US Sen. Wyden denounces alleged misuse of tax incentives

U.S. Senate Finance Committee Ranking Member Ron Wyden has escalated his sweeping investigation into the misuse of Puerto Rico’s Act 60 tax incentives, formally urging the IRS to scrutinize what he describes as a pattern of ultra‑wealthy investors using dubious legal opinions to evade massive federal tax liabilities.

In a sharply worded letter to IRS Chief Tax Complian ce Officer Jarod Koopman, Wyden warns that billionaire taxpayers may have sheltered “over $100 million dollars in federal taxes” by laundering pre‑existing capital gains through Puerto Rico.

Wyden’s investigators confirmed that for the 2022 tax year, a billionaire taxpayer received a legal opinion from attorneys Jeffrey Rubinger and Summer LePree regarding “the tax treatment of a large gain from the sale of partner ship interests under Section 933.” The significance of that detail is unmistakable: both attorneys are now under federal criminal investigation for their work designing Puerto Rico tax‑avoidance structures for wealthy U.S. clients. As Wyden notes, the U.S. Attorney’s Office in Miami issued grand jury subpoenas seeking records tied to their “Puerto Rico tax planning structures.”

Whistleblowers told the committee that the billionaire and other wealthy individuals used the legal opinions to avoid paying federal taxes on capital gains that accrued while they still lived in U.S. states. Wyden calls the allega tions “alarming,” especially because clients of Rubinger and LePree have already admitted to participating in schemes involving the abuse of Act 60.

At the center of Wyden’s inquiry is a massive transaction involving a firm founded by a billionaire whose name was blotted out. According to whistleblower accounts, shortly after relocating to Puerto Rico, the investor sold a large po sition that generated flow‑through gains in the hundreds of millions of dollars. Wyden writes that the investor “treated this entire flow‑through gain as exempt from U.S. tax, even though a large share of these gains accrued prior to [his] relocation to Puerto Rico.” The whistleblower alleges the maneuver allowed the investor to improperly avoid more than $100 million in federal taxes.

is “Attorney 1” in the indictment of Suresh Gajwani, who pleaded guilty to a tax‑evasion scheme involving Act 60. According to court filings quoted in the letter, Rubinger advised Gajwani that “built‑in capital gains for U.S. resi dents accrued prior to becoming a resident of Puerto Rico could be exempt from federal income taxes under Act 60,” a position the IRS later told him was “wrong.”

Wyden argues that this established pattern of inac curate legal advice raises serious concerns about every transaction Rubinger and LePree touched, including those involving the billionaire at the center of the committee’s probe. He notes that both attorneys have been partners at major international law firms Baker McKenzie and now Winston & Strawn which cater to high‑net‑worth clients and are now entangled in the federal investigation.

The senator’s referral asks the IRS to examine the accu racy of all legal opinions Rubinger and LePree provided to wealthy Act 60 beneficiaries, determine whether they falsely advised that pre‑existing capital gains could be exempt from federal tax, and review whether those taxpayers paid any U.S. tax on gains accrued before moving to Puerto Rico. Wyden also calls for a full review of how much income those investors have treated as Puerto Rico‑source under Sections 933 and 937, and whether their federal returns properly distinguish between gains accrued before and after relocation.

Wyden frames the issue as a systemic threat to the integrity of the U.S. tax system. He warns that “dozens of ultra‑wealthy investors” may have relied on “dubious advice” to evade federal taxes.

Wyden emphasizes that the law is not ambiguous. Treasury regulations explicitly state that gains from appre ciated property sold within 10 years of becoming a Puerto Rico resident are generally treated as non‑Puerto Rico‑source income. Puerto Rico’s own Treasury Department confirmed to Wyden’s staff that “net capital gains attributable to the appreciation in the value of securities … accrued before the individual investor became a resident of Puerto Rico will be considered income from sources outside of Puerto Rico.”

The letter also ties Rubinger directly to a recent federal criminal case. Wyden’s investigators confirmed that Rubinger

Sen. Ron Wyden (D-Ore.) speaks during a Senate Intelligence Committee hearing in Washington on Jan. 29, 2026. Congress members press Forest Service on proposed entrance fees to El Yunque

Resident Commissioner Pablo José Hernández Rivera, along with 23 other members of Congress, has addressed a formal letter to the U.S. Forest Service centering on the proposed implementation of entrance fees at El Yunque National Forest, which has always been free.

He said the matter is of significant concern to Puerto Rico’s residents and leadership.

The letter calls for careful consideration of any changes to access, including proposed fee structures. It underscores the potential effects of such changes on how local communities interact with and benefit from El Yunque, Puerto Rico’s national resource. The concerns raised stem from ongoing dialogue with local officials, including the

mayor of Río Grande, who has expressed worries regarding affordability, access, and the broader impacts on nearby communities.

Hernández Rivera said the U.S. Forest Service is proposing a fee structure consisting of: a $4 per person charge; a $20 individual annual pass; and a $30 family annual pass.

The letter requests detailed responses to several key questions, reflecting the concerns of Puerto Rican residents and officials:

If the public comment period produces substantial opposition or significant negative feedback, how will the agency incorporate this information into its decision-making process?

Has the agency conducted, commissioned or reviewed studies regarding the possible effects of the proposed fee on visitors, including local residents? If so, what were

the findings?

How did the agency account for Puerto Rico’s socioeconomic conditions and local usage patterns when designing the proposed fee structure?

What other funding options or fee-free alternatives has the agency considered to address the needs highlighted in support of the proposal, and how did those considerations influence the decision to move forward with a recreation fee?

Has the agency taken steps to coordinate with the commonwealth government for support with ongoing maintenance costs? If so, what proposals have been submitted to help close the funding gap?

The document requests that the U.S. Forest Service submit responses to the questions by May 14.

House to prioritize $45 million for police pay raises in next budget

The island House of Representatives will prioritize the approval of a $45 million allocation in the government budget for 2026-2027 aimed at providing the first wage increase in more than a decade to members of the Puerto Rico Police Bureau.

The announcement was made late last week by House Speaker Carlos “Johnny” Méndez Nuñez.

House Vice President Ángel Peña Ramírez and House Public Safety Committee Chairman Félix Pacheco Burgos endorsed the legislative leader’s position on the matter.

“The members of the Puerto Rico Police have an unwavering ally in the House of Representatives, and we will deliver on our promise by identifying and securing the approval of a $45 million allocation,

announced yesterday by Gov. Jenniffer González, to make this salary increase a reality; justice for all the men and women who wear the blue uniform of the Police with great honor and sacrifice,” Méndez said last Friday.

Peña added that in the fiscal year 2027 budget to be presented to the Legislative Assembly, “the governor identified an allocation of $28 million for the implementation of the new salary scales.”

“An additional $17 million is also planned to be included to implement the applicable compensation guidelines, for a total of $46 million,” he said. “We are working with the speaker to ensure that these allocations are included in the budget that takes effect on July 1.”

Pacheco, who, in addition to being a lawmaker is a member of the police force, noted that the governor “has finally done

justice for the police after more than a decade, and our speaker of the House, a friend of the police, will also do justice for them, together with us in the Safety Committee.”

“The increase will be identified in the budget and will become a reality for the benefit of our law enforcement officers,” he said.

Among the changes proposed by the governor are adjustments to the compensation of a cadet, who previously started with a base salary of $1,818 and could now receive up to $2,296. When they are promoted to the rank of agent, whose starting salary was $2,860, it could reach up to $4,516.

In the case of sergeants, meanwhile, the base salary increases from $3,166.00 to a range between $3,974.12 and $4,967.66. Meanwhile, among other pay hikes, second lieutenants will receive a salary increase from $3,685 to as much as $5,464.

UPR president activates virtual learning amid student strikes

University of Puerto Rico (UPR) President Zayira Jordán Conde announced on Sunday the activation of protocols de signed to maintain the continuity of academic and administrative services throughout the uni versity system, following the certification by the respective General Student Councils declaring strikes across the system’s campuses.

“As a public institution, we bear the non delegable responsibility to guarantee aca demic continuity, protect our students’ right to receive their education without interruption, and ensure the responsible administration of public funds,” Jordán Conde stated.

The directive requires each campus to document and certify the measures adopted to ensure the uninterrupted provision of services,

including the implementation of alternative teaching methods and evidence of compliance with current institutional regulations.

Academic continuity as an institutional priority

As part of the established measures, the UPR central administration instructed the campuses to:

* Activate virtual teaching modalities and alternative distance learning methods as an immediate option to guarantee academic continuity;

* Implement contingency plans previously established by the faculty;

* Certify the status of academic and admin istrative services, including whether they have experienced interruptions exceeding 72 hours during the semester;

* Document the availability and willing ness of staff to continue providing services in accordance with institutional policy.

Instructions were issued to:

* Ensure that students have access to the necessary resources to continue their course work;

* Avoid penalizing students who face

justified difficulties in participating in academic activities;

* Adopt reasonable measures that allow for the continuity of the educational process without negatively impacting academic progress.

Institutional responsibility and compliance

The communication stipulates that the reports required from the campuses must provide evidence of strict compliance with institutional policy, as well as the concrete actions implement ed to prevent prolonged interruptions in services.

“The University of Puerto Rico possesses the mechanisms, academic capacity, and insti tutional commitment to continue operating,” Jordán Conde said. “Our duty is to act with responsibility, firmness, and sensitivity to protect both our educational mission and the well being of our university community.” The

Energy Bureau proposes new framework for clean energy certificates

The Puerto Rico Energy Bureau (PREB) has unveiled a proposed regulation that would establish a comprehensive framework governing renewable energy certificates (RECs) and compliance with the island’s Renewable Energy Portfolio, a central policy tool supporting Puerto Rico’s long‑term transition to sustainable electricity generation.

The proposal is intended to clarify how renewable energy attributes are tracked, veri fied, and used to demonstrate compliance with statutory renewable energy requirements.

According to the PREB, the proposed reg ulation aims to provide regulatory certainty for renewable energy producers and retail electricity providers while ensuring transparent, verifiable accounting of renewable energy generation. The framework would apply broadly to electric ser vice companies, renewable energy producers, retail energy providers, and any entity that buys, sells or transfers RECs originating in Puerto Rico.

Under the proposal, an REC is defined as a marketable and negotiable asset representing one megawatt‑hour (MWh) of electricity gener ated from an eligible renewable energy source in Puerto Rico. Each REC would include all associated environmental and social attributes tied to that unit of generation, such as avoiding greenhouse gas emissions. RECs would be issued and tracked through an approved renewable energy registry to ensure accurate accounting and prevent double counting.

RECs would be issued when the re newables registry issues a certificate with a unique serial number for electricity generated in a specific calendar year. Renewable energy producers would have until Jan. 31 of the fol lowing year to create RECs associated with the prior year’s generation, a provision designed to allow sufficient time for verification, corrections or updates to metering data before certificates are issued.

The proposed regulation also estab lishes rules governing REC ownership and transactions. RECs would initially belong to the renewable energy source that generated the electricity and could be sold, transferred, or otherwise assigned for lawful purposes. Retail energy providers would be permitted to purchase RECs both to satisfy renewable energy obligations and for other legitimate uses. To support market stability, the regulation introduces a minimum REC value of one cent per MWh, effectively creating a price floor. The PREB would review this minimum value at least every three years to determine whether adjustments are warranted.

A core component of the proposal address es compliance with Puerto Rico’s Renewable Energy Portfolio. State law requires retail energy providers to supply 100% of their electricity sales from sustainable or alternative renewable energy sources by 2050. Under the regulation, annual compliance would be calculated based on a provider’s total electricity sales, with certain adjustments permitted for legacy hydropower

resources and distributed generation credits.

Retail energy providers would primarily demonstrate compliance by submitting RECs to the PREB in quantities corresponding to their renewable energy obligations. The REC system is intended to allow providers to meet portfolio requirements without relying exclusively on direct, physical delivery of renewable electricity, particularly in situations where grid constraints or other limitations apply.

The proposal also establishes detailed reporting requirements. Retail energy providers would be required to submit annual compliance reports by March 31 of each year. The reports would document electricity sales, renewable energy acquisitions, REC transactions and as sociated compliance costs. The standardized reporting structure is intended to allow the PREB to collect consistent data across providers and monitor progress toward renewable energy targets.

In cases where distributed renewable energy resources cannot feasibly be registered individually in the renewables registry, the regulation would allow providers to submit a re newable energy acquisition report, which would explain the circumstances preventing individual registration and certify that the environmental and renewable attributes associated with the energy are included and accounted for properly.

For calendar years prior to 2050, and in the absence of interim renewable energy targets, the regulation would not require formal compli ance demonstrations through REC submissions.

Instead, retail energy providers would be re quired to submit annual informational reports. These reports would enable the PREB to track progress toward long‑term renewable energy goals without imposing penalties or mandating REC procurement in interim years.

The PREB would be granted authority to review compliance and informational reports, issue notices of default and impose penalties when providers fail to meet applicable renew able energy requirements. Proposed fines for non‑compliance would be tied to the level of shortfall and set at no less than twice the value of the minimum REC price multiplied by the amount of unmet renewable energy obligations. Providers would be permitted to present justi fications for non‑compliance, including force majeure events or excessive costs, and could be required to submit corrective action plans for future compliance periods.

In a cost‑benefit analysis accompanying the proposal, the PREB concludes that the expected benefits of the regulation outweigh its anticipated costs. The agency notes that compliance costs are expected to be largely administrative, as most affected entities already maintain systems to track renewable generation and associated environmental attributes. The regulation is not expected to significantly affect market competition or impose disproportionate burdens on small businesses.

If adopted, the proposed regulation would take effect 30 days after filing with Puerto Rico’s Department of State and Legislative Library.

‘A huge mess’: Delayed Louisiana primaries stoke confusion at ballot box

The signs were stark, in bold, capital letters at early voting sites in Louisiana on Saturday: “ATTENTION! NOTICE OF CANCELLATION.”

The normally scheduled House primaries had been scrapped, the bulletins said, and any votes cast for those races would not be counted. It was an unusual message directed at Louisianians who showed up for the first day of early voting, and a reflection of the dizzying scramble that is playing out after the Supreme Court struck down the state’s congressional map.

The court’s ruling prompted Gov. Jeff Landry, a Republican, to delay House primaries, but to allow other contests to move ahead May 16. The governor’s directive faces legal challenges and mounting concern about voter confusion.

Some early glimpses of bewilderment came into focus Saturday. Outside Baton Rouge City Hall, Linda Thomas felt compelled to double check with a poll worker that she would be able to have her vote counted.

a major Supreme Court ruling. (Emily

“That was my biggest concern,” said Thomas, who voted along with her daughter and great-granddaughter. “Would my vote count?”

The Supreme Court’s decision, which said that Louisiana’s map was an illegal racial gerrymander, could have major national implications that extend well beyond this year’s elections. But some of the most immediate effects are in the state at the center of the case, where both parties are now bracing for a turbulent election season.

“It’s a huge mess,” said Lionel Rainey III, a Republican strategist in Louisiana. “It’s a nightmare scenario for election officials, and there is going to be unquestionably mass confusion at the polls.”

Some political organizations, such as the Democratic National Committee, have scrambled to set up efforts to educate voters on the shifting timelines.

“People keep calling us — I mean, voters think that the election has been canceled,” said Ashley Shelton, president of the Power Coalition for Equity and Justice, a local civil rights organization in Louisiana.

Republicans are also taking to social media to encourage their constituents to vote. The campaign of one Senate candidate, John Fleming, Louisiana’s state treasurer, was sending out texts and emails to try to inform voters that the Senate primary was moving forward on schedule.

“Some people think that all races are delayed,” he said in an interview Saturday, warning that some confused voters “could end up just saying: To heck with it.”

The upheaval in Louisiana is the latest turn in a lengthy fight over congressional boundaries.

With Republicans defending a narrow House majority, voters across the country had already been caught in a partisan redistricting battle started by President Donald Trump and

Republican lawmakers in Texas that has extended to Democratic-led states.

The Supreme Court ruling Wednesday raised the standard for what can be considered an intentional dilution of minority voter power, opening the possibility for another wave of redistricting in Southern states with significant numbers of Black voters.

Two Republican-led Southern states, Alabama and Tennessee, are convening special legislative sessions before their primary elections to consider new maps that would likely dilute at least one majority-Black district in each state. That could upend existing primary campaigns and send voters into new districts, paired with different communities and unfamiliar representatives.

Louisiana has been mired in litigation over its maps for years since it first redrew them following the 2020 census. But the state’s primary was already ripe for confusion because of a separate change. While Louisiana has long held open primaries that advance the top two candidates, regardless of party affiliation, it shifted to closed party primaries long before the Supreme Court ruling.

“That was going to be confusing in and of itself” for some voters, said Cameron Henry, president of the Louisiana state Senate, and a Republican. As the Republican majority considered how to handle the aftermath of the ruling, he added, “Anything we can do to reduce the amount of confusion that’s already surrounded this election cycle would be beneficial for everybody.”

The Louisiana secretary of state’s office did not respond to requests for comment about voter education plans in the state. But in her statement announcing the primary change, Secretary of State Nancy Landry (who is not related to the governor) said notices would be placed at early voting locations and shared a similar message online.

Jeff Landry and other state officials have argued that it would be unconstitutional to operate another House election under a map rejected by the nation’s highest court. “Louisiana is following the law,” he wrote on social media Friday.

Critics see politics as an overarching factor: A new Louisiana map is likely to help Republicans win control of at least one additional district. Because Black voters in the South have largely backed Democrats in recent years, splitting up or diluting majority-Black districts is likely to hand Republicans an advantage.

Changing the timing and mechanics of the election so late in process is a massive logistical undertaking, according to former election officials. Voter logs need to be updated and new ballots printed, among other tasks.

While special elections for resigning or deceased candidates can sometimes lead to a bifurcated primary calendar, splitting up ongoing elections in Congress has little precedent in modern American elections. Those challenging the legality of the delayed House primaries have pointed to absentee ballots that have been completed for the primary.

The change has rattled the closely-watched GOP Senate primary in which Sen. Bill Cassidy, a second-term incumbent who voted to convict Trump in his impeachment trial after the Jan. 6, 2021, attack on the U.S. Capitol, is laboring to hold off challenges from Fleming and Rep. Julia Letlow, who has the endorsement of both Jeff Landry and Trump.

“The way that the election has transpired — that has almost treated the voters with disrespect,” Cassidy told reporters Saturday after casting his ballot early. “You’ve got to be really focused to understand that there’s an election that starts today.”

New video analysis suggests suspect in correspondents’ dinner attack fired first

New video footage released late last week by the FBI of the apparent assassination attempt on President Donald Trump at the White House Correspondents’ Association dinner last month helps clarify how the episode unfolded by more clearly showing the gunman’s actions and the responses of Secret Service officers.

A frame-by-frame assessment of the footage — combined with new analysis of audio of the gun blasts captured in another video of the event — suggests that the assailant fired his weapon at a Secret Service officer as he ran into a secured area a split second before the officer returned fire.

Cole Tomas Allen, 31, of Torrance, California, is facing charges that include attempted assassination.

Since the April 25 episode in Washington, questions and confusion have swirled around what exactly happened: Did the gunman fire a shotgun, as officials stated in an affidavit? Did he shoot toward a staircase after running past the officer, as court papers subsequently claimed? Did he even fire his weapon at all?

Initial hotel security footage shared by Trump on Truth Social was too grainy and fragmentary to reveal much.

But the higher-quality version of the footage from inside the Washington Hilton hotel that the FBI released helps firm up the sequencing. The New York Times also was able to synchronize that footage, which did not have audio, with audio captured by another camera from inside the dining room. Together, the analysis indicates that the gunman fired first at a Secret Service officer.

The footage of the attack starts by showing the gunman sprinting through a security checkpoint armed with a shotgun that he aims at a Secret Service officer. The officer is seen firing four shots at the assailant as he runs through the area. The officer appears to fire a fifth shot as they step out of view of the camera.

Public defenders for Allen have argued in a court filing that the original, lower-resolution video appears to not show a muzzle flash from Allen’s shotgun — the implication being that he didn’t fire his weapon.

The new footage does not clearly show a muzzle flash

from Allen’s gun either. This could be because security cameras record fewer frames per second than, say, a cellphone. This can create small gaps in the footage.

But other details — including dust in the ceiling lights, the officers’ reactions and an audio analysis — are more conclusive that the gunman fired at the Secret Service officer, which comports with what Trump administration officials have said.

In the moments before the gunman passes through the security checkpoint, nothing peculiar is evident around the ceiling lights. The agents standing around are at ease.

In the video frame after the gunman aims his weapon at an officer, the dust in the ceiling lights gets disturbed and begins to fall, most likely a result of the concussive force of a shotgun blast in an enclosed space. A black cloth draped over a table beside Allen to the left of screen begins to flap. And officers standing by begin to flinch.

A screen grab from a video released by the FBI on May 1 shows a man identified as Cole Tomas Allen running through a security checkpoint outside the White House correspondents’ dinner on Saturday, April 25, 2026. Jeanine Pirro, the U.S. attorney for the District of Columbia, asserted asserted that the video resolved uncertainty about whose gunfire had struck a Secret Service officer. (Federal Bureau of Investigation via The New York Times)

By now, the Secret Service officer has not yet fired. As the gunman appears to fire, the Secret Service officer’s head dips and his torso recedes and twists. Jeanine Pirro, the U.S. attorney for the District of Columbia, asserted in a social media post Thursday night that the assailant shot the officer in his protective vest. But so far, officials have not charged Allen with shooting a federal officer, only with firing a weapon.

In the next moments, the officer fires at the gunman for the first time and a muzzle blast emerges from his handgun. Dust continues to disperse below the ceiling lights.

The officer continues to fire at the gunman as other officers now begin to respond and draw their weapons. None of the shots hit him. Officials say he was brought down and disarmed at the top of a staircase leading down to the floor where the president, government officials and journalists were dining.

These visual details when combined with additional audio evidence further help corroborate what happened.

While the security camera footage doesn’t itself have audio, the shots can be heard in Reuters video of the gala event. By synchronizing the two, a clearer picture emerges — a loud blast is heard as the gunman runs through the security barrier and fires his shotgun, followed immediately by several shots as the officer returns fire with his handgun.

Officials say the officer fired five shots at the gunman. Four of these are clearly heard in the recording from the gala. The officer’s first shot is most likely drowned out by the sound of the louder shotgun blast, as they happened almost instantaneously — there was just a fraction of a second between them.

An analysis of the videos by Rob Maher, a gunfire acoustics expert at Montana State University in Bozeman, broadly comported with the Times’ analysis. Maher detected audio spikes in the sound wave that corresponded with six likely gunshots.

He noted that the first shot, which under the Times’ analysis would have been from the assailant’s weapon, was “quite a bit louder” than the subsequent ones, and that he would “expect that to have been a different firearm.” He also said that timings of the subsequent shots matched the muzzle flashes seen coming from the officer’s gun.

The justices acted as partisans in the voting rights ruling

The Supreme Court’s decision last Wednesday on the Voting Rights Act is a mind-boggling piece of judicial overreach. Six conservative justices voted to weaken the act, in that way substituting their own judgment for that of Congress, which reauthorized the law 20 years ago with overwhelming bipartisan support, including a unanimous vote in the Senate. With this ruling, the court has acted more like partisan legislators than like impartial judges.

Justice Elena Kagan, voting in the minority, struck the right tone: “I dissent because Congress elected otherwise,” she wrote. “I dissent because the court betrays its duty to faithfully implement the great statute Congress wrote.”

The effects will be significant. The ruling, in Louisiana v. Callais, makes it easier for states to draw districts for Congress, state legislatures and local councils that elect the candidates favored by white voting blocs. The officials who make the maps no longer need to worry much about whether they are sprinkling Black voters across many districts and eliminating majority Black districts.

The reality is that in the name of disentangling race from politics, the Supreme Court has given white voters more power at the expense of racial minorities.

We recognize that people of different races now vote more similarly than they once did. That is promising. But ra-

Stairs outside the U.S. Supreme Court in Washington, April 9, 2026. “The Supreme Court’s decision on Wednesday on the Voting Rights Act is a mind-boggling piece of judicial overreach,” writes The New York

cially polarized voting remains common in much of Alabama, Arkansas, Georgia, Louisiana, Mississippi and South Carolina, where Black voters lean heavily Democratic and white voters heavily Republican. Because the Supreme Court has previously allowed partisan gerrymandering, those states will be free to draw districts that elect candidates whom only a small percentage of Black voters support. Those politicians are also likely to be white.

Louisiana then redrew its map in 2024 to include two majorityBlack congressional districts.

A group of white voters sued over the new map. Now that the Supreme Court has sided with them, Louisiana is free to go back to its 2022 map — or to attempt a map with no realistic opportunity at all for Black voters to elect candidates of their choice. As long as the state says it is trying to take power from Democrats, not Black people, it will be on safe legal ground.

Wednesday’s result is not what Congress intended. When Congress amended the Voting Rights Act in 1982, it rejected requiring plaintiffs to prove intentional discrimination. The amended law instead required plaintiffs to prove that the political process, including redistricting, was “not equally open to participation” by a minority group in the sense that “its members have less opportunity than other members of the electorate to participate in the political process and to elect representatives of their choice.” A 1986 Supreme Court ruling fleshed out the standard. If Black voters were sufficiently numerous and compact, and if they also supported one party far more than white voters did, then the protections of the Voting Rights Act kicked in. That test was reasonable, and Wednesday’s ruling has effectively replaced it.

So much about the ruling is upside down. In 2019, in a different case, Rucho v. Common Cause, the Supreme Court recognized an obvious truth: Partisan gerrymandering is a problem for American democracy. But the majority then said that federal courts could not find a map unconstitutional because it was drawn for partisan reasons. As a result, restrictions on racial gerrymandering remained one of the biggest constraints on unfair redistricting, at least until Wednesday.

Dr. Ricardo Angulo Founder PO BOX 6537 Caguas PR 00726

It is impossible not to notice the partisan nature of the ruling. The six justices in the majority are the six nominated by Republican presidents, and they have likely made it easier for the party that chose them to hold power in Congress. Wednesday’s decision may shift nine seats in Southern states from Democratic to Republican hands, some in the 2026 cycle and more in years to come. State legislatures and local bodies will surely tilt in the same direction.

Justice Samuel Alito’s majority opinion claims merely to “update” the redistricting test courts have used in Voting Rights Act cases for 40 years. It does so, he argues, by requiring that plaintiffs show a strong likelihood that the state was intentionally disempowering Black votes. In reality, the decision has eviscerated the old standard because proving intent is extremely difficult. As a result, states will now be able to slice minority voters into small and powerless slivers, as long as they can claim to do so for partisan rather than racial reasons.

Consider the effect in Louisiana. That state had no Black representation in Congress for more than a century after the end of Reconstruction, and finally elected one Black member in 1990. A second Black member served from 1993 to 1997. In 2001 Louisiana redrew its map to revert to only one majorityBlack congressional district out of six, in a state where the Black population is now about one-third of the total.

This case began in 2022, when the state had only one Black member of Congress and a group of Black voters sued over the state’s map. The plaintiffs won in the lower courts, based on extensive evidence of racially polarized voting, and

The Supreme Court has used dubious reasoning to issue a ruling that will likely help the Republican Party and increase the number of white members of Congress and state legislatures. That ruling will lead to even more suspicion that the court prioritizes partisanship over principle.

‘The House of the Spirits’ returns a beloved book to its origins

Like many people, Mexican actor Alfonso Herrera suffered mentally and emotionally during the COVID-19 pandemic. He began therapy while shooting the Netflix series “Ozark” in Atlanta, and during one session the therapist asked him to restate in Spanish something he had just said in English — even though she didn’t speak Spanish herself.

“I asked her, ‘Why do you want me to say it in Spanish?’ ” Herrera recalled recently. “She replied, ‘Because what you just expressed is something deeply important to you, and speaking it aloud in your mother tongue will resonate with a much stronger echo within both your conscious and your unconscious mind.’ ” Herrera, 42, believes that link between language and identity will infuse “The House of the Spirits,” a new series adaptation of the seminal Isabel Allende novel, with a powerful feeling of cultural and emotional connection. That connection stands to be more powerful, certainly, than that of the widely panned English-language film from 1993, in which Jeremy Irons and Meryl Streep led a mostly white cast in portraying a Chilean family.

The show, the first three episodes of which arrive Wednesday on Amazon Prime Video, will be the first Spanishlanguage screen adaptation of the novel, which was first published in 1982. Allende is an executive producer with Eva Longoria, Courtney Saladino and others, and the series also stars Nicole Wallace and Dolores Fonzi. It was shot entirely in Chile.

“The fact that this version was filmed in Chile, in Spanish and with Ibero American talent generates a very distinct DNA,” Herrera said.

American viewers might know Herrera, who lives in Mexico City, from “Ozark” — he played the ruthless drug lord Javi in Season 4. He was also in the sci-fi series “Sense8,” by Lana and Lilly Wachowski, and the TV version of “The Exorcist.” But he has been a star in Latin America for decades, having broken out in the early 2000s as part of the hugely popular pop group RBD. Mexican films including the queer period drama “Dance of the 41” and the acid political satire “¡Que viva México!” expanded his dramatic resume.

“The House of the Spirits” is a multigenerational tale steeped in magical realism that chronicles life in an unspecified Latin American country (that resembles Chile) across most of the 20th century. Herrera plays Esteban, a determined landowner who embodies outdated patriarchal and conservative ideals with a ferocious personality.

The decades-spanning story depicts political violence that mirrors the 1973 coup d’état in Chile that overthrew the government of Salvador Allende, a cousin to the author’s father, and installed Augusto Pinochet in power. Herrera first read the novel as an assignment when he was in high school.

In a video interview, Herrera discussed the series and his career on both sides of the border. These are edited excerpts from the conversation.

Q: Esteban is simmering in grief and fills the void with material success. He’s an authoritarian who is willing to use

violence to maintain power, not unlike figures in our current political reality. What does the character mean to you?

A: Esteban symbolizes the Latin American political system, which is rife with injustice, completely unbalanced and devoid of emotional conscience. This story is tremendously relevant because it depicts social polarization, like what we are experiencing today in many countries, including the United States.

To speak of “The House of the Spirits” is to speak of what’s happened in the region that stretches from the Rio Grande to Patagonia. There are many sorrows, many wounds and many scars that we all share throughout Latin America. Take, for instance, the dictatorships in Chile, Argentina and Brazil. And as the writer Mario Vargas Llosa put it, Mexico, too, was a “perfect dictatorship,” having been ruled by the same political party for 70 years. The story is a mural of who we are as Latin Americans, for we also share the legacy of colonialism, which cemented the ways in which we communicate, how we coexist and our social structures.

Q: You’ve been working in Hollywood productions for only the past decade or so. How did that begin?

A: I first received a casting call (for “Sense8”). I landed the role, and after that I returned to Mexico and continued working there. Then more opportunities to audition started coming in from the United States, and I landed some of those as well. At a certain point it wasn’t just invitations to audition anymore, but rather direct job offers, which fortunately were for interesting projects such as “Ozark” or “Queen of

the South.” You are always appreciative when you get invited to join a project.

Q: Considering you’ve had multiple films in Mexico in the past few years, you don’t seem to be actively chasing Hollywood stardom.

A: Working here in “el Norte” is not something I lose sleep over. I’ve had the opportunity to work in the United States, and I’ve met fantastic people, but what matters to me is simply to keep working, and that means working in my country and throughout Latin America. But when they invite me to work in the United States, I’d be delighted to do it again.

Q: For many Latin American actors, working in Hollywood represents the pinnacle of success.

A: With streaming, a click is worth the same whether it comes from the United States or France or Mexico. The Spanish series “Money Heist” had a significant global impact, and there have been other shows from Latin America with a global reach. I find it fascinating to think that a click holds the same value now, no matter where in the world you happen to be.

Q: Streaming’s global subscription model also makes it possible for books like “The House of the Spirits” to be adapted with lavish production values but still in their original language.

A: That also has to do with the importance and the sheer power of the novel. I was in Switzerland to watch the Women’s Euro tournament, and I popped into some bookstores. Isabel Allende’s books were consistently on the stores’ bestselling lists. “The House of the Spirits,” arguably her most significant work, has been a bestseller in Japan, France and Germany alike. Regardless of the fact that the series is in Spanish, I believe it will successfully cross over into other markets, in great part because the novel remains as relevant as ever.

US stocks rally could find fuel in earnings, jobs data amid surging oil prices

Investors will look for another batch of earnings reports and fresh employment data to drive a resilient U.S. stocks rally higher this week, in the face of spiking oil prices and a more hawkish Federal Reserve.

Major U.S. stock indexes ended the week at recordhigh levels, following a sharp month-long rebound from concerns about economic fallout from the Middle East war. A stellar season for corporate profits is underpinning bullishness for U.S. equities and countering other market headwinds.

The benchmark S&P 500 (.SPX), and the technology-heavy Nasdaq Composite (.IXIC), both ended April on Thursday with their biggest monthly gains since 2020. The S&P 500 rose more than 10% in April, while the Nasdaq jumped over 15%, and both indexes on Friday kicked off May with gains.

“We have these fast-rising profits on one side, and then on the other, we have upward pressures on oil prices and bond yields,” said Angelo Kourkafas, senior global investment strategist at Edward Jones. “We’ve rallied a lot in April, so potentially we may enter some period of consolidation as this pull and push is playing out.”

Stocks last week largely shrugged off a renewed surge in oil prices with benchmark Brent crude topping $120 a barrel and hitting a four-year high before pulling back. Energy markets were poised to swing on developments in the two-month U.S.-Israeli war with Iran, which has choked off a major supply of oil. While a ceasefire agreement helped catalyze the stock market’s rebound, continued tensions in the Middle East were poised to keep investors on edge.

“With each passing day, the economic risk grows,” said Jeff Buchbinder, chief equity strategist for LPL Financial. “If we’re sitting here in a month or two, and Brent crude is still over $120, and we’ve still got a blockade and maybe bombs are still falling, that is a very different scenario than what we’re looking at right now.”

Another big earnings week

More than 100 companies in the S&P 500 are set to post results this week, with markets digesting the heart of the reporting season. Overall S&P 500 earnings as of Friday were on track to have climbed 27.8% in the first quarter from a year ago, according to Tajinder Dhillon, head of earnings and equity research at LSEG Data & Analytics. That is set to be the highest profit growth rate since the fourth quarter of 2021.

Last week, megacap companies investing in artificialintelligence infrastructure reported results that yielded mixed market reactions. Shares of Alphabet (GOOGL.O), jumped on Thursday after the Google parent showed blowout cloudcomputing growth, while shares of Microsoft (MSFT.O), and Meta Platforms (META.O), slumped after less stellar results. Data analytics firm Palantir , entertainment company Walt Disney (DIS.N), and restaurant chain McDonald’s (MCD.N), are among the high-profile companies due to report this week.

MOST ASSERTIVE STOCKS

Results from chipmaker Advanced Micro Devices (AMD.O), will also be in focus, given recent eye-popping gains for its shares as well as those of other semiconductor companies, said Michael O’Rourke, chief market strategist at JonesTrading. Since the end of March, AMD shares have soared more than 80% and the Philadelphia SE Semiconductor index (.SOX), opens new tab is up about 48%.

“This is the group that is dominating the tape and dominating the market,” O’Rourke said. “Any datapoints you get are going to be really important.”

Jobs in focus as rate-cut hopes dim

The payrolls report for April, due on May 8, is expected to show growth of 60,000 jobs, according to economists polled by Reuters as of Friday. That would be a step down from the 178,000 added in March, but an improvement over the sharp employment decline in February.

“It’s a slow job market, but the job market is still hanging in there,” Buchbinder said.

Data on Thursday showed U.S. economic growth

picked up in the first quarter, as the AI spending boom helped to lift business investment in equipment.

The fresh jobs data will follow signs that equity-friendly interest rate cuts may be harder to come by this year. Last week’s Federal Reserve meeting revealed a surprisingly divided U.S. central bank, as three board members objected to language in the Fed’s policy statement they felt did not take adequate account of inflation risks that might require a rate hike.

That hawkish turn, combined with surging oil prices, pushed benchmark U.S. Treasury yields to one-month highs. The yield on the widely followed 10-year Treasury was around 4.38% late on Friday. Higher yields could pose problems for equities, including by translating into higher borrowing costs for consumers and businesses.

“The 10-year above 4.5% will certainly catch more investors’ attention,” Kourkafas said. “At that point, investors might start rethinking valuations and get a little more worried.”

Trump faces the complicated reality of a costly, unpopular war in Iran

Two months into the war in Iran, President Donald Trump is confronting the complicated reality of a conflict that has proved costly, deeply unpopular and lacks a clear endgame.

Energy markets are in turmoil. The Pentagon has given its first public estimate of the war’s cost: $25 billion so far. Key Republicans in Congress are growing impatient. And Trump is lashing out at foreign allies, like Germany, who have shown no interest in joining the fight.

Speaking to a crowd of supporters Friday, Trump insisted he had no regrets.

“I did something that was, I don’t know, foolish, brave, but it was smart,” Trump said at The Villages, a retirement community in a solidly Republican area. “I would do it again.”

Still, Trump’s predictions of a relatively short-term conflict with minimal economic consequences appear to be crumbling around him.

Trump has repeatedly defended the war, which he launched alongside Israel on Feb. 28, and said it is imperative that Iran never has a nuclear weapon. The United States and Israel have taken out military targets and killed senior Iranian leaders — including the Supreme leader — but the government there remains intact and able to inflict pain on the United States.

As the conflict continues, Trump has encouraged Americans to keep things “in perspective,” citing the long wars in Vietnam and Iraq to suggest that U.S. involvement in Iran is “not very long at all.”

Just three weeks ago, Trump said Iran had agreed to all of his demands and he suggested a breakthrough was near. Iran would work with the United States to remove its enriched uranium, energy prices would drop and a growing global crisis with potential severe political ramifications would subside.

None of that happened.

Trump has issued mixed messages about the future of the war, arguing that Iran wanted to make a deal while also saying that the leadership in Tehran was so “disjointed” that it was hard to tell who was calling the shots. He also said it’s not worth having his envoys travel 18 hours on a plane to negotiate a deal that might not come together.

And on Friday, after saying he was not satisfied with Iran’s latest proposal to reopen the Strait of Hormuz, Trump said, “Frankly, ma-

with global allies. After German Chancellor Friedrich Merz said Trump was being “humiliated” over the war with Iran, Trump lashed out at the leader and his administration announced it would withdraw thousands of troops from Germany. He suggested he might do the same for Italy and Spain, which have both distanced themselves from the war.

The president has declined to ask Congress for permission to continue the war, despite passing the 60-day statutory deadline to do so on Friday. The administration has argued it does not need such approval because the ceasefire essentially stopped the clock.

Just hours after letters were sent to Congress making that case, the president undercut his own argument.

“You know we’re in a war,” Trump said in Florida. “Because I think you would agree we cannot let lunatics have a nuclear weapon.”

ybe we’re better off not making a deal at all. Do you want to know the truth? Because we can’t let this thing go on.”

On Saturday, he appeared to double down, saying on social media that he was reviewing Iran’s latest proposal though he couldn’t “imagine that it would be acceptable.”

Trump has said his model for Iran was the U.S. operation in Venezuela in January, when U.S. forces toppled Nicolás Maduro. But the two scenarios are very different. In Venezuela, only Maduro was ousted, while much of the rest of the government remained in place and was willing to work with the Trump administration. That is not the case in Iran, in part because Iran’s leadership oversees extensive military capabilities.

For the moment, the two sides appear to be locked in a test of wills. Washington has maintained a blockade on Iranian shipping as Iranians have refused to accede to his demands to turn over enriched uranium. Trump on Friday described the U.S. Navy as acting like “pirates” as he celebrated the takeover of one of Iran’s cargo ships. On Saturday, a senior Iranian general said that renewed confrontation between Iran and the United States was possible, according to a report from the Fars news agency.

Trump has also acknowledged that military strikes might start up again. He told reporters in Florida on Saturday that a resumption of military strikes in Iran is a possibility, though

he wouldn’t give details. “But you know, it’s a possibility that could happen,” he said.

The Strait of Hormuz is expected to remain effectively closed for weeks, raising the prospect of prolonged high energy prices. Despite Trump’s claims of gas prices dropping soon, Secretary of Energy Chris Wright acknowledged last month they could remain elevated for the rest of the year.

The closure of the strait also complicates Trump’s high-stakes trip to China in two weeks. Chinese President Xi Jinping has demanded the United States reopen the waterway through which China imports about a third of its oil and gas.

The war has deepened Trump’s fissures

Some Republicans balked at the stopped-clock argument as concerns increase over the cost of the war, just six months from midterm elections in which Republicans are expected to suffer losses. Earlier this week, Pentagon officials said the war had so far cost $25 billion — roughly the cost of expanding Obamacare subsidies that were at the center of the extended government shutdown last year.

Trump has responded by repeating over and over again — including at a state dinner with the royal family and in a speech about tax cuts in Florida — that the war is worth any surge in gas prices if it means shutting down Iran’s nuclear capabilities.

Most polls, however, have shown the war to be unpopular among Americans.

Maduro is gone. Venezuela’s many problems are not.

Venezuela can seem to be a place of dissonant extremes.

Since the United States swooped in and captured its president, Nicolás Maduro, in January, the country’s politically connected elite have talked of an economic revival, driven by President Donald Trump’s promises to “unleash prosperity” by commandeering Venezuela’s beleaguered oil industry.

At the same time, hundreds of political prisoners, many gaunt and traumatized after years of abject conditions in fetid jails, have been released. Most are terrified to speak about their ordeals lest the government, essentially unchanged except for the loss of Maduro, come back for them. Hundreds more remain locked up.

But between the blessed and the cursed there is a yawning middle ground where nearly all other Venezuelans — professors, doctors, bricklayers, street vendors — spend their days sifting through the rubble of an obliterated economy. For this sizable slice of the population, U.S. intervention has changed little so far and holds only a faint prospect of anything better.

On a recent day, four professors of politics and economics gathered for coffee around a plastic table on the campus where they teach, the Central University of Venezuela in the capital, Caracas. They recounted how a downward economic spiral over the course of Maduro’s 13 years in power had pushed them into poverty.

“In the last five years, the currency devalued so much that my salary equaled $4 a month. Which is to say, I forgot I had a salary,” said Pedro García, 59, who now heads a union of retired professors.

Over time, he said he canceled more of his classes to sell bits of home-cooked food to people stuck in lines for subsidized fuel at a gas station outside his apartment. Then he

sold his mother-in-law’s bed, and her freezer, and his bicycle. His pension is a pittance — “not enough to keep me from dying of hunger,” he said.

His colleague, Carlos Hermoso, an economist, leaned in, furrowed an eyebrow and said that the U.S. promise to reinvest proceeds from Venezuelan oil it sells back into the country could give the illusion of “growth,” but that it would be a “mirage” for the vast majority of Venezuelans.

“I can’t believe I’m saying this, but I hope that the United States turns Venezuela into its factory in its competitive war with China,” Hermoso said, taking pains to clarify he would never entertain such a wish if the straits were not so dire. “That would be a step forward for us.”

The Trump administration says that it has started sending millions of dollars in sales of Venezuelan oil to the government in Caracas and that it would “assure these funds are spent transparently and for the benefit of the Venezuelan people.”

Rebuilding the oil industry alone, however, could cost more than $180 billion and take more than a decade, according to analysts at Rystad Energy, a research firm, and even then the country would produce less than it did at its peak in the 1990s.

The value of Venezuela’s currency, the bolívar, has continued to drop since Maduro

was ousted, falling by at least 36% since January, leaving the monthly minimum wage at the stupefying level of 27 cents.

While the United States has intervened in Venezuela’s economy, it has not stepped in to prop up its central bank’s hard currency reserves like it recently did for Argentina.

On Thursday, Venezuela’s leader, Delcy Rodríguez, announced that while the minimum wage would remain the same, workers would be ensured bonuses that added up to $240 a month. Independent studies show that for food alone, a Venezuelan family of five would typically need to spend $610 per month.

But for now pessimism dominates.

One morning in Caricuao, once considered a desirable bedroom community in Caracas set amid greenery out near a zoo, a line to board rickety buses ran hundreds of people deep. Many of the buses were welded together: a Dodge cab to a Chevy chassis.

The queue passed under a station for the city’s metro — once seen as South America’s best — but over the course of the entire morning commute that day, not one train came.

Despite the indignity, it was a scene of order and calm. Or perhaps it was resignation.

Yelmira Jiménez, the head of a bus drivers’ association in the area, said the lines were always long because most buses were

stuck in lines of their own at gas stations. Drivers can spend days waiting to reach the pumps.

“Look at the passengers packed like sardines — every dream has been robbed from them, even though this is supposedly an oil-producing country,” she said. “The single thing that’s changed since they took Maduro is I feel more comfortable talking to a gringo journalist.”

In the impoverished hillside neighborhoods that encircle Caracas, the despair is more acute. Residents described schools with only one teacher for every age group, stores lacking any fresh produce, years spent searching and failing to find a job. Petty criminals had left the country, some residents said, because there was so little left to rob.

According to a rare study on poverty in the country conducted by Andrés Bello Catholic University in 2024, three-quarters of the population lacked sufficient income to meet daily needs and more than half experienced what the study called “multidimensional poverty” that looks beyond income to include education, housing and employment.

In a study by the same university a decade earlier, around when Maduro took power from his predecessor Hugo Chávez, both of those numbers were roughly 50% lower. Many said they saw the situation as a corruption of Chávez’s legacy by Maduro. Ana Bracho used to work as a minor functionary in the government, and had Chávez’s likeness tattooed on her wrist. Her neighborhood had enthusiastically supported the socialist revolution in the 1990s and 2000s.

A few years ago, she quit her job and got the tattoo scrubbed and replaced with one of a flower. She said her increasingly public criticisms of Maduro meant that socialist party functionaries in her neighborhood prevented her from gaining access to welfare programs that provide basic food staples and cooking gas.

“Back in the day, the slogan used to be, ‘Together, everything is possible,’” Bracho said. “I guess everything included robbery and malnutrition. Unemployment until death — that’s what we have.”

The four professors gathered over coffee seemed to concur. The sheer volatility of the economy, the dearth of formal jobs, the decade-plus of mass emigration — it all seemed too much to comprehend, even to lifelong scholars who study those same questions. In any case, who had the time to keep track? They were all hustling to make ends meet.

Figueroa breaks 3 national & LAI records at Las Justas

Inter, Ana G. Méndez win team titles

The Interuniversity Athletic League (LAI by its initials in Spanish) Track and Field Championships, known locally as “Las Justas,” concluded Saturday with 12 league records, three national records, and victories for the Tigres of Inter-American University of Puerto Rico and the Taínas of Ana G. Méndez University.

Mayagüez native José Figueroa, representing Ana G. Méndez University, broke the 200-meter record -- at both the national and LAI levels -- with a mark of 20.06 seconds during the championships. The performance improved upon the 20.07 seconds he had previously clocked to break his own record of 20.49 seconds (set in 2025), as well as the record held by Daniel Grueso of Inter-American University (set in 2010).

The Tigres of Inter-American finished with 235 points to prevail in the men’s competition, while the Taínas of Ana G. Méndez closed out the meet with 230 points to win the women’s division.

Securing second place on the women’s side were the Tigresses of Inter-American, who accumulated 223.5 points, and the Taínos of Ana G. Méndez, who earned 222 points in the men’s division.

Third-place honors went to the Gallitos of the University of Puerto Rico (UPR)-Río Piedras Campus (108 points) on the men’s side, and the Juanas of UPR-Mayagüez (124.5 points) in the women’s division.

Among Figueroa’s other achievements, following his run in the 4×100-meter relay, he shattered both the national and LAI records in the 400-meter dash with a time of 44.49 seconds. The LAI record had belonged to Gustavo Cuesta of Inter-American, with a time of 45.33 seconds, since 2015; the national record was held by Ayden Owens-Delerme, with 45.07 seconds, set in 2022.

With the performance, Figueroa positioned himself globally with the seventh-fastest time at 400 meters, according to the International Association of Athletics Federations.

Another event in which Figueroa competed -- and where he and Ana G. Méndez teammates Adrián Canales, Yariel Pérez and Jarell Cruz set an LAI record -- was the 4x400-meter relay, clocking a time of 3:06.23. The quartet broke the previous record of 3:08.47, held by Inter-American University since 2015.

Joining the men were the Ana G. Méndez women’s 4x400-meter relay team -- Andrea Rivera, Grace Otero, Dianelis Rivera and Génesis Castro -- who set an LAI record of 3:37.98. The previous record was held by the same university, set in 2015, with a time of 3:39.87.

The quartet of Cruz, Otero, Joshuangel Dones and Castro set a record of 3:25.45 for Ana G. Méndez in the mixed 4x400-meter relay; in the same race, their rival Inter-American, represented by Carlos Cruz, Mariangel Núñez, Yadiel Santana and Brianna Cains -- also bettered the existing LAI record with a time of 3:27.04. Leones, Vaqueros earn wins in BSN

The Leones of Ponce used a fourth-quarter surge to defeat the Cangrejeros of Santurce 103-92 in a Superior National Basketball (BSN by its initials in Spanish) game Saturday night at Roberto Clemente Coliseum in Hato Rey.

Elsewhere, the Vaqueros of Bayamón defeated the visiting Osos de Manatí 95-70 at Rubén Rodríguez Arena.

The Leones’ offense was led by Jalen Crutcher, who shined with 26 points and 10 assists. Brady Manek also delivered a standout performance with 22 points and 11 rebounds, while Darius Bazley contributed a double-double of 12 points and 12 boards. Jordan Murphy added 12 points. For the Cangrejeros, Jordan Howard spearheaded

The Leones took the lead with a three-pointer by Crutcher, putting the score at 21-18 with 3:02 remaining in the first quarter. The first period concluded with the visitors holding a 29-26 advantage.

Ponce led by three points at the end of the opening period, but Santurce gained a 45-44 advantage following a tip-in by Emmanuel Maldonado with 3:48 left on the clock and headed into halftime holding a slim 52-51 lead.

A three-pointer by Manek put the Leones back in front, 75-74, with 55 seconds remaining in the third quarter, and Ponce led 78-74 going into the final frame.

history was Ana G. Méndez’s 4x100 squad -- comprising Ángel Márquez, Figueroa, Canales and Pérez -- which clocked a time of 38.67 seconds. The performance shattered the national record of 38.97 seconds (set in 2026 by these very same student-athletes during the third qualifying round of Las Justas) as well as the LAI record of 39.30 seconds, previously held by Metropolitan University since 2008.

Meanwhile, Ana G. Méndez’s Otero joined the ranks of record-holders with a mark of 57.38 seconds in the 400-meter hurdles. The student-athlete surpassed the previous record of 57.85 seconds, set in 2009 by Yolanda Osana of Metropolitan University.

Ponce native Frances Colón, representing Inter-American, established a new LAI record of 11.31 seconds in the 100-meter dash, breaking her own previous record of 11.38 seconds, set in 2025.

Michael Soler of Inter-American, competing in the hammer throw, set a new mark of 68.77 meters, breaking the previous record of 67.76 meters held by Roberto Sawyer of Metropolitan University since 2011.

Meanwhile, Inter-American’s Yarielis Torres, with a heave of 62.47 meters in the hammer throw, broke the record held by her older sister, Juana Díaz native and UPRMayagüez athlete Yanielys Torres, who had set the previous mark of 60.95 meters in 2023.

Representing UPR-Río Piedras, athletes set new records in the 10,000-meter race walk. Jonathan de la Cruz clocked a time of 45:39.71, breaking the previous record of 46:04.09 set in 2025 by Sebastián Quiñones of Ana G. Méndez. Sharon Herrera improved upon both her own personal best and the LAI record of 47:20.68, which she had originally established in 2025. In this edition, she stopped the clock at 46:42.21.

Finally, the MVPs of Las Justas were Katiria González of Pontifical Catholic University and Angie Palacio of Ana G. Méndez University on the women’s side; and Uriel Muñoz of Inter-American among the men.

Jalen Crutcher led the way for Ponce with 26 points and 10 assists.

Ponce took over in the fourth quarter. A free throw by Bazley extended their lead to 93-80 with 5:08 remaining -- the largest margin of the contest -- effectively sealing the victory.

Additionally, the Jueyeros of Maunabo defeated the division-leading Azucareros of Yabucoa, 2-1, thanks to a combined pitching effort from Luisiel Rivera and Dennzel Ruiz.
