opular Democratic Party (PDP) President Jesús Manuel Ortiz González announced Monday through social media that he will seek the PDP candidacy for governor and lead his party to victory in November 2024. “Today, I take a step forward for my country, convinced that those who govern came to power by making promises to the people knowing that they were not going to keep them,” Ortiz González said. “While this happens, the people suffer the most serious consequences -- recovery funds are not used effectively, and anguish from waiting months for a doctor’s appointment, the daily battle with a crumbling electrical system, lack of employment opportunities, the deterioration of essential services, and so many other problems. Those who govern do not understand the urgency of addressing these problems because they have never experienced them. I do not come to make promises, I come to commit to honesty, a commitment to work hard for a better country and never to forget where I come from.” Ortiz González will compete in the primaries against Sen. Juan Zaragoza Gómez, a former Treasury secretary, who invited Ortiz González on Monday to debates in the island’s 78 municipalities so each could present their government platform. During his announcement speech, the current atlarge representative presented his story and highlighted how the PDP has since its creation fought to promote opportunities for middle-class residents of Puerto Rico. “I come from a middle-class family, educated in public schools and local universities all my life. I know first-hand, because I lived it, what it is like to have three jobs to support my home and my family from a very young age,” Ortiz González said. “That effort that thousands of Puerto Ricans have to make every day to get ahead is the effort that has allowed me to be here and present myself to the country as a sensitive and down-to-earth alternative.” Ortiz González has a bachelor’s degree in communications, was a radio journalist, and is a professional relations specialist and lawyer. His experience includes working in the private sector in the media, in public service in the executive branch, and in elective positions in the Legislature and in the PDP. “Today, I offer the country my life experience, my sensitivity, my youth, and my strength to become the next governor of all of us who live on this island,” he said. Ortiz González announced that his candidacy will be filed on Dec. 16, 2023 at Ernesto Ramos Antonini Convention Center in Barceloneta. Later on Monday, Gov. Pedro Pierluisi Urrutia, the president of the New Progressive Party (NPP), said in response to Ortiz González’s announcement, “I wel-

come you to the ring.” “Next year will be a campaign year and the race is already being defined,” the governor said in response to questions from the press. Pierluisi added that the important thing in the campaign will be for all candidates to communicate their ideas for the benefit of voters. Senate candidate Luis Javier Hernández Ortiz and resident commissioner candidate Pablo José Hernández Rivera, both of the PDP, published messages on their social networks supporting Ortiz González. “For me, it will be an honor to accompany Jesús Manuel and Pablo José Hernández Rivera in this great challenge of taking our land forward, and from the Senate, I will be part of this great team that will rescue Puerto Rico,” Hernández Ortiz said. San Juan City Assemblyman Manuel Calderón Cerame, who is running for a seat in the island House of Representatives under the PDP banner, said he identifies with Ortiz González in that both are young parents and wish to leave their children something better. Meanwhile, Edwin Mundo Ríos, who is working in Pierluisi’s re-election campaign, said the NPP is not losing sleep over Zaragoza or Ortiz. He said it is a race between a candidate who did not pay tax returns and another who has no support.

262, which establishes 16 years as the minimum age for a person to activate an account on any social media platform. HB 262 was approved by the House of Representatives on Nov. 9, 2022 with 37 votes in favor. The measure has been under evaluation

by the Senate Judiciary Committee since Nov. 11 of last year. The New Progressive Party legislator’s measure also seeks, among other things, parental approval for minors up to the age of 18 to open accounts on social media platforms with all available security filters, something that currently happens only rarely. “The use of social media such as Facebook, Instagram and Snapchat, among others, is a matter of responsibility for parents and their children,” Meléndez Ortiz said. “We believe that there must be a minimum age for these young people to enter the networks, and that age is 16 years old with parental supervision. This issue is one that the U.S. Congress is working on. In May, a group of senators, both Republicans and Democrats, filed a bill to set the minimum age that a minor can enter social networks at 13. This happens as a direct consequence of the adult content that minors are exposed to, even with the available filters. The famous ‘challenges’ and the crudeness of much graphic material has made Congress act, as they have determined that it is a matter of the mental health of our

children. Here in Puerto Rico we have the tool to confront this, HB 262.” Meléndez Ortiz visited Congress on multiple occasions this year to, among other issues, discuss greater controls on minors for access to social networks, including guidance to parents and/or guardians on the risks posed by social media platforms. “This bill in no way intends for the government to intervene in the personal affairs of any person, but rather seeks to create a framework for parents and/or guardians to act to prevent minors from being targeted by materials aimed at adults,” the lawmaker said. “The state of Montana, which earlier this year passed legislation to ban the use of Tik Tok on all devices, the first jurisdiction nationwide to do so, is now evaluating raising the minimum age for young people to have their social media accounts from 13 to 18,” Meléndez Ortiz added. “This is something that is happening in Europe, Asia and the United States; the protection of the mental health of young people is imperative, which is why we reiterate our request to the Senate to approve this bill now.”

Protesters demand end to AES contract, urge denial of requested amendments By THE STAR STAFF

rotesters from various environmental groups and other citizens attended a Puerto Rico Energy Bureau (PREB) public hearing Monday to reject proposed amendments to the power purchase operating agreement (PPOA) of AES Puerto Rico, which they say will lead to higher rates, and to demand the company’s exit from the island. Myrna Conti, an environmental activist, complained that the PREB held a hasty hearing without giving the public enough time to conduct an analysis. She said she was outraged by the fact that the proposed amendments were partially redacted and criticized the possible use of public funds to try to save the financially ailing company. “I am concerned that the Puerto Rico Electric Power Authority [PREPA] is seeking approval of these amendments by December 1,” she said, adding that the contract with AES PR should be canceled because the company has only contributed to pollution. AES PR has a coal-fired plant in Guayama that provides a significant portion of the island’s energy. The amendments to the 1994 power and operating agreement, which are contained in 23 pages, were discussed with AES lawyers at a meeting

The amendments seek to replace the existing coal-fired facility in Guayama with a renewable energy facility because AES PR must stop using coal after Jan. 1, 2028 under a new energy policy. AES also defaulted in the payment of its bonds per a 2000 trust agreement with the Puerto Rico Industrial, Tourist, Educational, Medical and Environmental Control Facilities Financing Authority (AFICA by its Spanish acronym), the Bankers Trust Company, which was the bond trustee.

The goal of the PPOA is to maintain the “economic stability and environmental compliance” of the facility pending its retirement and expedite the removal of combustion waste byproducts and accelerate Puerto Rico’s transition to renewables. However, parts of the proposed amendments were redacted, and protesters expressed concern that the amendments will lead to higher utility rates. According to the amendments, the certified fiscal plan contains baseline rate

projections for PREPA. The baseline rate projections may be impacted by, among other things, PREPA’s ability to identify sources of funding to satisfy its cost share funding obligations and AES PR’s liquidity challenges. “If PREPA cannot identify sources of funding to satisfy its cost share funding obligations relating to the cost of the Federal Emergency Management Agency’s federal funding programs, PREPA may have to raise its rates to satisfy its obligations,” the partially redacted document said. “Pursuant to a power purchase and operating agreement with AES Puerto Rico, PREPA receives a portion of its energy supply from AES Puerto Rico’s coal generation facility. AES Puerto Rico is currently experiencing liquidity challenges. If AES Puerto Rico is not able to cover its operating expenses, PREPA may have to accept amendments to this PPOA to ensure the continued production of energy from the AES coal facility, which is necessary for PREPA to meet all demands for power, and might need to raise rates to cover costs related to any such amendment.” Eva Prados, a lawyer and member of a committee that is seeking an audit of Puerto Rico’s debt, criticized the fact that the amendments were partially redacted and chided the PREB for not ensuring Puerto Rico had energy rates at a reasonable cost.

Over $11.9 million in incentives assigned for job creation & retention By THE STAR STAFF

n order to continue strengthening the island’s labor market and economy, the Department of Labor and Human Resources announced on Monday the allocation of $11.9 million in incentives to promote the creation and retention of some 770 jobs through various private employers, representatives of several economic sectors, and nonprofit entities. The incentives come from the Fund for the Promotion of Work Opportunities created by Law No. 52-1991 and mainly support small and midsize enterprises so that they can hire and retain more young people, people with functional diversity, older adults, and citizens with criminal records, and offer first employment experiences, among other purposes. “For the current fiscal year, 261 employers from the private sector and nonprofit organizations met the requirements for orientation and submission of proposals and were selected to receive incentives aimed at job creation and retention, which

this time exceed $11 million,” Labor and Human Resources Secretary Gabriel Maldonado González said. “Although we have the lowest unemployment rate in our history at 5.8% and the highest levels of labor participation and employment in over a decade, these incentives are one of the tools our agency has to continue to support job creation in small and midsize businesses, the insertion of more people into the workforce through diversity, equity and inclusion, the historic reduction in the unemployment rate and, in the case of nonprofit entities, it is also possible to ensure the delivery of essential services to the population segments that need them most, in accordance with the public policy of Governor Pedro R. Pierluisi.” In the case of the 51 nonprofit entities, total funds to be received amounts to $2,153,525, with which 126 jobs will be supported that involve the work of providing community impact services, education, health and financial education, among others, aimed at the island’s most disadvantaged populations. Meanwhile, the funds allocated to the 210 employers of the

private sector total $9,751,080, for the creation and retention of 644 jobs in the sectors of manufacturing, services, agriculture, tourism, education and food, among others.

COR3: $44.9 million disbursed to faith-based groups to date By THE STAR STAFF

entral Office for Recovery, Reconstruction and Resilience of Puerto Rico (COR3) Executive Director Manuel A. Laboy Rivera said over the weekend that $44.9 million has been disbursed to faithbased groups to rebuild projects damaged by Hurricane Maria in 2017 and other natural disasters. The money came from the Working Capital Advance (WCA) program. The groups also have been recipients of Federal Emergency Management Agency (FEMA) funding obligations. “Faith-based entities represent an essential component for the social strengthening of Puerto Rico, and through the WCA pilot program, they have managed to direct important permanent works that have not started due to lack of money and that are of benefit to our people,” Laboy Rivera said. “COR3, complying with the public policy of Governor Pedro Pierluisi to provide the necessary tools to advance reconstruction, has disbursed over $96.8 million in advances and reimbursements for this sector. These disbursements go hand in hand with the increase in reconstruction projects.” An example of the projects underway is the Disciples of Christ Church in Amelia, Cataño. The church facility, which the COR3 executive director recently visited, was destroyed by Hurricane Maria, and FEMA

Reconstruction of the altar and replacement of the slabs, among other works, are in progress. Between November and October 2023,

Some of the entities that have recently received this advance of 25% of the FEMA allocation to promote the development of their projects include the San Benito School in Humacao, $2.3 million; San José Marianist School Corp. in San Juan, $1.2 million; Marist Association in Guaynabo, $1.5 million; Adventist University of the Antilles Inc. in Mayagüez, $205,393; First Baptist Church in Trujillo Alto, $273,041; Disciples of Christ Christian Church in P.R. Inc., $914,317; and

Restoration in Christ Church in Bayamón, $332,133. Laboy Rivera also visited the Iglesia Cristiana Discípulos de Cristo Bella Vista Caná de Bayamón, which has a FEMA obligation of $694,526 and received a WCA advance of $170,063. This allocation was used for various works that included removing and replacing roof sealing, painting, metal roof installation, and replacing acoustics and doors, among other improvements. “We urge nonprofit organizations, like the rest of the subrecipients, to take advantage of the benefits of Working Capital Advance,” Laboy Rivera said. “The program is one of our main instruments for promoting the reconstruction and resilience of Puerto Rico.” According to the Quarterly Progress Report (QPR), which measured the progress of reconstruction from July to September of this year, in the faith-based sector there are 625 permanent works in the design acquisition stages, design, permitting, construction procurement, and construction, which have FEMA funding allocations exceeding $371.4 million. Meanwhile, 110 reconstruction projects, valued at some $12.2 million, were completed. The data reflect an increase of 149 more works in execution than those in the quarter from April to June 2023 in the design acquisition phases through construction. Faith-based subrecipients also reported 22 completed projects in addition to those existing in the previous quarter.

he Federal Emergency Management Agency (FEMA) has awarded more than $40 million to the Puerto Rico Aqueduct and Sewer Authority (PRASA) to repair infrastructure and replace equipment damaged by Hurricane Maria that is intended to provide water management and services for several communities on the island. “These renovations will greatly improve the quality of life and health of many communities,” Federal Disaster Recovery Coordinator José G. Baquero said in a press release. “Municipalities will be able to prevent or reduce sewage overflows along their roads and PRASA will have the resources to ensure that drinking water meets local and federal standards.” FEMA allocated more than $37 million to repair a trunk sewer that originates in Isabela, passes through Aguadilla, Moca and Aguada, and extends to Rincón. The Isabela-Aguada sanitary trunk sewer, which provides wastewater services to more than 18,000 residents, is some 6.2 miles (10 kilometers) long, with pipes ranging from 21 to 54 inches in diameter.

Members of Congress head for the exits, many citing dysfunction By KAYLA GUO

leven are running for the Senate. Five for state or local office. One for president of the United States. Another is resigning to become a university president. And more and more say they are hanging up their hats in public office altogether. More than three dozen members of Congress have announced they will not seek reelection next year, some to pursue other offices and many others simply to get out of Washington. Twelve have announced their plans just this month. The wave of lawmakers across chambers and parties announcing they intend to leave Congress comes at a time of breathtaking dysfunction on Capitol Hill, primarily instigated by House Republicans. The House GOP majority spent the past few months deposing its leader, waging a weekslong internal war to select a new speaker and struggling to keep federal funding flowing. Right-wing members have rejected any spending legislation that could become law and railed against their new leader for turning to Democrats, as his predecessor did, to avert a government shutdown. The chaos has Republicans increasingly worried that they could lose their slim House majority next year, a concern that typically prompts a rash of retirements from the party in control. But it is not only GOP lawmakers who are opting to leave; Democrats, too, are rushing for the exits, with retirements across parties this year outpacing those of the past three election cycles. And while most of the departures announced so far do not involve competitive seats, given the slim margins of control in both chambers, the handful that provide pickup opportunities for Republicans or Democrats could help determine who controls Congress come 2025. “I like the work, but the politics just no longer made it worth it,” Rep. Earl Blumenauer, D-Ore., said in an interview. He announced his retirement last month after more than a quarter-century in the House. “I think I can have more impact on a number of things I care about if I’m not going to be bogged down for re-election,” Blumenauer said. As lawmakers consider their futures

In this chaotic and bitter environment, many are deciding the trade-off is unappealing. This session, said Rep. Dan Kildee, D-Mich., has been the “most unsatisfying period in my time in Congress because of the absolute chaos and the lack of any serious commitment to effective governance.” Kildee, who has served in Congress for a decade, said he decided not to seek re-election after recovering from a cancerous tumor he had removed earlier this year. It made him re-evaluate the time he was willing to spend in Washington, away from his family. The dysfunction in the House majority only made the calculation easier. “That has contributed to the sense of frustration,” he said, “and this feeling that the sacrifice we’re all making in order to be in Washington, to be witness to this chaos, is pretty difficult to make.” Rep. Anna G. Eshoo, D-Calif., also announced she would end her threedecade career in Congress at the close of her current term. One of her closest friends in Congress, Rep. Zoe Lofgren, another California Democrat, told her

hometown news site, San Jose Spotlight, that there was speculation that Eshoo was leaving “because the majority we have now is nuts — and they are.” But Lofgren added that “that’s not the reason; she felt it was her time to do this.” Some House Republicans have reached the limits of their frustration with their own party. Rep. Ken Buck, R-Colo., announced he would not seek reelection after his dissatisfaction and sense of disconnect with the GOP had grown too great. Buck, who voted to oust Rep. Kevin McCarthy of California from the speakership, has denounced his party’s election denialism and many members’ refusal to condemn the Jan. 6, 2021, attack on the Capitol. “We lost our way,” Buck told The New York Times this month. “We have an identity crisis in the Republican Party. If we can’t address the election denier issue and we continue down that path, we won’t have credibility with the American people that we are going to solve problems.” Rep. Debbie Lesko, R-Ariz., said in a statement during the speaker fight last month that she would not run again. “Right now, Washington, D.C., is broken; it is hard to get anything done,” she said. The trend extends even to the most

influential members of Congress; Rep. Kay Granger, the 80-year-old Texas Republican who chairs the powerful Appropriations Committee, announced she would retire at the end of her 14th term. Even if her party manages to keep control of the House, Granger, the longest-serving GOP congresswoman, faced term limits that would have forced her from the helm of the spending panel. Few of the retirements thus far appear likely to alter the balance of power in Congress, where the vast majority of House seats are gerrymandered to be safe for one party or the other. Prime exceptions include Sen. Joe Manchin III, D-W.Va., whose retirement will almost certainly mean that Republicans can claim the state’s Senate seat and get a leg up to win control of that chamber. The decision of Rep. Abigail Spanberger, a Democrat, to leave her seat in a competitive Virginia district to seek the governorship also gives Republicans a prime pickup opportunity. And Rep. George Santos, R-N.Y., announced he would not seek re-election after a House Ethics Committee report found “substantial evidence” that he had violated federal law. His exit will give Democrats a chance to reclaim the suburban Long Island seat he flipped to the GOP last year. Some members not seeking reelection have determined they can affect more change from outside Congress, where they do not have to contend with the same infighting, gridlock and attention-seeking that now frequently drive the place. “I think I will have as much or more impact as a civilian as I would as a member of Congress, especially having to be involved in a pretty toxic political environment,” Blumenauer said.

48-year-old Vermont man was charged on Monday with three counts of attempted seconddegree murder in the weekend shootings of three young men of Palestinian descent on a Burlington street, a violent episode that stunned the small city. He pleaded not guilty. The suspect, Jason J. Eaton, was held without bail pending a bail hearing. He appeared in court through a remote video link from jail, wearing a red prison shirt. He did not speak during the brief hearing, except to thank the judge. Prosecutors did not offer details of their investigation at the hearing Monday. According to an affidavit of probable cause filed by the Burlington police, Eaton encountered the three young men, all students, just before 6:30 p.m. on Saturday outside the apartment building where he lives on North Prospect Street, near the University of Vermont campus. The affidavit said that the students were approaching a house when the gunman walked up, pulled out a handgun and started shooting at them from about two yards away. According to the court documents, Hisham Awartani, a student at Brown University, was shot in the spine; Tahseen Ahmed, a student at Trinity College, was struck in the chest, and Kinnan Abdalhamid, a student at Haverford College, was struck in the backside. Reed, who lives in Salisbury, Vermont, about 45 miles south of Burlington, described him as “kind and loving” as well as a “very religious person.” A website that appeared to be registered to the same Jason Eaton included references to his past enrollment in forestry and outdoor science programs at the University of Idaho. Attorney General Merrick Garland said in Manhattan on Monday that the FBI and the ATF were investigating the shooting of the three students, including the question of whether it was a hate crime. “No person and no community in this country should have to live with the fear of hate-fueled violence,” Garland said. The shootings came at a time of rising violence and growing concern about crime in Vermont, a sparsely populated state once known for its safety. Since announcing her bid in February, she has campaigned much like an old guard Republican: hawkish on foreign policy, supportive of legal immigration reform and staunchly in favor of the international alliances that Trump questioned during his administration. She has also sounded a lot like the former president, whose “America First” rhetoric she

echoed while serving as one of his diplomats, with aggressive calls to send the U.S. military into Mexico and remarks about the need to rid schools and the military of perceived leftwing influences on hot-button cultural issues such as race and transgender rights. Other than how she has navigated Trump himself, perhaps no issue best exemplifies Haley’s approach than abortion. She backed harsh restrictions on the procedure as governor of South Carolina and has called herself “unapologetically pro-life” on the trail, but

Trump’s lead over the field is dominant nationally and in every early state polled, and it remains uncertain that Haley could peel away enough of his faithful, no matter her approach, to come out on top. And what has so far propelled her could also become a liability, should she alienate one or more faction. Her rivals, including Trump and Gov. Ron DeSantis of Florida, have sought to portray her as insufficiently conservative and as someone who panders to Democrats. Jaime Harrison, chair of the Democratic National Committee, labeled her a “snake oil salesman” who “will say whatever she needs to say to get power.” Her campaign officials and surrogates argue her politics have stayed the same, with the country and the world changing around her. “Nikki has always been a tough, anti-establishment conservative,” said Olivia Perez-Cubas, a spokesperson for Haley. Haley’s attempt to thread the needle on abortion is already being tested, as she has faced skepticism from Iowa’s evangelical community, a critical voting bloc. Addressing a conservative Christian audience in Iowa, Haley said she would have signed a ban on abortion after six weeks of pregnancy as governor. Democrats seized on Haley’s remarks as proof that, despite her tone, she is no moderate on the issue. Influential evangelical leader Bob Vander Plaats, who previously indicated that clear-cut abortion opposition would be the driving factor for his support, went on to endorse DeSantis. Immigration and refugees Haley first rose in politics on the deep red wave of the Tea Party — and its anti-immigrant sentiment. As governor, she signed some of the harshest immigration laws in the country in 2011, requiring law enforcement officers to ask certain people’s immigration status and businesses to verify that their workers were in the country legally. But Haley, the daughter of Indian immigrants, largely refrained from using dehumanizing language against immigrants and stuck to the consistent message that immigration was critical to the nation, as long as it was done legally. Still, two pivotal events prompted her to take a sharp turn on the issue: the deadly terror attack in Paris in 2015 and the rise of Trump. After the attack, Haley, who was then governor, went from supporting the efforts of faith groups to resettle refugees in South Carolina to aggressively fighting the Obama administration on the admission of Syrians fleeing violence, citing concerns over the vetting process. Before Trump’s election in 2016, she called his proposal to bar Muslims from traveling to the United States “absolutely un-American.” As Trump’s U.N. ambassador, she defended his order to temporarily block all refugees and people from six Muslim-majority countries from entering the U.S. as well as his decision to cut U.S. funding to Palestinian refugees. Nikki Haley has sought to calibrate her message to appeal to the former president’s base as well as Republicans seeking an alternative. for improving the ways people can migrate, calling for a system based on merit and business needs, rather than quotas. But with a higher and more consistent frequency, she echoes Trump. She has promised to build a wall, send immigrants back and reinstitute some of Trump’s harshest immigration and asylum policies. Tough talk on China Haley seizes every opportunity to flex her foreign policy credentials and has stood out among her rivals for her steadfast support of Israel and Ukraine. A trickier spot has been her hawkish stance on China. Haley’s stump speeches are laden with warnings that China is outpacing the United States in shipbuilding, hacking American infrastructure and developing “neuro-strike weapons,” which she says can be used to “disrupt brain activity” of military commanders and civilians. But as governor of South Carolina, she lauded and welcomed Chinese companies that wanted to contribute to the state’s economy, helping those entities expand or open new operations. Those moves have opened her to attacks from DeSantis and other opponents, and she and DeSantis have lobbed false or misleading claims involving China at each other in recent weeks as the race for second place has tightened. Explaining her position on the campaign trail, Haley has argued that her administration’s investments in Chinese companies accounted for a fraction of the jobs and projects spurred during her tenure and that she had not been aware of the dangers China posed until she became U.N. ambassador. The threat of China has also evolved, she adds. “There is not another governor in this race that hasn’t worked to recruit Chinese companies,” she said last month at a chapel in Cedar Rapids, Iowa. “Every governor has done the same thing, just like every one of you has Chinese products in your home.” Identity politics Few moments have defined Haley more in the public view than when she signed legislation to take down the Confederate battle flag at the South Carolina Statehouse, after a white supremacist shot and killed nine Black parishioners in Charleston in 2015, including a state senator. On the trail, she powerfully recalls the experience, casting herself as a new generational leader capable of bridging divides. But the feat also captures her calibration: As she ran for election in 2010 and then reelection in 2014, she rejected talk of removing the flag, a thorny issue in a state where Confederate heritage groups were a major political force. After the 2015 attack rattled South Carolina, Haley seized on the newfound political will among state lawmakers on

both sides of the aisle. Haley has also wielded her own identity to significant effect. Much as she invokes her high heels to point out that she is the only woman in the race, she has used her family background to call for staunch immigration measures and her election as the first woman of color to lead South Carolina to argue that America is neither “rotten” nor “racist.” Fighting the conservative cultural battles that have animated the GOP base in recent years has not been central to her presidential campaign, but Haley has echoed DeSantis and Trump in some of her language criticizing gender and racial diversity initiatives in boardrooms and classrooms. But as new polling has shown that the battle against “wokeness” has lost some of its political potency, her more recent remarks about education have tended to focus on support for school choice programs, which allow public money to be directed to private and religious schools, and tackling children’s low test scores in core subjects such as reading and math. Donald Trump In the 2024 race, perhaps Haley’s most careful approach has been toward Trump, whose support among Republicans remains significant. Not long after the assault on the U.S. Capitol, Haley said Trump had “lost any sort of political viability.” But she later went on to say that the party needed the former president and suggested that she would not jump into the 2024 presidential race if Trump decided to run. She then became the first to challenge him for the nomination — a move the Trump campaign highlighted in an email to supporters as one of her “flip flops” in the 2024 race. In a January interview with Fox News host Bret Baier, Haley explained her change of heart, saying conditions at the border, inflation and crime, and the country’s approach to foreign policy had worsened since she initially indicated she would stay out of the running. “I think we need a young generation to come in to step up and really start fixing things,” she said. On the trail, she has alternated between criticism and praise of Trump. On the one hand, she has lauded him for his border policies. At the first presidential debates in August, she was among six candidates who raised their hands to indicate they would support the former president as their party’s nominee, even if he were convicted of a felony. But she also has called Trump “thin-skinned and easily distracted” — among her sharpest critiques — and more recently has been describing him as a force of “drama and chaos” that the country cannot afford.

n a Manhattan courtroom this month, the cryptocurrency industry faced a reckoning as its onetime star, Sam Bankman-Fried, was convicted of fraud in a trial that put the industry’s excesses on vivid display. But the ever-volatile crypto markets were already moving on. Shortly before Bankman-Fried’s verdict landed on Nov. 2, the price of bitcoin surpassed $35,000, its highest level since an industry meltdown in 2022. On Nov. 9, ether, the second-most popular digital currency, surged 10% to around $2,100, its best performance in months. Some investors rushed to declare the end of the so-called crypto winter of falling prices and financial scandals that have plagued the industry for the last 18 months. Driving the renewed euphoria? A potential new fund. Crypto investors are growing optimistic that the Securities and Exchange Commission will approve an exchange traded fund, or ETF, that tracks the price of bitcoin, analysts said. The fund would trade on traditional stock exchanges and offer an easy way for people to invest in cryptocurrencies, potentially bringing a wave of money into the industry. Some proponents have hailed the possibility of this new investment vehicle, known as a spot bitcoin ETF, as crypto’s “salvation.” In August, Grayscale Investments, a crypto asset manager, scored a legal victory over the SEC that seemed to pave the way for it to offer the bitcoin product. And this month, BlackRock, a giant money manager, filed paperwork to establish a similar ETF to track the price

he U.S. Navy intervened to stop the hijacking of a commercial cargo ship by pirates in the Gulf of Aden near Somalia on Sunday, after which two ballistic missiles were fired from Yemen toward the Navy destroyer that responded to the incident, the U.S. military said. The ballistic missiles were fired from the part of Yemen controlled by Iranianbacked Houthi rebels, according to a statement released by U.S. Central Command, which oversees U.S. military operations in the region. Houthi rebels, who are backed by Iran in the war in Yemen, attacked several commercial vessels last week in the Red Sea — a body of water next to the Gulf of

Officials said it is not clear if the attackers were the same group that attempted to take the ship earlier. Volunteer firefighters from distant states clear the waste, wiping away swarms of cockroaches from their arms. Miles from the coastal beachside resorts, Elizabeth Del Valle, 43, listened as her teenage daughter Constanza Sotelo described the “mountains of trash” still blocking many streets surrounding their home. “We have no way to find face masks to keep ourselves healthy,” said Del Valle. “We expect that we’re going to get an infection from the smell, from the garbage.” Weeks after Hurricane Otis shocked forecasters and government officials by intensifying rapidly into the strongest storm to hit Mexico’s Pacific Coast and devastate much of Acapulco, residents say they now face an unfolding public health disaster.

Many locals, public health officials and emergency responders say they believe that the uncollected garbage is linked to stomach infections, diarrhea and skin rashes and other ailments that people have complained about since the storm. Local business groups this past week called on federal and state officials to declare a sanitary emergency citing “the accumulation of garbage, construction material, lack of potable water, and the presence of insects and harmful fauna,” including human remains. As thousands of troops descended on Acapulco after Otis made landfall, authorities first prioritized clearing debris and restoring power to the tourist resort areas, according to city officials, local business leaders and residents. Some hotels in that area have since reopened. But people who live outside the city’s beachfront tourist neighborhoods say they must navigate so many piles of trash and debris that in some places it is hard to reach hospitals and health centers. Even as authorities respond to Acapulco’s many needs — providing water to residents, restoring power and finding

missing people — federal and local officials are sounding alarms over the hurricane’s longer-term health consequences and say that clearing trash needs to be priority. The city’s mayor estimates that 666,000 tons of garbage are piled across Acapulco. Under normal conditions, local officials said, 700 to 800 tons of waste are picked up every day. Mexico’s president, Andrés Manuel López Obrador, has promised a quick recovery, saying that families in Acapulco will be “content by Christmas.” The mayor, Abelina López Rodríguez, believes the timeline will be far longer. “To say that in one month or five months we will rebuild Acapulco would be a lie,” she said. The president’s support is vital, López Rodríguez said, “because garbage does not forgive.” The situation could soon become “a health crisis,” she added. Since Otis ravaged Acapulco — killing at least 50 people and leaving 30 missing — health brigades made up of federal workers have cleaned and disinfected a little more than one-third of the city’s 507

neighborhoods, disposing of hundreds of pounds of rotting food, Mexican officials said. Natural disasters can often result in an outbreak of infectious diseases, public health experts said. Piles of garbage left outside can attract mosquitoes and rats, which can then spread infectious diseases. A lack of power can also lead to contaminated food, raising the risk of stomach infections and illnesses. After Hurricane Katrina in 2005, the Centers for Disease Control and Prevention reported skin lesions, diarrhea and pneumonia among evacuees. Health problems linked to uncollected trash are “more common than we anticipate,” said Amber Mehmood, an associate professor of public health at the University of South Florida who focuses on global health and disaster management. Debris and waste, she said, can become a “breeding ground for mosquitoes that can carry malaria and Zika virus.” “There are plenty of reasons to be worried,” Mehmood added.

‘La Alianza’: An illegal electoral scheme under state & federal law By GREGORIO IGARTÚA

he recently announced agreement between the Puerto Rican Independence Party (PIP by its Spanish acronym) and Movimiento Victoria Ciudadana (MVC) to support each other’s candidates, by switching their votes from the candidate of one party to that of the other, is a conspiracy in the eyes of federal and state governments to defraud the electoral laws through false representation. The scheme is not limited to the top electoral positions, but also includes candidates at various lower political levels. Consider the MVC voting for the PIP’s Juan Dalmau for governor in exchange for his party voting for the MVC’s candidate for resident commissioner, Sen. Ana I. Rivera Lassén. The leaders of both parties alleged that this is legally constitutional under the veil of First Amendment Rights (U.S. Const. Amend. I). It is not a case of mere free expression by candidates. It is a violation of the equal protection of the laws and due process rights under the U.S. Constitution (Amend XIV), and under the Puerto Rico Constitution (Art. II-7). In considering the political damage to the candidates of other parties not conspiring, the equal protection of the laws and due process rights are affected in the outcome of the election by the illegal agreement of the PIP and MVC leaders. funds assigned to the parties involved, another scheme to defraud the Election Law by their interest to retain the franchise, each as an independent recipient of state funds, and by false representation of the electoral conspiracy with a quid pro quo agreement. In short, it constitutes a political-financial advantage over the other parties. Manuel Natal, the MVC’s general coordinator, confirmed publicly that the MVC had agreed with PIP leaders to vote across party lines in the 2024 elections. Dalmau said it was an agreement to end more than 50 years of bipartisan politics in Puerto Rico. He forgot to say that in our system, either you do it under the law, or you don’t do it. The conspiracy attempts to defraud our democratic system by manipulating the votes of the electorate, by including voting under a Manuel Natal, left, and Juan Dalmau scheme where the support of some candidates in one party is exchanged for support for candidates from the other, and vice versa, a federal violation. Citizens are legally allowed to vote by what is known as mixed voting, whereby an elector votes for candidates of different parties on the same ballot in the same election. Notwithstanding, an agreement between leaders of two parties to induce their members to exercise mixed voting on the same ballots for a candidate for one position in exchange for the vote for a candidate of the other party is illegal. It is an agreement to attempt to gain advantage for each other’s party candidates by defrauding the electoral process, and it becomes worse if each receives public funds. Consider as illegal the exchange of the MVC voting for Dalmau, the PIP’s president, for governor, and of the PIP voting for the MVC resident commissioner candidate, or the MVC not registering candidates for some Sen. Ana Irma Rivera Lassén positions to support the PIP’s candidates in those races, and vice versa. Moreover, it is prohibited under New Progressive Party, Popular Democratic Party and Dignity federal voting laws, which forbid and prevent systemic Project candidates for governor are affected with damages by the conspiracy of the PIP and MVC to vote for Dalmau, as well electoral manipulation to create political duopoly. A FORTALEZA – El gobernador Pedro Rafael Pierluisi Urrutia, junto al secretario del Departamento de Justicia, Domingo Emanuelli, y el director ejecutivo de la Oficina Central de Recuperación-Reconstrucción y Resiliencia (COR3), Manuel Laboy, anunció el lunes el comienzo de la reconstrucción y rehabilitación del Albergue de Protección a Víctimas de Delito con una inversión de 13.5 millones de dólares de fondos federales. “En el día de hoy podemos anunciar el comienzo de la construcción de las mejoras estructurales al Albergue de Testigos, una facilidad de gran importancia para nuestra sociedad. Como pasado secretario de Justicia, reconozco el valor de tener un lugar seguro, digno y hábil para refugiar a víctimas y testigos de crímenes, que se encuentran cooperando con las autoridades para garantizar que se haga justicia”, dijo Pierluisi Urrutia en conferencia de prensa. A principios de su Administración, se destinó 9.6 millones de dólares del Plan de Rescate Americano (ARPA, por sus siglas en inglés). La Agencia Federal para el Manejo de Emergencias (FEMA, por sus siglas en inglés), había aprobado 3.9 millones de dólares, de los cuales la mitad son para obras de mitigación, pero no eran suficientes. Las medidas de mitigación incluyen la instalación de cristales de mayor espesor en puertas y ventanas, anclajes al equipo de aire acondicionado, al igual que la eliminación de aperturas en los edificios y un mejor sistema de impermeabilización de techos resistente a vientos. Además, se remodelarán las áreas interiores, el mobiliario y otros equipos necesarios para proveer un albergue adecuado para las víctimas y testigos que

requieren la protección del estado. El Departamento de Justicia también aumentará el personal adscrito al Albergue y comenzó a reclutar agentes de seguridad adicionales con una partida de 1.6 millones de dólares. Por su parte, el secretario del Departamento de Justicia expresó que “nos hemos dado a la tarea de lograr un proyecto completo, en beneficio de las víctimas y testigos, que impacte significativamente todas las necesidades físicas del Albergue, cuyas instalaciones se habían afectado severamente tras el paso de los huracanes Irma y María, así como terremotos y hasta el paso del tiempo”.

Se entregará material informativo a la clientela a través de sus empleados, cajeras, “shoppers’, redes sociales, Radio Econo y promociones con el propósito de que conozcan qué es la violencia de género, las señales de la violencia, los servicios que ofrece la OPM, cómo preparar un plan de Escape, dónde buscar ayuda, contactos para la línea de orientación de OPM, entre otros aspectos importantes para erradicar la violencia dentro de la cultura. “Estas visitas coinciden con la campaña internacional de los 16 Días de Activismo Contra la Violencia de Gé-

nero, que promueve cambios de conductas sociales para prevenir y erradicar la violencia contra las mujeres y las niñas, y que las personas entiendan que la violencia es un problema social y de salud pública. Beyoncé’s ‘Renaissance’ film: 4 takeaways from the premiere By KYLE BUCHANAN

ear the end of her new concert documentary, “Renaissance: A Film by Beyoncé,” Beyoncé states that she’s tired of being a “serial people-pleaser.” Since she was a child, she says, she has been striving for stardom, but now that she’s on top of the world and two years into her revelatory 40s, it’s time to recalibrate. “I have nothing to prove to anyone at this point,” she says. Maybe that’s why Beyoncé decided to skip the red carpet entirely at the Los Angeles premiere of her movie Saturday night, leaving that task to a starry list of invitees that included Tyler Perry, Ava DuVernay, Lizzo and Issa Rae. Though Beyoncé made a posed appearance at the Oct. 11 premiere of “Taylor Swift: The Eras Tour” — like that concert documentary, “Renaissance” will be distributed by AMC Theaters — she entered her own premiere only after the lights had been turned off and the movie was seconds away from beginning. Unlike Swift, who shares plenty about her life and is currently in a high-profile, well-documented romance with the Kansas City Chiefs player player Travis Kelce, Beyoncé is one of our most private superstars. She has given virtually no interviews over the past decade, and any insight into her life or work mostly has to be inferred from brief statements released on social media or her website. “Renaissance: A Film by Beyoncé,” which chronicles the most recent world tour in support of her seventh studio album, offers fans something new to interpret, pulling back Beyoncé’s curtain ever so slightly. Here are four takeaways from the premiere of the movie, which will be in theaters Friday. This is more than just a filmed concert Swift’s AMC film was a straightforward concert documentary that never left the stage: It was meant to feel as if you had the best seat on her tour stop, but it included no behindthe-scenes frills. “Renaissance” does things a little differently. Like Beyoncé’s film “Homecoming,” which chronicled the assemblage of her 2018 Coachella performance, the new movie often takes us behind the steel girders to see just how the mammoth tour was put together. “I’m excited for people to see the show,” Beyoncé says in the film, “but I’m really excited for everyone to see the process.” That process comes in bits and pieces as we watch Beyoncé call the shots on every-

The only egregious omission in this two-hour48-minute movie is a behind-the-scenes bit that goes by way too quickly: Beyoncé convenes a Destiny’s Child reunion in Houston that includes not

just Kelly Rowland and Michelle Williams but also two of the girl group’s first members, LeToya Luckett and LaTavia Roberson, who were contentiously pushed out. “It was like a new birth for us, and a lot of healing,” Beyoncé says in her narration, though we only see the five of them together for a second and don’t hear a single thing they discussed. I would have watched three more hours of that summit alone! The missing ‘visuals’ remain a mystery The “Renaissance” album was released in July 2022 without any sort of music-video accompaniment, a surprise given Beyoncé’s recent run of game-changing visual albums for “Lemonade” and her self-titled 2013 record. A subsequent teaser video for the first “Renaissance” album track “I’m That Girl” seemed to promise more to come, but none did. The “Renaissance” movie is cheeky enough to include that moment, but otherwise, there’s no mention of the missing visuals, nor an explanation of why they’ve seemingly been scuttled. Blue Ivy fought for her tour spot By and large, the Renaissance tour eschewed celebrity cameos and surprise dropins, preferring to keep the focus on the queen bee herself. Big names joined Beyoncé onstage at only two tour stops: Houston, where Megan Thee Stallion performed “Savage,” and Los Angeles, where Diana Ross and Kendrick Lamar came out for the concert held on Beyoncé’s 42nd birthday. Those appearances made it into the movie, but the special guest the movie is most interested in is Beyoncé’s 11-year-old daughter, Blue Ivy Carter, who often participated as one of the dancers on her mother’s songs “My Power” and “Black Parade.” I caught one of Blue Ivy’s first tour appearances last May in London, where she was still getting the hang of her choreography, but by the end of the Renaissance tour, she had everything — the moves, the attitude — down pat. Turns out, Blue Ivy’s performance was supposed to be a one-off, and even that took some negotiating. “She told me she was ready to perform, and I told her no,” Beyoncé says in the film. Though she finally relented, Beyoncé was dismayed when Blue Ivy read comments on social media that criticized her lackluster moves. But it thrilled her mother that instead of quitting, she decided to put in the work and train even harder for future stops. Blue Ivy also pops up in much of the behind-the-scenes footage, offering her often unsugarcoated opinion on stage design, song choices and more. In a film where everyone else treats Beyoncé as a boss or a goddess, Blue Ivy is an amusingly irreverent presence: To this 11-year-old, Beyoncé is just a mom.

Paul Lynch wins Booker Prize for ‘Prophet Song’ By ALEX MARSHALL

hen Paul Lynch, an Irish writer, started work on his fifth novel, he was thinking about the long civil war in Syria and the West’s apparent indifference to the people who fled the conflict. So, he crafted a book that could bring that plight home. That novel, “Prophet Song,” which imagines a near-future Ireland descending into totalitarianism, then a civil war that leads to families’ fleeing the country, has won the Booker Prize, the prestigious literary award. On Sunday, Esi Edugyan, a novelist and the chair of this year’s judging panel, said “Prophet Song” resonated with contemporary crises including the Israel-Hamas war, but that the novel had won solely on its literary merits. “This is a triumph of emotional storytelling, bracing and brave,” Edugyan said in a news conference before the announcement. The judges weren’t unanimous in their decision, even after six hours of debate, Edugyan said. Still, she added, the panel felt that “Prophet Song” was a worthy winner that “captures the social and political anxieties of our current moment.” “Prophet Song,” which Grove Atlantic is set to publish in North America on Dec. 5, a week earlier than originally planned, beat five other shortlisted titles including Paul Murray’s “The Bee Sting,” Chetna Maroo’s “Western Lane” and Paul Harding’s “This Other Eden.” The other shortlisted novels were Jonathan Escoffery’s “If I Survive You,” and Sarah Bernstein’s “Study for Obedience.” Founded in 1969, the Booker comes with a cash prize of 50,000 pounds, or roughly $63,000, and is awarded annually to the best novel written in English and published in Britain or Ireland. Previous winners include such literary giants as Hilary Mantel, Salman Rushdie and Margaret Atwood, although the prize is also known for helping create stars. Last year, Shehan Karunatilaka, a Sri Lankan novelist, won for “The Seven Moons of Maali Almeida,” a novel examining the trauma of his country’s civil war. Lynch, 46, a former movie critic, made his literary debut in 2013 with “Red Sky in Morning,” set in the 19th century, about an Irishman who flees to America after killing a man.

The novel has received mixed reviews in Britain and Ireland. Lucy Popescu in The Financial Times said it was “a compassionate, propulsive and timely novel that forces the

reader to imagine — what if this was me?” Aimée Walsh, in The Observer, called it “a crucial book for our current times,” and Laura Hackett, in The Times of London, labeled it “an exercise in totalitarianism-by-numbers.” Anthony Cummins said in The Guardian that there was “something almost obscenely decadent” about the book’s recasting of sea-crossing refugees as middle-class Europeans. But “whatever else it is, ‘Prophet Song’ is a novel to argue about.” This year’s Booker judges, in their six hours of deliberations, perhaps proved that point. “There was a different way that things could have gone,” Edugyan said in the news conference. Ultimately, she added, the judges all “felt that this was the book that we wanted to present to the world — that this was truly a masterful work of fiction.”

Health risks linked to climate change are getting worse, experts warn By DELGER ERDENESANAA

limate change continues to have a worsening effect on health and mortality around the world, according to an exhaustive report published Tuesday by an international team of 114 researchers. One of the starkest findings is that heat-related deaths of people older than 65 have increased by 85% since the 1990s, according to modeling that incorporates both changing temperatures and demographics. People in this age group, along with babies, are especially vulnerable to health risks such as heat stroke. As global temperatures have risen, older people and infants now are exposed to twice the number of heat-wave days annually as they were from 1986-2005. The report, published in medical journal The Lancet, also tracked estimated lost income and food insecurity. Globally, exposure to extreme heat, and resulting losses in productivity or inability to work, may have led to income losses as high as $863 billion in 2022. And, in 2021, an estimated 127 million more people experienced moderate or severe food insecurity linked to heat waves and droughts, compared with 1981-2010. “We’ve lost very precious years of climate action and that has come at an enormous health cost,” said Marina Romanello, a researcher at University College London and the executive director of the report, known as The Lancet Countdown. “The loss of life, the impact that people experience, is irreversible.” The indicators of public health tracked in the report have generally declined over the nine years the researchers have produced editions of the assessment. The analysis also examined health outcomes for individual countries, including the United States. Heat-related deaths of adults 65 and older increased by 88% from 2018-22, compared with 2000-04. An estimated 23,200 older Americans died in 2022 because of exposure to extreme heat. For health practitioners, the statistics are not abstract or faceless. “These numbers remind me of the

Salas is one of the report’s co-authors and said she viewed the project like tracking vital signs in a patient, but on a national and international scale. The data can help fill a gap for federal policymakers. “We have a limited set of indicators for climate change and health that are routinely collected in the United States,” said Dr. John Balbus, director of the office of climate change and health equity in the U.S. Department of Health and Human Services. He did not contribute to this report and is not currently involved with The Lancet Countdown, but previously served as a scientific adviser to the project’s funder. Balbus cautioned that this report mostly measures people’s exposure to climate-related risks rather than actual health outcomes, such as rates of disease. In order to get from exposures to real health outcomes, he said more investment in re-

search was needed. For the first time, this year’s Lancet Countdown included projections for the future. If the global average temperature rises by 2 degrees Celsius compared with pre-industrial temperatures, an increasingly likely scenario unless society significantly reduces greenhouse gas emissions, the number of heat-related deaths each year will increase by 370% by the middle of this century, the report found. At the same time, researchers point out that reducing fossil fuel pollution is proving beneficial for global health. Deaths from air pollution related to fossil fuels have decreased by 15% since 2005, with most of that improvement a result of less coal-related pollution entering the atmosphere. The value of The Lancet Countdown is its ongoing monitoring of climate change’s effects on global health, said Sharon Friel, director of the Planetary Health Equity Hothouse at the Australian National University. Friel was not involved in the report, but read it and wrote an accompanying

commentary. Howard Frumkin, a former special assistant to the director for climate change and health at the Centers for Disease Control and Prevention, said the report was a valuable dashboard but that the climate impacts he most worried about were not the obvious ones highlighted. Researchers and policymakers need to pay attention to the health effects of people being displaced by climate change and migrating, Frumkin said. “If you’re on cancer chemotherapy or if you are getting kidney dialysis or if you’re getting addiction treatment and you have to move suddenly, that’s terribly disruptive and threatening,” he said. Frumkin was not involved in the new report but was a co-author on previous editions. Over the years, health experts involved in this project have included more research about the continued use of fossil fuels being the root cause of health issues. “The diagnosis in this report is very clear,” Salas said. “Further expansion of fossil fuels is reckless and the data clearly shows that it threatens the health and wellbeing of every person.” The researchers point out that health care systems, and other societal infrastructure health care depends on, haven’t adapted quickly enough to our current level of global warming. “If we haven’t been able to cope today, chances are we won’t be able to cope in the future,” Romanello said. The report is likely to be discussed at the annual United Nations climate summit in the United Arab Emirates that starts in a few weeks. This year the summit will include a greater focus on human health.

SpaceX makes progress in 2nd launch of giant moon and Mars rocket By KENNETH CHANG

paceX, Elon Musk’s spaceflight company, launched its Starship rocket from the coast of South Texas earlier this month, a mammoth vehicle that could alter the future of space transportation and help NASA return astronauts to the moon. The Nov. 18 flight of Starship, a powerful vehicle designed to carry NASA astronauts to the moon, was not a complete success. SpaceX did not achieve the test launch’s ultimate objective — a partial trip around the world ending in a splashdown in the Pacific Ocean. But the test flight, the vehicle’s second, did show that the company had fixed key issues that arose during the earlier test operation in April. All 33 engines in the vehicle’s lower booster stage fired, and the rocket made it through stage separation — when the booster falls away and the six engines of the upper stage light up to carry the vehicle to space. “Just beautiful,” John Insprucker, a SpaceX engineer and live launch commentator, said on the SpaceX webcast. By contrast, the first Starship launch badly damaged the launch site; several engines on the booster failed, fires knocked out the steering of the rocket and the flight termination system took too long to explode. According to SpaceX’s “fail fast, learn faster” approach toward rocket design, successfully avoiding a repeat of past failures counts as major progress. However, the second flight revealed new challenges that Musk’s engineers must overcome. Soon after stage separation, the booster exploded — a “rapid unscheduled disassembly,” in the jargon of rocket engineers. The upper-stage Starship spacecraft continued heading toward orbit for several more minutes, reaching an altitude of more than 90 miles, but then SpaceX lost contact with it after the flight termination system detonated. In a statement, the Federal Aviation Administration said no injuries or property damage had been reported. It will conduct a mishap investigation, which is standard anytime something goes wrong with a commercial rocket. Engineers will now have to decipher what went wrong on both the booster and the upper-stage spacecraft, make fixes and then try again. Starship is the biggest and most powerful rocket ever to fly. SpaceX aims to make both parts of the vehicle fully and rapidly reusable. That gives it the potential to launch bigger and heavier payloads to space and to significantly drive down the cost of lofting satellites, space telescopes, people and the things they need to live into space. The test journey’s outcome was the latest split-screen moment in the career of Musk, a serial entrepreneur who previously transformed electronic payments with PayPal

As SpaceX prepared for the flight the day before launch, Disney and Apple paused their ad spending with another one of his companies, the social network X, formerly known as Twitter, after Musk’s endorsement of an antisemitic post on Nov. 15. Many outside observers are optimistic that SpaceX will get Starship to work fully. “They have fixed issues identified in their first flight and got further than ever before with this type of vehicle,” said Phil Larson, who served as a White House space adviser during President Barack Obama’s administration and later worked on communication efforts at SpaceX. “The magic of engineering is that it is all about learning, iterating the design and reflying again soon.” Daniel L. Dumbacher, executive director of the American Institute of Aeronautics and Astronautics, agreed. “This is a large launch system,” he said. “It’s going to take some work to get it to where it needs to go. I have no doubt that the SpaceX team will be able to figure out how to get the launch vehicle working.” A couple of hours before sunrise on Nov. 18, liquid oxygen and liquid methane started flowing into the Starship. There was some fog near the ground, but the skies above were clear, save for a few wisps of cirrus clouds. The countdown proceeded smoothly, stopping at a planned hold with 40 seconds left on the countdown clock. Then the hold was lifted, the final seconds ticked away and, shortly after 7 a.m. Central time, the 400-foottall rocket slowly rose into the sky. A new water deluge system appears to have protected the launchpad, avoiding the cloud of dust and debris that rose up in April. A few seconds later, the percussive roar buffeted

spectators watching on South Padre Island, about 5 miles north of the launch site. At 2 minutes, 48 seconds after liftoff, there was a flash as Starship successfully performed what had been expected to be the trickiest part of the flight — “hot staging,” when the six engines of the upper stage ignited before the booster dropped away. Loud cheers resonated from the SpaceX webcast, which was streaming from the company’s headquarters in Hawthorne, California. Thirty seconds later, there was a bigger flash when the booster — which was to splash in the Gulf of Mexico and sink — exploded. The upper stage continued onward unscathed. But then a few minutes later, the webcast fell into an uncomfortable silence when contact was lost with the Starship vehicle. Many of the thousands of people who woke up early to take in the launch on South Padre Island said they had enjoyed the spectacle. By 4:30 a.m., a long line of people in cars were waiting in darkness to enter Isla Blanca Park at the south end of the South Padre. Others walked from their hotels to avoid the traffic. Boats packed with watchers floated just to the south, outside the exclusion zone to the east. The launch was experienced not just by those watching along the coast but also those farther afield. Emma Guevara, a resident of Brownsville, the city in South Texas that is west of the SpaceX launch site, said the event had made her house shake. “It was way earlier than we all expected, so it woke everyone up,” said Guevara, who is a Sierra Club organizer and has protested operations at the company’s base. Top NASA officials offered congratulations to SpaceX. “Each test represents a step closer to putting the first woman on the Moon with the #Artemis III Starship human landing system,” Jim Free, NASA’s associate administrator for exploration systems development, wrote on X. “Looking forward to seeing what can be learned from this test that moves us closer to the next milestone.” How quickly SpaceX solves the Starship issues could determine how soon NASA astronauts return to the moon. The space agency has hired SpaceX to adapt Starship as a lunar lander to take two astronauts to the moon’s south polar regions. Even before the latest Starship test flight, the first landing, scheduled for late 2025, had already been considered likely to slip to 2026. SpaceX is also under contract to provide a Starship lander for the second crewed landing, scheduled for 2028. For the moon landing, SpaceX would need not just one Starship but nearly 20 launches of the spacecraft, because a Starship headed to the moon would have to refill its propellant tanks before leaving Earth’s orbit.

Watching people watch a game. With 100,000 friends. By RORY SMITH

ith the lights adjusted and the cameras rolling, the production team gives Joe Smith his cue. In five seconds, he will be broadcasting live to a couple thousand people. Smith’s mind, though, is elsewhere. “Slate is definitely the best way to build a roof,” he mutters to his co-host, Jay Mottershead, as the countdown hits three. “All these years on, they haven’t topped it.” And with that, they are on air. They will remain so for the next four hours, essentially uninterrupted: a broadcasting endurance test staged in a subterranean studio, all exposed brick and industrial lighting, in the middle of Manchester, England’s achingly hip Northern Quarter. Before they have finished, they will have touched on subjects as diverse as: the slightly alarming frequency with which Mottershead has nightmares; the declining popularity of lemon curd; and the story of a man who attends Smith’s gym exclusively to read vintage copies of “Cars” magazine. Occasionally, their freewheeling, faintly anarchic conversation to be interrupted by what is supposedly the purpose of the evening’s activity: keeping track of the game between the soccer team they support, Manchester United, and the Danish champion, FC Copenhagen. That is, after all, what will attract more than 100,000 people to their livestream over the course of those four hours. It is the diversions and the tangents and the stream of consciousness about roofing, though, that will keep them there. Hard-core community The concept of watching two people watch a soccer game might sound like a distinctly postmodern form of entertainment, a close cousin of the gaming streams that proliferate on Twitch and the unboxing videos that for some reason captivate children on YouTube. In soccer, though, the form has deep roots. The idea of making most games available to watch on television, after all, is a relatively recent one. In Britain, home to the Premier League, many games continue to be blacked out, in the interest of protecting in-stadium attendances.

The production crew of the watchalong Stretford Paddock, a Manchester United fan group that livestreams themselves watching their team’s matches Barred from showing those games, broadcasters have for years had little choice but to find creative ways to keep viewers up-to-date on what is taking place in them. Most have settled on the format pioneered by Sky’s “Soccer Saturday” — launched in the 1990s — in which an array of former players sit in a studio, watching feeds of the games only they can see, and update viewers on key moments in real time. (Think of the NFL’s popular Red Zone channel, only without seeing anyone actually playing football.) The form of the show that Mottershead and Smith host on Stretford Paddock, the Manchester United fan channel they coown — or its counterparts on outlets like The Redmen TV (Liverpool) and We Are Tottenham TV (self-explanatory) — is essentially the same. The function, though, is distinct. Most of their viewers, Mottershead said, are also watching the games, either legally or illegally. “They turn the commentary down and listen to us instead,” he said. They do so because they want a much more narrowly focused product: Stretford Paddock’s audience only wants updates on Manchester United, for example, not news about anyone else who is playing at the same time.

And, crucially, they want those updates delivered not by the compromised and biased mouthpieces of the mainstream media — what they see as retirees protecting their friends and business interests, or commentators with the nebulous but definite prejudice against their club — but by dyed-in-the-wool fans like them. “We might disagree on things,” Mottershead said. “But we all want United to do well.” Still, after more than six years leading watchalongs with Smith, Mottershead has come to believe that what draws in fans is not simply a matter of having their obsessions met and their biases confirmed. What his viewers are looking for, he thinks, is simple. They want someone to watch the game with them. Viral empire The part of the soccer industry that is made for fans and by fans is necessarily tribal. Every club essentially exists in its own silo. The biggest names in the Manchester United content universe will be largely alien to those who follow Liverpool, just as celebrated Arsenal podcasters will have little or no resonance to Tottenham supporters. The crowning exception is Mark Goldbridge, soccer’s 44-year-old livestream

kingpin and the genre’s only real crossover star. It is not just that his fan channel, The United Stand, currently has 1.77 million YouTube subscribers. It is that almost every time Manchester United loses (or draws, or concedes a goal), he is liable to reach many millions more. Footage from Goldbridge’s streams reliably goes viral: rants that are by turns splenetic, wildly NSFW, and vaguely surreal. He will howl that Manchester United’s defense has “all the resistance of a papadum catching a bowling ball,” say, or that the club is accidentally employing “a team of slow giraffes.” Quite what it is about Goldbridge that has made him so prominent is difficult to pinpoint, and he offered no clues: He declined through his representation to be interviewed for this article, on the grounds that he is currently exploring opportunities away from “the watchalong space.” In interviews, Goldbridge has accepted that there is an element of cringe comedy, in the style of David Brent or Alan Partridge, to his delivery. Peter McPartland, a host on Toffee TV, a channel dedicated to Everton, agreed. “There is an awkwardness to him that makes him funny,” he said. Whatever it is, it is undeniably effective. “He has built an empire,” said Paul Machin, a founder of The Redmen TV, the Liverpool fan channel. The problem is less his success, other hosts said, and more in the copycats he has inspired. “People see his videos going viral,” Machin said, “so now there are a lot of Manchester United watchalongs where people you’ve never seen before are kind of performing their anger.” The economics of the internet, in theory, incentivize virality. In an industry in which there is a direct correlation between clicks and revenue, going viral is held to be both the greatest prize and the ultimate purpose of all online content. Those who earn their living from fan channels, though, see that kind of attention less as a goal and more as a danger. “We don’t want that virality,” said Ben Daniel, who founded We Are Tottenham TV with his brother, Simon, in 2017.

But those are not people who might hit the like button, or subscribe. Virality, it turns out, brings the wrong sort of fame. Parasocial On the surface, the rewards for watchalong fame are thin. YouTube’s algorithm is weighted toward shorter videos, not hours of broadcast. The platform’s chats, which allow viewers to append payments to their comments or questions, drive only a couple of hundred dollars of revenue. The benefits are largely second-order ones. They are worth doing, Smith said, because they can drive subscriptions. Mostly, though, they do them because “it would be weird not to: The game is the culmination of everything we talk about.” He and Mottershead are old hands by the standards of the genre: Stretford Paddock has been doing watchalongs for al-

most a decade. Most of the newer versions trace their origins to the pandemic, when social distancing rules kept fans from attending games in person. Before then, fan channels focused on giving supporters who could not or did not attend games a digital version of the experience: a taste from outside the stadium, and inside the crowd, before, during and after games. With the stands empty, that was not possible. All that was left was to offer running commentary on the games that they, like every other fan, were watching on television. When fans returned to the stands, though, the channels noticed there was still a sizable audience craving that type of in-game coverage. “It was so popular that we couldn’t drop it,” Machin said of The Redmen TV’s experience. Creators of Premier League watchalongs said they all appeal to roughly the same audience, distinguished only by tribal allegiance: fans generally between 16 and 35, though with a substantial proportion who are just a little older. A slender majority live in Britain, but there are healthy constituencies in Ireland, the United States and Australia, as well as which-

ever country a given team’s stars call home. Tottenham, for example, has a sizable following in South Korea thanks to the club’s beloved captain, Son Heung-min. They are all watching, too, for much the same reason. “People want to feel that connection to their clubs,” Machin said, wherever they happen to live. Watchalongs create a different sort of bond: a form of what psychologists call a parasocial relationship. Viewers want their biases to be reinforced. They want to know how other, like-minded fans are reacting to the games. But they also want the digressions, the asides about roofing and nightmares and cultural appropriation as it relates to hairstyles. They are, after all, watching from home, all around the world, each of them locked in their own little silo. What they want, more than searing insight or expert analysis or even a cheap laugh, is a connection to people who are doing exactly the same thing. Mottershead and Smith are not trying to offer them detailed commentary. They are trying to re-create the feeling, Mottershead said, of “watching the game with your mates.”

But there is some fine print. The MLS schedule will not be announced until the end of the year, and if it turns out that the home opener is against Inter Miami, fans who buy the package will get tickets for the second home game instead. The reason is Lionel Messi. Miami is the team of Messi, the global superstar, and a chance to see him is a lot more appealing than a random game against, say, Toronto FC. Any time he comes to town will be an event, and teams don’t want to just throw such a golden ticket into a package deal. Some Red Bulls fans who noticed the fine print were annoyed and expressed that on social media — words like “gouge” were common. But at least a few others shrugged it off as a smart business move. “It’s purely naive to expect the league not to try to capitalize on this at all costs,” said Dan Rodríguez, a Red Bulls fan from Westchester County, New York. The Red Bulls did not respond to a question about the ticket offer. Even if fans lose the Messi game, the deal still includes a game against the team’s regional rival, NYCFC. And because there are 29 MLS teams, the chance that the first game will actually be against Miami and Messi is

slim. Around the league, though, teams are seeing a gold mine in Messi. Not every team has set its full pricing yet, especially since the schedule has not been announced. But the Columbus Crew is charging at least $382 for its home game against Miami — and $421 and $679 for better seats. In contrast, tickets for ordinary Crew games this year could be had for as little as $40, or less as part of a season ticket package. Dynamic pricing is not unusual in MLS or other sports. A big game against a rival might cost slightly more, but not several hundred dollars more. Miami itself is charging between 46% and 82% more for standard season tickets than it did this year, when Messi joined midseason. Less expensive packages are now about $800 for 17 games, and other season tickets are $4,000, $7,000 or even $10,000 for seats with club access. That puts Miami as one of the priciest season tickets in the world. The most expensive season ticket to Tottenham, in the Premier League, costs $2,498, and it is $1,021 for La Liga’s Barcelona, World Soccer Talk reported. Messi signed for Miami in July, when many tickets were already sold. That meant fans already in possession of tickets to his games were able to cash in on a resale, while no extra money flowed to the teams. For next year, teams have time to plan and get some of that markup for themselves.

Fans who do so will enjoy seeing Messi when he comes to town, or flip their tickets on the secondary market for a big payday. Of course that’s assuming Messi plays. He will turn 37 during the MLS season and missed some games this year with a scar tissue ailment. When he did not play,

many fans, some of whom had forked over top dollar, grumbled. After he missed a game in Chicago in October, for which 61,000 tickets had been sold, the Chicago Fire offered $250 credit for season ticket holders and $50 to single-game buyers as recompense. MLS teams around the country will have visions of full houses of fans in expensive seats, and not of refunds, for 2024.
