an Juan Mayor Miguel Romero Lugo announced on Sunday the start of construction work to revitalize Ponce de León Avenue in Río Piedras. The project represents a $14.1 million investment, with some 75% of the funding coming from the municipality’s general funds. “Río Piedras is an area of ​​immense historical, commercial, academic, and community value to San Juan. This project reflects our vision of restoring vitality to its public spaces and improving the experience for those who live, study, work in, and visit the area,” Romero Lugo stated in a written release. “We are not merely talking about repaving roads or repairing sidewalks; we are transforming an entire corridor to make it safer, more accessible, better connected, and more attractive for economic development. We are achieving this by responsibly allocating municipal resources to projects that have a direct and lasting impact on our people’s quality of life. …” The project will address both the historic center of Río Piedras and the area facing the University of Puerto Rico’s Río Piedras Campus. The work entails the complete rehabilitation of sidewalks and pedestrian crossings, the removal of physical barriers to meet Americans with Disabilities Act accessibility requirements, and improvements aimed at enhancing pedestrian mobility in the area. As part of the redesign, the avenue will be reconfigured in strategic segments; this includes reducing the number of traffic lanes where necessary to improve safety and incorporating new green spaces. A protected bicycle lane will also be created, connecting to the lanes currently under construction on Gándara and Universidad Avenues, thereby expanding mobility options for cyclists.

The $14.1 million Ponce de León Avenue rehabilitation project will address both the historic center of Río Piedras and the area facing the University of Puerto Rico’s Río Piedras Campus. The project includes a raised pedestrian crossing that will incorporate imagery representing the University of Puerto Rico’s Río Piedras Campus. The work will also mark the entrance to Río Piedras from 65th Infantry Avenue with an entry monument. It will also extend the “Paseo de Diego”-style pedestrian corridor to connect the Tren Urbano station with existing plazas and other projects currently under development in the surrounding areas. Improvements include new public transit stops, access management, landscaping, street furniture, new lighting, Wi-Fi and security cameras. The work is estimated to take 12 months to complete. Of the total investment of $14,102,367, some $10,570,367 comes from the municipality’s general funds, $3,025,750 from Community Development Block Grant funds, and $506,250 covers professional services related to the project’s design, oversight and inspection.

With the recently enacted legal framework, municipalities will be able to sign agreements to repair and maintain their streetlights, the House speaker noted. “On September 17 we will be presenting to the first group of mayors, because we will do it with everyone, the legal framework, the parameters of the collaboration agreements and

the requirements for all parties,” Méndez said. “This is part of a new process that will help Puerto Rico.” The agreements are possible under the protection of the new Law 174-2026, he “Law for Municipal Collaboration in the Installation, Repair, Maintenance and Modernization of the Public Lighting System,” an initiative of the speaker and House Government Committee Chairman Víctor Parés Otero. High court: Taxpayers need not exhaust municipal remedies to challenge a town’s power to tax By THE STAR STAFF

T

he Puerto Rico Supreme Court has ruled that taxpayers are not required to exhaust municipal administrative rem‑ edies before going to court when what they are contesting is a municipality’s authority to impose a tax, rather than the amount owed. The unanimous opinion, authored by Associate Justice Erick V. Kolthoff Caraballo, arose from Continental Lord Inc. v. Municipio Autónomo de Morovis. The case clarifies the distinction between challenging the quantum of a municipal tax, where administrative remedies must be exhausted, and challenging the legal authority of a municipality to levy that tax, where exhaustion is not required. The Puerto Rico Electric Power Authority had hired Continental Lord Inc. for a $2.78 million project to replace utility poles in Mo‑ rovis. In January 2025, the municipality noti‑ fied the company that it owed $139,378.73

in construction taxes. The company objected, citing an exemption under Law 83 of 1941, but paid the amount under protest to avoid delaying the project. Under the Municipal Code, a taxpayer may submit a “payment under protest” ac‑ companied by a request for reconsideration. The municipality then has 10 days to respond. Morovis did not answer within the statutory period, which the Supreme Court held must be treated as a tacit denial. Continental Lord filed suit in the Court of First Instance. Morovis failed to answer the complaint, was declared in default, and judgment was entered against it. On appeal, however, the Puerto Rico Court of Appeals reversed, holding that the lower court lacked jurisdiction because the company had not exhausted administrative remedies. The Supreme Court disagreed. The opinion explains that judicial review of administrative decisions generally requires

a final agency determination and exhaustion of available administrative remedies. But the court emphasized a long‑standing exception: when a taxpayer challenges the municipality’s legal authority to impose a tax, exhaustion is not required. Requiring taxpayers to seek administrative review in such cases “would be impractical,” the court wrote, because municipalities have already taken a definitive position by enact‑ ing the tax ordinance itself. The high court also reaffirmed that tax exemptions must be interpreted restrictively, and any ambiguity must be resolved against the existence of an exemption. The court held that Morovis’ failure to respond within 10 days to the payment‑un‑ der‑protest filing constituted a final determi‑ nation, opening the door to judicial review. Allowing municipalities to ignore reconsid‑ eration requests indefinitely would contradict basic principles of fairness, the court said.

Because Continental Lord followed the correct procedure, the court reinstated the judgment of the Court of First Instance and reversed the Court of Appeals ruling.

Demolition work begins at Roosevelt Roads to clear site for new marine innovation center By THE STAR STAFF

he central government has begun de‑ molishing the former U.S. Coast Guard pier facilities at Roosevelt Roads in Ceiba, marking the first visible step toward developing a new Marine Business, Research & Innovation Center (MBRIC), a project the administration says will anchor the island’s emerging blue‑economy strategy. Gov. Jenniffer González Colón announced the start of demolition on Sunday alongside Economic Development and Commerce (DDEC) Secretary and Roosevelt Roads Local Redevelopment Authority (LRA) Executive Director Carlos J. Ríos Pierluisi. The work, funded with more than $100,000 from DDEC, is expected to take between 15 and 30 days. The demolition will clear the site for the MBRIC, a 53,990‑square‑foot facil‑ ity designed as a hub for marine research, workforce development and collaboration among private companies, universities and scientific organizations. The center aims to position Roosevelt Roads as a regional an‑ chor for innovation tied to the Caribbean’s

has remained up in the air,” González Colón said. “We have already begun demolishing several structures to enable a new Roosevelt Roads. This will allow us to attract investment and strengthen Puerto Rico’s role in the blue economy, which already generates more than 63,000 local jobs.” The governor emphasized that expanding marine‑related industries -- from research to port infrastructure, could drive long‑term economic growth for Ceiba and the eastern region. Ríos Pierluisi said the project represents a strategic shift for Roosevelt Roads, transform‑ ing the former naval base into an engine for innovation and high‑value employment. “The MBRIC will be much more than new infrastructure,” he said. “It will be a space where innovation, research, education, and industry converge to strengthen the blue economy, develop local talent, and create new investment opportunities.” The LRA began preliminary remediation work on June 29, removing and disposing of lead‑based paint and other materials required before demolition could begin.

According to the agency, the project’s de‑ sign is 90% complete. Architectural plans for the main building are finished, with remaining work focused on exterior utilities and parking areas, expected to wrap up by year’s end. The government anticipates publishing the construction bid in early 2027 and starting work later that year. If the timeline holds, the center would be completed in 2029. González Colón’s administration has framed the MBRIC as a cornerstone of its economic development agenda, aiming to attract new industries, expand applied research, and build a specialized workforce aligned with global marine‑sector growth. “This project is an investment in Puerto Rico’s future,” Ríos Pierluisi said. “Roosevelt Roads has the potential to become a regional reference point for marine innovation, and we are taking firm steps to achieve it.” The demolition marks the beginning of what officials describe as a long‑term effort to create an ecosystem where academia, industry and research institutions collaborate to expand Puerto Rico’s competitiveness in the blue economy.

Power Expectations pushes back against PREPA bid to dismiss federal lawsuit Says utility is trying to ‘sidestep’ PROMESA jurisdiction By THE STAR STAFF

ower Expectations LLC has urged the U.S. District Court to reject the Puerto Rico Electric Power Authority’s (PREPA) attempt to dismiss, or transfer, the com‑ pany’s lawsuit over PREPA’s termination of a 400‑megawatt (MW) emergency generation contract, arguing that PREPA is mischaracter‑ izing both the nature of the dispute and the court’s authority under the Puerto Rico Over‑ sight, Management and Economic Stability Act (PROMESA). In a recent filing responding late last week to federal Judge Raúl Arias-Marxuach’s order to show cause, Power Expectations insisted the case properly belongs in federal court because it is directly “related to” PREPA’s ongoing Title III bankruptcy, citing PROMESA’s provisions. The company said the lawsuit challenges PREPA’s termination of the Power Purchase and Operating Agreement (PPOA) and seeks reinstatement of the contract, damages and declaratory relief, claims that necessarily affect

PREPA’s rights and liabilities as a Title III debtor. “This action directly concerns PREPA’s con‑ tractual rights, liabilities, obligations, options, and freedom of action under a post‑petition agreement,” Power Expectations wrote, adding that any monetary judgment “would directly affect [PREPA’s] assets and financial liabilities while its Title III case remains unresolved.” PREPA, in its own motion filed a day later on Friday, asked the court to dismiss the case outright, arguing that because Power Expec‑ tations itself claims the matter is “related to” PREPA’s Title III proceeding, the lawsuit must be filed as an adversary proceeding before Judge Laura Taylor Swain, who oversees the bankruptcy. PREPA said the plaintiff failed to follow PROMESA procedures, including fil‑ ing the required PROMESA cover sheet and initiating the case under the Federal Rules of Bankruptcy Procedure. PREPA also argued that the relief sought, which is an injunction forcing the utility to perform under what it calls a “nearly $6 bil‑ lion” contract, cannot be granted outside the Title III forum. “This case is therefore wholly procedurally improper and should be dismissed without prejudice,” PREPA wrote, adding that at mini‑

mum the case should be transferred to Judge Swain under Local Rule 3A. Power Expectations countered that PREPA’s procedural arguments ignore the substance of the jurisdictional question. The company pointed to recent federal decisions -- including the 2025 LUMA ruling -- in which the court held that disputes affecting PREPA’s contractual rights and operational obligations fall squarely within PROMESA’s “related to” jurisdiction. The PPOA itself, Power Expectations noted, explicitly ties PREPA’s payment obligations to its Title III case and requires validation by the oversight board’s Title III professionals before any payment becomes due. The contract also contains forum‑selection clauses directing disputes to the U.S. District Court for Puerto Rico when they relate to PREPA’s bankruptcy. The PPOA “expressly incorporates PREPA’s ongoing Title III proceeding into the treatment of PREPA’s contractual payment obligations,” the company wrote. PREPA separately filed an emergency mo‑ tion asking the court to suspend all deadlines -- including its Sept. 16 deadline to respond to the preliminary injunction request -- until the dismissal or transfer issue is resolved. Lurking in Trump’s 9/11 tribute, a defense of his war with Iran

hey were brief but unmistakable allusions in President Donald Trump’s uncharacteristically disciplined speech at the 25th anniversary of the Sept. 11 attacks. At moments in his remarks at the Pentagon on Friday morning, Trump justified his decision to attack Iran this year by invoking the lessons of a quarter century ago, casting it as an extension of the war on terrorism that began in the

hours after the World Trade Center towers fell. “Today we renew the sacred oath that we first swore in their names a quarter of a century ago: We will never, ever forget,” Trump said of those killed in New York, in Pennsylvania and at the Pentagon. “That’s why we fight today.” “We don’t have a choice,” he continued. “There can only be victory. We fight hard. We fight to win.” At another moment, he added: “On days like 9/11, we learn what a country is truly made of. We’re learning right now what we’re made of, and we have to be strong and we have to be smart.” At no point did Trump suggest that Iran was involved in the terrorist attacks that day, though for a quarter century its still-murky links to a small number of Qaida leaders have prompted debate and fueled conspiracy theories. The president instead appeared to be asserting that after 9/11, no risk can be tolerated — a head-spinning turn toward the same line of reasoning used by previous U.S. officials in the “forever wars” that Trump has long denounced. Trump made the case more explicitly on “The Ingraham Angle” on Fox News on Thursday evening, just before the anniversary, when he reiterated to the host, Laura Ingraham, that Iran cannot be allowed to have a nuclear weapon. If “all of a sudden Iran has a nuclear weapon,” he said, “they would use it.” Yet for Trump in particular, invoking that argument was a stretch. He was elected in part because of his promise to avoid the kind of post-9/11 wars that he has long blamed on President George W. Bush. In Trump’s telling, getting bogged down in Afghanistan and Iraq was a huge strategic error, as mission creep led Bush to change his objectives at the cost of thousands of American lives and hundreds of billions of dollars. Trump’s distaste was so strong he moved portraits of Bush and his father, George H.W.

Bush, out of conspicuous locations in the White House, to the stairways leading up to the White House residence. But Trump’s argument Friday bore great similarity to Bush’s two decades ago: that in a post-9/11 world, Washington has both the right and the duty to wipe out potential risks. That was Bush’s case for invading Iraq in 2003, when he argued that Saddam Hussein was pursuing a nuclear weapon. (The Iraqi leader had pursued one years earlier, as inspectors discovered after the Persian Gulf War, but there was no active weapons program in the run-up to the U.S. invasion.) In the case of Iran, of course, Trump had already declared that he had “obliterated” the Iranian nuclear program. And when he and Prime Minister Benjamin Netanyahu of Israel launched their joint attack on Feb. 28, they made the case that the program had been revived, though he did not provide evidence. Iran’s stockpile of enriched uranium appears to remain buried, under the rubble of nuclear facilities that the United States bombed in June 2025. “The argument echoes the Bush-era preemption doctrine, in which America learned from 9/11 that it could not sit by while threats gathered,” said Richard Fontaine, CEO for the Center for a New American Security. Fontaine, a former adviser to Sen. John McCain, R-Ariz., noted that the Bush administration argument was that “we couldn’t let the smoking gun in Iraq become a mushroom cloud, and had to attack first.” “But then, as now, the specific circumstances matter,” he continued. “Iran is a terror state and has pursued a nuclear program, but it remains an open question at best whether Trump’s preemptive military action renders Tehran’s threat more or less acute.” “It’s telling,” he concluded, “that the pres-

federal judge ruled that the Trump administration acted unlawfully when it ordered that the Federal Emergency Management Agency’s workforce be cut in half. In her ruling on Friday, U.S. District Judge Susan Illston of the Northern District of California wrote that the Department of Homeland Security undercut the agency’s authority with an “arbitrary and

capricious” plan to reduce FEMA’s workforce by more than 11,000 agency employees by the end of September. Included in that number were thousands of temporary, full-time federal employees who help communities prepare for and recover from disasters around the country. “Frankly, the FEMA staffing plan number appears as if pulled from thin air,” Illston wrote. The American Federation of Government Employees, a labor union, had argued in a lawsuit that the department’s proposed cuts would deeply affect the agency’s ability to respond to emergencies. The Homeland Security Department and the labor union did not immediately respond to a request for comment. A spokesperson for FEMA said on Saturday night that the agency was “ensuring workforce stability and a strong, deployable force for upcoming national events and potential disasters.” Those temporary employees, known as Cadre of On-Call Response/Recovery, or CORE, employees, make up about 40% of FEMA’s staff. Their assignments typically last for two or four years and have historically often been renewed, allowing FEMA to adjust its workforce as disasters and recovery needs change. They became a target under Kristi Noem, the former

secretary of homeland security who was ousted by President Donald Trump in March. A FEMA spokesperson told The New York Times in January that the number of CORE employees was “designed to fluctuate based on disaster activity, operational need, and available funding.” The Trump administration has drastically shrunk the workforce across the federal government. Trump himself has said FEMA should “go away.” He has called for the responsibility for disaster response to shift to the states. A federal watchdog report found the sharp reductions in staff had limited the agency’s ability to respond to hurricanes and other natural disasters, especially those that occur at the same time. Cameron Hamilton, Trump’s FEMA administrator, acknowledged in June that the reductions posed “challenges” to the country’s disaster readiness. The judge ordered the parties to meet and try to reach an agreement on “the scope of relief” by Oct. 9. If they cannot come to an agreement by then, Illston wrote, the court will issue a ruling on the relief.

Where are all the Atlantic hurricanes? Why this year is so quiet. By JUDSON JONES

T

raditionally, this past week has been the peak of the Atlantic hurricane season, the busiest time of year for storms to spin up and barrel west into North America. Instead, nearly four months into the season, and with two more to go, not a single hurricane has formed, a drought not seen in more than eight decades. While the inactivity is unusual, meteorologists said it is explainable — and they warned against confusing a quiet start with a quiet finish. Not since 1941 has the Atlantic gone this far into a season without a hurricane. There have been five systems that grew strong enough to become named tropical storms, but none had the time or the right conditions to intensify into hurricanes. In May, forecasters at the National Oceanic and Atmospheric Administration predicted a below-normal season with three to six hurricanes, because of the gathering intensity of the El Nino weather pattern. But the absence of any hurricanes at all has

caught experts off guard. “This lack of activity is still surprising,” said Lindsey Long, a meteorologist with the NOAA unit that issues seasonal forecasts. “We have just hit the peak of the season, which occurs on Sept. 10, and it has been a very quiet week. But there is still a lot of time for a hurricane to form.” The primary reason has been El Nino. The weather pattern has unleashed dramatic storm activity in the Pacific, including two hurricanes that wreaked havoc on Hawaii, but it historically has acted as a dampener in the Atlantic. Storm systems need certain conditions in place in order to become hurricanes, and El Nino tends to rob the Atlantic of at least some of them. This summer, a strong vertical wind shear — the changing of wind speed and direction with height — across the tropical Atlantic and Caribbean has ripped many potential storms apart before they can become hurricanes. It’s almost like a protective shield around North America, destroying storms before they can get close. Yet that protective shield creates a danger, warned Jamie Rhome, deputy director of the National Hurricane Center. This year’s quiet season comes after one that was unusual in other ways: 2025 had five hurricanes, including Melissa, which slammed into Jamaica after becoming one of the strongest hurricanes ever recorded. But none hit the mainland United States, which hasn’t recorded a hurricane making landfall in nearly two years. “We can’t let the public think that means that their risk is necessarily lessened,” Rhome said. Hurricanes that do form during El Nino years tend to

develop quickly and close to land, in the Gulf of Mexico or just off the East Coast, rather than taking days to move across the open ocean. Rhome pointed to Tropical Storm Edouard, which nearly reached hurricane strength before it ran into the Louisiana and Texas coasts this month. Which is why hurricane experts say the season isn’t over until it’s over. Tiny “cracks” can open in the wind shear, allowing a system to escalate rapidly with little lead time. That’s what happened with Hurricane Andrew in 1992, which flattened homes across Florida and left an estimated 50,000 people homeless. Even with advancements in computer modeling, forecasters struggle to pinpoint when those fleeting windows of optimal weather will occur. “You’re talking about a tipping point between a system that can develop and develop quick, and a nothing burger,” Rhome said. “The systems that do form can ramp up really quickly close to land, without the traditional lead times.” Philip Klotzbach, a hurricane expert at Colorado State University, noted that only four Atlantic seasons on record have ended with one or zero hurricanes: 1905 and 1926 had one; 1907 and 1914 had none. The first and only hurricane of 1905 formed on Oct. 8; in 1941, the first arrived on Sept. 21. “Of course, I think it’s way too early to say that we’re going to have zero, or even one, hurricane this season,” Klotzbach said. For the next week at least, no hurricanes are expected to form, according to the National Hurricane Center. A huge plume of extremely dry air and dust floating across the Atlantic from the Sahara this weekend is just another thing they would have to overcome. But the conditions that have stifled hurricane formation have had another effect that could give nascent storms a boost: They have kept cloud cover light, allowing ocean temperatures in the Atlantic to warm in recent weeks, leaving vast amounts of energy waiting to be tapped. Klotzbach cautioned that quiet conditions rarely last long. El Nino tends to decay as quickly as it forms, and Atlantic waters often remain unusually warm through El Nino winters.

Why tech oligarchs are willing to risk apocalypse BY MICHELLE GOLDBERG

I

n a series of private speeches last year, Peter Thiel, the billionaire tech investor and Silicon Valley thought leader, said the young activist Greta Thunberg represented the spirit of the Antichrist. It was more than just a hyperbolic slur. Thiel was expressing a Promethean theology, one that sanctifies technology and expansion. In Thiel’s worldview, the forces of dynamism must struggle against the evils of stagnation, represented by Thunberg’s leftist environmentalism. “In the 21st century, the Antichrist is a Luddite who wants to stop all science,” Thiel said. Thiel’s philosophical assumptions might sound bizarre to outsiders, but they appear to be widely shared among the tech elite. “AI and its capabilities represent something analogous to the Second Coming,” Jeremy Nixon, a founder of an artificial intelligence hub called AGI House, said in May. The technology, some tech titans believe, will allow humans — at least some humans — to escape the bounds of Earth and even perhaps the inevitability of death. It represents liberation from hopelessness and decay. It’s worth keeping this strange new quasi-religion in mind as we consider the warnings coming from AI insiders that their inventions could cause mass death. As you probably know by now, this past week Jacob Coxon resigned his research job at Anthropic and went on social platform X to warn, “The people building AI earnestly believe that it could kill us all by the end of the decade.” His words were amplified by Evan Hubinger, Anthropic’s head of alignment science, whose job is to try and

keep the technology aligned with human goals. “Jacob is correct here,” wrote Hubinger, who placed the probability of AI wiping humans out within the next 10 years at more than 10%. These warnings lead to an obvious question: If this technology could destroy human life on Earth, why continue to build it? Often the answer is that since its development is inevitable, responsible actors need to get there first. It’s not a preposterous argument — if you really believe in AI’s awe-inspiring capabilities, you don’t want to cede sole control of it to your foes. But as an explanation for the industry’s oddly blithe attitude toward apocalypse, it’s incomplete, because it doesn’t account for tech leaders’ messianic dreams. Their fantasies of transcendence take different forms. Sam Altman, CEO of OpenAI, once said, “I assume my brain will be uploaded to the cloud.” Elon Musk plans to escape to Mars. “We want to be on a path toward making true the things that we read in science fiction books and see in the movies,” he says in footage featured in Alex Gibney’s searing new documentary, “Musk.” “A future where we’re forever confined to Earth until some eventual extinction event is less inspiring.” Jeff Bezos, who stepped down in 2021 as CEO of Amazon to spend more time on his space company, wrote, “We don’t want to face a civilization of stasis, and that is the real issue if we just stay on this planet.” Some imagine themselves as digitally enabled Übermenschen. In 2023, billionaire tech investor Marc Andreessen published “The Techno-Optimist Manifesto,” with a section titled, “Becoming Technological Supermen.” In it, he borrowed language from Italian futurist — and fascist — Filippo Tommaso Marinetti, writing, “Technology must be a violent assault on the forces of the unknown, to force them to bow before man.” He quoted Friedrich Nietzsche to argue that absent such an assault, life becomes meaningless and small. In a section titled “The Enemy,” Andreessen listed ideas that would restrain technology’s momentum, including “tech ethics” and the concept of “existential risk.” Part of the reason the public has turned so quickly and decisively against AI is the bizarre mismatch between the costs they’re being asked to bear and the rewards they expect to receive. Data centers blight the landscape, AI slop degrades the culture, chatbots help kids cheat in school and sometimes drive people mad, and technology executives prophesy mass joblessness. For this, ordinary people get improved search engines and help writing emails. Great benefits could be on the horizon — we are constantly assured that AI will enable huge medical advances — but they’re not here yet to justify the hazards. For those most invested in AI, though, the intolerable risk lies in failing to advance the technology, and thus being confined to stultifying, finite ordinary existence. “For decades, large tech firms have insisted that the technologies they own and control are ‘inevitable’ and thus unstoppable,” write Naomi Klein and Astra Taylor in their trenchant new book, “End Times Fascism.” “Now they increasingly claim the authority of the supernatural: the right to usher in a new stage of human evolution, governed by deities of their creation.” As Klein and Taylor point out, these visions, so obviously derived from sci-fi and video games, can be hard to take seriously. But it doesn’t matter whether you believe in

a future of cybernetic ascendance. The point is that the people driving the AI revolution do. In an interview last year, my former colleague Ross Douthat asked Thiel what seemed like a simple question: “I think you would prefer the human race to endure, right?” Thiel paused for an uncomfortably long time before finally, after some hemming and hawing, saying “Yes.” His next word, though, was, “but,” after which Thiel started rambling about transhumanism. “The ideal was this radical transformation where your human, natural body gets transformed into an immortal body,” he said. Our tech oligarchs would probably like human civilization on this planet to flourish, but some don’t seem to see it as mission critical. More important is that they reach their posthuman or interplanetary apotheosis. If they must wager our lives to summon their digital god, it’s a chance worth taking.

¿Qué es un estorbo público y por qué nos concierne a todos? Por LCDO. HÉCTOR M. LÓPEZ MARCANO Especial para El STAR

C

uando hablamos de estorbos públicos, no hablamos simplemente de casas abandonadas o solares en desuso. Hablamos de comunidades afectadas, de riesgos a la salud y la seguridad, de oportunidades perdidas y, sobre todo, de la responsabilidad que tiene el gobierno municipal de actuar en beneficio del interés colectivo. Un estorbo público es una propiedad privada — ya sea una estructura o un solar — que, por su estado de abandono, deterioro o uso indebido, representa un peligro real o potencial para la salud, la seguridad o el bienestar general de la comunidad. Puede tratarse de edificaciones en ruinas, propiedades llenas de escombros, infestadas de plagas, sin condiciones mínimas de habitabilidad o utilizadas para actividades ilícitas. Su impacto no se limita a la propiedad en sí; se extiende al vecindario completo. Es importante dejar algo claro desde el inicio: estas propiedades siguen siendo privadas. El municipio no parte de la premisa de despojar a nadie de sus derechos. Por el contrario, el proceso que se activa cuando una propiedad es declarada estorbo público está estrictamente regulado por ley, respeta el debido proceso de ley y reconoce los derechos constitucionales del propietario. Entre los derechos que se impactan en este proceso están el derecho a la propiedad privada, el debido proceso de ley, el derecho a ser notificado, a corregir la condición señalada y a ser escuchado antes de que el municipio tome acciones adicionales. El Estado no actúa de manera arbitraria ni inmediata. Hay notifica-

ciones, términos, oportunidades de cumplimiento y mecanismos de revisión. Entonces, ¿por qué el municipio interviene? Porque existe una política pública clara y responsable, impulsada por nuestro alcalde William Miranda Torres, de restaurar comunidades, devolver propiedades abandonadas al negocio jurídico, eliminar focos de criminalidad, atender problemas de salud pública y crear oportunidades reales de vivienda asequible, particularmente para sectores desventajados y jóvenes que hoy no pueden acceder al mercado tradicional. Un estorbo público no es solo un problema legal; es un problema humano. Es la casa abandonada frente a la que juegan niños, el edificio colapsado que se convierte en refugio de actividades peligrosas, el solar lleno de basura que afecta la calidad de vida de familias trabajadoras. Atenderlo es un acto de justicia comunitaria. Cuando, luego de agotado el debido proceso, una propiedad no es rehabilitada por su dueño, la ley permite que el municipio promueva mecanismos para que un tercero responsable pueda adquirirla, rehabilitarla y devolverla a uso productivo. Este no es un proceso improvisado ni opaco. Es un procedimiento ordenado, transparente y con un claro propósito social. Desde la Oficina de Gestión y Registro de Bienes Inmuebles asumimos esta tarea con sensibilidad, rigor técnico y visión de futuro. No se trata de castigar al propietario, sino de proteger a la comunidad, rescatar espacios y transformar abandono en oportunidad. Este será el primero de varios artículos educativos donde explicaremos, paso a paso, cómo funciona este proceso, cuáles son los derechos de todas las partes y cómo, como ciudad, podemos convertir un problema

DRNA certifica 23 deslindes en apenas 6 meses POR EL STAR STAFF

AN JUAN – El secretario del Departamento de Recursos Naturales y Ambientales (DRNA), Waldemar Quiles, informó que en apenas siete meses (1 enero hasta el 31 de julio) de este año la Secretaría Auxiliar de Planificación y Permisos ha tramitado unas 23 certificaciones de deslinde, cifra que supera la alcanzada en todo el 2025, de unos 18. El Secretario del DRNA también destacó que en estos momentos, existen unos 30 casos de deslinde asignados a un grupo de agrimensores y se espera que los mismos sean procesados antes de culminar el 2026.

“Uno de los aspectos que nuestra gobernadora, Jenniffer González, ha impulsado es agilizar los procesos que impactan a la ciudadanía de forma directa. Por tal motivo, desde que llegamos a la Secretaría del DRNA en enero del año pasado implementamos una serie de iniciativas enfocadas en brindar rapidez y transparencia a este proceso, siempre cumpliendo con todos los parámetros de ley y reglamentos vigentes”, expresó el Secretario mediante declaraciones escritas.. “Creemos en la total transparencia durante los trámites, así que impartimos instrucciones al personal de la Secretaría Auxiliar de Planificación y Permisos de trabajar con los deslindes pendientes,

muchos de los cuales llevaban años en espera, y el resultado está ahí, unas 23 certificaciones en apenas siete meses. Esto es un gran logro de muchos que laboran todos los días para atender las necesidades de la gente”, añadió Quiles. Un deslinde se define como un proceso administrativo dirigido a establecer, con coordenadas y datos específicos, el predio exacto entre una propiedad privada y los bienes de dominio público en Zona Marítimo Terrestre en la jurisdicción de Puerto Rico. Los mismos son trabajados por agrimensores debidamente certificados para practicar en Puerto Rico.

International Theater Festival takes to island stages starting Sept. 30

he Institute of Puerto Rican Culture (ICP) has unveiled the program for the 56th International Theater Festival, an edition dedicated to actor, mime, director and educator Rafael Fuentes. ICP Executive Director Melissa Santana said the festival reaffirms the importance of theater within Puerto Rico’s cultural landscape and brings together local and international talent while honoring artists who have shaped the island’s performing arts tradition. Ismanuel Rodríguez, director of the ICP’s Performing

Arts Program, noted that reaching the festival’s 56th edition underscores its legacy as a cultural bridge between Puerto Rico and global theater, and emphasized the institution’s commitment to strengthening an offering that blends the richness of Puerto Rican theatrical heritage with new languages, proposals and experiences. The Official Selection opens with the Spanish production “Bernarda y Poncia (silencio, nadie diga nada),” written by María Pilar Ávila Mora and presented by Teatro Aragua from Oct. 22 to Oct. 25 at Teatro Victoria Espinosa. The play revisits the world of La casa de Bernarda

Alba eight years after the original events, exploring themes of silence, guilt, class differences and emotional confinement. Also included in the Official Selection is Harold Pinter’s “El montaplatos” (“The Dumb Waiter”) presented by Somos Cangrejos Inc. from Nov. 20 to Nov. 22, a production that places two men in a tense waiting game inside a basement, blending Pinter’s absurdist tone with elements of silent cinema and a staging that transforms the space into a film studio. The festival’s invited program expands the lineup with international and local works. The Alianza Francesa will present “Flamboyants” on Sept. 30 and Oct. 1 at Teatro Francisco Arriví, a piece that combines musical theater and documentary storytelling to recount the impact of a cyclone on the island of La Réunion. A staged reading of Gustavo Ott’s “Tres manzanas podridas” (“Three Rotten Apples”) will take place on Oct. 5 at Teatro Victoria Espinosa. From Oct. 9 to Oct. 11, the same venue will host “Los mayores cuentan que cuentan” (“The Elders Tell Stories That Matter”), directed by Rafael Fuentes and performed by an ensemble of older adults, followed by conversations on theater and aging. Fundación Corazón Elástico will present “Clown Cosmos” from Oct. 14 to Oct. 18. Teatro La Plaza of Peru will offer a contemporary adaptation of “Hamlet,” performed by eight actors with Down syndrome, on Oct. 17 and Oct. 18 at Teatro Francisco Arriví. The renowned Peruvian company Yuyachkani will present “Des-conocido” from Nov. 13 to Nov. 15 at Teatro Victoria Espinosa, a work that explores mental health, memory and confinement. “Títeres en el Caribe hispa-

This year’s dedication honors Fuentes, a prominent figure in Puerto Rican theater and a retired associate professor at the University of Puerto Rico. Fuentes trained at the Jacques Lecoq International School of Theatre in Paris and built a career as an actor, mime, director and educator in Puerto Rico and New York. His performance credits include “El jardín de los cerezos,” “La tempestad,” “Juana de Arco,” “El principito” and “La Piaf,” among many others, and his directing work spans productions such as “Repica ese güiro y canta,” “Haciendo punto en otro son” and “Sylvia Rexach en Jazz.” The ICP emphasized that the International Theater Festival continues to promote cultural exchange and broaden public access to diverse theatrical expressions from Puerto Rico and abroad.

Canadian boycott of US products pushes grocers to adapt, explore new supply sources A

growing consumer push to buy Canadian and boycott U.S. products is reshaping supermarket shelves in Canada, forcing grocers to improve country-of-origin labeling and secure new sources of supply. In Ontario, the president of independent grocer Vince’s Market, Giancarlo Trimarchi, turned to Facebook to show customers that most p​ roduce on the shelves of his stores is Canadian after receiving angry emails and comments about the grocer stocking U.S. produce. A bitter trade war between the United States and Canada has made consumers more conscious of where their dollars go. “Buy Canadian” movements ‌started last year after U.S. President Donald Trump imposed tariffs on ‌Canadian goods. They have intensified in recent weeks after trade talks broke down and Trump signed an executive order to change the name of Lake Ontario to Lake America. “It is a lot more aggressive this time around than last year,” Trimarchi said in an ⁠interview. Trump told reporters in Dublin on Saturday that Canada is eager to reach a trade deal with the United States and ​that an agreement could come “fairly soon,” while repeating his complaints that Canada has treated U.S. farmers unfairly and should remove tariffs. Trimarchi’s four stores, spread across the Greater Toronto Area, now have about 90% Canadian produce. Trimarchi is now sourcing strawberries from Quebec instead of the United States and said he has cut his advertising budget as the changes have pressured operating costs. “We were always put in a position where you had to balance quality versus price. Now it’s quality versus price versus country o​ f origin,” Trimarchi said. Loblaw Cos, Canada’s largest food retailer, in August brought back large signs featuring a maple leaf in its produce and fresh-food sections after a brief hiatus to flag the Canadian ⁠origins ⁠of products. Loblaw also reintroduced a “T” tag to ⁠inform customers which products are affected by tariffs ​and make Canadian products easier to identify. Metro, the country’s third-largest grocer, said it would continue to prioritize local Canadian products in the current context. “There has been a permanent change in ​the Canadian psyche,” said Gary Sands, senior vice president of public ⁠policy and advocacy for the Canadian Federation of Independent Grocers. Canada is the world’s fifth-largest importer of fresh vegetables by value. The United States is still the biggest supplier of fresh produce, accounting for more than half of the imports, followed by Mexico. However, the share of Canada’s vegetable imports from the United States fell to 62.6% in July, the latest government data showed, from 69% in the same month of 2023, before Trump was elected. More than half of Canada’s fruit imports came from the United States as of July. Trade talks broke down on August 21, spurring a new round of tariffs and counter tariffs. products when possible, preferring to support Canadian brands and businesses. Ambard said he checks product labels and researches companies online to ⁠identify Canadian-made goods. “I think, honestly, if I can support Canadian products and Canadian institutions through these tough times, I think that’s a way to help in my small way,” Ambard said. “I’m a little bit mad with America right now with how things are going. The attitude has just not been that of a friend.” Canada’s harsh winters present a challenge for fresh produce, and grocers typically rely on greenhouses, stocked root vegetables or imports, which are usually more cost-effective.

But the change in sentiment toward the United States could push grocers to explore more local suppliers, experts say, while Canada invests in building a more self-reliant food system. The Canadian government is investing about C$3 billion over 10 years to build greenhouses to increase production during the harsh winter months. It is also trying to lower food inflation — among the highest in the Group of Seven developed nations — by increasing the domestic food supply. Along Himalayan floods’ path, wiped out towns and mounting grief By MUJIB MASHAL and BINOD GHIMIRE

T

aking a break from the noisy work of leading a school of more than 500 students, Madhav Lamichhane would ride his motorbike down to the riverside Betrawati Bazaar every week. The principal skipped the busy shops around the town’s clock tower, preferring a quiet moment by the Ram temple to take in the “very beautiful flow” of the Trishuli River. But on Aug. 26, as he was in school preparing for the first morning bell, the river below suddenly became a violent torrent that obliterated much of the town of Betrawati, erasing its square from the map. It left no trace of the temple, the market, or the concrete bridges, and only fragments of the hundreds of homes that dotted either side of the river. Lamichhane and the school, up on a hillside, escaped its wrath. But about 200 students did not. The younger children, ages 5 to 11, had been waiting in the riverside town for a yellow school bus. The oldest, backpacks strapped on, had been slowly making their way uphill to the school when the deluge swallowed them. “What can I say to the river?” Lamichhane sighed. Fewer than a third of the town’s families scraped through without losing anyone, with many erased entirely, he said. “It was very beautiful previously,” he said. “It is a cultural and historical place, too. But all that became the past.” When part of a Himalayan glacier near Nepal’s border with Tibet collapsed late last month, the ferocious water and debris that barreled through the gorge wiped out almost everything in its path for tens of miles. Two weeks later, the death toll stands at more than 1,300, with 5,000 others missing, many most likely buried beneath the mud. In the days after the floods, reporters from The New York Times traveled along the path of destruction, trying to reach areas cut off in a poor country with difficult terrain. What we found was towns and villages wiped off the map. Small reminders of life before remained in the sludge: a buried roof jutting out from the mud, a student’s backpack, an empty reading glasses case. The dozens of bridges and the tens of miles of destroyed roads will surely be rebuilt. Technical assessments are already underway for a financing plan. The expected billions in costs will add to the debt of a

small country still paying back loans it took to rebuild after a catastrophic earthquake just over a decade ago. But helping to count the number of dead and telling the stories of wiped-out communities is left to loved ones who were away at the time or who climbed to higher ground as the water closed in — now unsure whether to consider themselves lucky to have survived, or cursed to bear the crushing grief and loneliness. The only lifeline connecting the remains of those settlements is a narrow dirt track that skirts the hills. The drive between some of the towns, which would have taken 15 minutes before the floods, took us seven to eight hours — the path was jammed with traffic and frequently blocked by mudslides caused by the last of the monsoon rains. The Chilime hydropower tunnel, 10 miles from the border with China, was as far as we could get before the road collapsed into a dirt track along the river that was not safe to trek. Helicopters frequently flew through the narrow gorge on search and rescue operations to several tunnels in the area, where workers are feared trapped. Officials who had flown into Syrabrubesi and Timure — the stretch beyond what was accessible by road — and survivors who were airlifted out said that hundreds of buildings had vanished, with nearly 1,000 people missing. “The area is deserted now,” said Dolma Thangjen Sherpa, an elected member of the ward where Syabrubesi is, who was sheltering in a monastery in Kathmandu. In the urban pockets along our journey — from Kathmandu to an army base and to a city nearly 100 miles downstream from where the floods originated that saw more than 350 bodies wash up on its riverbanks — people flipped through lists of the dead, which ran multiple pages, and searched for clues in the lines of mangled bodies. Most left in disappointment. Kami Delma Sherpa stared at a photograph of a woman with a golden tooth posted on the wall outside a hospital in Kathmandu, thinking she had finally found her sister, who worked at the border crossing. But when she went inside and looked at the body, it was not her. Miracles in the mud As we traveled along the floods’ path of destruction, there were still small miracles to celebrate. A principal evacuated all of his students to safety, before his school was washed away. Three of the hundreds of workers trapped in hydropower project tunnels were pulled out alive more than a week after the floods. Another unlikely escape was hiding in plain sight. We watched night fall over Betrawati last Friday, staring at a three-story house buried so deep in the sludge that only its roof and a sliver of its upper windows were visible. The search and rescue teams had moved on, the disposal of a decaying cow their last act that afternoon. As we began our drive out of the ghost town late at night, we could hear only crickets and the roar of water. No one knew that a woman, Chandika Shrestha, was still clinging to life inside the house. Her family was among hundreds who had resigned themselves to their loss and had begun final ceremonial rites by cremating effigies of their loved ones. The next day, locals heard a faint cry. Rescuers scrambled to dig her out. But those kinds of miracles were few. Haunting phone calls The school where Madhav Lamichhane is principal had become the town’s relief hub, with trucks off-loading aid material and social workers trying to console and entertain children uprooted from their homes. On the morning of the floods, as Lamichhane was preparing for the day in his office, he got a call from the school bus driver saying he had heard of flooding upstream. The driver had delivered two busloads of

students to the school and was on his way to the town square for his final run. “I scrolled on my mobile but did not see any news of the flood,” the principal said. He phoned a friend upriver, who told him the market had collapsed. “The flood is coming,” the friend exclaimed. Lamichhane told staff to evacuate the 250 students already at the school to the forested areas above, while he and others rushed down toward the river to see what they could do. He called anyone and everyone he could reach along the river: his staff who had not arrived at school yet, the parents of students. Two phone calls, in particular, haunt him. The first was to his elementary schoolteacher, whose riverside house he had often visited for a cup of tea. She had told him, “We are escaping! We are escaping!” “The connection was lost,” he said. “She is among the missing.” He remembers the second call, to another colleague, Ajay Kumar Yadav, with anger. “I told him to come out. But he did not believe that the river could come up to there,” he said. “And he lost his life.” As the principal spoke, he took his cap off to show his head, which he had shaved in a ritual performed to mourn dead relatives. (He lost two cousins who had been truck drivers along the border.) Attendance had not yet been taken when the floods came, making identifying the missing students a challenge. When we asked if he had to rely on families reporting their children as missing, he said, “There is no family to report,” adding, “The families are gone.”

Top AI leaders call for slowing down AI development By MIKE ISAAC

ario Amodei, the CEO of Anthropic, called for a global slowdown of artificial intelligence development in a 3,800-word essay Saturday, just days after one of the company’s employees quit over concerns about the safety of the technology. Top executives of other major AI companies quickly signed on to the effort. Sam Altman, the CEO of OpenAI; Elon Musk, whose SpaceX rocket company has been ramping up spending on AI; and Demis Hassabis, the chair of Google DeepMind, wrote in social media posts that they agreed on the need for a slower pace. Amodei, who co-founded Anthropic to focus on securely and carefully building AI, wrote in his essay that while he believed the technology could bring many benefits, it was advancing at too rapid a pace for researchers to continue safely. “Over the last few months, I have become convinced that fully addressing the risks requires even more prudence — not just investing in risk prevention, but pacing the rate of capabilities advancement so that risk prevention has time to keep up,” Amodei wrote. “We must slow the pace at which we improve the capabilities of AI models. Progress will still seem fast, and we must make wise use of the time we gain.” Amodei has warned about the safety risks of AI for years. But his essay amounted to one of the most full-throated calls for urgent action from a leading AI company executive to date. He called for independent auditors to check the companies for safety standards and urged global cooperation in creating rules around AI development. The appeal for an industrywide pause follows months of escalating concerns across the technology industry as AI model development has made significant strides at companies such as Anthropic, the developer of the Claude chatbot, as well as OpenAI, the creator of ChatGPT, and Google’s DeepMind. Tensions rose further after the leading AI labs discovered security breaches carried out by their own programs without their knowledge. In one incident this year, OpenAI’s systems breached an AI startup called Hugging Face, which was not detected until Hugging Face informed OpenAI weeks after it had happened. Since then, AI researchers have conferred to discuss what to do. On Tuesday, Jacob Coxon, an Anthropic researcher, resigned and posted a series of social media posts about how the leading AI labs were not responsibly developing the technol-

ogy and were gambling with people’s lives, setting off a furor. Other AI researchers have called on their leaders to pause AI development, while some are forming splinter groups to raise more awareness about the risks of AI. AI leaders are girding themselves for a day when an AI system can rely on itself to grow more advanced rather than requiring the aid of human researchers. This dynamic, which computer scientists call “recursive self improvement,” is what some top AI developers believe may lead to the software spinning out of their control. “Left unchecked, it could outrun our ability to understand and control these systems, and so must be pursued very carefully, if at all,” Amodei said. Hours after Amodei published his essay, Altman posted a statement to social media agreeing that a slowdown of AI development was necessary. “This has been a primary topic of discussions we’ve had at OpenAI in recent weeks,” Altman wrote. “Committing to having indepen-

dent evaluators with employee-like access is a great idea, and we will do the same. We’ll have more to share soon.” Musk, in a post on his social media platform X, said simply, “Dario is right.” On Saturday evening, Google’s Hassabis said Amodei’s essay was a step in the right direction. “The details need working through, but the direction is correct for meeting this critical moment,” Hassabis posted on social media. For years, many of the top AI labs have been locked in bitter competition with one another. But as these systems have advanced, there has been some broader agreement among executives at rival companies that something needs be done. Last month, as OpenAI prepared to release an advanced AI model called Astra, the company said it had intentionally slowed down its pace of development, citing advancements in cybersecurity capabilities. In July, Hassabis published an open framework for what he believed would be a safe way to cooperatively develop next-generation AI.

(The New York Times has sued OpenAI and Microsoft, claiming copyright infringement of news content related to AI systems. The two companies have denied those claims.) There are few rules on AI development, though President Donald Trump signed an executive order in June asking for AI labs to voluntarily submit their models for review before public release. In his essay Saturday, Amodei suggested actions that the industry might take to slow the pace of development. Amodei said that all AI labs could agree to third-party technology assessments from “embedded evaluators,” or outside specialists who could verify best safety practices across companies. He also suggested that countries with democratic governance systems coordinate to create safety standards, which could take the form of regulatory action. He added that it would probably require a global effort working with other nations, including authoritarian ones, to properly coordinate a slowdown. Not everyone in Silicon Valley believes that Amodei’s intentions are purely altruistic. Some critics have said Anthropic and OpenAI are looking to cement their position as AI market leaders by stoking fear and asking the federal government to create regulatory frameworks that would make it more difficult for smaller companies to compete with them. At a tech conference in San Francisco this past week, Jensen Huang, the CEO of AI chipmaker Nvidia, said AI labs were ratcheting up security concerns because they planned to introduce new cybersecurity products. “What better way to create demand than to create a problem?” Huang said at the event. “Who doesn’t want their market to be hysterical about their product and line up around the corner for it?” On Saturday, shortly after Amodei published his essay, Clément DeLangue, the CEO of Hugging Face, said in a social media post that it was imperative that AI safety issues not “be solved behind the closed doors of a handful of frontier labs.” Nvidia agreed to buy Hugging Face this month for $12.9 billion. In his essay, Amodei stressed that he still finds AI capable of bringing “incredible benefits” to humanity, including potentially curing diseases and accelerating economic growth. But even so, he said the risks of AI were too great to not proceed with extreme caution. “The measures I propose to advance the frontier at a safe pace will not be easy,” Amodei wrote. “But I believe we owe it to humanity to try.”

Mets kept 9/11 promise, listening to echoes from a tragic time

I

n the summer of 2001, a month or two before everything changed, Robin Ventura played golf with a man named Chris Quackenbush. Soon after, Quackenbush went to a game to see his friend Bobby Valentine, the New York Mets’ manager. Ventura recognized him during batting practice and said hello. That was that, or it would have been, if not for what happened. And when it did, Ventura remembered the conversation and how it made him feel — not as a veteran ballplayer but as a young father. He will never forget. “His son kept looking at him,” Ventura said by phone last week, “and he had this look of admira-

tion toward his dad, like, ‘This is so great.’ He just couldn’t believe he was down on the field. And I’d had my son probably three years before, and I remember thinking, ‘Gosh, it would be so great to … ’ I don’t know. You kind of want your kids to look at you like that. “And when it happened, and he was there and didn’t make it, it just — I do go back and look when I go down there and go to the pools, and I find his name. And I don’t know why, but I just remember that moment of thinking of his son, what he’s going to miss, and what Chris is going to miss. It’s a tough thing. You’re going back to how insignificant you are at that moment. “Those are the things that stick with you, that baseball, yeah, it could be kind of a good thing to come back and play, get people to cheer, laugh maybe, something like that. But in the end, you don’t know how much it helped or didn’t help. You feel a little overwhelmed by all of it.” Ventura is 59 now. His hair is gray; his children are grown. He helps coach the baseball team at Oklahoma State University, his alma mater. It has been a decade since he managed the Chicago White Sox, more than two since he last played in the majors. His Mets career was over after the 2001 season, with a crosstown trade to the New York Yankees. Yet there was Ventura in Manhattan last week, with his old Mets teammates, on another brilliant Tuesday morning in the sweet spot between summer heat and autumn chill. For all of the franchise’s misadventures, the Mets — led by ones who were there for that sad September — get this right. They meet annually at a firehouse — this time, Ladder 25/Division 3/Collapse Rescue 1 on West 77th Street. A mural at the bottom of the stairs honors seven members who answered a call from there and never returned. The players are not the stars of this reunion.

“It was the greatest rescue in the history of the fire department,” Capt. Daniel Donleavy said. “People will talk about everyone that died. What about the people that we saved, with the police officers? Telling people to run, move, get out of the building?” The Mets were in Pittsburgh when it happened, a veteran team with a losing record, finally mounting a late charge. They would come together in more meaningful ways, finding a shared purpose in their anger, fear and grief. John Franco calls that team “a band of brothers” now, and he showed up Tuesday, too, with Al Leiter, Todd Zeile and David Wright. Wright was just 17 on the day of the Sept. 11, 2001, terrorist attacks, newly drafted and about to head to Florida for his first instructional league. He would soon play with Franco, Leiter and Zeile, who instilled in him the extra responsibility that comes with being a Met. The heroes of 9/11 can never be far from mind, they would tell him. This is a forever commitment. “We have vowed as a fire department to never forget — never forget our folks, never forget what they did that day and the impact they had and the lives that they saved,” said John Esposito, the chief of department for the Fire Department. “And 25 years later, the Mets have not forgotten. They’re still out supporting us and doing the right thing. They could have done something simple for a couple of years and then just moved on. But they’re with us.” The Mets, of course, are not alone in their outreach to the city’s Fire Department, which lost 343 members on Sept. 11 and more than 600 members since then with 9/11-related causes. The Yankees, who host the Mets this weekend in the Bronx, made four firehouse visits last month and have extensive community involvement. The Yankees reached the World Series in 2001, losing Game 7 on a ninth-inning comeback by the Arizona Diamondbacks. It was an inspiring run with an ending that somehow fit the time: imperfect, and a stark reminder that baseball can do only so much. The Mets’ connection was always bound to be different. Shea Stadium served as a staging area for relief supplies in the days after the attacks on the World Trade Center. The team hosted the first New York sporting event afterward, on Sept. 21, punctuated by Mike Piazza’s cathartic home run to beat the Atlanta Braves. Franco was a son of Staten Island, Leiter of New Jersey, Valentine of Connecticut. Rusty Staub, who played nine seasons with the Mets, founded a charity in 1985 for families of fallen police officers and firefighters. Staub died in 2018, but the program lives on as Answer the Call, which distributed more than $7.75 million to more than 500 families last year.

The culture of the Mets, then, was deeply entwined with the city. And from the moment they saw the ghostly smoke of ground zero through the bus windows on their ride home from Pittsburgh, the players understood the mission. Instinctively, they grasped how to navigate a heartbreaking landscape. “They’ve continued all along,” said Carol Gies, whose husband, Lt. Ronnie E. Gies, died at the World Trade Center. “I’ve done many, many things with them over the years, and they always embrace it, and they want that story to be told, not just on behalf of them, but on behalf of everybody else involved. “It’s a wonderful organization, it really is, and there’s no words to put it for how much love and respect I have for Jay Horwitz. He’s a true friend,” she added. Horwitz was into his third decade as the Mets’ public relations director in 2001. The team has been his family for nearly 50 years. He called his memoir “Mr. Met,” but Horwitz is less a mascot and more, you might say, a Met’s best friend: unwaveringly loyal, completely guileless. To know him is to trust him. Horwitz, 81, is now the team’s vice president for alumni relations, indefatigable in that role but no longer embedded daily with the current roster. His institutional knowledge has helped sustain the Mets’ efforts with the FDNY. “I hope that continues now that Jay’s not kind of there on a daily basis,” Wright said. “I hope it continues to the younger players. Because a lot of the younger guys now aren’t even alive during 9/11. But I hope they get talked to by somebody that, hey, let’s thank these men and women.” Robert Cashman, a special assistant to the FDNY commissioner, has decades of Mets memories to share: Tom Seaver getting laughs by teasing a Yankees fan; a sheepish Zack Wheeler asking to stay for lunch; R.A. Dickey teaching the knuckleball with a game of catch on the street. The tradition has continued. “We did a thing with Juan Soto last year,” Cashman said. “What a gentleman. And I was talking to him before, and I said, ‘OK, the commissioner’s going to introduce you, and you can say a few words.’ I didn’t think he would really say anything — ‘Hey, hello’ — but he gave a little talk about 9/11 and the firefighters. I was so impressed. You could see he was really into being there in the firehouse. It meant a lot to him.” Firefighters are often a child’s first heroes. Before they even know about pro athletes, toddlers can recognize the valor in saving lives. When you grow up to do it, Esposito said, you feel privileged. But if firefighters had a second career choice, Esposito said, many would want to be ballplayers. There is a natural kinship: camaraderie in close quarters, the physical and mental effort, the stories of overcoming challenges. At times, Esposito said, ballplayers and firefighters look at one another in awe. “I like to pay my respects, and I like to say thank you,” Wright said. “More importantly, I just like to kind of hang out and hear their stories.” The stories of 9/11, and the heroes who never came home, are embedded in the soul of the city. The Mets do what they

can. They listen. “In the Fire Department, once you get to the end of August and the beginning of September, everybody, especially those of us that were here 25 years ago, you get a little on edge, and a little anxiety goes up,” Esposito said. “And you walk into the firehouse, and you’ve got Al Leiter or David Wright or any of these guys standing there, and they’re just, ‘Hey, how are you doing?’ and you have a nice conversation. They’re not acting like big shots. They’re just normal folks.”
