Fiscal Board: Law Requires Private Management of PREPA
Passengers Are Evacuated from Cruise Ship Tied to Hantavirus Outbreak

The Financial Oversight and Management Board for Puerto Rico said a legal fight over grid operator LUMA Energy’s contract should not interrupt maintenance, modernization and reconstruction of the island’s power grid or put federal recovery funds at risk, after a U.S. judge sent two lawsuits challenging the agreement back to Puerto Rico courts.
The oversight board said privatized management of the Puerto Rico Electric Power Authority’s (PREPA) transmission and distribution system is required under Puerto Rico Act 120-2018 and the utility’s fiscal plan, and that any change in operator should be handled through a transparent, competitive process.
LUMA said it is reviewing the decision, but that the operations and maintenance agreement is valid.
“Regardless of the forum where the litigation is ultimately heard, the supplemental contract is valid under the applicable legal framework,” the company said.
Late last week, U.S. District Judge Laura Taylor Swain rejected LUMA’s attempt to keep the cases in federal court and ordered them returned to the Puerto Rico Court of First Instance, where the contract challenge will now proceed.
Gov. Jenniffer González Colón praised the remand in a Facebook post, calling it a victory over LUMA and the oversight board.
“The government of Puerto Rico and the people of Puerto Rico were right,” she wrote.
Swain said federal court jurisdiction tied to PREPA’s Title III restructuring did not override the contract’s requirement that disputes be heard in Puerto Rico courts, and she cited the Puerto Rico Oversight, Management and Economic

PStability Act’s provisions that limit federal jurisdiction over actions invoking a commonwealth government’s policy or regulatory powers.
The order covers two suits filed by the governor’s administration and Puerto Rico’s Public-Private Partnerships Authority that LUMA had removed to federal court.
Puerto Rico officials argue LUMA failed to meet key obligations and that the operations and maintenance agreement is void. They also challenged a November 2022 letter that extended the contract beyond an initial interim term, saying it lacked the required approvals and did not set a fixed term.
Swain stressed the remand does not decide whether the contract is valid or whether LUMA’s performance warrants termination; those questions will be decided by Puerto Rico courts.
“The Commonwealth’s action, whose claims invoke the policy or regulatory power of a governmental entity, was improperly removed from the Puerto Rico court and therefore must be remanded to the original forum,” Swain wrote.

uerto Rico Health Secretary Víctor Ramos Otero issued a message to the public on Sunday involving misleading information circulating online related to norovirus, urging citizens not to fall prey to “social media alarmism.”
“Whenever you see this type of news, please turn to our official social media channels. Remember that the Department of Health maintains a robust and permanently active surveillance system for infectious diseases,” the health secretary stated in written remarks. “Furthermore, we maintain inter-agency coordination at both the state and federal levels. We remain on alert every day of the week, working alongside the Tourism Company, the Ports Authority, and our Depart-
“At the Department of Health, we do not improvise,” Ramos Otero added. “We have established protocols in place to handle this type of event, as well as others. We never underestimate any situation, but we act in accordance with our protocols.”
He said norovirus is frequently encountered on cruise ships because it is a highly contagious virus that causes acute gastroenteritis, resulting in vomiting, diarrhea, nausea and stomach pain. Norovirus is easily transmitted through direct contact, contaminated surfaces, or via contaminated food and water, making it a common cause of outbreaks. It is often referred to as the “stomach flu,” although it is unrelated to the influenza virus.

As part of the upcoming Puerto Rican Week activities in New York, the organizers of the Fifth Community Roundtable Discussion (“Conversatorio”), whose theme this year will be the presentation of municipal development projects in Puerto Rico, confirmed that the mayors of Jayuya, Aguada, Ponce, Vega Baja and Peñuelas will exclusively present several initiatives and projects that each municipal administration is developing in their respective towns.
The event will be held at the iconic Puerto Rican Cultural Heritage House, located in the famous El Barrio’s Artspace PS 109 -- a remodeled public school, converted into a center for fine arts activities -- at 215 East 99th Street in New York.
“Traditionally, mayors, legislators, and business and trade leaders from Puerto Rico gather for a day of in-person discussions on current topics of great relevance to those traveling to New York to participate in the events of Puerto Rican Week and the National Puerto Rican Day Parade,” said Maj. Gen. Dr. Lester Martínez López, former assistant secretary of the U.S. Army in the Department of Defense appointed by former President Joe Biden, and presidential delegate in charge of the Puerto Rico delegation traveling to New York. “This forum was created at the suggestion of former Puerto Rico Comptroller Manuel Díaz Saldaña as a way to take advantage of the trip government officials make to New York to attend events hosted by various entities.”

Martínez López noted further that “[t]his year, the forum will feature a group of mayors presenting their projects, including: Ponce Mayor Marlese Sifre, Aguada Mayor Christian
E. Cortés Feliciano, Vega Baja Mayor Marcos Cruz Molina, Peñuelas Mayor Josean González Febres, and Jayuya Mayor Jorge González.”
“To broaden the discussion, the panel also includes CUD [United Retailers Center] President Dr. Ramón Barquín and [Puerto Rico Health Secretary] Dr. Víctor Ramos, Ms. María del Pilar Vélez, secretary of the Department of Labor and Human Resources, Senator José Luis Dalmau Santiago, Representative Edgardo Feliciano Sánchez, and Resident Commissioner in Washington Pablo José Hernández,” he added.
In addition to the officials and leaders traveling from the island, joining the Conversatorio will be a significant group of leaders, senators, assembly members, councilors, businessmen and community leaders from the “diaspora,” all residents of New York City.
Previous Conversatorios have focused on small & midsize enterprises and commerce, health in Puerto Rico, the state of the island’s economy and, last year, on municipal tourism on the island, noted María Vann Reyes, owner of Tienda Sesto and a member of the Conversatorio’s co-founding group.
“As the owner of Tienda Sesto in Aguadilla, a business dedicated to selling handicrafts […] I can assure you that these conversations, where many people with decision-making power in Puerto Rico participate, help entrepreneurs in their efforts to grow or keep their businesses active in an economy as volatile as ours,” she said.

Roberto Ruiz Vargas of Three Rules Capital, the developer behind the proposed Esencia project in Cabo Rojo, said the development is designed to address poverty, inequality and access to essential services in Puerto Rico’s southwest, citing job creation and plans for independent water and renewable-energy systems.
Ruiz Vargas’ remarks to the STAR were issued in response to a statement from the Department of Psychology at the University of Puerto Rico’s Mayagüez Campus (RUM by its acronym in Spanish), which said it opposes the project and warned it could worsen existing hardship and strain basic resources in the region.
In a written statement, Ruiz Vargas said Esencia’s publicly filed plans call for creating more than 4,000 direct jobs and that many of those positions would pay several times the
region’s current median household income, which he put at $17,000.
He said the project would operate independently from municipal water systems by using on-site sources and reuse rainwater and treated wastewater for irrigation, and that the developers are exploring ways to help improve public water infrastructure as part of the broader review process.
On energy, Ruiz Vargas said Esencia is intended to run on a solar-first, 100% renewable system and could generate surplus power to feed back into the local grid when needed.
“We respect and value public input and share the RUM Psychology Department’s concerns about poverty, inequality and access to essential services across the island’s southwest,” he stated.
Department officials did not immediately provide a response.
The RUM Psychology Department said last week that its opposition is rooted in concerns about the availability and affordability of basic resources and the potential for a large-scale development to deepen economic hardship
in Cabo Rojo and nearby municipalities, including San Germán, Lajas, Sabana Grande and Yauco.
“Our goal is to be part of improving the living conditions of the families we serve,” said Lizzie García Pabón, the department’s director. “That is why we must warn about the potential harm this project represents. Health and opportunities for social and economic mobility would be compromised, with predictable effects on mental health.”
The department cited U.S. Census figures indicating 43.7% of children ages 0 to 17 in Cabo Rojo live in poverty and said about 35.8% of the municipality’s population lived below the poverty line in 2023, with some areas exceeding 60%. It also said researchers and experts have warned the project could strain access to essential services, including drinking water and electricity.
Eduardo A. Lugo Hernández, a professor in the department and a former executive director of Puerto Rico’s Commission to Combat Child Poverty and Social Inequality, said economic development should prioritize

equity, reliable access to essential resources and living-wage jobs.
The statement also warned that increased demand tied to the development could raise prices for basic goods and services such as water, electricity and food, and said higher housing demand could add to displacement pressures in communities including Boquerón, El Combate and Corozo.

With a story defined by perseverance and personal transformation, Brenda Mariel Cintrón Rodríguez became the first student in the Doctoral Program in School Psychology at the University of Puerto Rico (UPR), Mayagüez Campus (RUM), to successfully defend her doctoral dissertation -- an achievement that goes beyond academics and stands as a testament to resilience.
Her journey reflects determination in the face of the many challenges that marked her training.
“Even amid so many situations -- like the pandemic, strikes, and campus shutdowns over these 11 years -- I persisted. And even after experiencing the deepest pain -- the passing of my son, Diego -- I am still here, giving my best,” said newly minted Dr. Cintrón Rodríguez. “This achievement represents not only my effort, but also a labor of love dedicated to my greatest teachers, Diego Alejandro and Sergio Miguel. They have taught me that nothing is impossible when you do it with passion.”
After being readmitted for study at RUM in 2015, Cintrón Rodríguez earned the academic degree she had long pursued at the start of the pandemic.
“I first studied on campus from 1993 to 1995, and I left with a very low GPA. My readmission was therefore conditional on completing an academic plan,” she said. “I obtained my [bachelor’s] diploma in the same semester the pandemic began, so there was no in-person graduation. When I finally received the diploma -- one year after reaching that goal -- I learned that I had graduated Magna Cum Laude, with a 4.00 GPA in my concentration.”
Later, in 2024, Cintrón Rodríguez joined the first graduating cohort of RUM’s Master’s Program in School Psychology, an offering that began in August 2020.
“It’s a mixture of emotions, because I’ve been studying for many years,” she said. “Between completing my high school equivalency and my Ph.D., I have studied continuously for 11 years, which can be overwhelming and exhausting. Still, what matters most is the satisfaction of knowing I gave everything to achieve this.”
Being the first person to earn a doctorate degree within the program also brought added emotional weight.
“To be honest, this recognition feels good because it validates all the effort and sacrifice I’ve made -- and it allows me to honor what I didn’t do at the beginning of my college career,” Cintrón Rodríguez said. “More than anything, I want to be an example for my children, so they understand that giving up should never be an option.”

She added that being in such a visible role also brought significant pressure.
“Many people were closely following my work, which increased my stress and raised the standard I set for myself,” she said.
Her doctoral research, titled “Indicators of Hopelessness in a Sample of Adolescents and Young People in Puerto Rico,” addresses one of the most urgent challenges in today’s social context. The study examined levels of hopelessness -- along with its affective, motivational and cognitive dimensions -- among students in ninth
contextual factors.
The process was supported by a strong academic and professional network -- an essential element of her training, Cintrón Rodríguez noted.
“I want to publicly thank Dr. Janet Bonilla, the Department of Psychology, and my colleagues in the doctoral program for their support,” she emphasized. “Dr. Bonilla has truly been the driving force behind my dissertation. Without her guidance and support, this dream would not have become a reality.”

logical Services, where she provided services to the university community.
The doctoral program launched on campus with eight students. In 2024, for the first time, the university awarded eight master of science degrees in school psychology to students who completed the first stage of the combined track leading to the doctorate, with two areas of specialization: clinical psychology and neuropsychology.
“The awarding of the first doctorate in school psychology within the UPR Graduate Program -- and within the University of Puerto Rico system -- represents the fulfillment of a great dream and the culmination of years of hard work, commitment, and a shared vision,” said Dr. Bernadette Delgado Acosta, a professor in the Department of Psychology and one of the program’s founders. “Beyond an individual accomplishment, this moment reflects the collective effort of a faculty committed to building a doctoral program of excellence, capable of training highly prepared school psychologists to address the academic, socio-emotional, and mental health needs of children and adolescents in Puerto Rico.”
“It also confirms that, from our public university, we can create programs of the highest academic and professional quality -- programs that are socially relevant and sensitive to the realities of our country,” she added. “This degree is a source of enormous pride and hope for the future of school psychology in Puerto Rico.”
UPR President Dr. Zayira Jordán Conde and RUM interim chancellor Dr. Miguel A. Muñoz Muñoz also highlighted the student’s academic accomplishment, describing it as a historic institutional milestone.
“The approval of this first doctoral defense in school psychology positions the University of Puerto Rico as a benchmark for training highly prepared professionals who support the holistic development of our children and youth,” the UPR president said. “This achievement confirms that the public university produces relevant, sensitive, and transformative knowledge -- knowledge that can serve communities, strengthen graduate education, and open new pathways for the future of school psychology in Puerto Rico.”
Muñoz added: “We are setting the pace and opening new paths with a student body that is always seeking opportunities and new horizons for growth.”

“I congratulate Dr. Brenda Mariel Cintrón Rodríguez on this important achievement, which fills us with pride and stands as a powerful example for the next generation,” he said. “Wherever there is hopelessness, there is also hope -- and those who are strong and determined can find it.”

Just two weeks ago, Democrats felt increasingly emboldened about taking control of the House in November after seeming to fight the redistricting wars to a draw.
But two court rulings — one by the Supreme Court and another by Virginia’s top court — and an aggressive new push by red states to carve up congressional maps have delivered the Republican Party its biggest burst of momentum in many months.
Put bluntly, Republicans have roughly 10 more House seats that favor them than they did just 10 days ago, and Democrats are suddenly grappling with a new landscape.
“This is now clearly closer than it was just a week and a half ago,” Rep. Brendan Boyle, D-Pa., said of his party’s chances to retake the House.
Democrats are still widely seen as favored to win the House this fall. Republicans face a daunting political climate, saddled with President Donald Trump’s sagging approval ratings, high gas prices and an unpopular war with Iran. In special elections and last year’s races for governor, Democratic enthusiasm has swamped Republican turnout.
“I was anticipating about a 15- to 20seat pickup before the last week and a half,” Boyle said. “Now I would be anticipating a 10- to 15-seat pickup.”
That would be more than enough to wrest the majority from Republicans, who are clinging to a current edge of 217 to 212 seats. And history is not on Republicans’ side: The party in power almost always loses seats in midterm elections.
But after the latest map changes, winning the House majority will require Democrats to flip more seats in less hospitable territory.
Bullish Republicans feel they are back in the game.
“Lord grant me humility,” James Blair, the Republican strategist who is overseeing Trump’s political operation in the midterms, wrote on the social platform X on Friday after Virginia’s top court struck down a recently enacted map meant to give Democrats four extra House seats.
One of Speaker Mike Johnson’s senior political aides interrupted a meeting in Texas, where the Republican leader was on a fundraising swing, to break the news, according to two people with knowledge of the conversation. Johnson later celebrated on the phone with Glenn Youngkin, the former Republican

governor of Virginia, who had opposed the Democratic effort to redraw the state’s lines.
The last 10 days demonstrated the power and speed of the courts to shape the midterms — and the role of judges in the next phase of the redistricting battle. Recent legal actions are underway in Virginia, Tennessee, Florida, Louisiana and Alabama that could still undo or block some of the potential Republican gains before the fall.
The outcome of the legislative and legal fight, which has unfolded largely beyond the control of American voters, could be highly consequential. No party has made a net gain of more than a dozen House seats in a national election since the wave of 2018.
Rep. Yvette Clarke, D-N.Y., the chair of the Congressional Black Caucus, said in an interview that Democrats were engaged in “meetings on meetings on meetings” Friday to figure out how to respond in Democraticcontrolled states. But the party’s next steps
were unclear, she said, noting that some potential paths seemed to be closed because of the election calendar.
“It’s not,” Clarke said, “a good feeling.”
A flood of good news for
Republicans
The last few weeks stand as a remarkably important period in the battle for Congress this fall.
On April 21, Virginia voters narrowly passed a referendum to approve a newly gerrymandered, Democratic-drawn map. Soon after, Rep. Hakeem Jeffries of New York, the top Democrat in the House, held a news conference where he repurposed a slogan first used by a person close to Trump last year in The New York Times: “Maximum warfare, everywhere, all the time.”
“Republicans launched this gerrymandering war,” Jeffries said. “And we’ve made clear as Democrats that we’re going to finish it.”
But the battle was just beginning.
Just over a week later, the Supreme Court dropped a major ruling on the Voting Rights Act that unraveled decades-old protections for Black voters in the South. The decision opened the door for Republican-led states to rip up their maps and dilute Black voting power across multiple districts, effectively creating new GOP seats.
Republicans moved swiftly. In Tennessee, they gerrymandered away the lone remaining Democratic seat. In Louisiana, the Republican governor took the highly unusual step of delaying House primaries, even after ballots had been mailed out, to draw a new map. In Alabama, state officials petitioned the Supreme Court to allow them to use a map that would flip yet another Democratic seat.
The very day that the Supreme Court issued its ruling, state legislators in Florida adopted a new congressional map that created up to four additional Republican-leaning seats. “Signed, Sealed, and Delivered,” Gov. Ron DeSantis, a Republican, wrote on social media the next Monday as he signed it into law.
Aiming to press forward with a redistricting offensive that Trump started, more Republican-led states are considering simi-
lar changes. The party’s lawmakers were reminded of the high price of refusing the president’s demands Tuesday, when a group of Republican legislators in Indiana who had resisted his redistricting push lost their primaries to MAGA-backed challengers.
Then came Virginia, the biggest surprise of them all.
Add all the seats up where Democrats lost or could lose ground — up to four seats in Virginia, up to four in Florida, one or two in Louisiana, one in Tennessee, one in Alabama — and the total gives Republicans renewed optimism. Voters, of course, do have the final say, and Democrats are still aiming to flip two Virginia seats and compete in some of the new Florida districts.
Gearing up for November
Both parties are now bracing for a district-by-district fight this fall.
At the end of April, the Cook Political Report, which handicaps political races, listed 217 House seats as at least leaning Democratic — meaning the party would have needed to win just a single “toss-up” race to seize the majority. As of Friday, Cook rated 208 seats as at least leaning Democratic — meaning the party would need to win 10 of the 18 “toss-up” races.
The final maps are still in flux less than six months before Election Day, with Democratic-aligned legal challenges underway to new Republican maps and redistricting efforts in Florida, Louisiana and Tennessee. And more Republican-led states, including Kansas, Alabama and South Carolina, are openly considering pressing for new maps.
Democrats in some blue states where redistricting efforts had previously been considered are searching for answers or possible new moves.
“I’m afraid for my party,” said state Sen. Arthur Ellis of Maryland, a Democrat who has been calling for the state to redraw its map before the midterms, adding that losses in the gerrymandering war were creating a “real challenge” for the party’s efforts to reclaim the House majority.
Ellis said he planned to send a letter over the weekend to other Maryland state lawmakers demanding that they pass new district lines in response to the Virginia decision. “We all need to show the courage to stand up and to make our voices heard in this very crucial, critical stage in the history of the United States of America,” he said.

Government drones, errant weather balloons, experimental spy planes, rocket launches and exhaust plumes are just some of the aerial phenomena that have generated UFO sightings.
Whatever the source, there is no end to the public’s fascination with mysterious objects darting across the sky.
In recent years, the government has sought to disclose more of the information — including videos, historical documents and grainy images — that it has collected on what it calls unidentified anomalous phenomena. Congress has held hearings in its own search for answers.
On Friday, the Pentagon released what it called “new, never-before-seen” files related to unidentified flying objects on a webpage with fonts and graphics reminiscent of a 1990s sci-fi
thriller.
President Donald Trump described it as a promise fulfilled.
“Whereas previous Administrations have failed to be transparent on this subject, with these new Documents and Videos, the people can decide for themselves, ‘WHAT THE HELL IS GOING ON?’” he wrote on Truth Social.
The Pentagon said more records would be released on a rolling basis.
Some of the initial files include documents from the 1960s space race between the United States and the Soviet Union, when both countries were pushing beyond Earth’s limits.
One of the documents — which has been previously cited in books — was a 1969 technical debriefing of Neil Armstrong, Buzz Aldrin and Michael Collins, the three American astronauts on the Apollo 11 moon mission.
In it, Aldrin recalls that when he was trying to sleep during the mission, “I observed what I thought were little flashes inside the cabin, spaced a couple of minutes apart.”
Aldrin also recounts seeing “what appeared to be a fairly bright light source, which we tentatively ascribed to a possible laser.”
A 1963 government memorandum reflects concerns within the Kennedy administration that the United States was not preparing for the possibility, however remote, of humans encountering aliens.
In it, Maxwell W. Hunter II, a prominent aerospace engineer, warned that, without some planning, “our policy will be determined in the traditional manner of grand panic.”
Here’s a look at some key events in the recent push for information about UFOs.
May 2019
A New York Times report detailed strange aerial phenomena witnessed by Navy pilots, including flying objects that they said had no
visible engines or infrared exhaust plumes, but could reach 30,000 feet and hypersonic speeds.
June 2021
The Office of the Director of National Intelligence released a report cataloging 143 unexplained aerial phenomena dating to 2004. The report did not draw conclusions or offer explanations for most of the events.
November 2021
The Pentagon announced a new group to investigate reports of unidentified aerial phenomena in sensitive areas, work that would be overseen by both military and intelligence agencies.
May 2022
Pentagon officials, testifying at the first congressional hearing on military reports of UFOs in more than a half-century, showed a previously classified video of a reflective spherical object speeding past a military jet. It remains unexplained. Officials testified that the government had not collected material from any aliens.
June 2022
NASA announced a new study of unidentified aerial phenomena. An agency official described it as “high-risk, high-impact kind of research” that could uncover new scientific phenomena — or nothing at all.
December 2022
President Joe Biden signed an $858 billion military spending bill that included a requirement for the Pentagon to review historical documents related to UFOs dating to 1945. That was the year that, according to one account, a large, avocado-shaped object struck a communication tower in a patch of New Mexico desert now known as the Trinity Site, where the world’s first atomic bomb was detonated.
September 2023
NASA appointed its first director of research on unidentified anomalous phenomena. The position was recommended by an independent study team that called for the agency to play a bigger role in examining UFOs.
March 2024
A Pentagon report found no evidence that the government covered up knowledge of extraterrestrials and no evidence that any UFO sightings actually were aliens visiting Earth. The 63-page report was a sweeping rebuttal to claims that the government had secretly harbored alien spacecraft or alien technology.
February 2026
Former President Barack Obama tells a YouTuber that aliens are “real, but I haven’t seen them and they’re not being kept in Area 51.” The clip ricocheted across the internet, stirring wild speculation. Obama later clarified that he believed extraterrestrials likely exist in the universe, but “I saw no evidence during my presidency that extraterrestrials have made
contact with us. Really!”
February 2026
Trump directed his administration to begin releasing files related to aliens, extraterrestrial life and unidentified flying objects. He also attacked Obama for his comments about aliens in the YouTube interview, insisting he “gave classified information; he’s not supposed to be doing that.”
May 2026
Days before the Trump administration released the latest files, Obama said in an interview with Stephen Colbert that the government was not hiding aliens. “For those of you who still think we’ve got little green men underground somewhere: One of the things you learn as president is the government is terrible at keeping secrets,” Obama said.

Eight years ago, local officials in Washington learned a section of a sewage line next to the Potomac River had become corroded and was at risk of bursting. They wanted to repair it urgently. But the officials first needed to apply for a federal permit.
When they did, federal officials demanded an exhaustive review of the project’s potential effects on trees, wildflowers and bats rather than granting the permit, The Washington Post has documented. Four months ago, the section burst, spewing hundreds of millions of gallons of raw human waste into the Potomac.
This example is extreme, but it shows how well-meaning permitting laws have stymied vital projects in the United States. Government agencies can take years to grant permits. The highest toll comes from the accumulated harm of the millions of projects that are never built: homes that would make housing more affordable; roads, bridges and transit that would speed movement; factories and office buildings that would provide good jobs; power plants that would be cleaner than those they replaced.
Congress now has an opportunity to lift some of the regulatory burden. In December, the U.S. House of Representatives passed a bill to reform federal permitting rules, the Speed Act, with 11 Democrats joining most Republicans. The bill is a good start but could stand to be improved. Senators from both parties recently restarted talks on their own version of a bill.
The politics are more favorable to progress than they have been in a long time. One reason is that Democrats, who are traditionally wary of deregulation, increasingly recognize that dense permitting rules are obstructing progressive goals, such as reducing living costs and protecting the environment. “We need to build, and fast,” said Sen. Sheldon Whitehouse, D-R.I., who is known for his passion about climate policy. Failing to do so, he said, “will look grossly negligent.”
Congressional Republicans and President Donald Trump, for their part, have often gone too far in the other direction and unwound valuable regulation. But Republicans now have reason to consider compromise on a reform bill: the fear that voters’ unhappiness about affordability could cost them their majority in the midterm elections this year. In Trump’s 15

months in office, his policies have mostly increased prices, through his war in Iran and his tariffs, as well as the foolish cancellation of clean energy projects.
A deal that makes it easier to build in the United States is feasible, and we urge Congress to work toward one.
The broad outlines are already visible. Democrats want to aid green energy; Republicans want to promote fossil fuel projects and other types of building they feel environmental reviews have stymied. These divergent aims require different changes in the law. The two sides should make a deal.
Renewables such as wind and solar power have become cheap to build and operate — that is, if they can plug into the grid. One obstacle to building more renewables is the lack of high-voltage transmission lines to move electricity from areas where the wind blows and the sun shines to the rest of the country. Not nearly enough of these lines exist today, and that undermines the production of clean energy and raises energy costs for both households and businesses. The problem is likely to worsen, given the increasing demand for electricity, coming from artificial intelligence data centers, electric cars and other sources.
As for the political trade, Republicans are more likely to agree to this reform if Democrats accede to easing environmental review laws such as the National Environmental Policy Act, or NEPA, and other statutes that restrict construction projects. There’s good reason to do this, too. Since NEPA became law in 1970, judges and regulators have expanded the intensity of environmental reviews to the point of paralysis. The time it takes to prepare an environmental impact statement is long and has become longer over the decades, stretching to about four years on average in recent years. Litigation and other hurdles can add more time, even for the projects that clear legal review.
We understand why many Democrats are wary of permitting reform. Environmental laws have accomplished tremendous good over the past half-century, cleaning our air, water and more. Republicans frequently exaggerate the downsides of laws like NEPA and sometimes tell outright lies. As president, Trump has shown disdain for the serious harms and risks of climate change.
At the same time, overregulation has become a problem in some areas. Too often, today’s regulations fail to accomplish their mission of balancing the nation’s varied interests and arriving at the best collective solution. Fixing the excesses while still keeping the best parts of permitting laws is possible.

Many projects, like the Potomac sewage line repair, should not require intensive scrutiny that lasts for years. Builders should be able to object when a process is moving too slowly. And regulators should face binding timelines to complete their reviews. Federal agencies should also be adequately staffed; some are not, and the Trump administration has aggravated the problem. These steps would preserve the core function of environmental regulation: requiring

reasonable but not excessive assessment of a construction project’s impact.
Leaving things as they are would help to preserve a status quo that has proved inadequate for the challenges the country faces: disconnected power grids; dirty energy; creaky roads, bridges and rail lines. The system is tilted in favor of those who seek to preserve their own parochial interests at the expense of their broader communities and the country.
More Democratic leaders are starting to strike a better balance. In Colorado, Gov. Jared Polis has pushed through reforms such as allowing more building density near mass transit lines. In California, Gov. Gavin Newsom has eased the requirements of his state’s version of the National Environmental Policy Act.

María Nieves Rego, who with her dance partner and onetime husband, Juan Carlos Copes, formed a duo that, despite their often painful personal relationship, helped spark a tango revival in Argentina that spread worldwide, died on April 19 in Buenos Aires. She was 91.
Her death was announced by the Argentine Association of Actors and Actresses, which did not specify a cause or say where in the Argentine capital she died.
The Fred Astaire and Ginger Rogers of tango, Copes and Nieves (who dropped her surname as a professional) began dancing together in the milongas — dance events or dance halls — of working-class Buenos Aires in the late 1940s.
With the ambitious, controlling Copes leading the way, they went on to develop a new style that became known as “estilo Copes-Nieves.” It blended the romance and elegance of tango — traditionally an intimate, improvisational social dance — into a choreographed, stage-worthy spectacle, complete with furious footwork and athletic lifts.
For roughly a half-century, Nieves and Copes were recognized as international ambassadors for the art form. They reached their pinnacle with “Tango Argentino,” a stage production that premiered in Paris in 1983 and became a sensation in Europe and Asia before landing on Broadway in 1985, where it earned critical raves and several Tony nominations.
The show featured several pairs of dancers exploring the history of tango and its varieties. But Nieves and Copes were the undisputed stars who, as critic Anna Kisselgoff wrote in her New York Times review, “give us the tango as pure form.”
“Tango Argentino” shattered the old Hollywood stereotypes of tango — the “swoop-and-dip image or its cheekto-cheek slinking variant,” Kisselgoff wrote. “Nothing could have prepared the lay audience for the entangled legs, the brilliant kicking and brisk footwork, the twists.”
The energetic production was credited with inspiring a worldwide renaissance for the genre, with tango clubs sprouting up in cities all over.
“It was like a revolution,” Nieves recalled in “Our Last Tango,” a 2015 documentary about her and Copes. “Tangomania!”
But it wasn’t all triumphant for Nieves, as her initial love affair with Copes turned into a turbulent relationship, including a fraught nine-year marriage marked by her husband’s infidelities.
“All my anger, all my pride was thrown onstage,” she recalled in a 2003 interview with the website Todo Tango. “Many people who did not know what was happening told us, ‘It’s quite noticeable, your passion when you dance.’ Yes, the passion of hate.”
María Nieves Rego was born in Buenos Aires on Sept. 6, 1934, to poor immigrant parents from Galicia, in northwest Spain. Her father, a milkman, died of tuberculosis when she was young, and by 12 she had left school to work with her
mother as a maid.
Her first exposure to tango was hearing the music on the radio; she began practicing steps by dancing with a broom. She was in her early teens when she first spotted Copes, who was three years her senior and studying to be an electrician, at a local dance hall.
He initially focused his attention on her older sister. Still, Nieves recalled: “I liked the way he looked. Butterflies in my stomach.”
Interviewed for the documentary, Copes was not quite so sentimental. “I realized she was what I was looking for, for my height and the way I moved,” he said. “At that moment I knew, I’d found my Stradivarius.”
They refused to be confined by the traditional parameters of tango. Instead, they found inspiration in the exuberant, athletic moves on display in exuberant Hollywood musicals like “Singin’ in the Rain.”
“We went at least five times,” Nieves recalled of that classic 1952 film. “We came out of there and thought we were Gene Kelly and Cyd Charisse.”
Although they lacked formal training, they excelled in competitions held throughout Argentina. In 1955, they scraped together enough money to rent a theater and mount their first revue, a forerunner of sorts to “Tango Argentino.” The success of that show led to an invitation to perform at a more prestigious theater in Buenos Aires.
But even as they made a name for themselves, tango itself was in crisis, losing popularity among Argentine youth to rock ’n’ roll and other modern forms. A new direction was needed.
Copes “always said that tango had to be about more than just going to a milango,” Nieves recalled in the documentary. He insisted “that it could be something worldwide.”
They created Compañía Argentina Tangolandia, known as Tangolandia, a traveling revue featuring music by composer Astor Piazzolla that showcased Nieves and Copes’ new style of tango, which was also often called tango escenario, or stage tango.
By 1959, they were touring the world. In the early 1960s, they made multiple appearances on “The Ed Sullivan Show,” and over the years opened for the likes of Frank Sinatra and Danny Thomas.
They married in Las Vegas in 1964, although Copes, by his own admission, was not cut out to be a one-woman man.
“As a human being, I always respected her, totally,” he said in the documentary. “The fact that I had weaknesses on the other hand, I think that’s natural. Otherwise, I wouldn’t be a man.”
As the years passed, their personal relationship devolved, even as their professional life together flourished. “We cursed each other when we danced,” Nieves said, “but nobody noticed.”
She eventually learned that Copes had fathered a child with another woman. The marriage ended in 1973, and Nieves had to decide whether to continue with their dance partnership.

“I had to choose,” she said, “and I chose tango.” Copes eventually started a family with the other woman, but he and Nieves continued to dance together until 1997, when he set out on his own. (They reunited in 1999 for a Broadway revival of “Tango Argentino.”) He died in 2021 from complications of COVID-19.
Complete information about her survivors was not immediately available.
Even during her most tumultuous stretches with Copes, Nieves found ways to channel her anger. “I was hurt,” she said, “but that helped me to rise a bit higher, because I was always beneath him. I said to myself: ‘I’ll show you. I’ll mop the floor with you onstage.’”

The artificial intelligence boom has one big thing holding it back: energy. AI companies rely on power-hungry data centers to train their models, and they need gigawatts of power to keep them humming.
With only so much energy to go around and only so much funding to build new infrastructure, it’s fiercely competitive out there. The biggest AI companies, including Google, Meta, OpenAI and Anthropic, are locked in a white-knuckled race to secure the most money and announce the biggest infrastructure deals. One way for a company to stand out — or to intimidate the competition — is to boast about how much power it has access to for these ventures.
Critics call such infrastructure projects bragawatts. They’re often announced to much fanfare, with companies boasting about the number of gigawatts of energy they will one day produce. Some executives invoke the term as a form of trash talking. My energy project is real. My competitor’s? Bragawatts.
The term started more than a decade ago in the energy industry, used to describe power from a solar or wind project that had no chance of being built. Last year, AI executives began boasting with increasing boldness about their plans. AI watchers, including Waldemar Szlezak, the head of infrastructure at the private equity firm KKR, repurposed the term in a Financial Times column imploring investors to look past the AI hype and focus on the reality of today’s power grid. Since then, the term has popped up in media headlines, analyst reports and on social media, typically with a healthy dose of skepticism about how quickly such projects can realistically be built.
The numbers being announced are staggering. Nvidia estimated that as much as $4 trillion would be spent on AI infrastructure this decade. OpenAI said it had committed to spend $1.4 trillion to build data centers around the world. (It later lowered that target to a mere $600 billion.)
Brad Gastwirth, global head of research and market intelligence at Circular Technology, a supply chain services firm, said that projects highlighting a gigawatt

or more of energy are the most likely to be bragawatts.
“That’s where you can have some scratching of the heads,” he said.
Likewise for any infrastructure projects announced by companies that haven’t already secured the land to build the project, he noted. “That’s definitely the braganomics.”
The biggest tech companies are hoovering up gigawatts, but demand far outstrips capacity.
Things are ramping up so quickly that AI companies are concerned they will run out of computing capacity on Earth. So they’re looking to the heavens. Google, SpaceX and others have begun work on projects to create data centers in space, where they will have nonstop sun for solar panels and no fights with locals who don’t want one in their backyard. Experts say data centers in space do not make financial sense today.
In some ways, it doesn’t matter how realistic a company’s projects and plans are. The point is to get a splashy headline, gin up hype, excite investors and project forward momentum. The perception of dominance is almost as good as the real thing.

Global stocks roared throughout most of the week, with many benchmark indices reaching record highs before pulling back slightly on Thursday. While the stop-andstart prospects for a U.S.-Iran peace deal created some volatility, the main focus for markets remained the ongoing AI chip boom, which shows no signs of slowing.
Things got off to a dramatic start early in the week as U.S. President Donald Trump’s “Project Freedom” plan briefly came into effect with the stated aim of shepherding stranded ships through the Strait of Hormuz. That elicited a strong response from Iran, which struck ships in the Gulf and set a UAE oil port ablaze,

permanent cessation of hostilities and the reopening of the strait - a big “if” given that the current plan reportedly leaves most contentious issues unresolved - that doesn’t mean the energy shock will be resolved anytime soon considering the level of disruption, particularly in Asia.
Back stateside, U.S. energy exports are continuing to soarwhich has helped global markets during the crisis - but this is leading to dwindling domestic fuel stocks, which could be bad news for U.S. consumers already seeing rising prices at the pump.

Despite all the back and forth in the Middle East this week, investors appeared far more interested in the AI chip boom, including upgrades to AI spending projections. Morgan Stanley now sees the capex growth of the top five hyperscalers topping $800 billion this year and $1.1 trillion next year, while Goldman Sachs expects the cumulative spend by 2031 to be as high as $7.6 trillion.

driving up oil prices by some 6% through Tuesday.
But crude prices started tumbling on Wednesday following reports of a fresh U.S. proposal to end the war, along with bullish comments from President Trump on the likelihood of a swift conclusion.
Both Brent and WTI crude dropped below $100 per barrel for the first time since the second half of April, though Brent only stayed there briefly, rising back over that threshold as renewed fighting broke out between U.S. and Iranian forces in the Gulf on Thursday.
Even if the new U.S. peace proposal eventually leads to a
That has helped push global chipmakers into the stratosphere. Shares of U.S. giant AMD on Wednesday leapt 15% to an all-time high after it forecast revenue above expectations on strong AI chip demand. Just as impressive were the moves in Asia. South Korea’s SK Hynix started the week with a 13% jump on Monday.
This tech rally helped guide indexes to fresh highs through the week, especially in Asia. South Korea’s KOSPI passed the 7,000 mark for the first time on Wednesday as Samsung’s market cap hit $1 trillion. Even as stocks slipped toward the end of the week on the fresh U.S.-Iran military exchanges, Asian markets remained on course for strong weekly gains.
The euphoria is sure to reignite the debate about whether we’re heading into an AI-fuelled hyper-bull market or seeing a dangerous overvaluation that will lead to an inevitable correction. And what about the surprising resilience of emerging market stocks?
Elsewhere, government bonds came under pressure this week, with the U.S. long bond yield touching 5% before pulling back - drawing buyers once again despite investor appetite being tested by a whole cocktail of concerns.
Gilt yields were also elevated throughout the week. Where they go from here may be influenced by how Thursday’s UK local elections affect Prime Minister Keir Starmer’s position as leader of the governing Labour Party. Early results showed widely expected Labour losses in many councils materializing, but Starmer insisted on Friday he would not resign. Sterling pushed higher and gilt yields fell back.

Passengers and crew from a cruise ship hit by a deadly hantavirus outbreak were evacuated Sunday after the vessel anchored off Spain’s Canary Islands. Global health officials have sought to calm fears about the passengers’ return to their home countries by vowing to closely monitor any signs of disease.
The ship, the MV Hondius, arrived at the port of Granadilla de Abona in Tenerife, the largest of the islands, on Sunday morning, one month after a person died on board.
Mónica García, Spain’s health minister, told reporters in Tenerife that everyone on the ship was without symptoms. Health officials boarded the vessel to conduct an epidemiological evaluation, including assessing temperatures and symptoms, but they did not test anyone, she said.
Passengers and crew members began disembarking in small groups later Sunday, wearing masks and blue personal protective equipment. Many carried what appeared to be white plastic bags. People were allowed to take only essential items, including a cellphone and documentation, Spanish authorities said.
The Spanish authorities said evacuations on chartered or military flights were expected to continue through Monday evening. García said at
midday Sunday that 13 Spanish passengers and one Spanish crew member had boarded a flight to Madrid and that five French citizens were taken to the airport after disembarking.
There were about 150 people aboard the ship when it arrived at the Canary Islands, including crew members, passengers and four medical staff members who boarded the vessel when it was anchored off the coast of Cape Verde, an island archipelago in the Atlantic Ocean.
The World Health Organization has said that the risk of the outbreak to the general public is low. As the ship neared the Canary Islands on Saturday, Dr. Tedros Adhanom Ghebreyesus, the head of the organization, moved to allay residents’ concerns about the hantavirus, which has rekindled anxieties from the early days of the COVID-19 pandemic.
“I know that when you hear the word ‘outbreak’ and watch a ship sail toward your shores, memories surface that none of us have fully put to rest,” he said in a statement addressed to Tenerife, after the leader of the regional government of the Canary Islands tried to block the arrival because of fears about disease.
“But I need you to hear me clearly: This is not another COVID,” Tedros added.
The Spanish government forced the anchoring in the archipelago, overriding a last-minute veto by the regional leader, who had argued that
the central government had not provided enough information to guarantee the health of residents.
Since April 11, three passengers have died and five other people have fallen ill after showing symptoms of hantavirus, a rare family of viruses carried by rodents, according to the WHO. Although human-to-human transmission of the hantavirus is rare, WHO officials said that the strain that had infected patients from the ship, called the Andes strain, was the only one known to spread among humans.
The pathogen had been confirmed in six people, the WHO said, including two of the dead. Two other people were “probable cases,” the organization said.
Global health officials were taking steps to stop it from spreading, but predicted a “limited” outbreak if public health measures were enacted.
In Tenerife, the ship anchored offshore in an industrial port. People were being taken ashore in small boats and then led to an airport, from where they were expected to be sent to their home countries, Spanish officials said.
“This unprecedented operation is going as planned,” García said around midday Sunday.
García said citizens of countries including Canada, the Netherlands, Britain, Turkey, Ireland and the United States were set to disembark Sunday. The remaining passengers will be evacuated Monday on planes sent by Australia and the
Netherlands, she said.
The body of one of the three deceased passengers will remain on the ship, she added.
Oceanwide Expeditions, the cruise operator, said Sunday that once all guests and some of the crew have disembarked, the ship “will bunker and take on necessary supplies” in Tenerife before transiting to Rotterdam, in the Netherlands, which was expected to take around five days. The ship will be disinfected there, Spain’s interior minister, Fernando Grande-Marlaska, said Saturday.
Countries were scrambling to trace people who may have been exposed to the virus and were monitoring people who were on the ship or had contact with sickened passengers.
“We classify everybody on board as what we call a high-risk contact,” Maria Van Kerkhove, the WHO’s director of epidemic and pandemic preparedness and prevention, said Saturday.
The WHO recommended a 42-day period of “active monitoring and follow-up” for everyone who disembarked.
Five French citizens arrived home Sunday evening, but one of them developed symptoms during the flight, Sébastien Lecornu, France’s prime minister, said on the social platform X.
Lecornu said that the five passengers were immediately placed in strict isolation, and that they will undergo more testing and a health assessment.

Peter Magyar, the former opposition leader, was sworn in Saturday as prime minister of Hungary, after winning an uphill election campaign to unseat Viktor Orban, whose 16 years in power made him a global icon of
nationalist right-wing politics. Magyar, 45, a lawyer, has vowed to reverse the democratic backsliding and embedded corruption that ultimately turned huge numbers of voters away from Orban’s Fidesz party and handed the opposition Tisza movement a landslide victory less than a month ago.

“I won’t rule Hungary, but serve it,” Magyar promised in his inaugural speech inside parliament.
Hungarian voters, he said, gave his government a mandate “to open a new chapter in Hungary’s history.”
“Not only to change the government, but to change the system as well,” he said. “To start again.”
In April, Tisza, which Magyar took over in 2024 after souring on Fidesz and breaking from it, secured an overwhelming 141 seats in the national assembly. Fidesz managed to keep only 52 seats, despite extensive gerrymandering, nearly total control of the news media and a full-throated endorsement from President Donald Trump and his top officials.
The scale of Magyar’s victory has left Fidesz in pell-mell retreat, and it has the potential to give him a powerful hand as he faces the monumental task of dismantling what Orban called “illiberal democracy” and reviving Hungary’s anemic economy.
“I have been waiting for this moment for 16 years,” said Gyorgy Mozar-Bor, 42, who, with his partner, was among the thousands of Hun-
garians outside parliament Saturday.
“It has become clear that Fidesz has begun to build a Russian-style state, heading out of Europe,” he said. “But we belong to Europe.”
Magyar will have to prove that he can lead the country. Many in his parliamentary faction are political novices — and so is most of his Cabinet.
His job could be harder if Fidesz-appointed dignitaries, including the president, the chief prosecutor and heads of various judicial, regulatory and oversight authorities, remain at their posts. Magyar instructed them to resign by the end of May.
“The easiest solution would be if they stepped down,” said Gabor Attila Toth, a lawyer and professor at the University of Debrecen, in eastern Hungary. Otherwise, he said, the new government has two options: use existing laws to oust them, which will be difficult, or “change the Constitution and the relevant laws.”
The Fidesz-installed president, Tamas Sulyok, has not said if he will step down. On Saturday, in his opening speech for the new parliament’s inaugural session, he said he hoped for a “constructive collaboration.”
Many former Fidesz loyalists are already distancing themselves from the losing party.
Magyar has also pledged to hold corrupt businesspeople and politicians accountable and to recover stolen funds for the state. That could, at least temporarily, help stabilize the economy.
A key test will be if he can reclaim European Union funding withheld from the previous government, more than $12 billion of which is set to expire in August.
Zoltan Tarr, Tisza’s incoming culture minister and the party’s delegate to the European Parliament, has confidence that the new government will secure the funds.
“The biggest obstacle is time,” Tarr said Saturday. Orban’s government, he added, had years to resolve the disputes. “And we have to solve these in a matter of weeks.”
Voters have faith in him, according to a new poll by Median, an independent pollster that predicted the election result accurately: 72% of Hungarians now think Magyar is suitable to lead the country.
Endre Hann, Median’s founder and managing director, said belief in Magyar helped overturn the rule of Orban, as “society gradually came to realize that Fidesz could be defeated.”
This belief persisted after the election. According to the same poll, nearly two-thirds of Hungarians think the country is headed in the right direction, twice the level recorded in November. But the Tisza government will have to “take many concrete steps to meet the high expectations,” Hann added.
Magyar will have to tread carefully. He won by pitching himself as a conservative to win over disaffected Fidesz voters. Liberal and left-wing voters disliked many of his views on immigration and LGBTQ+ issues but supported him because he offered the first viable alternative to Orban in years.
Some expectations for a real change of direction for Hungary, both within the country and abroad, may prove overblown.
Magyar pledged to maintain border security, even in the face of EU asylum policies, while preserving good relations with the bloc. He said he would not veto the $106 billion loan package for Ukraine, though he plans to opt out of the financing.
Progressives hope he will abide by a recent ruling by the European Court of Justice and repeal a 2021 “child protection law” that connected homosexuality with pedophilia and restricted gay rights.
But doing so would risk alienating his rightwing voters, playing into Fidesz narratives that he is a closet liberal and a puppet of the EU.
Civil organizations, for now, simply hope that Magyar will see them as partners, said Emese Pasztor, a lawyer and project manager at the Budapest, Hungary-based human rights organization Tasz. She said Tisza’s election victory felt like a “breath of fresh air.”
Pasztor hoped the new administration would be more receptive to criticism and willing to engage in discussion. “If governance would be transparent, and the public had better access to information,” that alone would be a success, she added.
Budapest’s mayor, Gergely Karacsony, who was vilified by the Fidesz government, is hoping that the relationship between the capital and the state will improve.
For years, the mayor accused Orban’s government, which drew most of its support from outside the relatively liberal capital, of withholding funding and weaponizing the tax system against the city.
“We’ve lost the last six years locked in a constant financial and political battle with the government,” Karacsony said in an interview.
A lot of the city’s development and investment in infrastructure, which, he said, were in very poor condition, had been put on hold.
“We want to honor 16 years of struggle and usher in a new era in Hungary,” Karacsony said. “We want to remember the sins of the Orban government to make sure that this

kind of exclusionary, hate-driven political culture never takes root again.”
“I’m celebrating Hungary’s new birthday,” Barbara Alfoldi said Saturday in Budapest as
she and some of her friends celebrated the new government. Alfoldi, 48, said she had been an activist with Tisza since Magyar took over the party in 2024.

(Arash Khamooshi/The New York Times)
ing for another 30 days and end Iran’s blockade of the Strait of Hormuz, a key oil and gas shipping route in the Persian Gulf. The officials said the United States and Iran would try to reach a comprehensive deal during the monthlong lull.
President Donald Trump announced a temporary ceasefire last month, suspending the U.S.-Israeli military campaign that began in late February against Iran. But more than a month later, the two countries have failed to reach a deal to end the war, leaving the region in an uneasy limbo.
Intermittent clashes across the region over the past week have underscored the frailty of the ceasefire — what analysts have labeled a state of “no war, no peace.”
On Sunday, the United Arab Emirates said it had again been attacked by Iranian drones, after several Iranian strikes this past week. Two days earlier, U.S. warships fired on military facilities along Iran’s coast after coming under attack, the U.S. military said.
Iran continued to blockade the Strait of Hormuz. Trump has retaliated by imposing a U.S. military blockade of Iranian ports.
One of the core disputes involves Iran’s nuclear program, which Israel and the United States view as a national security threat. Trump has repeatedly said the war
was intended to prevent Iran from developing a nuclear weapon, and he has hailed the joint strikes with Israel last year on three Iranian nuclear sites.
A persistent issue in the talks is the 970 pounds of near-bomb-grade enriched uranium that international inspectors say is most likely buried at two of those sites. Iran has ruled out giving up the uranium as part of a deal.
Trump has sent mixed messages about the uranium, including saying last month that he didn’t really care about it because it is “so far underground.” But in an interview released by the syndicated news show “Full Measure” on Sunday, Trump said the United States would “get that at some point.”
On Sunday, Benjamin Netanyahu, the Israeli prime minister, said the conflict with Iran was “not over,” in part because Iran had yet to give up the material that Israel fears could one day be made into a nuclear weapon.
“There is still nuclear material, enriched uranium, that has to be taken out of Iran,” Netanyahu told CBS’ “60 Minutes” in an interview. “There’s still enrichment sites that have to be dismantled. There are still proxies that Iran supports. There are ballistic missiles that they still want to produce.”

In the wake of the war in Iran, airlines have been raising their fees for checked bags.
According to airline executives, operating costs have gone up since the conflict began, and with jet fuel prices surging, raising baggage fees is one way to address the added costs. Most major airlines have hiked the price to check a bag by about $10.
But there are tools to help minimize your expenses.
Travelers in premium cabins and active military personnel often have their baggage fees waived. For the rest of us, the best options are credit cards and airline loyalty programs, which, depending on your status, may mean a break on baggage fees.
Some credit cards effectively get you free checked bags by offering an airline fee credit that you can use on airplane tickets, bags or other purchases. For example, the Chase Sapphire Reserve card ($795 annual fee) offers a $300 travel credit per year that can be used to cover bag fees, while the Platinum Card from American Express ($895 annual fee) offers $200 per year for airline fees.
But if you fly one airline often, it can make more sense to use an airline-specific, cobranded card to wriggle out of baggage fees.
Another thing to keep in mind: Airlines are increasingly tacking on an extra fee — usually $5 — for travelers who pay for their checked bags less than 24 hours before departure, so plan ahead.
Here are the current prepaid fees for checking bags on major U.S. airlines, and how to avoid them.
American Airlines
First checked bag: $45. Second checked bag: $55.
— Premium fare: First class and business class tickets usually include two free checked bags or more.
— Loyalty programs: AAdvantage Gold status members get one free checked bag; AAdvantage Platinum members get two free checked bags; Platinum Pro and Executive Platinum members get three checked bags free. If you have loyalty status with a partner airline in the Oneworld alliance, like Brit-

ish Airways or Qatar Airways, you can still get free bags when flying American.
— Credit cards: The Citi AAdvantage Platinum Select card allows one free checked bag for you and four companions ($99 annual fee, often waived in the first year). The Citi AAdvantage Executive World Elite Mastercard ($595 annual fee) offers one free checked bag for you plus eight companions. The AAdvantage MileUp card (no annual fee), however, does not include a free bag allowance.
First checked bag: $45. Second checked bag: $55.
— Premium fare: Delta One and Delta First passengers can check up to three free bags.
— Loyalty Programs: Delta SkyMiles Medallion members get one free bag for themselves and one each for up to eight companions. Gold and Platinum Medallion members get a first and second free bag for themselves and up to eight companions. Medallion program baggage benefits also apply when the member is flying with China Southern Airlines or other SkyTeam alliance partner airlines, like AirFrance, KLM or AeroMexico.
— Credit cards: Those with a Delta SkyMiles American Express card, which includes Delta SkyMiles Gold Amex ($150 annual fee after first year free), Delta SkyMiles Platinum Amex ($350 annual fee) and Delta SkyMiles Reserve Amex ($650 annual fee), get their first checked bag free, as do up to eight companions on the reservation. Silver Medallion members who hold an eligible Delta SkyMiles American Express card receive a second bag free for travel within the United States and Canada. The Delta SkyMiles Blue Amex card (no annual fee), however, does not include a free bag allowance.
United Airlines
First checked bag: $45. Second checked bag: $55. — Premium fares: Passengers in premium cabins get three free checked bags.
— Loyalty programs: For domestic travel, MileagePlus program members at the Premier Silver level get one free checked bag; Premier Gold members get two free bags; Premier Platinum and Premier 1K members get three free bags.
— Credit cards: For United Explorer cardholders ($150 annual fee after first year free), the first bag is free. For those with United Quest ($350 annual fee) and United Club ($695 annual fee), the first and second bags are free.

Asmall world about 300 miles wide and 3.5 billion miles from the sun — nearly as far away as Pluto — appears to be swaddled in a layer of air, astronomers reported last week.
“I was genuinely surprised,” Ko Arimatsu of the National Astronomical Observatory of Japan said. He led a team of Japanese astronomers who reported their findings in the journal Nature Astronomy.
The discovery of the air layer — an atmosphere — is doubly befuddling. First, the gravitational pull of such a small celestial body is weak, and any air surrounding it should have long ago floated away into space.
In addition, at the outer edge of the solar system where this distant world, known as 2002 XV93, orbits, temperatures are so cold that most of the molecules that exist as gases in Earth’s atmosphere freeze solid. Air that did not float away would be expected to turn into ice and fall to the surface.
“It is really super weird that 2002 XV93 has an atmosphere,” said Michael Brown, a planetary astronomer at the California Institute of Technology who was not involved with the new research. “So weird that I find it pretty hard to believe.”
But “the data look pretty convincing,” Brown said. “This one has me baffled.”
Arimatsu and his colleagues made their key measurements in a couple of minutes on a single night — Jan. 10, 2024 — when 2002 XV93 passed in front of a distant star. Telescopes in two locations in Japan, Kyoto and Kiso, captured the vanishing of the star’s light — for about 16.5 seconds at Kiso and 18 seconds at Kyoto — and then its reappearance.
The length of each disappearance — what astronomers call an occultation — helped refine estimates of the size of 2002 XV93, one of thousands of icy worlds known as trans-Neptunian objects, or TNOs, in the outer solar system.
But curiously, the star did not blink out suddenly and instead dimmed over 1.5 seconds. When it reappeared, its brightening was similarly gradual, pointing to the presence of an atmosphere.
The effect was similar to sunrises and sunsets on Earth, when the sun is dimmer, and the sky does not instantly turn dark, because the sunlight bends and scatters as
it passes through the atmosphere.
Observations made by a third telescope at Fukushima, to the northeast, showed the star dimming but not disappearing entirely, suggesting that it passed behind the atmosphere but not the solid part of 2002 XV93. (At a fourth telescope, in Okayama, to the southwest of Kyoto and Kiso, clouds obscured the view that night.)
The atmosphere, however, is very thin, with only a few gas molecules to exert any pressure. The researchers estimate the atmospheric pressure there to be one to two 10-millionths that of Earth’s.
Until the 1990s, the expanse of the solar system beyond Neptune was thought to be largely empty, save for an oddball planet named Pluto. Then astronomers discovered the first few members of an icy ring of debris out there.
Two decades ago, Brown spearheaded a survey that systematically scanned the night sky for such trans-Neptunian objects. The search by Brown and his colleagues yielded a bonanza of additions to the solar system, including 2002 XV93 and Eris, a TNO that is as big as Pluto but farther from the sun.
The discovery of Eris led to a reckoning over the definition of “planet.” In 2006, astronomers decided to strip Pluto’s planetary status and created a new category, dwarf planets, to encompass Pluto and Eris.
Like Pluto, 2002 XV93 is locked in a 3:2 resonance with Neptune, which circles the sun three times in the time it takes them to complete two orbits. For that reason, 2002 XV93 and other smaller objects caught in that 3:2 resonance are known as plutinos.
Brown said he and his colleagues never came up with a name to replace the temporary designation, 2002 XV93. “We only named the ones for which we know something interesting,” he said.
Now, 2002 XV93 appears to be more interesting.
Arimatsu said a thin, transitory atmosphere could have formed around 2002 XV93 from material that erupted out of ice volcanoes or that was kicked up by a recent impact of a smaller object.
It is also possible that the dimming of 2002 XV93 was caused by a Saturn-like ring instead of by an atmosphere. However, Arimatsu said that was less likely because the ring would have to be close to

In an undated rendering from Ko Arimatsu/NAOJ, an artist’s impression of the trans-Neptunian object 2002 XV93 occulting a background star. Observations of that star revealed gradual fading and recovery of starlight, evidence of a thin atmosphere around the object, astronomers reported on Monday, May 4. (Ko Arimatsu/NAOJ via The New York Times)
the surface to generate the observed pace of dimming and brightening, and such a ring would probably not be stable. “An atmosphere is the most self-consistent explanation,” he said.
Pluto, which is nearly 1,500 miles wide, has an atmosphere, as does Triton, which is about the same size as Pluto and is believed to have formed in the outer part of the solar system before it was captured as a moon of Neptune.
But stellar occultations of other transNeptunian objects, including Eris and others larger than 2002 XV93, all blinked off and on quickly.
The light curves of the starlight disappearing behind 2002 XV93 “are clearly different from typical occultations by atmosphere-free TNOs of similar size,” Arimatsu said.
There is one other trans-Neptunian object, Makemake, that appears to possess an atmosphere. Scientists using a different technique known as spectroscopy, which examines specific colors of light, identified wisps of methane gas floating above Makemake, an 890-mile-
wide TNO that also qualifies as a dwarf planet.
However, similar measurements of 2002 XV93 by the James Webb Space Telescope have not detected molecules like methane, nitrogen or carbon monoxide in the form of ice on the surface of the plutino, Brown said. If those were present, some of that material could turn to vapor to produce the atmosphere.
“Nature continues to be more imaginative than we are,” said Leslie Young, a planetary scientist at the Southwest Research Institute in Boulder, Colorado, who was not involved in the research. “No matter what we call this collection of unique worlds, they each can teach us about how these distant atmospheres work.”

The Osos of Manatí and the Gigantes of Carolina won their respective Superior National Basketball league (BSN by its initials in Spanish) games on Saturday night. At Juan Aubin Cruz Coliseum in Manatí, the Osos defeated the Criollos of Caguas, 94-89, to break a three-game losing streak.
After taking a slim 38-36 lead into halftime, Manatí took control of the game in the second half, extending the advantage to 10 in the third quarter.
The Criollos clawed their way back in the final period, cutting the deficit to three points on a 3-pointer by Louis King with 32 seconds remaining in the game. The Osos responded from the free-throw line to seal the home victory.
Kristian Doolittle led Manatí (7-10) with 24 points, while Kendric Davis added 23 points and 5 assists, and Jonathan Rodríguez recorded a double-double with 13 points and 12 rebounds.
Moses Brown finished with 16 points and 11 rebounds to lead Caguas (10-6). King added 15 points, 7 rebounds and 4 assists.
Meanwhile, at Carlos Miguel Mangual Coliseum in Canóvanas, the Gigantes defeated the Mets of Guaynabo, 9676.
The Gigantes took control of the game in the second period, outscoring Guaynabo 29-16 in the frame to head into halftime with a 48-34 advantage.
Carolina extended the lead by another six points in the third quarter, and comfortably protected what would be the winning margin in the final period.
Scottie James led the Gigantes (9-7) with 18 points and 9 rebounds, while Jaylen Nowell contributed 17 points. Tremont Waters had 12 points and 12 assists.
The Mets’ (8-9) Torrey Craig led all scorers with 22 points and grabbed 9 rebounds. Ysmael Romero added 14 points, while Brandon Knight and Eric Ayala each tallied 12 points.

Bobby Cox, the Baseball Hall of Fame manager who led the Atlanta Braves to five National League pennants and a World Series championship in the 1990s and was ranked No. 4 for career victories among major league managers, died Saturday in Marietta, Georgia. He was 84.
The team announced the death but provided no further details. Cox had a stroke in 2019 that impaired the use of his right arm.
Cox was a major league player whose career consisted of two seasons, mostly at third base, with the New York Yankees in 1968 and 1969. He batted .225 overall in 220 games and was hampered by knee problems.
He found his niche as a manager, mostly for the Braves in two stints surrounding a stretch with the Toronto Blue Jays. He was inducted into the Baseball Hall of Fame in 2014 as “one of the most successful managers in history” for steering the Braves to dominance in the 1990s.
Cox’s 2,504 victories in 29 seasons have been exceeded only by three others: Connie Mack, with 3,731, managing the Philadelphia Athletics for 50 years, followed by John McGraw with 2,763 and Tony La Russa with 2,728. Cox was voted manager of the year four times by the Baseball Writers’ Association of America.
Cox’s Braves boasted strong pitching, most notably from Hall of Famers Tom Glavine, Greg Maddux and John Smoltz. His Atlanta teams won division championships 14 consecutive times, from 1991 to 2005, a players’ strike having curtailed the 1994 season.
But they didn’t capture his lone World Series championship until 1995, when they defeated the Cleveland Indians in six games, with the clincher coming on a 1-0 victory behind Glavine’s one-hitter and David Justice’s sixth-inning home run.
The Braves were bested in the Series by the Minnesota Twins in 1991, the Blue Jays in 1992 and the Yankees in 1996 and 1999.
After the Braves captured the 1995 Series title, Cox expressed resentment over frequent references in previous years to his never having reached baseball’s pinnacle.
“That’s all they ever talk about,” he told The New York Times. “Fran Tarkenton never won a Super Bowl. He’s one of the greatest quarterbacks ever. He talks about having a little luck occasionally, too.”
Cox regarded himself as a players’ manager and was well liked by his teams.
“I can get on a player, and have, as good as anybody in the world,” he told the Times during the 1999 World Series. “But certainly, when we leave, we understand each other, and it hasn’t been printed and nobody knows about it. At least most of the cases.”

Robert Joe Cox was born May 21, 1941, in Tulsa, Oklahoma, and grew up in Selma, California, near Fresno. His father, J.T. Cox,
was an electrician for a pump company, and his mother, Willie Mae (Hendrix) Cox, was a store clerk.
Bobby played for his high school baseball team, and the Los Angeles Dodgers’ organization signed him in 1959 as an amateur free agent. He remained in the minor leagues until the Yankees obtained him in a December 1967 trade from the Braves’ organization. He debuted in the major leagues the following year.
Cox managed in the Yankee farm system from 1971 to 1976. He then became the Yankees’ firstbase coach under the manager, Billy Martin, in 1977 when the team defeated the Dodgers in the World Series.

Cox, who died Saturday at 84, set a record for ejections, having been tossed out of 162 games in a 29-season career as a manager. (Barton Silverman/New York Times)
He replaced Dave Bristol as the manager of the foundering Braves in 1978. The Braves’ only winning season under Cox came in 1980, when they were 81-80. He was fired after the strike-shortened 1981 season.
He had better success managing the Blue Jays, which had entered the American League as a 1977 expansion team. He took them to a 99-62 record in 1985, though they lost to the Kansas City Royals in the seven-game league championship series after taking a 3-to-1 game lead.
Cox was fired afterward, then served as the Braves’ general manager from 1985 to 1990. During that tenure, he drafted third baseman Chipper Jones, another future Hall of Famer, and traded for Smoltz.
Cox replaced Russ Nixon as the Braves’ manager in June 1990 while remaining as general manager. John Schuerholz took over the front office after that season, and they proved to be a highly successful tandem.
While 1995 was a triumphant season for Cox, he was in the news in connection with a troubling family matter in May of that year. His wife, Pamela Cox, called police to their home after they had argued the night after a game.
Police said she told an officer that her husband had hit her in the face. Bobby Cox was arrested on a battery charge, then quickly released on $1,000 bail.
The next day, at a news conference arranged by the Braves, Pamela Cox retracted the allegation. Under a court arrangement, Bobby Cox enrolled in anger management counseling, and his wife attended a program for battered women. Early in September, upon completion of those obligations, the charge against Cox was dismissed.
He and his wife, Pamela (Boswell) Cox, had three daughters. He also had five children from an earlier marriage, to Mary Xavier, that ended in divorce. A complete list of survivors was not immediately available.
Cox retired as the Braves’ manager following the 2010 season but continued to serve as an adviser. He also became an executive with a bank in the Rome, Georgia, area.
Apart from the wins-losses column, Cox set a record for an arcane statistic, having been ejected from 162 games long before managerial challenges of most questionable calls could be settled by video replays, avoiding chest-to-chest arguments.

Answers to the Sudoku and Crossword on page 28

Most of the time, Cox was protecting his players from ejections by shouldering their anger, and there were evidently no hard feelings on the part of the umps.
“The umpires have the utmost respect for Bobby Cox,” umpire Richie Garcia told The Associated Press in 2007. “What happens one night isn’t carried over to the next.”
As umpire Bob Davidson put it, “If I was a ballplayer, I’d want to play for Bobby Cox.”
