Initiative launched to stop forest fires on the island

The sustained increase in wildfires in Puerto Rico during 2026 has raised alarms among authorities and environmental organizations, who insist that prevention remains the best tool for addressing this emergency.

With this goal in mind, the non-profit organization Sigue Tu Cepa Foundation launched the “5 Meter Challenge,” a community initiative that encourages residents to maintain a perimeter of approximately five meters free of dry vegetation around homes, schools, businesses, and farms, thus reducing the fuel available for a fire.

The proposal is part of a new phase of the Puerto Rico in Flames 2026 educational campaign , developed in conjunction with the Firefighting Division of the Puerto Rico Fire Department. T

The organization aims to encourage citizens to adopt a simple practice that can make a significant difference in protecting lives, property, agricultural land, and natural ecosystems. In addition to reducing the risk of fire spread, these defensible areas facilitate access and the work of forestry brigades during emergencies.

The initiative is particularly relevant at a time when the island is experiencing one of its most active fire seasons in recent years. According to the Puerto Rico Fire Bureau’s Statistical Incident Dashboard, as of July 3, 1,228 wildfires had been reported, representing 8.6% of the 14,216 incidents handled by the agency during that period.

to reduce these types of emergencies.

However, more recent reports from the Bureau’s operational districts, updated between July 15 and 16, indicate that the situation continues to worsen. Collectively, the regions with available data have already surpassed 1,500 wildfires, with more than 7,000 acres burned, equivalent to approximately 2,800 hectares of affected land.

The data shows that the Mayagüez district has the highest number of fires with 371, followed by Guayama with 201 and Ponce with 164. In terms of area affected, Guayama leads the list with 3,344 acres consumed by the flames, while Mayagüez reports 1,116.25 acres and Ponce another 1,016.5. Other areas among the most impacted include Aguadilla, Bayamón, Humacao, Barceloneta, Caguas, Arecibo, and Carolina. The report for the Río Piedras district was incomplete at the time the statistics were released, so the figures remain preliminary and subject to revision.

Authorities maintain that the vast majority of wildfires in Puerto Rico are caused by human activity and could have been prevented. This reality makes public education and preventative measures essential components of the strategy

“We must create defensible areas on the land to manage the risk of fires and prevent economic losses, damage to our ecosystems, and the loss of human lives. Most fires are caused by human activity. Sometimes discarded bottles are blamed, but it is striking that fires occur in the same areas every year, making it essential to strengthen prevention and surveillance,” said Sergeant José M. Martínez-Forestal, supervisor of the Lajas Fire Station of the Puerto Rico Fire Bureau.

Through the “5-Meter Challenge,” the Sigue Tu Cepa Foundation is urging citizens to clear dry vegetation, leaves, branches, and any other combustible material that accumulates around their structures. The organization is also inviting people to document the process with before-and-after photos using the hashtags #Reto5Metros and #PuertoRicoEnLlamas , with the goal of motivating more communities, schools, farmers, cooperatives, and businesses to replicate the initiative.

The organizers remind everyone that, in addition to taking preventative measures on their properties, it is essential to immediately report any smoke or fire by calling 911. The speed with which fires are addressed can be crucial in preventing a small blaze from escalating into a major disaster.

Housing Department revokes home reconstructions in Toa Alta, mayor denounces

The Puerto Rico Department of Housing has revoked reconstruction approvals for several families in the Villa Esperanza community, prompting residents and Mayor Clemente “Chito” Agosto to demand that the agency restore the aid and apply its criteria consistently across all cases.

Neighbors reported that the agency with drew their CDBG‑MIT reconstruction approvals citing the absence of electrical service from LUMA Energy — even though other homes in the same community, also without electrical infrastructure, have already been demolished, rebuilt, or are undergoing construction, ac cording to a city statement.

“These families qualified. They met every requirement, submitted their documents, and the program itself approved the reconstruction of their homes,” Agosto said. “I am not going to allow them now, with a technicality, to take away what they were promised. All the residents of this community who are under the

their cases advanced: soil tests were completed, architectural plans were drafted, and one resi dent received a formal approval of $219,000 to rebuild a four‑bedroom home. In April, she even selected the model of the house.

The process shifted abruptly when two resi dents received letters revoking their reconstruc tion approvals because the community lacks LUMA electrical service. Yet, residents noted that the program has already relocated families and rebuilt homes under the same conditions.

same conditions need their housing and they have to be qualified as well.”

According to documentation gathered by residents, three applicants initially received denials in September 2024 due to lack of property title, while other families in similar circumstances were approved. After securing ownership and submitting reconsiderations,

“If the absence of electrical infrastructure prevents rebuilding, that criterion has to be applied uniformly,” Agosto said. “But the solution can never be to take away aid from those who have already qualified. It must be extended to those who need it and meet the same requirements. These working families deserve to have their home, and as mayor I will be at the forefront of this claim until each one has a safe place to live.”

Mariam López, one of the affected residents, said the revocation contradicts the program’s own actions.

“We met every requirement, got the docu ments, went through the soil tests and chose the model of the house. It is not fair that now they exclude us with a criterion that was not applied to our own neighbors,” López said. She submitted a reconsideration with photo graphs, case numbers, and evidence of nearby homes approved or rebuilt. After reviewing the materials, a program manager visited the community, took down case numbers, and acknowledged that the pattern described by residents — approvals granted “every other house” — warranted investigation.

Families are requesting an immediate suspen sion of all revocations until a full review of individual and community files is completed. They also seek disclosure of the criteria used to approve, deny, or convert reconstruction cases into vouchers; a written explanation from Housing regarding differing determinations for comparable properties; an official response from LUMA on its infrastructure plans; and an interagency meeting with residents to establish a uniform solution.

Aponte warns of record increase in cyber fraud and ransomware attacks

Former Speaker of the House of Repre sentatives, José Aponte, warned about the historic increase in cyber fraud schemes, which according to the Federal Bureau of Investigation (FBI) cost the United States, including Puerto Rico, over $28.7 billion in 2025.

The legislator raised concerns about the unprecedented increase in the use of

ransomware for attacks on health, electric ity and database infrastructure in financial institutions.

“Since 2011, we have been warning about the increasing use of technology, the internet, and now, artificial intelligence algorithms, to carry out increasingly sophisticated fraudu lent schemes. In 2025 alone, the FBI received 1,008,597 complaints related to cyber fraud, 36.2 percent more than in 2024. The use of ransomware is a favorite among these

criminals and is on the rise. In 2025, some 63 new ransomware programs developed using artificial intelligence were discovered,” explained the chairman of the Committee on Federal Affairs and Veterans Affairs.

The FBI recorded 3,611 complaints in 2025 specifically related to ransomware, an increase over 2024, with total losses exceed ing $33 million. Of those complaints, 467 involved critical infrastructure, a 26.4 percent increase over 2024.

“The increase in the use of ransomware, which is a type of computer program that essentially prevents the user who activates it from accessing their files, systems, or even social media accounts, and then demands payment for the release of these files, should alarm us all. These criminals use social engineering techniques, such as phishing, to gain access to the victim’s environment and create ransomware specifically for the potential victim,” the Representative added.

LUMA CEO calls for collaboration to strengthen Puerto Rico’s grid

At a time when limited power generation availability has contributed to multiple events affecting electric service for hun dreds of thousands of customers since July 16, LUMA President and Chief Executive Officer Janisse Quiñones emphasized the need for greater collaboration among all components of Puerto Rico’s electric sector to continue strengthening the reliability and resilience of the Island’s electric system.

During her visit to Aibonito, Quiñones highlighted the importance of accountability,

transparency, and coordinated action among all entities responsible for the electric system, stressing that customers expect all sectors to work together toward solutions that improve service reliability.

“The electric system requires every compo nent to fulfill its responsibility and work in a coordinated manner. Customers expect all of us to act with accountability and transparency, sharing information and working together to find solutions. At LUMA, we will remain focused on doing our part: strengthening the transmission and distribution network, accelerating invest ments, and continuing to execute initiatives that

improve service reliability for our customers so that when generation is available, it can be delivered without interruption,” said Quiñones.

LUMA’s President and CEO noted that operational metrics submitted to the Puerto Rico Energy Bureau (PREB) continue to show improvements in service reliability across several districts in Puerto Rico, reflecting the impact of ongoing efforts to strengthen the electric grid.

Operational data for the fourth quarter and the close of Fiscal Year 2026 indicate that five operational districts recorded improvements in both the frequency and duration of service

interruptions. These results reflect continued progress as LUMA teams work to enhance grid performance and reliability for customers throughout the Island.

“The reliability improvements reflected in our operational metrics are the result of the consistent work our teams perform every day to strengthen Puerto Rico’s electric grid. While there is still more work to be done, these results confirm that our investments and efforts are delivering meaningful improvements, and we will continue accelerating initiatives that benefit our customers and communities across Puerto Rico,” Quiñones added.

PDP leader calls for repeal of the clique, political investment in government

Popular Democratic Party President Pablo José Hernández marked the 74th anniversary of Puerto Rico’s Constitution this weekend with a pointed warning about what he considers the island’s most corrosive political threat: the erosion of public trust driven by corruption and the outsized influence of money in government.

Speaking before an audience in Cayey, he set aside the customary debate over the commonwealth’s legacy to focus instead on what he called “the corruption of the clique,” a term he used to describe a network of political and economic interests that, in his view, has turned public service into a vehicle for private gain. He argued that the problem extends beyond isolated legal violations and reflects a deeper moral decay within Puerto Rico’s institutions.

Hernández emphasized that this dynamic is not confined to any single political party. He criticized practices such as favoritism, conflicts of interest and “political investment,” referring to the ability of major donors and contractors to shape government

decisions through financial contributions.

He also linked his concerns to Puerto Rico’s relationship with the federal government, noting that corruption scandals can undermine confidence among federal agencies overseeing billions of dollars in reconstruction and public program funds.

As part of his proposed reforms, Hernández called for stricter limits on anonymous and cash donations, tighter rules for contributions from government contractors and greater transparency regarding donors’ identities and professional ties.

The Washington Resident Commissioner drew a historical parallel to an era when vote-buying was common on the island, invoking the legacy of former Gov. Luis Muñoz Marín to argue that while the mechanisms of political influence have evolved, the need to safeguard democratic integrity remains.

What once involved direct payments for votes, he said, has shifted into a system of dependency shaped by relationships among contractors, donors and public officials. He rejected the notion that entrenched practices should continue simply because “that’s how it’s always been,” urging changes to the political rules of engagement.

Hernández also used the occasion to reinforce his role as a watchdog in both Washington and San Juan. He argued that exposing irregularities does not harm Puerto Rico’s image but instead demonstrates that there are officials committed to accountability.

He closed with an appeal to residents weary of recurring scandals, urging them to reclaim trust in democratic institutions. His final line captured the central theme of his message: “The people against the clique.”

Santini chides Resident Commissioner for not articulating a vision of commonwealth status

The New Progressive Party (NPP) escalated its criticism of Popular Democratic Party (PDP) figure Pablo José Hernández on Friday, arguing that the young leader misused the anniversary of the commonwealth (ELA) status to attack Gov. Jenniffer González Colón instead of articulating a vision for the political formula he claims to defend.

NPP Secretary General Jorge Santini said Puerto Ricans expected Hernández to reflect on the commonwealth’s legacy and outline its

future. Instead, he argued, Hernández devoted his remarks to the governor, revealing what Santini described as misplaced priorities.

“If on the day of the commonwealth status the most important thing for him is talking about the Governor, it’s clear where his focus is,” Santini said.

The NPP official contrasted Hernández’s approach with the leadership of former Gov. Luis Muñoz Marín, noting that while people may disagree with Muñoz Marín, “no one can deny he defended his ideas with seriousness and leadership.” Santini said Hernández projects

“more the image of a kid playing PlayStation than that of a leader prepared to defend his party’s future.”

Santini argued that Hernández’s political challenge lies not in La Fortaleza but within his own party. He pointed to PDP Mayor Luis Javier Hernández as an example of internal figures strengthening their leadership while Pablo José “spends his time talking about the Governor.”

“That disconnect explains the discontent within sectors of the Popular Democratic Party,” Santini added.

According to Santini, Hernández’s decision to turn the commonwealth anniversary into a speech about González Colón shows that “the Governor occupies more space in his thinking than the very formula he says he represents.” He said this disconnect with the expectations of the PDP base is fueling growing internal criticism.

“When on the anniversary of the commonwealth there is more talk about Jenniffer González than about the commonwealth itself, it becomes clear that the Popular Democratic Party has lost the discourse to defend the formula it created,” Santini concluded.

US-backed sterilization program in Puerto Rico reexamined in new docuseries

Anew episode of the docuseries Speak UP, Speak OUT is prompting renewed attention to the United States’ decades-long sterilization campaign in Puerto Rico, an initiative that left lasting trauma for thousands of women and remains a stark example of reproductive coercion in U.S. history.

The episode, titled Declared Unfit to Reproduce – Eugenics, revisits the government-backed program that began in 1937, when sterilization was made legal on the island under Governor Blanton Winship, according to a report from Ms. Magazine.

As the article notes, “By the 1970s, one-third

of all Puerto Rican women of childbearing age had been sterilized, most without being properly informed that the procedure was permanent.”

The policy emerged amid economic turmoil following the U.S. takeover of Puerto Rico after the 1898 Spanish-American War. With unemployment at 36 percent and widespread poverty, federal officials, including President Franklin D. Roosevelt, embraced overpopulation as an explanation for the island’s economic struggles. Winship’s sterilization plan, fueled by eugenic ideology, was promoted as a modern solution, even as women were misled into believing the procedure was reversible, according to Ms. Magazine.

Sterilization messaging soon permeated daily

life. Textbooks promoted small nuclear families, factories opened in-house clinics, and some hospitals required women with two or more children to undergo tubal ligations immediately after childbirth. The procedure became so normalized that it was commonly referred to simply as la operación.

The docuseries also revisits Puerto Rico’s role in early birth control pill trials. In 1955, researcher Gregory Pincus conducted large-scale testing on Puerto Rican women who were not told the pill was experimental. According to Ms. Magazine, “17 percent of the participants dropped out due to serious side effects… In the end, three women passed away due to complications from the trials.”

Activists, including Dr. Helen Rodriguez-Trias,

helped bring the sterilization abuses to light in the 1970s, leading to federal reforms such as informed consent requirements and a mandatory 30-day waiting period.

But the docuseries underscores that forced sterilization remains a contemporary issue. Thirtyone states and Washington, D.C., still allow some form of involuntary sterilization, particularly affecting people with disabilities. Incarcerated women have also been subjected to non-consensual procedures; more than 100 women were sterilized in California prisons between 2006 and 2010. Reports from ICE detention centers, including allegations from a whistleblower nurse in Georgia, describe unnecessary hysterectomies and inadequate post-surgical care.

Hurricane Fausto is moving toward Hawaii

Fausto is a hurricane spinning in the open waters of the Eastern Pacific and may graze past Hawaii early this coming week.

On Saturday, satellite imagery showed a classic pinwheel cloud pattern spinning toward Hawaii with a visible eye.

Forecasters at the National Hurricane Center said that Fausto had gone through a process indicating that it was strengthening, though it was about to enter a less hospitable, drier environment, so they believe it will weaken before reaching Hawaii.

Fausto’s exact path is still shaping up.

The storm was moving west at 14 mph Saturday, and on this trajectory and pace, Fausto could reach the Central Pacific Ocean by Sunday and pass by Hawaii on Tuesday

and Wednesday.

Meteorologists at the National Weather Service office in Honolulu said the storm is likely to move near the Big Island on Tuesday and near Kauai on Wednesday, though a small shift in the storm’s track could change the island-by-island forecast.

Most forecast models show a near-miss north of the islands, and some show the storm’s path going even farther north. A more northern path would mean fewer effects on the islands.

But some forecast models do bring Fausto very close to the islands’ northern edge.

On Saturday, the official forecast track from the National Hurricane Center — where meteorologists take in all the models and decide which is the most likely — leaned toward a path that would most likely bring some storm effects, including heavy rain and

strong winds, to the islands.

Fausto’s impacts on Hawaii are still uncertain.

Forecasters have noted that the hurricane seemed slightly smaller than average for this part of the world. A smaller storm is less likely to directly affect Hawaii, which is already a very small target in the middle of the vast Pacific Ocean.

Either way, some tracks bring the storm close enough to cause heavy rain — especially along the eastern slopes of the mountains — as well as high swells and potentially tropical storm force winds.

The large swells are expected to start affecting Hawaii before the storm’s arrival, with dangerous surf and rip currents developing on Sunday on the east end of the state and spreading westward in the following days.

As Fausto approaches Hawaii, it is forecast to weaken in intensity, likely passing near the islands as a tropical storm.

Typically, storms moving from the east toward Hawaii weaken over cooler waters. Although ocean temperatures are warmer than average right now, which can often help hurricanes grow more intense, atmospheric conditions above those waters still suggest to forecasters that the system will weaken.

A more northerly path would cause the storm to weaken faster, creating at least some possibility that Fausto dissipates before reaching the islands.

Forecasters said that in the coming days, they would have a clearer picture of how much rain could fall on Hawaii and whether any areas would experience strong winds.

House adopts $95 billion GOP budget for Iran war

Senate Majority Leader John Thune (R-S.D.) speaks during a news conference at the Capitol in Washington, July 21, 2026. Republican leaders muscled through resistance in their own ranks to approve the budget blueprint, but its prospects were far dimmer in the Senate. (Alex Kent/The New York Times)

House Republicans on Wednesday won narrow approval of their $95 billion budget plan to fund the war with Iran and impose new election restrictions President Donald Trump has demanded, muscling through dissent in their ranks to send the measure to a skeptical Senate. The blueprint would pave the way for filibuster-proof legislation known as a reconciliation bill that would bypass Democratic opposition and provide up to $73 billion in additional military funding, $12 billion for farmers and $10 billion to enforce severe new voting restrictions championed by Trump.

It was approved in a 216-214 vote, with all

but two Republicans in favor despite considerable concern in their ranks about its cost, its scope and voting to fund an unpopular war just months before the midterm elections.

The plan faces an uphill fight in the Senate, where the Republican leader has cast doubt on his chamber’s willingness to embrace it.

The debate featured little in the way of direct discussion about the war with Iran, for which the bulk of the money is intended.

Speaking at length on the House floor in support of the plan, Rep. Jodey Arrington, R-Texas, the chair of the Budget Committee, described the effort as “supporting our troops in their time of need.”

“Just baseline battlefield readiness,” Arrington said. “Bullets and bombs to finish the job, and to come home safely and victoriously.”

Rep. Mike Rogers, R-Ala., the chair of the Armed Services Committee, also omitted any mention of Iran, though he alluded to the conflict.

“No matter how you feel about the current events, these funds are necessary to ensure our fighting forces remain ready, our troops are paid and our nation is safe,” he said.

In the days leading up to the House vote, various Republican factions had quietly voiced grievances about the resolution. Budget hawks objected to the fact that none of the new spending would be offset by new cuts. Defense hawks said their party should use reconciliation to provide even more money to the Pentagon. Center-leaning House Republicans facing competitive reelection races were skittish about voting to fund a war that has driven costs up.

But as with most legislative initiatives that Trump demands, there was a sense of inevitability

in the House about adopting the blueprint, and in the end, most would-be defectors swallowed their objections and fell in line.

In the end, only two Republicans, Reps. Thomas Massie of Kentucky and Warren Davidson of Ohio, and one independent who aligns with the GOP, Rep. Kevin Kiley of California, voted no.

Fiscal hard-liners said they were willing to add $95 billion in spending in exchange for a promise that the reconciliation measure would eventually include new voting restrictions that would require people to prove they are citizens when they register to vote, impose strict new identification requirements for voting and severely curb voting by mail.

The blueprint hews closely to an emergency spending request the White House sent Congress in June to provide more money primarily for the Pentagon. Republicans have sought to fund it through reconciliation, legislation that is not subject to a filibuster because nearly all Democrats have said they are opposed to the war and will not vote to allocate money for it. In the Senate, spending bills typically need bipartisan support — 60 votes — to advance.

Rep. Hakeem Jeffries of New York, the Democratic leader, called the legislation an “America Last Republican budget that will provide billions of additional dollars to Operation Epic Fury in the Middle East, which has been

a complete and total disaster for the American people.”

It would be the third time in 18 months that the party has turned to reconciliation — a maneuver created to make it easier to pass bills that reduce federal deficits — to push through major elements of their agenda.

Yet it was far from clear that the budget blueprint would gain traction in the Senate. Sen. John Thune, R-S.D., the majority leader, suggested at a news conference Tuesday that the Senate would “hold” the House’s budget resolution — not acting on it immediately but keeping it available — until he was sure the Senate could move a stopgap funding bill to avert a government shutdown at the end of September.

More than 500 Howard University students are bumped from enrollment

More than 500 incoming Howard University freshmen learned weeks before move-in that the school had canceled their enrollment after it said the students missed a payment deadline this month.

The decision came almost a month before the start of the fall semester, leaving the affected students scrambling to find alternatives or determine whether they could still find a way to reenroll.

Howard, one of the country’s most prestigious historically Black colleges and universities, said it dismissed 502 first-year students whose accounts showed they had not met enrollment and financial requirements by a deadline of July 10.

By that date, the students were supposed to have paid half their remaining balance or enrolled in a payment plan.

“Never in my life have I gotten so far and worked so hard for it to be stripped from me on a random Wednesday,” one affected student, Isabella Williams, said in a TikTok video this week about the enrollment issue. Her video’s caption said she was suppo -

sed to move in on Saturday.

“I was promised and told by people that what I was doing was OK,” Williams continued, “that everything was fine and that my scholarships could come through later, and then I’m suddenly unenrolled from my dream school.”

Williams could not be immediately reached for comment on Saturday.

The number of undergraduate “first time in college” students at Howard last fall was 2,490, according to the school.

The university said it began notifying students in March through emails and orientation sessions about enrollment requirements, payment expectations and key dates.

Howard officials said students also received monthly reminders through July as the deadline approached.

Students who missed tuition or aid deadlines lost their spots in the upcoming semester.

They were informed “that the university can no longer hold their place in the incoming class,” school officials said in a statement Thursday.

“As Howard finalizes enrollment for the Fall 2026 semester, which begins Aug. 17, confirming enrollment is essential to planning academic programs, housing, financial aid, and student support services,” the statement said.

For many students and their families, the timing left little opportunity to resolve the issue before the start of the academic year.

Some of the affected students told the university that their scholarships or federal financial aid had not finished processing before the deadline, the university statement said.

Some students said they were traveling to Washington next week to try to resolve the enrollment issue in person.

It’s unclear how many of the affected students were awaiting federal financial aid, private scholarships or grants.

“The university is reviewing information related to anticipated scholarship funding and other financial aid, where appropriate, and will consider relevant circumstances presented regarding pending scholarship awards and financial aid resources,” the university said.

Nicolás Maduro’s trial to start in June 2027, judge says

The federal judge presiding over the case of Nicolás Maduro last week set a June 2027 trial date for the captured Venezuelan leader, introducing some deadlines into a high-profile case that has proceeded slowly.

The judge, Alvin Hellerstein, set the June

1 trial date after prosecutors and lawyers for Maduro said Tuesday evening that they had agreed to it, ahead of a Wednesday court appearance.

Like all trial dates set far in advance, the schedule is tentative and could be subject to changes, particularly if Maduro’s challenges to his case are evaluated by higher courts.

Maduro and his wife, Cilia Flores, were

seized from a Caracas, Venezuela, compound in a U.S. military operation in January. They have pleaded not guilty to conspiracies to commit narco-terrorism and import cocaine, along with other counts. It is unclear whether other charges will be brought.

Hellerstein consented Wednesday to the lawyers’ request to have the pretrial proceedings take place in two stages. First, Maduro is expected to contest the notion that he can even be prosecuted by the U.S. government, claiming sovereign immunity that would not require him to litigate the case further.

As his lawyer, Barry Pollack, explained in court Wednesday, if that argument or others along the same lines were successful, Maduro would not have to challenge the particulars of the prosecution.

Pollack had previously said Maduro would also challenge the legality of his extraordinary capture and argue that he has immunity as a head of state.

The latter argument is likely to be particularly compelling and could eventually reach the Supreme Court. Though U.S. Secretary of State Marco Rubio has repeatedly said that Maduro was not the legitimate president of Venezuela, the U.S. government —

and Rubio personally — have empowered Delcy Rodríguez, who was Maduro’s vice president and now leads Venezuela.

Pollack may argue that in legitimizing Rodríguez, the Trump administration has shown Maduro to have been legitimate in his own right.

If those arguments fail, Maduro is expected to challenge the details of an indictment that accuses him of corrupting Venezuela’s government and using it to export cocaine on a global scale. Maduro’s lawyers are expected to present those arguments, if necessary, early next year.

Maduro appeared wearing a khaki jumpsuit and shook hands with his lawyers before putting on the headphones that allowed him to hear translations of what, for him, was a foreign court proceeding. The appearance was a brisk 15 minutes, and he left the courtroom with a quick wave to the gallery.

Wednesday marked his first courtroom appearance since March. While the Venezuelan leader still draws a crowd inside and outside the courthouse, his months in detention appeared to have somewhat diminished public interest.

Trump’s new insult won’t save Republicans

This is why he has become even more obsessed with election fraud; why he fumed and rambled about the 2020 election for a primetime audience last week; and why he wants Congress to pass the SAVE America Act, a bill that — in his mind — would make it impossible for Democrats to win the midterm elections.

This is why both he and his Republican allies are throwing everything they have at Democrats in an attempt to find a message that sticks with the public, a message that could help them hold Congress for another two years. And what Trump and the Republican Party have settled on to spearhead their campaign against the Democratic Party is the threat of communism.

That’s right: communism. It is unclear exactly what Trump has in mind when he says “communism,” although there is no reason to think that the president could distinguish MarxismLeninism from Maoism or Trotskyism or some other more boutique formulation. Whatever his meaning, the important point is that communism is, to the president, the single greatest threat to the safety, prosperity and integrity of the United States.

“Communism is a mortal threat to American liberty,” he said at a semiquincentennial event at Mount Rushmore on July 3. “It is the greatest threat to our country, including World War I, World War II, Pearl Harbor or even 9/11.”

The next day, in his Independence Day speech on the National Mall, Trump was even more emphatic about the threat

María

communism poses. “The communist system is the opposite of the American system, and the communist system has never worked,” he said. “Our warriors did not fight communism on battlefields across the world, only to have that menace rear its ugly head right back here in America. We’re not going to let it happen.”

Following the president’s direction, Republican leaders in Congress have also pledged to fight the Red menace, tying it explicitly to the Democratic Party. “The Bolshevik takeover of the Democratic Party is in full swing, and communism is on the ballot this November,” Rep. Steve Scalise of Louisiana, the House majority leader, said. One imagines that we’ll soon see Republicans quoting Alexander Kolchak and waving the banner of the White Army.

It is clear that all of this is a response to the recent success of insurgent left-wing candidates in Democratic primaries, especially those with ties to the Democratic Socialists of America. These candidates, who won Democratic primaries — most recently Melat Kiros of Colorado — are not communists. DSA’s origins, in fact, lie in part with the Democratic Socialist Organizing Committee, whose leadership came from the anti-communist left. But it is perhaps too much to expect American conservatives to distinguish between the many flavors of left-wing politics in the United States.

In any case, Republicans hope to wield the public’s long-standing hostility to socialism as a weapon against Democratic Party politicians, whether or not they fall on the left or call themselves democratic socialists. (And if the recent activities of Marco Rubio and the State Department are any indication, the administration also wants to wield the specter of communism as it makes its plans for Cuba.)

But Americans are neither as hostile to socialism as they once were nor as positive toward capitalism as they have been in the past. More important than polling, however, is the fact that for many Americans the “communist threat” is a total abstraction. There are tens of millions of voters (this columnist included) who were young children when the Soviet Union fell. There are millions more who weren’t yet born. For these Americans, communism is as much a concern as the missile gap or the Contras. It is completely unresponsive to the circumstances of their lives — to their struggles with housing, healthcare and the overall cost of living. As a message, “communism” is out of touch with reality; more likely to drive voters away from Trump and the Republican Party than push them into their arms.

It is fitting that Trump, a student of Roy Cohn, would turn to Red-baiting as he fights for political survival. Cohn was a prosecutor in the trial of Ethel and Julius Rosenberg and chief counsel to Sen. Joseph McCarthy, where he played a major role in McCarthy’s anti-communist witch hunts. The president, who isn’t known for his embrace of new ideas, might see anti-communism as an easy path to victory.

What’s more, Trump’s turn to Cold War-era rhetoric, and specifically that of the Second Red Scare, is of a piece with the overall dynamic of his administration.

You can understand the two Trump presidencies as attempts to relive and reenact the most atrocious moments in American history, as if the nation were led by toxic obsessives who relished the cruelty and criminality of the past and worshipped perpetrators as heroes — the supposedly hard men who built the country we know.

The president himself gestures toward this game of copycat when he hails Andrew Jackson or praises William McKinley as a man who made America great. And the administration itself seems to want to consciously emulate those moments of infamy and ignobility in the American past.

The administration’s hegemonic war in Venezuela and antiCanadian saber-rattling evoke the crudely imperial posture of the United States at the turn of the 20th century. Its racist nativism is a throwback to both the Chinese Exclusion Act of 1882 — which it recently defended in its tendentious critique of the Smithsonian National Museum of American History — and the Johnson-Reed Act of 1924, which effectively closed the country to African, Asian and Southern and Eastern European immigrants for more than 40 years. Its use of Immigration and Customs Enforcement and Customs and Border Protection as a roving deportation force, aimed at anyone who looks suspect, is more than a little reminiscent of the federal bounty hunters deputized under the Fugitive Slave Act of 1850. It is also an echo of the first Red Scare, the Palmer raids and J. Edgar Hoover’s hunt for radicals during the Woodrow Wilson administration.

Of course this president, and this administration, would want to emulate the anti-communist hysterias of the 1910s and the 1950s. Of course he and his administration would want to resurrect the fear, bitterness and paranoia that marked the hunt for alleged subversives.

‘The Odyssey’ is everywhere. Here are 7 bold film reimaginings.

Christopher Nolan recently told The New York Times that “The Odyssey,” Homer’s nearly 3,000-year-old epic poem, was his “ur-text,” saying, “It’s in everything I’ve done before.”

That’s the thing about this ancient, enduring saga, which chronicles the Greek hero Odysseus’ treacherous 10-year journey home to Ithaca after the Trojan War: It’s the ur-text for much of modern storytelling.

Like Nolan’s new adaptation, many retellings have been direct: Uberto Pasolini’s “The Return” (2024), starring Ralph Fiennes as Odysseus and Juliette Binoche as his wife, Penelope; Mario Camerini’s “Ulysses” (1955), with Kirk Douglas as the title character, the Latin variant of Odysseus; and the 1997 NBC miniseries “The Odyssey.”

Homer’s epic also informed the 2007-11 web series “Star Trek Odyssey,” and was parodied by “The Simpsons” in 2002.

Plenty of other screen adaptations could be better described as “Odyssey”-coded, and present the hero’s journey in imaginative ways. Here are seven worth revisiting.

‘O Brother, Where Art Thou?’ (2000)

This rollicking, sepia-toned Coen brothers adventure, a fantasia of folklore and tall tales, moves the action to dusty Depression-era Mississippi.

In 2000, Joel Coen said that he and his brother weren’t thinking about the Greek poem at first, but instead had an idea about three fugitives escaping from the chain gang: “Homer suggested itself later when we realized the movie was essentially about the main character trying to get home and having this series of adventures along the way.”

“We never actually read it,” Ethan Coen added.

Still, they included some significant references: the main character, played by George Clooney, is named Ulysses Everett McGill; he and his sidekicks are hypnotized by three enchanting women singing in a river, à la the mythological Sirens, who lured men to their deaths through irresistible song; the Cyclops-like figure here is a one-eyed Bible salesperson, Big Dan Teague (John Goodman); and the LotusEaters, who in the poem represent narcotic-like escapism and avoidance, are a religious congregation engaged in a mass baptism that temporarily derails our hero. ‘2001: A Space Odyssey’ (1968)

Stanley Kubrick’s existential space epic about astronaut Dave Bowman’s journey through the cosmos mimics Homer’s tale in far

more than title alone.

In 1965, when the film was being called “Journey Beyond the Stars,” Kubrick told The New Yorker about how tricky it had been to explain the project: “About the best we’ve been able to come up with is a space odyssey — comparable in some ways to the Homeric ‘Odyssey,’” he said. “It occurred to us that for the Greeks, the vast stretches of the sea must have had the same sort of mystery and remoteness that space has for our generation, and that the far-flung islands Homer’s wonderful characters visited were no less remote to them than the planets our spacemen will soon be landing on are to us.”

The name Bowman calls to mind the poem’s climax, when Odysseus, disguised as a ragged beggar, reveals his true identity by stringing his wood-and-horn bow and expertly shooting it, shocking the suitors who had been pursuing his wife, Penelope.

And the Cyclops-like character that Bowman has to outwit and overcome in order to ascend? HAL, a villainous AI whose only real physical trait is a single glowing red eye. (Stream on most major platforms.)

‘Joe Versus the Volcano’ (1990)

Early in director John Patrick Shanley’s screwball rom-com about the meaning of life, copies of “The Odyssey,” along with “Robinson Crusoe” and “Romeo and Juliet,” are shown on the desk of Joe (Tom Hanks), a spineless everyman doing soul-crushing clerical work at a bleak factory. Each book nods to the journey that this downtrodden man will soon embark upon after being told that he’s terminally ill.

As with Odysseus, Joe’s road to enlightenment is long, winding and rife with obstacles. Crooked-path imagery appears throughout, whether as a crack in his apartment wall or the trail leading up the volcano that he’ll eventually throw himself into, an act that will leave Joe reborn.

One of these obstacles might be familiar to Odysseus: nature’s fury. A huge typhoon leaves Joe adrift on a makeshift raft. Delirious from lack of food and water, he has a spiritual awakening under a giant moon. The scene echoes the episode when Odysseus must use his wits to survive on a raft after he’s shipwrecked by Poseidon’s wrath.

Meg Ryan, in her first role opposite Hanks, plays a few characters who mirror female figures from the “Odyssey” including Angelica, a superficial socialite who represents, like the Lotus-Eaters, distraction. (Rent on most major platforms.)

‘The SpongeBob SquarePants Movie’ (2004) Homer’s themes of identity and cunning have also been plumbed for sillier fare, as in

the first feature based on the animated juggernaut “SpongeBob SquarePants.” Directed by the series creator, Stephen Hillenburg, it is a clear adaptation.

As SpongeBob heads out on a hero’s journey with the hapless Patrick Star in tow, they encounter mythical monsters and temptations akin to the Sirens and the Lotus-Eaters; here, ice cream intoxicates, lures and deceives.

Princess Mindy, an Athena-like mermaid, guides them, bestowing courage and confidence, and warns them of a Cyclops, a one-eyed scuba diver.

She also gives them a “magical bag of winds” to help blow them quickly home to Bikini Bottom when their mission is complete — a shortcut that Patrick stupidly, well, blows, when he lets the bag fly away without them. In “The Odyssey,” a similar gift from King Aeolus, the ruler of the winds, is stupidly mishandled by Odysseus’ selfish crewman when Ithaca’s shores are in sight, resulting in a storm that sends them back to the island of Aeolia. (Stream on Paramount+.)

‘Cold Mountain’ (2003)

Anthony Minghella’s Oscar-winning Civil War epic, based on Charles Frazier’s 1997 novel, echoes Homer’s classic at many turns.

Jude Law stars as the physically and spiritually gutted Inman, who deserts after surviving the Siege of Petersburg and heads out on foot for a long journey home. Both Inman and Odysseus are traumatized by war, and neither believed in the cause or cared about glory, only about returning to their homeland — here Cold Mountain, North Carolina.

Nicole Kidman stars as Ada, a reflection of Penelope. Both women stay faithful to their loves despite the passing years, and both resist increasing pressure and threats to sacrifice their property: Penelope from the suitors, and Ada from Teague and his Confederate Home Guard. The Home Guard is also a Poseidon-like entity, hunting Inman on his push home.

In one of the vignettes, Inman encounters Junior (Giovanni Ribisi), who offers him food and shelter for the night. In truth, his hospitality is a trap, and Junior, a treacherous and depraved figure akin to the Cyclops Polyphemus, plans to turn Inman over to the Home Guard for cash. In “The Odyssey,” Polyphemus, a son of Poseidon, traps Odysseus and his men in a cave.

At Junior’s cabin are several women, and soon Inman finds himself severely intoxicated. It’s a sequence reminiscent of both the Sirens and the Lotus-Eaters. (Rent on most major platforms.)

‘After Hours’ (1985)

New York Times critic Vincent Canby likened this disorienting, surreal Martin Scorsese

comedy to “Alice in Wonderland,” explaining how straitlaced Manhattan computer programmer Paul Hackett (Griffin Dunne) descends into “an urban Wonderland of eccentric sculptors, artists, bartenders, waitresses, potential suicides, thieves, freaks and loners.”

But even “Alice in Wonderland” — with its circuitous setbacks, maddening obstacles, and turnstile of allies and foes — could be considered “Odyssey”-coded. Here, Paul pursues Marcy (Rosanna Arquette) to the underworld of SoHo; she’s the Siren luring him from the safety of his mundane life. Before long, he’s battlescarred and desperate to get home.

Paul even tries a Trojan Horse gambit, though unwittingly. In a trick engineered by the cunning Odysseus, Greeks were smuggled across the enemy lines of Troy in the belly of a giant wooden horse, ending the decadelong Trojan War (as detailed in “The Aeneid”). In “After Hours,” a disheveled Paul, hunted by a vigilante mob, winds up encased in a George Segal-like papier-mache sculpture. After burglars steal the “artwork,” it falls from their van, and Paul smashes against the ground as dawn breaks, ending his nightmare. (Stream on the Criterion Channel or rent on most major platforms.)

‘Ulee’s Gold’ (1997)

This indie written and directed by Victor Nuñez is a quieter, more grounded take on “The Odyssey.” Peter Fonda stars as the stoic Ulysses “Ulee” Jackson, a widowed Florida beekeeper and Vietnam veteran who was the only survivor of his combat unit. He tells his granddaughter — Penny, named after his wife, Penelope — that he survived by being “tricky,” a nod to Odysseus.

He’s reluctantly raising Penny and her sister because their father is in prison for a bank job and their mother, Helen, has vanished. It’s the disappearance of Helen of Troy that triggered the Trojan War, tearing Odysseus from his home.

US investment-grade bond funds see $7 billion record weekly outflows

U.S. investment-grade bond funds and exchangetraded funds saw massive outflows in the week ended July 22, as an oil-driven inflation scare pushed Treasury yields higher and investors cut exposure to fixed-rate corporate debt, LSEG Lipper data showed.

According to the data, U.S. investment-grade bond funds recorded $7.1 billion in net outflows during the week, the largest weekly withdrawal on record, after suffering a record one-day outflow of $8.2 billion on July 20.

Investment-grade bonds came under pressure from rising Treasury yields and wider credit spreads, with their longer maturities and lower coupons making them more sensitive to interest-rate moves than high-yield debt.

Oil prices have surged nearly 40% this month to cross above $100 a barrel, fuelled by Houthi attacks on tankers in the Red Sea and fears of military action against Iran.

High-yield bond

funds, meanwhile, attracted about $534 million, while leveraged-loan funds also saw modest inflows.

High-yield bonds typically offer higher coupons and shorter maturities, while loans carry floating rates, making both less exposed to rising government bond yields.

The war between the United States and Iran remained on pause for a second straight day Sunday, while the Iranian Foreign Ministry said that there had been some movement in talks between Iran and mediators over the Strait of Hormuz.

No U.S. strikes on Iran have been reported since Friday, while Iran has similarly held off attacking American allies around the Middle East after about two weeks of skirmishes brought the two countries back to the brink of full-blown war.

President Donald Trump decided last week to put off plans to escalate the U.S. assault on Iran, at least for now, according to U.S. officials. Trump and his aides were motivated in part by dwindling stockpiles of interceptors to shoot down Iranian missiles, said the officials, who spoke on condition of anonymity to discuss operational matters.

Trump has struggled to decisively end the war on Iran that the United States and Israel started jointly five months ago, even as the global economic toll and number of American casualties have mounted. A ceasefire signed last month effectively collapsed after Iran continued to blockade the Strait of Hormuz, the vital wa-

terway for global oil and gas shipments.

Two weeks of U.S. bombing runs on southern Iran have failed to break the deadlock over the strait. Before the war, ships could freely travel through the waterway — but Iran has since effectively blocked transit, throttling global energy markets and increasing the pressure on Trump to end the war.

Esmaeil Baghaei, the Iranian Foreign Min-

istry spokesperson, said that officials from the Persian Gulf sultanate of Oman, which abuts the Strait of Hormuz, visited Tehran, Iran, over the weekend for talks about the waterway. Oman has occasionally served as a mediator between Iran and the United States.

“These talks were useful, and progress was achieved,” Baghaei said in remarks carried by state media, though he offered no

further details.

Even as parts of the Middle East experienced their first quiet nights in weeks, at least one front remained open, in Yemen. Over the past week, the Iran-backed Houthis, who control significant parts of Yemen, have engaged in their biggest escalation since 2022 with the U.S.-allied Saudi Arabia.

Last week, the Houthis declared a maritime blockade on Saudi Arabia in the Red Sea and fired on passing ships they said were linked to the kingdom, their northern neighbor. The Houthis can effectively close another naval choke point — the Bab al-Mandab Strait — which connects the Red Sea to the Gulf of Aden and is another of the world’s most important shipping routes.

The Houthi blockade is threatening to squeeze global oil supplies further. The price of Brent crude, the global benchmark for oil, was up more than 7%, at $100.95 a barrel Friday, before dropping to around $98.

Saudi-led forces bombarded Houthi-aligned sites in Yemen on Saturday, according to a Saudi military spokesperson. The Houthis also said that they had fired rockets and drones at installations affiliated with Saudi Aramco, the Saudi state-owned energy company, along the Red Sea. Saudi authorities did not comment on whether there had been any damage or casualties.

U.S.-Iran war pauses for second straight day EU debate about import ban reveals deep divides over Israel

The European Union is debating a ban on imports from Israeli settlements, but member states are divided, reflecting deep disagreements over whether and how to confront Israel as it cements claims on occupied Palestinian territory.

Superficially, the fight is technical, based on procedural questions. But political observers say this is actually a proxy battle over how to handle Israel at a time of growing dismay with its policies among the European public and some leaders.

“Legal argument is being deployed to launder what is really a political and diplomatic reluctance to act,” said Alberto Alemanno, a law professor in Paris who arranged a letter joined by dozens of experts outlining legal grounds for a ban.

More than 3 million Palestinians live in the West Bank, along with over 500,000 Israelis who settled there after Israel captured the territory in the 1967 war. Palestinians envision it

becoming part of future state, an objective that European governments aim to advance but Israel’s far-right government rejects.

In recent years, Israeli government approvals of West Bank settlements and other official actions have led to an unprecedented expansion of Israel’s claims on the land, as military operations have displaced many Palestinians and settler violence has risen.

The International Court of Justice issued an advisory opinion in 2024 saying that Israel’s occupation and settlements are illegal, calling on countries to prevent trade that may “assist in the maintenance of the illegal situation.”

Spain, Ireland, the Netherlands, Belgium and others have taken steps to restrict or ban Israeli products from occupied territories, including agricultural goods, wine and construction materials. These countries are among those pushing for the EU to take strong action to limit the import of settlement products. Germany, by contrast, says it favors dialogue over action that risks inflaming Israelis ahead of their national election in October. Germany

also has what it calls “a special relationship” with Israel, rooted in the history of the Holocaust, and the German government is traditionally reluctant to take measures that may isolate Israel.

Italy and the Czech Republic are likewise opposed to a confrontational approach and say EU restrictions on settlement products can be adopted only if they receive unanimous approval by member states.

But Kaja Kallas, the EU’s top diplomat, who is pressing for strong action, is among those who say that just a qualified majority — approval by at least 55% of member states representing 65% of the bloc’s population — would be needed. The European Commission this month proposed several possible measures, including tariffs and a ban on goods produced at Israeli settlements in occupied territory.

Hugh Lovatt, a senior fellow at the European Council on Foreign Relations, calls the focus by some member states on unanimity “a distraction — and arguably an excuse for inaction.”

But European countries have been able to

agree on some actions related to Israeli activities in the West Bank. In May, the 27 EU members unanimously imposed sanctions on people and organizations that they said facilitate “settler violence and serious human rights abuses against Palestinians” in the West Bank.

“Clearly Israel’s relations with Europe are under unprecedented strain, including with countries that have long been very supportive,” Lovatt said.

Still, some member states remain reluctant to sanction Israeli government ministers or to take steps against Israel itself.

European leaders face conflicting pressures, including public calls for action, the risk of drawing Israeli ire and potential repercussions from the Trump administration for acting against Israel, he said.

Italy’s prime minister, Giorgia Meloni, for example, is doing a balancing act, he said. Italy is insisting that EU restrictions on settlement products receive unanimous backing from member states while she is also calling on the bloc to rethink its relations with Israel.

Car plows into crowd at Berlin pride event in suspected terror attack

Acar plowed through a park during Berlin’s biggest LGBTQ Pride event Saturday, killing at least one person in what police said was a suspected act of terrorism by a man involved in local Islamic groups.

Police said the suspected attack happened shortly before 10 p.m. in the Tiergarten, a major park in the city center, and that a hunt for a suspect or suspects was underway after the vehicle was found empty and crashed into a tree. At least 16 people had injuries, some life-threatening, according to police.

Early Sunday, Florian Nath, a spokesperson for Berlin’s police, said in an interview

that they had identified a suspect: a man who was involved in local Islamic groups and who was already well-known to police. He did not name the suspect or specify the nature of the groups.

Police had a “strong suspicion” the episode was an act of terrorism, Nath said, adding that their focus was on finding the suspect and determining if he acted as part of an organized group.

Nath said earlier that the car “drove through the park and hit several people walking” in an area near the Brandenburg Gate, where the annual gay pride celebration was underway. It was not clear how the car entered the park.

The vehicle, Nath added, “didn’t exactly

hit the parade,” but, by driving through the park, “attacked the people who were going away from the parade.”

The car, a white passenger vehicle, was found crashed into a tree with nobody inside, according to the city police, who asked people to submit any photos or videos to help track down those responsible.

The remainder of Christopher Street Day, a major Pride festival that is among the biggest in Europe, was canceled. The event, named for the New York City street known for its association with the Stonewall riots that sparked the modern gay rights movement, draws hundreds of thousands of people to Berlin each year.

Early Sunday, roads near the site of the

suspected attack were blocked off by a heavy police presence. Nearby, emergency personnel had erected a tent to take care of distraught witnesses. Some were seen hugging each other, and some had thermal blankets wrapped around them.

Kai Wegner, Berlin’s mayor, condemned the attack in a post on social media and said his thoughts were with the families of the victims.

There have been several vehicle attacks in Germany in recent years in which assailants drove into crowds. The deadliest of these occurred in Magdeburg, in eastern Germany, in December 2024, when a driver plowed through a Christmas market, killing six people and injuring 309 others.

A thin rope holds the line Aagainst ebola on Uganda’s border

Arope stretched across a bridge. That was all Uganda needed to show that its border with Congo was closed.

Until recently, the bridge over the Lamia river bustled with activity. Ugandan farmers crossed to tend their crops in Congo, where land is cheaper. Every morning, Congolese children in bright uniforms walked across the bridge to attend village schools in Uganda.

But traffic across the bridge came to a standstill in May, as Uganda declared its border of more than 500 miles with Congo was closed, days after the World Health Organization declared a new outbreak in eastern Congo.

A soldier seated on a plastic chair was the only sign of life on the Ugandan side on a recent afternoon. On the Congolese side, a group of women washed clothes in the river and laid them on rocks to dry.

“People used to cross into Congo to get cassava and bananas and carry them on their backs,” said Mugaazu Philip, a Ugandan intelligence official who sat in a hut scanning the river recently. “But since the closure, nobody has come across.”

The Ebola outbreak has particular resonance in Bundibugyo, a small Ugandan town near the Lamia. In 2007, scientists here discovered the first appearance of an unusual Ebola species and named it after the town.

This year, the Bundibugyo virus returned, this time in eastern Congo. The species is so rare that it caught health officials off guard. They had been testing for more common types of Ebola. Those initial tests came back negative.

It wasn’t until later that they learned Bundibugyo was responsible for the outbreak.

Uganda hastily closed its border with Congo. The WHO said this month that the virus has killed more than 1,000 people and infected at least 2,400 in Congo but warned the country’s real numbers may be two to four times higher.

The new outbreak has revived painful memories for health workers in Bundibugyo, who watched their colleagues die nearly two decades ago of a disease that was only identified as Ebola weeks after it first appeared.

Ezekiel Kisughu, a nurse at Bundibugyo’s hospital, was infected in October 2007 while treating the head of the local Red Cross, who had been brought to the hospital desperately ill.

“People thought it might be poison,” he said. “We called it the ‘unknown disease.’” None of the nurses had protective gear and there was no information, he recalled. The patients died and one by one the nurses started to fall sick and perish. Then came Kisughu’s turn.

He said he barely survived and that the illness was so traumatic that he remembers the exact date he was discharged: Dec. 7, 2007. The WHO announced that the town was dealing with an Ebola outbreak while he was still in the hospital, he said.

For months after his release, he said the town treated him as a pariah because of the stigma of the disease.

Much has changed in the town since then. Uganda has developed a global reputation for its efficiency in containing infectious diseases, including HIV, COVID-19 and Ebola. While the disease is raging through communities in Congo, Uganda appears to have it under control.

There have been 20 confirmed Ebola cases in Uganda thus far, but the country has not registered a new case in more than a month. Fifteen of those patients came across the border, some to seek treatment in Ugandan hospitals. Aside from two patients who died, the rest have recovered. The others were quarantined and released, the authorities said this month. Bundibugyo has not recorded a single infection in this outbreak.

“They know how to handle it,” said Dr. Wessam Mankoula, who leads the country’s Ebola response unit at the Africa Centers for Disease Control and Prevention, referring to Ugandan health officials.

The effect of that expertise in Bundibugyo is to see life carry on as normal, despite the threat just across the river, which is often shallow enough to ford.

Schools, shops and offices here remain open, though hand-washing stations have been set up at the entrances to public places. Teams play soccer on the field beside the town’s government offices every evening. No one in the town wears a mask.

Christopher Kiyita, the top health officer in Bundibugyo, said that in his 15 years on the job he had faced down several Ebola outbreaks, supported by the national government. He said he regularly drives the nine hours to the capital to attend important meetings.

Since the initial Ebola outbreak nearly two decades ago, Bundibugyo has been changing.

People are abandoning subsistence farming in favor of cocoa, residents said, driving more people into the cash economy. Cocoa trees, with their distinctive big leaves and bulbous

pods, now dominate the landscape around Bundibugyo.

The shift may help explain why people have stopped eating wild animals in the town, including bats and monkeys, the residents said. In addition, the establishment of two nearby national parks has made it harder for people to hunt such wildlife.

Scientists say that fruit bats are the likely reservoir host for Ebola viruses, which can then spread to other animals, including monkeys, and into the human population.

For all the changes, Kisughu said that proximity to Congo leaves the town — and Uganda — vulnerable.

“The nature of our border is very tricky,” he said. “It is porous and we are dependent on one another.”

People in Bundibugyo, Uganda, on July 5, 2026. The Bundibugyo Ebola virus takes its name from this small town, where it was first discovered in 2007. Now, the species has returned to eastern Democratic Republic of Congo, halting life on a busy border. (Stuart Tibaweswa/The New York Times)

Google is building an AI fence around the internet it once championed

When Google prepared to go public in 2004, Larry Page, a co-founder of the company, wrote a letter to shareholders describing the internet firm’s responsibility to the world.

“We believe a well-functioning society should have abundant, free and unbiased access to high-quality information,” Page said.

Google fulfilled that responsibility by acting as a gateway to the internet. It answered people’s search queries with lists of hyperlinks, pushing users out to what is known as the “open web” — the millions of websites run by merchants, publishers, universities and others — for more information. In the ensuing decades, Google became one of the planet’s richest and most powerful companies by directing people to the vastness of the open web.

Now in the age of artificial intelligence, Google appears to be shrinking back from the open web — and may be imperiling it.

Since last year, the Silicon Valley giant has revamped its search with AI. It introduced AI Mode, which replaces search results of hyperlinks with conversational responses written by Gemini, its AI chatbot. Most recently, Google changed its iconic search box for the first time in 25 years so that people could add photos and videos to their queries and assign AI “agents” to run searches for them.

The effect of these moves is becoming clear: People are spending more time with Google than ever.

Users are writing queries three times as long as the keywordheavy questions they asked of traditional searches, Google said at its developer conference in May. People are spending one to nine more minutes in AI Mode than on traditional Google searches, according to three studies from researchers tallied by The New York Times. One October study from Growth Memo, a newsletter focused on search and marketing, found that in about 75% of sessions, users never left AI Mode for the web.

For publishers, businesses, banks and others that relied on Google to funnel its billions of users to their websites, the impact has been unmistakable as the company has increasingly incorporated AI into search. Google’s users are no longer leaving Google after a search and are just reading its AI-generated answers, they said, which means fewer people are coming to their websites, and search traffic has dropped.

Nilay Patel, editor-in-chief of the technology website The Verge, has warned publishers for years that they would face “Google Zero,” a moment when traffic from Google would plummet to nothing.

“For publishers, Google Zero is already here,” he said. “It wasn’t until AI Mode arrived that people could see that the slow creep was about to hit a tipping point.”

The changes threaten the open web and show how rapidly AI has upended the technology landscape. Tim Berners-Lee, the computer scientist credited with inventing the World Wide Web in 1989, had envisioned the web as a tool for global collaboration without borders, where people could launch their own websites and flit freely among sites created by others.

thing they needed under one roof. Now AI has indisputably accelerated that trajectory, Berners-Lee said in a 2024 essay.

Tech companies have built empires that locked users in and were focused on maximizing profit instead of enhancing public utility, Berners-Lee wrote. “The rapid advancement of AI has exacerbated these concerns,” he added, “proving that issues on the web are not isolated but rather deeply intertwined with emerging technologies.”

Google has denied that it is endangering the open web. In a blog post last August, Liz Reid, a vice president of search, said that the company’s ethos had not changed and that it was sending out a “relatively stable” number of clicks numbering in the billions. Reports of a decline in search traffic were “inaccurate” and relied on “flawed methodologies,” she said.

“We care passionately — perhaps more than any other company — about the health of the web ecosystem,” Reid said.

Since publishing that blog post, Google has added more AI to search. It also created some features intended to push users out of AI Mode and into the broader web, including previews of websites to some responses and a tool that lets people set “preferred sources” so that AI refers to their favorite news outlets more frequently. The company also created a profile that helps publishers and creators promote their work in search.

“Google’s AI Search features send billions of clicks to the web every week, meeting people’s evolving preferences for how they want to find information while driving significant traffic to websites,” a Google spokesperson said in a statement, adding that the company’s AI features high-

light links to the web.

He said the study that found that users stayed in AI Mode 75% of the time was flawed because it relied on a small sample size and gave users specific tasks that did not reflect normal user behavior.

Even so, searches are increasingly being performed by AI chatbots while the number of people visiting websites is falling, according to Cloudflare, a content delivery network company. While someone might once have Googled a soccer player’s World Cup performance and clicked to a sports site or a social media thread for commentary, a bot now crawls the web for that information and returns the player’s statistics to the user, who stays on Google.

In total, more than 50% of web traffic is now nonhuman, Cloudflare said. Between June 2025 and April 2026, human traffic to websites of businesses in industries like finance, publishing and retail dropped nearly 40%, it added.

The web’s fundamental economic model has changed, Cloudflare said, and chatbot-style search tools like Google’s could put the open web in peril if left unchecked.

Google’s AI, along with other popular chatbots, have hit Wikipedia. The Wikimedia Foundation, which manages the online encyclopedia, said it had experienced an 8% decline in human visitors to its site over the past year. At the same time, it has seen an increase in bots scraping its site for data to train AI models.

“My work is to ensure that people don’t forget about us because Google’s user interface changed,” said Selena Deckelmann, the Wikimedia Foundation’s chief product and technology officer.

Wikipedia has started promoting its own app and social media channels to establish connections with readers outside Google’s ecosystem, she said. It also began charging Google and other AI firms for access to its data for training.

Last month, Britain’s Competition and Markets Authority mandated that Google change its AI search tools in the United Kingdom to address publishers’ concerns. The regulator said Google must include clear links to attribute content in chatbot responses, a move intended to help send traffic to websites. The company is also required to allow website operators to opt out of having their content appear in AI summaries and is making the changes across search globally.

Puerto Rico opens Santo Domingo 2026 with Five Medals

SANTO DOMINGO, Dominican Repub -

lic – After taking part in an emotional Opening Ceremony on Friday, Puerto Rico’s delegation delivered an impressive performance on Saturday, capturing five medals—one gold, one silver and three bronze— while also posting key victories in team and individual events at the 25th Central American and Caribbean Games Santo Domingo 2026.

Puerto Rico’s delegation, made up of 442 athletes competing in 33 sports, marched into Félix Sánchez Olympic Stadium during Friday’s Opening Ceremony, led by handball player Nathalys Ceballos, who carried Puerto Rico’s flag during the Parade of Nations in the centennial edition of the regional games.

The delegation showcased attire inspired by Puerto Rican culture, with the male athletes wearing red guayabera shirts and the women dressed in blue shirts representing the colors of the Puerto Rican flag.

Puerto Rico Olympic Committee President Sara Rosario Vélez highlighted the historical significance of the Games and the responsibility carried by the island’s athletes.

“Marching in the Opening Ceremony is always one of the most meaningful moments in an athlete’s career. Today we celebrate the centennial of a sporting event that is part of our history, while beginning a new chapter for this delegation, which arrives in Santo Domingo ready to represent Puerto Rico with pride and give its best in every competition,” Rosario Vélez said.

First gold medal arrives on Saturday Puerto Rico did not have to wait long to celebrate its first championship.

On Saturday, the men’s water polo team claimed the delegation’s first gold medal after defeating Colombia 16-12 in the championship match. The victory allowed Puerto Rico

to successfully defend the title won at the San Salvador 2023 Games while also securing qualification for the 2027 Pan American Games in Lima.

Puerto Rico’s women’s team fell 13-11 to Colombia and will now compete against Cuba for the bronze medal.

Judo and Taekwondo add to medal count Judo also contributed to Puerto Rico’s strong start.

Francine Echevarría earned the silver medal in the women’s 52-kilogram division after advancing to the final, where she was defeated by Cuba’s Dali Sentmanat.

Taekwondo produced three more medals for Puerto Rico. Arelis Medina and Luis Gabriel Colón each captured bronze medals in

their individual events before teaming up to earn another bronze in the mixed pairs competition.

By the end of Saturday’s competition, Puerto Rico had accumulated five medals: one gold, one silver and three bronze.

Strong start in team sports

Puerto Rico also enjoyed success in several team competitions.

In women’s beach volleyball, María González and Allanis Navas cruised past Martinique in straight sets, 21-6, 21-6.

The men’s duo of Daniel Rivera and William Figueroa opened its tournament with a convincing 21-10, 21-4 victory over Honduras.

ing 63-35 victory, while the men’s volleyball team defeated Cuba 3-1, winning by scores of 32-30, 25-22, 14-25 and 25-23 to start the tournament unbeaten.

Individual athletes also shine

Puerto Rico’s individual athletes also delivered encouraging performances throughout the opening day of competition.

In tennis, Yannik Álvarez advanced to the quarterfinals with a dominant 6-0, 6-0 victory over Cuba’s Alberto González, while Marko Mesarovik moved on after his Jamaican opponent, Nicholas Gore, retired from the match. Mesarovik also teamed with Natalia Pérez to defeat El Salvador in mixed doubles.

In compound archery, Jean Pizarro secured a place in the semifinals after defeating Guatemala’s Pedro Salazar 147-144.

Golf also provided positive news for Puerto Rico, as María Fernanda Torres Martínez finished the opening round atop the women’s leaderboard with a score of 70, while Jerónimo José Esteve stood 11th in the men’s standings.

Cyclist Abner González placed seventh in the men’s road race, while surfers Mia Calderón, Jazmine Dean, Jaime Javier Martínez and Dwight Pastrana all advanced to the next rounds of their respective events.

In skeet shooting, Luis Bermúdez finished third in the men’s qualifying round, while Paola Bermúdez Latorre placed fourth in the women’s competition, keeping both shooters in contention for medals.

Carlos Beltrán’s Legacy cemented in Cooperstown

Carlos Beltrán’s remarkable journey from Manatí, Puerto Rico, to baseball’s most sacred stage reached its

pinnacle Sunday when he was officially inducted into the Baseball Hall of Fame as part of the Class of 2026.

Beltrán joined Andruw Jones and Jeff Kent during the annual induction ceremony at

the Clark Sports Center in Cooperstown, New York, becoming the latest Puerto Rican player to earn a place among the legends of the sport.

Surrounded by family, former teammates,

baseball greats, and fans who gathered to celebrate the occasion, Beltrán took his place in Cooperstown after a 20-year Major League Baseball career defined by excellence, consistency, and versatility.

A nine-time All-Star, three-time Gold Glove Award winner, and two-time Silver Slugger Award recipient, Beltrán established himself as one of the most complete players of his generation. He combined power, speed, defensive ability, and leadership while playing at the highest level of professional baseball.

Beltrán played from 1998 through 2017 with the Kansas City Royals, Houston Astros, New York Mets, San Francisco Giants, St. Louis Cardinals, New York Yankees, and Texas Rangers. He finished his career with 2,725 hits, 435 home runs, 1,587 runs batted in, and 312 stolen bases.

His statistical achievements placed him among

baseball’s most exclusive groups. He retired as one of only four players in history to record at least 400 home runs, 300 stolen bases, and three Gold Glove Awards. He also became the only switchhitter ever to reach 1,500 runs scored, 1,500 RBIs, 300 home runs, and 300 stolen bases.

Beltrán’s consistency was evident throughout his career. He recorded eight seasons with at least 100 RBIs, seven seasons with 100 or more runs scored, and 12 seasons with 20 or more home runs.

As a switch-hitter, he produced nearly identical offensive numbers from both sides of the plate, showcasing his rare ability to impact games regardless of the matchup.

Beltrán’s accomplishments also included winning the 1999 American League Rookie of the Year Award and receiving the 2013 Roberto Clemente Award, an honor recognizing character, community involvement,

and contributions beyond the field.

With his induction, Beltrán became the sixth player raised in Puerto Rico to be elected to the Baseball Hall of Fame, joining an elite group of island-born legends.
