Accompanied by Education Secretary Eliezer Ramos Parés, the governor highlighted her administration’s efforts to strengthen public education and expand access to high-quality bilingual models. “The Department of Education has expanded the number of bilingual schools from 36 to 119 campuses in just a year and a half, bringing this educational model to 55 municipalities and benefiting more than 15,000 students across the island,” González Colón said. “I must say that this program truly excites me because, through it, our children gain the tools they need for the future.” Ramos Parés emphasized that “the right to learn and master two languages not only broadens educational opportunities but also strengthens the ability to communicate in an increasingly interconnected and globalized society.” The invited students represented a wide range of schools and

ealth Secretary Víctor Ramos Otero announced on Wednesday that he has activated the agency’s Emergency Operations Center to coordinate service continuity with hospitals, diagnostic and treatment centers (CDTs), and “330” primary health centers during the drought emergency. “The Puerto Rico Department of Health’s Emergency Operations Plan serves as the guiding document for implementing actions in response to emergencies and disasters that impact public health systems, medical services, and mental health in Puerto Rico,” Ramos Otero said in a written statement. “The plan establishes the necessary guidelines and tools to achieve local and state-level preparedness and to develop an adequate response before, during, and after an emergency.” The activation was formalized through Administrative Order 2026-647, signed on Monday. The plan encompasses the Health Department’s central offices and its seven regions. An Emergency Operations Committee was also established; it is chaired by Ramos Otero and composed of officials from

the areas of epidemiology, medicine, administration, public health response, communications and legal counsel, among other divisions. Representatives from hospitals, “330” centers, and other medical facilities participated in a meeting convened by the agency to review the availability of water, cisterns, generators, and supplies, as well as operational continuity protocols. “As health service administrators, we have an essential responsibility to ensure service continuity during any emergency,” stated Health Service Administrators Association President Tania Conde. “Activating the Department of Health’s Emergency Operations Plan allows us to strengthen coordination and proactively review our operational plans -- particularly regarding the availability of water, cisterns, generators, and supplies, as well as the protocols needed to maintain clinical services and protect patient safety.” The coordination also encompasses primary care physician groups, mental health and rehabilitation centers, long-term care units, hospices, home health agencies, dialysis facilities, emergency rooms, and ambulatory surgery centers.

Women’s advocate to monitor nursing rooms, warns of fines up to $10,000 By THE STAR STAFF

omen’s Advocate Astrid Piñeiro Vázquez announced a campaign on Wednesday involving outreach and inspections to monitor compliance regarding the rights of breastfeeding mothers in public and private workplaces. “With the launch of the ‘Path to Compliance’ campaign, we reaffirm our unwavering commitment to moving beyond laws that exist merely on paper toward real-world effectiveness in the lives of every working woman in Puerto Rico,” Piñeiro Vázquez said in a written statement. The initiative, launched during World Breastfeeding Awareness Month, will be carried out in conjunction with the Department of Labor and Human Resources (DTRH by its initials in Spanish), the Puerto Rico Occupational Safety and Health Administration, and the Department of Health. “We are confident that this effort will be an opportunity for employers to learn and ensure adequate spaces that facilitate breastfeeding and strengthen the special bond between mother and child,” DTRH Secretary María del Pilar Vélez Casanova said. Agency personnel will provide guidance to employers regarding the Lactation Code, the prevention of workplace discrimination, the setup of nursing rooms and occupational safety

The Office of the Women’s Advocate’s “Path to Compliance” workplace nursing room initiative will be carried out in conjunction with the Department of Labor and Human Resources, the Puerto Rico Occupational Safety and Health Administration, and the Department of Health. The rooms cannot be located inside restrooms or contain security cameras. Furthermore, they must be equipped with a dedicated refrigerator for storing breast milk, a seat, a table, a

trash receptacle, potable water, space for cleaning pumping equipment, ventilation, lighting, electrical outlets, a lock, and proper signage. Under Law 87-2025, workers have the right to a paid break of at least one hour per workday to breastfeed or express milk, applicable to both full-time and part-time employment. The protection extends for at least one year following the employee’s return to work. The period counts as working time; therefore, the employer cannot reduce wages, require the making up of missed hours, or alter work shifts without the employee’s agreement. “The guidelines we have published serve as a clear roadmap for every employer to recognize their obligations and ensure spaces that are optimal, dignified, and hygienic,” Piñeiro Vázquez added. Non-compliance may lead to investigations, formal complaints, civil compensation, and administrative fines of up to $10,000 imposed by the OPM. As part of the campaign, an educational session for healthcare personnel will be held on Aug. 21 at Ramón Ruiz Arnau University Hospital in Bayamón. The event will include guidance on the Breastfeeding Code, support during childbirth, and protocols for handling domestic violence cases.

Tail of tropical wave leaves some rain, more expected early next week By THE STAR STAFF

he tail end of a tropical wave that passed over part of Puerto Rico on Tuesday moved over the entire island on Wednesday and is expected to have left three inches of precipitation throughout the island. “It didn’t leave as much precipitation as Tuesday because it was passing across pretty fast,” National Weather Service meteorologist Ernesto Rodriguez said. Isolated thunderstorms impacted some parts of the island. For the next several days, conditions will be dry and windy until the beginning of next week, when a new tropical wave is forecast to cross the island. That tropical wave is forecast to develop into a tropical storm and then perhaps a hurricane, but not until it is past the island, possibly leaving tropical depression conditions in its wake, Rodríguez said.

The government is still monitoring the precipitation levels at the island’s reservoirs and is unsure yet whether the rains have had the desired effect of appreciably lifting water levels, said Marieli Padró, spokesperson for Gov. Jenniffer González Colón. “When things change, the governor will let people know,” she said. Tropical Storm Cristobal forms in central Atlantic Meanwhile on Wednesday, Tropical Storm Cristobal formed over the central subtropical Atlantic, the National Hurricane Center (NHS) reported, with maximum sustained winds of 45 miles per hour and no coastal watches or warnings in effect. At 11 a.m. Puerto Rico time, the center of Cristobal was located near latitude 36.7 degrees north and longitude 43.0 degrees west, some 880 miles west of the Azores. According to the NHS, Cristobal was moving rapidly eastward at about 25 miles per hour and was expected to shift toward the east-northeast while slowing its forward speed later

in the day. Tropical-storm-force winds extended up to 90 miles from the center. Wednesday’s forecast indicated gradual weakening and anticipates that Cristobal would dissipate today. The system poses no threat to land, according to the NHS.

ith the island facing one of the most severe droughts in recent decades, the Puerto Rico Planning Board (JP by its initials in Spanish) announced on Wednesday a comprehensive effort to measure the economic fallout across public and private sectors. The study aims to give the government a verified, data‑driven picture of losses, operational disruptions, and rising costs tied to the ongoing emergency. The initiative is part of the response to Executive Order OE‑2026‑035, signed by Gov. Jenniffer González Colón, which activated multiple agencies to address the drought’s growing effects on agriculture, industry and essential services. JP President Héctor Morales Martínez said the goal is to gather “direct and verifiable data” to determine the real scope of the drought’s impact. “This information is necessary not only to measure losses, but to give the government an objective basis when evaluating assistance initiatives, claims, incentives, and other measures to mitigate damages and support economic recovery,” he noted. Beginning this week, the JP’s Economic and Social Planning Program will distribute questionnaires to agencies, municipali‑ ties, public corporations, private companies and nonprofit or‑ ganizations. The forms request detailed information on losses,

additional expenses, operational interruptions, employment effects, mitigation costs and any assistance already received. Officials emphasized that broad participation is essential to produce an accurate and representative estimate of the drought’s economic footprint. The data will help identify sector‑specific needs and guide decisions on aid programs, recovery strategies and long‑term policy planning. Puerto Rico has faced significant drought events before, and the JP has documented their economic consequences. The 19941995 drought caused nearly $194 million in agricultural losses over two fiscal years. The island’s broader economic activity also contracted, with reductions in gross product estimated at $65.7 million in 1993-1994 and $140 million in 1994-1995. More recently, the 2014-2015 drought produced an estimated $22.7 million in economic damages after adjusting for agricultural income. Losses were spread across agriculture, manufacturing, services and government operations. Manufacturing alone re‑ ported $3.4 million in additional expenses and roughly half a million dollars in foregone revenue. Those events demonstrated that drought impacts extend beyond crop losses: they disrupt industrial processes, strain public services, and generate extraordinary costs that ripple through the economy. Morales Martínez said that while past droughts offer useful reference points, each event presents unique conditions.

“We need to understand directly how this drought is affecting operations, productive sectors, and employment,” he said, urging all entities that receive the questionnaire to respond. Once completed, the study will allow the JP to produce a grounded estimate of the 2026 drought’s economic impact. The findings will support government decisions on assistance programs, recovery measures, incentives and claims, while also informing long‑term planning for future climate‑driven emergencies.

Klobuchar wins Democratic nomination for Minnesota governor By ERNESTO LONDOÑO

my Klobuchar, a powerful four-term senator with broad appeal across Minnesota, won Tuesday’s Democratic primary race for governor, according to The Associated

Klobuchar, 66, a moderate who faced minimal competition in the contest, jolted Minnesota politics when she signaled interest in the race early this year as a welfare fraud scandal was dogging Gov. Tim Walz’s bid for a third term. Few had expected Klobuchar to give up her role in the Senate, where she holds the third-highest-ranking position in Democratic leadership. Walz ended his campaign in early January, conceding that his sinking popularity stood to hurt Democrats down-ballot. That cleared the way for Klobuchar to announce a campaign centered on unity in a state that had been gripped by turmoil amid allegations of rampant fraud and President Donald Trump’s immigration crackdown. Klobuchar has vowed to be a more diligent steward of taxpayer funds than Walz, saying she intends to conduct a top-to-bottom audit of state programs and draw on her experience as a chief county prosecutor to root out fraud. The Trump administration has portrayed Minnesota as an avatar of poor Democratic governance and has sparred with state officials over immigration enforcement, fraud in safety net programs and election integrity. Klobuchar has said she intends to leverage the alliances she has studiously built in Washington across the political spectrum — including with members of the Trump administration — to reset the acrimonious relationship between the state and the White House. “I decided that I wanted to get us to a better place and I could use my skills from many years,” she said in an interview. “I don’t like the status quo.” As a senator, Klobuchar has built a reputation as a pragmatist, an indefatigable worker and a formidable campaigner who is popular among moderate conservatives and independents. He fired a Nazi gun and joked about killing old people. Republicans don’t seem concerned. By MICHELLE GOLDBERG

ecause this is a family newspaper, I cannot quote the piquant term that Brandon Herrera, a Republican House candidate in Texas, used to refer to children in a 2023 video. I can only report that he called them “trophies” for getting a man to ejaculate. Nor, alas, am I allowed to repeat the obscenities that Herrera, a gun influencer, used to explain why the opinions of mothers are without value. I can only say that he argued, essentially, that getting pregnant requires no special skill. Two weeks ago, before a fundraiser that House Speaker Mike Johnson was holding for Herrera, the Austin AmericanStatesman reached out to Herrera’s campaign about these resurfaced comments. Herrera’s team responded with a crude visual pun that, once again, is too vulgar for me to describe here. I can, however, tell you about the Nazi and eugenics stuff. In a 2022 video, Herrera and a buddy in sunglasses and a balaclava tested a Nazi-era submachine gun, then goose-stepped to a Nazi marching song. Herrera called the weapon “the original ghetto blaster.” In a 2024 podcast, after calling for abolishing Social Security, he joked that we should also “abolish old people,” laughing along as his co-hosts riffed about killing them off as in the cult horror film “Midsommar.”

Tony Gonzales withdrew because of a sexual harassment scandal. Somehow, unlike Graham Platner, the Maine Democrat, Herrera hasn’t become a household name. I haven’t seen much public hand-wringing about the decision of the pious Johnson to raise money for Herre-

ra, nor debate about what his candidacy means for the Republican Party’s attitude toward women, Jews or seniors. That Herrera has flown somewhat under the radar is a testament to a fundamental asymmetry between the parties, as well as in our discourse about them. Thanks to President Donald Trump, misogyny and extremism among Republicans has become what journalists sometimes call a dog-bites-man story, something so ordinary and predictable that it breaks through only when it reaches an absurdly high threshold. I regularly speak to people who follow politics closely but haven’t heard of Cory Mills, a Republican representative running for reelection in Florida. One exgirlfriend of Mills won a restraining order against him after saying he threatened her with revenge porn. Another, whom he was seeing at the same time, told the police he’d assaulted her, though she later recanted. (He denies both charges.) Mills is under investigation by the House Ethics Committee over allegations of both sexual misconduct and campaign finance violations. Yet it barely made a stir when Trump endorsed him in the Republican primary, which takes place next week; polls show him ahead in the four-way contest. Rep. Max Miller, R-Ohio, has, in recent weeks, finally breached what we might call the bad-even-for-Republicans line, because of allegations of truly horrific abuse of his ex-wife, Emily Moreno, and his young daughter. Moreno — whose father is Sen. Bernie Moreno, R-Ohio — claimed that Miller held a gun to her head, threw scalding water at her, and broke their 2-year-old’s collarbone. Two other women have also accused him of abuse. (He denies all these allegations.) In a statement this month, Bernie Moreno wrote that Miller “is a danger to my daughter, and I hold my breath every minute he has custody of my granddaughter. If there are any basic standards of character required to hold elected office, Max Miller fails them.” The key word there was “if.” Consciously or not, Trump often seems to be trying to show that, especially when it comes to the treatment of women and girls,

there are no such standards. At this point it’s tedious to recount all the times he has faced allegations of sexual assault, or to note that his secretary of defense, Pete Hegseth, paid off a Republican woman who said he raped her, though he denied the assault. As The Bulwark’s Tim Miller often points out, Trump is devoid of empathy toward almost everyone except those accused of abusing women. His grace even, at times, extends to Democrats. When a woman came forward to say that Platner had raped her — which Platner denies — Trump responded, “A lot of people say big falsehoods.” Trump endorsed former football star Herschel Walker in the 2022 Republican Senate primary in Georgia even though his ex-wife, like Emily Moreno, said the candidate had put a gun to her head. So it’s not surprising that while Trump reportedly called Max Miller to express concern about his candidacy, he never publicly urged him to drop out. Indeed, Politico reported that Trump’s team intervened to stop other Republicans from pressuring Miller to leave the race. Last month on CNN, a fellow Ohio Republican, Rep. Jim Jordan, called Miller a “good man” enduring a “difficult” family situation. On Saturday, a key deadline for Republicans to nominate a replacement for Miller passed without much effort to push him out. Despite the plaintive hopes of Bernie Moreno, Republicans have shown that they do not consider Miller beyond the pale. In such a party, someone like Brandon Herrera barely stands out. The Republican Party of Sarah Palin once pretended to revere mothers while fearmongering about death panels. Now it stands, above all, for male impunity. Democrats recently moved Herrera’s district, which voted for Trump by 15 points, onto their target list, convinced that his comments create an opportunity for Katy Padilla Stout, a lawyer and former teacher from San Antonio, to flip the seat. So far, according to the Democratic Congressional Campaign Committee, no Republican has broken ranks to endorse her. This is predictable. In most ways that matter, Herrera is one of the party’s own.

Five international movies to stream now By DEVIKA GIRISH

n these films from around the world, characters get the chance to let go of what no longer serves them. ‘Corina’ Stream it on Hulu. This delightful comedy set in Guadalajara, Mexico, follows a mousy 20-year-old woman with crippling agoraphobia. Raised solo by her progressively paranoid mother after the death of her father in a car accident, Corina (Naian González Norvind) limits her perambulations to the five blocks surrounding their apartment and sticks to a strict routine. But her imagination is rich: When she’s not working as a copy editor at a nearby publishing house, she’s lost in her vast collection of books or writing her own stories (which her mom thinks is her actual job). Directed by Urzula Barba Hopfner, “Corina” depicts the chain of events that explodes our heroine’s tightly contained world. These high jinks involve a famous and reclusive author who insists on an unpopular ending to her latest book, much to the chagrin of the executives at the publishing house; Corina’s elaborate lies to her mother about the nature (and stature) of her work; a mistakenly mailed manuscript; some spilled ink that conveniently conceals a name; and the thin walls of the publishing office, which make eavesdropping easy. Corina and her mother fear the unpredictability of the world outside their home, but it is precisely because of random contingencies and twists of fate that Corina not only comes out of her shell but also gets closer to her dreams of being a published writer. “Corina” wonderfully arch performances and a bright, Wes Andersonesque color palette, “Corina” invites us to join its protagonist in rediscovering the wonder in life’s mundanities. ‘Cherri’ Stream it on Tubi. Fabián Suarez’s film opens with a resplendent image: Cherri (Juan Miguel Más), an obese, middle-aged gay man, is suspended in the sky among the clouds. He is decked out in a white tulle skirt, has large and beautiful wings protruding from his back, and is lit by a heavenly glow, as he nonchalantly eats a sandwich. He looks nothing like the pale, svelte angels of renaissance paintings, and yet he fits the part, exuding an angelic radiance. It’s a brief and arbitrary note of fantasy in a drama that unfolds on the real, rainy-blue streets of Havana, but it sets the tone for what follows. Cherri, who spends most of his time taking care of his ailing husband, is tasked with choreographing a ballet with the patients at a weight clinic. He is the very image of grace when he dances, and he coaxes gorgeous movements out of his students, imparting to them his own physical ease and confidence. Yet he hasn’t quite mastered the art of self-love; he is embroiled in a toxic infatuation with a young security guard, undeterred by the man’s cruelty to him. Bursting with tenderness and attuned to the beauty of the bodies of all shapes, sizes and types, “Cherri” is a moving film about what it takes to see your own worth in a world that refuses to do so. ‘Pig at the Crossing’ Stream it on Criterion Channel. Early in “Pig at the Crossing,” Dolom, a young Bhutanese YouTuber, dies in a road accident as he’s on his way to clean up a mess of his own making: He had an affair with a married woman and got her pregnant. But the crash leaves him unharmed. He walks out of the hospital in a daze, unsure how he got there or where his motorcycle is. It takes him many mysterious encounters — with relatives and friends who no longer seem to acknowledge him, and with strangers from strange lands and bygone eras who do — to realize that he is dead. He is in limbo, and it is up to him to let go and cross into the afterlife. Directed by Bhutanese filmmaker Khyentse Norbu, who is also a Buddhist lama, “Pig at the Crossing” blends spiritual and metaphysical meditations with the dramas of everyday modern life. There’s comedy in Dolom’s bumbling run-ins with

The San Juan Daily Star both the living and the dead, but the naturalistic performances and patient cinematography, often deploying long takes, root the film firmly in reality. Norbu cleverly externalizes, through fantasy, a struggle that is internal and universal: to come to terms with the actions that make up our lives — including the people we hurt and the stones we leave unturned. ‘Phantoms of July’ Stream it on Mubi. As you might guess from the titles of Julian Radlmaier’s films (“A Spectre Is Haunting Europe,” “Self-Criticism of a Bourgeois Dog,” “Bloodsuckers — a Marxist Vampire Comedy,”), this German director loves to riff on history, fantasy and Marxism. His latest movie, “Phantoms of July,” continues in the same tradition but with a subtler touch. A prelude set in the 18th century introduces us to Lotte, a chamber maid at the mansion of Novalis, the great Romantic novelist and poet, located near the town of Sangerhausen in East Germany. While wandering in a field, Lotte chances upon a striking blue stone, which becomes the instigator not just of her own French Revolution-inspired misadventure, but also the escapades of the modern-day women at the center of the film’s subsequent chapters. Each of them, like Lotte, is a worker on the margins of history and on the bottom rung of the class ladder: Ursula is a young mother who grew up in Sangerhausen and works a thankless server job; Neda is an Iranian immigrant trying to make a living as a YouTube “travel influencer.” Radlmaier weaves these characters into a beguiling web of dreams, chance encounters and histories, making use of Sangerhausen’s beautiful landscapes and rich (as well as checkered) past; asides about Germany’s anti-immigrant, gig-worker-driven present collide with stories from the Nazi era and the town’s former mining industry. The result is a film whose profundity is matched by its whimsy. ‘Sudden Outbursts of Emotions’ Rent it on YouTube or stream it on Film Movement Plus. In the strictly monogamous world of romantic comedies, polyamory usually appears as an easy target for mockery. But the tide seems to be turning (and perhaps catching up to the times), if Olivia Wilde’s “The Invite” and Paula Korva’s charming and intelligent “Sudden Outbursts of Emotions” are any proof. Korva’s Finnish drama takes a well-worn premise — a couple in a rut decide to open their relationship in an attempt to revitalize it — and imagines its possibilities with sensitive attention to the complications of loving another person, whether exclusively or not. The movie is also very funny. When Jane (Iina Kuustonen) and her husband go to their first play party on an “Isle of Lust,” Jane finds herself blurting out all the wrong things, not knowing what to say or which words to use, until someone tells her reassuringly, “It’s OK to be vanilla.” Later, in an “orgy workshop” where people practice touching and setting boundaries, Jane meets Valma, a striking older woman. Becoming more and more enamored of her new beau, who is a veteran of polyamory, Jane finds herself up against her own, deeply ingrained instincts: jealousy, possessiveness, secrecy — all of which Valma rejects with an enviable ease. As Jane challenges her presumptions and learns her limits, Korva shows us the many surprising shapes that relationships can take, with a wry sense of humor and not a speck of judgment.

he Women’s Premier Softball League (LPSF by its initials in Spanish) announced this week the nine players comprising the 2026 Defensive All-Star Team, an honor recognizing the best defensive players at each position during the regular season. The 2026 Defensive All-Star Team consists of Amanda Campos (catcher,

Juncos), Karla Claudio (first base, Cidra), Kiandraliz Vega (second base, Cidra), Mileishka Soto (shortstop, Humacao), Alahnis Berríos (third base, Salinas), Tatianna Román (left field, Juncos), Ciara Bryan (center field, Cidra), Nia Carter (right field, Juncos) and Alexis Bermúdez (pitcher, Juncos). The selections were made based on defensive statistics compiled during the regular season under the supervision of

the LPSF’s official scorekeeping staff. League official statistician Rafael Valle and General Manager Jeanc M. Rodríguez Martínez oversaw the selection process, basing their choices on each player’s defensive performance at her respective position. With this recognition, the LPSF highlights the defensive excellence of the athletes who stood out with their glovework during the 2026 season.

uerto Rico had its moments, but the Dominican Republic prevailed 3-1 (25-23, 25-12, 18-25, 25-17) at the Liceo Mixto in Los Andes, Chile during Group D play Tuesday at the FIVB U17 World Championship. Puerto Rico (2-3) extended the match with a solid third set, but the Dominican Republic’s high-powered offense ultimately made the difference at key moments of the match. The Dominican Republic finished the match with 50 attack points, eight blocks and two aces, plus 33 points from opponent errors, for a total of 93 points. Puerto Rico responded with 38 attack points, 10 blocks and three aces, adding 26 points from opponent errors, for

a total of 77. In the third set, Puerto Rico controlled the pace and won 25-19, thanks to a more stable offense and better distribution during transitions. Puerto Rico’s top scorers were outside hitter Carinialys Kuilan Román with 15 points and outside hitter Anna Sophia Aquino Machado with 9 points. The Dominican Republic’s Rayni Mondesi, also an outside hitter, led all scorers with 30 points. Entering Wednesday’s matches Puerto Rico sat in fifth place (5 points) in the group, while the Dominican Republic was in fourth place (6 points). Italy led the group with a 3-1 record and 9 points. Puerto Rico was to face Tunisia on Wednesday in a must-win match to advance to the next round.
