Students receive scholarships for internat’l performing arts program

As part of Education Week, the island Education Department announced on Wednesday the awarding of 15 scholarships to outstanding students from the public school system selected to participate in the “Traveling Artists of Education” international fine arts program, an initiative aimed at talented young people in theater, acting, singing, dancing and other performing arts.

The program provides students with an educational and cultural experience focused on artistic development, leadership, discipline and integral growth.

As part of the recognition, each selected student received a $3,500 scholarship, for a total investment of $52,500 to support their participation in the international experience.

The initiative is part of the efforts of the administration of Gov. Jenniffer González Colón to continue expanding development opportunities for students in areas such as arts, sports, technology and other disciplines that promote talent, creativity and the comprehensive training of youth.

Education Secretary Eliezer Ramos Parés stressed the importance of continuing to support the talent and aspirations of students in the public system.

“During this Education Week we celebrate precisely the most valuable thing in our system: the talent, creativity and extraordinary capacity of our students,” he said. “... As a Department, we will continue to support opportunities that allow them to grow, discover their potential, and proudly represent their schools and Puerto Rico through

art and culture.”

Deputy Secretary for Academic and Programmatic Affairs Beverly Morro Vega stressed that such initiatives strengthen the human and academic development of students through transformative experiences.

“Fine arts are a powerful tool for formation and social transformation,” she said. “This program allows our students to expand their knowledge, strengthen their self-esteem, develop leadership and live in cultural and educational spaces that enrich their vision of the world. It fills us with pride to see how our young people continue to stand out and take their talent to international stages.”

The international camp, presented by TPA Foundation (Teatro Por Amor Inc.), offers intensive workshops in musical theater, acting, body expression, scenic techniques, dance and singing, guided by recognized professionals in their fields.

CBP: Small boats must report arrival or risk fines

Roberto Vaquero, director of field operations for U.S. Customs and Border Protection (CBP) in San Juan, issued a reminder on Wednesday that operators of small vessels must report their arrival when navigating between Puerto Rico and the U.S. Virgin Islands.

“Failure to comply with federal reporting requirements when entering Puerto Rico and the U.S. Virgin Islands can result in significant penalties and enforcement actions,” Vaquero stated in written remarks.

The warning comes ahead of the Vieques Music Festival, scheduled for June 22 -- an event that could generate increased small-vessel traffic from the U.S. Virgin Islands.

Since January, CBP has issued 12 penalties totaling $60,000 to boat operators who failed to report their arrival.

“All operators of small recreational vessels must understand that proper reporting is not merely a recommendation; it is a legal obligation under federal law,” Vaquero emphasized.

The federal agency indicated that captains must report their arrival immediately. Subsequently, CBP officers provide

instructions regarding the next steps in the inspection process. Vaquero said failure to comply with the requirement undermines border security efforts and can jeopardize both communities and maritime operations.

The agency noted that the mobile application CBP Reporting Offsite Arrival – Mobile (known as ROAM) allows boat operators to report their entry into the United States directly from a smartphone.

The application is free to use and requires a login.gov account. Users must submit biographical information, vessel details, and trip particulars for review by a federal officer.

The officer may initiate a video call to conduct an interview and subsequently issue a notification regarding the authorization status and any necessary follow-up steps.

Travelers requiring an I-94 form, a cruising license, or the payment of duties must appear in person at the nearest CBP facility. During the implementation of ROAM, the telephone numbers for reporting arrivals will remain available. In Puerto Rico, the number is 877-529-6840; in Saint Thomas, 877305-8774; in Saint John, 877-305-8773; and in Saint Croix, 340-719-2857.

Judge keeps PREPA court freeze in place, says key accounting fight must finish first

U.S. District Judge Laura Taylor Swain

ruled Wednesday that Puerto Rico Electric Power Authority (PREPA) bondholders will have to keep waiting before they can push ahead with their lawsuits.

The judge said the court will not lift the long‑running freeze on litigation until it finishes a major accounting case that will determine how much money PREPA actually had -- and has -- available to pay bondholders.

The ruling came after a two-hour hearing and keeps in place a stay that has been in effect for nine years. Swain said the accounting case needs to be resolved first because it deals with the same core questions the bondholders are raising in their attempts to dismiss the case or install a receiver to run the utility.

Swain said the accounting case will give bondholders the chance to argue the issues they care about, but in the right order and with a full factual record.

The accounting counterclaim is now the focus of the PREPA

bankruptcy. Over the next six months, the court will examine whether PREPA ever generated “net revenues” -- the money that would secure the bondholders’ claims -- and whether any such revenues exist today.

Those findings will directly affect how much bondholders can recover. They also overlap with the arguments bondholders are making in their push to take control of PREPA through a court-appointed receiver.

Bondholders themselves have acknowledged that the accounting case covers many of the same issues they want to raise in their motions.

During the hearing, bondholder attorneys argued that the stay has dragged on for years and is preventing them from defending their rights. They warned that, at the current pace, their claims might not be heard until 2027 or later.

They also said the long delay violates basic fairness and due-process principles.

Swain disagreed. She pointed to earlier rulings from the First Circuit Court of Appeals, which held that bondholders

had already waived their right to a faster hearing by failing to challenge the stay when it was first imposed. She also noted that the law they cite applies only in certain types of cases -- and it’s not clear their request for a receiver qualifies.

The judge added that even the bondholders’ own proposed schedule would not have produced a hearing anytime soon.

Lawyers for the Financial Oversight and Management Board, the Unsecured Creditors Committee, and PREPA’s fuel line lenders argued that bondholders are overstating the harm they claim to be suffering.

Peter Friedman, representing the Puerto Rico Fiscal Agency and Financial Advisory Authority, said bondholders were misreading a recent Puerto Rico Energy Bureau order. He said the order does not support the idea that PREPA -- or a receiver -- could raise rates or borrow money freely.

He warned that a receiver would face the same legal limits as PREPA and would likely trigger “an enormous amount of litigation.”

Assured Guaranty attorney Miguel Estrada countered that the stay has now lasted nine years and that the court’s approach is preventing bondholders from protecting what they say is their collateral.

Senate PDP threatens court action over cases closed by Justice Department

Popular Democratic Party (PDP) Senate Minority Leader

Luis Javier Hernández Ortiz said Wednesday that his legal team is evaluating going to court after the island Justice Department refused to provide information to the Senate about the 229 cases under investigation that were closed, without knowing what they were and under what criteria they were archived.

“... [O]n May 4th we submitted information request 2026-0063, in which we essentially requested that the Senate be provided with the list of cases filed in the Public Integrity and Comptroller Affairs Division [DIPAC by its acronym in Spanish] since the adoption of Administrative Order No. 2025-09,” the senator said.

Hernández Ortiz added that the details of the closure and filing order in the Suzanne Roig Fuertes case involving a $60,000 monthly contract were sent to the Senate.

“If it could be done in that case, why can’t they send it for the other cases?” he said. “In our opinion, the Justice Department’s actions show that something is being hidden. What case did they close that they don’t want the country to know about? Who are they trying to hide, are they looking to protect?”

Under Justice Department Administrative Order 202509, it was stipulated that all cases pending final determination before the DIPAC in which two years had elapsed since the investigation began, would be elevated to the agency secretary for a final decision and determination.

“What is the Department of Justice’s basis for adopting

this order?” Hernández Ortiz said. “They say that the comptroller, through an audit, indicated that there were cases in DIPAC that were between two and 11 years old. And that, given this, it was necessary to adopt this order. The truth is that the Comptroller’s Office never said that a deadline had to be set to halt or paralyze the investigations and escalate this to the secretary of justice.” On Tuesday, Deputy Justice Secretary Annette Esteves Serrano insisted that the department “acts strictly guided by due process, applicable regulations and the unwavering protection of constitutional guarantees.” Esteves Serrano said the legislative request to obtain information on 229 archived cases constitutes an indiscriminate request and is incompatible with the criteria of reasonableness, relevance and legitimate purpose that govern legislative investigative power.

Appeals court upholds airport vendors’ exclusive right to food & beverage sales

The Puerto Rico Court of Appeals recently upheld a significant legal victory for Puerto Rican companies Airport Shoppes Corp. and Airport Catering Services Corp., rejecting the arguments presented by Aerostar Airport Holdings LLC and confirming the dismissal with prejudice of the lawsuit filed by the operator of Luis Muñoz Marín International Airport in Carolina.

Aerostar had initiated the action in an attempt to be al-

lowed to establish lounges at the airport, in violation of Airport Shoppes’ rights to sell food and beverages there.

The appeals court ruled that the existing contractual agreements recognize the exclusive rights of Airport Shoppes and Airport Catering Services to sell food and beverages in the airport terminals, as originally established in the Concession Agreement and its subsequent amendments.

The court concluded that the contractual modifications made over the years did not eliminate these exclusive rights and that the contract “speaks for itself,” therefore denying

Aerostar’s request for a declaratory judgment.

“This decision reaffirms that contracts in Puerto Rico must be respected and that validly granted agreements cannot be unilaterally reinterpreted to advance particular commercial interests,” said José Algarín, president of Airport Shoppes and Airport Catering Services. “The courts were clear in confirming the validity of our contractual rights.”

“This decision reaffirms the importance of preserving legal certainty for local businesses operating at the airport,” he added.

Mujica does not foresee end of PREPA bankruptcy this year

Financial Oversight and Management Board Executive Di-

rector Robert Mujica believes it is unlikely that a settlement can be reached regarding the Puerto Rico Electric Power Authority’s (PREPA) bankruptcy before the end of 2026.

Mujica said the fact that some bondholders insist on continuing their legal actions seeking the full recovery of their investment hinders an immediate solution to the public corporation’s bankruptcy.

“We are currently pursuing both paths. Mediation is ongoing, and there is still a path to resolution. Litigation is also ongoing. Recent decisions have accelerated certain determinations, allowing us to move forward with litigation. A result can be achieved on either path,” the oversight board official said. “Obviously, if an agreement is reached through mediation, it will be faster if there is an agreement on the amount. On the litigation side, realistically, that will take longer. We are talking about at least six months, and that is why we are not in favor of litigation. There is always a risk, and that risk cannot be eliminated. We are constantly evaluating that risk. I hope the bondholders are doing the same regarding whether we can reach an understanding. Assessing that risk, along with what we understand could be paid, is something we haven’t gotten to yet. Now, if those lines are crossed with what the bondholders are willing to accept … but the risk cannot be ignored. As I said, we constantly have to evaluate it. We’ll try to move forward as best we can.”

Recently, a federal magistrate judge issued a mixed ruling, partly granting PREPA bondholders’ renewed request for more discovery and setting a tight schedule for the next phase of the

litigation over the utility’s bond claims.

That decision follows the court’s earlier decision to partially lift the litigation stay, allowing the bondholders’ long-standing accounting counterclaim to proceed. It also permitted limited discovery on how PREPA’s revenues and expenses should be calculated under federal bankruptcy law and the bond trust agreement.

On May 12, U.S. Magistrate Judge Judith Gail Dein ruled on the bondholders’ motion to compel, allowing some types of documents and testimony but rejecting others.

The court denied the bondholders’ request for PREPA’s monthly operating reports from before 2014 and related materials, but said it might reconsider if the oversight board’s discovery on affirmative defenses makes the information relevant. The judge also turned down requests for documents supporting PREPA’s 2012 and 2013 bond offering statements, but left the door open for the bondholders to ask again if needed.

Financial Oversight and Management Board Executive Director Robert Mujica

However, the court ordered the oversight board, which represents PREPA in bankruptcy, to provide documents showing PREPA’s requests for, receipt of, and use of federal funds from 2016 until LUMA Energy and Genera took over operations of the transmission & distribution system and legacy power plants, respectively. The judge denied the bondholders’ request for documents about alleged efforts to delay or divert federal funds. She also told the oversight board to produce any post-petition annual budgets prepared under Section 504 of the Trust Agreement, or confirm if none exist.

In an important procedural move, the court allowed the oversight board to seek limited discovery from the bondholders. This includes five interrogatories and two depositions related to its affirmative defenses. The judge also denied the board’s request to file an interim summary judgment motion.

Judge Dein also declined to order the production of documents explaining the differences between PREPA’s monthly operating reports and the oversight board’s net revenue calculations. Instead, she allowed the bondholders to submit one interrogatory asking the board to describe the main differences in accounting methods. The order states that giving this explanation will not waive privilege or limit expert testimony.

The order sets a tight discovery schedule. Initial disclosures and written discovery were due Tuesday, and deposition notices by May 26. All fact discovery must be finished by July 17. Expert disclosures start July 20, with opening reports due July 30 and rebuttal reports in September. Cross-motions for summary judgment are due Sept. 25, with responses and replies continuing into early November. Oral arguments may take place at the November omnibus hearing.

Gaming Commission halts new license applications after appeals court steps in

The Puerto Rico Gaming Commission has suspended the intake of new applications for route gaming machine operator and wholesale owner licenses after the Court of Appeals agreed to review a lower court ruling tied to the licensing process.

The agency filed an appeal seeking to overturn a decision issued by the Court of First Instance in a case involving new license requests for operators and wholesale owners of route gaming machines. On Tuesday afternoon, the appellate court accepted the petition and ordered an immediate pause of all proceedings in the lower court until further notice.

As a direct result, the commission said it will automatically halt the receipt of any new license applications in the affected categories while the judicial review is underway, according to a statement.

According to the commission, the appellate court’s action preserves regulatory stability while the dispute is addressed in the proper forum. The agency emphasized that Act 11 of Aug. 22, 1933, as amended, provides a clear legal framework governing the terms, conditions and deadlines applicable to current license holders and any prospective applicants.

The commission reiterated its responsibility to implement and enforce the law, safeguard regulatory integrity and protect the public interest. It added that it will continue ensuring that any licensing process is conducted in an orderly and lawful manner consistent with legislative intent.

Last week, Superior Judge Iris Cancio González ordered the Gaming Commission to receive, process and evaluate license applications from a group of operators of en route gambling machines, after declaring a request for mandamus to be admissible.

“This ruling confirms what these merchants have maintained from day one, that the Gaming Commission could not continue to close the door, refusing to receive applications and keeping them out of a process that the law and the regulations themselves force to activate,” said attorney Frank Torres Viada, legal spokesman for the plaintiffs, in a written statement.

The ruling ordered Gaming Commission Executive Director Juan Carlos Santaella Marchán and Bureau of en Route Gaming Machines Director Loraine Irizarry Torres to comply within five days with the duty to formally receive the requests, issue an official receipt, assign a case or file number and process the requests with priority.

The Puerto Rico Gaming Commission has suspended the intake of new applications for route gaming machine operator and wholesale owner licenses after the island Court of Appeals agreed to review a lower court ruling related to the licensing process.

San Diego victims saved students and

Every morning, before he headed to work across town as a security guard at the Islamic Center of San Diego, Amin Abdullah would arrive at a tiny, worn-down mosque.

Just as he would at his job, he swept the perimeter, using a flashlight to check every corner. And then he would go inside and pray, said his friend Khalid Alexander.

Abdullah, who was a Muslim convert, felt he had a calling as a security guard at the Islamic Center of San Diego after he was pained by the terrorist attacks against the Muslim community in Christchurch, New Zealand.

On Monday, Abdullah was killed in service of that calling, protecting the children inside the Islamic Center when terror arrived at its door.

“Keeping people safe in the spaces he was in was always his top priority,” Alexander said.

“He died exactly the way he would have wanted to,” the friend added.

Two other community members were killed, and were identified by several Muslim organizations Tuesday as Mansour Kaziha, the manager of the mosque store and the center’s caretaker; and Nader Awad, a worshipper who rushed to the center to help.

The authorities said the three victims were shot and killed Monday by two teenagers, who later killed themselves in a vehicle blocks away. The killings at the mosque were being investigated as a hate crime and set off new concerns of Islamophobia in the United States.

‘did not die in vain,’ police say

The attack began when both suspects ran past Abdullah, the security guard, to get into the Islamic center Monday, and they most likely did not see him there initially, San Diego Police Chief Scott Wahl said at a news conference Tuesday. Once Abdullah saw the gunmen, he quickly reached for his radio and ordered a lockdown. Then, he shot at both gunmen.

The gunmen returned fire at Abdullah, and Wahl said that he “continued to engage in a gunbattle with the two suspects.”

“His actions — without a doubt — delayed, distracted and ultimately deterred

these two individuals from gaining access to the greater areas of the mosque, where as many as 140 kids were within 15 feet of these suspects,” Wahl said. “Tragically, he died in that gunbattle.”

Sam Hamideh, a 46-year-old father whose son attends school at the Islamic Center, said he had learned about the shooting from a friend who works as a police officer.

Hamideh’s first reaction was to call his son’s teacher and then another friend: Abdullah, nicknamed “Brother Amin.”

But before Hamideh dialed Abdullah, he learned that his friend had been fatally shot. “That was very crushing,” Hamideh said. “You have your finger on his name on the dial.”

Abdullah had eight children of his own, Hamideh said.

“He took his job so seriously to the point sometimes he didn’t even want to eat,” said Hawaa Abdullah, a daughter of Abdullah’s. “He wanted to save his food until after he left the job because he was afraid that if he went on his break, something bad would happen.”

After Abdullah initiated the lockdown Monday, Islamic Center officials were able to secure the campus and prevent the intruders from reaching classrooms and other school facilities, Wahl said.

Around the same time, two other community members emerged in the parking lot outside. Awad had rushed to the Islamic Center from his home nearby, fearing for congregants,

students and teachers, including his wife. Kaziha, a handyman and a fixture of the Islamic Center for decades, was also outside.

The teenage shooters were inside, roaming from room to room, only to find them locked or empty because of the lockdown, Wahl said. It was at that point that Awad and Kaziha caught their attention.

The suspects rushed out and cornered the two men in the parking lot, and then shot them dead, Wahl said. The diversion was just enough to get the shooters outside, at which point they decided to flee, seconds before police officers arrived.

“I want to be very clear, all three of our victims did not die in vain,” Wahl said. “Without distracting the attention, without delaying the actions of these two individuals, without question, there would have been many more fatalities yesterday.”

Abdul Saleem, who goes to the mosque about twice a week and whose five children once attended the school, was friends with the three men who were killed. Saleem had also worked with Awad for more than two decades at a taxi company and later a limousine service.

“I couldn’t stop crying yesterday, but I’m kind of jealous about them,” said Saleem, 75, who immigrated to the United States from Afghanistan in 1981. “They died in the best way that they defend other innocent people, and I wish I was one of them. And God chooses them.”

Kaziha was a community leader known as “Abu Ezz” and who managed the mosque store for nearly 40 years, the organizations said. He was also considered the mosque’s caretaker and was a husband, father of five children and grandfather, according to Saleem. He was the first person to call 911, Imam Taha Hassane said at a news conference on Tuesday.

For more than two decades, Hassane said, he had come to rely on Kaziha to keep the mosque running as a store manager, handyman and cook. Kaziha and his wife were known for making the most succulent Syrian lamb rice for thousands of worshippers and for buying supplies for Afghan refugees, said Homayra Yusufi, a senior policy strategist at the Partnership for the Advancement of New Americans, a refugee advocacy organization.

“He was everything,” said Hassane, the mosque’s leader. “I don’t know what I’m going to do at the Islamic Center without his daily assistance. We miss him. The entire community misses him.”

Trump crushes Republican dissent: 8 takeaways from Tuesday’s primaries

President Donald Trump’s approval rating is drooping. His party is poised to lose seats in the House and is worried about the Senate. And yet Republican primary voters remain so loyal that they have no tolerance for Trump dissenters.

Republicans backed by the president won or were in first place in primaries on Tuesday in Georgia, Alabama and Kentucky, where Rep. Thomas Massie, the House’s most prominent GOP critic of Trump, was sent on his way out of Congress.

Hours earlier, the president’s endorsement of Ken Paxton in Texas was viewed as a hammer blow to Sen. John Cornyn’s hopes of retaining his seat ahead of a runoff election next week.

In all, it was the latest evidence that even though Trump is in his second term, is nearly 80 years old and has led his party into political danger ahead of the midterms, Republicans are still firmly in his thrall.

Here are eight takeaways from the primary contests across six states on Tuesday: Massie learned there’s no place in the GOP for a Trump skeptic.

By now, the lesson for Republican politicians in primaries is clear: Oppose Trump at your own risk.

In Kentucky, Massie met the same fate on Tuesday as Sen. Bill Cassidy of Louisiana did on Saturday night and several Indiana state senators did this month after resisting Trump’s redistricting push. All lost their primary races after Trump endorsed Republican rivals and urged voters to toss out the incumbents.

Massie did not go down without a fight. Unlike Cassidy and Cornyn, who sought to ingratiate themselves with Trump after crossing him, Massie made no apologies for opposing the president on the war with Iran or the Epstein files. He ran a robust and defiant campaign promoting his record in a race that wound up being the most expensive House primary in recent history. It did not work.

Cornyn did not get Trump’s endorsement on Tuesday afternoon, and Massie lost his primary on Tuesday night.

Ed Gallrein, the retired Navy SEAL who defeated Massie, has vowed to do whatever Trump asks of him when he arrives in Congress next year.

Georgia Republicans are still searching for their Ossoff challenger.

In the one marquee Republican primary

Tuesday in which Trump did not endorse a candidate, Rep. Mike Collins placed first in Georgia’s contest for Senate. But because he fell short of 50% of the vote, he faces a runoff next month against Derek Dooley, a former college football coach, for the right to take on Sen. Jon Ossoff, a first-term Democrat.

Collins finished well ahead of Dooley, whose chief attributes include an endorsement from Gov. Brian Kemp and the same surname as his father, a longtime football coach and administrator at the University of Georgia. Rep. Buddy Carter finished in third place.

Whoever emerges from the Republican runoff will face a well-funded Ossoff, who had $32.5 million in his campaign account at the end of April, according the latest Federal Election Commission reports.

Trump engineered the outcome he wanted in Kentucky’s Senate race.

One race that Trump did not leave for primary voters to decide was Kentucky’s contest for Senate. He endorsed Rep. Andy Barr weeks ago and coaxed Nate Morris, a businessman backed by Elon Musk, out of the race with a promise of being appointed an ambassador.

Barr easily turned back his lone remaining serious opponent, Daniel Cameron, a former state attorney general. Cameron is a longtime ally and protege of Sen. Mitch McConnell, which did not make him very likely to win Trump’s backing.

Barr is a heavy favorite in the general election. Democrats nominated Charles Booker, a former state legislator who lost the 2022 election to Sen. Rand Paul.

Georgia Democrats chose their nominee in a big governor’s race.

Keisha Lance Bottoms, a former Atlanta mayor and Biden administration official, took well over 50% of the vote in a crowded Democratic primary for Georgia governor. She will get a head start on Republicans, who were forced into a runoff, in what is expected to be another hard-fought race for the state’s top office.

Bottoms will face one of two Republicans: Lt. Gov. Burt Jones, who has Trump’s endorsement, or Rick Jackson, a wealthy healthcare executive who has spent tens of millions of dollars of his own money on the race. Their runoff is June 16.

The last two Georgia elections for governor have been expensive barnburners, with Kemp winning competitive contests against Stacey Abrams, who became a national political celebrity during her unsuccessful

campaigns. Kemp is now term-limited.

Bottoms has a lower profile, but given Trump’s unpopularity, Democrats have a chance of winning the Georgia governor’s office for the first time since Roy Barnes was turned out of office in 2002.

Democrats got a working-class standard-bearer in Pennsylvania.

In a year when Democrats are trying to appeal to the working class, they nominated a House candidate who reflects the voters they hope to win over.

Bob Brooks, a retired firefighter and union leader, won a crowded primary in the Lehigh Valley in a district Trump narrowly carried in 2024. If Brooks beats Rep. Ryan Mackenzie, a first-term Republican, in the general election, he would become a rare House Democrat who did not go to college.

Brooks won with an unusual coalition. He campaigned in recent weeks with Gov. Josh Shapiro and Pete Buttigieg, the former transportation secretary, and had an endorsement from Sen. Bernie Sanders of Vermont.

In Alabama, one Trump ally made way for another.

Rep. Barry Moore, who had Trump’s endorsement for the seat being vacated by Sen. Tommy Tuberville, placed first in a crowded primary on Tuesday, advancing to a runoff next month.

Tuberville gave up his seat to run for governor and easily won that Republican

primary. He will face former Sen. Doug Jones in the general election.

Moore will face either Steve Marshall, the state attorney general, or Jared Hudson, a retired Navy SEAL, in the primary runoff for Senate. The winner is all but certain to win the general election in deep-red Alabama. It’s the end of the road for Brad Raffensperger.

When Trump was trying to overturn his loss in the 2020 presidential election, one of his demands was for Brad Raffensperger, the Georgia secretary of state, to “find” him 11,000 votes to flip the state’s result in his favor.

Raffensperger declined and earned the president’s lasting enmity. Trump tried and failed to oust him in a 2022 primary contest, but Raffensperger’s attempt at a promotion to governor this year fell flat.

He placed a distant third in an eightway field, missing a runoff for the top two finishers, Jones and Jackson.

Georgia Democrats failed to educate voters about a court race.

There were more votes cast in Georgia in the Democratic primary for governor than in the Republican one. And yet two state Supreme Court candidates backed by Democrats — including former President Barack Obama and former Vice President Kamala Harris — failed to oust incumbents appointed by Republican governors.

The difference suggests that Georgia Democrats did not have a turnout problem as much as they did a voter education problem. The state Supreme Court races are officially nonpartisan, but unlike in Wisconsin and other states where justices and judicial candidates have become identified with a party, the partisan votes did not translate in Georgia.

The result: Georgia’s Supreme Court will remain firmly controlled by conservatives. Eight of the nine justices were appointed by Republican governors.

How I lost a religion

Very soon I will be going to a Boston Red Sox game with my son and a friend and his son. We will sit in the shadow of the Green Monster, cheer and boo, eat Fenway franks and sing “Sweet Caroline” and otherwise perform the rituals of fandom. And afterward I will feel guilty because the Red Sox, the obsession of my first two decades of conscious life, no longer mean what they once meant to me and don’t mean much at all to my kids.

One of the great challenges of the 21st century is transmission — passing along beliefs and practices and traditions (not to mention human life itself) in the dissolving conditions created by scrolling and streaming and artificial intelligence. Our parental grade is incomplete, but I like to think that my wife and I are doing OK at this across certain dimensions — religious practice, novel-reading, historical arcana, the cinematic classics of the 1980s and 1990s.

But sports fandom is a place where I’m the failure, the weak link in the chain of intergenerational transmission, the Christmas-and-Easter churchgoer watching his kids grow up without much grounding in the faith.

I became a Red Sox fan in 1986, at 6 years old, following the team on its march to an American League pennant. It was a maternal and New England inheritance to which my father, a Los Angeles native and Dodgers fan, had converted. At a late hour on Oct. 25, he and my mother woke me up — I had been sent to bed after the seventh inning — to watch, they said, the first Red Sox world championship in 68 years. Three hits, one Bob Stanley wild pitch and one Bill Buckner error behind first base later, the game was lost and my destiny was sealed.

Thereafter, baseball ran like a river through my childhood: box scores in the morning paper, TV games on Friday nights and Sunday afternoons, radio broadcasts in my bedroom and on long car rides, historical statistics piled on historical statistics, Roger Angell essay collections on my shelves.

If baseball was the obsession, the place where I could list every World Series winner or narrate entire games (Bucky Dent, Carlton Fisk) I’d never seen, other fandoms were added naturally: the New England Patriots in their dreadful years, the UConn Huskies in their 1990s ascent. It didn’t matter that I wasn’t much of an athlete, that I stopped playing baseball in high school, that I had friends who held jock culture in contempt. I experienced the seasons through my sports teams, connected to American culture and history through them, relied on them in forging social bonds and believed in them as a unique sphere of excellence, poetry and drama.

I believe in sports that way still. But it’s an abstract belief, because I don’t consistently watch or root or identify. And while this retreat from fandom is connected to specific aspects of my professional life, my wife’s preferences (she is, let’s say, extremely bored by baseball) and the kind of family schedule we’ve set up, there are also some general lessons from my

Baseball fans wait in line to enter Fenway Park in Boston on June 26, 2024. (Simon Simard/The New York Times)

experience about how traditions fade.

The first lesson is that eccentricities and distinctives really matter. The intensity of my fandom turned out to be bound to a very specific conception of what my teams represented. In both experience and family tradition, they were the underdogs, the tragic heroes, the strivers after unrequited dreams. So when they became not just winners but consistent winners, even New York Yankees-levels winners — the Red Sox adding three more titles since they broke their long drought in 2004, the Patriots becoming the NFL’s most hated dynasty — I didn’t relate to them in the same spirit anymore.

Here I very clearly deceived myself. Before and just after the Red Sox finally broke their curse I scoffed at the argument that something profound was being lost, insisting that all I wanted was to be a normal baseball fan, no longer haunted by Buckner and all the other ghosts. I was like the religious liberalizers in the 1960s and 1970s insisting that all they wanted was a church more in step with the times, only to find that the more normal, modern, mainstream version of my faith didn’t have the same binding power as the weirder and more archaic version. (And yes, I have contemplated converting to New York Mets fandom for the suffering — but the memory of 1986 is hard to overcome.)

The second lesson is that cultural transmission depends on leisure and constructive boredom. Following sports is a passive entertainment relative to reading novels or practicing the piano, but it still requires long stretches of unclaimed and undistracted time. And under current conditions, that time is claimed from one side by the creep of meritocratic overscheduling and from the other by machines of entertainment and distraction, the infinite content available on every device and screen.

Moreover, the entertainment isn’t just infinite; it’s also guaranteed. This is something I notice with my kids: If we let them watch TV on a weekend afternoon, the movies that stream on Amazon or Disney+ have a certain dramatic payoff in a way that the average professional sports game does not. The peaks of baseball and football are much higher than the movie you’ve seen four times before — the game is live, it’s real, anything can happen — but the fandom of my youth was built on the nuances of a quotidian 5-2 result in baseball or a 34-7 football blowout. The rhythm of a very ordinary game can still hold you if you are already committed, but in competition with every movie ever made the commitment itself feels less natural and more difficult to forge.

The third lesson is that traditions need material and chro -

nological anchors. My first anchor as a baseball fan was the sports section, the morning newsprint bearing the prior night’s results in narrative and box-score forms, and then later the highlight reels on “SportsCenter” and “Baseball Tonight.” All of those things are of course available today, but they are almost too available — lost in the stream, disconnected from any particular ritual or schedule.

If you can read about last night’s game at any time during the workday, maybe you don’t read about it at all. If the highlights are always there on YouTube rather than only at a 6 a.m. or 10 p.m. appointment, maybe you actually watch fewer of them. If there isn’t a specific moment of connection with your favorite team, bound to a specific medium, maybe the connection thins or snaps.

I want to be clear that this is not an elegy. I don’t think sports fandom is doomed (the leagues are doing OK without my dollars), and I think American sports can get through the digital-age bottleneck for the same reasons that America itself can make it through. I hate certain changes in baseball, but I appreciate the sport’s willingness to experiment: The automatic runner on second in extra innings is an abomination, but the pitch clock is a necessity. My kids play softball and Little League and enjoy sports as games even if they don’t really experience them as a culture. My older son identifies as a Red Sox fan even if he doesn’t really practice the religion. And over time, who knows what will happen, or what Buckner-style imprinting may await them? Life is long and endlessly surprising. But right now, my annual pilgrimage to Fenway is a moment of participation in the spirit of the age, when I can sense an inheritance fading into digital static because I failed to pass it on. ‘Is God Is’ review: Revenge stokes the fires this time

Alittle girl sits still on a playground bench. Another one, smaller but dressed similarly, sidles next to her and places a head on her shoulder. At the start of “Is God Is,” fraternal twins Anaia and Racine have their backs to us, but their physical intimacy and even their nascent dynamics radiate from the get-go in playwright Aleshea Harris’ powerhouse film directorial debut.

As the camera edges toward the girls, a boy comes into the frame, stops and stares at Anaia. The smaller girl stands, picks up a piece of wood and follows him out of the frame. If the boy’s off-screen comeuppance puts you in mind of the Greek habit — no, not Alpha Kappa Alphas but Sophocles — of taking violence offstage, it should.

Harris wrote her award-winning play about domestic violence and revenge with that epic tradition in mind. For her screen

adaptation, she wields muscular magic in transporting Racine and Anaia’s revenge saga (which premiered in 2018 at Soho Rep in Manhattan) to the open road, one of American cinema’s favorite destinations. It’s a journey that begins with a letter from “God,” or more precisely, the twins’ mother, Ruby, portrayed by Vivica A. Fox.

Having survived the foster care system, Racine (Kara Young) and Anaia (Mallori Johnson), now 21, live on their own in a railroad apartment in the Northeast. They had believed that their mother was killed in the flames that engulfed them when they were 3 — a conflagration ignited by their father, here known as Man (Sterling K. Brown). Racine has horrible scars on her arms, back and neck. Anaia’s face, neck and arms are latticed with burns. When their mother summons them, the twins hop into their brown Oldsmobile Cutlass and head to the Dirty South to meet her.

lorded over by a charismatic preacher named Divine (Erika Alexander). She’s a painful contradiction: She has sway over her congregation but has built an altar to the twins’ father. Years ago, Man left her and their not-yet-born son, Ezekiel, who is now a young man (Josiah Cross). The ways in which a strong woman can be complicit and then compromised, or worse, by Man is a theme throughout.

In this vivid fable of familial trauma, bodies are not the only thing keeping score. When the twins arrive at a modest care center and pull back green sheer curtains to enter their mother’s room, they might’ve looked at the camera and said, “we’re not in realism anymore.” Ruby is propped on a bed, surrounded by nurse’s aides, an IV drip nearby. Even wearing a facial compression mask to cover her burns, Ruby is regal. She is a vision; a queen attended to. It’s hard not to smirk with pleasure watching Fox, who played Vernita Green in Quentin Tarantino’s revenge ride “Kill Bill: Vol. 1,” setting off this insta-classic of payback. In a sepia-tinted scene that is horror-flick unnerving, Ruby recounts the night of Man’s attack.

“Make your Daddy dead. Real dead,” she tells her daughters.

Harris has a sure grasp of the stakes of Greek tragedy but antes up with Afropunk flourishes and spaghetti Western nods. Those were the brazenly fun gestures critics pointed out when the play premiered. But more movingly and less acknowledged is the fact that “Is God Is,” in spirit if not practice, also invokes a Black literary matriarchal lineage. If Racine and Anaia could issue a triumphant shout-out, they might raise their fists and yell, “This one’s for Pecola!,” referencing the heartbreaking abused child in Toni Morrison’s debut novel, “The Bluest Eye.”

“Is God Is” is epic to its core, and, clocking in at a little over an hour and a half, surprisingly fleet. Each stop in Anaia and Racine’s road trip toward retribution has its own winking character (the production design is by Freyja Bardell). There’s the white clapboard house that is now a Black church. This one is

At a storefront lawyer’s wood-paneled office, the young women find a broken defense attorney, Chuck Hall (Mykelti Williamson). He scribbles his responses to the twins’ interrogation on a small dry-erase board because although he got Man acquitted, Hall didn’t escape his client’s easy cruelty. Hall’s information will send the twins to a spotless, lowslung McMansion in a desert called the Valley where Man has ensconced with yet another family: wife Angie (Janelle Monáe) and their teenage twins, Scotch (Xavier Mills) and Riley (Justen Ross).

Brown makes himself at ease as a cigarillo-smoking, smooth-talking monster. For much of the movie, we see only Man’s mouth, accompanied by his Quiet Storm cadence. How seductive is he? When Man finally offers his counter to Ruby’s story of that fateful night years ago, it sounds credible. Almost.

From its start in the Northeast to its journey west to the Valley, the movie’s geography is intentionally vague. What is vividly specific are Young’s and Johnson’s performances. Young (who made Tony Awards history with back-to-back wins) relishes Racine’s rage. The rock-filled tube sock she brandishes grows increasingly red. Beneath the cooled lava flow of Anaia’s facial scars, Johnson signals ache and fear as well as compassion with her glances and hushed voice. Together, the actors achieve a symbiotic feat that is, by turns, harrowing, hilarious and fundamentally heartrending.

Early in the movie, Racine wears a Tshirt with the words “Listen to Hear” emblazoned on it. That koanlike phrase becomes a splinter of poetry to keep mulling. “Is God Is” asks us to pay heed — in ways subtle and bold — to its comedy and anguish. It demands, without seeming to, that we watch to see, really see.

‘Is God Is’ Rated R for bloody violence and strong language. Running time: 1 hour, 39 minutes. In theaters.

US Justice Dept. charges former Cuban president in fatal downing of planes

The Justice Department announced charges Wednesday against Raúl Castro, the 94-year-old former president of Cuba, accusing him of murder and a conspiracy to kill American citizens stemming from the fatal downing 30 years ago of two planes over waters off the coast of his country.

The indictment, issued in U.S. District Court in Miami, was an extraordinary escalation of the Trump administration’s multifaceted pressure campaign against Cuba’s communist government at a moment when President Donald Trump has been seeking to topple it.

The charges brought to bear on Castro, the brother of Fidel Castro, the vast powers of the U.S. criminal justice system, saddling him with a possible maximum penalty of life in prison. They also raised the possibility that the United States could be paving the way for its military to remove him from the country through a means similar to how U.S. Special Operations forces used an indictment against Nicolás Maduro, the former leader of Venezuela, to swoop into Caracas in a brazen operation in January and capture him.

The indictment, which also accused five fighter pilots involved in the attack on the planes, was secretly returned last month by a federal grand jury and built on earlier charges, first filed in 2003, against one of them.

At a news conference in Miami, the acting attorney general, Todd Blanche, and Jason A. Reding Quiñones, the U.S. attorney for the Southern District of Florida, accused Raúl Castro and the pilots of killing four people when the Cuban military shot down the planes on the afternoon of Feb. 24, 1996. The planes were operated by Brothers to the Rescue, a Cuban exile group that often scoured the seas for Cubans fleeing the country.

Fidel Castro took responsibility for downing the planes shortly after they were brought from the sky, claiming that the organization had been dropping anti-regime leaflets over Havana in earlier flights. The indictment said that Raúl Castro was also responsible because he and his brother were “the final decision-makers” in the Cuban military chain of command.

Blanche portrayed the charges against Castro as a historic step toward holding

the leaders of Cuba’s government accountable for their past wrongs. He sidestepped questions about whether the indictment was a prelude to U.S. military action, saying that the decision rested with Trump and his foreign policy team, but adding that he expected Castro to show up in the United States eventually “by his own will or another way.”

“My message today is clear,” he said. “The United States and President Trump does not — and will not — forget its citizens.”

In an interview, Ernesto Soberón Guzmán, Cuba’s ambassador to the United Nations, warned that the charges appeared to be an attempt by the Trump administration to create a pretext for military action against Cuba.

“I cannot call it another word than a circus — a circus they are now mounting as one more action to justify military aggression against Cuba,” Guzmán said.

Since retaking office, Trump has made no secret of his desire to expand U.S. territory and oust leaders he dislikes. After the successful military operation in Venezuela and the so far unsuccessful efforts to secure Greenland or the Panama Canal, Trump has made it clear that Cuba is his next target.

Cuba is facing a moment of rising crisis as the country’s oil supplies for domestic

use and power plants have been exhausted after Trump effectively imposed a blockade on fuel shipments from any country. The indictment also followed an unusual visit by John Ratcliffe, the CIA director, who met with senior Cuban officials, including Castro’s grandson, about a week ago. In the talks, he warned the government that it had to make economic changes and stop allowing Russia and China to operate intelligence posts on its soil.

In the 30 years since the planes were downed, Cuban American lawmakers, exile activists, survivors of the episode and family members of the victims have called for Raúl Castro, who was the minister of defense at the time, to be criminally charged. But Blanche had little to say when asked by reporters why an indictment in the case had been returned now.

In a Feb. 13 letter to Trump, four Republican members of Congress requested that the Justice Department consider indicting Castro. The letter cited news reports indicating that he had approved the shootdowns, which the members called “coldblooded murders.”

“We believe unequivocally that Raúl Castro is responsible for this heinous crime,” the lawmakers wrote. “It is time for him to be brought to justice.”

In an interview this year, José Basulto,

who ran Brothers to the Rescue, complained that U.S. authorities had not yet acted to hold Castro accountable.

“Believe me, the thing which is most true is that for 30 years that has elapsed since then, the delay in justice has been the biggest injustice that has taken place,” he said.

Guzmán, in his interview, added that Brothers to the Rescue had violated Cuban airspace 25 times before the Cuban military shot down its planes, and that Cuban officials had repeatedly pleaded with U.S. authorities to stop the group’s flights over Cuba, including in a letter from Fidel Castro to President Bill Clinton, a point supported by declassified U.S. documents from the time.

“How many deliberate and serious violations of U.S. airspace would any U.S. government allow before taking action?” he asked.

While the investigation into Raúl Castro had been going on for weeks, Blanche and Quiñones unsealed the charges Wednesday. It coincided with Cuban Independence Day, commemorating the end of the U.S. military occupation of the island in 1902.

The news conference was held at the Freedom Tower, where Cubans escaping the communist revolution were processed and received aid. In attendance were influential officials from South Florida, among them mayors, local Cuban American politicians and former prosecutors, including some who had worked on previous efforts to indict Raúl Castro that never bore fruit.

The presence of public officials at a news conference where a criminal indictment was announced was an unusual move, highlighting the political nature of the charges.

Maggie Khuly, 80, the sister of one of the four dead Cuban Americans who were shot down Feb. 24, 1996, called the charges bittersweet. “It’s good in that justice in our case seems to be progressing,” she said. “It’s bitter in the sense that it’s taking 30 years and you know no good justice would ever be achieved unless we have our dead people back, which is impossible.”

One of the survivors, Sylvia Iriondo, 85, a real estate agent, recalled the specifics of the day, noting how Basulto had turned to her and said, “We’re next,” after he spotted smoke from one of the downed planes. She pulled out a rosary as Basulto flew them to the safety of U.S. airspace.

Ebola outbreak in Central Africa could last months, WHO says

The number of people infected by Ebola in central Africa could be much higher than reported and the outbreak could last for months, global health officials warned earlier this week.

The suspected death toll stood Tuesday at more than 130 people.

The outbreak is centered in eastern Congo, where people, including migrant laborers working in gold mines, move across borders. The area is also in the grip of a conflict that has displaced more than 1 million people, gutted health clinics and slowed the public health response, officials said.

In a photo from the World Health Organization, Health supplies from the World Health Organization are unloaded at the airport in Bunia city in the Ituri Province of the Democratic Republic of the Congo, on Tuesday, May 18, 2026. Health officials have reported more than 130 suspected deaths and 513 cases, a sharp rise since the outbreak was first identified in the Democratic Republic of Congo and Uganda. (World Health Organization via The New York Times)

“The last outbreak in this area took two years,” to contain, Dr. Anne Ancia, a representative for the World Health Organization in Congo, said in a phone interview from Bunia, the capital of Ituri province, where the first cases were identified.

“We hope it won’t be that long, but I’m foreseeing several months,” she said.

Ancia’s comments followed a news conference by Congo’s health minister, Dr. Samuel-Roger Kamba, at which he reported more than 135 suspected deaths and more than 540 suspected cases linked to the virus. Those numbers, he said, have been rising as health teams go into communities, inquire about the circumstances of recent deaths and illnesses, and trace contacts.

WHO Director-General Tedros Adhanom Ghebreyesus said at a meeting of the organization in Geneva that he was “deeply concerned” about the scale and speed of the outbreak.

Laboratory testing has confirmed 32 cases, according to Kamba. Experts have expressed alarm that the virus, a relatively rare species called Bundibugyo, appears to have been spreading unchecked for several weeks in an area where contact tracing is likely to be very difficult.

Kamba said that awareness of the virus had been delayed by a misunderstanding. Some people, he said, initially did not take protective precautions when burying the dead, allowing the virus to spread. The initial hesitation over reporting cases has abated since this weekend’s official declaration of a virus outbreak, he said.

Kamba emphasized that the country had been able to contain 15 previous outbreaks of Ebola without vaccines or treatments, suggesting that public health measures could suffice to contain this latest one.

At the same time, he said, the outbreak is a matter of international concern. “The virus knows no border and knows no race and knows no tribe,” he said.

A model of the outbreak published Monday by the MRC Centre for Global Infectious Disease Analysis, at Imperial College in London, found that the current number of cases could be well over 1,000.

“Our analyses suggest that the true number of cases may be substantially higher than those confirmed to date,” said Anne Cori, an associate professor in infectious disease modeling.

Ancia said WHO officials had been in Bunia since Sunday and that while medical equipment, disinfectant and protective gear had arrived, it was not enough. “We need more people, more hands on the ground,” she said.

Moving equipment to the region became more difficult after rebels took over the city of Goma, home to the region’s main airport, she said.

Tedros said the deaths of healthcare workers and the absence of vaccines or therapeutics to treat the Bundibugyo species raised fears that the outbreak would spread further. Cases have already been reported in

urban areas, including in Kampala, the capital of Uganda, and in Goma.

The WHO supplies that were flown in since Sunday included diagnostic kits capable of identifying the Bundibugyo species, Ancia told reporters at a briefing Tuesday. Additional laboratory equipment is expected this week, she said.

Health officials have not yet identified a “patient zero” marking the start of the outbreak, she said.

A technical advisory group met in Geneva on Tuesday to weigh which vaccines would be prioritized for clinical trials. But experts say that relying on a potential vaccine will not be enough and that containment measures are key.

“At this point, it’s really a race against time,” said Alessandro Vespignani of the Center for Advanced Epidemic Analytics and Predictive Modeling Technology in the United States, known as EPISTORM. “Every day is important.”

There is not yet enough data to assess the outbreak’s spread, Vespignani said. “This a stage of fog of war,” he said. “In a few days we’ll hopefully understand better.”

A U.S. Centers for Disease Control and Prevention order issued Monday allows the United States to bar foreigners from entering the country if they have been in Congo, Uganda or South Sudan in the previous 21 days. On Tuesday, the State Department said it “strongly urges” Americans not to travel to those countries, and to reconsider travel to Rwanda.

President Félix Tshisekedi of Congo

urged citizens to remain calm and to follow containment measures to curb the spread of the disease. But several countries in the region, including neighboring Rwanda, have started screening travelers or tightening border controls.

The Africa Centers for Disease Control and Prevention on Tuesday criticized the “use of broad travel restrictions as a primary public health tool.”

“Global health security cannot succeed if countries are penalized for transparency during outbreaks,” Dr. Jean Kaseya, the head of the organization, said on social media.

One of those infected in the outbreak is Dr. Peter Stafford, an American medical missionary who was exposed to the virus while working at a hospital in Ituri province. He was evacuated for specialized treatment, Serge, an international Christian mission organization where he works, said Tuesday.

A spokesperson for German federal health authorities said Tuesday that Germany was preparing to receive and treat “a U.S. citizen who contracted Ebola in the Congo” after the United States requested assistance, but she did not provide more details.

Two other physicians working in Congo with the same organization as Stafford — his wife, Dr. Rebekah Stafford, and Dr. Patrick LaRochelle — may have been exposed to the virus. All three doctors have been quarantining.

Peter LaRochelle, Patrick LaRochelle’s father, said in a phone interview Tuesday that he had spoken with his son that morning and that he, along with Peter Stafford’s wife and four children, were asymptomatic.

Still, the father said: “We are losing sleep.”

With Trump’s settlement, a possible $100 million IRS penalty melts away

Atax audit that President Donald Trump has been fighting since his peak earning days as a television celebrity was most likely wiped away in this week’s settlement with the Justice and Treasury departments.

The agreement, part of a resolution to an unusual lawsuit that Trump and his sons filed against the IRS, frees the president from a potential adverse ruling that could have cost him more than $100 million, according to an analysis of his tax returns in 2020 by The New York Times.

Two years ago, Trump’s middle son, Eric Trump, acknowledged to the Times that the audit remained active. During his father’s first term in office, the matter was put on hold, records obtained by the Times showed.

It is unclear whether the matter was placed on hold again during the president’s current term or was resolved. If it was still pending until this week, the increased interest and penalties would have grown significantly.

Trump has always argued that he did nothing wrong in the way he filed his tax returns.

The audit dated back to a $72.9 million tax refund that Trump claimed, and received, starting in about 2010. The total reflected all the federal income tax he had paid, plus interest, for 2005 through 2008, his greatest earning years as the star of his reality show, “The Apprentice.”

Trump justified the refund claim by declaring huge business losses — a total of $1.4 billion from his core businesses for 2008 and 2009 — that tax laws had prevented him from using in prior years, the Times previously reported.

Records obtained by the Times did not itemize the business losses. But two of the largest-scale projects of Trump’s career — his long-failing casinos and his money-losing tower in Chicago — appeared to be behind the biggest numbers. In both cases, Trump made the argument that his interest in those projects met the tax code definition of worthlessness.

In 2008, with sales on his new Chicago condo-

hotel tower lagging far behind projections, Trump claimed that he had so much debt on the project that he would never see a profit. That move resulted in Trump reporting losses as high as $651 million for the year, the Times and ProPublica found.

The IRS has argued that he, in effect, tried to write off the same losses on the Chicago tower twice.

In 2009, the Trump casinos were headed toward another bankruptcy. After the casino bondholders rebuffed Trump’s offer to buy them out, he notified the Securities and Exchange Commission that he had “determined that his partnership interests are worthless and lack potential to regain value” and was “hereby abandoning” his stake.

That notice used the exact precise wording of what tax laws refer to as abandonment, which opened the door to Trump suddenly declaring all the losses on the business that he had not been allowed to use in prior years.

Those findings by the Times and ProPublica resulted

from the leak of Trump tax information over which the president, as well as two of his sons, sued the IRS for $10 billion, accusing the agency of not doing enough to prevent the disclosures.

The IRS had successfully fought similar lawsuits brought by others.

The agreement to end the Trumps’ lawsuit, while sidestepping judicial review, also puts an end to any other audit by the IRS pertaining to tax returns they or their businesses have already filed.

That is another potential benefit of an unquantifiable amount, given that neither the IRS nor the Trumps have divulged whether more recent issues have been raised. IRS procedures call for the mandatory audit of the president’s tax returns annually.

Asked whether audits related to those issues or others remained active when the agreement was reached, the White House referred the question to the Trump Organization. A response from a spokesperson there did not address those questions.

The headquarters in Washington of the internal Revenue Service on Feb. 25, 2025. The ongoing audit became a regular feature of Trump’s first campaign for president. He regularly cited an audit as the basis for refusing to release his tax returns, a departure from the tradition that most majorparty candidates have upheld for decades to reveal potential conflicts of interest.

During his failed 2020 reelection campaign, Trump seemed quite agitated about the continuing audit.

“It’s a disgrace what’s happened,” he told Sean Hannity of Fox News. “We had a deal done. In fact, it was — I guess it was signed even. And once I ran, or once I won, or somewhere back a long time ago, everything was like, ‘Well, let’s start all over again.’ It’s a disgrace.”

In 2024, Eric Trump, who has run the family business since his father entered politics, struck a similar note in response to questions from the Times: “This matter was settled years ago, only to be brought back to life once my father ran for office.”

Knight’s big night leads Guaynabo over Aguada in BSN

Manatí pulls away late to beat Mayagüez

Brandon Knight had 32 points, 10 rebounds and eight assists to lead the Mets of Guaynabo over the Santeros of Aguada, 98-86, on Tuesday night at Fernando “Rube” Hernández Coliseum in Gurabo.

In the evening’s other Superior National Basketball (BSN by its initials in Spanish) league game, the Osos of Manatí beat the Indios of Mayagüez on the road, 106-92.

In Gurabo, the Mets led at halftime, 4329, then held off the Santeros in the second half en route to the win.

In support of Knight, Jaysean Paige scored 22 points, while Torrey Craig contributed 15 points, 10 rebounds and six as-

sists for Guaynabo (10-9).

Rigoberto Mendoza finished with 21 points and nine assists for Aguada (10-9), while Manny Camper and Jacob Wiley

added 16 points each.

At the Palacio de Recreación y Deportes in Mayagüez, the contest was tight for much of the first half, with Manatí taking

Never more popular, the splitter divides lefties and righties

In his final seasons, Clayton Kershaw, who retired from Major League Baseball at the end of last year, experimented with baseball’s trendiest pitch. For years, he had tried and failed to throw a changeup. His delivery did not allow him to pronate enough to throw the pitch consistently. So he tried a split-finger fastball.

Kershaw wound up throwing only 126 splitters over his final three seasons with the Los Angeles Dodgers, but even so, he joined an exclusive club: left-handers who throw split-finger fastballs.

The split-finger fastball, or splitter, has had its moments, specifically during the 1986 season. But in our current era of pitch tracking, the splitter has never been more popular than it is right now. MLB pitchers are throwing almost three times as many splitters as they did when the league first started tracking pitch types. Eight pitchers

are throwing a splitter they did not regularly throw last year, and 11 pitchers added the pitch last season.

While the pitch has grown in popularity, its use has not been evenly distributed. Right-handers are four times more likely than left-handers to throw a splitter. Righthanders threw more than 11 times as many splitters as lefties from 2022-25.

So why don’t lefties throw splitters more often? There are some theories.

The splitter has a reputation for being an injury risk.

The effect the pitch has on a pitcher’s health often comes up.

“The reason that I don’t throw the splitter anymore is I did blow out my elbow when I was throwing it,” Robbie Ray, a lefthanded starter for the San Francisco Giants, said. “I don’t think there’s any correlation between the two, but it just happened. I was throwing it a lot in spring training, I was working on it, and never had any issue. I think my elbow was just ready to go.”

The perception has long been that splitters lead to elbow injuries, but there is not much hard evidence for a link between the two at the major league level. According to FanGraphs, pitchers who throw the splitter at least 10% of the time have a 54% chance of hitting the injured list in any given year. Pitchers who don’t throw a splitter? That percentage falls to 52%. This mirrors past research that does not show a direct link between the pitch and injury risk.

Still, it is hard to dismiss the possibility of an increased risk of injury out of hand. If you put the ball between your first two fingers and feel the muscles in your forearm and near your elbow, those muscles are engaged in a way that they are not with a traditional fastball grip. Those muscles redirect stress away from the elbow ligament.

“I always thought that if thrown properly with the fingers really split like a forkball, that’s when you can get hurt because there’s no resistance against the ball being

an early lead that shrank to a point at the break, 52-51.

The score was tied at 66 halfway through the third quarter, but the Osos led 81-76 at the end of the period, then opened the fourth with a 5-0 run to pull away for the double-digit win.

Kristian Doolittle and Tyquan Rolón led Manatí (8-12) with 26 points apiece, with Doolittle grabbing 11 rebounds. Jameer Nelson Jr. made his debut with 20 points and six assists.

For the Indios (8-12), Thomas Robinson finished with 17 points and 10 rebounds, and Nathan Sobey had 17 points and six assists.

thrown and it really puts a lot of pressure on the elbow,” Joe Maddon told The Associated Press in 2011 when he was managing the Tampa Bay Rays.

“The theory of the splitter being more harmful is due to the split fingers and the alleged pressure on the forearm/elbow,” said Kyle Boddy, a co-founder of Driveline Baseball. “But that’s not possible to model using the systems we use today.”

Roger Craig, the manager and pitching coach who is credited with helping bring about the wave of split-finger fastball adopters in the mid-1980s, often pushed back on this critique. He pointed out that you could hurt your arm on any pitch.

“I’m not an idiot,” Craig, who died in 2023, once said. “I wouldn’t have taught them the splitter if I thought it was hurting them.”

The splitter was always a right-hander’s pitch, so it has remained one.

In 1986, Mike Scott of the Houston Astros won the Cy Young Award using the splitter as his signature pitch. Craig taught it to anyone who would listen, and the grip spread.

“The grip does all the work,” Craig once said. “You just throw it like a fastball.”

Craig’s most famous pupils were right-handers — Scott, Jack Morris, John Burkett and Steve Bedrosian, among others. Even his pupils’ pupils were right-handers. He taught the grip to Ron Perranoski, who taught it to Orel Hershiser, Bob Welch and others (most of whom were right-handed).

Even when the pitch was at its trendiest, it was thrown primarily by right-handers. Interestingly, the rise in splitter use in MLB today is nowhere near as significant as its rise in Japan.

In Japan, according to Yuri Karasawa of Yakyu Cosmopolitan, a website for Japanese baseball, around 14% of all pitches have been splitters or forkballs this season. That’s more than four times as many splitters and forkballs as currently being thrown in MLB.

But guess what? Even though they throw more splitters in Japan, they have a righty-lefty split in that league, too. Since 2021, right-handers in Nippon Professional Baseball have been twice as likely to throw splitters as left-handers.

It’s a much smaller difference than in MLB, but there’s still a platoon split. That seems to imply that it isn’t only MLB tradition that is keeping the pitch right-hander dominant, but something else.

The splitter doesn’t work as well with left-handers’ mechanics.

One working theory as to why lefties do not throw splitters is that their mechanics are not suited to the pitch. It seems that so many left-handers have lower arm slots, à la Chris Sale and Randy Johnson. Could the splitter be best suited for an over-the-top delivery that is just easier for righthanders to learn?

There does not seem to be a lot of evidence for this. The median arm slot for lefties this year is 38.5 degrees, and the median arm slot for right-handers is 38.7, so there is not a huge difference, on average. The average righty arm angle on a splitter is 41 degrees, suggesting the pitch is slightly more likely to be thrown by a pitcher using a higher arm angle, so maybe there’s a little something there. But there are plenty of low-slot splitters, all thrown by right-handers: Paul Skenes, Joe Ryan and Kirby Yates throw split-fingers from a lower than 30-degree arm slot.

Pitchers’ early development may play a role. Watch any youth baseball game, and you’ll notice it: There are way fewer lefties at the plate and on the mound

than in MLB. Young amateur pitchers will generally face multiple teams that do not have a left-handed batter in the lineup over the course of a short season. That puts pressure on lefthanders to find a pitch to use against right-handers more than it does the reverse, which puts the focus on left-handers developing changeups rather than breaking balls early in their development

“Left-handed pitchers have a greater need to develop platoon-neutral off-speed pitches earlier,” Connor White of Driveline said.

In the major leagues, lefties throw nonsplitter changeups about 50% more often than right-handers, so there’s something to this idea. Southpaws have to face a lot of right-handers growing up, and they have to find a changeup that works to get them out. Right-handed pitchers can go a lot longer throwing only breaking balls and fastballs because they do not see that many lefties.

Here’s where the role of injury comes in. Fair or not, the splitter is associated with injury, so it’s not taught to young players looking to find a changeup. Lefties who succeed early in their careers usually develop a nonsplitter changeup, while right-handers can ascend without one. Then, once they get to the big leagues, the right-handers who are still looking for a changeup have more need for the splitter.

Consequently, those left-handers throwing a splitter in the majors are just generally looking to improve upon a bad changeup more than anything.

“You can kind of get away with an OK changeup when you’re babying it and you’re not throwing as hard coming up,” Ray said, “but then the second I started throwing harder, the changeup wasn’t as good, and I needed something new.”

This MLB quirk — that the lefty splitter is a relative rarity — is probably because of all of the aforementioned theories working together rather than any single reason. Lefties are just a little less likely to need the splitter once they get to the big leagues because of who they faced on the way up.

As the splitter-thrower Justin Wrobleski, a left-hander for the Dodgers, put it: “The hitters will let you know what you need to throw.”
