PRASA could face court sanctions if water pact with San Juan is breached

The Puerto Rico Aqueduct and Sewer Authority (PRASA) could face severe penalties for failing to comply with a potable water service agreement it reached with the municipality of San Juan.

In a motion submitted Wednesday against the public corporation, San Juan Mayor Miguel Romero Lugo asked the court that in the absence of reliable and consistent drinking water service, a special commissioner be appointed to ensure compliance with the agreement.

If PRASA remains in breach of the agreement, attorney Manuel Quilichini warned that the utility could face significant legal consequences.

“Contempt carries fines and may, if contempt continues, could even be in prison. But that’s an extreme,” he said. “There are also provisions on debts, but really the biggest exposure is that the judge imposes fines for not complying with a stipulation. The judge said in his ruling when approving the stipulation that whoever does not comply exposes himself to severe penalties. So we know that this is within the judge’s capacity.”

Ocean Park resident Alfredo Cuyar said PRASA Executive President Luis González Delgado maintains an “extremely controlling” leadership style, which, in his opinion, hinders decision-making and aggravates the problems with drinking water service that have been plaguing communities in San Juan.

“The [executive] president is the one who is hindering

things,” Cuyar said. “Here is a figure that is rather ornamental. … Where is the governing board in all this? In other words, Aqueducts does not report directly to the governor. There’s a board that’s supposed to do this.”

“Now, I know the [executive] president and I have met with him, and he is an extremely controlling person who believes Aqueducts without him does not run,” the resident added. “In other words, he doesn’t just strangle Aqueducts, he strangles the people who work with him because he doesn’t let them make decisions. He believes that he is the ultimate authority who should make all decisions.”

Judge Anthony Cuevas on Wednesday did not declare PRASA in breach of an agreement to supply water in San Juan, but ordered the parties to meet to settle their differences.

PDP senators seek probe into $38 million contract involving family secretary

Popular Democratic Party (PDP) Senate Minority Leader Luis Javier Hernández Ortiz said Wednesday that Senate Resolution 556 has been filed to order the Senate Government Committee to investigate questions surrounding the possible awarding of a $38 million professional services contract funded through the Temporary Assistance for Needy Families program, known as TANF, to NOLA Education LLC, a Louisiana-based company.

The proposed investigation centers on reports that the company was close to receiving the contract to implement an educational program known as Star Academy in 25 schools, reaching nearly 2,000 students. Hernández said questions have emerged about the process, including reports that the Family Socioeconomic Development Administration (ADSEF by its acronym in Spanish), did not take part in it.

“Allegedly, the goal was to implement Star Academy in 25 schools and reach close to 2,000 students, but concerns have sur-

faced about the process through which NOLA Education LLC was about to receive the contract,” Hernández Ortiz said. “According to public reports, ADSEF did not participate in this process. Moreover, it is alleged that the project was developed even though the Department of Education had notified officials that Star Academy was already contemplated as part of the agency’s curriculum.”

The resolution also points to a Dec. 7-10, 2025 trip to Louisiana by Family Secretary Suzanne Roig Fuertes. PDP lawmakers say the details of that trip remain unclear, including with whom the secretary met and whether reports or documents exist explaining the purpose of the visit. The resolution further states that the Family Department used the independent firm LAP Consulting to evaluate and award the proposed $38 million contract.

Hernández said government agencies in Puerto Rico are ordinarily expected to have proposal evaluation committees, making it important to determine whether the Family Department or any of its entities has such a committee, who serves on it and when it was created, among other concerns.

Genera PR submits plan to decommission Yabucoa peaker units

Genera PR LLC has submitted its formal plan to retire two aging gas turbine units at the Yabucoa Power Plant, following a directive issued by the Puerto Rico Public-Private Partnerships Authority (P3A) earlier this month.

The filing, made Wednesday before the Puerto Rico Energy Bureau (PREB), outlines the steps for decommissioning the 50-year-old units and includes a community relations plan for residents of Yabucoa and Humacao.

The units, both Frame 5 gas turbines commissioned in 1971, have reached the end of their useful life. One has been out of service since 2021, while the second operates at a derated capacity below 16 megawatts (MW). According to the P3A’s June 2 notice, the retirement aligns with the current Integrated Resource Plan (IRP) and PREPA’s draft 2025 IRP, which call for phasing out older peaking units and replacing them with modern technologies.

Genera plans to repurpose the site with a 40‑MW battery energy storage system (BESS), a project already reflected in the IRP and approved by PREB in February 2024. The BESS installation would provide firm, dispatchable capacity and ancillary services, representing a net increase of 24 MW compared to the legacy units.

Man charged with sexual assault against 2 minors in Gurabo

Justice Secretary Lourdes Gómez Torres announced Wednesday that the Caguas Prosecutor’s Office filed criminal charges against Isabelo Santana Casul, 44, for engaging in a pattern of sexual assault and abuse against two minors in Gurabo.

Prosecutors filed 12 charges against the defendant, including incest, lewd acts, sexual assault through intimidation and violence, use of an air gun in the commission of the crime of sexual assault and a pattern of physical and emotional abuse, under the Penal Code and other pertinent local laws.

committed the crimes from 2023 to 2025. Both minors are protected under the custody of the island Family Department.

“No child should live in fear within their own home or be a victim of those responsible for protecting, caring for, and ensuring their well-being,” the justice secretary said. “All children deserve to grow up in a safe environment, surrounded by love and free from violence. The actions of the accused have no place in our society, and he will be prosecuted to the fullest extent of the law. We extend our solidarity to the affected family and will continue to provide them with the necessary support and guidance throughout the legal process.”

The charges came a day after Gómez Torres announced that in a separate case, Angeline Lamboy Pérez and Emmanuel Lugo Ramos were sentenced to 75 years in prison for the sexual assault of three minors in Guayama.

Judge Carol Ortiz Rivera of the Guayama Court of First Instance imposed the sentence after prosecutors presented expert, testimonial and documentary evidence demonstrating that Lamboy Pérez and Lugo Ramos maintained a continuous pattern of sexual abuse, as well as physical and emotional mistreatment, against three minors, ages 11, 9 and 7, beginning in 2018.

On May 12, a jury issued a unanimous guilty verdict for the crimes of sexual assault and lewd acts, under the Penal Code and other pertinent laws.

Genera’s filing includes a detailed community relations plan outlining public meetings, information sessions and communication tools to keep residents informed during demolition, decontamination and site restoration. The plan emphasizes transparency and ongoing dialogue with local officials, environmental groups and community organizations.

The PREB will now review the decommissioning plan, budget and community engagement strategy. Genera must coordinate with PREPA, the P3A and LUMA throughout the process and conduct inspections to determine whether any components can be salvaged for use at other sites.

Confidential portions of the decommissioning plan were submitted under seal, and Genera will file a memorandum supporting its confidentiality request within 10 days.

First flight carrying 7,000 pounds of aid departs for Venezuela

An alliance of businesses, artists and organizations sent the first of several flights from Puerto Rico to Venezuela on Wednesday, carrying nearly 7,000 pounds of medicine, food, generators, equipment and infant supplies.

Jorge Hernández, president of Aerostar Puerto Rico, the private operator of Luis Muñoz Marín International Airport (LMM) in Carolina, said in a written statement that the company “provided the necessary resources and our team’s expertise to ensure these first planes could take off and land at their destination.”

The cargo departed from LMM bound for Simón Bolívar International Airport in Maiquetía, Venezuela.

zation and logistics.

The plan includes three phases: collection of essential supplies, federally authorized air transport, and direct distribution in the affected areas.

Organizers said they would make two flights on Wednesday and additional flights as the emergency evolves and new supplies accumulate.

“We saw the need for air transport so that this aid from Puerto Rico could finally reach Venezuela, and we all rolled up our sleeves as a team to make it happen,” said Julio Cabral, CEO of Grupo VRDG.

Cabral added that the effort included supply coordination, ground transportation, air transport and direct delivery in Venezuela.

Distribution in Venezuela will be handled by non-profit organizations. Cáritas Venezuela and Molina will receive and distribute the supplies, according to the group.

Aerostar and Grupo VRDG covered the costs of the aircraft that transported the cargo, so no public funds will be used, according to the organizers.

Droguería Betances donated medicines and essential products. Other supplies came from donations by citizens who responded to the call

from the Azriel Foundation, led by Delgado, and from figures like Jowell Muñoz of the duo Jowell y Randy.

The mission departed at noon on a flight operated by Air Cargo Carriers, an airline specializing in air cargo.

The Federal Aviation Administration, the Puerto Rico Federal Affairs Administration, Secretary of State Rosachely Rivera Santana and Ports Authority Executive Director Norberto Negrón Díaz also participated in the coordination.

The organizers urged the public to donate at collection centers to complete the upcoming flights.

Donation collection centers are located at Mario Quijote Morales Coliseum in Guaynabo, the Manatí Sports Acropolis, Francisco “Paquito” Montaner Stadium in Ponce, Isidoro García Stadium in Mayagüez, the Patillas Multipurpose Center and Maestro Tomás Dones Hernández Municipal Coliseum in Fajardo.

FY 2026 budget, certified by fiscal board, can’t yet be counted as balanced

Contrary to Gov. Jenniffer González Colón’s characterization, the commonwealth budget that took effect Wednesday was certified by the Financial Oversight and Management Board, not approved by the Puerto Rico government.

As a result, the government cannot yet count the budget as one of the four consecutive balanced budgets required for the oversight board’s termination under the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA).

The board said this week that it had certified a revised Commonwealth of Puerto Rico budget for fiscal year 2026, which ended Tuesday, June 30.

According to the oversight board, the revision amended the previously certified fiscal year 2026 budget to account for unbudgeted revenues as part of the normal year-end closeout process. The board emphasized that the revised fiscal year 2026 budget is separate from the fiscal year 2027 budget, which it had previously certified.

The oversight board said it developed the revised fiscal year 2026 budget because the governor and the Legislative Assembly did not officially submit a revised budget for certification within the timeline communicated to the government under Section 202(a) of PROMESA.

“In fact, as of the evening of June 30, 2026, the close of

the fiscal year, there was no agreement on amendments to the revised fiscal year 2026 budget,” the oversight board said in a statement. “Therefore, the Oversight Board certified a revised fiscal year 2026 budget that is compliant with the Fiscal Plan for Puerto Rico, as is the final budget for fiscal year 2026.”

The dispute, the board said, was not over the overall level of government spending. Rather, the governor and the Legislative Assembly failed to reach consensus on certain issues, preventing them from moving forward with a jointly developed revised fiscal year 2026 budget.

The oversight board added that the revised budget it certified could still qualify as compliant with the conditions for the board’s termination under Section 209 of PROMESA, provided that the commonwealth’s independent financial audit determines that fiscal year 2026 was balanced under modified accrual accounting standards, as required by PROMESA.

Office of Management and Budget Director Orlando C. Rivera Berríos noted meanwhile that the board’s Wednesday letter referred to the fiscal year 2025-2026 budget, which ended June 30, and not to the fiscal year 2026-2027 budget, which took effect July 1.

“It is important that the public receives the information in its proper context,” Rivera Berríos said. “The [oversight board’s] determination refers to the budget that ended yesterday and should not be interpreted as an evaluation or certification of the budget for the new fiscal year.”

Rivera Berríos said the two budgets are part of separate processes and warned that conflating them could create a misleading impression of the current budget’s status.

He also said both budgets were prepared responsibly, consistent with the administration’s fiscal discipline policy and in compliance with applicable legal provisions.

“At the Office of Management and Budget, we reaffirm our commitment to continuing to promote fiscal transparency and the responsible disclosure of budget information, to guarantee that the people of Puerto Rico have access to accurate, complete, and properly contextualized data,” Rivera Berríos said.

The Financial Oversight and Management Board emphasized that the revised fiscal year 2026 budget is separate from the fiscal year 2027 budget, which it had previously certified.

Takeaways from a transformative Supreme Court term

The U.S. Supreme Court on Tuesday concluded a momentous term that began in October and involved decisions in nearly 60 cases. Here are some themes that emerged from the court’s rulings.

The court expanded presidential power and handed conservatives lasting wins.

The justices were willing to put some limits on President Donald Trump, but the court’s six-member majority of Republican nominees delivered long-sought wins for the conservative legal movement. The court expanded executive power by allowing Trump and future presidents to fire leaders of independent agencies for any reason or no reason at all. That decision, delivered Monday, overturned a 90-year precedent that had allowed Congress to protect such regulators from at-will removal and to insulate the agencies from political pressure.

Ahead of the midterm elections, the conservative majority also significantly narrowed the Voting Rights Act, making it possible for Republicans throughout the South to redraw congressional maps and dismantle majority-Black districts. And in a pair of decisions decided on 6-3 votes, the court allowed the president to move forward with plans to expel hundreds of thousands of migrants from the country — and to turn away others at the U.S.-Mexico border.

The court at times checked Trump’s boundary-pushing agenda.

At the same time, the justices picked key moments to push back on some of Trump’s signature policies. An ideologically diverse set of justices invalidated the president’s sweeping tariffs on imports from nearly every U.S. trading partner.

In the final week of the term, they decisively rejected the president’s attempt to end birthright citizenship for babies born to undocumented immigrants and temporary foreign residents. And the court blocked Trump from immediately firing Fed governor Lisa Cook.

Trump’s nominees disappointed him.

Trump’s three nominees — Justices Neil Gorsuch, Brett Kavanaugh and Amy Coney Barrett — often supplied crucial votes to reject the president’s agenda by joining coalitions that included the chief justice and the court’s three Democratic appointees. Though Trump has over the years criticized all three

justices, saying they had been disloyal, it has been Barrett who has received the most blowback from the right.

She wrote the majority opinion in a 5-4 decision allowing some mailed ballots to be counted after Election Day, and she joined Chief Justice John Roberts’ majority opinion sustaining birthright citizenship on constitutional grounds. After Barrett and Gorsuch voted to reject Trump’s tariffs program, he called them “fools and lap dogs,” and “an embarrassment to their families.”

Gun rights prevailed as LGBTQ protections waned.

The court continued to expand Second Amendment rights, ruling that the federal government could not disarm a gun owner who was an occasional marijuana user, and that Hawaii could not require people carrying guns to have explicit permission from owners before entering private property that is otherwise open to the public.

In cases on gay and transgender rights, the justices handed conservatives wins. They ruled that Colorado’s ban of “conversion therapy,” intended to change a minor’s gender identity or sexual orientation, violated the First Amendment. And they said states were free to bar transgender female athletes from competing in girls and women’s school sports.

The chief justice is in charge.

Roberts showed once again that he was in control of the court he joined more than 20 years ago. He voted in the majority more often than any of his colleagues, and he wrote for the majority in nearly all of the most significant cases this term, including the court’s decisions to block the president’s birthright citizenship order and his attempt to impose sweeping tariffs.

In those cases, Roberts was able to assemble ideologically diverse coalitions with the liberal justices and one or more of the justices nominated by Trump in his first term.

Democratic outsiders keep rolling: 5 takeaways from Colorado’s primaries

The insurgent progressive movement jolting the Democratic Party rolled through Colorado on Tuesday evening in the latest test of the left’s ability to oust establishment politicians and usher in generational change.

In two primary battles between mainstream figures and candidates running to their left as Washington outsiders, the more liberal candidates prevailed. Melat Kiros, a 29-year-old lawyer and democratic socialist, toppled a veteran congresswoman in Denver, while Phil Weiser, the state attorney general, stopped Sen. Michael Bennet’s bid to move from Congress to the governor’s mansion.

But in a third key primary race, Sen. John Hickenlooper staved off a progressive challenger.

Here are five takeaways from the night in Colorado, where Democrats will be favored in all three races in November. Even older progressives are falling to young left-wing challengers.

Rep. Diana DeGette, who lost to Kiros, sported legitimate

progressive credentials. She was a strong backer of “Medicare for All,” and she ran a television advertisement featuring prior praise from Rep. Alexandria Ocasio-Cortez, D-N.Y., who did not pick a side in Tuesday’s primary.

Nevertheless, she met her match in Kiros, who centered her campaign on calls for generational change — DeGette, 68, was first elected to Congress the year before Kiros, 29, was born — and on opposition to Israel over the war in the Gaza Strip.

DeGette said last year that she opposed the sale of “offensive weapons” to Israel, but in the past she had called herself a “strong supporter of Israel.” Kiros was far more outspoken in her opposition to the war and her calls to end U.S. military aid to Israel.

Socialists are racking up victories around the country.

Kiros adds to a growing number of socialist candidates expected to enter Congress next year, including Claire Valdez and Darializa Avila Chevalier of New York and Chris Rabb of Pennsylvania.

Running in a deep-blue Denver district, Kiros did not

shy away from her socialist label. She welcomed support from the Democratic Socialists of America and Hasan Piker, a provocative left-wing livestreamer who is popular with young progressives but controversial with the party establishment.

Her victory is likely to further embolden the ascendant movement, which has aspirations beyond deep-blue cities. In Wisconsin, a candidate for governor, Francesca Hong, will test whether socialism can appeal to voters in a swing state. And two battleground Senate candidates who do not identify as socialists but also have left-wing, populist politics — Abdul El-Sayed in Michigan and Graham Platner in Maine — are on similar missions.

One establishment veteran wasn’t caught flat-footed. On the surface, Colorado’s Democratic primary for Senate mirrored the kinds of races that have been ripe for upset victories this year: A 74-year-old moderate incumbent who had spent 20 years in state politics faced a younger progressive who was once a DSA member.

5 temperature records meteorologists are watching this week

Asearing heat wave was expected to expand and intensify across much of the United States through the weekend, as a heat dome traps hot air close to the ground.

Many records are projected to fall. Here are the ones that forecasters are watching closely.

How many days at 100 or above?

Many places will reach 100 degrees for two, three or even four days straight. On some of those days, a few places may even hit 105 or higher, with a heat index up to 115. Washington, D.C., was predicted to hit 100 or above Thursday, Friday and Saturday. The city could also reach 100 as early as Wednesday. The city has recorded four days in a row of 100 degrees or higher only two other times.

Philadelphia’s longest run of consecutive days with temperatures of 100 or more is three, which happened in July 1966 and July 1993. This week, the city was projected to tie with the record, and there is a chance to break it.

New York City could hit 100 for first time in 14 years.

The thermometer at Belvedere Castle in Central Park, the city’s official weather station, hasn’t recorded 100 since July 18, 2012. This week, the city is poised to hit 101 on Thursday and Friday.

Hundreds of daily highs will be broken.

A daily high record is the highest temperature ever officially recorded on a certain date at a specific weather station. These records are often the first to fall, because there are 365 opportunities each year, versus only 12 chances with a monthly one.

More than 100 records are expected through Saturday, at locations spread from Tennessee and Ohio, east to Washington and all the way north into Maine.

Nighttime records will also fall.

Sometimes, the temperature at a weather station stays hotter at night than ever before on that date. Meteorologists call that a “daily record high minimum.”

This week, meteorologists at the National Weather Service said that more than 200 such records could be broken. They’ll likely fall over a broader geographic area than the daytime records — from Texas to North Carolina and up to Maine.

These records get broken when a hot air mass over an area prevents temperatures from cooling down as they usually do overnight, which is what’s expected to happen this week. These conditions are especially dangerous because people’s bodies typically get a chance to recover from the heat of the day when the sun goes down and the air cools down. This week, overnight lows are expected to drop only into the 70s to near 80s, providing little relief. People without air conditioners will be at particular risk for heat illness.

There could be a few new all-time records.

All-time record high temperatures mark the highest temperature since record keeping began at a designated location. They are broken only rarely, especially at places where the records go back more than 100 years — as they do in many of the big cities along the East Coast.

Bennet’s votes to confirm a few of Trump’s Cabinet members, Weiser won that metric.

But toppling a U.S. senator in a statewide race remains considerably more difficult than ousting a House member, at least on the Democratic side. And Hickenlooper turned back his challenge from Julie Gonzales, a state senator, by nimbly moving to the left and drastically outspending her.

Hickenlooper focused his campaign pitch on liberal priorities like overhauling the Immigration and Customs Enforcement agency. He also earned some support from labor and activist groups, preventing Gonzales from consolidating progressives.

Perhaps most significantly, he raised nearly $8 million, while she had less than $1 million at her disposal.

Trump loomed large in an upset in the governor’s race.

Colorado’s other senator was not so fortunate.

Bennet lost his bid to become the state’s next governor to Weiser, who had trailed by 30 percentage points in polls last year but managed to make the race a referendum on how forcefully the two candidates were opposing President Donald Trump. Democrats keep picking progressives in key House races.

In swing districts from California to Pennsylvania this year, Democratic voters have bucked the conventional wisdom of running centrist candidates who can peel off independent voters against Republicans. Instead, they have backed left-wing candidates.

Coloradans took a similar approach Tuesday, choosing Manny Rutinel, a progressive state lawmaker, over Shannon Bird, a more moderate legislator, in the Democratic primary race to face Rep. Gabe Evans, a vulnerable Republican in a district north of Denver.

The general election will also be a test of whether Democrats can regain support from Latino voters. Rutinel, who is Dominican American, will need a sizable chunk of them in a district that is nearly 40% Latino to beat Evans, who is Mexican American.

A new one is a sign of an extreme heat event.

This week, all eyes are on Washington, where a new all-time high is not impossible. Ronald Reagan National Airport, the city’s official weather station since World War II, has a record high of 105, set in July 2012. The projected high in Washington this week was a moving target Tuesday, but the latest official forecast from the weather service predicted the temperature would top out at 103 on Friday.

The all-time high in Concord, New Hampshire, is 102, set July 4, 1911, and again July 3, 1966. That record may have a better shot at falling, with a high of 102 expected Thursday.

It’s a longer shot in New York City, where the highest temperature ever recorded at Central Park is 106 and this week’s high is most likely to top out at 101 on Thursday. It’s a similar story in Boston, where the all-time high is 104, and the week’s high is likely to be 99 degrees, also Thursday.

The Supreme Court remembers its principles

For nearly a century, the Supreme Court has made it difficult for a president to defy the clear text of a law passed by Congress. The court prevented Franklin D. Roosevelt from firing a leader of the Federal Trade Commission in 1935. It stopped the Reagan administration from defying a pollution investigation in 1988. It helped block Barack Obama’s attempt to expand immigration protections in 2016. Its decision Monday allowing President Donald Trump to fire FTC commissioners represents a break with this history. The ruling dismisses long-standing precedent and effectively discards a 112-year-old law that said the president could fire commissioners only for “inefficiency, neglect of duty or malfeasance in office.” Trump can now fire commissioners in regulatory agencies simply because he wants to.

The majority opinion by Chief Justice John Roberts says that requiring presidents to have cause when they fire agency heads conflicts with the separation of powers in the Constitution. Because the Federal Trade Commission exercises executive power, it “must therefore be controlled by the chief executive,” Roberts wrote. The majority has decided that Congress erred when it tried to insulate the FTC and a couple of dozen other agencies from partisan politics by stipulating that its leaders be semi-independent. The ruling happens to suit perfectly the view of Trump, who has said that Article II of the Constitution gives him “the right to do whatever I want

Perhaps the clearest sign of the ruling’s weakness is that the six justices in the majority — the six appointed by Republican presidents — do not even have the courage of their misguided convictions. In another ruling Monday, the court rejected Trump’s bid to fire Lisa Cook from the Federal Reserve Board. In this case, the chief justice denied Trump’s bid to fire Cook with only a thin pretext of cause and no notice or hearing. Allowing the firing, Roberts wrote, would require an “interpretive leap out of step with the statute Congress enacted and our nation’s tradition of central banking protected from political interference.” The vote was 5-4, with the chief justice joined by the court’s three liberals and Justice Brett Kavanaugh. The ruling sent the case back to the lower courts. Cook must receive due process to dispute the charges against her, and then a lower court will evaluate Trump’s claimed cause, the court ruled.

It is a good outcome. Though the case will continue, the court is effectively disposing of Trump’s bid to end the Fed’s independence. But why is the statute Congress enacted to protect the Fed from political interference worth upholding but not the law that established the FTC? Justice Amy Coney Barrett, dissenting in the Cook case, pointed out that the two holdings are in “serious tension” with each other. “How can history support both a categorical rule and a carve-out?” she asked. There is no answer.

In truth, the main distinction is that many Republicans care more about a well-functioning Fed than about any other agency. Other agencies often regulate businesses and individuals in ways that free-market conservatives oppose. The Fed has regulatory powers too — which makes the carve-out all the more questionable — but also sets monetary policy and thus affects the health of financial markets. The decision effectively limits the president’s ability to roil those markets while giving him wide latitude to fire regulators who monitor corporate excess.

The logical flaws in the two opinions continue a worrisome pattern with the current Supreme Court. The six Republican-appointed justices do occasionally stand up to Trump’s abuses of power, including his attempt to enact unilateral tariffs (another policy, notably, that corporate America did not favor). But they are inconsistent in their defense of the Constitution. They give Trump wider latitude than they gave President Joe Biden or Obama.

Most worrisome, the Supreme Court is bestowing new powers on a president who often behaves as an aspiring autocrat, defying bipartisan tradition and even the law in the pursuit of personal authority.

The decision in the FTC case springs from a conservative idea known as the unitary theory of the executive. The theory holds that nearly all power in the executive branch ultimately comes from the president. Voters have chosen only the president, along with the vice president, to run the executive branch. And the Constitution delineates three separate

branches of government, which means that Congress should not be able to pass laws restricting the president’s ability to fire or hire officials working in regulatory agencies such as the FTC, according to this view.

Proponents of the unitary theory believe that the executive branch has mushroomed into a vast, unaccountable bureaucracy in which even a president can struggle to carry out policies. This concern is partly reasonable. Presidents of both parties have shared it in their own ways. Creating a nimbler and more responsive executive branch would be a worthy project.

Yet the unitary theory ends up being more radical, and more disruptive to the previous understanding of the separation of powers, than its advocates typically acknowledge. There is no question that Congress has some authority over regulatory agencies. The Constitution gives the Senate confirmation power for top positions, for example. Roberts says this merely gives the Senate the power to confirm or reject the appointees that the president prefers. But this view throws out nearly a century of practice that Congress put in place because it saw bipartisan composition as a strength for agencies.

With the new ruling, the court is creating a super-empowered presidency — outside of the Fed, that is. A president will now be able to fire officials at a range of agencies that had previously had some protection from politics. Many of these officials have expertise in their fields. The list of such agencies includes the National Labor Relations Board, the Securities and Exchange Commission and the Federal Communications Commission.

Central to the success of the American experiment over nearly 250 years has been the balance of powers among the three branches of government. Together, Trump and this Supreme Court are upsetting that balance. They are deviating from a tradition that has lasted more than a century, in which parts of the government operate with bipartisan leadership removed from everyday partisan politics, as Congress intended. The effect is to sideline Congress, which the authors of the Constitution viewed as the primary branch among equals. The Supreme Court on Monday created a government run by a very small number of people who work at either the Supreme Court or the White House.

Afew times early in “Supergirl,” its heroine looks like a mess — a beautifully styled and scrupulously photographed one, true, but a wreck nevertheless. She likes to party hard, this chick, and will slam down drinks as heedlessly as any bro on a bender before crawling into bed alone on her artfully groovy, dishabille spaceship. When she finally wakes, she’s trying to swat away her frisky dog, Krypto, and protect her eyes from the morning light with mod, oversized Jackie O-style shades. There’s a reason that she drinks heavily, or so the movie insists, even as it keeps squeezing more comedy than pathos out of her intemperance.

However intentional, the metaphoric resonance of this opener is pretty funny, and feels very much on point. Like Supergirl — who goes by Kara and is played by the winning Milly Alcock — faithful moviegoers have been caught up in a seemingly interminable cycle of indulgent excess and morning-after regret. That’s at least one way to describe what it’s been like

‘Supergirl’ review: This glass ceiling is made of kryptonite

to have watched the numbingly similar superhero stories that have flooded cinemas for decades. Because, while some of these entertainments offer indisputably pleasurable highs, all this bingeing has been unhealthy for the mainstream film industry. It’s been a drag and, to judge from this movie, it has put a strain on those making new superhero flicks.

The strain shows in different ways in “Supergirl,” which is derivative if altogether watchable, largely on account of its star. It’s the latest addition to the so-called DC Extended Universe, which includes movies focused on superheroes from DC Comics, including the big guy himself: Superman. Created by Jerry Siegel and Joe Shuster, Superman fell to earth and hit the page in 1938, and his cousin, Supergirl, followed around two decades later. In the years since, she made the rounds on the big screen and off, re-emerging in her current incarnation in James Gunn’s “Superman” (2025). She made an impression, though she was upstaged by Krypto, an irrepressible agent of chaos, which Gunn based on his own rescue.

The new movie, written by Ana Nogueira and directed by Craig Gillespie, announces its tone almost at once with a tight shot of Krypto urinating on a newspaper photo of Superman (David Corenswet). It’s a brief, ostentatiously silly moment that announces that this isn’t another Superman movie even if, of course, it is, because the Man of Steel will always be the headliner. The filmmakers are clearly trying to put a bit of distance between these superheroes by playing it light and irreverent. That they’re sullying DC’s marquee attraction — one that Gunn and company have redefined as a sweetly cornball, old-fashioned hero — is definitely a choice. That they haven’t done Supergirl

any real favors in doing so is another.

The problem isn’t that Supergirl has to win the audience over; many viewers will be in the tank for the character out of habit, loyalty or just inclination. The issue is that the filmmakers expend too much effort trying to establish Supergirl as notSuperman. He’s the straight arrow, she’s the naughty one, and so on. That isn’t a dilemma; it’s a recipe out of a screenwriting manual. If she were, say, chatting up her fellow barflies about gender oppression, that would distinguish her from her superbrethren. For the most part, though, Supergirl is just another young, alienated extraterrestrial grappling with some eternal existential hurdles, some seriously far out. She’s naturally appealing, and Alcock makes her all the more so.

Things settle down once the story kicks in. It’s familiar, painless and hinges on a girl, Ruthye (Eve Ridley), who’s out for vengeance. She’s chasing a pack of thugs led by Krem (a lustily showboating Matthias Schoenaerts), whose facial studs suggest that he was trying to bedazzle a motorcycle jacket but missed. He and his crew swooped down on Ruthye’s family on Holzherr, a planet that — to judge from her fast moves and formal speech — is north of Westeros. That’s the home of Arya Stark, the wee avenger from HBO’s “Game of Thrones” series whom Ruthye evokes. It’s a small Warner Bros. world, after all (HBO is owned by Warner Bros. Discovery): Alcock was in HBO’s “House of the Dragon,” a “Thrones” prequel.

By the time a visibly entertained Jason Momoa — another “Game of Thrones” alum — shows up on a tricked-out motorcycle looking like a pumped, wayward member of the band Kiss, it’s hard not to wonder how far the corporate synergy will go. Far, very far, because once all the parts are in place and Supergirl and Ruthye are bonded, they’re fighting shoulder to shoulder in an adventure that owes a conspicuous debt to George Miller’s “Furiosa” films (yet more Warner Bros. releases). That this movie never matches the brilliance of Miller’s goes without saying, despite the heavy-metal clanging. That Alcock manages to rise above the fray with a performance that never feels like borrowed goods is at once a surprise and a gift.

In a warning sign, analysis shows publicly traded credit funds are unprofitable

The majority of publicly ⁠traded ⁠business development companies (BDCs) — the visible part of the private credit ⁠market — have turned unprofitable due to falling asset values and rising costs, a Reuters analysis shows, in the latest sign of pressure building in this highly leveraged corner of finance.

The $3.5 trillion private credit industry, where specialist funds step into a role traditionally held by banks to lend to midsized companies, has lately come under stress due in part to its sizeable exposure to software companies disrupted by AI advances. BDCs are investment loan vehicles that make money by

adds in debt costs and changes in loan values, using figures either from a third party appraisal company or by the BDC’s fund manager.

Using that data, the group was unprofitable for the first time since at least 2024, largely due to writedowns on the value of their assets, such as loans to software companies.

Across the group collectively, average profits fell to negative $7.6 million in the first quarter of 2026 from $26 million a year earlier, S&P Global numbers showed.

S&P’s metric shows that 28 of these 53 BDCs were loss-making, compared ⁠with ⁠12 a year ago and 10 in 2024, ⁠according to Reuters calculations, which were reviewed and affirmed by three academics, two industry analysts, and S&P itself.

collecting interest payments on credit extended to borrowers.

A Reuters analysis of balance sheet data from S&P Global Market Intelligence examined 53 publicly traded BDCs, finding that their loan losses and debt costs have jumped. A ⁠number of those BDCs are ⁠also utilizing more off-balance-sheet borrowing.

Companies in this industry tend to be appraised based on the health of their net investment income, which excludes changes in underlying loan values.

However, S&P’s data platform standardizes net profit figures across all BDCs to arrive at a bottom-line income figure that

“It is ⁠a sign. Fund managers are marking assets down more widely than we’ve seen in this cycle,” said Leyla Kunimoto, founder of Accredited Investor Insights, an analyst website, who reviewed the Reuters analysis. “This will translate into lower returns for investors.”

“This tells us that the entire universe is now re-valuing their loans,” said Kunimoto, who is also a private credit investor.

Ji⁠í Król, global head of the Alternative Credit Council, said BDCs are important in providing capital for middle-market businesses to grow.

“Investors in BDCs benefit from standardised and transparent reporting, particularly around portfolio assets, valuation, leverage and performance,” he said. “This transparency is much higher than that of bank balance sheets.”

BDCs’ interest expense has crept up by a fifth ⁠in the past two years, from an average of around $23 million to roughly $28 million, S&P data shows.

These funds have also borrowed more in ways that ⁠boost income and cash levels. Borrowing by BDCs, known as payment-in-kind (PIK), adds debt to the balance sheet while its interest is counted as income.

“While PIK income may ultimately be earned by investors, it is non-cash income and can be an early indicator of eroding credit quality,” said Steve Novakovic, managing director of Educational Programs at the CAIA Association, a professional accreditation for studies in alternative investments, who also reviewed the Reuters analysis.

US mobilizes for Venezuela despite Trump’s disdain for foreign aid

The Trump administration has mobilized money, personnel and military equipment in response to the earthquakes in Venezuela, in what aid experts say is a major U.S. disaster relief effort.

A U.S. response on that scale, which includes $100 million in new funds for partner aid organizations, would typically be unsurprising. But it comes from an administration that has slashed foreign aid budgets and maintained that the United States should bear a lighter humanitarian burden worldwide.

At the same time, President Donald Trump has an incentive to assist Venezuela, where he is trying to foster a U.S.driven oil production boom after his military seized Nicolás Maduro, the country’s strongman leader, in January. Soon afterward, Trump said he expected that the United States would be running the country and extracting its oil for years.

Secretary of State Marco Rubio has rejected complaints about last year’s dismantling of the U.S. Agency for International Development and deep cuts to other foreign aid programs by insisting that other wealthy nations, like China, must contribute more than they do.

But after a pair of powerful quakes last Wednesday in Venezuela, he boasted about America’s response. “It’ll be big; it’ll be fast; and it’ll be effective,” he told reporters last week.

The most urgent priority after an earthquake is the deployment of search-and-rescue teams able to find survivors, who have just hours to live if trapped in rubble. The U.S. State Department has sent three such teams totaling 300 people. The teams are from Los Angeles, the Miami area and Fairfax, Virginia.

The size and speed of the U.S. deployment to Venezuela were on par with previous efforts, said Jeremy Konyndyk, president of Refugees International and a director of disaster response at USAID during the Obama administration.

“It seems like the system has worked the way it was meant to work,” he said. “They just borrowed from the systems that USAID had developed over the decades.”

He added that State Department officials appeared to have made a course correction after the Trump administration was widely criticized for failing to send search-and-rescue teams to Myanmar after an earthquake there in March 2025. U.S. officials were demolishing USAID at that time, and they

fired three aid workers who had arrived in Myanmar to do assessments.

However, Konyndyk said that the State Department’s announcement on Monday of $300 million in total U.S. aid for Venezuela involved sleight-of-hand calculations.

Of the total, he said, $100 million comes from a pooled fund at the United Nations Office for the Coordination of Humanitarian Affairs and is not new money dispensed by the State Department after the earthquakes. The department had announced before the quakes that it was giving funds to that U.N. office.

Asked for comment, the State Department confirmed in an email that $100 million had indeed been mobilized by the U.N. agency. Of the other $200 million, half was money or material support given by the Defense Department and the Federal Emergency Management Agency to the State Department for its own logistics.

That left $100 million in new funds announced since the quakes for partner aid organizations, the department said.

The department said that tens of millions of its aid would

be disbursed or used by groups including the Red Cross, UNICEF, Samaritan’s Purse and Catholic Relief Services.

The immediate U.S. response has been comparable to some other major U.S. disaster relief efforts in recent decades.

Days after a January 2010 earthquake that devastated Haiti and ultimately killed more than 100,000 people, for instance, President Barack Obama pledged an initial $100 million in aid. (That was just a first step, however: Within five months, the U.S. contribution would total more than $1 billion and was still growing, according to the Obama White House.)

It remains to be seen how many U.S. dollars pledged actually reach Venezuela. Trump often fails to follow through on showy financial pledges, although that is less true for funds announced by the State Department, as is the case here.

The U.S. military is at work in the country. A U.S. team helped repair two damaged runways at Simón Bolívar International Airport, near Caracas, where 100 airmen have arrived to help manage a coming flood of relief supplies from around the world, according to the Defense Department.

About 130 U.S. Marines have also begun arriving to help reopen the port of La Guaira, where the amphibious landing ship Fort Lauderdale is docked, so that supplies can be received there. U.S. planes, helicopters and satellites are conducting aerial damage assessments of the country, according to the State Department.

Michael LeFever, a retired Navy vice admiral who oversaw the U.S. military disaster relief operation after a major 2005 quake in Pakistan, said his impression was that the absence of USAID’s longtime infrastructure was “hampering our impact.” And a lack of working ties with Venezuelan officials — the United States and Venezuela had frosty relations for decades before Maduro’s capture — will further complicate efforts, he said.

Killed by the Venezuelan quakes just hours after being deported from US

The plane carrying 146 Venezuelans deported from the United States arrived at Venezuela’s main airport last Wednesday — just eight hours before the ground began to violently shake.

Venezuelan officials welcomed the deportees — 120 men, 19 women and seven children — and recorded carefully staged videos celebrating their arrival after spending weeks in U.S. detention centers.

Most, if not all, were then ferried away from the cameras to a state-run holding facility, where they settled into bunk beds and were told they would be released the next day, after being processed, two deportees told The New York Times.

But as the sun began to set, the building started to sway, and what was supposed to be a bittersweet homecoming turned into one of the countless devastating tragedies to emerge from the back-to-back earthquakes that ravaged Venezuela last week.

Inside, the deportees screamed and scrambled to escape as the walls and ceilings fell around them, burying most of them beneath a hulking pile of rubble, two survivors told the Times.

Ninoska Gutiérrez Rodríguez, 45, said she rushed out of the room where she had been placed with other women on the first floor and barreled down a hallway, pushed and pulled by other deportees desperate to flee, when a wall pinned her legs.

She was trapped near two unresponsive men who had been struck on the head by metal beams. She yelled for about 45 minutes — “Auxilio!” “Help!” — until she dug herself out of the rubble.

Outside the flattened building, government officials loaded six survivors into a van. Gutiérrez Rodríguez said she ran into four other deportees, dust-covered and disoriented, stumbling in the darkness.

They were some of the few who made it out alive.

“We were anxious to return to our country to be free again,” said Gutiérrez Rodríguez, who had been detained by U.S. immigration officials in Miami after nearly two years in the United States. “For this to happen is terrible, absolutely terrible.”

As rescuers continue to recover bodies across Venezuela, pushing the death toll past 1,900 on Tuesday, the fate of Venezuelans deported by the Trump administration the same day the earthquake struck has thrust their relatives into an agonizing search for answers.

The Venezuelan government has not said how many deportees were in the building, which was perched on a hilltop in La Guaira, the hardest-hit state, or how many died. The government did not respond to requests for comment, and the families of the deportees said it has provided them with little information and restricted access to the facility.

Accounts from the families, shared in interviews with the Times, suggested that many of the deportees may have perished, their bodies recovered or still trapped in the rubble. Only a handful of survivor accounts have trickled out.

“No one wants to lose a family member, and if he is dead, at least tell us where his body is so we can give him the Christian burial he deserves,” said Glina Audivet, 42, whose brother, Ángel Romero, 31, was still missing. “He went to the United States in search of a better future, because unfortunately, there isn’t one in Venezuela.”

Left to fend for themselves, families have traveled from across Venezuela to La Guaira to demand answers from government officials. They have resorted to desperate pleas on social media, sharing pictures of their missing loved ones. And they have organized through a WhatsApp group called Vuelo 164 — or Flight 164, the flight number used by Venezuelan officials.

Their searches have often turned into days of anguish as they sift through decomposing bodies at morgues and hospitals, on the lookout for the identifying bracelets the deportees were given when they landed in Caracas, the country’s capital.

Anyela Escandela Reyes said she had bought her son, Arturo Alejandro Morales Escandela, 24, new clothes and organized a surprise party, filled with balloons and pictures of him, to welcome him home after he had been detained while driving in Texas.

His homecoming also coincided with his 25th birthday.

He called her from the holding facility last Wednesday afternoon, Reyes said, and asked for his grandmother’s address,

where Venezuelan officials were supposed to drop him off. But a few hours later, the ground began to shake, and she never heard from him again.

His relatives set out on a more than 10-hour drive to La Guaira, rushing from hospital to hospital over three days, until they found his remains. They were able to identify him by a tattoo on his arm. The family buried him a few hours later in a rushed funeral because his body was badly decomposed.

“I was waiting with a welcoming hug,” Escandela Reyes said, sobbing. “Not a farewell hug.”

Her son and other deportees had traveled on one of the three weekly deportation flights that have returned tens of thousands of Venezuelans to their homeland as part of the Trump administration’s crackdown on migrants. Many traveled north in the past few years, risking their lives in a dangerous trek as millions of Venezuelans fled an economic collapse and the country’s authoritarian regime.

The U.S. Department of Homeland Security did not respond to requests for comment on whether deportations would be paused as a result of the earthquakes, which damaged the international airport outside Caracas. But there have been no deportation flights to Venezuela since last Wednesday, according to online flight trackers.

The facility where the deportees were held — a four-story, concrete refuge with a brick roof — was run by Venezuela’s intelligence services, known as SEBIN, an arm of Venezuela’s repressive regime. The force has a long history of political suppression and human rights violations, from torture to arbitrary detentions.

At least one survivor told the Times that the SEBIN had threatened him to remain quiet about what had happened at the facility.

Relatives of missing deportees accused the Venezuelan government of not prioritizing a search for survivors and of providing scant information: The government shared phone numbers where the families could call, but the phone lines appeared to be down.

Daniely Pastora Hurtado Suárez, 32, said she was one of the first relatives to reach the facility last Wednesday night, searching for her husband, Eduardo José Ozal Mujica, 32, who had lived in Colorado and was detained by U.S. officials while making food deliveries.

She returned day after day and saw SEBIN officials eventually cordoning off the facility as more families gathered at the site. She and other relatives said they saw little rescue activity at the facility, even as families clamored to be let in to search themselves.

She eventually found her husband’s body Sunday at a makeshift morgue in La Guaira that was filled with the foul stench of death. The bodies were so mangled, she said, that she almost took the wrong body home.

Pastora Hurtado said she was filled with guilt: She had persuaded her husband to migrate to the United States three years ago so he could find a stable job and send money to give their 8-year-old son, Fernando José, a better future.

“My husband didn’t want to leave Venezuela,” she said over tears in a phone interview. “You don’t know how happy he was when they finally told him he was being sent to Venezuela.”

On Monday, two international rescue groups arrived at the facility with rescue dogs, families said. They determined that there were no signs of life beneath the rubble, and excavators soon began to arrive. Six relatives lingered outside the facility the next day, in hopes of recovering a body.

For these teens, soccer is life. Now, the cartels want in.

The soccer tournament gathered teenagers from around Celaya, an industrial city in central Mexico, offering a refuge from the death and violence that have become a way of life here.

As the Ravens waited for their next match, some players stretched between games, taking a moment of silence to focus. Others glared at the competition as they gathered around a boom box blasting narcocorridos, polka and waltz-based ballads extolling the lives of Mexican drug lords.

“I don’t like it, but I can’t tell them to turn it off,” said their coach, Sugey Milagros Salinas Grimaldi. “They are very loyal to their way of living, and I must respect that.”

Some of the songs were about their own loved ones, killed in gruesome ways while slinging drugs, a common path out of poverty in Celaya. Shutting off the music risked insulting the memory of their dead, Salinas explained.

She struggles to keep the children of Celaya, one of the world’s most dangerous cities, off the streets and away from the cartels. She has watched with alarm as her students join the criminals that have woven themselves into the city’s social fabric or fall off the grid, slipping into addiction.

Now, the cartels are moving to control the local soccer leagues by any means necessary, gunning down spectators and assassinating or kidnapping players.

They threaten one of the city’s last remaining joys and a rare, honest possible pathway out of poverty for local children. Who would recruit these teenagers first, Salinas or the cartels?

Far from the crowds of the World Cup games, many of the soccer fields have gone silent around the city. The crowds here have been replaced with crosses and monuments bearing the names of victims: players, referees and spectators who were gunned down.

When a cartel killed 11 people after a game in January, local governments suspended all soccer events for nearly a month. When they resumed, many players were too afraid to return.

Not the Ravens.

The boys played hungrily, weeks of cabin fever erupting onto the soccer field. Some of the players mocked their rivals, egging them on.

“You express what you need to express on

the field!” Salinas yelled, urging the team to release their frustrations through the sport, not fistfights.

In moments like these, Salinas relied on Juan Pablo, 14, her star player and the team’s captain. Juan Pablo came from a farming family and was everything she wanted her other players to be: well-behaved and respectful, with a stellar school attendance.

He tried to rally his teammates, urging them to work together.

But another player, Manuel, 13, was picking fights with the referee and questioning his calls. He could be a star, but his emotions made him quick to anger and quick to get a yellow card.

Manuel was out of practice. He had missed two months of school to get high, a brief reprieve from his difficult life: A brother had been killed by a cartel, his father had hanged himself, and his mother worked long hours yet could barely make ends meet.

Salinas had kicked him off the team until he cleaned up. The tournament was his first time playing in months.

Both Manuel and Juan Pablo were eager to show off their skills, hoping to be noticed by the scouts looking for young talent to feed into Mexico’s professional teams.

It is a race against time for both teenagers, in a sport where most retire at 35.

The Ravens are bound by poverty but little else — some come from humble farming families, others from households with criminal ties. On the field, Salinas tries to make them all equal. She funds the team herself since there is no public funding available.

From the sidelines, a Ravens mom cheered the team on. She had a pistol tattooed on one side of her neck with the year 1991 and an AK-47 with the name Alexis on the other.

“I love pistols and I was born in 1991,” explained the mother, Mirian Mendoza. “Alexis was my brother,” she said. “He died violently.”

The game ended. The Ravens had lost. Manuel fell to the ground, crying. Juan Pablo looked on as the winning team posed with their trophy, his eyes filled with hunger.

Juan Pablo headed home. A huge opportunity hung in the balance: an invitation for tryouts with Chivas, Guadalajara’s professional team. He just needed to raise $300 to go.

It could be the start of a new life.

Days later, a sign appeared on the soccer fields where the tournament had been held.

Mexico’s Bermuda Triangle Celaya and the surrounding areas are a kind of outpost for Mexico’s oil, piped in from faraway wells and refined in the area. While the state-owned refinery brought jobs, it also attracted the cartels, competing to siphon off the oil to sell on the black market. The illicit business has become a major cartel revenue stream, netting billions of dollars annually, according to the U.S. Treasury Department.

That has made the area one of Mexico’s most dangerous, ranked 13th in the world for homicides.

Locals say they live in the Bermuda Triangle. Commuters often disappear forever.

The community now fears it is losing itself. Children are shuttered in at night. Parties end early, if they happen at all. Several church festivals were canceled this year after cartel extortion threats.

It was only a matter of time until soccer became the next target.

“It hurts us a lot,” said Celaya’s mayor, Juan Miguel Ramírez Sánchez. “Sports is one of the only ways to save children from violence.”

The first episode happened in 2018, when a referee and a player were killed on the field. Last year, 13 players were killed across the metropolitan zone of Celaya. So far this year, 14 players and spectators have been killed.

The most bloody attack was the one in January, when 11 people were gunned down after a game in Salamanca, on Celaya’s outskirts. Local residents refer to that episode as “the massacre.”

In recent years, the cartels have established soccer teams to compete in minor league games to launder money and exert control over the communities they live and operate in, authorities say.

“They also make money off people’s betting,” said Salamanca’s police chief, Juan Pablo Ramírez Talavera, in an interview.

Ramírez Talavera estimated that criminal groups spend

tens of thousands of U.S. dollars a month on Salamanca’s games alone, a city of about 250,000 people. He said that up to 20 cartels and smaller gangs operate across Guanajuato state.

‘Maybe I could have done more.’

The decay of Celaya’s community has been personally painful for Salinas, the Ravens coach.

During her first year teaching in 2021, one of her students was gunned down at the age of 12, hooked on drugs and unable to pay his dealer. The mother of the student, Pedro, died when he was younger, and his father had abandoned him to migrate to the United States.

The boy was near-feral, stealing food and barely showering, Salinas said.

“I have always carried that with me,” Salinas said, crying as she recounted how her fellow teachers urged her not to get involved. “Maybe I could have done more for him.”

Salinas said she was called to the crime scene shortly after Pedro was killed — just another corpse in Celaya.

Unable to sleep for weeks, she was tormented by how she might have helped.

She decided to start a soccer team to give her students something to be excited about and committed to. To join, students must attend class regularly and behave on and off the field.

When asked why she named the team the Ravens, she replied without hesitation. “Because they are smart birds; they get what they want by looking carefully,” she said. “It’s like the children here, they are always looking for opportunities.”

Pedro’s story is why Salinas is so devoted to Manuel, the team member who lost his temper. Violence and poverty still stand between Manuel and the training he needs to reach his dreams.

Sitting in his mother’s room after school one day, Manuel exploded in tears.

“Football clears my mind of the problems in my house,” Manuel said, choking on every word as he sobbed. “What I have is hunger to win, to play well. But what I don’t have are opportunities.”

Manuel’s mother, María, watched in concerned silence. She knows soccer is a safeguard from the cartels seeking to recruit teenagers.

She knows the dangers firsthand, having spent a year digging around Celaya looking for the remains of her eldest son. He was found in a mass grave next to a grain mill.

“I always tell him, there is no such thing as friends. Go to school, play soccer, stay out of trouble,” she said.

Across town, Juan Pablo received bad news from Salinas. His coaches had not been able to raise the $300 he needed to go to the Chivas soccer camp. His parents tried to put on a good face, but they were also devastated.

Juan Pablo could be the family’s ticket out of poverty, out of the cramped house they live in on the small farm they manage in their backyard.

“I cannot imagine not being a professional player,” he said. “But I guess I could be a car mechanic.”
