he Puerto Rico Planning Board (JP by its Spanish initials) revealed on Wednesday that more than half a million employees in Puerto Rico earn more than the established minimum wage, injecting an additional $116.6 million into the economy. “The increase in the minimum wage had a positive impact on the Puerto Rican economy,” planner Julio Lassús Ruiz, the JP chairman, said in a written statement. “The majority of employees in Puerto Rico earn more than the minimum wage threshold, benefiting the population.” The JP studied the economic impact of the wage increase, updating, reevaluating and issuing recommendations on increasing the minimum wage in Puerto Rico to $9.50 per hour. In total, 553,924 employees in Puerto Rico earn above the legal minimum wage. It is estimated that 756,270 employees are covered by this law, impacting 202,474 workers who earned less than $9.50 per hour in 2023. “To be competitive in hiring, employers have improved salaries and benefits,” the JP chairman said. “The decision to increase the minimum wage requires considering multiple factors, including budget constraints and market dynamics,” the report states. “The increase was rigorously evaluated and is considered reasonable and sustainable.” Based on a calculation of 36.3 hours per week and 52 weeks per year, this translates to an additional payroll of

$220,006,575 per year, or $116,554 per hour. The sectors most affected by the change include administrative services at 27.2%, retail trade at 19.3%, and lodging and restaurants at 15.7%. The least affected are utilities, finance and insurance, and arts and entertainment. Gov. Pedro Pierluisi Urrutia promoted Law No. 47-2021, known as the Minimum Wage Law. The legislation affects the majority of workers, excluding certain categories such as farmers, municipal employees, and others. The law has staggered the wage increase and has established a “Minimum Wage Evaluation Commission” to review the minimum wage every two years. In 2022, the salary was increased to $8.50 per hour and this year to $9.50. “The wage increase improves compensation and benefits for employees, reduces income inequalities and improves quality of life,” Lassús Ruiz said. “It reflects the government’s commitment to fair practices and committed workers.” The full study can be found on the jp.pr.gov website.

Criticism of toll roads PPP is a problem of communication, governor says By THE STAR STAFF

Pedro Pierluisi Urrutia acknowledged on Wednesday that he faces a communication challenge following criticism of the announcement of a public-private partnership with Metropistas to manage the island’s remaining toll roads for 40 years, and criticism over increases in toll costs in particular. “It’s a shame that’s what’s being projected. Because that’s not what just happened. It’s the opposite,” the governor said in response to questions from the press. “There has been no change here in the form and manner in which tolls are adjusted from time to time. There may be an adjustment in a toll for the cost of inflation, for an increase in inflation. That has always been the case and the Highway Authority’s certified fiscal plan envisions that yes, from time to time tolls will be adjusted for inflation costs.” “It’s a communication challenge,” Pierluisi added. “... [I] f anything has changed, it is that now we’re going to have,

again, all those highways in the state that we want them to be in for road safety.” The governor said the same thing is happening with the negative perception of his government, as reflected in a survey conducted by the digital news outlet Noticel. “What I’m committed to doing is to keep communicating whenever we can communicate what we’re doing,” Pierluisi said. “Sometimes we have to advertise in the media to communicate what is being done on other occasions; because we hold press conferences and so on, we all have to communicate in the government on what is being done, which is a lot by the way, and we have made great progress in everything. In other words, there are achievements in all agencies. The challenge we have is to communicate it. Inspector general: Most of PR’s examining boards operate in violation of the law By THE STAR STAFF

he Office of the Inspector General of Puerto Rico (OIG by its Spanish initials) has found that most of the 23 examining and licensing boards in the island’s Department of State have not been complying with applicable laws. The licensing boards provide licenses and monitor a host of professions ranging from plumbing to nursing. An OIG study found that only 19 of the 23 boards were active and four were inoperative, leading to a lack of oversight and regulation of certain professions over the past three years. Many boards have not updated their rules for an extended period, some for over 60 years. The study revealed that 43% of the examining boards evaluated were inoperative or had vacant positions because the government has yet to appoint its members. Regarding communication and compliance with duties, only 5% pro-

vided annual reports consecutively in the past three years. Likewise, the boards need updated information on certifications, exams and licenses, as they depend on private entities to obtain this data. Of the 23 examination boards evaluated, 52% could provide updated information directly. In contrast, 48% had to obtain data from private entities contracted by the Department of State to manage the examination and certification processes. OIG auditors also identified that 37% of the boards could not provide copies of minutes validating compliance with the minimum number of meetings required annually, and 83% claimed to have had regular meetings. The analysis included all examination boards, considering the historical availability of information from the Department of State, including for inoperative boards. The evaluation covers the period from Jan. 1, 2020 to

Dec. 31, 2022. The OIG issued recommendations to the Department of State to address the deficiencies in the boards, including managing their vacancies, reviewing their regulations, properly fulfilling their duties, correctly documenting their activities, and ensuring the holding of meetings. Additionally, the OIG noted that it is essential to maintain up-to-date records on exams, licenses and certifications. The OIG urged submitting annual activity reports and implementing proactive measures to ensure regulatory compliance. The OIG noted that it is essential to address the identified deficiencies to ensure that the regulation of professions is carried out effectively, to protect the population’s interests, and to provide opportunities for professionals to practice their vocations in Puerto Rico, and emphasized the importance of maintaining active and functional boards of examiners to achieve those fundamental objectives.

Settlement reached to create new PREPA Ad Hoc Group to litigate in bankruptcy By THE STAR STAFF

ertain Puerto Rico Electric Power Authority (PREPA) creditors and the Financial Oversight and Management Board have reached a settlement to allow a new PREPA bondholder group to intervene in a recourse challenge related to the amount of the bonded debt. The new PREPA Ad Hoc Group of bondholders will not be allowed to relitigate any issues already decided. The group also will not be able to take a position inconsistent with positions already taken by various defendants, including the indenture trustee. “For the avoidance of doubt, without violating the foregoing, may proceed on appeal in accordance with

applicable rules of appellate procedure regarding briefing and other aspects of the appeal,” according to an Oct. 13 stipulation. The new PREPA ad hoc group including Assured Guaranty, GoldenTree Asset Management and bond insurer Syncora Guarantee was formed to pursue litigation after original members decided to accept a new PREPA debt deal. The new bondholder group was formed when the prior ad hoc group of PREPA bondholders dissolved after several members -- including Blackrock Financial U.S. District Judge Laura Taylor Management, Nuveen Asset Management, Swain

Franklin Advisers, Taconic Capital Advisors, and Whitebox -- formed the Majority Member PREPA Ad Hoc Group. U.S. District Judge Laura Taylor Swain ruled in March that bondholders’ $8.4 billion bonded debt only had an unsecured claim, and later ruled that the unsecured claim was only $2.4 billion. Bondholders have indicated that they plan to appeal the ruling once it is finalized. Swain still has to rule on a challenge involving the security of a trio of funds that contain a minimal amount of money.

WIPR launches campaign to raise awareness around people with disabilities By RICHARD GUTIÉRREZ richardsanjuanstar@gmail.com

isability is a complex and often emotional topic filled with various and specific situations. However, one thing is certain: many members of the disabled community don’t feel included in society. That’s why the multi-platform project Unknown Reality launched its new ad campaign with the slogan “We Are All Able,” with the purpose of showing off everything disabled people can achieve. The campaign was made possible thanks to the support of CG Strategic Brand Activation. On top of that, the first online reference center was also presented with a live directory of entities that offer services to the disabled population. The entire kickoff was presented via a press conference at WIPR and was televised as well. In December 2020, Unknown Reality began as a radio show on WIPR 940 AM, as a way of expanding the existing vision of disability in a positive way. The We Are All Able campaign supports this mission, showing comparisons of people with and without disabilities engaging in the same activities in different ways or using different tools. “The world is more interested in inclusion, but to achieve it we need to really know people with disabilities, their abilities and ways of doing things, even if it is in different ways,” said Shalmarie Arroyo, founder of the Unknown Reality project. The creators of the campaign seek to have entities and media outlets share the executions through their networks and channels to expand awareness efforts. Arroyo also pointed out that “the reference center was developed as a meeting point for people to learn about disability.” The website will have a directory of resources that work in favor of the disabled community. Throughout the press conference, Arroyo shared her story and experiences as a person with disabilities. She was not

born blind, but in fact lost her sight as a little girl when she was in a car accident. However, she was able to overcome the hardships of her new reality and become a professional over time after attending Boston University. She is also happily married and the mother of a five-year-old. “The turning point in my life happened in 2019, when I was officially integrated into Advocacy for People with Disabilities of Puerto Rico,” Arroyo said. “I was president of the council and I was able to learn many things. The people there taught me something very important, that it doesn’t matter how many differences we may have -- we all shared many challenges in common.” “In Puerto Rico, 21% of the population has some sort of disability,” she continued. “That is a lot of people -- nearly one-fourth of the population. That is very important, because even if one of us doesn’t have a disability, we most certainly know someone who does.” “Life isn’t over just because you have a disability. You will still be able to enjoy life and have plenty of adventures,” Arroyo said. “However, even after you’ve become successful, there are a plethora of barriers placed by society. “Our purpose with this campaign is to widen the perspective of people with disabilities from a positive standpoint. The platform is not just for people with disabilities, it’s for everyone who wants to learn more about people with disabilities and help them understand who we really are.” Participating in the event were prominent island figures such as Advocate for People with Disabilities Juan J. Troche Villeneuve and Dr. Maribel Ortiz, executive director of the Office of Protection and Defense of People with Disabilities.

an Germán Mayor Virgilio Olivera Olivera on Wednesday officially announced the start of a cleanup campaign called “With Boots On inYour Neighborhood,” to which he invites “all residents and sectors to participate and lend a hand” in the southwestern town’s various communities. “Our initiative will come to life on Saturdays, in the neighborhoods and fields, where there are many different situations with green areas,” he said. “Throughout this hurricane season, the reality is that we’ve had a surprising amount of rainfall. … More than usual in previous years,” the mayor said. “And this is what we have to do. Responsibly we must add that temperatures have been extremely high, so extreme heat has been the order of the day. This has caused weeds to grow, more than usual, on the sides of many of our roads.” Despite the fact that the Municipal Public Works Department and cleaning brigades work daily and tirelessly in the various parts of San Germán, “honestly our employees can no longer cope because they also have to attend to all the demanding situations in our urban area,” the mayor said. “In fact, this Saturday, October 21, 2023, we will begin,

at 7:00 in the morning, in Rosario Alto, Rosario Peñón and Poblado Rosario, where all our directors of the different municipal agencies will also be present,” Olivera said. He invited community leaders, merchants, nonprofit organizations and churches, among other entities, to join the initiative. Menéndez held a tropical fundraiser. Donors were scarce. So was he. By LUIS FERRÉ-SADURNÍ

t Puerto Rico’s most exclusive beachfront resort, where shoulder season rooms go for $1,500 a night, deep-pocketed donors have reliably lined up to pay tribute to Sen. Bob Menéndez in the form of a $5,000 check to his political action committee. But this year’s retreat imploded, as donors quickly distanced themselves from Menéndez after he was indicted on federal bribery charges, turning the once powerful Democrat from New Jersey into a pariah at his own fundraiser this past weekend. The opening reception on Friday evening was pared down to three small tables overlooking the beach. There were still open seats: Only about a dozen people showed up to the subdued affair and roughly half of them were the senator’s aides. Trays of sushi and shrimp cocktail were left uneaten. The shunned senator never showed, absent at his own ill-timed and ill-fated fundraiser. More than half of the 50-or-so donors and their guests canceled attendance after the senator was charged three weeks ago. A defiant Menéndez refused to cancel the retreat despite the defections. Then, as he landed in San Juan last Thursday, he was buffeted with more untimely news: Prosecutors filed additional charges and asked a judge to seize his home. The fundraiser would normally have given donors a prime opportunity to get access to the senator and his team, lobbying for various causes in a relaxed setting. The retreat was supposed to include a round of golf with Menéndez and a poolside lunch with his chief of staff. But the awkward prospect of mingling with a scandal-ridden senator caused many of the remaining donors to pull out just a day before the retreat. In the end, only a handful of guests and their partners made the trip to Puerto Rico, but even some who stayed at the resort did not turn up to the scheduled receptions. Neither did Menéndez. The annual retreat’s collapse was a stark reflection of the senator’s sudden isolation and diminished stature, abandoned by droves of one-time allies as he fights for political survival. It also underscored the uphill climb he could face to raise money to pay for an expected reelection campaign and for lawyers to fight corruption accusations he has vehemently denied. About 1,500 miles away in New Jersey, an air of inevitability of Menéndez’s imminent political demise has settled in, after the senator was accused of using his elected office to benefit the Egyptian government and three businesspeople in return for bribes that included wads of cash, a Mercedes-Benz convertible and gold bullion bars. Donors said they turned down requests from Menéndez’s finance director to contribute to his defense fund. A 41-year-old New Jersey member of Congress, Andy Kim, announced he would challenge the senator in a Democratic primary. And other potential candidates began to work back channels as they assessed whether to make a run for Menéndez’s seat, including the wife of Gov. Phil Murphy, Tammy Murphy, who has never held elective office. The political pall surrounding the senator extended

to Puerto Rico, where he and his wife kept a low profile at the hotel, the Ritz-Carlton Reserve at Dorado Beach, a high-end resort about a 30-minute drive west of San Juan that is lined with 2.5 miles of beach and dotted with golf courses and massive villas. The senator skipped both the welcome and farewell receptions. It is unclear if he played golf with donors as he was scheduled to do so on Saturday morning; an employee at the golf course said Menéndez did not appear to have a tee time. But he did emerge from hiding to have a solitary dinner with his wife, Nadine Menéndez, who has also been charged in the bribery scandal. In many ways, the 1,900-acre natural reserve is an ideal hideaway for a politician looking to escape controversy or to mingle, away from prying eyes: It is only open to residents, local members and guests willing to pay as much as $4,500-a-night for an oceanside suite during hurricane season. For the past few years, it has served as the go-to venue for Menéndez to host scores of lobbyists from blue-chip corporations and to raise money for New Millennium PAC, which Menéndez, known as a prolific fundraiser, has long used to steer generous contributions to other lawmakers and candidates to increase his clout among colleagues on Capitol Hill. Samantha Maltzman, a spokesperson for the New Millennium PAC, denied that the retreat had been a failure and did not say how much was raised. The PAC had just over $600,000 in the bank at the end of June, while his campaign account, which he could also tap to finance his legal fees, has roughly $8.6 million, according to the most recent filings. Among the few supporters who did attend the retreat this year was Michael Hutton, a lobbyist who served as Menéndez’s chief of staff in the House of Representatives in the 1990s and early 2000s. Hutton, who runs his own lobbying firm on K Street, has appeared to keep close ties to Menéndez since he switched to the private sector. After Menéndez was first sworn in to the Senate in 2007, Hutton reportedly threw him a private party in Washington, D.C., that was funded by corporate donors. And he has made at least $70,000 in contributions to Menéndez’s campaigns and PAC over two decades.

Hutton did not reply to a request for comment on Monday. Also present at the receptions was Javier Ortiz, a partner at an investment firm, Falcon Cyber Investments, who has donated mostly to Republican politicians, including former President Donald Trump, according to filings. He has also given $37,000 since 2017 to Menéndez’s campaign and PAC. Reached for comment after the retreat, Ortiz would not say if he had met with Menéndez and pointed to the senator’s presumption of innocence under the U.S. legal system. “I’m an American that supports Americans,” he said repeatedly during a brief phone interview when asked about his attendance. After so many donors dropped out this year, the retreat was relegated to more of a weekend getaway for Menéndez and his staffers. On Saturday evening, the senator’s chief of staff, his press aides and a hired fundraiser gathered with a handful of guests for the retreat’s farewell reception and mingled by the beach over plantain chips and seafood appetizers. Down the beach, Menéndez donned dark pants and a blue tucked-in polo shirt as he strode into the hotel’s pricey restaurant with his wife. They appeared to sit alone for a quick dinner, then disappeared again. Under the terms of their indictment, Bob Menéndez may continue to travel for official business; his wife, who surrendered her passport, is required to obtain permission from a federal judge or prosecutors if she wants to travel outside of New Jersey, New York, Washington, D.C., or Florida. The couple’s stealth presence in Puerto Rico was noted by hotel guests, with one discussing the sighting with a friend at the hotel bar, where guests sipped $25 cocktails over live bossa nova music. “It seems like the best way to get out of the spotlight for bribery is to go to the most expensive resort in America,” the guest quipped.

It was the first time that details of Holloway’s disappearance have been made public, and it came after Joran van der Sloot, a 36-year-old Dutchman, agreed to provide “full, complete, accurate and truthful information” about it in exchange for a 20-year sentence on extortion and wire fraud charges. As part of a plea agreement, van der Sloot pleaded guilty Wednesday in U.S. District Court for the Northern District of Alabama in Birmingham to charges that he had tried to extort Holloway’s mother, prosecutors said. He

was sentenced to 20 years in prison. In court, Judge Anna M. Manasco said that as part of the sentencing decision, van der Sloot had confessed to killing Holloway and disposing of her remains, The Associated Press reported. Van der Sloot has been serving a 28-year prison sentence in Peru for the 2010 murder of a 21-year-old Peruvian student, Stephany Flores. He will have to return to Peru to finish his sentence for that crime as well as another for a drug-smuggling charge. “You have brutally murdered, in separate instances years apart, two young women who refused your sexual advances,” Manasco said, according to the AP. Among the court documents released with the plea agreement were excerpts from an account that van der Sloot gave to his lawyer, Kevin Butler, on Oct. 3.

In the transcript, van der Sloot described wanting to be dropped off with Holloway a distance from her hotel so he “might still get a chance to, to be with her.” He said they began kissing while lying on the beach, but she refused further sexual advances. When he persisted, he said, she kneed him in the crotch, and he kicked her “extremely hard” in the face. At that point, he said, she was “possibly even, uh, even dead but definitely unconscious.” He picked up a large cinder block and used it to “smash her head in with it completely,” he said. He brought her to the ocean’s edge in a “half pull, half walk,” wading in up to his knees. “I push her off” into the water, he said, and then he walked home. Van der Sloot has never been charged in Holloway’s death or her disappearance while on

a trip with her high school class in Aruba, the Caribbean island nation and former Dutch colony where van der Sloot was living at the time. “Today marks the end of 18 years of wondering what happened to Natalee Holloway,” Prim Escalona, the interim U.S. attorney for the Northern District of Alabama, told reporters after the hearing. Beth Holloway, Natalee’s mother, said at a news conference after the hearing that van der Sloot had “finally confessed” and that more details would be made public. “He is the killer,” she said, adding, “He described when and how he killed her.” “As far as I am concerned it’s over. It’s over,” she said. “I’m satisfied knowing that he did it, he did it alone, and he disposed of her alone.” She said his confession “means we’ve finally reached the end of our never-ending nightmare.”

Biden walks a tightrope on Israel-Gaza as Democratic tensions smolder

s President Joe Biden visited Tel Aviv on Wednesday to demonstrate American solidarity with Israel amid escalating violence after the deadliest attack it has faced in 50 years, Democratic rifts over the conflict are beginning to tear open, leaving him presiding over a party struggling to resolve where it stands. The president’s trip, and his broader handling of the war, have presented him with both political risks and a chance to pump energy into a reelection bid that Democratic voters have been slow to embrace. Biden’s steadfast support for Israel after

the Hamas attack, by far the dominant position in Washington, has won him plaudits from some Republicans as well as Democrats. An international crisis, even with its grave geopolitical dangers, is relatively comfortable political terrain for a president with deep foreign policy experience. While international issues rarely drive American elections, Biden and his allies will see playing the role of statesman abroad — especially if he can help calm the soaring tensions — as a welcome change from a wide range of domestic challenges dragging down his approval ratings. But at the same time, creeping anger within his party’s left is threatening to grow as Israel pummels Gaza with airstrikes and moves toward a potential ground invasion, with progressive Democrats accusing Biden of abetting a war that has already killed thousands of Palestinians. Those emotions flared Tuesday after a deadly explosion at a Gaza City hospital, with Israeli and Gazan officials blaming each other for the blast. Protests erupted across the Middle East, a planned stop by Biden in Jordan was canceled and American politicians rushed to criticize the president even before the fog of war had settled. The anger and confusion made clear just how precarious of a tightrope Biden is

walking. “This is delicate for him,” said Rep. Jasmine Crockett of Texas, a progressive Democrat who visited Israel with a congressional delegation this summer. “It’s a very fine line to walk, and it’s one that a lot of us as members, especially progressive members, find ourselves having to try to balance.” While Republicans who have offered surprising praise for Biden’s response to the Hamas attack have largely cast the conflict as a black-and-white issue, things are more complicated among the progressive base of the Democratic Party. Large segments of Democratic voters, especially younger ones, are skeptical if not hostile to Israeli policy toward the Palestinians and are disinclined to support a war, even in response to a Hamas attack that killed more than 1,400 Israelis. The discontent has been evident in two documents in recent days. The first, a letter signed by 55 progressive members of Congress on Friday, called for the restoration of food, water, fuel and other supplies Israel had cut off to Gaza. Another, a House resolution with just 13 Democrats as co-authors, demanded “an immediate de-escalation and cease-fire in Israel and occupied Palestine.” Rep. Mark Pocan of Wisconsin, who signed the letter but not the cease-fire resolution, said he had received more calls from constituents in his Madison-based district who were worried about Israel’s expected military response to the Hamas attack than about the initial assault itself. Pocan said he had explained to people that Biden and his top aides, including Secretary of State Antony Blinken, were privately pressing Israel to do more to spare Palestinian lives than they were expressing in public. “We ask people to kind of trust some of us who are saying and doing the right thing,” Pocan said in an interview Tuesday. “I know how Joe Biden operates. He’s probably saying some things privately that are important and respectful of civilians. He may not broadcast everything on his sleeve. People just have to understand that that’s Joe Biden. He’s not encouraging the indiscriminate bombing.” But some Democrats warned that if Biden tethers himself too closely to Israel, he will get blamed if many of the party’s voters come to believe that Israel responded to Hamas with too much force. Rep. Rashida Tlaib of Michigan, the

only Palestinian American in Congress, who was one of the 13 Democrats who signed the cease-fire resolution, was among the first in her party to blame Biden directly for war deaths after the Gaza hospital explosion. “This is what happens when you refuse to facilitate a ceasefire & help de-escalate,” she wrote on social media Tuesday. “Your war and destruction only approach has opened my eyes and many Palestinian Americans and Muslims Americans like me. We will remember where you stood.” Mark Mellman, the founder and president of Democratic Majority for Israel, dismissed the idea that Biden was risking a crackup in his electoral coalition. If anything, Mellman said, Biden was demonstrating his dynamism to voters who have questioned his age and ability to serve in office. “It shows a level of vigor, it shows a level of engagement,” he said. “It demonstrates unparalleled diplomatic competence.” While Biden’s reelection campaign has not yet sent fundraising appeals based on his actions in response to the Israel conflict, the pageantry of his trip won’t be lost on officials at the operation’s headquarters in Delaware. After Biden visited Ukraine, his campaign produced a gauzy advertisement titled “War Zone.” The White House believes Biden is acting with broad support from the American people in defending Israel. Officials think that those protesting Biden’s position are not representative of much of the electorate — and that Democrats are hardly likely to abandon Biden if it means helping former President Donald Trump. Polls show Americans are more confident in Biden’s ability to lead the country through the Israel conflict than on domestic issues. A Quinnipiac University poll released Tuesday found that 76% of voters thought supporting Israel was in the U.S. national interest. The survey found that 42% approved of Biden’s handling of the Israel conflict, compared with 37% who disapproved — an improvement on his overall approval rating, which the poll found was 38%. Younger and more activist progressive Democrats seem less inclined to give Biden the benefit of the doubt. Quinnipiac found that a majority of voters 18 to 34 years old were opposed to sending weapons and military equipment to Israel.

Lowriders, long banned from cruising, can roam free in California By LIVIA ALBECK-RIPKA

line of cars glittered in the sun as they crawled just inches above the ground, gliding past a “NO CRUISING” sign at a popular park near downtown Los Angeles this month. Bass thumped from some of their speakers. Other cars hopped up and down, their drivers smiling as they passed taco and ice cream vendors and waved at spectators. This largely Latino community of car lovers had gathered to spend a Sunday with friends and family. But to show off their cars, known as lowriders, some were technically breaking the law. Lowriding — the practice of modifying classic vehicles by dropping their suspension and sometimes by adding hydraulics — has been part of California’s car culture since the 1940s. But in the decades that followed, bans were imposed on cruising by cities and counties that stereotyped lowriders as being associated with crime and gangs. The laws, which lowriders describe as discriminatory, have long prevented them from parading their cars without the fear of being cited or towed. On Friday, Gov. Gavin Newsom of California signed a bill into law repealing those bans and lifting a state prohibition on modifying a vehicle to significantly reduce its clearance from the roadway. “We’re not gangsters. We’re not looking for trouble,” said René Castellon, president of the Elegants Los Angeles Car Club, who drives a red 1965 Chevy Impala with a windshield sticker that reads “CRUISING IS NOT A CRIME.” For months, he and thousands of other lowriders across the state have been advocating for the bill, which was introduced in February and passed both the state Assembly and Senate with strong bipartisan support. The new law goes into effect Jan. 1. Some cities, including Sacramento, San Jose and National City, had already lifted their bans. In other parts of California, cruising — often defined as driving multiple times past the same spot within a set time period — remained illegal. In Los Angeles County, the penalty is a fine of up to $250. Although the rules are not always enforced, some lowriders described being told to move on by the police, being ticketed or having their cars impounded, as well as being treated like criminals just for enjoying a beloved hobby.

“I lost my license a couple times,” said Alejandro Vega, a custom car builder based in the San Fernando Valley, whose work has won numerous awards and has been displayed at the Louvre. “They were stereotyping lowriders,” Vega, who is known as Chino, said of the police, who he said also impounded his car. “You could have passed 20 times in a regular car; they will never stop you.” Vega, 51, moved to the United States from Mexico as a teenager and said he was immediately drawn to lowriders for the way they stood out. Anybody “can drive a Bentley; not anybody with money can drive a ’59 convertible,” he said. “It’s in our blood.” By most accounts, lowriding began in California among young Mexican Americans, who took a middle-class American symbol — the automobile — and turned it on its head. They began restyling older, more affordable cars with elegant upholstery, chrome and gold detailing; powerful sound systems; and, in some cases, hydraulic suspension systems that could raise the car off the ground. These flashy creations, made to be paraded “low and slow,” also became symbols of defiance that later spread to other marginalized communities across the United States and eventually as far as Japan. In the postwar economic boom of the 1950s, the movement continued to grow with a surplus of older, more affordable cars, said John Ulloa an expert in lowrider culture and history lecturer at San Francisco State University. “Necessity is the mother of all invention,” he said, describing the ingenuity of those who created “something beautiful out of something that was somebody else’s trash.” Over the years, however, lowriding became a target of politicians who linked it to urban crime, and in 1988, state lawmakers passed a bill allowing local governments in California to enforce bans on cruising. Assembly member David Alvarez, the San Diego Democrat who introduced the bill to end the bans, said they unfairly targeted a marginalized community and gave the police “another tool to intervene, to stop and to question individuals.” Lori Maldonado, who identifies as a second-generation Chicana, said that for as long as she can remember, her lowrider community has been playing a “cat-andmouse” game with authorities, moving from one parking lot to another to avoid

law enforcement. “We’ve been hassled by the police ever since I was little,” Maldonado, 48, said, recalling how her family would place sandbags and heavy house speakers in the back of cars to weigh them down, dropping them closer to the ground. She said that while it was true that some lowriders have past gang affiliations, many have reformed and see the hobby as an opportunity to express themselves and to spend time with friends and family — especially as lowriding becomes increasingly popular among women. “The lowriding community brings us together,” said Maldonado, who drives a 1963 Impala that she has named Shady ’63. “We keep the peace.”

Vallerrie Martinez, a car builder and welder from South Central Los Angeles, said that she had been issued at least five tickets while lowriding, once while cruising along Hollywood Boulevard in Los Angeles, and had signed a petition in support of the bill. “We can defend ourselves with the law now a little bit,” she said. On a recent Sunday, Martinez, 32, watched at a hop competition in Ventura County as one of the cars she had worked on lurched up on its back wheels, its nose tipping toward the sky. “The cars are beautiful,” she said, describing the hard work and passion that people put into their vehicles, regardless of their background or income. She added, “It’s like their Mona Lisa.”

United Airlines to change its boarding process, a win for window seats

nited Airlines plans to speed up its boarding process by having passengers in economy class who have purchased window seats get on the plane before people in the middle and aisle seats. The change, which is set to take effect Oct. 26, could cut up to two minutes from boarding time on each flight, according to an internal memo shared with The New York Times. It will affect domestic flights and some international ones. Airlines, which have recovered from a drop in travel during the coronavirus pandemic, regularly tinker with boarding processes to try to save time and boost profits. Under United’s new seating plan, known as WILMA, a loose acronym for window-middle-aisle, people in economy class with window seats will board first, followed by people in middle seats and then those in aisle seats. Families traveling on the same flight will board together. The boarding process will not change for passengers in first class and business class, and the preboarding group will still include people with disabilities, unaccom-

panied minors, active-duty military and families traveling with children 2 years old and under. United has tested the WILMA method, which it first tried in 2017, at five airports and found it to be effective at reducing boarding times, according to the internal memo. aisle, as well as the time it takes for people to get out of their seats to make room for someone else in their row, according to John Milne, an associate professor of engineering and management at Clarkson University. He called United’s change “a step forward.” It could go even further, though, he said, based on his research. The boarding groups for each type of seat could also be divided for the front and back halves of the plane, so that people who were in window seats in the back half of the plane would board first. This is known as the “reverse pyramid” method. Or, airlines could treat each passenger or family traveling together as its own boarding group. In that model, the first person to board would be in a window seat in the back of the airplane, and the next person to board would be in the window seat two rows in front of that person. United’s goal of saving up to two minutes per flight might not sound like a lot, Milne said, but if enough flights board quickly, the benefit adds up. “Over the days, weeks, months and years, potentially where they can really make money is if they save enough boarding time that they can actually have an extra flight during the day,” he said.

Layoffs Lurk on Wall Street as Macroeconomic Outlook Remains Murky T op U.S. banks could cut jobs further to keep their expenses in check, especially if lingering economic weakness derails a fledgling recovery in investment banking, according to comments made at their recent earnings. The cautious remarks came even as all six big U.S. banks earned more in the third quarter than analysts had expected, suggesting that they are not totally out of the woods. An economic environment made murky by the Federal Reserve’s interest rate hikes and geopolitical tensions has only increased risks further, some of the lenders said after results. JPMorgan, the biggest U.S. bank that has so far managed to avoid mass layoffs, could adjust its headcount depending on the investment banking environment, its CFO Jeremy Barnum said on Friday. “We regularly review our business needs and adjust our staffing accordingly – creating new roles where we see the need or reducing positions when appropriate,” a spokesperson said on Wednesday, adding that the bank currently has more than 10,000 open positions. PNC Financial also said the same day it is cutting about 4% of its workforce. Wells Fargo, which has reduced headcount for every quarter since the third quarter of 2020, still sees more opportunities for layoffs, its CEO Charlie Scharf said last Friday. Citigroup said on Friday it will eliminate jobs from the two upper layers of management as part of its reorganization. Bank of America, which has cut over 4,300 jobs since the end of the first quarter, said this week it expects headcount to be flat from third quarter levels. Investment banking powerhouse Morgan Stanley also disclosed a near 2% drop in its total headcount on Wednesday, compared to the prior quarter. The bank did not elaborate on the reduction in its post-earnings call with analysts. Lenders, which typically thrive in times of stable economic growth, are also grappling with the possibility of a recession that might lead to troubled customers finding themselves burdened under debt and pressure loan growth. The harsh operating environment has also weighed on stock prices and hurt valuations. The S&P 500 Banks Index which tracks a basket of large-cap bank stocks has underperformed the benchmark S&P 500 index year-to-date. In the third quarter, expenses at JPMorgan and BofA were up roughly 13% and 3% respectively, while Citi, the third largest U.S. bank, reported a 6% rise from a year earlier, earnings statements from the lenders showed. In contrast, Wells Fargo posted a 8% decline in non-interest expense. At the investment banks Goldman and Morgan Stan-

s President Joe Biden slowly made his way around a hotel conference room, each of the survivors or relatives of victims of the devastating Hamas attacks in Israel told him their story of tragedy or defiance. One by one, he gave each of them a hug and talked about his own experiences with loss. In a way, Biden flew to Israel on Wednesday to give the whole country a hug, to say how much America grieves with Israel and stands by Israel and has Israel’s back. But with the hug came a whisper in the ear as well, a gentle warning not to give into the “primal feeling,” not to let overwhelming grief or overpowering anger drive the country to go too far as he believes America did after Sept. 11, 2001. “Shock, pain, rage — an all-consuming rage,” Biden said later in a speech to the Israeli nation. “I understand and many Americans understand. You can’t look at what has happened here to your mothers, your fathers, your grandparents, sons, daughters, children, even babies and not scream out for justice. Justice must be done. But I caution this — while you feel that rage, don’t be consumed by it. After 9/11, we were enraged in the United States. While we sought justice and got justice, we also made mistakes.” Biden did not elaborate, but he presumably was referring to the invasion of Iraq, which he voted for as a senator and later came to regret. Nor did he explain what he meant in Israel’s case, but the meaning was clear enough. As Israel seeks to destroy Hamas, which killed more than 1,400 people and took nearly 200 hostages, his message was that it should not give into excesses that cause unnecessary loss of innocent life — and in the process, squander the world’s sympathy the way the United States eventually did two decades ago. The president announced $100 million in aid to help civilians in the Gaza Strip and the West Bank, but it is not clear how much he got through to Israel’s leaders as they pound Gaza with punishing airstrikes and prepare for a possible treacherous ground invasion. Prime Minister Benjamin Netanyahu of Israel clearly heard and welcomed the notes of solidarity; he made no mention of the recommendations of restraint.

No American president has ever visited Israel during a war, and Biden came to its defense on Wednesday not just by offering his symbolically potent presence but by backing its denial of responsibility for the catastrophic explosion that struck a hospital in Gaza. With the region convulsing with anger and protests after the blast, the president rejected Palestinian claims that the hospital was hit by an Israeli airstrike and instead endorsed the government’s insistence that it was an errant rocket fired by Islamic Jihad, an extremist group aligned with Hamas. “Based on what I’ve seen, it appears as though it was done by the other team, not you,” Biden said unprompted as he sat in a Tel Aviv hotel next to Netanyahu. “But there’s a lot of people out there not sure,” he said, referring to skepticism in the Arab world. “So we’ve got a lot, we’ve got to overcome a lot of things.” American officials later said they had multiple strands of intelligence — including infrared satellite data — indicating that the deadly blast was caused by Palestinian armed groups. The timing of the president’s audacious visit to a nation at war could hardly have been more precarious politically.

After an all-night flight from Washington, Biden arrived in a country traumatized by terrorism and girding for a protracted war against Hamas and put himself at the center of a volatile conflict as rockets and recriminations volleyed back and forth with no end in sight. Air Force One landed at Ben-Gurion International Airport, within range of Hamas rockets from Gaza and abandoned by many international carriers fearful for their security. Biden’s meetings with Netanyahu and the Israeli war Cabinet came as broken bodies were being pulled from the rubble of the hospital in Gaza City. It was unclear whether an American endorsement of Israel’s denial of responsibility would convince many in the Arab world, where protests have broken out in capitals around the region. Lebanese authorities used tear gas and water cannons to disperse protesters near the U.S. Embassy in Beirut, and the Israeli-occupied West Bank was on high alert Wednesday after protests erupted within hours of the blast. In Bahrain, protesters took to the streets in unusually large demonstrations, chanting “death to Israel” and carrying images of Biden’s face labeled with the word “war criminal,” according to videos shared by Bahraini activists. Biden was determined to allow no daylight between him and Israel. “I want you to know you’re not alone,” the president said with the cameras on. “You’re not alone. As I emphasized earlier, we will continue to have Israel’s back.” He also said he had asked Israel to agree to the delivery of humanitarian assistance to civilians in Gaza. “Based on the understanding that there will be inspections and that the aid should go to civilians, not to Hamas, Israel agreed that humanitarian assistance can begin to move from Egypt to Gaza,” he said. “The vast majority of Palestinians are not Hamas,” Biden said in his remarks. “Hamas does not represent the Palestinian people. Netanyahu, who had been at odds with Biden for much of the year until the Hamas attack, appeared delighted to highlight the president’s visit. “From the moment Israel was attacked, you have rightly drawn a clear line between the forces of civilization and the forces of barbarism,” Netanyahu told Biden.

For Hezbollah and Israel, the stakes in any broader war are high By BEN HUBBARD and AARON BOXERMAN

he sounds of battle echo on both sides of Israel’s northern border with Lebanon. Sirens blare in Israeli towns, warning of incoming rockets fired by Lebanon’s Hezbollah militant group. Lebanese civilians have fled their villages, fearing Israeli shelling and the possibility of a new war. Since Hamas launched its deadly attack in southern Israel, tensions have surged along Israel’s northern border, increasing fears of a new conflagration between Israel and Hamas’ Iranian-backed ally Hezbollah in neighboring Lebanon. Such a war poses great risks to everyone involved, experts say. Israel, which appears poised to launch a ground invasion in the Gaza Strip, could struggle to fight on two fronts and defend itself against Hezbollah’s skilled guerrillas. Lebanon, already reeling from a deep economic crisis, could face intense Israeli airstrikes that destroy infrastructure and could kill large numbers of people. The potential for international involvement raises the stakes even further. The United States has dispatched two aircraft carriers to the Mediterranean in support of Israel that could strike targets on land. And other groups in the so-called axis of resistance, the network of Iranian-backed forces across the Middle East, could be drawn into a new war. “The calculations in great wars are not calculations about states,” Gen. Abbas Ibrahim, Lebanon’s former security chief, said in an interview Monday. “This is a war of existence: Either Israel remains, or this axis remains.” Leaders on both sides of the divide have issued stark warnings, emphasizing the stakes. Israel is to try to persuade Hezbollah to stay out of the fighting to avoid any possible intervention by the United States. Changes in the Middle East in recent years have made it more likely that violence in one place could ignite violence elsewhere. Electric grids are a hidden weak spot in world’s climate plans, report warns By BRAD PLUMER

ven as clean energy technologies such as solar panels, wind turbines and electric vehicles spread rapidly across the globe, most countries are falling perilously behind in building the power lines and electric grids needed to support them, the International Energy Agency said Tuesday in an extensive analysis. The report estimated that nations around the world will need to build or upgrade roughly 50 million miles of power lines

by 2040 if they want to meet the goals they have set for adding vast amounts of renewable power, switching from gasoline-powered cars to plug-in vehicles and replacing gas furnaces with electric heat pumps. That’s a staggering task, equivalent to nearly doubling the size of the world’s existing electric grids in just two decades. Countries would need to double their investment in transmission lines and other infrastructure, to $600 billion per year by 2030, the report said. Yet with the notable exception of China, investments in grids have been declining

in many countries. “Electric grids are really a blind spot for clean electricity everywhere,” Fatih Birol, director of the International Energy Agency, said in an interview earlier this year. “Policymakers are all thinking about building new renewable power plants but they haven’t paid the same attention to building grids. It’s like being focused on building the fastest, most beautiful car you possibly can, but then you forget to build the roads for it.” Wind and solar power often require long-distance transmission lines to connect breezy and sunny regions in remote rural areas with population centers. Both of those sources are projected to account for 80% of new electric capacity between now and 2040, as countries seek cleaner sources of electricity to cut emissions and tackle climate change. But a lack of grid infrastructure is holding back wind and solar power. Globally, there are at least 3,000 gigawatts of renewable energy waiting for permission to connect to power lines — equivalent to five times the amount of solar and wind installed last year. In the United States, wait times to connect new power plants to the grid can reach five years or more. That logjam is caused partly by grid operators who are overwhelmed with a flood of requests for new wind and solar projects and partly by a lack of transmission capacity. Many countries are struggling to build new power lines, which can face opposition from communities along their path. Consider the fate of the Südlink transmission project in Germany, originally proposed in 2014 to bring wind power from the gusty North to help replace power from nuclear reactors in the South that were set to close. That line won’t be finished until 2026 at the earliest, in part because of public opposition that forced developers to bury the lines underground, causing delays and tripling the cost. In the United States, it took 17 years for developers to win approval for the SunZia project, a 550-mile transmission line to deliver electricity from an enormous wind farm in New Mexico to consumers in Arizona and California, after years of legal battles and route changes. Utilities also need to upgrade local infrastructure in cities, such as transformers and distribution lines, to handle an influx of power demand from electric vehicle charging stations. In the United States, European Union and Japan, regulators may need to streamline permitting and planning processes. Technology can also help. One recent report by the Brattle Group estimated that utilities in the United States could save $35 billion per year if they used existing grid infrastructure more efficiently — such as staggering the times when people charge their electric cars, or using home batteries and rooftop solar power to juggle the flow of power or even paying businesses to use less electricity when demand is peaking. If countries can’t expand their grids rapidly, it could have major consequences for climate change. The report examines a “grid delay” scenario in which countries are slow to add new power lines over the next few decades. In that case, nations would emit 58 billion more tons of carbon dioxide between 2030 and 2050 than is expected under current policies, because additions of wind and solar would slow and demand for coal and natural gas would rise. That’s equivalent to the emissions from all the world’s power plants over the past four years.

President Biden’s finest hour By BRET STEPHENS

his column doesn’t always abound with praise for President Joe Biden and his administration. This week’s is an exception. On Oct. 8, the day after the greatest atrocity in Jewish history since Auschwitz and Bergen-Belsen, Jews in Israel and the diaspora woke up without a leader. The prime minister of Israel has never been, in a formal sense, the leader of the Jews — even when the office was held by people far worthier than Benjamin Netanyahu. But the prime minister does have the most important job in the Jewish world, which is to ensure that Israel be a safe haven for Jewish life. The Jewish people have long memories; whatever happens next, Netanyahu will be remembered, irrevocably, as the man who failed — not tragically, much less heroically, but selfishly, arrogantly, despicably. He maintains political authority but is devoid of moral authority. I cannot imagine a future for him or his Cabinet of blowhards and toadies except in exile, walled compounds or prison cells. Biden stepped into the vacuum. I have read, probably a half-dozen times now, his Oct. 10 speech about the massacres. For its moral clarity, emotional

force and political directness it deserves a place in any anthology of great American rhetoric. Without equivocation, without the mealy-mouthed clichés and evasions that typified so many institutional statements about the assault, the president said what Jews desperately needed to hear. That the massacres were “pure, unadulterated evil.” That there is “no excuse” for what Hamas did. That Israel has an affirmative “duty” to defend itself, not simply a passive “right.” That the United States will make good on its commitment to a Jewish state not with feeble statements of solidarity but with the surge of military force. A few days later, in an interview with “60 Minutes,” he called the assault “barbarism that is as consequential as the Holocaust.” We need political leaders who maintain the capacity to call out barbarism by name and who commit themselves to its defeat. We need it especially on the political left, certain corners of which waited only a few days before returning to their usual program of denouncing Israel for its alleged or anticipated war crimes. These are the same people who sometimes pretend to believe in Israel’s right to self-defense but offer no plausible strategy for how Israel can exercise it against a terrorist enemy that hides behind civilians. We also need Biden’s leadership given the moral void on the right. I spent the years of Donald Trump’s presidency being hectored by a certain type of Jewish conservative who insisted that Israel had never had a better friend in the White House. Today, Trump takes a dimmer view of Netanyahu — less because of his failed performance than because he can’t forgive the prime minister for calling Biden in 2020 to congratulate him on his victory. Four days after the Hamas attacks, Trump also called Hezbollah, without reprobation, “very smart.” About Vladimir Putin, he said, “I got along with him very good.” Very good. Very smart. The Republican frontrunner. Now Biden is going to Israel. It’s a brave trip, even for a president with his vast security apparatus, given that Hamas’ rockets continue to fall indiscriminately on Israel and a second front with Hezbollah could open at any time. He is going, almost surely, to do what he does best: console the bereaved and bereft, give courage to those in fear. This is statesmanship in the teeth of far-left opposition and incessant right-wing criticism. It’s the president’s finest hour. I have seen some criticism that the hidden purpose of the trip is for Biden to hug Israel close so that he can stay its hand, or at least slow it. I doubt it, since he could hardly have been clearer in his “60 Minutes” interview

That path is a long one, but Biden gets the big thing right — the former is the basic precondition for the latter. No Israeli leader can ever allow a Palestinian state to exist if a group like Hamas has even the whisper of a chance of gaining power. I expect Biden to caution Israel’s war Cabinet that a military campaign that concludes with a long-term Israeli occupation of Gaza would be a Pyrrhic victory. I expect the Israelis to reply that they cannot be asked to eliminate Hamas as Gaza’s dominant military and political actor without the cooperation of the United States and moderate Arab regimes, particularly Egypt. This is not a confrontation; it’s a potentially fruitful dialogue that will work much better once Netanyahu is out of office and cannot put his personal needs ahead of the national interest. I also hope that Biden’s leadership can remind the decent left — and what’s left of a decent right — of what American moral leadership looks like. To stand with our allies and hold our friends. To see our enemies for what they are and treat them accordingly. To remind ourselves that as others see us, so should we see ourselves: as the last best hope of Earth.

AN JUAN – Los representantes por el Partido Popular Democrático, Héctor Ferrer, Deborah Soto y Estrella Martínez condenaron enérgicamente la posible pérdida de $13.8 millones en Educación para la compra e instalación de 300 vagones en 121 escuelas bajo la categoría de fondos de emergencia. “Una vez más mientras se ponen en peligro los fondos destinados para resolverle los problemas a la gente, Pedro Pierluisi y Jennifer González están dejando que estas cosas pasen”, expresó Ferrer Santiago. Según los datos publicados, el Departamento de Educación solicitó fondos para la compra e instalación de 300 vagones en 121 escuelas bajo la categoría de fondos de emergencia. A pesar de que FEMA aprobó $13.8 millones para este propósito hace dos años, la

In June, Madonna was hospitalized shortly before the tour’s scheduled debut in Canada. Scientists offer a new explanation for long COVID By PAM BELLUCK

team of scientists is proposing a new explanation for some cases of long COVID, based on their findings that serotonin levels were lower in people with the complex condition. In their study, published Monday in the journal Cell, researchers at the University of Pennsylvania suggest that serotonin reduction is triggered by remnants of the virus lingering in the gut. Depleted serotonin could especially explain memory problems and some neurological and cognitive symptoms of long COVID, they say. Why it matters: New ways to diagnose and treat long COVID This is one of several new studies documenting distinct biological changes in the bodies of people with long COVID — offering important discoveries for a condition that takes many forms and often does not register on standard diagnostic tools such as X-rays. The research could point the way toward possible treatments, including medications that boost serotonin. And the authors said the biological pathway that their research outlines could unite many of the major theories of what causes long COVID: lingering remnants of the virus, inflammation, increased blood clotting and dysfunction of the autonomic nervous system. “All these different hypotheses might be connected through the serotonin pathway,” said Christoph Thaiss, a lead author of the study and an assistant professor of microbiology at the Perelman School of Medicine at the University of Pennsylvania. “Second of all, even if not everybody experiences difficulties in the serotonin pathway, at least a subset might respond to therapies that activate this pathway,” he said. “This is an excellent study that identifies lower levels of circulating serotonin as a mechanism for long COVID,” said Akiko Iwasaki, an immunologist at Yale University. Her team and colleagues at the Icahn School of Medicine at Mount Sinai recently published a study that identified other biological changes linked to some cases of long COVID, including levels of the hormone cortisol. These studies could point to specific subtypes of long COVID or different biological indicators at different points in

The backstory: A series of disruptions set off by bits of virus in the gut Researchers analyzed the blood of 58 patients who had been experiencing long COVID for between three months and 22 months since their infection. Those results were compared to blood analysis of 30 people with no post-COVID symptoms and 60 patients who were in the early, acute stage of coronavirus infection. Maayan Levy, a lead author and assistant professor of microbiology at the Perelman School of Medicine, said levels of serotonin and other metabolites were altered right after a coronavirus infection, something that also happens immediately after other viral infections. But in people with long COVID, serotonin was the only significant molecule that did not recover to pre-infection levels, she said. The team analyzed stool samples from some of the long COVID patients and found that they contained remaining viral particles. Putting the findings in patients together with research on mice and miniature models of the human gut, where most serotonin is produced, the team identified a pathway that could underlie some cases of long COVID. Here’s the idea: Viral remnants prompt the immune system to produce in-

fection-fighting proteins called interferons. Interferons cause inflammation that reduces the body’s ability to absorb tryptophan, an amino acid that helps produce serotonin in the gut. Blood clots that can form after a coronavirus infection may impair the body’s ability to circulate serotonin. Depleted serotonin disrupts the vagus nerve system, which transmits signals between the body and the brain, the researchers said. Serotonin plays a role in short-term memory, and the researchers proposed that depleted serotonin could lead to memory problems and other cognitive issues that

many people with long COVID experience. “They showed that one-two-three punch to the serotonin pathway then leads to vagal nerve dysfunction and memory impairment,” Iwasaki said. There are caveats. The study was not large, so the findings need to be confirmed with other research. Participants in some other long COVID studies, in which some patients had milder symptoms, did not always show depleted serotonin, a result that Levy said might indicate that depletion happened only in people whose long COVID involves multiple serious symptoms. What’s next: A clinical trial of Prozac Scientists want to find biomarkers for long COVID — biological changes that can be measured to help diagnose the condition. Thaiss said the new study suggested three: the presence of viral remnants in stool, low serotonin and high levels of interferons. Most experts believe that there will not be a single biomarker for the condition, but that several indicators will emerge and might vary, based on the type of symptoms and other factors. There is tremendous need for effective ways to treat long COVID, and clinical trials of several treatments are underway. Levy and Thaiss said they would be starting a clinical trial to test fluoxetine, a selective serotonin reuptake inhibitor often marketed as Prozac, and possibly also tryptophan. “If we supplement serotonin or prevent the degradation of serotonin, maybe we can restore some of the vagal signals and improve memory and cognition and so on,” Levy said.

The easiest brownies are mixed and baked in the same pan

still-warm brownie — chewy on the inside with a shiny, crackly top — and a glass of milk is the kind of after-school snack fantasy that never fades

away. But how many times have I acted this out? Not nearly enough, despite my adult baking skills and the freedom to whip up a pan of the fudgy treats anytime the craving strikes. Maybe that’s because by the time I’ve measured and mixed the batter, poured it into a parchment-lined pan and baked it, that childhood longing has been tamped down by more sensible and mature inclinations. This brownie recipe is the antidote to all that grown-up moderation. I created it for my new YouTube show, “Shortcut vs. Showstopper.” The goal was to come up with the best easy brownie recipe imaginable, and compare it with my very sophisticated recipe for olive oil brownies with sea salt. And it is so easy. Mixed and baked in one skillet, you don’t have time for second thoughts. And leaving the brownie in that skillet for serving, instead of cooling and cutting it into neat bars, is an invitation to dig right in, preferably while its belly is warm, gooey and a little wobbly. And while you’re at it, adding a scoop of ice cream never hurts, especially since it melts into a custardy puddle, soaking into the fudgy confection.

The only potential sticking point in this recipe concerns exactly that — finding the right skillet to use so the batter doesn’t irretrievably glue itself to the pan after baking. I swear by my ceramic nonstick skillet, but other options will work, including a very well-seasoned cast-iron or carbon-steel pan, or a regular, oven-safe nonstick skillet. (Many nonstick skillets are oven-safe to 350 degrees, which is the temperature called for here.) Word of warning: Don’t try this in your stainlesssteel skillet. If you do, the underside of the brownie will adhere to the pan until you chisel or soak it off. I can tell you this from sad past experience. If you lack the right skillet for this, don’t fret. Just mix the batter in a saucepan, pour it into a greased 9-inch square pan and bake as directed. But don’t overbake. For this recipe, err on the side of under rather than overdone. As soon as the top of the brownie looks dry, press your finger lightly in the center; it should feel like Jell-O under the surface. Skip inserting a toothpick, which would emerge covered in chocolate and won’t help you anyway. Then, find a spoon and a glass of milk. Snack time has arrived.

Easy skillet brownies These simple brownies are mixed and baked in the same skillet. Chewy and fudgy, they’re everything you want in a brownie but faster and with less mess to clean up. If you don’t have an ovenproof nonstick skillet (preferably ceramic, or you could try this in a very wellseasoned cast-iron pan), pour the batter into a greased 9-inch square pan for baking. You can let the brownies cool and cut them into wedges or squares. Or, serve them warm from the oven and straight from the pan, preferably with a scoop of ice cream plopped on top. Yield: 8 to 12 brownies Total time: 40 minutes, plus cooling Ingredients: 3/4 cup/185 grams unsalted butter 6 ounces bittersweet chocolate, coarsely chopped

(about 1 cup) 1/2 teaspoon fine sea or table salt 1 1/2 cups/300 grams sugar 3 large eggs 2 teaspoons vanilla extract 3/4 cup/95 grams all-purpose flour 3/4 cup/110 grams walnut or pecan pieces (optional) Flaky sea salt (optional) Ice cream, for serving (optional) Preparation: 1. Heat oven to 350 degrees. In an ovenproof 10or 11-inch nonstick skillet (preferably ceramic nonstick) set over medium-low heat, combine the butter, chocolate and salt. Let butter and chocolate melt, stirring occasionally. Turn off the heat. 2. Carefully whisk in sugar until smooth, then whisk in eggs and vanilla. Finally, whisk in flour until no streaks remain. Using a spatula, fold in the nuts, if using. Smooth top and sprinkle lightly with flaky sea salt if you like. 3. Bake until the top is set, the center is soft and the edges are firm and start to pull away from the pan, 20 to 27 minutes. (A toothpick inserted into the center will come out gooey.) Transfer to a wire rack to cool. You can serve these still a little warm and straight from the pan, with ice cream on top if you like. Or, let cool completely before slicing into wedges or bars.

La hipoteca a ejecutarse en el caso de epígrafe fue constituida mediante la escritura de hipoteca número 67 otorgada en Mayagüez, Puerto Rico, el día 21 de marzo de 2007, ante el Notario Félix Oscar Rivera Borges, y consta inscrita al Tomo Karibe de Añasco, finca número 10,117, en el Registro de la Propiedad de Mayagüez, inscripción Quinta (5ta). nder the motto “The Future Is on the Field” with the aim of highlighting new talent in the island’s ballparks and in commemoration of its 85th anniversary, the Roberto Clemente Professional Baseball League of Puerto Rico (LBPRC by its Spanish initials) will open its 2023-2024 season on Friday, Nov. 3 at Isidoro García Stadium in Mayagüez, where the defending champion Mayagüez Indians will host the runner-up Carolina Giants. The LBPRC’s main goal is to motivate Puerto Rican baseball lovers to visit the island’s parks to enjoy family entertainment in a healthy environment. “We have the participation of six teams and 40 games will be played in the regular series, where the best four teams will go to the postseason,” LBPRC President Juan A. Flores Galarza said in a press release. “It will consist of two best-of-seven semifinals for and the grand final for the best of nine games. WAPA Deportes will broadcast winter baseball For the fourth consecutive year, winter baseball will be televised by WAPA Deportes, which will broadcast 12 regular season games beginning with the season opener between Mayagüez and Carolina. Among the dates to be televised, the first weekend will feature the opening game (Nov. 3), the Santurce Crabbers vs. the Carolina Giants (Nov. 4) and the Caguas Criollos vs. the Santurce Crabbers (Nov. 5). In addition, the channel will broadcast all postseason games including the final series, which will determine the team that will represent Puerto Rico in the 2024 Caribbean Series at LoanDepot Park in Miami. Two new voices will call the games on WAPA Deportes – Javier Sabath and sports journalist José Encarnación – two young talents who are expected to appeal to the youth audience. Children 12 years old or younger will enter all parks free of charge accompanied by an adult with a paid ticket. In turn, every Sunday, children will be able to enjoy running the bases at the end of the games. Another initiative will be the celebration of “Roberto Clemente Day,” scheduled for Dec. 21, where players will wear the number 21 on their uniforms in honor of the immortal Hall of Famer. Fifty years after his death, Clemente remains one of the most revered figures in Puerto Rico and a Latin American icon. More Hall of Fame inductions For the second straight year, the LBPRC will hold inductions to the Puerto Rican Professional Baseball Hall of Fame (SFBPP), which was inactive for 26 years and was revived last year with the purpose of preserving the rich and extensive history of the winter league. A date for a press conference will be announced soon and the event is expected to take place during December. The SFBPP was established in 1991 by a group of athletes led by Rafael Costas and held four inductions during the period from 1991 to 1996, where 44 baseball figures were inducted.

Jorge Colón-Delgado, who serves as the league’s historian, has worked during the past few months with the investigation to choose with precise data the candidates for said tribute. The Most Valuable Player honor will now be called the José “Cheo” Cruz award because of Cruz’s impressive winter league record and because he always played in Puerto Rico even though he was a regular in the Major Leagues with the Houston Astros.

The Rookie of the Year will be renamed the Luis “Canena” Márquez award. Márquez was a recipient of this award and had a spectacular career ranking among the best 10 players in all offensive areas, after earning Rookie of the Year honors in 1944-45. The Import Player of the Year award will be called the Willard Brown award. Brown, a National Baseball Hall of Famer, was the greatest winter league hitter of all time, the only player to win two triple batting crowns, in 1947-48 and 1949-50; and the only one to win three batting championships, in 1946 -47 (.390), 1947-48 (.432) and 1949-50 (.353), among many other achievements. The Pitcher of the Year will be named the Juan “Terín” Pizarro award, after the winter league’s lifetime leader in strikeouts, ERA, and shutouts who also won the Triple Crown, among many other feats.

The Reliever of the Year award will now be the Luis “Mambo” de León award, after a player who had a consistent commitment to the winter league, excelling as a starting pitcher and reliever in both the island league and the Caribbean Series. The Manager of the Year will become the Mako Oliveras award, after the winningest manager in the history of the league with eight championships and two Caribbean series titles. Meanwhile, a new institutional award will be presented for the first time, the “Luis Rodríguez Olmo” Presidential Award, which will be awarded to the player who, at the discretion of the league president with the endorsement of the board of directors, has demonstrated a continuous and faithful commitment to the LBPRC as a worthy ambassador.
