Puerto Rico’s effort to begin a phased transition from the Nutri tion Assistance Program (NAP) to the Supplemental Nutrition Assistance Program (SNAP) has stalled.
The initiative was left out of the latest Republican draft of the Farm Bill. The proposal—introduced on January 23 by Resident Commissioner Pablo José Hernández—did not appear in the new version of the legislation released last week, dealing a setback to efforts to modernize Puerto Rico’s food‑assistance system.
Republicans on the House Agriculture Committee unveiled their farm bill draft on Friday and set a Feb. 23 markup. The release immediately drew objections from the committee’s ranking Demo crat, who accused Republicans of loading the bill with “poison pills” that could undermine bipartisan negotiations.
Committee Chair Glenn Thompson (R‑Pa.) defended the measu re, calling the Farm, Food, and National Security Act of 2026 long overdue. He described it as a comprehensive package meant to stabilize agricultural and rural communities and address “modern challenges” identified through years of consultation with farmers and industry stakeholders. Thompson emphasized that the bill has nationwide ramifications and urged lawmakers to work together to move it forward.
Congress has not enacted a full farm bill since 2018, despite the long‑standing five‑year reauthorization schedule. Instead, lawmakers have kept the 2018 law in place through a series of stopgap extensions following its 2023 expiration.
Many of the agricultural and nutrition elements debated in this cycle were already previewed in the GOP’s broader One Big Beau tiful Bill Act—later renamed the Working Families Tax Cut—which passed last year without Democratic support. That bill tightened work requirements for SNAP and created new financial penalties for states with high payment‑error rates.
Rep. Angie Craig (D‑Minn.) criticized the newly released farm bill draft, arguing that Republicans locked Democrats out of the
drafting process and failed to produce legislation that meets the needs of farmers and working families. Craig called for lowering inflation‑driven tariffs, stabilizing trade relationships, expanding domestic fuel markets such as year‑round E15, and reducing input costs. She argued the Republican proposal is incomplete and filled with provisions that could derail progress if not negotiated in a bipartisan manner.
The bill also includes a controversial measure that could frustrate Republicans aligned with the “Make America Healthy Again” wing. The provision would prevent states and courts from penalizing pesticide manufacturers for failing to include health warnings that exceed those formally recognized by the Environ mental Protection Agency.
Before the bill’s release, Hernández had mounted a bipartisan push to include the Puerto Rico Nutrition Assistance Fairness Act (H.R. 5168). Supported by 20 members of Congress, the bill sought to begin a structured transition from NAP’s capped block‑grant system to SNAP, which expands automatically during economic downturns or natural disasters. Advocates argue that the island’s fixed allocation leaves more than 1.3 million low‑income resi dents vulnerable in crises. Despite these arguments, Puerto Rico was ultimately excluded from the GOP’s latest draft, leaving its transition plan unresolved.
The Farm, Food, and National Security Act of 2026 also formali zes a series of stringent SNAP work‑requirement changes previously introduced in the July 2025 One Big Beautiful Bill Act. The revised Farm Bill integrates these requirements into agricultural policy and aligns them more closely with the administration’s “Make America Healthy Again” agenda. Under the bill, able‑bodied adults without dependents must now meet work requirements until age 64, an expansion from the previous cutoff of 54. The legislation also tightens rules for households with children by requiring parents and other members to comply with work requirements once the youngest child reaches age 14, lowering the previous threshold of 18.
The bill further removes several long‑standing exemptions. Veterans, individuals experiencing homelessness, and former foster youth will no longer receive automatic exceptions under SNAP and must meet the same work or training obligations as other adults. In addition, all affected recipients must now complete at least 80 hours per month—roughly 20 hours per week—of work, approved job training, or community service. Those who fail to comply can receive benefits for only three months within a fixed three‑year period.
The legislation also places tighter constraints on states. Work‑requirement waivers will now be available only in areas where unemployment reaches at least 10 percent, limiting state flexibility in responding to economic downturns. Beginning in October, states with SNAP payment error rates above 6 percent will be required to absorb between 5 and 15 percent of program costs, shifting part of the financial burden from the federal government to state agencies. And for states struggling with high error rates, the bill authorizes the temporary use of outside contractors to assist in
administration.

The Financial Oversight and Management Board for Puerto Rico (FOMB) has forcefully rejected allegations by the Third‑Party Procurement Office (3PPO) that it has exceeded its statutory authority in reviewing a proposed temporary power generation contract awarded to Power Expectations, LLC.
In a letter dated February 13, 2026, the Board argued that its recent requests for information are fully consistent with PROMESA and necessary to safeguard Puerto Rico from fiscal and operational risk.
The exchange follows a January 28 letter from 3PPO President Osvaldo Carlo Linares, who accused the Board of escalating its involvement in the Temporary Power Generation 2 (TPG2) procurement far beyond what PROMESA allows. Carlo Linares asserted that the procurement had already gone through a compliant competitive process, had been evaluated under federal procurement standards, and had received appropriate review from the Puerto Rico Energy Bureau (PREB).
The Oversight Board, however, rejected those claims unequivocally. The Board’s letter emphasizes that PROMESA explicitly grants it broad authority to obtain documentation necessary to perform its responsibilities. It pointed to Section 104(c)(2), which empowers the Board to secure any information needed to enforce the law’s mandates, and Section 204(b)(2), which obligates the Board to ensure that proposed government contracts promote market competition and do not conflict with the certified Fiscal Plan.
In that context, the Board said its January 21 Request for Information (RFI) to PREPA was a textbook example of a lawful action. The 3PPO’s position that the request was improper, the Board argued, is “inconsistent with
PROMESA’s plain language and purpose.” The letter further stressed that its RFIs do not constitute operational interference or an attempt to second-guess technical evaluations. Instead, they are part of a standard contract-review procedure that the 3PPO has acknowledged in the past. The Board pointed out that 3PPO recently responded to similar requests during the review of the Gas Sale Agreement involving PREPA, the Public-Private Partnerships Authority (P3A), and NF Energía, LLC.
The Oversight Board said concerns already raised by documents provided by the 3PPO justify its continued scrutiny of the temporary power generation contract. According to the letter, Power Expectations, LLC appears to have limited financial capacity and minimal experience handling the type of large-scale energy projects contemplated under the contract. The Board also pointed to background issues involving the company’s principal—issues that the 3PPO itself admitted were not disclosed during the procurement process.
Adding to those concerns was a communication from the P3A in which the agency acknowledged that it did not conduct any due diligence or background checks on the parties involved in the RFP. The Board said this acknowledgment, combined with the other red flags, underscores the need for a deeper and more transparent review of the procurement and vendor selection process.
The Board also raised unresolved questions regarding the potential use of federal funding for the interconnection work associated with the temporary generation project. If federal funds are to be used, the Board stressed, it must determine whether any requests for such funds have been submitted or approved and whether the procurement meets the requirements of 2 CFR 200, which governs federal procurement standards. The Board noted that PREB itself

nized that Power Expectations had been widely compared to Whitefish due to its small size and political connections. While the Board made no factual findings about those allegations, it said such reporting underscores the importance of transparency and careful documentation.
The 3PPO’s letter also alleged a potential conflict of interest involving an FOMB official who has a family relationship with a partner at McConnell Valdés, the law firm representing a proponent that competed unsuccessfully for the TPG2 contract. The Board dismissed the allegation, asserting that internal ethics policies, disclosures, and oversight by an Independent Ethics Advisor ensure compliance and prevent conflicts.

The Board cited mainland and local media reporting—including a Florida article labeling the contract as “Whitefish 2.0”—as further justification for its oversight, although it emphasized it was not adopting that characterization. The comparison stems from the controversial 2017 Whitefish Energy contract, which drew national scrutiny after Hurricane María. Carlo Linares argues that because no fiscal plan inconsistency has been identified, the Board should step back and allow execution to proceed. The clash now represents one of the most consequential confrontations over energy governance since Puerto Rico’s post-Hurricane María reconstruction began. At stake is not only the future of the TPG2 project but also the broader question of how emergency procurement powers interact with federal fiscal oversight under PROMESA—an unresolved tension that may define the next phase of energy contracting on the island.

With the goal of making it easier for older adults to search for services at both the governmental and private levels, Governor Jenniffer González Colón signed legislation requiring the Office for Socioeconomic and Community Development (ODSEC) to compile such information and make it publicly available in a single location.
“The population of older adults continues to grow, which is why we are continuing to take measures to transform the government into one that addresses the needs of our senior citizens. One of the ways we are doing this is by centralizing information so they can have better access to it. There are those
who are unaware of services that are available or benefits to which they are entitled; therefore, consolidating that data in one place facilitates their search and allows them to learn about initiatives that impact them, as well as the scope of both state and federal laws, activities focused on them, among others,” the governor explained.
Law 20-2026 (Senate Bill 516), in line with the government program of the Jenniffer González Administration, was authored by Senator Héctor J. Sánchez (PNP-Carolina) and co-authored by Senators Jamie Barlucea Rodríguez (PNP-Ponce), Héctor G. González López (PNP-Arecibo), Brenda Pérez Soto (PNP-Arecibo), Rafael Santos Ortiz (PNP-Guayama), and Wilmer Reyes Berríos (PNP-Guayama).
The law specifically stipulates that the executive director of the Office for Socioeconomic and Community Development of Puerto Rico will establish, review, publish, and digitally update on its official website all programs, benefits, services, activities, and facilities available to older adults, both in government agencies and private entities, through electronic means.
The information made available digitally must highlight and include state and federal laws, regulations, orders, rules, procedures, resources, methods, mechanisms, and requirements necessary to qualify for and obtain any benefit, service, right, or privilege.
This compilation will be overseen by the Comprehensive Services Program for the Elderly, attached to ODSEC.

The executive director of the Puerto Rico Federal Affairs Administration (PRFAA), Gabriella Boffelli, reported that the lack of a congressional agreement for the funding of the Department of Homeland Security (DHS) will maintain a partial shutdown limited exclusively to that agency starting at midnight on Saturday, and does not represent a total shutdown of the federal government.
Boffelli explained that, under the current legislative framework, including provisions contained in the federal measure HR 1, known as the One Big Beautiful Bill, which was signed into law on July 4 by President

Donald J. Trump, there are available funds that could be used to finance operational expenses of some components of the federal
agency, including Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP).
“It’s important that our people have clarity about what’s happening. This is a partial and specific shutdown of the Department of Homeland Security, not a general shutdown of the federal government. In addition to ICE and CBP, there are other components such as the Coast Guard, the Transportation Security Administration (TSA), the Cybersecurity and Infrastructure Security Agency (CISA), and the Federal Emergency Management Agency (FEMA) that are part of DHS.”
Essential employees of this agency who perform national security and law enforcement missions will continue working.
Furthermore, FEMA has stated that it will continue its life-saving mission and has sufficient funds for emergency response activities.
“A shutdown is never ideal, and we are hopeful that Congress and the White House will soon reach an agreement to minimize any adverse impacts, including ensuring that our federal employees in these components do not go without pay at the end of the month,” Boffelli said.
Boffelli also noted that Congress is in recess until next Monday, February 23; however, leadership has indicated that if an agreement is reached before that date, lawmakers will have 48 hours to return to Washington for consideration and approval of the proposal.

The Financial Oversight and Management Board (FOMB) has formally delivered its budget schedule and financial parameters for Fiscal Year 2027 to Gov. Jenniffer González Colón and legislative leaders, projecting $13.181 billion in General Fund revenues for the upcoming fiscal cycle.
In a letter dated Feb. 13, 2026, the Board also estimated $5.4 billion in revenues for Other Funds, figures submitted pursuant to Section 202(b) of PROMESA. The revenue projections set the foundation for the government’s budget development and are intended to keep spending aligned with the Certified Fiscal Plan.
The Board outlined a detailed timetable the government must follow leading up to the certification of the FY2027 Commonwealth Budget on or before June 30. Under the schedule:
* March 6, 2026 – The governor must submit a proposed
FY2027 budget along with documentation explaining any variances from targets and a certification from the Chief Financial Officer confirming that the budget was prepared using modified accrual standards.
* April 17, 2026 – The Board may issue a notice of violation if the proposal fails to comply with the Fiscal Plan.
* May 1, 2026 – Deadline for the governor to submit a revised proposal, if needed.
* May 8, 2026 – The Board will submit a compliant version of the budget to the governor and Legislature, if necessary.
* June 5, 2026 – The Legislature must submit its adopted budget.
* June 15 and June 24, 2026 – The Board may issue notices of violation and receive revised legislative budgets as required.
The Board also requested additional information from the government. Agencies must provide the data listed in Appendix A
of the letter by Feb. 27, 2026, and the remaining documentation in Appendix B when the governor submits the proposed budget.
The letter notes that Puerto Rico’s Office of Management and Budget sent its own preliminary FY2027 targets to agencies and public corporations last November. Those internal targets included cuts to select agencies aimed at generating savings and aligning budgets with the administration’s policy priorities.
However, the Board clarified that the expenditure limits it is imposing for FY2027 reflect more recent developments, including payroll adjustments tied to the Civil Service Reform and appropriations consistent with the FY2026 certified budget. Capital expenditures and PayGo pension contributions must be assigned separately in the governor’s submission.
The Board said it looks forward to working with the González Colón administration and the Legislature to meet PROMESA’s requirements and ensure fiscal stability for Puerto Rico.

Agroup of friends of the late Gov. Luis Alberto Ferré
Aguayo and his widow, Tiody de Jesús, will gather at Las Mercedes Cemetery in Ponce to commemorate what would have been the former governor’s 122nd birthday today February 17.
Pro-statehood advocate and attorney Gregorio Igartúa, a close friend of Ferré, is scheduled to give an eulogy during the ceremony. In remarks shared with The STAR, Igartúa recalled hearing that former U.S. President George H. W. Bush once said that if Ferré had lived on the mainland, “he would have been president or senator.”
Ferré, often described as a “Renaissance Man,” was widely known for his extraordinary versatility: he was an engineer, businessman, philanthropist, politician, musician, and de-
voted patron of the arts. He served as the third democratically elected governor of Puerto Rico from 1969 to 1973 and was a founding figure of the New Progressive Party (PNP), which advocates for statehood.
Born in Ponce on February 17, 1904, Ferré pursued engineering studies at MIT, earning his bachelor’s degree in 1924 and his master’s in 1925, later completing musical studies at the New England Conservatory of Music. After returning to Puerto Rico, he transformed his family’s company into one of the island’s most productive enterprises and later purchased the newspaper El Día, which eventually became El Nuevo Día. Ferré’s political career began in the 1940s and included roles as a constitutional delegate, representative, gubernatorial candidate, senator, and president of the Senate. His leadership during the 1967 political-status plebiscite helped spark the creation of the PNP. During his governorship, he championed
property rights for residents of public parcels, secured the vote for 18-year-olds, expanded federal assistance to Puerto Ricans, and oversaw major infrastructure improvements, including much of the expressway linking San Juan and Ponce. He was also a former senator.
Igartua said Ferre was a compassionate man, who visited nationalist Lolita Lebrón in jail. He collaborated with other politicians, helping the late Rafael Hernández Colón meet with former President Ronald Reagan in the 1980s. He was also romantic and tender to his now widow.
Beyond politics, Ferré was a towering cultural figure. He founded the Museo de Arte de Ponce in 1949, which grew from 71 paintings to more than 3,000 and became one of the Caribbean’s most important museums. He was also one of the founders of the Festival Casals and was recognized as a talented pianist who recorded several instrumental albums.

When an immigration agent shot Julio C. Sosa-Celis in the leg last month in Minneapolis, touching off hours of tense protests, the Trump administration rushed to sell a version of events that demonized the wounded man and defended the agent.
About two hours after the gunfire, a Department of Homeland Security spokesperson claimed that three people had attacked an agent with a broom and snow shovel. She said the agent “fired a defensive shot to defend his life” as he was “being ambushed.” The next day, Homeland Security Secretary Kristi Noem accused the men of trying to kill the agent.
But the federal government’s account soon shifted. And by Friday, it had fully unraveled.
When assault charges were filed days after the shooting against Sosa-Celis and one of the other men, Alfredo A. Aljorna, officials changed their narrative, saying it was not three people who attacked the agent, but two. Several other details revealed in court records also differed from the original account.

Then on Thursday, the top federal prosecutor in Minnesota asked a judge to drop the case, saying that “newly discovered evidence in this matter is materially inconsistent with the allegations.” On Friday, the acting director of Immigration and Customs Enforcement, Todd Lyons, said two agents had been placed on leave for providing accounts that appeared to conflict with video footage of what happened. Those agents, he said, could eventually face termination and prosecution.
“Lying under oath is a serious federal offense,” Lyons said in a statement. “The U.S. Attorney’s Office is actively investigating these false statements.”
The collapse of the government’s narrative, which came just as the administration was ending its more than two-month surge of immigration agents to Minnesota, was the latest instance of the Department of Homeland Security providing an account of a shooting that later proved questionable or outright wrong. For many, especially those already skeptical of the Trump administration’s deportation agenda, the repeated emergence of evidence that undermines official accounts has cast doubt on almost anything the government says about immigration enforcement.
In Chicago, where a Border Patrol agent shot and wounded a woman last year, prosecutors dropped the charges against her after concerns about evidence were raised. The woman, Marimar Martinez, has since sought to clear her name and has pushed back against the Trump administration’s description of her as a domestic terrorist.
And after two fatal shootings by immigration agents in Minneapolis this year, President Donald Trump and his allies rushed to cast the people who were killed, Renee Good
and Alex Pretti, both U.S. citizens, as domestic terrorists. Administration officials persisted in those claims even after some of their accounts were contradicted by videos.
Deborah Fleischaker, a former senior ICE official during the Biden administration, described the latest false narrative as “indicative of the Trump administration’s rush to defend ICE officers before they understand the facts.”
“The rush to charge the victim in this case is sadly in line with the administration’s never-back-down, moreis-more ethos,” she said, “and diminishes even further the trust and respect that should or will be granted the government moving forward.”
Brian D. Clark, a lawyer for Sosa-Celis and Aljorna, said in a statement that his clients were vindicated by the latest development.
“They are so happy justice is being served by the government’s request to dismiss all charges,” he said, adding that the identity “of the ICE agent should be made public and he should be charged for his crime.”
Judge Paul A. Magnuson granted the prosecutor’s request and dismissed the charges Friday with prejudice, meaning the case cannot be refiled.
The names of the federal agents who were placed on leave have not been re-
leased, and it was not clear whether they had hired lawyers. A leader of the National ICE Officers Association did not respond to a request for comment.
The details of what happened Jan. 14, when Sosa-Celis was shot on the north side of Minneapolis, remain unclear. While federal officials have acknowledged that their initial narrative appears to be false, they have not provided an updated account. The video evidence that Lyons referenced has not been made public.
For weeks, prosecutors pushed ahead with felony cases against Sosa-Celis and Aljorna, both of whom the administration has described as Venezuelans living in the country illegally, and sought to keep them detained before trial. Sosa-Celis, who was shot in the leg, had injuries that were not life-threatening. They were both arrested, officials have said, after agents used tear gas to force them out of a building.
A third man was arrested after the shooting and was accused by the Department of Homeland Security of attacking the agent. Charges were never filed against that man, Gabriel Hernandez Ledezma, and court records gave no indication that he was involved in any attack. Still, Hernandez Ledezma, who is Venezuelan, was detained by immigration officials and sent to Texas.
In a petition seeking release from detention, Hernandez Ledezma’s lawyer wrote that his client believed he was being held out of state because he was “a key witness that undermines the federal government’s narrative of what occurred.”
By Thursday, Daniel N. Rosen, the U.S. attorney in Minnesota, had agreed that the federal narrative in the criminal case was wrong.
“Accordingly,” Rosen wrote to the judge, “dismissal with prejudice will serve the interests of justice.”

The seven Western states that rely on water from the Colorado River have run out of time for a compromise to share its dwindling supplies, just as new projections show reservoir levels could sink to a critical low by the end of this year.
Interior Secretary Doug Burgum said Saturday that the states had missed a Valentine’s Day deadline to reach consensus on a plan to guide use of the river over the coming decades. He said the federal Bureau of Reclamation would instead soon impose its own plan.
While Burgum said the plan could include “fair compromise with shared responsibility” over significant water-use cuts that will be necessary as the Colorado basin becomes more arid, he acknowledged it may be difficult for states to cooperate without taking disagreements to court. That could eventually lead to the U.S. Supreme Court.
“We remain dedicated to working with them and their representatives to identify shared solutions and reduce litigation risk,” Burgum said in a statement, referring to the states.
Previous rules to divvy up water in the river and the nation’s largest reservoirs, Lake Powell and Lake Mead, dated to 1922 and were last updated in 2007. Those rules expired last year and no longer reflected the reality of a river basin that has been steadily warming and drying in recent decades as the climate changes.
In two years of negotiations, the upper basin states — Colorado, New Mexico, Utah and Wyoming — have resisted any permanent cuts in water use because their water supply, upstream of the massive yet shrinking reservoirs, is more highly variable and, during the driest years, they are al-

ready forced to take steep usage cuts. Lake Powell, straddling Utah and Arizona, divides the upper and lower basins.
On Friday, as the missed deadline appeared imminent, the governors of the lower basin states, California, Nevada and Arizona, said in a statement, “Our stance remains firm and fair: All seven basin states must share in the responsibility of conservation.”
Now, amid one of the driest winters in decades across the mountains that feed the Colorado River and its tributaries, the need for cuts in water usage are more dire than ever. The changes would affect communities of 40 million people and 5.5 million acres of crops. Reclamation Bureau officials said Friday afternoon that they expect flows into Lake Powell during the water year that ends in September to be 52% of average, potentially rendering Glen Canyon Dam unable to produce hydroelectric power as soon as December.
“The basin’s poor hydrologic outlook highlights the necessity for collaboration,” Scott Cameron, the acting Reclamation Bureau commissioner, said in a statement Friday.
Leaders across the river basin have been sharpening their rhetoric around the likelihood of a legal battle in recent weeks, saying they are preparing lawyers to defend their water supplies. Nevada’s chief water negotiator joined them Friday.
“The river doesn’t care about legal interpretations, political comfort zones, or arguments about why a state can’t do more to conserve,” John Entsminger, general manager of the Southern Nevada Water Authority, said in a statement. “While I will continue to work with my Colorado River counterparts in hopes of finding a workable solution to this crisis, we must also pre-

pare to fight for our water supply if it comes to that.”
In a joint statement, upper-basin leaders said they would continue to negotiate while also hinting at a belief that they hold the upper hand in any court battles to come. They said they had “proposed serious, implementable solutions grounded in today’s hydrology” even as the dry conditions mean water users across the upper basin would use less than 60% of the water they are entitled to this year.
After the states missed an earlier deadline in November, Reclamation officials set the Saturday deadline to allow time for any wateruse plan to pass through federal reviews and be finalized by Oct 1.
The Trump administration in January released several alternatives to manage water sharing and is accepting public comments until March 2.
The scenarios underscore how the lower-basin states — and Arizona, in particular — stand to lose the most water if river management is left up to the federal government. That is because the Reclamation Bureau operates the dams impounding lakes Powell and Mead but has little control over water supplies upstream of the reservoirs.
Wade Crowfoot, California’s natural resources secretary, said Friday that he expected talks among the states would continue even after the Saturday deadline. Negotiations in recent weeks have centered on a five-year plan during which states share in water cuts while investing in water conservation in hopes of stabilizing the water supply so a longer-term water-sharing deal can be struck.
“I don’t think this is the end of the line for negotiations or communications,” Crowfoot said. “But we have a shrinking window of opportunity even as the hydrology worsens in the basin.”
On Saturday, Burgum declared that window all but closed.

On Oct. 4, Marimar Martinez, a teacher’s assistant at a Montessori school, was driving in Chicago when she observed federal immigration agents on patrol. She had begun to honk her horn to warn her neighbors about their presence when she collided with a Border Patrol vehicle. Moments later, the agent in the vehicle, Charles Exum, fired multiple shots into Martinez’s car, hitting her again and again. (Later, Exum would brag to colleagues that he had “fired 5 rounds and she had 7 holes.”)
Prosecutors for the government charged Martinez with assaulting a federal officer and accused her of trying to ram Exum with her car. The Department of Homeland Security described her actions as domestic terrorism, a charge the agency would repeat after the death of Renee Good in January at the hands of another immigration agent.
The government’s case unraveled, however, when it became clear that its story did not fit the evidence — evidence that officials with Customs and Border Protection tried to hide. The government dropped its case against Martinez a month later, and on Friday a federal judge authorized the release of the body camera footage so that the public could see the incident for itself.
Recently, Martinez joined with other Americans brutalized by federal immigration agents to tell their stories to a forum of congressional Democrats led by Rep. Robert

Garcia of California and Sen. Richard Blumenthal of Connecticut, the top Democrats on the House Oversight Committee and the Senate Permanent Subcommittee on Investigations. Garcia and Blumenthal convened the event to collect testimony on — and highlight — “the violent tactics and disproportionate use of force by agents of the Department of Homeland Security.”
The people who testified spoke to the terror of their confrontations with masked, armed and often trigger-happy federal agents. “I will never forget the fear, and having to quickly duck my head as the shots were fired at the passenger side of the car. Any one of those bullets could have killed me or two people I love,” said Martin Daniel Rascon, who was stopped by agents who broke the windows of the vehicle he was in and began firing when the driver, frightened, tried to escape.
If democracy rests on mutual recognition, on our capacity to see one another as full and equal persons, then the power to speak and be heard lies at the foundation of democratic life. It is when we speak — when we argue, appeal, explain and testify — that we put into practice our belief in the ability of others to understand, reason and empathize. Or as Thomas Jefferson remarked in 1824, “In a republican nation whose citizens are to be led by reason and persuasion and not by force, the art of reasoning becomes of first importance.”
Thus far, growing public opposition to Immigration and Customs Enforcement and Customs and Border Protection has been a function of the power of the image — of videos of shootings and abuse — but the testimony of Martinez, Rascon and others should remind us of the power of words and personal experience to also move the public. Crucially, there is the power inherent in giving victims of wrongdoing a chance to tell their stories, not as one perspective among many but as part of the official record.
Two examples of this dynamic stand out in American history.
In 1871, Congress convened the Joint Select Committee to Inquire Into the Conditions of Affairs in the Late Insurrectionary States, better known as the Klan hearings, on account of its focus: vigilante violence against the formerly enslaved. The committee, historian Kidada E. Williams writes in “I Saw Death Coming: A History of Terror and Survival in the War Against Reconstruction,” “traveled to hot spots of Southern disorder, where they solicited testimony from officeholders, voters, accused participants and their victims.” Overall, the hearings “yielded 13 volumes of firsthand testimonies, including from Black victims.” Hundreds of Black men and women spoke of terror, intimidation, wanton killings and sexual violence. “African Americans,” Williams writes, “told their stories of world-unraveling violence and asked federal officials and their fellow citizens to respect their rights.”
A little more than a century later, in 1980, Congress established the Commission on Wartime Relocation and

Internment of Civilians, an official federal investigation into the internment of Japanese Americans during World War II. The commission held 20 days of hearings in cities across the country and heard testimony from more than 750 witnesses, many of them on the West Coast, including “evacuees, former government officials, public figures, interested citizens and historians.” The evacuees, or rather victims, spoke in their testimony to deep feelings of injustice and a powerful sense that the federal government had robbed them of their dignity. “We took whatever we could carry,” said one person interned as a child. “So much we left behind, but the most valuable thing I lost was my freedom.” Victims also spoke about conditions in the camps that should sound familiar to anyone who has read recent accounts about ICE detention facilities. “The garbage cans were overflowing, human excreta was found next to the doors of the cabins and the drainage boxes into which dishwater and kitchen waste was to be placed were filthy beyond description.”
The public attention associated with the Klan hearings helped suppress anti-Black vigilante violence in the South, but only for a time. Ultimately, the hearings did not produce the kind of legislation or federal effort that would have secured the promise of equal citizenship for the formerly enslaved. The more recent commission and hearings on Japanese internment, on the other hand, did lead to congressional action, and in 1988 President Ronald Reagan signed a law that acknowledged and apologized for the injustice of internment, which gave reparations to surviving internees or their heirs.
In her book, Williams observes:
Societies experiencing atrocities struggle to put a stop to and then meaningfully address them. Perpetrators want to advance their aims to the end and propagate baseless lies to do it. Victims want violence to stop, and they want justice. A small cadre of observers believes in justice and accountability. The rest, especially those who are safe from being targeted, and atrocities’ passive beneficiaries, simply want to move on and wipe the historical slate clean.

El presidente Legislatura Municipal de Aguada, César Mercado informó la aprobación de una resolución para expresar su total oposición a la aprobación de la Resolución Conjunta 282 de la Cámara de Representantes de Puerto Rico, solicitando además a todos los legisladores de la Cámara y el Senado para rechazar dicha medida, que busca cambiar la jurisdicción del Parque Colón de Aguada, al Municipio de Aguadilla, en total desprecio a la normativa vigente basada en el Pacto del Río Culebrinas, firmado por ambos municipios.
“Entre los años 1931-1932, el curso del Caño Madre Vieja fue desviado por un punto cerca de la desembocadura al mar. Este desvío cambiaba las colindancias fisicas de este lugar, entre Aguada y Aguadilla. Dejaba al lado de Aguadilla el Parque Colón y su arca de tierra. El 22 de febrero d e 1987, los entonces alcaldes d e Aguada y Aguadilla, Julio César Román y Alfredo González Pérez, llegaron a un acuerdo donde el Municipio de Aguadilla reconocía que los terrenos donde ubica el Parque Colón están localizados en territorio del Municipio de Aguada. Mientras el Municipio de Aguada le concedía el uso, administración y mantenimiento de estos terrenos al Municipio de Aguadilla. Este acto de hermandad entre pueblos vecinos s e conoce como El Pacto del Río Culebrinas”, detalló Mercado.
A dicha realidad se suma que el Caño Madre Vieja ubica en el Municipio de Aguada y está compuesto por el pantano Espinar, el tramo litoral del caño Madre Vieja y la extensión marina hasta 9 millas náuticas dentro del Pasaje de la Mona. En el mismo hay manglares y humedales que se encuentran en buenas condiciones por no tener fuentes de contaminación conocidas. También fun-
ciona como un corredor natural de aves migratorias para el área del noroeste de Puerto Rico. Además, constituye un área de reproducción y hábitat crítico para varias especies de aves endémicas y migratorias como el gallinazo caribeño, la yaguaza de pico negro, el pato dominico y el pelícano pardo.
Por otro lado, la medida legislativa aguadeña señala que el Departamento de Recreación y Deportes del gobierno estatal (DRD), es dueño del predio de terreno radicado en el barrio Espinar de Aguada compuesto de dieciocho (18) cuerdas de terreno donde enclavan instalaciones deportivas y recreativas del Parque Colón. El 29 de mayo de 2008, el DRD otorgó escritura de Cesión d e Usufructo por veinte (20) años a favor del Municipio de Aguadilla, donde este último voluntariamente se obligó a dar mantenimiento al área circundante. Posteriormente, el 20 de septiembre del 2017, el Huracán María tocó suelo puertorriqueño por lo que hubo una declaración de desastre para Puerto Rico.
Ante ello, los municipios, entre otros, podía reclamar ante la agencia federal FEMA fondos por los daños causados por el huracán. El 20 de mayo de 2019, el Municipio de Aguadilla reclamó ante la Agencia Federal para Manejo de Emergencias (FEMA), los daños ocasionados por el huracán. El 25 de julio de 2022, FEMA obligó $7,051,435.97 e n favor del Municipio de Aguadilla para la reconstrucción de las instalaciones deportivas y recreativas del Parque Colón. Para FEMA obligar este proyecto a favor del Municipio de Aguadilla, este último tuvo que probar que tenía una cesión de usufructo y administración a su favor de las facilidades afectadas. Esto se pudo probar mediante la escritura de Cesión de Usufructo del Departamento de Recreación y Deportes y
“El Pacto del Culebrinas”.
El 5 de febrero de 2026, el representante novoprogresista Wilson Román López radicó la Resolución Conjunta de la Cámara de Representantes 282 para ordenar al DRD a traspasar el dominio de los inmuebles y facilidades que componen el Parque Colón al Municipio de Aguadilla. “La finca que busca transferir la Conjunta de la Cámara de Representantes 282 son tierras de muy alto valor ecológico y económico. El marco legal vigente autoriza al DRD a transferir instalaciones recreativas, siempre que estén ubicadas dentro de los límites del municipio solicitante. La Ley 26-2017, según enmendada, conocida como “Ley de Cumplimiento con el Plan Fiscal”, creó en el Capítulo V el Comité de Evaluación y Disposición d e Bienes Inmuebles (en adelante, CEDBI), con el fin de implementar la política pública de maximizar el uso de propiedades inmuebles en desuso del Gobierno de Puerto Rico. El CEDBI establece un marco uniforme para evaluar estas disposiciones. Entre los requisitos indispensables para la transferencia se requiere que la propiedad haya sido declara en desuso, situación que no existe con el Parque Colón, añadió Mercado.

Sly Dunbar, who as the drumming half of the Jamaican rhythm duo Sly and Robbie brought driving, rock-influenced beats to the island’s reggae sound while also playing with some of the biggest names in rock music, including Bob Dylan, Mick Jagger and Madonna, died last Monday at his home in Kingston, Jamaica. He was 73.
Guillaume Bougard, a close friend and frequent collaborator, said the cause was cancer.
For nearly 50 years, Dunbar and his partner, bassist Robbie Shakespeare, who died in 2021, single-handedly shaped the various music styles — ska, reggae, rocksteady, dancehall — coming out of Jamaica’s heady cultural ferment of the 1960s.
By the early 1980s, Sly and Robbie had their own production company and label, Taxi Records, and were in demand by artists whose style reached far beyond their reggae roots — among them Carly Simon, Jackson Browne and Sinead O’Connor. Shakespeare estimated that he and Dunbar had worked on 200,000 recordings.
Rolling Stone in 2016 ranked Dunbar No. 65 in its list of the 100 greatest drummers of all time and wrote that “due to how frequently his riddims have been sampled” he “is quite possibly the world’s most recorded musician.”
Of Dunbar’s 13 Grammy Award nominations, he won two in the best reggae album category, for his work as drummer and producer on Black Uhuru’s “Anthem” (1984) and for the album “Friends” (1999) with Shakespeare.
In the 1970s, the duo burst into the global mainstream as the rhythm section for Jamaican reggae star Peter Tosh, joining him as he opened for the Rolling Stones on part of the band’s 1978 U.S. tour.
Dunbar was known for his precise, propellant and somehow also relaxed drumming. After mastering the one-drop rhythm, a reggae standard that leaves out the kick drum on the first beat of a 4/4 measure, he pioneered the rockers rhythm, which deploys the drum on the first and third beats, and the snare on the second and fourth, making it even more danceable and energetic.

They continued to work with Tosh and other local artists even as they made connections in North America and Europe through Chris Blackwell, the founder of Island Records, who brought them in to backup Grace Jones on her 1981 album “Nightclubbing.”
They played on two albums by Dylan — “Infidels” (1983) and “Empire Burlesque” (1985) — and on Jagger’s solo studio debut, “She’s the Boss” (1985). In 2008, they worked with Madonna on remixes for her song “Give It 2 Me.”
Dunbar’s survivors include his wife, Thelma, and their daughter, Natasha.
After Shakespeare’s death, Dunbar continued playing on his own and, despite an illness, he worked in 2025 with the Argentine reggae band Nonpalidec and vocalist Micah Shemaiah on the single “Revolución.” He also contributed to the Mighty Rootsmen, a reggae supergroup.
“Just this last Saturday, although he was extremely weak, he wanted me to bring him the new MPC drum machine,” Bougard said. “He woke up at 6 a.m. and started punching beats.”
The rockers rhythm challenged the reggae orthodoxy of the 1970s. It fostered new genres like dancehall and made it easier for adjacent styles, like R&B, funk and rock, to incorporate reggae influences.
“R&B, hip-hop, African, pop — I’m always searching,” Dunbar told The Scotsman in 2009, “always looking for the sound that I think people want to hear, and then what I do is merge everything with reggae and get some new flavor in there.”
As a producer, he was an early adopter of digital technologies like MIDI sequencers and electronic drum machines — a contrast, he said, with many Jamaican drummers, who insist on analog.
“We’re always trying something new, always experimenting,” he told Billboard magazine in 1999. “If someone says, ‘Try this,’ we won’t say no. If it doesn’t work, we move on.”
Lowell Fillmore Dunbar was born May 10, 1952, in Kingston, where his parents worked at the city’s international airport.
He was a self-taught musician, watching professionals and then practicing on tin cans and other ersatz drums at home. He also drank in the music coming over the radio from North America, especially Booker T. & the MGs, whose drummer, Al Jackson Jr., became a personal hero. Dunbar loved Sly and the Family Stone so much that Sly became his nickname.
He found early success in clubs that were a crucible for emerging sounds like rocksteady, ska and reggae and appeared on seminal reggae albums, like “Double Barrel” (1971) by the duo Dave and Ansel Collins. After he hooked up with his fellow session musician Shakespeare, they formed the core of the rhythm section of the Revolutionaries, the house band at Channel One studios, and in 1976 they joined Tosh’s backup band, Word, Sound and Power. Their prominent role on another reggae classic, the 1976 album “Right Time,” by the Mighty Diamonds, elevated Sly and Robbie to the top of the Jamaican music scene.

The S&P 500 closed barely higher on Friday, supported by cooling inflation data, but the Nasdaq ended lower as heavyweight technology and communications services shares lost ground on nagging fears of disruption by artificial intelligence.
The S&P 500, the Nasdaq and the Dow all declined for the week with technology stocks on a roller-coaster ride due to uncertainty about the extent to which profits could be disrupted due to AI competition and the hefty spending needed to support the technology.
Equities had started the session strong after data showed U.S. consumer prices increased less than expected in January. This prompted traders to slightly raise the chance of a 25 basis point interest-rate cut in June to 52.3% from 48.9%, according to the CME Group’s FedWatch tool.
But heavyweight technology and communications services ended the session lower as investors were jittery ahead of Monday’s U.S. holiday for Presidents Day.
“Large cap tech stocks continue to be an anchor on the market and any whiff of optimism continues to get rejected,” said Michael James, managing director, at Rosenblatt Securities, Los Angeles.
“We’ve been on wobbly legs a couple of weeks now and with the three-day weekend approaching, it’s not surprising to roll over into the end of the day.”
The Dow Jones Industrial Average rose 48.95 points, or 0.10%, to 49,500.93, the S&P 500 gained 3.41 points, or 0.05%, to 6,836.17 and the Nasdaq Composite lost 50.48 points, or 0.22%, to 22,546.67.
For the week, the S&P 500 fell 1.39%, the Nasdaq declined 2.1%, and the Dow fell 1.23% for their biggest weekly losses since November.
Equity markets have pulled back from record levels recently as AI fears fueled worries in sectors spanning from software and insurance to trucking companies. However, the S&P 500 software and services index closed up 0.9% on Friday while the S&P 500 tech sector fell 0.5%.
Despite improving inflation trends, Phil Orlando, chief market strategist at Federated Hermes, predicted more choppy trading ahead as investors deal with the looming U.S. midterm elections in November and the expected replacement of Fed Chair Jerome Powell by Kevin Warsh in May.
Historically when a Fed leadership transition happens in a midterm year, the market has hit a “double-digit air-pocket every time that’s occurred,” Orlando said.
Megacap tech stocks were weak with Nvidia and Apple Inc providing the biggest drags to the S&P 500 while Applied Mate-


rials provided the strongest boost.
Defensive utilities ended up 2.69% and real estate added 1.48%, making them the top gainers among S&P 500’s 11 major industry indexes.
Healthcare was also a boost with Dexcom rising 7.6% and Moderna rising 5.3% after both companies’ fourth-quarter earnings reports impressed.

President Donald Trump’s public excoriation of Israel’s president because he has not yet pardoned Israeli Prime Minister Benjamin Netanyahu in his long-running corruption trial has touched a nerve in Israel.
Trump called President Isaac Herzog “disgraceful” while speaking to reporters at the White House on Thursday.
“The people of Israel should really shame him” for not letting Netanyahu off the hook, Trump said.
The blatant intervention into Israeli domestic affairs, together with the insulting tone, developed into a rare, open spat between allies over the honor of the Israeli president, who is largely a figurehead. The affront prompted pushback from some senior Israeli officials — including Herzog — while some staunch supporters of Netanyahu sided with Trump.
The comments clearly stung Herzog. A statement from his office Thursday night clarified that Herzog had not yet reached a decision regarding a pardon and that the matter was still under review by the Ministry of Justice.
“Only upon completion of that process will President Herzog consider the request in accordance with the law, the best interests of the State of Israel, guided by his conscience, and

without any influence from external or internal pressures of any kind,” the statement said.
While expressing appreciation for Trump’s “significant contribution” to Israel’s security, the statement added pointedly, “Israel is a sovereign state governed by the rule of law.”
Danny Danon, Israel’s ambassador to the United Nations and a former minister in Ne-
tanyahu’s Likud party, told Israel’s Army Radio on Sunday that he appreciated and respected Trump.
“I expect him also to appreciate and respect our president, President Herzog,” he added. “Regarding the style,” Dannon said of Trump’s outburst, “I think he should have said it in a different way.”
Trump made his remarks a day after holding talks with Netanyahu at the White House on Wednesday, fueling speculation in Israel that the prime minister may have put Trump up to it. Netanyahu’s aides denied that late Saturday.
“The prime minister heard about it from the media and did not know about it in advance,” a statement by representatives of Netanyahu said.
Netanyahu has been on trial for five years. Charged with bribery, fraud and breach of trust, he is battling three separate, but interlocking cases centering on accusations that he arranged favors for tycoons in exchange for gifts and sympathetic media coverage for himself and his family.
He denies all wrongdoing and says he is the victim of a political witch hunt by a liberal “deep state.”
The trial has deeply divided Israel and Trump has repeatedly waded into the morass, pressing Herzog to pardon Netanyahu.
In October, during a visit to Israel, Trump made a rambling address to the Israeli parliament during which he turned to Herzog on the podium and said, “Mr. President, why don’t you give him a pardon?”
A month later, Trump wrote a letter to the Israeli president asking him to grant Netanyahu a full pardon, again putting Herzog on the spot.
Two weeks after that, in late November, Netanyahu submitted a formal, preemptive request for a pardon that Herzog called “extraordinary.” Critics said granting it would run counter to the rule of law, not least because the trial was still going on.
The role of president in Israel is largely ceremonial and granting pardons is one of the few powers Herzog has. But the general rule, according to experts, is that a president can pardon people who have been convicted. They say that a request for a preemptive pardon subverted a cornerstone of Israeli democracy: the principle of equality before the law.
On Thursday, Trump erroneously accused Herzog of refusing to grant Netanyahu a pardon.
“He said he’s given it five different times, but he doesn’t want to do it because, I guess he loses his power,” Trump said. “He’s disgraceful for not giving it,” he added. “He should be ashamed of himself.”

When Ali Rahbar disappeared as antigovernment protests swept across Iran last month, there were only two facts his family knew for certain.
He was alive on Jan. 8 when security forces arrested him at demonstrations in the city of Mashhad. And he was dead two weeks later.
Relatives say the only call the family received from authorities about Rahbar — a 33-year-old fitness coach who loved posting weightlifting videos and poetry online — was instructing them to collect his body.
The circumstances of Rahbar’s disappearance and his death remain murky. But his case is one of several that rights groups are investigating as potential extrajudicial killings of protesters held in state custody.
The deadly crackdown on protests has stoked outrage in Iran, as the Islamic Republic faces one of the most vulnerable moments in its 47-year history, amid widespread discontent and the loom-
ing threat of a U.S. attack.
The government has shown it has no intention of backing down. Rights groups estimate that thousands of protesters have been killed and that about 40,000 have been detained, so far, and they say they are concerned that the authorities may execute some protesters to dissuade others from further dissent.
The New York Times spoke to three relatives of Rahbar living outside Iran, who were in touch with the family in the weeks since he disappeared. All asked to withhold their full names to protect loved ones inside the country from retribution.
“No lawyer, no court, no kind of normal procedure,” said Borhan, a cousin of Rahbar who lives in Europe. “Nothing happened at all — he was just executed.”
Iranian authorities, including the foreign minister, Abbas Araghchi, have been adamant that no protesters have been executed so far. And the official news outlet of Iran’s judiciary, Mizan, published an article about Rahbar’s case in late January, calling it “fake news” and insisting no one
with his name had been executed or detained.
The circumstances of exactly how Rahbar died are a potential flashpoint.
President Donald Trump warned in early January that he would strike Iran if it killed “innocent protesters.” By mid-January, when the protests had largely been crushed, Trump backed away from those threats, saying, without providing evidence, that he had prevented the executions of 837 protesters.
Rahbar’s name appeared on a list of nearly 3,000 people that the government said were killed in the protests. The list, which was released last week by Iran’s president, Masoud Pezeshkian, does not say how those people died.
Iran’s Foreign Ministry and spokesperson for the judiciary did not respond to emailed requests for comment, and the Times was unable to reach the local prosecutor in Mashhad.
A small circle of loved ones buried Rahbar quickly and discreetly on Jan. 22, according to his relatives, in a service they said was strictly monitored by security forces.
They said the family was ordered not to commemorate the 40th day of mourning after his death, a customary ritual among Iran’s Shiite Muslim majority. Whether or not they and the families of thousands of other slain protesters comply will be a test of Iran’s crackdown — if it has succeeded in silencing them.
One rights group, the New York-based Center for Iran Human Rights, said it had obtained testimony that Rahbar had not been executed but died under torture. That assertion could not be independently verified, and Rahbar’s cousins said security forces would not allow the family to open his shroud to inspect his body.
“His mother was only allowed to see his face,” said his cousin Anna, who lives abroad.
Raha Bahreini, an Iran researcher for Amnesty International, said her organization had gathered enough evidence from the crackdown to suggest “widespread and systemic patterns” of enforced disappearances, torture and abuse of detainees in state custody.

In a secret deportation arrangement, the Trump administration flew nine people, nearly all of whom had been granted U.S. court protections from being sent back to their home countries, to the African nation of Cameroon in January.
None of them are from Cameroon, according to government documents obtained by The New York Times and lawyers for the deportees, and the United States has not made any public deal with Cameroon to accept deportees who hail from other nations.
Several of the men and women deported — whose cases have not been previously reported — told the Times they did not know they were being sent to Cameroon until they were handcuffed and chained on a Department of Homeland Security flight leaving Alexandria, Louisiana, on Jan. 14.
Cameroon’s Ministry of External Affairs declined to comment when reached by phone, and the State Department said it would not comment on its “diplomatic communications with other governments” when asked about the terms of an agreement.
Most of those migrants and their lawyers say they have been detained since then at a state-owned compound in Yaoundé, Cameroon’s capital. They say they’ve been told by local authorities that they cannot leave the facility unless they agree to return to their home countries, from which they fled to escape war or persecution.
As far as is known, the deportations are the first such expulsions to Cameroon. They highlight the extraordinary secrecy that surrounds President Donald Trump’s global deportation effort. Through murky deals
forged with willing governments — often in exchange for cash — the U.S. has deported hundreds of people to foreign countries that may not respect the removal protections they have been granted in U.S. courts, returning them to the dangers they fled.
The Times pieced together an account of the secret deportations to Cameroon through phone interviews with four people on the flight and their lawyers, and verified their deportations and protection statuses through government documents that showed most had removal protections. The migrants spoke on condition of anonymity, for fear of reprisals.
A 37-year-old man originally from Zimbabwe compared the deportation to a smuggling operation and said he and the other migrants were “dropped like UPS packages” in Cameroon. The man, who had been living in the United States for 15 years, said officials in Cameroon were pushing them to return to their home countries. He said he had left Zimbabwe after being arrested for refusing to join the military and feared for his life if he returned there.
The deportees described feeling traumatized and exhausted by the limbo they have found themselves tossed into. They recounted being forcibly transported by Department of Homeland Security officials from various immigration detention centers across the country — where some had been for over a year — to Alexandria, one of the Trump administration’s busiest deportations hubs, with no information about where they were being taken.
Joseph Awah Fru, a Cameroonian lawyer supporting the migrants in negotiations with the local authorities, said two of the nine who arrived in Cameroon on

the flight chose to return to their home countries. Eight of the nine people on the flight, Fru added, had the removal protections afforded people who can convince a court that they are likely to face persecution if they are returned to their home countries.
Their lawyers said none of the deportees had any history of violent crime.
It was unclear if Cameroon received anything in exchange for accepting the deportees, but by some estimates, the U.S. government has paid upward of $40 million in third-country deportation deals, according to an investigation by the Senate Commitee on Foreign Relations that was released Friday.
The Trump administration has increasingly relied on deporting migrants to countries other than their own. It is a way to not only deter people from coming to the United States but also to quickly remove people whom it might be challenging to send to their home countries for various reasons, including a lack of diplomatic relations or difficulty getting travel documents.
Critics said it amounted to a circumvention of U.S. court orders. “Sending people to a third country where they are coerced into deportation to the country that we cannot deport them to is flatly illegal,” said Scott Shuchart, a former Immigration and Customs Enforcement official who worked in the Biden administration.

Elon Musk told employees at xAI, his artificial intelligence company, last week evening that the company needed a factory on the moon to build AI satellites and a massive catapult to launch them into space.
Inspired by the billionaire’s love of science fiction, the space catapult would be called a mass driver, and would be part of an imagined lunar facility that manufactured satellites to provide the computing power for the company’s AI.
“You have to go to the moon,” Musk said during an all-hands meeting, which was heard by The New York Times. The move would help xAI harness more power than other companies to build its AI, he said.
“It’s difficult to imagine what an intelligence of that scale would think about, but it’s going to be incredibly exciting to see it happen,” he added.
Last week, Musk said he was merging xAI with his rocket business, SpaceX, to facilitate his plans to create AI data centers in outer space. Now that vision has expanded to include the lunar facility, though he did not say in his hourlong talk, which also featured remarks from other executives, how it could be

Those two arms of Musk’s business empire are merging as SpaceX prepares an initial public offering, which could come as early as June. A representative for xAI did not respond to a request for comment.
Musk’s fixation with the moon is a recent one. Since founding SpaceX in 2002, he has said making humanity multiplanetary, first by establishing a colony on Mars, was the com-
pany’s raison d’etre. But in recent months, he has posted frequently on X, his social media platform, about the company’s new focus: the moon.
Two former SpaceX executives told the Times, on the condition of anonymity because they were not authorized to speak publicly about corporate plans, that the moon had never been a main focus of the company.
In his remarks Tuesday, Musk described the moon as a steppingstone to Mars. First, he said, the company would build “a self-sustaining city on the moon,” then travel to Mars and finally explore star systems in search of aliens.
Musk also talked about more earthly concerns with workers. Alongside executives from X, which he merged with xAI last year, Musk described the social network’s progress and where he hopes it will go.
X has about 600 million monthly active users, Musk said, a metric that the Times was not able to verify. When he acquired the company, then known as Twitter, in 2022, it said it had 237.8 million daily active users who were able to view ads.
“Most people only occasionally come to the X app when there’s some major world event,” Musk said. But he said the addition of
more services in the coming months — such as a banking feature called X Money and a stand-alone chat app — would make X more appealing.
“We’ll obviously give people reasons, compelling reasons, to use the app every day and have, my expectation is, well over a billion daily active users,” he said.
Musk has made bold and sometimes inaccurate predictions about when he will be able to introduce new technologies. In 2016, for instance, he said SpaceX would send its first cargo to Mars by 2018, a mission that has yet to materialize.
But he told employees that he expected xAI to continue to grow quickly, even as he hinted at the loss of early-stage employees and a possible reorganization of the company.
“If you’re moving faster than anyone else in any given technology arena, you will be the leader, and xAI is moving faster than any other company — no one’s even close,” Musk said. “Because we’ve reached a certain scale, we’re organizing the company to be more effective at this scale. And actually, when this happens, there’s some people who are better suited for the early stages of a company and less suited for the later stages.”

Instagram’s chief executive said last week that social media was not “clinically addictive,” disputing claims that the platform prioritized making money over the mental health of young users in a landmark tech addiction case.
The CEO, Adam Mosseri, described Instagram, which is owned by Meta, as a steward of strong safety protocols for teenagers. Social media could cause some harm, he said, but the company is careful to test features used by young people before releasing them. He added that people could be addicted to social media in the same way that they could be addicted to a good television show, but that did not mean they were “clinically addicted,” which was more serious.
“There’s always trade-off between safety and speech,” said Mosseri. “We’re trying to be as safe as possible and censor as little as possible.”
Mosseri, 43, who has led Instagram since 2018, was the first executive to testify in the bellwether case against Meta and YouTube. The case is part of a flood of lawsuits filed by teenagers, schools and state attorneys general that claim social media use can lead to addiction comparable to slot machines at casinos and cigarettes.
The tech companies have argued that there is no scientific evidence proving that their platforms cause addiction. They have also pointed to a federal law that protects them from liability for what their users post online.
A win by the plaintiff in this trial, a 20year old California woman known as K.G.M., or Kaley, could open the door to significant monetary damages in similar lawsuits. The companies may also be forced to change the designs of their apps.
K.G.M. sued YouTube, TikTok, Snap and Meta, which owns Facebook, in 2023. She accused them of engineering their apps to
create compulsive use, leading to body dysmorphia, anxiety and depression.
She settled with Snap and TikTok for undisclosed terms before the trial. Those companies remain defendants in other suits.
In opening statements Monday, her lawyer, Mark Lanier, argued that Instagram and YouTube’s apps were akin to “digital casinos.” He pointed to internal documents at Meta and Google, which owns YouTube, that compared the companies’ technology to gambling and Big Tobacco.
In its opening statement, Meta argued that K.G.M.’s mental health issues had been caused by familial abuse and turmoil, not social media. The company also presented medical records to show that social media addiction was not a focus of her therapy sessions.
YouTube said it was not a social media company and that its features were not designed to be addictive.
The trial has attracted representatives
from tech policy and child safety groups, who filled out the crowded benches in the back of the courtroom. A handful of parents suing Meta and YouTube in separate cases slept overnight outside the courtroom steps to reserve spots in the front row of the gallery.
Wednesday, Lanier grilled Mosseri about Instagram features like beauty filters and infinite scroll, and his annual stock compensation. He asked Mosseri about Meta’s old slogan — “Move fast and break things” — and contrasted it with how the company framed its safety research. Mosseri said he now used a new slogan, “Slow is smooth, and smooth is fast.”
Lanier also presented internal documents from 2019, when Mosseri and the Facebook chief executive, Mark Zuckerberg, considered lifting a ban on beauty filters that mimicked plastic surgery. Other executives implored them to reconsider because the filters could cause body dysmorphia in young users, according to the documents.

These days, you might think you have to become a power lifter to age well.
Dr. Gabrielle Lyon, a celebrity physician, calls muscles “the organ of longevity.” For Dr. Peter Attia, they’re “the most important retirement accounts you can have.”
We’re often reminded that muscle mass starts to decline as early as 30, and that it becomes harder to build muscle as we get older. But what are you supposed to do about it? And does the size of your biceps and quads really matter for longevity? Probably not, it turns out.
Experts say the secret to feeling strong in the long term is to focus less on the size of a muscle and more on what it can lift and how quickly, which helps you avoid chronic disease, falls and even admission into a nursing home.
In other words, we want our muscles to be functional so we can move heavy things, said Michael Ormsbee, a professor of exercise physiology at Florida State University. “That’s strength. That’s power,” he said. How to Know if You Should Strength Train
Everyone’s strength demands are different — some people need to tote a 10-pound laundry basket upstairs, others need to move household furniture, bags of cement
or obstinate pets.
Therefore, the clearest sign you need to incorporate strength training into your routine is if you begin to adapt your daily life around the loss of strength, said Donald Dengel, a professor of exercise physiology at the University of Minnesota.
For example, many older people he’s worked with begin putting cans on lower shelves when it becomes too difficult to lift things from higher ones. While this might make it easier to prepare dinner, it also means they are not exercising those muscles as much.
“When I’m not working that muscle group anymore, it’s just going to continue to decline,” Dengel said.
There are also multiple strength tests you can do with little or no equipment. The sit-to-stand test is a good proxy for power. A push-up test can measure upper body strength and simply carrying dumbbells can test your grip.
How to Train for Functional Strength
Many weightlifting programs prioritize building bigger muscles. But the goal of lifting as we age, Dengel said, should be building or maintaining strength, not muscle mass.
Those new to strength training, he added, will tend to gain both strength and muscle, no matter what approach they use. But there are a few things that can help you focus on functional strength, which means training to improve the way you move in daily life.

While research shows you can build both muscle and strength with light weight, it’s more efficient to lift progressively heavier.

As we age, we lose more fast-twitch muscle fibers (key for explosive movements) than slow-twitch ones, which are important for endurance efforts.
build power and functional strength, Ormsbee said.
“If you had to run and jump over a small obstacle, you wouldn’t jump off two legs. You’re jumping off one leg,” he said.

Ormsbee recommended doing three to six repetitions of a weight that takes about 75% of your max effort. This means a weight that’s heavy enough so the last few repetitions feel difficult, but not so heavy that you reach failure, where you can’t possibly do another rep, or use poor form.
About 20 minutes is all you need to get through an effective strength training session.
Power training, which can include plyometrics, medicine ball slams and other quick movements, can help you maintain these fast-twitch fibers longer, said Abbie Smith-Ryan, a professor of exercise physiology at the University of North Carolina at Chapel Hill.
Having quick reaction times isn’t just important for athletes, it’s useful for everyday challenges, like recovering from a stumble or avoiding tripping over a pet.
“That’s not just lifting heavy weight, but lifting weight quickly so you have the reaction time and the speed to get your foot underneath you as you fall off a curb,” Ormsbee said.

As we age, Dengel said, we should focus on preserving our strength for functional, daily movements, like carrying groceries or picking up a child.
For example, many people lose strength in their shoulders as they get older, Dengel said. To build your shoulder strength, he recommended a shoulder press, using either dumbbells, a barbell, resistance bands or even a milk jug.
“A milk jug weighs about 8 pounds when you fill it up with water,” Dengel said. If you’re starting out, fill it up halfway and start off by lifting onto a high shelf eight times. As you get stronger, add more water or more repetitions. You can also pick milk jugs off the ground, performing a deadlift.

Brazil boasts beaches and sunshine, not ski slopes and snow. Its single-name athletic legends tend to play soccer, the country’s defining sport.
So when Lucas Pinheiro Braathen, an exuberant alpine skier, won gold for Brazil in the men’s giant slalom race Saturday, he not only made history as the first medal winner from South America at a Winter Olympics, but also rewrote the definition of what a Brazilian athlete could be.
The 2026 Games in northern Italy have delivered emotional firsts over the past two days for countries that are less than winter sports powerhouses. Figure skater Mikhail Shaidorov of Kazakhstan, 21, finished first in the men’s competition Friday, securing in dramatic fashion his country’s first gold medal in the sport over favorites from the United States and Japan.
Pinheiro Braathen, 25, completed his victory run Saturday and collapsed onto the snow at the bottom of the ski course in the town of Bormio, quieting an army of spectators from neighboring Switzerland, whose skiers have otherwise dominated the men’s downhill races. He danced and shed tears as the outnumbered but boisterous Brazil fans waved flags and cheered.
“I don’t know how to put into words what I’m feeling right now,” Pinheiro Braathen told Brazilian television network Globo moments after his win. “To everyone watching in Brazil, following me and cheering for me, I hope this can be a source of inspiration for the next generation of children. Nothing is impossible. It doesn’t matter where you come from, your clothes or the color of your skin.”
Shaidorov’s triumph in figure skating the night before was not quite as historic — Kazakhstan won a Winter Games gold medal 32 years ago in cross-country skiing — but perhaps just as unexpected. He skated a flawless program and then watched as more celebrated competitors, including American Ilia Malinin, stumbled under the Olympic spotlight.
“He was so good in every element of what he did. Every jump was just perfect,” said Nadezhda Morozova, a speedskater from Kazakhstan, who watched Shaidorov with her teammates the night before she raced in Milan. She added with a smile: “The whole country is very happy for him. It’s like a big festival of happiness in Kazakhstan.”
Still, few victories at these Games have been as momentous as the one for Brazil, a country so defined by its achievement in a single sport — soccer — that many fans who turned out to cheer on Pinheiro Braathen wore the canary yellow Brazilian soccer jersey.
Brazil’s president, Luiz Inácio Lula da Silva, said on the social platform X that Pinheiro Braathen would “forever be etched into the history of Brazilian sport.”
Brazil brought its largest delegation ever to a Winter Olympics this year, consisting of 14 athletes in five sports. Still, winter sports are so rare in Brazil that Globo spent the minutes before Pinheiro Braathen’s run educating its audience about the giant slalom.
Pinheiro Braathen was born not in Brazil but in Norway, where his father is from, and used to ski for that country. His mother is from Brazil, and the dual national had already endeared himself to Brazilians with his accent-flecked Portuguese and energetic personality. He belted out the Brazilian national anthem from the medal podium, pausing at times as he appeared overcome with emotion.
“He has a Brazilian soul,” said Mariana Di Pilla, a Brazilian who lives in Italy.
Brazil, which hosted the Olympics in Rio de Janeiro in 2016, has historically done well at the Summer Games, and its Olympic committee usually reserves a hospitality venue for its team and supporters during those competitions. It had never done so for a Winter Games until this year, when it booked a contemporary arts space in Milan, the main host city, and called it Casa Brazil.

communed in anticipation of Pinheiro Braathen’s history-making moment.
The significance of the victory was enough to push Claudinei Quirino, a former Olympic sprinter for Brazil, to tears. Taking a moment, and a sip of beer, Quirino said the young skier had entered a pantheon of Brazilian celebrity reserved for few.
“Brazil has many problems, but in this moment, with this medal we can forget everything and he’s given Brazilians what we need,” Quirino said.
Before the Olympics, there were reports that Pinheiro Braathen, who used to compete for Norway, had clashed with the more rigid rules enforced on its athletes by the Norwegian ski team and its Olympic committee. Among other things, Pinheiro Braathen said he wanted more freedom to work with his own sponsors. He left the Norwegian team in 2023 and joined the Brazilian team the following year.

In many ways, the story of Deanna StellatoDudek’s quest for a gold medal in Olympic figure skating is just like any other. She started skating at age 5 while growing up in Chicago and dreamed of going to the Olympic Games. She traded a normal adolescence for early mornings at the rink, college preparation for nationals preparation. A hip injury seemed to end her career when she was 17. She fought her way back and will compete this month at the Milan Cortina Winter Olympics. So far, so familiar — except for one thing. Stellato-Dudek is 42.
The Olympics she had originally aimed for were the 2002 Games in Salt Lake City, Utah. She took not six months but 16 years off, and in those 16 years she did not coach or do other
skating-adjacent work. She became the director of aesthetics for a plastic surgeon.
When she returned, she did so as a pairs skater, and when she and her partner, Maxime Deschamps, won the world championship in 2024, she made history as the oldest woman to win a world title in any figure skating discipline. (They also won the Canadian national championship in 2023, 2024 and 2025 and were silver medalists this year.)
When they skate in Milan on Sunday, representing Canada, Stellato-Dudek will once again be the oldest woman on the ice. Like Tom Brady and LeBron James, she is redefining the limits of what is possible in her sport.
Amber Glenn, an American singles skater who is among the favorites for a gold medal, has called herself the “fun aunt” because at 26 she is much older than many of her peers. Though
pairs skaters tend to be older, only four of the female pairs gold medalists since 1956 have even been in their 30s (and all of those were younger than 35). When social media commentators want to be mean, Stellato-Dudek said, they refer to her as “Grandma Deanna.”
“I mean, I am a whole legal human being older than almost everybody else,” she said, laughing.
Which explains why when Stellato-Dudek announced her return to skating, people thought it was “crazy,” said her coach, Josée Picard, who came out of retirement to work with StellatoDudek and Deschamps.
“Crazy,” Stellato-Dudek’s mother, Ann Stellato, said. “Nobody expected her to persevere and to do what she has done. Nobody.”
Defying Society’s Expectations
“The age pendulum for me swings both
ways,” Stellato-Dudek said. She had just come off the ice after a four-hour practice with Deschamps at the skating complex outside Montreal, where they are based.
She is only 5 feet tall but has the muscled body of an athlete. She looked like a “Frozen” version of the Energizer bunny rather than the usual figure skating fawn.
“When I do well, I am celebrated more than my younger counterparts,” she said. “After worlds, I had, like, 20,000 messages on Instagram. But when we do poorly, there are so many trolls DMing me about my body, my face, my hair, that I’m not strong enough.”
Stellato-Dudek decided to return to skating when she was in her early 30s. She did not want to look back and regret not trying to get to a podium because she had listened to “society telling you that’s the age you should stop.”
