he Financial Oversight and Management Board told U.S. District Judge Laura Taylor Swain that it continues to believe its Fifth Amended Plan of Adjustment for the Puerto Rico Electric Power Authority (PREPA) is confirmable despite the collapse of support from major creditors that once backed the restructuring. In a status report filed ahead of a hearing Wednesday, the oversight board acknowledged that most parties to the August 2023 Restructuring Support Agreement have withdrawn their support for the plan. Those departures include creditors that had previously agreed not only to support the restructuring but also to purchase new bonds that were expected to help fund distributions to unsecured fuel line lenders and other unsecured creditors. Some of those include Blackrock and Taconic. Even so, the board said, the plan remains viable and argued that the withdrawal of support from those creditors has actually made the proposed restructuring less expensive to confirm, provided its legal positions prevail in ongoing litigation with PREPA bondholders. The board reiterated that the Fifth Amended Plan, filed in March 2025, was designed around the conclusions of the 2025 PREPA Fiscal Plan, which found that the utility lacks the ability to impose sustainable rate increases to support meaningful debt service while maintaining affordability for Puerto Rico ratepayers. Under the proposed restructuring, the oversight board says settling creditors would receive recoveries consistent with previously negotiated settlements while holders of PREPA revenue bonds that do not settle would receive payment of their allowed secured claims as determined by the court. The plan also preserves settlements with PREPA’s unsecured creditors and fuel line lenders and allows consenting creditors to share in potential upside recoveries

generated through litigation with bondholders. The board noted that it recently made another settlement proposal to bondholders that included the possibility of contingent value instruments, but that offer was rejected. According to the filing, achieving substantial bondholder support remains difficult while bondholder cooperation agreements remain in place. The status report also highlighted PREPA’s continuing financial distress. The utility’s fiscal year 2023 audited financial statements, released earlier this year, concluded there is substantial doubt about PREPA’s ability to continue as a going concern. The utility reported a net deficit of approximately $10.1 billion and continues to face financial pressures stemming from years of operational deterioration, bankruptcy proceedings, natural disasters, and ongoing reliance on commonwealth support. At the same time, major litigation remains unresolved. Bondholders are pursuing appeals related to administrative expense claims they value at at least $3.7 billion after Swain rejected those claims earlier this year. Oral arguments on that appeal were scheduled before the First Circuit on Tuesday. Separate litigation involving accounting claims and the scope of bondholder collateral rights is also moving forward. Despite those disputes and the withdrawal of support from major institutional investors, the oversight board concluded that the Fifth Amended Plan remains confirmable. The board’s position signals that it intends to continue pursuing confirmation rather than returning to the negotiating table to develop a fundamentally different restructuring framework. The hearing comes as the PREPA bankruptcy enters its ninth year with no consensual resolution in sight, leaving the central issues unchanged: the value of bondholders’ secured claims, the treatment of unsecured creditors, and whether the utility can emerge from bankruptcy without imposing debt-service charges that Puerto Rico’s electrical system and consumers cannot afford.

uerto Rico Hospital Association Executive President Jaime Plá Cortés warned on Wednesday that between 700,000 and a million people could lose their “Plan Vital” coverage if Congress does not approve a new federal funding allocation for Medicaid before Oct. 1, 2027. “Puerto Rico has just over a year to secure a solution in Congress, and that work must happen now,” Plá Cortés said in a written statement. “What is at stake is our people’s access to healthcare services and the entire system’s ability to continue meeting their needs.” Currently, Puerto Rico relies on temporary congressional allocations totaling nearly $19.6 billion over a five-year period, with a 76% federal matching rate. If new legislation is not passed, the federal contribution could revert to the formula established under the Social

Security Act starting Oct. 1, 2027 -- limiting funding to some $500 million annually with a 55% federal matching rate, according to the organization. The Hospital Association believes that a reduction in available funds would affect not only Plan Vital beneficiaries but also hospitals, physicians and other healthcare providers. “A reduction of this magnitude would directly impact providers’ ability to sustain the services their patients need,” Plá Cortés said. Gov. Jenniffer González Colón has established a task force that includes the Hospital Association to address Medicaid funding. The association maintained that a long-term solution must eliminate the annual cap on federal Medicaid funds applicable to Puerto Rico and reduce reliance on temporary allocations approved by Congress.

Cidra mayor asks regulator to halt potential disconnection by LUMA By THE STAR STAFF

idra Mayor Delvis Pagán Clavijo announced on Wednesday that he has asked the Puerto Rico Energy Bureau (PREB) to halt any moves by LUMA Energy to disconnect municipal facilities while it is determined whether the private operator of the island’s electric power transmission and distribution system followed regulatory procedures regarding a dispute over a $319,216.88 balance. The mayor said a LUMA representative had warned the municipality in writing that they were “going to be disconnected.” “This threat of disconnection could affect facilities where we provide essential services to our citizens,” Pagán Clavijo said in a written statement. “We cannot wait

was followed. That is why we turned to the Energy Bureau to protect service continuity while this controversy is addressed.” The dispute stems from a balance LUMA attributes to municipal consumption exceeding the maximum cap for the contribution in lieu of taxes for the 2025-2026 fiscal year. According to the motion filed with the PREB, LUMA informed the municipal government that it had until Sept. 14 to pay the full balance, enter into a payment plan with a 25% down payment, or file a formal objection to the bill accompanied by a 50% payment. In response, Cidra asked LUMA to identify the regulatory basis for setting that date and to provide documentation regarding the pre-disconnection process.

“Our request does not seek a determination from the Bureau at this stage as to whether the claimed balance is owed,” the mayor said. “What we are requesting is that service be maintained while it is determined whether the requirements established by regulation prior to a disconnection were met.” The requested documents include the final bill stipulated in Regulation 8818, proof of its notification, the required monthly reports, and warnings regarding the disconnection process. At the time the motion was filed, according to the municipality, LUMA had not formally responded to those requests. Pagán Clavijo added that the regulation mandates additional steps prior to disconnection, including notification of a disconnection plan and schedule.

enate President Thomas Rivera Schatz warned on Wednesday that the controversy surrounding Miss Universe 2026 will be “the next Power Expectations” that La Fortaleza must address, at a time when questions are being raised regarding the contract and public funds allocated for the pageant. “Millions of dollars for Miss Universe -- that is going to be the next Power Expectations that La Fortaleza will have to handle,” Rivera Schatz stated during a press conference. The controversy arises amid an internal

dispute within the Miss Universe organization, after Thai businessman Nawat Itsaragrisil publicly questioned the agreements for the pageant to be hosted in Puerto Rico and demanded explanations regarding the handling of and authorizations for the funds. The government investment was initially agreed upon at $9 million and was subsequently adjusted to $8.7 million. The government has already disbursed $4.5 million, with a balance of $4.2 million remaining. The Puerto Rico Tourism Company has maintained that the contract and its amendments were signed by authorized representa-

Key West feels the pain of Trump decision on Haitians By DAVID OVALLE

T

he Haitian hotel housekeepers, restaurant cooks and Uber drivers who quietly help power Key West’s tourism economy are disappearing. Some have been detained by Border Patrol agents since late July, when the Trump administration ended a legal protection that had allowed 330,000 Haitians to live and work in the United States. Others are retreating from public spaces, afraid to go about their routines on the mile-wide island that’s typically crowded with partying tourists, sunburned fishermen and cruise ship day-trippers. Many Haitians — along with Hispanic immigrants — have stopped riding bicycles to work, a common form of transportation in Key West, for fear of attracting law enforcement attention. It’s a situation familiar to communities across Florida; the state has the nation’s largest Haitian population, including tens of thousands who have lost the legal safeguard known as Temporary Protected Status, which the United States had granted them because of the violence and instability in their home country. But Key West is unique, a remote sliver of land surrounded by open water, linked to Miami by a single highway running more than 100 miles through the island chain known as the Florida Keys. In public, it is often difficult for immigrants to escape the notice of agents.

“There’s no outrunning anybody here,” said Lucy Hawk, co-founder of the Key West Immigrant Support Network. Key West also stands out for its outsize reliance on tourism — and on immigrants to fill those jobs. Wayne Dapser, a local immigration lawyer, estimated that there were at least 5,000 Haitians living in and around a city of 25,000. At Jose’s Latin Food, a Nicaraguan restaurant, Clementina and José Amador, the owners, now open six days a week instead of seven. José Amador does all the cooking because several kitchen workers decided to leave Key West to avoid immigration agents. “We don’t know if we’re going to make it,” Clementina Amador said. For Haitians in Key West, TPS afforded a buffer from the immigration crackdown, until the Supreme Court allowed the Trump administration to end the program July 27. The impact was immediate, said Steven Nekhaila, 32, a former Libertarian Party national chair whose family owns two Wendy’s restaurants in Key West. Nekhaila let go several Haitian employees whose work permits became invalid when they lost TPS He is still short of help. Even immigrants with valid work permits become so unnerved by reports of arrests that they sometimes call in sick, Nekhaila added. “They don’t want to risk being detained, even if they’re lawful,” he said. The labor shortage will most likely be more palpable as summer turns to fall and tourism picks up. Arrests have picked up across the Keys since TPS for Haitians ended, according to immigration lawyers and the Key West Immigrant Support Network. There were at least 65 immigration detentions in the Lower Keys in August, up from 20 in July, said Hawk, the co-founder of the network, which donates groceries for immigrants too scared to leave their homes and arranges transportation for them. Nearly 30 of those detained in August were Haitians, including a man whose detention outside an upscale Key West restaurant was captured on video. The footage showed a border agent repeatedly striking the man. The Department of Homeland Security declined to discuss immigration enforcement operations in the Florida Keys. “Temporary Protected Status is exactly that — temporary,” the agency said in response to a question about enforcement activity. “For too long, TPS has been allowed to function as a de facto amnesty program despite Congress never intending it to be permanent.” The number of Haitians in the Keys surged after President Barack Obama granted TPS because of Haiti’s 2010 earthquake. Many more arrived during the Biden administration, as conditions in Haiti deteriorated further and Biden expanded protections for them. Many joined relatives in Key West, drawn to a walkable city that, despite few affordable housing options, offered jobs without the need to own a car, Dapser said. One such person, a 41-year-old father of two, said he had fled gang violence in Haiti for Brazil, before joining relatives in Key West in 2022. The man, who did not want his name used for fear of attracting immigration authorities, works at a supermarket deli, earning $19 an hour. He lost TPS in July. He is still able to work because of a pending asylum claim, but that offers little guarantee against immigration detention. Inside their tiny trailer home, he and his wife anxiously monitor WhatsApp for immigration enforcement updates as they care for their young children.

ow that the Supreme Court has blocked President Donald Trump’s executive order restricting mail voting before the midterms, election officials across the country are shelving their contingency plans and preparing for a new effort: restoring trust in mail voting. Trump’s repeated false attacks on voting by mail, and the monthslong legal back and forth over whether he could restrict the practice through the Postal Service, have left many voters baffled. With the legal question now settled, election officials at the state and local levels will now shift their focus to communicating to voters that they can trust that they can securely continue to vote by mail without federal restrictions. “We’ve actually been working all weekend to figure out the different scenarios for the outcomes of the decision,” said Francisco Aguilar, a Democrat who is Nevada’s secretary of state. “And one of them was, Hey, if we are in a position where we get a favorable ruling from the courts, what are we going to do to educate voters and to build that confidence that their ballot is going to get counted?” For Nevada, that will mean an expansive voter education program that will include television ads, digital ads and text messages to voters. Trump has worked to sow doubts about the American electoral process for years, telling lies about election outcomes and making false claims of fraud. (Lawsuits filed by Trump and his allies challenging the results of the 2020 election were repeatedly rejected.) He often assails mail voting, despite voting by mail himself. This year he has aggressively pushed to regulate elections, despite the fact that the Constitution leaves the administration of elections to the states. He has mobilized multiple agencies under the executive branch, exacerbating confusion and doubt among the U.S. electorate. The president’s continued attacks on the electoral process have thrust election officials at the state and local levels into new, more public-facing roles. “This obviously is not the first time that Trump pushes out more lies about vote by mail,” said Jena Griswold, Colorado’s secretary of state. “Our message even during all this back and forth with this litigation is that everything was proceeding as normal.” Griswold, a Democrat, said she was asked recently whether it was safe to return ballots by mail. “And my answer is, You can return your ballot however you want,” she said. Griswold pointed to a program in Colorado that allows voters to track their mail ballot “as if it were an Amazon package” as a method of maintaining trust in mail voting. This month, North Carolina became the first state to send out mail ballots for the midterms, even as the Trump administration was seeking to restrict the practice. Since then, there has been confusion among voters there about what the legal odyssey would mean for North Carolina, a swing state that could see slim margins in several crucial races. But officials there remain resolute. Everything is “full steam ahead” in light of the ruling Monday, according to Jason Tyson, a spokesperson for the state’s Board of Elections.

“This doesn’t change anything for us,” Tyson said, noting that roughly 300,000 ballots had already been sent out for absentee voting. In Arizona, Secretary of State Adrian Fontes was feeling relieved Monday night that there would be no major change in the way voting by mail would occur. “We are a hotbed of election denialism, but even election denialists vote by mail,” said Fontes, a Democrat. “I think it’s something really steeped in the culture of voting in our state.” Fontes said that his office had already put out public service announcements on how mail voting works in Arizona, and that it had enlisted public officials in the education process. “We’ve stayed consistent in our messaging in hopes that things wouldn’t change,” he said. “And now that they’re not changing, we’re going to stay the course.” There have been other concerns about the Postal Service and mail ballots. Over the past two years, the rate at which mail votes have been rejected for arriving late has ticked upward in at least a dozen states, further worrying election officials as the post office’s leadership continued to align with Trump’s executive order. In Washington state, Stuart Holmes, the state director of elections, said that officials would “execute on our messaging that voting by mail is safe and secure.” But Holmes said that he still had concerns about the reliability of the postal system. Instead of using the mail, he said, he was encouraging voters to use official ballot drop boxes. Those who do use the mail, he said, could register for a system that texts them when their ballot is received by the auditor’s office for counting. Tobias Read, a Democrat who is Oregon’s secretary of state, projected confidence that voters in his state would trust the system despite Trump’s many suggestions that mail voting leads to fraud. “This is another case in which the people understand something better than this president,” he said.

Has AI become death, destroyer of worlds? By BRET STEPHENS

C

reators who anguish over the consequences of their creations are nothing new. Alfred Nobel and dynamite, J. Robert Oppenheimer and the atomic bomb, even Tim Berners-Lee and the World Wide Web: Regrets, they had more than a few. Now it’s the turn of the parents and nursemaids of the artificial intelligence revolution. Last week, Jacob Coxon, a 27-year-old researcher at Anthropic, resigned from his job with a warning on social media that the leading AI companies were “gambling with our lives” and that “the people building AI earnestly believe that it could kill us all by the end of the decade.” That was followed by a lengthy open letter from Dario Amodei, Anthropic’s CEO, in which he warned that within six months to a year, a swarm of AI agents, acting autonomously and improving continually, “could be capable of taking over the entire internet,” the potential cost being measured in “hundreds of billions of dollars in damage.” He called on AI companies to work at a slower pace in order to “align and safeguard their models,” as well as for our country to try to reach agreements with China that could mitigate the more acute risks connected to AI. The letter was endorsed by Elon Musk and OpenAI’s Sam Altman, among others. Then our modest and self-effacing president weighed in. “The only control or ‘guardrails’ that AI needs is a STRONG AND SMART (High IQ!) PRESIDENT, and the U.S.A. has that, in spades!” Donald Trump wrote on social media, before taking a shot at Amodei for “pretending to be a ‘perfect little angel.’” The president thinks the safety concerns are a “hoax” and that AI regulation should be light, lest China steal a march on America’s slender AI lead. Agreeing with him is Nvidia’s Jensen Huang, who on Monday dismissed Coxon’s warnings as “not grounded in science.” At the bottom of the argument are two large unanswered questions. First, is AI principally a disrupter or a destroyer? Second, if it’s a destroyer, just what kind is it? previous technologies of mass disruption: steam engines, airplanes, cars, PCs and so on. If that’s the right paradigm, then the right course is to discount the fears and seize the economic opportunity. For all the anxiety about AI causing nearuniversal unemployment, nothing like that has come to pass. “There is no evidence that AI adoption has negatively impacted firms’ job postings,” notes a recent paper from Stanford’s Institute for Economic Policy Research. “Among firms that adopted enterprise AI, employment grew by 10 percent in the two years following adoption.” Maybe that will change in a few years, but it defies centuries of economic history. Technologies that save labor and enhance productivity transform the nature of employment while tending to increase the stock of it. The lighter the hand of government, the faster companies can innovate, adapt and create value as well as new jobs. But what if the disruption paradigm is, if not wrong, then dangerously inadequate? What if we aren’t dealing with the digital equivalent of the Model T but something more akin to splitting the atom or the research that, many suspect, helped create a highly infectious virus that may have leaked from a Chinese lab? The last two presidents to deal with similar dilemmas were Barack Obama, who in 2014 imposed a funding pause on certain types of gain-of-function research so that the risks could be better understood, and Harry Truman, who in 1946 created the Atomic Energy Commission that transferred control of the country’s nascent nuclear complex from military to civilian hands. Both analogies are instructive but imperfect. Obama’s instincts were surely right to take a harder look at dangerous research. But some of the action shifted to China, under conditions that, as Zeynep Tufekci observed last year in The New York Times, may have been even less safe. The lesson is that slowing things down in America may be morally satisfying, but it’s useless, and perhaps blinding, without a solid guarantee that they’re slowing down everywhere. As for Truman, the much-maligned AEC did a great deal of good by establishing a system of national research labs, establishing security protocols and promoting and regulating civilian nuclear power. In many ways, we owe our 80 years of a nuclear Armageddon-free existence to it. But the AEC was also dealing with a technology that was, so to speak, in the bottle during its early years. By contrast, AI was out of the bottle almost from its inception. No power on earth, including the American or Chinese governments, is going to put it back in. Where does that leave us? When slowing down isn’t a realistic possibility, sometimes the right answer is to speed up — if only to accelerate our understanding of the means by which we can use AI against the very risks we create through it (or that it creates by itself). One consolation is that this isn’t the first time great scientific minds have warned that they’ve created the instruments of

Huertas College y el Municipio Autónomo de Caguas fortalecen alianza educativa para impulsar el liderazgo y emprendimiento juvenil Reafirmando su compromiso con el desarrollo integral de la juventud y la educación transformadora, el Municipio Autónomo de Caguas firmará por segundo año consecutivo un Memorando de Entendimiento con Huertas College para apoyar la implementación del programa “SÉ - Senior Emprende”, una iniciativa innovadora diseñada para preparar a estudiantes de escuela superior con las competencias y herramientas necesarias para enfrentar los retos del siglo XXI. Como parte de este acuerdo colaborativo, el Municipio Autónomo de Caguas facilitará la transportación de 51 estudiantes de escuelas públicas de Caguas que participarán en las diferentes sesiones del programa, garantizando así el acceso equitativo a experiencias educativas de alto valor para los jóvenes participantes. El lanzamiento oficial del programa reunirá a estudiantes, personal docente, representantes de Huertas College y aliados comunitarios para presentar los objetivos, el calendario de trabajo y las experiencias formativas que serán parte de esta iniciativa educativa. Hollywood visions of AI: Friendly, then deadly, then everywhere By BROOKS BARNES and MATT STEVENS

ictor Newman has survived kidnappings, shootings, amnesia, a heart transplant, poisoning, 15 weddings and countless hostile takeovers in his 46 years at the center of “The Young and the Restless.” But even daytime TV’s most indestructible character wasn’t prepared for the latest villain to arrive in Genoa City: a rogue artificial intelligence program. For 10 months, viewers watched as Victor, played by Eric Braeden, fought an AI bent on forging documents and manipulating financial records. “It was a real education in just how ugly AI can get,” said Vickie Naylor, a longtime “Young and the Restless” devotee in Montana. Hollywood has been dreaming up stories about AI for decades, from the quietly homicidal HAL 9000 in “2001: A Space Odyssey” (1968) to the reality-distorting Entity in the two most recent “Mission: Impossible” movies. On television, AI has piloted starships, made cars talk and terrorized theme-park guests. Now, as AI barrels into everyday life, stirring fascination and alarm, Hollywood’s stories about it are multiplying and changing. No longer relegated to science fiction, such plots are turning up in daytime soaps, sitcoms, animated tent poles and medical dramas. That shift matters: Hollywood has long helped shape how Americans see the world and live their lives, including what to embrace and what to fear. Here’s a look at Hollywood’s evolving vision of AI. We didn’t even realize it was AI. Early Hollywood depictions often fell into the cool, fun and desirable cate-

“2001: A Space Odyssey” (1968) gory — among them Robby the Robot, a plexiglass-domed helper and companion in “Forbidden Planet” (1956). He could talk, think, drive and make bourbon by the gallon. Looking back across decades of plots involving AI, depictions have been less bleak than you might think, according to Andrew Maynard, a professor at Arizona State University who studies how technologies emerge and how society responds. He built a database to analyze how AI has been portrayed over the past century in American and foreign films and found that fewer than one-third of the depictions imagined a dystopian future. In the animated series “The Jetsons” (which debuted in 1962), Rosie the Robot was dryly funny and part of the family, even if she was the one stuck cleaning up. The long-forgotten CBS sitcom “My Living Doll” (1964) starred Julie Newmar as Rhoda, a gorgeous robot who learns, one pratfall at a time, how to be the “perfect” woman. (Shocker: Its credited writers, producers and directors were all men.) R2-D2 and C-3PO were full-fledged characters, not just machines, in “Star Wars” (1977). Loyal, lovable and comically mismatched. “KITT, I need ya, buddy!” A bouffanthaired David Hasselhoff fought crime alongside an artificially intelligent Pontiac Firebird Trans Am in “Knight Rider,” an NBC hit that debuted in 1982. The series was a live-action cousin to the era’s “Transformers” cartoon — machine intelligence as wish fulfillment, whether a talking sports car or a big rig that turned out to be a crime-fighting alien. Then came the anxiety: Can the machines become us? As America trudged through the

Cold War era, a technological paranoia increasingly found its way onscreen. Was AI friend or foe? Depictions also reflected unease about the rapid spread of computers into government, business and eventually the home. “These stories have an incredibly important place in terms of alerting us to what possibly might go wrong,” Maynard said. Take machines that decide we’re the problem: Skynet, which sent a cyborg assassin back through time in “The Terminator” (1984) … … or the Cylons, artificial beings bent on exterminating humankind in “Battlestar Galactica,” which arrived in 1978 on ABC. Not all AI was homicidal. The WOPR supercomputer in “WarGames” (1983) is given enormous decision-making power without sufficient understanding of the real world. And in “Demon Seed” (1977), a supercomputer becomes self-aware and traps Julie Christie in her home in order to make a human-AI baby. “The impregnation scene is disturbing,” Paula Murphy wrote in her 2024 book “AI in the Movies,” putting it mildly. Soon AI meant morally complex questions. In 1999, “The Matrix” represented a watershed in the depiction of AI. The machines were no longer merely trying to destroy humanity; they had already won. AI was also becoming morally complex onscreen — capable of consciousness and emotion, and sometimes given good

reason to resent its creators. And that raised a more unsettling question: Do humans deserve to remain in control? The 1973 movie “Westworld” is a machines-malfunction story, but the 2016 HBO series flips it. When the AI becomes conscious, it realizes humans have been abusing it, and fights back. Artificial beings became recognizably human in their contradictions. In the “Blade Runner” franchise, replicants could be violent and vengeful, but also capable of love, fear and mercy. Now it’s part of daily life. In the 2020s, as AI became commonplace, something new happened: AI plots spread across genres. The technology has shown up in hospital dramas like “The Pitt,” which wove AI into a story about the drudgery of medical charting and the false promise of easy fixes. Comedies have gotten in on the act. “Hacks” featured a tech billionaire asking Jean Smart’s horrified Deborah to train QuikScribbl, an AI tool designed to mimic her comedic voice. On “The Comeback,” Lisa Kudrow’s Valerie Cherish learned that her new sitcom would secretly be written by AI. With “M3GAN,” horror made AI an everyday presence; the killer doll is a prototype for a mass-market product. What is on the horizon? As the technology becomes increasingly ordinary, Hollywood will have to come up with ever-more-complex scenarios to keep AI stories compelling. The next crop suggests that writers are trying. In the Disney+ series “VisionQuest” (Oct. 14), AI wrestles with memory, emotion and identity — and with other AI. Arriving in theaters Oct. 23, “Klara and the Sun” follows an AI companion to a sick girl who develops a kind of religious faith. Based on Kazuo Ishiguro’s novel, the story ultimately asks whether AI can learn enough about a person to take her place if she dies. “Cupertino,” from the smart-drama maestros Michelle and Robert King (“The Good Wife”), debuts on CBS on Oct. 8. It explores once-unthinkable AI innovations while skewering Silicon Valley’s culture of money and power — and its tendency to leave the consequences to someone else.

Japan reaches a unique milestone, with more than 100,000 people age 100 or older By HISAKO UENO and TIFFANY MAY

T

here are now more than 100,000 centenarians in Japan, a record for a country famous for its longevity. Japan’s Health Ministry released data Tuesday showing that there are now 107,677 people who are at least 100 years old, an increase of nearly 8,000 since last year. The oldest woman, Fuyo Kishimoto from Kyoto, is 114 and the oldest man, Hikaru Kato from Kumamoto, is 112. Women make up the vast majority of the group, at 88%. Japan’s health minister, Kenichiro Ueno, welcomed the news Tuesday, and pledged to build a strong social security system that supports the elderly in living long and healthy lives. “I am very happy that so many people have been able to stay active for so long,” he said at a news conference in Tokyo. Stuart Gietel-Basten, a professor of social science at Hong Kong University of Science and Technology, said the long lives of many Japanese could be attributed to healthy diet, active daily routines and an affordable health system with regular checkups. Women are overrepresented as centenarians because many men of that generation died in World War II, and those who survived smoked and drank more than women, he said. Men are also more likely to be involved in industrial work, which could have long-term health effects. Many men became isolated after retirement or the loss of a spouse, he added, and women tended to be more engaged in their communities, which improved their mental health. Tetsuo Sato, 106, is one of the 100,000, living in the ricegrowing village of Osonogo in the mountainous Niigata prefecture with his son, daughter-in-law, dog and cat. Hard of hearing and visually impaired, Sato fills his days by making notebooks from old calendars and wrapping paper. He

also tells stories about his experiences fighting in the Battle of Imphal during World War II. His daughter-in-law, Kuniko Sato, 68, said he was determined to be self-sufficient and continued to bathe himself without help. “When I injured my leg last year, Grandpa started washing his own rice bowls,” she said. “We ended up caring for each other in our old age.” As well as a rapidly aging population, Japan is grappling with one of the lowest birthrates in the world, a predicament that Prime Minister Sanae Takaichi has called a “quiet emergency.” Japan’s population peaked at 128 million in 2008, and is projected to drop to 87 million by 2070, according to government projections. The country now has roughly the same number of people as it did in 1989. For every new birth in the country, there are two deaths. The demographic crisis poses challenges for the government, as it drives up the tax burden on a shrinking workforce. For decades, Japanese authorities have tried to rebalance the rapidly aging population by encouraging couples to have more children, to little avail. Some experts argue that Japan needs to allow more immigrants to offset the population decline. But a wave of nationalist sentiment has recently swept the country, with some activists calling for even stricter controls as part of a “Japan First” movement. At the same time, the country’s centenarians are determined to remain active. Some are even still working. In two days, Tetsuo Sato will turn 107. More than a dozen members of his family plan to celebrate at a traditional hot spring hotel, where they hope to photograph the four generations gathered together.

judgments. During the conflict in the 1990s, the four men “contributed significantly” to the targeting of perceived opponents, the tribunal said in a statement. Some of the victims were fellow Kosovo Albanians perceived as collaborators or traitors. Others were members of ethnic minorities, the tribunal said. “The targeting of such opponents took the form of killings; arrests and detention without due process; physical and psychological mistreatment; as well as other forms of abuse, intimidation and harassment,” the tribunal said. In most cases, the tribunal found no evidence that the men’s victims “had engaged in any criminal activity, taken an active part in hostilities or presented any

other legitimate security concern” for the KLA. “The vast majority of them were innocent civilians,” the tribunal said. For years, the case has divided Kosovo, a tiny country that has long been one of the poorest parts of the former Yugoslavia. Thaci, long a towering figure in Kosovo, has led the country as both its prime minister and its president. In June 2020, when he was still serving as president, the news of his indictment took him by surprise: He was in Vienna, on his way to the White House for peace talks with Serbia. That November, he resigned and surrendered to the tribunal in The Hague. He was in detention there through the trial, which started in 2023.

EU offers to make Canada ‘associate member’ as US ties weaken for both By JEANNA SMIALEK and MATINA STEVIS-GRIDNEFF

T

he European Union has invited Canada to work toward becoming the bloc’s first “associate member,” a title meant to underscore Canada’s growing closeness to the 27-nation union as both face deteriorating relationships with the United States. President Donald Trump has waged a relentless trade war with Canada, challenging the nation’s economy. The United States has pulled back support for NATO and Ukraine, leaving the EU scrambling to shore up its defenses. That has left both looking for new partners as the alliances established after World War II shift. “We must urgently reimagine our partnerships,” said Ursula von der Leyen, the president of the EU’s executive arm, on Wednesday during a speech in Strasbourg, France. Mark Carney, the prime minister of Canada, was seated directly to von der Leyen’s left as she made her address. “I would like to work with you on opening the door for Canada to be the first associate member of the European Union,” von der Leyen told him. Though details remain scant and the linkup is not a done deal, the announcement Wednesday was met with a standing ovation from lawmakers, and Carney and von der Leyen shook hands warmly as she made the announcement. Von der Leyen said the proposal was “not a partnership against anyone else, but for our common strength.” But it is clear that Europe and Canada see themselves caught between a competitive China and an at-times-hostile Trump administration. “China, Russia and the U.S. have turned their backs on international law,” Barry Andrews, a member of the European Parliament from Ireland, said in a statement after von der Leyen’s speech. “We need new allies.” Carney gave a headline-grabbing speech at the World Economic Forum meeting in Davos, Switzerland, this year during which he argued that the world order that emerged from the Cold War was facing a “rupture, not a transition,” and that “middle powers must act together because if we’re not at the table, we’re on the menu.” Wednesday’s announcement was a vivid demonstration of that strategy. Von der Leyen did not lay out in detail what associate membership to the EU might entail. But European diplomats and officials in recent days have made it clear that Canada and the EU, which will meet for a summit at the end of October, are working toward closer cooperation on technology regulation, trade and the supply of critical minerals. They are also working to team up on security and defense. Von der Leyen highlighted that point in her remarks, noting that Europe had faced a recent series of drone incursions and other provocations, many of them attributed to Russia. “Hybrid threats facing Europe are less and less hybrid, and less and less threats,” she said Wednesday. Von der Leyen called for a European equivalent to a NATO provision that allows for the convening of defenserelated meetings when a nation is threated, known as Article

The EU already has a little-known collective defense guarantee, but von der Leyen pitched “Europe’s own Article 4” and said that when it was “triggered by one member state, all member states would convene.” She also called for a new leaders’ group, the European Security Council, that would include non-EU partners in Europe such as Britain, Norway and Ukraine, and also Canada. The push to bring Canada closer is likely to encounter roadblocks. EU member states have warned offering too many benefits to a would-be associate would diminish the value of full membership, for instance. As Carney navigates a historic low in his country’s relationship with the United States, the destination for threequarters of Canadian exports, he has been focused on bringing his country closer to the bloc. Since trade talks between Canada and the United States collapsed last month, the two countries have been locked in an intensified trade war. Trump has also repeatedly called for Canada to become the 51st state, prompting a wave of patriotism among Canadians. By contrast, polls suggest that 4 out of 5 Canadians want Carney to bring their country closer to the EU and that more than half would like Canada to join the bloc as a member. Canada and the EU already have a free-trade agreement, and though the deal has not been approved by 10 of the 27 EU member states, about 90% of trade between the EU and Canada is tariff-free. PR beats DR to win Group A, advance to Pan American Cup semis By THE STAR STAFF

uerto Rico won the Caribbean clash that decided the top spot in Group A and advanced directly to the semifinals of the 2026 Women’s Pan American Cup after defeating the Dominican Republic 3-1 on Tuesday night at the Domo de la Feria in León, Guanajuato, Mexico. Puerto Rico won by set scores of 25-22, 23-25, 25-16 and 25-19 to finish the group stage undefeated at 4-0. The Dominican Republic (3-1) took second place in the group and was to play a quarterfinal match against Cuba on Wednesday at 6 p.m. “I’m happy with the victory,” Puerto Rico coach José Mieles said. “The girls played well and kept their cool under pressure. Unfortunately, we didn’t earn ranking points. We came here to compete, as always. Now we’re going to rest up for what’s next.” With the match tied 1-1, Puerto Rico bore down in the third set. With Dariana Hollingsworth leading the offense and contributions from Valeria Vázquez and Ivania Ortiz, Puerto

Rico established a lead that the Dominican Republic could not overcome. Hollingsworth closed out the set with a block for the nine-point win. In the fourth set, Puerto Rico began to pull away after a balanced start. Hollingsworth remained a constant presence on the attack, while Vázquez, Ortiz and Ana Sofía Jusino also contributed offensively. The Puerto Ricans widened the gap in the second half of the set and stayed in control, winning the set by six points to secure a direct spot in the semifinals. Puerto Rico held the advantage in key statistical areas, outperforming the Dominican Republic 59-51 in attacks, 9-5 in blocks and 5-0 in aces. The Dominicans committed one fewer error -- 25 compared to Puerto Rico’s 26. Hollingsworth was the match’s top scorer with 30 points, tallying 26 kills and four blocks. Vázquez contributed 13 points, Ortiz added 12 and Jusino finished with 11. Flormarie Heredia led the Dominican Republic with 20 points -- all from attacks -- and was the only Dominican player in double digits.

Puerto Rico aims for first-ever U-12 World Cup baseball qualification By THE STAR STAFF

he Puerto Rico Baseball Federation has announced the 18 players who will represent the island at the U-12 Pan American Championship. The tournament will take place Nov. 20-27 in the Dominican Republic and will award four berths for the 2027 World Cup. “It wasn’t easy for our staff to make this selection,” national team manager Joey Solá said Wednesday in a written statement. “It involved many hours of evaluation, analysis, and difficult decisions. Every child demonstrated talent, commitment, and a desire to represent Puerto Rico.” The selection of the 18 players concludes an evaluation process that began in April, involving more than 450 young players through tryouts held across various regions of Puerto

Criollos sign South Korean prospect Won-Bin Cho for 2026-27 season By THE STAR STAFF

T

he Criollos of Caguas announced this week the signing of South Korean outfielder Won-Bin Cho -- a St. Louis Cardinals prospect -- as their second import player for the 2026-27 Roberto Clemente Professional Baseball League (LBPRC by its initials in Spanish) season. “Won-Bin Cho is a young, dynamic player who possesses all five tools. This year, he has demonstrated power, hit numerous extra-base hits, run the bases well, and stolen bases,” Criollos general manager Kelvin Colón said Tuesday in a written statement. “Furthermore, he can play all three

outfield positions.” Cho, 23, is coming off his best professional season, having posted a .271 batting average with 20 home runs, 23 doubles, 74 RBIs, 71 runs scored and 30 stolen bases across 110 games played at the High-A level (Peoria Chiefs) and Double-A level (Springfield Cardinals). During that stretch, the left-handed outfielder posted a .392 on-base percentage and an .893 OPS. He was also named Midwest League Player of the Week for the period of May 26-31, during which he went 7-for-17 with six extra-base hits and a 1.445 OPS. “He will be with us from day one, and I believe he is a

player who can make an impact on both sides of the ball, offensively and defensively,” Colón stated. “He has excellent strike-zone discipline and has had a great year in the Minor Leagues. We are very happy to have him on board.” Signed by the Cardinals as an international free agent in 2022, Cho has accumulated a .250 average, 37 home runs, 210 RBIs, and 107 stolen bases over five minor league seasons. He joins right-handed pitcher Tyler Myrick as the first two imports announced by Caguas for the upcoming season. The Criollos will open the season on Nov. 4 at home against the Senadores of San Juan at 7 p.m. at Yldefonso Solá Morales Stadium.
