Trump evaluates reopening base at Roosevelt Roads GOOD MORNING

As the Trump administration intensifies its crackdown on suspected narco-terrorists in the Caribbean, the shuttered U.S. Naval Station Roosevelt Roads in Ceiba could be poised for a strategic revival, according to The Center Square publication.

During a White House roundtable held late last week focused on crime and national security, President Donald Trump and Secretary of Defense Pete Hegseth told The Center Square about the potential expansion of naval operations in the region -- including the possibility of reactivating Roosevelt Roads, a base closed in 2004 under the Base Realignment and Closure (BRAC) process. Already, the military has been using the base for military practices and other maneuvers.

Its proximity -- less than 600 miles from Venezuela -- makes it a potentially vital asset in countering regional threats, federal officials have noted. The base’s origins date back to 1919, when Franklin D. Roosevelt, then assistant secretary of the Navy, identified Ceiba as a strategic location. It was officially named in 1941 and commissioned in 1943. Over the decades, Roosevelt Roads grew into one of the largest U.S. naval facilities in the world, playing a key role during Cold War operations and regional exercises. However, amid growing protests over military practices in nearby Vieques, the base was closed in 2004, resulting in significant economic disruption.

Since then, the site has been partially repurposed as José Aponte de la Torre Airport, though redevelopment efforts have stalled. Recent sightings of military aircraft operating from the site suggest renewed strategic interest, though no formal reopening has been announced. The STAR inquired about the status of proposed projects at the defunct base but obtained no response.

While Hegseth did not confirm plans to reopen the base, he acknowledged its strategic relevance.

“We’re familiar with the location you’re referring to,” he told The Center Square. “We’ll make sure we’re properly placed to deal with the contingencies there and any ways in which other countries might attempt to get involved.”

Hegseth emphasized the administration’s focus on confronting narco-terrorist networks and foreign influence in the Western Hemisphere.

“Sending a message to these cartels is important,” he said. “For far too long, other presidents have ignored our own backyard, allowing adversaries to gain influence that threatens the

American people. We’re changing that.”

Trump echoed the sentiment, expressing openness to military expansion.

“This is a good time to expand if we want to do it -- and I think we should, and probably will,” he said, touting record military recruitment and the need to counter growing threats, particularly from China’s expanding naval fleet.

The administration’s concerns are underscored by Venezuela’s recent military cooperation with Russia, China and Iran. In 2022, Venezuela hosted joint drills with all three nations, raising alarms about adversarial influence in Latin America.

A report from the Center for Strategic and International Studies (CSIS) warns that Latin America is increasingly vulnerable to geopolitical maneuvering by Russia and Iran. The region, the CSIS notes, offers fertile ground for anti-U.S. sentiment and could serve as a staging area for military cooperation, economic circumvention of sanctions, and even support for militant groups like Hezbollah.

Just hours after the roundtable, Hegseth announced that the USS Gerald R. Ford (CVN-78), the first ship in a new class of aircraft carriers , and its escorts -- five guided-missile destroyers, according to reports -- would shift from the Mediterranean to the U.S. Southern Command Area of Responsibility to support counter-drug operations. According to Pentagon spokesperson Sean Parnell, the move will “bolster U.S. capacity to detect, monitor, and disrupt illicit actors and activities” in the region.

The deployment marks the Pentagon’s 10th strike on suspected narco-terrorist operations originating from Venezuela and Colombia, including the use of boats and submersibles.

PDP seeks reconsideration of inventory tax freeze

Legislators from the Popular Democratic Party (PDP) in both chambers of the Puerto Rico Legislature are urging the New Progressive Party (NPP) leadership to reconsider House Bill (HB) 420, which proposes a three-year freeze of the inventory tax -- a key source of municipal revenue.

The PDP delegation warns that enacting the bill without a clear replacement for the lost funds could destabilize municipal finances and threaten essential public services.

Reps. Héctor Ferrer Santiago and Domingo Torres García, and Sens. Marially González Huertas and Luis Javier Hernández Ortiz joined their respective caucuses in calling for the bill’s return to committee for revision. Their appeal follows a joint resolution issued Friday by the Puerto Rico Mayors Association, which groups PDP mayors, and its NPP counterpart, the Puerto Rico Mayors Federation, along with the Municipal Revenue Collections Center (CRIM by its acronym in Spanish), demanding a responsible transition plan before any repeal.

“There is consensus, and we agree with the mayors’ demand: this tax cannot be eliminated without first identifying an alternative source of revenue,” Ferrer Santiago said. “Municipalities cannot lose such an important source of revenue

without safeguards would create a fiscal cliff for municipalities, with the burden ultimately falling on residents.

“In the PDP, we have always been clear: we support measures that alleviate the tax burden on the private sector, but this cannot be at the cost of destabilizing the municipalities,” Hernández Ortiz said. “No measure that affects municipal revenues should be approved without first ensuring that essential services to the people are protected.”

The mayors’ resolution proposes freezing the inventory tax for five years, from 2026-2027 to 2030-2031, using the 2024 tax year as a baseline. It also calls for a tax substitution mechanism that would guarantee recurring municipal revenue without imposing new taxes or increasing consumer prices.

Electoral comptroller issues rules for Dorado mayoral race

Electoral Comptroller Walter Vélez Martínez announced over the weekend that he has issued special rules for the campaign to fill the seat for mayor of Dorado.

The official issued Determination OCE-DET-2025-05 for the campaign during the special election, as called by the Popular Democratic Party (PDP) in accordance with Act 58-2020.

“Our goal is to establish clear and proportionate rules for a brief campaign while ensuring transparency in political financing,” Vélez Martínez said in a written statement. “This special framework includes a limit on anonymous donations and waives the requirement for candidates with existing campaign committees to create an additional committee. We are committed to protecting voters’ rights to clean and supervised

processes while also facilitating compliance for candidates.”

Due to the expedited nature of the process, candidates who already have a registered campaign committee will not need to establish a “Special Election Committee” to participate in the election. The measure aims to reduce administrative burdens without compromising the oversight set forth by Law 222-2011.

Specifically, the Office of the Electoral Commissioner has established a limit allowing each candidate to raise up to $1,700 in anonymous donations during the special election campaign period, which ends on Nov. 16.

After the campaign concludes, unsuccessful candidates will revert to the general donation limits applicable to the office they are contesting in their respective election cycle. All other legal and regulatory provisions remain

in effect.

The determination also requires the PDP electoral commissioner to officially notify all candidates participating in the special election about the aforementioned rules. Any party adversely affected by this determination may appeal to the Court of Appeals within 30 days, as outlined in Article 11,000 of Law 222-2011.

Drunk driving, speeding figure in fatal highway crashes

Three people died and two were in serious condition as a result of four road accidents reported between Saturday afternoon and Sunday morning in the municipalities of Yabucoa, Mayagüez, Guayanilla and Dorado.

The first incident occurred at 4:25 p.m. Saturday on highway PR-901, kilometer 3.7, near the Tívoli business, in the Camino Nuevo neighborhood of Yabucoa. According to the preliminary investigation, a 31-year-old man

was driving a 2023 KTM Duke motorcycle between lanes, passed other vehicles, and collided with a 2023 Toyota Corolla. The motorcyclist suffered serious injuries. Paramedics transported him to Ryder Hospital in Humacao, where his condition was described as critical. The driver of the car returned a breathalyzer test of 0.081% alcohol.

The second accident occurred at 11:57 p.m. Saturday on PR-64, kilometer 1.2, in Mayagüez. In this incident, motorcyclist Josué Manuel Malavé Bracero, 26, of Candelaria, died when his 2021 Sanmen 150T motorcycle

-- with an expired license plate -- collided with a 2009 Scion TC vehicle. According to police, the driver of the Scion was under the influence of alcohol and returned a breathalyzer test of 0.13% alcohol.

At 1:40 a.m. Sunday morning, Ponce Highway Patrol officers responded to a fatal accident on PR-2, kilometer 205.2, in Guayanilla. The driver of a 2018 Mercedes-Benz E-300, identified as Wilfredo Beltrán Ramos, 54, of Guayanilla, was traveling westbound at excessive speed when he lost control of the steering wheel and struck a metal barrier.

Beltrán Ramos died instantly.

Finally, at 3:26 a.m. Sunday morning, another fatal accident occurred at kilometer 25.2 of PR-165 in Dorado. According to preliminary information, a minor was driving a black 2024 Fengyuan Tank 200 motorcycle with a 20-year-old woman when he lost control and struck a rocky area near the beach. Both suffered serious injuries and were transported to the Río Piedras Medical Center, where the young woman died. The minor remained in critical condition on Sunday.

Highway patrol officers were investigating.

As the Civil Code turns 5, legal scholars analyze its gaps, impact

Five years after Puerto Rico enacted a sweeping overhaul of its Civil Code -- the island’s foundational body of private law -- legal scholars are gathering to assess how well the reform has held up in practice.

Inter-American University Law School will host a two-day forum starting Thursday titled “Repercussions of the Application of the 2020 Civil Code Five Years After its Approval.”

“A lot of things have changed, and it’s still too early to tell what the full impact is,” said Pedro Cabán Vales, a law professor at the university.

While the 2020 Civil Code modernized many aspects of private law, Cabán Vales said several provisions remain ambiguous or problematic, especially due to the lack of transitional rules.

One example is in inheritance law. Under the new code, a deceased person’s estate is now split into two parts instead of three, increasing the portion that can be freely disposed

of to 50%. But wills written before the code’s enactment are creating confusion.

“Lawmakers didn’t specify a transition, so we have to approximate the intent of the will under the new law,” Cabán Vales said.

Similar uncertainty surrounds property defects discovered after the purchase of homes built before the code took effect. Without clear transitional provisions, buyers and courts are left guessing which legal standards apply.

One of the most contentious issues is the treatment of long-term consensual relationships. Cabán Vales pointed to the Supreme Court’s decision in Ramón Lugo Morillo v. Elizabeth Natera Bonilla, which allowed Lugo Morillo to evict his partner of more than 20 years from their shared home. The couple had raised children and built a life together, but the court ruled in favor of Lugo Morillo because he was the sole titleholder.

“The court refused to hear evidence that a communal property regime had been es-

tablished,” Cabán Vales said. “This decision ignores the realities of long-term partnerships and highlights how the code fails to protect vulnerable individuals in informal unions.”

The forum will also explore how the Civil Code applies to modern economic practices, such as short-term rentals. Cabán Vales noted that hosting contracts -- used in platforms like Airbnb -- fall under provisions of the code, but more regulation is needed to address the complexities of the gig economy.

The 2020 Civil Code replaced the 1930 version and became effective on Nov. 28, 2020. Among its key reforms are that: The surviving spouse is now a forced heir, sharing inheritance rights with children. Another provision allows courts to revise or void contracts if one party exploits the other’s vulnerability or if unforeseen events make the contract excessively burdensome. Personal claims such as breach of contract now expire after four years, down from 15.

Energy rate case hearing examiner denies repeal of bondholder witness testimony on potential reserve fund

The hearing examiner overseeing Puerto Rico’s energy rate proceedings has denied a motion by the pension system for employees of the Puerto Rico Electric Power Authority (PREPA) to strike testimony referencing a potential $683 million government reserve fund.

The Electric Power Authority Employees’ Retirement System (SREAEE by its initials in Spanish) had objected to a passage in the prefiled testimony of bondholder witness Anthony Hurley, who cited a news report about the creation of an “Energy Sector Reserve” by the Puerto Rico Office of Management and Budget (OMB). The fund, Hurley testified, was announced as a mechanism to address future needs related to legacy pension obligations and debt service, though it could be used at the government’s discretion for other energy-related purposes.

The SREAEE argued that Hurley’s statement was based solely on a news article and lacked corroboration. The pension system noted that PREPA’s comptroller, Juan C. Adrover Ramírez, had publicly stated he had no personal knowledge of the fund beyond what was reported in the media.

Despite acknowledging the accuracy of

the SREAEE’s summary, Scott Hempling, the hearing examiner, ruled that the testimony should remain in the record.

“Uncertainty about government assistance, like uncertainty about storms, is part of life in Puerto Rico,” the examiner wrote. “To make decisions about rates that will affect customers with certainty, the Energy Bureau must assess all nonrate possibilities.”

If the government were to allocate part of this reserve to cover those obligations, PREPA could reduce its revenue requirement -- the total amount it needs to collect from ratepayers. That, in turn, could lead to lower electricity rates for consumers.

The examiner emphasized that Hurley’s testimony was not a recommendation to reduce PREPA’s proposed revenue requirement by $683 million, but rather a call to remain alert to alternative funding sources. The ruling also noted that similar uncertainty surrounds potential Federal Emergency Management Agency funding, which has not been excluded from consideration.

reserve is relevant to the bureau’s deliberations on rate-setting.

The decision underscores the complexity of Puerto Rico’s energy transition, where financial uncertainty and infrastructure challenges continue to shape regulatory proceedings.

In Florida, Obamacare price hikes pose an outsize threat

If the extra subsidies that help Americans pay for Obamacare insurance plans expire at the end of the year as expected, the most intense reverberations will be felt in South Florida, the country’s top market for the coverage.

As many as a third of the 4.7 million Floridians on Affordable Care Act plans could drop them next year because of the higher costs, according to some estimates.

Françoise Cham, who is 63 and self-employed in the Miami suburbs, hopes she will be able to afford coverage until she can sign up for Medicare at 65. Heather Slivko-Bathurst, 37, expects to have to switch her family in Key West to the skimpier coverage offered through her job at a boating company. Lorraine Avila, a 46-year-old housekeeper in Miami, thinks she is likely to give up coverage altogether, which terrifies her.

“I take care of my kids and my grandkids,” Avila said. “If I don’t have insurance, how can I take care of myself?”

The state’s demographics help explain its high demand for Obamacare: Florida is full of low-wage service and gig workers who cannot get insurance through their jobs, self-employed people and early retirees who are not yet eligible for Medicare.

It is also one of only 10 states that have not expanded Medicaid, the federal health insurance program for low-income people, as allowed under the Affordable Care Act.

Obamacare established government marketplaces where people can buy private insurance using federal subsidies to help keep prices affordable. Enrollment in Obamacare plans soared nationally during the pandemic, when Congress increased the subsidies, in the form of tax credits, that help most people with the coverage pay their premiums. But the extra subsidies are set to expire Dec. 31. A partisan standoff over whether and when to extend them is the main reason for the ongoing government shutdown.

In Florida, the uncertainty has resulted in a political throwback of sorts. Suddenly, the state’s politicians are talking about the Affordable Care Act again, often in urgent terms, 15 years after President Barack Obama signed it into law and several election cycles after it faded as a campaign issue.

Alexis Bakofsky, the deputy commissioner for life and health insurance for the Florida Office of Insurance Regulation, told state lawmakers this month that the number of Obamacare enrollees in the state doubled from 2021 to 2024, after the extra subsidies went into effect. From 2024 to 2025, enrollment grew by another 400,000 people, she said.

State Rep. Robin Bartleman, a Democrat from Broward County, in South Florida, urged Bakofsky’s office to proactively notify enrollees about the rate increases and prepare for a flood of people seeking help.

“This crisis is going to happen,” Bartleman said, “and we’re all going to get blamed.”

Florida politics have changed so much in that time that the former presidential battleground state is no longer considered competitive. Miami-Dade County — ground zero for Obamacare, with more than 30% of residents on such plans — now votes Republican, as does the state overall.

Democrats from Miami to Orlando have spent weeks sounding alarms about the expiring subsidies. Open enrollment for 2026 plans is supposed to begin Nov. 1, and insurers have started to notify enrollees that big premium increases are coming.

The biggest impact would be felt by older people at the lower edge of the middle class. Many people in their early 60s who earn around $65,000, for example, would experience a sharp increase in premiums — from a few hundred dollars a month to $1,000 or more.

“The federal government can afford whatever it wants to afford,” Rep. Frederica S. Wilson, a Miami Gardens Democrat, said in an interview. “What is the price to pay for the health care of a human being?”

About 35% of the population in her district is on an Obamacare plan, according to KFF, a health research group. That is one of the

nation’s highest rates.

Gov. Ron DeSantis and some other Florida Republicans have painted the higher subsidies as a boon for insurance companies at the expense of taxpayers, suggesting that the comprehensive coverage provided by Obamacare plans is not worth the cost.

Her husband’s employer does not offer health insurance. Her employer offers insurance that provides about half as much coverage as the family’s Obamacare plan does, for the same price. That is likely what they will settle for next year.

“You’re paying a ton of money for very, very little,” she said.

It’s been a strange fall in two of New York state’s westernmost counties, Niagara and Erie, on the Canadian border.

Far fewer Canadians are crossing into New York to enjoy the changing foliage and the region’s plentiful vineyards and orchards.

This is not entirely unexpected: Canadians have been scarce at cultural attractions, sporting events and shopping malls in the area since President Donald Trump threatened Canada with tariffs two weeks into his second administration (following through on those threats March 4) and spoke of adding the country as the 51st state.

But that absence has been deeply felt, said Anthony Sprague, general manager of the Buffalo Bisons baseball club, the top minor-league affiliate of the Toronto Blue Jays, who are facing off against the Los Angeles Dodgers in the World Series. Canadians typically comprise a quarter of the club’s fan base at its downtown Buffalo, New York, stadium, he said. This season, that share has shrunk to 10%.

The team began receiving season ticket cancellations even before the baseball season got underway in March, Sprague said. “The narrative was all the same: ‘Nothing against you guys, we love you guys, but we need to take a stand by not coming across the border.’”

Tensions aren’t likely to dissipate anytime soon after Trump declared an immediate end to trade negotiations Thursday. His decision followed an angry post on Truth Social over an ad sponsored by the province of Ontario featuring President Ronald Reagan denouncing the use of tariffs.

“We stand ready to pick up on those discussions when the Americans are ready,” Prime Minister Mark Carney of Canada said in response. On Friday, the premier of Ontario, Doug Ford, said the ad would be withdrawn next week so that trade talks could resume.

Residents of both nations have been driving back and forth and visiting since the Peace Bridge connecting Buffalo and Fort Erie, Ontario, opened in 1927. Many people own homes on both sides of the border.

Patrick Kaler, president of Visit Buffalo Niagara, Erie County’s tourism and convention bureau, worries about how long Canadians’ disenchantment with the United States will continue and what the long-term consequences might be. Canadians typically generate 35% to 40% of the region’s annual tourism revenue, according to the bureau.

“The friendly, congenial nature we have had for years, I’m afraid, is going to be destroyed the longer this carries on,” Kaler said. “We’ve heard people say, ‘We’ll see you in four years,’ but that’s a long time from now.”

The Buffalo AKG Art Museum, formerly known as the Albright-Knox Art Gallery, had

high hopes of a robust Canadian turnout when it planned its current exhibition, “Northern Lights,” featuring major Nordic and Canadian landscape paintings. The museum, which displays modern and contemporary art and completed a $195 million expansion in 2023, is just 6 miles from the border.

But the throngs of Canadians anticipated when the show opened in August haven’t materialized. Monthly visits by Canadians to the museum over the past two years (tracked using address information from online and in-person ticket sales) hovered between 7% and 10%, a museum spokesperson said. This past February, after Trump took office, that figure plummeted to under 3%, where it has remained, said Janne Sirén, the museum’s director.

The prolonged drop-off is deeply worrisome, Sirén said. “The economic and cultural life of Buffalo is inextricably intertwined with Canada, and the same is true of the Buffalo AKG.”

Frank Lloyd Wright’s Martin House, also in Buffalo, has seen a similar decline in attendance by Canadians since February, according to Jessie Fisher, the CEO of the nonprofit that manages the house.

Several Canadian school group tours have canceled their reservations for this year and 2026, citing the fear some Canadians have of being detained by U.S. agents at the border amid the Trump’s administration’s immigration crackdown, Fisher said.

She said the president’s posture toward Canada had created anger and alienation that, as a longtime Buffalo resident, she regretted as much as the lost revenue.

“When you grow up here, you know all the words to the Canadian national anthem, and when you grow up in southern Ontario, you are a Bills fan,” Fisher said, referring to Buffalo’s NFL team. “We miss our neighbors.”

Bridge crossings into the United States from Canada tell part of the story. In September, the number of vehicles crossing the Peace, Lewiston-Queenston, Rainbow and Whirlpool bridges was down nearly 14% compared with a year earlier, according to the Buffalo and Fort Erie Public Bridge Authority. (That was an improvement from May, when crossings were down 21% year over year.)

The most recent study of Canadians by Longwoods International, a market research firm working with the tourism industry, found that 63% of active travelers said they were less likely to come to the United States, with most citing tariffs and political statements by U.S. leaders.

A slim majority of respondents said they no longer perceived the United States as “a place I would feel welcome” or “a safe place to visit.” They also disagreed that “international travelers are valued there” and that the country is “welcoming to travelers of diverse backgrounds.”

Iworry that my reporting recently from Africa about President Donald Trump’s aid cuts may leave a misimpression that villagers and refugees are helpless flotsam, simply the fragile victims of crises instigated in Washington.

Not true! People in the poorest countries are often, of necessity, masters of strength, adaptability and resilience. They weep as any of us would as their children die because of reckless decisions in Washington, but we in the rich world could learn so much from their fortitude in fighting against impossible odds.

Which brings me to Chantale Zuzi.

Zuzi, who is inspiration personified, was born with albinism about 23 years ago (she’s not sure of her exact birth date) in a hut in a village in Congo. It was an inauspicious beginning: Her maternal grandmother wanted to kill her, thinking that her pale skin was a curse. Fortunately, her parents protected her.

The fifth of 10 children, Zuzi was an excellent student, but school in the village was terrifying. The teacher beat students who gave wrong answers, few girls attended, and in any case children had no textbooks. Other students refused to touch Zuzi because of her skin color, fearing that albinism was contagious.

Then in June 2014, catastrophe: A rival ethnic group attacked her village, burned her home and murdered her parents.

in Uganda, where they arrived with nothing but the clothes they were wearing. At 13, Zuzi was now an orphan and an elementary school dropout, living in a refugee settlement and spending her days looking after her younger siblings.

But life was dangerous for people with albinism, for in parts of Africa they are sometimes killed so that their body parts can be used for witchcraft. So at 16, feeling unsafe, Zuzi fled by herself to Nairobi, Kenya.

“I didn’t understand that there is a border, and you have to have a visa,” Zuzi recalled. Lacking even a passport, she boldly walked across the border and no one stopped her.

In Nairobi, she sought out the U.N. refugee agency, which gave her housing with other orphans. Recognizing the danger faced by those with albinism, it listed her as a candidate for resettlement in the United States.

“Being born with albinism was bad luck, but now it was an opportunity for me to leave the country,” she said. So in 2018, at around 17 years old, Zuzi flew to Massachusetts. A lesbian couple was waiting for her at the airport — puzzling Zuzi, who was barely aware of homosexuality.

“I was like, wow, these two sisters love each other so much they even sleep in one bedroom,” she recalled. “But then they were like, ‘Well, actually, we’re married.’”

Zuzi reasoned that since she had been victimized by discrimination because of what she looked like, she wouldn’t discriminate against others because of who they loved.

She had been out of any regular school for about five years, but now she joined the ninth grade in Worcester, Massachusetts. Zuzi threw herself into her classes and rapidly learned English. She graduated in three years with an A average after taking college-level classes, and then attended Wellesley College.

While at Wellesley, Zuzi became a refugee activist mentored by Hillary Clinton and Angelina Jolie, working with the United Nations, speaking at conferences and giving a TED Talk. Because her life had been transformed by education, she founded a nonprofit, Refugee Can Be, to educate and lift up girls in the Rwamwanja refugee settlement in Uganda where she had once lived. She also became a U.S. citizen and helped eight of her nine siblings move to the United States as well.

After graduating from Wellesley this year, Zuzi is now working full time to try to expand her nonprofit. Recently I spent a day with her in Uganda, where she was greeted as a returning hero.

One refugee, Claude Ruzindana, wept as he told me how he lost his wife this summer to a disease — he wasn’t sure just what it was — after the hospital told him it had run out of medicine because of U.S. aid cuts. He is now focused on his daughter Esther, a sixth grader, who is close to becoming the first girl in the family to finish primary school.

“Because you gave support, I’ve been able to keep her in school,” he told Zuzi. He added proudly, “She loves school!”

I don’t know how effective Zuzi’s nonprofit will be, for it’s relatively new and untested. But I share Zuzi’s story for three reasons.

often embody talent, strength, ambition, entrepreneurship and resilience that enrich societies. I admired that pragmatism when I saw in Uganda a line of village women who had walked miles to bring their babies to a clinic for vaccinations — at the same time that Robert F. Kennedy Jr. was casting doubt on vaccines in America. These women in Uganda had witnessed children dying for lack of vaccinations, so they were determined to do everything they could to keep their children alive.

Second, while the Trump administration has slashed humanitarian aid and displays a pugnacious indifference to the children dying as a result (“No one has died because the United States has cut aid,” Marco Rubio declared), Zuzi offers an alternative moral vision. Washington can be the apotheosis of fecklessness, but many ordinary people around the world — aid workers, nuns, volunteers, bleeding hearts of all faiths and political leanings — lack power or means but persevere to uphold their values. And so it is that a new American from Congo whose grandmother wanted to kill her at birth and who was an elementary school dropout may be a better role model than our secretary of state.

Third, the greatest untapped resource in the developing world is not oil, gold or rare earth minerals; it is village girls who often are held back from school, married as children and expected to spend their lives fetching water and caring for others. The cruel paradox is that it is only because of a horrific massacre in a remote Congolese village that an orphan named Chantale Zuzi found a path to cultivate herself.

Talent is universal, even if opportunity is not. Sprinkle some education on village girls, and the world can be transformed.

SALINAS – El Departamento de la Familia asumió la custodia de 5 menores de edad que estaban solos en un apartamento a eso de las 12:07 de la madrugada del domingo, en el residencial Bella Vista, en Salinas.

Según el reporte de la Policía, se recibió una llamada al cuartel que daba cuenta del incidente. Al llegar los agentes encontraron cinco menores de las edades 4, 5, 6 y 8 años sin la supervisión de un adulto.

Fueron puestos bajo custodia por el Departamento de la Familia y transportados a un hospital para evaluación. Como consecuencia, una mujer de 38 años quien es madre de cuatro de los menores y una mujer de 31 años quien es madre de un menor, fueron arrestadas. El caso fue referido al Departamento de la Familia, y a la División de Delitos Sexuales y Maltrato a Menores.

pescar cuando resbaló, cayó al vacío desde una altura de aproximadamente 25 pies contra las rocas. El hombre resultó con heridas que le impidieron moverse por sus propios medios.

Personal de la Unidad de Rescate y Emergencias Médicas del Municipio de Humacao y la Guardia Costera , lograron rescatar al hombre. Fue transportado en una unidad aérea de la Guardia Costera al Centro Médico de

Río Piedras, donde su condición fue descrita como de cuidado.

Can Taylor Swift be an underdog and the biggest pop star on earth?

Last week, Taylor Swift did something highly unusual, in the context of the past decade of her career: She responded, however obliquely, to her critics. And it wasn’t in a song.

Asked by Apple Music radio host Zane Lowe how she felt about the reaction to her 12th original album, “The Life of a Showgirl,” Swift seemed to acknowledge that her latest work hadn’t been universally praised, or invariably defended by her loyal fans.

“I have a lot of respect for people’s subjective opinions on art. I’m not the art police,” she said, turning the focus to her listeners. “Oftentimes, an album is a really, really wild way to look at yourself, right? What you’re going through in your life is going to affect whether you relate to the music I’m putting out at any given moment.”

On record, Swift has rarely been so equivocal. On her 2010 song “Mean,” she promised a critic, “Someday I’ll be big enough so you can’t hit me,” and many of her best tracks wring grand catharsis out of us-vs.-them narratives. In the Swiftiverse, soft forms of persecution — by puritanical families, craven journalists or pop music fans — have provided endless fodder. So have realworld foes whom she has turned into nearly cartoonish enemies in her music: Kanye West, after his infamous VMAs interruption, and Kim Kardashian, for later fanning the flames of that enduring conflict; Scott Borchetta and Scooter Braun, the executives who passed around her master recordings; boyfriends who have misled her, or worse.

Swift’s constant underlining of these conflicts — concrete or fantastical — has helped crystallize her image as pop’s perpetual underdog, an Everygirl striving alongside her spangly, invulnerable peers, even as she was well on the path to becoming one of the biggest stars the music world has ever seen.

Swift’s 2014 LP, “1989,” introduced a defining trope of her songwriting: rebuffing, or ironically playing into, the media’s commentary on her personal life. “Shake It Off” and “Blank Space,” two of her biggest hits, called out “haters” who viewed her as a man-eater; on the paranoid, cinematic “I Know Places,” paparazzi become “the hunters” chasing Swift and a partner; on “Wonderland,” prying eyes drive them “mad.” The songs on “1989,” in many ways, provided a clear assessment of Swift’s position in popular culture: Her foes weren’t mean individuals but systems that had long antagonized female stars of her ilk.

By “Reputation” three years later, the specter of her enemies plotting against her and an obsessive public dissecting her had become not just a common antagonist in Swift’s music, but its dark, animating force: “I loved you in spite of deep fears that the world would divide us,” she sang on “Dancing With Our Hands Tied.” Her character was so irreparably blemished by her public battles, she had to shed her old skin: The old Taylor was “dead.” On tour, she performed alongside fake giant snakes, adopting the imagery that Kardashian had used to smear her online.

But as Swift continued to foster an image of herself as perpetually on the ropes, her profile was exponentially expanding. “My reputation’s never been worse,” she sang on that album’s “Delicate”; “Reputation” was her fourth to open with the equivalent of

more than 1 million in sales.

The songs (and their success) reaffirmed the idea that Swift is at her most energized, perhaps even most ingenious, when in a defensive pose. In 2019, when Borchetta, the owner of her former label, Big Machine, sold the masters of her first six albums to Braun, a talent manager and associate of West, she kicked into a new creative gear. Swift began releasing exact re-creations of the albums she didn’t own, packaged with new songs and artwork; the project gave her desire for retribution, previously just fuel for her lyrics, an ambitious formal conceit. She implicated listeners in her struggle in the process: In fan parlance, the original records became “stolen versions,” as opposed to the rerecordings, “Taylor’s Versions.”

Swift had long fought her own battles. After the sale of her masters galvanized her fans, they loudly joined the fight, attacking anyone they perceived as an enemy, from actual foes like Braun to critics who negatively reviewed her albums. (In at least one instance, a writer was doxed because her positive review was not positive enough.) The Swifties, previously anodyne compared with many other online “stan armies,” were becoming known as trigger-happy and deeply vindictive.

And their numbers were growing: The Taylor’s Version project, as well as her stripped-back pandemic albums “Folklore” and “Evermore,” introduced younger listeners to her back catalog and endeared older listeners to her image. By the release of “Midnights” in 2022, Swift had proved herself to be an unstoppable sales force and a practically invulnerable public figure. By 2024, after tickets to her Eras Tour were so in demand, they caused a Ticketmaster meltdown, Swift was unquestionably the center of pop’s solar system.

The Eras Tour ended in December 2024, after garnering nearly universal praise and grossing more money than any tour in history. In May, she bought back her masters, triumphing over Borchetta and Braun. West, her longtime nemesis now known as Ye, was no longer welcome in the rarefied spaces they had once shared. She had a boyfriend, Kansas City Chiefs tight end Travis Kelce, who, like her, was dominant and beloved in his field.

And yet “Showgirl” is one of her most bitter, combative records in a long while. Multiple songs, including “Father Figure” and “Actually Romantic,” seemingly attempt to pick feuds with industry figures. “Wish List” and “Honey,” ostensibly love songs, place her happiness with Kelce in a paradigm of conflict, outlining the privacy they’ve been denied and the terms of endearment that were once weaponized against her. “They say I’m bad news / I just say, ‘Thanks,’” she sings on “Elizabeth Taylor.” “Cancelled!” is a three-minute homage to being offed for “one single drop” of unapproved behavior.

The disconnect is sharp and didn’t escape fans and critics. Journalists, once so fearful of Swift’s fans that the magazine Paste declined to attribute a byline to its pan of “The Tortured Poets Department,” gave “Showgirl” pointed reviews. Swifties haven’t stepped up to defend her as much as they previously did. Many have pointed out that the numerous deluxe and limited-edition versions of this album — and its one-weekend-only cinematic event film — felt more like commercial than creative ventures.

Of course, “Showgirl” sold more than 4 million copies in the United States in its first week, obliterating a record previously held by Adele. By the numbers, Swift is bigger than ever. But reputationally, she might finally be the underdog she always saw herself as.

Megacap-led earnings deluge, Fed meeting headline busy US markets week

The U.S. stock rally confronts a potentially consequential week to keep its momentum heading into yearend, including a flood of corporate results headlined by megacap companies and a likely interest rate cut by the Federal Reserve after its two-day policy meeting.

U.S.-China trade tensions could come to a head in the coming days, while a persistent U.S. government shutdown further unsettles the backdrop for investors.

Stocks have weathered increased volatility this month, with the S&P 500 posting an all-time closing high on Friday, after a 36% climb since its low for the year in April. The benchmark index is up over 15% year-to-date.

Given that the market has rallied for several months without a particularly significant decline, equities could remain choppy in the days ahead, said Chris Fasciano, chief market strategist at Commonwealth Financial Network.

“What we need to see is continued earnings beats and corporate America talking positively about the economy,” Fasciano said. “When people start to get nervous, it’s when they see consumer confidence coming down, or business confidence coming down.”

Third-quarter earnings season is off to a solid start overall, despite disappointments this week from companies such as streamer Netflix and chipmaker Texas Instruments. Including results from 143 companies that have reported, S&P 500 profits are estimated to have increased 10.4% from a year ago, according to LSEG IBES data as of Friday. So far, 87% of companies have topped analysts’ earnings estimates and 82% have beaten revenue estimates - both higher than historically typical rates.

Next week is the busiest of the season, with over 170 companies expected to report. They include Microsoft, Apple, Alphabet, Amazon and Meta Platforms, five of the “Magnificent Seven,” a group of companies with huge market capitalizations whose shares dominate equity indexes and which overall have posted outsized profit growth over the past couple of years.

according to data this week from Tajinder Dhillon, senior research analyst at LSEG.

A number of the megacap companies are also key players in the artificial intelligence industry, enthusiasm for which has been a main driver of stock market performance.

“The factor that is probably going to have the most influence between now and the end of the year is going to be these big tech (reports),” said Anthony Saglimbene, chief market strategist at Ameriprise Financial. “The hurdle rate is very high for these companies coming into next week’s earnings.”

Other companies due to report results next week include drugmaker Eli Lilly, oil majors Exxon and Chevron and payment firms Visa and Mastercard.

The Fed is widely expected to lower its current benchmark rate of 4%-4.25% by another quarter percentage point when it decides on policy on Wednesday, a view supported by tamer-than-estimated inflation data on Friday. With that rate move already factored into asset prices, markets are likely to be more sensitive to any forward-looking language from Fed Chair Jerome Powell, with the central bank expected to cut rates further at its next meeting in December.

Hurricane Melissa could be one of the strongest storms to strike Jamaica

Jamaica could face one of the strongest landfall storms in its recorded history as Hurricane Melissa moves through the Caribbean, and forecasters predict it will hit the island Tuesday as an “upper-end” Category 4 hurricane.

The National Hurricane Center’s records, which date back to 1850, show that Jamaica has only ever been hit by one Category 4 storm, and that happened 37 years ago. That storm was Hurricane Gilbert in 1988, which was also known on the island as “Wild Gilbert.”

It made landfall near Kingston, with maximum sustained winds of 130 mph — only just qualifying as a Category 4 storm, which has winds of 130 mph to 156 mph.

Gilbert tore across the entire island, displacing an estimated 500,000 people — around one-fifth of the population — and killing 45.

The island’s power and water systems were shut down, and even as the storm emerged from the west coast later that afternoon, its winds remained dangerously strong at 125 mph.

In a later review, the hurricane center said the destruction in Jamaica offered “grim evidence” of the life-threatening effects and deep economic disruption a storm of that power could unleash.

As of Sunday morning, Philippe Papin, a senior hurricane specialist at the hurricane center, said that Hurricane Melissa was expected to have wind strengths at the highest end of a Category 4 storm as it nears Jamaica.

“In our latest forecast, the system looks to be a 155 miles per hour Category 4 hurricane on Tuesday morning,” he said. “And it’s looking increasingly likely that Jamaica will have a direct impact from Hurricane Melissa.”

coast, unleashing damaging winds, storm surge and flooding that caused more than $200 million of damage.

In 2007, Hurricane Dean followed a similar path near Jamaica, leaving behind around $300 million in destruction. Similarly, Hurricane Ivan in 2004 passed just south of the island, resulting in 17 fatalities and nearly $600 million in damage.

Though it was a Category 5 as it approached Jamaica, Hurricane Allen became a Category 4 as it neared the island in 1980. Despite not making landfall, the storm caused $100 million in damage and killed eight people.

The island has also withstood other damaging storms

even if they were not classified as strong as a Category 4.

In August 1951, Hurricane Charlie slammed into Jamaica and was considered at the time to be the nation’s “worst hurricane disaster of the century,” according to a federal report.

Charlie packed winds greater than 110 mph and brought 17 inches of rain, causing an estimated $50 million (more than $620 million today) in damage to property and crops. The storm killed 152 people, injured 2,000 others and left approximately 25,000 residents homeless.

Charlie remained the last hurricane to make landfall in Jamaica until Gilbert arrived 37 years later.

A Category 3 hurricane in 1912 hit the island with peak sustained winds of 115 mph. However, in a reanalysis by the hurricane center, it was noted that rainfall leading to flash flooding proved to be the most destructive, especially in the northwest side of the island.

Several towns were reported to have been wiped out by the winds and tidal waves and at least 100 lives were lost in that storm.

A hurricane in 1903 made landfall Aug. 11 and, according to a monthly weather review at the time, caused a “heavy loss of life and property.” At least 65 people were killed.

It’s not always the strongest storms that deliver the harshest blows. Sometimes it is size that matters — as was the case with Hurricane Sandy.

In October 2012, Sandy hit Jamaica as a Category 1 storm. However, its vast size produced a maximum storm rainfall of more than 28 inches. It caused around $100 million in damage and killed three people.

Tropical Storm Gustav in 2008 illustrates that lower wind speeds can still be deadly.

Though never reaching hurricane strength, Gustav produced torrential rainfall, widespread flooding and mudslides, which caused approximately $210 million in damage and killed 15 people.

Trump announces tariff increase on Canada over Reagan ad spat

President Donald Trump doubled down Saturday in his feud with Canada over a television ad that used audio of former President Ronald Reagan denouncing tariffs, saying he would punish the country with an additional 10% tariff on its goods.

Trump had already suspended monthslong trade talks with Canada, the U.S.’ second-largest trading partner, on Thursday night because of the ad, which had been paid for by Ontario. Although the ad faithfully reproduced Reagan’s words, just

in a different order, Trump has insisted it was “fraudulent” after the Ronald Reagan Presidential Foundation and Institute said it had made “selective” use of the five-minute original address.

The latest twist in the Canada-U.S. saga comes as the two countries have been locked in intensive talks over lowering some U.S. tariffs on key Canadian goods. The countries’ relationship has drastically deteriorated since Trump’s election, as he has menaced the close U.S. ally with tariffs and spoken of making Canada the 51st state.

Canadians have reacted with anger and have

rallied around the flag in a rare burst of patriotism, but the Canadian economy has been suffering the consequences of the dispute. Ontario, in particular, has much at stake in trade relations with the United States, and its premier on Friday posted the entire Reagan address online.

The audio used in the province’s ad was authentic, and minor edits to the original 1987 address did not alter the substance of Reagan’s remarks, which were highly critical of tariffs’ consequences. Following Trump’s outrage, though, the province pulled it from the airwaves, effective Monday.

Still, the commercial was shown during the first World Series game Friday evening, during which the Toronto Blue Jays defeated the Los Angeles Dodgers in a home game. The ad also aired during the Saturday evening game between the two teams.

“The sole purpose of this FRAUD was Canada’s hope that the United States Supreme Court will come to their ‘rescue’ on Tariffs that they have used for years to hurt the United States,” Trump said in a social media post Saturday afternoon.

Kaela Hilaire had 21 points and 12 assists to lead the Atenienses of Manatí over the Cangrejeras of Santurce in the BSNF semifinals A series opener.

The Atenienses of Manatí defeated the Cangrejeras of Santurce 92-84 on Saturday night at Roberto Clemente Coliseum in Hato Rey in the opening game of the Women’s National Superior Basketball (BSNF by its initials in Spanish) Championship semifinal A series.

Point guard Kaela Hilaire led the way for Manatí with 21 points and 12 assists, followed by Chelsea Mitchell with 20 points, Pamela Rosado with 19 points and 10 assists, Kiki Jefferson with 14 points, and India Pagán with 12.

Shae Kelley led Santurce with 22 points and 14 rebounds, while Dayshalee Salamán contributed 15 points and 12 assists. In addition, Nairimar Vargas scored 12 points, Kamaria McDaniel and Becca Tobin added 11

points each, and Brianna Jones chipped in with 10 points. Hilaire capped an 8-0 run as the Atenienses took the lead 62-59 with 3:06 left in the third quarter. Manatí extended the advantage to 72-64 after three periods.

Although Santurce closed to within a point, 72-71, on a basket by Kelley in the final quarter, Mitchell responded with seven-straight points as the Atenienses rebuilt the lead to 79-71 with 5:32 left.

The Cangrejeras had closed the first half ahead, 5347, but were unable to contain the visitors’ push in the second half.

The second game of the best-of-5 series will take place tonight at Juan A. Cruz Abreu Coliseum in Manatí.

In the B semifinal series, the Explosivas of Moca were looking to take a 2-0 lead against the host Pollitas of Isabela on Sunday night after a decisive 89-61 victory in the opener at home on Friday.

Manatí defeats Santurce in BSNF semifinals opener Bayamón and Corozal win in COPUVO

The Vaqueras of Bayamón and Las de la Mancha of Corozal notched victories on Saturday night in Puerto Rican Volleyball Confederation (COPUVO by its acronym in Spanish) play.

The Vaqueras needed a decisive fifth set to defeat the Llaneras of Toa Baja at José “Pepín” Cestero Court in Bayamón. Bayamón won the first two sets by scores of 25-23 and 2517, but the Llaneras responded, winning the next two sets 25-23 and 26-24 to even the score and force a fifth set.

The Vaqueras closed out the match in the decider, 15-10, to remain in sixth place in the standings with a 5-4 record and 16 points. Toa Baja, meanwhile, was officially eliminated from postseason contention after dropping to 0-11 with just one ac-

cumulated point.

Yaliancis Flores was the standout performer for Bayamón, leading her team in key moments of the match, while Laia Jaca shone for the Llaneras.

In the day’s other match, held at Howard T. Jason Court in Corozal, Las de la Mancha also needed five sets to defeat Las Bravas of Cidra by scores of 20-25, 25-23, 19-25, 27-25 and 15-11.

Corozal’s Valeria Otero was named the match’s most outstanding player, while Ana Sofía Jusino, recently acquired in a trade from Las Criollas of Caguas for Jonnalys Matos, excelled for Cidra with a strong performance in her debut.

Las de la Mancha improved to 3-7 with nine points, placing them alone in seventh place. Las Bravas, meanwhile, held on to third place with a 7-4 record and 26 points.

Yaliancis Flores led the Vaqueras of Bayamón to a five-set victory over the Llaneras of Toa Baja in a COPUVO match.

PR finalizes national baseball team roster for Copa América in Panama

Ezequiel Pagán, who plays in Double-A in the Los Angeles Dodgers system, is one of four outfielders on the Team Puerto Rico roster.

The Puerto Rico Baseball Federation (FBPR by its initials in Spanish) announced over the weekend the 27 players who will make up the men’s national team that will participate in the first edition of the Baseball Copa América, Nov. 13-22 in Panama.

The event will feature 12 teams divided into two groups and will determine qualifying spots for the 2026 Central American & Caribbean Games and the 2027 Pan American Games.

Team Puerto Rico is coached by Juan “Igor” González. He will be joined on the coaching staff by Edgar Pérez as bench coach, Dennis Pérez at third base, Eddie González at first base, Richard Burgos as infield coach, Javier Vázquez in charge of the pitchers, and Carlos Berdiel as bullpen coach.

Team Puerto Rico is made up of 22 players who played this year in the Double-A Superior Baseball League, along with college and minor league players. The roster of 13 position players and 14 pitchers includes former major leaguers Yadiel Rivera and Jesmuel Valentín, both infielders. Also on the roster are outfielder Ezequiel Pagán and catchers Onix Vega and Samuel Hernández, who are active in the minor leagues.

Vega is a member of the New York Mets system in Triple-A, Hernández is a member of the St. Louis Cardinals in Double-A, and Pagán plays in the Los Angeles Dodgers system in Double-A .

Also of note are outfielder Edgardo Villegas and lefthanded pitcher Jorhan Laboy, who have posted outstanding performances in World Cups and Pre-World Cups in the U-23 category.

Villegas, a student at the University of Tampa, was named Most Valuable Player and batting champion at the 2024 U-23 Baseball World Cup. Laboy, meanwhile, is a student at the University of Alabama and was the most outstanding pitcher at the 2025 U-23 Pre-World Cup. The roster also includes Luis Leroy Cruz, winner of the

2025 Pitcher of the Year award in Puerto Rico’s Double-A Superior Baseball League with the Pescadores del Plata of Comerío. Also highlighted is Rubén Castro, who was the batting champion and Most Valuable Player of the Double-A League in the 2022 and 2024 seasons.

Puerto Rico, currently fourth in the rankings in the Americas, will be in Group B along with Panama, Colombia, Canada, Brazil and Argentina. Their opener will be on Nov. 13 against Argentina at Mariano Rivera Stadium in Panama.
