Appeals court rules against media over access to La Fortaleza press conferences

APuerto Rico appellate court has overturned a February ruling that barred the government from requiring journalists to present a Department of State press credential to attend press conferences at La Fortaleza, concluding that the trial court acted prematurely and without following required procedures and that the dispute amounted to little more than a disagreement with the requirement to obtain a press certification.

The case arose after the Center for Investigative Journalism (Centro de Periodismo Investigativo, or CPI) and two of its reporters, Luis J. Valentín Ortiz and Noel Algarín Martínez, were denied access to press conferences held at La Fortaleza on Dec. 14 and Dec. 16, 2025. Government staff informed them they could not enter because they did not possess a press certification issued by the Puerto Rico Department of State.

On Dec. 23, CPI filed a lawsuit seeking a declaratory judgment and both preliminary and permanent injunctions, arguing that the certification requirement violated the constitutional right to freedom of the press. The journalists contended that the Department of State’s press certification was never intended to determine who may gather news or attend official press conferences, but was instead created under the Vehicle and Traffic Act, Law 22‑2000, to identify journalists eligible for special parking permits.

CPI maintained that prior to 2025, its journalists had never been asked to present such a certification to access La Fortaleza or cover government press events. The organization argued that conditioning access to press conferences on the certification effectively barred its reporters from questioning public officials and gathering information on matters of public interest, causing irreparable harm.

In a decision issued this week, the appellate court agreed with the government and reversed the lower court’s ruling. The panel emphasized that injunctions are extraordinary remedies that require strict procedural safeguards. While a preliminary injunction may be issued to preserve the status quo, a permanent injunction can only be granted after a full adjudication on the merits, including an opportunity for both sides to present evidence.

The appellate court found that the trial court improperly resolved the entire case summarily after denying the government’s motion to dismiss, without holding a hearing or trial. By doing so, the lower court deprived the government of the opportunity to challenge the journalists’ claims with evidence and bypassed the requirement that the party seeking injunctive relief bear the burden of proof.

On Feb. 23 of this year, the Court of First Instance sided with the journalists. The trial judge denied the government’s motion to dismiss or for summary judgment and issued a declaratory judgment finding that the Department of State press certification is not a valid mechanism for determining who may attend press conferences convened by the governor or other officials. The court also issued a preliminary and permanent injunction prohibiting the government from requiring CPI journalists to present the certification as a condition for access, concluding that the requirement exceeded statutory authority and infringed on freedom of the press.

The government appealed, arguing that the trial court abused its discretion by granting sweeping relief without holding an evidentiary hearing, allowing discovery, or making findings of fact. The government further argued that the lawsuit failed to state a valid constitutional claim and that the court applied the wrong legal standard when evaluating the certification requirement.

In its analysis, the appellate court also reviewed existing precedent concerning press credentials and access to government facilities. It noted that the Puerto Rico Supreme Court has previously held that denial of a Department of State press certification does not, by itself, restrict freedom of the press, as the certification was created for limited administrative purposes. The court also cited recent federal case law upholding credentialing requirements for access to nonpublic government forums, so long as the rules are reasonable and viewpoint neutral.

The appellate court’s ruling does not resolve whether the certification requirement is ultimately constitutional. Instead, it sends a clear message that such questions must be decided following proper procedures, with a developed factual record. The case is expected to return to the trial court for further proceedings consistent with the appellate decision.

Addressing the remaining claims of error, the appellate court agreed with the government that the lawsuit amounted to little more than a disagreement with the requirement to obtain a press certification, which by itself does not constitute a plausible constitutional violation. The court emphasized that litigants cannot challenge an administrative process they never attempted to use.

USACE issues permit to Loíza for coastal erosion project

Loíza Mayor Julia Nazario Fuentes announced Wednesday that the municipality has received official authorization from the U.S. Army Corps of Engineers (USACE) to carry out rock revetment projects -- commonly referred to as riprap -- to address severe coastal erosion afflicting the Parcelas Suárez community in Medianía.

The mayor said the permit is valid through 2031 and applies specifically to a coastal erosion hotspot located at the intersection of Streets 3 and 10 in Parcelas Suárez. The authorization outlines strict technical parameters for the project, including revetment dimensions of 10 feet by 500 linear feet along the shoreline. The total material allowed may not exceed 500 cubic yards, with a maximum of one cubic yard per linear foot.

The document also permits the excavation of a 7- to 8-foot trench to serve as a

structural footing and authorizes the use of geotextile fabric to help stabilize the area and control erosion.

The approval letter, signed earlier this month by Taylor Parks, a biologist and project manager with USACE, states that the municipality’s proposal falls under Nationwide Permit No. 13 (Bank Stabilization), allowing the project to move forward at the federal level.

“This notification confirms that we have been doing things correctly,” Mayor Nazario Fuentes said. “However, to carry out this coastal erosion control effort, we still need the allocation of funds and authorization from the state entity, which in this case is the Department of Natural and Environmental Resources [DRNA by its initials in Spanish]. Our goal remains clear: to protect lives and property.”

“I reiterate that Governor Jenniffer González must intervene in this situation,” the mayor said. “The DRNA needs to work on the shoreline demarcation, while our

administration is responsible for repairing the infrastructure we have lost. As we have stated before, both projects can proceed in parallel. The municipality is responsible for roads, sidewalks, and drainage systems. The Army Corps has issued its permit -- now we are waiting for DRNA. Meanwhile, the damage in the area is already severe.”

Loíza Municipal Legislature President Joel Osorio Chiclana acknowledged that rock revetment is not the only possible solution but said it is currently the most feasible option for addressing worsening coastal erosion in Parcelas Suárez.

“Riprap is not the only way to manage the situation, but it is what we can afford,” Osorio Chiclana said. “There are other alternatives that could work in the very long term, but the reality is that this issue has been discussed for far too many years with very little action. Time continues to pass, and the situation keeps getting worse.”

Senator proposes mediation pilot program for domestic & community disputes

District 4 (Mayagüez-Aguadilla) Sen. Karen Román Rodríguez introduced a measure this week to address, at its root, the problem of the rise in family conflicts, community disputes and emotional crises that escalate into violence.

The bill proposes creating a pilot program for mediation and spiritual support in police stations, integrating mediators and chaplains to intervene in situations before they escalate.

“The reality is that many cases don’t begin as crimes, but end up becoming so due to a lack of timely intervention,” the senator said.

“That’s what we want to change.”

The initiative aims to resolve conflicts within couples, families, or communities through dialogue and mediation, reducing unnecessary arrests and preventing such conflicts from escalating into violence.

“If we intervene in time, we prevent violence and protect lives,” Román Rodríguez emphasized.

The program further seeks to alleviate the workload of law enforcement officers and strengthen the relationship between the police and the community.

The plan would be implemented in several municipalities as a pilot program, with the aim of expanding to the entire island if it proves successful.

74 facilitators receiving training in special ed case management

Education Secretary Eliezer Ramos Parés announced on Wednesday a series of specialized training sessions in conflict mediation for 74 instructional facilitators in the Special Education Program, with the aim of improving case management and strengthening dialogue between families and school teams.

“Through this initiative, we equip our staff with practical tools to handle disagreements in a timely manner, facilitate collaborative processes, and strengthen effective communication within school environments,” Ramos Parés said in a written statement.

Alayra Figueroa González, the program’s associate secretary, noted that the effort seeks to improve

the way meetings are conducted and how sensitive situations are addressed, thereby strengthening the staff’s capacity to support families and foster more agile, collaborative processes.

“Behind every meeting, there is a family seeking to be heard and a team striving to do what is right,” she said. “Therefore, strengthening our staff’s mediation skills is fundamental to reaching effective agreements, preventing conflicts, and ensuring fairer and more sensitive processes.”

The workshops are aimed at instructional facilitators who provide specialized technical support and guidance to schools. The initiative also seeks to bolster their capacity to conduct meetings -- particularly those related to the Individualized Education Program (IEP).

Topics covered include strategies for managing

disagreements, mediation techniques applicable to IEP and service review meetings, as well as tools for the prevention and early resolution of conflicts. The program also reinforces professional practices aligned with current regulations and promotes respectful interaction among all members of the educational team.

The sessions began last month and will continue through next week. They are being held in person at various campuses of the University of Puerto Rico.

The initiative is being carried out in collaboration with the Technical Assistance and Instructional Support Unit and the Institute for Training and Professional Development, both under the Office of Human Resources Administration and Transformation.

Gov’t to spend $8.6 million in improvements at Aguadilla, Ceiba airports

The island government has approved an $8.6 million budget increase for the Puerto Rico Ports Authority (PRPA), aimed at funding infrastructure projects at José Aponte de la Torre Regional Airport in Ceiba and Rafael Hernández International Airport in Aguadilla.

The announcement was made Wednesday by Gov. Jenniffer González Colón, along with Office of Management and Budget (OMB) Director Orlando C. Rivera Berríos.

“Since assuming office, I have been clear that Puerto Rico must have a robust and efficient infrastructure,” González Colón said. “As part of that effort, we have worked to strength en air connectivity and promote economic development throughout the island.”

Rivera Berríos noted that the allocation will remain available through June 30, 2027, and forms part of a broader strategic initiative by the administration.

“This allocation responds to our commitment to fiscally

responsible planning, aligned with the certified Fiscal Plan, and focused on investments that produce tangible benefits for Puerto Rico’s economy,” Rivera Berríos said.

The OMB director said the investment includes $621,027 for improvements at the Ceiba airport and $8,046,662 for Rafael Hernández International Airport, enabling the ad vancement of critical infrastructure projects at both facilities.

“The modernization of our airports is a strategic priority for Puerto Rico,” the governor added. “Investing in airport infrastructure enhances the passenger experience, strengthens competitiveness, boosts tourism, and positions the island as a key hub for connectivity and economic development in the Caribbean. It also reinforces our reshoring strategy by showcasing Puerto Rico as an export center.”

PRPA Executive Director Norberto Negrón Díaz high lighted the importance of the investments for long‑term economic growth.

“The rehabilitation and modernization of our airport infrastructure are vital for the sustained economic devel

opment of our island,” he said. “[...] This injection of funds will allow us to implement a series of projects focused on improving the visitor experience while promoting Ceiba and Aguadilla as unique destinations for both domestic and international tourists.”

Mega cruise ship Hero of the Seas to make ports of call in PR starting next year

The Puerto Rico Tourism Company (CTPR) announced the arrival of Royal Caribbean International’s new mega cruise ship Hero of the Seas, which is scheduled to make five ports of call to the island beginning in late 2027.

The visits are expected to generate an estimated $3 million in economic impact through passenger and crew spending.

“The arrival of Hero of the Seas reaffirms the confidence that major cruise lines have in Puerto Rico as a strategic des tination in the Caribbean,” Gov. Jenniffer González Colón said in a statement. “We continue to promote initiatives that strengthen our infrastructure, diversify the tourism offering, and maximize the economic impact of this industry for the benefit of our people.”

Puerto Rico has already hosted vessels from the new class of mega cruise ships, including Icon of the Seas in Ponce and Star of the Seas in San Juan, underscoring the island’s growing profile within this segment of the global cruise industry.

“Puerto Rico has clearly demonstrated that it is prepared to receive ships of this magnitude,” Robles Cancel added. “We have the experience and the operational capacity to handle these calls while continuing to offer a first‑class experience for cruise lines and their passengers.”

Scheduled visits by Hero of the Seas include stops on Nov. 17, 2027; Dec. 26, 2027; Jan. 5 and Jan. 26, 2028; and April 5, 2028. Several of those calls will take place during the Christmas and New Year holiday season, traditionally one of the busiest tourism periods for the island.

Energy Bureau denies LUMA request for extension on public lighting regulation comments

The Puerto Rico Energy Bureau (PREB) has denied requests by LUMA Energy to extend the deadline for submitting comments on proposed regulations governing municipal participation in public lighting connected to the electrical grid, ruling that the utility will have sufficient opportunity to weigh in during the formal regulatory process.

In a resolution and order issued March 26, the PREB in formed stakeholders that it had completed a draft of the Regulation for the Authorization, Oversight, and Regulation of Municipal

Participation in Public Lighting Connected to the Electrical Grid. The PREB attached both Spanish and English versions of the draft regulation and ordered LUMA to submit comments within 10 days.

LUMA sought additional time on April 1, filing a motion requesting a 20 day extension, citing the need for a more thor ough review of the draft’s legal and contractual implications and additional time for internal coordination. The company asked that the deadline be moved to April 25. On April 6, LUMA followed up with a second filing that included preliminary comments while reiterating its request for more time to submit detailed feedback.

After reviewing both filings, the PREB denied the extension

requests, stating that LUMA will have ample time to submit com ments during the formal regulation process as provided under Act 8 2017, which governs rulemaking procedures before the regulator.

The draft regulation establishes the legal and technical framework under which municipalities may participate in the repair, maintenance, installation and modernization of public lighting connected to Puerto Rico’s electric system. The PREB said the measure is intended to create a unified structure for municipal involvement while maintaining regulatory oversight of grid connected infrastructure.

Trump’s Iran threats look like self-incrimination for potential war crimes

President Donald Trump’s threat earlier this week to wipe out Iran’s entire civilization escalated days of bellicose rhetoric in which he has made what appear to be self-incriminating statements about an intent to commit war crimes if the Iranian government does not submit to his demands.

“A whole civilization will die tonight, never to be brought back again. I don’t want that to happen, but it probably will,” Trump wrote on social media, adding, “We will find out tonight, one of the most important moments in the long and complex history of the World.”

Even as Trump dialed back his threat late Tuesday by announcing a two-week ceasefire, he has for days vowed to order the U.S. military to systematically destroy every bridge and power plant in Iran if its government did not reopen the Strait of Hormuz to oil tankers. The laws of war forbid the deliberate destruction of civilian infrastructure as a means of coercing a government.

While it can sometimes be lawful to attack a specific civilian object if it offered a military advantage, an order to indiscriminately destroy all of a country’s bridges and power plants would be illegal and place military commanders in an untenable position, said Geoffrey S. Corn, who was the Army’s senior legal adviser on law-of-war issues and now teaches at Texas Tech Law School.

“I think this is the ultimate stress test not just for the JAG corps but even more so for the commanders with stars on their shoulders,” he said, referring to judge advocates general. “This is the moment where their oath necessi-

In a statement, Anna Kelly, a White House spokesperson, did not directly respond to questions about whether Trump would be committing war crimes. She instead recited human rights abuses by the Iranian government and said “the Iranian people welcome the sound of bombs because it means their oppressors are losing.”

“The president will always stand with innocent civilians while annihilating the ter-

rorists responsible for threatening our country and the entire world with a nuclear weapon,” she said. “Greater destruction can be avoided if the regime understands the seriousness of this moment and makes a deal with the United States.”

The United States has portrayed Russia’s targeting of civilian energy infrastructure in Ukraine as a war crime. In 2023, President Joe Biden ordered the U.S. government to share evidence with the International Criminal Court that included intelligence about decisions by Russian officials to deliberately strike civilian infrastructure.

In January, Trump’s own ambassador to the United Nations condemned “Russia’s continuing and intensifying attacks on Ukraine’s energy facilities and other civil infrastructure.”

Asked Monday whether he was concerned what he was threatening amounted to a war crime, Trump delivered an unequivocal response: “No, I’m not.”

Some top aides to Trump have reportedly offered rationales that he could lawfully deem as military targets all of Iran’s bridges and power plants. During the 2024 election cycle, Trump’s team openly promised to hire only lawyers who would approve as lawful whatever he wanted.

But if there was any room left for reasonable ambiguity, Trump further reduced it early Tuesday, threatening that if the Iranian

The move, he added, also undercuts the United States’ stated hope that Iranians will rise up against the government. Accountability could be difficult. As a matter of domestic law, the Supreme Court has granted Trump presumptive immunity from prosecution for official actions, and he could issue blanket pardons to subordinates before leaving office. If his appointees at the Justice Department have produced secret memos approving systematic attacks on civilian infrastructure, it would be difficult later to prosecute officials who relied on them, even if a future administration rescinds them as wrong.

As a matter of international law, the United States and Iran are not parties to the treaty that created the International Criminal Court at The Hague, the main forum for prosecuting people who committed war crimes. The International Court of Justice, which is also at The Hague, adjudicates whether countries have broken laws, issues orders and relies on the United Nations Security Council — where the United States has veto power — to enforce them.

Still, Koh noted that court systems in some European countries have asserted universal jurisdiction for prosecuting war crimes, which could make it risky for U.S. officials who are accused of committing them to travel abroad.

Artemis II astronauts get a break after journey around the moon

Aday after passing over the far side of the moon, the crew of NASA’s Artemis II mission is now on the return leg of its journey, and the pace of activity has slowed.

The spacecraft carrying the astronauts, which they had named Integrity, left the sphere of lunar influence at 1:23 p.m. Eastern time on Tuesday. That meant that the attraction of Earth’s gravity was stronger than the moon’s, accelerating them toward a splashdown in the Pacific Ocean on Friday.

An hour later, the four astronauts on Artemis II — Reid Wiseman, Victor Glover and Christina Koch of NASA and Jeremy Hansen of the Canadian Space Agency — did something that is likely to become more common in the coming years: chatting with someone somewhere else in outer space.

In this case, they talked for about 12 minutes with colleagues aboard the International Space Station, which circles Earth about 250 miles above the surface.

Jessica Meir, one of the seven astronauts on the space station, asked the Artemis II astronauts about the different perspective of seeing the moon outside the window of Integrity instead of looking down at Earth looming below.

“I found myself noticing not only the beauty of the Earth,” Koch answered, “but how much blackness there was around it and how it just made it even more special.”

In 2019, Meir and Koch conducted the first all-woman spacewalk when they were both crew members on the space station. “Jessica, I always hoped we would be in space again together,” Koch said, “but I never thought it would be like this.”

The space station astronauts were not used to the 2.5-second gaps in conversation, the time it took for radio signals for their words to travel 230,000 miles to Artemis II and then for a response to arrive.

Sometimes they talked too soon, and their words collided with the Artemis II crew’s replies to earlier questions.

Glover talked about the limited room

within the Orion crew capsule, which has about as much space as two minivans. On the space station, an astronaut can usually move to another module for privacy. “So everything we do essentially starts with a spatial conflict,” Glover said.

Wiseman talked about zipping toward Earth, passing within 100 miles of the surface, before their spacecraft’s engine pushed them toward the moon. As Earth grew larger and larger outside the Orion window, “Jeremy turns around to us and goes, ‘I’m not sure — I think we’re going to run right into it,’” Wiseman said.

When the Artemis II crew set the record for the greatest distance from Earth ever, “We ran to the far end of the space station when you guys were on the other side, so that we could claim we were the furthest away from you in that moment,” Meir said.

Later in the afternoon, the Artemis II astronauts discussed their observations on Monday with Kelsey Young, the mission’s lunar science lead, who was at mission control in Houston. The first topic was several flashes seen on the

night side of the moon that appeared to be meteors hitting the surface.

Young asked: How long were the flashes? Did they notice any color in the flashes? And where on the moon did they occur?

Wiseman said the flashes were momentary, lasting half a second at most, and there was no noticeable color.

The first batch of photos and data was sent back to Earth overnight, sped up by a new laser communication system.

“We got 20 gigabytes down in a little more than 45 minutes,” Rick Henfling, one of the mission’s flight directors, said during a news conference on Tuesday. That was much faster than the rate at which data is usually transmitted through space using longer wavelengths, he said.

Scientists on the ground have just begun analyzing the reams of new information.

“I’ve spent most of my morning just flipping through, you know, the thousands of images that have started to come down,” Young said. “And there is something in every image that surprises me.”

Idealism can get us to space. Only commerce can keep us there.

Iam a firm nonbeliever when it comes to the cult of John F. Kennedy, but like an atheist admiring the King James Bible, even I can appreciate some of the Kennedy scriptures. So as our latest lunar mission circles back to Earth, I found myself revisiting the speech at Rice University that launched us moonward. In that address, Kennedy declared that America would be ascending to the moon for the same reason that mountain climbers attempt Everest: because “space is there, and we’re going to climb it.”

What’s striking, when you reread the speech more than 60 years later, is how Kennedy tried to have things two ways. The lines that are most remembered portray the Apollo project as self-justifying — a mission undertaken for its own sake, as “one of the great adventures of all time,” valuable precisely because of its difficulty and hardships and uncertain gain.

But Kennedy sold the space program instrumentally as well, in a more familiar politician’s register. Sometimes he used the strategic language of the Cold War, promising to achieve “a position of preeminence” relative to the Soviet Union in order to preempt scenarios in which space is weaponized against us. And sometimes he defaulted to the language of technocracy and middle-class materialism, promising that the space program would help deliver “new tools and computers for industry, medicine, the home as well as the school.”

There are many reasons the first Space Age faded after the Apollo era, but the failure of the instrumental case for space exploration looms large. Kennedy’s aspirational because-it’s-there argument was vindicated by Neil Armstrong and Buzz Aldrin, but his self-interested arguments ultimately fell flat. Satellites matter to national security but getting to the moon did not win the Cold War, and moon bases and colonization plans weren’t crucial to great power competition.

Space exploration delivered some technical and scientific knowledge, but not nearly enough to make spacefaring a natural zone of private sector investment, at least until our own era of Ozymandian billionaires came along.

In an ideal world, the aspirational argument alone might be enough to bear us upward. Watching Artemis II, the most ambitious starfaring mission of my lifetime, has been a reminder of the purity of space exploration — the distinctive way it showcases technological mastery, the operatic themes it strikes, the extraordinary aesthetic landscape that’s both discovered and created by sending humans into space.

That’s why it’s important to pay attention to the economic justifications being bruited for the new space era, the discussion of natural resources that we might find on the moon and elsewhere, the commercial ambitions of SpaceX or Blue Origin, even Elon Musk’s talk of data centers in space.

You can hear some these possibilities discussed in my recent interview with the head of NASA, Jared Isaacman, and find some of them limned by my colleagues in a visual feature on lunar possibilities.

None of them seem, I must say, as if they’re exactly close to generating cash flow. But that’s the quest we’re on: The 21st century space race is less of a race toward physical destinations and more a quest for commercial discoveries; less of a competition with China than a race against an internal civilizational and cultural clock.

We have a window, as in the 1960s and 1970s, in which the money is present and the technology is ripe to let idealism and courage carry us to the stars. The question is whether this time we can find concrete, material, remunerative reasons to stay up and keep on going, or whether earthbound forces — budgetary constraints, cultural exhaustion or reckless warmaking — will once again slam the window closed.

“Ad astra per aspera,” the saying goes — to the stars through hardships. But the hardships will be fully surmounted only by a civilization that also discovers rewards among the stars.

– El alcalde de Cataño, Julio Alicea Vasallo, anunció el martes el inicio de la reconstrucción del Coliseo Cosme Beitía Sálamo, como parte de la segunda fase de un proyecto de recuperación que conlleva una inversión de 9.7 millones de dólares en fondos federales y aportaciones municipales.

“Estamos hablando de una reconstrucción completa que incluye desde un nuevo sistema de techo, sistemas de aire acondicionado y mejoras eléctricas, hasta la modernización de áreas interiores, gradas, cancha y sistemas electrónicos”, dijo Alicea Vasallo en declaraciones escritas.

“Y lo más importante, es una obra diseñada para cumplir con los estándares actuales y para que esta ins-

rectores, Jordán Conde respondió que no procede. “De nuevo, son posiciones de confianza de libre remoción y hasta ahí llega nuestro discurso”, expresó.

La obra marca el comienzo de la segunda fase del proyecto, luego de completarse en julio de 2025 la demolición parcial de la estructura. Esa etapa inicial fue necesaria para viabilizar una reconstrucción conforme a los códigos de construcción y requisitos federales vigentes.

El proyecto contempla mejoras estructurales y de cumplimiento en las áreas interiores y exteriores del coliseo. Entre los trabajos figuran la instalación de un nuevo techo, sistemas de aire acondicionado, mejoras eléctricas, modernización de gradas, cancha y sistemas electrónicos, así como trabajos en estacionamiento, accesos y alumbrado.

La administración municipal estimó que la recons-

trucción tardará unos 18 meses. La primera fase, correspondiente a la demolición parcial, representó una inversión de 637,102.32 dólares para preparar la estructura conforme a estándares de seguridad, mitigación y resiliencia.

De los 9,714,000 dólares asignados para esta fase, 6,099,279.56 provienen de fondos de la Agencia Federal para el Manejo de Emergencias y 3,614,720.44 corresponden a una aportación municipal. El coliseo será diseñado como una facilidad multipropósito para eventos deportivos, actividades comunitarias y apoyo en emergencias.

El proyecto se desarrolla en coordinación con la Oficina Central de Recuperación, Reconstrucción y Resiliencia y la Agencia Federal para el Manejo de Emergencias.

Protests in Mexico challenge move of Frida Kahlo trove to Spain

Astoried collection of 20th-century Mexican art that includes a trove of paintings by Frida Kahlo has drawn tens of thousands of visitors to Mexico City’s Museum of Modern Art in recent weeks. Record crowds have lined up to see some 70 pieces from the esteemed Gelman Collection, which hasn’t been shown in Mexico in nearly 20 years.

For many art fans, though, the exhibition is cold comfort.

That’s because the artworks are scheduled to leave Mexico in July, when they will be shipped to Spain as part of a deal between their Mexican owner, a prominent industrial family named Zambrano, and Spain’s Santander Bank, which will manage the collection while it’s abroad.

The agreement to move the collection, originally assembled in Mexico by Jacques and Natasha Gelman, a glamorous Eastern European emigre couple, has angered the country’s cultural elite. They say it robs Mexicans of an artistic treasure and breaks cultural heritage rules that forbid important works from leaving the country long term.

Around 380 academics, artists and other cultural figures signed a letter published on the Mexican art website De Museos in March, demanding that the government of President Claudia Sheinbaum explain why these works are being allowed to leave the country. In a separate letter they called on museums in Norway, Switzerland and Germany that have upcoming Kahlo shows to “stand in solidarity” in defending Mexicans’ rights.

“An entire generation in Mexico has been deprived of the permanent public presence that the original owners envisioned for this collection,” the group wrote in the second letter, published on the art platform e-flux.

The dispute has drawn in Sheinbaum, who on Monday defended the agreement and said officials were obeying the law. Speaking at her daily news conference, Sheinbaum said the “majority” of people who “insist that the collection is not going to be in Mexico” are “against our government.”

In the deal between Santander and the Zambrano family, from northern Mexico, the artworks will be shown at Faro Santander, a museum in northern Spain that is due to open in June. They will be displayed alongside artworks from the roughly 1,000-piece collection of the Santander Foundation.

A person close to the Zambrano family, who asked not to be named because they were not authorized to speak publicly on the issue, said the Gelman collection was worth “hundreds and hundreds of millions of dollars.” (It was insured for “less than a billion,” they said.)

Objections to the Santander deal hinge on rules designed to keep the work of about 10 celebrated 19th- and 20th-century Mexican artists in the country. Kahlo’s art was declared an “artistic monument” in 1984, and any

The claims were defeated in court, said Gerardo Estrada, a former director general of Mexico’s National Institute of Fine Arts and Literature (INBAL), a government institution that runs several museums. He added that he believed Littman was the rightful owner. Indeed, the Gelman will says the collection is “bequeathed” to Littman. The will also stipulates that the original core of 95 artworks in the collection remain intact, but Littman sold pieces and added hundreds more. (According to Estrada, Littman offered to sell the Gelman Collection to the government in 2000, but the government passed. He could not recall the price, but press reports say it was then valued at $200 million.)

For years, the collection’s fate was a mystery until Santander revealed in January that the Zambrano family had bought it in 2023. Littman did not respond to phone messages.

Estrada said the plan to move the Gelman Collection to Spain was “very regrettable.” Comments by Spanish and Mexican officials that it could remain in Spain for five or 10 years had stoked “suspicions and rumors,” he said, that the collection might not return for many years.

For Mexicans, the collection had “become a myth,” said Estrada. “It’s really cherished.”

Kahlo that was in the country at that time cannot leave permanently, although it can be lent to a foreign institution for up to two years. Works can be sold, provided they stay in Mexico.

The decree, published a year after Hayden Herrera’s 1983 biography of Kahlo lit the fuse of Fridamania, proved “prescient,” said James Oles, a professor of art at Wellesley College who lives in Mexico. International demand for Kahlo’s oeuvre has soared over the past 30 years. A selfportrait from 1940, “El Sueño (La Cama)” sold at auction in New York in November 2025 for $55 million with fees — a record for a Latin American artist.

Opponents of the agreement between the Zambrano family and the Spanish bank have also said that it betrays the wishes of Natasha Gelman, who died in 1998.

According to Janet C. Neschis, a lawyer representing the Jacques and Natasha Gelman Foundation, the family always intended to keep the collection within Mexico. However, a copy of Natasha Gelman’s will from 1993, seen by The New York Times, is less explicit. While it stipulates that the artwork be on display in a museum, it outlines specific steps for taking the collection out of the country, which the Zambrano family is following, according to a person close to the family.

“It was always Natasha’s intent to keep the collection in Mexico,” Neschis said.

Gelman left the collection to Robert Littman, an American curator who was her longtime adviser and friend, but a tangle of claims over ownership of the art prompted Littman to stop showing the works in Mexico in 2008.

Indeed, “Modern Tales,” the Museum of Modern Art exhibit, has drawn nearly 120,000 visitors since it opened in mid-February, said Alejandra de la Paz, the current director general of INBAL. Its attractions include a 1943 oil on Masonite by Kahlo called “Self-Portrait (Diego on My Mind),” and her 1933 “Self-Portrait (With Necklace),” as well as works by Diego Rivera, José Clemente Orozco, David Alfaro Siqueiros, Gunther Gerzso and María Izquierdo, all key members of the modern movement.

While there is a constant roster of Kahlo exhibitions — this year, in Houston, London and New York — there are few Kahlo works in Mexican museums.

INBAL owns a handful of paintings, according to Luis-Martín Lozano, an art historian. They include “The Two Fridas,” a well-known 1939 oil on canvas, which is part of the collection at Mexico’s Museum of Modern Art. At the same time, the world’s most important Kahlo collection, held at the privately owned Dolores Olmedo Museum south of Mexico City, has been closed for six years.

The museum, which also houses a large collection of Diego Rivera’s artworks, announced in February of this year that it would reopen in late May. (The announcement followed a monthslong campaign by local Indigenous organizations who contended that the closing violated their right to access their cultural heritage.)

Kahlo’s work is so expensive it may no longer make sense to buy it, Oles said.

“Should they spend money on one Frida?” he said of the Mexican government, “Or should they spend money on repairing museums?”

However, pre-war wagers for interest rate cuts this year in places such as the U.S., Britain and oil-rich Norway ⁠have gone and won’t return, ⁠investors say. Some argue the ceasefire may even tilt risk towards higher rates, as the likelihood has lessened of severe oil shortages slowing global growth.

The energy shock has thrown inflation into sharp relief, highlighting how major economies have not managed to get inflation back to target for years, analysts say.

Analysts who say stocks can rally further if peace prevails at the same time expect short-end yields to struggle to get much lower as policymakers lack the room to cut rates.

Fed funds futures, which at the start of the year had priced in two U.S. rate cuts for 2026, imply a barely 50% chance of a single cut.

“Central banks will be on high alert that this supply shock does not feed into higher inflation expectations,” said Prashant Newnaha, senior rates strategist at TD Securities in Singapore.

“Rate cuts should be off the table.”

The path to higher rates also looks clearer in Japan, with the ceasefire easing some of the worries over the supply of Gulf energy, on which the East Asian economy depends.

Even as they praise Iran ceasefire, world leaders are whipsawed by Trump

World leaders expressed relief Wednesday that the United States, Israel and Iran had agreed to a temporary ceasefire, with President Donald Trump backing off his apocalyptic threat to escalate a war that had already set off a cascading series of global crises.

But the relief was tempered by the profound powerlessness that most countries have felt over the last six weeks as they watched Trump wage a war that has rattled their economies, their energy supplies, their domestic politics and their relationships with the world’s preeminent superpower.

World leaders have been swept up in Trump’s personal and geopolitical gyrations since the war began in late February. They have been left guessing whether he would lob new strikes at Iran or call an end to hostilities — both of which he has signaled at various times. They have endured long rants about the United States receiving insufficient help and gratitude from allies, laced with threats about quitting NATO, all while suffering oil and gas price shocks and supply shortages caused by the war.

Officials in some of those countries noted the hurdles that remain for the twoweek ceasefire to become permanent, including addressing the thorny issues of Iran’s nuclear ambitions and securing the Strait of Hormuz for global shipping. They acknowledged how difficult, and time-consuming, it would be to repair the cracks this war has opened in the global economy and security environment.

And they were left searching for better ways to navigate the new world order that Trump has brought to bear in his second term in the White House, in which the president whipsaws friends and foes alike, with little ability to buffer the shocks.

“Is the world a better place today than yesterday? Undoubtedly,” the Danish foreign minister, Lars Lokke Rasmussen, wrote on the social platform X. “Than 40 days ago? More than doubtful.”

Pedro Sánchez, the prime minister of Spain, an outspoken opponent of the Iran war, said ceasefires were “always good news,” especially, he added, “if they lead to a just and durable peace.” But he also delivered a harsh condemnation of Trump’s

military campaign.

“The momentary relief cannot make us forget the chaos, the destruction, and the lives lost,” he wrote on social media. “The government of Spain will not applaud those who set the world on fire just because they show up with a bucket. What is needed now: diplomacy, international law and PEACE.”

Perhaps surprisingly, Sánchez joined a half-dozen other European leaders, along with leaders from Canada, the European Commission and the European Council, in committing Wednesday to provide government support “to ensuring freedom of navigation in the Strait of Hormuz.”

Such an effort remains conceptual for now, despite Trump’s insistence that his NATO allies send military assets to help relieve the Iranian blockade of the waterway, with the goal of bringing global oil and gas prices back down from elevated levels.

Beyond Europe, the ceasefire also drew praise from countries including Oman, Japan, Malaysia and Australia, sometimes accompanied by criticism of Trump and the effects of the war on their economies — or discussions of the tough diplomatic road ahead.

“While this is encouraging news, there remains significant important work to be done in the coming days to secure a lasting

ceasefire,” Winston Peters, the foreign minister of New Zealand, said in a statement. The war, he said, “has had wide-ranging impacts and disruptions — for both those in the Middle East and further afield.”

Other leaders nodded heavily to the war’s ongoing disruptions of global energy supplies, which have pushed many governments to take costly measures to soften the burden on drivers and other consumers.

“The goal now must be to negotiate a lasting end to the war in the coming days,” German Chancellor Friedrich Merz said in a statement Wednesday, which also pledged German help in an international effort to reopen the strait. Those negotiations, he added, “can avert a severe global energy crisis.”

To their frustration, leaders appear to have little ability to influence Trump, in this war or any other conflict. The difficulty of parsing Trump’s bellicose and often shifting pronouncements has been a monthlong challenge. Other leaders have adopted a variety of responses, including mild support, measured pushback and sometimes just public silence, hoping Trump will change his mind on his own.

Take Tuesday, for instance, when Trump made the apocalyptic threat to Iran, saying the U.S. would wipe out its civilization.

Neither Merz nor British Prime Minister

Keir Starmer responded publicly to the statement, nor did French President Emmanuel Macron.

That appeared to be a deliberate silence, avoiding any possible provocation of the U.S. president, while diplomats — led by the Pakistani government — worked behind the scenes to secure the ceasefire. Instead, Macron and Merz posted unrelated comments on X.

Other officials across Europe have tried for the last month to blunt the economic and political impacts of the spiking price of oil and gas, driven by the war.

In Italy, the president of a teachers union has warned that students might have to return to remote learning in the final weeks of school if fuel shortages continue and made it difficult to keep buildings open. The crisis has hit Prime Minister Giorgia Meloni at a vulnerable time politically, after she lost a referendum to overhaul the Italian judiciary.

Meloni’s Cabinet has cut fuel taxes through at least the end of May to provide some relief for consumers. Spain has similarly cut energy taxes. German officials have limited gas stations to only one price increase per day, and they are debating further measures to help consumers. The European Trade Union Confederation estimated Wednesday that a prolonged crisis could raise energy costs by nearly 2,000 euros (around $2,300) this year for a typical European Union household.

Experts warn more help could be needed, even with the progress in negotiations.

“What has been done so far has created deep damages to the energy infrastructure,” said Tito Boeri, a professor of economics at Bocconi University in Milan. “So even if the Hormuz Strait is reopened it will take time before these countries go back to full capacity.”

Starmer was set to travel to the Persian Gulf on Wednesday to meet with allies and discuss how to keep the strait permanently open to international shipping, government officials said. His trip was planned before the ceasefire was announced. It follows discussions on the strait hosted by Britain over the last week among diplomats and military planners from more than 40 countries.

As of Wednesday, those talks had yet to produce a full plan of action.

Ceasefire tested by strikes on Lebanon and confusion over strait

Atenuous two-week ceasefire between the United States and Iran was being tested Wednesday — less than a day after it began — by uncertainty over the status of the economically vital Strait of Hormuz and Israel’s continued punishing attacks in Lebanon.

Pakistan, which mediated the truce, and Iranian officials insisted that the agreement covered Lebanon, where Israel has targeted the Iran-backed Hezbollah militant group. Iran’s Revolutionary Guard threatened a military response against “aggressors in the region” if the attacks didn’t end immediately, but White House press secretary Karoline Leavitt told reporters that Lebanon was not covered by the agreement.

Leavitt also rejected reports that the Strait of Hormuz, which President Donald Trump had insisted be reopened as a condition of the ceasefire, had been closed by Iran. Roughly 20% of the world’s oil passes through the narrow waterway, and Leavitt insisted that more vessels were getting through since the start of the ceasefire, even as shipping monitors did not show an increase in traffic Wednesday.

Despite those significant complications, the White House seemed determined to plow ahead with a diplomatic process it was already describing as nothing short of total victory. Vice President JD Vance will travel to Pakistan for peace talks beginning Saturday morning, Leavitt said. Steve Witkoff, the president’s special envoy, and Jared Kushner, Trump’s son-in-law, will accompany him.

Further highlighting the fragility of the truce,

Persian Gulf countries continued to report dozens of Iranian missile and drone attacks Wednesday. And Iran’s state media reported that an oil refinery on Lavan, an Iranian island in the Persian Gulf, was struck by unspecified “enemies.”

But there was at least a period of respite for Iran: Nima, who lives in the capital, Tehran, said Wednesday morning was the first time in around 40 days that he had not feared that people he knew might be killed in an airstrike. Just a day before Trump had threatened to wipe out Iranian civilization with bombing.

“Last night was a really frightening evening,” said

Nima, who declined to be fully named, fearing reprisals from the government.

Hours before news of ceasefire, Pope Leo XIV issues strong rebuke of Trump

Pope Leo XIV, the first U.S.-born pontiff, issued a rare rebuke of President Donald Trump on Tuesday, saying it was “truly unacceptable” to threaten to wipe out Iran’s “whole civilization.”

He did not mention the president by name, but it was clear whom he was referring to.

“Today, as we all know, there has also been this threat against the entire people of Iran. And this is truly unacceptable,” the pope told reporters Tuesday evening in Italy, hours before an announcement by Trump that a two-week ceasefire had been reached. “There are certainly issues of international law here, but even more, it is a moral question concerning the good of the people as a whole, in its entirety.”

Trump had earlier threatened to destroy every bridge and power plant in Iran if Tehran did not allow commercial ships to pass safely through the Strait of Hormuz. The deli-

berate destruction of civilian infrastructure is forbidden under international law. Trump’s threat drew widespread condemnation from Democratic and Republican lawmakers, as well as United Nations officials and others around the world.

In his first year as pontiff, Leo has largely avoided wading directly into U.S. politics, but he has consistently called for an end to the U.S.-Israeli attacks on Iran and a return to dialogue to resolve the conflict. He has also pointedly rejected efforts by some in the Trump administration to frame the war in Christian terms.

Leo said that the Christian mission had been “distorted by a desire for domination, entirely foreign to the way of Jesus Christ.”

Then, on Easter Sunday, he renewed his call for peace.

“On this day of celebration, let us abandon every desire for conflict, domination and power, and implore the Lord to grant his peace to a world ravaged by wars,” Leo told tens of thousands of faithful gathered in St. Peter’s Square.

Trump had imposed a Tuesday evening deadline for Iran to open the Strait of Hormuz or face devastation. Leo pressed for diplomacy. “Come back to the table. Let’s talk,” Leo said Tuesday evening. “Let’s look for solutions in a peaceful way.”

Hours later, shortly before his 8 p.m. deadline, Trump made the announcement about the ceasefire agreement. In a post on social media, Trump also claimed to be “very far along with a definitive Agreement concerning Longterm PEACE with Iran, and PEACE in the Middle East.”

Puerto Rico table tennis pioneer to receive global recognition

Gaetán Rivera was sport’s first woman to lead a national federation

Amid the centennial celebrations marking the founding of the International Table Tennis Federation (ITTF) — one of the world’s most prominent sports organizations, with 227 affiliated nations — Puerto Rico has achieved a historic moment of international recognition.

The ITTF announced this past weekend that it will bestow the prestigious 2026 ITTF Merit Award upon Lissette “Kiki” Gaetán Rivera of San Juan, highlighting her extraordinary career and her contributions to the development of table tennis at both national and international levels.

The recognition takes on even greater significance as it is awarded during the ITTF’s 100th anniversary

year, underscoring the legacy of a figure who marked a turning point in the history of the sport.

In 1977, Gaetán Rivera made history by becoming the first woman in the world to preside over a national federation affiliated with the ITTF, assuming the presidency of the Puerto Rican Table Tennis Federation. That achievement occurred during an era when international sports leadership positions were predominantly held by men, establishing her as a true pioneer for equality and inclusion in sports.

In addition to her leadership roles, Gaetán Rivera was a distinguished athlete herself; she was crowned national champion in the women’s category in 1973 and remained ranked among the island’s top players for several years.

Her legacy also encompasses fundamental contributions to the institutional strengthening of table tennis in Puerto Rico, as well as her historic role as the first woman to serve as a fullfledged delegate to the Puerto Rico Olympic Committee — thereby paving the way for future generations of women in sports administration.

Santurce, Aguada & Caguas win at home

The Cangrejeros of Santurce, Santeros of Aguada and Criollos of Caguas all won on their respective home courts Tuesday in Baloncesto Superior Nacional (BSN by its initials in Spanish).

At Roberto Clemente Coliseum in Hato Rey, the Cangrejeros turned the tables in the fourth quarter to defeat the Atléticos of San Germán, 97-88.

The Cangrejeros (4-2) held a slim 46-45 lead at halftime, but San Germán (5-3) regained control in the third quarter, building a 73-64 advantage after dominating that frame 28-18.

However, the game shifted completely in the final 10 minutes. Santurce wasted little time cutting into the deficit and tying the score at 79 following a threepointer by Ángel Rodríguez. From that point on, the contest became a back-and-forth battle of scoring runs, until the Cangrejeros took control with a three-pointer by Malik Beasley in the final minutes.

Beasley led Santurce with 23 points, 5 rebounds, and 4 assists, while Rodríguez added 22 points.

Montrezl Harrell recorded a double-double for the Atléticos with 16 points and 13 rebounds.

At Ismael “Chavalillo” Delgado Coliseum in

Aguada, meanwhile, the Santeros defeated the Vaqueros of Bayamón, 88-70.

The Santeros (5-1) led 40-35 after a tightly contested first half, but took control in the third quarter, extending their lead to double digits and entering the final period with a 70-56 advantage.

In the fourth quarter, Aguada sealed the victory with an 8-0 run, pulling away by more than 20 points en route to the win.

John Brown III led Aguada with a double-double, recording 18 points and 11 rebounds, while Isaiah Palermo was the top scorer for Bayamón (4-3) with 21 points.

At Roger Mendoza Coliseum in Caguas, the Criollos stayed unbeaten at home with a 100-92 win over the Osos of Manatí.

With the come-from-behind victory, Caguas improved to 4-2, while the Osos dropped to 2-5.

The Osos established a double-digit lead in the first quarter, 31-23, but the Criollos began to turn things around in the second period with offensive adjustments. A three-pointer by Christian “Cuco” López tied the game at 43, and Caguas went into the break with a slim 50-49 lead.

On the international stage, she held leadership positions within the Latin American Table Tennis Union, contributing to the development and global promotion of the sport throughout the region.

In recognition of her extraordinary career, she was inducted into the Puerto Rican Sports Hall of Fame in 2009, becoming the only woman among the table tennis inductees to receive that distinction. The official presentation of the 2026 ITTF Merit Award will take place during the World Table Tennis Championships in London on May 3, at the ITTF Annual General Meeting, where Gaetán Rivera will be honored before the international sports community.

The recognition not only honors the career of an exceptional figure but also positions Puerto Rico as a key player in the global history of table tennis and highlights the contribution of small federations to the sport’s development worldwide.
