PRMA calls for swift replacement in vacated posts at DDEC

The Puerto Rico Manufacturers Association (PRMA) is urging Gov. Jenniffer González Colón to swiftly appoint a permanent secretary to lead the Department of Economic Development and Commerce (DDEC), warning that continued uncertainty could undermine investor confidence at a critical moment for the island’s economy.

PRMA Vice President Karen Mojica Franceschi said the abrupt leadership changes at DDEC -- including the resignation of the official overseeing reshoring efforts -- have raised concerns in the private sector about the government’s ability to project stability and maintain momentum in key economic initiatives.

“What matters now is knowing what will happen at the Department of Economic Development,” Mojica said in a televised interview. “Consistency and the perception of Puerto Rico as a reliable regulatory system are essential for companies and investors.”

The governor has tapped DDEC Deputy Secretary Roberto Lefranc Fortuño to serve as interim secretary following the abrupt departure on Tuesday of former secretary Sebastián Negrón Reichard. Mojica emphasized that while the reasons for the shake-up will be evaluated in the appropriate forums, the private sector’s priority is to ensure continuity in policy execution.

“These disruptions -- whatever the reasons -- need to be addressed with agility,” she said. “But more important than speed is choosing the right person, someone with the expertise to lead at a time when Puerto Rico is undergoing a structural reform of its permitting system and working to streamline incentives.”

Mojica noted that several major investment projects are already in the pipeline, including expansions by companies currently operating on the island and new opportunities tied to global reshoring trends. Maintaining credibility, she said, is essential to securing those commitments.

“Puerto Rico must project internationally that it offers a trustworthy regulatory framework,” she added. “That message becomes even more important when the person in charge of reshoring efforts has also stepped down.”

“The private sector attracts companies, but the government is the one that retains them with incentives and the tools needed to establish operations here,” she said.

Mojica said the PRMA stands ready to collaborate with the administration during the transition, whether by helping identify qualified candidates or ensuring ongoing initiatives do not stall. Protecting industrial operations and job creation, she said, must remain top priorities.

“Puerto Rico has the lowest unemployment rate in many years, and we want to keep it that way,” she said.

Negrón Reichard resigned as DDEC secretary effective at noon Tuesday, a departure accompanied by the resignations of more than 10 senior officials across the agency.

In a written resignation letter, Negrón Reichard said he submitted his resignation to the governor after concluding that the mutual trust required to carry out the responsibilities of the position no longer existed.

DDEC deputy secretary: Agency operations continue following Negrón Reichard’s resignation

Department of Economic Development and Commerce (DDEC by its initials in Spanish) Deputy Secretary Roberto Lefranc Fortuño stated on Wednesday that the agency is continuing its operations following the resignation of former secretary Sebastián Negrón Reichard.

“At the DDEC, agency operations have not ceased. The resignations involve personnel who served as trust staff to the former Secretary,” Le franc Fortuño said in a written statement. “The DDEC’s operational structure continues to func tion normally. In fact, just yesterday, we continued to issue 145 permits and process 63 applications for various incentives.” Lefranc Fortuño noted that starting Tuesday afternoon, meetings were held with various DDEC components to ensure continuity in the agency’s work and services.

Regarding the resignations, he clarified that they involve nine trust employees and aides to Negrón Reichard.

He also denied that Carlos Herrero has resigned as director of the Rums of Puerto Rico Program.

“Carlos Herrero continues to perform his duties as usual as Director of the Rums of Puerto Rico Program and has not submitted any resig nation,” the official said.

Lefranc Fortuño pointed out that several DDEC divisions are staffed by permanent or interim officials, including the Tourism Com pany, the Land Administration, the Roosevelt Roads Development Authority, the Industrial Development Company, the Office of Permit Management, and the Office of Incentives.

In the area of business development, he noted that the Office of Manufacturing Business Development issued two letters of intent for incentives regarding projects in the life sciences and information technology sectors.

This week, the Seed Capital and Marketing Incentives Evaluation Committee has 30 cases currently under review.

The Crafts Program certified eight artisans on Tuesday at the DDEC offices; meanwhile, 23 artisans are being assisted this Wednesday in Cabo Rojo, and on Thursday, the program will continue in Ponce. Lefranc Fortuño added that appointments were coordinated for young people to begin internships next week, and disburse

ments for active scholarships were approved.

In coordination with the Department of Education, DDEC staff visited PharmaEssentia in Vega Baja to explore opportunities for youth employment placement at the life sciences company.

He also reported that on Tuesday, $933,301 was disbursed for programs administered by Rums of Puerto Rico, Act 60, the Puerto Rico Industrial Development Company (PRIDCO), and DDEC.

Regarding the summary suspensions of two employees, Lefranc Fortuño stated that DDEC Human Resources is currently evaluating whether such action is appropriate under the law, appli cable regulations, due process standards, and the rights of career employees.

“The former Secretary requested the summary suspension of two employees,” noted. “However, it is the responsibility of Human Resources to determine whether such action is appropriate in light of the constitutional protections and rights afforded to public career employees. This does not constitute a reversal of previous decisions, but rather a strict adherence to the due process of law that protects all parties involved.”

Lefranc Fortuño affirmed that the referrals and allegations made by Negrón Reichard remain active before the appropriate entities, including the Government Ethics Office, the Department of Justice, the Office of the Comptroller, and DDEC’s internal administrative processes.

“The Government will act with responsibility, transparency, and in accordance with the law,” the official said. “Clear institutional mechanisms are in place to investigate any allegations and to safeguard both the public interest and the due process of law that protects all career employees.”

RUM and students reach agreements to end protests

Interim Chancellor Miguel Muñoz Muñoz announced on Wednesday that the university administration and the General Student Council have reached agreements to conclude student protests and guarantee free access to the campus.

“These agreements represent an important step for our university community,” Muñoz Muñoz said in written remarks. “We will continue to foster spaces for communication and understanding that allow us to address institutional matters within an environment of respect and collegial coexistence.”

As part of the agreements, both parties reaffirmed the right to free expression and peaceful protest.

They also established commitments regard ing academic continuity, collegial coexistence and access to campus facilities.

University authorities and student rep resentatives agreed to maintain institutional mechanisms for dialogue, mediation and com munication to address matters concerning the RUM community.

Puerto Rico will become the first U.S. ter ritory to participate in the National Vol untary Self‑Exclusion Program (NVSEP), a unified system that allows individuals to bar themselves from multiple gambling operators through a single registration.

The information was provided by iGaming Business (IGB), an established source of infor mation for the regulated global gaming industry, citing the island’s gaming regulator this week.

The Puerto Rico Gaming Commission said the integration will begin in June, extending the national self‑exclusion framework to the

island’s land‑based casinos, regulated sports betting platforms and other licensed gambling activities. The move comes as Puerto Rico’s gaming sector continues to expand under a regulated model, the publication said.

The NVSEP, launched in 2024, currently operates in eight U.S. states -- California, Wyo ming, Colorado, Nebraska, Iowa, Wisconsin, Michigan and Louisiana with Massachusetts set to join later this year. Puerto Rico’s par ticipation marks a significant expansion of the program beyond the continental U.S.

or jurisdictions. Regulators say this complexity discouraged participation and limited the ef fectiveness of responsible‑gaming tools.

The national platform consolidates those processes, enabling individuals to restrict access to casinos, sports betting websites and other regulated gambling services through a single online application.

“This alliance strengthens our public policy efforts to maintain a safe, highly regulated gam ing industry grounded in responsible gaming practices,” said Juan Carlos Santaella Marchán, executive director of the Puerto Rico Gaming Commission, as quoted by IGB.

Governor declares state of emergency over severe coastal erosion in Loíza, other northern coastal communities

Gov. Jenniffer González Colón has declared a state of emergency in response to worsening coastal erosion threatening the Parcelas Suárez sector of Loíza and several communities along Puerto Rico’s northern shoreline.

The action, formalized through Executive Order 2026-27, aims to accelerate mitigation and protection efforts as erosion intensifies and encroaches on homes, public infrastructure and natural resources.

direct risk to the safety of residents and the stability of critical infrastructure.

“My administration is acting with urgen-

cy to protect lives, properties, and critical infrastructure in our coastal communities,” González Colón said in a written statement.

“This Executive Order allows us to expedite the work needed to address a situation that represents a real and imminent risk for hundreds of Puerto Rican families.”

Under the emergency declaration, the Department of Natural and Environmental Resources and other government agencies are authorized to immediately implement mitigation projects and emergency response actions. The order also activates special emergency procurement procedures to speed the acquisition of materials and services necessary for erosion-related interventions.

The directive further mandates interagency coordination among the Office of Management and Budget, the Fiscal Agency

and Financial Advisory Authority, and other government entities to ensure the availability of resources and operational support.

The order took effect upon being signed Tuesday night and will remain active until amended, revoked or replaced.

During González Colón’s tenure as resident commissioner, she secured the first-ever allocation from the U.S. Army Corps of Engineers specifically for coastal erosion studies in Puerto Rico -- funding she has frequently cited as foundational to current mitigation efforts.

The emergency declaration comes as coastal communities across the island continue to confront accelerating shoreline loss, a challenge scientists and local officials warn will require sustained, long-term adaptation strategies.

ACLU comes out against redefinition of maritime-terrestrial zone

The American Civil Liberties Union (ACLU) of Puerto Rico has reiterated its strong opposition to House Bill 25 (PC 25), warning that the proposed measure to redefine the island’s maritime-terrestrial zone disproportionately favors private development at the expense of the public interest and constitutional environmental protections.

During a recent public hearing, the organization urged lawmakers to reject the bill, arguing that it directly contradicts Puerto Rico’s constitutional mandate to conserve its natural resources.

“The bill weakens coastal protections, facilitates private claims on land that previously fell clearly under public domain, and completely ignores climate change and rising sea levels,” said Lolimar Escudero Rodríguez, public policy attorney for the ACLU of Puerto Rico.

House Bill 25 was originally introduced on Jan. 2, 2025, at the start of the current legislative term. Despite early pushback and analysis submitted by the ACLU, the island House of Representatives approved the measure on Jan. 27 of this year.

The bill is currently under review by the Senate Committee on Tourism, Natural Resources, and the Environment. Following revisions to the text, the ACLU reviewed the amended bill but concluded that its core issues remain unaddressed. The organization has since submitted multiple explanatory memoranda -- most recently on May 14 -- and testified during a public hearing on May 19 to maintain its firm stance against the legislation.

“Extending the reach of private ownership inland into the maritime-terrestrial zone, thereby reducing public space, is incompatible with our constitutional principle of the most effective conservation, development, and use

of our natural resources,” Escudero Rodríguez stated in the memorandum. “Instead, it directly stifles it.”

The ACLU emphasized that Puerto Rico is already facing an unprecedented environmental crisis, marked by accelerated coastal erosion, rising sea levels, extreme wave events, and the loss of critical habitats such as mangroves and sand dunes. These ecosystems serve as vital natural barriers during severe weather events, such as Hurricane Maria in 2017.

According to the ACLU, PC 25 fails to offer a science-based legislative approach that harmonizes coastal boundaries with current environmental realities.

“The bill attempts to address property rights by amending the definition of a natural resource that is protected by constitutional rank,” the ACLU’s analysis notes.

Critics warn that redefining the maritimeterrestrial zone will significantly shrink areas

designated for public use and degrade ecologically sensitive regions.

The ACLU specifically highlighted that the measure would reduce environmental safeguards in critical areas such as the mangroves of La Parguera, which are essential for Puerto Rico’s biodiversity and ecological stability.

The island Family Department announced a new phase of federal assistance that will provide up to $1,000 to households with overdue electric bills, an effort aimed at easing the financial strain on thousands of low-income families.

The initiative, funded through the federal Low

Income Home Energy Assistance Program (LIHEAP) and administered by the Administration for the Socioeconomic Development of the Family (ADSEF), will begin with the automatic distribution of aid to some 3,960 families. That initial disbursement represents more than $925,000 in assistance. According to ADSEF, the first group of beneficiaries includes active participants in the Temporary Assistance for Needy Families, or TANF,

program, recipients of the Nutritional Assistance Program, known as PAN in Puerto Rico, and adults aged 60 and older who meet the program’s eligibility criteria.

However, the aid will not be limited to those pre-identified by the agency. Beginning Wednesday, May 27, eligible residents who are behind on their electricity payments may also apply through the ADSEF Digital platform.

Family Secretary Suzanne Roig Fuertes said the program is designed to address one of the most pressing financial burdens facing Puerto Rican households.

Cubans deported to Mexico live a precarious existence, report finds

Record numbers of Cuban nationals have been deported from the United States since President Donald Trump returned to office last year, but most have not been repatriated to Cuba. Instead, they have been sent to Mexico, where many arrive with little documentation or money — and in some cases wind up living on the street, Human Rights Watch reported on Wednesday. The group found that Cuban deportees, many of them older men who had lived in Florida or other U.S. states for decades, have struggled to find shelter, receive medical care

and generally get by in Mexico. Unable to return to Cuba, or to legally work or relocate within Mexico for many months, some of the men are living in an “indefinite legal limbo,” the report said.

The report was based on interviews with 53 recent deportees, 41 of them Cuban, conducted between February and March. The oldest man was 83. Several had lived in the United States since they were children or teenagers. Others were once legal permanent residents, but lost their green cards after criminal convictions. Cuba usually will not accept deportees with criminal convictions.

Cubans had long benefited from legal privileges unavailable to immigrants from other countries, but the Trump administration has not hesitated to deport them, all but ending legal immigration from the island.

Some men eventually made their way to a temporary shelter. But months later, Human Rights Watch found others living across the street from a hospital. In Tapachula, another city in southern Mexico with many Cuban deportees, some have been living in a public park, the report said.

The report laid out numerous concerns about the Trump administration’s so-called third-country deportation policy, which sends deportees not to their home countries, but to other nations that have agreed to accept them. Some have been sent as far as to African countries.

But a vast majority have ended up in Mexico, where Cubans in particular are effectively without a country. Cuban consular authorities typically decline to assist Cuban nationals deported to Mexico, the report found. The Mexican government does not ensure services for deportees from other countries, according to Human Rights Watch, and requires them to navigate a complicated system to apply for asylum.

“Once in Mexico, the avenues for regularizing their status are largely limited to seeking asylum,” the report said, noting

A significant portion of the Cubans, 41%, had been detained in Florida, and 37% in Texas. A Human Rights Watch analysis of data from Immigration and Customs Enforcement found that 27% had no criminal records in the United States.

The Trump administration has said that third-country deportations allow ICE to enforce final removal orders for people who cannot be returned to their home countries. The White House did not respond to a request for comment late Tuesday.

In the past, many Cubans with deportation orders ended up staying because repatriating them was not a priority. Many built families and businesses in South Florida, the heart of the Cuban exile community.

But last year, some South Florida Cubans with old criminal convictions began getting detained at their regular ICE check-ins, as the Trump administration was doing with other foreign nationals. Many were sent to a new

Then, word began to spread across the Miami area that some of the men were being taken to the border, released into Mexico and bused by Mexican authorities to the southern part of the country.

Their families called elected officials and immigration lawyers in South Florida for help. Few spoke publicly about the deportations, both out of fear of retaliation and out of apparent shame over their relatives’ convictions.

One of the Miami men deported to Mexico last August, Raúl Hernández, posted a TikTok video sharing his story. He built a following while streaming live from Mexico and interviewing other deported Cubans. He considers himself luckier than most: His father already lived in Cancún, so he had a place to go after the bus dropped him off in Villahermosa, more than 500 miles away, he said in an interview.

Hernández, 29, who arrived in the United States when he was 6, acknowledged that he had a long criminal record that began when he was 15. But he said he has met plenty of Cuban deportees in Mexico who do not, he said.

For many of them, he added, life without legal status in Mexico has been “hell on earth.”

Cornyn crushed: 7 takeaways from Tuesday’s runoffs in Texas

Ken Paxton, the Trump-endorsed and MAGA-backed insurgent, ousted Sen. John Cornyn in a runoff Tuesday, becoming the second primary challenger to knock out an incumbent Republican senator in less than two weeks in a raw display of President Donald Trump’s powerful hold on the party base.

The contest was the most expensive primary in American history — and Paxton prevailed despite being outspent on advertising by pro-Cornyn forces by roughly $80 million.

Now, Republicans are bracing for a potentially competitive general election in Texas, where Democrats have not won statewide in a generation. Democratic donors nationwide have swooned for their nominee, James Talarico, a smooth-talking 37-year-old seminarian and state legislator, in the hopes he will realize their long-dashed dreams of turning Texas blue.

National Republicans have warned for months that Paxton’s scandal-riddled past could put the Republican-held seat in jeopardy. But GOP primary voters proved Tuesday that they were in no mood for political guidance from Cornyn or a much-reviled party establishment.

The scope of his defeat was staggering. Cornyn, once the No. 2 Republican in the Senate, was trailing in nearly all of Texas’ 254 counties.

Voters cast ballots in several other key contests Tuesday, including the first older congressional Democratic incumbent to lose to a younger rival in a primary.

Here are seven other key takeaways on a consequential night of primary runoffs:

Cornyn’s defeat is another proof point of Trump’s sway.

Texas is home to nearly 19 million voters. But for much of 2025 and early 2026, the Texas Republican Senate primary played out as a battle for an audience of one.

Cornyn’s allies spent tens of millions of dollars on advertising in hopes of showing that the senator had a clear path to reelection, and thus a chance to unlock Trump’s endorsement. His super political action committee hired a top Trump adviser, Chris LaCivita, to lead its efforts; his campaign used the president’s pollster, Tony Fabrizio.

In the aftermath of the first round of voting in March — when Cornyn edged ahead of Paxton, exceeding expectations — most expected the president to back the state’s senior senator. Trump said an endorsement was imminent, and he declared on social media that whomever he didn’t back should drop out.

In the end, the president went with his longtime loyalist, Paxton, despite the attorney general’s history of impeachment, indictment and accusations of adultery.

The race was not particularly close. Paxton improved on the first round in March nearly everywhere and was leading by more than 25 percentage points, with roughly three-quarters of the vote counted.

An ugly GOP primary could take time to heal.

It is an understatement to say that the race between Cornyn and Paxton has left wounds within the party that won’t heal soon.

Even in the final hours Tuesday, Cornyn was attacking Paxton, telling CNN he was an “embarrassment” and

bringing up his wife’s accusations of marital infidelity.

“You can’t trust Ken Paxton,” Cornyn said bluntly, creating the kind of sound bite that Democrats could use this fall.

Democrats had a bitter primary too, between Talarico, who is white, and Rep. Jasmine Crockett, who is Black, that at times split along racial lines. But Talarico has had the advantage of time; he has been working for close to three months now to try to repair some of those relationships.

If electability had been Cornyn’s chief argument, Republicans are wasting no time in pivoting to typecast Talarico as too liberal for Texas, with one GOP group branding him a “woke weirdo.”

The general election is going to have a Texas-size price tag. Talarico had been outpacing just about every other Democrat in the country in fundraising even before his matchup with Paxton was set.

He raised $27 million in the first quarter; no Republican running for the Senate in any state raised more than $4 million for his or her main campaign account.

Cornyn has been one of the Republican Party’s best fundraisers. Paxton has not. As a result, party leaders in Washington have said that Paxton’s nomination could force donors to divert as much as $100 million to save the seat. Senate officials are hoping Trump and his $350 million super PAC decide to pony up. Notably, the main Senate Republican super PAC left Texas entirely out of its fall ad reservations.

Cornyn’s loss could reverberate on Capitol Hill, too.

For much of Trump’s second term, Republicans have eaten just about whatever Trump has been serving.

But Senate Republicans started to object in recent weeks to at least some of Trump’s more self-indulgent moves, including his push for security funding for his White House ballroom and a $1.8 billion “anti-weaponization” fund to reward those — presumably his allies — who say they were victims of political persecution. Cassidy, and now Cornyn, who for years served in leadership and is popular among many colleagues, has only added to the ranks of Republican senators who now feel less inclined — or incentivized — to side with the president.

Sen. Thom Tillis, a retiring Republican from North Carolina, is among those who appear increasingly unshackled. He mocked Paxton’s troubled past over the weekend on CNN in colorful fashion, invoking a comparison to a cannibalistic serial killer. “To call Paxton ethically challenged is to call Jeffrey Dahmer suffering from an eating disorder,” Tillis said. “This guy is an empty suit.”

With just 53 Republicans in the Senate, it takes only a few senators to derail almost any vote.

An old-guard Democrat goes down.

Rep. Al Green, 78, became the first old-guard Democrat — and first Democratic House incumbent, period — to lose a primary to a younger challenger, falling to Rep. Christian Menefee, 38, after a Republican gerrymander forced the two Democrats to seek the same seat in Houston.

Republicans redrew Green’s current 9th Congressional District to take in a different area to elect a Republican. As a result, he ran in the 18th District, where Menefee had won a special election only a few months ago.

Still, the primary represented one of the first tests of the appetite of Democratic primary voters to turn the page on older politicians two years after former President Joe Biden was forced to step aside from his reelection run as the public questioned his competence to serve another four years.

In Dallas, another Democratic incumbent lost. Colin Allred defeated his successor in the House, Rep. Julie Johnson, to reclaim the nomination for 33rd District after he lost a Senate race in 2024 and dropped out of the 2026 Senate primary, as well. Crypto spent big and won.

The crypto industry’s giant super PAC, Fairshake, set out to make an example of Green, who sits on the House Financial Services Committee, at the beginning of 2026. By the end of the runoff, an offshoot of Fairshake had poured $6.5 million into the race, mostly boosting Menefee.

One unusual late ad from the group featured another member from Texas, Crockett, arguing for a “new generation of fighters.” It is rare to see a sitting lawmaker in an industry group’s ad.

Green had campaigned heavily against the industry, including a recent speech on the House floor saying he was “unbought” and attacking those in the party who side with it as “cryptocrats.”

Your comments are contradictory to those you made in response to my letter requesting your support for Puerto Rico to be certified by Congress as an incorporated territory, when de facto it is, April 21, 2026. There you stated:

Federal elections laws are clear on voters’ rights. Your comments are evidence that your advisors did not inform you of the legal and political consequences of what you said to the American citizen residents of Puerto Rico to justify denial of statehood status.

• declare a political party

• vote for the party you are registered with

• Depending on state’s rules, you may only be allowed to vote for the political party you are registered with. Applicable only when you vote in:

• a presidential primary or caucus

• congressional or local office primaries.

Thus in the general election, you are eligible to vote for any candidate from any party.

• it does not matter if you are registered with a political party or who you voted for in the past.

• you can vote in the general election even if you did not vote in your state’s primary or caucus.

The American citizens of Puerto Rico have been denied participation to vote in federal elections for over 128 years. Your comment is not only a denial to vote under the U.S. Constitution (Articles XIV and XV), but has national political consequences. You did not consider that over 6 million Puerto Ricans live in the states, making them the second-largest Hispanic group in the country. It is significantly larger than the population on the island, with the Northeast and Florida accounting for the majority of mainland Puerto Ricans.

Consider the states with the largest approximate Puerto Rican populations:

• Florida: 1.3 million (The largest population, largely centered around the Orlando and Tampa areas).

• New York: 1 million (Historically the primary hub for stateside migration).

• Pennsylvania: 494,000

• New Jersey: 484,000

• Massachusetts: 330,000

• Connecticut: 300,000 (Puerto Ricans make up the largest share of the population here, at 8.3%)

As you can see, we have political power in states and can decide federal elections, including midterm elections in November 2026. In addition, your comments are in contradiction to the U.S. demand for democratic rights for the citizens of other countries (Cuba, Venezuela, Iran) and, ironically, using

our young people to defend these rights in military activities, risking their lives while not being able to vote for their commander in chief. Particularly, consider how families in Puerto Rico that have lost a relative in active duty will feel this Memorial Day with such a comment.

It is important, Mr. President, that you reconsider and publicly clarify your policy on our voting rights in federal elections under constitutional law, and under international treaties to which the U.S. is signatory (Int Covenant of Civil and Political Rights), and as related to statehood for Puerto Rico. Voting rights were reconsidered for African Americans in 1968.

After 128 years, Puerto Rico is a “de facto incorporated U.S. territory” which Congress must certify and officially consider in transit to statehood. Our discriminatory servitude of democratic denial to vote in federal elections must end.

If you do reconsider, I will gladly and respectfully reconsider, and the over six million American citizens residing in the states, and other Hispanics, will reconsider as well.

Julieta Venegas, a Mexican pop hitmaker, is looking homeward

Separations, homecomings and memories — personal and historical — fill the songs on “Norteña,” the ninth studio album by Mexican American songwriter Julieta Venegas and her most personal one.

Música norteña is a regional genre that straddles the border between Mexico and the United States: rancheras, polkas, corridos, cumbias. Born in California but raised in Tijuana, Mexico, Venegas, 55, has crossed that border countless times. On “Norteña,” she said, the border is “almost a character in the album.”

She added, “This theme keeps coming back in the songs: about migration, and about leaving a place where you’re from and looking for something else.”

In the course of making the album, Venegas gradually realized that her songs were telling her something. After eight years of living in Argentina, she felt compelled to return to Mexico. A visit to Mexico City in November 2024 clinched it.

Venegas writes songs that have made her a pop star in Mexico and Latin America for two decades. Her voice is natural and disarming, bright but never overpowering or showy. “I’ve learned to write songs with my limitations,” she said. “That’s what my style is about, just being me.”

Her lyrics speak plainly and directly, most often about the ups and downs of love, and her tunes have an infectious, inviting lilt. She prizes simplicity and deliberately strips her songs of unnecessary convolutions. “My friends are always bothering me because I love writing with simple chords,” she said. “I don’t like writing with complex chords. There are no ninths or sevenths in my songs.

“I always say I’m the ‘Guitarra Fácil’ songwriter,” she added, referring to the “Easy Guitar” series of elementary pop songbooks sold on newsstands in Mexico.

But there’s skillful pop distillation behind the simplicity. “She has clarity,” said El David Aguilar, a Mexican songwriter who co-produced “Norteña” with Venegas and helped write many of its songs. “She knows how to write good melodies that everybody will like and will want to sing.”

In 2012, Rolling Stone named Venegas’ 2000 album, “Bueninvento,” as one of the 10 greatest Latin rock albums. Her 2006 album, “Limón y Sal” and a live follow-up, “MTV Unplugged,” were bestsellers in Latin America and Spain. She has won eight Latin Grammy Awards, including alternative music album (“Limón Y Sal” and “MTV Unplugged”), pop/ rock album (“Algo Sucede” from 2015) and pop vocal album (“Tu Historia” from 2022).

Since her 1997 debut album, “Aquí,” Venegas has collaborated with musicians from across the Americas: Silvio Rodríguez from Cuba, Marisa Monte from Brazil, Ana Tijoux from Chile, Mala Rodríguez from Spain, Calle 13 from Puerto Rico and Natalia Lafourcade from Mexico (who rejoins her in a duet on the new album, a song about lasting friendship called “Tengo que Contarte”).

In 2021, reggaeton producer Tainy invited Venegas to share a track with Bad Bunny: “Lo Siento BB:/” (“I’m Sorry Baby”), a worldwide hit that has been streamed 250 million times on YouTube. Venegas’ voice, lyrics and piano fill its first full minute. She went on to perform it with Bad Bunny for the American Music Awards and onstage in Mexico. Venegas was especially pleased to join a songwriter who respects women. Bad Bunny has “never needed misogyny,” she said. “From his first song, he has had this great vision with women.”

The “Norteña” album is independently released on Venegas’ own label, Lolein Music, and she has written a memoir, “Norteña: Memorias del Comienzo” (“Norteña: Memories of the Beginning”), through independent publishers in Mexico, Argentina, Colombia, Chile and Spain.

The music on “Norteña” delves into border styles, but doesn’t always conform to their conventions. “I wasn’t going to do a traditional norteño album,” Venegas said. “It was going

to be my version of norteño — my imaginary norteño album.”

The album production is almost entirely acoustic, featuring Venegas on accordion joined by the guitar-like Mexican requinto, the bajo quinto (acoustic bass guitar) and occasional strings and brass-band horns. A few songs have synthesizer hooks like 1980s Tejano music, another border style. Venegas sings duets with Aguilar and with José Guadalupe Esparza from the long-running Mexican band Bronco. “When I first went to Mexico City, Bronco would be on the radio all the time,” Venegas said. “Bronco is just such an important part of my emotional existence.”

Growing up near the border, Venegas soaked up Mexican standards along with 1980s pop and rock; she also studied classical piano and took up the accordion. In her teens she gravitated toward Anglo music — the Cure, Suzanne Vega, Sinead O’Connor, Madness — and began performing and writing songs while working at a record store. At 21, she quit her spot in Tijuana No!, a rising local ska band, to move to Mexico City and start her pop career.

She struggled at first, and at one point — in an episode that appears both in the book and in one of the album’s pivotal songs, the corrido “Terca” (“Stubborn”) — she told her family she was thinking of coming back to Tijuana. To her surprise, her mother said, “You’ve already taken flight. Don’t look back.”

Aguilar had encouraged her to add personal details to her new songs. “I wanted to put some truth in the lyrics,” he said. “Most of Julieta’s songs are very general, and I thought that she needed to put in some biographical places, names, years, specific situations. Who she is. And I think people will love to hear that.”

In 2026, writing about the border can’t help but consider immigration. The only non-Mexican collaborator on “Norteña” is a Mexican American group from Washington state: Yahritza y Su Esencia, a group of siblings. Yahritza sings with Venegas in “La Línea” (“The Line”). Its narrator has been deported and separated from a partner, but still proclaims lasting love and hope for a reunion.

Venegas wrote “La Línea” two years ago, before the second Trump administration began; now, she can only hope that its optimism proves correct. “I wanted to express the emotional side of it. I wasn’t trying to be political,” she said. “But in a sense it definitely becomes a political song.”

One of Yahritza’s brothers (and band members) was deported and spent months in Mexico before eventually resolving visa problems. “I didn’t know this had happened,” Venegas said. “But they said it was sort of healing to be able to do the song.”

Yet even “La Línea” is a love song. “I’m a little loveobsessed mythomaniac,” she wrote in her memoir. “My songs are full of its stories, some beautiful, others sad and desolate. Beginnings, endings, in-betweens. But even with everything I’ve written, inspiring me in love, I can’t guarantee anything.” She expects to keep writing about love. “It’s just such an attractive subject,” she said. “It’s the best thing that we have, not only romantic love but love in every sense. If we don’t have that, what do we have?”

S&P 500 forecast to end year slightly higher even as war drags on

The benchmark Standard & Poor’s 500 index will end ⁠2026 ⁠slightly higher than its current record levels, according to ⁠a Reuters poll of stock market forecasters, who pointed to risks from higher energy prices and inflation if the Middle East war drags on.

The index will finish 2026 at 7,620, or 1.3% above its Tuesday close of 7,519.12, according to the median estimate of 47 market strategists, analysts and portfolio managers polled from May 15 to 26. The poll forecasts the Dow will finish the year at 52,500. It closed Tuesday at 50,461.68.

Following a strong first-quarter U.S. earnings season and expectations of upbeat earnings for the rest of the year as well as hopes of some progress in talks to end the U.S.-Israel war with Iran, the S&P 500 has hit a series of record highs recently.

“We have strong AI secular tailwinds that were confirmed through the earnings we saw, and it helped stocks recover off the March lows,” said Anthony Saglimbene, chief market strategist at Ameriprise.

“Whether or not the investment ⁠in AI ultimately pays off... most - if not all - major companies are racing to get ahead of, and better understand, the new technology, and that AI arms race will likely lead to higher prices in the short run,” said Chris Zaccarelli, chief investment officer at Northlight Asset Management. He forecasts the S&P 500 will end the year at 8,300.

Trump says he feels no political pressure to make an Iran deal

President Donald Trump on Wednesday held the door open for more negotiations with Iran but insisted he did not feel any political pressure to make a deal to end the unpopular three-month war and lower gas prices.

At the same time, Trump renewed his threats to strike Iran again if it does not agree to his terms for a peace deal.

“They’re negotiating on fumes, but we’ll see what happens,” the president said at a White House Cabinet meeting, referring to Iran’s faltering economy and its battered military. “Maybe we have to go back and finish it. Maybe we don’t.”

He rejected any suggestion that the looming midterm elections and high gas prices stemming from Iran’s closure of the Strait of Hormuz had increased the pressure on him to strike an agreement that would reopen the waterway to oil tankers and other commercial ship traffic.

“I don’t care about the midterms — look what happened last night,” he said.

The comment was an apparent reference to the victory in Texas on Tuesday night by a Trump-backed candidate, Ken Paxton, over a longtime Republican stalwart, Sen. John Cornyn, in a primary runoff election.

As for gas prices, which hit a four-year high in the United States over Memorial Day weekend, Trump dismissed the notion that they were adding to the sense of urgency he felt in the pursuit of a deal. “The primary urgency is that we can’t let Iran have a nuclear weapon,” Trump said. He predicted that prices were “going to come down fast.”

Trump’s vacillation between hope for negotiations and threats of more strikes came on a day when Israel ramped up its offensive against Hezbollah in Lebanon, further eroding a tenuous ceasefire in that country and potentially complicating a peace agreement with Iran, Hezbollah’s sponsor.

Iran and the United States have offered conflicting accounts of what the outlines of a peace deal might look like, after weeks of diplomacy involving mediators from Pakistan, Qatar and Oman.

Wednesday that it had obtained an “initial, unofficial” framework for an agreement.

The White House roundly dismissed the report, calling it a “complete fabrication,” and Trump said several of the terms it outlined would be unacceptable.

Under the purported framework, Iran would reopen the Strait of Hormuz to commercial ships, but it would continue to control the strait in cooperation with Oman, and ship traffic would return to prewar levels within a month of the deal’s approval. In return, it said, the United States would lift its naval blockade on ships entering and leaving Iranian ports.

The Iranian report also said that the United States would withdraw an unspecified number of troops from “areas surrounding Iran” without specifying whether that would apply to U.S. military bases in the Persian Gulf and Iraq.

The reported draft made no mention of some of the most contentious issues in the

negotiations, including the future of Iran’s nuclear program and its stockpile of enriched uranium.

Secretary of State Marco Rubio reiterated at the Cabinet meeting Wednesday that any deal must ensure that Iran cannot develop a nuclear weapon. “I think there’s been some progress and some interest,” he said, “and we’ll see over the next few hours and days whether progress could be made.”

Rubio also alluded to the possibility of more strikes on Iran, telling the president, who was seated next to him, that “you have other options available to you if that doesn’t work.”

Trump dismissed the idea of Iran and Oman sharing control of the strait, saying the waterway must be “open for everybody.” Tehran has said it plans to charge fees on ships passing through the waterway from now on.

“Nobody’s going to control it,” Trump said. “We’ll watch over it.”

He warned Oman, a U.S. ally, not to get involved in management of the strait.

“Oman will behave just like everybody else, or we’ll have to blow them up,” Trump said. “They understand that.”

His warning came after a flare-up in hostilities between United States and Iran this week, combined with the intensifying Israeli combat in Lebanon, threatened to set back diplomatic talks.

On Monday, U.S. forces targeted missile launch sites in southern Iran and sank two Iranian speedboats that U.S. officials said were trying to lay mines in the Strait of Hormuz. The U.S. military characterized the strikes as defensive.

Iran’s Revolutionary Guard has vowed a “decisive reciprocal response” to any violations of the ceasefire reached last month. Iran’s supreme leader, Ayatollah Mojtaba Khamenei, suggested that his country could renew strikes on U.S. military bases in the Persian Gulf.

Iran has argued that any peace agreement should apply to the war in Lebanon as well, but U.S. and Israeli officials have described that as a separate matter. The Israeli military said Wednesday that it had struck more than 150 targets in Lebanon associated with Hezbollah over the past day and that it had issued evacuation orders for Nabatieh and Tyre, two of the largest cities in the country’s south.

It was the second day of heavy Israeli military operations in the country. On Tuesday, Israeli strikes killed at least 31 people in Lebanon, including four children, according to the Lebanese Health Ministry.

Despite a ceasefire in Lebanon that took effect in April, Hezbollah and Israel have continued to trade attacks, deepening fears that the truce could collapse altogether.

On Wednesday, Hezbollah carried out more drone and rocket attacks against Israeli troops in southern Lebanon and continued to fire across the border into Israel.

Hezbollah said its fighters were also engaged in close combat with Israeli forces in Zawtar al-Sharqiyah, a town about 6 miles from the Israeli border and just north of the Litani River. The clashes signaled that Israeli troops were advancing beyond what they call the “forward defense line,” an area extending several miles into southern Lebanon that Israel has occupied since it invaded in March.

How wine, truffles and honey could help Europe fight wildfires

Flames engulfed a forest in Catalonia, Spain, ripping across a wooded expanse and heading straight for hundreds of acres of pines and underbrush. But before it reached them, the inferno encountered Celler Abadal, an 800-year-old family vineyard that sprawls across the red-clay hills.

As the fire approached the tidy rows of grapes, separated from the tree line by only a few yards of barren soil, a strange thing happened.

The blaze stopped.

It was an example, in 2017, of an unexpected piece of good news. Certain landscapes, including vineyards, can help to slow or even partly stop runaway forest fires.

“It’s not only that it is beautiful,” said Ramón Roqueta, the owner of Celler Abadal, walking across his terraced vineyard on a sunny day this month, pointing out a largely treeless hill where flames once raged. “It’s also making the area more resilient.”

Wildfires in Europe are growing more intense and catastrophic over time. Last year, the Continent experienced its worst wildfire season since records began in 2006, with nearly 2.5 million acres scorched. Already, the cumulative area burned in 2026 is outpacing the yearly average from 2006 to 2025.

As fires worsen, European nations are adapting, focusing less on purely responding and more on preparing.

One novel idea that fire researchers are promoting is that winemakers — along with truffle farms and apiaries — have a critical role to play in making dry, arid places more resilient to climate change and extreme blazes.

In the case of vineyards, lush green vines are tough to burn. The clean space between rows means that fire has to jump to continue. And grapes thrive where other crops would not. Vineyards sometimes place water hookups and access routes, which are useful to firefighters, high in the mountains, where such infrastructure might otherwise not exist.

Likewise, truffle and honey cultivation spurs farmers to manage forest patches that would otherwise grow wild.

Given that, over the past year, experts working with the Forest Science and Technology Center of Catalonia have begun to award a “Fire Wine” and “Fire Product” designation to vineyards and other farms that adopt practices that could help to avoid fu-

ture disasters.

Last year, Celler Abadal became the first winemaker to receive the “Fire Wine” label.

The badge, not unlike the organic designation featured on many European labels, is meant to both reward good behavior and raise and spread knowledge around good practices. The hope is that consumers will eventually come to recognize it, making it a marketing tool that rewards responsible growers.

“Those who become included in the label, they’re more aware of what they’re doing well, what they could be doing better,” said Elena Górriz Mifsud, a senior researcher at the Forest Science and Technology Center of Catalonia who helped start the project. The European Union provided initial funding, she said.

“We are not only producing wine,” she explained. “We are producing security.”

Katerina Horakova, a European Union spokesperson, said that while the authorized certification is only in Catalonia for now, the framework is adaptable, and “there is a possibility that the model could be extended to other fire-prone regions.”

Górriz Mifsud said businesses in southern France, Bulgaria and the Canary Islands had expressed interest in the program.

The innovation is one of many efforts that European authorities are making to counter the growing threat of wildfires. The EU has developed extensive mapping and monitoring technologies, which it is improving with more data and frequent updates. The bloc and national capitals also work together to position firefighters in places of high risk and expand fleets of firefighting aircraft.

But preventive measures, like landscape management, play a major and growing role.

Martín Códax Viticultores, a wine-

growing collaborative in Galicia, reached out to the forest science center after fires raged in the region for two weeks last year.

The “Fire Wine” team suggested that the vineyards maintain buffer zones between the vines and the forest, cut back vegetation during fire season and improve access to water for firefighting teams, said Miguel Tubío, a director at the collaborative.

“We increasingly see vineyards not just as crops,” Tubío said in an email.

Juan Martínez de Aragón said the same of his black truffles.

He manages Biotruf, which grows the pungent delicacies in the hills of Catalonia. Like vineyards, truffle plantations can help stop flames spreading.

Truffles are planted at the base of holm oak trees. The rows of trees are spaced far apart and at a distance from the surrounding forest, and they have water lines running between them. The surrounding ground cover is sparse because of how the truffles grow.

“It’s something that happens naturally: the elimination of vegetation from the ground because the fungus around the tree acts as a natural herbicide,” Martínez de Aragón explained. “They are like islands scattered throughout what would be the forest.”

Martínez de Aragón takes tourists truffle digging as part of his business, showing them how to wash and prepare the fungi. In the truffle tasting room, he displays the packaging he uses for his fungi, stamped with the “Fire Product” label.

“The public needs to know that besides truffles being very delicious and widely consumed, we are doing very important work,” he said.

How Delta steered around airline industry chaos

The airline business is in turmoil. Spirit Airlines abruptly shut down this month. Jet fuel prices have risen around 50% because of the war with Iran. And some industry executives are publicly talking about the need for airline mergers.

But that tumult has barely touched Delta Air Lines and its CEO, Ed Bastian.

Delta is the most profitable airline in the United States, and its business is booming. The company has no interest in making any drastic changes, Bastian said in an interview near Delta’s Atlanta headquarters this month.

“Sometimes, if you have to make big decisions, you haven’t been making the right decisions all along,” he said. “It’s far more important to be making timely decisions as you go and have a strategy that you’re aligned with. And if you have to course-correct, if you have to tweak, you can do it without having to disrupt the organization.”

Delta has become the airline that others are trying to emulate and catch up to. For many years, the company has been courting well-heeled customers with perks such as spacious seats and luxurious airport lounges. That strategy helped Delta earn nearly $14.7 billion in profits over the past five years, nearly double the next-closest carrier.

The big question for Delta and Bastian, who became CEO in 2016, is whether the airline can stay on top. United Airlines, which is led by a CEO who recently proposed a merger with American Airlines, is trying to overtake Delta by also offering premium services and expanding rapidly.

The collapse of Spirit, once a very profitable company, is a reminder that there are no permanent victories in this business and that successful strategies can unravel quickly.

“There’s only one thing that can stop us,” Bastian told hundreds of employees at a meeting in Atlanta this month. “We start to believe that we’re better.”

The making of ‘a loyalty machine’

Delta’s strategy was born of failure. In 2005, the airline filed for bankruptcy protection, struggling with high costs and slumping sales after the terrorist attacks of Sept. 11, 2001. It had to find a way to reduce spending or get customers to pay more.

Bastian, then chief financial officer, said Delta executives had realized that the airline could not survive by only chasing travelers who shopped on price alone. So they decided to go after customers who would pay more for better service — an unconventional bet at the time.

The first step, Bastian said, was to improve Delta’s on-time performance, which attracted customers willing to spend more for consistency. Those flyers joined the airline’s loyalty program, signing up for credit cards offered by American Express — a partnership that brought in more than $8 billion for Delta last year. The airline also invested in lounges, planes, technology and employees in an effort to encourage customers to keep flying with it.

Two decades later, Bastian said, “our best customers

“I don’t know how to fly the planes. I don’t know how to fix the planes,” Bastian said at this month’s event. “But I know how to find out what our people are feeling and make certain that we’re getting the support, the tools, the technology, the capabilities, the resources.”

Bastian credits his parents, a dentist and a dental hygienist, for giving him his earliest management lessons by teaching him how to lead and motivate his eight younger siblings. The family lived in Poughkeepsie, New York.

Airline employee relations are often fraught, marked by drawn-out contract negotiations with unions that represent pilots, flight attendants, baggage handlers and other workers. Delta has had to contend with its share of strife.

The company has struggled recently to recover from disruptions caused by storms and technology outages. Its pilots’ union has said those problems could have been avoided had the airline been better prepared, including by hiring more staff. Bastian disagrees with that assessment, but said the airline and pilots’ union were working to make improvements.

The airline’s approach was validated this month when Berkshire Hathaway disclosed that it had taken a more than 6% stake in Delta.

“You’re not necessarily investing as much in an airline as you are a loyalty machine,” said David Vernon, an airline industry analyst at Sanford C. Bernstein.

The stock market values Delta at around $50 billion. Its frequent flyer program, SkyMiles, is worth nearly two-thirds of that, or around $32 billion, according to On Point Loyalty, a consulting firm.

But customers who spend more also expect more, and Delta has sometimes struggled to keep them happy.

As SkyMiles became more popular after the COVID-19 pandemic, customers grew frustrated by crowded lounges and limited seat upgrades. So in 2023, the airline required members to spend more to earn benefits and limited lounge access. That incited a backlash, forcing Delta to walk back some changes.

Managing a growing workforce

During its bankruptcy, Delta executives started meeting with groups of hundreds of employees, many of them anxious and furious. The meetings took place in a dank building that used to be a Macy’s store in Atlanta.

These days the meetings, called Delta Velvet (a reference to the metaphorical velvet rope that executives are taking employees behind), are held around the country. Bastian speaks at more than a dozen annually, including one this month at a relatively new Hilton hotel in downtown Atlanta, where the mood was celebratory. Dozens of employees lined up to take photos with him after he spoke.

Bastian said Delta’s more than 100,000 employees were his top priority, above customers and investors. In recent years, Delta has handed out profit-sharing bonuses that were larger than those offered by other airlines.

The challenger who likes to make big bets Bastian, 68, said he had learned early in his career that it was better to develop and refine strategies without making bet-the-farm decisions in one go.

“I think you learn to have confidence in your decisionmaking capabilities by making them smaller, making them faster, so that when you have to make a change, you can do it without creating big risk,” he said.

That approach is a contrast to perhaps his most formidable business rival, Scott Kirby, the CEO of United. Kirby’s audacious proposal to merge with American would have created the world’s largest airline and drawn significant scrutiny from antitrust regulators. American, where Kirby previously worked, rebuffed him.

In an interview with The New York Times last month, Kirby said Delta had been the first U.S. airline to lure travelers with more premium services and get them to become loyal to it. But Kirby said United was now doing it better.

“They’re still really good, but we passed them,” he said. United flies to more international destinations than any other U.S. airline and is expanding its premium options. The carrier plans to add 250 new planes over the next two years. It also plans to install the Starlink internet service, which is much faster than standard airline Wi-Fi, to all its planes by the end of next year.

Delta is adding new international flights and will bring on as many new planes as United but over a slightly longer period. It plans to install Amazon’s Leo satellite service but not until 2028.

Bastian acknowledged that United had gained some ground. But where it matters most, he added, the gap “isn’t shrinking.” He noted that Delta’s share price is higher today than before the start of the war in Iran, which is not true for shares of United and other major U.S. airlines.

“That’s the market telling you what they think about the durability and the differentiation of the Delta experience,” he said.

Searching Paris for Ben Franklin, America’s ‘least-dead’ founder

There’s something about Benjamin Franklin. He is the least dead of America’s founders, and the most relatable, the founder you want to have a beer with. Thomas Jefferson and James Madison have scholars; Franklin has fans — including me.

As the nation prepares to celebrate 250 years of independence, I am particularly enthralled by the diplomatic magic Franklin performed in France as a U.S. representative. Against steep odds, he managed to persuade a wary French government to back the American rebels with guns and money, thus enabling George Washington and his Continental Army to triumph over the British.

What really intrigues me is that Franklin pulled off this diplomatic feat in his 70s, while suffering from a number of ailments. It was in his closing act, a time when he could have been doing the colonial equivalent of golfing in Florida, that he accomplished the most and changed the most.

Traveled the most, too, for Franklin was the most peripatetic of the founders, logging some 42,000 miles and crossing the Atlantic eight times.

With all this in mind, I, too, crossed the Atlantic, a journey that took seven hours, not seven weeks, as it did in Franklin’s time. Before long, I found myself in the Brittany village of Auray. This is where Franklin came ashore on a cold December day in 1776. Normally, he loved sea

voyages, but not this time. The ship that carried him and his two grandchildren from Philadelphia was “a miserable vessel,” he wrote in a letter to his daughter and son-in-law. The autumn seas were rough, the quarters cramped, the food too hard. The journey, he recalled, “almost demolish’d me.”

Franklin didn’t stay long in Auray (though that hasn’t stopped the town from naming a quay, a bar and an ice cream flavor after him). From my vantage on the terrace of Bar Crêperie Le Franklin I could survey all of Auray: the wooden sailboats bobbing in the harbor, the black-roofed buildings contrasting with cottony clouds, the sidewalk booksellers who arrange their offerings in neat, adoring rows.

The next day, Franklin began the arduous carriage journey to Paris, dodging armed bandits and fawning fans

alike. Thanks to his electrical experiments, he was famous in France. Cheering crowds lined Paris’ Rue de l’Université to greet him. He soon settled in the village of Passy — today part of Paris’ posh 16th Arrondissement.

‘Mon cher papa’

Passy is a neighborhood where no one walks. They stroll, so I did, too. I strolled past the impromptu book stalls where each volume was, again, displayed with great care and — there is no other word for it — love. Franklin, the printer, no doubt would have appreciated this passion for books. I strolled past utility workers, leather-apron men, as Franklin called the working class, wrestling with a tangle of cables. I strolled to the Marché de Passy, a covered market featuring sides of beef, cuts of veal and wheels of cheese the size of my head. No wonder Franklin had trouble resisting.

I couldn’t help noticing a profusion of opticians in Passy. Very Franklin, given his invention of bifocals.

I had strolled down Rue Benjamin Franklin and then a narrow street, Rue Raynouard, when I spotted it: a plaque marking the spot where the Hôtel de Valentinois once stood. This had been Franklin’s home and the makeshift U.S. mission, the nation’s first. The mansion was ideally situated — close to Paris but far enough away to offer breathing space and, best of all, on the road to Versailles, the seat of government. It overlooked vineyards sloping toward the Seine. It had a wine cellar and, once Franklin moved in, a lightning rod (another Franklin invention) on the roof and a printing press in the basement.

Franklin adored Passy. He delighted in the spring water, far healthier than anything in London, where he had spent 17 years. As he relayed to his sister Jane in Boston: “I live in a fine airy house upon a hill, which has a large garden

with fine walks in it, about 1/2 an hours drive from the city of Paris. I walk a little every day in the garden, have a good appetite and sleep well. I have got into a good neighborhood, of very agreeable people who appear very fond of me.”

That was an understatement. The French adored Franklin and couldn’t get enough of him. “Mon cher papa,” they called him. He was constantly buttonholed by “projectors, speculators, and adventurers of all descriptions,” recalled his grandson Temple, years later, in a compilation of his grandfather’s writing. Franklin was a regular at salons, especially those hosted by Madame Helvétius, the widow of a renowned philosopher, Claude Adrien Helvétius, and an intellectual force in her own right. Her cat-filled house in Auteuil, a short carriage ride from Passy, was nicknamed the Nine Sisters, after the Nine Muses; the “philosophes” who gathered there were known as L’Académie d’Auteuil. Franklin often played chess there late into the night, as long as the candles held out.

The academy is long gone, but a short distance away I stumbled upon Le Franklin cafe, with its jarringly contemporary vibe, and attempted in bumbling French to order la salade Franklin, a mix of smoked salmon, cherry tomatoes, apples and shrimp. I’m not sure what is Franklinesque about that, though he was fond of apples, Newtown Pippins, in particular.

On to Versailles

After a few wrong turns, I found the right station and boarded the train for Versailles. It took 35 minutes. Franklin’s journey by carriage took several hours, and the rough, bumpy ride aggravated his kidney stones. Still, he didn’t complain.

When the train arrived, it deposited me into a cornucopia of Americana: KFC, McDonald’s and Starbucks. What would Franklin make of this unholy trinity? He’d smile, I’m sure, pleased that his prediction proved correct. American culture was indeed ascendant.

I walked along a gravel, tree-lined path. Some 250 years ago, a trio of American emissaries, led by Franklin, walked here, too, hats in hand. Today Americans come by the thousands, looking not for arms and money but for trinkets and Instagram pics and, perhaps most of all, a whiff of the royal scent that, inexplicably, we children of rebels can’t seem to get enough of.

This was a major breakthrough, one that Franklin accomplished not by coercion or bribery, but owing to his gentle charm and deep empathy. This approach often put him at odds with his more caustic colleagues, John Adams and Arthur Lee.

To this day, Franklin is revered in France. As for the others, well, let’s just say there is no Rue Adams or Rue Lee. Franklin went on to help negotiate the treaty ending the Revolutionary War, and finally, in 1785, the Continen-

I skirted the crowds, heading to one room in particular. Markedly smaller than the others and furnished more simply, the Council Room is among the palace’s least popular draws. I saw why. The ceiling is bare, the few mirrors small and dirty. The floors are simple parquet, like something you’d see in a basement rec room, not a French palace. On one side of the room is a fireplace and, in the center, a wooden desk. King Louis XVI conducted business here.

I can’t picture Franklin in over-the-top spaces in Versailles, but I can picture him here, where sleeves were rolled up and important decisions made. It was here where, in 1778, he had an audience with the king. They were commemorating the two treaties France and the infant United States had just signed. No more half measures. The French were now all in with les insurgés, as they called the Americans.

tal Congress relieved him of his duties, dispatching Jefferson to succeed him. “Having finish’d my day’s task, I am going home to go to bed,” he told David Hartley, his British counterpart at the peace negotiations. But his health had deteriorated further, and at age 79, he had no guarantee he would survive the long journey to Philadelphia.

“Stay,” his French friends pleaded. “Spend the rest of your days here, in the company of those who love you.” What to do? Franklin explained his predicament in a letter to a friend, the sea captain Nathaniel Falconer. “The French are an amiable people to live with: They love me, and I love them. Yet I do not feel my self at home, and I wish to die in my own country.”

Maybe that is the true definition of home — not where you want to live but where you want to die. For Franklin, it wasn’t even close. In July 1785, he began the long journey from Passy to Philadelphia, once again accompanied by his two grandchildren. Too ill to endure the rough carriage ride to the port city of Le Havre, Franklin benefited from one last French kindness: Queen Marie Antoinette lent him her personal litter.

On my last day in Paris, I returned to Rue Benjamin Franklin. At one end of the street is a bronze statue of Franklin. He is seated, upright and alert, as if he might spring into action at any moment. His expression is bright and attentive, his lips revealing a trace of a smile, as if he is reprising one of the bawdy jokes he liked to tell. He does not look young, nor does he look old.

Franklin aged without angst. He never let his ailments disturb his equilibrium. He never succumbed to the stubborn crabbiness that many older people do. If anything, he grew more sanguine, and serene, with age.

He owed this tranquility, I think, to the fact that, in France, he had found not only a people who loved him but also his true calling: charming revolutionary. And at age 70! Maybe, just maybe, I thought, as I rejoined Rue Benjamin Franklin, there is hope for the rest of us, too.

Trump administration to send Americans exposed to Ebola to Kenya

The Trump administration plans to send to Kenya U.S. citizens exposed to the Ebola virus rather than bring them home for observation and treatment, according to three people with knowledge of the plans.

The approach is a stark contrast to the way previous administrations responded to outbreaks, during which healthcare workers and other U.S. citizens exposed to the virus were brought home to be treated at specialized medical units. The administration this month flew an American doctor who developed symptoms to a hospital in Germany, and transported six other Americans for monitoring in Germany and the Czech Republic.

The Ebola outbreak in Congo is estimated to have ballooned to more than 1,000 cases and more than 200 deaths in just the 11 days since it was first announced, making it the third largest on record already. Aid cuts by the Trump administration shut down crucial disease surveillance networks and medical supply chains that might have detected and contained the epidemic sooner.

Last week, the Trump administration invoked a public health law known as Title 42 to bar immigrants and legal permanent residents who had been in Congo, Uganda or South Sudan in the previous 21 days from entering the United States.

The administration’s new plan would also keep U.S. citizens who might have been exposed to Ebola out of the country, according to two of the people with knowledge of the plans, who spoke on condition of anonymity because they were not authorized to discuss the matter publicly.

A few dozen Public Health Service officers are now being trained to deploy to Kenya to provide medical care to Americans who are deemed at high risk of developing Ebola. The initial plan was to monitor those Americans in Kenya, but to move anyone who started to show symptoms for treatment in Europe.

But the administration now plans to provide treatment in Kenya as well, according to two of the people with knowledge of the planning. Government scientists and physicians who develop symptoms will also be treated in Kenya.

The administration is setting up a facility in Kenya where U.S. citizens can quarantine or be treated, through a coordinated effort with the State and Defense departments, and the Department of Health and Human Services, according to one of the people with knowledge of the plans, a Trump administration official. Each case will be evaluated in case more advanced care is needed, according to the official.

A White House spokesperson declined to comment.

Ebola has a death rate of about 50%, but early access to high-quality care and treatments can dramatically improve

the odds of survival.

“We know that their chances of getting through an Ebola infection would be higher in specialized units that have been designed to care for them,” said Dr. Tom Inglesby, the director of the Johns Hopkins Center for Health Security at the Bloomberg School of Public Health.

The United States has multiple facilities with state-ofthe-art resources for monitoring and treating people with dangerous diseases, including Ebola. These include a unit in Omaha, Nebraska, where 18 Americans are under observation for hantavirus following an outbreak on a Dutch cruise ship this month.

Inglesby said he was particularly surprised by the plan to not repatriate Public Health Service officers back to the United States for treatment. “We have a strong ethical commitment to care for them with the best possible care in the U.S.,” he said.

While the facility in Kenya may be better than those in Congo, it is unlikely to match the sophistication of those established in the United States for Ebola and other dangerous viruses, according to Dr. Craig Spencer, a public health expert at Brown University.

“I find it hard to believe that they’re going to be able to stand up in the span of a couple days or even months a similar system that has been created over the past decade to do exactly this,” Spencer said.

Spencer is an emergency medicine physician who contracted Ebola in 2014 after treating patients in Guinea. He was in the intensive care unit at Bellevue Hospital in New York City for 19 days. Leaving Americans in Africa rather than bringing them home is “a dramatic abdication of what we owe our own,” Spencer said.

The Ebola outbreak is centered in Ituri province, which has near-constant conflict and high population mobility, both of which make it more challenging to snuff out an outbreak. The rapidly escalating epidemic in Congo has prompted the World Health Organization to call it a public health emergency of international concern.

Anthony Borrero named Double-A Pitcher of the Year

San Sebastián pitcher Anthony Borrero posted a 6-0 record -- the second-best mark of the Double-A regular season. His ERA stood at 0.74 over 36.1 innings pitched as opposing batters hit a mere .108 against him. He struck out 46 batters and recorded a WHIP of 0.47.

Anthony Borrero of the Patrulleros of San Sebastián was named the 2026 Pitcher of the Year for the Superior Double-A Baseball League earlier this week.

“First and foremost, I give thanks to God for the tremendous year I had,” Borrero said in a written statement. “This is something extraordinary, especially since I was involved in a car accident earlier this very season; although it wasn’t serious, I kept pushing forward, and we achieved this goal -- something every pitcher dreams of.”

Borrero accumulated 101 points in the voting process, which was conducted by journalists, play-by-play announcers and commentators, and coordinated by the Puerto Rico Baseball Federation.

Luis Leroy Cruz of Comerío finished second with 97 points, followed by Adalberto Flores of Las Piedras with 68; Iván Dereck Rodríguez of Manatí with 22; and Freddie Cabrera of Cayey with 14.

During the regular season, the right-handed pitcher posted a 6-0 record -- the second-best mark of the season.

His ERA stood at 0.74 over 36.1 innings pitched. Opposing batters hit a mere .108 against him; he struck out 46 batters and recorded a WHIP (walks plus hits per inning pitched) of 0.47.

Borrero’s performance played a key role in the Patrulleros’ historic season, which saw them finish the regular phase with a 19-1 record.

“For me, as a pitcher, this means a great deal,” the native of Guayanilla said. “Although the ultimate goal is still to become the champions of Puerto Rico, this is a massive accomplishment on a personal level. I always strive to give my absolute best.”

Borrero succeeds runner-up Cruz, who won the award in 2025.

“I dedicate this achievement to my family, who have always stood by me and offered their support, and to the fans of ‘El Pepino,’ who are always actively cheering us on,” Borrero said.

With field set, Double-A sectional finals to open Friday

The Double-A Superior Baseball League will begin its sectional finals series with eight games on Friday after the field of competing teams was finalized over the past weekend. Last Sunday, the Leones of Patillas, Tigres of Hatillo and Cafeteros of Yauco completed the group of qualifying teams.

In the Southeast section, Patillas shut out Maunabo, 4-0, knocking the Jueyeros out of contention thanks to a combined pitching effort by Ryan Muñoz and Yaniel Heredia, who allowed just four hits between them.

Muñoz pitched the first seven innings and struck out six batters to earn the victory. Offensively, Joel Santiago drove in three runs, while Elerie Rivera collected three hits.

Patillas will face the Azucareros of Yabucoa in the section final.

In the North, the Tigres defeated the Atenienses of Manatí, 7-2, in an elimination game, relying on 6.1 innings from starting pitcher Rawell Rivera and a save from Jonathan Pacheco.

Jay Feliciano blasted a home run and Jonathan Nieves drove in two runs for the Tigres, who will face the Titanes Florida in the

Northern final.

In the Southwest, the Cafeteros edged out the Petroleros of Peñuelas, 8-7, to advance. Rafael Oliveras drove in three runs, and Ian Velázquez scored three times.

Yauco will face the Petateros of Sabana Grande in the sectional final.

Gerani Colón and the Leones de Patillas will face the Azucareros of Yabucoa in the Southeast when eight DoubleA sectional finals series open on Friday night.
