he La Plata reservoir officially entered the operational adjustment phase on Saturday, but the Puerto Rico Aqueduct and Sewer Authority (PRASA) does not anticipate imposing scheduled water interruptions for customers served by the system, Executive President Luis R. González Delgado said. González Delgado said current conditions still allow the agency to maintain service without rationing, although PRASA will continue monitoring the reservoir closely over the coming days. The utility is also evaluating whether rainfall associated with a weather event forecast for Sunday and Monday could help stabilize the basin. PRASA began implementing preventive operational adjustments at La Plata in May, after significant declines in rainfall across its watershed signaled the onset of what has now become extreme drought affecting roughly 44% of Puerto Rico. “Although La Plata officially entered the adjustment phase today, we have been taking measures since May to reduce the impact of decreased rainfall and protect the available supply,” González Delgado said. “Our goal is to manage the resource responsibly and make operational decisions based on the specific condition of each system.” La Plata joins Carraízo -- placed under operational adjustments on July 27 -- and Cidra, which entered the same classification on Aug. 2. González Delgado emphasized that an operational adjustment designation does not automatically trigger scheduled interruptions. Each reservoir’s measures depend on its storage levels, inflows, demand and operational capacity. “In the case of La Plata, we are not contemplating scheduled interruptions at this time,” he said. “We remain attentive to the reservoir’s behavior and will continue evaluating its conditions daily. communicated with sufficient notice so customers can prepare.” Once the expected weather event passes, PRASA will assess rainfall over the basin, inflows, runoff, reservoir levels and demand trends to determine next steps. Meanwhile, Carraízo will continue under its existing rationing plan, which PRASA considers necessary to reduce daily extraction and extend the reservoir’s remaining supply. Its condition will also be reassessed after any rainfall in the coming days. PRASA is monitoring La Plata, Carraízo, Cidra and other stressed sources, including Río Blanco in Naguabo and the Fajardo system. “At this moment, every drop counts,” González Delgado said, urging residents to limit water use to essential needs and avoid high‑consumption activities such as washing vehicles, filling pools, cleaning driveways with hoses or watering lawns.

esident Commissioner Pablo José Hernández Rivera presented a five-point agenda on Sunday to address Puerto Rico’s water and energy crises, upon his return to the U.S. capital following a month of work on the island and the House of Representatives’ August recess. “I am returning to Washington with a clear agenda: I am going to prioritize the basics -- water and energy,” Hernández Rivera said at a press conference. “Before talking about economic development, attracting investment, or saying that Puerto Rico is open for business, we have to prioritize the basics.” Hernández Rivera said he will request a formal congressional investigation into the controversy surrounding

the Power Expectations contract and will demand direct answers regarding the contract’s details from Energy Czar Josué Colón Ortiz and Independent Third-Party Procurement Office President Osvaldo Carlo Linares. In addition, he will follow up on the inclusion of Puerto Rico’s priorities in the Senate version of the Water Resources Development Act -which includes up to $75 million for water projects on the island and has already passed the House of Representatives. He will also monitor the Government Accountability Office investigation into the use of billions of dollars in federal funds allocated to Puerto Rico’s water systems. The resident commissioner said he also will continue to press for a major disaster declaration and for the expansion of the U.S. Department of Agriculture drought emergency declaration to include additional municipalities.

Lawmakers explore stripping P3A of supervision of temporary generation procurement P By THE STAR STAFF

uerto Rico lawmakers are weighing a major change in how the island procures temporary generation capacity, aiming to remove the Independent Third-Party Procurement Office (3PPO) from the process and transfer contracting authority directly to the Puerto Rico Energy Bureau (PREB). Meanwhile, the PREB had ordered grid operator LUMA Energy on Aug. 20 to produce, within 10 days, an updated assessment of how much temporary generation the island still needs, a question the regulator says can no longer be answered by studies written before this month’s collapse of the Power Expectations contract. That deadline should expire today. Rep. Víctor Parés Otero, chair of the House Government Committee, said Sunday that the Legislature is reviewing amendments to Regulation 8815, the rule that governs energy procurement, to allow the PREB to directly adjudicate contracts for the 800 megawatts of temporary generation the system urgently needs. That responsibility fell under the Puerto Rico Public-Private Partnership Authority (P3A), which hired 3PPO to conduct the procurement. Parés Otero argued that the PREB already has the legal authority to carry out the procurements and that recent controversies involving the 3PPO, including the cancellation of the Power Expectations contract amid allegations of fraud, demonstrate the need for a different approach. “Puerto Rico needs 800 megawatts of temporary generation to avoid load shedding and provide maintenance

generation, and those processes do not need to go through 3PPO. The Energy Bureau has the legal capacity to make those contracts, which is why our team is reviewing the parameters of Regulation 8815 to acquire that energy now.” The lawmaker added that the Legislature’s Office of Budget Analysis (OPAL) will be included in any dissemination of information related to energy purchases, citing OPAL’s technical capacity to conduct economic, technical and actuarial evaluations. Regulation 8815, approved in November 2016, outlines the rules for acquiring, evaluating, negotiating and awarding contracts for energy purchases -- including temporary generation. Parés Otero said the rule provides a viable pathway for the PREB to take the lead in contracting the emergency generation needed to stabilize the grid. “Given what happened with 3PPO and the Power Expectations contract, that model is not viable,” he said. “However, it can be done through Regulation 8815, giving the Energy Bureau the lead in this transaction. That’s where we’re headed.” The push comes as Puerto Rico continues to face reliability challenges and as regulators press LUMA, legacy power plants operator Genera PR, and the Puerto Rico Electric Power Authority to provide firm timelines and reconciled data on the status of temporary generation contracts. Recent PREB orders have emphasized the need for clear deadlines, consolidated critical-path schedules, and detailed reporting on pending approvals, interconnection requirements, and operational readiness across all emergency generation initiatives.

More than 175,000 customers without service following outages at Costa Sur By THE STAR STAFF

ome 175,352 LUMA Energy customers were without electrical service as of 3 p.m. Sunday, according to data published by the company. Meanwhile, spokespersons for Genera PR reported that Units 5 and 6 at the Costa Sur Power Plant went offline unexpectedly.

“Our technical staff is conducting the necessary assessment to determine the cause and the plan of action moving forward,” a Genera spokesperson stated. “We will continue to provide updates as additional information becomes available. We understand the frustration customers feel when they lose power. …” The aforementioned figure represents

approximately 11.9% of the 1,468,223 customers registered in the system. The Caguas region recorded the highest number of customers without electricity, with 53,875 out of a total of 250,514. It was followed by Bayamón, with 34,109 customers without service, and San Juan, with 31,065. Meanwhile, the Carolina region reported 27,298 customers without service out of

a total of 141,663. Mayagüez had 14,313 affected customers, and Ponce recorded 10,792. The Arecibo region had the lowest number of customers without electricity, with 3,900 out of a total of 177,369. According to LUMA’s table, there were no customers identified as being affected by scheduled improvement work at the time of the update.

Senator to investigate procedure when a crime is committed in prison system By THE STAR STAFF

ho assumes responsibility and under what procedure is a crime committed within a correctional institution in Puerto Rico investigated? That is one of the questions that Arecibo District Sen. Brenda Pérez Soto seeks to address through a measure that requires the Puerto Rico Police Bureau and the Department of Corrections and Rehabilitation (DCR) to comply with a mandate established 15 years ago.

The senator introduced Senate Joint Resolution 206, which directs both agencies to develop, adopt and implement the joint protocol provided for in Article 59 of the Department of Corrections and Rehabilitation’s 2011 Reorganization Plan. The article establishes that the Police Bureau and the DCR must agree on how they will intervene and investigate crimes and misdemeanors that occur within correctional institutions. “It has been 15 years since this mandate was established,” Pérez Soto said. “When we talk about crimes within our prisons we can be

talking about controlled substances, weapons, explosives and even organized crime. In situations of this nature, there can be no room for doubts about who is investigating, who is intervening, which agency has a certain responsibility, or how information is shared. What we are demanding is clarity, coordination and compliance with the law.” Article 59 authorizes custody officers, within the limits of correctional institutions or detention facilities, to conduct criminal investigations related to offences covered by the Penal Code

and the laws on controlled substances, weapons, explosives and organized crime. In turn, it expressly provides that the Police Bureau and the DCR secretary will jointly establish a protocol for intervention and investigation agreements. The measure establishes that the protocol must delimit the coordination mechanisms between the two agencies, the jurisdiction and responsibility of each entity, the procedures for intervention in incidents in correctional institutions, the criminal investigation processes and the channels for communication and information management.

Dispute over removal of fiscal board members returns to court this week By THE STAR STAFF

he dispute over President Donald Trump’s attempt to remove three members of Puerto Rico’s Financial Oversight and Management Board returns this week to federal district court, where a judge will reconsider the case under a recent Supreme Court ruling on presidential removal authority. The U.S. Court of Appeals for the First Circuit sent the case back earlier this month after the Supreme Court decided in Trump v. Cook, issuing a 5-4 ruling that kept Federal Reserve Governor Lisa Cook in office while her challenge to Trump’s attempted removal continues. The First Circuit’s remand means the parties must return to the U.S. District Court for the District of Puerto Rico and address whether the attempted removals satisfy the Puerto Rico Oversight, Management and Economic Stability Act’s (PROMESA) “for cause” requirement and whether the ousted members were entitled to procedural protections before be‑ ing removed. In an Aug. 17 judgment, a panel made up of Judges Gustavo A. Gelpí, Lara E. Montecalvo and Seth R. Aframe granted an unopposed motion filed by federal defendants Sergio Gor, the White House personnel director, and Trump. The court ordered the matter “remanded to the district court for further proceedings” and directed that the mandate be issued immediately. The judgment followed a July 1 order in which the First Circuit reopened the appeal after months on hold and di‑ rected the parties to explain how the case should proceed in light of Cook. That Supreme Court decision clarified that courts may review at least some presidential removals of officials protected by “for cause” language and that certain

That framework could be decisive in the Puerto Rico case because PROMESA says only that “the President may remove any member of the Oversight Board only for cause.” The statute does not define cause, list specific grounds for removal, or expressly require notice or a hearing.

Former fiscal board members Arthur J. González, Betty A. Rosa and Andrew G. Biggs sued in 2025 after Trump attempted to remove them. They argued that the removals violated PROMESA and their due-process rights. Judge María Antongiorgi Jordán agreed at the preliminary-injunction stage, blocking federal officials from carrying out the removals while the litigation continued. The Justice Department has defended the president’s action, saying the members were removed for “inefficiency, ineffectiveness, neglect, and failure.” Government lawyers cited what they characterized as the board’s failure to resolve Puerto Rico’s fiscal crisis and alleged mismanagement of public funds. “Bodies under Plaintiffs’ supervision have lavished funds on law firms, advertisers, and consultants … roughly $2 billion in professional ‘advising’ fees … over $250 million in consultant and law-firm fees into PREPA’s bankruptcy proceedings,” DOJ wrote. The government has also argued that the president’s judg‑ ment is not reviewable, that public office is not a protected property interest, and that PROMESA does not contain pro‑ cedural protections such as notice or a hearing. The ousted members counter that the statute’s “for cause” language would be meaningless if the president could re‑ move board members without explanation, evidence or an opportunity to respond. They are expected to argue that the Cook case reinforces the need for judicial review and basic procedural safeguards. For now, the First Circuit has left those questions for the district court. The case returns to Judge Antongiorgi Jordán, who must decide whether the attempted removals can stand under PROMESA and the Supreme Court’s clarified approach to presidential removal authority.

Pentaq manufacturing expands operations in Sabana Grande, adding 50 new jobs By THE STAR STAFF

Jenniffer González Colón announced Sunday the expansion of Pentaq Manufacturing Corp., a Puerto Rican textile company that produces military uniforms and accessories, following the delivery of a new industrial property to support its growing operations in Sabana Grande. The 5,785‑square‑foot facility, located in the Rayo Guaras sector of the southwestern municipality, was transferred by the Puerto Rico Industrial Development Company (PRIDCO). Executive Director Roberto Lefranc said the site adds to other PRIDCO properties already occupied by Pentaq, which has been a tenant since 2004. The governor said the expansion will generate 50 new jobs, strengthening the company’s footprint in a specialized manufacturing sector. “This expansion demonstrates the potential of our industrial infrastructure to support Puerto Rican companies that con‑ tinue to grow and compete in highly specialized industries,” González Colón said.

The new facility will be used to manufacture knee pads, elbow pads and training shorts for the U.S. Army’s physical training uniforms. The move comes as Pentaq increases pro‑ duction capacity after securing a federal contract worth more than $41 million to supply combat uniform components to the Army, Air Force and Space Force. Pentaq President Oscar Quiles thanked PRIDCO and fed‑ eral agencies for their support, noting that the textile sector remains a key source of stable employment on the island. He praised the company’s workforce for helping position Pentaq as a strong player in Puerto Rico’s manufacturing industry. The property became available on June 1 and had remained vacant for about three months. As part of the agreement, PRIDCO granted $19,521 in rent credits for civil and electri‑ cal work, and the facility has more than $405,000 in Federal Emergency Management Agency funds allocated for future improvements. PRIDCO manages more than 1,400 properties and 21 mil‑ lion square feet of industrial space across Puerto Rico, support‑ ing business establishment and expansion in strategic sectors.

Trump administration to expand deportation flights to Haiti

he Trump administration plans to step up deportation flights to Haiti, according to documents obtained by The New York Times, a move intended to more quickly expel thousands of Haitians whose legal status expired this summer with the end of a humanitarian program. The administration aims to increase the pace of flights from once a month to once a week, the documents show, potentially allowing for the deportation of hundreds more people per month. The flights are expected to continue weekly in the near term, though a U.S. official cautioned that the plans were still being finalized. A plane of about 60 or 70 deportees arrived in the city of Cap Haitien just before noon local time last Thursday, according to Human Rights Watch, which had personnel on hand at the airport to monitor and document the situation. Just before the plane landed, another deportation flight arrived, this one carrying an unexpectedly large number of people who had been deported from the Bahamas. The larger

surge outstripped the ability of the Haitian migration agency and the United Nations’ International Organization for Migration to receive them, said Nathalye Cotrino, a senior researcher for Human Rights Watch, who was at the airport. “For now, the U.S. deportees are waiting in a tent,” Cotrino said. “People arrived very confused and upset, and a few were aggressive, so it is a delicate situation to manage.” Bill O’Neill, the United Nations’ human rights expert for Haiti, said the massive influx of deportees in a single day was unmanageable. “This is insane. There is no way the Haitian government can handle this,” he said. “There is nowhere for these people to go.” O’Neill said a massacre last week in Kenscoff, outside the capital of Port-au-Prince, underscores how dangerous the situation is. “No country should be forcing Haitians to return to Haiti, because there is no guarantee of a safe, dignified and sustainable return to the country,” he said. The push to expel Haitians illegally in the United States comes after the U.S. Supreme Court ruled in June that the administration was free to end Haiti’s Temporary Protected Status, a program that blocks the deportation of people from designated countries deemed too dangerous to accept its citizens. The Trump administration concluded that Haiti is safe enough to be removed from the protected list, despite widespread lawlessness and gang activity in the country. The State Department has warned U.S. travelers not to visit Haiti “due to the risk of crime, kidnapping, terrorism, unrest and limited healthcare.” The Federal Aviation Administration banned commercial airlines from landing in the country’s capital, Port-au-Prince, earlier this year, citing “ongoing instability.” There have been reports of gangs firing on aircraft trying to land at the Port-au-Prince airport. “There is not even a vestige of a state in control,” said Daniel Foote, the Biden administration’s special envoy to Haiti, who resigned in 2021 over the deportations of Haitian migrants. Foote, who remains in contact with people on the ground in Haiti, said the deportations would likely include many Haitian immigrants who have spent most of their lives in the United States and will now be sent to a dangerous environment. “Not only has it not gotten better, it hasn’t stabilized,” Foote said. “It just continues to get worse and worse and worse.” Foote questioned how the Trump adminis-

tration assessed that Haiti was now safe enough for an increase of deportations. In fact, internal emails and documents obtained by the Times indicate that the Homeland Security Department decided to terminate the protections in June 2025 without obtaining input from the State Department, which typically is responsible for assessing the conditions in foreign countries. Deporting hundreds more to Haiti will hasten deportations, but it will still take time to reach the more than 300,000 Haitians who had been allowed to legally live and work in the United States under the expired protected status. The administration will most likely need to further increase the pace to expel every Haitian now in the country illegally. The administration has offered people in the country illegally a plane ticket and $2,600 in cash to self-deport using an app. “The federal courts have ordered the Haitian illegals must leave the U.S. and we have generously made free flights available,” said Lauren Bis, a White House spokesperson, who declined to provide specific details on deportation flights to Haiti. Seeking safer ways to land aircraft than arriving at Port-au-Prince, U.S. officials have flown migrants about 120 miles away to the city of Cap Haitien, which is where the new flights will land. Immigration and Customs Enforcement has been flying Haitians to the much smaller city once a month, according to Savi Arvey, the director of policy for immigration issues at Human Rights First, who oversees a project that tracks the deportation flights. On Aug. 20, ICE said it deported more than 160 Haitians to Cap Haitien. In a statement, the Department of Homeland Security, which houses ICE, pointed to more than a dozen Haitians on the flight with criminal records. The last deportation flight before that one was in July, according to Arvey. The journey from Cap Haitien to Port-auPrince used to be a six-hour drive, but it is now considered extremely unsafe. Gangs control the main highway connecting the two cities, extracting tolls and sometimes kidnapping the passengers. Deportees stranded in Cap Haitien may choose to stay there, as the northern part of the country is safer. The United Nations said 3,050 people were killed in Haiti during the first six months of 2026. Much of that violence is centered in Port-au-Prince and the surrounding area. Dozens were killed this week alone in Kenscoff, an upper-class community on the outskirts of the capital.

About 1.5 million people have fled their homes for other cities, and nearly 250,000 people in Haiti’s capital are living in displacement camps, such as public schools and government buildings. Temporary Protected Status “was never designed to be permanent, yet previous administrations have used it as a de facto amnesty program for decades,” Homeland Security Secretary Markwayne Mullin said in a statement last week. “Under the strong leadership of President Donald J. Trump, we are putting America first again.” The agency said it would not confirm future deportation flights for security reasons.

Cape Cod learns to live with sharks By MICHAEL HARMON

n a cloudless afternoon in July, Nicole Sweeney was on a charter boat off the southeastern corner of Massachusetts’ Cape Cod, cruising through blue-green water as smooth as sea glass. Conditions were perfect for a dunk in the ocean, but swimming was resoundingly off the table. That’s because if all went to plan, Sweeney would soon come face to face — or at least face to fin — with a great white shark. “When I was a kid, sharks were not something we ever thought much about,” said Sweeney, 55, who has visited Cape Cod every summer since she was born. “Now you can’t go anywhere on the Cape without finding a coaster or a keychain or a mug with a shark fin on it.” The onslaught of great white merch is more than mere leftovers from last summer’s 50th anniversary of “Jaws.” Over the last several years, a resurgent seal population has turned Cape Cod into one of the world’s top seasonal hot spots for great white sharks. In summer and autumn, the stretch of ocean from the northern tip of the Outer Cape down past Chatham, on the Cape’s elbow, is now the best place on Earth to see great whites swimming — and hunting — close to shore. Back on land, the specter of sharks is inescapable. Beyond the shark-bite ball caps and the “Respect the Locals” shark bumper stickers, ominous shark flags and menacing warning signs, along with “Stop the Bleed” kits, have become summer fixtures on the Outer Cape’s beaches. Even so, the seasonal shark surges have seemingly done little to dampen overall

enthusiasm for Cape Cod, where the median single-home sale price nearly doubled from 2019 to 2025 and hotel prices can top $2,000 a night during high season. The sharks have, however, changed people’s behavior. Demand for swimming pools has spiked. Beachgoers now keep a close eye on the shark-tracking app Sharktivity. And shark-spotting tours regularly operate within striking distance of some of the Cape’s most popular beaches. Greg Skomal, a marine biologist with the Massachusetts Division of Marine Fisheries and New England’s leading authority on white sharks (as scientists typically call great whites), has seen the shift in beachgoers’ habits from his shark-tagging trips up and down the coastline. “We observe it from the research vessel,” Skomal said. “We don’t see the same number of people in the water at great distances from shorelines.” From a conservation perspective, the sharks’ return to these waters is a success story, the result of the Marine Mammal Protection Act of 1972, which rescued the region’s gray seal population from the brink of extinction. (A 2017 study estimated Cape Cod’s gray seal count to be between 30,000 and 50,000, up from about 2,000 in 1994.) The sharks soon followed, leading to increasingly frequent beach closures and, inevitably, run-ins with humans. In 2012, a bodysurfer was bitten by a white shark off a Truro beach. He survived, as did a swimmer who was bitten at a neighboring beach in 2018. But a month later, a 26-year-old boogie boarder was killed by a white shark at Newcomb Hollow Beach, in the town of Wellfleet — the first fatal shark attack

in Massachusetts waters since 1936. Two years later, a white shark killed a swimmer off the coast of Maine. Yet in recent years, Cape Cod’s tourist economy has grown to nearly $2.8 billion (up from nearly $2 billion in 2019 per the Cape Cod Chamber of Commerce), even as the U.S. National Park Service has recorded a drop in recreational visits to the Cape Cod National Seashore, a 40-mile stretch of coastline that includes six beaches frequented by white sharks. Although the sharks may have pushed some beachgoers away, one thing is certain: They’re also luring people in. Ten years ago, the world capital of white shark tourism was that other Cape at the bottom end of the Atlantic: Cape Town, South Africa, whose resident great white population had long supported an enormous cage-diving industry. But those sharks have since disappeared, possibly driven away by commercial overfishing or perhaps shark-liver-hungry orcas, the subject of an unsettled scientific debate. Guadalupe Island in Mexico, another white shark hot spot, had its shark tourism and cage-diving operations shut down in 2023 by the Mexican government, which cited practices in the industry that were putting sharks and humans at risk. At the same time, Cape Cod’s star began to rise as a white shark ecotourism destination, specifically the town of Chatham, where shark seekers can choose from a growing number of private shark charters — generally costing north of $2,000 — that employ spotter planes to locate the animals, which passengers can then observe from the boat. (Cage diving, which typically involves chumming the water to attract sharks, is illegal in Massachusetts, though at least one Cape Cod outfitter runs shark cage-diving tours offshore in federal waters.) And while you can still cage-dive with great whites off the remote Neptune Islands in South Australia and off the southern edge of New Zealand, those experiences require all-day or even multiday tours. Only on Cape Cod can you spend a morning observing white sharks in the wild and be back on the beach by lunchtime. “The fact that we can go out and see them in a 2 1/2-hour charter is incredibly unique,” said Hannah Leary, ecotourism coordinator for the Atlantic White Shark Conservancy, a research and education nonprofit in Chatham that operates the Sharktivity app. “We can just come out of

(Amir Hamja/The NewYork Times) the inlet and they’re all right there.” Its “open boat” shark charters, which offer “a shared adventure with Cape Cod’s apex predator,” run several times a week and regularly sell out (at a slightly more accessible $530 per person, with up to six people sharing a boat). Lately, Leary said, she has noticed an uptick in international guests and travelers who’ve come to Cape Cod specifically to see great whites. For Suzy Blake, co-head lifeguard of Wellfleet’s beaches, the shark risk is “part of our lives now as lifeguards and residents of the Outer Cape.” She and her team are now armed with an arsenal of shark-specific equipment and protocols, including tourniquets and “Stop the Bleed” training, as well as a direct linkup to real-time shark detector buoys, which send push alerts to the lifeguards when tagged sharks are in the area. Later that afternoon, at Newcomb Hollow Beach, Lisa DonDiego sat on a beach blanket with a friend a few yards away from the lifeguard stand, looking out at the ocean. “I understand the fear,” said DonDiego, 37, up from Philadelphia for her family’s annual summer pilgrimage to the Outer Cape. “And at the end of the day, I recognize that the ocean belongs to them. But I still want to come to Cape Cod.” She said she consulted the town of Wellfleet’s shark updates and the Sharktivity app, which logs crowdsourced shark sighting data and any buoy pings by tagged sharks, to help make an informed decision about getting into the water. Quitting the Cape’s beaches altogether, though, is out of the question. “Basically nothing could keep us off the beach,” she said.

hortly after Russia’s full-scale invasion of Ukraine in 2022, I wrote a column under the headline “This Is How World War III Begins.” More than four years on, I wonder how much I got right. My argument was based on the origins of World War II, which did not simply start with Germany’s invasion of Poland on Sept. 1, 1939. Instead, the war was an accumulation of regional wars and crises, beginning with Japan’s invasion of Manchuria in 1931, which gradually gathered into a single global conflict. That gathering, abetted by the converging ambitions of the totalitarian states and the divisions and vacillations of the democracies, led to catastrophe. Added to this was a revolution in military technology and tactics that gave the dictatorships an early advantage in offensive combat. Also an advantage: their willingness to inflict — and endure — a level of brutality and suffering their adversaries were initially reluctant to match. In 2022, I saw a similar pattern unfolding: Decades of Western appeasement of Vladimir Putin had given the Russian strongman a sense that he could get away with nearly anything. His burgeoning ties with North Korea, Iran and especially China — memorialized by the pledge of a “no limits” partnership with Beijing announced weeks before the invasion — gave him additional confidence. So did the spectacle of American weakness during our shambolic withdrawal from Afghanistan just six months earlier. But Ukraine did not, as I had feared, turn out to be the France of 1940. PRSO’s classical concert season features worldwide masters to locally trained prodigies

uerto Rico concertgoers will have the chance of their lives to critique the island’s classical music soloists beginning Saturday with a precedent-shattering parade of local superstars, seven in one concert season. Concerts of viola, clarinet, sopranos, bassoon, violin, harp, and cuatro; members past or present of the Puerto Rico Symphony Orchestra (PRSO) or the Puerto Rico Conservatory will show their stuff in the upcoming 68th season that starts Sept. 5. With music director Maximiliano Valdés back at the helm for his 19th year, two outstanding women will also occupy the guest podium. The Chilean native will wield the baton three times during the 11-concert classical series, which ends May 8, 2027. The season includes four pops concerts together with other special concerts. “This year’s classical season includes something for everyone, from the masters to the innovators, from soloists from all over the world to our own Puerto Rican-trained prodigies,” officials said.

Meanwhile, the search for a new ship captain continues. Charismatic Associate Conductor Rafael Enrique Irizarry will team up with a harp soloist for one concert. Italian guest conductor Enrico Fagone will return for the third time, and Spanish guest conductor José María Moreno Valiente, together with Puerto Rican soprano Natalia Santaliz, will lead a program dedicated to Wolfgang Amadeus Mozart and Gustav Mahler. Former PRSO violist Jaime Amador, who launched his career with the local symphony, opens the season with a William Walton composition. The orchestra will open with a symphonic poem “Don Juan” by Richard Strauss and close with the beloved “Enigma and Variations” by Edward Elgar. As has been the case in recent years, the orchestra, formed in 1950 with the help of famed Spanish cellist Pablo Casals, will lead a parade of 30 composers, from Antonio Vivaldi to Roberto Sierra, over the nine-month classical span. Johannes Brahms, Elgar, Mahler and Strauss will each make two appearances in the repertoire, while everyone’s favorite composer, Mozart, will be the flower of the year with three separate compositions.

Island and Latin American composers are taking center stage this year under Valdes’ tutelage. Among them are Latin Grammy winner Sierra, with the brief, happy opening piece “Alegría,” written in 1996. Also on the docket are classical compositions from Mexican and Argentinian favorite composers, Carlos Chávez and Alberto Ginastera, respectively. The visiting conductors, some being considered to replace Valdés, hail from Italy (Fagone) and Spain (Francois López Ferrer, son of the late Spanish conductor Jesús López Cobos) and Moreno Valiente. The two “maestras” to be featured during the upcoming season are Jeannette Sorrell, from the United States, who will be paired with PRSO principal bassoonist Adam Havrilla, who will play works from Händel, Bach, Vivaldi, Schubert and Mozart. Havrilla, a New York State native, will perform one of Sorrell’s own compositions under her baton on Jan. 16, 2027. This collaboration with Sorrell, founder and conductor of Apollo’s Fire, a Baroque orchestra based in Cleveland, will highlight the sixth concert. Maestra Michelle di Russo, a guest conductor from Argentina of Italian parentage, will conduct Classic Concert 10 on April 17, 2027, with Puerto Rican cuatro player Luis Sanz, who will perform Ernesto Cordero’s “Concierto Criollo para Cuatro,” which combines native rhythms with classical elements, on the island’s native string instrument. Also on her program, the public will hear the “Four Dances from Estancia, Op. 8a,” a celebrated orchestral suite composed by Ginastera in 1941. The late American 20th century composer Leonard Bernstein will step up with “Symphonic Dances” from West Side Story. In a tribute to England, Associate Conductor Irizarry will handle John Rutter’s “Suite Lyrique,” a work in six movements of harp and strings with PRSO principal harpist Eliza Torres on April 3, 2027. The orchestra will also play works by British composers Ralph Vaughan Williams and Elgar. The season’s second concert will be held Sept. 26 with Fagone on the podium conducting two symphonies, the “29th A Major” by Mozart and Pyotr Ilyich Tchaikovsky’s “Symphony No. 5.” There will be no soloist. The concert series continues on Nov. 7 with “Valse” by Maurice Ravel followed by PRSO principal clarinetist Andrés Maldonado’s solo “Contrastes Caribeños” from Puerto Rican composer Ema Quiñones Núñez. Brahms’ “First Symphony in C Major, Op. 28” will close the concert.

López Ferrer, one of a handful of candidates being considered to replace Valdés on the island podium, is directing. For the fifth concert of the series, on Nov. 21, Spanish maestro Moreno Valiente will conduct a doubleheader: Mozart’s “Symphony No. 39th in E-flat” and Mahler’s “A Minor,” interpreted by soprano Santaliz in her third appearance on the same stage in six months. She will interpret “The Heavenly Life” from the Mahler work. Another highly anticipated soloist will be PRSO concertmaster Omar Velázquez, who will premiere a concerto by Sierra, “To the Memory of a Brave Little Girl.” The program opens with Claude Debussy’s evocative tribute to Andalucia, Spain, “Iberia,” and culminates with Beethoven’s rousing “Eroica,” a heroic path to revolution. The 10th concert, on April 17, 2027, will pair Di Russo with cuatrista Sanz in island composer Cordero’s “Concerto Criollo,” a criticism of racial discrimination. The program opens with “Kauyumari,” by Gabriela Ortiz, a highly recognized Mexican composer and Quiñones Núñez, who traces her hip hop roots to upstate New York. Valdés will wind up the season on May 8, 2027 with Debussy’s brilliant “La Mar” and Brahms’ beloved “Fourth Symphony Op. 98.” Rounding out this varied and eclectic season are two soloists from abroad, Russian pianist Dmitry Shishkin, who will perform a local premiere of his compatriot Vasily Kalinnikov’s “First Symphony in G Minor,” on Oct. 10 of this year. Gioachino Rossini’s jaunty “Thieving Magpie” overture from the opera of the same name opens the program. Violinist Aubree Oliverson will perform Max Bruch’s “First Violin Concerto” on Feb. 13, 2027. She will present Felix Mendelssohn’s favorite “Violin Concerto No. 2.” All concerts will begin at 7 p.m. at the Pablo Casals Symphony Hall at Luis A. Ferré Performing Arts Center in Santurce.

Investors heartened by Warsh inflation talk, still uncertain about Fed action

nvestors were heartened on Friday ⁠by ⁠new Federal Reserve Chair Kevin Warsh’s stated resolve to tame ⁠high inflation, but many on Wall Street remained unclear about how the U.S. central bank will react to economic changes in the months a head. In a highly anticipated speech, Warsh said the central bank will “have work to do” if policymakers are not confident that underlying inflation is returning to its 2% target. He also indicated financial conditions do not appear restrictive and came ‌ closer than previously to acknowledging that ‌interest rate hikes may be needed to ease price pressures. Since starting as chair several months ago, Warsh has made clear he plans to pare back the Fed’s communications, including no longer indicating the central ⁠bank’s interest rate path ⁠through forward guidance, a position he re-emphasized on Friday. But investors were hopeful that Warsh’s address at the Jackson Hole, Wyoming, symposium would convey enough to shore up confidence in his leadership and the Fed’s commitment to controlling inflation. Nepal turns to mass burials, as thousands remain missing from floods

ive days after an angry deluge tore through the mountain passes of Nepal, family members arriving after long journeys looked for something — anything — that could identify their loved ones amid the hundreds of mangled bodies. In one hall in the downstream city of Bharatpur, men and women stared at a small television screen, watching a slideshow of recovered remains in complete silence. Next door, another government hall turned makeshift morgue housed the 270 sets of remains whose photos had been flashing on that screen. Nearly all remained unidentified. Bharatpur, more than 100 miles from where the floods first hit, had no capacity to preserve the corpses that washed up to its riverbanks, and could not keep them any longer. They were being transported to a forest for a mass burial before darkness took over the city. At the burial spot, security forces in protective gear off-loaded the bodies one by

one onto stretchers, as cameras documented each step. Nearby, rows of metal numbered signs stuck into concrete-filled pots — the markers for each grave — awaited. Only a fraction of the missing are turning up among the dead, underscoring a bleak reality: The death toll is likely to keep rising. As of Sunday night local time, nearly 800 bodies had been found. More than 2,500 people were still missing, when the initial 72 hours after a disaster are usually seen as critical to a rescue operation. The devastating flood swept through northern Nepal and Tibet on Wednesday after part of a glacier sheared off a mountain face, and its fall created such seismic force that officials initially believed it was an earthquake. The massive wall of water and mud it created swept up villagers, hydropower workers and hundreds of tourists and travelers from nearly three dozen countries on religious pilgrimages. Tens of thousands of people remain in need of relief, with entire towns wiped out, and roads, bridges and communication lines destroyed.

The bulk of the ongoing rescue effort has focused on the tunnels of several major hydropower projects in Rasuwa, which saw some of the earliest and fiercest damage in Nepal, and in Nuwakot, just downstream. Through a night of rain, the army had tried to drill its way to tunnels buried under debris and mud. By Sunday afternoon, with support from Indian rescue teams, they had managed to find an opening to one tunnel, which they found brimming with water, according to Brig. Gen. Raja Ram Basnet, the army spokesperson. A second tunnel has proved more difficult to locate an opening to, he said. “The Nepali army has been using thermal drones to search for signs of life,” he said. “But there have been no indications of survivors so far.” The force of the deluge was such that nearly a dozen bodies were swept hundreds of miles away and found in India. When the remains started washing up on the riverbanks of the Chitwan district, dozens of miles downstream from where the floods first hit, the officials were immediately overwhelmed. Nepal is a deeply poor country, with limited infrastructure. The morgues in Chitwan have the capacity for storing just over three dozen bodies, Police Chief Rameshwor Poudel said. With no good alternatives, district officials turned to the government hall in Bharatpur. Since it only had one air conditioner, they tried to procure dry ice. They set up a help desk and a visitor hall. And they photographed the remains, so the loved ones who were beginning to trickle in could identify their missing. But the bodies had been in water for so long. The monsoon heat did not help. And the freezers the foreign minister had appealed for from his international counterparts were not materializing immediately. Only about a dozen bodies were identified and handed over to their families for burial. More remains kept coming. “We’re still finding 15 to 20 new bodies every day,” said Anil Thapa, a senior traffic cop helping at the makeshift morgue. “This will keep going on for months.” On Saturday, the district authorities

announced that they would begin burying the remains after a thorough process of documentation that includes taking photographs, recording distinguishing marks or clothing articles found on the corpses, and collecting DNA samples. In a lush forest glade, a 10-minute drive away, they buried 93 bodies late Saturday, and another 100 the next day. During the closing hours of the mass burial on Sunday evening, Biresh Kumar Sah, 17, reached the town’s makeshift morgue after an eight-hour bus ride. He was studying in the Nepali capital when he first heard that the flood had hit his hometown, Siraha. His father, a math teacher, and his younger brother, who studied at the same school, were missing. “The first day I tried to ignore it. I hid the information from everyone,” he said. “I wanted to still have hope.” On the second day, he posted online that his father was missing. “His colleague reached out and let me know he had seen my father and my brother being swept by the flood,” he said. “I know they’re gone,” he added. “But I still have hope.” His aunt, standing behind him, said the family would have to accept the emerging facts and prepare to hold final rites. Biresh interjected, rolling his eyes. “I don’t know these rites,” he said. “I feel wretched.” Ramesh Dahal, 31, who had also looked at the photos on the screen, said he had reached Bharatpur after first checking all the hospitals in Kathmandu where the wounded had been taken. He was looking for his 21-year-old nephew, Suman Dahal, a guide who had been leading a group of trekkers in Rasuwa. Dahal said he had initially remained hopeful, after hearing reports that some people had fled to higher ground in the jungles as the floods descended. Maybe they had felt the earthquake-like force of the falling glacier that had created the flood, and gone somewhere safe, he speculated. “Maybe they heard a siren from China,” he said. But with each passing day, he said, he was coming to accept the reality. “Now I feel there’s perhaps 0.1% chance to even to find his body,” he said.

any Venezuelans suspected that there was going to be a price to pay for President Donald Trump’s brazen capture of their autocratic leader, Nicolás Maduro, who was arrested by U.S. forces in January. On Friday, that cost became clear when Trump announced that the U.S. would be taking majority control of a vast part of Venezuela’s oil reserves — national resources long considered by many in the country to be a birthright. By Saturday, many Venezuelans were grappling with whether they were willing to pay that price. So far, the U.S. ouster of the autocrat has done little to change the country — Maduro’s successor, Delcy Rodríguez, remains in power, while millions of everyday Venezuelans remain in poverty, electricity blackouts continue to plague the nation and no date has been set for an election. The new deal could bring major investment. But many Venezuelans want overall economic and political change. The accord guarantees neither and could deepen the relationship between Trump and Rodríguez, further entrenching her in power. In Valencia, about two hours from the capital of Caracas, José Leal, 68, a retired educator, said the $100 billion in promised U.S. investment sounded small compared to the 65 billion barrels Venezuela was giving up. But after decades under a repressive government, he was willing to put up with this deal — and hope that Trump would push for democratic change. “Obviously, the United States comes out ahead, enormously so,” he said. But “the Americans hold the power,” he said, and without them “we won’t manage to break free from the socialism of Chávez and Maduro. Without them, we’ll remain trapped like Cuba, China or North Korea.” “It’s not that I love it or even like it,” he said of the deal. “I consider it a necessary evil. If we manage to escape this entire disaster — which we’ve endured for 27 years and the Cubans for 68 — if we manage to get out of this mess, then even though I don’t like it, it will be worth it.” Others were not so optimistic. The Venezuelan government has a long history of doling out beneficial contracts to the wealthy and connected, known inside the country as “enfuchados” — people who are “plugged in” — while everyday Venezuelans suffer. Trump’s announcement on Friday included no mention of a democratic transition. A meme began circulating in the region almost as soon as the deal was announced. “I want you to get rid of Chavismo,” says a cartoon Venezuelan man, referring to Maduro’s movement, “and leave us our oil.” A cartoon Trump responds: “Take the oil and leave you with Chavismo, got it!” Venezuela, home to some of the largest oil reserves in the world, nationalized those resources in the 1970s. Sovereign control over wells then became a core pillar of the ideology of the socialist government founded by former president Hugo Chávez. Rodríguez’s decision to turn over much of that oil to the U.S. government represented an astounding about-face, one that few Venezuelans could have imagined before the January attack.

(Todd Heisler/The New York Times) That turnaround was evident in a statement released by Rodríguez’s Socialist Party on Saturday, which said that “true to its historic commitment to national sovereignty,” the party was extending its full support for the deal and the decisions made by “Comrade Delcy Rodríguez.” The irony of this was not lost on many Venezuelans. A government that once proudly thumbed its nose at Washington was now handing over the resources at the center of its identity. Another meme circulating in Venezuela changed the logo of the national oil company, PDVSA, to PDUSA. On social platform X, Rafael Ramírez, a Chávez loyalist and former head of PDVSA now living in exile, accused Rodríguez of “opening the doors to a new form of US colonialism.” In Maracaibo, a Venezuelan city that anchors much of the country’s oil industry, Dario Nava, 67, a former PDVSA manager, said he opposed the deal and did not believe it would improve his life. “The United States is going to manage our oil industry,” he said, “and sovereignty is lost there.” Venezuela’s leading opposition figure, María Corina Machado, has in the past floated the idea of privatizing the oil sector. For years the idea was mocked by Rodríguez’s party. And it was so controversial that Machado did not make it a core part of her platform in a 2024 presidential election. On Saturday, a prominent supporter of Machado, Walter Molina, said on X that “Venezuelans always knew that our freedom would come at a cost.” “If that price is 65 billion barrels over the course of decades, so be it,” he said. “But let it be just that: the price of our freedom. he Trump administration’s highly unusual deal to develop Venezuela’s vast oil resources would have the U.S. government collaborate with an influential and polarizing Venezuelan businessperson. Under the deal that President Donald Trump announced late Friday, the United States would work with Alejandro Betancourt López, whose family controls Venezuela’s second largest private oil producer, North American Blue Energy Partners, according to four people familiar with the arrangement. The federal government is expected to back the development of a significant portion of Venezuela’s proven oil reserves through the Pentagon’s Office of Strategic Capital, while Betancourt’s company would lead operations, three of the people said. The deal covers 17 oil fields spread across Venezuela. Venezuela’s president, Delcy Rodríguez, backed the deal, saying in a statement late Friday that it would have a “significant impact on our nation’s revival,” and generate more than $200 billion in tax revenue for the government. Trump described the deal as giving the United States “majority control” over a large portion of the country’s reserves, though many of the details of the highly unorthodox arrangement remained unclear Saturday afternoon and were expected to change as the project gets going. The deal represents Trump’s most direct foray into Venezuela’s oil industry since he sent U.S. Special Forces in January to seize the country’s leader, Nicolás Maduro, and began working closely with his vice president, Rodríguez, who now runs the government.

For Trump, the deal advances his quest to reshape the global energy market and enhance America’s energy security, according to a person familiar with his thinking. Trump believes, the person said, that additional oil from Venezuela would reduce the market power that Middle Eastern countries have and would help stabilize energy prices, which have risen sharply since the United States and Israel started attacking Iran in February. Any meaningful new production from Venezuela will take years to materialize. As a result, the effort will have little immediate impact on global commodity prices, which in turn determine what U.S. consumers pay at the pump. Chevron, the second-largest U.S. oil company, is also in advanced talks to expand its production in Venezuela, which would further expand the U.S. sphere of influence, The New York Times has reported. Venezuela’s proven oil reserves are among the largest in the world, but its energy industry has been decimated by mismanagement, corruption and U.S. sanctions. It produces a little more than 1 million barrels of oil a day, or about 1% of global production, roughly the same share as under Maduro. In broad terms, the United States is expected to gain preferential access to cheap Venezuelan oil, a key objective of the Trump administration as it seeks greater influence over oil production in the Americas. North American Blue Energy Partners, or NABEP, would benefit from the direct backing of the U.S. government, which would make it easier for the company to obtain financing and supplies amid continuing U.S. sanctions against the Venezuelan economy. Working with the Trump administration should also shield the company from the volatility of Ven-

ezuelan politics. The State Department said through a U.S. official that the deal would effectively give the United States 55% of the joint venture’s output. Neither the White House nor the State Department answered specific questions on Betancourt’s role, his company or the structure of the deal. In a statement to the Times, NABEP said it looked forward to working with the U.S. government to rebuild Venezuela’s energy industry but added that “it would be premature to comment on exactly what role our company will play.” Betancourt declined to be interviewed for this article. Under the deal, the U.S. government would have the right to acquire shares in NABEP or a related entity through a financial instrument known as a warrant, according to two people familiar with the matter. A warrant allows its owner to buy shares in a company at a predetermined price. Warrants can be traded and can rise and fall in value based on the price of the shares of the company that issued them. NABEP, which is based in Barbados, according to its website, produces around 200,000 barrels per day. The company plans to take up to $5 billion in debt to raise output to 1 million barrels in the next five years, according to a person close to the company. Betancourt, 46, rose to prominence in the 2010s, when the Venezuelan government awarded him and his partners contracts to build numerous power plants across the country even though they had no experience doing that work. The deals earned the investors the moniker “bolichicos,” meaning the “Bolivarian boys,” a reference to the new cohort of businesspeople who profited from the government so-called Bolivarian Revolution.

Betancourt later bought a stake in an oil company called Petrozamora that operated mature oil fields in Lake Maracaibo in western Venezuela. Those fields became the core of NABEP, which has since acquired new fields and raised it production significantly since 2024. The Trump administration began looking into Betancourt last year, as it sought out partners who would help it advance U.S. interests after the removal of Maduro. Washington officials, including Secretary of State Marco Rubio, took a positive view of Betancourt’s record of raising oil production, a rare success story amid the malaise of the industry dominated by state-run oil fields. The operational track record made the administration look past the allegations of corruption that have swirled around Betancourt for years, according to a person close to the administration. This year, State Department officials tried to pressure the Swiss government to ease up on investigations into Betancourt and asked the British government to lift travel restrictions on him, said the person familiar with the U.S. government’s efforts. The department also gave Betancourt a multiple-entry visa to the United States so he could meet with Trump administration officials. The Washington Post reported earlier on some details of the administration’s efforts to help Betancourt. The Pentagon did not answer specific questions about how its Office of Strategic Capital would work with Betancourt’s company. The office “conducts extensive due diligence and comprehensive legal review of potential transactions to fulfill all applicable legal and regulatory requirements,” said Kingsley Wilson, the Pentagon’s press secretary.

Mexico tops PR in 5-set thriller to win bronze at NORCECA Final Six

exico won the bronze medal at the Men’s NORCECA Final Six volleyball tournament at Juan “Pachín” Vicéns Auditorium on Saturday, defeating host Puerto Rico in a match that went the full five sets. The set scores were 25-21, 25-18, 21-25, 24-26 and 15-12. Puerto Rico rallied after losing the first two sets but could not clinch the victory after forcing a fifth set, ultimately finishing in fourth place after winning the silver medal in the 2025 edition of the tournament. Leading Mexico’s offense were Yasutaka Sanay Heredia and Franky Adrián Hernández Milantony with 18 points each, followed by Diego González Castañeda with 16 points and Axel Manuel Téllez Rodríguez with 13. Puerto Rico’s Pelegrín Vargas led all scorers with 27 points, followed by Klistan Lawrence Vidal with 11 points

and Ismael Alomar with 10. Mexico outperformed Puerto Rico 65-60 in attacks, 15-7 in blocks and 8-3 in service aces. Puerto Rico committed 22 errors, while Mexico recorded 32. The victory marked Mexico’s fourth medal in the Final Six: gold in 2021 and bronze in 2023 and 2024. “I feel we deserved it; we’ve put in a lot of work, and Puerto Rico has always been our arch-rival,” González Castañeda said. “We’re now even at one win apiece, and we really wanted to win here on their home turf, since they’ve beaten us on ours. It wasn’t exactly about getting even, but I’m happy. Everyone did their job; we got a little overconfident, which is why it went to a fifth set, but I feel we did well.” In the third set, Puerto Rico tied the score at 15 with an attack by Ismael Alomar, setting the stage for a tight finish that extended the match to a fourth set. Puerto Rico broke a 20-20 tie with three consecutive points: a service error by Hernández, a block on González Castañeda and an error by González Castañeda while attacking from zone two. Puerto Rico closed out the set 25-23 with a block on Víctor Manuel Parra Valenzuela. The fourth set looked much like the previous one. Puerto Rico tied the score at 19 with a block on Sanay Heredia, who was attacking from zone four. The teams traded points until the score reached 24-all, when Puerto Rico’s Vargas attacked from zone four. Puerto Rico then extended the match to a deciding set following an attack error by Mexico’s Hernández from zone four. In the fifth set, Puerto Rico jumped out to a 4-1 lead but could not hold it. Mexico evened the score at 4 with an ace from Miguel Ángel García Reséndiz. From that moment on, both teams engaged in a fierce head-to-head battle for the bronze medal. The final tie was at 12, following an attack by Vargas from zone four. Mexico proceeded to close out the match with three consecutive points.

Lawrence, Vargas earn individual awards for PR Puerto Rico’s Lawrence and Vargas stood out among the tournament’s best. Lawrence was named Best Scorer after amassing 98 points. Vargas was recognized as the Second Best Spiker. U.S. setter Tread Rosenthal was named the tournament’s Most Valuable Player. He led the U.S. offense as the Americans ran the table and earned their fourth consecutive Final Six title. The United States claimed several additional technical awards: Sean Kelly, Best Spiker; Parker Tomkinson, Best Blocker; and Troy Gooch, Best Receiver. Guatemala also had a strong showing among the award winners: Andy Leonardo Blanco, Best Opposite; Adolfo Rivas, Best Setter; and Josué González, Best Defender. The Dominican Republic secured two awards: Héctor Cruz, Best Server; and Moisés Ortiz, Second Best Blocker. Silver medalist Canada’s Darian Picklyk was named Best Libero.

he Puerto Rican National Team fell to Cuba in straight sets on Saturday in the final match of the Women’s NORCECA Continental Olympic Qualifier in Santo Domingo, Dominican Republic at the Prof. Ricardo Gioriver Arias Volleyball Palace. Although the scoreboard favored the Cubans by set scores of 25-22, 25-18 and 25-21, Puerto Rico had its moments, particularly in the first and third sets, when the team applied strong pressure from the service line and managed to keep the match close.
