Jesús Colón Berlingeri, who chairs the governing board of the Municipal Revenue Collections Center (CRIM by its acronym in Spanish) announced Wednesday that the agency will hire two employees in every municipality to address untaxed properties, parcels listed without an identified owner -- known as “John Doe” properties -- and the so-called “semilleros.”
“These are properties no one has claimed,” said Colón Berlingeri, who is also the mayor of Orocovis. “They appear in the cadastral map as having no owner, but we believe they do.”
He noted that the Financial Oversight and Management Board has approved the initiative, which is expected to begin in September. Each municipality will receive an investigator and an appraiser tasked with identifying the properties in question in the field.
Colón Berlingeri said the teams will determine whether a property is tied to an inheritance, a family dispute, or other unresolved matters.
“We will try to contact the relevant parties, see how the situation can be resolved, and eventually register the property under the appropriate association or individual,” he added.
CRIM Executive Director Javier Cintrón García said the agency will allocate $7 million to the effort, which includes identifying

owners of the untaxed parcels in question.
Cintrón García noted that properties often remain unidentified due to the death of an owner without a completed declaration of heirs, pending probate proceedings, homes occupied by individuals who may qualify for exemptions, or parcels that may belong to the government or municipalities.

an Juan Bautista School of Medicine (SJBSM) in Caguas has been selected to participate in ASCEND, a national initiative led by the Geisel School of Medicine at Dartmouth College in New Hampshire and funded by Genentech to promote interdisciplinary collaboration, strengthen research capacity, and expand representation in medical education and biomedical research.
Among the institutions selected, SJBSM is the only Hispanic-Serving Institution, positioning Puerto Rico as an essential collaborator in this national effort.
Through ASCEND, SJBSM faculty and students will collaborate with colleagues from the Geisel School of Medicine and two new medical schools affiliated with Historically Black Colleges and Universities. Together, the participating institutions will conduct research focused on the prevention, early detection, diagnosis, and treatment of cancer, as well as diabetes and its impact on medically underserved communities in Puerto Rico.
“This collaboration represents an extraordinary oppor-
tunity to strengthen Puerto Rico’s research capacity and create meaningful pathways for our students and faculty to contribute to scientific discovery,” said Dr. Yocasta Brugal, president of San Juan Bautista School of Medicine. “As the only Hispanic-Serving Institution participating in ASCEND, we bring an essential perspective grounded in the experiences, strengths, and health priorities of the communities we serve.”
The initiative will provide resources to support student and faculty stipends, research-related travel, scientific publications, and other academic and professional development activities.
ASCEND will also expand opportunities for future physicians and researchers to develop specialized expertise in cancer, diabetes, community health, and the reduction of health disparities.

Puerto Rico has earned a major global distinction: Beach. com has named Flamenco Beach in the offshore island municipality of Culebra as the fourth best beach in the world in a pioneering, satellite- and data-driven ranking.
Rather than relying solely on editors’ subjective selections or travelers’ preferences, the ranking analyzed NASA satellite imagery, environmental monitoring data, nearly 100,000 traveler reviews, and recommendations from leading travel experts to determine which beaches truly stand out above the rest.
“Not only do the most enthusiastic voices praise Flamenco Beach, but it also receives wide approval from the majority of visitors, making it one of the most loved and highly rated beaches in the study,” said María Pearlman, PR manager for Beach.com.
The final ranking includes 25 beaches from 14 countries and four continents.
NASA’s MODIS-Aqua satellite has been observing and recording the Earth’s oceans since 2002, capturing data on everything from the color of water to its properties. The result is a global grid dataset that contains a wealth of information accessible through Google Earth Engine.
To map each beach to the nearest data point, the study used a spatial catchment area to capture all ocean value samples within a 24-kilometer radius around each beach.
“Our main interest was to measure the reflection of sunlight on the ocean surface at different wavelengths. These measurements indicate the concentration of chlorophyll (water greenness) and the amount of light scattered or absorbed (water clarity),”
said Noah Holtgraves, Beach.com’s principal data journalist. “In short, clear water allows light to penetrate further, while cloudy water causes light to dissipate more quickly.”
Since clouds and other factors affect the observations, the study used five years of averaged data for each beach.
Beach.com then used that data to determine which beaches had the clearest, bluest water. Because the method is a multi-variation analysis over several years, and because the color and clarity of the water can vary dramatically, it is far superior to any spot observation made in person. The method indicates the typical water color and clarity for any beach.

questions, evidence and solutions better reflect the populations most affected by cancer, diabetes and other chronic diseases.
“This goes beyond our participation in research projects,” Brugal added. “It is about ensuring that communities experiencing significant health disparities are represented in the questions we ask, the evidence we generate, and the solutions we create.” Through ASCEND, SJBSM reaffirms its commitment to more representative biomedical research, preparing the next generation of physicians and scientists, and positioning Puerto Rico as an emerging center of biomedical innovation.

“Higher chlorophyll-a values are associated with greener waters, and lower values with blue waters,” Holtgraves said. “A value of 0.225 is very, very low, which means that this beach has perfect blue water (pretty much the best).”
Flamenco had an average value of Kd490 = 0.0425 m-¹. This is the diffuse attenuation coefficient at 490 nanometers (nm), measured per meter, which describes how quickly light is reduced as it passes through water.
Low values indicate that light penetrates deeply and that water is clear. High values mean that light scatters quickly, indicating cloudy water. A value of 0.0425 is very low, indicating crystal clear water.
“In our analysis, Playa Flamenco received the Very Blue and Crystal Clear labels, which are the best in their respective categories,” Holtgraves noted.
In all, the quality of water on Puerto Rican beaches is quite high, he said.
“Playa Sucia in Puerto Rico has the worst water quality in PR (although it is still quite good),” Holtgraves said. “It had 0.353 mg/m³ chlorophyll-a [...], resulting in a very blue water color designation. It had a Kd490 of 0.0425 m-¹ [...], resulting in a very clear water clarity designation.”
It should be noted that Playa Flamenco had crystal clear water (the best label), while Playa Sucia had very clear water, which is the second best, he added.
An example of a beach with murky green water, is Mukiteo Lighthouse Beach in Washington State.
“It had 28,112 mg/m³ chlorophyll-a, earning it the Deep Green rating (the worst water color category),” Holtgraves said. “Its Kd490 was 3.017, which earned it the Very Cloudy Clarity rating (the worst clarity category).”

Community organizations Escambrón Uni do and Sierra Club Puerto Rico urged the San Juan City Assembly on Wednesday to reject a proposed 90‑year concession that would allow Smart Parking System LLC to develop and operate a 950‑space multi level parking garage on public coastal land at the Third Millennium Park (Parque del Tercer Milenio) in San Juan.
The groups presented formal testimony opposing Ordinance P. de O. Núm. 55, Serie 2025‑2026, arguing that the project would per manently alter one of San Juan’s most important recreational and environmental assets.

“The proposal for a 950‑vehicle parking structure ignores the physical limits of the space, violates the natural beauty of the area, and will have severe environmental consequences for the community and future generations,” said Gradissa Fernández, spokesperson for Escam brón Unido. She warned that a massive concrete structure filled with cars would increase local temperatures and introduce oil and gasoline runoff into fragile marine ecosystems.
Escambrón Unido, formed in 2022 by regular users of the Escambrón beach and the Parque del Tercer Milenio, said the measure is designed to satisfy parking demands created by a 2022 municipal ordinance that authorized leasing portions of the Escambrón to the Normandie Hotel restoration project without public hearings or an environmental impact study.
“The developers are demanding parking not for a 120‑room
hotel which would require roughly 30 spaces under standard hotel guidelines but to support a large‑scale events pavilion included in the hotel’s plans,” Fernández added. “That pavilion would permanently transform the Escambrón’s character as a passive recreation area.”
She cited a 2024 study by oceanographers from Sociedad Ambiente Marino documenting catastrophic mortality of acro pora palmata coral colonies in the Escambrón, linked to high sea‑surface temperatures and urban runoff. Fernández also noted that the 2021 Land Use Mitigation Plan designates the entire
zone as an evacuation area prone to flooding, storm surge and tsunamis conditions that prohibit permanent structures.
In its written testimony, Sierra Club Puerto Rico emphasized that the controversy extends beyond a single construction proposal.
“This public hearing is not only about a parking garage. It is about how we manage our public assets, how we protect our urban parks, and what kind of city we intend to leave to future generations,” said Hernaliz Vázquez, the organization’s director. “Before committing a coastal public space for up to 90 years, the Municipality must demonstrate with evidence and planning that such a concession is the best alternative to serve the public interest.”
Vázquez argued that the public record does not sufficiently justify the project’s need, evaluate less harmful alternatives, assess climate resilience, or analyze cumulative impacts and ecosystem services all essential elements when a concession impacts public land for multiple generations.
Sierra Club Puerto Rico urged the Municipal Legislature to apply rigorous scrutiny before approving the measure, to refrain from authorizing the concession without a complete and substantiated record, and to ensure that decisions about coastal public spaces are made with transparency, technical evidence, and meaningful citizen participation.
“The Parque del Tercer Milenio and the Escambrón are part of a coastal public‑space system that provides environmental, recreational, and climate‑adaptation functions,” Vázquez said. “The central question is not whether a parking garage can be built, but whether the Municipality has demonstrated that this is the best alternative to serve the public interest.”
At press time, the Municipality of San Juan had not answered requests for comment.

Popular Democratic Party (PDP) officials intensified their criticism of the Puerto Rican Independence Party (PIP) on Wednesday, arguing that newly examined fundraising records show an outsized reliance on anonymous and cash dona tions and reinforce the need for stricter campaign‑finance rules.
PIP President Juan Dalmau Ramírez said that unlike the PDP, the PIP does not engage in political investments and that all donations to the PIP are legal.
PDP Secretary General Manuel Calderón Cerame said public reports from the Office of the Electoral Comptroller indicate the PIP has raised more than $200,000 in anonymous contributions and $139,000 in cash between 2025 and 2026. He presented the findings alongside Anibelle Sloan, president of the PDP Women’s Association, and Abner Otero, president of the PDP Lawyers’ Association.
The disclosure comes after PDP President Pablo José Hernán dez Rivera proposed tightening limits on anonymous and cash donations to curb money laundering and increase transparency in political fundraising. Calderón Cerame said the numbers underscore why those reforms are necessary.
According to the PDP’s analysis, 52.75% of the PIP’s reported
fundraising $262,458.54 out of $497,551.75 came from anonymous or cash donations. Of that total, $200,955.26 were anonymous contributions, $139,580.24 were cash donations, and $78,291.96 were anonymous cash donations.
Calderón Cerame argued that the scale of anonymous fun draising raises questions. He said the PIP is “the party that has collected the most anonymous money” and added that “no one knows” the source of those funds. He contrasted that with the PDP’s own reports, which show that only 0.11% of its fundrais ing in 2025 26 $1,349 out of $1.17 million came in cash and that the party reported no anonymous donations. He said the PDP is “setting the example” by changing its practices and pushing for systemic reform.
The PDP leaders also responded to criticism from Dalmau, who has accused the PDP of receiving donations from lobby ists. Calderón Cerame said the party compared its fundraising records with the Senate’s lobbyist registry and found that less than three cents of every dollar raised by Hernández Rivera and the PDP came from lobbyists or their clients. He said that level of scrutiny is possible precisely because the PDP does not accept anonymous donations, unlike the PIP, which he said has not disclosed the origin of more than $200,000 raised in the past year and a half.
Dalmau said the PDP is trying to divert attention from the issue of political investments and insisted all of the donations received by the PIP are legal. He said the PIP has not been singled out for irregularities in its contributions, adding that the PIP does not engage in political investments like the pro commonwealth PDP or the pro statehood New Progressive Party.

Dr. Anthony Fauci refused Wednesday to answer questions from a Senate committee investigating the origins of COVID-19, accusing the panel’s chair of having an “unhinged obsession with me” before invoking his constitutional right under the Fifth Amendment not to incriminate himself.
“On the advice of counsel, I respectfully decline to answer based upon my rights under the Fifth Amendment to the Constitution,” Fauci said repeatedly, as Republican members of the Senate Homeland Security Committee questioned him.
Sen. Rand Paul, the panel’s chair, pointedly warned the scientist that there would “be repercussions” for his refusal to answer questions. When a lawyer for Fauci, David Schertler, piped up to defend him, Paul ordered security to escort Schertler from the room. “He was not invited to testify,” the senator later said.
The decision not to testify marked the latest turn in the long-running battle between Fauci, who spent nearly four decades as the government’s top infectious disease expert, and Paul, who accuses Fauci of funding research in China that sparked the pandemic, and then lying about it to Congress — accusations Fauci vehemently denies.
“Frankly the American people deserve an apology,” Paul said in his opening statement. “I hope today Dr. Fauci will come clean, admit it was a mistake to fund dangerous research in China.” He accused Fauci of saying “one thing in public, and another in private” — an apparent reference to diary entries written by Fauci and released by Paul over the weekend.
In a brief opening statement, Fauci noted

that he had testified before Congress more than 200 times during the 38 years he ran the National Institute of Allergy and Infectious Diseases, including during the COVID pandemic.
“Over that period, I proved that I believe in and respect the value of legitimate congressional oversight,” he said.
“However,” Fauci added, “given Sen. Paul’s obvious obsession with calling for my prosecution, his repeated slanderous comments about me, and recently his publicly releasing my unredacted personal diary aimed at embarrassing and intimidating me, the only conclusion I can reach is that the sole reason he is calling me before this committee is to get me to say something that could vindicate his repeated public pledges that I end up, in his

words, ‘behind bars.’”
Fauci received a preemptive pardon from former President Joe Biden, but the pardon protects him only from federal prosecution for actions he took through the date it was issued, Jan. 19, 2025. He told the panel that it pained him not to answer questions but that he was doing so on the advice of his lawyers.
At the center of Paul’s inquiry is whether the coronavirus originated naturally, as Fauci believes, or in a laboratory. The Kentucky senator insists that the National Institute of Allergy and Infectious Diseases, which Fauci ran from 1984 until his retirement at the end of 2022, funded dangerous research in China that spun out of control and essentially created the virus that led to the pandemic. Fauci says that is not true.
That research, called “gain-of-function,” involves tinkering with the genetic makeup of viruses so scientists can better understand how they evolve and use that information prevent future pandemics. On Tuesday, President Donald Trump announced fresh restrictions on such work.
While Fauci’s institute did fund research at the Wuhan laboratory in China, the National Institutes of Health has repeatedly said the viruses being studied with American tax dollars were distinct from the one that caused COVID-19. But Paul asserted that Fauci had stuck to a narrow definition of gain-of-function research that did not capture the risks of work his institute had funded in Wuhan.
“The American people weren’t asking for a semantics debate over what is gain of function,” the senator said. “They were asking
for common sense over whether this research was dangerous in Wuhan.”
The top Democrat on the panel, Sen. Gary Peters of Michigan, accused Paul of waging a politically-motivated inquiry to “basically legitimize a predetermined conclusion that was reached years ago.”
Fauci and Paul have been tangling with one another for years. In 2021, when the senator accused Fauci of lying while testifying before the Senate, Fauci replied, “If anybody is lying here, senator, it is you.”
Schertler said in statement that he believes that exchange “triggered” the senator’s crusade against his client. But he did not deliver the statement, because Paul refused to let him speak. Sen. Richard Blumenthal, D-Conn., read parts of the statement into the record.
“The accusations that Chairman Paul continues to propagate are false and disgraceful,” the statement said, “and we will examine all options to hold him accountable.”
Over the weekend, Paul released more than 1,100 pages of Fauci’s typewritten diary without saying how he got them. On Tuesday, Health Secretary Robert F. Kennedy Jr. said he gave the documents to Paul and another Republican, Sen. Ron Johnson of Wisconsin, “so they could see the light of day.”
The diary does not add much to the scientific debate around the so-called lab leak theory. Rather, it echoes past disclosures showing Fauci wrestling with a fast-moving crisis as scientific understanding of the virus evolved.
But the entries included personal observations in which Fauci marveled at his fame and his relationships with a rapidly growing list of celebrities, further inflaming a partisan political battle.
Paul has been taunting Fauci on Twitter all week, and Fauci’s conservative critics have been ridiculing him over diary entries that focus on his own fame and his relationships with celebrities.
Peter Staley, a longtime AIDS activist and close friend of Fauci’s, said he kept the diary to help write a memoir, which he was already drafting when the pandemic hit. It was published in 2024. Staley said the personal observations reflect Fauci being “astonished at what was happening in his life.”
On Tuesday, a group of more than 155 physicians, scientists and public health advocates, organized by AIDS activists who worked closely with Fauci in the 1990s, issued a public letter defending him and condemning what they considered the Trump administration’s relentless attacks on science and scientists.

Florida took the rare step of executing two men within five hours of each other Tuesday, part of a dramatic rise in the carrying out of capital punishments during Gov. Ron DeSantis’ second term.
The men died by lethal injection at Florida State Prison in north-central Florida after the Supreme Court declined to halt their executions. Each had been convicted of murder in the 1980s.
James Duckett, 68, a former police officer who was convicted of sexually assaulting and strangling an 11-year-old girl, was pronounced dead at 1:19 p.m. Dominick Occhicone Jr., 80, was executed at 6:13 p.m. Occhicone, convicted of murdering his ex-girlfriend’s parents, became the second octogenarian put to death in the United States in the past 50 years.
The executions were the 11th and 12th in Florida this year and came as the Trump administration has encouraged states to more aggressively pursue the death penalty.
Florida has accounted for more than half of the executions in the United States this year, and at least one more is scheduled.
Duckett was convicted of murdering Teresa McAbee, 11, in 1987, after placing her in his police cruiser. He had maintained that he was innocent.
Teresa’s mother, Dorothy Tula, said in a statement released by prosecutors that she was grateful the execution had taken place.
“My family and I are glad this day is finally here — because it’s about justice for my daughter and remembering her, not the man who stole her future,” Tula said.
The last time Florida executed two men in one day was in 1964, using the electric chair.
States have executed multiple people on the same day 11 times since the death penalty was reinstated by a Supreme Court ruling in 1976, according to the nonprofit Death Penalty Information Center. The most recent was in Arkansas, in 2017.
In 2014, Oklahoma had planned to execute two men in a day, but put off the second killing when the first man’s execution was botched. The error led him to writhe in pain and die of what prison officials said at the time was a heart attack.
Groups opposing the death penalty had argued that carrying out back-to-back executions would make it more likely that they could be mishandled.
“There was no explanation or reason for this risky proposition, and it was seemingly made with no regard for the solemn, necessary process of the final days of the condemned,” one group, Floridians for Alternatives to the
Death Penalty, said in a statement.
Bill Gladson, the state attorney in Florida’s 5th Judicial District, where Duckett’s case was prosecuted, said in a statement that many people had “long awaited” the case’s conclusion.
“Our office reaffirms our commitment to seeking justice with integrity, supporting victims and their families, and ensuring that the rule of law is faithfully upheld in every case we prosecute,” he said.
State officials moved ahead with the executions Tuesday after the Supreme Court denied last-minute requests from both men. No reasoning was given for the denials, and no separate writings or public dissents were noted.
The number of annual executions in the United States has fallen since its peak in 1999, but nearly doubled from 2024 to 2025, driven in large part by Florida’s accelerated pace.

President Donald Trump, in a memorial service at the National Cathedral on Tuesday, eulogized Sen. Lindsey Graham, R-S.C., a longtime force on Capitol Hill who died this month at 71, as “one of the great figures in Senate history.”
“He died doing the work he was born to do,” Trump said before an audience of mourners that included several members of the Cabinet, foreign dignitaries and conservative luminaries, as well as a bipartisan group of lawmakers from Congress. “He was truly a great politician.”
Added Trump: “He went out at the peak of his career, at the top of his career, as a legend.”
Graham’s memorial service, which followed a service at the Capitol Rotunda on Tuesday morning, was attended by a wide range of mourners, who represented his home state of South Carolina, both major political parties and multiple countries, reflecting the breadth of his influence over more than two decades in the Senate.
Several of those who eulogized him spoke of his quick wit and cutting sense of humor, crediting those attributes with earning him friends even among his political adversaries. Many speakers recalled anecdotes
illustrating how Graham had built a reputation for being simultaneously a fierce advocate for partisan causes and one of Congress’ more willing deal makers.
“It didn’t matter to Lindsey whether an issue was popular or unpopular, whether he had the full support of his colleagues or was standing alone,” Sen. John Thune, R-S.D., the majority leader, said during the memorial at the Capitol Rotunda. “He told things the way he saw them and he didn’t mince words.”
That included some of Graham’s dealings with the president, with whom he developed an unlikely but especially close friendship, after excoriating him as a “race-baiting, xenophobic, religious bigot” during the 2016 presidential campaign. Graham embraced Trump after he entered the Oval Office, becoming one of his closest advisers and most frequent golf buddies.
The two men did not always agree on policy, particularly when it came to foreign affairs. Trump made reference to that during his eulogy, noting that Graham “was truly hawkish: He never saw a war that he didn’t like.”
Some of the foreign dignitaries whose wartime causes Graham championed as a senator were in attendance, including Prime Minister Benjamin Netanyahu of Israel and President Volodymyr Zelenskyy of Ukraine. Graham had returned from his 10th trip to Ukraine just hours before his death.
Fox News host Sean Hannity spoke of Graham’s affection for Netanyahu and Zelenskyy, as well as Trump, during his remarks.
“He loved you as he loved his country,” Hannity said to Trump during his eulogy, saying that the president’s elevation of Graham to his inner circle and the highest level of politics “meant the world” to him.

Because Israel is routinely the victim of double standards — Will Zohran Mamdani ever make a personal cause of denouncing his native Uganda for criminalizing homosexuality? Or tell a human-rights malefactor like Turkey’s president, Recep Tayyip Erdogan, that he, too, isn’t welcome in New York? — it’s tempting for the Jewish state’s stalwart defenders, including me, to downplay its failings.
That goes especially when we see the country having to defend its legitimacy against scoundrels. Or when allegations made against it later prove sloppily reported or entirely unfounded. Or when the chorus of condemnation is loud enough already without lending our voices to it.
But anyone who cares about Israel’s well-being shouldn’t be silent about anti-Palestinian settler terrorism in the West Bank and the nothing-much-to-see-here policy of Benjamin Netanyahu, the prime minister. That’s not only because the terrorism is a menace to Palestinian lives and property, or an affront to Jewish ethics, or a stain on Israel’s reputation — though it’s all those things. It’s also a direct threat to Israel’s security and statehood, and thus to Zionism itself.
That’s the point of a public letter to President Donald Trump, issued Sunday by Matan Vilnai, a retired deputy chief of staff of the Israel Defense Forces, on behalf of an organization that includes hundreds of retired senior Israeli officers.

Hamas and other West Bank Palestinian terror groups, they are severely constrained when it comes to Jewish terrorists,” the letter notes. “It is no secret that certain members of our current government orchestrate much of this chaos, including by shielding their followers — who are armed and driven by messianic impulses — from the law and its enforcement.”
“Unless arrested swiftly and decisively,” the letter bluntly warns, “escalating violence in the West Bank is poised to ignite the region and carries severe ramifications for both Israeli security and U.S. regional interests.”
That reality was again brought home last week, when extremist settlers went on a rampage in several Palestinian villages, reportedly setting fire to a home and two mosques, attacking a stonecutting factory and committing other acts of outright terrorism. That followed an incident in which four Palestinians and two Israelis were killed after a confrontation involving a group of Israelis who, without prior coordination, had trespassed into an area under Palestinian civil control.
This sort of episode has become routine. As The Times of Israel reports, “the IDF recorded 867 incidents of nationalistic crime and settler violence in 2025.” That’s up from 682 the previous year.
Netanyahu’s answer to all this, as he told CNN’s Dana Bash, is that the violence is the work of about 150 “juvenile delinquents” and that he doesn’t accept “vigilantism.” But it’s preposterous to think that a government that can assassinate a Hamas leader in a Tehran, Iran, guesthouse finds itself unable to contain a wave of Jewish thuggery. If the prime minister wanted to end the problem, he could. Like Bartleby, he would prefer not to.
That’s largely because his Likud Party depends on the parliamentary support of extremist settlers led by Itamar BenGvir, the minister of national security, and Bezalel Smotrich, the finance minister, and Netanyahu has learned to stay atop Israeli politics by never letting go of his right flank.
In an interview, Eran Shamir-Borer, who spent many years in the IDF’s Military Advocate General’s Corps and is now with the Israel Democracy Institute (on whose advisory board I sit), listed for me the specific decisions by Netanyahu’s Cabinet that have brought Israel to this pass. Chief among them is Defense Minister Israel Katz’s refusal to use administrative detention as a legal tool to rein in suspected Jewish terrorists. David Zini, the current head of Israel’s internal security service, avoids the term “Jewish terror” in favor of the euphemism “frictions.” And Ben-Gvir is himself a product of the same milieu that produced the rampaging settlers.
“Everyone hears the music,” Shamir-Borer said, “and it legitimizes this kind of conduct.”
That’s what makes Vilnai’s letter significant, particularly during the same week that the prime minister visits Washington to meet with Trump. Vilnai is no peacenik: He served in a previous Netanyahu government as the minister of home front defense and was one of the commandos who,

50 years ago this month, liberated Jewish hostages in the Entebbe raid. But like many other patriotic Israelis, he’s aghast at a government that prioritizes the prime minister’s political needs and his Cabinet’s ideological obsessions over the rule of law.
There is an immediate danger in that the spiraling West Bank violence could easily produce a third intifada that an exhausted Israel can ill afford militarily or diplomatically, to say nothing of the human cost in both Israeli and Palestinian lives. There’s a still greater long-term risk that the Netanyahu government’s excuse-making for Jewish lawlessness and terrorism leads to what scholar and diplomat Michael Oren, in a prescient Commentary essay from 2009, called “the hemorrhaging of sovereignty.”
Any nation in which broad segments of the citizenry are either untouched or untouchable by the law — in Israel’s case, not just radical settlers and ultra-Orthodox draft shirkers but also Arab citizens badly underserved by law enforcement — is on the road to its own kind of Lebanonization. That’s where every group is a law unto itself and the state’s powers, including its monopoly on the use of force, wither.
I’ve written before that the purpose of Zionism — for which I’m a lifelong advocate — is Jewish self-rule: “Neither rule by others nor rule over others.” It’s why I still believe in a Palestinian state, even if the conditions for it are probably far off. It’s why I more fervently believe in a Jewish state, governed by law and recognizing limits. Under this Israeli government, that’s slipping away.

When the men under the charge of the brave Odysseus arrive at Circe’s home in Christopher Nolan’s “The Odyssey,” the film shifts from seafaring epic to body horror. Circe, played with rawness and mystery by Samantha Morton, is a witch who turns the men into swine, but fear not — she’ll soon be outsmarted by Matt Damon’s latearriving Odysseus, like all the other monsters he’s encountered on his way back home. She is just another obstacle to be vanquished on the hero’s journey.
That’s not exactly how things unfold in the original text. When Homer introduces Circe, she’s described as a beautiful, enchanting woman singing and weaving at a loom — drawing a parallel to Penelope, the faithful wife of Odysseus who is forever weaving as she waits for her husband to return home.
Circe’s domicile is a kind of palace where she reigns supreme. In Emily Wilson’s 2017 translation — the first into English by a woman — it is a place of “polished stones, on high foundations,” where nymphs carry fancy cloths, gold cups and silver bowls for guests and where wild animals fawn around her like house pets. She was a memorable presence in the most enduring of tales, a character as wily as the hero, and more knowledgeable. This latest portrayal feels like a particularly disheartening disservice to one of the earliest examples of a powerful, sexually autonomous woman in literature.
Many translations refer to Circe as a goddess who executes her transformations with a potion and the flick of a wand; that’s a far cry from the gruesome, torturous process on-screen now. As the men gorge themselves on the food she serves, she stretches and molds their heads like putty, sticking her

hands into their mouths and shaping their faces into pig snouts. It’s horrific, and the movie seems to cast it as unwarranted, as if it’s so unlikely that a woman living alone, accosted by a group of soldiers we’ve seen loot and kill in another city, would feel threatened. This Circe seems cruel and crazed. In Homer’s telling, Odysseus becomes so enamored of her that she becomes a kind of substitute wife. In the story, when Odysseus goes to Circe’s home to save his men, he uses an antidote given to him by the gods, threatens her with his sword and then sleeps with her. When she changes Odysseus’ soldiers back, Homer notes that they’re even more handsome than before, and are bathed in oil and dressed in nice clothes. Odysseus and his men spend a year living happily with Circe and her nymph servant girls, as Wilson writes in her translation: “Then every day / for a whole year we feasted there on meat / and sweet strong wine.” In fact, after that year of leisure it’s Odysseus’ men who bring up that
they should probably get back on the road to Ithaca; only then does it seem to occur to Odysseus that they should leave their cozy vacation spot and now welcoming host.
Of course every adaptation offers its own twist on her. This has been true dating back millenniums, to early classics writers including Ovid and Hesiod. In some versions, Circe bears Odysseus’ children; in others she is an obsessive, vengeful predator. Contemporary authors such as Madeline Miller reclaim the character as more than a brief detour in Odysseus’ journey and offer a more sympathetic, well-rounded version of her.
Over the years Circe’s transformations of Odysseus’ men have been read in various ways depending on the cultural context and sexual politics of the time: as a commentary on etiquette and social behavior, as a philosophical critique on the inherently beastly nature of men, as a misogynist cautionary tale against a sexually liberated woman. One can often determine the politics and perspectives of an “Odyssey” adaptation by how Circe is depicted.
So what does that say about Nolan’s dark, succinct telling? In this film of majesty and scope, of star power and visual appeal, Circe helps show how Nolan’s “Odyssey” ultimately takes the epic at face value, reducing it to terms the director is most comfortable with: Odysseus is a man burdened by the weight of his brilliance. Circe is an obstacle he must overcome, just like the other women in the film have very specific ways to round out the hero’s tale of triumph. Calypso’s role is to trap Odysseus. Athena’s to act as his (mostly silent) conscience. Helen and Clytemnestra are simply disloyal women at the periphery of Odysseus’ journey. And Odysseus’ faithful wife, Penelope, isn’t shown doing much of anything, but gets an adamant speech about her queenly autonomy to telegraph her as a more modern, empowered hero-wife. None are fulfilling, but none feel as dismissive as the evil witch treatment of Circe.
At the end of the day, this is a man’s story of greatness. Even in Odysseus’ questionable moments, there’s never any question that he is still the noble warrior, the honorable leader. As for the women — the lovers, the betrayers, the goddess and, of course, the witch — they’re no more than the trimmings on our hero’s armor.

In a clear illustration of just how high the bar is for Big Tech to impress markets, South Korean chip giant SK Hynix plunged again as a record six-fold jump in quarterly profits missed forecasts early on Wednesday.
That’s a warning ahead of U.S. megacap earnings due out later today. Before that, markets will digest the Federal Reserve’s latest policy decision and commentary from Chair Kevin Warsh as he takes the podium this afternoon.

Cash burn and leverage are likely to be watched closely, after Alphabet and Tesla set alarm bells ringing last week with their high and rising AI capex.
That said, the overall U.S. earnings picture is still ballooning and estimates for annual aggregate S&P 500 profit growth through the second quarter are now a whopping 39% - more than 10 points higher than estimates at the start of this month, according to LSEG data.

Before we get to the earnings announcements, though, there’s the small matter of one of the most uncertain Fed decisions in years. With a one-in-three chance of an interest rate rise priced into futures - which Deutsche Bank claims is the most split the market has been ahead of a Fed meeting since 2018 - the stakes are high and multiple dissents are likely, even if rates are held.
And any Fed hopes of a clearer picture from energy markets amid this week’s oil price retreat were muddied again overnight as the tense truce in the Iran conflict was broken. That saw global crude prices firm back up to more than $87 per barrel.
Washington said on Tuesday that it had conducted strikes with Saudi Arabia against Iran-aligned groups in Iraq, and that it had intercepted Iranian missiles launched towards U.S. bases in the Middle East.
Chart of the day
Despite surging U.S. corporate profit growth and ebullience over AI spending, U.S. household sentiment remains relatively subdued. A Conference Board survey showed its consumer confidence index slipped to 90.8 this month from 92.2 in June, confounding economists’ expectations for a rise to 92.3.
High energy prices were a factor this month, but the share of consumers viewing jobs as “plentiful” also dropped to the lowest level since February 2021.

For months, President Donald Trump has been predicting that Cuba is about to collapse.
“It’s just going to fall,” he told reporters on Jan. 4, a day after taking control of Venezuela’s oil, which had been Cuba’s lifeline.
He then imposed an oil blockade that has pushed the island into its worst ever energy crisis, with mass blackouts now lasting nearly all day. And yet, more than six months later, the Cuban government and people are still standing.
This month, we visited the country to understand how. After a week on the ground, we found that while Cubans are clearly suffering, they are also doing what perhaps they do best: adapting.

They are swapping their gas-guzzling 1950s American cars for electric motorcycles and rickshaws from China; importing hefty lithium batteries to keep televisions and fans running through blackouts; jury-rigging generators to run on more accessible natural gas; and installing solar panels on rooftops and even vehicles.

his two children are fleeing to Spain, but he said he is determined to stay.
Together, the workarounds amount to a new Cuban energy grid — this one more in the hands of the Cuban people, propping up society with the electricity off and fuel lines dry.
These solutions have enabled the Cuban government to ration power by turning on the lights for just a few hours day, stretching out whatever scarce fuel it has left in an effort to withstand Washington’s intense pressure campaign.
The result is that Cuba has lasted far longer without fuel shipments than the Trump administration appears to have expected.
Over nearly seven decades of U.S. pressure, Cuba has defied the odds and improvised to survive. Now it seems that Trump, like many U.S. presidents before him, is also finding that toppling the government founded by Fidel Castro is not so simple.
Secretary of State Marco Rubio told reporters last week that the Trump administration still wants to see the Cuban government fall. “We’re prepared to be very realistic about how you do that, and patient,” he said. “These are complex things that take time, and obviously we’re prepared to do what we can.”
The Cuban government is seeking a deal. “Cuba is not an enemy of the United States,” Carlos Fernández de Cossio, Cuba’s deputy foreign minister, said in an interview. “What we would like is a constructive and respectful relationship.”
Meantime, the Cuban people, as they have for decades, are making do. “Cubans thrive amid crisis,” said Humberto Palmero, a 55-year-old farmer, standing on the hill where he grew up along Cuba’s coastline, with a view toward Florida. His siblings had already left for Miami and
After hearing about the oil blockade, Palmero learned on YouTube how to distill junk plastic into homemade gasoline and diesel. He has since built a tiny, makeshift refinery in his backyard to power his motorcycle and light his stove.
“We look for solutions,” he said. “The economic restrictions are slowly killing us, but we’re pulling through with all our might, managing to get by until we see what happens next.”
In Havana and beyond, the crisis’s effects were clear. We met families walking two hours for water because government pumps had run out of diesel. Women, lacking cooking gas, burned firewood on the street. Powerless refrigerators became cabinets. Hitchhikers littered roadsides after the city halted public busing. And dozens of people told us they were simply exhausted after so many sleepless nights in the sweltering heat without fans or air-conditioning.
But we also saw a country that was still functioning.
Vehicles were on the road — despite black-market gasoline reaching $30 a gallon — because many were electric. Restaurants were open for the few who could afford them, powered by rumbling generators out back. Hospitals, government buildings and the airport had power because they were on protected parts of the grid. Medical clinics, nursing homes and bank branches ran off solar panels donated by China.
Cell service was sometimes working. Televisions showing the World Cup were not hard to find. And even roadside stands were serving cold beer from refrigerators powered by the sun.
But the makeshift energy grid also exposed Cuba’s in-
equality.
The batteries, solar panels and electric vehicles overwhelmingly belong to wealthier Cubans, which usually means those with relatives abroad. Their poorer neighbors often live without power and scrape by with meager pay amid rising inflation.
“The situation here is fine, because the owner can afford to buy solar panels,” said Yeny Oliva, 26, a bartender at a roadside restaurant. “But for us, at home, life is awful.” On wages of roughly $1 a day, she said, she struggles to buy milk for her 3-year-old daughter, and then their food spoils quickly without electricity.
Yet she also was grateful for the solar energy. Without power, the restaurant had closed. Then, the owners installed the panels and she was back at work.
Other than a single Russian oil tanker in March, allies have not been willing to test Washington’s effective oil blockade.
As a result, Cuba has been powering its electric grid solely with domestic oil and gas and a growing network of solar parks sponsored by China. Together, they are enough to support roughly half of Cuban demand, according to Jorge Piñón, who studies Cuban energy at the University of Texas.
To preserve that supply, the government strategically cuts power at certain times and in certain places. It also runs plants at lower capacity to keep them from failing; extracts more natural gas; and even tries to refine sludgy oil residues from the bottom of years-old tanks.
“They are literally scraping the bottom of the barrel,” Piñón said.
Piñón said he and other analysts underestimated the Cuban government’s resourcefulness when they forecast it would exhaust its fuel stocks by March. But now he is skeptical of the government’s claim in May that the island has run out of fuel. On our trip, it was clear gasoline and diesel were still circulating.
At least some is coming from the United States. The Trump administration has allowed limited fuel exports to private businesses in Cuba, which has relieved pressure on black-market gas prices. And last week, the U.S. government’s first batch of $100 million in aid arrived.
The moves show how the Trump administration is exerting power over Cuba, ordering other nations to halt fuel shipments but allowing its own, and then providing aid in response to the resulting crisis. A White House spokesperson said the Trump administration viewed Cuba as a threat to national security.
Exhausted Cubans told us they were angry at both Havana and Washington. Yet no one said they planned to take to the streets. Aside from banging pots and pans, the Cuban people have hardly staged protests.
“You go out to express your opinion on the street, and they throw you in jail or fine you,” said David Hechavarría Gamboa, 24, standing alongside his wife on a darkened street. “I can’t put my family at risk.”
When U.S. forces captured Venezuela’s leader, Nicolás Maduro, in January, Nelson Vega knew Cuba had a problem. Venezuelan oil had powered Cuba for years.
A month later, Vega, a 38-year-old entrepreneur, borrowed money from relatives in Florida to buy a Chinese-made electric rickshaw for $4,850. It took 10 hours to charge, and almost immediately, the blackouts made that difficult. So he invested a further $600 to drill solar panels to its roof.
Now he can power the entire battery by parking it in the sun for a day. “To me, this is the future,” he said. “We’re going to overcome the U.S. blockade.”
Once we traveled outside Havana, solar panels proliferated. Cuba’s power grid has been decaying in rural areas for years, making blackouts — and solar panels — already common.
We also came across a new field of panels — one of the government’s 54 solar parks, most inaugurated since 2025 and all built with China’s help.
Few countries are adopting solar faster than Cuba. Solar energy can now meet roughly 10% of Cuba’s electricity needs, the government says, up from 3% at the start of 2025. Cuban officials aim to depend fully on renewable energy by 2050.
Running on fumes
Perhaps Cuba’s hottest products of the moment are portable lithium batteries that can be charged in a few hours and then temporarily power televisions, fans or even refrigerators.
The most popular model costs about $750 in Cuba, sold on social media by Cubans who have imported them from China. That is more than most Cu-
bans make in a year, so most of the batteries are sponsored by relatives abroad.
Other Cubans are electrifying their homes with the gas piped in for cooking and heating water. About 280,000 residences in Havana have such gas lines, and many are connecting them to modified generators designed to run on liquid fuel. Cuba produces the gas domestically, so it is one of the few energy sources not affected by the blockade.
The gas is also cheap, especially for the 120,000 households that pay a flat rate regardless of use. One man said he had been running a generator off gas almost nonstop, and yet was still billed the same 50 pesos, or 8 cents, for the month.

a bar still full of patrons past midnight, powering its string lights and Latin music with a natural gas generator. Outside, we met Kiké Rodríguez, 37, founder of a Cuban barbecue business, Manteca, that has expanded during the crisis. He now employs 18 people to cook and deliver pork and plantains to customers across Havana.
“We’re the masters of this,” he said. “We’ve been figuring things out our whole lives.”
He pointed to the rooftop, where he said he was finishing a remodel to open his first brick-and-mortar restaurant, powered by the same generator.
“How are things going to play out? Nobody knows,” he added. “But when people say the country is going to fall apart, I don’t exactly know what they mean.”

Apowerful 6.8 magnitude earthquake struck southwestern Japan on Tuesday afternoon, killing 13 people and injuring dozens of others, damaging buildings and homes, igniting fires and prompting a search for people who may have been trapped in rubble.
Here’s what to know.
Where did the earthquake happen?
The earthquake hit around 4:30 p.m. local time in Kumamoto prefecture on Kyushu island, the southernmost of Japan’s main islands.
The earthquake’s intensity led to buildings collapsing in the region. Prime Minister Sanae Takaichi of Japan said people were trapped inside some structures. Fires also erupted in Kumamoto city, the regional capital, which has a population of more than 700,000.
The epicenter of the quake was near Uto, a smaller coastal city around 30 miles south of Kumamoto city, according to the U.S. Geological Survey
The U.S. agency had earlier reported a magnitude measurement of 7.1 for the earthquake before it adjusted
the figure to 6.8.
Where was the most severe damage?
Takaichi said Wednesday morning that the damage was “extensive,” and that officials were working to restore electricity and water to areas affected by outages.
Crews worked overnight to rescue people who may have been trapped when the second floor of a shopping mall collapsed in Kumamoto city on Tuesday. Video footage posted on social media showed debris scattered inside and outside the mall.
“There are still people awaiting rescue, and time is of the essence,” Takaichi said Wednesday.
Aerial footage showed a flipped train carriage on tracks in the city and widespread damage to buildings and bridges. Other images recorded by public broadcaster NHK also captured elevated sections of the Kyushu Expressway that had split into two pieces, as other footage showed a wall that had partly collapsed at Kumamoto Castle, a landmark in the city’s center.
Was anyone killed or injured?
At least 13 people have died in relation to the earthquake, Takaichi said Wednesday. One person died in a
hospital after being found in a collapsed house in Kumamoto, according to police.
The initial death toll was expected to rise. As of Wednesday afternoon, six people were in a state of cardiopulmonary arrest, and six were seriously injured, according to Kumamoto officials. Over 530 people had received or were receiving treatment at major hospitals in Kumamoto, according to public broadcaster NHK.
The last major quake in Japan, in 2024, centered on the Noto peninsula farther north and killed hundreds of people, with more succumbing to disaster-linked causes afterward, according to NHK.
In April 2016, the Kumamoto region also experienced days of deadly seismic events that killed more than 270 people and injured thousands.
What is the status of the area’s nuclear power plant?
The Sendai Nuclear Power Plant appeared to be secure and had no reports of abnormalities, Minoru Kihara, a top Japanese Cabinet official, said during a news briefing. The power plant, which has two reactors and supplies electricity to the Kyushu region, is in Kagoshima, south of Kumamoto.

The Sembradores won the Collegiate Summer League’s second-season championship on Tuesday night by defeating Trujillo Alto 6-3 at the Manuel A. Pérez Housing Complex ballpark in San Juan.
Andrew O’Farril started the game for the Sembradores and pitched four innings, allowing two runs and three hits. Héctor Busigó finished the game, allowing one run and three hits.

Puerto Rico added three gold medals and one bronze on Tuesday, maintained its winning momentum in team sports, and secured new qualifications during another productive day at the 25th Central American and Caribbean Games (Santo Domingo 2026).
Puerto Rican swimmers led the way with three gold medal performances. Xavier Ruiz won the 100-meter breaststroke with a time of 1 minute, .80 seconds; Kristen Romano successfully defended her title in the 200-meter individual medley with a CAC Games record of 2:12.16; and Lucianna Gutiérrez won gold in the 800-meter freestyle with a time of 8:56.90.
Bowlers also contributed to the medal count with a bronze medal won by Sarah Sanes and Zoriani Reyes, who finished third in the women’s doubles event with a total of 2,563 pins. In team sports, the women’s softball team extended its unbeaten streak by defeating Venezuela 3-0 in a no-hitter. Puerto Rico improved its preliminary round record to 3-0 and
secured a spot in the super round. The victory leaves the team one win away from clinching a medal when they face the Virgin Islands.
The men’s basketball team also maintained its perfect record by beating Panama 70-56, improving to 2-0 in Group B and staying in contention for a semifinal spot.
In women’s beach volleyball, the duo of María González and Allanis Navas kept things close against Cuba before falling in three sets (19-21, 21-16, 15-12). Despite the loss, Puerto Rico holds a 2-1 record and remains in the running to advance to the next round.
The women’s field hockey team suffered its second loss of the tournament, falling 5-1 to Mexico, and now holds a 0-2 record in Group A.
In shooting competitions, Patrick Martínez Margine advanced to the next round of the men’s trap event, while Augusta Camps-Martyn and Ana Bermúdez Latorre finished the first day of women’s trap qualifying in first and third place, respectively.

The Vaqueros of Bayamón defeated the Criollos of Caguas 106-83 on Tuesday night at Rubén Rodríguez Coliseum in Bayamón to take a 2-games-to-1 lead in the Superior National Basketball (BSN by its initials in Spanish) Conference A Finals.
Bayamón got off to a strong start, finishing the first quarter with a 28-15 lead as Chris McCullough and Gary Browne connected from the perimeter to set the tone. The Vaqueros held the lead for 39 minutes and 14 seconds, steadily widening the gap quarter by quarter until the margin exceeded 20 points in the second half.
As a team, Bayamón shot 56.5% from the field and hit 11 of 23 attempts from beyond the arc. Its bench contributed 42 points compared to just 10 from the Caguas reserves. The Criollos shot 39.2% overall and converted only seven of 30 attempts from long range.
Chris McCullough led the Vaqueros with 22 points and eight rebounds, shooting an efficient 53.3% from the field. Damian Jones had 16 points and six rebounds, Isaiah Palermo scored 13 points off the bench, and Jassel Pérez and reserve Stephen Thompson Jr. added 10 points apiece.
Jeff Early Jr. led the Criollos with 15 points, while Travis Trice scored 12 points, Moses Brown had 11 points and 10 rebounds, and Gilberto Clavell scored 11 points off the bench.

Many of the athletes who will go on to represent their countries in continental championships, world championships and even the Olympic Games in the coming years will experience their first major international stage in Puerto Rico starting today as the Carolina Beach Park (Balneario de Carolina) hosts the fourth edition of the Caribbean Beach Volleyball Championships, the sport’s top youth tournament in the region.
Over four days of competition through Sunday, more than 400 athletes -- organized into more than 200 teams -- will play some 500 matches across eight competition courts. The event will bring together delegations from Puerto Rico, the United States, Canada, Ecuador, El Salvador, the Virgin Islands and other nations that continue to view this championship as a premier showcase for developing future generations of players.
The competition will feature U-12, U-14, U-16 and U-18 categories -- the age groups where the talent that eventually makes up national teams begins to take shape.
“This event continues to transform youth beach volleyball in Puerto Rico,” said José Bengoa, a partner and producer of the tournament. “Each year, we see significant growth in both local and international participation. This is also reflected in the development of clubs and camps, which are reaching full capacity as they prepare athletes to compete in a tournament that has firmly established itself as the most important of its kind in the Caribbean.”
Since its inception, the Caribbean Beach Volleyball Championships has seen sustained growth in both the number of teams and participating countries, sparking keen interest among sports programs in North, Central and South America -- regions where beach volleyball maintains a high level of competition. This edition will also feature prominent athletes -- including defending champions and members of national youth squads -- who rank among the region’s top beach volleyball prospects.
Matches begin at 8 a.m. Admission is free.
Tournament co-producer Fernando Vega highlighted the current development of youth beach volleyball in Puerto Rico.
“We are seeing an extraordinary generation of athletes, particularly in the 12- and 14-year-old categories,” he said. “Many of them will be the ones who represent Puerto Rico in international competitions over the coming decade. This tournament allows them to test their skills against some of the continent’s best youth players from an early age.”
The event is expected to draw between 8,000 and 10,000 visitors -- including athletes, coaches and family members -- generating some 500 hotel room nights and an economic impact of nearly $2 million, thereby benefiting the San Juan metropolitan area’s hospitality, dining and retail sectors.
