ACLU of Puerto Rico challenges bill redefining coastal maritime zone

Presents findings to Senate committee evaluating House Bill 25

The American Civil Liberties Union (ACLU) of Puerto Rico has formally expressed its opposition to House Bill 25 (HB 25), legislation that seeks to amend the definition of Puerto Rico’s coastal maritime zone. The organization argued that the proposed changes disproportionately favor private interests over the public good, despite the constitutionally protected status of the archipelago’s natural resources.

“Extending private domain further inland into the maritime-terrestrial zone, thereby reducing the scope of public domain, is incompatible with our constitutional principle of the most effective conservation, development, and use of natural resources. It directly undermines it,” said attorney Lolimar Rodríguez Escudero, the ACLU’s Public Policy Counsel.

“Puerto Rico needs to strengthen its coastal assets based on scientific evidence and a long-term vision, not weaken environmental protections for the benefit of private interests,” Rodríguez Escudero added in the organization’s explanatory statement submitted on March 17 to the Senate Committee on Tourism, Natural Resources, and the Environment, which is evaluating the measure.

HB 25 was filed on January 2, 2025, at the start of the current legislative session. The ACLU had already presented its analysis and objections to the House of Representatives before the chamber approved the bill, with amendments, on January 27. After reviewing the revisions, the ACLU concluded that the amended bill still fails to address the organization’s fundamental concerns.

The organization emphasized that Puerto Rico’s Constitution explicitly establishes the protection of natural resources as a matter of public policy, stating that the government must ensure “the most effective conservation of its natural resources, as well as the greatest development and use of them for the general benefit of the community.”

Despite these realities, the organization said HB 25 does not present a scientifically grounded approach to redefining the maritime-terrestrial zone. Instead of adapting the definition to current climate conditions and constitutional conservation principles, the bill focuses on addressing private property concerns.

The ACLU acknowledged the longstanding issue that the current definition is tied to the 1880 Spanish Ports Law. However, it stressed that any revision must be guided by scientific experts to ensure a definition suited to Puerto Rico’s physical and climatic conditions.

HB 25 proposes reducing the 50-meter rescue and surveillance buffer to 20 meters and excludes criteria such as storm surge impact. According to the ACLU, this would significantly weaken protections for coastal public-domain property and shrink the areas legally considered public.

“For example, it reduces environmental protections in sensitive areas such as the mangroves of La Parguera—ecosystems essential for biodiversity and the island’s environmental stability,” the organization warned.

According to the ACLU, this constitutional mandate obligates the state to safeguard public assets like the maritime-terrestrial zone, which holds significant ecological, economic, and social value as part of the collective heritage of the Puerto Rican people. “HB 25 places this constitutional duty on a secondary plane, prioritizing property rights without a proper balance,” Rodríguez Escudero argued.

In its analysis, the ACLU noted that Puerto Rico is facing an unprecedented environmental crisis—accelerated coastal erosion, rising sea levels, extreme wave events, and the loss of critical habitats such as mangroves and dunes, which

While acknowledging that some private concessions on public land are permitted under law, the ACLU stressed that these are handled on a case-by-case basis—not by altering the constitutional definition of a protected natural resource.

Labor and Education Departments formalize agreement to boost students’ workplace experience

In an effort to strengthen the academic and professional devel opment of students in the island’s public education system, the Department of Labor and Human Resources (DTRH) and the Department of Education have formalized an agreement that will allow students from the system’s five postsecondary institutions to gain hands‑on work experience within the DTRH.

The partnership will benefit students enrolled in occupational and technical education programs—including business adminis tration, accounting and computer systems technology—by giving them the opportunity to apply their academic training in real government work settings. The initiative also aims to help students develop practical skills, work habits and essential competencies needed to enter high‑demand fields.

Labor Secretary María del Pilar Vélez Casanova highlighted the collaboration as part of the González Colón administration’s efforts to expand opportunities for young people. Education Secretary Eliezer Ramos Parés underscored the educational impact of the initiative, noting that hands‑on learning is essential to students’ overall development. “The Department of Education reaffirms its commitment to instruction that is relevant and aligned with labor‑market realities,” he said. “This collaborative agreement with the Department of Labor and Human Resources offers our occupational and technical education students a valu able opportunity to strengthen their skills in real settings, acquire practical experience and develop the competencies required to succeed in high‑demand jobs. With initiatives like this, we continue advancing a comprehensive education that links the classroom with students’ professional futures.”

Under the agreement, the DTRH will provide students with supervised educational experiences, guidance on institutional procedures and direct exposure to operations typical of the gov ernment workplace. Meanwhile, the Department of Education will continue to enhance its programs with an emphasis on practical learning and skills development aligned with current labor needs.

Government supports federal employees amid partial DHS shutdown

The Government of Puerto Rico announced new support measures for federal employees affected by the partial shutdown of the Department of Homeland Security (DHS), as part of a strategy led by Governor Jenniffer González Colón. The initiatives include food distribution and guidance on available benefits across three regions of the Island, aiming to ensure immediate access to essential resources. “The priority of my administration is to respond with action and results… we are doing our part to support them,” the governor stated.

PRFAA Executive Director Gabriella Boffelli noted that “this initiative reflects the governor’s strong leadership… to ensure real and effective support for affected federal employees.”

As part of the plan, food will be distributed at the Convention Center in San Juan and at Mercedita Airport in Ponce and Rafael Hernández Airport in Aguadilla. Secretary of Agriculture Irving Rodríguez Torres said, “Our priority is clear: that no family goes

without food during a time of uncertainty.”

Meanwhile, Family Secretary Suzanne Roig Fuertes reported that agency staff will provide information on available assistance, including the Nutritional Assistance Program (PAN). “We will be providing clear information about the benefits… to support affected families,” she said.

She also highlighted that similar initiatives have already taken place at Luis Muñoz Marín Airport and in Aguadilla, in coordination with the TSA, expanding the reach of the govern ment’s response.

Ports Authority Executive Director Norberto Negrón empha sized the importance of these workers: “They serve an essential role in national security… ensuring they can continue performing their duties with the necessary support.”

Finally, Convention District Executive Director Veronica Ferraiuoli stated that these efforts help “facilitate coordinated actions that address the needs of our people,” integrating multiple agencies into a unified response.

Governor signs law requiring recorded interrogations of minors

The new statute, which amends Rule 13.8 of the Rules of Procedure for Juvenile Matters, aligns

Puerto Rico’s juvenile procedures with Article 11 of Law 88 of July 9, 1986. Its central purpose is to ensure that any decision by a minor to relinquish a constitutional right is documented clearly and transparently.

an additional layer of accountability in cases involving young people, whose age, maturity, education level and access to legal or familial support must be considered when evaluating the voluntariness of a confession.

Under longstanding legal standards, the government must demonstrate that a minor’s confession was made freely, knowingly and intelligently. The newly signed law requires that investigators submit a complete audiovi

sual record of the interrogation, including the delivery of rights warnings and all conditions present during questioning.

Advocates say the recording requirement will serve as a crucial tool for judges, attorneys and families assessing the circumstances under which a minor provided a statement. The govern ment maintains that the reform will help ensure fairer and more reliable judicial processes for minors across the island.

Temporary measures to lower gasoline prices are being evaluated

The chairman of the House of Represen tatives’ Government Commission, Victor Pares, announced the evaluation of tem porary measures to reduce the price of gasoline in Puerto Rico, including discounts for cash payments and the possible reduction of excise taxes on electronic transactions.

The proposal stipulates that, for a period of 30 days, gas stations will offer lower prices to customers who pay in cash, a practice known as

“double pricing.” Additionally, the government is considering suspending or reducing the tax ap plied to electronic payments. Both initiatives aim to lower the cost per liter at the pump, which as of April 1st stands at $1.08.9 for regular gasoline.

Parés explained that these measures are a response to the global rise in fuel prices, driven by the situation in the Middle East. He indicated that the Chamber, along with its president Carlos “Johnny” Méndez, considers it a priority to miti gate the economic impact on consumers through viable and rapidly implementable alternatives.

As part of the process, a roundtable dis cussion will be held on April 17 with represen tatives from government agencies and the private sector. Participants include the Departments of the Treasury, Consumer Affairs, and Economic Development, as well as the Gasoline Retailers Association, the Ports Authority, the Energy Bu reau, and the Banking Association.

The Puerto Rico Federation of Mayors has announced the launch of a new series of professional development workshops for municipal public employees, part of its recently created Municipal Development Institute. The initiative aims to equip local government staff with updated tools and training in key areas of public service and administration, beginning with a focus on the opioid crisis, the use and administration of Narcan, and guidance on the Opioid Settlement.

The first workshop, scheduled for April 10, will be led by Dr. Eduardo J. Zavala Men doza, a public health researcher with the Puerto Rico Department of Health. The session will examine the opioid epidemic from a public health perspective and will include instruction on properly administering Narcan as well as an overview of the provisions and requirements of the Opioid Settlement.

The average monthly gasoline consump tion in Puerto Rico amounts to about 70 million gallons.

Hernández Rodríguez added that the project is part of a broader strategy to reinforce administrative capacity and improve the quality of services provided to residents throughout Puerto Rico.

Governor signs Executive Order formalizing the Review of the Bayamón Territorial Planning Plan

Governor Jenniffer González Colón signed Executive Order 2026 0016, which formalizes the Comprehen sive Review of the Territorial Planning Plan (RIPOT) of Bayamón, consolidating it as a guide for the development of the municipality.

“With the signing of this Executive Order, we are formal izing a plan that transforms planning into a concrete tool for economic development and social well being,” the governor said, highlighting the focus on growth and quality of life.

The plan, developed in conjunction with the Planning Board and the municipality, reflects progress such as increased income, reduced poverty, growth in the workforce, and a de crease in unemployment, positioning Bayamón as a favorable environment for investment.

Furthermore, it incorporates the concept of functional population—estimated at more than 322,000 people—to im prove planning. “This plan incorporates modern metrics… that allow us to plan more accurately for the actual dynamism of the municipality,” stated the president of the Planning Board, Héctor Morales Martínez.

For his part, Mayor Ramón Luis Rivera stated: “This review allows us to continue implementing a clear vision of develop ment… a city that responds to current and future needs.”

The RIPOT (Integrated Territorial Planning and Develop ment Plan) is promoting Bayamón as a smart city, with projects such as transportation improvements, digitization of services, rehabilitation of structures, and agricultural initiatives. It also includes resilience measures such as the REA district to protect vulnerable areas.

“We continue to support municipalities… to strengthen

economic development, resilience, and quality of life,” the governor concluded.

Federal judge approves Trump effort to obtain list of Jews from Penn

The Trump administration was within its rights to demand that the University of Pennsylvania turn over information about Jews on campus as part of a federal investigation into discrimination at the school, a federal judge decided Tuesday.

The government’s investigation had united Penn leaders with Jewish students and faculty members as they opposed the Equal Employment Opportunity Commission’s subpoena. Many on campus drew parallels between the government’s approach and methods deployed in Nazi Germany.

But the Trump administration has said that its request was typical for discrimination investigations to seek potential victims and witnesses, and Judge Gerald J. Pappert of Philadelphia’s U.S. District Court agreed on Tuesday. He gave Penn until May 1 to comply with the administration’s subpoena, though the ruling appeared unlikely to quell the debates around how the administration has pressured top U.S. universities.

Pappert, an appointee of former President Barack Obama, appeared to hint at the discomfort that the government’s subpoena had prompted and at the accusations that the EEOC had gone too far with its tactics, especially a demand for information tied to groups “related to the Jewish religion.”

“Though ineptly worded, the request had an understandable purpose — to obtain in a narrowly tailored way, as opposed to seeking information on all university employees, information on individuals in Penn’s Jewish community who could have experienced or witnessed antisemitism in the workplace,” Pappert wrote in his 32-page opinion, issued three weeks after he heard oral arguments.

and the government’s subpoena was valid.

Penn said in a statement Tuesday that it would appeal the ruling and that it was “committed to confronting antisemitism and all forms of discrimination.”

“While we acknowledge the important role of the EEOC to investigate discrimination, we also have an obligation to protect the rights of our employees,” the university said. “We continue to believe that requiring Penn to create lists of Jewish faculty and staff, and to provide personal contact information, raises serious privacy and First Amendment concerns.”

The university added that it did not “maintain employee lists by religion.”

A spokesperson for the EEOC declined to comment.

The EEOC has been pursuing an inquiry into potential workplace discrimination against

Jewish faculty and staff at Penn, an Ivy League school in Philadelphia, since 2023. While university officials said they welcomed the investigation, they balked last year after the government issued a subpoena seeking, among other records, names and phone numbers of employees who were members of Jewish groups on campus.

The government also sought information about workers who had reported harassment or worked in Penn’s Jewish studies program, as well as details about listening sessions about antisemitism.

The university and Jewish groups on campus warned that the demands could chill religious life at Penn, discouraging membership in various groups.

Penn also said that it did not have “possession, custody or control” of membership lists of Jewish groups on campus. In his ruling Tuesday, Pappert said the university would have to share the information it had but that Penn would not have to reveal any employee’s connection to “a specific Jewish-related organization.”

Pappert was also particularly skeptical of the claim that the subpoena would endanger people, writing that there was “no evidence” that was the case.

“Comparing the EEOC’s investigation into antisemitism at Penn with Nazi Germany is counterproductive,” he wrote.

The case has represented a test of how

far the government can go to investigate its suspicions of antisemitism in higher education, and Pappert’s decision could shape how aggressively the Trump administration pursues inquiries on other campuses.

Norman L. Eisen, executive chair of Democracy Defenders Fund, which opposed the subpoena on behalf of several Penn organizations, said the group “respectfully but strongly” disagreed with the decision.

“The court acknowledged that the subpoena sought information pertaining to people’s faith, making its request more intrusive and calling for greater sensitivity,” Eisen said. But, he said, “the core problem remains: forcing disclosure of individuals’ religious affiliations conflicts with the First Amendment.”

He also said he was weighing an appeal.

Others said the ruling could allow for intensified federal scrutiny of people besides Jews at Penn.

“Complying with the subpoena as it is is a threat to the safety and privacy of Jews and, by extension, to any other minority group,” said Lorena Grundy, the vice president of Penn’s chapter of the American Association of University Professors, which had joined the litigation.

The investigation into Penn began at the request of Andrea Lucas, a Republican commissioner on the EEOC who is now its chair. She said the concerns were based on news articles, public statements from university leaders and congressional testimony showing a pattern of antisemitism at the school.

Lucas filed her complaint in 2023, but the investigation did not ramp up until last year as the Trump administration began a far-reaching pressure campaign to force its policy agenda on the nation’s top colleges.

The EEOC lawyer leading the investigation, Debra M. Lawrence, who has worked for the agency under seven different presidents, described it as a common request for investigations. The commission was given broad investigatory powers by Congress to enforce prohibitions against workplace discrimination in the Civil Rights Act of 1964.

The Trump administration has repeatedly adopted a hard line toward elite universities, regarding them as hostile to conservative ideology and as hot spots of discrimination. Last year, the government paused $175 million in federal funding to Penn amid a dispute about a transgender swimmer before the sides reached a settlement.

Judge dismisses lawsuit that challenged ban on endorsements by churches

Afederal judge in Texas on Tuesday dismissed a lawsuit seeking to overturn the 70-year-old ban on political activity by churches, abruptly ending a case that conservative Christian groups had hoped could free pastors to endorse candidates from the pulpit.

Last summer, those groups seemed close to a long-sought victory. The Trump administration agreed to settle the case, and it said in court papers that the ban should not apply to endorsements made during religious services. That seemed to allow churches a way to make political statements without risking their tax-exempt status.

The government asked Judge J. Campbell Barker, an appointee of President Donald Trump, to approve that settlement and support its arguments in favor of a loophole.

But instead, Barker dismissed the entire case on technical grounds, finding that the plaintiffs had not followed the right procedures for bringing a tax-related suit. A lawyer for the plaintiffs said they would appeal.

Tuesday’s ruling left significant uncertainty about how — or whether — the Trump administration would enforce the ban on politicking by churches now.

The administration has not repudiated its statement from last summer arguing in favor of a loophole. But the IRS, which polices tax-exempt groups, still warns on its website that churches must stay out of politics.

The IRS did not respond to questions about the ruling Tuesday.

The head of the Family Research Council, a conservative group that has worked to challenge the law for years, expressed disappointment in the ruling.

“Judge J. Campbell Barker has, regrettably, sidestepped an opportunity, on the 250th anniversary of our nation, to correct a wrong that strikes at the very heart of American freedom,” Tony Perkins, the group’s president, wrote in a social media post Tuesday evening.

Previously, the group had planned to mobilize thousands of pastors for potential endorsements before the midterm elections, but those efforts were now on hold, Perkins said in an interview. He

said he was “very optimistic” about an appeal before the 5th U.S. Circuit Court of Appeals.

Americans United for the Separation of Church and State, which has sought to keep the ban in place, praised the dismissal of the lawsuit as “a victory for church-state separation and the integrity of charitable organizations and elections.”

The proposed settlement “would have been unhealthy for our democracy because it would allow churches to become unaccountable political action committees,” said Rachel Laser, the group’s president.

The law that bars campaigning by churches and charities is called the Johnson Amendment. It was introduced in 1954 by Sen. Lyndon B. Johnson, a Texas Democrat who would later become vice president and president.

In recent years, the IRS appeared to enforce the rule loosely, and it became common for Democratic and Republican candidates to campaign in church. Still, conservative groups sought to repeal it entirely, seeing the ban’s existence as an unconstitutional limit on freedom of speech and freedom of religion.

The Texas lawsuit was part of that effort. In 2024, Sand Springs Church in Athens, Texas, and the First Baptist Church

asked Barker to approve their settlement. But Barker said in his ruling that the case was doomed from the start.

Under an 1867 law, he said, taxpayers cannot challenge a tax before they pay it. Because the plaintiffs in this case had not actually paid any tax penalties, Barker said, the suit had to be dismissed.

“A refund suit could be brought if a tax were ultimately collected,” he wrote.

Michael Farris, an attorney for National Religious Broadcasters, said the plaintiffs would appeal the decision. “You’re entitled to challenge the law without violating it,” he said.

Since July, when the IRS seemed to reinterpret the ban on endorsements from houses of worship, religious leaders have largely continued to refrain, waiting to see the outcome of the ruling. But there have been a few exceptions.

They said that they had not yet endorsed candidates from the pulpit but wanted to. They asked Barker to preemptively tell the IRS that it could not stop them. The goal, Christian groups said, was to get the case in front of the conservative 5th Circuit, then to the Supreme Court.

Weeks before the mayoral election in New York in November, Rabbi Elliot Cosgrove of Park Avenue Synagogue gave a sermon urging opposition to Zohran Mamdani, then the Democratic candidate, saying he was a “danger to the security of the New York Jewish community.”

In August, a pastor in Kenosha, Wisconsin, the Rev. Jonathan Barker, wrote a sermon urging Rep. Alexandria Ocasio-Cortez, D-N.Y., to run for president in 2028.

But his church’s denomination, the Evangelical Lutheran Church in America, pushed back, citing its opposition to such endorsements. Barker resigned and delivered his message in an event space instead.

Republicans know this war is going badly

It is not just Democrats in Congress who fear that Donald Trump’s war in Iran is going sideways. After a classified Pentagon briefing on Wednesday, Republican lawmakers on the House Armed Services Committee appeared shaken.

“We will not sacrifice American lives for the same failed foreign policies,” said Nancy Mace, warning about the possibility of U.S. troops in Iran. The committee chair, Mike Rogers, complained that members aren’t getting nearly enough information about war plans. Troop movements, he said, should be “thoughtful and deliberate.” The implication was that they might not be.

“This is the first week where I have felt that there’s been really any resistance to this war from Republicans,” Jason Crow, a combat veteran and Democratic member of the committee, told me. His colleagues’ public comments, he suggested, only hint at the depth of their anxiety. In closed meetings, he said, they express many concerns “that they’re unwilling to show publicly.”

Some conservatives are still arguing that pessimism about the war stems from a blinkered and biased elite. While those in “sophisticated circles” might think the war is going poorly, National Review’s Noah Rothman wrote on Wednesday, their “dour outlook seems wholly divorced from an objective appraisal.” But at least some of the Republicans hearing directly from the Pentagon aren’t so sanguine. “On a bipartisan basis, it was pretty clear to us that there was no plan, no strategy,” said Sara Jacobs, another Democratic member of the committee. The briefers, she said, “could not articulate an end game, and we are three weeks into this war.”

The big question now is if a U.S. ground invasion is imminent. I suspect people are underestimating the possibility because it’s such a manifestly terrible idea. Americans certainly don’t want to see troops on the ground: In a Reuters/ Ipsos poll last week, only 34% of respondents said they would back the deployment of Special Forces soldiers into Iran, and a mere 7% support a larger-scale attack. The markets — one of the few forces that can constrain Trump — seem to assume a relatively quick resolution to the war, which is likely why oil prices haven’t risen as much as some anticipated.

Trump himself appears to be wary of letting his Iran misadventure drag on. The Wall Street Journal reports that he wants a speedy end to the war, and at times he seems to be begging Iran’s leaders to make a deal. “They better get serious soon, before it is too late, because once that happens, there is NO TURNING BACK,” he posted on Thursday morning. You could almost see the flop sweat wafting off him.

Yet despite all the reasons America shouldn’t escalate its war with Iran, there’s a good chance it will. Trump is sending thousands more troops to the Middle East, and in the past, when he’s massed military forces outside a hostile country, he’s used them. “Some U.S. officials think a crushing show of force to conclude the fighting would create more leverage in peace talks or simply give Trump something to point to and declare victory,” Axios reported on Thursday.

Jacobs told me that the Pentagon’s request for $200 billion to fund a war that’s burning through hundreds of millions of dollars a day is a tell. “That’s not a one-time cost to wrap things up,” she said. “That’s a down payment on a long war.”

This would not, obviously, be the first time the United States ramped up a war of choice just to avoid a humiliating defeat. In his memoir, former Defense Secretary Robert McNamara wrote about how, during the Vietnam War, the CIA warned that failure “would be damaging to U.S. presti-

ge,” leading the United States to prolong a pointless conflict in the hope of saving face. During years of fighting in Iraq and Afghanistan, Crow recalled, military leaders would repeatedly claim “that one more big troop surge, one more big offensive, would get it done and put us in a better position and win the war.”

Never before, however, has America arrived at the threshold of a quagmire so quickly, with so much advance warning about the precise errors it was making. We have spent much of the past decade — in no small part due to Trump’s election — reckoning with the cost of the Iraq War to global stability and American cohesion. For the first time I can remember, both major parties have significant, influential anti-war contingents. Trump ran for president, however mendaciously, as the peace candidate, claiming that Kamala Harris would lead America into World War III.

And yet here we are, lurching toward a new version of a familiar catastrophe, suffering from some national form of neurotic repetition compulsion. “This is like the horrible, lame-dad cover band version of the worst of American foreign policy,” said Matt Duss, executive vice president of the Center for International Policy.

Someday, perhaps, when we’re picking up the pieces from yet another ill-conceived war, Republicans will explain that behind the scenes, they opposed it. One of the biggest problems in Congress, said Crow, is the gap between what people say privately and their willingness to demonstrate “the strength of their convictions” in public. “I’m always trying to close that gap with folks, and I always remind people that it’s never too late to do the right thing,” he said. He may be right,

Deborah Martorell recibe distinción en la ONU en homenaje a mujeres que rompen barreras contra la violencia

Deborah Martorell, quien fue la primera meteoróloga del mundo en ir al espacio, recibió un reconocimiento en la Organización de las Naciones Unidas en Nueva York como parte de la iniciativa Women

Breaking Barriers, que denuncia la violencia contra las mujeres y niñas en todo el mundo.

“La violencia contra las mujeres y las niñas sigue siendo uno de los obstáculos más persistentes para su seguridad, sus oportunidades y su liderazgo en todo el mundo”, expresó Martorell, quien es madrina este año del movimiento Kilómetros de Cambio, que crea conciencia sobre la violencia doméstica y recauda fondos para los albergues para sobrevivientes de violencia doméstica y sus hijos.

Martorell indicó que aceptaba con humildad este reconocimiento al culminar el Mes de la Mujer y que estaba honrada al compartir el escenario del Salón de la Asamblea General de la ONU con mujeres destacadas de diversos países que luchan por un cambio urgente que representa un mejor mañana para las mujeres y niñas. El homenaje internacional lo impulsa la organización Rise Now y la iniciativa Spotlight de la ONU, en el marco de frenar la violencia contra las mujeres.

Martorell decidió invitar a Nueva York a Deborah Maldonado, fundadora de Kilómetros de Cambio. Maldonado indicó que “hoy estoy aquí con un corazón lleno de gratitud a Deborah Martorel, por permitirme acompañarla en un momento tan significativo. La tercera edición, de la cual Martorell es madrina, se celebrará del 15 al 17 de mayo de 2026. Junto a otras iniciativas de donaciones de equipos y productos, ya suman $1 millón

las aportaciones que ha gestionado la organización para los albergues, que han visto reducidos sus presupuestos por recortes en fondos federales y del gobierno. En total se

El Instituto de Cultura Puertorriqueña (ICP) anunció que David D’Aguilar, estudiante de grado 11 de The San Juan School, se alzó como campeón de Poetry Out Loud Puerto Rico 2026 durante la competencia final celebrada en el Teatro Francisco Arriví en Santurce. En la competencia participaron doce estudiantes, ganadores de las semifinales celebradas en Naranjito y Mayagüez, quienes demostraron dominio escénico, capacidad interpretativa y excelencia en la recitación de poesía en inglés.

D’Aguilar presentó los poemas “A Dream Within a Dream” de Edgar Allan Poe, “A Nation’s Strength” de William Ralph Emerson y “Mountain Storm” de Younghill Kang, bajo la mentoría de la profesora Melissa Rivera. Como subcampeona resultó la estudiante Daniela Hermina Santiago, del Colegio Nuestra Señora del Carmen en Hatillo, también de grado 11.

Completaron el cuadro de cinco finalistas Isabella Marie Vargas Santaliz, de Inspiration Christian Academy en Cabo Rojo; Daniela García Andujar, de Saint Francis School en Carolina; y María Mercedes Méndez Cruz, de Saint John’s School en San Juan. The Bad Bunny effect: Dance without fear

Nearly every move Bad Bunny made during the Super Bowl halftime show last month has been scrutinized for its cultural significance. But there’s still more to say about one.

It came during the segment devoted to a wedding, when Bad Bunny took Lady Gaga by the hand and led her to the dance floor. The song was his “Baile Inolvidable” (or “Unforgettable Dance”), and as he gallantly guided her in a circle around him, Bad Bunny wasn’t doing just any dance. It was salsa.

Salsa dancing — a partner form of entangling turns and Afro-Caribbean rhythms — has a large global following. But when Bad Bunny released “Baile Inolvidable” at the start of 2025, many were surprised that an artist known for reggaeton and Latin trap had put out a salsa track. What came next was equally unexpected: a surge of interest in salsa dancing, especially among the young. A surge felt immediately on the New York scene.

“The song became an instant classic,” said the DJ and dance teacher Engels Vargas. “A song that they play every night when you go out.”

Talia Castro-Pozo has been hiring salsa bands for her Latin Mondays dance parties for 20 years. She also helps organize outdoor salsa events in New York every summer. Last year’s were packed, she said: “We really saw how the numbers changed because of more young people. This new generation — they don’t partner dance so much, they’re always on their phones. But when that song came on, everybody was on the dance floor.”

The effect was felt even more strongly in classes. Over the past few decades, they had been losing their draw among young students, said Eli Perez, an owner of Lorenz Latin Dance Studio in Queens. But then the Bad Bunny track dropped: “And boom, my classes doubled in size,” he said, “and I had young dancers back in the studio.”

By the end of 2025, the influx of new dancers had tapered, but the Super Bowl show seems to be starting a new wave. Castro-Pozo said that her event the next day was already “full of new faces.”

The Bad Bunny salsa surge hasn’t been limited to New York. Puerto Rican dancer Tamara Livolsi has dedicated her life to salsa for a quarter century and has never been busier

than the past year, performing and teaching at salsa events across Latin America and Europe. “It’s been positively contagious,” she said.

There’s a special reason that Livolsi is particularly in demand. In the video for “Baile Inolvidable,” Bad Bunny humbly struggles through a dance lesson that becomes a fantasy sequence. Livolsi plays the teacher. She also choreographed the video, which is essentially an advertisement, both disarming and seductive, for all classes in salsa dancing. No wonder enrollment spiked.

For many in the salsa dancing community, though, Bad Bunny’s influence isn’t just about numbers. Gael Seraphin, who runs several regular salsa events in New York, believes the album has served as a bridge between generations.

“Kids want to be different from their parents,” he said. “What the parents did back in the day isn’t what the kids want to be doing now. But Bad Bunny is going back to his roots, to music playing in his house when he was growing up. His album has unified the kids and the parents.”

WHEN SALSA EMERGED as a genre, in the 1970s, it was the style with which a new generation distinguished itself. What came before was mambo, an Afro-Cuban form, particularly as developed by Cuban and Puerto Rican immigrants in New York in the 1940s and ’50s.

Mambo added Afro-Cuban percussion and rhythms to the instrumentation of big band jazz. As a dance, the mambo, crossing the Cuban son with African American jazz dances like the Lindy Hop, alternated between coupled turns and breakaway solo improvisations. Writer Anatole Broyard described the way dancers toyed with rhythm as “triumphing over time.” The most advanced practitioners — Latino but also African American, Italian and Jewish — could be found at the Palladium Ballroom in Midtown Manhattan, until it closed in 1966.

By then, the mambo was starting to seem old-fashioned to Latinos raised on rock ’n’ roll and R&B. Many craved more overt expressions of racial pride and political activism. From mambo and its Cuban roots, this generation developed a leaner, hard-driving sound that was labeled with a culinary reference to mixed ingredients: salsa. A 1972 concert film with musicians from Fania, salsa’s dominant record label, was called “Our Latin Thing,”

encapsulating a message and style that became so popular across Latin America that arguments broke out over which country deserved to be considered salsa’s home.

The dancing that went with it was similar in style to mambo (and the related cha-cha) and was commonly called by that name. With bass lines that perpetually moved in advance of where the song was about to go, the music had a fluid momentum that dancers could ride. In the 1980s and ’90s, the original salsa sound was displaced by a softer, more polished version eventually called salsa romántica — which was later overwhelmed commercially by Dominican-derived merengue and bachata. But salsa dancing was changing in other ways.

Central to those changes was teacher Eddie Torres, who, in training dancers for his professional troupe in the ’80s, codified a particular rhythmic approach to salsa dancing (called “on 2”) that was closer to Palladium style. From the hustle, he adopted more complicated and continuously looping partnered turns, tricky entanglements at high speed. Solo steps were named and broken down into counts.

Torres and his disciples dominated an

explosion in salsa dance instruction in New York. Large numbers of Latinos started going to classes to learn social dance, rather than picking it up informally from friends and family. This was new — and was sometimes disparaged by older dancers.

Dancers trained in the studio style began gathering at informal events called socials, commonly associated with a school, where the focus was on dancing rather than drinking or romance. Jimmy Anton, a Torres disciple, started the first one in 1993, and it still happens several times each month. At public clubs, studio-trained dancers sometimes failed to mesh with more casual dancers who didn’t follow the same rules.

Even as salsa music was losing its commercial reach in the early 2000s, the salsa dance industry was ballooning globally — not just with classes and socials but also congresses, where hundreds or thousands of dancers meet in hotel ballrooms for days of classes, performances and dance parties. There are hundreds of these each year, evidence of a salsa subculture that is usually unaffected by mainstream popular culture.

THEN BAD BUNNY made a salsa song.

“New York salsa dancers are famous for being snobby about their music,” said dancer and scholar Ahtoy Juliana. “We preserve the past by continuing to dance to songs from a generation or two generations ago, so when new music comes out, we tend to turn up our noses to it.”

Immediate dismissal wasn’t the reaction to Bad Bunny’s song, though, which surprised Juliana. Even at socials like Anton’s or the one run by the popular teachers Joel Dominguez and Maria Palmieri called La Vieja Guardia, or the Old Guard or Old School — regulars also call it church — the song was accepted.

“We’re always scared when salsa becomes popular again — that we’re continuing to further commercialize this thing we love, that it’s going to get watered down,” Juliana said. “But Bad Bunny and his lyrics connect to a genuine authentic community.”

This is the flip side of how Bad Bunny is changing the attitude of young people toward salsa. As Livolsi, Bad Bunny’s teacher, put it, “Old-timers usually don’t give new musicians a chance, but Bad Bunny opened their minds.”

Bad Bunny isn’t an expert dancer — far from it. For that reason, his dancing gives everyone permission to join in, whatever their abilities.

“Baila sin miedo,” he said at the end of that segment. Or, in English: Dance without fear.

“Off ramp” seems to be the word of the ⁠week surrounding the Iran war - and the steep Wall Street rally on the final day of the first quarter spoke to that relief on Tuesday.

Will April skies clear? The S&P 500’s jump of almost 3% was the biggest one-day gain since last May, and the other assets beaten down by the war - bonds, credit and gold - all followed suit.

As things stand, ⁠though, missile and drone exchanges in the Gulf continue. The extent of Tuesday’s market moves may also have had something to do with month-end and quarter-end considerations, as well as the holiday-shortened week.

But Asia’s markets followed suit on ⁠Wednesday, with sharp gains in Japan and South Korea. European markets are also up, and Wall Street futures look to have retained their gains ahead of today’s bell.

Meantime, gold climbed to a nearly two-week high before trimming some of its gains. The dollar edged down against a basket of major currencies, while the yen held firm under the 160-per-dollar level.

The ostensible triggers for the rally were signals from President Trump and Secretary of State Marco Rubio that the U.S. could be set to wind down the war. This followed reports that Iranian President Masoud Pezeshkian was willing to discuss a ceasefire in exchange for guarantees that attacks would not be repeated.

In the background, investors digested two pieces ⁠of U.S. economic information - a surprising rise in U.S. consumer confidence readings for March, and weaker soundings from the February job openings ⁠report.

In Asia, factory activity slowed in March amid rising fuel costs, but South Korea bucked the trend as activity rose at the strongest pace in more than four years on semiconductor demand. AI-driven appetite for semiconductors also boosted South Korea’s export growth to a four-decade high.

Stateside, the March private sector payroll update from ADP will be released later today, along with February retail sales. And, of course, the new quarter will focus attention on the Q1 corporate earnings season, with full-year growth estimates seemingly unchanged so far by the energy shock of the past month.

Nike’s forecast of a surprise drop in fourth-quarter sales on Tuesday sent its shares down more than 9% in extended trading, as persistent weakness in China and slow progress in clearing older inventory hamper turnaround efforts. The company is reducing selling in China as it works through the inventory and expects China sales to fall ⁠a staggering 20% next quarter.

Trump’s brusque threat to Europe: Go it alone

President Donald Trump lashed out at the Continent’s leaders again Wednesday, escalating verbal attacks that verge on diplomatic bullying as he appeared to shrug off decades of political and military commitments established by handshakes and treaties over eight decades.

In a series of social media posts and news interviews during the past several days, Trump struck a theme familiar to European leaders: that Europe is weak and toothless, and an ungrateful partner to the United States. There would be dire consequences, he said: The Continent could soon be on its own, cut off from U.S. military protection and left to its own devices when it comes to securing its energy supplies and economic prosperity.

He rattled the threats off in rapid-fire fashion: The countries of Europe should “go get your own oil” in the increasingly dangerous Strait of Hormuz, he said. The United States “will REMEMBER” France’s refusal to be helpful in the United States’ war on Iran, he wrote. NATO, he told a British journalist, is a “paper tiger” and the United States will reconsider its participation in the military alliance.

The president’s comments plunged European leaders into another cycle of anxious deliberation, similar to when he mused last year about invading Greenland before ultimately backing off.

In the past, the president has often climbed down from threats to sever the U.S. relationship with NATO and to abandon the countries of Europe. But the ferocity of his current language, delivered in the middle of an economically costly war with Iran, presents an urgent question to U.S. allies: What if, this time, he’s serious?

“This isn’t the first time he’s done this, and since it’s a recurring phenomenon, you can probably judge the consequences for yourself,” Stefan Kornelius, the spokesperson for Chancellor Friedrich Merz of Germany, told reporters in Berlin. “It’s not my place here to comment on the American president’s words. I simply want to state on behalf of the German government that we are, of course, committed to NATO.”

The president’s latest threat to withdraw from NATO, which he made in an interview with The Telegraph newspaper, appeared driven by his anger over the refusal of European countries to support his war on Iran. Scolding Europe, he said the U.S. had come to the defense of Ukraine for Europe but that

those same countries “weren’t there for us” during the war with Iran.

Asked in the interview if he was considering withdrawing from NATO, he said it was “beyond reconsideration.”

“I was never swayed by NATO,’’ Trump said. “I always knew they were a paper tiger, and Putin knows that, too, by the way.”

If the United States left NATO, it would drastically reshape the security apparatus for the European continent, which has relied for decades on U.S. military power. Without U.S. assistance, Europe and NATO could struggle to defend Ukraine, and possibly its own borders, from Russian aggression.

With the United States and Israel having launched an intense conflict with Iran, and with Russia in its fourth year of war in Ukraine, Trump’s potential retreat from European security has broad implications for how the Continent’s leaders assemble a coalition to defend their democracies. Under pressure from Trump, NATO countries have increased their military spending, but not enough to stand on their own against a formidable

threat.

Trump has been particularly upset about the European refusal to help free the Strait of Hormuz, where Iran has effectively curtailed shipping, sending oil prices and gas prices surging and roiling the global economy.

British officials said that Yvette Cooper, the foreign secretary, would assemble a virtual meeting of officials from 35 countries Thursday to discuss how to reopen the critical waterway to shipments of oil, gas, fertilizer and other goods. They said further working-level meetings would follow the initial session to work out details.

In the interview with The Telegraph, Trump again attacked British Prime Minister Keir Starmer and mocked the capabilities of the British military.

“You don’t even have a navy,” he said. “You’re too old and had aircraft carriers that didn’t work.”

Starmer, like other leaders in Europe, is trapped between the desire to offer a fiery response to Trump’s broadsides and the fear of further angering the American president.

At a previously scheduled news conference Wednesday morning, soon after the Telegraph interview was published, Starmer repeatedly declined to respond to Trump’s comments. The prime minister said he was still determined to mostly stay out of the conflict with Iran.

“Whatever the pressure on me and others, whatever the noise, I’m going to act in the British national interest in the decisions that I make,” Starmer said. “That’s why I’ve been absolutely clear that this is not our war and we’re not going to get dragged into it.”

Starmer did not respond directly to the president’s threat to withdraw from NATO, saying only that “NATO is the single most effective military alliance the world has ever seen, and it has kept us safe for many decades, and we are fully committed to NATO.”

But he hinted at a possible future when his country might no longer be able to rely on the United States.

“It is increasingly clear that as the world continues down this volatile path, our long-term national interest requires closer partnership with our allies in Europe and with the European Union,” he said. He announced plans for a new summit between the European Union and Britain to strengthen security and economic ties that were ruptured by the Brexit vote nearly 10 years ago.

29 Killed in Russian military plane crash in Crimea

ARussian military transport plane crashed in Crimea, killing all 29 people on board, Russian investigators said Wednesday. The cause was most likely a technical malfunction, they said.

The plane, an Antonov An-26, a Soviet-designed aircraft used by the Russian army to carry cargo and personnel, went down Tuesday near a village in the southern part of Crimea, about 15 miles from the Black Sea coast, the

Russian investigators said in a statement. Twenty-two passengers and seven crew members were on board, they said.

Russia annexed Crimea, a strategically located peninsula that has been the object of geopolitical wrangling for centuries, from Ukraine in 2014 after holding a secession referendum that was declared illegal and invalid by major international bodies.

The plane that crashed Tuesday was flying an unspecified mission before communication with it was lost, the

state news agency Tass reported, citing the Russian Defense Ministry. Tass said the plane had crashed into a cliff and that there were no signs of external damage to the aircraft, implying that it had not been hit by drones or missiles.

The investigators said they had opened a criminal case into “violation of flight rules or preflight preparation.” Ukrainian forces regularly target Russian military facilities in Crimea. Ukrainian authorities have not commented on the plane crash.

Trump berates allies while signaling he will wind down the war

President Donald Trump said he was considering pulling the United States out of NATO over the war with Iran, as he heaps pressure on allies to manage the fallout of a conflict he signaled he would wind down in two or three weeks.

In an interview with Britain’s Telegraph newspaper published Wednesday, Trump was asked whether he was reconsidering U.S. membership in the military alliance and was quoted as replying, “Oh yes,” and that it was “beyond reconsideration.” The remarks were published hours after Trump said he expected the U.S. military campaign in Iran would be over “very soon” and dismissed Iran’s closure of the Strait of Hormuz, which has jolted global energy markets, as a problem for other countries to resolve.

In a social media post Tuesday, Trump had again denigrated U.S. allies, chiefly Britain, for not heeding his call for help in securing the strait, a conduit for much of the

global oil supply, and said the United States would not come to their aid in the future.

An Iranian official emphasized Wednesday that the United States would not regain access to the waterway, saying in a social

media post: “The Strait of Hormuz will certainly reopen, but not for you.”

Trump was scheduled to deliver “an important update” on the war in a national address at 9 p.m. Eastern time Wednesday,

said White House press secretary Karoline Leavitt. On Tuesday afternoon, Trump told reporters he had achieved his primary goal of preventing Iran from developing a nuclear weapon, though there is no evidence that the United States or Israel has destroyed the country’s stockpile of near-bomb-grade fuel.

Earlier Tuesday, Defense Secretary Pete Hegseth said the U.S. had achieved such control of Iran’s skies that it was flying B-52 bombers directly over Iranian territory. But Hegseth acknowledged that Iran retained the ability to retaliate with missiles and drones targeting U.S. allies in the region. On Wednesday morning, authorities in Bahrain, Kuwait and Qatar all reported missile or drone attacks from Iran.

The Israeli military said Wednesday that it had completed a wave of strikes against Iranian government infrastructure in Tehran, the capital, without specifying the targets. Iranian state television reported that three locations were hit, including an area northeast of Tehran with military buildings and housing.

American journalist abducted in Iraq, security officials say

AU.S. journalist was kidnapped in Baghdad by “unknown individuals” Tuesday evening, and government security forces have begun operations to find her and track down the abductors, according to Iraq’s Interior Ministry.

The freelance journalist was identified as Shelly Kittleson by two Iraqi security officials. She has worked for various news organizations, and one of them, Al-Monitor news outlet, for which Kittleson is a contributor, called for her safe and immediate release.

A senior official at the U.S. State Department, Dylan Johnson, said in a social media post that the department was aware of the “reported kidnapping of an American journalist in Baghdad,” though he did not identify Kittleson by name. He said the department had warned the individual of “threats against them” and was working with the FBI to secure the person’s release.

The Iraqi ministry said that security forces had pursued the kidnappers as they fled, managing to arrest one suspect and seizing a vehicle that had been used in the abduction.

The suspect is a member of the Iran-allied Kataib Hezbollah, the two senior Iraqi security officials said.

Kittleson was warned by the FBI that her name appeared on Kataib Hezbollah plans to “kidnap or kill” her, according to Alex Plitsas, who is a senior fellow at the Atlantic Council, a Washington-based research organization and described himself as a friend. Plitsas said in an interview with The New York Times that, after that warning, she had designated him as her point of contact with U.S. officials in the case of an emergency, but wanted to continue reporting and remained in Baghdad.

Barbara Kittleson, who identified herself as Kittleson’s mother when reached by phone by the Times on Tuesday, gave the journalist’s age as 49 and said she had last heard from her daughter the previous week.

Kataib Hezbollah is one of Iraq’s most

powerful militant groups and the same militia that held Elizabeth Tsurkov, an Israeli Russian doctoral student at Princeton University, hostage for more than two years, torturing her while in captivity. Iraqi authorities were now working under the assumption that the same group was behind the abduction Tuesday, one of the security officials said.

Kittleson was abducted on a busy street in central Baghdad, the Iraqi capital, and her kidnappers sped off with her in a convoy of two cars, according to the two senior security officials. Authorities, who were informed of her kidnapping by witnesses, were able to track the cars to a highway outside the city and tried to chase them down, the officials said.

The car holding Kittleson overturned during the chase, the security officials said, but the kidnappers quickly removed her from the wrecked vehicle and put her in the second car. They then escaped the security forces pursuing them.

For years, Kittleson has covered the Middle East, according to her LinkedIn page, focusing on conflict across the region. She is

known for “her courageous reporting from war zones in Afghanistan, Iraq and Syria,” according to Al-Monitor.

There has been growing American anxiety about Iran-aligned armed groups in Iraq. In March, the U.S. Embassy in Baghdad told all U.S. citizens they should leave Iraq immediately, citing attacks on civilian facilities and government buildings owned by the United States and its regional allies.

Kataib Hezbollah has also become embroiled in the war in Iran. A compound in Baghdad, the Iraqi capital, belonging to the group was hit with U.S.-Israeli airstrikes Feb. 28, killing three people, officials said. About two weeks later, the group claimed responsibility for an attack on the U.S. Embassy in Baghdad.

Since its inception, Kataib Hezbollah has been closely tied to Iran’s Quds Force, the overseas arm of Iran’s powerful Revolutionary Guard. Repeated attacks on U.S. Army posts in Iraq and Syria over the years contributed to Washington’s decision in 2009 to designate the militia as a foreign terrorist organization.

COVID relief loans are haunting small businesses

When COVID-19 came to Alma, the blueberry capital of Georgia, Chris Towns was staring down a paltry return on his berry crop as shoppers stayed at home and stuck to buying essentials.

The federal government offered relief, in the form of 30-year, low-interest loans. Desperate to stay afloat, he borrowed $125,000. When another round was offered the next year, he bumped up the amount to $495,000.

“We were looking in the future, if it did turn around, we could have some capital to expand with,” Towns said. “I saw the purpose of the money as trying to inject money back into the system.”

Then Towns ran into one of the toughest farming economies in generations. Costs of labor and fertilizer kept rising, and berries weren’t selling for enough to make up the difference. Repeated freezes shrank yields. Hurricane Helene took out half his blueberry plants in 2024.

He’s worried about what might come next: If he gets more than 90 days behind, his loan could be referred to the Treasury Department for collections. The government could intercept any payment from federal agencies, including subsidies from the Agriculture Department. He has been doing everything he can just to cover interest payments, including taking out another loan from a Georgia state agency.

“I’m not making any progress on it,” Towns said. “I’m never going to get it paid off.”

His troubles are part of a bigger problem plaguing a pandemic relief program that could end up costing taxpayers more than policymakers anticipated. Congress appropriated trillions of dollars to support businesses and workers as the pandemic rampaged through the economy. Most of it came in the form of grants, unemployment payments and forgivable loans.

But $378 billion was supposed to be paid back. The Economic Injury Disaster Loan program expanded a long-standing offering from the Small Business Administration meant for more localized catastrophes, quietly dispensing about 4 million low-interest, 30-year loans for up to $2 million each with little documentation.

At first, it lifted borrowers. Recipients had about 5.2% more employees on their payrolls a year later than otherwise similar businesses, according to an analysis by Gusto, a bookkeeping platform. But the advantage faded within

a year, to 2%. By 2023, small businesses with outstanding loans from the program were less likely to be profitable than those without them, a Federal Reserve survey found.

Now, the iceberg of loans is growing more delinquent. As of June, the latest data available, the SBA had referred more than $75 billion to the Treasury Department for collection. The portfolio had an unpaid principal balance of $279 billion.

Lawyers for small businesses report a deluge of calls from borrowers who have gotten letters from debt collectors operating as contractors for the Treasury Department demanding immediate payment in full of the outstanding debt, plus hefty fees.

“You just kind of saw it coming like a tsunami,” said David Swan, a bankruptcy lawyer with the Hirschler firm. “I didn’t have to be Nostradamus or anything.”

The hounding begins

The federal government has plenty of experience collecting debts. The Treasury Department’s Bureau of the Fiscal Service is in charge of collecting money owed to the government. It allocated about $24 million per fiscal year on debt collection services between 2013 and 2024.

The work has picked up. The Bureau of the Fiscal Service’s payments to debt collectors rose to $51 million in 2025 and $65 million in 2026. An SBA inspector general report in August criticized the agency for failing to pursue delinquent loans by visiting sites to identify collateral to seize or referring cases to the Department of Justice.

Part of the problem: By late 2025, Kelly Loeffler, the program’s administrator, had delivered on her promise of slashing the SBA’s workforce, which shrank 31% over the year ending November 2025. Although the agency judged in May that it was capable of servicing the remaining loans, borrowers reported long hold times on calls and weekslong waits to get an email returned.

Like any letter from a debt collector, demands to repay delinquent loans can be alarming. “Due to your failure to honor this obligation, the entire balance of your account is due,” reads one letter from a collection agency called CBE Group that was viewed by The New York Times.

The Treasury Department has some stiff remedies. It can refer delinquent loans to credit reporting services and garnish money that comes from the federal government, such as Social Security payments and tax refunds. For

those who borrowed more than $200,000 and secured the money with a personal guarantee, the government can place liens on homes and businesses or refer cases to the Justice Department.

For borrowers without a personal guarantee, the government’s recourse is limited, but it is still applying pressure. Cooper Macco, a lawyer with Macco and Corey in New York, said an SBA call center representative had told his client to take out a home equity line of credit to pay off the loan, which would have left the client worse off.

“Now they’re encumbering personal assets to pay back the government,” Macco said. “You hate to say it, but in this situation, the SBA is trying to collect the debt from individuals, so the advice they give you might not be the best advice.”

No good options

People who deal with the SBA say the agency is in a pickle. It had never opened such a large direct loan program for businesses; its flagship offerings are guarantees of loans from banks and have strict underwriting requirements. It has nowhere near the infrastructure required to maximize repayment.

A spokesperson for the SBA said the agency accepted “offers in compromise,” which are deals for the debtor to make a partial lump payment and the creditor to forgive some of the rest. Lawyers say they have had little success negotiating them on behalf of their clients.

Many people accepted the loans during a crisis without fully understanding the rules, and may have done things with the money that would disqualify them for forbearance or forgiveness anyway. Leslie Tayne, a debt relief lawyer on Long Island, New York, said she was hesitant to accept clients with pandemic-era loans, especially if the debtor has violated the terms.

“We have seen people contact us and say they’re at the wage garnishment stage. At that point there’s very little that can be done,” Tayne said.

Borrowers often expected Congress would forgive the loans. There is a Change.org petition with more than 1,000 signatures pleading for relief, and many borrowers have asked their congressional representatives for help.

Repayments of student loans also slowed while the Biden administration looked for a way to forgive large amounts, but courts rejected those efforts and those borrowers are also falling further behind. The Trump administration has shown no interest in writing down the loans, and there is little appetite on Capitol Hill to do so, either. With no action, those debts will linger.

At the same time, pursuing small-business owners to recover the money is expensive, time consuming and politically risky.

“From just the amount of defaults that I’m seeing, the deluge of these cases now, I can’t imagine that the Treasury or Congress is not going to have to act to do something,” said Benjamin Goldburd, a tax and corporate lawyer with the firm Goldburd McCone. “The government doesn’t want to start having to make hundreds of thousands of lawsuits against small businesses.”

Brett Theodos, who studies small-business lending at the Urban Institute, said the program had made the loans seem “really warm, fuzzy and accommodating,” with little warning of the penalties for nonpayment. Now, there’s no easy way out, and trust in government is at risk.

“If this is ever going to be used again, it’s important to not be seen as a boondoggle,” Theodos said. “Conversely, we don’t want to harm a bunch of people to add next to nothing to our national debt repayment.”

Tango therapy: How the dance of passion is helping Parkinson’s patients

Tango is the national dance of Argentina, known for its passion, precision and heart. At a hospital in Buenos Aires, it has another purpose: as a therapy for patients with Parkinson’s disease. Once a week, about a dozen patients come to Ramos Mejía Hospital to dance — a session that uses the movements of tango to help address issues of balance, stiffness and coordination. The goal is to give them approaches to movement that they can use in their daily lives, as well as a social and emotional boost from moving to music.

The program began about 15 years ago, inspired by a patient who had danced tango since childhood and found it offered strategies that improved her mobility and gait problems, said Dr. Nélida Garretto, a neurologist who helped spearhead the sessions.

Dr. Tomoko Arakaki, another neurologist leading the program, said Parkinson’s patients can struggle with the stop-and-start motions of walking and can benefit from practicing the “slow, short steps” and pauses of tango. Garretto said that because tango involves “multitasking with motor stimuli, visual stimuli and auditory stimuli,” it can help patients execute the series of small movements used in everyday activities.

First, warm-up exercises, usually in a circle, “try to tune everyone in, to prepare the body, to awaken the body,” said Manuel Firmani, a professional tango dancer leading the workshops. Some are done standing, some seated, depending on “the state people are in,” he said.

“Every day is different for their bodies.”

After exercises focusing on posture, balance and other skills, dancing begins. Each patient is paired with a partner who doesn’t have Parkinson’s, often friends, relatives or volunteers.

Dance therapy is used for other medical conditions, including multiple sclerosis and Alzheimer’s. Débora Rabinovich, a psychologist and researcher who helped create the Argentine program, said her research has found that “tango uses the same kind of movements that people with Parkinson’s disease tend to lose.”

She said many tango steps involve walking backward, which can be difficult for Parkinson’s patients, who often fall back-

ward when they lose their balance. “It forces your brain to focus, partly on these backward movements, but also just any kind of detailed movement,” she said.

Some tango steps seem especially helpful. The sanguchito, or “sandwich,” a classic move in which one dancer’s foot slides between the partner’s feet and pauses, offers Parkinson’s patients clear cues to guide their bodies, Rabinovich said.

“Another fundamental tango element is shifting weight from one foot to the other,” said Firmani, who encourages patients to use that move for activities like stepping up on curbs or entering doorways. He said that the sidestep in tango could help with opening a refrigerator, and that “torso rotation” could apply to pivoting while washing dishes.

Tango “places the body in a certain position and moves it in specific directions,” he said. Parkinson’s can disrupt the orderly patterns of everyday movements. “Tango restores order.”

Sometimes, patients who came to class using canes gain such confidence that they leave without their canes.

Liliana Garay, 59, was diagnosed with Parkinson’s two decades ago and started the program in 2011, with no tango dancing experience. She said it has helped her stiffness and with weakness she feels when her medication’s effect ebbs. At home, when

symptoms arise, she practices an eight-step tango movement, pivoting her feet to trace “the number eight on the floor, like the infinity symbol.”

When she freezes and gets stuck while bending to pick up something, she will breathe and move her leg backward, sideways and forward, as they do in tango class. “That helps the stiffness pass, and I can walk again,” she said.

“The class is an amazing place because they don’t make you feel different,” she said. “They demand the same from us. They don’t say, ‘Oh, you have Parkinson’s, poor thing.’”

There are other tango therapy programs for Parkinson’s patients, including in the United States. The Buenos Aires program, which has served about 100 patients, draws on the social and cultural significance of tango in Argentina, focusing on classic moves and music that resonates with the patients, Rabinovich said.

That connection gives participants an emotional boost. “For people who have a sense that their bodies are kind of betraying them, it gives you the possibility to feel your body in a completely different way,” she said. “You can be barely moving, but you feel like you danced.”

For Garay, who travels a long distance on public transportation to get to the workshop, its benefits are so powerful that she has started tango parties, or milongas, in her town, Ciudadela. At the hospital’s workshop, her favorite tango music is by Osvaldo Pugliese, “because his music has very strong rhythms for dancing,” she said.

The experience is transformative, she finds. “People come in wheelchairs, with crutches, and we all dance, and an amazing atmosphere is created,” she said. When the class ends, she feels different.

“Tango, for me,” she said, “is health.”

Las Vegas is still a March Madness Mecca

To Nick DeAngelis, the best way to watch March Madness is with friends placing bets, drinking beers and talking smack for four days in Las Vegas.

Even though DeAngelis could have stayed home in Seattle and easily wagered on the college basketball tournament using gambling apps, he and his eight friends paid $10,000 to reserve two VIP booths at Circa, the city’s largest sportsbook, to take in this month’s games.

“If I watched a buzzer-beater in my apartment, my excitement is me and my dog,” DeAngelis said.

Every year, thousands of gamblers flood Las Vegas for the opening games of the college basketball tournament with like-minded fans. The Super Bowl is still the city’s biggest one-day sporting event, but wagering on the college basketball tournament is greater by far.

Last year, gamblers in Nevada bet an estimated $466 million during the tournament, three times more than what was wagered on the Super Bowl. In interviews, owners of Las Vegas’ largest sportsbooks said they were confident this year’s wagering would surpass last year’s total.

Nationwide, gamblers are expected to bet up to $3.3 billion on this year’s tournament, which ends April 6, an increase of 54% in the past three years, according to the American Gaming Association.

The figures suggest that while people in most states can now bet on games using gambling apps, and betting on prediction markets like Kalshi continues to grow, Las Vegas remains a powerful draw to college basketball fans because of its concentration of casinos and anything goes entertainment. Until 2018, Nevada was the only state in the country with legal sports betting.

The influx of fans this year is providing a welcome boost to the city’s casinos, hotels and restaurants after a dismal 2025, when the number of visitors fell 7.5%, the worst annual decline outside of the pandemic since the Great Recession of 2008-09. Foreign visitors, notably those from Canada and Asia, have stayed home or gone elsewhere because of the strong dollar and political tensions. Some domestic travelers have been scared off by rising prices.

This year got off to a rough start, too. In January, gambling revenue fell 11% on the Las Vegas Strip, and 5% at casinos in downtown

Las Vegas, compared to the same month in 2025. Wagering on the Super Bowl in Nevada was its lowest in a decade, though sportsbooks say that was partly because the New

England Patriots and Seattle Seahawks did not have the star power of past Super Bowl teams.

Sportsbooks, though, have seen no drop-

off in demand for March Madness. John Murray, who runs the SuperBook at the Westgate hotel and casino, said many of his 2,400 seats were sold out weeks before the tournament. Fans in the nicest booths had to spend a minimum of $5,000 on food and beverage. Some paid $300 a day for reserved seats. Other fans camped out at desks reserved for people betting on horse racing as well.

Mitch Eden and his father, Robert, and his brother, Rob, came from St. Louis to watch the games and bet on horses. They often come to Las Vegas during football season, but this was their first time to visiting during March Madness.

“This was definitely a bucket list item,” Mitch Eden said. “This is far crazier, probably twice as many people” than during NFL Sundays.

The Edens said visiting Las Vegas has become more expensive in recent years. Other gamblers were annoyed that many casinos now charge for parking, and the prices for food at restaurants on The Strip had increased.

The South Point Hotel, for one, has tapped into that anxiety. It does not charge admission to its sportsbook or exhibition hall, where buckets of six beers cost $20.

Tim Swift, who was visiting with his son from Houston, lined up at 5:45 a.m. Thursday to get a seat when the doors opened at 8 a.m. Groups of fans shared tables, some with laptops open to their gambling strategies. Swift said the communal atmosphere, where fans wore shirts and jerseys of their favorite teams, is why he has returned during March Madness the past few years.

The March Madness crowds in Las Vegas are primarily made up of American men, including many college buddies and alumni from the schools in the tournament.

“It’s an Everyman environment, like the infield of a NASCAR race,” said Swift, wearing a red University of Houston sweater. There is increasing competition, though. Sports betting apps like DraftKings, for example, have opened 30 sportsbooks in 14 states, including one in Scottsdale, Arizona, with more than 300 seats, 32 betting kiosks and six ticket windows.

Murray, at the SuperBook, said Las Vegas must do more to give gamblers a reason to visit the city. “People will come to March Madness, but the city as a whole has to realize people have other options,” he said. “So you have to make it a unique experience because now people can bet all over the country.”
