Puerto Rico mobilizes aid for earthquake victims in Venezuela

The Puerto Rico Department of State has begun coordinating humanitarian aid efforts for victims of the recent earthquakes in Venezuela, as the U.S. territory establishes collection centers and deploys emergency personnel.

Secretary of State Rosachely Rivera Santana outlined the government’s response, joined by leaders from Puerto Rico’s emergency services agencies, including Fire Chief Josué Piñeiro, Emergency Medical Services Commissioner Abner Gómez, and Emergency Management Commissioner Ángel Jiménez. Community organizations, such as Cáritas of Puerto Rico and the Venezuelan Ateneo Foundation, also participated in the announcement.

Rivera Santana said the Puerto Rican government has been in contact with U.S. federal authorities and the U.S. Embassy in Caracas to determine the appropriate channels for delivering aid. The earthquakes in Venezuela have caused widespread devastation, with hundreds reported dead and thousands injured.

“From the earliest hours of this emergency, we worked closely with Governor Jenniffer González Colón to identify the best way to assist the Venezuelan people,” Rivera Santana said. “We also met with members of the Venezuelan community in Puerto Rico, who understand firsthand the needs on the ground.”

Based on those consultations, the government has prioritized the collection of medical supplies, first-aid materials, and medications. Officials are also requesting nonperishable food items with a minimum shelf life of six months, including canned goods. Additional items in demand include work and surgical gloves, safety helmets, flashlights, batteries, extension cords, portable chargers, and personal hygiene products.

To facilitate donations, five collection centers will open Tuesday, June 30, in Guaynabo, Manatí, Ponce, Fajardo, and Mayagüez. The sites will operate Tuesday through Friday from 10 a.m. to 6 p.m., and Saturdays from 9 a.m. to 1 p.m.

All donated materials will be sent directly to Venezuela through joint efforts by Cáritas Puerto Rico, Cáritas International, and Cáritas Venezuela.

“Puerto Rico knows the importance of solidarity in difficult times,” Rivera Santana said. “We want to extend a helping hand to those facing this emergency and ensure that aid reaches the families who need it most.”

Through this platform, residents will be able to quickly and directly access information on planned upgrades, modernization projects, infrastructure maintenance, scheduled outages related to system improvements in each municipality, operational progress, and other service-related updates.

time communication with our communities, showing the progress of the work being done daily to build a more reliable, resilient, and modern electrical grid for Puerto Rico,” said Ivette Rodríguez, Brand and Communications Director.

Content to be shared regularly will include updates on planned improvements and ongoing work, information on reconstruction and modernization projects, notices of scheduled outages for system upgrades, photos and evidence of work progress, customer recommendations and useful tips, and emergency preparedness and electrical safety information.

The initiative is part of LUMA’s ongoing efforts to increase transparency and keep the public informed about actions being taken to improve the reliability and resilience of the island’s electrical system.

Youth homelessness appears to rise sharply in Puerto Rico, ASSMCA study finds

Homelessness among young people in Puerto Rico appears to be far more widespread than previously documented, with a new government count identifying 204 youths between the ages of 18 and 24 who are either homeless or living in unstable housing conditions.

The first Count of Homeless Youth conducted in Puerto Rico, presented Sunday by Mental Health and Anti-Addiction Services Administration (ASSMCA) Administrator Catherine Oliver Franco, found nearly four times as many youths in that age group as were identified in the general 2024 count, when only 55 were recorded.

“Beyond systems, programs or public policies, we are talking about young people who want to study, work, develop themselves, start a family, pursue their goals and build a future. That is the purpose that should keep us working together,” the administrator said in written remarks.

Conducted from Jan. 28 to Feb. 4, 2026 under a grant from the federal Department of Housing and Urban Development, the study found that 100 young people met the federal definition of homelessness and 104 lived in conditions of residential instability, including temporarily staying with relatives or friends or lacking a fixed place to sleep.

The findings suggest that many young people have remained largely invisible in previous counts. Only one in 10 homeless youths was in a shelter, while most spent the night in abandoned structures, vehicles, streets, substandard housing or under bridges.

A new ASSMCA study found that youth homelessness and housing instability are significantly more widespread on the island than previously documented.

Among the main causes of youth homelessness were family problems, cited by 53.3 percent of participants; economic

problems, at 30.7 percent; unemployment, at 25.3 percent; problematic drug use, at 16 percent; and mental health conditions, at 9.3 percent.

The report also found that nearly 28 percent of homeless youths show indicators of vulnerability related to mental health, substance use or physical disability. However, a significant portion do not receive treatment because they do not know where to obtain help or because they face difficulties accessing services.

Among youths with unstable housing, 82 percent are temporarily staying with relatives or friends, 57 percent have no guarantee that they can remain where they live, 40 percent consider their housing unsafe and 38 percent said they do not have a fixed place to sleep every night.

The official explained that the agency is advancing a prevention strategy based on coordination among government agencies, community organizations, academic institutions, the private sector and young people themselves to strengthen mental health and prevent homelessness.

“Young people do not experience our systems in the way we organize them. For them, education, health, mental health, employment, housing, justice and social services are part of the same reality. That is precisely why we need responses that are also connected,” she said.

She also highlighted the participation of young people with lived experience in the design of initiatives and said the findings will be used to strengthen service planning, improve interagency coordination and facilitate access to new federal funds.

PDP denounces $323 million bond issue, accuses mayor of fiscal negligence

The San Juan delegation of the Popular Democratic Party (PDP) on Sunday denounced what it described as a pattern of fiscal negligence in the capital city’s government following the approval of a $323.7 million bond issue by the Financial Oversight and Management Board.

According to PDP leaders, $209 million of the bond issue will be used to refinance debts dating back to 2007 and later years, a move they said shifts the burden of repayment onto future generations of San Juan residents.

Ingrid Colberg Rodríguez, the PDP spokesperson in the San Juan City Assembly, said at a press conference that the board’s determination “will transfer the burden and compromise future generations of San Juan residents.”

PDP Secretary General Manuel Calderón Cerame said the $209 million refinancing approved by the board, rather than reducing

San Juan’s debt, shifts it onto future generations of city residents.

“This action by Mayor Miguel Romero repeats the pattern of negligent fiscal administration that led Puerto Rico’s central government into bankruptcy: borrowing today, deferring payment into the future, and presenting it as if it were an achievement,” Calderón Cerame said.

Colberg Rodríguez said annual payments are lower only because 60 percent of the debt is not being paid down but postponed. In 2033, she said, “the next generation of San Juan residents will have to face a balloon payment of $123.9 million that Romero did not want to pay today. That is not responsible fiscal management.”

The municipal legislator also said 90 percent of the debt now being refinanced was incurred under the administrations of former Mayor Jorge Santini and current Mayor Miguel Romero.

“Instead of correcting that legacy, Romero perpetuates it, extends the maturity dates

of debt that has been circulating for two decades, amortizes it minimally and transfers it in full to those who govern after him,”

Colberg Rodríguez said. “This is exactly what the central government did before Title III: live on credit and let others pay the bill.”

Colberg Rodríguez said there was no fiscal need to justify the refinancing. She noted that over the past four to five years, the Municipality of San Juan increased its revenue from municipal license taxes and other collections.

“When revenues rise, the sensible thing to do is reduce debt, not defer it,” she said.

Colberg Rodríguez and Calderón Cerame said the outlook is more troubling when considering projections in the board’s own certified fiscal plan, which anticipates a 17 percent population decline between 2029 and 2053 and an accelerated aging of the tax base.

“The San Juan community that will have to pay the $123.9 million in 2033 will be smaller than today’s,” they said. “The extraor-

dinary revenues from 2020 to 2026, partly the result of post-pandemic federal funds and nonrecurring construction activity, cannot be guaranteed at that time.”

They also said another ordinance filed the same Friday for a second $123.5 million financing does not mention any of those risk factors in its analysis.

Colberg Rodríguez said she submitted a formal request to the oversight board asking that authorization be postponed until an exhaustive, independent and transparent evaluation was conducted and all information needed for the public to assess the fiscal advisability of the transaction was disclosed. However, she said, the board approved the financing the same day the proposed ordinances were filed.

“Decisions on public debt cannot be evaluated from the perspective of who governs today; they must consider who pays tomorrow,” Colberg Rodríguez and Calderón Cerame said. “The mayor benefits now and commits future San Juan residents.”

Senate approves measure to allow municipalities to repair street lights on highways and streets

The Senate approved House Bill 1207, authored by House President Carlos “Johnny” Méndez, with a vote of 24-2, which makes it possible for municipalities to make agreements with the private operator of the electricity transmission and distribution network for the installation, repair, maintenance and modernization of public lighting.

“Yesterday the Senate endorsed an advanced measure that seeks to light up our streets and communities, making it easier for municipalities to repair and maintain the public lighting system in optimal conditions,” Méndez said in written statements. He added that since December 2025 he has promoted the initiative together with Representative Víctor Parés, with the aim of allowing municipalities to replace and maintain luminaires within their jurisdictions.

As part of the regulatory process, the Puerto Rico Energy Bureau filed Regulation No. 9774 this week, entitled “Reg-

ulation for the Authorization, Supervision and Regulation of Municipal Participation in Public Lighting Connected to the Electric System.” The regulation was filed with the Department of State on June 22, 2026.

The measure, which is also co-authored by the president of the Government Commission, Víctor Parés, creates the “Law for Municipal Collaboration in the Installation, Repair, Maintenance and Modernization of the Public Lighting System” and establishes the regulatory framework for agreements between municipalities and the electric system operator, currently LUMA Energy, LLC.

During the forum “Municipalities & Energy Summit 2026: A New Path Forward”, the availability of $1,200 million for these works was reported. In addition, through a resolution of February 11, 2026, $527 million was reallocated for lighting projects in approximately 35 municipalities.

With this allocation, all municipalities are integrated into the Community Public Lighting Program, ensuring full coverage with funds from the Federal Emergency Management Agency (FEMA).

Officials inspect start of multi‑million reconstruction of municipal roads in Culebra

The executive director of the Central Office for Recovery, Reconstruction and Resilience (COR3), Eduardo Soria Rivera, together with Culebra Mayor Edilberto “Junito” Romero Llovet, inspected the start of reconstruction work on nine municipal roads damaged by Hurricane Fiona. The roads will be rehabilitated through a combined federal and state investment totaling $3.5 million, aimed at strengthening safety, connectivity, and resilience across the island municipality.

“This project is the result of a coordinated effort across multiple sectors of government to address a real need within Culebra’s communities. I thank Governor Jenniffer González Colón for promptly responding to the request made

by the mayor of Culebra and by House Speaker Carlos ‘Johnny’ Méndez, who emphasized the urgency of identifying additional funds and facilitating the transport of equipment and personnel needed to carry out these works,” said Soria Rivera.

To execute the project, the Federal Emergency Management Agency (FEMA) allocated nearly $1.3 million, funds that have already been disbursed to the Municipality of Culebra.

This federal investment is complemented by $2.1 million assigned by the governor, completing the financing required to move the project forward.

Mayor Romero thanked the government entities and the Legislature for responding to the municipality’s needs and enabling the allocation of resources.

“The reconstruction of these roads is essential to improving access for residents and visitors to residential and tourist areas of our island. This project will be complemented by the development of the Varedaro Food Court, a space that will expand Culebra’s gastronomic and recreational offerings, promoting a family-friendly environment. Our administration has devoted special attention to this initiative, carefully overseeing every detail to ensure its success once operations begin,” the mayor said.

To expedite the work, the Municipality of Culebra announced it had signed an agreement with the Integrated Transport Authority (ATI) to coordinate the maritime transport of heavy machinery, construction materials, and asphalt via HMS Ferries.

In Culebra’s case, interagency collaboration has been essential to overcoming the logistical challenges of developing infrastructure projects on an island municipality and ensuring the work can be carried out efficiently.”

The projects include the rehabilitation of road segments and the repair of essential components, including road surfaces, sidewalks, gutters, stormwater systems, drainage structures, and erosion - control measures. These improvements aim to address damage from the atmospheric event and reduce the infrastructure’s vulnerability to future disasters.

‘Johnny’ Méndez says Oversight Board exit moves closer after second consecutive certified budget

House Speaker Carlos “Johnny” Méndez said the Financial Oversight and Management Board’s certification of Puerto Rico’s fiscal year 2026-2027 consolidated budget marks another step toward the federal entity’s eventual departure from the island.

“The Board’s approval of the government’s

consolidated budget, the second consecutive certification in two years, demonstrates our commitment to meeting the established fiscal requirements,” Méndez said. “We now need two more balanced, certified budgets to complete the requirement of four consecutive approved budgets.”

He thanked the House Finance Committee, its technical staff, lawmakers who supported

the spending plan, and the Executive Branch and Senate for their work in achieving the certification.

The House Finance Committee held 14 public hearings with more than 45 government entities, representing about 85% of the government’s budget, during its review of the spending plan, which takes effect July 1.

The consolidated budget totals $33.57

billion, including $13.18 billion from the General Fund.

In a letter sent Friday to Gov. Jenniffer González Colón, Oversight Board Executive Director Robert Mujica stated that the board had reviewed the budget approved by the Legislative Assembly on June 25 and determined it is consistent with the Second Revised 2024 Fiscal Plan under the PROMESA law.

Colorado Supreme Court delay threatens democratic redistricting effort

The Democrats behind a 2028 redistricting push in Colorado have grown increasingly concerned that the state Supreme Court’s delay in ruling on the validity of their ballot measures could endanger the effort.

“The delay creates uncertainty amongst petition signers, volunteers and supporters about the viability of the measure, and further erodes the fundamental right to the initiative power,” proponents of the initiative wrote in a court filing submitted on Tuesday seeking to expedite the court’s decision.

Colorado is one of Democrats’ top targets in the next phase of the national redistricting wars, which resulted in a flurry of redrawn maps for the 2026 midterms but have now moved on to what more can be done in time for 2028.

In Colorado, Democrats hope to draw as many as three new blue-leaning districts before congressional elections in 2028. Only Virginia and New York could provide a bigger haul of newly gerrymandered seats for Democrats for the next election cycle. All three states are vital to Democrats’ plans to draw even with — or possibly ahead of — Republicans in reshaping congressional boundaries.

Before a new map can be drawn in Colorado, however, voters must approve two ballot measures. The first would allow the state to redraw its maps in the middle of a decade, which the state’s high court ruled in 2003 was unconstitutional. The second would allow the state to install a temporary

Because signature gathering can be a wildly unpredictable process, the Democratic organizers are aiming to file roughly 200,000 signatures per initiative. And they still have a ways to go: According to a legal brief filed Tuesday, organizers have accumulated roughly 43,000 signatures per initiative.

Gathering those signatures is expensive. The signature-gathering effort has cost nearly $1.4 million so far, according to court filings. Hubbard and other Democrats in the state are worried that the longer the court delays, the more wary donors to the effort could become, not wanting to waste their money on a cause that might not pass legal muster.

“That takes much longer,” Gessler said. “I think the timeline clearly shows that the court will issue a written opinion.”

Proponents of the measures say the lingering uncertainty threatens to slow momentum, both in activists and in donors, and organizers are worried that the delay could make

it harder to gather the needed signatures to qualify for the ballot in November.

Although the Colorado Supreme Court is nonpartisan, each of its seven members was nominated by Democratic governors.

“The Supreme Court’s foot-dragging risks stripping voters of their chance to weigh in on the most important issues in this election,” said Curtis Hubbard, a spokesperson for the group Coloradans for a Level Playing Field, which is supporting the redistricting effort.

“If the court can effectively run out the clock on citizen initiatives, it casts a dark cloud over the entire process.”

Each measure requires signatures from roughly 125,000 registered Colorado voters.

The deadline for signatures to get on the November ballot is Aug. 3.

The legal questions are complex. Colorado has a clear state law that ballot measures must deal with a single issue. For that reason, Democrats in Colorado drafted the two separate proposals — one to change the state rule on mid-decade redistricting, and one to install a new map — to put before voters. But at the bottom of each proposal is a disclaimer: each proposal takes effect only if the other proposal is also approved by voters this November.

As a result of that unusual language, Republicans in the state challenged the proposals in April, saying they violated the single-issue requirement.

“By tying the two initiatives together through use of the effective date clauses, the proponents are connecting two separate subjects, in violation of the single-subject requirement,” said Gessler. “This is effectively a way to avoid the single-subject requirement by forcing voters to accept or reject both initiatives as a package deal.”

Julia Letlow, lifted by Trump, wins republican Senate runoff in Louisiana

Rep. Julia Letlow rode President Donald Trump’s endorsement to victory in a Republican primary runoff election in Louisiana on Saturday, according to The Associated Press, taking a major step toward replacing Sen. Bill Cassidy.

Letlow’s win over State Treasurer John Fleming, a hard-right former member of Congress, came a month after the two contenders advanced past Cassidy, a second-term Republican who was targeted by Trump for defeat.

She enters the general election race as a heavy favorite in deep-red Louisiana, which has not been represented by a Democrat in the Senate in more than a decade. If Letlow reaches the Senate, she would become the first Republican woman to represent Louisiana in the chamber.

Jamie Davis, a Louisiana farmer who tends to some of the same land his grandfather worked as a sharecropper, won the Democratic runoff, according to the AP, and will be his party’s nominee.

The outcome of the Republican race is welcome news for Trump, whose endorsement remains a coveted prize in Republican contests, even after he had some recent losses in primaries for governor in Iowa and Georgia. Seeking to oust Cassidy after he voted to convict Trump in his 2021 impeachment trial, the president had urged Letlow to challenge the sitting senator. In January, he wrote on social

media: “RUN, JULIA, RUN!!!”

Trump celebrated the win late Saturday, writing on social media that Letlow will be “a truly GREAT Senator!”

With 93% of the vote tallied Saturday, Letlow led Fleming by nearly 14 percentage points. She thanked Trump in her speech.

“Thank you for encouraging me to get into this race. Thank you for your endorsement,” she said from her victory party in Baton Rouge. “Louisiana loves you!”

Letlow, a former educator, was the first Republican woman elected to Congress from Louisiana after winning a special election in 2021 to replace her husband, Luke Letlow, who died of complications from the coronavirus days before he was set to take office.

She led comfortably in the first round of voting May 16, finishing about 20 points ahead of Cassidy and about 17 points in front of Fleming. But she did not secure the majority needed to avoid a runoff.

More endorsements came after Cassidy’s defeat. Sens. Marsha Blackburn of Tennessee, Joni Ernst of Iowa and Cin-

dy Hyde-Smith of Mississippi all backed Letlow. Rep. Steve Scalise of Louisiana, the No. 2 House Republican, endorsed her, too, calling her a “strong conservative fighter.”

But polls showed a tight race in the runoff’s closing days, as Fleming, who helped found the right-wing House Freedom Caucus, seemed to connect with some voters by arguing that he was the more conservative option.

He focused on favorable comments Letlow made about diversity, equity and inclusion while interviewing in 2020 to be president of the University of Louisiana at Monroe. (She had since disavowed DEI, saying it had been “hijacked by the radical left and turned into indoctrination.”)

“I have a clearly more conservative, MAGA-aligned voting record than she

does,” Fleming argued in an interview in the runoff’s final days, deriding Letlow as “woke.”

She responded to his attacks by asserting that she was the true candidate of the MAGA movement, and by casting him as a feckless career politician.

“It’s time for a new generation of Conservative Leadership,” she wrote on social media this month.

By Thursday, Trump again weighed in on this race, joining a virtual rally to reassert that Letlow was the MAGA candidate. In the rally, the president described her as a “great person” and an “incredible warrior for Louisiana’s farmers and fishermen and military.”

“I know Julia very well,” Trump said. “I’ve known her for a long time. And I’ve seen her tested at the highest level.”

Political violence is here. And it’s working.

My mother always told me that the law is whatever the person with the gun says it is.

She meant it both literally, in dealing with police stops that are a part of every Black American’s life, and metaphorically, as a basic life lesson on the nature of power.

Americans like to think that kind of brutal understanding of law and power is beneath us. Freewheeling political speech, protected by the Constitution, makes political violence unnecessary and unlikely. Or so we think.

The truth is a gunman assassinated a sitting lawmaker and her husband in Minnesota last weekend on the day the president feted himself with a poorly attended, badly choreographed military parade. His condolences for the fallen were perfunctory, especially for a man who spends words like he spends other people’s money. And when a reporter asked him if he would call Minnesota’s governor, Tim Walz, he was flippant: “Why would I call him? The guy doesn’t have a clue.”

Sometimes violent political speech is obvious, like the president calling former Rep. Liz Cheney, R-Wyo., a war hawk who should know what it feels like when “the guns are trained on her face.” But sometimes violent political speech is not what is said but what isn’t said. Or even the way that it isn’t said. It was evident in President Donald Trump’s insistence that those who stormed the U.S. Capitol in 2021 were “very special,” instead of violent insurrectionists. It was clear, too, in his callous response to last weekend’s assassinations, an obvious case of the dangerous

escalation of political violence.

A culture of fear shrouds this administration from the consequences of its actions. Trump taunts. He threatens. He hides his violent language behind humor that’s less funny than plausibly deniable. His behavior sets the tone for greedy political attention hogs. There’s no shortage of them. They curry his favor because they want his power for themselves. I’m not just talking about politicians and pundits. Online, loyalists act out a presidential vision of power by harassing and dehumanizing those he marks as ugly, stupid, lazy, fat and generally subhuman.

Trump is the Republican Party. That is settled. His violent talk is, then, the official political communication strategy of the ruling party and its followers. And that ruling party is stripping this country for parts.

In a recent conversation we had on “The Opinions,” my colleague David French suggested that Senate conservatives won’t act because they’re are afraid of Trump and his acolytes. He echoed what I have heard from local civil servants. During the last election, a retired woman at my polling station bristled with demure efficiency. As I waited in line to vote, she told me that she had been a poll watcher for decades without incident. That year, her grandchildren were afraid for her safety. Their fear did not deter her, but it’s not hard to imagine that a similar lurking worry did deter many others. I cheered her courage at the time. Today, I would think about the assassinations in Minnesota and the violent detainment of Sen. Alex Padilla, D-Calif., and I might echo her grandchildren.

The erosion of political norms has driven a Republicancontrolled Congress out of the business of checking the executive branch, essentially handing its power over to a man who styles himself a king. In 2020 the Democratic senator from Ohio at the time, Sherrod Brown, wrote in The New York Times that congressional Republicans feared retribution from Trump so much that they had abandoned their duty to the public.

There’s the targeted harassment, for one thing. Trump’s playbook, which is now the GOP playbook, has long been to ruthlessly attack perceived enemies with ridicule and reputational punishment. Academics have a term for the way a coterie of followers will take up these attacks as their own cause — “networked harassment”; it’s the internet’s way of making doxxing people and spreading nasty rumors about them cheap, easy and undetectable. The term is precise, but the jargon can obscure the violence at work.

The online part of violent political speech makes the violence seem twee, as if it was something teenage girls do on TikTok. But online harassment ruins lives and breaks people by socially isolating them. We should have more respect for teenage girls now that the president of the United States is enforcing fealty using his own burn book.

The fact that harassment happens “online” makes it more violent, not less. Time does not exist online. Once upon a time, when a rumor threatened your ability to do your job or live your life offline, it was horrible. It was also bound to time and place. You could move or graduate or wait for people to get bored. But once a targeted harassment campaign goes virtual, it never ends. Every time someone shares the meme, the picture, the headline,

the doctored video, the screenshot of your address, the clock starts again.

Worse, people diminish the harassment because it’s just words. That’s bad enough when the one attacking you is a nameless troll or a private citizen. When it is the president, words are weapons.

There was a vigorous debate before the last election about fascism. Experts on authoritarianism argued whether what was expected of Trump’s second administration — a government packed with loyalists, a weaponized civil service, an inescapable chaos fashioned by executive orders and social media quips — fit the definition of fascism. I won’t rehash that debate here. History has the last word on such things. But I do remember that a flash point of the debate was that the president did not have and probably would not be able to stand up a secret police force.

This was a critical point. Most authoritarian regimes are marked by political violence. It’s a metric on the scales that rank freedom and democracy across countries. At the time, I remarked that people’s definition of political violence felt outdated. Threatening the sitting speaker of the House by mocking her intellectual abilities and running $50 million worth of attack ads that demonize her might just be talk. But when dehumanizing political speech becomes a tailored political message that’s amplified so much that it feels inescapable, eventually a lone wolf is going to listen.

El certamen reunió a decenas de jóvenes de distintos municipios de la Isla y otorgó un total de 14 premios a 13 jóvenes en las disciplinas de cuatro puertorriqueño, trova, décima e improvisación.

“Cada edición de este concurso reafirma que nuestras tradiciones siguen vivas gracias al talento, la dedicación y el compromiso de las nuevas generaciones. Nuestro compromiso es continuar creando espacios que les permitan desarrollar su potencial y fortalecer las expresiones musicales que distinguen a Puerto Rico. Felicitamos a cada participante y a sus familias por contribuir a preservar este valioso patrimonio cultural”, expresó Melissa Santana, directora ejecutiva del ICP.

‘Jaws’ is a masterpiece, but ‘Jaws 2’ deserves a

As a child, I collected so many shark jaws that my mom disappeared them all one day while I was at school because my room allegedly smelled “fishy.” I suspect it was my general fixation on the beasts that didn’t pass the sniff test.

When I first saw “Jaws” at age 8 — more than a decade after its 1975 release — it exploded my already shark-obsessed young mind. I should have been more scared, but instead I was captivated. When I saw “Jaws 2,” not long after, it spawned another great love of mine: monster movies, with all of their suspense, horror, surrealism and spectacle.

The original, which was directed by Steven Spielberg, is of course a monster movie, too — probably the best monster movie ever made — but it was also a masterpiece that changed cinema. But “Jaws 2,” released in 1978, was not trying to be anything but a monster movie. On that score, it’s a horrifying success and a feat in its own right — a sequel that delivers more of everything I want (which explains why I rewatch it every summer): more shark, more shark attacks, more screaming teens.

The film takes us back to Amity Island four years after the events of the first movie, with some of the same cast members returning. Roy Scheider is Martin Brody, the beleaguered police chief who once again is fighting to protect the seaside town from another killer great white. Scheider plays him with full-tilt, man-on-a-mission madness. Lorraine Gary is Martin’s wife, Ellen, and is more present in the sequel, offering crucial balance to her frenetic, spiraling husband. And Murray Hamilton is Mayor Larry Vaughn. How the mayor kept his job perhaps requires more suspension of disbelief than the fact that another shark is terrorizing the same community.

Unlike the first film, which is known for perfectly executing the slow-burn buildup to its monster reveal, the sequel gives us the creature immediately after the opening credits, when it swoops in on two scuba divers photographing a shipwreck.

From there, we get exponentially more shark. We get it charred. We get it capsizing a helicopter. And mostly, we get it terrorizing a group of teenagers, including Brody’s two sons, out on the open ocean as their fun-filled day of sailing catamarans turns bloody.

The stakes are higher, the action is relentless, dramatic and convincing, and the special effects — especially those on the water — are far more ambitious. In many ways, “Jaws 2” set the stage for a future of grander, more daring sequences.

At the time, the young stars’ performances were criticized, likened to those in after-school specials or slasher movies. “The irritating and incessantly screaming teenagers don’t make for very sympathetic victims either,” a BBC review reads.

First of all, harsh. They are being hunted by a monster, after all. But also, the many actors in those scenes powerfully portray real fear. When the Brodys come across Tina (Ann Dusenberry) cowering in her catboat — in shock, shivering and white as a ghost after seeing her boyfriend dragged to the depths — she conveys to them what had happened by sputtering a guttural scream, “Shaaaark!” That wail is forever imprinted on my psyche.

The many scenes on the water were influenced in part by the early 19th-century Géricault painting “The Raft of the Medusa,” which shows shipwreck survivors struggling against the forces of

the sea. “The intent was to get some of that into the movie,” Carl Gottlieb, who wrote the film with Howard Sackler, said in the 2001 documentary “The Making of ‘Jaws 2.’”

Spielberg didn’t direct “Jaws 2.” According to a biography, Spielberg said that “making a sequel to anything is just a cheap carny trick,” though he also told an interviewer that he passed in part because of the problems he faced making “Jaws”; the three mechanical sharks malfunctioned so badly, it nearly destroyed the film’s production.

“I would have done the sequel if I hadn’t had such a horrible time at sea on the first film,” he said. “I knew that when I was walking away from the sequel I was walking away from a huge piece of my life that I helped to create, but it wasn’t a hard decision.”

Stepping in for Spielberg was Jeannot Szwarc, a French director who in the 1970s had mostly worked on TV films and series such as “The Rockford Files” and “Columbo.” Szwarc successfully managed to maintain the tone and atmosphere that Spielberg had created, and he did it under tremendous pressure.

The film had already been shooting with director John D. Hancock, but it wasn’t going well and he was removed. With a hard and fast release date, Szwarc was brought in with just weeks to prepare.

“I’m very proud of it,” he says in the documentary. “The odds were extraordinary, the difficulties were immense,” but, he added, “it stands on its own, and it works.”

What helps give “Jaws 2” that blockbuster motion-picture polish is John Williams’ score, which captures the energy of the ocean, both the freedom and the dread of the unknown.

In a featurette, Williams said he understood that theatergoers would expect the music of “Jaws” to return, calling it “part of the cast.” But he put the sequel assignment in context, part of “the great tradition” of signature music in Hollywood serials with Roy Rogers or the Lone Ranger.

In the featurette, Szwarc said that the film required Williams to compose broader and more varied music, and much more of it. Williams wrote a “youthful counterpoint to the shark theme that is always around when the kids are sailing,” Szwarc said. “It was very inventive.”

In the end, “Jaws 2” was a box office success and the first major blockbuster sequel. It was the most expensive movie Universal had yet made, but delivered the highest grossing opening weekend of all time up to that point — even beating “Grease,” which debuted on the same day, June 16, 1978.

If there’s nothing else you remember about the film, you almost surely know the tagline, created by Andrew J. Kuehn, a movie advertiser who helped revolutionize trailers that played before films, including those for “Jaws” and “Aliens.”

Kuehn was also known for his smart writing, and his tagline for “Jaws 2” — “Just when you thought it was safe to go back in the water” — endures as one of the most recognizable and parodied in film history.

In his review of “Jaws 2,” New York Times critic Vincent Canby noted that “until great white sharks learn how to fly or use automatic weapons or develop their powers of telekinesis, it would seem that ‘Jaws 2’ has pretty much exhausted the cinematic possibilities of sharks as man-eating monsters.”

BIS says debt, AI boom and fragilities raise global risks

Global pressures from rising public debt to ⁠financial ⁠fragilities and the sustainability of the AI ⁠boom are increasing risks, underscoring the need for disciplined policymaking, according to the Bank for International Settlements.

The central bank umbrella group’s Annual Economic Report published on Sunday warned of a complex mix of vulnerabilities, including strained fiscal positions, lingering supply shocks and the risk of a renewed bout of stubbornly high inflation.

While economic activity has remained resilient in recent months, policymakers must act decisively, the BIS said, to ⁠preserve stability.

“Policy actions ⁠must reinforce each other to avoid a pull and push on the global economy. Ultimately, success depends on sound fiscal and financial foundations,” BIS General Manager Pablo Hernandez de Cos said.

The report highlighted four key pressure points. Inflation has picked up again, with the BIS cautioning that more frequent supply disruptions could cause higher inflation expectations to become entrenched among households and businesses.

“The readiness to act if the central banks observe that there is the anchoring of inflation expectations is the main message that ⁠we ⁠want to set,” de Cos told ⁠reporters.

He said the recent ceasefire between the United States and Iran in the Middle East and the reopening of the Strait of Hormuz was “good news” that meant extreme scenarios would ⁠be avoided, although it was likely to take time for the oil market to “normalise”.

The BIS also flagged uncertainty over the durability of the current surge in investment tied to artificial intelligence.

While AI has boosted confidence and supported growth through expectations of productivity gains, the bank warned it was raising fears about jobs and that supply bottlenecks and intense competition could lead to the kind of overinvestment seen in previous ⁠boom-and-bust cycles.

For central banks, it was posing fundamental questions about how the economy is likely to function, ⁠although de Cos said that for now it would be “unwise” to be prescriptive about how they should react.

Financial vulnerabilities remain another area of concern. Elevated asset valuations and signs of investor complacency have left core bond markets more fragile, while the financing of the AI boom also looks increasingly reliant on debt and complex funding structures across the supply chain.

At the same time, recordhigh public debt and sovereign debt markets increasingly dominated by large, highly leveraged hedge funds had created “a new sovereign-financial stability nexus,” which poses growing risks.

“The new fiscal-financial stability nexus may mean more frequent and sharper drops in sovereign bond values,” said

Rescuers battle through aftershocks in search for survivors

Emergency responders struggled to navigate chaotic roads clogged by desperate civilian aid efforts in quake-ravaged northern Venezuela, as more aftershocks Sunday rattled nerves and as fears mounted that the window for finding survivors was closing.

More than three days have passed since the 7.2 and 7.5 magnitude earthquakes struck Venezuela, cutting a path of destruction through its northern states. That exceeds the 72-hour

window in which many experts and aid groups say the most people can be saved.

The death toll from Wednesday’s twin earthquakes has risen to 1,430 people and thousands more are injured, Jorge Rodríguez, the leader of Venezuela’s National Assembly, said Saturday. More than 430 aftershocks have rolled through the region since Wednesday, prompting many people in La Guaira, the most affected state, to sleep outside, fearing more buildings could fall.

Rescue efforts in La Guaira have been hampered by a rush of civilian vehicles carrying relief supplies and volunteers that has jammed the lone highway into the region, leaving many aid workers stranded in traffic. Officials have attempted to limit access to the state to government vehicles and other authorized personnel. But large groups of civilians — many expressing anger at the authorities’ disaster response — still crowded the roads Saturday to bring food, water and medical aid.

In the ruins of cities and towns across La Guaira, rescue workers, many picking through the wreckage with shovels and bare hands, called out to survivors Saturday. They were largely met by silence.

The United Nations estimates that 125 buildings have collapsed, which suggests many more deaths than the official figure, Gianluca Rampolla, the U.N. humanitarian coordinator in Venezuela, said in an interview. UNICEF reported that about 1.8 million people, including 680,000 children, were in need of humanitarian aid.

The disaster has increased pressure on Venezuela’s leader, Delcy Rodríguez, and is testing President Donald Trump’s vision of a closer relationship with Venezuela. Trump helped bring Rodríguez to power this year after U.S. forces seized the country’s longtime dictator, Nicolás Maduro.

— International aid: Dozens of countries have promised aid to Venezuela, including the United States, China, European nations and many of its South American neighbors. Rodríguez said Sunday that Venezuela had received aid from 24 countries, including 86 canine units and more than 2,700 emergency workers.

U.S. officials said to be frustrated with Machado’s call for help

U.S. officials say they are frustrated with María Corina Machado, the exiled Venezuelan opposition leader, for requesting help facilitating her return to Venezuela in the aftermath of two devastating earthquakes, according to two White House officials.

They said Machado’s multiple requests were ill-timed, and one official called them a

“political stunt.” The United States, as well as dozens of other countries, had been focused on giving aid to Venezuela on Saturday.

At least 1,430 people died from the two earthquakes as of Saturday, and rescue teams from around the world have been trying to help find survivors. U.S. officials said they would take a leading role in the response, including dispatching rescue teams from around the country and deploying a naval ship to provide medical support.

Machado has wanted to return to Venezuela for months. White House officials said they supported her desire to do so, but they made clear that they did not want her to travel back to the country in the immediate future.

She left Venezuela in December in a risky operation to accept the Nobel Peace Prize, which she then gave to President Donald Trump. After U.S. forces captured Nicolas Maduro, the country’s leader, in January,

Machado wanted to return to Venezuela, but Trump and Secretary of State Marco Rubio advised her against that.

In a meeting at the White House in March, the U.S. leaders said they were worried about her safety as they prioritized working with Delcy Rodriguez, the acting president of Venezuela, and the interim government.

A spokesperson for Machado did not immediately respond to a request for comment.

Iran and the United States traded new attacks and threats Sunday, the fourth straight day of hostilities, with little sign of a de-escalation that would get their 2-weekold ceasefire back on track.

Iran’s Revolutionary Guard said in a statement carried by Iranian state media that it had targeted a U.S. naval base in Bahrain and the Ali Al Salem Air Base in Kuwait in retaliation for American attacks.

The governments of Kuwait and Bahrain said the attacks had not caused any casualties. There were also no reports of American casualties or of major impact or damage to U.S. assets, according to a U.S. official who spoke on condition of anonymity to discuss sensitive operations.

But the persistent attacks further eroded hopes for a speedy return to normalcy in the Middle East after the initial truce that the United States and Iran agreed to this month.

The new hostilities began Thursday, when Iran fired attack drones at a commercial ship in the Strait of Hormuz, according to U.S. officials. American forces responded with a wave of attacks Friday, prompting drone strikes Saturday on another ship and on Bahrain, a U.S. ally, that were widely blamed on Iran.

Iranian officials have not claimed responsibility for attacking ships in the strait, which Iran was supposed to fully reopen as part of the ceasefire. But the attack came hours after Iran had warned ships that they could only travel through its waters; many had been using an alternate route along the coast of nearby Oman.

Iran argues that the agreement gives it substantial authority to control the waterway, which has served as a key source of Iranian leverage in the negotiations with the United States.

The U.S. military said that its latest attacks had hit air-defense sites and other military infrastructure. Iran’s state broadcaster reported explosions in three cities near the strait, and a U.S. official said that the U.S. airstrikes were more expansive than the previous day’s.

The United States and Iran have ramped up their rhetoric in recent days, accusing each other of violating the ceasefire. While both seem to be testing each other’s red lines and making threats, analysts say, neither seems eager to return to a full-blown war.

On Saturday, President Donald Trump said in a bellicose message on social media that the United States would annihilate Iran if

it were forced to return to war. The Revolutionary Guard said in a statement Sunday that U.S. bases in the region “will be experiencing hell during these days.”

The skyline of Astana, the capital of Kazakhstan, is a physical reflection of the Central Asian nation’s approach to foreign affairs.

A sign reading “Moscow” sits atop a Kazakh-Russian business center. Beside it is a pagoda-crowned luxury hotel owned by the Chinese state oil company. Nearby is a gleaming hotel tower and shopping mall, emblazoned with the U.S. brand Ritz-Carlton.

And they all exist in the shadow of Abu Dhabi Plaza, the city’s biggest skyscraper, developed by a real estate firm from the United Arab Emirates.

It is the product of what Kazakhstan’s president, Kassym-Jomart Tokayev, calls a “multivector” foreign policy.

In pursuit of greater independence and security, Tokayev’s landlocked nation of 21 million people, bordered by Russia and China, has tried to counterbalance the neighboring superpowers by inviting investment from countries farther afield. They include the United States; European nations such as the Netherlands and Switzerland; South Korea; Turkey; and several in the Middle East.

A desire to emulate the Persian Gulf states is palpable at the headquarters of Kazakhstan’s sovereign wealth fund, Samruk Kazyna, which is named for a magical bird from Kazakh folklore that lays a golden egg atop the Tree of Life. Kazakhstan’s tightly controlled political sys-

tem, its multinational quest for investment and its natural-resource-fueled development offer parallels to nations such as the UAE and Qatar.

“We are driven by a pragmatic approach,” Nurlan Zhakupov, the head of the fund, said in an interview atop a skyscraper overlooking a newly built part of Astana. “If we see merit in working with the U.S., the EU, a Chinese, Russian, Korean, German, Emirati or whatever company, we assess it on a relative performance basis and we choose what is the best for us.”

Lately, there has been a particular focus on the United States.

Kazakhstan is a junior partner to Russia in a NATO-like military alliance and a European Union-like trade bloc. But that hasn’t stopped its leaders from aggressively courting Washington under President Donald Trump, prompting a slew of business deals, a series of high-level meetings and a frenzy of engagement with U.S. companies.

In response to Russia’s war in Ukraine, Central Asian governments have drawn closer together as a bloc, while welcoming Trump’s transactional approach to foreign policy. They are seeking opportunities to reduce their reliance on Moscow, even as they tread lightly so as not to cross the Kremlin or antagonize China.

“For the business relationship, it has never been better,” said Jeff Erlich, the president of the American Chamber of Commerce in Kazakhstan, who has worked in and around the

region since the late 1990s. “In my experience, that is clear.”

In Washington, Trump has dispensed with America’s traditional talk of human rights and democracy in connection with foreign policy. He has instead embraced a mercantilist approach, judging countries such as Kazakhstan by what deals they can offer. A top priority has been securing access to Kazakhstan’s large supply of critical minerals and ensuring that they can be exported via the Middle Corridor, a route that crosses the Caspian Sea and the Caucasus to avoid Russia.

Tokayev’s authoritarian ways — he recently changed Kazakhstan’s constitution to strengthen his power — once hindered his country’s relationship with the United States. But under the second Trump administration, which dismantled U.S. Agency for International Development programs working on human rights issues in Kazakhstan, such concerns are no longer an irritant for Washington.

The Kazakh leader has joined Trump’s Board of Peace. He signed up to the Abraham Accords even though Kazakhstan already had diplomatic relations with Israel. And he led a high-level delegation of Central Asian leaders to Washington last year, during which the Kazakh state mining firm signed a tungsten deal with a U.S. company that was later revealed to be backed by Trump’s sons.

It was just one of 29 pacts that Kazakhstan signed with U.S. companies, worth more than $17 billion. They included a deal with

Amazon’s Leo satellite internet service and an agreement with Nvidia, the U.S. chipmaker, and Firebird, an American cloud computing company, to build an artificial intelligence data hub. Kazakhstan also agreed to a $4.2 billion deal to buy 300 rail cars from the American firm Wabtec.

During the trip to Washington, Tokayev proclaimed that Trump had been “sent by heaven.”

Puerto Rico to host 2026 Caribbean Horse Racing Series

Puerto Rico will host the 2026 Caribbean Horse Racing Series in December at Hipódromo Camarero in Canóvanas, bringing together top jockeys and thoroughbreds from across the Caribbean region.

Puerto Rico will host the 2026 Caribbean Horse Racing Series, Juan Carlos Santaella Marchán, executive director of the Puerto Rico Gaming Commission, announced this weekend.

The announcement was made during the Caribbean Horse Racing Confederation’s midyear meeting in Santo Domingo, Dominican Republic.

The event will be held in December at Hipódromo Camarero in Canóvanas.

“The Puerto Rico government’s allocation of

$1 million was a determining factor in strengthening our bid and securing the island’s competitive position in the selection process for the host venue,” Santaella Marchán said in a written statement.

“We are thrilled to once again host the Caribbean Horse Racing Series, where the region’s top jockeys and thoroughbreds compete. Our island will once again have the opportunity to shine on the international stage and demonstrate that Puerto Rico is a premier destination for sports tourism,” he added.

The Caribbean Horse Racing Series brings together delegations from Ecuador, Mexico, Venezuela, the Dominican Republic, Puerto Rico and Panama, which hosted the most recent edition of the event. The participation of standout Puerto Rican jockeys, brothers Irad and José Luis Ortiz, along with other prominent riders representing the participating delegations, is also expected.

The Caribbean Horse Racing Series features six races, highlighted by the traditional Caribbean Classic for native-bred 3-year-old colts. The program also includes races for native-bred fillies, older horses and imported thoroughbreds.

Governor recognizes NBA champion José Alvarado for historic title

Basketball Federation President Yum Ramos and Puerto Rico National Basketball Team General Manager Carlos Arroyo. Alvarado arrived on the island Thursday with his family and the NBA championship trophy.

“Today, Puerto Rico is not only welcoming an NBA champion but also a Puerto Rican who carries the island in his heart wherever he goes. José Alvarado is the third Puerto Rican to win an NBA championship, a feat made possible through his unique tenacity,” the governor said as she presented him with the Governor’s Medal and a proclamation.

During the ceremony, González Colón recognized Alvarado’s basketball career, highlighted the signature defensive play that

earned him the nickname “Grand Theft Alvarado,” praised his key contribution to the New York Knicks’ first NBA championship in 53 years, and acknowledged his accomplishments with the Puerto Rico national basketball team.

Alvarado is the third Puerto Rican to win an NBA title, following Butch Lee, who won with the Los Angeles Lakers in 1980, and José Juan Barea, who captured a championship with the Dallas Mavericks in 2011.

“I congratulate you on this historic achievement and extend my sincerest wishes for good health and a long, successful career, knowing that wherever the game takes you, you will always have the unwavering support of Puerto Rico. While you have mastered the art of stealing basketballs, you have also captured the hearts of our people,” the proclamation reads.

The welcome ceremony, held at Luis Muñoz Marín International Airport, was also attended by Puerto Rico Basketball Federation Secretary Edmundo Báez; former NBA champion Alfred “Butch” Lee; boxing legend Félix “Tito” Trinidad; singer Daddy Yankee; National Baseball Hall of Famer Carlos Beltrán; Recreation and Sports Secretary Héctor Vázquez Muñiz; Puerto Rico Ports Authority Executive Director Norberto Negrón; Police Superintendent Joseph González; Integrated Transit Authority Executive Director Josué Menéndez Agosto; and Aerostar Airport Holdings CEO Jorge Hernández.

LBPF’s 2026 All-Star celebration draws top talent to Isabela

The Puerto Rico Women’s Basketball League (LBPF) successfully held its 2026 All-Star Game at José “Buga” Abreu Coliseum in Isabela, bringing together players from across the league for one of the season’s premier events.

The program featured the Skills Challenge, 3-Point Contest, 3-on-3 Tournament and the highly anticipated All-Star Game, where the athletes showcased the talent, competitiveness and continued growth of women’s basketball in Puerto Rico.

The winners of the special competitions were Joselish De Pool of the Carolina Gigantes, who captured the Skills Challenge; Mariejoan de Jesús of the Yauco Cafetaleras, who won the 3-Point Contest; and the Cataño Lancheras, who claimed the 3-on-3 Tournament title.

The Northeast squad defeated the Southwest team 80-74 in the All-Star Game. The winning team was made up of players from the Carolina Gigantes, Cataño Lancheras, Bayamón Vaqueras, Las Piedras Artesanas, Santurce Cangrejeras, Luquillo Soles, Morovis Patronas, Guaynabo Mets, Toa Baja Llaneras and Loíza Cocoteras.

As part of its “Puerto Rican Leaders and Role Models” campaign, the LBPF continues to highlight Puerto Rican athletes who exemplify leadership, discipline and pride both on and off the court. During this year’s event, the league also reaffirmed its commitment to expanding opportunities for women at every level of the sport by featuring female referees and table officials throughout the competitions and the All-Star Game.

The league thanked its fans, sponsors, teams, franchise owners and collaborators for helping make the celebration of Puerto Rican women’s basketball a success.
