Justice secretary defends agency following favorable appeals ruling in DIPAC files case By THE STAR STAFF

ustice Secretary Lourdes Gómez Torres said Wednesday in response to the ruling by the island Court of Appeals related to a request for information on the investigation files of the Division of Public Integrity and Office of Comp‑ troller Affairs (DIPAC by its acronym in Spanish) that “[t]he Department of Justice has acted at all times in accordance with the legal framework and with due respect for the sepa‑ ration of powers.” “We categorically reject the insinuation that any official is being protected within this Department,” Gómez Torres said. “It is a serious allegation, made without a single docu‑ ment to support it. The Department of Justice has nothing to hide, but it does have the legal duty to protect the integrity of investigations, as well as the rights and safety of witnesses and victims of crime.” Tuesday’s appeals court ruling confirmed the sentence issued by the Court of First Instance and dismissed an action filed by Sen. Luis Javier Hernández Ortiz.

The justice secretary reiterated that she recognizes the constitutional power of investigation of the Legislative Assem‑ bly and reaffirmed her willingness to continue collaborating and providing all information that, in accordance with the law, can be disclosed without compromising present or future investigations or the rights of the people involved. On June 3, the Justice Department denied the legislator’s allegation about the existence of corruption cases filed without investigation, which arose after a request for information from the senator about the statistics on cases resolved in DIPAC. At that time, the agency clarified that the cases were handled through different processes. Hernández Ortiz, the Popular Democratic Party minority leader in the upper chamber, also responded Wednesday to the appeals court ruling. “We disagree with the restrictive interpretation the Court of Appeals applied to the concept of legal standing,” he said. “In the coming days, we will evaluate the course of action and the legal alternatives available to us, including the possibility of taking this matter to the Supreme Court of Puerto Rico.”

LUMA warns power grid is under stress as solar adoption accelerates By THE STAR STAFF

L

UMA Energy is warning that Puerto Rico’s electrical grid is experiencing significant strain as rooftop solar continues to surge, telling regulators that overloaded feeders, voltage instability and rising operational burdens now demand a more rigorous, technically grounded interconnection framework. The utility delivered the message in a presentation filed under Case No. NEPR‑MI‑2019‑0009 ahead of a stakeholder workshop being held this week by the Puerto Rico Energy Bureau on the revised draft of the island’s interconnection regulation. The remarks by the private operator of the Puerto Rico Electric Power Authority’s electric power transmission and distribution system echoed concerns raised by Energy Czar Josué Colón Ortiz about the impact of rooftop solar oversaturation. Those remarks were rejected by pro-sustainable energy groups such as Casa Pueblo. According to LUMA, the rapid expansion of distributed energy resources (DERs) has pushed portions of the system beyond their physical limits. The company reports that “121+ substations and 145 circuits now operate above 90% load capacity,” while “105 circuits exceed 100% of daytime design capacity.” More than 25,000 high‑voltage complaints have

been reviewed, with more than 21,000 tied to feeders where solar penetration has depressed minimum daytime load and reduced system inertia. LUMA argued that the proposed new regulation must clearly separate technical interconnection requirements from customer programs such as net metering, community solar or microgrids. compensation and technical screening. The presentation outlines a “simplified interconnection process” for small, low‑impact systems, paired with supplemental reviews when projects fail initial screens. LUMA stresses that no system should inject or export power without prior written authorization from the operator, and that any modification to an existing installation must trigger a new interconnection agreement. Cost allocation is another major theme. LUMA said current frameworks fail to account for cumulative upgrade costs from multiple DER installations and do not capture ongoing operational needs, such as voltage regulation, protection coordination, monitoring and re-certification. The utility warns that regulatory lag leaves those expenses uncovered, shifting near-term burdens onto utility operations. LUMA also raises concerns about meter socket adapters (MSAs), noting that only the utility is authorized to install, inspect or certify metering equipment under Puerto Rico’s electrical regulations. It says that any expansion of MSA use would require additional meter technicians and dedicated funding to avoid ratepayer subsidization. The filing signals LUMA’s push for a more controlled, technically driven interconnection regime as Puerto Rico’s solar market continues to outpace the grid’s ability to absorb it.

ustice Secretary Lourdes Gómez Torres announced on Wednesday that Puerto Rico will receive $124.7 million through a multistate agreement with Meta Platforms that will also require the company to modify the experience of minors on Instagram and Facebook. “This is a legal milestone for Puerto Rico,” Gómez Torres stated in a written release. “Our lawsuit alleged that approximately 76 percent of children in Puerto Rico use Instagram and that more than two million residents use a Meta platform. Today, we have secured $124.7 million to address those harms and, more importantly, concrete and audited changes in how Instagram and Facebook treat our minors. I am committed to working in coordination with the Department of Health, ASSMCA [the Mental Health and Anti-Addiction Services Administration], and the Department of Education to ensure the well-being of our children using these funds.” Puerto Rico will receive the $124.7 million in 10 installments and could obtain an additional $53.7 million if TikTok, YouTube and Snap adopt equivalent protections. At least half of the funds will be used to address the alleged harms to children and youth, in coordination with the aforementioned government agencies. The agreement resolves the lawsuit filed by the island Justice Department on Dec. 19, 2024, in the San Juan Court

of First Instance. The Office of Monopolistic Affairs alleged that Meta designed its platforms to encourage compulsive use among minors and misled the public regarding the potential effects on young people’s mental health. Authorities in other jurisdictions also accused the company of collecting data on minors in violation of the Children’s Online Privacy Protection Act, known as COPPA. According to a court document cited by EFE, Meta’s maximum payment as part of the agreement could reach $16.68 billion. A statement from the Department of Justice valued the multistate settlement at up to $19 billion. The settlement would avert a federal trial in California consolidating claims from 29 states and still requires a judge’s approval. Meta agreed to the deal to avoid prolonged litigation but denied the allegations and admitted no liability. The announcement came a day after Instagram head Adam Mosseri testified in the proceedings. Meta CEO Mark Zuckerberg was also expected to testify during the trial. Required changes include an age-verification system to identify teenagers and children under 13, with accuracy targets subject to evaluation. The company must also delete any detected accounts belonging to children under 13. An independent auditor will oversee compliance with those provisions for five years. The agreement also establishes a default two-hour daily limit on content consumption across Meta platforms.

That limit would drop to one hour per platform if the rest of the industry adopts the same conditions. Requirements also include notifications after 15, 60, and 90 minutes of use; nighttime restrictions on notifications and general access; and a “school mode” to silence alerts during class hours. Direct messaging will remain available during nighttime restriction periods. Provisions include options for non-algorithmic, non-autoplay content; mechanisms to detect secondary accounts; restrictions on filters that simulate cosmetic procedures; and additional parental supervision tools. The Justice Department will submit the consent decree to the Court of First Instance in the coming days. The agency stated that it continues to evaluate the practices of other social media platforms regarding minors in Puerto Rico. Mayors blame fiscal board for worsening municipal crisis after loss of equalization fund By THE STAR STAFF

uerto Rico Mayors Association President Jorge “Georgie” González Otero said Wednesday that a new report by ABRE Puerto Rico confirms what municipalities have been warning for years: the island’s local governments are under mounting fiscal strain, with 10 municipalities now classified as “unsustainable.” González Otero, who is also the mayor of Jayuya, attributed much of the deterioration to the elimination of the Equalization Fund by the Financial Oversight and Management

Board. The fund, once a central source of operating revenue for Puerto Rico’s 78 municipalities, was phased out under the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, between 2017 and 2024. “This unfortunate situation is something we had already warned about,” González Otero said. “The elimination of the Equalization Fund by the fiscal board is largely responsible for this reality. Taking away budget allocations while keeping -- or increasing -- municipal obligations has led us here. No one should be surprised.”

The 12th edition of ABRE Puerto Rico’s Municipal Fiscal Health Index shows that fiscal pressures continue to intensify. According to the report, 43% of municipalities posted general‑fund deficits in 2024, up from 39% the previous year -- a sign of weakening fiscal discipline and rising operational risks. González Otero emphasized that the Equalization Fund’s removal hit dozens of towns hard. “Nearly 37 municipalities lost more than 40% of their operating budgets because of this bad decision -- bad because it offered no alternatives,” he said. “Its elimination was

planned gradually from 2017 until it was completed in 2024. Today we are seeing the results.” The Mayors Association has long argued that the fund’s phaseout would destabilize municipal finances, especially in smaller and rural towns with limited revenue‑raising capacity. ABRE Puerto Rico’s findings, González Otero said, validate those concerns. As municipalities confront rising infrastructure costs, aging water systems and growing service demands, local leaders warn that without new sources of support, the fiscal strain will continue to deepen.

Governor orders flags flown at half-mast today for Dolly Parton By THE STAR STAFF

ov. Jenniffer González Colón on Wednesday declared a day of mourning for the death of American singer, songwriter, actress, businesswoman and philanthropist Dolly Parton. Parton, author of hits such as “Jolene” and “I Will Always Love You,” died Tuesday at the age of 80 after a brief battle with cancer, her nephew Bryan Seaver said. “A life shining like a diamond that shone for the world to see, Dolly will always be an inspiration not only for her timeless music and prolific work as a songwriter, but also for her wit, warmth and kindness that made us all feel like family,” Seaver said in an official statement in which he speaks on behalf of the family. As announced by La Fortaleza through a press release, the governor’s decision comes after President Donald Trump ordered that the American flag fly at half-mast for a week starting Wednesday, in honor of the renowned artist. As a result of this provision, González Colón instructed

that today, Aug. 27, be observed as a day of mourning in Puerto Rico in which flags located at all public facilities must remain at half-mast. Trump mourned the death of Parton, whom he described as one of the greatest singers “of all time.” “It is very sad to report that Dolly Parton, one of the greatest country singers, and far beyond that genre, of all time, has just passed away,” the president posted on Truth Social. “It is a real loss for millions of people. There has never been anyone like her, and there never will be.” Parton announced that she was suffering from health problems in the fall of last year, months after canceling a series of concerts scheduled for December at Caesars Palace in Las Vegas. Health problems also prevented her from participating in the Academy of Motion Picture Arts and Sciences Governors’ Awards ceremony. The winner of 10 Grammy Awards out of more than 50 nominations, Parton is considered one of country music’s most relevant singers and songwriters. Inducted into both the country music and rock ’n’ roll halls of fame, her six-decade

career embraced television, movies and, with a musical about her life scheduled to open early next year, Broadway.

Senator introduces new code to transform & unify everyday legal processes By THE STAR STAFF

Ángel Toledo López announced Wednesday the filing of Senate Bill 1435, a transformative legislative measure creating the “Code of Special Legal Procedures of Puerto Rico.” The bill seeks to reorganize, codify and modernize various civil procedures that, for decades, have been fragmented, outdated and scattered throughout the Puerto Rican legal system. The primary objective of the legislation is to consolidate -- within a single legal framework -- the procedural tools most frequently used by citizens to resolve everyday disputes before the General Court of Justice. “This bill is, above all, a tool for access to justice,” Toledo López said. “We are unifying

Sen. Ángel Toledo López several laws that our citizens and the courts use daily into a single legal body. Common yet vital processes -- such as evictions, declarations

of heirship, the appointment of guardians, and neighborhood disputes -- will now be organized in a logical, modern, and accessible manner.” The new code repeals the antiquated 1933 Code of Civil Procedure of Puerto Rico and incorporates Act No. 140 of 1974 (known as the Act on Controversies and Provisional Legal Statuses), consolidating its useful elements into a procedural framework compatible with the 2020 Civil Code. In doing so, it eliminates archaic language, updates doctrines regarding “res judicata” (claim preclusion), and establishes special, expedited procedures to address various everyday disputes. “We cannot demand procedural agility from the public and our judiciary if we force them to litigate using codes and laws created nearly a century ago that do not reflect current realities,”

the senator added. “With this measure, we strip away the obsolete and preserve what is necessary. Anyone needing to halt imminent harm via an injunction, or resolve an urgent dispute under what was formerly Act 140, will now find clear rules and procedural protections in a single document.” Among the procedures being consolidated and modernized are: special probate proceedings (authentication of wills, administration of estate assets, partition and inventories), guardianship and the appointment of a court-appointed representative, eviction proceedings (incorporating new social protections for insolvent families, veterans, and the elderly), extraordinary writs (mandamus, certiorari), and a special procedure focused on access to justice for the homeless.

Graham, and Trump, triumph: Six takeaways from South Carolina’s Senate runoff By PATRICIA MAZZEI

en. Darline Graham won the Republican Senate nomination in South Carolina on Tuesday, relying on the strength of President Donald Trump’s political capital to overcome her inexperience as a first-time candidate for public office. Graham defeated Rep. Ralph Norman, a five-term member of Congress, in deeply red South Carolina after Trump did more to support her than he has for any other Republican candidate this year — out of apparent affection for her late brother, Lindsey Graham, who died last month. Her win showed the president’s continued ability to move Republican primary voters, especially when he goes all in on a race. His chosen candidates won a series of key primaries in the spring, but a few of his picks have more recently lost, putting the power of his endorsement in question. That he could lift Graham, who is poised to win a six-year Senate term after being virtually unknown six weeks ago, may have settled that question, for now. Trump’s pick also prevailed in Oklahoma’s Republican primary for governor, where Mike Mazzei, a former state lawmaker, defeated Gentner Drummond, the state’s attorney general. Mazzei was ahead by less than half of a percentage point when The Associated Press called the race. Here are six takeaways from Tuesday night’s primaries: Trump’s support faced a big test in South Carolina. He aced it. Trump won South Carolina by more than 18 percentage points in 2024. But twice in the past six months, candidates he endorsed have fallen in the state. Graham looked like she could become one of only a handful of Trump-backed Senate candidates to lose their primaries nationwide since 2017. She initially struggled to introduce herself to voters in the extraordinarily short campaign and flubbed a debate answer about national security. But on the campaign trail, she said, voters asked her about kitchen-table issues, not national security. And she wrapped her candidacy around her support for Trump and his for her. She will now face Dr. Annie Andrews, a pediatrician and the Democratic nominee, in the November general election, where Graham will be heavily favored. Trump-backed candidate prevailed in a

tough fight in Oklahoma. Mazzei, the president’s pick to succeed Oklahoma’s term-limited governor, Kevin Stitt, won the Republican nomination after a neck-and-neck race against Drummond, a former Air Force pilot who is in his first term as attorney general. Trump not only endorsed Mazzei but also went out of his way to attack Drummond during the campaign. “Everybody I know dislikes him,” Trump told supporters in a telephone rally for Mazzei on Monday. A key issue in the race was a $4 billion aluminum smelter project that has been a priority of Trump’s. Mazzei initially opposed it and then reversed his position. Drummond campaigned against it. Where Trump goes, his voters vote. Trump rallied for Graham last Friday in Myrtle Beach, an area where the candidate who came in third place in the primary, Rep. Russell Fry, performed best. On Tuesday, Graham trounced Norman in Horry County, home to Myrtle Beach. Graham also did well across the eastern part of South Carolina, including in Charleston County, which had been a base of support for another rival, Mark Sanford, in the primary.

When Trump’s allies send texts, his voters vote. Trump’s super political action committee, MAGA Inc., spent more than $800,000 on the special primary runoff, nearly a third of the organization’s total spending in this election cycle. And South Carolina Republicans had the evidence on their cellphones: They said they received repeated text messages, including Tuesday, urging them to cast ballots for Graham. Republicans nationwide have fretted about MAGA Inc. not spending as quickly as some in the party would like to help vulnerable Republicans. The organization’s investment in South Carolina may not stop the grumbling, given the ongoing battle for control of Congress and the fact that the Senate seat was expected to stay in Republican hands regardless of who won the nomination. But it will allow MAGA Inc. to say that when it does enter a race, it does so decisively. Winning South Carolina’s most conservative region was not enough for Ralph Norman. Norman performed best in the Upstate region of northwest South Carolina, which includes Greenville and Spartanburg and surrounds his congressional district. The area is rich in Republican voters who lifted him

into second place in the crowded primary two weeks ago. But the rest of South Carolina went for Graham, leaving Norman without the broader support needed to win a two-way runoff. His supporters pinned much of their hopes Tuesday on Greenville County. But they were not enough. Norman told supporters in Rock Hill on Tuesday night that he “couldn’t have done anything different,” but he did lament that Trump took sides in the race. “He has that right,” he said, as his supporters booed. “He has that prerogative.” Lindsey Graham’s legacy didn’t sink his sister. Graham, who was running for reelection when he died, won his Republican Senate primary in June with 56% of the vote. That was a low ceiling for a four-term incumbent, and one he reached only after he and his allies spent more than $18 million on the race. He had long struggled with some Republican voters who were skeptical of his past support for immigration reform and for Trump’s rivals in the 2016 presidential primary. When Darline Graham entered the race to succeed him, her ceiling was even lower: She was a first-time candidate known to voters only as the sister of a senator they had complicated feelings about. And many Republican voters said they disliked the perception of nepotism. Graham said she knew she had to earn voters’ support. She tried to break with her brother, saying she was more focused on domestic policy and would take a harder line on immigration. “I continue to miss Lindsey every day, and there is still a big hole in my heart,” she told supporters in Columbia, South Carolina, on Tuesday night. “But I know he’s looking down right now very proud of everyone in this room.”

The ludicrous argument behind Trump’s tariffs By THE EDITORIAL BOARD

P

resident Donald Trump’s repeated attempts to impose tariffs have become an encapsulation of his second term. They have hurt the American economy and his own popularity. They also range from legally dubious to blatantly illegal. With Trump now engaging in a trade war with Canada — which has decided to stand up to his bullying — we want to step back and explain both the economic and the legal damage from his tariffs. We also urge Congress and the courts to take action and stop this madness. The tariffs offer a signature opportunity for the other two branches of the federal government to insist that Trump abide by the Constitution and stop punishing American workers and consumers. The Supreme Court has already rejected most of Trump’s tariffs once. In February, it ruled them to be illegal, and he immediately made clear that he would not be deterred. “Their decision is incorrect,” he said within hours of the ruling’s release. “But it doesn’t matter.” It is true that other presidents have at times taken a similarly combative approach to a Supreme Court decision. They have abandoned policies that the court rejected and enacted alternatives that tried to accomplish the same goals in different ways. Only a few years ago, President Joe Biden did so with student debt. “The Supreme Court blocked me from relieving student debt,” Biden said. “But they didn’t stop me.” Still, Trump’s defiance stands out. He has twice tried to circumvent the court’s tariff ruling, imposing new rounds of import fees by invoking legal justifications that are patently ridiculous. This is part of a broader pattern, in two ways. First, he has tried to get around court rulings far more often than his predecessors. With lower courts, he has openly flouted judges’ decisions, including in January, when he violated nearly 100 court orders related to immigration. With the Supreme Court, he has been more respectful but has still engaged in “legalistic noncompliance,” as scholars Daniel T. Deacon and Leah M. Litman have written. It involves “an array of specious legal arguments and legalisms in an attempt to conceal what is actually widespread resistance to judicial oversight.” Trump has taken this approach with tariffs, immigration and funding freezes. Second, several of Trump’s individual justifications are far flimsier than those that past presidents have attempted. His latest round of global tariffs offers an example. The administration’s rationale for them is a section of a 1974 law that empowers a president to enact tariffs against countries that import goods made with forced labor. Last month, the administration cited the law to impose tariffs on nearly all goods entering the United States. That round of tariffs is a successor to the similarly sized tariff level that the Supreme Court rejected in February, as well as a temporary tariff Trump imposed after the decision. A panel of federal judges ruled that temporary tariff to be illegal as well. Some countries do deserve scrutiny for importing goods made with forced labor. One major source of forced labor is China, which has compelled residents of Xinjiang, a predomi-

nantly Muslim region, to produce cotton, car parts and other items. Yet federal law already empowers the government to address forced labor in other ways, including by simply blocking the entry of goods made with such labor. Trump has used a genuine problem as an excuse to apply tariffs to more than 80 countries that are collectively responsible for more than 99% of American imports. He is effectively claiming that products made with forced labor are a major issue in Canada, Japan, South Korea, Britain, France and dozens of other countries. The tariffs apply even to Norway, which has been a pioneer in fighting forced labor around the world. Then there is the sketchy rationale for his latest tariff on Canadian goods. The president invoked part of a 1930 law that has never been used before to impose tariffs, while ignoring more recent laws — as well as the trade agreement that his first administration negotiated with Canada. He has imposed a 50% tariff on many Canadian goods by claiming that Canada has discriminated against American goods, even though his administration started the trade dispute. And Canada is not exactly responsible for the legitimate problems with American trade policy in recent decades. It is the largest buyer of American exports. Congress can play a vital role here. Even many Republicans in Congress are unhappy about the tariffs, and they have the power to halt them. They can start with public criticism, which will raise the political cost for Trump of keeping the tariffs in place. If he does not yield, they should pass new laws closing the loopholes he has used. In the case of the Canada tariffs, Congress should pass legislation to make clear that he cannot use the 1930 law to enact sweeping tariffs. Judges can act, too, especially on the forced-labor tariffs. They are now before the Court of International Trade, a federal body, and it should swiftly rule on them. As the leaders of 25 U.S. states argued in a legal filing, “The tariff action is arbitrary, capricious and contrary to law.” The administration’s claims about forced labor “make a mockery of the statute used to justify them.” While federal judges have often done an admirable job of trying to respond to Trump’s illegal policies, the tariff cases highlight a core problem: Trump’s legalistic noncompliance moves more quickly than the courts do. When a judge rules one Trump policy to be illegal, he replaces it with a new one accomplishing similar aims. Eventually, the forced-labor tariffs will probably go back to the Supreme Court, which needs to become nimbler about protecting the Constitution from Trump’s disrespect for the balance of power among the three branches of government. The justices have shown themselves willing to stand up to some of Trump’s worst abuses of power, on tariffs, birthright citizenship and false claims of election fraud. Yet they have sometimes shown an unfortunate deference to him and even undercut lower-court judges trying to uphold the law. When faced with blatant defiance of the law from Trump, however, the court’s Republican-appointed majority sometimes takes its time or demurs. In the meantime, Trump’s policies do damage. After the Supreme Court threw out Trump’s original tariff policy, the average effective tariff rate on U.S. imports fell to 7%, from 14%, according to the Yale Budget Lab. The rate has since risen to 11%. In economic terms, the policy has so far been a disappointment. The tariffs have raised prices on many goods, without producing a revival in manufacturing employment. Overall job growth and economic growth have slowed in recent months. Instead of pulling back in response, Trump has doubled down on his trade war. Incredibly, the 1930 law that he has used to justify the Canadian tariffs is the Smoot-Hawley Tariff Act, a law notorious for contributing to the Great Depression. The even more important principle, though, is the constitutional one. Trump is breaking the law. Congress and the judiciary need to respond.

Dolly Parton had the voice, and concerns, of an earth angel By LINDSAY ZOLADZ

ton some of her greatest mainstream success, but the climate of the times also conspired to reduce her to a punchline and a caricature: The self-made country-pop queen who had pulled herself up by her bra straps. She played along, as an act of self-preservation, but it is a consolation to know that she lived long enough for her reputation as a songwriter to rise considerably in the 21st century. The work of her Dollywood Foundation, and especially her Imagination Library’s focus on child literacy, also cemented her status as a dedicated philanthropist. In the third act of her impossibly long career, Parton became a creature who by all other accounts had gone extinct: a celebrity just about everybody likes. The volume and variety of tributes pouring in after her death attest to that — it is difficult to imagine another person who inspires kind words from both President Donald Trump and Parton’s “9 to 5” co-star Jane Fonda. But the universal goodwill Parton engenders also makes her death sting more sharply, because we mourn the loss of something even greater than one of the most beloved singer-sonwgwriters of our lifetimes. We also mourn the concepts she embodied with grace right until the very end: compassion, good-humored joy, a genuine wish for the well-being of her neighbors. All that and a bone-deep belief that everything’s gonna be all right, gonna be OK.

sually when we say someone has the voice of an angel, we mean that they don’t quite sound human — that they have an airy, clarion, pristine falsetto hovering far above mortal concerns. Dolly Parton, who died Tuesday at age 80, had the voice of an earth angel. She knew all about the dirt and the muck and the ugliness, the shame of poverty, the chill of sorrow, the burning throb of a jealous heart. That meant she also knew precisely how best to soothe those pains in song, composing her own homemade balms for whatever ailed. Her voice was angelic not because it possessed some kind of divine perfection or unattainable beauty, but because it seemed to be personally invested in the well-being of anyone and everyone who listened to it, illuminated from within with an almost otherworldly benevolence. How many singers in the history of popular music have told us some variation of “everything’s gonna be all right / it’s gonna be OK”? When Dolly did it, though, as on her soaring 1977 single “Light of a Clear Blue Morning,” the sentiment somehow transcended cliche. Dolly made you believe. To speak of her in the past tense still feels wrong. Dolly Parton was an American icon who seemed taller than death itself, a Paul Bunyan in a beehive wig and rhinestone stilettos. That stature came in part because she wrote her legend over and over, wittily but with a savvy control over her own image, in the so-called Dollyisms that she peppered throughout interviews, stage banter and public appearances. And so we know from her own lips that her parents were so poor that they paid the doctor who delivered her in cornmeal, and that their one-room cabin in the Great Smoky Mountains had “running water, if you were willing to run and get it.” We know, too, that if she had it her way she would have lived well past 80. Once, when she was asked how she’d like to be remembered in 100 years, Parton quipped, “I want ’em to say, ‘God, don’t she look good for her age!’” The most enduring parts of Parton’s legend were the ones she captured in song. Some of her most beloved compositions elevate key scenes from her life into modern-day folk tales, animated in vivid, almost cinematic detail. “Coat of Many Colors,” from 1971, recalls a time in her youth when her mother stitched rags together to make a coat that the other schoolchildren mocked: “I couldn’t understand it,” the adult Parton sings, still aching, “for I felt I was rich.” The beautiful redheaded bank teller who flirted with her husband lives on in infamy in “Jolene,” a lyric and vocal performance that combine to create one of popular music’s most wrenching (and oft-covered) confessions of neediness and insecurity. Parton forever dramatized her decision to go solo in “I Will Always Love You,” a tenderhearted goodbye to her boss and former duet partner Porter Wagoner that kick-star-

Hundreds missing as wall of water, mud and ice sweeps away villages in Nepal and Tibet By BINOD GHIMIRE, LEO SANDS and LILY KUO

A

n enormous flood that began high in the Himalayas tore a devastating path through a mountain valley on the border between Nepal and Tibet on Wednesday, smashing buildings and sweeping away fleeing people in a giant torrent of mud, water and ice. At least 160 people were killed and hundreds more were missing in the wake of the flood, which snapped bridges into pieces and engulfed people who tried to run but were overtaken by its speed and destructive force. Initial assessments by geologists and glaciologists indicated that an enormous chunk of ice — possibly a half-mile wide — had snapped off a glacier at an altitude of 17,000 feet and tumbled thousands of feet into a river valley below.

Scientists studying the disaster said the impact registered as the equivalent of a 5.2-magnitude earthquake and crushed the ice into a fast-moving mix of water, ice and rock that pulverized everything in its path. Officials in Nepal reported 157 deaths. Chinese officials reported only three deaths in Tibet, an autonomous region of China, but the toll was expected to rise. The Chinese state news agency Xinhua said there had been “significant” casualties at the Gyirong port of entry, at the border with Nepal. Surveillance footage circulating on social media and verified by The New York Times shows crowds running up a road near the port before torrents of water and thick clouds engulf the parking lot and surrounding buildings, destroying the area. “The bottom looks like a bomb exploded

— it’s just deposits from the broken-up glacier,” said Daniel Shugar, a geologist at the University of Calgary in Canada who studied satellite imagery to analyze what happened. He said other factors may have also contributed to the landslide. As many as 391 tourists, including 291 foreigners, had been reported missing in Nepal, the country’s Tourism Board said in a statement. They included more than 100 people from India, a dozen Britons and at least three Americans. Citizens from Australia, the Netherlands, Malaysia and South Africa were also among the missing. Thousands of people live in riverside settlements downstream from the flooding, including along the Bhote Koshi and Trishuli rivers in the Rasuwa district. The authorities have not estimated the number of people missing and the

extent of damage but said that bridges, schools and hydropower projects had been swept away. Here’s what else we’re covering: — Initial Assessment: A preliminary analysis of satellite imagery indicates that an ice avalanche set off the flooding, said Simon Cook, a glaciologist at the University of Dundee in Scotland who is part of a team of scientists studying the disaster. Canadians stand their ground as trade war intensifies By VJOSA ISAI

anadians responded to President Donald Trump’s first round of tariffs a year and a half ago with a grassroots effort to bruise the United States, boycotting alcohol, vegetables and cross-border travel. They rallied around the flag, inspected grocery labels like detectives and shopped local, all while Prime Minister Mark Carney looked across the ocean for new trade partnerships. Across the country, Canadians had elbows up, an idiom of defiance ignited by Canadian comedian Mike Myers that has its roots in hockey. They won’t be dropping elbows any time soon, as new and threatened tariffs endanger jobs and the existence of companies both large and small. “We’re standing our ground not to be bullied on the world stage and pushed around,” said Daniel Fehr, a plant-accessories shop owner in Steinbach, Manitoba, who stocked his U.S. warehouses before the trade negotiation deadline. When the warehouses sell out, his company, Daniel’s Plants, will ship only domestically. He is unable to absorb the new cost of doing business in the United States. “The ultimate, harsh reality is, it’s real people’s businesses and lives that are affected by this big game of chicken,” Fehr said. A patriotic, survivalist and defiant mood has settled over much of Canada as Carney pulled his negotiators out of Washington and imposed matching retaliatory tariffs. Some Canadians who have closely followed the saga over tariffs since the United States first

imposed them in March 2025 say the latest more aggressive levies have inspired a matching mindset. “It makes us giddy, I think, to come and have a showdown,” said Loys Maingon, a retired biologist in Courtenay, British Columbia. “At this point, we’ve had enough.” Last Saturday, the Trump administration began punishing Canada for what it perceives as discriminatory trade treatment and slapped a 50% tariff on $20 billion worth of Canadian exports. They include a mishmash of hundreds of products, like buoys, textiles and Christmas lights. Canadian negotiators had used the initial threat of these tariffs as an impetus to get the Americans back to the negotiating table. Over the past few weeks, the talks aimed at achieving a better deal for both countries, and Trump extended the initial deadline by three days to allow negotiators time to sort out the paperwork. Just hours before the midnight deadline last Friday, Carney told his officials to walk away. “You’re at war when you’re attacked, and we got attacked,” he told reporters the next morning. This time around, as Carney said, Canada finds itself in a stronger position, having established new economic ties over the past year, including an auto agreement with South Korea, tariff rollbacks with China and a landmark deal to export energy to Germany. Canada also reset diplomatic ties with India, producing a deal to restart uranium exports. Perhaps standing a little taller because of it, Canadian political leaders have been assertive, if not aggressive, over the past few weeks.

Wab Kinew, the premier of Manitoba, urged Canada to fight. “We’ve got the upper hand,” he said. But it was Doug Ford, the Ontario premier who emerged as “Captain Canada” during the first wave of tariffs, who took things to a pugnacious place, inviting Trump to “kiss” his backside, a statement he made multiple times during media appearances on Monday. Trump seems to have taken notice, jabbing back at Ford in a social media post and also threatening to rename Lake Ontario as Lake America. “We don’t know how far the escalation will go,” said Keenan Sprague, the president of Sprague Foods, a cannery in Belleville, Ontario.

While canned foods aren’t affected by the latest batch of tariffs, they were included in the 10% tariffs introduced in June. Sprague worries that could change at a moment’s notice. Some Canadian companies will need to use domestic suppliers. ttorney and entrepreneur Cynthia Román Sánchez for‑ mally announced her candidacy for president of the Centro Unido de Detallistas (CUD by its initials in Spa‑ nish) earlier this week before an audience of business leaders, colleagues and merchants gathered at Campo Bravo at the Río Bayamón Golf Course. The election is scheduled for Sunday, Sept. 13 during the organization’s annual convention at the Wyndham Grand Rio Mar in Río Grande. almart Puerto Rico is launching a new edition of its Open Call PR program as part of an effort to increase its annual investment in products made, processed, distributed or harvested on the island. The initiative is aimed at helping local entrepreneurs grow their businesses while expanding the availability of Puer‑ to Rican products in Walmart stores. Registration opened Monday and will run through Oct. at walmartpr.com/noso‑ tros/opencall. Selected participants will meet with Walmart buyers on

Oct. 14 and Oct. 15 at the company’s headquarters in Canó‑ vanas, where they will have the opportunity to present pro‑ ducts that could replace imported goods and join the retailer’s supplier network. exico notched its second victory at the Men’s NORCECA Final Six on Tuesday by defeating host Puerto Rico in four sets at Juan “Pachín” Vicéns Auditorium. The set scores were 17-25, 25-17, 25-21 and 25-22. With the match tied at one set apiece, Puerto Rico (21) and Mexico (2-1) were even at 19 points in the third set following an attack error from Zone 2 by Mexico’s Diego González Castañeda. The score was last tied at 20, at which point Mexico pulled ahead 22-20 thanks to a service error by Puerto Rico’s Pelegrín Vargas and an ace by Miguel Ángel García Reséndiz, then maintained control for the remainder of the set. The fourth set was virtually a replay of the previous one, with the teams neck-and-neck until the final stretch. Antonio

Feliciano tied the set at 21 with an ace for Puerto Rico, but Mexico closed with a 4-1 run to seal the victory. uerto Rico dominated Trinidad and Tobago from start to finish on Tuesday, winning 3-0 (25-7, 25-5 and 255) to advance to the fifth-place match of the 2026 NORCECA Women’s Continental Championship at the Prof. Ricardo Gioriver Arias Volleyball Palace in Santo Domingo, Dominican Republic. The win left Puerto Rico just one step away from securing a spot in the 2027 FIVB Women’s World Championship. “It was an important match if we want to keep our World Championship qualification hopes alive, and we needed to come out of it as healthy as possible,” Puerto

Rico coach Juan Carlos Núñez said. The statistics reflected Puerto Rico’s superiority in every fundamental aspect of the game: attacks, 39-4; blocks, 7-1; service aces, 13-1; and unforced errors: Puerto Rico 11-Trinidad and Tobago 16.
