Organization denounces new barriers to accessing corporations registry

Public interest organization Sembrando Sentido expressed concern Sunday over new access requirements announced by the Puerto Rico Department of State for the Registry of Corporations and Other Legal Entities.

According to an email notification sent to users, beginning this Thursday, individuals will be required to create personal accounts and complete authentication steps to conduct corporate transactions or search publicly available information in the registry.

The organization acknowledged the importance of safeguarding sensitive transactions and ensuring the integrity of government systems. However, it warned that extending identification, authentication and traceability requirements to basic public searches creates unnecessary barriers and could have a chilling effect on broad sectors of the population.

According to Sembrando Sentido, requiring users to create accounts, manage authentication processes, and navigate multiple steps to access public information may significantly hinder access for people with limited digital literacy or inconsistent internet access.

“One thing is protecting sensitive transactions or changes within the system. It is something entirely different to turn access to public information into a complex, bureaucratic process that discourages people from seeking information of high public interest,” said Issel Masses Ferrer, executive director of Sembrando Sentido. “This affects everyone -- from communities trying to understand who is behind a project in their neighborhood, to attorneys who need corporate information to file claims, to journalists, researchers, community organizations, and residents seeking basic corporate data.”

The group also cautioned that the new system could enable the government to collect information about individuals who search for corporate, contracting, permitting, or public funds data -- conditions that, it argued, could open the door to surveillance or retaliation against those seeking information of public interest.

The organization emphasized that the new restrictions could disrupt transparency platforms that depend on corporate registry data to support investigations, analysis and public oversight. Many modern transparency tools rely on application programming interfaces, or APIs, which allow systems to connect and exchange data, to analyze and integrate large volumes of public information. The Department of State’s announcement did not specify whether such integrations will remain viable.

“Much of today’s civic oversight depends on efficiently connecting and analyzing public data,” Masses Ferrer said. “That includes transparency platforms, investigative media, community organizations, and businesses conducting due diligence. Limiting or complicating that access could significantly affect the ability to understand who receives contracts, permits, incentives, or manages public funds.”

Sembrando Sentido noted that the concern arises at a time when more government functions are carried out through private contracting and corporate structures, making agile access to corporate information essential for understanding who manages public resources. The organization highlighted its own platform, Contratos En Ley, which integrates data from multiple public registries -- including the corporate registry -- to make government spending information more accessible. The tool has increased visibility and accessibility of contracting and corporate information by more than 400%.

The group also framed the new measures within a broader pattern of recent setbacks in transparency and public participation. Those include legislative and administrative changes that have weakened access to public information, reduced mechanisms for citizen participation, and eliminated certain corporate disclosure requirements. Among them: amendments to the Transparency and Expedited Procedure for Access to Public Information Act; Law 65-2025, which removes annual corporate report requirements; and Law 82-2026, which significantly increases the costs and requirements for challenging construction permits.

The announcement, Sembrando Sentido noted, was made without public orientation, consultation or discussion with transparency organizations, journalists, programmers, researchers, attorneys or regular users of the registry. Public safety, health & education anchor $13.18 billion General Fund proposal

Puerto Rico’s proposed consolidated budget for fiscal year (FY) 2027 totals $33.57 billion, including $13.18 billion from the General Fund, with the largest allocations concentrated in public safety, health and education, according to documents filed by the executive branch and House Joint Resolution A 117.

The spending plan, developed jointly with the Financial Oversight and Management Board under the Puerto Rico Oversight, Management and Economic Stability Act (PROMESA), comes in roughly $312 million below certified revenue projections, a gap the administration of Gov. Jenniffer González Colón describes as evidence of fiscal discipline.

The governor said the proposal reflects “a new vision of fiscal planning focused on results, budgetary discipline, and the real priorities of our people,” emphasizing that the budget incorporates strengthened controls, reserves, and modified-accrual accounting standards to improve transparency.

Public safety remains one of the most heavily funded areas. The Puerto Rico Police Bureau alone receives $1.07 billion, accounting for nearly 87% of all appropriations within the Department of Public Safety. More than $741 million is earmarked for payroll,

including $504 million in salaries and nearly $96 million in overtime, along with $210.9 million for PayGo pension obligations and over $45 million for utilities and facility costs.

The budget also sets aside $27.8 million for police cadet recruitment and $20 million in a special allocation tied to police reform and operational restructuring.

The other public safety agencies receive comparatively smaller sums, including $82.5 million for the Firefighters Bureau, $27 million for the Emergency Medical Corps, $7.19

million for Emergency Management, $5.8 million for the Special Investigations Bureau, and $33.9 million for shared services.

Education and health also command major shares of General Fund spending. The Department of Education receives $2.9 billion, nearly $1 billion of which is dedicated to payroll.

The University of Puerto Rico is assigned $500 million, a figure well below the $782.4 million budget approved by the public university system’s governing board for fiscal 2025, and comes as the institution recently ended a strike partly driven by concerns over budget constraints.

Health spending is anchored by a $1.03 billion appropriation to the Health Insurance Administration, including $1.01 billion to cover health insurance premiums under Law 72-1993. The Department of Health receives $514.2 million for salaries, utilities, Medicaid matching funds, professional services, and statutory programs ranging from autism services and pediatric oncology to emergency room operations and catastrophic illness support. Additional targeted funding includes $25.8 million for the University Pediatric Hospital, $56.8 million for the University Hospital (Adults), $14.3 million for HURRA Bayamón, $65.8 million for the Intellectual Disability Program, and $44.7 million for payroll and

operations across other health programs.

The administration noted that the FY 2027 budget already incorporates a projected 5% increase in Medicaid costs based on actuarial and fiscal analyses. It also pointed to existing reserves to address potential Medicaid-related risks, including some $102 million from FY 2026 and $235 million from FY 2025.

In the judicial and legislative branches, the courts receive $402 million, while the Legislature is allocated $127.5 million.

The governor highlighted several priority initiatives embedded in the spending plan, including $44 million to update police rank-and-file salary scales, $15.6 million for security equipment, $20 million to fund salary increases for correctional officers, $20 million to strengthen the Home Care Program, $25.5 million for road repaving projects, $15 million to modernize the electoral scrutiny system, $23.7 million to bolster Medicaid and MMIS technology, and $11.1 million to guarantee maritime transportation services to Vieques and Culebra. The budget also includes a $103.9 million reserve to mitigate operational risks.

González Colón said the government is “acting with planning and anticipation,” identifying risks early and protecting essential services while maintaining compliance with PROMESA’s fiscal and accounting requirements.

Hurricane season prep items will be exempt from IVU May 22-25

Treasury Secretary Ángel Pantoja Rodríguez announced Sunday that sales of certain items and equipment intended for hurricane season preparation, which begins on June 1, will be exempt from the sales and use tax (IVU by its initials in Spanish) from this Friday through the following Monday.

“The sales exempt from the IVU payment for hurricane season preparation will begin at midnight on Friday, May 22, and will extend until 11:59 p.m. on Monday, May 25,” Pantoja Rodríguez said. “We urge citizens to review Internal Revenue Memorandum 26-08, available at hacienda.pr.gov, so they may plan their purchases and benefit from this exemption.”

Sales made under layaway plans will qualify provided that the final payment is made and the item is delivered during the exemption period. In the case of storm shutters, the final payment must be made during the tax-free

period, and the product must be delivered to the buyer no later than 30 days after the final payment.

Items purchased using rain checks will qualify regardless of the date on which the rain check was issued. However, the issuance of a rain check during the tax-free period will not qualify if the item is purchased after the exemption period has ended.

Purchases made by phone, mail, email, or via the internet -- through a merchant or platform located in Puerto Rico -- will qualify for the exemption provided that the item or equipment is paid for and delivered to the buyer during the specified period. Gift certificates and gift cards may be used provided they are redeemed within the period established.

Items for hurricane season preparedness include, but are not limited to: containers, tanks, and cisterns for fuel and water (this includes all maintenance products and equipment, as well as parts); storm shutters; untreated lumber (dimensional lumber and panels); non-perishable foods, such as “emergency meal kits” containing emergency provisions; water; and parts and products for the repair and maintenance of generators and emergency solar equipment.

Also included are portable generators priced at no more than $3,000, used to provide electricity or communications, or to preserve food in the event of power outages; individual batteries or battery packs (AAA, AA, C, D, 6-volt, or 9-volt); battery-operated or alternative-energy lamps, flashlights, candles and matches; tools such as drills, circular saws, hammers, and other equipment related to the process of securing a property; gas stoves and burners (does not include grills or BBQs); gas in cylinders and tanks; and portable coolers.

At least 2 horses injured in fire at Camarero Racetrack

The administration of Camarero Racetrack in Canóvanas confirmed on Sunday that at least two horses suffered burns Saturday night after a fire broke out in two of its stables.

Two other horses showed symptoms consistent with dehydration, according to a statement shared in social media.

“Camarero Racetrack is addressing horse racing fans, owners, and the general public to inform them about an incident that occurred last night, Saturday, May 16, after 9:00 p.m.,” the organization stated. “Under circumstances that are still under investigation, a fire broke out in stall number 32 of our facilities. As an immediate safety measure, 15 horses were evacuated. Two of these suffered minor burns related to the emergency. All the horses were immediately taken to the veterinary clinic after the incident and subsequently relocated to the quarantine building to continue under observation and care.”

“During the same night, Dr. [José] García Blanco attended to and evaluated each of the affected horses, providing them with immediate veterinary care,” the statement added.

In response to the incident, Puerto Rico Gaming Commission Executive Director Juan Carlos Santaella said an administrative investigation into the incident is ongoing.

“The well-being of the horses and the safety of all personnel was our priority from the very beginning,” Santaella said.

“As soon as the fire started, we checked that the horses were safe and that no one had been injured. Our team arrived on site to assess the affected areas and begin the administrative investigation in coordination with the Firefighters Bureau, which continues working to determine the cause of the incident.”

He added that the Horse Racing Bureau will continue to collaborate with the relevant authorities as the investigation progresses.

Santaella added that the situation would not affect racing at the track, so scheduled races were to continue Sunday at their regular time.

DNER begins sargassum removal process in Fajardo

Natural and Environmental Resources (DNER) Secretary Waldemar Quiles Pérez announced Sunday that he has dispatched technical personnel from the Specialized Sargassum Unit -- attached to the Assistant Secretariat for Conservation and Research -- to the Las Croabas area in Fajardo following sightings of a significant sargassum influx in the zone.

“As you know, last year this area was one of the most heavily impacted by sargassum,” Quiles said in a written statement. “In re-

sponse, we have dispatched technical personnel from the Specialized Sargassum Unit; they are scheduled to arrive in Fajardo within the next 48 hours to begin assessing the parameters of the event and, subsequently, to initiate removal operations.”

“DNER teams are expected to arrive in Las Croabas within the coming days to begin cleanup operations,” the official added.

Since February, the DNER has been making preparations for the 2026 sargassum season with efforts that include the refurbishment of heavy machinery and vessels -- known as “sargaceras” -- used for the collection of the seaweed that is a type of brown macroalgae.

CCPA to hold Insurance Industry Forum this week

With the purpose of analyzing the current landscape, as well as the challenges and opportunities of the insurance industry in Puerto Rico, the Certified Public Accountants Association (CCPA by its initials in Spanish) will hold the XXVII Annual Insurance Industry Forum this Thursday from 8:45 a.m. to 5:15 p.m. at the Caribe Hilton.

The event will bring together insurance professionals and leaders to examine the industry’s short- and medium-term projections. The agenda will include topics related to Puerto Rico’s eco-

nomic performance, current market trends, and an analysis of the sector’s main segments: health, life, property, and casualty.

“The insurance industry in Puerto Rico plays an essential role in the island’s economy, providing financial mechanisms that facilitate access to healthcare, capital protection, and financial planning,” CCPA President David Rodríguez said. “This educational event has been designed for insurance industry professionals and the general public interested in learning about the challenges, opportunities, trends, and new technologies impacting each segment of this industry.”

How a ‘model’ for climate migration became a cautionary tale

The community known as the New Isle looks a lot like how things used to be on Isle de Jean Charles, an hour’s drive south through the eroding Louisiana bayou: Families from the same native tribe living along a single lane, surrounded by glistening waters full of fish.

The New Isle’s artificial waterways, though, don’t contain the species Amy Handon loved to eat on the island where she lived before the federal government paid to move her. There are fewer bugs, mercifully, far from the marshes slowly drowning into the Gulf of Mexico. But there is also traffic speeding past, and a homeowners association that ordered Handon and her relatives to stop parking their cars on the grass.

She knows she’s supposed to be grateful for a free home and a fresh start. Yet a decade into the first large-scale federal experiment in climate-driven migration, she also knows what she would tell other communities facing relocation: “Don’t do it.”

“This was supposed to be a model,” Handon, 47, said one sunny spring evening on her mother’s porch as her children bought ice cream from a truck. “It’s not worth it. I wouldn’t recommend it to anybody.”

The resettlement of Isle de Jean Charles, which began a decade ago using a landmark $48 million federal investment, was envisioned as the first in a wave of retreats from the dangers of rising seas and intensifying storms. But even as human-driven climate change accelerates those threats, the Louisiana effort remains an isolated example.

In some ways, it’s become a cautionary tale.

Nominally, it succeeded: 37 families moved to higher ground from an island increasingly surrounded by open water, exposed to rising tides and pounding storm surges. Still, some residents of the New Isle don’t see it that way.

Many are angry over shoddy construction or that residents had little say in how the money was spent. Funds paid for a community center they don’t often use and water they don’t want to fish in. A second phase of construction was supposed to house more island natives, but none could afford to build there. Instead, a charity built homes that have sat empty for months.

Early glitches before the move

In Démé Naquin’s memory, the missteps started with mountains of plans and paperwork.

In 2016, the Obama administration announced a grant to move the community to higher ground. After years full of missed work and school when high tides covered the only roadway to Isle de Jean Charles, residents (then led by Naquin’s uncle, Albert Naquin) were ready to leave.

They had been grappling with the idea ever since a cost-benefit analysis left it on the wrong side of a levee system known as Morganza to the Gulf, still under construction across Terrebonne and Lafourche parishes in southern Louisiana. But that relocation wasn’t an easy sell, even with the federal money. Some residents balked at initial demands that they tear down their old homes to get new ones. Others struggled to understand

the complex legal documents presented to them, either because they had never gone through the process of buying a home or because they had limited ability to read and write, said Démé Naquin, the current chief of the Jean Charles Choctaw Nation, which includes most island residents.

The community seemed like an obvious candidate for resettlement, with its relatively small and cohesive population. But because the tribe is not federally recognized, it couldn’t receive the relocation grant directly.

Instead, money flowed through a Louisiana state agency that eventually sought input from all the island’s residents (which also included members of another tribe, the United Houma Nation) and made decisions about the New Isle.

The Louisiana Office of Community Development led a process that spokesperson Marvin McGraw said was “built on extensive and ongoing outreach efforts — unprecedented for a project of this scale and scope.” It included three workshops where residents worked directly with planners, while a resident-led steering committee convened six times to oversee their work, he said.

Eligibility was strict: Only those living on the island when Hurricane Isaac swept through in August 2012 would receive new homes at first. Others might be able to obtain lots and build homes for themselves in later phases.

The result was a plan that many in the community considered a list of promises: a health clinic, a market, parks and cultural touches, including a museum and powwow ground.

‘Totally different from the island’

Cullen Curole has a nickname for those early visions of the New Isle: “Disneyland.”

There was never going to be enough money to build it all at once, said Curole, economic development administrator at

the South Central Planning and Development Commission. The group, one of eight focused on regional planning across Louisiana, took over the New Isle project last summer.

By then, residents had already realized that the New Isle wasn’t everything they imagined.

Since moving in 2022, they had endured multiple leaks in homes, leading to discoveries of pipes that they said appeared to never have been properly glued or connected. Initial problems were covered by warranties, through claims that McGraw said had been resolved. But residents have had to handle other repairs.

When a faulty pipe flooded Handon’s closet, the floor damage was never fixed, she said. Nor were the floorboards at her parents’ home nearby after water seeped in through the front door.

And then there is the help that residents didn’t want: They rejected the idea of a homeowners association, but the state established one anyway, now managed by South Central Development. Curole said he had “sent a few letters” to enforce some HOA guidelines, but that officials weren’t being too strict.

“You want the neighborhood not to fall apart,” he said. “You don’t want abandoned vehicles. You don’t want foot-high grass.”

The new residents were used to controlling their own turf, though. Keith Brunet said he remembered once wielding a shotgun to block anglers from entering Isle de Jean Charles. So Brunet, 50, didn’t take kindly to a letter warning him that he needed to clean up his carport.

“Being here’s totally different from the island,” Brunet said. “You’ve got so many rules. They just keep piling up on us.”

‘That bayou’s not the same’

The New Isle community hasn’t grown much since the initial move.

Island families were offered free lots in a second phase of the community. When none could afford to build there, Jericho Road Episcopal Housing Initiative, a nonprofit based in New Orleans, stepped in to build homes that would be available to the broader community.

But they’re still too expensive for many Isle de Jean Charles residents. Models are priced at $229,000 and $239,000, with roofing and windows designed to withstand powerful hurricanes, features meant to counteract another surging threat in this part of the country: insurance costs.

Because the group built the homes using a separate federal grant from the one awarded to Isle de Jean Charles, though, they can only sell them to families making less than 80% of the area’s median income, or less than $61,000 for a four-person household.

There was hope that a small bayou running the length of the new community — dug out to help reduce flood risks, McGraw said — could help make residents feel more at home. But Handon wishes it wasn’t there.

“I did what I wanted on the bayou,” she said with frustration as she looked toward the shining waterway. “That bayou’s not the same.”

7 Republicans voted to convict Trump. Most are no longer in office.

Sen. Bill Cassidy of Louisiana, one of seven Senate Republicans who voted to convict Donald Trump of inciting an insurrection in 2021, will depart Congress next year, after losing a Republican primary in which Trump lined up squarely against him.

Cassidy’s defeat means that at most two of those seven Republicans will remain in the Senate next year. One of them, Sen. Susan Collins of Maine, faces a competitive general election campaign. The other, Sen. Lisa Murkowski of Alaska, was reelected in 2022.

Four of the seven opted for retirement over what might have been challenging reelection bids. Cassidy is the first to lose in a primary.

Trump’s 2021 impeachment trial resulted in an acquittal by the Senate. On Capitol Hill, the ranks of Republicans who are critical of Trump have been shrinking, reflecting his yearslong dominance in the party.

Here are the seven Senate Republicans who voted to convict Trump:

Richard Burr of North Carolina: Burr, 70, did not seek reelection in 2022. He was censured by the North Carolina Republican Party after his vote. He now works at a law firm.

Patrick Toomey of Pennsylvania: Toomey, 64, did not seek reelection in 2022. At the time of the 2021 vote, he accused Trump of betraying “the Constitution and his oath of office.” He now serves on the board of directors at

nounced that he had been diagnosed with terminal Stage 4 pancreatic cancer.

Mitt Romney of Utah: Romney, 79, did not seek reelection in 2024. A frequent and unsparing critic of Trump, Romney was the only Senate Republican to vote to convict Trump in both of his impeachment trials. Romney said he was retiring to make room for a new generation of leaders. Last year, he told the student newspaper at Southern Methodist University, The Daily Campus, that he was enjoying speaking on college campuses and spending time with his family.

Sen. Lisa Murkowski of Alaska: Murkowski, 68, won reelection in her independent-minded state in 2022, defeating a rival backed by Trump. She is the lone Republican senator to win reelection after voting to convict Trump in the 2021 trial.

Catholic clergy can minister within ICE facility after a legal agreement

Catholic clergy members have secured the right to visit a Chicago-area immigration processing center to provide daily ministry and pastoral support to detainees, according to an agreement reached last week between a religious nonprofit group and the Trump administration.

The deal comes about six months after several Roman Catholic clergy members in an Illinois-based Catholic advocacy group, the Coalition for Spiritual and Public Leadership, filed a lawsuit accusing federal immigration authorities of unlawfully barring them from ministering to detainees at the Immigration and Customs Enforcement facility in Broadview, Illinois.

The group said that Catholic nuns and clergy members had been visiting the facility every Friday morning for more than 10 years to offer prayer services. Blocking that access, they argued, violated their First Amendment rights and two federal laws, including one that prohibits the government from imposing a burden on the ability of a person in custody to exercise their religion.

“Spiritual care, pastoral care and accompaniment is critical, especially in the first few hours a person is detained,” Michael Nicolas Okinczyc-Cruz, the coalition’s executive

director, said in a phone interview. “Those can be the most painful and frightening.”

The new agreement, filed Thursday in the U.S. District Court for the Northern District of Illinois, states that members of the clergy can visit the facility to provide pastoral services every day between 8 a.m. and 11 a.m., or 1 p.m. and 4 p.m. Okinczyc-Cruz said he was hopeful that the agreement would be permanent.

Federal agents had begun rolling back clergy members’ access to the ICE facility last September as officers flooded the Chicago area as part of the Trump administration’s immigration crackdown.

Immigration authorities cited “safety and security concerns and the transitory nature” of the facility as reasons they had denied access, according to the lawsuit. The Department of Homeland Security did not immediately respond to a request for comment on Friday.

Paul Keller, a Catholic priest who visited the facility Friday, said he was pleased that volunteers could come in every day to offer services to detainees who requested them.

“To my mind, it’s emergency room treatment,” he said. “Someone is there right when the trauma has happened to attend to the immediate emotional and spiritual wounds.”

Broadview was not the only ICE facility where faith

leaders said they had been denied access. In Minneapolis, a group of clergy members also sued after being barred from a local ICE facility. And members of the clergy in Los Angeles also said they had been denied access to an ICE facility.

The issue garnered national and even international attention after the U.S. Conference of Catholic Bishops issued a rare statement last year rebuking the Trump administration’s deportation campaign, and lamenting the lack of access to pastoral care in detention centers.

Pope Leo XIV, the first pontiff from the United States, also told reporters last year that authorities should allow pastoral workers to attend to the needs of detained migrants.

“Many times they’ve been separated from their families for a good amount of time,” he said. “No one knows what’s happening, but their own spiritual needs should be attended to.”

In February, a federal judge ordered the Trump administration to allow clergy members access to the Broadview facility on Ash Wednesday, which marks the beginning of Lent, the most sacred time of the year for the Roman Catholic Church.

The following month, the judge, Robert W. Gettleman, issued an order granting clergy members access from April 2 to 5, the final days of Holy Week and Easter.

Stop looking for an off-ramp in Iran

The war with Iran had barely been joined when the search for an off-ramp began.

“Exclusive: Trump Floats ‘Off-Ramps’ After Attacking Iran,” Axios reported Feb. 28, the same day that the United States and Israel started bombing targets. “It’s Too Soon for Iran ‘Off-Ramps,’” the Wall Street Journal editorial board countered the next day, suggesting that Iran’s military capabilities needed to be destroyed before the Trump administration looked for an exit sign.

Other news outlets soon adopted the metaphor. “As the Iran War Continues, What Are the Potential Off-Ramps for Trump?” NPR asked. BBC News reported that “Trump’s Iran Strategy Is to Pursue Two Off-Ramps at Once,” a driving strategy I would not recommend. The New York Times described the eventual ceasefire agreement in early April as “an 11th-hour offramp,” and PBS’ “Washington Week with The Atlantic” convened last week to discuss “Trump’s Struggle to Find an Off-Ramp From the Iran War.”

It is a seductive image. An off-ramp implies a safe and easy exit from a highway, an especially appealing option if it turns out the highway isn’t taking you where you’d originally hoped. Too many traffic jams, accidents or potholes in this “little excursion,” as President Donald Trump called the conflict with Iran? Just take the off-ramp back to normality — and leave the war behind.

Even the administration uses the term. “Iran is looking for an off-ramp following your powerful threat,” Steve Witkoff, a U.S. special envoy to the Middle East, said to Trump in a March Cabinet meeting, referring to the president’s warning that he would “obliterate” the country’s power plants if Iran’s leaders did not reopen the Strait of Hormuz. (They didn’t comply, and he didn’t follow through.) And David Sacks, a venture capitalist and influential White House technology adviser, has argued that Trump should just claim victory and “get out” of the conflict. “We should try to find the off-ramp,” Sacks said.

Just ask Vice President JD Vance, reportedly an early skeptic of war with Iran, who was recently reduced to calling the conflict “a little blip” during a speech in Iowa. Pretending the war doesn’t matter much may be the most foolish version of an off-ramp; Trump, too, has dismissed the conflict as a “miniwar.” American leaders have long fantasized about off-ramps from war, even if they have used different terms. Richard Nixon promised “peace with honor” as a path out of Vietnam; Barack Obama pledged a “responsible transition” of U.S. forces out of Afghanistan. The Clinton administration listed an “exit strategy” as an essential component of planning for any military deployments in its National Security Strategy of 1994. “Do we have timelines and milestones that will reveal the extent of success or failure, and, in either case, do we have an exit strategy?” it asked.

In a 1998 Foreign Affairs essay, Gideon Rose decried the “delusion” of the exit strategy. “The idea of an exit strategy contributes to a false notion that military interventions are mechanical tasks like building a new kitchen,” he wrote, “rather than strategic contests marked by friction and uncertainty.” The fixation on the exit strategy can signal a lack of resolve to the enemy; if America’s leadership is focused on getting out, our opponents can dig in their heels, as Iran is doing, and just wait us out.

The exit-strategy imperative also makes the departure of U.S. forces an objective — rather than a consequence — of a successful military operation, thus mixing ends and means. “The key question is not how we get out,” Rose argued, “but why we are getting in.” And that is a question that the Trump administration, with so many competing explanations and justifications, has not clearly answered in Iran.

Except an off-ramp from war rarely returns you to the roads you once drove or the world you once knew. The United States will find no off-ramp to a prewar status quo. The conflict has changed the maps, and all roads now lead somewhere new.

The war has revealed the Iranian regime to be far more resilient and capable than U.S. authorities, enamored with the speed of the operation against Venezuela’s Nicolás Maduro, had expected. Iran may emerge not just emboldened by standing tall against a superpower but also empowered with new leverage over a global economy as vulnerable as ever to fragile supply chains and vital choke points. The war has depleted the U.S. weapons arsenal, rendering us less ready to respond to potential crises elsewhere; it has also shown how cheap drone technology is changing the nature — and raising the costs — of modern warfare.

We are now in the third month of a war that Trump pledged would last only a few weeks, a fight that he often bragged was “ahead of schedule.” Trump and Prime Minister Benjamin Netanyahu of Israel signaled in recent interviews that the battle is hardly over, and Iran’s maximal demands — reparations from Washington, sovereignty over the Strait of Hormuz, an end to sanctions — show how far off any off-ramp really is.

An off-ramp is an even weaker version of an exit strategy. At least the exit strategy carries the pretense of strategic consideration, of a goal that is articulated and weighed alongside others. But when you just want to get off the highway as soon as possible, any ramp will do. It is as unsurprising as it is appalling that, according to Reuters, the administration has asked its intelligence agencies to assess how Iran would react if Trump simply declared victory and moved on from a war he reportedly finds boring.

Trump promised no more forever wars; Iran could be his whatever war.

Any off-ramp looks distant today. The president has called Iran’s latest list of demands a “piece of garbage,” derided the Iranian leaders as “stupid people” and declared the ceasefire struck in early April to be on “life support.” Next month it will be one year since Trump affirmed that Iran’s nuclear program had been obliterated by Operation Midnight Hammer, yet he remains stuck in neutral in a war that has accomplished virtually none of his stated objectives and that risks leaving Iran in a stronger geopolitical position and less damaged militarily than the administration has claimed.

Even some face-saving agreement — one that allows Trump to say he won and to assure Americans that his deal is better than the one the Obama administration negotiated and Trump ripped up during his first term — will not undo the damage the conflict has caused or the weakness it has revealed.

In war, off-ramps are rarely well marked or well paved.

Spanish Embassy to honor Casals with free clarinet virtuoso concerts

Flash! At 26, Spanish virtuoso Ángel Martín, a top attraction of the Casals Festival, has reached a rare pinnacle. After three auditions to attain the chair of solo clarinet in the prestigious Paris Opera Orchestra, he made the cut on May 6.

This young Toledo prodigy has taken the giant step up from the Lyon (France) Opera Orchestra, where he reigned in the top clarinet spot for three years. The emerging superstar will bring a unique free concert to three island venues as part of the Casals Festival.

Without orchestra, without piano.

In a spectacular tour de force, Martín will perform “Hommages” composed by contemporary Hungarian clarinet virtuoso/ composer Bela Kovács. The piece, evoking nine composers who have helped give life to the instrument over the centuries, requires supreme control of breath and stamina. Martín will perform another Hungarian piece, “Shalom Aleikem, Rov Giova Feidman,” an homage to a modern pinnacle of klezmir, Argentinian composer Giova Feidman, now 90, by the same composer.

Italian violin virtuoso Nicolo Paganini inspired the most spectacular fireworks, while Carl Maria von Weber is evoked for his virtuoso works for the instrument as are two more modern Hungarians, Bela Bartok and Zoltan Kodaly.

The opening presentation in San Germán, the island’s oldest municipality, will be at 7 p.m. on Friday, May 29 at a unique venue, chosen for its acoustic advantage: the museum in the Porta Coeli Convent, an ancient religious structure built in the early 17th century.

Cellist’s heritage: Memories of Pilar

The concert will then encore in Mayagüez on Saturday, May 30 at 7 p.m., in the birthplace of Casals’ mother, Pilar Defilló. Born in 1853 to political refugees from Vendrell, Catalonia in Spain, she lost her father Josep when she was 18. Her mother, Raimunda, took her and her younger brother Francisco back to Vendrell, where Raimunda still had relatives.

The long trip took its toll, and 10 days after their arrival, Raimunda was dead, leaving two teenage orphans with her family.

Alberto Medina Carrero to honor the 10th anniversary of the restoration of the neoclassical home, a charming museum and events venue on the corner of Méndez Vigo and Candelaria Streets.

The third and final clarinet concert will be held on Monday, June 1 at 5 p.m. in the Anthony “Junior” Soto Room in the Bertita and Guillermo Martínez Theater at the Puerto Rico Conservatory of Music in Miramar.

“Young Spanish Talent Meets America,” a Spanish Embassy program in Washington, D.C.’s Cultural Office, has organized the trio of concerts.

The program will consist of the aforementioned two Hungarian works covering the broad range of the clarinet. “Hommages,” written in 1994 by Kovács, evokes the unique style of nine famous composers: Manuel de Falla from Spain, Claude Debussy from France, and German greats from the classical, pre- and post-romantic periods, Johann Sebastian

Soon after, Pilar met Carles Casals, the local church organist who soon became her teacher.

In 1875 they married, and in 1876 Pilar gave birth to Pau, who would become the world’s most famous cellist. The couple had 11 children, only three of whom survived to adulthood. When Pilar noted that young Pau had a remarkable gift for the cello, she became highly pro-active in his journey to stardom, moving to Barcelona and France for his studies.

Another tradition featuring the clarinet is klezmir, a soulful, celebratory creation of Ashkenazy Jews in Eastern Europe.

While this tradition has existed for thousands of years, it only entered the mainstream in the last half century.

Its sobbing, wailing, laughing and shouting culminates most Jewish weddings, bar mitzvahs, as any one who has danced the hora at a wedding can testify.

Because Martín is a big draw, concerts are free and venues are small, getting a seat may take some doing.

Nvidia, retailer reports to shed light on AI boom, consumer spending

Two themes critical to the U.S. stock market -- the artificial intelligence boom and inflation-pressured consumer spending -- will come under the microscope next week with earnings reports from semiconductor giant Nvidia (NVDA.O), and a host of retailers led by Walmart (WMT.O).

Stock indexes have charged higher in recent weeks, with the benchmark S&P 500 (.SPX)cand technology-heavy Nasdaq Composite (.IXIC), near record levels. Two factors influencing market action in “almost parallel tracks” have been developments with AI and the spike in energy prices caused by the war in Iran, said Allen Bond, portfolio manager at Jensen Investment Management.

“There is not a lot of overlap in the two narratives, but one day to the next, the developments ... can really drive the market,” Bond said.

Stocks pulled back on Friday, as rising crude prices stoked inflation fears that also drove bond yields sharply higher.

Still, the S&P 500 has climbed nearly 17% since its low for the year in late March, and is now up more than 8% in 2026.

After the sharp rise, several investors said the market was poised for a breather. Some worried that relatively few stocks have led the recent gains, suggesting the rally may be less robust than it seems. For example, only about one-fifth of S&P 500 components had outperformed the index since the March 30 low as of Thursday morning, according to LSEG data.

“There are really a smaller set of names driving the overall index returns again,” said Patrick Ryan, chief investment strategist at Madison Investments. “It’s not necessarily a healthy market when you have that many stocks being left behind.”

Nvidia earnings on tap as semis surge

Nvidia reports results on Wednesday, as an exceptionally strong first quarter for U.S. corporate profit growth winds down.

Nvidia’s AI products have driven its shares up over 1,800% since the latest bull market began in October 2022.

“What we need to see from Nvidia is evidence that justifies the increase in the stock price and justifies their position and their benefit from this increased spending in data centers,” Bond said. “The results will be looked at ... as a signal into the health of the rest of the industry.”

One topic is whether rivals are eroding Nvidia’s market share, said Yung-Yu Ma, chief investment strategist at PNC Financial Services Group.

“It’s probably going to be more a story of, is Nvidia able to defend its leadership position as well as it has been able to the past few years?” Ma said.

Investors seek retailer views on spending trends

dustry. Walmart, the world’s largest retailer, posts quarterly results on Thursday. Other retailers reporting next week include Home Depot (HD.N), Target (TGT.N) and TJX Cos (TJX.N), opens new tab.

Investors have been wary that war-related inflation will start to weigh on consumer spending, which accounts for more than two-thirds of the U.S. economy.

Data last week showed high monthly readings for both consumer and wholesale prices, with the Producer Price Index for April posting its largest rise since March 2022. Earlier this month, the U.S. national average gasoline price topped $4.50 a gallon for the first time in nearly four years.

Investors will want to hear from retailers about spending trends and whether they have changed in recent weeks, PNC’s Ma said.

“At some point, these costs are going to catch up with consumers and are going to start to moderate spending,” Ma said. “That is probably what is more at stake for the retail earnings is, how resilient is the consumer?”

With possible Raúl Castro indictment, US eyes Venezuela playbook

The unstated warning behind the possible indictment of the 94-year-old former president of Cuba could not have been clearer: Just look at what happened in Venezuela.

Last week, the Trump administration dramatically ramped up pressure on Cuba. The U.S. embargo has left the country’s oil reserves empty. The U.S. military and spy agencies have stepped up surveillance flights around the island. Officials privately spoke of a coming buildup of armed forces in the region.

And CIA Director John Ratcliffe visited on Thursday to deliver a stark demand: shut down Russian and Chinese listening posts and take steps to open the economy.

Then came word, from people familiar with the U.S. government’s deliberations, that federal prosecutors in Miami were working on an indictment of Raúl Castro, the brother of Fidel.

It cannot be lost on anyone in the Cuban government that the Trump administration used a federal indictment against Nicolás Maduro, the authoritarian leader of Venezuela, as the pretext for a raid to swoop into Caracas in January and seize him.

Whether the U.S. military is moving toward a similar raid in Cuba is not known, though an operation is probably not imminent. A large number of U.S. Special Operations forces are deployed in the Middle East, in case hostilities against Iran flare again.

But other people briefed on the administration’s thinking say that senior officials at least want the option of running the Venezuela playbook again.

While the war in Iran has staggered to an unsatisfactory stalemate, the military operation in Venezuela remains in President Donald Trump’s view an unalloyed success.

Others close to the Trump administration believe that even if such an option is never approved, the threat of the United States trying to seize Castro, one of the leaders of the Cuban Revolution, will pressure the Cuban government to give in to the U.S. demands. But experts say that may be a misreading of the Cuban government.

“The indictment is one more element in the pressure campaign Trump and Rubio are using to try to force the Cuban government to surrender to U.S. terms at the bargaining table by creating this threat of military action in the hope that it will force the Cubans to back down,” said William LeoGrande, a professor of government at American University. “But the Cubans are not good at backing down.”

Ratcliffe’s precise message on Thursday to Castro’s grandson, Raúl G. Rodríguez Castro, known as “Raulito” or “El Cangrejo” (the Crab), is not known. But one demand was clear: Shut down China’s and Russia’s intelligence stations on the island, which the two countries use to intercept U.S. communications.

and Marco Rubio, the secretary of state and national security adviser, is unambiguous. They want to be able to assert that the United States ended communist control of Cuba, but not push the country into complete chaos.

While CIA directors are often tasked with secret diplomatic missions, the very public nature of Ratcliffe’s visit — complete with photographs and accounts of his message to the Cubans — was a departure. Frank O. Mora, the former ambassador to the Organization of American States and a former senior defense official, said the visit was a way to send an ultimatum to the Cuban government.

“The president is frustrated that he is not getting the results he wanted, or maybe he was promised in Cuba,” said Mora, who is now a professor at Florida International University. “They are tightening the screws to try to push the Cubans to make concessions they have been unwilling to do.”

While technically out of power, Raúl Castro remains

one of the most influential voices in Cuban politics. The state of his health is not completely understood, but he is frail, and has poor hearing and difficulty speaking. He has not made public remarks for some time. The optics of having an elite military Special Operations team seize a nonagenarian are likely to be poor, but that may not matter to the White House.

Mora said it was unlikely that the United States would try the same kind of military operation against Castro as it did with Maduro. But the indictment, he said, is a kind of “psychological operation.” Threats of a military operation or a legal indictment probably will not intimidate Castro, but they could send a message to the Cuban government, and to the Cuban American community in Miami, that has long pushed for an end to communism on the island.

“The indictment’s more about trying to either instill fear to intimidate the regime and to make it seem, particularly in Miami, that the president is serious about changing Cuba,” Mora said.

Prosecutors are still discussing the scope of the possible indictment. Like the indictment against Maduro, it could include charges connected to drug trafficking. The indictment could also revolve around charges related to Cuba’s downing in February 1996 of planes run by the humanitarian aid group Brothers to the Rescue.

In a Feb. 13 letter to Trump, four Republican members of Congress requested that the Justice Department consider indicting Castro, who served as Cuba’s defense minister at the time of the attack. The letter cited news reports indicating that Castro approved the shoot-downs, which the members called “coldblooded murders.”

“We believe unequivocally that Raúl Castro is responsible for this heinous crime,” the lawmakers wrote. “It is time for him to be brought to justice.”

There was a vague agreement that China would purchase Boeing jets and more U.S. soybeans. There was discussion about Iran and opening the Strait of Hormuz, and a nod to other issues, such as cracking down on chemicals used to make fentanyl.

But President Donald Trump departed Beijing on Friday with almost nothing concrete to show for his two-day summit with Chinese President Xi Jinping. After months of buildup and a delay necessitated by Trump’s difficulty in extricating the United States from the war with Iran, the summit ended with no major public progress on the Middle East, trade, Taiwan, nuclear proliferation, artificial intelligence or any of the other myriad issues that are sources of friction between the world’s two superpowers.

Instead, Trump seemed intent on a different kind of diplomacy, forging a personal bond with a Chinese leader who appeared far more focused on advancing his

own nation’s strategic agenda.

Trump toasted Xi as “my friend” at their banquet in Beijing on Thursday and said he had “become really a friend” when they sat down before the cameras on Friday.

A Chinese Foreign Ministry spokesperson, asked at a briefing during the summit whether Xi considered Trump a friend, responded with boilerplate: “The two sides exchanged views on major issues.”

Trump has hailed the summit in Beijing as a major success, highlighting the personal bond he says he has built with China’s longtime leader. But the feeling is not necessarily mutual, as evidenced by Xi’s more measured tone and the lack of clarity about any major agreements.

Orville Schell, vice president of the Center on U.S.-China Relations at the Asia Society in New York, called the summit “quite insubstantial and aspirational.”

“We have Trump dreaming out loud,” he said.

The mismatch shows the risks in Trump’s personality-driven foreign po- licy, his bet that he can solve the world’s problems and defend U.S. interests by his charm and force of will. In Xi, Trump faced a counterpart this week well versed in his desire for praise and pomp, and with an apparent strategy for how to exploit it.

The result, analysts said, was a summit that illustrated the growing confidence of China on the world stage alongside a strategically muddled U.S. foreign policy under Trump.

The summit might yet come to be seen as the start of a shift toward a more stable relationship between the United States and China. But few of even the limited accomplishments that Trump spoke about were confirmed by China, while Xi set the tone with an assertive posture over Taiwan.

Experts say there is no question that personal chemistry between leaders is crucial, especially when authoritarian, centralized countries like China are involved.

Trump has discovered the power of his personality has limits in foreign policy. In his first term, he failed to get North Korea to give up its nuclear weapons despite asserting that he and Kim Jong Un, the country’s leader, “fell in love.” In his second term, he has failed to stop Russia’s invasion of Ukraine despite a dozen phone calls with Russian President Vladimir Putin and their Alaska summit.

Still, asked to name the summit’s most important achievement for the United Sta-

tes, Trump told Fox News’ Bret Baier: “I think the most important thing is relationship. It’s all about relationship.”

“It sounds like something that doesn’t mean anything, but it’s everything,” Trump said.

China, too, hailed the personal aspect of the visit. Wang Yi, China’s foreign minister, said after the summit that “head-of-state diplomacy is the ‘guiding star’” of “the most important and complex bilateral relationship in the world.” He said Trump and Xi spent nearly nine hours together and had been able “to achieve overall stability after experiencing ups and downs.”

But China entered the meeting with a broader agenda, while deflating U.S. claims of success. Xi warned Trump about the threat of a clash over Taiwan, even as Trump said nothing about the island democracy until after Air Force One took off from Beijing. Wang also suggested that the achievements Trump had trumpeted — for example, China buying as many as 750 “big beautiful” Boeing jets — were not a done deal. On Saturday, China said it would acquire some aircraft but stopped short of confirming a specific purchase of Boeing planes.

If concrete agreements do “come as a result of the bonhomie of this summit, I think we might be able to call it something of an inflection point,” Schell said. “That has not yet happened.”

Atenienses’ Rodríguez twirls complete-game shutout with 10 Ks vs Tigres

Star right-hander Dereck Rodríguez pitched a complete game, recording 10 strikeouts to lead the Atenienses of Manatí to a 9-0 shutout victory over the Tigres of Hatillo on Saturday night in one of 15 scheduled Double-A Superior Baseball League postseason games.

Neftalí Rosario and Jesús González each blasted a home run for Manatí (1-0) in a North sectional semifinal.

In the other North semifinal, the Titanes of Florida (2-0) defeated the Arenosos of Camuy (0-2), 7-3, backed by another standout performance from Gaby Ayala, who hit a home run for the second consecutive night. He drove in three runs.

In the East, the Artesanos of Las Piedras (2-0) extended their winning streak to nine games by crushing the Guerrilleros of Río Grande (0-2). 22-3. Ángel Villanueva drove in six runs, while Miguel Egea, Albin Compre and Antonio “AJ” Jiménez each scored four times. Meanwhile, the defending champion Mulos of Juncos (2-0) shut out the Cariduros of Fajardo (0-2), 10-0, powered by a pitching effort that included 12 strikeouts over eight innings from Rubén Ramírez and two from reliever Wilfredo Delgado. Misael González drove in six runs and hit two home runs.

In the Central section, the Pescadores del Plata of Comerío (2-0) continued their dominant run by blanking the Criollos of Caguas (0-2) 1-0, backed by an eight-inning, sevenstrikeout performance from Héctor Hernández. It marked the

12th consecutive victory for Comerío, which has now shut out Caguas twice in the series. In the section’s other semifinal, the Toritos of Cayey (2-0) defeated the Bravos of Cidra (02), 4-1, thanks to a six-inning, eight-strikeout outing from left-hander José Carlos Burgos.

In the Metro region, the Gigantes of Carolina (2-0) dominated the Lancheros of Cataño (0-2), 7-1, backed by 5.2 innings from Héctor “Heto” Acevedo and 3.1 innings from Gerald Barrios. Kemuel Thomas hit a home run and drove in two runs. Also in the Metro section, the Guardianes of Dorado (2-0) defeated the Maceteros of Vega Alta (0-2), 11-6, thanks to six scoreless innings from Enrique Cotto and a home run by Elvin Álamo.

In the Southwest, the Petroleros of Peñuelas (1-1) bounced back with a 5-4 victory over the Cafeteros of Yauco (1-1), while the Petateros of Sabana Grande (2-0) outlasted the Piratas of Cabo Rojo (0-2) in a 15-14 slugfest, powered by five RBIs from Christopher Toro and four from Melvin Collazo.

In the Northwest, both semifinal series were even after two games. The Tiburones of Aguadilla (1-1) rallied for six

runs in the seventh inning to defeat the Libertadores of Hormigueros (1-1), 9-8, and the Patrulleros of San Sebastián (11) got in the win column with an 11-4 victory over the Fundadores of Añasco (1-1), powered by three RBIs from Bryan Miranda.

In the South, the Poetas of Juana Díaz (2-0) won 13-5, pushing the Peces Voladores of Salinas (0-2) -- the section champions for the past five seasons -- to the brink of elimination. Christian Velázquez earned the win on the mound, and Carlos Sánchez homered. In the other South matchup, the Maratonistas of Coamo (2-0) routed the Brujos of Guayama (0-2,) 14-4, with five RBIs from Luis Rodríguez and four from Ángel “Potoco” Flores.

In the Southeast, the Leones of Patillas (1-1) tied their series with a 5-4 victory over the Jueyeros of Maunabo (1-1), getting seven strong innings from Ryan Muñoz. In the region’s other semifinal, the Azucareros of Yabucoa (2-0) defeated the Grises of Humacao (0-2), 7-2, thanks to seven solid innings from Cristián González and three RBIs from Christian Vázquez.

Leones’ Fernández & Santos crowned champions of BSN All-Star Game events

TJ Fernández and Kenneth Santos -- both players for the Leones of Ponce -- were crowned champions of the 2026 Superior National Basketball (BSN by its initials in Spanish) All-Star Game events on Saturday night at Arquelio Torres Ramírez Coliseum in San Germán.

Fernández was named champion in the Skills Challenge after posting the fastest time in the final against Georgie Pacheco of the Atléticos of San Germán.

The first round featured Christian Pizarro (Atléticos), “Cuco” López (Criollos), Gary Browne (Vaqueros), André Curbelo (Atléticos), Pacheco and Fernández.

At the conclusion of the initial round, Pacheco, Browne and Fernández advanced to the semifinals after recording the three fastest times of the competition.

In the second round, Pacheco was the first to compete, followed by Browne and Fernández, with Pacheco and Fernández advancing to the final round.

The championship trophy was presented by BSN President Ricardo Dalmau.

The second competition of the day was the traditional Three-Point Contest, where Santos of Ponce was crowned champion. Along with Santos, the first round featured Rafael Pinzón (Capitanes), Jaylen Nowell (Gigantes), Travis

Trice (Criollos), Javier Mojica (Vaqueros), Rigoberto Mendoza (Santeros), Jaysean Paige (Mets), Pacheco (Atléticos), and Fernández (Leones).

Pinzón opened the competition with 20 points, while Nowell and Paige each recorded 19 points. Trice finished with 17 points, and Mojica added 15.

Santos had a solid first round with 19 points, while Fernández closed out the opening round with 22 points to advance -- alongside Santos, Pinzón, Paige and Nowell -- to

the semifinals.

In the second round, Pinzón finished with 18 points, Nowell scored 23, and Paige finished with 20. Santos raised the bar with 26 points, but Fernández responded with 27 to secure the highest total of the round.

The final came down to the teammates from Ponce.

In the deciding round, Santos recorded 27 points to claim the championship, while Fernández finished with 24.

With the victory, Santos dethroned Fernández, who was seeking to win his fourth consecutive title in the ThreePoint Contest.
