19 outbreak on Feb. 10, 2020, about a month before it forced our country and the world into a lengthy lockdown. Why do I recall that today? Because when I think back on the biggest disaster stories I have covered — including 9/11 and COVID-19 — I am struck that they have one big thing in common: a failure of imagination. Sure, government experts prepared for these events in theory, but in practice how many of them imagined that suicidal terrorists would fly commercial airliners into the World Trade Center and the Pentagon? And how many imagined that a respiratory virus that emerged in Wuhan, China, would kill millions of people and drag down the world economy for years? So today, when it comes to the possibility that artificial intelligence, which is falling into the hands of rogue actors and is beginning to manifest a will of its own, could become incredibly destabilizing, my imagination is fully engaged. Here is what my imagination is telling me. It is telling me that the big AI companies in America and China are not being candid with us about how little even they understand the power and reach of the models they have developed, like sorcerers, in their labs. It is telling me that the Trump administration, headed by a man who so often governs by social media post, is uniquely unsuited to the kind of comprehensive, sustained, coordinated governance that keeping AI safe demands. And it is telling me that there is so much at stake — economically, militarily and technologically — and so little trust between Washington and Beijing that it would take a miracle for the United States and China to agree on the kind of deep collaboration needed to defuse the most nightmarish threats posed by AI. It is still not too late, though, for radical rethinking before something very bad happens that forces all the key players to do things they never imagined, things they will have to do in the middle of a full-blown AI-driven crisis. I’d rather be remembered as the boy who cried wolf when the wolf never came than as someone who got eaten by it. So here goes: “Wolf, wolf, wolf, wolf.” I will stand down when I see the United States and China start to address the immediate threat by teaming up to defend critical infrastructure — water systems, power grids, the internet — in their own countries and around the world. But I will breathe a sigh of relief only when I see Washington and Beijing put their heads together with their respective AI companies to draw up a long-term plan for how they can continue to compete on AI technologies, while simultaneously agreeing on internal AI guardrails to prevent increasingly capable AI systems from, on their own, creating catastrophic cybersecurity, biological, nuclear or fi-
nancial risks. This is a geopolitical, geoeconomic and technological challenge no generation of American and Chinese statesmen has ever before faced. They dodge it at their, and our, peril. Anyone who tells you we can’t afford regulation now because it might slow down innovation is missing three things. First, those who contend that regulation is, by definition, innovation-destroying and market-destroying are “just ignorant of history,” said Eric Beinhocker, executive director of the Institute for New Economic Thinking at the University of Oxford’s Martin School. “Good regulations create trust, and trust grows markets. How do you think the airline industry or the pharmaceutical industry grew so big, so fast? Because government regulations created trust among consumers that the planes they fly and the medicines they take are safe.” Second, AI is not just a technology but also, as the computer scientist Craig Mundie has been saying, “a new species.” And like a new species, it is already exhibiting evolutionary properties. “We’ve unleashed Darwin in silicon,” Beinhocker explained. The latest AI models have demonstrated a capacity for “self-improvement, self-replication and self-preservation. When you put those three things together, and their evolution happens at silicon speed, not human speed, you’ve got something extremely powerful, potentially dangerous and impossible to control.” This becomes even more true as we begin to give our AI systems bodies in the form of robots, drones and vehicles. We must ensure that there is always a human in the loop — that they are never fully autonomous — until we can guarantee these systems will always operate in line with human well-being, Beinhocker added. Third, our president now runs the country the way he is said to have run the Trump Organization, which had to deal with multiple bankruptcies: There is virtually no regular policy process, interagency collaboration is weak, and on most days everyone in the administration just sits around waiting to see what the president posts on social media — often based on the last person he spoke to or something he heard on Fox News — and then tries to frame policies around it. (Thank goodness that at least Bessent, sources tell me, has done a deep dive into AI issues and has been talking to the Chinese. But whether he can herd the cats in this administration on this issue remains to be seen.) My New York Times colleagues recently reported that sources close to Trump made clear that his dismissal of fears that AI could lead to mass extinction as a “hoax” is driven not by any technological assessment. It is said to be driven, they reported, by his fear that “if the artificial intelligence boom fueling the American economy slows down, the market could crash and recession could quickly follow.” That kind of thinking is begging for trouble. Eisenhower famously said, “Plans are worthless, but planning is everything.” What he meant was that no fixed plan can survive all the unanticipated stuff that happens once a war or crisis starts to unfold. But if you’ve gone through a rigorous planning process — familiarized yourself with the depth of the problem and the kinds of things that could go haywire and built trust within your team — you greatly improve your ability to adapt on the fly. That is precisely what was missing in the run-up to Trump’s war with Iran, and we are paying a huge price for that today. Imagine what could happen if AI agents — a thousand times cleverer and more dangerous than Tehran or Trump — go off the rails.

CIMA Menonita Salud Mental reafirma su compromiso con la prevención del suicidio con marcha comunitaria en Aibonito POR EL STAR STAFF

IBONITO – En conmemoración del Mes de la Prevención del Suicidio, CIMA Menonita Salud Mental llevó a cabo el pasado viernes la “Marcha para la Prevención del Suicidio: Nadie Camina Solo”; un evento que reunió a más de 500 personas en un llamado colectivo a la importancia de hablar y pedir ayuda como herramientas para salvar vidas. La caminata partió desde las instalaciones del Estadio Hermanos Marrero en Aibonito y concluyó en la Plaza Pública del municipio. Allí, estudiantes, familias, sobrevivientes de intentos de suicidio, miembros de la comunidad y organizaciones aliadas compartieron un mensaje de apoyo y resiliencia, recordando que el suicidio puede prevenirse y que tener una conversación a tiempo puede cambiar el rumbo de una vida. “Hoy enfatizamos nuevamente en la importancia de hablar de este tema, romper estigmas y recordar que pedir ayuda está bien. Queremos ser un recurso para identificar señales de alerta y orientar a quienes lo necesiten para ofrecerles la ayuda adecuada. Nadie está
solo; hay apoyo y recursos disponibles. Una conversación puede salvar una vida”, expresó Ricardo Hernández Rivera, principal oficial ejecutivo del Sistema de Salud Menonita. La actividad contó con la colaboración del Municipio de Aibonito, representado por su alcalde, el Hon. William Alicea Pérez, así como de entidades comunitarias y agencias gubernamentales que se unieron al esfuerzo. Dolly Parton’s estate in turmoil after extortion accusations By EMILY COCHRANE and JULIA JACOBS
A
feud over Dolly Parton’s sprawling estate spilled into the open Tuesday when her longtime manager accused her nephew and former security detail of threats, extortion and intimidation. The accusations against the nephew, Bryan Seaver, were made public in a request for a restraining order. It offers a glimpse into a fight over Parton’s entertainment enterprise, which includes the Dollywood amusement park, her SongTeller hotel and Life of Many Colors museum that is set to open this month. Seaver, who delivered the news of Parton’s death from cancer in a filmed video last month, was fired as head of security for her properties last week. In the court papers filed Tuesday, he is accused of mounting “an obscene, deliberate and escalating campaign of threats” to obtain money from the Parton estate. In text messages included in the court papers, someone identified as Seaver issued a profane threat against at least one Dollywood business partner. He wrote that he would become “the hand of retribution for my entire family,” according to the complaint. In an exchange on Sept. 3 with a longtime lawyer of Parton’s, Seaver described himself as a “killer” and said that on the day his aunt died, he had sold $27 million in arms and
ammunition to the Haitian police. “Let’s have dinner…” Seaver wrote, according to a copy of the email attached to the complaint. Seaver did not immediately respond to requests for comment but defended his work to TMZ, which earlier reported the news. “We remain unshakably resolved to fulfill her final directive to protect her family,” he told TMZ, “and we refuse to be intimidated by those whose actions we believe are being taken in bad faith and with the intent to profit from the life of someone who willingly gave so much.” The request for a restraining order was filed in Davidson County Chancery Court in Nashville, Tennessee, by She’s Alive, a corporation responsible for overseeing Parton’s many business endeavors. It is run by Danny Nozell, her longtime manager. A lawyer for She’s Alive declined to comment further. The proposed order would keep Seaver from the company’s properties and staff, as well as block him from having any contact with individuals that do business with She’s Alive. The company also filed a lawsuit accusing Seaver of tortious interference and seeking an unidentified amount of damages. Seaver and his outside security company had long overseen protection for Parton and her properties. According to the complaint, “it was important to her to employ her family members when they had skill sets compatible with her business needs.” Parton successfully leveraged her musical prowess and stardom into a multipronged business, most notably with Dollywood, located near her hometown in east Tennessee. Even after her death, it has continued to barrel forward: In addition to the hotel and museum, a line of dolls and a coffee brand are also being introduced this month. Wall Street ends down as oil prices, Treasury yields rise

Oil prices rose almost 4% and the S&P 500 energy sector index (.SPNY), rallied after Iranian President Masoud Pezeshkian’s speech at the UN, a day after US President Donald Trump warned he could “annihilate” Iran. A survey showed US business activity raced to a more than five-year high in September, pushing government bond yields higher and raising expectations the Federal Reserve will increase interest rates at its October meeting. Yields on 2-year Treasuries touched their highest since 2024, while 10-year Treasury yields hit their highest since 2007. “The stock market wants a resolution to the (Middle East) conflict, and if we don’t get that, we will have higher rates for longer, and that’s going to continue to weigh on the equity market,” said Lauren Cassidy, chief investment officer at Founders 100 ETF in Dallas. urricane Polo exploded from a weak tropical storm into a Category 5 dynamo in less than a day, putting western Mexico on alert. Although it dropped Wednesday to the upper reaches of Category 4, forecasters said they expect it to remain at or near Category 5 strength for the next few days. On Wednesday morning, Polo turned northwest and was expected to generally move that way over the next couple of days along the coast as it remains
offshore. What you should know: — Hurricane Polo is one of the strongest storms ever recorded in the Western Hemisphere. Hurricane experts measure a storm’s strength in part by its wind speeds, which determine its category. Polo’s reached 180 mph on Tuesday afternoon; more powerful than most other storms, but still below the 215 mph record set by Hurricane Patricia in 2015. — Though the storm’s center is expected to remain offshore, Mexican authorities have issued tropi-

Latin American allies of Trump plan to label cartels as ‘terrorist’ By ANNIE CORREAL and EDWARD WONG
A
s the Trump administration tries to turn attention back to the Western Hemisphere after months of war in Iran, officials are seeking to intensify the fight against Latin American cartels. At the U.N. General Assembly this week, State Department officials are expected to announce that 14 Latin American and Caribbean nations are labeling 25 criminal groups as terrorist organizations, according to U.S. and Latin American officials. The groups have already been labeled foreign terrorist organizations by Washington. “Upon taking office, I designated the drug cartels as foreign terrorist organizations and unleashed the United States armed forces to eliminate them,” President Donald Trump said Tuesday in remarks at the General Assembly. “The cartels are the ISIS of the Western Hemisphere — not good people.” Having Latin American leaders designate the same groups as terrorists, analysts say, further lays the groundwork for potential military strikes against criminal groups accused of drug trafficking. The joint statement will be announced on the sidelines of the General Assembly, according to two U.S. officials, who asked not to be named because they were not authorized to speak publicly. The formal mechanism for the designation is the Rio Treaty, the officials said, a 1947 defense pact among more than a dozen nations in the Western Hemisphere that holds an attack on one member to be an attack on all. The move would mark the first time that a group of Latin American governments has collectively signed a sweeping terrorism designation alongside Washington. The countries signing the statement — which belong to the Shield of the Americas, an alliance of nations with conservative governments that was formed by the Trump administration — are Argentina, Bolivia, Colombia, Chile, Costa Rica, the Dominican Republic, Ecuador, El Salvador, Guyana, Honduras, Panama, Paraguay, Peru and Trinidad and Tobago. Peru and Paraguay confirmed that they had signed the joint statement. The State Department and the governments of the other countries did not respond to requests for comment.

Criminal organizations are not terrorist organizations.” Robinson said the United States had made more headway fighting traffickers in Latin America by focusing on the “civilian security apparatus that is trained to go after these organizations — to go after their money, to collect evidence, to indict and prosecute and to, under the rule of law, bring these people to justice.” A militarized approach, by contrast, has not succeeded in curbing the flow of drugs to the United States and could result in extrajudicial killings, Robinson said. “It already has,” he said, citing lethal strikes on boats that the Trump administration, without providing evidence, said were carrying drugs. Those attacks, which have killed more than 220 people, violate international law and could constitute crimes against humanity, a U.N. legal expert wrote this week. Since Trump returned to office, the State Department has added around 20 Latin American and Caribbean groups to the
United States’ list of foreign terrorist organizations. The groups include major Mexican cartels such as the Sinaloa Cartel; transnational gangs like Tren de Aragua, which started in Venezuela; and Ecuadorian gangs that U.S. officials say supply cocaine to Mexican cartels. Trump has accused the groups of attacking the United States by flooding it with drugs and with migrants whom he has linked to crime. While the terrorist designation offers tools to freeze or seize U.S.-based assets, it does not, on its own, authorize military
operations. The administration has nonetheless leaned on its designations when announcing military strikes. The designation of the same groups as terrorist organizations by Latin American countries appears to be part of the administration’s effort to pursue using military force against the groups — and to recast what critics see as a U.S.-driven agenda as a regional priority, said Gimena Sánchez, the Andes director for the Washington Office on Latin America, a research group. But the designations could impinge on national sovereignty and each country’s laws governing the use of force, she added. Labeling groups as terrorist organizations, Sánchez said, could also lead to bombings that could endanger civilians and could expand governments’ power to target citizens, enabling officials to accuse virtually anyone, including political opponents, of being “pro-terrorist.” Juan Pablo Segura, the assistant secretary of state for Western Hemisphere affairs, and former Homeland Security Secretary Kristi Noem, now special envoy to the Shield of the Americas, met last week in Washington with diplomats from the 14 Latin American nations to prepare the joint statement. Puerto Rico suffers 2nd loss at Women’s Final Six in Mexico By THE STAR STAFF

ost nation Mexico maintained its momentum at the 2026 NORCECA Women’s Final Six by defeating Puerto Rico 3-1 (25-22, 21-25, 25-18, 25-21) on Tuesday night at the Juan Fernández Albarrán Sports Complex in Zinacantepec, State of Mexico. After Mexico (2-0) won a hard-fought first set, Puerto Rico (0-2) came back to take the second set and even the match. The third set remained tight until Mexico broke a 1515 tie and pulled ahead 18-15. The hosts continued to extend their lead, with Uxue Guereca scoring to make it 2418 before Jocelyn Urias closed out the set with a block for the seven-point win. Puerto Rico took a 9-6 lead in the fourth set, but Mexico tied the score at 9-9 on an attack by Sofía Maldonado. From there, the hosts gradually assumed control. Aimé Topete put Mexico up 22-18, Maldonado followed with an ace to make it 23-18, and Guereca contributed two attacks in the closing stages to help the hosts win the match-

Cangrejeras defeat Gigantes in BSNF By THE STAR STAFF
T
he Cangrejeras of Santurce defeated the Gigantes of Carolina 69-66 on Tuesday night in a Superior National Basketball (BSNF by its initials in Spanish) league game at Roberto Clemente Coliseum in Hato Rey. Both teams saved their best for late in the game. With 2:42 remaining and her team trailing by a point, Santurce’s Janelisse Marty drove the length of the court and upon reaching the paint, found an open Teana Muldrow, who easily scored to put the Cangrejeras ahead, 65-64. On the ensuing possession, Carolina’s Alexis Whitfield missed a shot, but Joyner Holmes grabbed the rebound and converted it
into two points, putting the Gigantes back in the lead at 66-65. Moments later, the Cangrejeras kept the ball moving until it reached Muldrow, who sank a three-pointer to put her team ahead 68-66 with 1:23 showing on the clock. After a minute in which both teams failed to score, Carolina’s María Benítez attempted a three-pointer that missed, and the ball went out of bounds on the rebound with 21 seconds left, giving possession to the Cangrejeras. As Santurce advanced the ball, the Gigantes exhausted their defensive options, resulting in a personal foul against Allysyn Becki, who made the free throw but missed the second with seven seconds remaining. Carolina managed to secure the rebound
and launch an attack on the basket. However, Santurce’s tight defense forced an errant pass that went out of bounds, turning the ball over to Cangrejeras with time about to elapse. Santurce proceeded to inbound the ball and run out the clock for the three-point win. Shae Kelley led Santurce with 20 points, 10 rebounds and five assists, while Muldrow posted 18 points and 10 rebounds. en Griffey Jr. played nine seasons in Cincinnati and never saw the playoffs. Joey Votto spent his entire 17year career in the big leagues with the Reds, played in 11 postseason games and never won a series in October. Elly De La Cruz is beginning to live up to his promise as one of the best players in MLB, but the team around him
is not following suit. Will the two-time All-Star shortstop be the latest generational talent to be wasted in Cincinnati? As De La Cruz’s 23-game on-base streak was snapped last Thursday, he watched the Los Angeles Dodgers clinch the National League West for the fifth straight season and the 13th time in 14 years with an 8-2 win at Great American Ball Park. It was not the first time that he witnessed the reign-
ing world champions celebrate in person. In October, De La Cruz reached the playoffs for the first time, but the Reds made an early exit after two wild-card games at Dodger Stadium. On the heels of a disappointing follow-up by the franchise, it does not seem improbable that those could be his only postseason appearances in a Cincinnati uniform. De La Cruz, 24, is one of the best players on the planet, but as Mike Trout has proved for years with the Los An-

Entering this offseason, De La Cruz will be eligible for arbitration for the first time, which could also start a countdown to the end of his Reds tenure. Under the current rules, De La Cruz will be eligible for free agency after the 2029 season. If that remains the case under a new collective bargaining agreement, the Reds would have to trade him before then to get the maximum return in prospect capital, like the Washington Nationals did with Juan Soto at the trade deadline in 2022, more than two years before he hit free agency. Much like Soto, who turned down a 15-year, $440 million deal from the Nats in the summer of 2022, De La Cruz also turned down the largest contract in Reds team history in January, a deal that would have eclipsed Votto’s 10-year, $225 million extension in 2012. A big difference is that the Nationals had already won a World Series with a 21-year-old Soto in 2019. The Reds don’t appear to be anywhere near that. Even Votto, who signed two long-term contracts with the team, said during last month’s NBC broadcast of a Reds-Chicago Cubs game that he did not see De La Cruz following in his footsteps by staying in Cincinnati. “Unfortunately, we can’t afford him,” Votto said. “He’s going to cost roughly the GDP of a small country.” Signed by the Reds as a 16-year-old in 2018, De La Cruz was not considered a prospect until the 2021 season. But by the time he made his debut in June 2023, he was near the top of most lists. De La Cruz announced his arrival as a superstar-in-waiting almost immediately, hitting his first career home run nearly out of Great American Ball Park in his second major league game. Last week, against the Dodgers, he finally did just that, with his ninth-inning home run on Sept. 14 bouncing on the concourse and over the fence into the street beyond the stadium. In seven games this season, he is 9 for 25 (.360) with a .407 on-base percentage and a 1.040 slugging percentage with five homers, two doubles and two steals. “I know him enough, through All-Star Games and things like that, that he likes the big stage, he wants to play against the best, and against us, he certainly performs,” Dodgers manager Dave Roberts said. “But yeah, I think there’s a lot of willing takers for that person and talent.” The Cubs’ Pete Crow-Armstrong will rightfully win this year’s National League MVP Award, but De La Cruz’s 6.2 mark in FanGraphs’ wins above replacement metric was third in the league, through Sunday’s games, behind that of Crow-Armstrong (10.4) and Milwaukee Brewers starter Jacob Misiorowski (6.5). He was 10th in Baseball Reference’s WAR at 5.6. A year ago, Crow-Armstrong showed signs that he was on the verge of superstardom. The Cubs not only locked him up to a six-year, $115 million extension but also added veteran Alex Bregman to help fortify the roster and take some of the load off their emerging superstar. The Cubs won a series against the Reds at Great American Ball Park over the weekend and are on the cusp of clinching a playoff spot. The Reds aren’t just De La Cruz, even if it appears that way at times. The team also has first baseman Sal Stewart, who is poised to win the National League Rookie of the Year Award, and starter Chase Burns, who made his first All-Star team, signed a long-term deal in July and has had as good a full season as a Reds starter since Johnny Cueto won 20 games in 2014. The team’s ownership, though, has cried poor. The team’s free-agent signings have mostly fallen flat, and the farm system was recently rated as one of the worst in the game by Baseball America. Meanwhile, De La Cruz has just improved. He came into this season with a stated goal of hitting better against left-handed pitching. Before this season, opposing managers would turn the switch hitter around and have him face southpaws. This year, his 1.031 on-base plus slugging percentage against lefties is the best in the National League. The Reds traded for outfielder Dane Myers this past offseason. Myers, 30, enjoyed watching De La Cruz from afar, but up close it’s been different. “I don’t want to give him a ceiling and then it be the floor,” Myers said. “Whatever he wants to do in this game, if he keeps his head on straight and keeps working, there’s nothing he can’t achieve. God willing, I think he’ll have a Hall of Fame career.” But it’s fair to wonder, if Cooperstown does call, what logo he will have on his hat.
