he Municipal Government of Cidra, with the support of the Office of the Ombudsman for the Elderly (OPPEA by its initials in Spanish), has bolstered the free services offered by the Cidra Center of Eternal Spring (Centro Cidreño de la Eterna Primavera) for people with Alzheimer’s. The initiative involved installing a solar power system and adding a new Ford Transit van equipped with a ramp to expand transportation options for participants. “At this center, we provide daily care, meals, nursing services, social work, and activities tailored to the needs of people with Alzheimer’s, while offering their caregivers and family members a space that supports them in that responsibility,” Mayor Delvis J. Pagán Clavijo. “We needed to strengthen two key areas: service continuity during power outages and participant transportation. With the support of OPPEA and the Ombudsman, Dr. Yolanda Varela, we were able to address both needs and expand the resources available at this facility.” The solar system represented an investment of $98,352.24 -- funded entirely through resources secured in collaboration with OPPEA -- and includes 52 solar panels (410 watts each), three batteries providing some 48 kilowatthours (kWh) of storage, and two hybrid inverters (10,000 watts each). Prior to the installation, the facility relied on a generator during power outages and had to keep a supply of diesel fuel on hand to operate it. The equipment also lacked the capacity to keep all air conditioning units running simultaneously -- a limitation that affected the environment for participants and

staff and could necessitate adjustments to certain services and activities. “For a population with Alzheimer’s, maintaining routines and the necessary conditions to receive daytime services is crucial,” the mayor noted. “This system allows us to reduce our reliance on the generator and keep equipment connected to the backup power supply when the electrical grid fails.” In addition to the investment in energy infrastructure, a Ford Transit valued at $62,500 -- also funded through OPPEA -- has been acquired. The vehicle, the facility’s first of this kind, seats eight passengers and features a ramp to facilitate access for participants with limited mobility. It will be used to transport them to activities, outings and other engagements related to the program’s services.

he Puerto Rico Energy Bureau (PREB) has ordered LUMA Energy and Genera PR to appear at a virtual technical conference on Sept. 28 to explain the sharp increase proposed for electricity rates in the upcoming quarter. The recent directive comes as regulators seek detailed clarification on what is driving a six‑cent hike in the Fuel Cost Adjustment (FCA), Purchased Power Cost Adjustment (PPCA), and other rate components for October through December. In the Resolution and Order, the PREB instructs both companies -- the electric power transmission and distribution operator, and the legacy power plant fleet operator, respectively -- to break down “every component, how much each component contributes to the six cents, why those costs are increasing, and any significant changes from the previous

quarter,” according to the document. The regulator also demanded answers to an extensive list of technical questions, included as Attachment A, covering fuel delivery delays, force majeure notices, transmission constraints, unplanned outages, natural gas nomination practices, and the increased reliance on diesel and heavy fuel oil during the summer months. The PREB is seeking month‑by‑month data for June through August 2026, including dispatch decisions, cost impacts, and internal analyses performed by LUMA, Genera, or the Puerto Rico Electric Power Authority (PREPA). Among the inquiries are whether fuel suppliers curtailed deliveries, whether natural gas nominations were reduced or rejected, and how those decisions affected generation costs. Regulators also requested documentation on new fuel contracts, liquefied natural gas cargo scheduling issues, and any disputes with suppliers such as New Fortress Energy. The PREB asked for a full “bridge” explaining how each factor contributed to the proposed $0.06666 increase in the FCA.

Camuy bans alcohol consumption at gas stations and close surroundings By THE STAR STAFF

amuy Mayor Gabriel Hernández Rodríguez announced on Sunday the approval of an ordinance banning the consumption of alcoholic beverages at any time at all gas stations and their immediate surroundings -including commercial establishments operating on those properties. The measure establishes fines ranging from $3,000 to $5,000 for individuals who violate the rule. Ordinance 8, Series 2026-2027, approved by the Municipal Legislature and signed by Hernández Rodríguez, allows the sale of alcoholic beverages to continue at businesses holding the required licenses and permits. However, it prohibits consumption in parking lots, parked vehicles, on sidewalks, at entrances and exits, in common areas, and in any other area within the gas station premises. “We are addressing a public safety and order issue without preventing legally operating businesses from continuing to sell alcoholic beverages,” Hernández Rodríguez said in a written statement. “Gas stations see a constant flow of vehicles and people; we understand that alcohol consumption in these spaces can lead to crowds, disrupt traffic flow, and create situations

that put customers, employees, and drivers at risk. Sales may continue, but consumption must take place off the premises.” According to its text, the municipal legislation addresses concerns regarding individuals who linger and consume alcohol at gas stations and their associated commercial areas. The ordinance notes that such activity can cause noise, obstruct vehicular and pedestrian traffic, and lead to other situations that compromise public order and safety. “Gas stations will continue to operate, and establishments authorized to sell alcohol may keep doing so within established hours and requirements,” the mayor added. “What we are defining is where consumption may take place. We want to prevent areas designated for refueling, parking, and customer movement from becoming spots where people linger to consume alcohol.” The ban applies regardless of where the beverage was purchased. For the purposes of the ordinance, the municipality also defines “consumption” as opening a container with the intent to ingest its contents on the premises. Authorized establishments may sell alcoholic beverages exclusively for off-site consumption and must provide them in their original, closed, and sealed containers. Sales remain subject to

the days and hours established in the Camuy Public Order Code, as well as restrictions set forth by applicable laws, regulations, licenses and permits. The ordinance also establishes a tiered fine system for individuals who consume alcohol in prohibited areas. A first offense carries a $3,000 fine; the fine increases to $4,000 for a second offense and to $5,000 for a third. Each act of consumption constitutes a separate violation. Similarly, gas stations face sanctions for failing to comply with the conditions established for alcohol sales. A first violation carries a $5,000 fine; for a second violation, the business faces another $5,000 fine and the suspension of its municipal business license for one year. A third violation entails a $5,000 fine, the cancellation of the municipal business license, and a referral to the Treasury Department. Additionally, gas stations licensed to sell alcoholic beverages must display at least one visible sign warning that consumption on the premises is prohibited. Failure to comply with this requirement results in a $500 fine. The Camuy Municipal Police, the Puerto Rico Police, and authorized municipal officials are empowered to enforce the ordinance and issue administrative fines. “This provision establishes responsibilities

for both the consumer and the selling establishment,” Hernández Rodríguez said. “Merchants know what is required of them, and individuals purchasing alcohol must leave the premises before consuming it. Our goal is to reduce situations that interfere with the operation of these establishments and the safety of those who use them.” The Municipal Legislature approved the ordinance last Wednesday, and the mayor signed it the following day. The measure will take effect 10 days after approval.

OAS case on Puerto Rico voting rights still awaits ruling after 2 decades By THE STAR STAFF

he Organization of American States (OAS) has yet to issue a ruling in a landmark human‑rights complaint filed 20 years ago alleging that the United States discriminates against 3.2 million American citizens living in Puerto Rico by denying them the right to vote for president and full representation in Congress. The case, Igartua et al. v. United States (Petition 776‑06), was submitted to the In‑ ter-American Commission on Human Rights (IACHR) in 2006 by attorney Gregorio Igartúa. Puerto Rico joins most favored nation drug‑pricing program amid growing questions over secrecy, transparency

uerto Rico will now receive the same in‑ ternationally benchmarked prescription drug prices as every U.S. state under the Trump administration’s Most Favored Nation (MFN) drug‑pricing initiative — a major shift for an island long constrained by unequal fed‑ eral healthcare funding. But the move comes as the administration faces intensifying scrutiny over the secrecy surrounding the agreements that underpin the program. The White House announced last week that all 50 states, the District of Columbia and Puerto Rico have signed letters of intent to join the GENEROUS model, the Medicaid demonstration project that applies MFN pric‑ ing. The administration claims the program will unlock $64.3 billion in savings over the next decade. Yet independent analysts say those savings cannot be verified because the underlying drug‑pricing agreements remain confidential. During Senate confirmation hearings last week, Chris Klomp — director of the Center for Medicare (CMS) and one of the architects of MFN pricing — faced pointed questions about the opacity of the deals. Sen. Elizabeth Warren (D-Mass.) pressed Klomp on what drugmakers received in exchange for agreeing to lower Medicaid prices, asking whether the

administration granted tariff relief, exemptions from Medicare pricing demonstrations, or expedited FDA approvals. “I want to know what was given away in these contracts,” Warren said, according to a Forbes report. Klomp responded that the details must remain confidential to protect “trade secrets and other proprietary information,” though he said the agreements’ “principles” or “frameworks” are public. The secrecy extends to the GENEROUS model itself. CMS has disclosed that bench‑ mark prices will be based on the second‑lowest price among eight wealthy nations — Canada, Denmark, France, Germany, Italy, Japan, Swit‑ zerland, and the U.K. But the agency has not explained how it will obtain reliable net price data from countries that do not disclose it. In fact, the French Senate recently voted to block net price transparency to avoid spillover effects from MFN, and Spain has passed similar laws. States — and Puerto Rico — will also be allowed to choose which drugs they want at MFN prices, but those selections will not be made public. Discount structures and final net prices will remain secret as well, leaving patients, providers, and even legislators un‑ able to evaluate whether the program delivers meaningful savings beyond the substantial rebates Medicaid already receives. For Puerto Rico, the stakes are particu‑

larly high. The island’s Medicaid program has long operated under capped federal funding and lower matching rates, creating chronic budget pressure for public hospitals and clinics. Access to MFN pricing could stretch limited resources further, especially for chronic conditions that disproportionately affect Puer‑ to Rico residents, including diabetes, asthma and cardiovascular disease. Lower drug costs could ease financial strain on the healthcare system and reduce medication rationing among low‑income patients. But the lack of transparency complicates the picture. Without visibility into which drugs Puerto Rico selects, what discounts apply, or how MFN prices compare to existing rebate agreements, policymakers cannot assess whether the island is receiving the full benefit promised by the administration. And because Medicaid enrollees already pay minimal cost‑sharing, the program will not directly reduce out‑of‑pocket costs for most patients — a point acknowledged in the Forbes analysis. The administration has touted TrumpRx — a federal platform offering direct‑to‑con‑ sumer access to discounted drugs — as evi‑ dence of progress. But critics note that many of the drugs listed are late‑cycle products already facing generic competition, and the site does not offer the “world’s lowest prescription drug prices,” despite the president’s claims.

T

he confluence of rapidly advancing artificial intelligence technology and cheaper and deadlier drones pose an increasing threat to cities and towns across the United States, according to a report from the Police Executive Research Forum, a Washington-based think tank. The report, titled “A Clear and Present Danger,” is not the first time the group has warned about the growing threat from drones. While there have been no publicly reported major attacks by drones within the United States, the easier access to cheaper drones has dramatically increased the technology’s “potential to inflict chaos and carnage,” the report states, particularly if they were to be used with AI. Most drones used in the United States are for commercial and civilian use, and fall under federal jurisdiction. Law enforcement should treat the dangers of the technology with the same urgency that federal investigators should have treated terrorism threats that led to the Sept. 11 attacks, the report states. According to data collected by the group, unauthorized drones are flying into football stadiums on game days, highlighting how serious of a public safety issue this has become. In New York City, about 23,000 illegal drone flights are reported monthly, the report said. And during the World Cup this summer, hundreds of drones were seized this summer near World Cup games across the United States. “Twenty-five years ago, our nation paid a terrible price for a failure of imagination,” Chuck Wexler, the executive director of the

group, wrote in the report. “We cannot afford to make the same mistake again.” Anxiety about artificial intelligence and its potential risks — to the environment and to safety — have reached a flashpoint in the nation. The growing use of drones in wars across the world and rising use of AI technology, has brought the issue of autonomous weapons back to the forefront. Earlier this year, Ukrainian officials said a Russian drone was guided by AI when it killed three people after crashing into a wall and exploding. Ukrainian officials have said that Russia was testing self-targeting AI systems. In the war in Iran, the U.S. military modeled and deployed low-cost drones to respond to Iran’s own arsenal of drones, called the Shahed drones. In June, federal officials said they foiled a plot to attack the Ultimate Fighting Championship matches that took place on the White House lawn. According to charging documents, the plot involved explosive-laden drones and rifles. Jessica Tisch, the commissioner of the New York Police Department, has spoken about the proliferation of drones, which were once limited to the military but are now in the hands of more individuals. “If there is one threat that keeps me up at night, it is from drones,” Tisch said during a news conference in May as the city was preparing for the World Cup. “Commercial drones can be easily adapted into weapons of war. That reality matters in New York City.” Last month, during the U.S. Open, Tisch announced that the New York Police Department now had federal approval to bring down unauthorized drones during major

So sure, that means insulating our nuclear codes and our military secrets from autonomous AI agents. But it also means shoring up our critical, everyday infrastructure, which is already vulnerable to digital attacks. Every level of government was dealing with the threat of nefarious digital attacks before AI supposedly went rogue. The Biden administration expanded the Cybersecurity and Infrastructure Security Agency to coordinate policy for the digital reality we have now instead of fearmongering for a fictional sci-fi future. The Trump administration played grievance politics with those protections, gutting the agency and leaving us vulnerable to real threats and made-up ones. We know what to do: Incubate open-access AI models, regulate technologies before they go rogue, hold the people who allow them to go rogue accountable, and protect the most vulnerable when we, the people, sometimes get it wrong. Some of the AI doomers are willing to concede to independent review of their AI models’ safety. Most of them are, at best, calling for self-regulation, which should be a nonstarter. None of them are enthusiastic about accountability — holding the people who design the machines that do harm responsible. That should be the hard line for sober Americans who are grounded in reality. The threat is already here. Panic won’t fix it. Politics will.

A nueve años de Maria, Álvarez Conde presenta medidas para fortalecer la respuesta a emergencias

AN JUAN – Al conmemorarse el domingo el noveno aniversario del huracán María, la senadora por acumulación Ada Álvarez Conde anunció la presentación de dos medidas dirigidas a fortalecer la preparación y respuesta de Puerto Rico ante futuras emergencias, mediante la organización de voluntarios y una estructura permanente que permita coordinar, antes de un desastre, los recursos y capacidades que ya existen en las comunidades. “Hoy recordamos a quienes perdimos, pero nueve años después también tenemos la responsabilidad de preguntarnos qué aprendimos. María nos enseñó que no podemos esperar a que ocurra una catástrofe

para entonces comenzar a organizarnos. La preparación ocurre antes: las comunidades tienen que estar capacitadas, los voluntarios identificados y las organizaciones que pueden ayudar tienen que saber cómo coordinarse antes de la emergencia”, expresó Álvarez Conde. La primera medida crea el Cuerpo de Voluntarios al Servicio de Puerto Rico, adscrito al Negociado para el Manejo de Emergencias y Administración de Desastres (NMEAD) del Departamento de Seguridad Pública, como un cuerpo organizado de ciudadanos capacitados para apoyar las labores de preparación, respuesta, mitigación y recuperación. La propuesta contempla brigadas comunitarias en todos los municipios para apoyar a las comunidades y asistir en la respuesta inicial mientras llega la ayuda gubernamental. Álvarez Conde explicó que Puerto Rico ya cuenta con iniciativas de capacitación como el Community Emergency Response Team (CERT), pero su propuesta busca dar el próximo paso: establecer una estructura que permita unificar el registro, capacitación, certificación y coordinación de voluntarios a nivel de todo Puerto Rico, junto a una convocatoria permanente para que más ciudadanos puedan prepararse y servir. El propio proyecto identifica la ausencia de una estructura integral para uniformar esos procesos como una limitación para aprovechar las capacidades existentes. Los participantes podrían recibir cursos estatales y federales, incluyendo CERT, ejercicios prácticos y simulacros, y contarían con credenciales para identificar a quienes estén debidamente capacitados. Además, el Departamento de Seguridad Pública tendría que realizar anualmente una campaña pública de preparación y reclutamiento, mantener disponible la información sobre cursos y establecer una plataforma digital para facilitar el registro, capacitación y coordinación de los voluntarios. “Después de María vimos vecinos rescatando ve-

El Comité no sustituiría las facultades de NMEAD ni la estructura gubernamental de mando durante una emergencia. El Comité contará con representación de la Cruz Roja Americana, United Way de Puerto Rico, un representante del Cuerpo Interdenominacional de Capellanes, el Centro Unido de Detallistas, la Asociación de Industriales, MIDA, la Asociación de Agricultores, AARP Puerto Rico, organizaciones que representan y atienden a la niñez y a mujeres en albergues por violencia de género, la Guardia Estatal de Puerto Rico, el Servicio Nacional de Meteorología, la Asociación de Alcaldes y la Federación de Alcaldes. El Departamento de Seguridad Pública podrá integrar además a las agencias gubernamentales indispensables para los esfuerzos de manejo de emergencias y recuperación comunitaria. he Best Mother in the World’ To call Shirley Cruz’s performance as Gal, the titular mother of this Brazilian drama, a “tour de force” would be an understatement. Right from the opening scene, when Gal is interviewed by a social worker about her husband’s physical violence, Cruz’s bruised face is magnetic — in the way it softens despite her best attempts when she talks about her partner’s drinking (“poor guy”); hardens into a resolute smile when she convinces her kids they’re having an “adventure” as they flee her husband; and creases in the rare moments she allows herself to wonder if they’ll make it. Gal has no money and no home; she collects trash to make enough to feed her children, and has only a handtruck to her name, which she maneuvers through the streets with superhuman strength and speed. Yet “The Best Mother in the World” has not even a touch of miserabilism. As she and her children make their way on foot (and by hand-truck) to the home of her cousin in another town, Gal turns every hardship into an occasion for cheer. They dance on the streets, bathe in a fountain and eat cookies Gal steals from a store. Director Anna Muylaert offers a gutting portrait of domestic violence, how it digs its claws into its victims, and the community one needs to escape it. (Stream it on Netflix.) ‘Mother’s Baby’ Johanna Moder’s haunting thriller builds its tension slowly. At first, we meet Julia (Marie Leuenberger) and her husband, Georg (Hans Löw), a picture-perfect couple, who are all smiles as they chat with a doctor at a sleek, fancy private clinic. They’ve had no luck in having children, but this doctor promises that their woes are about to end. A procedure ensues, Julia is pregnant, and before you know it, she’s giving birth. Then the trouble starts. The baby is whisked away right after it is born, purportedly for a medical reason, and presented to the couple the following day with no complications. Julia is disoriented and wary. Day by day, her suspicions grow, as she notices anomalies: the baby’s ability to sleep through even the

loudest noises; the fact that the midwife comes too often and offers confusing advice; the doctor’s insistence that they bring the baby to him for all issues, even though he isn’t a pediatrician. None of these things are odd enough to confirm a conspiracy, per se, and so we’re drawn into a beguiling mystery: Is Julia suffering from postpartum mental health issues, as her husband assumes, or is something truly sinister underway? The film turns up the horror quotient bit by bit, while also asking provocative questions about social attitudes to motherhood and the predatory ways of the healthcare industry. (Stream it on Tubi.) ‘The Woman in the Line’ Inspired by a true story, this Argentine drama follows Andrea (Natalia Oreiro), a middle-class single mother of three kids, whose entire world comes undone one morning when the police burst into her home and arrest her teenage son. Initially, all Andrea can muster is shock and indignation: How could anyone think that her son could have done anything wrong? But as she navigates the bureaucracy of courts and prison, she learns that the world beyond her bubble has always been hard and unfair — and that she is simply one of the many women in the long line that stretches out of the jail, all of them waiting for a brief meeting with a loved one. Mixing documentary and fiction, director Benjamín Ávila shows us the dehumanizing rituals of incarceration as Andrea encounters them: the invasive body searches, the arbitrary rules about what you can and cannot bring in, and the brutal and absolute power exercised by the correctional officers, who can take away any privileges at their whim. But “The Woman in the Line” also shows us the force of solidarity in the face of injustice. During her visits, Andrea meets and becomes friends with a group of women, each going through a trial of her own. These women are all played by real-life relatives of incarcerated people, and their stories, shared in heartbreaking bits and pieces, expand the film’s scope beyond a drama about a single family and into a moving political statement. Una (Elin Hall), a college student, is having an affair with her classmate (and bandmate) Diddi (Baldur Einarsson). He has a girlfriend, Klara (Katla Njalsdottir), back

home who doesn’t know about his infidelity. The day that Diddi decides to end it with Klara so he and Una can be together openly, he dies in a car accident. How do you mourn someone when your love for them was hidden, forbidden? Unfolding across the course of one day, “When the Light Breaks” follows Una as she grapples with her predicament, going from hospital to bar to memorial service. The landscape of the film is internal. Not much happens of note in terms of plot, but the drama plays out on the faces of the characters — young people who find that death has no secrets, no ifs and buts; and grief is a lonely place, survivable only in the company of others. (Stream it on Tubi.) ‘Jugnuma: The Fable’ Set amid the Himalayan hills in 1989, Raam Reddy’s movie invites you to ask questions — but does not promise answers. In the very first shot, a long take, we follow Dev (Manoj Bajpayee), the owner of a large orchard estate in the mountains, as he leaves home, enters a shed, straps on a pair of large wings and flies across a valley. No one in the film treats this as an unusual or remarkable occurrence, and we are provided no explanation as to why and how Dev figured out how to fly, save for a few glimpses of a toolshed where he makes the contraption. There are other bits of whimsy, too: a nomadic monk who communicates with Dev’s daughter without speaking (we never learn what he says); swarms of fireflies that light candles. The story, however, is rooted in history. Dev inherited the estate from his grandfather, who received it from the British government for his service during the Raj. He and his family live in a grand bungalow tended to by a small army of servants, while the orchard is managed by a large cohort of laborers, all of whom live in the village at the foot of the mountain. They are obsequious and loyal to Dev, who is kind to them ... until mysterious fires start tearing through the orchard. As suspicions grow and relationships become strained, the fissures of class and the thefts of history come to the fore. Shot stunningly by Sunil Borkar, “Jugnuma: The Fable” is a treat for the eyes and a riddle for the mind; it is also, in its own cryptic way, a paean to the poor, on whose backs the rich build their empires. Investors focus on rate path, AI slowdown after Fed hike

S stock investors will focus this week on the trajectory of interest rates, tensions in the Middle East and fresh calls to slow AI advancement as they weigh whether equity indexes can make n ​ ew all-time highs. Markets will continue to digest Wednesday’s decision by the Federal Reserve to hike interest rates for the first time in three years, in an effort to t‌amp down above-target inflation. While the rate increase was widely expected, investors were left uncertain about how many hikes the US central bank might eventually implement and the implications for already-climbing Treasury yields. Stocks have taken cues in recent weeks from rising Treasury yields and surging oil prices amid the escalating conflict in the Middle East. A 5% level on the benchmark 10-year Treasury yield and $100 a barrel for oil posed “psychological lines in the sand,” said ​Art Hogan, chief market strategist at B. Riley Wealth. Below those levels “lets market participants breathe a brief sigh of relief and get more involved,” Hogan said. When they have been ​rising above those levels, “what’s happened over the course of the last four or five weeks, the market just finds those headwinds to be insurmountable,” he said. Houthis push to expand territory as tensions with Saudi Arabia rise By VIVIAN NEREIM

he Iranian-backed Houthi militia in Yemen was engaged in fierce battles against fighters backed by Saudi Arabia on Sunday, as the group steps up its push to expand its territory, according to local officials. The ground fighting is the latest sign of how the war between Saudi Arabia and the Houthis that resumed in July is escalating. On Saturday, the armed group said it had launched missiles and drones at Riyadh, the Saudi capital, and at oil facilities, in retaliation for hundreds of Saudi airstrikes and other attacks inside Yemen. On Sunday, battles were raging in al-Wazi’iyah, al-Madaribah and al-Arah, mountainous territory in the southwest of Yemen, according to Abdul Basit al-Baher, an army officer with the Saudi-backed government. If the Houthis gain control of the areas, they could cut off the city of Taiz from the southern capital of Aden and lay siege to Saudi-backed forces in Taiz, he added. Fierce battles have also taken place in recent days around Kahboub, a mountainous territory that overlooks the Bab el-Mandeb Strait, a choke point for international shipping, according to two other Yemeni officials. The waterway became a critical trade route for Saudi Arabia after Iran effectively blockaded the Strait of Hormuz in the Persian Gulf. The officials spoke on the condition of anonymity because they were not authorized to speak to the news media. Saudi officials have not responded to repeated requests for comment on the war. The government has not acknowledged carrying out recent airstrikes in Yemen or responded to a Houthi claim that the group shot down a Saudi fighter jet last week. President Donald Trump rebuffed an appeal this month by Saudi Crown Prince Mohammed bin Salman, the country’s de facto ruler, for increased military support to battle the Houthis, according to officials with knowledge of the conversations.

Around the same time, the Houthis seized control of Yemen’s entire Red Sea coastline, giving the group greater control over shipping in the waterway. “The Houthis are trying to consolidate gains on the West Coast and to take additional territory, particularly in Taiz and Marib governorates,” said April Alley, a Yemen expert and senior fellow at The Washington Institute. “What I am seeing now is the Houthis using a dualtrack approach to expansion: military and narrative,” she added. “From the narrative perspective they are saying: We are all Yemeni, let’s push the Saudis out and then find solutions.” The Houthis and Yemeni government forces have been at war since 2014, when the Houthis seized the country’s capital, Sanaa. Soon after, a Saudi-led military coalition began a bombing campaign to try to restore the government to power, plunging the impoverished nation into a devastating conflict. A fragile truce, reached in 2022, has unraveled amid the U.S.-Israeli war with Iran. The fighting reignited in July after the Houthis accused Saudi Arabia of bombing Sanaa’s airport. The Saudi-backed government claimed responsibility for the attack, saying it was trying to prevent an Iranian aircraft from landing. Soon after, the Houthis declared a blockade on Saudi shipping in the Red Sea. For years, Yemen has been effectively divided into two states, with the Houthis in control of much of the north and the south nominally under the authority of an internationally recognized government, which depends heavily on Saudi Arabia for financial and military support. The militia, however, has increasingly referred to itself as the legitimate government of Yemen. Last week, Mohammed al-Bukhaiti, a Houthi political official, said in an interview that the group “assures everyone that it is concerned with liberating every inch of Yemeni territory.” He dismissed Yemeni government officials as “Saudi mercenaries.”

ust two weeks after the far-right Alternative for Germany party, or AfD, scored a stunning victory in the small eastern state of Saxony-Anhalt, German voters in two other regions voted Sunday and delivered a new gauge of the AfD’s national prospects. Voters in Berlin and in a lightly populated coastal corner of the former East Germany, Mecklenburg-West Pomerania, elected new state parliaments. Exit polls released after voting ended showed the AfD was on track to improve its performance in both states but not come close to governing either area. The polls suggested that the AfD would finish first in Mecklenburg-West Pomerania but not take power, because

other parties refuse to work with it to form a government. The far-left party Die Linke appeared to be winning Berlin handily, outperforming its preelection polls, and could lead the next government there. The AfD’s leaders have used Nazi slogans and played down the significance of the Holocaust, and German intelligence has classified the party as a “suspected extremist” group. Yet it has harnessed voter anxiety over the economy and immigration, as well as the widespread unpopularity of Chancellor Friedrich Merz, a mainstream conservative. In both regions, the AfD fell short of its performance in Saxony-Anhalt, where it won 44% of the vote and could soon form a government. In Berlin, it finished well below expectations, based on preelection polls.

Election officials said Sunday that turnout was running higher than usual. Much of what fueled the AfD’s victory in Saxony-Anhalt is also present in Mecklenburg-West Pomerania, a state of 1.5 million residents. Unemployment there is higher than the national average, as in Saxony-Anhalt. Residents still resent how eastern Germany struggled after the reunification of Germany in 1990. And many are sympathetic to Russia and wary of immigration, which surged in Germany during the European migration a decade ago. The AfD celebrated its gains but appeared on track for only a narrow win in Mecklenburg-West Pomerania, which has a rarity for eastern Germany today: a popular leader from a mainstream party.

‘Nervous and skeptical,’ Greenlanders question the new deal with Trump By JEFFREY GETTLEMAN and MAYA TEKELI

irst, President Donald Trump wanted to buy their homeland. Then he threatened to seize it by force. On Friday, he announced that he had worked out an “Infinite Life” deal between the United States, Denmark and Greenland, the gigantic Arctic island and semiautonomous Danish territory that has been an obsession of Trump’s for years. As news of the deal spread across Greenland on Saturday, some Greenlanders expressed relief. But there also seemed to be confusion, anxiety and a nagging question: What, exactly, had been agreed to? “My immediate reaction is that it makes me nervous and skeptical,” Ellen Frederiksen, a retired teacher in Narsaq, a town in southern Greenland, said by telephone. “The way Trump presents it, it sounds as if he is being given a monopoly over Greenland,” she said. “I sincerely hope that isn’t the case.” For months, Trump’s aides had been tasked with finding a way to defuse a crisis the president provoked last year among America’s NATO allies, especially Denmark, when he threatened to take over the island. On Friday, U.S. officials said the new deal would expand the U.S. security presence on the island. But the details of the agreement are not expected to be revealed until next week. Trump asserted that the United States had secured “permanent control over security, and all other needs” in Greenland. But Greenlandic and Danish officials were much more measured about what the deal por-

On Saturday, Lars Lokke Rasmussen, Denmark’s foreign minister, said the agreement could end “a long period of uncertainty” and that “next week could be a good week.” Some analysts suggested that Trump could be exaggerating the deal’s importance. Under a defense treaty that dates to the

1950s, the U.S. military already enjoys sweeping access to Greenland. Greenlanders and Danes have never questioned that. And Greenlanders had said they were interested in doing more business with Americans. “In terms of rights, they were already allowed quite a lot under the original agreement,” said Mikkel Runge Olesen, a researcher at the Danish Institute for International Studies in Copenhagen. Trump said Friday that the new deal would prevent Russia and China from ever establishing military bases in Greenland. But Olesen made the point that since Greenland is a NATO territory, there had never been a realistic possibility that China or Russia would put troops there. “Is there anything here that one could not have achieved without this crisis?” Olesen asked. It’s been an exhausting year and a half for Greenlanders. Ever since Trump threatened to seize the island in early 2025, his administration’s threats and warnings have seeped into everyday life. Many people became newshounds, constantly scanning the headlines for any word out of Washington. Some said they struggled to sleep, worried about what might happen next. Aka Hansen, a filmmaker and member of an opposition political party in Nuuk, the capital, said that earlier this year she had been told to prepare for the worst. She even stored five days’ worth of water, in case the Americans invaded. “Now, suddenly, everything is fine,” she said. “What happened in between?”

The answers matter deeply in Greenland, where questions about sovereignty and outside influence have never been abstract. The island is bigger than Mexico but home to fewer than 60,000 people. For more than 300 years, it has been part of the Danish kingdom, and today, many Greenlanders follow a blended lifestyle — part Scandinavian, part Indigenous Inuit culture. Many people still hunt seals, for instance. Large parts of the island, with their glistening snowfields, dramatic fjords and icebergs and ice mountains, are stunningly beautiful. Protecting the environment has always been a priority, which is why some Greenlanders said they didn’t feel comfortable with Trump’s talk of expanding America’s military presence. Already, the Pentagon has taken the first steps toward a bigger buildup. This past week, U.S. soldiers were spotted surveying an airstrip in Narsarsuaq, a town in southern Greenland. “If it becomes a daily routine for them to fly around here near us, then it will be a complete change,” said Aana Uulat Bach, a retired teacher living in Nuuk. “We are not soldiers. We are people of nature, and we want to preserve that.” Still, some people were hopeful. “If the agreement is finalized, it will create all the conditions needed to restore more normal relations,” said Naaja Nathanielsen, one of two Greenlanders in Denmark’s parliament. “I don’t think there can be much disagreement that this would be a good thing.”

Gigantes defeat Leonas 66-60 in BSNF

he Gigantes of Carolina celebrated their home opener on Saturday night by retiring former player Rodsan Rodríguez’s number 44 jersey and securing a 66-60 victory over the Leonas of Ponce in a Women’s Superior National Basketball (BSNF by its initials in Spanish) league game at Guillermo Ángulo Coliseum in Carolina. Import player Joyner Holmes sealed the scoring for the Gigantes with 3:03 remaining and then delivered a crucial block with 1:11 left, thwarting a play by Ponce that could have led to a different outcome. After the teams took turns dominating the first two quarters and stood even at 32 at halftime, the faster-paced second half was filled with back-and-forth scoring and lead changes. The Gigantes led 53-52 after three periods, and

the back-and-forth battle continued, with Carolina holding on to its slim lead Ponce’s Ariel Colón scored five unanswered points to put the Leonas up 60-57, forcing coach Gigantes coach Jorgito Rincón to call a timeout. A field goal by Alexis Whitfield and a three-pointer by Talia Von Oelhoffen coming out of the timeout put Carolina back in front, 62-60, with 4:40 left to play. Shortly thereafter, Holmes stepped up with key plays on both offense and defense, ultimately securing a 66-60 victory for Carolina. Holmes led the Gigantes (1-1) with 22 points and nine rebounds, Grace Berger had 13 points and nine assists, and Whitfield recorded 12 points and 13 rebounds.
