Gov. Jenniffer González Colón has signed three measures into law regarding electoral transparency, workforce development, and economic incentives for Río Piedras.
The governor signed into law Senate Bill (SB) 101 -- now Law 105-2026 -- which regulates the use of artificial intelligence (AI) in electoral advertising and communications. The measure requires that any political advertisement created or modified, in whole or in part, using AI include a clear disclosure informing the public of its origin.
The law amends the Political Campaign Oversight Act and the Electoral Code to incorporate definitions regarding AI and establish disclosure requirements for traditional and digital media. The legislation seeks to address the increased use of tools capable of generating realistic digital content and to mitigate risks associated with misinformation during electoral processes.
González Colón also signed SB 209 -- now Law 106-2026 -- which updates Puerto Rico’s workforce development structure and formalizes the name “Conexión Laboral” (Workforce Connection) for the program affiliated with the Department of Economic Development and Commerce. The measure aligns local legislation with the federal Workforce Innovation and Opportunity Act, strengthens private sector participation, and promotes greater coordination among agencies, municipalities

and labor organizations to address job market needs. Additionally, the governor signed Law 107-2026, extending the tax incentives under the Special Act for the Rehabilitation of Río Piedras until Dec. 31, 2030. The legislation maintains benefits related to property rehabilitation, new construction, business establishment and job creation. It also incorporates requirements for community outreach by beneficiary companies and training for public employees responsible for evaluating incentive applications, aiming to streamline and standardize the law’s implementation.

In response to a rise in cyber threats, fraud schemes and new financial challenges within government operations, the Office of the Comptroller of Puerto Rico (OCPR by its initials in Spanish) recently held a specialized training session that brought together more than 300 of the agency’s auditors.




The aim of the Technical Audit Meeting was to strengthen the tools and capabilities of the staff responsible for overseeing the use of public funds through conferences and panels focused on forensic auditing, evidence management, digital security, financial analysis and strategic oversight.
Comptroller of Puerto Rico Carmen Vega Fournier emphasized that “… the evolution of technological and financial risks demands continuous preparation and in-
creasingly specialized auditing.”
Specialized personnel from the public and private sectors participated in the session, addressing topics related to:
• Cyber risk and digital system protection
• Forensic auditing and evidence gathering
• Financial tools for identifying irregularities
• Effective supervision and audit leadership
• Legal and interagency collaboration in investigations
• Well-being strategies and workplace stress management.
“The challenges facing public institutions continue to change and evolve,” Vega Fournier said. “Today more than ever, we need auditors who are prepared, up-to-date, and equipped with the necessary tools to identify risks, strengthen controls, and protect Puerto Rico’s public resources. Modern auditing requires knowledge, preparation, and commitment.”

San Juan Mayor Miguel Romero Lugo on Wednesday criticized statements made a day earlier by Puerto Rico Aqueduct and Sewer Authority (PRASA) Executive Luis González Delgado regarding municipal engineer Roberto Martínez, only days after both parties reached an agreement to include Martínez in a newly created technical water committee. Romero said he found it “difficult to understand” why

González Delgado publicly raised concerns about Martínez’s past performance at PRASA after the municipality had already negotiated and signed a collaborative agreement to address the ongoing water service crisis affecting thousands of residents.
“For months I have been consistent in stating that the Municipality of San Juan has the knowledge and technical experience of engineer Roberto Martínez to help identify solutions to the water crisis,” Romero said.
He added that last week’s negotiations with PRASA con cluded with a voluntary agreement that incorporated Martínez into the Committee for the Stabilization and Restoration of Water Service.
The mayor described the first meeting of the commit tee on Monday as a productive working session focused on identifying solutions and addressing citizen concerns. Rome ro emphasized that at no point during the negotiations, the signing of the agreement, or the initial committee meeting did PRASA officials raise the issues that González Delgado later aired publicly.
González Delgado made the remarks Tuesday when questioned by reporters about Martínez’s departure from PRASA and his new role as the municipality’s technical representa tive. When asked whether Martínez bore responsibility for the current situation, the PRASA chief responded, “Certainly. Because if he had at the time the capacity and the projection
to do it [address water supply issues], why didn’t he do it?”
The head of PRASA also said Martínez had been removed from his position due to internal changes at the agency and referenced pending valve maintenance work. Still, González Delgado insisted he had no objection to working with Martínez under the new agreement.
“I worked with Roberto Martínez for a long time …,” he said. “I have no problem working with him or with anyone.”
Romero suggested that the PRASA chief’s comments risk undermining the collaborative effort needed to resolve the crisis.
“I sincerely hope these statements are not an attempt to discredit engineer Roberto Martínez or the efforts that, in good faith, both parties have agreed to pursue,” he said.
The mayor warned against creating a narrative that di minishes the credibility of those tasked with finding solutions.
“Instead of looking for excuses, we must unite efforts and find solutions,” he added.
Romero also criticized what he described as PRASA’s reliance on strategies that have failed to produce results over the past year. He insisted that San Juan residents deserve a transparent process grounded in facts and technical criteria.
“We will continue participating in good faith, vigilant in ensuring compliance with the agreements reached, and focused on one priority: that families receive the water service they deserve,” the mayor said.

LUMA Energy moved this week to pause two key determina tions in the Puerto Rico Energy Bureau’s (PREB) Final Rate Order, warning that immediate enforcement would disrupt its ability to meet legal and operational obligations tied to the Puerto Rico Electric Power Authority’s (PREPA) bankruptcy and ongoing regulatory proceedings.
In a motion filed Wednesday, the private operator of PREPA’s transmission and distribution system asked the PREB to stay both the $750‑per‑hour cap on external legal counsel and the agen cy’s blanket denial of fiscal year (FY) 2026 Title III cost recovery. LUMA’s request comes as its broader motion for reconsideration, submitted on May 5, remains pending. The company argues that the PREB retains full authority under Regulation 8543 to grant interim relief while reconsideration is underway.
LUMA told regulators that without temporary relief it faces “disruption to ongoing work associated with active Title III‑related proceedings,” including depositions, document production and other discovery obligations in PREPA’s bankruptcy case. The company also warned that the fee cap would force it to curtail legal representation in complex litigation and regulatory matters already underway, including class‑action lawsuits and active PREB dockets such as the PREPA rate review and the Integrated Resource Plan proceeding.
According to the filing, the fee cap would apply retro actively to FY 2026, even though the fiscal year began in July
2025 and legal teams were already retained and staffed under previously approved budgets. LUMA argued that the PREB al ready has oversight tools in place through departmental budgets and quarterly reporting, making an hourly cap unnecessary and potentially harmful.

specify that LUMA is not responsible for costs related to PREPA’s bankruptcy. LUMA said its participation in Title III proceedings is not optional, noting that it must respond to information requests from PREPA, the Financial Oversight and Management Board, bondholders, and the Title III court’s mediation teams.
The urgency of the request, LUMA said, has increased in light of recent developments in federal court. On April 13, U.S. District Judge Laura Taylor Swain lifted portions of the litigation stay to allow bondholders to pursue an accounting counterclaim and conduct related discovery. The court has since set schedules for document production and hearings before Magistrate Judge Judith Dein. LUMA argued that these developments have created immediate legal obligations that cannot be met if the PREB’s denial of Title III funding remains in place.
The company warned that without access to FY 2026 Title III funds, it would be forced either to incur legally required ex penses without budgeted resources or to scale back participation in federal litigation, potentially harming PREPA and undermining LUMA’s contractual duties.
LUMA asked the PREB to temporarily suspend the fee cap and the Title III cost denial while reconsideration is pending, and to allow the company to continue using external counsel within its approved overall legal budget. It also requested authorization to access the FY 2026 Title III funds included in the provisional budget, arguing that such relief would prevent “immediate and concrete harm” while PREB evaluates the grid operator’s broader motion for reconsideration.

Puerto Rico set a new cruise passenger record in May, surpassing the previous high established in 2019, according to the Puerto Rico Tourism Company (PRTC).
PRTC Executive Director Willianette Robles Cancel announced that by the end of May, the island had welcomed 1,827,010 cruise visitors at the San Juan piers and the Port of Ponce. The figure exceeds the 1,814,157 passengers recorded at the close of fiscal year 2019, marking a new milestone for the sector.

The surge in cruise activity adds to a series of strong tourism indicators recorded in recent months. Those include JetBlue’s expansion of routes, Iberia’s historic increase of 14 additional frequencies on its Madrid-San Juan service, Puerto Rico’s selection as the Main Partner for FITUR 2026, and the movement of 13.6 million passengers through the island’s main airports in 2025.
The sector has also seen higher hotel occupancy rates during traditionally slower seasons and has hosted major global events, including the World Baseball Classic, the Puerto Rico Open, and the upcoming Clásico Internacional del Caribe 2026 at Camarero Racetrack in Canóvanas in December.

Resident Commissioner Pablo José Hernández Rivera has introduced the “Puerto Rico Democratic Self-Determination Act” in Congress.
The measure would allow Puerto Rico residents to vote in a binding plebiscite on statehood, independence, sovereignty in free association, and the option to maintain and improve the commonwealth, or ELA (Estado Libre Asociado) in Spanish.
The resident commissioner said the ballot defines “the autonomist formula as a Commonwealth with self-government and a degree of autonomy comparable to that of the states, governed by Public Law 600, Public Law 447, and the Constitution of Puerto Rico as ratified by the people.”
“It recognizes that Puerto Ricans are United States citizens; that they participate in federal programs such as Social Security, Medicare,
Medicaid, and PAN [the acronym in Spanish for the island’s version of the federal food stamps program]; that Puerto Rico enjoys fiscal autonomy and does not pay federal income tax on income generated on the island; and that Puerto Rico possesses its own identity, history, and language, which it asserts before the world through its name and flag at events such as the Olympics,” Hernández Rivera added in a written statement. “If the Commonwealth status were to prevail, [...] PROMESA [Puerto Rico Oversight, Management and Economic Stability Act] would cease to apply within two years, and a Commission for the Development of the Commonwealth would be created, composed of U.S. government officials and representatives of the organization advocating for the Commonwealth in the plebiscite. The Commission would be empowered to examine, propose, and negotiate reforms to strengthen self-government; protect cultural identity; give Puerto Rico a voice in federal decisions affecting it; and expand its
participation in federal programs. Any reform proposed by the Commission would have to be approved by the people of Puerto Rico and by Congress.”
Hernández Rivera said he filed the bill in response to an announcement the governor made during her recent State of the Commonwealth address.
“I believe we should prioritize issues affecting your daily life over the status issue,” the resident commissioner said. “And I know you feel the same way. But I have always said that if others insist on raising the status issue, I will defend your right to vote on all the options.”
In her address, the governor announced she would travel to Washington to present a bill favoring statehood.
“There is a saying that he who strikes first, strikes twice,” Hernández Rivera said. “That is why, today, I submitted a bill allowing Puerto Ricans to vote in a binding plebiscite on statehood, independence, sovereignty in free as-
sociation, and maintaining and improving the Commonwealth.”
The bill -- which the resident commissioner described as “an almost exact replica of Bill 8393, which was introduced by the current governor and passed by the House of Representatives in 2022” -- was introduced by four diverse members of Congress: Hernández Rivera (D-P.R.), a member of the Hispanic Caucus; Rep. Wesley Bell (D-Mo.), a member of the Congressional Black Caucus; Derek Tran (D-Calif.), a member of the Congressional Asian Pacific American Caucus; and Val Hoyle (D-Ore.), a member of the House Committee on Natural Resources.

District 26 (Barranquitas, Coam Corozal, Orocovis and Villalba) Rep. Josean Jiménez Torres, who chairs the Recreation and Sports Committee in the lower chamber of the island Legislature, celebrated on Wednesday the approval of House Bill 408, of his authorship, which seeks to create the “Action Plans
to Address Emotional Crises of Student Athletes During Sporting Events Act.”
“Our legislation establishes that every for-profit sports organization must have an action plan to address situations of emotional crisis, thus promoting a much safer environment and one prepared to meet the needs of our young athletes,” the legislator said in a written statement.
“Our aforementioned measure recognizes the importance of the mental health of minors and those who participate in various sports competitions,” he stressed, noting that the “action plan will have to have the endorsement of the Department of Recreation and Sports.”
“Without a doubt, sports competitions generate pressure, anxiety and possible emotional crises that require prior preparation,” Jiménez Torres said.

The House earlier this week narrowly passed Republicans’ $70 billion immigration enforcement bill, as the GOP banded together to steer around unified Democratic opposition and send President Donald Trump legislation to fund his deportation crackdown through the end of his term.
The vote was 214-212 along party lines, with every Democrat opposed. The action capped a tempestuous and dysfunctional journey to push through the multiyear bill to fund Immigration and Customs Enforcement and Customs and Border Protection.
Republicans did so using a maneuver that was never supposed to be employed for routine spending, after Democrats refused to fund the agencies unless changes were made following the fatal shooting of two Americans by federal immigration officers in Minneapolis.
Its passage was a major victory for Republican leaders in Congress, who had toiled for weeks to unite their conference around legislation that Trump had demanded they pass, and that GOP lawmakers were eager to advance ahead of midterm elections in which they are fighting to keep control of the House and Senate.
“We were sent here by the American people who gave President Trump an overwhelming victory,” said Rep. Jodey C. Arrington, R-Texas, chair of the Budget Committee. “Every swing state, the popular vote, the electoral vote, gave us unified Republican leadership in Congress. The No. 1 reason they did that was to restore the rule of law and to put the American people’s safety and security

first. And that’s exactly what we’re doing today.”
But what began as a measure that unified Republicans eager to support Trump’s hard-line immigration stance devolved in recent weeks into a political albatross for the party, putting election-year divisions on display.
GOP lawmakers balked at the president’s demands to include $1 billion in security funds for his ballroom project, and they refused to move ahead with the measure without assurances that no federal money would be used

to create a $1.8 billion fund his administration announced to pay people who claim they were victimized by the government.
While the administration said it would not move forward with such a fund, several Senate Republicans voted with Democrats to attach a prohibition or limitations to the bill. But those efforts failed, leaving the measure silent on the matter.
Still, Senate Republican leaders were able to put down the revolt in their ranks and pass the measure early Friday.
And House Speaker Mike Johnson quelled a short-lived rebellion of his own Tuesday, after a clutch of conservative Republicans briefly withheld the votes needed to allow the measure to clear a key procedural hurdle, demanding a vote on a separate sweeping border security bill to crack down on unlawful immigration. They eventually backed down and allowed the measure to move ahead.
Democrats were unanimous in their opposition to the bill, saying they would not lend their votes to fund immigration enforcement tactics they characterized as wildly out of control.
“Donald Trump promised America that he would target violent felons who are here illegally,” Rep. Hakeem Jeffries of New York,
the Democratic leader, said. “But instead, taxpayer dollars are being used by ICE and his violent mass deportation machine to target and brutalize American citizens — in some cases, killing them.”
Republicans pushed the $70 billion legislation through Congress using a process known as reconciliation, created to allow the majority party to dodge a filibuster and pass bills aimed at tackling federal deficits on a simple majority vote. In doing so, they effectively gave up on the normal, bipartisan appropriations process that has always been used to fund major government agencies.
The circuitous dispute over funding for immigration enforcement began in February, when federal agents in Minneapolis shot and killed the two American citizens during Trump’s immigration sweeps, and Democrats demanded guardrails to rein in the officers’ tactics and conduct.
Trump and Republicans refused to yield to a number of Democrats’ demands, including barring immigration officers from wearing masks and requiring them to obtain warrants for searches. Unable to reach a bipartisan agreement to allow a regular spending bill to move forward, Senate Republicans and Democrats struck a deal to fund everything except for the immigration enforcement agencies.
Even then, the deal languished for weeks because conservatives in the House refused to vote for a regular spending bill that did not fund ICE and Border Patrol. House Republicans passed it only after the White House ordered them to do so.
In the interim, Trump said he was funding both agencies with money approved by Republicans tucked into the tax law enacted last year, which also passed using reconciliation. Their use of a process meant to make it easier to do the politically risky work of enacting major budgetary policy to steer around normal appropriations has raised the specter of the maneuver becoming routine whenever lawmakers are unable to come to a consensus on spending.
“They’re using the partisan reconciliation process to pass a budget because they refused to negotiate through the normal appropriations process,” said Rep. Mary Gay Scanlon, D-Pa. “We asked that ICE and CBP be held to the same standards as every other responsible law enforcement agency in this country. Republicans said ‘no.’ They said no to everything.” The

Graham Platner, a military veteran and first-time candidate whose populist message resonated with voters in Maine, prevailed over the state’s governor to win the Democratic primary for Senate on Tuesday. Now, he will face Sen. Susan Collins, a vulnerable Republican incumbent, in one of the most consequential races in the country this fall.
Platner’s campaign has survived a series of scandals about his personal life, which Republicans began highlighting within minutes of his victory. And he used his speech Tuesday night to cast Collins as a tool of a political establishment that has let Maine down.
In other primaries on Tuesday, Democrats in Nevada picked Aaron Ford, the state attorney general, to oppose Gov. Joe Lombardo, solidifying the matchup in a competitive governor’s race in a key swing state. And Republicans in South Carolina showed their loyalty to President Donald Trump, supporting his preferred candidates in races for Senate and governor.
Here are three takeaways from the night of primaries.

Trump’s backing is usually the gold standard in a Republican primary, all but guaranteeing victory. His record suffered a rare blemish last week when the candidate he backed in the Iowa governor’s race lost the Republican primary.
On Tuesday, Trump returned to form, with candidates he supported winning their races, advancing to runoffs or leading challengers in races yet to be called.
In South Carolina’s crowded Republican primary for governor, Lt. Gov. Pamela Evette, backed by Trump, led the field and advanced to a runoff with Alan Wilson, the state attorney general, who was close behind.
In Nevada, two of three House candidates the president backed — Carrie Buck and Marty O’Donnell — won their primaries. The third was too close to call early Wednesday.
Platner, a Marine veteran who owns a small oyster farm, has been hampered for most of his campaign by scandal, including old, unearthed social media posts in which he made offensive comments about women and rape, and a tattoo resembling a Nazi symbol that he has since covered with new ink. The latest controversy came last week, when three women who had dated him told The New York Times that he had engaged in unsettling behavior toward them.
On Tuesday, Platner attempted to shift the focus to his general-election matchup with Collins, a battle-tested incumbent, while also acknowledging his stumbles. In a fiery speech, he said that members of the political establishment “keep looking for that one story, that one headline, that one moment in my life that they can define the campaign by.”


He added: “In trying so hard to understand me, they failed to understand that this is not about me at all. This is a movement about us, about the far too many, working far too hard and struggling far too much.”
Still, nearly 30% of primary voters cast ballots for other Democratic candidates, according to incomplete results early Wednesday, despite that fact that his main opponent, Gov. Janet Mills, had suspended her campaign. That suggested that some Mainers remained skeptical of him, and left him with the challenge of persuading voters in the general election that Collins’ shortcomings were greater than his.
In his effort to pivot, Platner blasted the moderate image Collins has cultivated, describing her as “only bipartisan when it doesn’t matter” and saying she had failed to protect abortion rights.

Lindsey Graham avoided the embarrassment of a runoff.
Graham, an outspoken Republican who once clashed fiercely with Trump before becoming a staunch ally, has never been beloved by the MAGA base. He faced a serious Republican challenger, Mark Lynch, and a real chance that he could have been forced into a runoff by failing to earn more than 50% of the vote.
But Graham, too, had Trump’s backing, and he managed to avoid that embarrassing outcome. After his campaign and allied groups raised and spent millions on his reelection bid, Graham posted a strong enough showing among South Carolina primary voters to earn a spot on the November ballot. In a deep-red state, Graham will be overwhelmingly favored to win another six years in the Senate.

One month short of America’s 250th birthday, it’s clear that we won’t be getting an extravagant and unifying celebration of American greatness and patriotism. So maybe the best we can hope for is a healthy debate about the nature of American identity, which might lay a foundation for a more splendid celebration come 2076.
Throughout the Trump era the whatis-America debate has often pitted a creedal vision of national identity rooted in allegiance to certain ideals — and thus, by implication, immediately available to any new-arriving immigrant — against a cultural nationalism that emphasizes a deep ancestral heritage. In these debates, apostles of the creedal conception often cast themselves as defenders of an embattled center, menaced by an anti-patriotic left as well as an ethnically or religiously chauvinist right.

Recent essays on patriotism and nationalism by The Atlantic’s Yoni Appelbaum and the prolific Substacker Noah Smith stand as useful exemplars of this creed-ascentrism perspective, as does a recent book co-written by Supreme Court Justice Neil Gorsuch. And in polling the creedal perspective does seem much more unifying than any obvious alternative.
Smith’s essay cites a July 2025 survey showing that “supporting the U.S. Constitution” and “believing in the principles of the Declaration of Independence” are treated as fundamental markers of American-ness by large majorities of both political coalitions, while not even a majority of Republicans identify being born in the United States, speaking English or “having many generations of American ancestors” as essential. “Being white,” meanwhile, polls at 2% of Democrats and 8% of Republicans.
It’s hard to look at those numbers and see a promising future for the more exclusivist understandings of American identity, whether they ground themselves on an attenuated Anglo-Protestant inheritance, a hazily defined “white culture” or an invented “heritage American” category. Those projects often exist in a dynamic interaction with identity politics on the left, imitating their challenge to the creedal consensus without offering a stable ground for the America that actually exists for us today.
But the creedal perspective can still learn something important from the culturalist critique, something crucial to its own self-understanding and ultimate survival. What needs to be recognized is that creedal Americanism is itself a culture,
in which the formal commitment to a principle is intertwined with other habits and practices that make the commitment meaningful, successful, real.
Because it’s creedal, this culture is open, often radically open, to newcomers in a way that many cultures aren’t. But the assimilation to American norms is still a process rather than a single act of intellectual assent, and if the social and cultural inheritance carried by native-born Americans disappeared tomorrow, you couldn’t easily recreate the creedal culture from its first principles alone.
Let me give two examples of what I mean, from the polling that Smith cites. What does it mean to say that “supporting the U.S. Constitution” is essential to American identity? One answer would just be that it means accepting the Constitution as the law of the land, and not working to actively overthrow the government. But that seems much too thin: The thicker interpretation, which I suspect is what many respondents have in mind, is that supporting the Constitution means believing that its core principles are right and good and just, better than available alternatives, a moral architecture worth embracing and not just obeying.
And that kind of thicker belief isn’t necessarily easy to live out. Take one important aspect of the First Amendment, the right to free speech. It’s easy enough to say “I believe in free speech,” to give the idea formal assent. It’s much harder to accept what real free speech means for your social and cultural experience — a world where people are constantly giving offense, where your sacred things are regularly subjected to withering critique, where people seem (from your perspective at least!) to lie and get away with it, where someone is always wrong on the internet and the innocent or paranoid are being led astray.
It’s so hard that lots of Americans don’t fully accept it: Donald Trump clearly doesn’t really believe in the full vision of free speech, and neither do some of his “misinformation”policing progressive critics.
Now a second example from the survey Smith references: If someone commits to “believing in the principles of the Declaration of Independence,” what is the nature of that belief? Again, one could give a thin answer and say that it just means believing in equality and human rights. But the actual words of the Declaration ground equality in theology, insisting that all men are “created equal,” that their rights are something “endowed by their creator” rather than created by a contract or invented by the state.
So to fully believe the Declaration’s principles might require some kind of metaphysical understanding of equality, some kind of theological perspective on the world — which is more likely to be sustained by religious practice and belonging than by mere intellectual assent.
The fact that the man who wrote those words was not a Christian, or was at best a Christian heretic, is a strong indicator that one doesn’t need to be a specific kind of religious believer to be a good believer in the Declaration. But if you look at the sweep of American history, it’s very hard to disentangle the advance of equality from the religious belief that our rights come from God and that human beings are equal in his eyes.
Both the sincere believer and the secularist have good reason to recoil a bit from Dwight Eisenhower’s famous comment that the American political order “has no sense unless it is founded in a deeply felt religious faith, and I don’t care what it is.” But Eisenhower was accurately describing the cultural matrix and the ecumenical religious habits that grounded our commitment to equality. The creedal conception of America doesn’t require everyone to recite the Nicene Creed, but it has more power in a context where most Americans believe in a providential God.
To believe in a creedal center for the American experiment, then, is to believe in something that’s more universalist than a heritage-American conception of the country — but not so universal that it can exist without the actual historical culture of the United States. The test of the next 50 years is whether that culture can renew itself in ways that reflect the power of our ideals — but also, crucially, the habits required to make an idea into a nation.

SAN JUAN – La secretaria de Justicia, Lourdes Gómez Torres, informó el miércoles que recomendó al Panel sobre el Fiscal Especial Independiente investigar presuntas actuaciones indebidas de 2 exfuncionarios de la Oficina de Gerencia de Permisos (OGPe).
“Nuestra recomendación es el resultado directo de una rigurosa investigación preliminar realizada por la División de Integridad Pública y Asuntos del Contralor del Departamento de Justicia”, destacó Gómez Torres en declaraciones escritas.
La recomendación solicita la designación de un Fiscal Especial Independiente (FEI) para investigar al exsecretario auxiliar de la OGPe, Norberto Almodóvar Vélez, y a la exjefa de personal de esa dependencia, Charlene Neuman Rivera.
Según Justicia, la investigación se enfoca en alegadas acciones de ambos exfuncionarios durante un proceso competitivo para la contratación de servicios profesionales

mientras ocupaban sus cargos.
Gómez Torres indicó que la División de Integridad Pública y Asuntos del Contralor (DIPAC) evaluó la prueba obtenida y recopilada antes de remitir la recomendación al Panel del FEI.
“Luego de evaluar minuciosamente la prueba obtenida y recopilada, determinamos que existe información suficiente para activar el mecanismo que dispone la Ley de la Oficina del Panel sobre el Fiscal Especial Independiente”, expresó.
A partir de la recomendación, corresponderá al Panel del FEI evaluar el referido y determinar el curso de acción posterior.
La secretaria enfatizó que la recomendación del Departamento de Justicia no constituye una adjudicación de responsabilidad penal ni representa una determinación final sobre los hechos investigados.
Justicia informó que, debido a que el asunto está bajo la consideración y jurisdicción de la Oficina del Panel sobre el FEI, no emitirá expresiones adicionales sobre el caso.
SAN JUAN – El director ejecutivo de la Junta Fiscal, Robert Mujica prohibió a los alcaldes poner en vigor las leyes 215 y la Ley 141 que les permiten cobrar arbitrios de construcción a proyectos pagados con fondos federales. En una carta a los presidentes de la Federación y de la Asociación de Alcaldes, Gabriel Hernández Rodríguez y Jorge González Otero respectivamente, Mujica advirtió que ambas leyes “no pueden implementarse hasta que la Junta concluya que las Leyes no violan PROMESA o cualquier plan fiscal correspondiente y no perjudican o frustran los propósitos de PROMESA. Por consiguiente, confirmen a más tardar el 22 de junio de 2026 que la Federación de Alcaldes de Puerto Rico y la Asociación de Alcaldes de Puerto Rico han informado a sus miembros que ningún municipio puede implementar la Ley 141 ni la Ley 215 a menos que la Junta de Supervisión confirme que dicha implementación sería conforme con los planes fiscales correspondientes y con PROMESA. La Junta se reserva el derecho de tomar las acciones que considere necesarias, de conformidad con las Secciones 104(k), 108(a) y 204 de PROMESA, incluyendo acciones para anular y/o impedir la implementación y ejecución de las Leyes”, dijo Mujica en su carta.
“La Junta de Supervisión explicó en una carta con fecha del 6 de junio de 2025 a AAFAF que la Ley 215 viola el énfasis que da el Plan Fiscal a la licitación competitiva al duplicar el valor de las obras que pueden adquirirse fuera del pro -
ceso de Subastas Públicas selladas de 100,000 a 200,000 mil dólares, y más que triplicar el umbral de adquisición sin licitación para las microcompras de tres mil a diez mil dólares”, añadió Mujica.
Según Mujica, la movida de los alcaldes de imponer arbitrios a proyectos financiados con fondos federales puede levantar bandera en Estados Unidos como mal uso de fondos.
“Y provocar que el gobierno federal considere ineficiente el financiamiento de proyectos en Puerto Rico, lo que llevaría al gobierno federal a replantearse sus distribuciones de fondos a Puerto Rico. Este riesgo aumenta en la medida en que los municipios imponen arbitrios más elevados a los proyectos financiados con fondos federales”.
Mujica mencionó que el impuesto, además de crear un marco irregular en los 78 municipios, puede tener como consecuencia que los contratistas desistan de hacer las obras, sobre todo, las que tienen que ver con energía eléctrica.
Por su parte, el presidente de la Federación de Alcaldes, Gabriel Hernández Rodríguez rechazó los planteamientos de la Junta Fiscal.
“La Junta Fiscal parte de una premisa incorrecta al sugerir que estas leyes eliminan controles o reducen la competencia. Los municipios continúan sujetos a los requisitos del Código Municipal, a reglamentos federales y a múltiples mecanismos de fiscalización. Lo que estas medidas hacen es permitir procesos más ágiles y preservar ingresos que son necesarios para la estabilidad fiscal de los gobiernos municipales”, mencionó Hernández Rodríguez.

“Los municipios dependen de múltiples fuentes de ingresos para sostener servicios esenciales, mantener infraestructura y responder a las necesidades de su gente. Los arbitrios de construcción forman parte de ese esquema fiscal desde hace décadas y son una herramienta que permite a los municipios atender el impacto que generan los proyectos dentro de sus comunidades. Limitar esa facultad afectaría recursos que hoy se utilizan para brindar servicios directos a la ciudadanía”, añadió Hernández Rodríguez en su contestación a Mujica.
La federación sostiene que esos arbitrios representan una fuente legítima de ingresos municipales y que su cobro no constituye un uso indebido de fondos federales ni una práctica incompatible con la Ley PROMESA o con los planes fis-





Foreign investors pulled nearly $27 billion net from emerging market portfolios in May, partially reversing a rebound in April as equity selling in Asia overwhelmed debt inflows, data from a banking trade group showed on Wednesday.
Non-resident investors withdrew a net $26.6 billion from emerging bonds and stocks in May, according to the Institute of International Finance, compared with inflows of $70.6 billion in April.
The reversal was driven almost entirely by equitiesforeign investors pulled $37.0 billion from EM stocks during the month. Debt markets attracted a net $10.4 billion.
“The month-to-month swing was large, at $97.2 bln, and shows that April’s reopening did not become a straight-line normalization in capital flows,” said Jonathan Fortun, senior economist at the IIF.
The report cautioned about the early June market selloff that followed stronger-than-expected U.S. payrolls data. Combined with higher energy prices and a pick-up in bets on a rate hike from the Federal Reserve, the shift has raised the threshold for investing in emerging markets.
“Firmer U.S. labor data, elevated energy prices and renewed inflation risk raise the hurdle rate for EM duration and equity risk, especially where external balances or policy credibility are already being questioned,” said the IIF.
The stocks selling during May was concentrated in South Korea, India and, to a lesser extent, Brazil - all large and liquid markets.
Emerging Asia recorded net portfolio outflows of $31.6 billion, more than the total outflow for emerging markets as a whole. Flows to Latin America, emerging Europe, and the Middle East and North Africa all remained in positive territory.
Chinese stocks diverged from the wider Asian trend as equities there attracted a net $8.1 billion, while debt outflows reached $4.3 billion. Ex-China stocks have suffered outflows of more than $113 billion between March and May.
But South Korea’s tech-heavy stocks - a weathervane for market sentiment on AI exposure - was the main pres-



sure point for stocks in May with investors pulling $27.9 billion. India equities shed $4.9 billion and Brazil $2.9 billion.
Debt markets proved more resilient, with EM ex-China attracting $14.7 billion of inflows.
Overall, emerging stocks and bonds have seen $132.5 billion of net inflows since the start of the year - or nearly half

of last year’s annual total, with debt taking the lion’s share. Investors continued to favor countries offering relatively high real yields and credible policy frameworks, though the IIF said conditions had become less forgiving as higher oil prices, rising U.S. Treasury yields and renewed inflation concerns weighed on risk appetite.
“May’s debt data keeps this month from becoming a simple risk-off story,” Fortun wrote. “Market access has not closed and carry still matters. Local currency debt remains supported where real rates are high and credibility is intact. Hard currency credit still benefits from coupon income and demand for yield.”

There is apparently room for Bad Bunny in La Casita of the Lord.
The Vatican said Tuesday that Pope Leo, who is making his first trip as pontiff to Spain, had a brief meeting Monday evening with the reggaeton star, who was also touring Madrid. Bad Bunny’s visit involved packed megaconcerts featuring celebrities bumping and grinding in La Casita, a replica of a traditional Puerto Rican home.
“I confirm it,” a Vatican spokesperson, Matteo Bruni, told reporters of the encounter.
Bad Bunny, given name Benito Antonio Martínez Ocasio, “was with his family and some other people,” Bruni said. Leo “greeted them briefly before leaving the stadium,” where they had come to see the pope at an event with Madrid’s Catholics.
The two icons, one of Catholicism, the other of the club, had seemingly divided the Spanish capital into two fan bases.
Fans of Bad Bunny paid hundreds of euros for tic-
kets to his event at the Riyadh Air Metropolitano, where the soccer team Atlético Madrid plays. Leo supports their powerhouse crosstown rival, Real Madrid, and his event Monday evening at the team’s Bernabéu stadium was free.
There, after spinning around a stadium packed to the rafters, Leo declared that “singing is a necessity that permeates our shared life,” and said he was “pleased to join my voice with yours in praising God and in strengthening the bonds of such a beautiful ecclesial family.”
After the event, the Vatican spokesperson said, Leo briefly greeted the singer and his entourage.
The Vatican said it did not expect to release photos of the encounter.
“Bad Bunny meets Pope Leo in Madrid, but should have taken more photos,” read a Reuters headline Tuesday — a play on the name of the artist’s Grammy-winning album “Debí Tirar Más Fotos.”
The reporters flying with Leo to Spain had been asking him about Bad Bunny since the beginning of the trip.
“If they are confronted with the question: Do they
want to see Bad Bunny or do they want to see the pope,” Leo told CNN’s Christopher Lamb, “I think many will go to see Bad Bunny.”
“But,” Leo added, “I think there will also be a few there to see the pope. And that says something, you know.”
While both draw enormous crowds and often dress in white, the two men had somewhat different messages for the young people of Madrid.
In his hit song, “Tití Me Preguntó,” Bad Bunny sings about a marriage-minded aunt.
“Hey, auntie asked me if I have a lot of girlfriends, a lot of girlfriends,” he sings in Spanish, continuing, “Today I have one, tomorrow I’ll have another, hey, but there’s no wedding.”
At a Saturday evening vigil attended by hundreds of thousands of young Spaniards, Leo, too, raised the question of marriage. He went off script to urge them to tie the knot and get busy making families.
“As I said before: Do not be afraid to consider a vocation,” he said. “Marriage is also a vocation. Do not be afraid of marriage and starting a family!”
On Tuesday, the pope flew to Barcelona to lead a prayer vigil at the Lluís Companys Olympic Stadium. Bad Bunny played sold out shows there last month.

Six countries are imposing coordinated sanctions on networks that they say have financed and supported violence carried out against Palestinians by Israeli settlers in the occupied West Bank, Britain’s Foreign Office said earlier this week.
Britain said it was joining Canada, France and Norway in imposing new sanctions on six entities and one individual “involved in financing, enabling and carrying out settler violence.” Australia and New Zealand announced related sanctions last week.
Together, Britain’s Foreign Office said, the measures will “disrupt the flows of finance that have allowed extremist settler groups to act with impunity in the West Bank.”
Israel’s Foreign Ministry dismissed the sanctions Tuesday as “disgraceful measures.”
All six countries were once steadfast allies of Israel, but they have been increasingly critical of its policies toward Palestinians since the war in the Gaza Strip began.
Violent attacks by Israeli settlers on Palestinians in the West Bank have intensified since the Hamas-led attack on Israel on Oct. 7, 2023, that set off the war in Gaza. Analysts say one of the objectives of the West Bank violence is to shrink the territory inhabited by Palestinians and prevent the establishment of a Palestinian state. Australia, Britain, Canada, France and Norway have all recognized Palestinian statehood.
Britain’s Foreign Office cited the E1 settlement project, a plan for thousands of housing units to be built on a strategic patch of land just east of Jerusalem, as an example of settle-
ments in the West Bank that are illegal under international law and undermine efforts to secure peace. Israel’s government, which has long disputed that reading of international law, last year approved the E1 project.
The new sanctions will target a range of organizations that provide support for Israeli settler farms and outposts, as

well as groups that raise funds for settlers, Britain’s Foreign Office said. The sanctions also target a construction company, Eyal Hari Yehuda, and its owner, Itamar Yehuda Levi, accusing them of involvement in attacks on Palestinians.
In 2024, under President Joe Biden, the United States blocked transactions with Levi over violence in the West Bank. In 2025, President Donald Trump signed an executive order revoking the sanctions.
In addition to the sanctions imposed by the other countries, France banned Israel’s far-right finance minister, Bezalel Smotrich, from entering the country. Foreign Minister JeanNoël Barrot announced that decision, citing Smotrich’s calls for Israel to annex the West Bank.
Last year, Australia, Britain, Canada, New Zealand and Norway jointly imposed sanctions on Smotrich, restricting his right to travel and freezing his financial assets. Those sanctions also targeted Itamar Ben-Gvir, Israel’s far-right national security minister.

The Vaqueros of Bayamón used smothering defense and a high-velocity transition game in a 105-63 thrashing of the outmanned Capitanes of Arecibo at Rubén Rodríguez Coliseum in Bayamón on Tuesday night. With the victory, the defending champions returned to first place in Conference A of the Superior National Basketball league, while struggling Arecibo -- which played without six players due to injury -- dropped its fifth straight game.
After establishing a modest double-digit lead at halftime, the Vaqueros (18-10) led by as many as 48 points in the second half.
Newcomer Jassel Pérez finished with 23 points for Bayamón, followed by Stephen Thompson Jr. with 22, as a dozen players made it into the scoring column.

Several players made history in the Women’s Premier Softball League (LPSF) record books during the young season’s second weekend.
Leonas of Ponce star catcher Yahelis Muñoz hit the 18th home run of her career, tying Ninostka Amaro for the league’s all-time lead in home runs.
Additionally, Muñoz became just the 12th player to reach 100 runs scored -- a milestone she achieved alongside Luz Feliciano of the Prodigiosas of Sabana Grande, who became the 11th member of this exclusive club.
Another offensive milestone was reached by Leonas player-manager Adrix Paradizo, who recorded the 100th and 101st hits of her career, becoming the 22nd player to surpass the 100-hit mark.
Meanwhile, Valencianas of Juncos pitcher Alondra Pérez
recorded the 14th shutout of her career, tying Yazmin Torres for the all-time lead in that category.
The Prodigiosas lead in the standings with a 7-2 record, followed by the Valencianas at 6-3. The two-time defending champions Bravas of Cidra hold third place at 4-2, while the Leonas stand in fourth place at 4-3 and the Caribeñas of Salinas occupy fifth place at 4-4, followed by the Grises of Humacao (1-7), and the Costaneras of Guánica (0-5).
LPSF play resumes with a trio of single games this Friday. Juncos will play at Guánica and the Grises will play the Caribeñas; both games start at 7 p.m. Ponce, meanwhile, will travel to Sabana Grande to take on the Prodigiosas at 6:30 p.m.
On Saturday, Sabana Grande plays in Cidra, Juncos in Humacao and Guánica in Ponce.

The Puerto Rican National Team opened the Davis Cup Americas Group III tennis tournament in San José, Costa Rica with a 3-0 victory over the host team on Tuesday.
Malachi Smith scored 17 points off the bench to lead Arecibo (14-10).
At Raymond Dalmau Coliseum in Quebradillas, meanwhile, the host Piratas defeated the Leones of Ponce, 90-84.
The Leones, who saw a 14-point advantage disappear in the second quarter, reclaimed the lead one last time in the fourth quarter when Christian Negrón combined a hook shot and a free throw to put Ponce up 78-76 with 5:38 on the clock.
But the Piratas rallied again with a 14-3 surge, capped by a Wilo Cruz three-pointer, to pull away for good at 9081 with 1:07 left to play.
Víctor Liz and Emmanuel Mudiay led Quebradillas (919) with 20 points each, while Phillip Wheeler added 19 points.
Jalen Crutcher finished with 21 points and seven assists for Ponce (11-17), while Brady Manek contributed another 21 points and seven rebounds. Negrón added 14 points, and Alejandro Vázquez chipped in with 12.

In the first singles match, Jake Fellows defeated Paulo Pocasangre 6-1, 7-6(2) in a contest that lasted one hour and 52 minutes.
Subsequently, Marko Mesarovic extended Puerto Rico’s lead by beating Adrián Quirós Monterrey, 6-4, 6-2.
The day concluded with the doubles match, where the duo of Fellows and Nicholas Snyder defeated Luca Lo Nardo and Pocasangre, 6-3, 6-3.
The tournament, which runs through Saturday, brings together several nations from the region vying for promotion within the international Davis Cup structure.
Puerto Rico was slated to play Jamaica in a crucial group stage match on Wednesday.

ASomali soccer referee who was denied permission to enter the United States to participate in the World Cup received a hero’s welcome from a cheering crowd at the airport upon his return to his home country.
The referee, Omar Abdulkadir Artan, is widely admired in Somalia, a country of 19 million people in the Horn of Africa, where he is a rare example of someone recognized internationally for sports.
Artan was one of 52 officials, seven of them Africans, selected by FIFA, international soccer’s governing body, to referee at the tournament. The Confederation of African Football, the African soccer organization, named Artan the continent’s top referee last year, and he would have been the first Somali to take charge of a World Cup game.
But on arrival at Miami International Airport on Saturday, Artan said he was taken aside for questioning by officials from U.S. Customs and Border Protection and ultimately put back on a plane to his point of departure, Istanbul. He flew back to the Somali capital, Mogadishu, early Wednesday.
