$3 million bail set for man accused of murdering nurse in Caguas By THE STAR STAFF

J

ustice Secretary Lourdes Gómez Torres announced on Wednesday that a 67-year-old man has been charged with first-degree murder for allegedly causing the death of 36-year-old nurse Jennifer Marie Torres Castro -- who died on June 24 in Caguas -- through mechanical asphyxiation and severe bodily trauma. “From the very beginning, the Caguas Prosecutor’s Office and the Puerto Rico Police took the responsibility of clarifying the circumstances surrounding Jennifer Marie Torres Castro’s death with the utmost seriousness,” Gómez Torres said in a written statement. “An exhaustive investigation was conducted over these months, requiring multiple investigative steps and careful analysis of the evidence to responsibly determine the course of action based on the proof and the law.” According to the investigation, Carlos Manuel Estefano Pino was with Torres Castro at her home in the Río Cañas neighborhood when Jennifer Marie Torres Castro was slain on June he allegedly caused her death and subsequently left the scene. Torres Castro was found dead inside her home, and her body showed visible signs of violence. Upon receiving the results, prosecutors determined they had sufficient evidence to file charges. Based on the events, prosecutors Liza Morales Jusino and Pedro Mateo Casado filed a charge of first-degree murder against Estefano Pino under Article 93(a) of the Penal Code. After reviewing the evidence presented, Judge Karina Díaz Pérez of the Caguas Court of First Instance found probable cause for arrest and set bail at $3 million. Estefano Pino did not post bail and was remanded to a correctional facility. The preliminary hearing has been scheduled for Sept. 22. The investigation was led by Officer Reimundo Quiñones Castro of the Caguas Homicide Division, in coordination with the Caguas Prosecutor’s Office.

ormer Mayagüez district senator Migdalia González Arroyo urged the Department of Natural and Environmental Resources (DNER) on Wednesday to publicly clarify the status of the former Mayagüez Zoo, which has remained closed and deteriorating for years. González Arroyo, who serves as vice president of the Popular Democratic Party (PDP), said the agency has shown “no interest” in advancing plans for the site and called on the government to transfer the property to the Municipality of Mayagüez. González Arroyo noted that on March 8, 2023, then‑DNER secretary Anaís Rodríguez Vega unveiled what she described as a master plan for the future Eco Jardín de Puerto Rico Dr. Juan A. Rivero. The project would eliminate animal exhibits and instead create open spaces for nature walks,

environmental education and public recreation. “Since that date, nothing has happened on that land,” the PDP leader said. “There is no state‑level interest, and our call is for the facilities to be transferred to the Municipality of Mayagüez. We can provide the investment and commitment needed to develop the area.” She added that the DNER had promised a process to relocate the remaining animals to sanctuaries, estimating that the transition would take several months. Treasury Dept. employee pleads guilty to accepting bribes to erase tax debts By THE STAR STAFF

A

Treasury Department employee pleaded guilty to participating in a bribery scheme in which he received payments to eliminate taxes owed by individuals and businesses -- a case that caused an estimated $6.7 million loss to the public treasury, the U.S. Attorney’s Office reported on Wednesday. According to the plea agreement, Alexander Ortiz Robles admitted to using his privileged access to Treasury systems to submit false information in exchange for bribes, thereby erasing tax debts, evading taxes and misappropriating funds. Ortiz Robles received payments of $15,500 in July 2022, $20,000 in December 2023, $60,000 in November 2024, and $6,000 in April 2025, according to federal authorities. Between June 2020 and October 2025, the defendant worked at the Treasury Department with physical and electronic access to tax returns and documents related to tax billing and collection. His privileges within the PRITAS and SURI systems allowed him to access, review and modify taxpayer information, create credits, and alter data related to income tax, employee withholding and sales tax. As part of the scheme, third parties who charged clients fees to illegally reduce their tax liabilities funneled bribe pay-

ments to the employee. Authorities estimated the loss attributed to this conspiracy at some $6,772,578. U.S. District Judge Gina Méndez Miró scheduled the sentencing for Ortiz Robles for Jan. 15, 2027. The employee pleaded guilty to conspiracy to commit bribery in violation of Title 18, United States Code, Section 371. The case brings the total number of island Treasury Department employees who have pleaded guilty to bribery or fraud schemes in the last three months to three. When including the facilitators, individuals, and corporations prosecuted in related cases, the losses in tax revenue exceed $14 million, according to federal prosecutors. In another case filed in October 2025, several individuals and companies pleaded guilty to a scheme that caused losses exceeding $3.5 million. Among them is Treasury Department employee Harry Muriel Falero, who pleaded guilty on July 20 and faces sentencing on Oct. 9 for losses totaling $665,639.74. Several other individuals also pleaded guilty, along with several corporations linked to the scheme. Sentencing hearings are scheduled between October and December. Separately, Edwin GómezVillegas and Brisas BBQ pleaded guilty on Sept. 2 regarding a similar scheme that resulted in some $23,904 in tax losses. Both are set to be sentenced on Dec. 3. Authorities had previously announced the guilty plea of​​

Energiza is at 0% construction progress on 528 MW project By THE STAR STAFF

UMA Energy, the Puerto Rico Electric Power Authority (PREPA) and private developer Energiza LLC submitted a joint verified status report to the Puerto Rico Energy Bureau (PREB) this week confirming that physical construction of Energiza’s proposed 528‑megawatt (MW) generation facility has not yet begun and remains at zero percent completion. Tuesday’s filing was made within a five‑day extension granted to PREPA after the agency requested additional time to coordinate with multiple entities and gather information from the Public‑Private Partnerships Authority. The report states that the project is still in its pre‑construction phase, with financial close targeted for Dec. 31 of this year, followed by a Full Notice to Proceed on Jan. 1, 2027. Construction is scheduled to begin on May 1, 2027, in line with the guaranteed start date established in the amended power purchase and operating agreement (PPOA). “Physical construction completion is 0%. The facility is in the pre‑construction phase,” the filing notes, emphasizing that development activities such as engineering, permitting and financing are underway. Updated interconnection studies are in progress after Energiza increased the project’s nameplate capacity from 460 MW to 528 MW earlier this year. LUMA received the

revised application package on Aug. 4 and the corresponding study payment on Aug. 13. Additional model updates were submitted on Aug. 27, and LUMA is currently finalizing its review. The parties also disclosed that they are evaluating two alternative points of interconnection to replace the original Portuaria substation location. A central issue highlighted in the filing is a dispute over who must pay for an estimated $168 million in network upgrades required to integrate the project into the grid. PREPA argues that the PPOA only assigns it responsibility for the $2.6 million point‑of‑interconnection facilities and that no contractual language obligates the utility to cover broader transmission upgrades. LUMA maintains that the standard interconnection agreement places upgrade costs on the interconnection customer and that it cannot execute the agreement or begin construction without certification of funds. Energiza counters that the request-for-proposals process and its PPOA clearly excluded network upgrade costs from its financial obligations, noting that only the $2.6 million point‑of‑interconnection estimate was incorporated into the contract.

The report outlines a detailed critical‑path schedule extending through 2030. Major milestones include financial close at the end of 2026, turbine deliveries in early 2029, backfeed power availability from PREPA and LUMA in mid‑2029, first synchronization of the gas turbine in April 2030, substantial completion in October 2030, and a guaranteed commercial operation date of Dec. 30, 2030. Interconnection authorization at the 115-kilovolt point of interconnection will be finalized once the interconnection agreement is executed, a step targeted for November. The filing also includes a comprehensive permitting register detailing federal and local environmental reviews required for the project’s financing under the U.S. Department of Energy’s Title 17 program. These include endangered species consultations, cultural resource assessments, floodplain studies and the EPA’s Prevention of Significant Deterioration air permit. Several baseline studies, including wetlands, flora and fauna, and cultural resources, were scheduled for completion in late August. The PREB is asked to acknowledge receipt of the filing and deem the parties in compliance with its Aug. 21 order. s Tuesday dawned on the Hawaiian island of Kauai, roaring winds quieted into a more familiar breeze, no longer drowning out the pitter-patter of rain. pounded the island with heavy rains and howling winds as its core passed just to the west of the state, knocking out electricity for 33,000 customers — nearly 90% of the island — and leaving downed trees and debris that shut down roads. As residents wondered how long the outage would last, officials began assessing the damage. A spokesperson for Kauai County, which includes the private island of Niihau, said in an email that there had been some injuries but did not provide details. But there was hope that the worst had passed. Despite the break in the weather, the Kauai Emergency Management Agency urged people to stay off roads to allow emergency crews to clear downed trees and secure utility lines. Schools and government offices were closed Tuesday in an effort to keep people at home. And the island’s airport in Lihue was closed. A sign of the storm’s force was evident along a main highway near Lihue on Tuesday morning: Two utility poles had snapped and were dangling near the road. A third pole remained intact but was leaning precariously toward the highway. Not far away, a line of motorists waited for crews to clear fallen albizia trees from Kaumualii Highway, which links Lihue to the southwestern side of the island. On Kauai, known as the Garden Island for its rich, tropical rainforests and verdant valleys, a rain gauge at Mount Waialeale in the middle of the island reported more than 17 inches as of early Tuesday. Island residents had been anticipating the storm in recent days. Gov. Josh Green announced that all state and county offices in Kauai County and on Oahu, including

University of Hawaii campuses, would be closed Tuesday because of the coming storm. And the Kauai Marathon, which was to be run Sunday, was canceled because road closures for the race would affect preparations for the storm, race officials said. On Monday, hours before the worst of the storm hit, Keali*iheleua Makaloa Ka*imina*auao, 47, stood proudly in front of his modest brown home in Koloa, on the south side of Kauai. That home, where he grew up, weathered two hurricanes: Iniki in 1992 and Iwa in 1982. And he was confident it would survive another, after he put on a new metal roof about a month ago. “We’re ready,” Ka*imina*auao said Monday. The owner of a construction business, he made sure his equipment was gassed up and ready. That included a chain saw to clear downed trees and an excavator to rescue neighbors trapped by floodwaters. Ka*imina*auao planned to stay up all night monitoring levels of the nearby Waikomo Stream and checking on nearby residents. To the north, residents in Hanalei were cut off Monday night by the closure of a bridge because of flooded roads. “It’s been whipping winds since the sun went down,” Joel Guy, a resident, said in a phone interview. He was checking in on neighbors via text and was hearing of rolling blackouts lasting 30 minutes or longer. Guy planned to wake up early and assess the damage. “We’re stranded in Hanalei right now,” he said. But that was exactly where he wanted to be — safe at home.

American Bar Association ends DEI standards under Trump pressure By VIMAL PATEL

he American Bar Association, the lawyers group that sets standards for the legal profession, eliminated earlier this week a diversity requirement for law schools after facing pressure from the Trump administration. The bar association said that the diversity requirement could jeopardize its role as an accreditor that oversees nearly 200 juris doctorate programs. The association’s mandate had said that law schools should demonstrate by “concrete action” a commitment to diversity and inclusion, including having a diverse faculty and student body. The bar association did not tell schools how to meet the requirement but said that to be accredited, schools would be judged “on the totality of the law school’s actions and the results achieved.” It was originally adopted in 1980 and had been in its current form since 2014. But the group suspended the standard in February 2025, shortly after the Trump administration began an aggressive effort to stamp out diversity, equity and inclusion initiatives

at colleges and in American life. On Tuesday, the association’s accreditation council struck down the standard on a 10-6 vote, effective immediately. The move reflects the Trump administration’s attempt to use the accreditation system in its effort to force higher education to adopt its preferred policies. President Donald Trump signed an executive order in 2025 targeting higher education accreditation agencies. He singled out the ABA’s diversity requirement, saying it had violated the 2023 U.S. Supreme Court ruling that struck down race-conscious admissions. Accreditors, he said, “abused their enormous authority.” In recent months, the Department of Education has sent letters to other accrediting agencies, including ones that oversee medical schools, telling them to eliminate diversity requirements to remain recognized by the federal government. An ABA committee in May said that it was recommending eliminating the diversity requirement because the Education Department would view it as a violation of federal

law. The committee also said it had received feedback from state supreme courts that the mandate was “a non-neutral standard that is outside the accreditor’s role.” “The council believes that national accreditation of law schools is in the best interests of law students, the legal profession and the public, and we can best serve in this role with continued recognition by state supreme courts and the Department of Education,” Melissa Hart, chair of the association’s accreditation council, said in a statement Tuesday. Opponents of the council’s decision said that the standard was necessary to fix the legal profession’s history of exclusion and that the change was not required to comply with the Supreme Court ruling or any other federal law. “President Trump has successfully bullied the legal profession in profound ways since returning to the Oval Office,” Justin Driver, a Yale University law professor, said in an email. “The venerable law firms that capitulated to his bullying tactics did not exactly cover themselves in glory. I fervently wish that the ABA had stood up for its beliefs in this critical moment for the rule of law.”

Amazon cargo jet pilots appeared to try aborting landing, NTSB investigation indicates By KAROUN DEMIRJIAN and DAVID OVALLE

T

he pilots of the Amazon cargo jet that overran a runway at Miami International Airport on Sunday were not fully in control of the aircraft as it touched down and appeared to have temporarily considered aborting the landing, according to a timeline of the final seconds before the deadly crash that federal investigators unveiled late Tuesday. The sequence of events detailed by National Transportation Safety Board investigators likely cost the pilots hundreds of feet of runway length and crucial seconds in the moments before the plane ran off the runway, striking two vehicles as it exited the airport grounds and crossed a public road, killing five before coming to a stop, according to aviation experts who reviewed the timeline. “You either land or you go around. You don’t land, attempt to go around, and then get back to landing again, unless there was some mechanical malfunction,” said Steven Arroyo, an aviation expert and retired United Airlines pilot. “I have never seen anything like this,” he added of the information that NTSB investigators detailed Tuesday night. The NTSB has yet to release a transcript from the cargo jet’s cockpit voice recorder, a

readout of which they are expected to publicize Wednesday. Investigators are also expected to interview the aircraft pilots then, according to Jennifer Homendy, the board chair. During a news conference late Tuesday night, Chihoon Shin, the lead crash investigator, laid out a timeline of what happened during the last 30 seconds captured by the flight data recorder. Flight data recorders are designed to stop operating when the airplane’s electric power supply is cut off, as would happen during a crash. The problems with the landing were apparent from the start of that timeline. At 30 seconds out, according to Shin, the plane’s nose landing gear and its right-side main landing gear touched down. At that point, the plane was traveling at nearly 182 mph — faster than what is considered ideal for such planes, according to experts. It would take another seven seconds before the pilots applied the brakes, and another four seconds after that before the left-side main landing gear would make contact with the runway, Shin said. That touchdown sequence was “really bad,” said Michael O’Donnell, an aviation consultant who previously led the Federal Aviation Administration’s aviation and airport

safety divisions. “The nose should not hit first,” he explained. “That is an unstable approach right there, and that really tells me that the go-around should have been executed a lot sooner and they weren’t in total control of the aircraft.” But perhaps more critical was what the pilots tried to do next. Fifteen seconds before the recording ended — or four seconds after all their landing gear was on the runway — the pilots released the brakes, and appeared to try to increase thrust, in what aviation experts said was a telltale sign of a “delayed decision” to abort the landing. The plane was moving at 138 mph when the brakes were released, and “throttles increased to values consistent with go-around thrust,” Shin told reporters. The pilots did not idle the throttles and reapply the brakes until 11 seconds before the recording ended, at which point the aircraft was moving at nearly 135 mph, according to Shin. While the brakes remained engaged for the rest of the recording, he added, the pilots never deployed the airplane’s speed brakes, which are flaps located on the wings, or its thrust reversers, both of which could have helped slow the aircraft further. “There’s all kinds of red flags with a go-

around decision made that late,” O’Donnell said, adding, “If you do the math, that’s a lot of runway that went by while they were doing that.” Investigators did not detail how close to the end of the runway the plane was at the junctures they identified. “That’s something we still have to determine,” Homendy told reporters. But at the ground speeds that NTSB investigators specified, the plane would have been moving down the runway at a pace of about 200 feet per second during those four seconds when the brakes were released. It is not clear if those roughly 800 feet, and the lost seconds of deceleration, might have allowed the plane to come to a stop before it struck the vehicles, or have made the difference between life and death for the victims. When the recorder stopped, the plane was still moving at nearly 75 mph, according to Shin. But aviation experts said that the pilots’ apparently erratic and conflicting actions in the moments before the crash were perplexing. “If you’re going to do a go-around, you absolutely have to commit,” said Pablo Rojas, a lawyer for Podhurst Orseck, a Miami law firm that specializes in aviation accidents, noting that hesitation by the crew cost valuable seconds on the runway.

hey fled Cuba to build better lives in America. They collected trash and wiped down seats on airplanes at the Miami airport to support their families both in Florida and on their native island. Then came an unexpected peril: An Amazon cargo jet crashed into their van, killing five and injuring two others. One of the victims who died, Javierkys Reyes Quevedo, 47, had worked to save for a trip to Cuba in December to visit his teenage daughter for the first time since leaving the country eight years ago. He wanted to celebrate her quince, or her 15th birthday. “It’s so senseless,” his brother, Yusdany Pol Quevedo, said Tuesday night. Reyes Quevedo was one of five workers with Professional Ocean Service Corp. who were killed when the cargo aircraft, a Boeing 767-300 operated for Amazon by 21 Air, crash landed Sunday on its way back from San Juan, Puerto Rico. Two others in the van were injured,

and the driver of an SUV, which the plane also hit, was also hurt. The flight overshot the runway at Miami International Airport upon landing and skidded across a grass field, plowed through a perimeter fence and across a public road, and also hit the SUV before stopping near a parking lot. Officials from the National Transportation Safety Board, which is leading the investigation into the crash, said in a news conference Tuesday that they would begin interviewing the airplane’s crew Wednesday morning. Experts were also reviewing flight recordings from the plane’s black boxes. “This is certainly very tragic,” said Jennifer Homendy, the chair of the NTSB. “You would not think riding in a van to clean an airplane that this would happen. No one would think that.” On Tuesday, the authorities identified the victims as Reyes Quevedo; Carlos Acosta Fajardo, 53; Rolando Alemán León, 55; Julio C. Pineda, 75; and Yoel Rodríguez Naranjo, 53. Those who were injured remained in the hospital, Sheriff Rosie Cordero-Stutz of

Miami-Dade County said at a news conference Tuesday. They were identified as Ridoel Averhoff Díaz, 32; Eugenio Corredor, 79; and Roosevelt Sebastian Perdomo Torres, 36. Janette Suárez, the president of Professional Ocean Service, where the men who died worked, said their labor had been “unseen and underappreciated.” She added: “When you sit in the plane, you don’t realize the work they do. They have lives. They are people — fathers, grandfathers, uncles.” The crash snarled travel for thousands of passengers over Labor Day weekend. On Tuesday, investigators pored over the scene of the collision, and the aircraft, with “Prime Air” printed on its fuselage, was still where it landed two days ago. The road, normally used by workers at nearby logistics and freight companies, was also still closed. Kelly Nantel, a spokesperson for Amazon, said Tuesday that the company was cooperating with the NTSB and that its leaders were meeting with local officials and emergency medical workers.

“Our deepest sympathies remain with the families, loved ones and all those affected by this devastating tragedy,” Nantel said in a statement. The pilots of the plane, Jaime Felipe Silva Molina, 37, and Joseph Carroll, 55, suffered minor injuries and were released from the hospital, police said. Molina has been with 21 Air since 2025, according to his LinkedIn profile. On Tuesday, portraits of the victims started to emerge — many of them familiar to other Cuban immigrants in Miami. Before Reyes Quevedo moved to Miami after arriving at the southern border in 2019, he lived in Guanabacoa, Cuba, outside Havana and worked caring for horses, according to his brother and a childhood friend. He also supported his 69-year-old mother in Cuba, who was in the hospital for high blood pressure, and would send her care packages, his brother said. The family suffered another tragedy less than a year ago when another brother died at age 49. “She’s devastated,” Pol Quevedo said of their mother.

Incorporated territory and/or statehood: Zero centimeters to exit dead end street By GREGORIO IGARTÚA DE LA ROSA Special to The STAR

T

he legal status of our political relationship within the American nation has remained at a standstill since 1952, when the Constitution of Puerto Rico was adopted, a necessary step toward statehood and equality as American citizens. After all, from what other perspective should the cause of this political stalemate be analyzed, if not from the standpoint of who we are -- 3.2 million American citizens who wish to retain our citizenship -- and no other? And, what drives this stalemate? I recall that while I was serving as an adviser to Carlos Pesquera’s gubernatorial campaign in 2000, a highly respected pro-statehood leader visited us to offer guidance. He remarked that he could provide us with many ideas for achieving statehood. The truth is, however, that he never advanced the cause of statehood by even a single centimeter. And how much progress toward statehood, equality, or congressional certification of Puerto Rico as an “Incorporated Territory” has been made by the current New Progressive Party leadership, or by the Democratic or Republican parties? Zero centimeters -- save for the efforts and struggles of two or three dedicated warriors. The fact remains that the first step toward moving Puerto Rico toward statehood is for Congress to certify that the island possesses the necessary elements to become a state (though there have been exceptions). Since the Northwest Ordinance, this process has been carried out by certifying a territory as “Incorporated” -- meaning it is already in transition toward statehood. To oppose this process is to act out of ignorance regarding how statehood is achieved. It is therefore appropriate to ask: Why does the doctrine of “Unincorporated Territorial Status” continue to be applied to Puerto Rico in a discriminatory manner? Several factors can be identified. Consider, for example, the following: * Currently, within the Territory of Puerto Rico, federal courts activate or deactivate the application of the U.S. Constitution in a discriminatory, case-by-case manner. Thus, the U.S. Department of Justice argues that a specific constitutional clause applies in one situation, while in other cases it maintains the opposite regarding that same clause, perpetuating a state of legal confusion that lends itself to political manipulation by Congress regarding Puerto Rico. * The federal judiciary -- specifically the U.S. Supreme Court -- usurps, through the interpretation of its “non-incorporation” theory, the constitutional mandate granting Congress the authority to adopt rules and regulations for the territories, pursuant to Article IV, Section 3, Clause 2 of the U.S. Constitution. This is despite the fact that Congress has gradually -- since 1901 -- brought Puerto Rico to a situation of being a de facto incorporated territory (or a status comparable to that of a state for the purposes of many federal laws) without having formally

certified it as such via a resolution; this leaves the door open for the continued discriminatory practice of “non-incorporation” regarding Puerto Rico -- that is, a state of limbo. * The failure to be certified as an incorporated territory has generated confusion and led to arbitrary practices by Congress and the U.S. Department of Justice, consisting of the discriminatory and selective support for the applicability of the U.S. Constitution to Puerto Rico in some cases but not others. * The practice of dual allegiance among leaders of local and national political parties: leaders of the New Progressive Party and the Popular Democratic Party remain separate at the local level yet unite and participate jointly in the quadrennial conventions of the Republican and Democratic parties. This duality creates conflicts of interest in congressional dealings, unfair political competition, and questionable political practices. * The political protagonism of certain individuals who pretentiously or viciously obstruct the statements of others, or who believe they know better how to advance the cause of statehood. Almost all of them believe that shouting “Long live statehood!” at a rally makes them a leader and moves the issue forward in Congress. * Leaders of the Popular Democratic Party, who continue to promote a political status that includes U.S. citizenship but excludes participation in federal elections (meaning governance without the consent of the governed). They oppose independence while simultaneously demanding sovereignty. They refuse to accept that such a status does not fit within the framework of the U.S. Constitution (specifically the 14th and 15th Amendments). * Certain individuals in Puerto Rico oppose incorporation and statehood simply because they do not wish to pay federal taxes on income derived from sources within Puerto Rico; although they identify as statehood supporters, they are not truly such. * The belief held by some politicians that the people need to be educated about what statehood entails -- as if slaves needed to be educated about freedom before their chains could be broken. * The adoption of tax policies for U.S. corporations operating in Puerto Rico-- policies that channeled billions of dollars (over $600 billion) to parent companies in the states but required operation under an unincorporated territorial status (e.g., IRC Section 936) -- resulting in the denial of the right to vote in federal elections for U.S. citizens in Puerto Rico (1921-2005). (The high price of democratic denial – U.S. Constitution, 15th Amendment). * The U.S. government’s reluctance to fulfill obligations arising from treaties that support Puerto Rico’s status of incorporation, including the right of its 3.2 million U.S. citizens by birth to a government based on consent. * The involvement of some politicians who propose solutions to the status question lacking any legal or economic basis, or those who believe they hold proprietary rights over the po-

litical parties. * After 128 years, Congress has neither certified Puerto Rico as an incorporated territory -- a status it holds de facto -- nor granted it statehood. Worse still, the statehood leadership has not properly requested it, nor have the Democratic or Republican leaderships. * The consequences of treating Puerto Rico as an unincorporated territory in some instances and an incorporated one in others are not only illegal but also economically devastating. It is worth noting that many laws mandate unequal and discriminatory treatment, and the resulting costs and effects have been factors driving Puerto Rico’s economy into bankruptcy (see: “Statehood would mean billions more for P.R., boost U.S. tax revenues,” March 9, 2015). There is no way for Puerto Rico to emerge from bankruptcy or achieve a balanced budget unless it is treated like a state regarding the transfer of federal funds -- for example, for Medicare and Medicaid payments. Furthermore, unequal treatment in fund transfers has undermined the local labor market’s competitiveness and driven thousands of wage earners and their families to relocate to the United States (6 million citizens). Zero progress toward incorporation, zero inches toward statehood. In short, Puerto Rico is on a dead end street with no exit. ¿Qué harías si mañana desapareciera tu puesto de trabajo? En un mercado laboral transformado por la tecnología y la inteligencia artificial, aprender nuevas competencias se está convirtiendo en una estrategia de supervivencia profesional. Imagina llegar mañana a tu trabajo y descubrir que las funciones que realizaste durante años cambiaron radicalmente. No necesariamente porque tu profesión desapareció, sino porque una nueva tecnología automatizó parte de tus tareas, la empresa reorganizó sus operaciones o ahora necesita competencias diferentes. La pregunta puede resultar incómoda: si tu puesto desapareciera mañana, ¿estarías preparado para hacer otra cosa? No se trata de alarmismo. El mercado laboral atraviesa una transformación significativa. El Future of Jobs Report 2025del Foro Económico Mundial estima que la disrupción estructural afectará alrededor del 22% de los empleos actuales hacia 2030, con aproximadamente 170 millones de nuevos puestos creados y 92 millones desplazados. Más importante aún, proyecta que cerca del 39% de las competencias utilizadas actualmente por los trabajadores cambiarán o quedarán obsoletas durante ese periodo. Esto significa que el mayor riesgo profesional podría no ser perder un empleo, sino perder relevancia mientras el empleo cambia. Aquí adquiere importancia el concepto de reskilling: desarrollar nuevas competencias que permitan desempeñarse en funciones diferentes. No debe confundirse con upskilling, que consiste en fortalecer las capacidades necesarias para crecer dentro de la ocupación que ya tenemos. Ambas estrategias responden a una realidad: terminar un grado académico

ya no significa terminar de aprender. La inteligencia artificial es un buen ejemplo. En muchas ocupaciones no necesariamente eliminará al trabajador, pero sí puede modificar considerablemente lo que se espera de él. El profesional que aprende a utilizar nuevas tecnologías, analizar información, resolver problemas y adaptarse puede encontrarse en una posición diferente al trabajador que continúa dependiendo exclusivamente de las competencias con las que comenzó su carrera. La Organización para la Cooperación y el Desarrollo Económicos (OCDE) ha insistido precisamente en la importancia del aprendizaje permanente para ayudar a los adultos a responder a cambios tecnológicos, transiciones laborales y nuevas necesidades de competencias. Por eso, regresar a estudiar no siempre significa comenzar otra carrera universitaria de cuatro años. Dependiendo del objetivo profesional, la respuesta puede encontrarse en una certificación, un programa técnico, un grado asociado o educación continua especializada. Instituciones como Huertas College tienen ante sí el reto de facilitar esas rutas de aprendizaje: desde carreras técnicas y programas académicos hasta alternativas de educación continua que permitan desarrollar nuevas competencias durante distintas etapas de la vida profesional. La seguridad laboral del futuro probablemente no dependerá únicamente de cuánto tiempo llevas haciendo algo bien. Dependerá también de qué tan rápido puedes aprender a hacer algo nuevo. La pregunta, entonces, cambia: si mañana tu trabajo cambiara, ¿qué estás aprendiendo hoy para estar preparado?

Endless roads and infinite loops: Stagnation is horror’s new villain By MAYA PHILLIPS

B

eing trapped is a reliable premise in horror films and psychological thrillers, with good reason. It’s a primal fear, the type of situation that strikes right into our animal brain. And it has become an apt metaphor, representing the fears and traumas of a younger generation who has surged back into theaters this year to see its own anxieties reflected. The terrors of monotony Familiarity is usually synonymous with safety. What’s more comforting than a routine? But being trapped within familiar environs is a totally different situation. Suddenly the familiar becomes threatening, as in “It Ends,” the sharp directorial debut of Alexander Ullom. There’s an art to depicting monotony as a vehicle of terror without having the film itself lag in pacing or suspense. The plot of “It Ends” is simple — four friends, recent college graduates, find themselves stuck on an endless road. The first part of the film reads as horror: panic sparks when the driver realizes that the view outside is just the same moving backdrop, passing trees along the road, never changing. And when they stop the car, hordes of people — young ones, mirroring the main characters — erupt from the woods, screaming and rushing the vehicle like a scene from a zombie flick. But the forest-dwellers are only a temporary threat. The movie hits its stride and takes a more novel approach to terror when its protagonists settle into the monotony of endless driving, which transforms their car from a temporary space to get them from Point A to Point B to instead their whole world. The climbing numbers of the odometer, marker scribbles on the inner car doors and windows: Everywhere we see evidence of the ceaseless rituals of their days, and the tension becomes more about how the friends adjust to the brain-deadening monotony. Their initial horror eventually shifts to frus-

“The Last House” (Netflix) tration and finally apathy. Their ultimate indifference to their situation is the most unnerving psychological terror. Some of the sense of dread “It Ends” captures so clearly recalls the anxieties we faced in quarantine during the COVID-19 pandemic. (In fact, the film’s director was a senior in college the year the pandemic started.) That terror is echoed — somewhat on the nose — in “The Last House,” a recent Netflix film that follows a family’s struggle to survive in a world in which everyone gets trapped in their homes. The protagonists witness their elderly neighbors die during the catastrophe, and the children are forced to develop in isolation. The home, and their daily household habits, like the daily car routines the young people adopt in “It Ends,” keeps them safe and relatively sane, at least for a while. But after they’ve been stuck for years, those surroundings become a suffocating world unto itself. Monotony is also an indicator of something horrifically wrong in “Exit 8,” a blockbuster in Japan before opening in the United States earlier this year. The main character, known simply as the Lost Man, hurries several times through an infinitely looping subway corridor. He doesn’t even notice the repetition at first. The film offers a neat parable of how many of us may live our lives on autopilot, sticking to the same schedules and patterns to create days that fall into an endless lull. But, as the Lost Man discovers, there’s danger in going through life with one’s head down: Those who can’t see the monotony risk being forever trapped in it. Existential stasis Generally when characters are stuck in a physical space in movies, it doesn’t exactly take a stretch of the imagination to assume they were feeling trapped psychologically or emotionally. The 20-somethings in “It Ends” are in a transitional phase: They’re trying to cross into adulthood and figure out the rest of their lives. But as they first get on the road together and discuss their plans for the future, it’s clear they’re less than thrilled about what awaits them. The most cynical one of the group, who has mapped out his entire life from that very moment, seems lost in a kind of existential malaise. Another reveals that she recently attempted suicide. These friends were lost and listless long before they’d stepped into the car. But if the reality these young graduates have grown up in at all resembles ours, then they’ve

been raised in a world teeming with anxieties, one of pandemics, artificial intelligence and climate change — of course, then, they may think the future is bleak. Their journey becomes a countdown to determining how long a lost generation can tolerate staying lost. A similar theme plays out in “Backrooms,” a breakout hit from this year that has become something of a definitive Generation Z text. Clark, the furniture store owner who finds the eerie labyrinth, is in a rough place when he discovers that hidden liminal space. He’s an alcoholic who’s still hung up on his failed marriage. And his always-empty furniture store isn’t faring much better. And for as much as Clark is stalled at this point in his life, the “monster” he encounters in the backrooms represents a version of him who continues to be displaced in his own existence: He’s the embodiment of Clark’s existential stasis and his lingering resentment about the life he’s living. An ambiguous ending To the extent that these films may be influenced by the literal quarantines or the psychological trauma of the pandemic, there’s no real solution because there’s no concrete antagonist to defeat. Instead, most of these films conclude with their characters either overtaken by their circumstances or resolved to soldier on like Sisyphus accepting his fate. “Backrooms” ends with the suggestion that people will continue to explore the space, though what will happen to those people and those backrooms is left a mystery. “Exit 8” also ends on a kind of reset, where the Lost Man seems to have escaped only to return to the same initial setting in which we first encountered him. It suggests that he has an opportunity to change his circumstances, but if he chooses inaction again there’s a chance he’ll return to that same liminal space where he was trapped before. “It Ends” is a bit more optimistic. When James, the final passenger in the cursed car, reaches the end of the road to find nothing but abandoned vehicles and a sign that just reads “Road Ends,” he seems broken by this revelation at first. But he gets back into the car, turns around, and heads back down the road, this time dragging one of the languid characters from the side of the road along with him in the passenger seat. James’ new passenger seems to gradually get revived, and while the movie isn’t providing a happy ending or concrete resolution, it suggests that, at the very least, there is some power in enduring.

Nepal’s flood relief workers feel the pain of Trump’s cuts to USAID By ANUPREETA DAS, SAJAL PRADHAN and BINOD GHIMIRE

T

wo days after a catastrophic earthquake shook Nepal in April 2015, the United States Agency for International Development deployed a 128-member disaster response team to assess how it could help and pledged $10 million in humanitarian aid. The agency later provided miles of tarp for shelters, helped build temporary schools out of bamboo and used mapping technology to help people find clean water. But two weeks after the country’s worst natural disaster since then — the flash floods triggered by a glacial fall that left more than 5,000 dead or missing — the United States has dialed back, sending $3.6 million to provide food for 10,000 households. USAID is conspicuous by its absence. Nonprofit groups in Nepal that were funded by the U.S. aid agency said they have had to shut down some of their programs since the Trump administration gutted it early last year, making it harder for them to support relief and rescue efforts. The difference in the U.S. response to the earthquake and the floods was “night and day,” said Corey O’Hara, an international development expert based in Nepal who oversaw the closeout of a USAID program last year. “The U.S. had an incredibly important role from the start of that particular disaster,” he said. “At this point, the U.S. response is invisible.” Development experts and government officials highlighted a bigger issue. The pullback by the United States from providing humanitarian and development assistance has had the effect of not just cutting off disaster aid but also shrinking the total pool of money available, a significant issue for an impoverished country that must rebuild towns, bridges, roads and schools, and care for thousands of displaced people. Swarnim Wagle, Nepal’s finance minister who was involved in the post-earthquake recovery, said that while USAID’s role in immediate relief would have been limited, the U.S. retreat from international assistance has had a cascading effect on how other major economies view foreign aid commitments. By dismantling USAID and pulling out of other international agencies and treaties, he said in an interview, the United States “seemed to have emboldened other rich countries to also follow a similar path.” He expected official development assistance — in the form

Nepal is one of dozens of countries suffering the fallout of President Donald Trump’s decision to end USAID. The agency’s grants helped international and local humanitarian groups do everything from administering vaccines to getting more children in school and mitigating the impact of climate change. The State Department said in a statement that the U.S. response to the floods in Nepal had been “fast, flexible and driven by conditions on the ground.” The dismantling of USAID allowed the department to “use humanitarian partners to move resources far more quickly and more efficiently to communities in need,” the statement said. Nepal, an impoverished country vulnerable to natural disasters, has long relied on foreign aid and loans for development and rebuilding. In 1951, the United States signed an agreement to support Nepal’s development through a predecessor of USAID and it has given more than $1.5 billion in grants over the decades. In recent years, the agency included climate change in its programs, training people in how to handle natural disasters, from assessing their magnitude to participating in search-and-rescue operations. In 2022, USAID signed a five-year agreement to give $659 million to Nepal for economic develo-

pment, but those projects have now ceased. Many former USAID employees said the agency’s goal was to give funds and training to nonprofits so that they could prepare for disasters and launch rescue and relief operations swiftly. USAID was “the first responder in search and rescue, it was the first donor who sat down with the government,” said Stuti Basnyet, a development consultant who worked at the agency until last year. Basnyet said it played the role of a “convener and connector, and that’s the big gap that many of us are feeling right now.” After the floods in late August, which ki-

lled more than 1,300 people and left at least 5,000 missing in Nepal and neighboring Tibet, there are tens of thousands of survivors who need help: medicines, food, blankets, clothing and shelter. The bill for long-term recovery — rebuilding bridges, highways, electricity poles, houses, schools and hotels — is still being tallied but will run into billions of dollars. After the 2015 earthquake, Nepal needed more than $7 billion, much of which came from credit extended by the World Bank and others, and which the country is still paying back. But development assistance is shrinking as a whole. In addition to Trump’s decision to shutter USAID, he withdrew the United States from the World Health Organization. It had been its largest backer until January. Although Britain pledged around $6.5 million in humanitarian assistance to Nepal after the floods, it announced last year that it will cut overseas development assistance from 0.7% of its budget to 0.3% to redirect funds to defense and other domestic issues, starting in 2027. The Japanese government pledged about $8 million in emergency aid to Nepal in the immediate aftermath of the 2015 earthquake. Following the recent floods, it promised about $3 million. But the destruction from the floods is likely to be several times greater than that caused by the earthquake, said Govind Raj Pokharel, the former head of Nepal’s National Reconstruction Authority, which was established to oversee post-earthquake reconstruction. “The paradox is that we have seen less interest from the international community in extending support,” he said. “The initial signs are not encouraging.”

Pressing questions after Angels are sold for $4 billion By SAM BLUM / THE ATHLETIC

A

fter 23 years of largely unfulfilling ownership, Arte Moreno agreed this week to sell his Los Angeles Angels to Stan Kroenke. A billionaire real estate magnate who owns teams in nearly every major sports league, Kroenke is now the game’s richest owner, and his announced purchase sent joyous shock waves through a beaten-down fan base, even as the team is poised to finish off the worst season in its 65-year history. Much about what this $4 billion sale means for the Angels remains to be seen. But as the transition to new ownership begins, here are some pressing questions, and what to consider in answering them. Will the Angels spend? You don’t pay a record price for a baseball franchise to pinch pennies. In recent years under Moreno, the Angels have operated as a small-market club. Moreno signed Anthony Rendon to a seven-year, $245 million deal in late 2019, with disastrous results. Since then, the largest Angels contract has been $63 million over three years to Yusei Kikuchi. The Angels should be a destination team for free agents — look no further than the likes of Paul Skenes, Freddie Freeman and Gerrit Cole, all of whom grew up as Angels fans. Players of that caliber could and should be fair game under new ownership. Ultimately, the next collective bargaining agreement will determine the state of play. But in lieu of those answers, it is to be expected that the sport’s richest owner will spend. Spend on free agents. Spend on extending young players. Spend on infrastructure, development, facilities, the works. All are areas in which the Angels have been woefully and noticeably deficient for many years. Why now? This will be one of the most fascinating questions to be answered in the coming months because the timing doesn’t make a ton of sense on its face. The Angels just elevated Molly Jolly to team president, and they just appointed a new interim general manager, John Mozeliak. There was a foundation of change being laid, and it seemed there was optimism about a more

Moreover, a new collective bargaining agreement, especially one that includes a salary cap, could help raise franchise values writ large. More predictability could translate to higher values. So selling before that was litigated is surprising. But $4 billion is $4 billion. And with Moreno at 80 years old, with his children uninterested in operating the team, his sale was only a matter of time. This sale also came just nine months after the Angels settled a landmark wrongful-death lawsuit. They paid out an undisclosed amount to the family of Tyler Skaggs, a pitcher who died of a fentanyl overdose in 2019 while with the team in Texas. MLB Commissioner Rob Manfred said his staff would review testimony from the three-month trial but has not commented on the matter since. What does this mean for the stadium? Potentially quite a bit. The current iteration of Angel Stadium is in need of significant upgrades, and Kroenke has a proven track record in this area. Look no further than SoFi Stadium in Los Angeles, a beautiful facility that is home to his Los Angeles Rams and is a top

venue for major LA-based events. Kroenke developed and owns the venue. The big question here is what form that takes. Might he look to upgrade the stadium, built in 1966? With the lease set to expire in 2032, could he purchase the venue and surrounding land, and build an entirely new stadium? It’s hard to imagine Kroenke purchasing the Angels without an eye toward acquiring the stadium and the area around it. Moreno’s hope of doing so fell through in 2022. What does this mean for team leadership? Kroenke’s track record does not necessarily spell immediate sweeping changes. But given the Angels’ long-running failures, it’s hard to say how this situation will be viewed. It is also worth noting that manager Kurt Suzuki is on an expiring contract, and Mozeliak’s deal will run out in December. The timing of the deal becoming official, expected in early 2027, makes this more interesting. Might the timeline increase the odds that Suzuki is brought back? Perhaps. Why would the Angels sign a new manager on a longer contract with the expectation of a new owner, who

would want to implement his own vision? And the prospect of a lockout delaying the 2027 season only complicates things further. Mozeliak has stated that his charge is to hire a new general manager. Is that now on hold? And what happens to Jolly, the new team president who has only started to enact her vision for the club? The current iteration of Angels baseball has failed to deliver results. Changes will be made. And in the long term, they will likely be significant. Will they be called the Anaheim Angels again? Moreno was obsessed with marketing. After all, his wealth was amassed in billboards. He liked the Los Angeles branding, even though his team, of course, did not play in Los Angeles. Perhaps it was a mistake. But the Kroenke news release referred to the team as the Los Angeles Angels of Anaheim, a name the club held from 2005 to 2015 in order to comply with the terms of its stadium lease. While it is certainly possible that a new owner will drop the Los Angeles facade, it remains to be seen. The same is true for larger questions of branding, color scheme and logo; under Disney ownership, the Angels used periwinkle blue. Under Gene Autry’s ownership, they were called the California Angels. A new owner could mean significant changes on this front. Why did the Angels sell for a record price? The first answer is that franchise values have generally increased over time. The New York Mets, for example, sold at about $2.4 billion and are likely worth way more today. The San Diego Padres’ $3.9 billion valuation in their sale is further evidence of those rising values. The other element to consider is that the Angels, despite their woes, are a sleeping giant. They play in the nation’s secondlargest media market, with a dense population center in a baseball-crazed region. Their TV deal is very valuable. There is no reason the Angels should not be on par with the Los Angeles Dodgers, the New York Yankees or the Chicago Cubs. This is a big-market club that has yet to act like one.
