preliminary hearing has been scheduled for next Tuesday, Jan. 13 in the case against Christian Serrano Rosario, who allegedly stabbed his five-year-old son to death inside their home in the El Tamarindo neighborhood of Caguas on Jan. 5 and reportedly claimed that “the devil” made him do it. “The devil was inside me,” Serrano Rosario said Tuesday as he was escorted from the Caguas police headquarters following his arrest. “It was the devil,” he repeated to reporters. Justice Secretary Lourdes Gómez Torres confirmed that prosecutors filed charges of first-degree murder and violation of Puerto Rico’s Weapons Law in connection with the child’s death. The case was presented before the Caguas Court of First Instance. Judge Irmarie Colón Massó found probable cause on both charges and set bail at $850,000 for each, totaling $1.7 million. Serrano Rosario was unable to post bail and was ordered held in prison pending the preliminary hearing. According to the investigation by the island Justice Department and the Puerto Rico Police Bureau, Serrano Rosario used a bladed weapon to kill the child inside the

family residence. The weapon was seized at the scene for forensic analysis, and the suspect’s vehicle was also impounded as part of the probe. Gov. Jenniffer González Colón condemned the crime, calling it “atrocious, macabre, and violent,” and vowed that the accused will face the full weight of the law regardless of his mental health condition. “There will be no leniency,” the governor said during a press conference on Wednesday. “The Department of Justice will file the appropriate charges so that he faces the full consequences.” González Colón added that the case has sparked widespread outrage and emphasized the importance of seeking timely mental health assistance, while reiterating that the judicial process will proceed without exceptions. Police Superintendent Joseph González Falcón confirmed the identity of the victim and addressed misinformation circulating after the crime, clarifying that the suspect is not related to a civilian employee of the police department. “It is important to make clear that the individual responsible is not the son of our colleague, contrary to incorrect information shared without official verification,” González said in a written statement.

ducation Secretary Eliezer Ramos Parés gave assurances on Wednesday that the island’s public schools are ready for the start of the January school semester, after maintenance, cleaning and interagency coordination work was completed during the holiday break. “The schools will be ready, they are ready,” Ramos Parés told reporters. “Tomorrow our teachers are already scheduled to arrive and they have the systemic agenda that includes professional development.” The secretary noted that parents and guardians visited the schools on Friday, while students will return to classrooms next Monday for a regular school day. He said school transportation, special education services, therapists, and staff appointments are covered, although resignations or last-minute situations are being addressed. “Everything was prepared before the holiday break,” he said. “I am very satisfied with the teamwork, not only

within the department, but also with sister agencies such as the Public Buildings Authority and the Office of Management and Budget.” Ramos Parés acknowledged that there are specific situations in some schools, mainly related to electrical issues, but affirmed that they are being addressed and that alternative plans, such as the use of generators, are in place to prevent disruptions at the start of classes. “There are no foreseen situations in terms of anomalies that would prevent the start of this school year from being as successful as the one in August,” he added. Jenniffer González Colón added that since last August, various government agencies, legislators, mayors, and the private sector have been involved in a school sponsorship effort to ensure that the schools are in adequate condition. “Last school semester, 30 bilingual schools were added, and this week we will announce new improvements and programs that will begin next week,” the governor said.

Jenniffer González Colón said Wednesday that her administration will implement minor changes within some executive agencies, primarily involving interim officials and potential internal shifts within the cabinet. “There will be minimal changes,” the governor told reporters during a press conference. “We had a cabinet meeting on Monday where we discussed this year’s agenda with the entire team.” González Colón noted that “[t]here will be some changes in agencies where we have interim officials who will move to permanent positions, and possibly some of-

ficials will be transferred to other agencies because they have demonstrated extraordinary ability to handle certain matters.” The governor added that the adjustments should begin to take effect in the coming weeks and reiterated her confidence in her team. “We should start seeing this later this month, in the next few weeks,” she said. “But they are minimal changes. Joe “Joito” Colón Rodríguez, who chairs the Agriculture Committee in the island House of Representatives, expressed his strong support and confidence in the confirmation process of agronomist Irving Yoel Rodríguez Torres as secretary of agriculture, for which public hearings begin today in the Senate. Rodríguez Torres was appointed by Gov. Jenniffer González Colón last November, after the transition of former Agriculture Secretary Josué Rivera Castro to the Office of Economic Development. The legislator said the appointment represents a success in placing a young professional with vast technical knowledge at the front of the agency. Jenniffer González Colón reiterated on Wednesday her interest in having the Miss Universe pageant held in Puerto Rico, despite allegations surrounding the franchise’s leadership. “First of all, we are going to safeguard against any use of public funds in a pageant of this magnitude,” the governor said in a radio interview (NotiUno). “The reality is that the pageant, as proposed, is a spectacular one, one that has the potential to attract and fill hotel accommodations. There have been some allegations, some accusations against the current executives of that corporation. They

are making changes in terms of who is leading the organization. We are waiting for those changes to occur. The Tourism Company is in charge of those negotiations and discussions because we want to hold this pageant in Puerto Rico.” González Colón added that “this January we should see a resolution on that. [...] We are talking about the 75th anniversary [of the pageant].” “There are allegations against the current executives, some of whom have resigned,” the governor added. “They are in that transition process that we should see now in January, before making final decisions.” Following last year’s pageant, courts in Thai-

land issued rulings and court orders related to Anne Jakrajutatip, co-owner of the Miss Universe organization and CEO of the JKN Global Group conglomerate. Jakrajutatip was found guilty in a corporate fraud case linked to the disclosure of false financial information, which resulted in an arrest warrant against her and placed her outside of Thai jurisdiction. The pageant’s other co-owner, Raúl Rocha Cantú, faces criminal charges and indictments, including organized crime related to the sale and movement of illicit products between Mexico and Guatemala, and drug trafficking from Guatemala to Mexican territory, among others.

Governor signs law declaring SER of Puerto Rico a people’s heritage Approves three other measures By THE STAR STAFF

ov. Jenniffer González Colón signed a law on Wednesday declaring the Society for Education and Rehabilitation of Puerto Rico (SER) a Heritage of the People of Puerto Rico, recognizing its legacy and contribution to people with disabilities during 75 years of service on the island. “Today we do more than just recognize SER of Puerto Rico; today we give it the place it deserves before the people; today, by law, we proclaim it a Heritage of the People of Puerto Rico,” González Colón said at a press conference. The measure, contained in Law 16-2026, is the result of House Bill (HB) 816, introduced by the Speaker of the House of Representatives Carlos “Johnny” Méndez Núñez. “The Society for Education and Rehabilitation of Puerto Rico has been synonymous with commitment, dignity, and service since its founding in 1950,” the governor stated in the same communication. Méndez Núñez noted that the law recognizes the in-

stitution’s sustained contribution and establishes parameters to strengthen financial assistance directed to its services. “The service that SER professionals have provided for more than 75 years to our children with special needs is unique,” the House speaker said. SER of Puerto Rico provides medical, therapeutic, educational, and inclusion services to children, young people and adults with disabilities or complex health conditions, and has centers in San Juan, Ponce and Ceiba. Since its founding, the organization has directly benefited more than 500,000 people and serves some 4,600 families annually in Puerto Rico. During the event, the governor also signed Law 17-2026 (HB 1), which amends the Prescription Drug Price Transparency Act so that the Department of Consumer Affairs can collect and monitor the prices of the 100 most prescribed medications whose cost exceeds $100. Méndez Núñez said the measure reduces the number of medications to be evaluated from 300 to 100, orders the creation of a uniform form, and adds a licensed pharmacist to the interagency committee in charge of the process. The governor also signed Law 14-2026 (HB 455), which

integrates the security and protection agents of the Special Operations Unit of the Department of Corrections and Rehabilitation into the Correctional Officers Corps, and Law 15-2026 (HB 773), which amends the Savings and Credit Cooperative Societies Act to allow those cooperatives to offer commercial credit lines and credit cards to members, non-members and for-profit entities, with personal guarantees.

Governor may veto bill that repeals $300 fee for solar systems By THE STAR STAFF

ov. Jenniffer González Colón signaled Wednesday that she may veto legislation that would eliminate the $300 fee for load studies required before connecting solar energy systems to the grid. The deadline for signing House Joint Resolution 193 midnight Wednesday. The measure directs LUMA Energy to immediately stop charging for supplementary studies and network upgrades for systems up to 25 kilowatts, as mandated under Regulation No. 8915.

In a radio interview with NotiUno, González Colón said the proposal raises concerns about grid stability and cost allocation. “The reason for that study is to ensure the system can handle additional connections,” she said. “If we keep adding systems without proper analysis, the grid could collapse.” While acknowledging that the $300 fee “was excessive,” the governor questioned who would ultimately bear the cost if the requirement is removed. “Will other users pay for this? Could it trigger challenges under PROMESA?” the governor said, referring to the federal law overseeing Puerto Rico’s fiscal plan. “These are decisions

that cannot be taken lightly.” González Colón emphasized that she supports the intent of the legislation but must review whether the measure underwent proper legislative scrutiny. “I would like to sign it,” she said. “But I need to ensure there was analysis on who pays and how this affects Puerto Rico’s energy transition.” The resolution is part of broader efforts to accelerate solar adoption on the island, where renewable energy advocates argue that high interconnection costs have slowed progress toward clean energy goals.

Minnesota officials dispute federal account of fatal ICE shooting

Details of the shooting remained in dispute, with state and local officials describing federal accounts as “propaganda” and “garbage.” Tricia McLaughlin, a Department of Homeland Security spokesperson, said in a statement that an agent had opened fire after a woman “weaponized her vehicle” in an attempt to kill

federal officers, while the homeland security secretary, Kristi Noem, described the incident as “an act of domestic terrorism.” Mayor Jacob Frey called the official federal account “bullshit,” describing the shooting instead as “an agent recklessly using power that resulted in somebody dying, getting killed.” Gov. Tim Walz of Minnesota posted on social media, “I’ve seen the video,” adding, “Don’t believe this propaganda machine.” Here are the details: — What videos show: Three videos of the shooting posted on social media and verified by The New York Times show two federal agents trying to get a woman to exit a vehicle that is

partially blocking a street. The driver reverses, then pulls forward and begins to turn. A third agent pulls out a gun and fires a shot, then continues firing as the vehicle moves past him. — Victim unidentified: City officials in their news conference did not name the woman who was killed, though Frey cited her age. Rep. Ilhan Omar, a Democrat whose congressional district includes the shooting scene, described the person as a “legal observer.” The Minneapolis police chief, Brian O’Hara, said there was “nothing to indicate that this woman was the target of any law enforcement investigation or activity.” — Calls for calm: Walz asked for people to remain calm as about a thousand protesters gathered at the scene of the shooting, chanting for immigration agents to leave Minnesota. The shooting took place in a middle-class residential neighborhood about a mile from where George Floyd was killed by police in 2020. — Federal crackdown: About 2,000 federal agents were expected to take part in the immigration enforcement operation, which could last for weeks, according to the Trump administration. Federal officials have framed the crackdown as a response to illegal immigration and widespread fraud in state social service systems. Several of the state’s top Democrats called on federal agents to leave the city, accusing them of sowing chaos. — Other shootings: Federal agents enforcing immigration laws have been involved in several shootings in recent months, including in the Chicago and Los Angeles areas. FEMA staff bracing for dismissal of 1,000 disaster workers By SCOTT DANCE

ederal Emergency Management Agency supervisors are advising their staff to prepare for the elimination of 1,000 jobs this month as part of changes that Kristi Noem, the secretary of the Department of Homeland Security, is overseeing at the agency, according to three people with knowledge of the discussions. The dismissals would apply to contractual FEMA staff

whose assignments, which typically last for two or four years, expire this month. The workers, known as FEMA’s Cadre of On-Call Response/Recovery Employees, or CORE, help facilitate disaster recovery and emergency preparedness in communities across the country and have historically made up nearly 40% of the agency’s workforce. Three FEMA employees, including senior officials and supervisors, all of whom requested anonymity because they were not authorized to speak to the news media, confirmed

the dismissals. A spokesperson for FEMA did not immediately respond to a request for comment. The dismissals are elevating fears among FEMA staff that more job cuts are on the way this year. A FEMA planning document obtained by The New York Times detailed potential cuts of more than 11,500 people from a workforce of about 23,000. The existence of the document was first reported by The Washington Post.

The San Juan Daily Star Daniel Llargues, a FEMA spokesperson, said the document was “a routine, pre-decisional workforce planning exercise.” He said there was no “percentage-based workforce reduction plan.” The FEMA employees who spoke with the Times expressed concern that Noem appears to be deeply involved in workforce changes at FEMA. Federal law enacted after Hurricane Katrina in 2005 bars the homeland security secretary from “significantly” reducing FEMA’s ability to perform its mission of preparing for, responding to and leading recovery from disasters. Emails sent to senior FEMA officials in recent weeks, and reviewed by the Times, show that as of the end of 2025, agency officials could no longer renew CORE workers’ employment without Noem’s approval. A form, reviewed by the Times, that is required to be attached to any requests to renew CORE employment includes a space for a signature from the office of the homeland security secretary. The CORE roles are “term-limited positions that are designed to fluctuate based on disaster activity, operational need, and available funding,” Llargues said. The 2025 hurricane season in the United States was relatively quiet, with no tropical cyclones or storms making landfall. Still, recovery from disasters like the Los Angeles fires last January and Hurricane Helene in 2024 continues to require federal resources, which are moving more slowly to communities or being denied altogether. Critics of the Trump administration’s approach to disaster response said further cuts to FEMA staffing would put Americans at risk. “You cannot gut the agency responsible for disaster response and expect it to function at its best when the next hurricane, wildfire or flood hits,” said Rafael Lemaitre, a former FEMA official now serving on the advisory council of an advocacy group called Sabotaging Our Safety.

FEMA’s staffing dropped significantly through firings and early retirements in the first year of this Trump administration. Briefings on FEMA operations across the country issued each day show the agency’s workforce is more than 20% smaller than it was a year ago, down to 23,000 employees from nearly 29,000. CORE employees, who made up 39% of the FEMA workforce as of 2022, according to the Government Accountability Office, help the agency remain nimble and adapt to changing needs associated with disaster relief and long-term disaster recovery, said Ernest Abbott, a professorial lecturer in law at George Washington University who served as FEMA’s general counsel under President Bill Clinton. They allow the agency to hire employees and move them around without being bound to traditional civil service rules, he said. “The whole point was to have an agency that had flexibility and could ramp up and down with events,” Abbott said. President Donald Trump and Noem, whose department oversees FEMA, have said they want to shift more of the responsibility and cost of disaster response and recovery from the federal government to states. But while members of both parties agree FEMA is in need of overhaul to better help communities, many Republicans don’t agree that staffing cuts would help accomplish that. A draft spending bill released by the Republican-controlled Senate last month includes provisions that would bar FEMA from cutting staff needed for key functions, including delivery and review of disaster aid. Dominik Lett, a policy analyst with the right-leaning Cato Institute, said that while job cuts could make FEMA leaner, they wouldn’t necessarily reduce states’ reliance on the agency, or the flow of billions of dollars of disaster aid. But with fewer workers, FEMA could be slow to aid

communities, said Michael Coen Jr., a FEMA chief of staff under the Biden and Obama administrations. Any deficiencies may not be exposed until it’s too late, he said.

S&P 500, Nasdaq climb on tech boost, investors take labor data in stride

On the flip side, big banks slipped after rallying for the last three sessions, with Bank of America (BAC.N), down 2.2% and Goldman Sachs (GS.N), off 0.8%. JPMorgan Chase (JPM.N), slipped 2.5% after Wolfe Research downgraded the bank to “peer perform” from “outperform”. The banking sector put pressure on the blue-chip Dow, which had hit an intraday record high earlier in the session. It is now about 1.3% away from a historic 50,000 level and the S&P 500 about 0.6% from the 7,000 peak. n the days since U.S. military forces captured President Nicolás Maduro of Venezuela in a raid on a Caracas compound on Saturday, officials across the landscape of Major League Baseball have scrambled to check on the safety of players, coaches and scouts throughout the country, while trying to understand how the raid and its aftermath might affect the coming season and the World Baseball Classic. Those within baseball were still gathering information, but interviews with executives, scouts and agents suggested a tenuous status quo in a country marked by unsteady relations with the United States for many years. After a four-day layoff, the Venezuelan Winter League was scheduled to resume play Wednesday. Despite initial concerns, international scouting directors were hopeful about conducting the signing day for amateur prospects on Jan. 15. Venezuela is still expected to take part in the World Baseball Classic in March. An MLB representative declined to comment on the situation in Venezuela. The MLB office has maintained dialogue with teams since President Donald Trump tagged Venezuela with a travel ban last year, according to team and league sources. After the Federal Aviation Administration implemented flight restrictions across Caribbean airspace over the weekend, multiple executives — who, like all of the sources who spoke to The Athletic, requested anonymity in order to speak freely about the situation — expressed relief Monday that the restrictions were quickly removed, allowing players and coaches to leave the country in time for spring training next month. As MLB officials recommended that teams say little publicly about the situation, according to sources, multiple players contacted by The Athletic were also wary of commenting on Maduro’s ouster.
