PR Senate VP holds meetings in DC to address coastal erosion

Jiménez Santoni met this week in Washington with the director of intergovernmental affairs at the U.S. War Department, Bethany Hudson, to promote projects to mitigate the effects of coastal erosion, as well as other changes related to climate patterns.

She also spoke with the team of Rep. Sam Graves (R-Mo.), chairman of the House Transportation and Infrastructure Committee, and senior counsel Heather Eilers, where she expressed the need for congressional support to address the effects of the waves on the island’s coasts, damage to infrastructure, and the need for coordination with the U.S. Army Corps of Engineers.

“One of the greatest challenges facing Puerto Rico today and in the next 20 years is the impact of coastal erosion on our development as a society,” Jiménez said. “There is no doubt that hurricanes Irma and Maria in September 2017 accelerated changes to our coastlines, which is why it is crucial to evaluate realistic and feasible alternatives aimed at mitigating these effects while we adapt to the new climatic realities. That was the message we took to the nation’s capital: the need to identify resources to address situations like those in Loíza, Arecibo, and parts of San Juan, among others.”

According to statistics, coastal erosion has affected 58.9% of the coast in Puerto Rico since the 1990s.

“That was the message we took to the nation’s capital: the need to identify resources to address situations [involving coastal erosion] like those in Loíza, Arecibo, and parts of San Juan, among others,” said Puerto Rico Senate Vice President Marissa Jiménez Santoni, right foreground.

Oversight board: PREPA pensions must be paid through rates

Pensions for employees of the Puerto Rico Electric Power Authority (PREPA) will continue to be funded through electricity rates, since no alternative source of funding has been found, Robert Mujica, executive director of Financial Oversight and Management Board for Puerto Rico, said Wednesday.

Mujica said using the island’s General Fund to pay for the pensions is not an option.

PREPA’s revenues are declining year after year. The options are: not funding the pensions, funding them through the electricity rate, or finding another source of funding. Currently, they are funded through the rate, Mujica said at a press conference.

Johnny Rodriguez, president of PREPA’s Retirement Association, said the association last year proposed PREPA pay $500 million, split over several years, to revitalize the pension system’s investment plan. He said the proposal would address

two issues: the public would not have to continue paying for something they had already funded, and retirees would not have to worry about whether their benefits would be paid.

Mujica also noted that if the island government opted to cover PREPA’s pensions, it would leave no additional resources for other priorities, including tax relief.

“If pensions are removed from the electricity rate, they would either go unfunded or require another funding source. For the commonwealth to cover them, it would need to provide $300 million a year. The total obligation is $4 billion, which would compete with tax cuts, other priorities and reserves,” he said. “This is not the commonwealth’s responsibility, it’s PREPA’s. No other workable proposal has been presented to finance it.”

PREPA has asked the Puerto Rico Energy Bureau to maintain the provisional rate of 1.92 cents per kilowatt-hour on electricity bills, but to suspend any further rate hike reviews until legal proceedings against operator LUMA Energy are resolved.

Fiscal board urges tax reform within budget planning

Discussions on tax reform must take place alongside budget talks as the island moves from crisis management to strategic planning, Robert Mujica, executive director of the Financial Oversight and Management Board for Puerto Rico, said Wednesday.

“Conversations need to happen now. We are no longer in a crisis budget; we are in strategic planning,” Mujica told reporters at a press conference.

He emphasized that tax credits do not address the structural deficiencies of Puerto Rico’s current tax system, which he described as uncompetitive and limiting to growth.

“Reforming it will require difficult decisions and consequences,” he said. “But maintaining the current structure also has consequences: among the highest corporate tax rates in the country and high personal rates with low thresholds. These conversations must happen now to achieve comprehensive reform.”

Mujica argued that the current system, with high statutory rates and unequal exemptions, does not foster economic growth and incentivizes the informal economy. He called for broadening the tax base to allow for lower rates, including corporate and consumption taxes.

At the same time, he reiterated that the Puerto Rican government must reduce its spending and build up fiscal reserves.

Barge Defiant refloated off San Juan port entrance

The U.S. Coast Guard reported Wednesday that the barge Defiant was successfully refloated and removed from the shore near Castillo San Felipe del Morro and towed to Pier 16 in San Juan Bay.

“We want to thank our partner agencies, the Government of Puerto Rico, and all federal agencies that collaborated in this effort,” said Luis Rodríguez, Coast Guard Sector San Juan commander and port captain, in a written statement.

“By working together, each played a vital role in protecting the safety of the Port of San Juan’s maritime transportation system, safeguarding the marine environment, and ensuring

the safety of all first responders,” he added.

The agency indicated that the refloating occurred at about 2:22 a.m., shortly before high tide, after three tugboats were positioned and the pressurization of the vessel’s cargo tanks, empty spaces, and compartments was completed.

According to official information, the tugboat Lobo Grande removed the barge from the rocks with the assistance of the incoming tide. Its condition, stability and buoyancy were then assessed before it was authorized to move to the dock.

A 500-yard safety zone was established during the transfer within the port. The Coast Guard reported that the Port of San Juan resumed normal operations and is open to maritime traffic.

He stressed the need to strengthen critical reserves, reestablish the unfunded Budget Stabilization Fund, and create an infrastructure capital fund, formally separating those resources from the General Fund. He noted that nearly 90% of infrastructure investment relies on federal funds, highlighting the need for local planning and financing. Credit rating agencies also assess fiscal discipline and capacity to support long-term investments, he added.

Mujica said recent data points to a decline in revenue compared to last year.

“General Fund revenues, with data through November 2025, are slightly above projections but lower than in the previous two years and among the lowest since 2022. It is still early to determine if this is a trend, but it could indicate an economic slowdown as federal stimulus and recovery funds decrease,” he noted.

The oversight board executive director said the budget will be presented to the Legislative Assembly on May 8 and certified before June 30, in accordance with the Fiscal Plan.

Separately, Mujica also said that by the end of the week he expects to have a decision about the governor’s proposed tax relief checks.

The U.S. Coast Guard indicated that the refloating of the fuel barge Defiant occurred at about 2:22 a.m., shortly before high tide, after three tugboats were positioned and the pressurization of the vessel’s cargo tanks, empty spaces, and compartments was completed.

Cidra gov’t to offer services in neighborhood locale this Saturday

The Cidra municipal government will bring its services to the eastern-central town’s Bayamón neighborhood this Saturday as part of the “Mayor’s Office Close to You” initiative, an effort to bring municipal programs and services closer to the communities, Mayor Delvis Pagán Clavijo announced Wednesday.

The event will take place at the neighborhood sports complex court starting at 10 a.m.

“The purpose of this project is to facilitate access to municipal services and address the needs of our people,” the mayor stressed. “We know that not all residents of Cidra can reach the mayor’s office to request services or assistance from the municipal government, due to transportation, work, or personal circumstances, so we decided to bring the services to them in the various communities.”

Throughout the day, the municipality will offer information booths, health clinics, guidance on municipal and state services, and a talk on home gardening. The Advanced

Rondalla from Jesús T. Piñero Specialized Music School of Cidra will also perform. The mayor said he will be present to personally assist residents who need information or support.

“I want to hear your concerns and follow up on your requests, because my responsibility is to be available and accessible to our people in every community in Cidra,” Pagán Clavijo said.

The program, which will be visiting other neighborhoods going forward, is part of a strategy to decentralize services and strengthen direct communication with communities.

Senator says Housing secretary has much to explain

Sworn statement shows Pérez Peña owned vehicle inspection center in Yabucoa until end of last year

Senate Ethics Committee Chairman Juan Oscar Morales Rodríguez on Wednesday said Housing Secretary Ciary Pérez Peña has much to explain.

Morales’ comments followed a sworn statement revealing that Pérez Peña owned the Yabucoa Auto Service vehicle inspection center until Dec. 4, 2025. On that date, she transferred ownership to her father, Noel Pérez Martínez, who is now listed as the business’ president. The revelation conflicts with Pérez Peña’s previous claims of having no involvement with the business since 2017.

Morales highlighted the inconsistency in a radio interview.

“It is important for Secretary Pérez Peña to clarify why the sworn statement shows her as the owner, despite her previous pub-

lic statements distancing herself from the business since 2017,” he said. “Although she may appear as the company’s president in official documents, she claims to have had no operational or administrative role.”

The New Progressive Party senator urged the Housing Secretary to be transparent about the Yabucoa Auto Service case, noting that her recent sworn statement does not match earlier explanations.

Pérez Peña has repeatedly denied any wrongdoing and has refused to resign from her position, insisting in a separate radio interview on Wednesday that “I have not committed any illegal act. I am doing a great job.”

“There is no reason for me to resign from my position,” she added during the interview on WKAQ 580AM.

The controversy intensified earlier this month when it was revealed that the Yabucoa inspection center, registered in Pérez Peña’s name, had allegedly issued fraudulent car inspections. The scandal triggered a referral to the island Justice Department, citing administrative violations

and operational irregularities. Legislators from the Popular Democratic Party filed the complaint, further fueling public debate over ethics and transparency in government.

Pérez Peña maintains her innocence, stating that, while the Yabucoa Auto Service is a family business, she has not been involved in its management or operations since February 2017. She emphasized that the Department of Transportation and Public Works (DTOP) sent official communications to those managing the center, not to her personally. She characterized the alleged violations as technical issues common to many Puerto Rico inspection centers, describing the accusations as “incorrect and selective.”

A separate media investigation revealed that a 2024 audit uncovered 1,900

allegedly fraudulent inspections and irregular sales of vehicle license plates at the Yabucoa center. Although Pérez Peña was not managing the business at the time, she remained the legal owner, leading to a $25,000 fine -- of which she has reportedly paid $5,000.

Governor signs law regulating public restroom use

Gov. Jenniffer González Colón has signed Law 26 of 2026, regulating the use and designation of multioccupancy restrooms in agencies, public corporations, the University of Puerto Rico and municipalities.

The measure, House Bill 165, was in-

troduced by Rep. Lisie Burgos Muñiz and co-authored by several legislators.

The new law prohibits the installation of inclusive, mixed-gender, or gender-neutral restrooms and requires that multi-occupancy restrooms be separated according to biological sex; that is, restrooms for women and restrooms for men.

It also mandates the provision of acces-

sible or family restrooms for people with disabilities, senior citizens, minors requiring assistance, or people of either sex who wish to use them.

The legislation requires clear signage and identification of multi-occupancy restrooms by biological sex, as well as the identification of accessible or family restrooms.

Each violation carries an administrative fine of $5,000, up to a maximum of $15,000. The funds collected will be allocated to the Health Department’s Rape Victim Assistance Center.

The law stipulates that its provisions do not apply to children and pre-adolescents up to 12 years of age in regular or family restrooms.

Puerto Rico launches RFQ for new 600 MW Costa Sur power plant

Puerto Rico’s Public-Private Partnerships Authority (P3A) has released a request for qualifications (RFQ) for the development of the 600-megawatt (MW) Costa Sur power generation project.

Key dates for the Costa Sur RFQ are as follows: the deadline to submit requests for clarification (RFCs) is March 6, with responses to RFCs issued on March 12. Statements of qualifications and project descriptions are due by March 17. Qualified respondents are expected to be notified by March 24, according to the RFQ published on Tuesday.

on the island’s southern coast, currently houses natural gas units Costa Sur 5 and Costa Sur 6, originally installed in the early 1970s and designed to operate on oil. The new project aims to replace these units with dual-fuel generation technology capable of running on both natural gas and ultra-low-sulfur diesel.

According to the RFQ, the project will modernize or replace existing infrastructure, creating a new firm-generation facility with individual units of some 150 to 200 MW each, with a maximum total capacity of 600 MW. The upgrade will help meet Puerto Rico’s ongoing energy demand and strengthen grid resilience.

The selected developer will enter into a long-

term power purchase agreement with the Puerto Rico Electric Power Authority, ensuring a stable power supply and investment security.

The P3A is also underway with a process to procure 3,000 MW of new capacity.

The Costa Sur New Generation Facility Procurement Process, as a dedicated initiative to procure firm generation capacity for the Costa Sur Power Plant complex, was separated from other procurements to address specific interest from potential developers.

The P3A stated that by separating Costa Sur into its own procurement process, it can more efficiently and effectively evaluate proposals for this key energy site, while the original procure-

ment continues for the remaining capacity needs. The combined total capacity from both processes will not exceed 3,000 MW.

The new power plant must offer fast start and rapid ramp-down capabilities, utilizing advanced gas turbine technology. Coal-fired and nuclear generation are prohibited under current regulations.

As previously reported by the STAR, In the separate 3,000 MW capacity procurement launched in October 2025, Polaris Renewable Energy has confirmed its participation as a bidder. CEO Marc Murnaghan announced during the company’s recent fourth-quarter earnings call that Polaris successfully passed the initial RFQ stage.

Trump puts on a show, casting Democrats as the villains

It was spectacle as survival strategy. In his State of the Union address, President Donald Trump didn’t bother to introduce a raft of new policies — unusual in a midterm election year with control of Congress on the line. He did not seem concerned with making the case that he gets it when it comes to the issue Americans are most worried about. “Affordability,” he said, was part of a “dirty, rotten lie” perpetuated by the Democrats.

Instead, with the slashing style of a natural campaigner and the instincts of a onetime reality television producer, he spent the better part of two hours baiting the ranks of incensed Democrats in the chamber and endeavoring to define them to the electorate as “sick,” unpatriotic and utterly out of step with the values of most Americans.

“These people are crazy, I’m telling ya, they’re crazy,” Trump said at one point, while relaying the story of a young person who had been forced to undergo a gender transition. “Boy oh boy, we’re lucky we have a country with people like this — Democrats are destroying our country, but we’ve stopped it just in the nick of time.”

Going into the speech, Trump knew that he needed to use it to maneuver out of a politically treacherous moment for himself and his party. A majority of Americans oppose how Trump is pursuing his anti-immigration agenda, and more than 70% of them think his priorities are in the wrong place. His approval rating has plummeted to 41%.

His solution was to wrap himself in the imagery of American heroism with staged asides throughout the speech while throwing the blame for every problem, from the security of elections to the state of the economy, back on his opponents.

In a number of cases, Democrats gave Trump the confrontations he sought.

Rep. Al Green of Texas, who was ejected from the chamber last year for waving his cane at Trump, was once again removed after he held up a sign proclaiming “BLACK PEOPLE AREN’T APES” — a reference to a racist video Trump recently shared on social media.

Rep. Lauren Underwood of Illinois got up and walked out rather than “take another minute” of the speech. And Rep. Ilhan Omar of Minnesota, a frequent target of Trump’s, was one of a handful who yelled at him.

“You’ve killed Americans!” she shouted as

Trump talked about immigration enforcement.

“You should be ashamed of yourself,” the president shot back.

But if Trump drew the contrasts he wanted to draw inside the chamber, it was not clear how much effect his performance would have outside of it, where the political realities for him and his party are bracing.

The killing of U.S. citizens by immigration agents and scenes of children being detained have undercut public approval for his deportation campaign despite his success in largely closing the border to illegal immigration. His base remains fixated on the Jeffrey Epstein files and whether the administration has been fully transparent in making public all that is known about those who consorted with him, including Trump. Last week, the Supreme Court struck down Trump’s preferred method for implementing tariffs, a keystone of his economic and foreign policy agenda.

If Trump felt defensive about any of this, it came out as defiant. On Tuesday evening, he looked at a row of stone-faced Supreme Court justices and told them his tariff plans would continue under the “legal power that I as president have to make a new deal.”

Democrats, sensing divides among Republicans about how Trump is pursuing his agenda and seeking polling moving their way, remain confident about the midterm elections.

In a rebuttal address for the Democrats, Gov. Abigail Spanberger of Virginia said that Trump had largely avoided the concerns of everyday Americans.

“He lied, he scapegoated and he distracted,” Spanberger said. She closed her speech with a call for Democrats running in this fall’s midterms to focus on the economy.

During the speech, Trump tried to shift the focus to his preferred topics. He offered little explanation about why he is threatening to launch more military strikes against Iran, saying that he would prefer to end the country’s nuclear program through diplomacy, but that he would “never” allow Tehran to have a nuclear weapon — “Can’t let that happen.”

Circling, always, back to Democrats, he called them cheaters and liars, assailing them for their opposition to legislation that purports to address his unfounded claims of widespread election fraud.

Trump kicked off his discordant address dutifully enough, hailing a “golden age of America” where the stock market is at record highs, retirement accounts are overflowing, and new investments are coming into the country by the trillion — “Everybody’s up, way up,” Trump said. He touted the influx of “80 million barrels” of oil from “our new friend and partner Venezuela,” without first mentioning the U.S. military’s audacious capture of the country’s leader.

But it did not take long for Trump to switch into emcee mode. He invited the gold-medal-winning U.S. men’s hockey team into the chamber, spending several minutes associating himself with their victory and announcing the first of several awards he doled out: a Presidential Medal of Freedom for Team USA’s goalie, Connor Hellebuyck.

“This will be a year to celebrate our country and the heroes who kept it free,” Trump said. With one manufactured moment after another, it became clear that the goal of the speech was not to unveil new policies or acknowledge the anxieties of Americans who find housing too expensive or are struggling to pay bills. Instead, Trump created the sort of social media-ready content that his administration has thrived on to push through one unflattering news cycle into the next.

Ever aware of the camera, Trump said that he wanted Americans to “see clearly what their representatives really believe,” and asked every person seated in the chamber to make a choice.

“So tonight I’m inviting every legislator to join with my administration in reaffirming a fundamental principle,” Trump said. “If you agree with this statement, then stand up and show your support. The first duty of the American government is to protect American citizens. Not illegal aliens.”

Several Democrats stayed seated. Trump — failing to mention the killings of Renee Good and Alex Pretti, U.S. citizens, by immigration agents in Minnesota — basked in the applause from Republicans before his eyes slid over to the other side of the room.

“Isn’t that a shame?” Trump said. “You should be ashamed of yourself, not standing up. You should be ashamed of yourself.”

Stephen Miller, the architect of Trump’s immigration policies, quickly jumped on social media to make the point of the stagecraft explicit. The seated Democrats, he said, “is the most shocking image in the history of the US Congress.”

Congress has seen its share of shocking images over the years, and Trump was delivering his address inside the same chamber that a mob of supporters tried to storm a little more than five years earlier in an effort to keep him in office despite his election loss.

Trump, a target of several assassination attempts, recounted the killing of conservative activist Charlie Kirk. He had another request for Americans: “We must totally reject political violence of any kind.” The San Juan Daily

15 states sue HHS over revisions to vaccine schedule

Aiming to reverse recent changes to federal vaccine recommendations, 15 states led by Democrats announced earlier this week that they were suing the Trump administration.

The lawsuit, filed by a coalition of 14 attorneys general and the governor of Pennsylvania, asks the courts to nullify the administration’s decision in January to reduce the number of diseases children are routinely immunized against to 11 from 17.

It also challenges “the unlawful replacement” of members of the federal Advisory Committee on Immunization Practices, who recommend vaccines for Americans.

The suit names the Department of Health and Human Services and Health Secretary Robert F. Kennedy Jr. as defendants. It also names the Centers for Disease Control and Prevention and its acting director, Dr. Jay Bhattacharya.

“HHS Secretary RFK Jr. and his CDC are flouting decades of scientific research, ignoring credible medical experts, and threatening to strain state resources and make America’s children sicker,” Rob Bonta, attorney general of California, said at a news briefing Tuesday.

“The fact is, vaccines save lives and save our state’s money,” he added.

HHS officials did not respond to a request for comment.

The lawsuit contends that the administration’s new vaccination schedule was not based on any scientific evidence, relying instead on comparisons to countries that are significantly different from the United States.

The new schedule most closely resembles the recommendations made in Denmark, a country with nationalized health care and a population that is a fraction of that of the United States.

Legally creative, democratically dangerous: Trump’s plan to twist the news

The Federal Trade Commission and the Federal Communications Commission were designed to be independent stewards of the public interest — guardians against monopolies, fraud and the misuse of public airwaves. Congress created the agencies in the first half of the 20th century, and they are led by commissioners serving fixed terms to insulate them from the political whims of the White House.

The Trump administration has ruined that independence. President Donald Trump’s appointees have weaponized the agencies and transformed them into instruments of ideological enforcement. The changes not only threaten their core responsibility to ensure a fair business playing field but also directly undermine the First Amendment.

The latest evidence is a quiet but radical distortion of consumer protection law by the FTC. The agency recently sent a warning letter to Apple, alleging potential bias in how Apple News curates articles. The letter cited a study by Media Research Center, a conservative group, suggesting that Apple was treating conservative sources unfairly.

Separately, the commission is investigating Media Matters, a liberal group, for its work arguing that the social platform X has allowed hate speech to spread. Together, the two cases betray the agency’s politicization. A conservative media watchdog criticized Apple, and the FTC used that work to justify a warning letter to the company. A liberal media watchdog criticized X, and the FTC responded by investigating the watchdog.

The premise of the Apple warning is legally creative and democratically dangerous. The FTC’s chair, Andrew Ferguson, appears to be testing a novel theory: that editorial judgment can be regulated as a deceptive trade practice. In this view, a news organization’s slogan — such as “fair and balanced” or “without fear or favor” — is no longer a statement of mission but a marketing claim subject to federal prosecution if the government decides the outlet has failed to live up to it. (Tellingly, the agency is not investigating Newsmax, a Trumpfriendly outlet, for its claim to publish “diverse viewpoints.”)

This approach obliterates the traditional line between consumer fraud and protected speech. Historically, the First Amendment has limited the reach of consumer law to commercial speech or clear-cut fraud. By treating political bias as a defect in a commercial product, the FTC is claiming the authority to police journalism itself. Even if these investigations eventually fail in court — and a federal judge has so far blocked the inquiry into Media Matters — they do damage.

The investigation becomes the punishment, forcing media companies to spend millions on legal defenses and deterring them from publishing material that the Trump administration does not like.

The situation is even more volatile at the FCC, which is supposed to ensure open, efficient communication but has abandoned the pretense of neutrality. Its chair, Brendan Carr,

recently told the Senate Commerce Committee that “formally speaking, the FCC isn’t independent.” The agency has since removed the word “independent” from its mission page, signaling that it now views itself as an extension of presidential power.

Carr has acted on this vision. In September, he suggested the agency would consider revoking the broadcast licenses of ABC stations after late-night host Jimmy Kimmel made a comment in poor taste about the killing of Charlie Kirk. The threat was not empty rhetoric; two station owners, Sinclair and Nexstar, briefly suspended the show, and ABC temporarily pulled it from the air.

Carr is also manipulating technical regulations to silence opposition. He has signaled plans to tighten the “equal time” rule, which requires broadcasters to provide similar treatment to all candidates in an election. The FCC has long granted an exemption for interviews on news programs, allowing broadcasters to make editorial judgments. But in a memo issued last month, the FCC warned that broadcasters might violate the rule if they aired interviews “motivated by partisan purposes.”

In practice, this would allow the FCC to determine which candidates get airtime, and it is already having a chilling effect. Stephen Colbert said last week that CBS had refused to allow him to run an interview with James Talarico, a Democratic candidate seeking to represent Texas in the U.S. Senate, and that the network cited the equal-time rule as the reason.

This approach threatens to turn back the clock to the mid-20th century, when the government imposed a wide range of rules on broadcasters. Both Democratic and Republican administrations weaponized these rules to suppress critical coverage of their agendas. Under President Ronald Reagan, the FCC ended most of those requirements because it recognized that it was inhibiting the public discourse it had intended to encourage. It concluded that rules regulating content were inhibiting free speech. The Reagan administration was right.

In another intrusive step, Trump’s FCC is leveraging its merger review power to dictate newsroom operations. As Skydance and Paramount were seeking approval for their merger last year, the agency coerced a concession at CBS, which is part of the joint company. Skydance agreed to install a news ombudsman at the network to monitor for bias, and CBS hired the former president of a conservative think tank for the job. This is breathtaking. The federal government is effectively mandating that a private news organization install a political commissar to ensure its reporting meets state-approved standards of neutrality.

The FCC also is moving to clear the way for Nexstar, a large owner of local television stations, to acquire Tegna, a competitor. This month, Trump urged the FCC to approve the deal. “We need more competition against THE ENEMY, the Fake News National TV Networks,” he wrote on social me-

dia. “GET THAT DEAL DONE!” He did not mention that the merger blatantly violates the FCC’s rules. A broadcaster is not allowed to own stations that together reach more than 39% of U.S. households; the new company would reach more than 80%.

To get around this problem, the FCC has begun the process of changing the rules. Carr has described the ownership limits as “arcane” and “artificial.” In fact, they are vital protections against monopoly power.

The actions of the two agencies are a pincer movement. The FTC is twisting consumer protection statutes to penalize speech it dislikes, while the FCC is weaponizing the “public interest” standard to bully broadcasters into submission.

This regulatory assault is occurring while the Supreme Court appears poised to allow Trump go further. In December, the justices heard arguments in a case about whether FTC commissioners and other semi-independent appointees are safe from being fired at the president’s whim. If the court rules that the president may remove them at will — as the administration’s solicitor general urged — the Oval Office will have more leeway to pressure the media.

The American public should recognize these maneuvers for what they are. When regulators treat editorial decisions as fraud and condition business mergers on the content of news broadcasts, they are not protecting consumers. They are engaged in a hostile takeover of the marketplace of ideas.

Willie Colón played up the bad guy with purpose

Every genre has its bad guy, villain, heel. In the world of salsa, that dark genius was Willie Colón, who died Saturday at the age of 75.

His predilection for playing the antagonist came across in a variety of ways. The titles of his music albums: 1967’s “El Malo,” which translates to “The Bad Guy”; 1973’s “Lo Mato — Si No Compra Este LP,” or “I’ll Kill Him — If You Don’t Buy This Record”; 1970’s “Cosa Nuestra,” a play on the Mafia’s clandestine tag; and 1970’s “La Gran Fuga,” on whose cover he appears in a makeshift FBI wanted poster. And Colón also fashioned himself as the heavy of the film, the offender.

“The clothes I was wearing and that gangsta thing played into the image and it really caught on,” Colón said in 2017 in “Latin Music USA,” a PBS documentary.

Colón may have designed his image after the transgressor, but he was a salve for the Latino youth of the 1960s. He became an avatar for young Latinos who could not style themselves after John Wayne, Muhammad Ali or Elvis Presley. Those Latinos were slicker and younger, and they had roots in this country that were just beginning to bloom. There was no one from their generation in the mainstream they could pin their own image onto.

Members of that generation felt unrepresented and struggled for a toehold in a culture they said overlooked them.

“It was a mirror of what was going on in the media in those days,” Colón said in the documentary. “We started to identify a lot with the African American community.”

Colón gave them a sly, tough example of success and charm and bravado to latch on to. They did not have to become small. They could be as big as they wanted to be.

“We were illegal immigrants as far as anyone was concerned,” Colón said in a 2013 interview with journalist Maria Hinojosa. “The music was an act of civil disobedience, to an extent.”

As for his style, he procured his pieces any way he could.

“My mother was going out with this guy whose father was Harry Belafonte’s doorman,” Colón said in the documentary. “Harry Belafonte was always giving him these beautiful silk ties. He would give them to me because he had no reason to wear a tie. It was part of my look.”

The dynamic was undetectable in their music, but was on display on the cover art of their 1972 joint album, “Crime Pays.” The two can be seen flanking an old roadster; Colón wears a felt hat, leather gloves and a beige trench coat, and Lavoe is in a black peacoat and hat. Lavoe seems more formal in the pose, while Colón appears to be completely at ease.

“He taught me Spanish, I taught him English — it was great,” Colón said about Lavoe in 2017. “I had the Bronx street smarts going, and he had the country Puerto Rican folkloric thing, and it was a great combination.”

By 1977, Colón was an established producer working with other great singers including Celia Cruz, Tito Puente and, most memorably, Rubén Blades. By then, he sported a more relaxed look, open shirts and blazers with T-shirts, as opposed to the three-piece suits of his youth. Even with that shift in style, his bad-guy persona still lived on.

US primary credit market competition hits record high as bond demand surges

Tuesday saw ⁠software ⁠stocks stage something of a rally, weirdly driven by the thing ⁠that’s beaten them down for the past month: a sweep of new plug-ins from AI lab Anthropic. This time around, the market focused more on the partnerships between some of these companies and Anthropic, rather than the existential threat AI could pose.

I’ll get into that and more below.

⁠on record, based on Barclays’ analysis of over one million investor records since 2017, driven by high demand for new corporate bonds.

The increased demand led to tighter allocations and heavier early-stage trading, ⁠as indicated ⁠by reports submitted to the Financial Industry Regulatory Authority’s (FINRA) system for reporting over-the-counter transactions in fixed-income securities.

A dataset constructed by Barclays from this system, Trade Reporting and Compliance Engine (TRACE), showed that issuances have increasingly “sold out” across a broader and more diverse investor ⁠base.

Even though many software stocks caught a break yesterday, others affected by ⁠Anthropic’s new tools were less ⁠fortunate. HR software firm Workday fell 10% overnight, with a downbeat revenue forecast aggravated by the fact that HR tasks were listed among the targets of Anthropic’s new gizmo.

While the broader rebound may not address what the viral scare stories suggest will be a wipeout of white collar workers, it does suggest that perhaps many of these companies may survive and thrive with AI after all.

U.S. primary credit markets ⁠are ⁠now the most competitive

The most liquid parts of the market saw the steepest rise of 30% to 35%, spanning major sectors such as banking, capital goods, consumer non-cyclical, consumer cyclical and technology, as well as large offerings and bonds with five- to ten-year maturities.

Unmet primary market demand is also feeding into secondary trading, ⁠as per the report, with turnover on deals larger than $1 billion rising to 26% in the first 10 days of 2025, up from 15% in 2017, with broader initial ownership boosting early activity.

At the very least, it suggests a rethink about the extent of the selloff in many sectors in recent months, and maybe nodded a little to today’s big event - Nvidia’s results.

The world’s most valuable company reports after the bell, and for all the ifs and buts about AI, there’s no doubt about the torrent of capex earmarked for chips, computing hardware, bricks-andmortar data centers and the energy ⁠needed ⁠to drive it.

The chip giant is expected ⁠to forecast a 64% jump in firstquarter revenue to about $72 billion dollars. But, as ever, the bar to impress is rising all the time, and Nvidia is facing increasing competition from the likes of Alphabet and AMD.

Chinese demand may also be in focus given the recent ebb ⁠and flow of government restrictions on the sale of its top chips there.

Pope Leo to visit Africa, signaling continent’s importance to Catholicism

The Vatican announced Wednesday that Pope Leo XIV would make a 10-day trip to Africa in April, traveling to Algeria, Angola, Cameroon and Equatorial Guinea, less than a year after he was elected to the papacy.

The trip to Africa so early in Leo’s tenure appeared to signal the importance of a continent where Roman Catholicism is growing faster than anywhere else. The number of Catholics grew by more than 15 million worldwide from mid-2022 to mid-2023, more than half of them in Africa, according to the most recent statistics published by the Vatican. The continent also produces more trainee priests than any other, though Africans are underrepresented in the church’s senior leadership.

Leo’s predecessor, Pope Francis, increased the number of African cardinals but did not visit the continent until he had been in office for more than two years.

Although it will be Leo’s first trip to Africa as pope, he visited the continent regularly as leader of the Augustinian order from 2001 to 2013 and also during the two years in which he headed a department at the Vatican that oversees the appointment of bishops. The Augustinian order traces its roots to the teachings of St. Augustine, who was born in the fourth century in what is now Algeria.

During a visit to Tanzania in 2003, Leo made a 470-mile trip in a car “which he drove himself,” Bishop Stephano Musomba, a Tanzanian cleric, said in an interview with a local newspaper last May. Leo’s love of long-distance driving is well documented.

elected as pope, Leo traveled to Turkey and Lebanon, where he tried to strengthen ties with Islamic leaders and with the Orthodox church. On the return flight to Rome, Leo was asked about future trips and he expressed his desire to travel to Africa, and specifically “to Algeria to visit the places of St. Augustine,

but also in order to continue the conversation of dialogue, of building bridges between the Christian world and the Muslim world.”

Nearly a fifth of all Roman Catholics are Africans, a proportion that is not reflected in the church’s hierarchy. There are currently 245 cardinals, about half of whom are under 80 and can therefore vote in a conclave to choose a pope. Africa has 29 cardinals, roughly half of them under 80. Nearly two-thirds were appointed by Francis, who made the church leadership more geographically diverse.

Roughly 280 million people, about a fifth of Africa’s population, are Roman Catholic.

Pope Paul VI was the first pope to visit Africa, traveling to Uganda in 1969. His successor, John Paul II, visited the continent 13 times from 1980 to 2000. Benedict XVI traveled to Africa twice during his papacy, and Francis, who died last year, went four times from 2015 to 2023. When Francis visited Congo during his last trip to the continent, he sought to encourage peace in an overwhelmingly Christian country that has known little of it.

The Vatican said that, in Algeria, Leo would spend April 1315 in Algiers and Annaba, which stands on the site of Hippo, the ancient city where St. Augustine lived. In Cameroon, he will travel to Yaoundé, Bamenda and Douala from April 15-18, before visiting Luanda, Muxima and Saurimo in Angola from April 18-21. The final stops are in Equatorial Guinea, where Leo will visit Malabo, Mongomo and Bata from April 21-23.

Leo will also make a one-day trip to the principality of Monaco on March 28, and he will go to Spain in June for a six-day visit, the Vatican said.

Cuban government says 4 are killed in gunfire exchange on Florida speedboat

The Cuban government said it exchanged gunfire with a Florida-based speedboat that had entered its territorial waters Wednesday, killing at least four people and wounding six others.

The vessel approached within one nautical mile northeast of the El Pino channel north of Corralillo, a town in the central Cuban province of Villa Clara, according to a state-

ment on the Facebook page of Cuba’s Ministry of the Interior.

Cuban border-guard troops on a government boat approached the speedboat seeking identification when the people aboard the boat opened fire on the Cuban personnel, wounding the Cuban vessel’s commander, the statement said.

“As a result of the confrontation, at the time of this report, four foreign attackers were killed and six were wounded,” the government said.

The wounded were evacuated and received medical attention, the government said. The government’s statement included what it said was the boat’s Florida registration number.

A U.S. official said the firefight involved a U.S. civilian boat that was part of a flotilla to get relatives out of Cuba, adding that the vessel was not a U.S. Navy or Coast Guard boat.

“In the face of current challenges, Cuba reaffirms its commitment to protecting its territorial waters, based on the principle that national defense is a fundamental pillar for the Cuban State in order to protect its sovereignty and stability in the region,” the Cuban government statement said.

The Cuban government is in the throes of a critical energy crisis, largely because of Trump administration moves to block foreign oil shipments.

The shooting involving the boat took place a day after the 30th anniversary of the Brothers to the Rescue shoot-down, when Cuban military planes shot down two planes from a South Florida humanitarian organization that was distributing flyers in Cuba. Four people were killed.

Mexico is caught between Trump and the cartels

El Mencho was the biggest kingpin left.

The drug lord, whose real name was Nemesio Rubén Oseguera Cervantes, had evaded capture for two decades, outlasting his rivals El Chapo and El Mayo and building his Jalisco New Generation Cartel into Mexico’s most powerful criminal organization.

Then, over the weekend, his run came to an abrupt end, in part because of a romantic rendezvous.

The killing was a clear success for the Mexican authorities. The timing, however, seemed to be telling.

President Donald Trump has been loudly and repeatedly demanding that Mexican officials dismantle the cartels that have amassed fortunes by sending drugs across the border. If they don’t, he has threatened, the U.S. military may do the job instead.

Those threats appear to be having an effect.

President Claudia Sheinbaum of Mexico has overseen one of the most aggressive offensives against the cartels in more than a decade.

On Sunday, weeks after Trump ordered a military intervention in Venezuela and warned that Mexico was next, Sheinbaum took another bold swing. She authorized Mexican forces to take out her nation’s most wanted criminal, using intelligence provided by the United States.

The killing of Oseguera Cervantes shows how the tense interplay between Trump and Sheinbaum — two leaders with starkly different styles but an unlikely camaraderie — has fundamentally reshaped the U.S.-Mexico relationship, particularly on security.

“The pressure that Trump has put on her administration has been a force she’s taken advantage of,” said Carlos Bravo Regidor, a Mexican political analyst who studies U.S.-Mexico relations. “She wanted to change Mexico’s security, but Trump came at a very interesting moment to push her in that direction.”

Yet, Bravo added, Sheinbaum is also playing with fire.

“I don’t know if she wanted to go as far as she’s going,” he added. “This is clearly putting her administration under a lot of stress, and there is a big question now of what are the Mexican state’s capacities to govern the consequences of this operation.”

wave of shootings, arson and blockades across the country, and now Mexicans are bracing for even more violence ahead, as competing factions jockey for power and confront the government. It is a cycle Mexico has lived through many times before.

It is also the latest example of Trump’s growing impact on Latin America. Venezuela, Cuba, Colombia, Argentina, Honduras and others all can attest.

In her daily news conference Tuesday, Sheinbaum pushed back on the notion that she was acting in response to Trump, calling any speculation about that “almost laughable to read.”

Sheinbaum has consistently sought to set boundaries with Washington. Just as Trump’s wish to strike Mexico has become a regular part of his rhetoric, so has her refrain about protecting Mexico’s sovereignty.

On Monday, she repeated the limits on the American role. “There is no participation of U.S. forces,” she told reporters. “The understanding with the United States is based primarily on the exchange of intelligence.”

Sheinbaum confirmed that U.S. agencies provided intelligence for the operation against Oseguera Cervantes, and The New York Times reported Monday that critical information came from the CIA. The CIA declined to comment.

Mexico’s defense secretary also credited U.S. agencies with assistance but said the break in the case came when Mexican intelligence officials identified an associate of one of Oseguera Cervantes’ lovers, who then led

numerous Mexican officials were shown to be corrupted by the cartels.

John Feeley, a top U.S. diplomat in Mexico from 2009 to 2012, said it appeared the tides were shifting. “The big difference always was that we never had full buy-in from the Mexicans,” he said. The recent successes, he added, “show that, with Mexico at least, the United States needed to bring more pressure to bear to create the moment of political will.”

It is clear the two sides have improved cooperation. In January, the U.S. military set up an intelligence-sharing task force in Arizona, about 15 miles from the Mexico border. The force has roughly 300 military and civilian staff members who study the cartels — their leadership, logistics and financial operations — to feed intelligence to Mexican authorities. The task force aided the raid on Oseguera Cervantes, the Times reported.

From 2008 to 2023, the United States spent $3.6 billion on bilateral security with Mexico. But it was not always so collaborative. Background

On November 14, 1980, Ms. Rosa Lydia Vélez and eight other plaintiffs (the “Original Plaintiffs”), initiated litigation against the Puerto Rico Department of Education (the “DOE”) on behalf of a class of minors and parents of minors who participated in the DOE’s Special Education Program. Following decades of litigation and a multitude of procedural events, the Supreme Court of Puerto Rico (the “Supreme Court”) determined that parents, guardians and caregivers of children enrolled in the Special Education Program in Puerto Rico, along with children, could present claims for damages in the Special Education Litigation. The Supreme Court issued a public edict explaining how to present claims and instructing any party who was seeking to prove his or her damages pursuant to the Special Education Litigation to do so on or before October 31, 2016.

On May 3, 2017, the Financial Oversight and Management Board for the Commonwealth of Puerto Rico (the “Oversight Board”) issued a restructuring certificate pursuant to PROMESA Sections 104(j) and 206, and filed a voluntary petition for relief for the Commonwealth pursuant to PROMESA Section 304(a), commencing a case under Title III, therefore. Shortly thereafter, the Commonwealth Court issued a judgment declaring the damages phase of the Special Education Litigation2 stayed pursuant to the Commonwealth’s Title III case.

Pursuant to an order, dated January 18, 2022 [ECF No. 19813] (the “Confirmation Order”), the Modified Eighth Amended Title III Plan of Adjustment for the Commonwealth or Puerto Rico, et al., dated January 14, 2022 [ECF No. 19784] (as amended, supplemented, or modified, the “Plan”), was confirmed by the United States District Court for the District of Puerto Rico (the “Court”).

The Effective Date of the Plan occurred on March 15, 2022, and the Notice of (A) Entry of Order Confirming Modified Eighth Amended Title III Plan of Adjustment of the Commonwealth of Puerto Rico, et al. Pursuant to Title III of PROMESA and (B) Occurrence of the Effective Date [ECF No. 20349] (the “Effective Date Notice”) was filed and served in connection therewith.3

On May 24, 2018, a master proof of claim, Proof of Claim No. 29477, was filed on behalf of all plaintiffs in the Special Education Litigation who agreed to be represented by Lead Counsel, Mr. José E. Torres Valentín (“Torres Valentín”) of Torres Valentín Estudio Legal, LLC (the “Vélez Master Claim), asserting liabilities arising from the complaint filed in the Special Education Litigation. In addition, approximately, 1,345 proofs of claim (the “Other Special Education Claims,” and together with the Vélez Master Claim, the “Special Education Claims”), were filed in the Commonwealth Title III Case by claimants who are parties to either the Special Education Litigation or the Consolidated Special Education Litigations, but who had opted not to be represented by Lead Counsel. In total, approximately 1,346 proofs of claim were filed by or on behalf of approximately 18,667 Claimants in the Special Education Litigation.

On February 10, 2025, the Commonwealth Court entered the Order Granting Motion of the Commonwealth of Puerto Rico for An Order, Pursuant to Bankruptcy Code Section 105 and Federal Rule of Bankruptcy Procedure Rule 2002, Regarding Notice Procedures in Connection with Proposed Special Education Settlement [ECF No. 28846] (the “Special Education Procedures Order”), approving the dissemination and form of a Settlement Offer (the “Settlement Offer”) to (i) each Family who timely and appropriately filed a proof of claim in the Commonwealth’s Title III Case, either through claims filed on their own behalf, or through claims filed by their respective counsel, which remain pending for resolution before the Title III Court and (ii) are a party to the Special Education Litigation or the Consolidated Special Education Litigations. Settlement Offer

The Settlement Offer proposes each Family who properly and timely filed a proof of claim in the Commonwealth Title III Case on their own behalf, or through claims filed by their respective counsel, asserting liabilities in connection with the Special Education Litigation shall be granted an allowed claim collectively against the Commonwealth in the amount of $25,000.00, which such allowed claim will be treated in accordance with the terms and provisions of the Plan. Each Family will be granted an allowed claim in the amount of $25,000.00 collectively, with such amount to be distributed pro rata amongst the members of the Family associated with the relevant Special Education Claim and who accept the Settlement Offer. The Settlement Offer amount is not proposed on an individual basis to each member in the Family associated with the relevant Special Education Claim. Pursuant to the Plan, each Family will be treated as a holder of an allowed general unsecured claim, held against the Commonwealth, in Class 58 (CW General Unsecured Claims) and be entitled to recover its pro rata share of the CW GUC Recovery up to the GUC Recovery Cap. See Plan §§ 1.181, 1.261, 1.285, 62.1. Thus, the amount each Family will actually receive may NOT equal $25,000.00. By agreeing to accept the $25,000.00 allowed claim, Claimants agree to release the Commonwealth, including its agencies, related entities constituting the central government, as listed at ECF No. 2828, and its covered territorial instrumentalities, approved by the Oversight Board at its September 30, 2016 meeting (ECF No. 1299-15 in Case No. 17-3567), together with their respective current or former board members, directors, principals, agents, officers, employees, advisors and professionals, from any claim or cause of action, whether known, unknown, asserted or assertable directly or derivatively, fixed, contingent, matured, unmatured, disputed, undisputed, in law, equity or otherwise, and whether asserted or unasserted, that arose, in whole or in part, prior to the Plan Effective Date, including, without limitation, claims arising from or relating to the Special Education Litigation. By choosing to reject the $25,000.00 allowed claim, Claimants forego the right to share pro rata in the recovery for a Family’s allowed general unsecured claim of $25,000.00 against the Commonwealth, and instead, will retain the right to pursue the claim in connection with the Commonwealth’s claims reconciliation process.

Unanimous acceptance of the Settlement Offer by all Claimants in a Family is not required. Each Claimant in a Family who chooses to accept the Settlement Offer will receive their pro rata share of the distribution in connection with the Settlement

Offer. Any Claimant in a Family who chooses to reject the Settlement Offer will forgo their ability to share pro rata in the distribution in connection with the Settlement Offer, and instead, will retain their right to pursue their claim in connection with the Commonwealth’s claims reconciliation process.

Bush of Juncos leads LVSF Week 6 All-Star Team

Bush and the Valencianas won both of their matches this week, defeating the Leonas of Ponce and the Criollas of Caguas, each in straight sets.

Juncos has a 5-9 record and 14 accumulated points, currently occupying sixth place in the standings.

Both of the Valencianas’ victories were at home at Rafael G. Amalbert Coliseum, and Bush tallied 53 points (27 against Ponce and 26 against Caguas). The American outside hitter is the tournament’s second-leading scorer with a total of 249 points in 51 sets, distributed among 222 attacks, 15 blocks and 12 aces, for an average of 4.88 points per set.

The tournament’s leading scorer is Jordan Wilson of Ponce, with 255 points (228 attacks, 15 blocks and 12 aces) in 54 sets.

However, Bush leads in attacks, maintaining an average of 4.35 in 51 sets.

The Puerto Rican Volleyball Federation has named the All-Star Team for Week 6 of the 2026 Women’s Superior Volleyball League (LVSF by its initials in Spanish) season, highlighting the most dominant players in each of the evaluated categories.

Haley Bush of the Valencianas of Juncos was selected as Player of the Week thanks to her offensive impact and consistency at the net.

In the blocking department, the Cangrejeras of Santurce once again demonstrated their strength at the top of the net with two outstanding middle blockers, Neira Ortiz and Kara McGhee, both recognized as Best Blockers for their defensive presence and ability to disrupt their opponents’ offensive rhythm.

In the sixth week, Ortiz racked up an impressive 13 blocks: 3 against the Atenienses of Manatí, 5 against the Pinkin of Corozal and 5 against the Leonas, for an average of 1.44 in the 9 sets in which she played.

As for McGhee, she accumulated 11 blocks (1 against Manatí, 3 against Corozal and 7 against Ponce) in 9 sets, for an average of 1.22 per set.

Ortiz leads the league with 65 successful blocks in 45 sets played, for an average of 1.44. McGhee ranks fifth among blockers, with 34 successful blocks in 44 sets, for an average of 0.77.

The league-leading Cangrejeras, with a 12-0 record and 33 points, won all three of their matches in Week 6 in the fewest possible sets.

Gabrielle Benda of Corozal was named Best Setter for her precise distribution and ability to maximize her team’s offensive potential.

and ability to anchor her team’s defensive system. Valle made the All-Star Team for the third time this season and continues to lead all liberos with 373 successful digs. She also has 229 successful receptions, for a total of 602 in 58 sets, good for an average of 10.38.
