coalition of civil society organizations released a new analysis on Wednesday arguing that Puerto Rico has endured “a lost decade” under the federal Financial Oversight and Management Board, concluding that the body’s policies have deepened fiscal instability and worsened quality of life across the island. The report, “La Década Perdida: La verdadera cara de la Junta,” was prepared by the Citizen Commission for the Audit of Public Credit (Comisión Ciudadana para la Auditoría del Crédito Público), the Cities League (Liga de Ciudades), Sembrando Sentido and Right to Democracy. The groups contend that, despite the oversight board’s claims of success in debt restructuring and fiscal governance, its approach has relied on austerity measures, increased dependence on federal funds, privatization and higher service costs -- all while failing to address the structural causes of Puerto Rico’s economic crisis. Eva Prados Rodríguez, executive director of the Citizen Commission, said the board’s portrayal of “savings” is misleading. She argued that the entity omits billions in cash payments and bonus payments to bondholders when presenting its debt‑reduction calculations. “The Board doesn’t save us money -- it costs us,” Prados Rodríguez said. “In practice, Puerto Rico has had to pay far more to bondholders than was announced, from $10 billion in cash payments at the signing of agreements to annual extra payments now exceeding $1.5 billion.” According to the coalition’s analysis, the oversight board’s fiscal strategy mirrors the policies of past administrations that contributed to the island’s financial collapse: austerity, reliance on federal recovery funds and the promotion of “structural reforms” that, the authors argue, have not produced economic growth. The report asserts that the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA) prioritized debt repayment and balanced budgets while leaving intact the political and economic model that fueled stagnation and massive public borrowing. The groups also argue that the modest economic recovery of recent years was driven not by the board’s measures but by an unprecedented influx of federal disaster and reconstruction funds. Rather than using that moment to build long‑term fiscal stability, the report states, the board leveraged the temporary boost to negotiate higher debt payments, benefiting creditors at the expense of future sustainability. The analysis highlights the impact of contingent value instruments, commonly known as CVIs, tied to sales‑tax revenue, which allow bondholders to receive additional payments when sales and use tax IVU collections rise -- a trend influenced by federal spending. The organizations say this design has led to disproportionate gains for creditors.

Eva Prados Rodríguez, executive director of the Citizen Commission for the Audit of Public Credit, said in a new analysis prepared by a coalition of civil society organizations that the Financial Oversight and Management Board’s portrayal of “savings” is misleading. Cristina M. Miranda Palacios, executive director of the Cities League, emphasized the strain on municipalities. She noted that between 2017 and 2024, certified fiscal plans dismantled the Equalization Fund through cumulative cuts, while promised alternatives never materialized. “A key mechanism of municipal support was taken apart without establishing another capable of replacing it,” Miranda Palacios said. The report also criticizes the oversight board’s approach to contracting and privatization, arguing that these became the primary tools of government reform without first strengthening public‑sector capacity. This, the authors say, increased risks of inefficiency, weakened oversight and reduced the government’s ability to deliver essential services. Issel Masses of Sembrando Sentido pointed to the board’s own contract review registry, noting that fewer than 1% of contracts submitted for evaluation have been rejected. She said some contracts were approved even after the board identified deficiencies, including competition concerns and risks associated with selected contractors. Adi Martínez Román, co‑director of Right to Democracy, underscored the broader democratic implications of the oversight board’s authority, arguing that its power to override local legislation reinforces a colonial legal framework rooted in the Insular Cases. She warned that PROMESA’s model could be replicated in other U.S. territories, including American Samoa, Guam, the Northern Mariana Islands and the U.S. Virgin Islands. “After 10 years, the fact that the Board has not delivered the benefits it promised to local communities shows that its continued impositions on democratic self‑governance can no longer be justified -- if they ever could be,” the organizations said. House panel gives entities 10 days to submit documents on Power Expectations contract By THE STAR STAFF

he House of Representatives’ Government Committee has granted a 10-day deadline to four energy sector entities to submit documents regarding the evaluation, negotiation and approval of contract 2026-P0010 with Power Expectations for temporary power generation. The requests, sent earlier this week, are directed at the Puerto Rico Electric Power Authority (PREPA), the Public-Private Partnerships Authority (P3A), the Independent Procurement Office (known as 3PPO), and the Puerto Rico Energy Bureau. The investigation is being conducted under House Resolution 42. “Puerto Rico wants clarity on this matter; that is why we are allowing 10 days -- starting yesterday -- for PREPA, P3A, 3PPO, and the Energy Bureau to provide us with detailed in-

Víctor Parés Otero, the committee chairman, said in a written statement. The committee requested all communications, emails, text messages, and letters exchanged between officials or representatives of the government entities and Power Expectations, Enchanted Rock, ERock, Reyes Contractor Group, or Flotek Industries regarding the contracting process. The request also covers communications among PREPA, the P3A and 3PPO concerning the financial, technical and operational capacity of the companies that formed the consortium. The committee asked for analyses, memoranda, legal opinions, and internal or external consultant reports regarding the financial, technical and legal viability of the contract. The request includes documents related to the interconnection agreement signed with LUMA Energy on Aug. 3 of this year.

The entities must identify the officials and employees who participated in the evaluation, negotiation, approval, or signing of the contract and in the preceding competitive process. They will also be required to submit copies of the conditional approval dated July 4, 2025, and the approval dated Dec. 11, 2025, regarding the TPG2 temporary generation process. Parés Otero linked the investigation to the referral that -- as he noted -- P3A Executive Director and Energy Czar Josué Colón Ortiz sent to the island Justice Department on Aug. 10 concerning allegations of unauthorized use of Enchanted Rock’s name and signature during the contracting process. The legislator added that the request also stems from the Financial Oversight and Management Board’s decision to withdraw its endorsement of the contract, deeming it “irreparably flawed.”

ries. It has saved marriages, healed the brokenhearted and taught citizens how to be contributing members of society,” said Edwin R. Rodríguez, spokesperson for Jehovah’s Witnesses in Puerto Rico. “We’ve personally seen these benefits in our lives, and we are excited to share them with our neighbors.” Throughout the campaign, the Witnesses will be distributing copies of “Enjoy Life Forever!” a concise, three-lesson brochure that teaches Bible principles with a variety of methods, including colorful artwork, links to online videos and discussion questions.

The campaign will culminate with a special discourse in all congregations of Jehovah’s Witnesses around the world themed: “How Can the Bible Help You?” This Bible-based lecture will further explain how to obtain a happy and meaningful life. he National Hurricane Center said Wednesday that a tropical wave dubbed Invest 94L would bring rain over the Puerto Rico archipelago on Wednesday, but not nearly enough to break the bruising drought. The National Weather Service (NWS) in San Juan indicated meanwhile that the wave interacted with an upper-level trough located in the northeast of the region, as well as with colder temperatures in the mid-levels of the atmosphere, conditions that would favor the development of thunderstorms. “As the wave advances, the entry of abundant tropical moisture will continue,” the NWS said in its midday report,

noting that rainfall “could reach 2.25 inches.” The report added that “during the afternoon, the greatest activity will move [from the east] toward the center, west

and northwest.” “Also, downpours and some thunderstorms could develop in the metropolitan area of San Juan,” the NWS said. The federal agency indicated that the municipalities of Añasco, Rincón, Aguada, Las Marias, Lares, Utuado, Arecibo, Hatillo, Camuy, Quebradillas, Isabela, Aguadilla and Moca would have a high risk of flooding. “There is an elevated risk of flooding in western and northwestern parts of Puerto Rico, mainly during the afternoon,” the NWS added. “The eastern interior, southeast of Puerto Rico, has a limited risk.” Rainy conditions were expected to continue until this evening.

Energy czar: Electrical grid has reached saturation due to unregulated growth of rooftop solar By THE STAR STAFF

P

uerto Rico Energy Czar Josué Colón Ortiz warned Wednes‑ day that the island’s electrical grid has reached a critical saturation point due to the explosive, largely unregulated growth of rooftop solar systems, arguing that the unchecked proliferation is destabilizing voltage, triggering load‑shedding events, and forcing legacy power plants into inefficient and costly operating patterns. His remarks were delivered in a 20‑page filing titled “Comments on the Proposed Rules for Interconnection of Generation Facilities and Microgrids,” submitted to the Puerto Rico Energy Bureau (PREB) as part of the rulemaking process for a new interconnection regulation. Colón said the data shows a system pushed beyond its physical limits. “More than 80% of the feeders where distributed gener‑ ation has been developed exceed the 15% penetration limit,” he wrote, adding that 35% of feeders are now operating above 70% capacity. He described the grid as “over‑saturated with renewable resources,” a condition he argues is directly tied to rising instability across the transmission and distribution system. He also placed responsibility on grid operator LUMA Energy for failing to conduct the supplemental studies required under Puerto Rico’s expedited interconnection law.

As a result, he argued, the island has adopted a “connect first, study later” model that has left the grid “more fragile and less stable.” Colón cited operational data showing that 94% of load‑shedding events caused by variable generation stem

from rooftop solar systems, with each incident disconnecting between 130 and 140 megawatts. He also warned that older inverters installed before 2018 are automatically dropping of‑ fline during frequency dips, causing an additional sudden loss of roughly 100 megawatts -- “the equivalent of losing the San Juan 7 unit,” he noted. The energy czar said the cumulative effect is a daytime grid that swings sharply, forcing the Puerto Rico Electric Power Authority’s thermal units to operate at low output levels where they are inefficient and unable to provide adequate frequency control. “This reduces the reliability and protection mechanisms of the system,” he wrote, adding that the afternoon ramp‑up when solar generation fades is creating thermal stress and accelerating equipment failures. Colón urged the PREB to reverse the current interconnec‑ tion model and require full studies before approving any new solar system, including those under 25 kilowatts. “It is imperative that interconnection processes return to their natural order,” he said. “No distributed generator should be interconnected until the operator determines that the inter‑ connection is safe and will not affect the reliability, security, and stability of the electric system.” He also called for developers -- not ratepayers -- to bear the full cost of interconnection studies and any grid upgrades required to accommodate new solar installations. “There is no justification for companies selling these products for tens of thousands of dollars not to assume the cost of the studies necessary to guarantee system stability,” he wrote. Colón’s filing signals a significant policy shift: a push for stricter controls on distributed solar, mandatory upgrades to older inverters, and the authority to curtail excess solar generation without compensation.

San Juan establishes transportation & security plan for Bad Bunny concerts By THE STAR STAFF

A

special security, traffic and transportation plan for the Bad Bunny concerts taking place this Saturday and Sunday at Hiram Bithorn Stadium in Hato Rey has been activated, San Juan Mayor Miguel Romero Lugo announced. The operation will involve 60 municipal police officers, monitoring via 30 security cameras, drones, specialized units and a Command Center, alongside public transpor‑ tation options designed to facilitate the movement of the thousands of attendees expected at both events. “San Juan is ready to once again welcome the thousands of people coming to our city to enjoy these concerts,” Romero Lugo stated on Tuesday in a written release. “Our priority is for them to do so in a safe and organized environment; to that end, we have established a plan that integrates security, traffic management, technology, and public transportation. We want visitors to enjoy the experience, but we also want our residents to be able to go about their daily activities with minimal disruption.” To facilitate the flow of people and vehicles on both days, the municipality urged attendees to use the Urban

Train (Tren Urbano) stations that offer parking, as well as other nearby parking facilities. ATI buses will depart from the Roosevelt station to transport attendees to the San Juan Sports Complex, with a Municipal Police escort along the route, with the return trip also directed back to Roosevelt. Due to the event production’s logistical requirements, there will be no parking available for attendees at Hiram Bithorn Stadium. Additionally, a clearly identified and marked area will be set up on Roosevelt Avenue -- outside the stadium grounds -- so that ride-sharing services such as Uber can safely and efficiently drop off and pick up passengers. Authorities urged all attendees, no matter what avail‑ able transportation option they use, to plan ahead and arrive early. The Municipal Police plan includes preventive patrols, traffic control and camera monitoring, as well as the de‑ ployment of Drone, Traffic, Impact, and Motorcycle units. Personnel will be stationed in areas with high crowd den‑ sity, at access points, on main roads, and in the vicinity of Hiram Bithorn Stadium, maintaining a preventive presence throughout both days. “We will maintain a visible police presence and

continuous surveillance before, during, and after each concert,” San Juan Municipal Police Commissioner Juan Jackson said. “We will rely on the support of our cameras, drones, and specialized units to prevent incidents, manage the movement of people and vehicles, and respond quickly to any emergency that may arise.”

Haitians in Springfield hunker down as ICE begins detentions By MIRIAM JORDAN

F

ederal agents have been detaining small numbers of Haitians over the past week in Springfield, Ohio, according to community leaders and advocates, fueling widespread fear among the immigrants that is prompting many to stay home. At least 15 Haitians have been detained by federal agents, who have been in the city almost every day since early last week, the local leaders said. More than 100 others have been summoned in recent weeks to Immigration and Customs Enforcement offices miles away, where they have been fitted with electronic ankle monitors that track their movements. Springfield has been on edge since the U.S. Supreme Court allowed the Trump administration to terminate Temporary Protected Status, a program that shielded 330,000 Haitians nationwide from deportation and granted them legal work authorization. “People in our community are terrified,” saidViles Dorsainvil, executive director of the Springfield Haitian Support Center, a local organization that supports Haitians. “It’s extremely chaotic,” he said. “We have people isolating themselves, refusing to eat.” The Department of Homeland Security declined to answer questions about enforcement operations in Springfield. “Every day, DHS is conducting law enforcement activities across the country to keep Americans safe,” the department said in a statement. “DHS does not discuss ongoing or future operations.” ICE has indicated internally that it would push to quickly deport people who recently lost TPS, including those from Haiti, Syria, Yemen and South Sudan. In guidance sent to ICE officers last week and reviewed by The New York Times, the agency said former TPS holders should “first be considered for expedited removal,” a process that allows the government to deport certain immigrants without court proceedings. The DHS did not respond to a request for comment on the guidance. In June, a U.S. appeals court allowed the Trump administration to resume using the fast-track deportation process nationwide. Under previous administrations, expedited removal was used narrowly for migrants

detained near the southern border. But the Trump administration has pushed to expand federal use of this authority. In Springfield, the support center’s usually crowded waiting room was deserted Tuesday as word spread that roving unmarked SUVs and a van in a parking lot had been identified as ICE vehicles by volunteers patrolling the streets. Even as they hunker down, Haitians have been calling the center nonstop seeking answers, said Dorsainvil: Is it too risky to go to work? How can I get to Canada? What will become of my children if I am arrested? One of the few people there Tuesday was Marie, 63, who had an ankle monitor clamped around her leg. A Springfield resident for more than five years, she lost her right to work when TPS ended. She had come to check if it was too late to apply for asylum. (Petitions normally must be filed within one year of entering the country.) “I am petrified of being deported to Haiti,” she said. “I talked to my family there just yesterday, and they told me they hear gunshots day and night.” Another visitor, Lucson, 35, supports a wife and two young daughters in Haiti by working at a local auto-parts manufacturer under a work permit tied to his pending asylum application. But he sees the toll

around him: Roughly 20 Haitian co-workers were let go when TPS ended, and others have stayed away from work entirely as ICE activity ramped up. Both immigrants asked to be identified solely by their first names out of fear of retribution from U.S. authorities. Inside St. Vincent de Paul, a Catholic charity, American volunteers packed food boxes for delivery to Haitian families, many of whom had never needed aid before, said Casey Rollins, the executive director. “We are taking care of people forced out of their jobs,” said Rollins, her eyes welling with tears. Haitian residents also require assistance with utilities and rent payments, she said. Only two families were at the charity, where parents have also been receiving help filling out passport applications for their U.S.born children and granting power of attorney to trusted friends who could take custody of their children if they are detained. Springfield, a struggling industrial town for decades, was revitalized by thousands of Haitians who began settling here in recent years after hearing that jobs were plentiful and the cost of living affordable. The city, home to 10,000 to 15,000 Haitians, was thrust into the contentious immigration debate after President Donald

Trump said from the debate stage in September 2024 that the newcomers to the city were eating their neighbors’ pets. Once in office, his administration moved to strip TPS from Haitians and others. The protection is offered to foreigners already in the United States when conditions are considered too dangerous for safe return to their home countries. Lower courts ruled that the Trump administration had been motivated by racial animus and had failed to conduct the required assessment of conditions on the ground in Haiti, which has been struggling with political instability, gang violence and food insecurity. But the Supreme Court decided in late June that the administration had the authority to end the program. Since then, the Trump administration has been under pressure to start rounding up Haitians. The arrests in Springfield have drawn less attention nationally than operations in cities like Minneapolis, Chicago and Los Angeles, where federal agents descended in large numbers. “ICE hasn’t been here on a large scale but their daily raids are scaring people and disrupting the peace of the city,” said Carl Ruby, pastor of Central Christian Church, founder of a coalition of churches that has organized to protect Haitians. And the arrests have been random, rather than targeted, he and others said. Small groups of agents have been detaining immigrants in Springfield as they leave their homes or commute to or from work. “If they focused on the worst of the worst as they claim, we could support that,” said Ruby. “Their real goal is to incite fear, hoping that people will go back to Haiti.” Vulder Marco Dorsainvil, 30, who is a permanent legal resident and Dorsainvil’s brother, said agents followed him from his apartment complex to a Kroger parking lot, where they boxed in his car between three unmarked vehicles. They released him after he produced a green card. “They were looking for anybody to take,” he said. “They didn’t know my name.” Ruby said that as he watched ICE agents arrest two people Monday, one of the agents tried to hand him a small figure of Jesus. “Jesus didn’t want people to hand out meaningless tokens,“ Ruby said. “He wants us to welcome and care for the vulnerable.”

A stunning win for the left in Florida: 6 takeaways from Tuesday’s primaries By PATRICIA MAZZEI

S

tate Rep. Angie Nixon, a progressive firebrand who ran such an underdog campaign that she could not afford a single television ad, won the Democratic Senate nomination in Florida on Tuesday in a shocking upset. With her defeat of Alex Vindman, a candidate with establishment backing who raised more than 16 times as much campaign money, Nixon, a democratic socialist, continued the left’s winning streak this year in Democratic primaries. Florida had appeared impervious to the prevailing political winds in recent election cycles, with Republicans doing exceptionally well in the state in 2022, in what was otherwise a strong year for Democrats. Nixon’s breakthrough victory, and losses by Republicans endorsed by President Donald Trump in several Florida congressional primaries, suggested that maybe Florida is no longer quite as immune to national trends. Here are six takeaways from Tuesday night’s primaries in Florida, Alaska and Wyoming, and a special election in California: (Almost) no money? No problem. The grassroots propelled the left to victory, again. Money is usually key to political campaigns in Florida, the nation’s third-largest state and home to 10 television markets. Nixon raised only $975,000, compared withVindman’s more than $16.3 million. And she spent just $60,000 on advertising, according to AdImpact, a media tracking firm, compared to his $2.2 million. Vindman will face questions about why his campaign did not spend more introducing him to voters. But credit Nixon, a union organizer, for knowing how to harness the enthusiasm of grassroots Democrats and volunteers — and deftly using social media — to inform them about her candidacy. A final weekend push in South Florida, home to many Democratic voters even as much of the region has trended toward Republicans, appears to have paid off: Nixon, who is from Jacksonville, defeated Vindman in Miami-Dade County, the state’s most populous, and in neighboring Broward County, where he lives. After a long hiatus, Democratic enthusiasm is back. Will it be enough for Nixon? Some of the most exciting elections for Florida Democrats over the past 20 years featured Black progressives named Barack Obama, who won the state twice, and Andrew Gillum, the former mayor of Tallahassee who lost a governor’s race by a hair in 2018. Nixon will surely try to learn from the coalitions they built and capitalize on the excitement that propelled her big win.

But neither Obama nor Gillum entered the general election with so little name recognition, campaign organization or money, all of which are needed to reach Florida’s giant and varied electorate. Also: How will the democratic socialist label play? Nixon joined the Democratic Socialists of America in June, though the DSA has not endorsed her candidacy. And Florida has gotten redder since Obama won the state in the 2008 and 2012 presidential races and Gillum narrowly lost the 2018 governor’s race. Sen. Ashley Moody, the Republican incumbent who faced no serious primary opposition Tuesday, is sitting on more than $8 million in campaign funds. Florida could elect its first Black governor. He’s a Republican. Rep. Byron Donalds, who has long had Trump’s endorsement in the president’s adopted home state, crushed his rivals in the Republican primary for Florida governor. He has far outraised the Democratic nominee, former Rep. David Jolly, a former Republican. But Donalds did not break 50% on Tuesday, as some Florida Republicans had hoped. Donalds dismissed concerns that he had not won a majority of the vote, telling reporters he would earn that support. “They want the same thing we all want,” he said of Republicans who voted for his rivals. “We want a Florida that is based on common sense, law and order, freedom.” Yet another scandal-plagued House Republican loses a primary. Sullivan (the senator) and Peltola advance to November ballot. Sen. Dan Sullivan, the incumbent Republican, and former Rep. Mary Peltola, a Democrat, easily advanced to the general election ballot Tuesday in Alaska’s Senate primary, setting up a highly anticipated matchup that could decide control of the Senate. But the real intrigue was whether Dan J. Sullivan, a retired fifth-grade teacher accused by Republicans of being a Democratic plant to confuse voters and draw votes away from the other Sullivan, would join them. This is not the way to hold AI companies accountable By THE EDITORIAL BOARD

am Altman, the CEO of OpenAI, has proposed that the federal government take small stakes in the leading artificial intelligence companies so the public can share in the industry’s financial bonanza. He has reportedly suggested giving the government a 5% stake in his own company, which would be worth $42.6 billion at the current market price. Sen. Bernie Sanders, I-Vt., says the government should take a 50% stake in the leading companies, placing the shares in a state-controlled sovereign wealth fund. In addition to a share in the profits, he says ownership would give the government greater control over the development of a technology that has the potential to shake our society. President Donald Trump also likes the idea of the government holding shares in AI companies. “It would be a beautiful thing,” he said recently. Policymakers ought to resist the temptation. State ownership is not in the public interest. The government does not need to take financial stakes in companies in order to share in their success. That is the purpose of taxation. As an industry grows, so do the amounts that the government collects in taxes on profits and wages. Nor does the United States need boardroom seats to participate in decision-making. That is the purpose of regulation. The government has broad powers to check corporate conduct that is antithetical to the public interest.

The AI revolution may be so significant as to require a new regulatory framework. It may require a new approach to taxation. But that is where the government should keep its focus. There are big downsides to government ownership stakes. By providing insulation against market forces, state backing can make companies less competitive, less innovative and less worried about the welfare of their customers. And the history of state investment suggests that, if anything, it often makes regulation more difficult. Governments can be reluctant to enforce rules when action comes at the expense of the state, too. We also are concerned about the specific dangers that would arise if the current administration took a stake in AI companies. Trump has made clear that he will use almost any tools at his disposal to enrich himself and his allies and to act against Americans whom he perceives as his enemies. The idea that state ownership is the best way to reap the benefits of corporate success, or to curb its excesses, has an intuitive appeal. It has long been a mainstay of the economic policy of communist nations, and it enjoyed considerable popularity in many industrial democracies during the second half of the 20th century. In the mid-1970s, state-owned companies made up roughly 11% of the British economy and employed 8% of the nation’s workers. Such investments are now much less common, however, because the judgment of history was clear. China catalyzed its economic rise by shifting from state ownership to private enterprise. Privately owned U.S. companies outperformed state-owned European rivals in banking, telecommunications, freight transportation and other industries. In 2023, across the 38 countries in the Organization for Economic Cooperation and Development, companies in which governments held significant stakes accounted for only about 2% of the total market capitalization of publicly traded companies. The U.S. government also has, at times, taken stakes in troubled companies. For example, during the financial crisis almost two decades ago, Washington bailed out the nation’s major banks, took majority ownership stakes in General Motors and AIG, and took control of Fannie Mae and Freddie Mac. But those kinds of emergency interventions have generally been structured as short-term stabilization measures, undertaken reluctantly and exited as soon as possible. The proposed investments in AI companies are a departure from that history. They would be long-term investments in companies that do not need financial assistance. Indeed, the government would take stakes precisely because the companies are succeeding. Proposals to give the federal government a stake in AI companies often include safeguards to limit the government’s role. Trump has compared the idea of investing in AI companies to the 10% stake that his administration took last year in the troubled chipmaker Intel. Those shares are nonvoting, allowing the public to participate in the company’s profits but not in its decision-making. Even less direct forms of government support, however, can

The government created the companies, but it did not maintain an ownership stake. Still, in the early 2000s, the companies pursued reckless investment strategies in part because they were confident the government would bail them out, as it eventually did. The impact on the corporation is only part of the problem. State ownership doesn’t just insulate companies from market forces. It also tends to insulate against regulation. The public should regard Altman’s proposal with frank suspicion. It is a payment; the question is what he hopes to receive in return, and the obvious answer is that he is hoping to purchase leniency. He is hoping that the government will deal less strictly with his company if every decision to constrain its ambitions comes, in part, at the expense of the government, too. He has good reason, to judge from the historical record. State-owned oil companies provide glaring examples. The Norwegian government is a signatory of the Paris Accords, which establish goals for reducing emissions to limit climate change. It is also the majority shareholder in Equinor, Norway’s dominant oil company. Norway’s petroleum wealth provides 30% of the government’s annual revenue. Last year, the government blocked an effort by minority shareholders in the company to force Equinor to account for the company’s failure to comply with the environmental policies the government itself has adopted. Other examples abound. South Africa has legislated more lenient emissions standards for power plants owned by the state utility company, Eskom. Singapore does not require Temasek, a state-owned investment firm, to make the same financial disclosures as many privately owned investment firms. France, for years, exempted some state-owned companies from its bankruptcy laws, allowing those businesses to borrow more cheaply. Taking stakes in AI companies would not increase the government’s ability to control those companies. The opposite is more likely. There is a clear need for legislation to govern AI, a subject on which we will have more to say in the coming months. Writing those laws will be difficult, but the work is necessary. Ownership is not a substitute for oversight. The federal government has an important role to play in ensuring that the benefits of AI are broadly distributed and in protecting the public from the potential downsides. The best way to achieve these goals, however, is not by picking up the tools of investors, but instead by using the powers of government.

The topsy-turvy world of Trump’s Canada tariffs By MATINA STEVIS-GRIDNEFF and ANA SWANSON

E

xtended trade talks between Canada and the United States seemed to make progress Wednesday, with President Donald Trump heralding a “deal” and Prime Minister Mark Carney of Canada saying the two sides were “moving towards an agreement.” Some 12 hours earlier, Canadians were bracing for a midnight deadline that, if missed, would see 50% tariffs introduced against more goods, another potential hit to the Canadian economy at the hands of the Trump administration. With a new deadline for those tariffs set for midnight Friday, the emotional roller coaster that is the United States-Canada relationship seemed to be hitting a gentler slope. “We’re very happy with where we ended up,” U.S. Trade Representative Jamieson Greer told reporters outside his office Wednesday. “We feel confident that we’ve reached an agreement that will not only continue to protect American workers, American jobs, American supply chains, but really strengthen the North American economy and create a situation where North America will continue to be an energy powerhouse, a manufacturing powerhouse, and align on important things like economic security and digital security,” he said. If you’re feeling a sense of déjà vu from the on-again-off-again tariffs Trump wants to level against Canada, you’re right. We’ve been here before. In January 2025, he threatened a 25% flat tariff on all Canadian exports claiming — without evidence — a massive influx of fentanyl and irregular migrants from Canada into the United States. Trump ultimately backed down, but only after telling then-Prime Minister Justin Trudeau that he did not respect the border treaty between the two nations, and that Canada made no sense as a country and should be a part of the United States. In October he threatened more tariffs over a television ad taken out by the province of Ontario that highlighted former President Ronald Reagan’s dislike of tariffs. He backed down when Ontario pulled the ad off the air. Last month, he again threatened new tariffs over wildfire smoke pouring into the United States from blazes consuming

swaths of Canada’s forests and upending communities. He did not act on the threat. But Trump’s serial threats and deadlines against Canada, the United States’ closest ally, cannot be ignored. The Trump administration’s tariffs have targeted key Canadian industries, including aluminum, steel, autos and lumber. And they have thrown North American trade into constant renegotiation. The White House has refused to renew the United States-Mexico-Canada agreement for the long term, instead demanding annual reviews. In July, Trump doubled down on the pattern of economic threats by announcing he would apply a 50% tariff on more than 500 gwoods from Canada, representing about 2% of the total trade between the two countries, bringing us to the current talks. In a presidential proclamation Tuesday night, the White House said that Canada had “expressed a commitment” to address several trade issues that were the nominal basis for the U.S. tariff threat: unfair practices in Canada’s dairy sector, a tariff on U.S. auto exports, and boycotts of American wine and spirits in some provincial alcohol distribution systems, which followed on earlier U.S. tariffs. And in a social media post, the U.S. trade representative claimed the deal would include broader benefits for Americans, including “comprehensive market access for all American goods, economic security commitments,” and “digital trade alignment.” But the question remains: What will the United States give Canada in return, beyond postponing the 50% tariffs on some products? Executives in the auto and metal industries were watching closely Wednesday to see if the concessions included a reduction in the sectoral tariffs that the U.S. had put on Canadian steel, aluminum and autos, which have been a major sticking point for Canada — and if those concessions would, in turn, need to be extended to Mexico. The Canadian government has, in response to Trump’s demands, rolled back most of its retaliatory tariffs against the United States; handed the United States some of the future revenue of a bridge connecting Windsor and Detroit after Trump threatened to block it, even though Canada paid for it; and scrapped a digital tax that had not yet come into effect. Now, with the clock running down to midnight Friday, he is preparing to do it again. Speaking to the press Wednesday in Washington, Trump said the deal was done “subject to finalization of documents” and called it “very fair.” “They called yesterday and they gave us the points that we had to have,” he added. And he said, “We are doing certain things, gotta give something, we’re reducing a little bit, it’s good for everybody.” For Carney, the threat-concession loop he is locked in with Trump presents a problem. Although he is still widely popular at home, Carney’s base wants him to stand up to Trump. He will also need to convince provincial governments, which

have competing interests in these talks, that they need to take some pain for the general good. Major examples of this will include having Ontario and British Columbia agree to restore U.S. liquor sales, one small but crucial piece of leverage they have — even if tariffs on lumber, a big British Columbia export, are not reduced, and even if tariffs on autos, Ontario’s major industry, are not lessened as much as hoped. Carney will brief Canadian premiers on the talks Wednesday afternoon, after a meeting with his Cabinet, his office said. “I don’t think most Canadians will judge a deal simply by whether tariffs come off,” David Coletto, who leads opinion survey company Abacus in Canada, said in an email Wednesday. “They will judge what Canada gave up, whether the agreement produces stability (which most know with President Trump that’s almost impossible), and whether the government used this crisis to reduce our vulnerability to the United States. That is the real political test,” he added. This is unlikely to be the last time Carney asks Canadians to make sacrifices for Trump’s shifting demands. With the USMCA still up in the air, and sectoral tariffs set to stay in place, even if they are reduced, Canada will almost certainly have to negotiate again with the Trump administration. ayley Busby, the versatile import player for the Bravas of Cidra, was named Most Valuable Player of the 2026 Women’s Premier Softball League (LPSF by its initials in Spanish) season after receiving majority support from the sports journalists, team owners and managers who participated in the voting. Busby amassed 62 points to dominate the voting by a wide margin. Pitcher of the Year Morgan Smith, of the league champion Prodigiosas of Sabana Grande, took second place with 34 points, followed by Ciara Bryan (Cidra) with 27, Nia Carter (Valencianas of Juncos) with 18, Eliana Enríquez (Sabana Grande) with 14, and Yahelis Muñoz (Leonas of Ponce) with 12. Alexis Bermúdez (Juncos) received three points,

and Stormy Kotzelnick (Juncos) received one. Busby, a native of Phoenix, Arizona and former Oklahoma State and University of Virginia standout, was one of the regular season’s most productive hitters, finishing with a .479 batting average -- the result of 23 hits in 48 official atbats. She also posted a .581 on-base percentage and a powerful .958 slugging percentage. Busby led the LPSF with six home runs and 19 RBIs; she finished second in hits (23) and also ranked second in runs scored (15) and walks drawn (13). Her .479 average was the fourth-best in the league. Over 18 games, Busby recorded 62 plate appearances, hitting three doubles and a triple in addition to her six home runs. She struck out only four times during the entire regular season, establishing herself as one of the most consistent threats in the Cidra lineup. Her per-

avan Sullivan did not take a break this summer, even as his Philadelphia Union squad enjoyed a much-needed few weeks off for the World Cup. The first half of the season had been a disaster. The Union went from first in 2025 to 30th in 2026, and coach Bradley Carnell was fired as the team went its separate ways for the summer.

Having won a starting spot in the first team, the 16-year-old Sullivan told the Union that he wanted to keep playing and asked to keep training with the second team. Sullivan, who has been followed with a spotlight since he was 13 at academy and youth national team games and who has a transfer to Manchester City already settled for when he turns 18 in two years, asked to go back to the second team instead of training alone or taking time off. “During the World Cup, he was an ani-

mal in the way he trained,” Jon Scheer, the Union sporting director, told The Athletic. The Union II had a match lined up against Ivory Coast, which was based in the area for the World Cup. Sullivan asked to play in that, too, and excelled. He even posted a compilation of his highlights on social media. Since the team returned to training, with the second-team head coach, Ryan Richter, elevated to interim boss of the first team, the Union have taken off. They have won all four of their MLS games with Sullivan playing a

central role, including two assists in last Sunday’s 3-2 win over New York City FC. Sullivan has leveled up from a promising young talent to a key contributor in all facets of the game — not just his dazzling skill and intentionality on the ball, but off it, too, in a pressing, high-energy team. “That’s what I’m most proud of with Cavan: He’s happy when we win, and when we lose, no matter how he plays, he’s not happy,” Scheer said. “That’s a really good sign for years to come.”


The San Juan Daily Star It does not take long watching Sullivan play to get swept up in the excitement. Game time is coming more regularly now for him, having racked up almost 50% of his senior career minutes since the start of May. It is giving Sullivan more opportunities to impress, and Richter has already seen enough to suggest that he trusts Sullivan to make a difference in the final third of the field. Every time the play moves toward Sullivan, it feels as if something could happen. He is refreshingly direct, a zippy winger who has no fear when it comes to taking on defenders, able to dip left and right with short steps and devastating bursts of speed. “He’s played with a lot of intent and confidence,” Scheer said, reflecting on his recent success with the first team. “He’s earned everything he’s got so far and is hungry for more.” In a recent comeback win over Atlanta United, for example, he picked up a pass from fullback Kai Wagner and instantly squared up to his man. His first touch was positive, and he did not hesitate before dropping a shoulder and darting to the byline, happy to rely on his pace to get around the defender. His path was blocked, but he faked out his defender and chopped inside to fire a pass to Jovan Lukic on the edge of the box. Barely five minutes later, he peeled off into space on the opposite flank, shimmying both ways before cutting in and driving a low shot toward the far corner. Sullivan has yet to score from outside the box in senior soccer, but the early signs are that he can pack a punch from a distance, striking the ball consistently well. He is not shy about taking on those shots either. Sullivan’s natural enthusiasm catches the eye. He will drift all over the field to find fresh opponents to take on. He is equally happy to run at defenders from either flank and will eagerly take them on. Sullivan’s close control in tight spots makes him tricky to tackle, capable of receiving passes under pressure and wriggling his way away from outstretched legs. In another example from that Atlanta game, he carried the ball straight into a crowd of players, slinking away from three separate challenges before eventually being dispossessed. Although Sullivan could not carry the ball toward the byline himself, the fact that he engaged four opponents still led to a half-chance for his team. Given his positivity and youthful enthusiasm, Sullivan is understandably prone to mistakes. He is desperate to leave an impression, and that bears out in the statistics: Around 1 in 4 of Sullivan’s passes are considered progressive — a pass that moves the ball at least 25% closer to the opposition goal — while almost 9% of his carries include a take-on. So much of what he does carries the intention of attacking the opposition, which can lead to overplaying and forcing the issue at times. At one point against Atlanta, he held on to the ball a little too long down the flank early in the first half, ignoring the overlapping run and giving up possession as he attempted one step-over too many. Against Seattle, he caught the ire of his teammate and older brother Quinn Sullivan, 22, at the back post after opting to go alone, taking himself too wide and ending with his effort easily saved. Cavan Sullivan’s decision-making can be worked on, but it is always worth giving talented players like him the freedom to make an impact, particularly at such a

He wants to get better. “Cavan just wants to be the best he can be — that’s how he approaches every training session and game, no matter who he’s with. That’s going to take him a long way.”
