an Juan Mayor Miguel Romero Lugo announced Monday the start of work on million-dollar improvements to the historic Barbosa Park in Ocean Park with a total investment of $10.6 million. “The iconic park is one of the busiest and most used by residents and tourists in San Juan,” the mayor said at a press conference and groundbreaking. “Its peculiar location so close to Ocean Park beach and its various areas to practice various sports, have made this place one of the most important in the Capital City. However, the park has been deteriorating for years due to lack of maintenance, followed by the direct impact of tidal waves, strong winds, rains, the onslaught of several hurricanes such as Irma, Maria and subsequent phenomena.” In order for the project to be carried out in a safe and effective manner, work will be carried out concurrently in two phases of construction. Romero Lugo said the Municipality of San Juan has invested some $7 million of its funds to carry out the work and the rest of the funds come from FEMA ($2.4 million) and the insurance claimed after the passage of the 2017 hurricanes ($1.39 million). The first phase includes improvements to the athletic track, administration building and municipal police headquarters, as well as the repair of the Dr. José Celso Barbosa Plaza, the administration building and the parking lot. This entire first phase contains a total investment of $6.2 million. The estimated duration of the project is about 365 calendar days, with the possibility that it may be extended due to weather issues. Meanwhile, the second phase will include the rehabilitation of the ballpark, basketball, tennis and volleyball courts, skating rink and children’s play area, as well as walking trails, benches and tables, parking and the tennis court administration office. It is estimated that this second phase of the project, with an investment of $4.3 million, will last some 455 calendar days (15 months). The renovations at Barbosa Park are part of the work considered in the obligation of FEMA funds and other complementary funds for the proper use and enjoyment of the facilities for the benefit of the communities and users of the recreational facility. Romero Lugo added that pets will also benefit from the project. “As part of the improvements to Barbosa Park and our commitment to address the needs of our residents with pets, a Dog Park area will be developed,”
he said. “Pets are part of every family and given the large number of users who visit the park with their pets, we have decided to add an exclusive dedicated area.” The pet park will become a reality with an investment of $29,400 that will include the installation of a trash station, benches, game stations and a security gate. “The announced improvements will benefit not only the community of Ocean Park, residents of Lloréns Torres, Loíza Street, San Juan Moderno, Villa Palmeras, Chícharo, Seboruco, Pulguero, Playita, Punta Las Marías, but also all the communities of San Juan and citizens of Puerto Rico,” the mayor added. Romero Lugo also noted that the large-scale project complements the million-dollar improvements that have already begun at Central Park in San Juan, as announced in June.
The second phase of the $10.6 million project, estimated to take around 15 months, will include the rehabilitation of the ballpark, basketball, tennis and volleyball courts, skating rink and children’s play area, as well as walkways and other features.

LUMA appoints former public servants to top managerial posts By THE STAR STAFF

Gen. José Reyes as chief corporate services officer. The new executives have decades of professional experience in the industry and in public service. Additionally, he is a member of the American Bar Association; Federal Bar Association, Puerto Rico Chapter; and the Bar Association of the District of Columbia. Jorge Flores de Jesús, the current vice president of legal affairs and general counsel at LUMA, has decided to return to private practice soon. Mier, meanwhile, has 24 years of experience in litigation and corporate and administrative practice and has been vice president of the Procurement and Contracts Department at LUMA since February 2022. Before joining LUMA, Mier was Puerto Rico’s insurance commissioner. As part of his role, he supervised and regulated all facets of the insurance industry in Puerto Rico. Prior to becoming a lawyer, Mier worked as a journalist specializing in government and business news at El Nuevo Día. He also worked in the financial services industry and in academia. Additionally, he graduated with a bachelor’s degree in economics from Colby College and studied mathematics at the graduate level. He obtained his law degree from UPR.

peaker of the House of Representatives Rafael “Tatito” Hernández Montañez announced Monday that at the end of the sixth regular session, the lower chamber is preparing to approve a number of bills that cover issues such as transparency, government reengineering and tax savings for citizens. “We are going to meet on Nov. 7 and 8 to approve the measures that are pending from the House, and on November 9 we will approve the measures that have come from the Senate,” Hernández Montañez said. “From the 10th to the 14th of this month we will be forming the conference committees for the remainder of the approvals.” “Among the hundreds of measures that are typically approved at the end of the session, we have highlighted about 20 measures that have a great impact on citizens,” the speaker added. “An example of this is facilitating the
granting of property titles, providing access to incentives for the purchase of new homes and speeding up the process … to build houses for people with greater need.” “We will also transform the education system so that our children have the opportunity to have bilingual schools, with extended hours, extracurricular academic offerings and tutoring, which will improve the quality of life of our students and their parents,” Hernández Montañez said. The speaker also specified that the House majority will continue to fight to restore labor rights, encourage the creation of jobs from home and protect jobs in the manufacturing sector. “With sensitivity and awareness of the reality of the country, we will declare an emergency due to violence against children,” Hernández Montañez said. “We will extend the right to vote to legal immigrants who contribute so much to our economy and allocate additional funds to improve the police retirement system.”

Conservative activist Vargas to run for San Juan mayor under Dignity Project By THE STAR STAFF
J
oe Vargas, an activist and defender of civil and parental rights, confirmed on Monday that he will run for mayor of San Juan under the Dignity Project (Proyecto Dignidad), citing his opposition to civil rights violations in the capital and promising a pro-life environment in the island capital. Vargas promised to restore the sovereignty of families and the autonomy in decision-making in the face of government interference that, he said, will occur with the excesses of control coming from programs such as the United Nations 2030 Agenda. A social activist since 2015 and defender of families in crisis, both in Puerto Rico and internationally, Vargas said he will challenge the status quo by promoting a program that would implement a series of public policies in San Juan that would promote a pro-life environment and family values through a transformative government plan called “The Dignified Capital City.” The program puts families at the heart of the island and at the forefront of community management, promising significant changes that will resonate in the homes of San Juan and serve as an example to other municipalities. Vargas, who supports the candidacy of Javier Jiménez as the gubernatorial candidate for Proyecto Dignidad, describes himself as an enemy of the liberal public policies of the Cit-
izen Victory Movement (Victoria Ciudadana), and pointed out that, as he sees it, the New Progressive Party has adopted liberal democratic socialist behavior and supports policies that are not in line with the values of the families of Puerto Rico. Vargas also expressed the need to formally investigate rumors of corruption schemes. With a critical look at the aforementioned 2030 Agenda, Vargas proposes an economic and social development model that defends conservative principles and encourages autonomy in municipal decision-making. His vision is to turn San Juan into a beacon of inspiration for the Caribbean, with initiatives that revitalize the local economy, and redefine Río Piedras as the commercial epicenter of the island. Federal court imposes $12 million fine on pharmaceutical distributor Droguería Betances also ordered to improve compliance with requirements for reporting ‘suspicious’ orders for controlled substances, including opioids By THE STAR STAFF
T
he U.S. District Court in Puerto Rico entered a consent decree requiring Droguería Betances LLC (Betances), one of Puerto Rico’s largest distributors of pharmaceutical drugs, to pay $12 million and make extensive improvements to its compliance program, the U.S. Justice Department announced Monday. The consent decree resolves a complaint filed by the United States on Nov. 3, alleging that from 2016 through at least June 2019, Betances failed to report to the Drug Enforcement Administration (DEA) hundreds of “suspicious orders” for opioids and other controlled substances distributed to Betances’ pharmacy customers, referring to orders that were unusual in their frequency, size or other patterns. According to the complaint, this included at least 655 suspicious orders for fentanyl and at least 113 suspicious orders for oxycodone, both of which are frequently misused products that have been contributing to the current opioid abuse epidemic. In addition, the complaint alleged that from May 2017 to July 2018, Caguas-based Betances failed to make required reports of its distribution transactions to DEA via an automated reporting system, including all of Betances’ distributions of Schedule II opioids during that period, or more than 7.8 million dosage units. According to the complaint, Betances also committed hundreds of recordkeeping violations, such as filling orders for controlled substances with defective order forms and submitting inaccurate shipping or delivery information to the DEA. According to the consent decree, the Justice Department conducted an analysis of Betances’ financial condition in

relation to its potential exposure to civil fines and forfeiture. Based in part on ability to pay, the consent decree requires Betances to pay $12 million over five years in annual payments, with $10.2 million in the form of civil penalties and $1.8 million in civil forfeiture. The consent decree also requires Betances to make extensive improvements in its compliance program. Betances must implement improved controlled substance monitoring program procedures and systems to review all orders of controlled substances and to detect and report suspicious orders to DEA. Betances must also improve its procedures and systems for conducting due diligence reviews of its pharmacy customers. The consent decree further requires Betances to submit annual reports about its compliance program and customers to DEA and other Justice Department components. Betances must also improve its ARCOS reporting system to ensure proper and accurate reporting of all acquisitions and distributions of Schedule II controlled substances. “Companies that distribute controlled substances to phar-
macies and other points of sale have an important responsibility to help stop the illegal distribution of controlled substances by reporting suspicious orders to DEA,” said Principal Deputy Attorney General Brian M. Boynton, head of the Justice Department’s Civil Division. “The department will continue to work with its law enforcement partners to hold accountable those who fail to fulfill their reporting obligations.” “The duty to report suspicious orders and other reporting requirements imposed on wholesale pharmaceutical distributors by the Controlled Substance Act is critical to ensuring the safety of our citizens from potential harm, including those associated with drug diversion, drug tampering and drug overdoses resulting from illegal drug sales and consumption,” said U.S. Attorney for the District of Puerto Rico W. Stephen Muldrow. “The U.S. Attorney’s Office will continue to do everything in our power to ensure compliance and will use all legal remedies available to hold corporate entities and individuals accountable.” “As we continue to face unprecedented loss of American lives during the ongoing opioid epidemic, DEA believes that everyone within the pharmaceutical supply chain is responsible for doing their due diligence to prevent the diversion of controlled substances,” said Assistant Administrator Thomas W. Prevoznik of the DEA’s Diversion Control Division. “Compliance with the law is one of the best acts of prevention our registrants can do to ensure that these drugs are distributed for legitimate medical use. Reporting suspicious orders is required under the law and a key part in keeping our communities safe.” The DEA’s Diversion Control Division, Caribbean Division, San Juan Division Office investigated the case. Democrats express deep anxiety as polls show Biden trailing Trump By MICHAEL D. SHEAR
W
hite House officials shrugged off weekend polling that showed President Joe Biden trailing former President Donald Trump, even as Democrats said they were increasingly worried about Biden’s chances in 2024. The new polling from The New York Times and Siena College found Biden losing in one-on-one matchups with Trump in five crucial swing states: Arizona, Georgia, Michigan, Nevada and Pennsylvania. Biden is ahead by 2 percentage points in Wisconsin. Although the polling is worrisome for the president, Biden still has a year to campaign, which his team emphasized Sunday. They noted that polls have historically failed to predict the results of elections when taken a year ahead of time. “Gallup predicted an 8-point loss for President Obama only for him to win handily a year later,” said Kevin Munoz, a spokesperson for Biden’s campaign. “We’ll win in 2024 by putting our heads down and doing the work, not by fretting about a poll.” Still, the results of the poll, and other recent surveys showing similar results, are prompting public declarations of doubts by Democrats. David Axelrod, a Democratic strategist who has expressed concerns about Biden before, wrote on X, formerly known as Twitter, that the new polling “will send tremors of doubt” through the party. “Only @JoeBiden can make this decision,” Axelrod wrote, referring to whether the president would drop out of the race. “If he continues to run, he will be the nominee of the Democratic Party. What he needs to decide is whether that is wise; whether it’s in HIS best interest or the country’s?” In a follow-up interview, Axelrod said he believed Biden, 80, had achieved a lot during the past three years but was rapidly losing support largely because of concern about how his age affects his performance. “Give me his record and chop 10 to 15 years off, I’d be really confident,” Axelrod said. “People judge him on his public performance. That’s what people see. That’s where the erosion has been. It lends itself to Republican messaging.” Sen. Richard Blumenthal, D-Conn., said on CNN’s “State of the Union” program Sunday that he was concerned “before these polls.” “And I’m concerned now,” he said. “These presidential races over the last couple of terms have been very tight,” he said. “No one is going to have a runaway election here. It’s going to take a lot of hard work, concentration, resources.” Donna Brazile, a former chair of the Democratic National Committee and a supporter of Biden, said, “Don’t count out Joe Biden” on ABC’s “This Week” program. But she added that Democrats should be mindful of the polling from the Times. “I would say a wake-up call once again for Democrats to be reminded that they have to go back out there, pull the coalition that allowed Joe Biden to break new ground in 2020, especially in Arizona and Georgia, but more importantly to

Julie Chávez Rodríguez, Biden’s campaign manager, said in a memo released Friday — before the Times poll was public — that it would be “crucial” for Biden to show strength among key parts of his coalition in order to win. The weekend poll results, including a 10-point deficit behind Trump in Nevada, strike at the heart of the argument the president’s campaign advisers have been making for a year: that voters will back Biden once they are presented with a clear choice between him and his predecessor. In her memo, Rodríguez said “voters will choose between the extremism, divisiveness and incompetence that extreme MAGA Republicans are demonstrating — and President Biden’s historic record of accomplishment. “The American people are on our side when it comes to that choice,” she wrote. The Times polls presented voters with that choice, and many of them, including Democrats, said they would pick Trump if the election were held today. Already, there were signs that the campaign is scrambling to address the vulnerabilities on display in the poll among young, Black and Hispanic voters. Last month, the campaign quietly started two pilot programs aimed at bolstering support among Democrats in
two key states, Arizona and Wisconsin. In each state, the campaign has hired 12 full-time staff members to test their assumptions about how Biden is viewed by particular groups and what he needs to do to earn their votes. In Arizona, the new staff members in two offices in Maricopa County will focus on Latino and female voters. In Wisconsin, staff members will work from an office in Milwaukee to evaluate the president’s message for Black and young voters. Campaign officials say the idea is to use the next several months to test new ways of communicating to those voters. Those include the use of “microinfluencers” who are popular on social media platforms, and “relational” campaigning, in which the campaign reaches out to voters through their network of friends rather than impersonal ads. One of the central arguments of the Biden campaign is a belief that polls taken now, by definition, do not take into account the robust campaign that will unfold over the next year. Biden has generated a significant campaign war chest. The president and Vice President Kamala Harris have $91 million in cash on hand and are expected to raise hundreds of millions more for use during the general election campaign that will begin in earnest next summer. The president’s campaign aides say they are confident the polls will shift in Biden’s direction once that money is put to use attacking Trump (or another Republican, if Trump loses the nomination) and reaching out to voters.

T
he county executive’s message was unequivocal: Erie County had an obligation to open its arms to the crush of migrants overwhelming New York City, about 300 miles away. He called those who refused to help “morally repugnant.” That was May. By August, two asylum-seekers sheltered in the area had been arrested on sexual assault charges. And after Republicans blamed the county executive, Mark Poloncarz, a Democrat, he abruptly put a migrant relocation program on ice. The episode has been played on repeat this fall in attack ads blanketing the airwaves in Erie County as Republicans try to turn the migrant crisis gripping the state into a political cudgel to flip perhaps the most important elected office in western New York. Clear across the state, on the tip of Long Island, a similar dynamic is playing out in Suffolk County, where Republicans are favored to win back the top office for the first time in two decades. Part of their strategy: attack ads focused on the busloads of migrants arriving in New York City, miles away from the suburbs. Typically sleepy races, the two off-year contests for county executive have been transformed into important bellwethers for 2024, when six competitive House races are expected to help determine control of the House of Representatives. Both parties are closely watching Tuesday’s results. Will voters, particularly in suburban swing areas, stick with Democrats, whose party has labored — sometimes rancorously — to shelter and care for 130,000 asylum-seekers? Or will they jettison the party in favor of Republicans offering
more hard-line proposals? “These races can show us whether the bottom has fallen out for Democrats, or we’re returning to the tight races that you would expect in these swing counties,” said Matthew Rey, a Democratic strategist. Democrats still dominate New York statewide, by most measures. But Republicans performed better than expected in 2021, harnessing concerns about rising prices and an uptick in crime to flip a handful of congressional swing seats a year later. To have any real shot at a House majority, Democrats need to win them back. Recent polling by the Siena College Research Institute found that 84% of registered New York voters view the influx of migrants as a serious problem. Among suburban voters, majorities also disapproved of the way Mayor Eric Adams, Gov. Kathy Hochul and President Joe Biden — all Democrats — have handled the issue. In Erie County, Chrissy Casilio, the Republican nominee for county executive, has hammered Poloncarz on the issue, running ominous television ads featuring the mug shots of the two migrants who were accused of sexual assault. Poloncarz, 55, who is looking to secure a record fourth term as county executive, had said that the migrants sent to Erie County would be vetted by the federal government, but paused the program following the arrests to resolve “security issues.” “He brought the crisis here to Erie County,” Casilio, 37, a public relations professional, charged in an interview. “The bottom line with this is that, again, we were lied to. We were told they were vetted. They were not vetted.” Poloncarz accused Republicans of race-baiting and
overblowing the impact of the migrant issue. The roughly 500 migrants whom New York City is still paying to shelter in Erie County, he said, have had a negligible impact on a county with more than 950,000 residents. “Most people in Erie County will have never come in contact with a migrant, with an asylum-seeker,” he said in an interview, adding that Casilio was using the issue “to scare people.” Erie County, home to Buffalo and its suburbs, usually leans Democratic. But the county executive race has frequently devolved into a tit-for-tat of accusations that could complicate Poloncarz’s reelection. Casilio has highlighted accusations by a former girlfriend that Poloncarz physically restrained her during a domestic dispute. He denied the allegation, saying that it was “a highly emotional breakup” but he did not grab the woman. He came under fire again when the county comptroller received a complaint that accused him of steering public money to the nonprofit of a different woman he was dating. He has said the money allocation did not violate any ethics rules. Poloncarz, who has significantly outspent Casilio, has criticized her lack of political experience. He set up a website devoted to since-deleted posts she made on social media in which she amplified conspiracy theories about the origins of COVID-19 and questioned whether the cardiac arrest of the Buffalo Bills player Damar Hamlin was a publicity stunt. The Buffalo News editorial board called her “frankly, wacky.” In Suffolk County, an area more populous than 11 states, Democrats say they see signs that the Republican fever-pitch of 2021 and 2022 has cooled, particularly around crime. But strategists in both parties said Republicans were still well positioned to reclaim the county executive seat, putting them on the brink of a remarkable takeover of almost every major office on Long Island. “Each cycle builds into the next,” said Jesse Garcia, the architect of Republicans’ multiyear strategy to hit Democrats, who control Albany and New York City, over the state’s bail law, rising prices and, increasingly, their handling of the migrant influx. Edward Romaine, 76, the longtime Republican supervisor of Brookhaven, the county’s largest town, is running for county executive against Dave Calone, a Democrat and former prosecutor and businessman who has never held elected office. Calone, 50, has modeled himself on the popular outgoing Democratic executive, Steve Bellone, sharply breaking with his party on public safety, housing and immigration. He has attacked Romaine as a self-interested career politician. But he lost two key endorsements his predecessors enjoyed: the county police union and Long Island’s main newspaper, Newsday. And there are signs voters may not be in a mood to look beyond party labels. Camille Considine, 75, a Republican who lives in the hamlet of Flanders, said Friday that she voted for Romaine in part because of frustration over the migrant situation. “Biden is allowing too many in,” she said. “And the way they’re housing them? It’s terrible.”

After shootings, renewed pain for Maine’s deaf community By JENNA RUSSELL and AMANDA NIERENBERG
A
s residents across Maine sat riveted to their TVs on Oct. 27, waiting anxiously for updates on the search for a gunman who had killed 18 people, state officials opened their news briefing with a stern directive for the cameras in the room. “For the consideration of the four Deaf victims and their families, we are requesting that the ASL interpreter is in all frames for language access,” Michael Sauschuck, the state’s public safety commissioner, said after a flurry of complaints from Deaf viewers about broadcasts cutting the interpreter out. “They are grieving and have a right to know the latest information.” It was a stinging reminder of the heavy toll borne by Maine’s small Deaf community, which counted four of its own among the dead and three more among the 13 injured in the shootings Oct. 25 in Lewiston. And it reflected its ongoing fight for access and recognition, a struggle rooted in a history of trauma that, amid its pain, has fostered solidarity. Closely connected by a shared language and culture, and a statewide web of social ties, many Deaf residents of Maine first met and forged friendships at the Governor Baxter School for the Deaf, on Mackworth Island near Portland, long the only public, residential school for Deaf students in the state and a beloved center of Deaf society. But a dark chapter in school history has shaped its community, too. For decades, it was the site of unchecked physical and sexual abuse of students by several school leaders. After the abuse came to public light in the 1980s, it took decades for victims to receive compensation, state-funded counseling and a formal apology. That trauma and subsequent battle for acknowledgment, said some community members, makes the pain felt now even harder to bear. And it is also one source of their closeness and strength, and their readiness to fight for one another, some said. “It’s very special, and it’s hard to put into words what our community is like,” said Darleen Michalec, 45, a teacher who is Deaf and a close friend of some Deaf victims of the shootings. “We put aside our personal stuff and work together as hard as we can. We move as one, and we have each other’s backs.” To those who experienced the school abuse and its aftermath, the trauma is not in
the past, she said: “This community, many of us, are still living with it.” Many members of the Deaf community consider their Deafness a source of pride and identity, not a disability, using a capital D to signal their affiliation. American Sign Language — often misunderstood as a literal translation of spoken English — is in fact its own distinct language, with a grammatical structure more like French than English and a vocabulary that includes facial expressions and body movements. In Maine, residents grew familiar with its eloquence during the coronavirus pandemic, when Joshua Seal, an ASL interpreter, signed beside the state’s public health director at news briefings. Seal, 36, who became a wellknown figure in the state, was among the four Deaf people killed in the shootings, along with his friends William Brackett, known as Billy, 48; Stephen Vozzella, 45; and Bryan MacFarlane, 41. Lewiston’s losses have drawn gestures of support from the global Deaf community, whose Maine members believe this mass shooting to be the first with many Deaf victims. Roxanne Baker, 64, a Deaf teacher, activist and Baxter School board member, said the outreach reflects the collective spirit the group brings to suffering and hardship. “We share the pain together,” she said in an interview, signing through an interpreter. “Even though it happens to specific people, it feels present to us all.”
For many in the Deaf community, who see their Deafness as a strength, traumatic events can be even more complicated to process: Some have spent years striving to cast off victimhood and outsiders’ view of them as weak or vulnerable. Research has found that Deaf people are at higher risk of some types of violence and trauma, including information deprivation trauma, which can result from isolation. But studies also cite a strong Deaf cultural identity as a protective factor that cultivates resilience. Megan Vozzella, 38, whose husband, a longtime mail carrier, was killed, said that she was raised to fight for what she needed. “I was never going to let anyone say I was ‘less than,’” she said in an interview Thursday, signing while Michalec, a close friend since their student days at the Baxter School, interpreted. The same strain of determination ran through the lives of the Deaf victims. MacFarlane was the first Deaf person to earn a commercial driver’s license in Vermont, his family told Maine Public Radio, persisting when some driving schools would not accept him. Seal established Maine’s only summer camp for Deaf children two years ago, driven to create a refuge where they could meet and bond with others like them. “He would say, ‘If you want it to be different, then change it,’” his wife, Elizabeth Seal, recalled in an interview the day after his death.

That tenacity of will, so prevalent in Maine’s Deaf community, was essential to its long struggle to force the state to reckon with the wrongs done at the Baxter School. An investigation by Maine’s attorney general in 1982 concluded that school administrators had abused students for years and that earlier reports of wrongdoing had been ignored. No charges were filed because the statute of limitations had expired, according to news reports at the time. It was not until 2001 that state legislators established a fund to compensate victims, after a group of former students, emboldened by the growing victims’ rights movement nationwide, began to lobby strongly for accountability. Sen. Angus King, then Maine’s governor, eventually apologized to victims, and a farmhouse where some of the worst abuse had occurred was ordered burned to the ground a few years later. The four Deaf men who died, and the three wounded, were at Schemengees Bar & Grille, where they played together in a weekly cornhole tournament. The Wednesday night matches drew a diverse crowd who got to know one another during “blind draws” with randomly assigned partners. John Clavette, 47, played often and befriended the Deaf players. “We found ways to communicate,” he said. Some have speculated that the Deaf victims may have been slower to react to the gunfire because they could not hear it. Vozzella and Michalec said that was unlikely; all had varying degrees of hearing loss, they said, and some could discern a sound as loud as gunshots. Adding layers of complexity for Deaf survivors trying to make sense of the attack is the fact that the shooter, Robert R. Card II, 40, had hearing loss, his family told police, and had started wearing hearing aids in recent months. Vozzella said she was waiting for more facts from the investigation. But she acknowledged her fear that the gunman may have targeted her husband and friends because they were Deaf. Focused on caring for her daughter, who is 12, and leaning on the Deaf community, she said she intends to fight for a state ban on assault-style weapons like the one used to kill her husband. Against a gun that lethal, no one stood a chance, whether they could hear or not, Vozzella said. “It would not make any difference.”

In a warming world, clean energy stocks fall while oil prospers By JEFF SOMMER
H
eat, drought, flood and famine. Evidence of climate change is all around us. If the planet is to avoid even more severe consequences from global warming, the International Energy Agency, the world’s leading energy authority, says, consumption of oil, coal and natural gas needs to be reduced much more rapidly, and clean energy sources like wind and solar power need to expand at a far faster pace. But the stock market doesn’t seem to have gotten the memo. Instead, the shares of a broad range of clean energy companies have been crushed lately, in a rout that encompasses just about every alternative energy sector, including solar, wind and geothermal power. At the same time, rather than weaning themselves off oil, Exxon Mobil and Chevron, the two biggest U.S. oil companies, are doubling down. They have announced acquisitions that will vastly increase their oil reserves. Exxon intends to buy Pioneer Natural Resources, a major shale drilling company, for $59.5 billion. Chevron plans a $53 billion purchase of Hess, a big integrated oil company. These are enormous bets on oil for years to come. It’s a perplexing state of affairs. The evidence that carbon emissions are warming the planet is persuasive. Yet the stock market, which is supposed to be forwardlooking, is treating alternative energy companies with disdain and big oil companies with respect. There’s something wrong here, obviously. I think the problem resides with the stock market, not the scientists. Benjamin Graham, the great value investor and Columbia professor, once said, “In the short run, the market is a voting machine, but in the long run, it is a weighing machine.” That means that eventually the market gets things right, but in the short run, it’s prone to enthusiasms, snap judgments and myopic thinking. That seems to be what’s happening now. Stock losses Hundreds of billions of dollars are, in fact, being invested in renewable energy projects, even if the stock market generally

The returns are ugly. The iShares Global Clean Energy ETF, an exchange-traded fund that tracks the entire industry, is down more than 30% this year. Even worse, since the start of 2021, it has lost more than 50%. Narrower sectors are being punished, too. The Invesco Solar ETF is down more than 40% this year and almost 60% since Jan. 1, 2021. The First Trust Global Wind Energy ETF has lost about 20% this year and about 40% since Jan. 1, 2021. Rising interest rates have increased costs and tempered consumer enthusiasm in many countries, reducing stock valuations for fast-growing companies that aren’t churning out big profits. Renewable energy companies have been hard hit. SolarEdge, which provides equipment needed to convert energy from solar panels into power that can be transmitted through electric grids, warned on Oct. 17 that demand for its products was lagging. The market responded harshly. Shares of the company, which is based in Israel, dropped nearly 30% in a single day. A host of other solar companies followed. Enphase Energy, a rival firm in Fremont, California, has lost almost 40% since Oct. 17.
Wind energy companies haven’t been spared either. Shares of Orsted, the Danish wind turbine company, fell nearly 26% Wednesday after it said it might have to write down as much as $5.6 billion on the value of its offshore wind projects in the United States. One Orsted venture, South Fork Wind, a set of turbines being installed 30 miles east of Montauk Point, is scheduled to start sending electricity to Long Island before the end of the year. But the company canceled two projects, known as Ocean Wind 1 and 2, that were to supply New Jersey with green energy, and some of its projects for New York and Connecticut have run into trouble, too. In October, the New York Public Service Commission rejected requests from Orsted and several other companies — including BP and Equinor — for billions in electric rate increases to help defray their ballooning costs. The companies say that with inflation and higher interest rates increasing their costs, the viability of some of their projects in the New York metropolitan area is in doubt. Betting on fossil fuel Big oil company profits and revenue
have flagged since last year, when energy prices soared after Russia’s invasion of Ukraine. For the entire S&P 500, earnings per share in the third quarter grew only 2.7% from a year earlier, John Butters, a senior earnings analyst for FactSet, estimated. Exclude the big energy companies, though, and that total increased to 8.4%. That’s because earnings per share for big fossil fuel energy companies declined 38.1%, more than for any other sector. Oil prices are volatile, and their trajectory in the years ahead is far from certain. But Exxon and Chevron are staking their futures on oil. Exxon’s acquisition of Pioneer would be its biggest purchase since it bought Mobil in 1999. And Chevron will deepen its commitment to oil by acquiring Hess. Though I know better, I can’t stop thinking of Hess as “the green company.” That’s only because I’m an old New York Jets fan. Hess shares corporate history and a greenand-white motif with the Jets. Leon Hess founded the company, owned the team and liked the color green. But the Hess product line is petroleum based. But no matter. Oil has been good to Hess’ shareholders, and to shareholders of the three other companies. Over the past three years, Exxon has returned about 275%, including dividends; Chevron, 135%; Pioneer, 260%; and Hess, a whopping 310%. The S&P 500 returned about 32%. As long as the world consumes oil, companies like these will be profitable, or so oil bulls say. Plus, there is a wild card. As the World Bank warned Monday, if the war between Israel and Hamas widens, conflict in the Middle East could easily set off a steep surge in oil prices. An escalation of the Russian-Ukrainian war could make oil soar as well. So could any number of potential military or political conflicts. The jury is still out on many alternative energy companies, much as the world needs their products. Oil companies, on the other hand, are prized for their ability to gush cash. But if you’re seeking a guide to the future, don’t count on the stock market. I expect it to rise over the long run, and to make fickle and foolish choices along the way.

srael’s military said Monday that it had encircled Gaza City, effectively splitting the Gaza Strip in half in a move that Israel said would make it harder for Hamas to control the enclave. The extent of the fighting overnight was unclear because of a communications blackout in Gaza, the third since the start of the war. Israel said it had struck 450 targets overnight in Gaza. Phone and internet connectivity appeared to be gradually returning Monday. “We’ve completed our encirclement, separating Hamas strongholds in the north and the south, and it’s proving to be effective,” said Lt. Col. Richard Hecht, a military spokesperson, on Monday. “It’s close-quarters urban warfare. A lot of infantry working there.” Israel has described Gaza City, in the north of the enclave, as a center for Hamas’ military operations. As Israel’s military pushed ahead, Secretary of State
Antony Blinken was in Turkey on Monday, the final stop in a whirlwind tour of the Middle East that was aimed as much at warning off Iran as it was at finding a way to alleviate the suffering of civilians in the Gaza Strip. Shortly after Blinken visited Israel on Friday and asked it to pause fighting to allow aid into Gaza, Prime Minister Benjamin Netanyahu said that a cease-fire would be contingent on the release of Israeli hostages, a tough stance that seemed to be a rebuff to Washington. The communications blackout in Gaza, which lasted at least 15 hours, was similar to the one that began during Israel’s initial invasion 10 days ago, and it limited journalists’ reports. The BBC said one of its Gaza reporters thought the night had brought “the most intense airstrikes since the beginning of the war.” The Palestine Red Crescent Society said on social media that the blackout cut off access to emergency medical services in Gaza, and that, as during the previous blackouts, it had lost contact with its teams there.

Filipino radio journalist fatally shot during live broadcast By ISABELLA KWAI

Filipino radio journalist, Juan Jumalon, was brutally shot and killed during a live broadcast at his home in the southwest Philippines early Sunday, according to local authorities, who were searching for possibly multiple attackers. Jumalon, 57, who hosted a radio program under the name DJ Johnny Walker, was livestreaming his show on Facebook when a shooter entered the radio booth just after 5:30 a.m., the Misamis Occidental police said in a statement. The gunman then “without hesitation” shot Jumalon in the face before fleeing. A special task group is investigating the killing, which occurred in the town of Calamba, the Misamis Occidental police said Monday, releasing a digital sketch of one of three people possibly involved in the attack. Police described him as a man of medium build wearing a red cap, a green T-shirt and black pants. Jumalon broadcast sessions of his show from a radio booth at his home to a radio network and followers of his Facebook page, called 94.7 Gold FM Calamba. His final livestream had disappeared from his page as of Monday, but footage of the attack circulating online appeared to show Jumalon pausing during the
broadcast, before two shots rang out. Authorities were not discounting that the shooting was related to the journalist’s work but were also exploring other motives, Col. Dwight Monato, a police director investigating the case, said in a news conference Monday. CCTV footage showed two assailants entering the home while a third person stayed outside as a lookout, according to the news site Rappler. Authorities said the group fled on a motorcycle. The assailants had gained entry to Jumalon’s home on the pretense that there was an urgent announcement to make, the governor of Misamis Occidental, Henry Oaminal, said on Facebook. “I share the grief of his family and the people of my province, for we lost a truth crusader,” Oaminal said, calling him a “fearless broadcaster.” Jumalon was the fourth journalist to be killed in the Philippines since President Ferdinand Marcos Jr. took office in June 2022 and the 199th since 1986, according to the National Union of Journalists of the Philippines, which condemned the “brazen” attack in a statement on X, formerly known as Twitter. “The attack is even more condemnable since it happened at Jumalon’s own home, which also served as the radio station.” “Attacks on journalists will not be

Zelenskyy announces criminal inquiry into attack at soldier ceremony By MATTHEW MPOKE BIGG and MARIA VARENIKOVA

resident Volodymyr Zelenskyy of Ukraine said Sunday that criminal proceedings had been initiated over an episode in which Russian missiles struck a group of Ukrainian soldiers at an award ceremony in the south of the country, killing some and leaving others wounded. Zelenskyy, who said the strike had taken place in the Zaporizhzhia region, gave no details about what had happened and did not cite a casualty toll, but Ukraine’s government rarely talks about setbacks in its war against Russia, and his acknowledgment suggested a military failure of unusual gravity. “It is a tragedy that could have been avoided,” Zelenskyy said in a speech released on social media. “The main thing is to establish the complete truth about what happened and prevent such incidents from happening again.” A military official, who declined to be named because he was not authorized to disclose information, said that two missiles struck in succession Friday morning as soldiers from the 128th Mountain Assault Brigade gathered in the village of Zarichne, around 10 miles north of the front line in the Zaporizhzhia region. The soldiers were there to mark Artillery Day, one of a series of days in Ukraine to honor branches of the military. The official said that any investigation would focus on how Russia had found out about the event, enabling it to target it. But the official said that by holding the ceremony in the open, senior brigade members appeared to have violated military dogma in a conflict in which both sides have struck at troop concentrations behind the front lines. In a statement on Facebook late Saturday, Ukraine’s military said Russia had launched “sneak attacks” on 26 settlements in Zaporizhzhia and targeted personnel of the 128th brigade with a missile, “resulting in the deaths of servicemen and various degrees of injuries to local residents.” It did not give further details. It was not possible to confirm the number of casualties independently or the nature of the strike in Zaporizhzhia. Both sides have suffered substantial casualties this year amid fierce fighting, although battle lines have remained largely static, and it did not appear that Friday’s strike was sufficiently bad to alter the trajectory of the war. But in his speech, Zelenskyy deviated from his usually optimistic tone and said that the episode had come at a difficult moment for Ukraine. “When we go through weeks like this, filled with pain and difficult discussions, it is important for people to understand that what weighs on their hearts is seen, and the necessary changes will be made,” he said.
“This applies to many things, from negligence that can occur to the Soviet legacy and the terrible bureaucracy that prevents Ukraine and many in our defense forces from realizing their potential correctly and effectively,” he said. He did not specify what broader problems the country faced, but after 20 months in the spotlight, Ukraine has slipped down the international news agenda in recent weeks. Some Republicans, including former President Donald Trump, have argued that the United States, Ukraine’s most important military backer, should cease providing aid. On Thursday, the House passed a bill that would tie $14.3 billion in military aid for Israel to domestic spending cuts and provided no money for Ukraine. The bill has no chance of passing in the Senate, but it illustrates that U.S. aid for Ukraine is no longer a given. Most importantly, a counteroffensive that Ukraine began in June, buoyed by billions of dollars in military funding and training by allies in NATO, has not achieved its objective of cutting through Russian defenses in Ukraine’s south and east. This and the increasing prospect of a prolonged conflict have, in turn, tested national morale. The commander of Ukraine’s armed forces, Gen. Valery Zaluzhny, said his troops were locked in a stalemate with Russia along the front line and there was no imminent prospect of a breakthrough. The comments, made in an interview published last week in British magazine The Economist, were unusually candid. Zelenskyy said in an interview Sunday with NBC News that he did not think there was a stalemate and reiterated a demand for more military aid, but the divergent remarks suggested a possible rift between Ukraine’s top civilian and military leadership. Military experts say that it may be difficult for Ukraine to achieve a rapid advance in the coming weeks, given that it has not happened since June, and that any delay could enable Russia to ramp up its artillery production, plant more land mines and improve its defensive structures.

A chance encounter and a fugitive linked to a president’s killing is caught By DAVID C. ADAMS
A
senior Haitian police official was shopping at his local supermarket on a recent weekday when someone caught his eye: the country’s most wanted man. The official, Ernst Dorfeuille, recognized Joseph Félix Badio, a former military officer who had focused on drug and corruption cases at the interior and justice ministries, immediately because he had once worked with him. Now Badio was a fugitive, the target of a warrant seeking to question him about the key role police say he played in an infamous crime: the assassination of Haiti’s president, Jovenel Moïse, in July 2021. Dorfeuille summoned help, and within minutes, four police officers armed with assault rifles arrived and detained Badio as he was about to drive away from the supermarket outside Haiti’s capital. Dorfeuille confirmed to The New York Times details about Badio’s capture that have appeared in Haiti’s news media, but declined a more extensive interview. How Badio, who has been accused by some of the men implicated in the assassination plot of giving the order to kill Moïse, was able to evade Haitian authorities for more than two years remains unclear. When he was detained, Badio was driving a vehicle registered to an employee of the Justice Ministry, according to police. His arrest prompted reactions of gleeful astonishment among many Haitians who have grown cynical in a country where corruption and impunity are often the norm. Pierre Espérance, executive director of a leading Haitian human rights organization, said the seemingly chance arrest of Badio raised questions of how aggressively he was being sought. “He was untouchable, because he knew too much,” Espérance said. Moïse was gunned down in his bedroom in the early hours of July 7, 2021, after

Two parallel investigations into the assassination are ongoing in Haiti and South Florida. Dozens of people are imprisoned in Haiti, but so far none have been charged. In Miami, 11 people were indicted in February in federal court for their roles in the conspiracy. Three have pleaded guilty, including one of the Colombians, Germán Rivera, who received a life sentence last month. All three were charged with conspiracy to kidnap and kill a person outside the United States. Badio, who has been described in a detailed Haitian police report as the plot’s “orchestra leader,” has not been charged in the assassination. In Haiti, official charges tend to come much later in the legal process. Haitian police said Badio rented two vehicles that transported the president’s killers, as well as a house on the same street as Moïse’s residence to conduct surveillance. After his arrest, Badio appeared briefly before a judge and was then transferred to Haiti’s main prison. Jonas Mezilus, a lawyer representing Badio, said that because his client had not been formally charged, he did not know how he would plead. A year ago, Badio issued an audio statement to a Haitian news media outlet proclaiming his innocence, saying he was being made a “scapegoat” for Moïse’s assassination and was willing to speak to authorities, including the FBI. “I’m available today,” he said. “I’m a slave to the law.” U.S. court documents filed as part of the indictment
in South Florida refer to an unnamed “coconspirator” who conveyed the order to kill the president. Some lawyers representing defendants charged in South Florida believe that Badio is the co-conspirator and that he could ultimately also face legal charges in the United States. A Department of Justice spokesperson declined to comment about Badio’s status. Given that Badio has never been questioned in Moïse’s killing, legal experts say he could provide vital answers to a case that remains shrouded in mystery. U.S. prosecutors argue that the owners of Miami-area security firm Counter Terrorist Unit planned and financed the assassination, seeking to profit from lucrative contracts under a new government. But they have left open the questions of whether there were other masterminds in Haiti and what role they may have played in the plot. Haiti’s prime minister, Ariel Henry, has praised Badio’s arrest. “This is a major step forward in the investigation,” he said in a statement. But Henry himself has been linked to the assassination by Haitian authorities who say phone records show that Badio called Henry several times in the days before and in the hours after Moïse’s killing. Last year when a judge in the case requested that Henry answer questions about his relationship with Badio, he was fired by the justice minister and fled the country. At the time, the judge wrote that there were “enough compromising elements” to prosecute Henry. Henry has denied any involvement. In response to questions for this article, his spokesperson said that Henry had many phone calls the day of Moïse’s killing, “but none with Mr. Badio.’’ Badio is a former Haitian army officer who worked in strategic communications before entering the civil service. The Times contacted a dozen former and current officials who worked with him, but none would speak on the record. His father immigrated to New York in the early 1960s, according to a person who worked with Badio in the Haitian government and asked to remain anonymous because he feared for his safety speaking about Badio publicly. The younger Badio lived briefly in New York and attended Medgar Evers College, part of the City University of New York system, according to his Facebook page. The college confirmed that someone named Joseph Félix Badio studied there from 1992 to 1993, though there was no record that he graduated. He later bought a four-bedroom house
in a residential neighborhood in Rockland County, just north of New York City, where his wife and two children still live, according to property and phone records. A Times reporter visited the house, but no one answered the door. The person who worked with him said Badio was fascinated with guns and all things related to security and intelligence. He also seemed resentful toward those in power who failed to recognize his talents sufficiently, according to several people who had worked with him and had followed his career. “Badio was extremely well connected across not just the political spectrum, but in security, at a pretty high level,” said Jake Johnston, a Haiti expert at the Center for Economic and Policy Research in Washington, who has researched Badio’s record. Referring to Badio’s superiors in Haiti’s government, Johnston said: “He was somebody also that these people relied upon to handle things. He had a reputation as somebody who was always around to get things done.” Espérance said he met with Badio once a decade ago. He recalled that Badio “talked about his relationship with U.S. agencies, the FBI and the Drug Enforcement Administration, but you never knew if it was fake or not.” A State Department spokesperson confirmed that Badio had attended an anti-gang conference in the United States in 2009. Two months before Moïse’s assassination, Badio was fired from an anti-corruption unit in the Justice Ministry for accepting $30,000 from a man in jail accused in the murder of a well-known local radio station owner, according to a letter from Badio’s boss at the ministry, as well as a ministry news release. Badio vanished soon after the assassination, to the shock of the former Colombian soldiers who were rounded up hours after the assassination, according to transcripts of WhatsApp messages between the Colombians and Counter Terrorist Unit. The transcripts, which point to Badio’s involvement in the plot, are part of the prosecution’s evidence in the South Florida case and were reviewed by the Times. In his audio message to the Haitian news outlet, Badio denounced unnamed members of Haiti’s government who he claimed had also been involved in the assassination plot. “If you think you’re going to get away with it, by executing me,” he said, “well, you’re knocking on the wrong door.”

Nuclear talks with China are essential and long overdue By THE EDITORIAL BOARD
A
fter months of troubled relations, and then some tentative steps to bridge the gap between the United States and China, there is one glaring omission: American and Chinese military leaders still don’t communicate with one another directly. That’s important because those lines of communication are the best way to avoid the kind of misunderstandings or overreactions that can lead to actual conflict. That’s why it’s encouraging that the countries plan to meet on Monday to discuss arms control. The talks come at a perilous moment for the systems of global controls, painstakingly built over decades, to avoid nuclear conflict. The landmark Cold War-era treaties between the United States and Russia have fallen by the wayside, one by one, with few meaningful restraints remaining and even less good will to negotiate successor agreements. The last major agreement, New START, expires in February 2026. This past week, the Russian government said it was formally withdrawing from the Comprehensive Nuclear Test Ban Treaty, though it said it would continue to abide by the terms of that agreement. The United States, for its part, is in the midst of upgrading its own nuclear weapons. As the United States and Russia lose their safeguards, the Chinese government is expanding its nuclear arsenal.

For decades, the People’s Liberation Army has felt secure with a few hundred nuclear weapons. But over the past few years, the government began a building spree that, if it continues, would leave China with an arsenal of 1,500 nuclear weapons by 2035, according to an estimate released last month by the Pentagon. Currently, the United States and Russia have about 1,670 deployed weapons each, with thousands more in storage. Arms races tend to acquire a self-sustaining momentum. The danger of the Chinese expansion is that the United States and Russia may each feel that they then need to expand their own arsenals to match the combined total of the other two powers. That’s a formula for the construction and maintenance of arsenals without end. Such competition would be alarming even if the relations between these three superpowers were otherwise harmonious. Throw in unpredictable points of tension around trade, the military buildup in the South China Sea, the future of Taiwan, the war in Ukraine, espionage in cyberspace and a dozen other fault lines, and the nuclear buildup risks triggering a global crisis with little margin for error and few offramps. The world has faced such peril before. Some of the most alarming moments of the Cold War came as a result of misunderstandings. That was the rationale for establishing a hotline between Washington and Moscow in the wake of the Cuban missile crisis, to give leaders immediate access to each other, day or night. One such line of communication exists between the United States and China but is not in use, despite years of quiet pressure on Beijing to answer calls. China’s apparent willingness to now consider an arrangement to open lines of military-to-military communication is welcome news. In addition to a hotline, the United States and China should also agree to provide each other with basic information about test missile launches, as America and Russia have done for years. This kind of visibility and sharing of information is critical for all nations to distinguish between routine tests and potential first strikes, to avoid catastrophe by accident. A terrifying secret of the Cold War was that nuclear war was avoided, on several occasions, by chance. That helps explain why the Biden administration has placed a high priority on restarting international cooperation on arms control, even as the world seems more chaotic than ever. “We’re under no illusions that reaching risk reduction and arms control measures will be easy,” Jake Sullivan, the national security adviser, said in a speech this summer. “But we do believe it is possible.” Sullivan also launched a preemptive strike against hawks in the United States, noting in that speech that the current arsenal of nuclear weapons is sufficient to deter both Russia and China, even if the number of their
weapons grows. In the cold logic of nuclear game theory, having enough nuclear weapons to launch a devastating counter strike is sufficient to deter a first strike. That’s important to keep in mind when politicians begin to fearmonger about a new missile gap as a justification for more weapons. Americans are rightly worried about the possibility that today’s existing conflicts will turn into even worse regional or global conflagrations. Ukraine is defending itself against Russia, a country that has not ruled out the use of nuclear weapons. Israel’s war against Hamas risks drawing in Iran, a rogue state that is close to recognizing its nuclear ambitions. And North Korea continues to improve its rogue nuclear weapons program, now possibly capable of striking the United States. Yes, these are all destabilizing. But against that backdrop, adding more nuclear weapons to the mix only raises the stakes even further, and will not make the United States safer. It is also in the best interests of both the Americans and Chinese to begin talks on how to integrate artificial intelligence into national defense. The Biden administration took an early step in understanding the challenges the new technology will pose in an executive order issued this past week. At the bare minimum, nations should require that humans do — and always will — make the ultimate call to launch nuclear weapons. “The prospects that the unconstrained advance of AI will create catastrophic consequences for the United States and the world are so compelling that leaders in governments must act now,” as Henry Kissinger and Graham Allison wrote last month in Foreign Affairs. Expectations for the low-level talks are modest. But any dialogue between nuclear armed powers is welcome and, if history is a guide, progress often begets progress when managing the world’s most destructive weapons. It is far easier to head off an arms race before it starts than to do so after it has spun out of control.

LeVar Burton wants to be heard

L
eVar Burton has spent much of his career encouraging children to read. Now, he is urging them to listen — really listen. They can develop that skill, along with an ear for mysteries, in “Sound Detectives,” a new podcast for audiences of elementary-school age that is part whodunit, part science exploration and part comic adventure. Co-produced by SiriusXM’s Stitcher Studios and LeVar Burton Entertainment, “Sound Detectives” features Burton as a fictionalized version of himself, an inventor with the same name. “In a certain sense, ‘LeVar Burton’ has reached iconic status,” Burton said in a phone conversation. “And it’s fun for me to lean into that.” He added, “It’s also an opportunity for me to introduce ‘LeVar’ to another generation.” Many adults recognize Burton as the actor who played Kunta Kinte in “Roots” and Geordi La Forge on “Star Trek: The Next Generation.” More recently, fans pushed for him to be named the host of “Jeopardy!,” a role for which he very publicly campaigned. But to large numbers of today’s parents, he is most familiar from their own childhoods as host of the Emmy-winning public television series “Reading Rainbow,” which explored books for young readers from 1983 to 2006. The LeVar Burton of the 10-part “Sound Detectives,” which debuted Wednesday (SiriusXM will release a new epi-
sode every week thereafter), is an audiophile planning to open a magnificent institution, the Museum of Sound. But he discovers that sounds are becoming separated from their sources and going missing. To resolve the crisis, he hires a Philip Marlowe-style sleuth, Detective Hunch, and sends him an assistant in the form of one of his own inventions: Audie, a 3-foot-5 walking, talking ear. In each episode, Hunch and Audie must analyze an errant sound, identify it and return it to its origins, while also trying to unmask the Sound Swindler, the human culprit who is causing the disappearances. “Sound Detectives” is the real LeVar Burton’s first podcast for children, but he stressed that he did not see it as a longawaited return to young people’s entertainment. “I don’t feel like I’ve ever left it,” he said. Burton, 66, who has remained active in children’s literacy through founding Skybrary, a digital library of e-books and videos, said he had not ruled out a young listener’s version of “LeVar Burton Reads,” his SiriusXM literary podcast. (According to the company, it has been downloaded more than 54 million times since its premiere six years ago.) But what appealed to him about “Sound Detectives” was that he did not have the burden of being the podcast’s sole maker or its star. Independent producers Joanna Sokolowski and Julia Smith (Smith is also the producer of “LeVar Burton Reads”) created the podcast and developed it with Burton before pitching it to Sirius XM. “Sound Detectives” focuses more on the private eye — and the accompanying ear — than on the famous voice that gives them their missions. Burton also admired the plan for each episode’s end: Once the missing sound is returned, young listeners hear an onlocation interview with real experts who deal with it in their work. The podcast “appeals to the innate curiosity in a child about the world around them,” Burton said, and “it introduces them to parts of the world that they might not have yet been exposed to. And those are the key precepts that were the drivers to ‘Reading Rainbow.’” “Sound Detectives” visits places such as Yellowstone National Park, the NASA Jet Propulsion Laboratory and the streets of Bengaluru, India. When creating the missing-sound mystery for each half-hour episode, Smith and Sokolowski said in a video interview that they sometimes started with a site they found intriguing, and at other times with a sound. The sounds they chose can be challenging to identify; one example was recorded on Mars. “We hadn’t heard of another show that was dealing exclusively with sound as, like, the main narrative driver for a podcast,” Sokolowski said. “And it just seemed like a wonderful way to not only engage kids in the format, but also in the method and delivery and style and every aspect of the show.” Although the podcast industry is undergoing retrenchment, “Sound Detectives” is entering a children’s market that seems nowhere near saturation, said Megan Lazovick, a vice president at Edison Research, an analytics company in Somerville, New Jersey.
Edison’s first national study of the children’s market (conducted recently with advocacy organization Kids Listen) found that 29% of children ages 6-12 had listened to a podcast the previous month. That figure rose to 42% if their parents had also listened to one. Lazovick predicted that Burton’s association with “Sound Detectives” would be a big draw for parents. She mentioned how the new “Disney Frozen: Forces of Nature” podcast capitalized on the popularity of the “Frozen” film and its offshoots. “In the kids’ space, bringing in brands that are already trusted is sort of a no-brainer,” she said. Adam Sachs, SiriusXM’s senior vice president for entertainment, comedy and podcast programming, said Burton was also a “huge factor” in the company’s commitment to the project. “Not only is he just a great podcast talent to work with, and we have a great track record with him,” Sachs said, “but he also has so much experience working in the kids’ content space that this sort of felt like the perfect opportunity for us to dip our toe in.” (SiriusXM declined to disclose the budget for “Sound Detectives.”) Sokolowski, who has a background in documentaries (among them, the films “Ovarian Psycos” and “Very Semi-Serious”), and Smith, who has experience in comedy (including the podcasts “Judge John Hodgman” and “Bubble”), are parents who wanted “Sound Detectives” to be as layered as possible. In addition to investigating physics and acoustics, the podcast includes information on auditory biology (even most adults probably aren’t aware that the ears influence taste) and an episode that examines how deaf people experience sound as vibration. The two women, who wrote the scripts with Isabelle Redman Dolce, also decided that the dialogue would be partly improvised. “I like the energy that it brings, and the ideas that will sort of come forth that would probably never emerge in any other way,” Smith said. They sought actors with improv experience, and Vinny Thomas, who voices Detective Hunch, proved to be an authority on animal characteristics (such as the fact that whale sharks lead solitary lives). “Hunch is kind of like an eccentric uncle,” Thomas said, “and what eccentric uncle isn’t a know-it-all?” Jessica McKenna, who portrays the ever-curious Audie, improvised song interludes as well as lines, using her skills to collaborate with composer Adam Deibert on the jazzy “Sound Detectives” theme. “It’s a really goofy niche I’ve carved out for myself,” she said. In addition to being an ear, Audie personifies a child who is maybe “solving the case before the adult,” Sokolowski said. Celebrating literature that ‘brings the world close’

ords Without Borders, one of the few magazines in the world dedicated to literature in translation, is turning 20 at a fraught time: Around the world, wars are raging. Writers are being jailed, dissident voices silenced and books banned. As the magazine’s staff considered its anniversary celebrations — a virtual gala on Nov. 2, following a live one on Oct. 25 — one question was pressing: How do you find words, let alone celebrate them, when bombs are dropping? The answer, said Karen M. Phillips, the magazine’s executive editor and publisher, was right there, baked into their mission — to gather and celebrate international literature, and

in doing so, strengthen the connection between readers and writers around the world. Given the current political climate, the need for such conversations has never been more vital. “Literature is a really powerful space for imagining new ways forward, or thinking through situations that are impossible if you take them head on as facts,” she said. “We’re always publishing contemporary writers who are reflecting, through their literature, the events and crises of the world.” Over the years, Words Without Borders has presented literature about the war in Ukraine, the global pandemic and the refugee crisis in Greece. Launched in the wake of 9/11 and the subsequent American invasion of Iraq, the magazine’s first three issues in 2003 were dedicated to works from writers in Iran, Iraq and North Korea. The series’s title: “Literature from the ‘Axis of Evil.’” “We saw it as an antidote to extremism and this war of abstractions that was going on,” said Alane Salierno Mason, the magazine’s co-founder and president. “But then, we were also publishers. We thought that if we were going to launch a magazine, we wanted people to pay attention to it.” People did notice, and continue to in ever-growing numbers. Since its inception, Words Without Borders has expanded to include the works of over 4,600 authors and translators. Contributors represent 143 countries, from Albania to Zimbabwe, their works translated from 139 languages. One of the magazine’s primary goals has been to highlight works written
in languages that typically weren’t being translated into English — Faroese, say, or Urhobo — and to showcase voices and viewpoints that most American readers would not otherwise encounter. “Words Without Borders does this heroic job of bringing the world close to us,” said Courtney Hodell, the director of literary programs at the Whiting Foundation, which presented one of their inaugural Whiting Literary Magazine Prizes to the magazine in 2018. “At times like this, that feels like an essential and fundamental human act.” Writers and poets including Ilya Kaminsky, Yolanda Arroyo Pizarro and Laila Lalami attended the live gala in Manhattan. The participants mentioned some of the magazine’s accomplishments, like publishing nine Nobel laureates — seven of them years before their works were recognized by the Swedish Academy. “We can’t take all the credit, but I do think we have good taste,” said Samantha Schnee, the founding editor and board chair. “And we have a fantastic team of editors. But I also think it goes back to our translators who say, ‘Hey, this is someone you should take a look at.’” A corps of translators double as talent scouts for the magazine, scouring the literatures they translate from for new voices. But there’s also another, simpler reason the magazine seems to spot so much international talent before others do, Mason said. “Who else is doing this?” she asked. “The Paris Review, to name perhaps the best-known literary magazine, might do a few translations a year. Same with The New Yorker, but generally, they’re publishing people who already have some name recognition.” The gala celebrants also looked to the magazine’s future, which includes an ongoing expansion of Words Without Borders Campus, the magazine’s educational component. Launched in 2017, the program offers students and teachers free access to contemporary literature from around the globe and trains educators on how to teach these stories. In December, the program got a major boost from the Whiting Foundation, which awarded the magazine the largest grant in the publication’s history. The multiyear Humanities in High Schools grant, which provides $75,000 in its first year, will help expand partnerships with school districts. Around the same time last year, Poupeh Missaghi, a writer and translator from English and Persian, began a project for Words Without Borders called #WomanLifeFreedom: A Series on the Revolutionary Uprising in Iran, inspired by the death of Mahsa Amini in 2022. The yearlong series is an example of what the magazine does best: provide a range of accounts, from witness narratives to pen-and-ink drawings of protesters, to readers who otherwise would have no access to them. One of the essays published in the series, “I am a Witness,” has been expanded into a book from Ithaka Press, “In the Streets of Tehran: Woman Life Freedom,” written by Nila (a pseudonym) and translated by Missaghi. “If we didn’t have outlets like Words Without Borders, how could we create these spaces for conversations about translation and world literature?” she asked.

Feeling terrible after your COVID shot? Then it’s probably working. By APOORVA MANDAVILLI
A
new study has an encouraging message for Americans who shy away from COVID shots because of worries about side effects: The chills, fatigue, headache and malaise that can follow vaccination may be signs of a vigorous immune response. People who had those side effects after the second dose of a COVID vaccine had more antibodies against the coronavirus at one month and six months after the shot, compared with those who did not have symptoms, according to the new study. Increases in skin temperature and heart rate also signaled higher antibody levels. “We know that vaccine uptake can be challenging, and in some cases, it can be so because some people have strong reactions to the vaccine,” said Aric Prather, a clinical psychologist at the University of California, San Francisco, who led the study. “My hope is that this actually helps assuage some of those concerns,” said Prather, who studies how behavioral factors affect the immune system. “In fact, those symptoms, though they may be unpleasant, may actually be working for you.” The study was posted online late last month. It has not been reviewed for publication in a scientific journal. But several experts said it was well done, and its results were consistent with those from other research. The relative increase in antibody levels among those who experienced side effects was small and doesn’t mean that people without symptoms don’t muster a strong immune response, experts said. “Lack of side effects should not be taken as a sign that the vaccine’s not working,” said Alessandro Sette, co-director of the La Jolla Institute of Immunology’s Center for Vaccine Innovation, who was not involved in the work. An earlier study found that 98% of people who felt no ill effects still produced copious amounts of antibodies, compared with 99% of those who had localized symptoms or worse, Sette said. Still, the new results suggest that people who have a rough time after vaccination are likely to be well protected from the virus. “If you’re feeling crappy, then odds are that you’re probably mounting a pretty reasonable immune response,” said Deepta Bhattacharya, an immunologist at the University of Arizona who was not involved in the new study.
In research published last year, Bhattacharya and his colleagues looked at vaccine responses in 2,354 people, about half of whom took a painkiller to relieve side effects from the shot. In mice, nonsteroidal anti-inflammatory drugs, such as aspirin and ibuprofen, severely impair immune responses to the coronavirus. But Bhattacharya’s team found that in people, the medications did not mute the immune response to COVID vaccines. Not only that, but those who took a painkiller seemed to have more antibodies than those who tolerated the symptoms without medication. The most likely explanation for that is not that the painkillers increase antibody levels, Bhattacharya said. “It’s more that people who have symptoms tend to have a slightly greater antibody response than those who don’t, and of course the people who have symptoms are more likely to take painkillers,” he said. Other studies have also found that people with self-reported side effects, including fever, chills, body aches and fatigue, had slightly more antibodies than those without the symptoms. In the new study, Prather and his colleagues tracked people’s antibody levels over time. When the vaccines were introduced in December 2020, they scrambled to recruit study participants through ads placed in newspapers and on television and social media. At the time, much of UCSF was still closed down, so they commandeered a Pilates studio in the university gym, moving equipment out of the way and bringing in phlebotomists to draw the participants’ blood. The scientists excluded anyone who had evidence of a coronavirus infection before or during the study. “We knew we had this very finite period where people were rushing to get vaccinated,” Prather said. “It was just an intense time, but we had to do what we had to do.” The team tracked symptoms among 363 participants who received the Pfizer-BioNTech or Moderna COVID vaccines for six days after each dose, and gave some participants biometric devices to record their temperature, breathing and heart rate. Those who had seven distinct side effects — including chills, tiredness, feeling unwell and headache — produced nearly double the levels of antibodies as those who reported no symptoms, the researchers found.

The research would be difficult to perform now because people have already had multiple infections or shots that would influence their immune responses, Prather said.
The current COVID shots are designed to protect from the XBB.1.5 omicron subvariant, but the results should still be relevant to all iterations of the vaccines, experts said. The rollout of COVID vaccines this fall has been bumpy, with canceled appointments and confusion about insurance coverage. But about 4 million Americans received the shots last month, according to the Department of Health and Human Services.

Sarah Massameno August 17, 1935 - October 4, 2023
Sarah Massameno was born in London, England on August 17, 1935 and passed away at Shalom Park in Denver, Colorado on October 4, 2023, at 88. Her father Izek Doktorczyk was Polish and her mother Esther de Miranda was English. They changed the family name to Wolf at Ellis Island because the Polish name was too difficult for most Americans to pronounce and spell. When World War II broke out in 1939, her parents were in the United States with her sister Ruth and the task of caring for Sarah and her brother Maurice fell to their beloved grandmother Rachel Miranda in Antwerp, Belgium. Grandmother Rachel was stoutly English and had had the foresight to ask that Esther give birth to her children in England, making them British subjects. In a story that has become legend in the Wolf Family, they escaped the Nazi invasion by taking one of the last trains out of Antwerp and were able to board an English military ship because of their nationality, and so their lives were saved. The family made it to Rayners Lane in North London to join their Aunt and their brother Samuel, where they in the formative years of their childhood endured the Battle of Britain, rationing, and wartime schooling. In 1947, they finally were able to reunite with their parents and sister in Manhattan, where they lived in midtown on the East Side, close to Wolf’s United Nations Gift Shop. In the nineteen sixties, Sarah returned to London, where she worked at Eastern Airlines while moonlighting as an antique vendor at the fabled Portobello Road Market. She married David Massameno, and when he passed away, she remained Sarah Massameno and never remarried.
Sarah raised and loved cats all of her life and had a special place in her heart for Darling, the cat she brought with her from London to San Juan Puerto Rico, where she lived close to her parents and furthered her self-taught intellectual breadth working at the Casa del Libro, Old San Juan’s renowned rare book museum. Sarah eventually settled in Boulder, Colorado to be near her nephew Govinda and niece Mariah. She came to know and love Mariah’s daughter Quinn. Those people who were lucky to be her friends will always remember her forthrightness, wisdom, and empathy. Never has a less biased person walked this earth and if you were her friend, you shared some of these rare qualities. She did not suffer fools gladly. She was cherished for her British wit and the countless stories she told about her adventurous life, relying on an almost superhuman memory for detail. She even proved on many occasions that she possessed the rare gift of Extra Sensory Perception When anyone asked her, “Sarah, how are you?” she would invariably answer “Content and grateful!” Her family and friends are content and grateful, and always will be, that Sarah was part of their lives. She is survived by her sister-in-law Yolanda Wolf, niece Monica Turenne and husband Marc, niece Mariah Quish, nephews Govinda Quish, Michael Wolf Segal, Simon Wolf, and David Wolf and wife Ana Maria Otero Otero, and her great-nieces and nephews, Mattea Turenne, Nicholas Wolf Turenne and Quinn Theodora Quish.

PR delegation leaves Santiago with 20 medals, 2 Olympic berths
Puerto Rico divided its medals between 11 for women, eight for men and one in a mixed category. Santiago 2023 marked the eighth time that Puerto Rico earned at least 20 medals at the Pan American Games. By THE STAR STAFF

uerto Rico concluded its participation in the 19th Pan American Games in Santiago, Chile on Sunday with 20 medals and two athletes having secured berths at the 2024 Summer Olympics in Paris. In table tennis, Adriana Díaz stood
out by winning a gold medal in singles on Nov. 1, becoming the athlete from Puerto Rico with the most medals all-time in the continental games. Her three medals in Santiago brought her Pan American Games total to eight going back to 2015. In archery, opening ceremony flagbearer Jean Pizarro Latorre earned the island’s first gold medal in that discipline. Janessa Fonseca Romero, who was the flagbearer along with Pizarro Latorre during the closing ceremony, took gold in karate, marking a milestone for Puerto Rican women in that martial art. In track and field, heptathlete Alysbeth Félix and high jumper Luis Joel Castro won silver medals, becoming the first to do so for Puerto Rico in their events. In judo, Puerto Rican women María Pérez, the delegation’s other opening ceremony flagbearer, and Sairy Colón won silver medals at 70 and 78 kilograms, respectively. The Puerto Rico women’s softball team earned silver for its sixth Pan American medal alltime, and the women’s table tennis team added another silver to the tally. The bronze was also significant, with

Sailor Pedro “Pedruco” Fernández was the other Puerto Rican competitor in Santiago to qualify for the 2024 Summer Olympics. decorated women’s field had slowly come unglued over the final few miles of the New York City Marathon on Sunday, to the point where just two runners remained in the hunt for the title. Hellen Obiri, a two-time Olympic medalist for Kenya in the 5,000 meters and the reigning Boston Marathon champion, tends to run with ferocious power. She does not run a course so much as she attacks it, all arms and legs and palpable determination. Letesenbet Gidey, on the other hand, seems to cover the ground beneath her with effortless grace, as if her stride were conceived by the distance-running gods. The women’s world-record holder in the 10,000 meters and an Olympic bronze medalist for Ethiopia, Gidey tucked behind Obiri as the finish line came into view. Their contrasting styles were on full display as Dathan Ritzenhein, Obiri’s coach with the Boulder, Colorado-based On Athletics Club, watched and worried. Before the race, he had advised Obiri to avoid trying to break away until Mile 24. “I was very much second-guessing whether or not it was the right strategy at that point,” he said. Obiri, though, was fearless, and with one final burst of speed before a cheering crowd, she dropped Gidey and charged to a dramatic victory in 2 hours, 27 minutes, 23 sec-
onds. Gidey finished six seconds back in second place, while Sharon Lokedi of Kenya, who won last year, placed third. “In a marathon,” Obiri said, “it’s about patience.” While the women’s race was slow and tactical until the late stages, Tamirat Tola of Ethiopia seized the men’s title by running hard from the start. Tola, who was the world champion in the men’s marathon in 2022, finished in 2:04:58, breaking Geoffrey Mutai’s course record from 2011 by eight seconds. Jemal Yimer, also of Ethiopia, finished second, and Albert Korir of Kenya was third. Tola had arrived in New York with questions about his fitness after he dropped out of the marathon at the world championships in Budapest, Hungary, this summer. He quelled those concerns as Sunday’s race wore on. “The people of New York are amazing to give me moral support every kilometer,” said Tola, who added that he had succumbed to a stomach bug in Budapest. “I’m happy.” Clear skies and mild temperatures greeted a field of about 50,000 athletes who gathered at the base of the VerrazzanoNarrows Bridge on Staten Island for their annual pilgrimage across the five boroughs. Among them, Obiri, 33, had redemption in mind. When she made her marathon debut in New York last year, she went out fast before struggling to a sixth-place finish. It turned out

From page 27 to be a punishing experience for a runner unaccustomed to failure. “My debut here was terrible,” she said, adding: “I didn’t want to come back.” Ritzenhein recalled that Obiri was so physically and psychologically beat up from the race that he had a hard time getting her to leave her hotel room. But after returning to Boulder, she began training again. “Sometimes,” Obiri said, “you learn from your mistakes.” She put those lessons to use in Boston earlier this year when she won her first world marathon major. In the wake of that triumph, Ritzenhein could sense that Obiri felt she had unfinished business in New York. Sunday’s race was an odd one, though. The top women went out slow — at least based on their standards — which meant that a large leading pack remained intact well past the halfway point. “It was a super weird race,” said Kellyn Taylor, who placed eighth as the top American woman. “New York traditionally starts off a little bit slow, and then it picks up the second half. This year, it just seemed to lag.”
In fact, the race in many ways did not start in earnest until the leaders covered Mile 22 in 5:18, which was their fastest mile of the morning — and then it only got faster. Obiri was among those who proceeded to cover Mile 23 in 5:04. By then, only Obiri, Gidey, Lokedi and two others — Viola Cheptoo, the runner-up in 2021, and Brigid Kosgei, a five-time world marathon major champion — were still in contention. But those surges took their toll on everyone, including Gidey, who tried hard to stick with Obiri on the race’s final climb in Central Park. Ritzenhein was cautiously optimistic since the overall pace had been slower than Obiri’s long runs in training, he said. “But you never know,” he said. “And then you could see, at the end, that she had a lot of fuel in her tank.” With about a quarter-mile to go, Obiri was in a full sprint. She peeked behind her at Gidey, who reached down to tuck her necklace inside the top of her singlet as she tried to muster one final burst of speed that never quite materialized. Afterward, Obiri said she was hopeful that Kenya would select her to compete in the marathon at the 2024 Olympics in Paris: “I’ve shown that I can do it.” Meanwhile, Marcel Hug and Catherine Debrunner, both from Switzerland, won the men’s and women’s wheelchair rac-

Walter Davis, basketball star with a velvet touch, dies at 69 By RICHARD SANDOMIR

alter Davis, whose smooth shooting propelled him to basketball stardom with the University of North Carolina and the Phoenix Suns, but who late in his career struggled with drug addiction, died Thursday while visiting family in Charlotte, North Carolina. He was 69. The university announced his death but did not specify a cause. Davis, a 6-foot-6 forward, played at North Carolina from 1973 to 1977 for Dean Smith, one of the most successful coaches in college history. He averaged 15.7 points a game over four seasons on Tar Heels teams that also included Bobby Jones, Phil Ford and Mitch Kupchak. In one of Davis’ signature games, in March 1974, North Carolina was losing to Duke, 86-78, with 17 seconds left. After North Carolina closed the deficit to two points with time expiring, Davis tied it with a shot from a distance estimated at between 30 and 35 feet. (The basket would have counted for three points and won the game today, but the 3-point shot was not officially introduced by the NCAA until 1986.) North Carolina went on to win in overtime, 96-92. “I wasn’t trying to bank it in,” Davis, then a freshman, said afterward. “It wasn’t a desperation shot. I was just trying to do my part, that’s all. I didn’t allow myself to think about anything. I just told myself it could only do two things: go in or come back out.” In 1976 he was a member of the U.S. team, also coached by Dean Smith, that won a gold medal at the Olympics in Montreal. A year later, he led North Carolina with 20 points — and 10 of his team’s last 12 — when it lost to Marquette, 67-59, in the final game of the NCAA men’s basketball tournament. He was twice selected for all-Atlantic Coast Conference teams. His nephew Hubert Davis is currently the North Carolina coach.

Walter Davis was born Sept. 9, 1954, in Pineville, North Carolina. His high school in Charlotte won three state titles in basketball before he left to attend prep school in Delaware. He arrived at North Carolina in 1973. In 1977, Davis had surgery on a broken finger after North Carolina won the ACC tournament in his senior year. “Before they put me out, I remember looking up and Coach Smith was right there,” he told Ken Rosenthal for his book “Dean Smith: A Tribute” (2001). “I remember seeing him and having the screws drilled into my finger.” Davis was drafted by the Phoenix Suns in the first round of the 1977 NBA draft. After averaging 24.2 points a game — the highest average of any season in his career — he was voted the league’s Rookie of the Year. He remained a steady performer throughout his 11 seasons with Phoenix, averaging 20.5 points a game as a small forward and shooting guard. During a game in 1983, he set a league record by scoring 34 points (on 15 field goals and four free throws) against Seattle before missing a shot. “I don’t remember a sweeter shot,” Alvan Adams, one
of his teammates, told NBA.com in 2015. “He was a feared shooter. The other team knew it, too.” Chuck Daly, then the Detroit Pistons’ coach, told The New York Times in 1987: “Walter is a good shooter until the fourth period. Then he becomes a great shooter.” Davis had two nicknames: Sweet D and Greyhound. In his later years in Phoenix, Davis dealt with drug problems. In 1986, he spent a month in a drug rehabilitation center to treat cocaine and alcohol dependency. Early the next year he told the Times, “The scariest part is knowing that it is a disease that I will have to work on for the rest of my life.” When he relapsed in 1987, Davis was suspended by the league and once again entered a drug rehabilitation facility. He also received immunity from prosecution when he agreed to testify against several current and former Suns teammates, who were indicted on drug charges. In his testimony, The Arizona Republic reported, Davis said that he had first used cocaine in his second season in the league after being introduced to it by a teammate, Gar Heard. When asked by a prosecutor who else was there, he said, “Pretty much the whole team.” Later that year, Davis said that prosecutors had forced him to testify against his teammates. “I had no choice,” he told Sports Illustrated. “The last thing I wanted to do was get my teammates and friends indicted. If I’d known I was going to do that, I’d have probably gone to jail instead.” Davis left the Suns in 1988 to sign as a free agent with the Denver Nuggets. He was traded to the Portland Trail Blazers in 1991 and then re-signed with Denver, where he played in the 1991-92 season before retiring. Davis averaged 18.9 points a game for his career and played in six All-Star Games. After his retirement, he worked as an announcer and community ambassador for the Nuggets and a scout for the Washington Wizards. Information on survivors was not immediately available.
