Cidra Reservoir undergoing operational adjustments

Puerto Rico Aqueduct and Sewer Authority (PRASA) Metropolitan Region Executive Director José Rivera Ortiz announced on Sunday that a dive team was deployed to perform work at the Carraízo Reservoir in Trujillo Alto, aiming to increase water intake from a greater depth.

Under normal conditions, the plant draws an average of 80 million gallons per day. However, due to the drop in the reservoir’s water level, current intake has been reduced to some 60 million gallons per day.

“Our dive team is performing specialized work inside the reservoir to enable additional intake points beyond the existing ones, which would allow us to maximize the yield of the available resource,” Rivera Ortiz stated in a written release. “This is a necessary intervention given the reduction we have experienced due to the drought, and we will continue to closely monitor its progress.”

The official noted that PRASA had temporarily halted the water supply from the Cupey Water System, a situation affecting some 44,355 customers in the Caimito, Carraízo, Cuevas, Cupey, El Cinco, Monacillo, Monacillo Urbano, Pueblo, Sabana Llana Sur, San Antonio and St. Just sectors of San Juan; the Vistamar area and surrounding zones in Carolina, as well as the Campo Rico sector; PR-962, and rural areas of Canóvanas.

As a mitigation measure, PRASA has deployed water tanker trucks (known as “oasis” units), which are stationed near the Estancias de Boulevard, Brisas de Cupey and Fairview communities.

tinue to provide updates on the progress of service restoration.”

Separately, PRASA Eastern Region Executive Director Enrique Rosario reported that the Cidra reservoir had entered the “Operational Adjustments” phase, having reached the “Observation” phase on April 24.

Starting Sunday, and as part of the new phase, PRASA was to implement additional operational adjustments, including a reduction in raw water extraction from the reservoir.

“We are facing a pivotal moment today. Both the Carraízo and Cidra reservoirs are at a critical stage due to the prolonged drought affecting Puerto Rico,” PRASA Executive President Luis R. González Delgado said. “For months, we have been implementing preventive measures to maximize the efficiency of our systems and extend the availability of this resource as much as possible, but we need the support of the entire community. I call upon every family, business and industry to use water prudently and responsibly. Every drop we conserve represents another step toward protecting our water supply. Using water wisely helps us preserve the resource for the days ahead and strengthens our ability to cope with this drought while we await the rainfall needed for our reservoirs to recover.”

House panel to summon Genera execs to explain outages

Rep. Víctor Parés Otero, who chairs the House Government Committee in the lower chamber of the island Legislature, announced Sunday that he will summon the management of power plants operator Genera Puerto Rico early this month to explain the reasons behind recent power outages and whether they are indeed linked to staffing shortages.

“Over the past two weeks, breakdowns at several power plants -- including Aguirre and Costa Sur -- have left many customers without electricity. In response, Genera [...] management has justified the situation by claiming they were forced to cut staff and that the remaining workforce lacks the experience to handle incidents like those that occurred,” Parés Otero said in a written statement. “This is ironic, given that a look at Genera’s website shows they are actively recruiting for multiple specialized positions. In the past, the private operator of the transmission and distribution grid, LUMA Energy, used

a similar excuse; that is unacceptable to both this administration and the House of Representatives.”

“Given this situation, we are going to summon Genera Puerto Rico executives to a public hearing now -- in early August -- so they can be held accountable to the public regarding those unfortunate statements and the actions they will take to prevent similar incidents,” the lawmaker added. “They will also be required to present a realistic, verifiable assessment of the power generation system -- including repairs and ongoing projects -- as well as their projections for the remainder of the Atlantic hurricane season, which ends on November 30.”

On April 17, Genera announced a reduction in its workforce, including technical staff. At the time, it attributed the decision to the “implementation of operational adjustments resulting from a determination by the Puerto Rico Energy Bureau.”

Last week, Energy Czar Josué Colón Ortiz blamed Genera’s decision to lay off specialized workers for operational failures in the power generation system.

Resident commissioner presses for explanations on approval of Esencia project

Resident Commissioner Pablo José Hernández Rivera on Sunday pressed the Puerto Rico government and its Permits Management Office (OGPe by its acronym in Spanish) to explain how and why they approved Esencia, the newly announced $2 billion luxury tourism and residential project slated for Cabo Rojo’s southwest coast -- a decision that has already drawn criticism from community and environmental organizations.

Hernández Rivera said the administration must address “many doubts” surrounding the project, particularly regarding water availability and what he described as a pattern of opaque decision-making.

“The government of Puerto Rico and OGPe must clarify many doubts of the people regarding Esencia, particularly about water and the lack of transparency in the processes -- as reflected in making important announcements on a Friday after 5 p.m. or on December 24,” he said in a written statement.

The resident commissioner’s remarks

came two days after the development team -- Reuben Brothers and Three Rules Capital -- announced it had received official approval to move forward with the 2,000-acre destination in the Boquerón sector featuring hotel brands such as Mandarin Oriental and Rosewood, 1,200 private residences, 500 luxury hotel rooms, and a suite of amenities including a bilingual K-12 school, medical center, equestrian facilities, two golf courses and more than 20 miles of nature trails. The developers say more than 75% of the land will be dedicated to conservation and community use, including wetland restoration and dune rehabilitation.

The companies project more than 17,000 direct, indirect and induced jobs and over $7 billion in long-term economic activity.

Formal sales begin later this year, with the first residents and guests expected by late 2029. The Puerto Rico Tourism Company previously granted the project $497.6 million in tax credits in 2024.

The announcement has intensified concerns among groups in Cabo Rojo, who argue

the project threatens protected land and could strain water resources in a region already facing supply challenges. Several organizations have criticized the government for what they describe as a rushed or insufficiently transparent approval process. Developers counter that they have completed all required public hearings and will comply with environmental conditions set by regulators.

Hernández Rivera’s intervention signals growing political scrutiny of the project at a moment when the administration is promoting large-scale tourism investments as engines of economic growth. The resident commissioner said the government owes residents a clear explanation of how it evaluated Esencia’s environmental impact, water demand and compliance with permitting rules.

The developers, meanwhile, maintain the project is designed to “celebrate the island’s extraordinary natural beauty and heritage,” in the words of Reuben Brothers principal Jamie Reuben, and to fulfill commitments made to the community, Three Rules Capital CEO Will Bennett said.

Governor signs into law bills on public administration, conservation & community development

Gov. Jenniffer González Colón enacted a wide-ranging set of laws and joint resolutions on Sunday aimed at modernizing government property management, strengthening environmental protection, expanding accommodations for residents with sensory conditions, and supporting community and municipal development across Puerto Rico.

The most significant of the new measures is Law 158-2026, which creates the Special Law to Standardize the Titling Process for Government Real Property. Authored by Sen. Ángel Toledo López, the law establishes a streamlined procedure to identify and certify ownership of government properties when documentation is incomplete or missing. Under the law, the Department of Transportation and Public Works (DTOP) is authorized to certify that such properties belong to the Government of Puerto Rico and to represent the government before the Committee for the Evaluation and Disposition of Real Property. Officials say the measure will accelerate the disposition of unused public properties and support economic development initiatives.

González Colón also signed Law 159-2026,

designating the Finca Gabia in Coamo as the Bosque Gabia. The legislation places roughly 160 acres of ecologically valuable land under the protections of Puerto Rico’s Forest Law. The area has been the site of ongoing restoration efforts, including reforestation with native species, scientific research and the recovery of local fauna, such as the endangered concho frog.

The designation is expected to expand access to state, federal and private conservation funding and to promote compatible activities, such as responsible ecotourism and environmental education.

A third measure, Law 160-2026, amends Puerto Rico’s Vehicle and Transit Law to allow individuals with autism spectrum disorder, sensory processing disorder, and other conditions involving severe sensory hypersensitivity to obtain medical exemptions for one-way vision window tints. The law also eliminates periodic renewal requirements for individuals with permanent conditions, establishing a long-term accommodation to improve safety and quality of life without any fiscal impact on the government.

In addition to the new laws, the governor signed several joint resolutions: RCC 283 (Joint Resolution [JR] 46-2026)

designates a segment of PR-125 in Moca as Nélida Cardona Ramírez, honoring the late community leader and philanthropist. DTOP and the Highways and Transportation Authority must install signage within 90 days.

RCC 302 (JR 47-2026) transfers, for a nominal price of $1, the land occupied by Culebra’s municipal landfill to the municipality. The transfer will allow Culebra to qualify for federal funds needed to close existing landfill cells, build a transfer station and expand its solid-waste management system.

RCC 376 (JR 48-2026) reallocates $2.79 million from prior-year joint resolution balances to fund infrastructure projects across agencies and municipalities, including road improvements, upgrades to recreational and sports facilities, school repairs, community center improvements, potable water systems and renewable energy projects.

RCS 151 (JR 49-2026) names the Educational Technology Center at the Ponce Housing residential complex after Miguel A. Rodríguez Villafañe, recognizing his decades of educational service to children, youth and adults in the community.

RCS 196 (JR 50-2026) reallocates $1.35 million from fiscal years 2017-2020 to the Rural

Infrastructure and Permanent Improvements Program of the Land Authority, earmarking funds for municipal infrastructure, capital improvements, economic development and public safety projects.

Separately, the governor confirmed that several legislative measures were pocket vetoed on Aug. 1, in accordance with constitutional procedure. The bills vetoed include Senate Bills 509, 627, 898 and 1085, as well as Senate JRs 32 and 43.

Fiscal board urges governor to reject key measures awaiting her signature

The Financial Oversight and Management Board issued a trio of sharply worded letters late last week warning Gov. Jen niffer González Colón that several measures awaiting her signature, spanning pensions, energy regulation and municipal revenue distribution, could undermine Puerto Rico’s post‑bankruptcy recovery.

In the first letter dated July 30, the over sight board urged the governor to veto Senate Bill (SB) 1021, which would classify judicial branch marshals as High Risk Public Servants under Act 447, thereby granting them earlier retirement eligibility and enhanced pension benefits. The board argued that the bill directly violates the Commonwealth Plan of Adjust ment and the federal court’s confirmation order, both of which prohibit expanding or altering existing pension rights.

“Enacting laws that are in clear violation of the Plan of Adjustment and the Confirmation Order exposes the Commonwealth to unnec essary and costly litigation risk,” the oversight board wrote, citing the Legislative Assembly Budget Office’s (OPAL by its acronym in Spanish) conclusion that the measure is “in tension with the Plan of Adjustment and its Confirmation Order.”

The board also highlighted the projected fiscal impact: OPAL estimates SB 1021 would increase Pay‑Go charges by $1.2 million in fiscal year (FY 2026), rising to $2.1 million by FY 2030 as more marshals qualify for early retirement. The letter further criticized the bill’s requirement that the Office of Management and Budget (OMB) and the Puerto Rico Fis cal Agency and Financial Advisory Authority (AAFAF by its initials in Spanish) “be proactive in identifying the funds necessary to comply,” calling the approach inconsistent with the

Puerto Rico Oversight, Management and Economic Stability Act (PROMESA) and es tablished precedent rejecting post‑enactment reprogramming to cover unfunded mandates.

The board warned that allowing employees to retire early based on a single‑year certifica tion of available funds while the resulting pension obligations extend for decades is “untenable and fiscally irresponsible.”

A second letter, addressed to outgoing AA FAF Executive Director Francisco Domenech Fernández, raised compliance questions about Joint Resolution (JR) 5‑2026, which eliminated the $300 interconnection study fee for small photovoltaic systems and requires the Puerto Rico Energy Bureau (PREB) to draft a new interconnection regulation within 180 days.

The oversight board noted that JR 5 should

not be implemented until the PROMESA §204(a) review is complete and requested detailed information on whether the fee is currently being charged, how interconnec tion requests are being processed, and how the loss of revenue and ongoing study costs are being absorbed. It also asked for clarity on the financial impact to the Puerto Rico Electric Power Authority’s budget and how the PREB plans to fund the consultants required to develop the new regulation. The board pressed AAFAF to confirm that JR 5 will not be implemented unless the board determines it complies with PROMESA.

Energy Bureau clears Yabucoa battery storage contract

Orders final corrections before signing

The Puerto Rico Energy Bureau (PREB) has approved the revised energy storage services agreement for a proposed 100‑megawatt battery project in Yabucoa, while ordering the Puerto Rico Electric Power Authority (PREPA) and the developer to make final corrections before the contract can be executed.

In a resolution issued late last week, the

regulator confirmed that PREPA and Yabucoa Energy LLC had “substantially complied” with the changes required in a July 20 order, which directed the parties to remove energy‑degradation provisions, correct location references, and submit final interconnection studies once completed.

However, regulators flagged two remaining issues. The definition of the project “Site” still contains an incorrect location, and stray refer ences to “expected degradation” or “applicable degradation” remain in sections describing charg ing, discharging, and the facility’s power profile.

The board noted that the allocations deviate sharply from what municipalities would receive under the Waste Fund Formula established by Act 53 2021, an existing statutory mechanism that weighs population, participation in the Supplemental Nutrition Assistance Program (known locally as PAN), taxable property value and certified budgets. Under that formula, every municipality would receive between $44,350 and $230,585; under the resolutions, 58 municipalities would receive nothing, while one municipality would receive more than $1.2 million “approximately 11.7 times its formula share.”

The board also noted numerical inconsis tencies: while SJR 195 describes its allocation as 50% of the certified balance of $9.9 million, the combined resolutions allocate 95.3% of the funds, leaving $462,153 unaccounted for. It warned that passing the resolutions would “set a precedent of distributing shared municipal revenues by legislative discretion rather than objective criteria” and urged the governor to support SB 778, which would direct the funds to the Municipal Revenue Collections Center for distribution under the Waste Fund Formula.

Across all three letters, the oversight board reiterated that if the governor enacts the mea sures, she must submit PROMESA §204(a) certifications and commit not to implement the laws unless the board determines that they comply with PROMESA and the fiscal plans. The board also reserved its right to take action under PROMESA §§104(k), 108(a), and 204 to prevent implementation if necessary.

The PREB authorized PREPA and Yabucoa Energy to move forward with contract execution once those corrections are made. It also granted confidential treatment to the revised contract submitted on July 30.

The July 31 order warns PREPA that failure to comply could trigger fines under Article 6.36 of Act 57‑2014.

The resolution was approved by a majority of commissioners on July 31, according to the certification signed by PREB clerk Sonia Seda Gaztambide.

Scope of hacks on US water supply widens as evidence points to Iran

The scope of cyberattacks on U.S. water systems has grown to include at least seven states and may be far wider, officials and experts warned, as authorities raced to safeguard the nation’s water supply against an assault that increasingly appeared to be the work of Iran.

While there were no indications that any water supply had been altered or made unsafe to drink, state and local officials throughout the country were on high alert for potential problems in vulnerable computers that are commonly used to monitor and adjust water quality, including chemical-treatment levels and water pressure. Minnesota first publicly reported the attacks, and now Michigan says its systems have also been targeted.

The attack has little precedent, experts said, but has long been the stuff of nightmares and sensationalized Hollywood thrillers: an apparent cyberattack by a foreign power during a time of war that could, at least in theory, jeopardize the health and safety of Americans.

Officials cautioned that they had not definitively determined that Iran was responsible for the attack and that the investigation was still preliminary. But they said Iran had stepped up cyberattacks since the U.S. and Israel launched a war against the country five months ago, and had previously targeted similar water systems and other critical infrastructure in the U.S. There seemed no financial motive, making a criminal attack less likely.

Despite growing concerns, President Donald Trump sought to downplay the matter on Friday by blaming Minnesota — which was early to spot and report the recent surge in malicious hacking activity, helping to prompt other states to probe their own water systems — for suffering intrusions his own intelligence agencies believe were highly likely carried out by Iran, officials familiar with the assessment said.

“I think Minnesota is behind it,” Trump said Friday in response to a reporter’s question about Iran’s possible involvement, which The New York Times earlier reported. “I don’t think there was an Iranian cyberattack.”

The state’s Democratic governor, Tim Walz, dismissed the accusation, warning in a social media post that this “is what modern warfare looks like.”

After Trump’s remarks, federal officials privately said Iran remains the top suspect but that the assessment remained preliminary and had not yet established definitive forensic proof. That is not unusual in complex cyber-investi-

The U.S. Cybersecurity and Infrastructure Security Agency, in an advisory issued Thursday, said the hackers were “targeting water entities of all sizes” and recommended facilities unplug vulnerable controllers from the internet. The hacking activity, it added, had “resulted in boil water notices and sustained manual operations.”

The agency has for months been warning the public that Iran may seek to compromise water utilities and other critical infrastructure.

Former intelligence officials and cybersecurity experts said the hackers were likely engaging in opportunistic behavior rather than selecting specific cities and towns to infiltrate. That means that potentially any facility using the vulnerable internet-connected operational systems was at risk.

Nate George, the mayor of Braham, a small city north of Minneapolis that was among those affected by the cyberattack, said federal and local officials had little doubt about the likely culprit.

“We’re getting bits and pieces of information from the state of Minnesota and the FBI,” he said in an interview Friday afternoon. “They are pretty sure it’s Iranian actors” but are reluctant to say so publicly, he added. A memo sent by an industry group that shares cyberthreat information among water utilities that was obtained by Wired magazine said the attacks aligned with hacking activity being conducted by Iran-affiliated actors.

George, a Republican who is running for state auditor, said he had heard the president’s remarks casting doubt on Iranian culpability. He said the president was “entitled to his opinion,” but that it is incumbent on state officials to help cities harden their defenses against cyberattacks.

Minnesota was not the only state to suffer intrusions. In a public advisory published late Thursday, after the Times report, the FBI and the Environmental Protection Agency said that since Monday “at least seven states have reported incidents to the FBI, and some of that activity degraded water operations.”

Officials have declined to say which states have been affected, but a spokesperson for the Michigan state government confirmed

that state’s system was attacked.

“We received a small number of reports from Michigan communities indicating activity consistent with what federal agencies described,” Dale George, the spokesperson, said in an email. George added that all systems affected continued to operate safely and there were “no known impacts that posed a public health concern.”

He later said that nine municipal water systems in Michigan had reported issues.

Earlier in the week, Minnesota reported hackers were spotted targeting roughly three dozen municipalities.

Alex Orleans, a former U.S. government cybersecurity contractor who specializes in tracking Iranian hacking groups, said Iran had been engaging in a wide variety of hacking operations against U.S., Israeli and Middle Eastern targets since the start of the war in February. But the intrusions into U.S. water systems appeared to be a significant escalation.

“What’s unprecedented here is that we’re seeing direct, tangible effects to live industrial control systems inside U.S. critical infrastructure,” said Orleans, who is now the chief of threat intelligence at Sublime Security,

Iran, Orleans said, was likely looking to infiltrate as many networks as possible across the country before they can protect against “the opportunistic tradecraft that the U.S. government has offered multiple, explicit warnings about.”

George, the mayor in Minnesota, said city officials had received guidance on how to patch water systems that had been affected and how to bolster defenses against attacks Iranian hackers are capable of carrying out.

While manual workarounds are keeping water flowing for now, he said the attack highlighted the rudimentary nature of critical infrastructure in many small cities.

“I think the troubling thing on the horizon is how do we move forward to a more secure system,” George said.

“IT infrastructure upgrades are very costly and we are a very small municipality.”

Trump’s polling numbers hit a new low. Don’t expect him to change course.

After a spate of bad polls earlier this summer, President Donald Trump simply declared that they were not true. “MY REAL POLL NUMBERS ARE THE HIGHEST THEY HAVE EVER BEEN,” he wrote on social media, using capital letters as if they would shout away any contrary data.

In fact, his real poll numbers are at or near the lowest they have ever been in some nonpartisan surveys. A flurry of new samples in recent days found that Trump is at the nadir of his presidency, with support from just around one-third of Americans as a stalemated war in Iran and high gas prices take a political toll.

The latest surveys indicate that Trump is now all but the most unpopular second-term president at this stage of their tenure in the history of polling going back to the 1940s. The only exception is not one that would give Trump much solace: Richard Nixon had even less public support at this stage in his second term but at that point he was just days away from resigning over the Watergate scandal.

These kinds of poll numbers would throw a normal White House into panic mode, especially coming just three months before a midterm election. Someone might be fired. A speech might be written. A new set of policies might be devised. But Trump has never been a normal president, and he does not react to political circumstances in the same way his predecessors have. Through force of will and command over his MAGA base, he has traditionally played a weak hand strong.

they’re fake anyway,” said Douglas Heye, a longtime Republican strategist, adding that he did not expect any switch in political strategy. “Short of him screaming and throwing something at a staffer, that’s it.”

It is, of course, hard to have a course correction if it is not entirely clear what the course was to begin with. The most impulsive president of modern times, Trump follows his instincts and can completely reverse himself by the day, or sometimes the hour.

It has worked well enough for him that he has dominated American politics for more than a decade. Even though he won a plurality in 2024, Trump has neither won a majority of the popular vote in any of his three elections nor enjoyed support from a majo -

rity in Gallup polling at any point of either term. Yet he has governed as if he were a more popular president.

Still, the latest numbers are particularly bleak and have Republicans increasingly rattled as they dread a Democratic wave that could cost them the House and possibly even the Senate in November. Trump has the support of just 34% of Americans in CNN’s latest poll, matching his lowest point just after the Jan. 6, 2021, attack on the Capitol. He had the approval of just 33% in a new APNORC survey, tying his lowest since 2017, and 32% in Quinnipiac University data, falling to an all-time low in that poll.

By comparison, at this stage of their second terms, Bill Clinton was at 64%, Ronald Reagan at 61% and Dwight Eisenhower at 58%, according to historical Gallup surveys. Those underwater included Barack Obama at 43%, Harry Truman at 39% and George W. Bush at 37%, all of whom went on to see their party lose seats in midterm elections months later. Nixon, on the verge of resignation as he faced impeachment, was at 24% at this point.

The challenge for Trump and Republicans is that the president is underwater on issues almost across the board, including areas where he historically had been stronger, like the economy and immigration. As for the war in Iran, it was already the only U.S. war in the history of polling that more Americans opposed from the very start — and what support there was has cratered further, with voters now against it 2-1.

Moreover, the worry for Republicans is not just that voters disapprove of Trump’s handling of the presidency but strongly disapprove, suggesting that they would be more motivated than Trump loyalists to show up this fall.

“Those people are going to vote,” said Douglas Sosnik, who was Clinton’s White House political director and senior adviser. “And the non-MAGA Republicans are not motivated to turn out.”

Having said that, politics are not the same as they once were. The way that House lines are drawn these days means that there are fewer genuinely competitive districts, suggesting that even a strong Democratic wave may not generate as many new seats as it might have in the past. That was cemented even more so by a wave of middecade redistricting in recent months.

Kristen Soltis Anderson, a Republican pollster, said political polarization means that “job approval trades in a narrow band these

days” compared with the past. “Job approval in the low 40s or even high 30s is not the political catastrophe it would have been two or three decades ago,” she said. “Presidents barely start out at 50% to begin with.”

“But,” she added, “low 30s, if accurate, means pieces of the coalition have started to break away. You’re not just cutting loose swing voters at that point.”

Trump has to count on the opposition squandering its advantage. “The best thing Republicans have going for them is that the Democratic Party is going through its own issues and does not have a crisp message besides ‘Trump is bad,’” she said. “However, if the environment truly stays this grim, that may be enough.”

The White House did not address the president’s polls in response to a request for comment but boasted of his record. “No other president in history has accomplished more for hardworking Americans than President Trump, who is working tirelessly to create jobs, cool inflation, increase housing affordability and more,” said Davis Ingle, a White House spokesperson. “The president has already made historic progress not only in America but around the world, and this is just the beginning as his agenda continues taking effect.”

Trump himself has made clear that he sees a different reality than most independent pollsters and political strategists of both parties — and distrusts results that are not favorable to him.

“Polls are very dishonest, just like a lot of reporters,” he told journalists during a news conference at the Group of 7 summit in France in June. A week later, he made his claim that his approval ratings were “THE HIGHEST THEY HAVE EVER BEEN” on his social media site.

Political observers have counted Trump out before only to see him survive the kinds of controversies and poll numbers that would hobble other politicians. He seems unconcerned by the pleadings of Republicans who want him to end the Iran war and focus more on affordability. Instead, he is pursuing legacy projects like a new White House ballroom and a triumphal arch, no matter how much the polls suggest that voters are not as enthusiastic.

“He is YOLO,” said Heye, using the initials for You Only Live Once. “He’s not sitting there thinking, ‘Gosh, my powers are weakened because of this.’ It’s part of why he was reelected and why he’s impervious to some scandals.”

Christopher Nolan’s “The Odyssey” is the blockbuster that launched a million takes. The interpretations crowd my social media feed like Agamemnon’s assembled ships at Aulis. They keen in my ears like the Sirens’ seductive voices. They … OK, look, I’m just saying people have a lot of opinions about the biggest movie of the year.

And for good reason, because Nolan’s film is perfectly calibrated for the contemporary culture war. First, because its source material is a story that everybody wants to claim: woke and antiwoke, masculinists and feminists, film bros and classicists, professional defenders of Western civilization and its would-be revisers and subverters. Other classics are similarly claimed and counterclaimed, but not everyone wants ownership of “The Iliad” (too male), Jane Austen (too female), the Greek tragedies (too depressing), the New Testament (too Christian) or the plays of Shakespeare (too hard to follow the dialogue). But in life as in Homer’s epic, everyone wants a piece of Odysseus.

Then, having plucked the ripest fruit, Nolan proceeded to serve it in the blandest form. Gone is the sex and sensuality, the warring deities, the hero’s outsize ego and charisma. In their place is a story that’s very American, with tropes familiar from war movies and Westerns, dialogue that belongs in a contemporary YA novel and a moralism that’s at once

extremely didactic and extremely general. “Civilization collapses when you violate Zeus’ law” is the teaching of Nolan’s story, and while you could imagine that Zeus’ law is some arcane instruction requiring the castration of a black heifer on the highest peak on the darkest night, it turns out to just be the golden rule applied to houseguests, dogs and Trojans.

This is a critique, but it’s also a key to the film’s cultural cachet. If you just want to like “The Odyssey,” if you just want to have a good time at the movies, the bland version still has all the good stuff — the Trojan horse! the Cyclops! a bloody homecoming! — stitched together by a director with a gift for propulsion and spectacle. If you have a great enough story, you can reduce the spice level and still satisfy millions of customers with the meal.

Then if you want to claim “The Odyssey” for your own worldview, to insist that the dominant movie of the summer is speaking directly to your concerns, the banal didacticism of Nolan’s script is unusually amenable to personalized interpretations.

I can give you a plausible reading of the movie in which its portrayal of the Bronze Age collapse is an allegory for the crisis of the liberal international order (Nolan the multicultural liberal, lamenting the cruelty of Trumpism). Or a reading in which Odysseus’ guilt over the sack of Troy is fundamentally Christian and the monsters belong to a world that awaits us if Christianity fails (Nolan the lapsed Catholic, unable to shake his religious upbringing). Or, for that matter, a populist reading in which Odysseus returns home from a hubristic Middle Eastern war to find guests abusing his hospitality who need to be cleared out (Nolan the British Burkean offering an allegory of a Europe unable to cope with immigration).

I assume the first reading is closest to the directorial intentions. But the material is thin and therefore supple, ready to be shaped by ideological desire.

Finally, if you want to critique and hate the movie (and under algorithmically driven conditions, haters are hype artists, too), the same rule applies: The banality can be interpreted for maximal dislike. Part of the fun of the “Odyssey” wars is seeing that happen in all kinds of ways, with an original antiwoke critique of the movie, fixated on colorblind casting, giving way to left-tilting academic takedowns and then bespoke right-wing critiques riding in their wake. (Four thousand-plus words from bestselling translator Emily Wilson in the London Review of Books on a movie she dismisses as “an entertaining way to hide from the high temperatures for a few hours,” then pseudonymous online reactionary Bronze Age Pervert responding with 6,000-odd words on a movie he calls “undeserving of a serious intellectual, ideological or aesthetic review.”)

And here I am doing much the same thing, accusing Nolan of banality and then devoting all my column inches

to his cultural achievement. So let’s give the man his due: He grasped that what this moment demanded was an adaptation of one of Western civilization’s foundational texts, reworked around the widely shared assumption that Western civilization might be finished or foredoomed, in a style that allowed everyone, fans and haters alike, to blame whatever crime or curse or group of malefactors (including Hollywood directors!) they held responsible for the doom already.

His reward will be $1 billion in box office, a blank check for next time, and the absolute power to determine what we’ll all be arguing about in the summer of 2029.

SAN JUAN – Las autoridades intervinieron en la madrugada del domingo, en 6 negocios de entretenimiento nocturno en el área metropolitana de San Juan.

En total, se expidieron 22 multas por un monto de 110,800 dólares, distribuidas de la siguiente manera: ocho multas por violaciones al Código de Orden Público, para un total de 13,600 dólares; once multas del Departamento de Hacienda, ascendentes a 45,000 dólares; tres multas de la Oficina de Permisos del Municipio de San Juan, por 7,200 dólares; y multas por 45,000 dólares impuestas por la Comisión de Juegos de Puerto Rico con la ocupación de nueve máquinas de entretenimiento operadas ilegalmente.

‘Spider-Man: Brand New Day’ review: Can we do whatever a spider can?

Spider-Man’s story has always been, on some level, about the terrifying experience of growing up. One morning, you discover your body is changing and doing things you can’t quite control, and you have to figure out what to do with that. As winningly played by Tom Holland, Peter Parker has been a kind, openhearted teenager who wants to do the right thing and is horrified that his powers often put everyone he loves in the path of danger. At the end of “Spider-Man: No Way Home,” he asked Doctor Strange to cast a spell that would cause the whole world — including the love of his life — to forget that he was Spider-Man, because it was the only way to save his universe from destruction.

“Spider-Man: Brand New Day,” directed by Destin Daniel Cretton from a screenplay by Chris McKenna and Erik Sommers, picks up where “No Way Home” left off. Peter lives alone now that his aunt May (Marisa Tomei) has died, and MJ (Zendaya) and Ned (Jacob Batalon) have gone to Massachusetts Institute of Technology. As years go by, Peter watches them from afar via Ned’s social media updates. Spider-Man is beloved by New Yorkers again, so he fights crime and chats on

the phone with Det. Jean DeWolff (Liza Colón-Zayas), never revealing his identity as Peter Parker. Occasionally he crosses paths with Frank Castle, aka the Punisher (Jon Bernthal), with whom he has a testy relationship.

But a weird threat menaces the city, a vengeful entity seemingly jumping from person to person. It’s apparently seeking something that’s hidden at Damage Control, the organization that was created to do cleanup after the Battle of New York but turned a bit more authoritarian over time. The director of the organization, Bill Metzger (Tramell Tillman), explains that he’s not sure what the entity is after, but the goal of Damage Control is to harness destructive energy and turn it to something good. They’re hoping to just keep everyone safe, he says.

At the same time, Peter has his own issues with energy, because his arachnid hormone levels are spiking, giving him major headaches and the ability to shoot web fluid from his wrists instead of his suit. He wants nothing more than to tamp down his powers, to return to the abilities that he knows well. And it’s imperative he does this before the entity gets to MJ, who still doesn’t know who he is.

There is, of course, a lot more, some of which I can’t tell you; Sadie Sink has spent the past year dancing around questions about her role in this movie. “Brand New Day” is the fourth in this particular series of Spider-Man movies, and it feels like a cap on the growingup arc that this iteration of the character has gone through. If “Homecoming” was about adolescence, and “Far From Home” was about growing through the loss of a mentor, and “No Way Home” was about taking responsibility for your actions (and also, college applications), then this is, in part, about deciding to accept your adult powers, even when they scare you.

It is not, unfortunately, nearly as fun as the previous few films, though that may just come with the territory. Much of the lighthearted comedy that made the other movies so amusing is gone, largely because Peter’s relationship to Ned and MJ has changed drastically, which means the bantering chemistry between Holland, Batalon and especially Zendaya is mostly absent. In its place is an emotional heaviness, which compounds in some of the film’s other plot threads. (Thankfully, Florence Pugh shows up a few times as Yelena Belova, and she is a pure delight.)

The film is also bogged down by the same

thing that has caused late-stage Marvel Cinematic Universe films to sag: the weight of tying all of the stories together. For instance, if you’re not a walking encyclopedia of MCU lore — or didn’t watch “Daredevil” Season 2 and “Daredevil: Born Again” Season 1 and the two-season “Punisher” TV show and the “Punisher: One Last Kill” Marvel TV special — you might not know who Frank Castle is or why he and Peter know each other, which seems like an awful lot to expect of your audience.

Nothing can erase the enjoyment of witnessing Holland’s performance, which remains winsome and wonderfully kinetic even if you know that’s got to be a computer-generated Spidey a lot of the time. As he’s grown up on-screen, his audience has grown up with him. The question this film asks is one that has cropped up over and over throughout comic book cinema: What do we do with our specialness? For the most part, Peter has chosen to stay local and hidden, to undo the damage done when people know his powers.

But now he has to either accept who he is and let himself be known again, or stay in the shadows and take the clean slate promised by the title.

Similarly, a slice of his audience has gone from teen to new adult in a world where creative powers — especially exceptional ones — are seen as something that might be taken from you and put to profitable use. Peter even considers whether there might be a way to create a device that puts everyone on a level playing field, and that doesn’t seem coincidental. If movies subconsciously tap the anxieties of their audiences, maybe this one is about the terrifying experience of growing up and discovering that everyone sees what makes you special and wants it for themselves.

Wall Street ends higher as Amazon soothes AI jitters

Wall Street ended higher on Friday, lifted by Amazon as the tech heavyweight’s strong quarterly report bolstered investor confidence in AI-related stocks, while Apple dropped after its results disappointed investors.

Amazon.com surged over 15% after posting its biggest quarterly revenue growth in over four years. Its results, along with a similar report from Microsoft on Wednesday, alleviated investor concerns about potential overspending on AI data centers.

Worries that heavy investments in AI infrastructure may be taking too long to pay off rattled global markets this month and led to doubts about companies at the center of Wall Street’s rally in recent years.

“There were worries that Amazon’s spending was just moonshot spending, that it’s irresponsible spending, and (CEO)

Andy Jassy just put those fears to bed,” said Jake Dollarhide, CEO of Longbow Asset Management in Tulsa, Oklahoma.

The PHLX chip index edged up 0.07%, and it remains down over 20% from its June 22 record high close.

Apple tumbled 7.4% after warning that supply constraints would hurt growth, adding to worries that recent iPhone price hikes would weaken consumer demand.

Apple’s slump kept the S&P 500 technology index down 0.54%, despite gains in other tech stocks.

Microsoft rose 3%, adding to gains after surging over 15% on Thursday in its biggest one-day percentage gain since 2008 after it forecast stronger-than-expected cloud growth.

How 50,000 people surged into a Spanish exclave in Africa

Like so many others in Morocco, Mohammed Ahmidho saw on his social media feeds early Thursday that the heavily guarded border his country shared with the Spanish territory of Ceuta was open.

Soon enough, he joined a crowd in the tens of thousands, many of whom were astonished to see Moroccan police urge them, as he recalled, to “come to Spain.” Some climbed over the fence, as he did, or dove through holes in the chain-link, or swam across the maritime border. Some wore wet suits, sometimes kicking with flippers, or floated to the Spanish coast in orange life preservers, pink inflatable doughnuts around their waists. At least 67 people died in the mayhem.

“A lot of people came,” said Ahmidho, 37. “A lot.”

He was among roughly 50,000 people who crossed the border into a Spanish city of only 84,000 residents on Thursday and early Friday, according to the Spanish interior ministry. That was a more intense surge than in any equivalent period during the peak of the European migration crisis in 2015.

By Friday morning, the city looked like the emergency that Europe has been trying to avoid since that era of mass migration 11 years ago, the last time so many non-Europeans surged into European-held territory, upended the continent’s politics and spurred the rise of its antiimmigrant right.

As the city’s residents hunkered down and shuttered their stores, groups of mostly young men with nowhere to go filled squares and avenues, condominium courtyards, hilltop overlooks and bridge underpasses. Some took dips

in waters patrolled by a Spanish naval ship or waded through a band of floating detritus — plastic bags and water bottles — caught in the current. Others marched across a beach littered with the things their fellow arrivals had carried: single shoes, a shed wet-suit, mobile phone cases, an ID card from Casablanca.

Spanish soldiers, many of whom had been mobilized Thursday to deal with the crisis, stood on nearby tanks. They watched the migrants drink water from beach showers, each shaped like vertical surfboards and branded with the slogan, “Ceuta, where you feel the emotions.”

Nearby, young teens laughed under the whirl of patrol helicopters as they tried out the exercise equipment at a beach playground. Ahmidho wore a pink bathing suit and stood barechested, his black T-shirt slung over his shoulder. The soles of his feet were cut, he said, from clambering over rocks near the border.

His voyage had been a disappointment, he said. Like so many, he had come to find work, only to find soldiers and policemen harrying him to leave. “There’s no water, there’s no food, there’s no place to sleep,” he said. “There’s nothing.”

As the migrants took over the streets, residents mostly stayed hidden in their homes, keeping their shops and businesses closed.

Emerging briefly, Francisco Pérez, 68, rushed his grandchildren into car seats as the migrants walked around him. He said his granddaughter had asked why they couldn’t go to the beach, and why there were “so many Moroccans.” The locals, he said, were “scared” and furious with the Spanish government, which, he said, had abandoned them.

Pedro Sánchez, the Spanish prime minister, tried to avert such reactions by rushing to Ceuta

on Friday morning to show his support for its citizens and also to condemn the influx as a “violation of Spain’s territorial integrity.”

For Sánchez’s right-wing critics — both at home, around Europe and throughout the world, including at the White House — the surge of migrants was an indictment of his proimmigration policies. His government allowed more than 1 million migrants illegally living in Spain to apply for legal residency this year — a move that his opponents said had helped to entice the migrants.

To opponents of immigration, the footage of migrants sweeping into the tiny Spanish territory amounted to Exhibit A for their case. Ceuta, all of a sudden, became an international emblem for the perils of unchecked illegal immigration.

In response, Sánchez blamed human traffickers for misleading the migrants about how easy it would be to claim asylum in Spain — and noted that, despite his migrant-friendly policies, Spain has attracted fewer migrants trying to enter illegally in recent years than some European neighbors.

It is still unclear why so many people came to Ceuta. Many of the Moroccans who wandered around Ceuta on Friday wondered if the doors hadn’t opened because of some unknown plan by Morocco, which has been accused of using immigrant flows in the past for political pressure.

“I don’t know why they let us through,” said Ajoub el-Arrot, 24, who said he heard about the open border on social media. “Maybe they had some political reason. They opened the border and let everyone go by.”

He added, “When there are political problems, Morocco opens the doors and tells us to go.”

Douae Tabit, 19, who also said she heard about the unchecked crossing on social media, said it went “viral” and passed by word-ofmouth, attracting people from all around Morocco. Fluent in English, French and Spanish, she said she worked as a nurse and photographer and spontaneously decided to take advantage of the opportunity.

She climbed over a fence and swam to the Spanish shore, she said, but she had expected something more welcoming: No one had food, water or a place to sleep. Still, she said, “I’m not going back.”

As the day progressed, it became clear many of the migrants were leaving. By the boardwalk, they hovered around Spanish soldiers who had hooked a mobile phone to stereos that played messages in Arabic telling them to go home. Other Spanish soldiers and police officers threatened the migrants, waving their sticks to push them back to the border. In the city, a rov-

ing band of young Spanish men chased down and intimidated Moroccan stragglers.

Even as a sprinkling of late arrivals waded through the water, a mass return was underway. By 6 p.m., 48,300 people had gone back across the border, according to Spain’s interior ministry. They crossed into a small beach between the countries’ border fences, its sands strewed with clothes and plastic bags, as Spanish soldiers yelled for migrants to keep moving out of Ceuta. Then they walked past iron gates topped with barbed wire and floodlights, back into Morocco.

Ahmidho moved in the long line, deeply disappointed with his adventure across the border.

“They had nothing for us,” he said. “They were screaming, ‘Get out of Spain.’”

President Donald Trump said late Saturday that he had canceled a potentially massive U.S. military assault on Iran, opting to pull back from the brink of renewed war in the Middle East for the second time in two weeks.

Trump said in a social media post that Iran and other Middle Eastern countries had asked him to refrain from military action. He also said that the “perimeters of a deal” had been reached to reopen the Strait of Hormuz, the vital waterway for global oil and gas blockaded by Iran for months now.

The whiplash from war to tense calm has become routine as Trump strains to resolve the conflict with Iran that began in late February. He has repeatedly threatened a huge attack on Iran’s critical infrastructure only to abruptly de-escalate by claiming an imminent diplomatic breakthrough. Little progress has followed, leaving the two sides stuck in a cycle of attacks and counterattacks.

If carried out, Trump’s threats to bombard Iranian power plants could have affected civilians and prompted fierce Iranian retaliation, with little likelihood that it would have decisively ended the conflict, analysts said. Former U.S. officials argue Trump’s public vacillating has eroded U.S. credibility.

This time around, at least one important U.S. ally appeared to have tried to steer Trump away from renewed attacks. Saudi state media reported Sunday morning that Crown Prince Mohammed bin Salman, the kingdom’s de facto ruler, recently spoke with Trump to urge “the necessity of prioritizing dialogue to de-escalate tensions” and “prevent a wider conflict.”

Iran has yet to give any indication that it will relax its grip on the Strait of Hormuz. Mediators were still trying to broker a new agreement on the waterway that could de-escalate tensions, according to four diplomats briefed on the talks. They spoke on condition of anonymity to discuss sensitive diplomacy.

The Persian Gulf nation of Qatar is mediating the negotiations on the Strait of Hormuz between Iran, the United States and Oman, two diplomats said. The Qatari mediators are coordinating those talks with two other Gulf states, Saudi Arabia and the United Arab Emirates, two of the diplomats said.

goal of forcing Iran to curb its nuclear program.

Nor has Trump been able to prevent Iran from throttling ship traffic through the Strait of Hormuz to pressure the U.S. to end the conflict. Before the war, vessels passed freely through the strait — one of the world’s most important conduits for global energy supplies.

The disruption has spiked fuel prices and disrupted global markets.

Speaking Friday from Camp David, Trump said the United States was weighing additional military action against Iran in an effort to force its leaders to accept U.S. terms. The U.S. military has rushed additional bombers and fighters to the region, laying the groundwork for a potential renewed offensive.

“We’ll be hitting them very hard, and you know at some point they’re going to say, ‘We just can’t take it anymore,’” Trump told reporters at the time.

But few in Trump’s inner circle believed that a renewed escalation with Iran was wise, The New York Times has reported. U.S. officials have warned the escalation could seriously deplete supplies of essential interceptors capable of shooting down Iranian drones and ballistic missiles, and leave U.S. troops

and allies more exposed than they were earlier in the conflict.

Neither war nor diplomacy have brought much progress, leaving Trump with a variety of risky and unpalatable choices for how to proceed. The prospect of a widening war in the Middle East, the vulnerability of key Gulf allies to Iranian attack and a global economic crunch have weighed on the president and his top aides.

Arab Gulf states like Saudi Arabia, which host U.S. military forces and installations, have borne the brunt of Iran’s retaliation, facing regular missile and drone attacks as well as major disruption to their energy exports.

Saudi Arabia’s Crown Prince Mohammed has been one of the most active figures pushing behind the scenes for an end to the war.

“The Kingdom believes that escalation may not work,” said Ali Shihabi, a Saudi commentator close to the government. “Instead, it believes that calibrated military responses, combined with sustained pressure on Iran in the Strait of Hormuz, offer the best prospect for achieving a workable diplomatic solution.”

In May, the crown prince denied U.S. access to Saudi airspace and U.S. bases in the country, forcing Trump to abandon a plan in

which the U.S. military would have escorted ships through the Strait of Hormuz. Saudi officials feared the operation was poorly planned and could have led the conflict to spiral out of control.

On Saturday as Trump’s threatened strikes loomed, Abbas Araghchi, the Iranian foreign minister, conducted a marathon run of phone calls with officials in Saudi Arabia, Turkey and Pakistan, as well as Britain and India. The Iranian Foreign Ministry said Araghchi told his counterparts that Iran would forcefully retaliate if attacked by the United States or Israel.

Trump administration officials signed a ceasefire with Iran in late June that they hoped would lead to negotiations on the Iranian nuclear program and the reopening of the Strait of Hormuz. But the truce was short-lived. Weeks later, it collapsed after Iran again throttled the strait, which it has used as a powerful bargaining chip in talks with the United States.

For weeks, the U.S. military has bombarded Iranian military targets around the strait in response to Iranian attacks on passing commercial ships. But the U.S. attacks have failed to ensure safe passage for vessels there or force an Iranian retreat.

Instead, the conflict has seemed poised to expand. Yemen’s Houthis, who are backed by Iran, tried to impose a blockade on Saudi Arabia in another maritime choke point in the Red Sea, further rattling global energy markets.

And this past week, two gas tankers, including a U.S.-owned vessel, caught fire after an apparent drone attack at an Egyptian port near the Suez Canal. Egypt had not previously been targeted in the war, and the Suez Canal is one of the last calm waterways for carrying goods of the Middle East.

Israel has remained conspicuously absent from the fighting, despite having launched the war on Iran alongside the United States. Iran has also refrained from attacking Israel, which would almost certainly precipitate an Israeli military response.

As the war dragged on, Trump increasingly parted ways with Israeli Prime Minister Benjamin Netanyahu on how to prosecute the campaign — or whether to continue it at all. But experts said Israel was unlikely to attack Iran without a green light from the United States, its most important ally.

Last week, Netanyahu’s defense minister, Israel Katz, said that the Israelis “very much want to attack energy targets in Iran, but the United States is not approving that at the moment.”

Big Tech’s AI spending keeps rising. So do the jitters.

Tech giants are setting records every few months for how much they are spending on artificial intelligence — but this time, some jitters are also growing.

On Thursday, Amazon said its capital expenditures totaled $53 billion in the second quarter, up 69% from a year earlier, as it built AI data centers and other infrastructure. It joined a parade of other big tech companies, with Meta on Wednesday reporting that its costs had risen 55% from last year, while Microsoft said its capital expenditures had soared 69%. The previous week, Google also disclosed that its costs had jumped and said it would boost its spending further.

These numbers are only set to skyrocket. Across this year and next, Amazon, Google, Meta and Microsoft are expected to spend a staggering $1.5 trillion building data centers and stuffing them with advanced chips, according to Wall Street estimates compiled by FactSet.

“The scale of it is nuts,” said Melissa Otto, who leads research at S&P Global’s Visible Alpha division.

Alarms are rising as Wall Street and others question when this spending can be justified. On Thursday, Amazon’s share price rose almost 10% in after-hours trading after its cloud computing division experienced its fastest growth since early 2022, and shares of Microsoft, which did not change its spending forecast, jumped more than 15%.

But Meta’s stock sank more than 7% on Thursday after it revealed its AI outlays and that costs were growing faster than its revenue. And last week, for the first time since going public in 2004, Google said it had “negative free cash flow,” which meant it was spending more on day-to-day operations and building new infrastructure than it was taking in from its businesses. Google’s stock fell more than 6% the next day.

Even so, the companies insist they are doing the right thing. “As long as we see these attractive opportunities to invest, we will continue to invest,” Anat Ashkenazi, Alphabet’s finance chief, told Wall Street analysts last week.

More than a dozen years ago, tech companies became the largest enterprises on the planet, fueled by their software and digital businesses. But AI has flipped tech’s “asset-light” model on its head. Multibillion-dollar data centers, which the industry likes to call “AI factories,” have become critical investments for developing advanced systems and making them available to customers.

From April through June, capital expenditures by the four companies totaled $170 billion, up 72% from a year earlier. The figures are ballooning — and projections keep rising every three months — as the companies race to open more data centers, and as the prices for necessary components like memory chips jump because of the demand. In April, Microsoft said soaring component prices would add $25 billion to its tab this year.

Despite all the building and spending, the tech giants say they still do not have enough computing power to meet demand. In effect, they say, they have been leaving money on the table.

“More capacity = more sales,” a Bank of America analyst, Justin Post, wrote last week in a research note after Alphabet, Google’s parent company, increased its spending forecast for this year by $15 billion to as much as $205 billion.

The pent-up demand has contributed to a backlog in signed contracts for Amazon, Google and Microsoft. Combined, that backlog reached almost $1.7 trillion, more than doubling from a year earlier.

Much of the growing backlog comes from partnerships with

OpenAI and Anthropic, the leading AI startups. That means the fate of the giants rests in large part on the startups’ needing all the computing power they have requested, and their ability to pay for it. That poses a concentration risk, creating “a more circular system that could mask true demand,” according to Moody’s Ratings.

(The New York Times has sued OpenAI and Microsoft, claiming copyright infringement of news content related to AI systems. The companies have denied the claims.)

The tech companies have borrowed more than ever to fund the AI building boom. Yet they are also able to rely on their lucrative established businesses, like digital advertising, which rain down cash.

“This party could go on for a while,” Otto said.

Amazon said Thursday that it had $200.6 billion in sales in the second quarter, up 20% from a year earlier. Profit more than tripled to $62.6 billion, in large part because of the company’s investment in Anthropic.

Amazon’s core retail business in North America grew 16%. Its cloud computing business grew 37% to $42.2 billion in sales. The cloud business’s operating profits grew, too, which some analysts said amounted to proof that Amazon was making good use of its spending.

Cash from operating its business over the past year was $161.4 billion, up 33%. But after investments in data centers and other

facilities, Amazon’s free cash flow plunged to negative $7.6 billion.

In a call with investors, Andy Jassy, Amazon’s chief executive, said the company now expected about $220 billion on capital expenditures this year, up $20 billion from its previous forecast, primarily because of the rising costs of memory chips. But after the heavy initial investments in building data centers, the facilities have more than 30 years of life to produce sales and profitable business, he said.

He said Amazon’s cloud services could “very possibly be a trillion-dollar annual revenue business for us in time.”

Investors pummeled Meta on Thursday after the company forecast disappointing sales a day earlier, while it raised the lower end of its capital expenditure forecast for the year to $130 billion, from the $125 billion it projected in April.

Microsoft’s share price, which has been down this year, got some reprieve on Thursday as the company’s financial results, released a day earlier, surpassed Wall Street expectations and the company did not increase how much it planned to spend this year.

Sales of Azure, the cloud computing platform at the heart of Microsoft’s AI services, exceeded $100 billion for the first time for the fiscal year that ended in June, and quarterly sales grew at the fastest pace since 2022, when Azure was a much smaller business. Microsoft expects to spend more than $50 billion in the current quarter.

Recibida la prueba documental y testifical, este Tribunal concluye que los hechos alegados en la petición fueron probados a cabalidad, y conforme lo dispuesto en el Art. 185, Ley 210-2015, consigna lo siguiente: 1. Los peticionarios son JEANNETH AMANDA BAIN también conocida por JANETH BAIN también conocida por JANETH RAMOS, es mayor de edad, viuda, propietaria y vecina de Belleville, Nueva Jersey, cuya dirección postal y residencial es J34A East Alpine ST Newark, NJ 07114; JOVANNA VANESSA RAMOS, mayor de edad, casada, empleada, vecina y residente de Belleville, Nueva Jersey cuya dirección postal y residencial es 78 Tiona Ave, Belleville, NJ 07109 y VICTOR CARLOS RAMOS JR, mayor de edad, soltero, empleado, vecino y residente de Belleville, Nueva Jersey cuya dirección postal y residencial es 78 Tiona Ave, Belleville, NJ 07109. 2. Los peticionarios sometieron ante este Tribunal una solicitud de Expediente de Dominio interesando que se declare a su favor el dominio de la siguiente finca: RUSTICA: Predio de terreno identificado en el plano de mensura pra expediente de dominio como solar 1, cita en la Carretera PR Num 466 KM 2.2 Bo. Guerrero del Municipio de Aguadilla. Compuesto de setecientos sesenta y cuatro punto nil sesenta y nueve metros cuadrados (764.1069 m.c.). En lindes al NORTE con Uso Publico; al SUR con Hiram Ramos; al ESTE con Raymon Velez y al OESTE con servidumbre de paso y Ferdinan Rios. Contiene una estructura dedicada a vi-

vienda. 3. El número de Catastro según aparece en el Centro de Recaudación de Ingresos Municipales es 006-079-82310-000. 4. La propiedad antes descrita ni la finca de la que fue segregada se encuentran inscritas en el Registro de la Propiedad, careciendo, por tanto, de título inscrito o inscribible. 5. La propiedad objeto de este dominio se encuentra libre de cargas y gravámenes. 6. El dueño anterior Victor Carlos Ramos también conocido por Victor Ramos, la adquirió mediante documento privado extraviado de compraventa de su padre Enrique Ramos en el año 1972. 7. Los peticionarios y el dueño anterior han poseído la propiedad de manera pública, pacífica, continua y a título de dueños por más de 30 años. 8. La finca con sus actuales dimensiones ha mantenido la misma configuración durante los términos que disponen los Artículos 1857 y 1859 del Código Civil para efectos de la prescripción adquisitiva del dominio, teniendo la misma configuración por más de treinta (30) años. 9. Los peticionarios y el anterior dueño han poseído la propiedad descrita anteriormente de manera pública, pacífica, continua a título de dueño y de buena fe por más de 30 años. 10. El valor actual de la finca es $34,000.00. 11. Como garantías del debido proceso de ley y notificaciones adecuadas a las partes y conforme a lo requerido en el Art. 188, supra, se notificó a: Honorable Fiscal de Distrito, Honorable Secretario de Transportación y Obras Públicas, Honorable Secretario de Justicia, Municipio de Isabela, Junta de Telecomunicaciones, Autoridad de Acueductos y Alcantarillados y LUMA. Además, se citaron a los colindantes: Dalia Vélez, Ferdinan Ríos, Hiram Ramos, Raymon Vélez y a todos los dueños anteriores. 12. Las partes no comparecieron ni objetaron el expediente de dominio. 13. El edicto expedido en el caso fue publicado en el periódico San Juan Daily; periódico de circulación general en la Isla los días 24 de abril, 4 y 8 de mayo de 2026, para convocar a las personas ignoradas y desconocidas a quienes pudiera perjudicar la inscripción del dominio a favor de la parte peticionaria en el Registro de la Propiedad de la finca objeto del presente caso y a toda persona en general que con derecho para ello deseare oponerse a este expediente. PR wins first medals, silver & bronze, in mountain biking at CAC Games

Basketball, handball & table tennis teams advance

Puerto Rico added one silver and four bronze medals, advanced to several decisive rounds, and maintained its winning momentum in team sports on Saturday at the 25th Central American and Caribbean Games in Santo Domingo (2026).

The swimming competition concluded with two silver medals for Puerto Rico. Kristen Romano finished second in the 200-meter backstroke, and Yeziel Morales won silver in the same event on the men’s side. Puerto Rican swimmers wrapped up the tournament with 14 medals: six gold, three silver and five bronze.

Women’s wrestling contributed two bronze medals, courtesy of Paola Rodríguez (76 kilograms) and Ruth Jiménez (68 kg), as Puerto Rico brought its total medal haul in the discipline to five.

In men’s basketball, Puerto Rico defeated Belize 111-68, finishing the preliminary round undefeated and qualifying for the final, where

they will compete for the gold medal against the Dominican Republic tonight at 8:30.

The 3x3 basketball tournament began with victories for both the Puerto Rican men’s and women’s teams in their respective openers.

The men’s handball team improved its record to 2-0 after beating Nicaragua 39-29, while the field hockey team secured its first official victory by defeating Bermuda in a shootout (Puerto Rico will now play for fifth place).

In baseball, Puerto Rico (1-1) fell 4-0 to Cuba in Group A.

In other competitions, the men’s and women’s table tennis teams opened the tournament with victories. Stephanie Pinheiro advanced to the boxing semifinals, and the triathlon competition concluded with both individual and team events.

Vaqueros demolish Criollos, lead BSN Conference A Finals 3-2

The Vaqueros of Bayamón trounced the Criollos of Caguas 122-79 on Saturday night at Rubén Rodríguez Coliseum in Bayamón to take a 3-2 lead in the best-of-seven National Superior Basketball (BSN by its initials in Spanish) Conference A Finals.

Bayamón dominated from the opening minute and led throughout. The Vaqueros held the lead for 39 minutes and 20 seconds, leading by more than 40 points in the second half and effectively deciding the outcome early in the night.

As a team, Bayamón was overwhelming in every facet of the game. The Vaqueros shot 66.7% from the field, connected on 16 of 27 attempts from beyond the arc, and generated 34 fast-break points along with 60 points from the bench.

The Criollos, meanwhile, shot 44.4% and never found the defensive rhythm needed to halt the host team’s attack.

FIFA scraps plans to sell a stake

FIFA, the governing body for global soccer, and Gianni Infantino have performed a dramatic U-turn on a plot to sell a stake in the organization’s commercial and event operations after widespread condemnation of the plans. “Our purpose has always been — and will always be — to unite and improve. As a result, this proposal will not proceed.”

World Cup as Infantino’s job teeters

position from the confederations that govern the game, including UEFA, in Europe; CONCACAF, in North and Central America; and the Asian Football Confederation.

The European confederation announced Thursday that all 55 of its members would boycott FIFA competitions, including World Cups, if the plans remained on the table. CONCACAF members then met Thursday afternoon and released a

statement that it was rejecting FIFA’s proposal.

FIFA responded with a statement early Friday in Europe in which it insisted that “nobody is selling football” and that while it “acknowledges and respects feedback and concern aired in public,” it would press on with the proposals, adding that it “reaffirms its commitment to an open and democratic consultation.”

But soon after FIFA released that statement, the Asian federation followed up with its own statement saying that it stood in solidarity with UEFA and CONCACAF.

Infantino was then dealt two seismic internal blows.

First, his adviser Carlos Cordeiro quit his role, eviscerating the plan in a statement that called it “a bad deal for FIFA’s member associations, a bad deal for football, and a bad deal for the long-term future of the game.”

Then FIFA’s chief operating officer, Kevin Lamour, told The Associated Press that staff had been “deceived” by Infantino and that he would sleep better after speaking out on the matter, even if it cost him his job.

“It is the project of one person,” Lamour said. “Not only must this project not go ahead … but the time has now come for football political leaders to ask themselves the right questions and make the right decisions.”

Those developments forced Infantino into a corner, and by Friday afternoon, many within the organization, speaking to The Athletic on the condition of anonymity to protect their jobs, believed it was a matter of when, not if, the plan would be rescinded.

Joshua Kushner’s venture capital firm Thrive had not pulled out of the deal as of Friday night, but that became moot once FIFA leadership ultimately decided before midnight to pull the plug.

FIFA had announced Tuesday that it wanted to set up a new private entity — FIFA Forward Enterprises — that would run its main events, such as the World Cups and Club World Cups, and that it was looking to sell a 21% minority stake to outside investors.

That sale would have aimed to bring in $4.2 billion, which FIFA said could have been immediately released to its 211 member associations as part of a new funding stream called the FIFA Fast-Forward Program.

Under the plan, FIFA’s total development funding would have topped $10 billion over the next four years. Despite the mounting criticism as the days passed, FIFA confirmed that if member associations were opposed to the plan but the proposal passed, those opposed would still receive $20 million each in the 2027-30 cycle (followed by $22 million in 203134 and $24 million in 2035-38), irrespective of whether any stake had been sold to private investors.

However, if that member association had agreed to the proposal, it would receive $40 million in 2027-30, with the subsequent payments to remain the same.

The three federations that went on record against FIFA’s plan represent 137 of the 211 FIFA member associations. FIFA had said it would need a majority of associations and approval from its 37-member FIFA Council — which includes Infantino and the eight FIFA vice presidents — for the proposal to advance.

Conmebol, South America’s soccer confederation, issued

a statement late Friday that did not reject the plans but said that financial and commercial decisions “must always serve the interests of football and never take precedence over its essence.”

FIFA’s statement a few hours later then took everything off the table.

The Athletic reported that Infantino’s future leadership of FIFA was questioned during the meetings of UEFA and CONCACAF on Thursday.

Infantino has been FIFA president since succeeding Sepp Blatter in February 2016 and had been expected to stand unopposed in the next election in March 2027.

“My clear impression at the moment is that he has lost a great deal of trust,” Lise Klaveness, president of the Norwegian Football Federation, told the newspaper VG.

“We didn’t vote for him last time, and we’ve been skeptical about this,” Klaveness said. “There are many good things about FIFA, but if you take a lax approach to governance principles and rules, you quickly lose trust.”

This has been a humbling experience for Infantino. He began the week as the FIFA president who oversaw $15 billion in revenue from the just-completed men’s World Cup, and many within the game were resigned to his securing another term as president in next spring’s election. Many federations had even submitted their letters committing support to him.

To see him publicly rebuked by several major confederations represented a stunning development. UEFA’s threat to boycott carried weight, but once CONCACAF and the Asian federation joined in, Infantino was vulnerable to being outvoted.

Then his own team turned on him, first Cordeiro, then Lamour. A battle for ideas had become a battle to save his job. Infantino has prioritized the latter, but he may yet face challengers in the 2027 elections. Nominations must be made by November.
