he Puerto Rico Energy Bureau (PREB) has ordered Genera PR to turn over extensive financial and operational information within 10 days, citing concerns over the ongoing restructuring of New Fortress Energy (NFE), the parent company and contractual guarantor responsible for backing Genera’s performance under the island’s generation operation and maintenance agreement (OMA). In a detailed resolution and order issued Sept. 4, the regulator said it must assess whether NFE’s financial condition and corporate changes could affect Genera’s ability to operate Puerto Rico’s legacy power plants and to secure a reliable fuel supply. The PREB emphasized that Act 57-2014 requires it to safeguard the continuity and reliability of the electrical system. The order follows an Aug. 27 public hearing of the Government Committee of the island House of Representatives, where lawmakers asked the PREB to examine the implications of NFE’s widely reported financial distress and restructuring. NFE entered a restructuring support agreement in March of this year involving major debt reductions, separation of its Brazilian business, and a shift in ownership and control. The process has unfolded through UK Part 26A proceedings and U.S. Chapter 15 recognition. The PREB noted that NFE itself disclosed “substantial doubt” about its ability to continue as a going concern in its March 31, 2026 Form 10‑Q, warning that even after restructuring, the company would face “substantial risks,” including the need for additional funding. “Even if the Restructuring Transaction is completed, the Company will continue to face substantial risks,” NFE wrote in the filing. Because NFE guarantees Genera’s obligations under the generation OMA, the PREB said the restructuring raises

direct questions about the “continuity and practical value of the Guarantee.” The order highlights that several NFE affiliates are responsible for supplying natural gas to PREPA facilities operated by Genera, including: the Multi‑Site LNG supply agreement, San Juan Units 5 and 6, and the Energiza project. Any disruption in financing, capital availability or corporate structure could affect fuel delivery, infrastructure investments or credit support. The PREB also raised concerns about whether Genera has complied with Section 8.2 of the generation OMA, which requires the operator to deliver NFE’s quarterly and annual U.S. Securities and Exchange Commission (SEC) filings to the Public-Private Partnership Authority (P3A) and the PREB. Genera previously submitted a letter with a general hyperlink to NFE’s EDGAR page, but the PREB said the filing lacked specific reports, dates, or evidence of delivery. The letter “did not identify the Forms 10‑Q or Forms 10‑K purportedly delivered … or documentary evidence of such delivery,” the PREB wrote. The order seeks numerous files, including all SEC filings or financial statements, all P3A communications regarding financial reporting, identification of the post‑restructuring guarantor, and an analysis of capital‑investment capacity, among others.

pokespersons for Aerostar Puerto Rico said operations at Luis Muñoz Marín International Airport (SJU) in Carolina were continuing on Sunday while they monitored the effects of a temporary suspension of operations (ground stop) implemented in the afternoon at Miami International Airport (MIA). The monitoring followed an incident in which an Amazon Prime Air cargo plane, which had departed from San Juan, veered off the runway upon landing in Miami. As a result of operational restrictions at MIA, three

American Airlines flights en route to Miami were to be diverted to San Juan: * AA3465, arriving from Dominica, with an estimated arrival time of 3:47 p.m. * AA2691, arriving from Fort-de-France, Martinique, with an estimated arrival time of 4 p.m. * AA4316, arriving from Maracaibo, Venezuela, with an estimated arrival time of 4:45 p.m. As of Sunday afternoon there had been no reports of a general disruption to operations at the San Juan airport. However, it was advised that flights bound for Miami could experience changes while restrictions remained in effect at that airport.

an Germán Mayor Virgilio Olivera Olivera was appointed on Saturday in Sucre, Bolivia to a vice presidency of the Latin American Federation of Cities, Municipalities and Associations of Local Governments (FLACMA) for the period 2026-2029. Olivera has also been appointed co-president of the Latin American Network of Cultural Heritage Cities, also from 2026 to 2029. “We accept these distinctions with immense pride and responsibility, but also with humility and a heart deeply grateful to our Creator,” Olivera said in a written statement before participating in a series of activities related to his new positions.

“Our beloved San Germán is present throughout Latin America and the world!” he emphasized. FLACMA is an international organization that brings together 33 countries in Latin America and the Caribbean, representing more than 16,000 cities, municipalities and territorial associations, and whose mission is to support and strengthen the work of mayors on behalf of their communities. “Both positions represent an extraordinary opportunity to bring the voice of our beloved San Germán and all of Puerto Rico to the forums where the present and future of our cities are discussed,” stated the mayor, who also congratulated the new president of FLACMA, Alejo Umpiérrez Cabrera, mayor of Rocha, Uruguay. “Municipalities are the level of govern-

Trump’s tariffs caused Puerto Rico to pay close to $1 billion in 2025 By THE STAR STAFF

P

uerto Rico absorbed one of its steepest tariff shocks in more than a decade last year, as federal trade policies under President Donald Trump dramatically reshaped the cost of importing goods into the island, according to a report from Estudios Técnicos. Citing a 2026 analysis by the Puerto Rico Institute of Statistics, the U.S. territory paid $919.7 million in tariffs in 2025, nearly four times the $236.6 million recorded the previous year. The surge reflects the sweeping tariff actions implemented throughout 2025, when the White House expanded duties to cover 54% of all U.S. imports, using a mix of trade statutes including Sections 122, 301, 201 and 232 of federal commercial law. The policy shift relied heavily on emergency powers such as the International Emergency Economic Powers Act (IEEPA), a tool the U.S. Supreme Court struck down on Feb. 20 of this year. Even so, other trade authorities kept most tariffs in place through the end of 2025. For Puerto Rico, the impact was immediate. The island’s

By comparison, the U.S. effective tariff rate climbed from 2.4% to 9.84% over the same period, according

to Estudios Técnicos. The spike hit certain sectors disproportionately. Agricultural imports, critical for an island that relies heavily on food brought from abroad, saw their average effective tariff rate soar 584%, rising from 1.24% to 7.24%. The Institute of Statistics noted that tariff pressures rippled through construction materials, manufactured goods and food products, contributing to higher consumer prices. The burden was also uneven across trading partners. The countries generating the highest tariff costs for Puerto Rico in 2025 were China, Mexico, Japan, South Korea, the Dominican Republic, Spain, Brazil, Germany, France and Vietnam -- all major sources of goods for the island’s supply chain. Although the Supreme Court’s invalidation of IEEPA removed one of the administration’s key tariff mechanisms, analysts expect the effects of the trade war to persist. The institute projects that Puerto Rico’s average effective tariff rate could ease slightly this year, settling between 6.6% and 7.2%, but warns that elevated import costs will continue to influence prices across essential goods.

Power Expectations accuses fiscal board attorney of interference, conflicts of interest & possible corporate espionage By THE STAR STAFF

ower Expectations LLC is calling for a formal investigation into what it describes as a pattern of improper conduct, conflicts of interest, and potential corporate espionage involving attorney Javier Vázquez Morales, a partner at O’Neill & Borges and legal adviser to the Financial Oversight and Management Board. A statement released over the weekend by the energy supplier’s attorney Abraham Freyre Medina said recent testimony by Energy Czar and Public-Private Partnerships Authority Executive Director Josué Colón Ortiz before the island House of Representatives shed new light on Vázquez’s alleged attempts to interfere with the temporary generation contract awarded to Power Expectations and the Puerto Rico Electric Power Authority (PREPA). Power Expectations recently sued PREPA to revert the public corporation’s decision to cancel its $5.8 billion contract to provide 400 megawatts (MW) of temporary energy at Aguirre power station in Salinas. According to the firm,Vázquez made several “inappropriate” attempts to contact Colón, allegedly seeking to influence matters related to the contract. In subsequent communications, Vázquez reportedly claimed that Enchanted Rock, one of the companies listed in the Power Expectations consortium, had been “apparently erroneously included” in the group. Power Expectations disputes the claim, noting that Vázquez knew firsthand that Enchanted Rock and Power Expectations had signed multiple agreements formalizing their relationship. According to the lawsuit, Enchanted Rock appointed Power Expectations as its exclusive agent in Puerto Rico on March 19, 2025. Power Expectations relied on the

authority granted by the memorandum of understanding to designate Jhoby Weeks as the signatory to the 400 MW contract with PREPA. According to the suit, Enchanted Rock had second thoughts about participating in the project because its parent company, ERock Inc., was in the process of making an initial public offering and planned to commence trading on the New York Stock Exchange on June 10 of this year. “He was lying to a government official,” Freyre Medina said about Vázquez. The company argues that Vázquez’s dual roles created an untenable conflict: advising Enchanted Rock, advising the oversight board, and simultaneously approaching the energy czar about matters involving Power Expectations. Freyre Medina said the situation worsened when Vázquez and O’Neill & Borges allegedly sought information from executives at Flotek Industries, another company involved in the temporary generation project, that replaced Enchanted Rock in the consortium. According to Power Expectations, Vázquez interviewed Flotek officials under the guise of offering legal counsel without disclosing that he also represented Enchanted Rock and the oversight board. The company claims he obtained confidential business information before later informing Flotek that a conflict prevented him from representing them. Power Expectations says it is evaluating whether Vázquez’s actions amount to misappropriation of trade secrets or corporate espionage under Puerto Rico’s Law 80-2011, which governs the protection of commercial and industrial secrets. The company argues that Vázquez knowingly ignored conflicts of interest to obtain sensitive information that could harm Power Expectations and benefit competing entities. Freyre Medina said the conduct may violate multiple rules of professional conduct established by the Puerto Rico

Supreme Court, including rules on confidentiality, duties to prospective clients, and prohibitions on conflicts of interest. The company insists the controversy cannot be viewed in isolation. It points to a timeline beginning with its contractual relationship with Enchanted Rock in May 2025, its designation as the company’s exclusive representative in Puerto Rico, and extensive coordination between the firms to execute a power purchase and operating agreement with PREPA. Power Expectations argues that individuals who may have interfered with the contract, including Vázquez, must explain their actions and could face legal consequences. “Persons like Vázquez Morales and others who may have attempted to interfere with the contract between Power Expectations and PREPA have much to explain,” Freyre Medina said, adding that the company will pursue all available remedies.

A sympathetic plaintiff and well-crafted defense dominated Clancy trial By RICHARD FAUSSET

K

evin Reddington, a veteran trial lawyer, kicked off the defense of his client earlier this summer with an audacious assertion, given that his client is Lindsay Clancy, the Massachusetts nurse who had admitted to strangling her three young children. “This,” Reddington told 12 jurors in his opening remarks, “is not a righteous prosecution.” Eleven of those jurors voted not to convict Clancy, 36, who claimed she was suffering from postpartum psychosis at the time of the killings. With one holdout juror, the judge declared a mistrial, leaving a question mark hovering over a murder case that set off a global conversation about the mental health burdens of motherhood and long-held questions about the essential fairness of the insanity defense. A retrial is possible. But for now, the mistrial must be considered a victory for Reddington, one that allows his client to return, for the time being at least, to a state-run psychiatric hospital rather than a prison cell. But if Reddington is to be believed, it will not register as a win for Clancy. During the trial, he described her as a mother well aware of what she had done to her children and “living her own hell.” Such statements by Reddington were part of a defense strategy that acknowledged Clancy’s dark actions but emphasized her mental health problems and the missteps of the medical establishment as she sought help. In the wake of the six-week trial, a number of legal experts said that Reddington, 75, had masterfully pulled off an astonishingly difficult courtroom assignment amid the most macabre of circumstances. Reddington had an important factor that worked in his favor. Under Massachusetts law, it is up to prosecutors to prove beyond a reasonable doubt that a defendant like Clancy, who claims to be suffering from mental illness, was “criminally responsible” for her conduct at the time of killing — meaning that the defendant had “the substantial capacity either to appreciate the criminality or wrongfulness of his conduct or to conform his conduct to the require-

ments of the law.” R. Michael Cassidy, a professor at Boston College Law School, said that Massachusetts “is one of a handful of states where, once the defense of ‘lack of criminal responsibility’ is raised, the burden is on the government to disprove it beyond a reasonable doubt. That’s not true in many states, and it’s not true in federal court. The defendant must prove lack of criminal responsibility by a preponderance of the evidence in most states, and in federal court, they have to prove it by clear and convincing evidence.” Reddington sought to instill a sense of doubt in the jurors from the outset. “The government says that this is a situation that’s not a referendum on women’s having babies and having postpartum psychosis, postpartum depression, but it sure as hell is,” he told the jury. The strong language was a good introduction to jurors of Reddington’s style. He wore a dark suit on the first day of the trial, a likely acknowledgment of the gravity of the situation. But his language could be down-to-earth and occasionally salty — unsurprising for a man who has tried high-profile cases for decades but rides a Harley-Davidson in his spare time. He was also focused on hammering home the message that jurors should reject the prosecution’s argument that Clancy had acted “rationally” in carrying out the killings. “What I think Reddington did early on is he made this a reasonable doubt case,” said Daniel S. Medwed, a professor at Northeastern University School of Law in Boston. “We don’t know exactly, of course, what happened in the deliberation room, but at least some of the reporting and some of the revelations in court indicated that the jurors were focused on reasonable doubt.” Medwed said that Reddington may have helped win over jurors with the empathy he showed toward his client. For much of the trial, she sat next to him at the defense table in a wheelchair; Reddington explained to jurors that she was paralyzed from the waist down, the result of a jump from a second-story window after she had killed her children — Cora, 5; Dawson, 3; and Callan, 8 months —

on Jan. 24, 2023. She had cut her wrists and neck before she had jumped. Over the course of the trial, Reddington described his client as a woman who had been a professional caregiver, friend and mother until she began suffering from extreme mental anguish and seeking out solutions in vain. But because Clancy did not take the stand, the portrait was only Reddington’s to paint. Medwed said he had done so deftly. “It seemed like he had a genuine empathy for her, and I think that matters,” he said. “That matters in any case. But I think it really matters in a case where the defendant refrains from testifying.” Prosecutors portrayed Clancy as manipulative and deliberate in her actions, arguing that she sent her husband out on errands to give her time to kill the children. The claims of postpartum psychosis, they argued, were efforts to evade responsibility for her actions. For Timothy Cruz, the Plymouth County district attorney, the decision to try Clancy on three first-degree murder charges, which would have resulted in life in prison without parole, was “about getting justice for those three little babies.” After the mistrial was declared Friday, Cruz said he had not yet made a decision about whether to retry the case. A plea agreement is one possibility. And if Cruz decides on a retrial, he could seek a conviction on a lesser charge, such as second-degree murder or manslaughter. Cassidy said that if Reddington were to return to the courtroom, he might try to have some of the most horrific evidence entered into the record based on the transcripts of previous testimony, rather than a live rehashing by witnesses on the stand. Prosecutors could object, and seek to revisit these stories with live witnesses, but they will most likely have to weigh some practical considerations. “I mean, this trial took six weeks,” Cassidy said. “That’s a lot of court resources and Plymouth County DA resources.” But Cassidy said that at this point, many observers may have come to consider the matter as “a classic instance of insanity” unworthy of a retrial. “I mean, if this isn’t insanity,” he said, “what is?”

Rising summer heat should spur us to action By THE EDITORIAL BOARD

S

ummer has long been known for its spirit of adventure and reprieve, found in fire hydrants and backyard sprinklers, campsites and lemonade stands. It was the time of year when the outdoors could be most fearlessly embraced. Now summer has a new set of fixtures: face masks, air purifiers and public health alerts. Children stay home from camp on smoke days, a gleeless version of winter’s snow days. People who work outside have turned to salt packets and cooling vests. The notion of enduring the summer rather than embracing it has spread far beyond the Sun Belt. As Americans mourn this change, we hope it will motivate them to take action. The country needs to act both to better live with the new reality of summer and to prevent it from worsening. To do so requires escaping the binary of doom and apathy that too often defines climate conversations. Heat is the most widespread change. Summer 2026 is on track to be both the hottest and most humid in the contiguous United States since records began in 1895. Even as the end of summer approaches, much of the country is experiencing waves of heat and humidity. Over the past two weeks, temperatures have climbed 15 to 20 degrees above historical averages in parts of California, the Midwest and the South, leading to school closings and early dismissals. In many parts of the country, extreme heat affects much more of the year than it once did. In the late 1980s and early 1990s, Fulton County, Georgia, which includes Atlanta, spent about 47 days a year with a heat index (a measure that combines temperature and humidity to estimate how hot it feels) exceeding 90 degrees. In recent years, Fulton County’s residents have typically endured 79 such days, an increase of a month. Even historically temperate regions have become much hotter. St. Mary’s County, on the coast of Maryland, once spent less than two weeks a year in heat over 90 degrees. Now it experiences nearly five weeks. In Napa County, California, the number of days over 90 degrees has doubled, reshaping the region’s wine industry. The confluence of weather crises is another alarming development. One condition can worsen another: Heat and drought increase the risk of wildfire. Wildfire razes vegetation and makes soil less absorbent, which in turn worsens flooding. The human body also suffers from overlapping weather events. A heat wave causes people to breathe faster, which can lead them to ingest more pollutants when the air is smoky. In the Northeast in July, a spate of modern plagues seemed to arrive together: intense heat, wildfire smoke and thunderstorms. Or consider Washington state, where in August a wildfire leaped over a lake 2 miles wide because of extreme heat, drought and high winds. The coming year may

These miseries are the result of the rate at which humans have continued to burn fossil fuels in recent decades, priming the atmosphere for extreme weather. Yet just as the consequences arrive in force, our leaders are talking about them far less. President Donald Trump asks the nation to ignore the weather around us and treats climate change as a hoax. He has paid companies to cancel clean energy projects while forcing aging coal plants to stay open, including units in Indiana and Colorado whose executives requested permission to shut them down. The administration has also made it harder for citizens to adapt. Shortly after Trump took office in January 2025, his administration stopped collecting data that helped the government prepare for natural disasters. It withheld funds to renovate hurricane-prone homes in North Carolina and cooling centers in Florida. Trump is hastening a future with hotter, smokier and stormier summers, and leaving citizens with fewer defenses. Democrats have rightly decried these policies while making the politically reasonable decision not to put climate change at the center of their midterm campaigns. Polls make clear that most voters are more concerned about the cost of living than the weather. Many people worry that a politician who focuses on the environment will not focus on lowering their energy bills. Nonetheless, Democrats — and Republicans looking for a productive post-Trump agenda — should be working behind the scenes to design the climate policies that the nation needs. Every 2028 presidential candidate should have a clean energy plan, not least because it is a matter of global influence: China has outpaced the United States in clean energy technology, giving it a strategic advantage.

Large investments in clean energy under President Joe Biden accelerated the shift toward solar and wind power, and future administrations will not need to focus as much on deploying those technologies. They can instead prioritize research and development of other technologies, including geothermal, hydroelectricity, nuclear power and batteries. These options have the advantage of offering more consistent energy than solar and wind, helping industries to adopt them. More immediately, Congress can make it easier to build clean energy capacity. Lawmakers should update America’s onerous permitting system, which has prevented the country from sufficiently upgrading its electric grid. The House has passed a bipartisan bill that represents a good start, but the effort has been stuck in the Senate. The Senate should act. Even without federal support, state and local officials have important roles. They should focus on helping communities adapt to climate hazards. Iowa’s flood alert system offers a model. States should do more to create early warning systems, prevent wildfires, help farmers adapt to new conditions and protect vulnerable people from extreme heat. In July and August, it can feel too hot to think, too hot to move, too hot to act. Now that the heat is starting to break, Americans should remember that progress is still possible, and that future summers will be more scorching if we do not act.

AN JUAN – El contrato de servicio de ama de llaves del Departamento de la Familia está en una controversia sobre cual entidad es la que tiene que dar su visto bueno. Por un lado, la gobernadora, Jenniffer Aydin González Colón sostiene que espera por la Junta Fiscal para otorgar un contrato multianual, mientras que la administradora de la Administración de Servicios Generales, Karla Mercado Rivera sentenció que la aprobación le correspondía a su agencia. Según el comunicado de prensa emitido la gobernadora, se firmó por un mes el contrato entre la Corporación de Servicios de Ama de Llaves (COSALL) y el Departamento de la Familia, en lo que culmina el trámite del contrato multianual pendiente ante la Junta de Supervisión Fiscal (JSF) para su aprobación final. González Colón mencionó que propuso que este servicio tuviera una continuidad de dos años. La propuesta de la gobernadora aún espera por la confirmación final de la Junta Fiscal. El contrato multi anual, entre la Administración de Familias y Niños (ADFAN) y COSALL, se encuentra bajo evaluación de la Junta, debido a que, por su cuantía de 18 millones de dólares que costea el servicio de 1,500 ama de llaves por dos años, requiere la aprobación de la entidad creada bajo la Ley PROMESA.

Ese tipo de servicio tiene que contratarse bajo las reglas que corresponden a servicios no profesionales”, añadió. “El Departamento de la Familia confirma el contrato, por un mes, del contrato de servicios de amas de llaves, garantizando así la continuidad de la asistencia a los participantes mientras culminan los trámites administrativos correspondientes. Nuestra prioridad es que las familias y los participantes que dependen de estos servicios no se vean afectados. Hemos estado dando seguimiento directo y constante a la situación y realizando todas las gestiones necesarias para procurar que los servicios continúen con normalidad”, expresó la secretaria de la Familia, Suzanne Roig Fuertes.

Cassandra Wilson led jazz into the future with warmth and creative conviction By GIOVANNI RUSSONELLO

T

here is a quality of almost holy slowness in Cassandra Wilson’s music that belies the speed and force with which it changed jazz history. Wilson’s was a voice that felt almost totally private, and yet somehow open to the listener: expressed without any unwilled labor, staggeringly lovely, robust but not satisfied. A guitarist as well as a vocalist who composed about half of the songs she recorded, Wilson represented a new kind of self-directed expression in jazz, and when she released her two wildly successful Blue Note albums in the mid-1990s, they almost seemed to announce the end of neo-traditionalism. On “Blue Light ’Til Dawn” (1993) and “New Moon Daughter” (1995), a commitment to blues tradition and a wider North American songbook sit at home in the ethic of a jazz musician, committed, moment-tomoment, to remaking sound. Speaking to those who worked with Wilson, who was 70 when she died on Wednesday, it becomes clear how deliberate that vision was. They describe a creativity that bordered on stubbornness, a slowness to take on new ideas, and then, the tendency to gather things she loved deeply to her. “It could be a challenge to persuade her to move on something that, you could see, it would be great if she did it,” Brandon Ross, a guitarist whose textured sound complemented Wilson’s voice over a lifelong partnership, said on Wednesday. “But once she decided that she was going to do it, she was all in. She would actually discover this way to inhabit this thing that was just personal, not calculated.” After an upbringing on the jazz scene in Jackson, Mississippi, she moved to New Orleans and then to New York, where she developed meaningful musical relationships with two alto saxophonists and composers: Henry Threadgill, whose famed New Air trio recorded with Wilson; and Steve Coleman, the central figure in the M-Base collective, of which Wilson was a co-founder. Her string of late 1980s and early ’90s records, with bands that usually included guitarist Jean-Paul Bourelly and bassist Lonnie Plaxico, innovated through funk-driven, prismatic music putting ancient rhythm into new vessels. As her star rose, Wilson embraced jazz standards too, notably on the widely popular “Blue Skies” (1988). But it was only after signing to Blue Note Records in the mid90s and starting a brief but transformative creative partnership with producer Craig Street — then a neighbor in her New York apartment building who mostly worked in construction at the time — that she started to blend instruments and rhythms from around the world into a rooted, personal sound. Street, speaking on the day of Wilson’s death, invoked Dolly Parton. “When you think about somebody like Dolly, she could sing a ‘moon in June’ lyric, corny as

But that feeling could not be forced. “There were even times when there was full-on rebellion,” Street said. “It was like, ‘There is no way this is going on my record!’ And then it would turn around.” Wilson became jazz’s first great popular postmodernist, bringing the warped alto of Sade and the openlandscape interiority of Joni Mitchell into a blues-based expression. People called it jazz. And she did claim the lineage proudly. Wilson was influenced by the vocalists of the generation immediately before hers — especially Abbey Lincoln, who became a friend, and Betty Carter — but she also inhabited her own singular form. Arrestingly low, her voice came across in an accent that could sometimes sound Southern and cozy, sometimes almost trans-Atlantic — often both at once. A contralto, the least common range for a singer, her intensity was a lot like that of Bessie Smith, Marian Anderson and Nina Simone, other famous contraltos, but also far more serene. This affect was especially powerful given her commitment to vulnerability. On “Glamoured” (2003), she frankly chronicled unrequited desire, especially on the half of the album that was original compositions (“Sleight of Time” and “I Want More” among them). Ultimately, so much of Wilson’s unhurried expression connects back to Jackson, where she was born and spent her final years. When Wilson sings, whether it is on her tribute albums to Billie Holiday and Miles Davis, or on her own originals, what we hear is a lot like the experience of moving through the Mississippi Delta itself, through haunted cypress and elms. It takes its time, full of

slow life, awake but almost dreamlike. Her covers of blues songs by classic figures Muddy Waters and Robert Johnson often allowed some of the widest space for her expression, despite paying homage to well-trodden forms. “It’s a funny thing, people always ask me about the impact of blues on my life, and it’s difficult to describe to people — because when you’re born in Mississippi, the minute you come out of the womb, there’s blues,” she said in a 1995 TV interview. “It’s something that’s in the air; you walk out of the house and blues just comes up and slaps you in the face.” Even as she pranced past the borders of familiar idioms, the warmth of Wilson’s voice and her purposeful pacing made experiments feel like inevitable destinations. Particularly in partnership with Street, she took M-Base’s hybridizing approach and fused it with the popular repertoire to set a new standard for contemporary jazz. Street’s production work with artists, including Lizz Wright and Meshell Ndegeocello, further spread that impact to a generation of heirs. “Jazz practitioners are not natural entertainers,” she wrote in a 2016 essay. “We are musicians who carry the legends and lore of an art form that is constantly evolving while also retaining a steadfast connection to its genesis. I follow this path to pay respect to my elders, homage to the ancestors, and to present uniquely inspired performances for my audiences.” Rejecting the idea that her success had affected her relationship to the art form, she wrote: “My means are modest because my calling is paramount. I will always seek the truth and never lose my courage to express what matters. I own what I create in the marketplace. The marketplace does not own me.” Wilson, so in possession of herself and her craft, could lead a listener wherever it struck her to go. There is an old TV broadcast, available on YouTube, of Wilson and her band playing “Redbone,” one of her most convicted and infectious originals. She invokes orishas alongside biblical figures as she ad-libs, giving herself something to use in conversation with the band, finally singing: “Little redbone girl’s going to go to heaven / Because she believes in her gods.”

Wall Street ends lower as solid jobs data fuels hawkish Fed bets

all Street dipped ​on Friday as a robust jobs report raised the probability that the U.S. Federal Reserve will increase its key interest r‌ ate at this month’s monetary policy meeting. All three major U.S. indexes closed lower amid a broad selloff ahead of the three-day holiday weekend. For the week, the indexes were essentially unchanged. The Labor Department’s August employment report showed the U.S. economy added 162,000 jobs last month, nearly three times the 56,000 consensus, while the department revised June and July payrolls ​upward by a total of 55,000 jobs. Labor market participation increased while the unemployment rate held firm at 4.1%. While a stronger-than-expected ​ jobs report would generally be good economic news, markets are interpreting it as a sign the data-dependent Fed will implement a rate hike at the conclusion of this month’s policy meeting to curb war-related energy price pressures from morphing into broader, more​ systemic inflation. “The labor market had a nice snapback last month, and it’s hard not to think an improving labor market is not a positive ​development for the economy,” said Ryan Detrick, chief market strategist at Carson Group in Omaha, Nebraska. “On the flip side, the odds of a Fed hike increased a little bit as the economy continues to run a little on the hot side.” “We’ll get a lot more clarity on inflation next week at the consumer and producer levels,” ​Detrick added, referring to the Labor Department’s consumer and producer price indexes. Although the gang suppression force has people from Chad, El Salvador, Guatemala, Jamaica, Mongolia and Sri Lanka, experts say it currently has only about 20% of its intended 5,500 members. The Haitian government has also contracted with U.S. private military contractor Erik Prince to help conduct drone strikes in gang-controlled neighborhoods. The drone task force has yet to announce the capture or killing any major gang leader. A person close to the task force operations, who was not authorized to speak publicly, said the group has helped reduce the gang foothold in the capital from 90% of the city early last year to 70% now. The government plans to take more territory with the help of the gang-suppression force and increased police recruits. The team was recently able to enter Village de Dieu, the stronghold of a gang leader known as Izo, for the first time in five years. Earlier this year, in January, it wounded Jimmy “Barbecue” Chérizier, a notorious gang leader whose home and base was destroyed. Alexandre Carrie, 34, who recently registered to vote at a school in Pétion-Ville, a suburb outside the capital, agreed that the election must go on. But the government must find a way for the people in gang-controlled areas like Croix des Bouquets and Cité Soleil to participate, he said. “There are honest people who live there; it’s not just criminals,” he said. “As soon as the government provides security and the criminals give the people a chance to hold the elections, I think everything will be fine.” He added, “The country has reached its limit; we can’t continue to sink.”

Robust hiring reinforces strength of the US economy By SYDNEY EMBER

B

usinesses in August shook off uncertainty related to higher gas prices, tariffs and artificial intelligence, unleashing an unexpected wave of hiring that affirmed the labor market’s health. Employers added 162,000 jobs on a seasonally adjusted basis last month, the Labor Department reported on Friday, and the unemployment rate held steady at 4.1%. Job gains for June and July were revised upward by 55,000, bringing the average increase over the past three months to just over 70,000. And while the healthcare sector fueled much of the employment growth last year, last month’s gains touched even sectors that had appeared troubled, evidence of strength in the broader economy. The zesty employment figures come at a time of broader economic resilience, marked by strong corporate profits and vigorous capital investments spurred by artificial intelligence. Consumer spending, buoyed by a roaring stock market, has stayed resilient despite higher gas prices brought on by the war in Iran. The manufacturing and services sectors are expanding at a moderate pace. “It’s a very good report; I can’t emphasize that enough,” said Blerina Uruci, chief U.S. economist at T. Rowe Price. “And it perhaps shows that financial conditions more broadly are not that tight.” Much of the data in the report flashed similarly encouraging signals. The share of people working or looking for work ticked up, reversing a monthslong skid. A separate measure that takes into account people who have been discouraged from looking for jobs or want more hours also fell to its lowest level in more than a year, indicating that many people were able to find at least some work. The average workweek lengthened slightly to 34.4 hours, as employers stretched workers to meet demand. Puncturing the rosy notes was wage growth, which continued to cool in August. Growth in average hourly earnings fell to 3.1% over the past year, the slowest pace since the depths of the pandemic and lower than the inflation rate. The tepid wage growth supports the Federal Reserve’s view that the labor market is not a source of inflationary pressure and reinforces its focus on stamping out inflation when Fed officials consider whether to raise rates later this month. It is still the case that job seekers, especially new entrants to the labor market and those who have been on the sidelines for a long time, are finding limited opportunities. Although layoffs are exceedingly low, the number of workers who have been unemployed for 27 weeks or more has swelled. The report was one of the last snapshots of the labor market before the hotly contested midterm elections, and President Donald Trump took to social media to trumpet the “great jobs number.” “You haven’t seen anything yet!” Trump wrote, before calling on the Fed to cut interest rates. Previous declines in the local government education sector, which may have been attributable to some extent to seasonal adjustment quirks, also partly reversed, with the sector adding 42,000 jobs. Other industries posted respectable gains as well. Construction, powered by the insatiable appetite for data centers, added 22,000 jobs. Professional and business services continued to trend upward after a prolonged slide. After an abysmal 2025, manufacturing companies have also resumed hiring. The sector added 16,000 jobs last month and has gained 58,000 jobs since December. “Businesses seem to have become accustomed to operating in a bit of the unknown,” said Dawn Fay, operational president at Robert Half, a staffing firm. “Everybody is paying attention to what’s going on, but there isn’t this kind of pullback and pause like we used to see.” Nirel Inman is the president and co-owner of Chicago Glue & Machine, an adhesives manufacturer in Itasca, Illinois. She paused permanent hiring for a time in response to uncertainty around tariffs, instead relying on contract workers and paying for overtime to keep up with shifting orders. Lately, though, demand for her company’s booger glue, adhesive machines and technical services has been

high. Aiming to grow “a little,” she is focusing on making her company more efficient. She hopes to hire a technician and a sales representative, which would bring her head count to 30. This year “is solid; it’s good,” she said. “There are no indicators that anything is slowing down or changing.” Pockets of weakness remain, however. Job losses are piling up in the information and financial activities sectors, potentially owing to the adoption of increasingly powerful AI technology. Employers are also contending with an aging population and restrictive immigration policies. Hundreds of thousands of people from Haiti and other countries have also lost their ability to work legally after the Trump administration ended their temporary protected status. And many economists cautioned that one month’s data does not make a trend, particularly in light of the labor market’s recent volatility. More broadly, the steadiness in the labor market does not reflect how many Americans are feeling about the economy. Consumer sentiment, particularly among those on the lower end of the income spectrum, has curdled as wages fail to keep up with inflation and high gas and grocery prices weigh on wallets. The unemployment rate for recent college graduates has climbed, and many are working in jobs that do not require degrees. “Even though the aggregate statistics look good, they mask that undercurrent that many are feeling about the labor market,” said Diane Swonk, the chief economist at KPMG. “It’s a hard reality for too many.” Abandoned or unclaimed amounts of money and other liquid property included in this Notice will be payable, in accordance with law, at Hilti.com until November 30, 2026. F

or all the glory that tennis great Charlie Pasarell gained on the court, the Puerto Rican-born member of the International Tennis Hall of Fame best remembers the lessons taught to him by his family, fellow competitors and mentors off the court, and how he turned those lessons into opportunities to serve others. In fact, the title of his autobiography, written with the noted tennis historian Joel Drucker and published by New Chapter Press, reflects the dual purpose of his tennis life: “Serving First: Dreams Realized and Lessons Learned from Family, Friends and a Life in Tennis.” “Serving First” refers not only to the ritual of deciding who should begin a match but also the ethos of service that Pasarell grew up with in his family in San Juan and also learned from such tennis titans as Arthur Ashe. In fact, Pasarell devotes a chapter to Ashe, whom he met at the 1951 National Juniors Championship and later roomed with at UCLA, where they became best friends, a bond that lasted until Ashe’s untimely death of complications from AIDS in 1993. “Arthur was a very special person,” Pasarell said. “He had the power of listening. In interviews he would ask as many questions as he was asked.” Ashe came under sometimes fierce criticism from fellow black civil rights leaders for not speaking out more forcefully against discrimination in the almost exclusively white sport of tennis. Pasarell relates a story when Ashe was invited to former U.S. Ambassador to the United Nations Andrew Young’s house for dinner with other prominent civil rights leaders.

At one point during the proceeding, the Rev. Jesse Jackson stood up and in his dissertation, he told Ashe that his problem was that he “was not arrogant enough.” When it came his turn to speak, Ashe stood up and said simply, “My lack of arrogance doesn’t affect me one bit,” and sat down. Ashe also received a hail of criticism for accepting an invitation to play in apartheid South Africa. Pasarell relates that Ashe told him he accepted the invitation because “I want to see it with my own eyes what is going on.” Ashe also told Pasarell that he was in communication secretly with the imprisoned Nelson Mandela, who would go on to be president of South Africa with the end of apartheid. He also learned to stick by his friends, from people like UCLA coach JD Morgan, who once told an organizer of a California Tennis Tournament who wanted to ban Arthur from the tourney that “No Ashe, no UCLA.” Pasarell credits his parents with instilling character and Welby Van Horn, a youth tennis coach at the Caribbean Hilton who mentored four kids from different parts of the island to national youth championships, including Pasarell, who won the title in 1951, and also Charlie Pasarell was a quarterfinalist at Wimbledon in 1976. arlos Guzmán, secretary general of the Puerto Rico Athletics Federation (FAPUR by its acronym in Spanish), announced late last week that six athletes from the island will compete Sept. 19-20 at the World Road Running Championships in Copenhagen, Denmark. While there, the athletes will also promote Toa Baja’s bid to host the championship in 2030. “We arrive in Denmark with a committed delegation, prepared to represent Puerto Rico at the highest level,” Guzmán said in a written statement. “Beyond the competition itself, this experience will allow us to gain firsthand insight into the operations and logistics of

a championship of this magnitude and begin laying the groundwork for Toa Baja’s 2030 bid.” Arnaldo Martínez and Héctor Pagán will compete in the half-marathon, while Alondra Negrón and Víctor Ortiz will participate in the five-kilometer (5K) race. Alessandra Rodríguez and Carlos Vilches will represent Puerto Rico in the mile race. According to the federation, the group will depart Puerto Rico on Sept. 16, accompanied by technical staff and representatives from the Toa Baja municipal administration. The latest edition of the clinic was dedicated to Jodam R. Rivera Bayón, a distinguished former baseball player from Arecibo. The event took place Tuesday at the Ballajá sector park in the Sabana Hoyos neighborhood, where students from the Segunda Unidad Cayetano Coll y Toste school participated in a session dedicated to learning and strengthening fundamental baseball skills. Born on Feb. 4, 1986, Rivera Bayón is a native of Arecibo. Raised in the Ballajá neighborhood, he is the son of the late Osvaldo René Rivera -- who also excelled in baseball -- and María Bayón Nieves. He began playing the sport at the age of three, developing a great passion and talent for baseball from an early age. Throughout his athletic career, Rivera Bayón represented Puerto Rico in major international competitions. In 2004, he was selected by the San Diego Padres in the First-Year Player Draft and played in the minor leagues, reaching the Double-A level. Later, he excelled in Puerto Rico’s Superior Baseball league with the Arenosos de Camuy; he won the Gold Glove Award as a shortstop in 2016 and was part of the 2023 championship team. Beyond his athletic achievements, Rivera Bayón has contributed to the development of young players through sports clinics and by mentoring new generations. His career reflects discipline, perseverance, talent, and a love for baseball, leaving a significant mark on both the sport and the community.
