or the third consecutive year, the Island of Puerto Rico joined the celebration of World Mental Health Day by illuminating the iconic Capitol building in the Capital City of San Juan in green. Representatives from entities across Puerto Rico gathered to emphasize the need for support from all agencies and organizations that contribute to raising awareness about the importance of addressing mental health issues, especially during these times when Puerto Rico faces numerous challenges related to violence, addiction, and depression. “This marks the third anniversary of the SOS Mental Health Movement in Puerto Rico, which is part of the October Mental Health Month celebration. We continue to raise awareness about the importance of addressing any mental health disorders. The collaboration between government agencies and the private sector has strengthened this initiative, leading more people to join each day to give greater visibility to the people of Puerto Rico on this issue. We aim to break stigmas and promote the acceptance of seeking help when mental health problems arise,” stated Attorney Marta Rivera Plaza, CEO of the San Juan Capestrano Hospital System. “The green lighting of such an iconic building as the Capitol is particularly significant because the color green is the international symbol of hope and mental health. As a society, we must come together to raise awareness

and eliminate the stigmas surrounding these conditions, adopting more compassionate approaches to emotional health to help the thousands of people whose personal, work, and community lives are impacted by the various challenges facing the population of Puerto Rico,” added Attorney Marta Rivera Plaza. he candidate for resident commissioner of Puerto Rico in Washington for the Popular Democratic Party (PDP), Pablo José Hernández Rivera, recently met with Democratic Senator Timothy ‘”Tim” Kaine, who since 2013 has represented his state of Virginia, of which he was also governor. “In my goal of promoting the economic development of Puerto Rico, we must gather all the good contacts and opportunities.

Senator Kaine is a good friend of Puerto Rico and is particularly remembered because he ran for vice president of the United States alongside Hillary Clinton in 2016. In our conversation we discussed the importance of tax incentives, bringing manufacturing that is now in other countries, back to the United States via Puerto Rico,” said the lawyer. “There is a national security issue where Puerto Rico can be a solution, in cases like what we now see in China and Taiwan.” Similarly, the issues of parity in federal programs such as SSI, SNAP, Medicare and

he Department of Economic Development and Commerce (DDEC by its Spanish initials), through its Federal Contracting Center (FeCC) office, announced that, from October 1, 2022 to September 30, 2023, $562,559,762 in federal contracts were awarded to companies in Puerto Rico. The benefiting companies specialize in services of lodging and food service, administrative services, agriculture, aviculture, fishing, training and recreation, finance and insurance, sanitation attention and social service; also information services, construction, professional services, science, technology, public administration, real estate, renting, transportation, warehousing and wholesaling. This achievement is in part the result of the services provided by the FeCC, an

The announcement was made by the representative for District #4 of San Juan, Víctor Parés, who also reported that he will be meeting with the acting secretary of the Department of Consumer Affairs (DACO),

Governor announces changes to hasten permits, denies it is JGo By THE STAR STAFF

overnor Pedro Pierluisi on Wednesday announced changes in the Permit Management Office (OGPe) to hasten the permitting process but denied he was doing it because of criticisms levied by Washington Resident Commissioner Jennifer Gonzalez, his challenger in the New Progressive Party primary. “It has absolutely nothing to do with the commissioner. In my case, I don’t need a messenger or a third party. I directly communicate with the industry, and we always deal with the industry’s complaints. The demand for (haste of) permits has been going on for decades. This is not new; we have been talking about permits and delays in construction permits for decades. What happens is that I am very punctual, speak with knowledge of the facts, and say exactly where there may be bureaucratic challenges and we are addressing them. I have someone 24/7 in La Fortaleza following up on pending endorsements, basically an official in La Fortaleza with access to the database to follow up on these things,” he said in an aside with reporters after speaking at Contractors Association Forum. He announced three changes that seek to hasten permitting. First, he announced that the Department of Natural

Resources and the Institute of Puerto Rican Culture have just signed collaboration agreements with the Permit Management Office to assign personnel to the permitting agency. The staff will have decisional authority to approve pending requests for construction permits. “We do it to expedite these matters because we are always monitoring the area of permits. he Financial Oversight and Management Board (FOMB) proposed Wednesday putting a cap on the inventory tax to allow time for a review of alternatives toward its elimination. The FOMB insisted on the repeal of the inventory tax arguing that it is critical to secure supplies for Puerto Rico, prepare for emergencies, and help families buy the products they need. “The tax hurts Puerto Rico families because it leads to

higher prices and lower inventories, including during natural disasters like Hurricane Maria when supplies are critical for survival and recovery, and it hurts business because it discourages investment,” the FOMB said in a statement. Freezing the inventory tax would immediately make more goods available and reduce retail prices, and improve the Puerto Rico business climate. “But eliminating the tax in a revenue neutral manner at this point would be difficult. Municipalities must not be worse off financially after a reform or repeal of the inventory tax to ensure they can deliver important services to their residents,” the Board said. The inventory tax accounts for $237 million of the total $447 million of personal property tax collections and constitutes a significant source of revenue for municipalities. In that regard, the Oversight Board recommended a temporary cap of the inventory tax at the level of current payments. “The cap would make more goods available but also guarantee inventory tax revenue equal to highest annual collections from prior three years, so municipal finances would not suffer a decline in revenue while businesses increase their inventory and investments without an additional tax burden. Such a cap would not affect other taxes,” the FOMB said. The Oversight Board also suggested that during the period of the inventory tax cap a committee representing mayors and the Municipal Revenue Collection Center (CRIM) study and review appropriate alternative options. As the STAR has reported, the FOMB besides repealing the inventory tax, also has said it supports the repeal of personal

property taxes, which is the tax generally imposed on certain assets that can be touched and moved, such as cars, livestock, or equipment as long as alternatives to eliminate them are revenue neutral. One option for reform is Puerto Rico’s real property tax system given that the tax is currently constrained due to exemptions and exonerations. Further reform of the real property tax system may provide the revenue needed to make up for and thus eliminate personal property taxes, the Board has said. House Treasury Committee Chairman Jesus Santa said the legislature does not support making changes to the property tax system.

he island is currently undergoing numerous reconstruction projects. However, many believe there should be more projects underway, considering Hurricane Maria struck six years ago. The topic of the island’s reconstruction has been a contentious one, as is the process for initiating specific projects. Transparency is another issue that many criticize the government for. However, this does not seem to be a problem for Caguas Mayor William Miranda Torres. On Wednesday, he hosted an event at the Caguas’s Fine Arts Center, inviting various public service providers, citizens and former Puerto Rico Governor Aníbal Acevedo Villa. During the event, the mayor shared a message about the “achievements” the city has accomplished throughout 2022-2023, including reconstruction projects related to hurricanes Maria and Fiona. The hall was packed with people as the mayor made his classic entrance on the red carpet before delivering his message. He discussed topics such as entrepreneurship, infrastructure, road stability, education, public security, and various other subjects. One of the highlights of the past fiscal year is the investment of $10 million in 148 million pounds of asphalt to repair the roads. “This is the largest road-paving investment in the past 11 fiscal years. We understand that more is needed, but we are making progress and continue to seek the best solutions for Caguas,” said Mayor Miranda Torres. Another noteworthy project highlighted at the event was “Move Freely.” Transportation is crucial for a city to function effectively. People need to reach their destinations on time, which, in turn, drives the local economy. “Move Freely” was described as an initiative for collective public transportation, working in collaboration with the Department of Citizen Mobility. “We already had a public transportation system in place, but the significant difference is that, since the beginning of this year, the service is completely free,” noted Miranda Torres. He added, “during the first six months of ‘Move Freely,’ along with new trolley routes, we transported approximately 60,774 passengers around the city. This initiative has been highly successful and allows residents to save money

on gas and other transportation expenses.” Regarding initiatives for citizen mobility, Miranda Torres announced plans to expand services and renew vehicles. Two auctions worth almost four million dollars have already been awarded for this purpose. Additionally, they will invest $5.9 million for six new trolleys and seven projects to improve the fixed-route system and establish safe routes for cyclists. These funds were approved this year by the Federal Highway Administration and the Highways and Transportation Authority. In terms of the city’s agenda for establishing and conserving green spaces, Mayor Miranda Torres stated that over $4 million has been invested in maintaining green areas on streets and municipal pathways. They have also successfully reinstated the “Recycle from the Heart” program in 10,000 households, fulfilling their commitment to citizens. Of course, the subject of the city’s electrical grid could not be overlooked, as it remains a contentious issue on the island. In this regard, Mayor Miranda Torres had some positive news to share. They have undertaken a special project to enhance street lighting in the city, with an investment of $73,000. An auction has already been held for improvements to solar public lighting in the Villa Turabo urbanization, which will receive an investment of $1.74 million. This new modern system offers better lighting and battery efficiency. Additionally, an innovative concept for public lighting on the city’s avenues has been developed, with an estimated investment of just over $8 million between FEMA and CDBG-DR funds. The designs have already been submitted to FEMA for approval. The mayor also stressed the importance of city security and the improvements made to the security department. A few months ago, The STAR reported on the installation of new security cameras throughout the city, along with investments in police equipment and drones to enhance security and surveillance. This emphasis on security was reiterated throughout the event, highlighting the city’s ambition to recruit new personnel. “Our goal is to increase our municipal police force. Cadets receive a monthly salary of $1,850, which increases to $2,353 once they graduate as Municipal Police. “In nearly 50 years of @Harvard affiliation, I have never been as disillusioned and alienated as I am today,” he wrote on X, formerly Twitter. Harvard’s silence, coupled with the student coalition letter, he said, “has allowed Harvard to appear at best neutral towards acts of terror against the Jewish state of Israel.” Monday night, and again with more force Tuesday, Harvard spoke. Its president, Claudine Gay, issued two statements, ultimately condemning “the terrorist atrocities perpetrated by Hamas” as “abhorrent.” A spokesperson said Gay was not available for comment. The debate over Israel and the fate of Palestinians has been one of the most divisive on campus for decades, and has scorched university officials who have tried to moderate or mollify different groups. But Summers’ pointed criticism raised questions about the obligation of universities to weigh in on difficult political matters. A famous 1967 declaration by the University of Chicago called for institutions to remain neutral on political and social matters, saying a university “is the home and sponsor of critics; it is not itself the critic.” But students over the years have frequently and successfully pressed their administrations to take positions on matters like police brutality, global warming and war. Summers said in an interview that he could understand the case for university neutrality in political disputes, but that Harvard had forfeited that prerogative by speaking out on many other issues. “When you fly the Ukrainian flag over Harvard yard, when you issue clear, vivid and strong statements in response to the George Floyd killing,” he said, “you have decided not to pursue a policy of neutrality.” But the controversy at Harvard is “a moment to think about the virtues of neutrality,” said Tom Ginsburg, faculty director of the newly created Forum for Free Inquiry and Expression at the University of Chicago. Ginsburg said he looked at 17 major universities and found that all but two released a statement about Ukraine. (The University of Chicago did not.) “Not one had a statement about the Ethiopia conflict, which started a year before,” he said, referring to a civil war that left thousands dead and displaced more than 2 million people. Avoiding statements allows the university to channel its energy into “more important

things,” Ginsburg said. “But that’s not the trend. Schools seem to be speaking out. And that’s why they find themselves in political trouble.” The Harvard student letter said, “For the last two decades, millions of Palestinians in Gaza have been forced to live in an open-air prison,” and concluded that as the war unfolded, “the apartheid regime is the only one to blame.” It was signed by groups including Amnesty International at Harvard, the Harvard Kennedy School Palestine Caucus and the Harvard Divinity School Muslim Association. Several student groups that signed the solidarity statement did not respond to messages. By Tuesday afternoon, organizers concealed the coalition’s groups, citing safety. In her response Tuesday, Gay said that “while our students have the right to speak for themselves, no student group — not even 30 student groups — speaks for Harvard University or its leadership.” That letter followed a more tepid letter Monday, signed by Gay and 17 other deans and administrators, saying they were ”heartbroken by the death and destruction,” expressing condolences to members of the Harvard community who had lost loved ones, and calling for “an environment of dialogue and empathy.” While Harvard faced heavy criticism from politicians, academics and Jewish groups, other universities braced for protest. Monday night, there was a vigil organized by pro-Israel students at the University of Florida. Tuesday, at California State University, Long Beach, a student group held a “Protest for Palestine.” And Bears for Palestine, at the University of California, Berkeley, has organized a campus vigil for Friday to “mourn the murder of our martyrs in Palestine.” With a number of like-minded statements coming from pro-Palestinian student groups, a number of university presidents issued their own responses that seemed to place the blame for the conflict squarely on Hamas. Saturday, Ron Liebowitz, president of Brandeis University, issued a statement condemning “terrorism such as we have seen today perpetrated against innocent civilians.” A statement Tuesday from New York University condemned the “indiscriminate killing of civilian non-combatants” as “reprehensible,” and acknowledged that the violence “will likely intensify the feelings of those on our campus who hold strong views on the conflict.”

In shipping, a push to slash emissions by harnessing the wind

ne ship was pulled across the sea with the help of an enormous sail that looked as if it belonged to a kitesurfing giant. Another navigated the oceans between China and Brazil this summer with steel and composite-glass sails as high as three telephone poles. Both harness a natural propellant that oceangoing vessels have depended on for centuries: the wind. And they’re part of a growing effort to move the shipping industry away from fossil fuels. “We want to decarbonize — why not use what’s available?” said Jan Dieleman, president of Cargill Ocean Transportation, which charters about 700 ships. “Wind is free fuel.” The worldwide shipping industry is responsible for

about 3% of the greenhouse gases that are dangerously heating the planet. That translates into about 1 billion metric tons of carbon dioxide and other gases annually, a figure that is rising as global trade increases. Some 11 billion tons of cargo are shipped by sea each year, accounting for as much as 90% of the world’s traded goods. Nearly all of it is enabled by burning heavy fuel oil, but that is beginning to change. Cargill chartered the Pyxis Ocean, a vessel that began its first wind-assisted voyage in August. It sailed from China to Brazil with two wings that turned to capture the wind and folded down when not in use. While each weighs 125 tons, Dieleman said it is a small proportion of the vessel’s carrying potential of 82,000 tons. Each sail can cut fuel usage by 1.5 tons per day, or 4.65 fewer tons of carbon dioxide emissions, and decrease fuel usage by 30%. The ship docked in Brazil last week. The French company Airseas developed a different design, the outsize kite. It is housed in a storage tank on a ship’s bow and deployed by cable and crane to slice nearly 1,000 feet into the sky, where winds blow strong. A prototype has been at sea for a year and a half, said Vincent Bernatets, the CEO and co-founder of Airseas. The design could slash fuel consumption by up to 40% on some routes, he said, adding that a major Japanese ship company has ordered five sails. Wind-powered ships still need a backup fuel to navigate harbors or to function when the air is still. But the idea is to

significantly reduce the reliance on fossil fuels. “Every ton of carbon you save is actually a third of a ton of fuel that you save,” Dieleman said. “We need to get the emissions profile down today.” Of a worldwide fleet of about 60,000 cargo ships, roughly 30 are wind-assisted, said Gavin Allwright, the secretary-general of the International Windship Association, a trade group. But as many as 10,700 merchant ships are projected to use wind propulsion by 2030, he said. “We think this will go much quicker,” Allwright said. “Is the industry going to adopt this? The answer is yes, increasingly so.” Nearly all nations have agreed to stop adding emissions from shipping to the atmosphere by 2050, a target that depends greatly on zero-carbon fuels, such as ammonia that is produced with wind or solar energy. But those fuels would be expensive, and toxic leaks are a concern. “It’s a bit of a battle of visions,” said John Maggs, the shipping policy director at Seas at Risk, a coalition of environmental groups that is based in Brussels. “Shipping is a very conservative industry, and of course the companies selling fossil fuels will be selling those alternative fuels.” Research has found that shipping emissions could be cut by up to 47% by 2030 through a combination of wind propulsion, new fuels and reduced speeds. Slowing down could also cut underwater noise and risks to whales. An estimated 20,000 whales are killed each year by ships, according to Friend of the Sea, which certifies fisheries and aquaculture for sustainability. Dozens of other wind-ships are in development, many in European countries like Britain, France, Norway and the Netherlands. Almost all are highly automated and equipped with sensors, with designs that include sails, rotors and parts that resemble vertical airplane wings. Their builders would not discuss the costs, but estimates for adding wind propulsion range from several hundred thousand dollars to more than $1 million. The payback period could be three to five years for retrofits and longer for new builds, Allwright said. The Swedish company Wallenius Marine is developing wind-powered ships with the aim of lowering vessels’ carbon emissions by as much as 90%. The company has sponsored Abba Voyage, a virtual concert performance featuring the Swedish pop band that has been running in London since last year. Richard Jeppsson, the senior vice president for windpowered projects with Wallenius Lines, said the company advised on the show’s sustainability, ensuring that water was recirculated and that renewable building materials were used. Wallenius has also secured the rights to name its windpowered vessels after Abba songs. Although the band’s song “Eagle” accompanies a promotional video, Jeppsson said an Abba song has yet to be chosen for one of the ships. “Some are better than others,” Jeppsson said. “Maybe not SOS.”

Hedge Funds Expected to Ramp up Returns on Higher Rates - BNP Survey I

nvestors expect hedge funds to produce higher returns with the prospect of interest rates staying higher for longer, a BNP Paribas investor survey showed on Wednesday. Interest rates in big developed economies have shot up since late 2021 to contain inflation, with resilience in the U.S. economy adding to a sense that rates will likely stay higher for longer than initially expected. Investors now expect hedge funds to return an average of 9.75% annually within an average of 19 months, up from 6.85%, according to the survey. However, hedge funds themselves think this will take longer, up to 29 months, the survey showed. “There is a lag for hedge funds to catch up in the rising rate environment,” said Marlin Naidoo, global head of capital introduction at BNP Paribas. “The question now is whether investors will be willing to wait - because that is where the gap is,” said Naidoo. BNP Paribas said historical evidence shows hedge funds tend to perform well in higher and stable interest rate environments and less so when rates are lower. When central banks are in a tightening or loosening cycle, hedge fund performance is not correlated to rising and falling rates, it added. Stripping away the general rise in the MSCI index of world stocks, hedge funds posted on average a 1.10% better performance than three-month Treasury bills from January 2022 to August 2023, BNP Paribas said. Only four of the central banks overseeing the 10 most heavily traded currencies held rate setting meetings in August. Until then, the total 2023 year-to-date tally for G10 central banks was 1,075 bps of tightening across 33 hikes. Most of the hedge fund managers interviewed agreed with their investors about potential returns and 62% said they should outperform the risk-free rate by 6% or more. Nearly half of the investors surveyed planned to move money to a different hedge fund strategy they thought would outperform in a higher rate environment. The strategies of choice included systematically traded commodity trading advisors, corporate bond trading and actively managed macroeconomic portfolio trading. Lacklustre returns might ultimately turn investors’ attention from the hedge fund industry to other kinds of investments considered alternative but with better performance, suggested family office investor Michael Oliver Weinberg. “Even if hedge funds achieve a 10% net return with 5% returns on cash, that’s only a 5% return from risk. Whilst today one can get higher equity like returns with credit like risk from senior, covenant heavy, secured private credit and real estate,” said Weinberg. How Israel’s feared security services failed to stop Hamas’ attack By RONEN BERGAMAN and PATRICK KINGSLEY

hortly before attackers from Gaza poured into Israel at dawn on Saturday, Israeli intelligence detected a surge in activity on some of the Gazan militant networks it monitors. Realizing something unusual was happening, they sent an alert to the Israeli soldiers guarding the Gazan border, according to two senior Israeli security officials. But the warning wasn’t acted upon, either because the soldiers didn’t get it or the soldiers didn’t read it. Shortly afterward, Hamas, the group that controls Gaza, sent drones to disable some of the Israeli military’s cellular communications stations and surveillance towers along the border, preventing the duty officers from monitoring the area remotely with video cameras. The drones also destroyed remote-controlled machine guns that Israel had installed on its border fortifications, removing a key means of combating a ground attack. That made it easier for Hamas assailants to approach and blow up parts of the border fence and bulldoze it in several places with surprising ease, allowing thousands of Palestinians to walk through the gaps. These operational failures and weaknesses were among a wide array of logistical and intelligence lapses by the Israeli security services that paved the way for the Gazan incursion into southern Israel, according to four senior Israeli security officials who spoke on the condition of anonymity in order to discuss a sensitive matter and their early assessment of what went wrong. The brazen infiltration of more than 20 Israeli towns and army bases in that raid was the worst breach of Israel’s defenses in 50 years and shattered the nation’s sense of security. For hours, the strongest military in the Middle East was rendered powerless to fight back against a far weaker enemy, leaving villages defenseless for most of the day against squads of attackers who killed more than 1,000 Israelis, including soldiers in their underwear; abducted at least 150 people; overran at least four military camps; and spread out across more than 30 square miles of Israeli territory. The four officials said the success of the attack, based on their early assessment, was rooted in a slew of security failures by Israel’s intelligence community and military, including: — Failure by intelligence officers to monitor key communication channels used by Palestinian attackers; — Overreliance on border surveillance equipment that was easily shut down by attackers, allowing them to raid military bases and slay soldiers in their beds; — Clustering of commanders in a single border base that was overrun in the opening phase of the incursion, preventing communication with the rest of the armed forces; — And a willingness to accept at face value assertions by Gazan military leaders, made on private channels that the Palestinians knew were being monitored by Israel, that they were not preparing for battle.

Hamas stayed out of two fights in the past year, allowing Palestinian Islamic Jihad, a smaller armed group in Gaza, to take on Israel alone. Last month, Hamas leadership also ended a period of rioting along the border, in an agreement brokered by Qatar, giving the impression that it was not looking for an escalation. In calls, Hamas operatives, who talked to one another when tapped by Israeli intelligence agents, also gave the sense that they sought to avoid another war with Israel so soon after a damaging two-week conflict in May 2021, according to two of the Israeli officials. Israeli intelligence, they said, is now looking into whether those calls were real or staged. The next failure was operational. Two of the officials said that the Israeli border surveillance system was almost entirely reliant on cameras, sensors and machine guns that are operated remotely. Israeli commanders had grown overly confident in the system’s impregnability. They thought that the combination of remote surveillance and arms, barriers above ground and a subterranean wall to block Hamas from digging tunnels into Israel made mass infiltration unlikely, reducing the need for significant numbers of soldiers to be physically stationed along the border line itself. With the system in place, the military started reducing the number of troops there, moving them to other areas of concern, including the West Bank, according to Israel Ziv, a retired major general who commanded ground forces in the south for many years, served as the head of the Israel Defense Forces’ Operations Division from 2003-05, and was recently recruited into the reserves again because of

the war. “The thinning of the forces seemed reasonable because of the construction of the fence and the aura they created around it, as if it were invincible, that nothing would be able to pass it,” he said. But the remote-control system had a vulnerability: It could also be destroyed remotely. Hamas took advantage of that weakness by sending aerial drones to attack the cellular towers that transmitted signals to and from the surveillance system, according to the officials and also drone footage circulated by Hamas on Saturday and analyzed by The New York Times. Without cellular signals, the system was useless. Soldiers stationed in control rooms behind the front lines did not receive alarms that the fence separating Gaza and Israel had been breached, and could not watch video showing them where the Hamas attackers were bulldozing the barricades. In addition, the barrier turned out to be easier to break through than Israeli officials had expected. That allowed more than 1,500 Gazan fighters to surge through nearly 30 points along the border, some of them in hang-gliders that flew over the top of the barricades, and reach at least four Israeli military bases without being intercepted. Photos shared by one of the Israeli officials showed that scores of Israeli soldiers were then shot as they slept in their dorms. Some were still wearing their underclothes. The second operational failure was the clustering of leaders from the army’s Gaza division in a single location along the border. Once the base was overrun, most of the senior officers were killed, injured or taken hostage, according to two of the Israeli officials. That situation, combined with the communication problems caused by the drone strikes, prevented a coordinated response. This kept anyone along the border from grasping the full breadth of the assault, including the commanders who rushed from elsewhere in Israel to launch a counterattack. “Understanding what the picture was of the different terrorist attacks was very difficult,” said Brig. Gen. Dan Goldfuss, an Israeli commander who helped lead the counterattack. The fallout has been catastrophic for Israel’s security, as well as potentially damaging to its reputation in the region as a reliable military partner. Before Saturday, “Israel was an asset to many countries in the region on security issues,” Guzansky said. “The image now is that Israel is not an asset.” The Israeli security services do not dispute the scale of their initial failure. But they say that it can be investigated only after the war ends. “We’ll finish this,” said Lt. Col. Richard Hecht, a military spokesperson, as the army attempted to regain control of the communities Saturday. But, he said, “You know that this will be investigated.”

powerful earthquake struck Herat province in Afghanistan near the border with Iran early Wednesday, several days after two major quakes in the same area killed more than 1,000 people. The magnitude 6.3 temblor struck northwestern Afghanistan at 5:22 a.m. at a depth of about 6 miles, according to the U.S. Geological Survey. The epicenter was just outside Herat City, the provincial capital and one of the country’s cultural and economic hubs. The latest episode sent people in Herat City running out of their homes for the second time in five days. Thousands of others had already been sleeping outside in tents, or in makeshift shelters made of blankets and tarp, still terrified from the dual quakes that rocked the area Saturday. “When my body started shaking I realized it was another quake,” said Nadar, 52, who goes by one name, and who had been sleeping in his yard. “Everyone sleeping out-

Bright lights illuminating the hallway flickered and went dark as guests ran out of the building. When the shaking subsided, parts of the concrete walls

had broken off, and pieces of the ceiling in some rooms had crashed to the floor. Mohammad Reza, a doctor in Herat, had been sleeping in his house, hoping the aftershocks from Saturday’s quakes had finally subsided. “I thought that it was all over,” said Reza, 28. When he woke to the walls shaking, he sprinted fromf the house barefoot, through the yard and to the alley outside. “I was so scared and shocked, now I feel dizzy and I’m just throwing up,” he added. The Saturday quakes, both of which were also 6.3 magnitude, caused mud-brick homes in several districts to come crashing down. At least seven tremors followed There was optimism that the Wednesday quake would be less destructive. The buildings in Herat City are mostly made from concrete — not mud-brick, as in districts that saw the worst devastation Saturday — and many people were sleeping outside. Still, at Herat’s regional public hospital, ambulances raced in and out of the gate Wednesday morning carrying dozens of in-

jured people. Outside the intensive care unit, dozens of doctors and nurses stood at a makeshift triage station and swarmed the ambulances as each new wave of patients arrived. They bandaged bloodied arms and legs, rolled out IVs on rickety metal stands and tried to calm people crying with fear as their loved ones were treated. One man in a dirt-covered orange salwar kameez, a traditional loosefitting garment, carried a young boy to the triage station and laid him down on the pavement. After the initial quake Saturday morning, they had come from Nawabad village, on the outskirts of Herat, in an Army Ranger vehicle. As doctors inserted an IV into the boy, the man stood up in tears and let out a shriek. “There’s nothing left!” he cried, before pleading with hospital staff members to let him check the morgue for other relatives who were still missing from the weekend disaster, which leveled homes in his village. “Please,” he begged. “Just let me go and check the dead bodies.”

anada said over the weekend that it had agreOn patrol on a ruined street in a ruined city in a ruined corner of eastern Ukraine, a sprawling war is condensed to a few hundred yards in every direction, including into the sky. “Drone,” Oleg, 23, a soldier in the 79th Air Assault Brigade, said as the whirring of what sounded like a lawn mower grew closer. “We keep going,” he said. Russian attack drones were one more danger in a life full of them. “You have seen our location — it is always under fire,” Oleg said. “It is very difficult to hold these lines.” The 79th was dispatched to stabilize the defense of a crucial sector of the front around the city, Marinka, more than a year ago. They have been there ever since. The outfit, along with other air assault brigades — elite units — are constantly engaged in skirmishes with Russian forces on a front line that stretches hundreds of miles. The motto of the assault brigades — “always first” — is a testament to the fact that they are often assigned the most challenging and deadly jobs. In the forest belts of eastern Ukraine, the Russian forces continue to mount relentless assaults in a maze of scorched pines. “Russians use almost the entire nomenclature of its weapons in these forests,” said Evgeny, a 45-year-old unit commander in the 95th Air Assault Brigade. Whether it’s grenades launched from trenches a few hundred yards away or 1,100-pound bombs dropped from warplanes, the bombardment rarely lets up. While attention has shifted to the south, where Ukrainian forces have been battling since June to break through heavily fortified Russian lines and divide the occupation forces, furious fighting rages on the eastern front, too. It is a sprawling area that cuts a path through woodland around the cities of Kupiansk and Kreminna near the Russian border, along the cratered hills surrounding the ruined city of Bakhmut, to the apocalyptic wastelands around Marinka and Vuhledar, where the Donetsk region ends and the southern Zaporizhzhia region begins. In some places, Ukrainian forces are on the defensive. In others, including around

Along much of the eastern front, they are simply fighting to hold the line against a daily barrage of shelling. Stretchers stained with blood are nestled alongside the splintered stumps of trees blasted apart by shelling. Evgeny acknowledged that his soldiers were fatigued after so many months of brutal combat. But they know why they are fighting, he said, and that gives them an advantage. “We did not invite the Russians here, so they must be expelled,” Evgeny said. “Everyone understands that it is difficult and you can lose your life here. But someone has to do it.” Outside Bakhmut, where the Ukrainian forces are on the offensive, soldiers with the 80th Air Assault Brigade took in a moment of quiet as they prepared to rain a hail of metal and fire on the Russian troops. “It doesn’t matter if it’s an attack or a defense,” said Yaroslav, 32, the commander of an artillery unit. “The task of any artillery is always to support the infantry,

counter-battery combat and direct destruction of the enemy.” The call went out to mount up and the soldiers jumped into a truck carrying a rocket system known as a Grad. They hurtled across fields pockmarked by shells, making sharp turns. Upon halting, the men jumped out and set up the rocket battery. They adjusted the range before dashing back, out of the way of the tongues of fire unleashed as rocket engines lit up the night sky. They repeated the operation one more time before taking off, mindful that Russian troops could detect their position and fire back. Yaroslav said that he did not know if the rockets would hit any Russian positions but, he noted, that was not the point of this operation. “In principle, it is actually very difficult to kill a person,” he said. “I tried to do it more than once and it takes a lot of effort.” Sometimes, he said, it is enough just to silence the opposing guns. “There are times when our forces come under enemy artillery fire. And in order to preserve their lives, it is necessary to make it so that enemy artillery cannot work,” he said. “It is not necessary to kill them for this. But it is necessary to make them shut up.” It is hard to comprehend just how many

shells explode across the vast front line every hour of every day. Over four days in August, in one small area of the northeast, Russian forces fired artillery 2,581 times, launched 67 airstrikes and mounted 23 ground assaults, according to Serhiy Cherevaty, a spokesperson for the Ukrainian military in the east. The gigantic holes left by bombs dropped by planes cut across the trails that soldiers use to reach forward positions. Nothing survives those blasts, not even the trees that were rooted there for decades. Past the craters, hidden in the dappled forest light, the extensive underground network that is Ukraine’s first line of defense comes into view. Evgeny, the unit commander in the 95th, said that the Russian forces were trying to advance in the northeast to tie down Ukrainian troops and prevent them from being dispatched to the offensive in the south. “I don’t know what kind of motivation you need to have to just go and die in this forest,” he said, referring to the Russian forces. “ For every meter of land, they pay hundreds of lost soldiers.” Oleg, the soldier from the 79th, goes by the call sign Ares, the Greek god of war. But all he wants is peace, he says. “I want to start a family, build a house and plant a tree,” Oleg said. “I want to live the life of a normal person.” There is nothing normal about the area he helps to defend outside Marinka. Road signs litter the ground, torn by shrapnel. Houses have been razed to their foundations and those that still stand are mere shells with no windows, no doors, no roofs. Clumps of fur around the skeletal remains of a dog ruffle in the wind. The front line here has barely moved since the fullscale Russian invasion 18 months ago, but it remains fiercely contested. “We can say that this is the center of important logistics arteries of Ukraine,” Oleg said. “That is why we hold this front, and we understand that behind us are important Ukrainian cities and settlements.” Evgeny said that he believed the fighting spirit of his soldiers remained strong. “This is our land,” he said. “And we must win this war. And we will definitely do it. But the question is how long it will take and how many people will die.”

How the extraordinary became normal in Catholicism By ROSS DOUTHAT

he Francis era in Roman Catholicism is a good example of how the abnormal and even extraordinary can come to feel, with enough repetition, old hat and status quo. The wildness of the last decade is undeniable: the first papal resignation in centuries, the elevation of a new pope who began casting about for the means to alter Catholic teaching, the attempted rebellions by that pope’s own cardinals, the growing threats of schism from both the traditional and progressive wings of the church. For a long time, there was grab-you-by-the-lapels urgency to writing about all this. Wherever the reader stood, Catholic or non-Catholic, it was important to convey the sheer drama enveloping the world’s largest religious institution. Yet as the latest act unfolds in Rome, with the gathering of bishops and laypeople called “the synod on synodality,” the feeling now is more one of repetition and familiarity. Once again, as he did with previous synods, Pope Francis has convened a discussion that is supposedly open-ended, dialogic, the Holy Spirit blowing where it wills — but in practice seems intended to provide cover

for the pope himself, the only real decider, to bring the church more into alignment with the culture of the postSexual Revolution West. Once again, progressive expectations are being raised as important shifts are telegraphed — the possibility of blessings for same-sex relationships, the possibility of women being ordained to the diaconate. Once again, conservative cardinals are trying to organize against such changes, with dramatic public statements and questions (the so-called dubia) put directly to the pope. And once again with this papacy’s theological dramas, there are sex scandals in the background. One of the synod’s shepherds is Francis’ new doctrinal steward, his longtime Argentine collaborator Archbishop (now Cardinal) Víctor Manuel Fernández, who was elevated despite a checkered record handling clerical sex abuse. Then further back in the Roman shadows is the simmering scandal of priest and artist Father Marko Rupnik, a celebrated painter of creepy, holloweyed icons who is accused of abusing women in his community in disgusting and sacrilegious ways — and whose repeated rehabilitations suggest he enjoys some kind of special favor in the Vatican. This all sounds potentially dramatic, but with the repetition comes the sense that we know how the drama will play out. The pattern where accused abusers or abuse enablers somehow stay in favor so long as they’re understood to be on the pope’s “team” is a familiar one in this pontificate, and the church’s polarization means that mostly conservatives complain about it, while the secular media’s sympathy for Francis limits the frenzies that would have attended similar scandals under Benedict XVI. Meanwhile, the conservative rebellions against the pope have proved self-limiting so far, because of the self-contradictions involved in conservative resistance to papal authority and the lack of effective mechanisms for such resistance, short of actual schism. (Even the most outspoken papal critic in the American episcopate, Bishop Joseph Strickland of Texas, has acknowledged that he would comply if removed from office.) In his turn, Francis has been careful not to risk forcing a schism upon his critics. In this sense, the headlinegrabbing pre-synod news that the pope is open to blessings for gay couples looks like a continuation of the approach he took on Communion for divorced and remarried Catholics in an earlier round of synodal controversy. It combines a formal reassertion of Catholic teaching — in this case, on the impossibility of same-sex marriage — with a tacit permission slip for individual priests to make their own decisions about offering blessings, so long as those decisions are not themselves

formalized into any kind of rule or rubric. The intended balancing act is to frame liberalization as exceptional and case-by-case so that the church’s progressives get the innovations that they want in practice, while conservatives reassure themselves that the formal theory of the church is still intact. This is plainly a balancing act only for the short term, rather than a vision for the long-term unity of the church. In Catholicism’s more liberal precincts, in Germany and elsewhere, it’s clear that case-by-case exceptions will be welcomed only as a means to further change on the entire array of contested points. On the conservative side, nobody is actually fooled by what the Vatican is doing (or reassured by the sententious invocations of the Holy Spirit), and alienation will deepen the longer the papacy pursues its current strategy, with rupture remaining impossible only until it suddenly is not. But at 86, Francis isn’t likely to be pope for the long term, and it seems unlikely that he will break from his approach if he lives to this synod’s end in 2024. Rather, the safe bet is a continuation of the drama that we’ve watched thus far, in which the gyre widens a bit more, a bit more — but the culmination, be it transformation or disaster, awaits for his successor.

Esta iniciativa busca que los agricultores consulten con personal del DA sobre sus interrogantes, conozcan de primera mano los programas disponibles y accedan a servicios en línea. “Estamos acercando los servicios a todos nuestros agricultores en puntos estratégicos donde puedan llegar y solicitar los servicios que tenemos en el Departamento para ellos a través de nuestras agencias adscritas. Reconocemos que en muchas ocasiones no reciben ayudas siendo elegibles por falta de orientación. How the humble paperback helped win World War II By JENNIFER SCHUESSLER

hen American soldiers fought on the battlefields of World War II, they were carrying more than weapons. They also carried ideas — quite literally. The Armed Services Editions, a series of specially designed pocket-size paperbacks, were introduced in the spring of 1943. Over the next four years, roughly 120 million were printed, finding their way everywhere from the beaches of Normandy to German POW camps to remote Pacific islands. The program, one of the more heroic chapters in American publishing history, is the subject of “The Best-Read Army in the World,” an exhibition at the Grolier Club in Manhattan. The show, on view through Dec. 30, is curated by Molly Guptill Manning, a law professor who accumulated more than 900 of the volumes while researching her 2014 book “When Books Went to War.” The paperbacks were intended to help soldiers pass the time. But they were also meant to remind them what they were fighting for and draw a sharp contrast between American ideals and Nazi book burnings. That’s an aspect of the story that has only grown more resonant amid today’s partisan battles over book bans. And Manning, for one, sees a clear lesson. “During World War II, the American public came out very much one way,” she said. “And that was that there should be no restrictions on what people read.” The idea that good soldiers needed good books didn’t start with World War II. During World War I, the American Library Association collaborated with the Army to gather and distribute donated books. Even before Pearl Harbor, the association had planned a new “Victory Book Campaign,” with the goal of collecting 10 million books in 1942. The goal was met, though there were concerns that too many were dirty, outdated or unreadable. The campaign was renewed in 1943, with a caveat that the public should donate only “good books.” Books were seen not just as diversions, but as weapons in the fight for democracy. In American propaganda, the dedication to the free exchange of ideas was explicitly contrasted with Nazi book burnings. In a 1942 message to booksellers, President Franklin D. Roosevelt extolled freedom of expression, which was at the heart of his idea of the Four Freedoms. “No man and no force can take from the world the books that embody man’s eternal fight against tyranny,” he said. But just how to get those weapons into soldiers’ hands was complicated. Shipping heavy books overseas was im-

So in early 1943, the Council on Books in Wartime, a publishers’ group formed in 1942, approached Ray Trautman, the Army’s chief librarian, with the idea of producing special paperbacks for soldiers overseas. The result was the Armed Services Editions, which were designed to fit in either the breast or pants pocket of a standard-issue uniform. The series mixed entertainment with more edifying fare. The first title was “The Education of Hyman Kaplan,” a collection of comic stories by Leonard Q. Ross (a pseudonym of Leo Rosten, future author of “The Joys of Yiddish”). The more than 1,300 titles that followed included literary classics, contemporary fiction, poetry, history, biography, humor and even one art book, a compilation of soldiers’ paintings. A 1945 pamphlet credited the books with helping to create “a young, masculine reading public,” including some who may not have been eager to dig into, say, Herman Melville’s “Typee.” One Marine quoted in the exhibit said that when that book was given to him, he eventually “had nothing to do but read it.” His verdict? “Hot stuff. That guy wrote about three islands I’d been on!” The editions also boosted the fortunes of some authors. When F. Scott Fitzgerald died in 1940, “The Great Gatsby,” published in 1925, had barely sold 20,000 copies. Then it was selected as an Armed Services Edition, and more than 120,000 copies were distributed, spurring its transformation

into a classic. In April 1944, The New York Times Book Review declared the paperbacks “as popular as pinup girls,” with more than 100,000 shipping out a day. Some bundles, according to the Times, were delivered to eager readers by parachute. Photographs show soldiers reading them while getting a haircut, laid up in traction and facing various challenging conditions. Manning, the curator, said her favorite image is of a GI lying on a makeshift cot in the middle of a flooded camp in New Guinea, lost in a book. “It doesn’t look staged,” she said. “It genuinely looks like he’s relaxing.” The books, which cost about 7 cents to produce, were distributed for free, with soldiers encouraged to pass them along until they wore out. Organizers used surveys and research trips to gauge what soldiers actually wanted to read. One of the most popular titles — at least judging from the more than 15,000 letters from soldiers in her papers, Manning said — was Betty Smith’s “A Tree Grows in Brooklyn,” which was rushed out as an Armed Services Edition soon after hitting the bestseller list. But soldiers often preferred books “that have at least an essence — to put it bluntly — of sex and a lot of it,” as one man told the council. A battered copy of “Strange Fruit,” Lillian Smith’s steamy 1944 tale of a forbidden interracial romance, shows signs of particularly heavy reading. The Armed Services Editions ceased publication in 1947. (The last title was Ernie Pyle’s “Home Country.”) But back home, their wild popularity helped usher in the era of the paperback, which the publishing industry had mostly dismissed as unsuitable for “quality” books. Today, the paperback revolution has been superseded by the digital revolution, which has given soldiers free access to the world’s library on their smartphones. But after her 2014 book was published, Manning got emails from soldiers who said they sometimes still needed things to read when stuck in the field without reception or chargers. “They said, ‘We still need paper books,’” she said. “So some things never change.”

The process of updating healthy eating recommendations has become more transparent in recent years, but conflicts persist. By ALICE CALLAHAN

t is a long-running concern of government watchdogs: Some of the experts responsible for helping to craft the U.S. dietary guidelines also take money from big food and drug companies. A report published Wednesday by the nonprofit U.S. Right to Know makes those concerns plain. Nine of the 20 experts on the 2025 Dietary Guidelines Advisory Committee have had conflicts of interest in the food, beverage, pharmaceutical or weight-loss industries in the past five years, the report found. Gary Ruskin, executive director of the nonprofit, said the finding “erodes confidence in the dietary guidelines,” which provide recommendations on how people can eat a healthier diet. The guidelines are widely used by policymakers to set priorities in federal food programs, health care and education — and questions about industry influence could damage the public’s trust that the recommendations are based in science rather than reflecting corporate interests, Ruskin said.

What the New Report Found For the report, Ruskin and his colleagues scoured publicly available records and identified financial relationships with industry groups and for-profit food and pharmaceutical companies. Those relationships included research funding from infant formula companies, the U.S. Egg Nutrition Center and the California Walnut Commission; paid consulting positions with companies that manufacture weight-loss drugs; and advisory board roles at WeightWatchers and the National Dairy Council. One committee member, for example, received a $240,000 grant from Eli Lilly, one of the top insulin manufacturers, to research better ways for diabetes patients to manage their blood sugar through their diets. The current committee members have far fewer industry ties than those in years past, said Marion Nestle, a professor emerita of nutrition, food studies and public health at New York University who served on the 1995 committee and is a frequent critic of the guidelines.

The San Juan Daily Star The U.S. Department of Agriculture and the Department of Health and Human Services, which jointly revise the dietary guidelines every five years, appointed the current committee members. The members reported their financial disclosures to the agencies, which in June released a combined list of cwonflicts for the group, but not for individuals. Why Conflicts of Interest Are a Concern When committee members receive funding from certain industry groups or organizations, it raises the concern that they may be biased toward them, Nestle said. “Part of the problem is the influence is unconscious,” she said. “People don’t recognize it,” she added, and will often deny it. Even if such relationships do not influence the experts, Ruskin said, they can create the appearance that they do — which can seed doubt about how independent the committee’s recommendations actually are. Christopher Gardner, a professor of medicine at Stanford University and a current member of the dietary guidelines committee, said it would be difficult to find enough nutrition experts for the 20-member committee who had not taken money from industry groups. Federal funding for nutrition research is limited, he said, and many researchers accept industry grants for research studies so they can keep their jobs in academia. “We have to publish or perish,” Gardner said. The Right to Know report identified a major conflict of interest for Gardner: a research grant from Beyond Meat, which makes plant-based meat alternatives. Despite that conflict, Gardner said he believed he could remain objective in his committee duties, which

will include reviewing the relationship between what people eat and the risk of various diseases. And, he said, the way the committee evaluates questions of diet and health, including by rigorously reviewing scientific evidence and holding committee discussions and public meetings, would prevent one person’s bias from swaying the committee’s decisions. “I have full faith that this group is going to very objectively consider all the evidence for every question,” he said. Even with significant conflicts among members of the 2020 Dietary Guidelines Advisory Committee, Nestle said they did a “pretty good job” of evaluating the evidence. Yet, industry influence can still creep in later in the process, she said, when the USDA and the HHS produce the final guidelines based on the committee’s advice. The 2020 guidelines, for example, disregarded the committee’s recommendation for stricter limits on sugar and alcohol. And the 2015 edition omitted the committee’s advice on limiting the consumption of red and processed meats after intense lobbying by the meat industry. Why the Dietary Guidelines Are Important The dietary guidelines for Americans influence federal policies and food programs, physician guidance and how nutrition is taught in schools. They are also used for meal planning in schools, the military, prisons and hospitals. “You can’t overestimate how important they are,” Nestle said. The committee is evaluating the research on a number of issues, including the health effects of ultraprocessed foods, which include most packaged foods and drinks. That is a topic Nestle said she would follow with interest, given her concerns that the foods are harmful to people’s health.

The real problem with VAR By RORY SMITH

here are very few coherent sentences in what will doubtless come to be known as the Luis Díaz Tape, a sort of Premier League equivalent to the Zapruder film. The various protagonists communicate in clipped and meaningless phrases, any clarity sacrificed on the altar of self-important brevity. The tape lasts only two minutes, and while it is not a particularly thrilling video — a group of faceless voices discussing procedure while staring at screens, advancing resolutely toward a presaged outcome — it is, by turns, tense and frustrating and never less than compelling. It is best considered, really, as a character drama. The setting is this: Díaz, the Liverpool forward, has just scored to put his team ahead against Tottenham Hotspur. The goal is ruled out, on the field, for offside. A few miles away, in a building at Stockley Park west of London, the Premier League’s Video Assistant Referee studio whirs into action. Darren England, the game’s designated VAR, wants to check if the goal should be allowed to stand. He commands that the footage be rewound and paused and decorated with a line. He determines that, no, Díaz had timed his run perfectly. “That’s fine, perfect,” he says to his colleagues in the video room and to Simon Hooper, the on-field official. “Check complete.” It is here that everything unravels. The goal should count, but England seems to have declared that the original call — no goal — is “perfect.” “Well done, boys; good process,” Hooper mutters. Tottenham restarts the game with a free kick. A couple of pregnant seconds pass by. Nobody seems to have noticed the non sequitur. The audience, though, knows. At this point, the hero enters. Mo Abby is not a qualified referee; he is the technological specialist, present to operate the video equipment while the officials issue their expert judgments. “Are you happy with this?” he asks, a hint of nervousness in his voice, as if he knows he is stepping outside his role. Now, it all goes to pieces. The precise nature, the exact scale, of the error is suddenly clear to England and Dan Cook, his assistant. Another outsider, Oli Kohout —

the hub operations manager, which is not a title that can be pithily explained — suggests pausing the game and allowing Hooper to correct the mistake. England is the one with the power to make that call. In the inevitable dramatization, it is at this point that the camera will focus intently on his face. His eyes will betray his panic, his fear, his dawning realization of his powerlessness. His voice, however, does not. The game has resumed. “Nothing I can do,” he says, again and again, with surprising conviction, his hubris sealing his fate. When Liverpool manager Jürgen Klopp suggested that the most sporting consequence of the mistake would be for the game itself to be replayed, the response was predictable. Should we replay the 1966 World Cup final? Argentina’s defeat of England in 1986? The 2019 Champions League final? That game last year where my team was on the end of a disputed, subjective call? The difference should not need to be explained, but since we are here: Plenty of teams have been the victims of errors no less consequential than the one that cost Liverpool last Saturday. In almost all of those cases, however, those decisions were made in good faith. The officials believed they were right. They did not press ahead in the clear, undisputed knowledge that they were wrong. There are plenty of reasons to object to the existence, or at least the application, of VAR. It interrupts the rhythm of games. It diminishes the experience of watching soccer in a stadium, allowing the nature of the action to be determined remotely, by some apparently unaccountable external force. It creates and enforces an expectation of perfection that is impossible to attain and will therefore be a source of eternal disappointment. The Díaz tape, though, is a perfect distillation of what may be the most significant objection to VAR. Darren England’s response, both plaintive and brash — “nothing I can do” — is rooted in a belief that what matters, above all, is the correct implementation of protocol. The rules, the sainted Laws, decree that once a game has restarted,

Simon Hooper, failed by the system. it cannot be stopped. Errors are material reality. The referee’s decision is final, even when it is known to be wrong. This is indicative of what VAR has done to soccer. Recently retired officials have a cloying tendency to lionize the days when they could apply what is known euphemistically as “game management.” Generally, this means referring to players by their nicknames, indulging in a false and unreciprocated chumminess, and allowing the more famous participants in a game rather more leeway than their lesser colleagues. Such an approach is, of course, flawed, but it is perhaps preferable to the technologically induced alternative, which is a world in which any form of discretion has been almost entirely removed. Quite how much soccer has shifted to allow itself to be adjudicated from afar is overlooked worryingly frequently. This is the atmosphere in which referees now function, one in which they are not there to apply the rules as they see fit, but in which the rules are unyielding and inflexible and do not brook any interpretation. It is a world in which what matters is not whether anything makes any sense, but in which protocol — officious and unapologetic and blind — is king.

This search for absolutism has led, ironically, to a sense of greater arbitrariness. That, in the aftermath of the Díaz incident, almost every club could pick out a litany of its own injustices in the recent past was designed to illustrate that Liverpool’s response was somehow excessive or self-pitying. Instead, it highlighted more than anything how fractured fans’ belief in the fair implementation of the Laws of the Game — always portentously capitalized — has become. Nobody is quite sure what the rules are anymore, because they have a tendency to change so often. This week, this is a handball and the referees are clamping down on time-wasting or players who demand yellow cards, and next week they are not. Decisions are imposed without adequate explanation by an officiating body that has issued 14 formal apologies since the start of last season but seems still convinced of its infallibility. The letter of the law is applied rigorously, but the spirit of it has been lost almost entirely. And the feeling that follows is the same as that which can be detected in the Luis Díaz tape: a sense of unmitigated frustration, of wild confusion, of total powerlessness. There is nothing Darren England can do, and in that he is no different from the rest of us.

No longer just ‘goggles and a guit’: Anthony Nesty on how swimming has changed By VICTOR MATHER

nthony Nesty has been breaking barriers in swimming for decades. In 1988, he became the first Black person to win an Olympic gold medal in swimming, representing Suriname in the 100-meter butterfly. Last month, he was named the men’s swimming coach for the United States for the 2024 Paris Games, making him the first Black head coach of a U.S. Olympic swimming team. Nesty, 55, who is also the head coach at the University of Florida, spoke about a coach’s role, team chemistry and how social media and sponsorships have changed the sport. This interview has been edited and condensed. Q: American swimmers are among the best in the world, and they all have personal coaches. So what does the Olympic coach do? A: Even though there are probably 32 individuals, my big thing is, we’re all one team. We all have to support each other. We have to be enthusiastic; we have to bring good energy. Q: It’s an individual sport. Why is team togetherness important? A: I think chemistry, empathy for each other is imperative to have, especially when you go up against the world’s best. I think that gives the U.S. the edge, because they have that in college. They know how important relays are. Being the only swimmer from Suriname, seeing the U.S. walk on deck, you’re like, “Wow.” It’s just the presence. Q: How would you compare coaching at a high level with swimming at that level? Do you ever want to jump in the pool and do it for them? A: Not with all the aches and pains in my body! I think the feelings are similar. Coaches get nervous; they get stress. As a swimmer, you have to be confident in what you do. As a coach, you have to be confident in leading your team. The most stressful part for us as coaches is probably the last 10 days. You’re preparing to do something great. And that comes with a lot of pressure. Especially nowadays. I didn’t have all the social media, all the noise. It seems like every athlete has an Instagram page. People follow them, know

their personalities, their history. You have the sponsorships. Back when I swam, they gave you a pair of goggles and a suit, and you were good to go. Now there are a lot of incentives to perform at a high level, so the pressure is immense. Q: The U.S. men won eight gold medals at each of the last three Olympics. Do you have a specific goal for these Games? A: As a coach, I’m very greedy for great performances. My message to the team is to win as many golds as possible. If eight is the magic number, I want to win nine! Q: At the 2023 world championships, when you were an assistant coach, the men won only two golds in Olympic events. There were some mitigating factors, including the absence of seven-time Olympic gold medalist Caeleb Dressel. But is that total concerning to you?

A: No, there were a lot of factors. Typically the U.S. is not as good the year before the Olympics. People say they’re just putting in the work, not as focused as they need to be, so they can be ready for the summer. The world championships was a big meet, but it also wasn’t a big meet, if that makes sense. Because the next meet, the Olympics, is the big meet. Q: Throughout your career, you’ve broken barriers. Swimming remains a mostly white sport. What has changed since the late 1980s? A: USA Swimming does a very nice job of having select camps for athletes of color and different backgrounds. My daughter Lillie went to one and came back so fired up. If you look around the NCAA and high schools, there are lots more athletes of color competing, which is great to see. It has to start somewhere. I was the first one, but after that there were athletes of color swimming really well. Are we there yet? No, but I think we’re getting there. Q: What are the last things you say to a swimmer before he gets in the pool? A: Strategic things I talk about a couple days before. Not the day of — it’s too late. So, “Are you ready? Do you need anything? Make sure you warm up well, swim down well.” The things a parent might say. Q: And what might you say to an athlete after a poor performance? A: All you can do is encourage them. Making the Olympic team for the U.S. is a big deal; it’s one of the hardest things to do. Just being at the meet is such a great accomplishment.
