Casa Pueblo rejects energy czar’s claim of ‘oversaturation,’ says solar is stabilizing fragile grid By THE STAR STAFF

C

asa Pueblo issued a forceful public statement over the weekend, pushing back against Energy Czar Josué Colón Ortiz and accusing the government of using renewable energy as a scapegoat for chronic failures in Puerto Rico’s electrical system. The remarks on social media were made after Colón Ortiz warned in a filing to the Puerto Rico Energy Bureau on Aug. 14 and reported by the STAR, that the island’s electrical grid has reached a critical saturation point due to the explosive, largely unregulated growth of rooftop solar systems, arguing that the unchecked proliferation is destabilizing voltage, triggering load‑shedding events, and forcing legacy power plants into inefficient and costly operating patterns. The energy czar’s statements were delivered in a 20‑page filing titled “Comments on the Proposed Rules for Interconnection of Generation Facilities and Microgrids,” which was submitted to the Puerto Rico Energy Bureau as part of the rulemaking process for a new interconnection regulation. Colón Ortiz said the data shows a system pushed beyond its physical limits. “More than 80% of the feeders where distributed gener‑ ation has been developed exceed the 15% penetration limit,” he wrote, adding that 35% of feeders are now operating above 70% capacity. He described the grid as “over‑saturated with renewable resources,” a condition he argues is directly tied to rising instability across the transmission and distribution system. cally convenient. “What has come to give a certain stability to the system is precisely the distributed generation of solar origin,” the organi‑ zation said, noting that rooftop systems have injected more than 1,200 megawatts into the grid and helped shorten outages. Casa Pueblo pointed out that even LUMA CEO Janisse Quiñones has acknowledged that net‑metering customers’ solar systems have reduced the duration of blackouts. The group framed Colón Ortiz’s position as part of a broader pattern of government hostility toward renewable energy -- including recent discussions of a potential “impuesto al sol” connection fee and resistance to community‑based microgrid projects. “They intend to make scapegoats of people who have turned to alternative sources to secure the quality of life that the state does not provide them,” Casa Pueblo said. Colón Ortiz’s filing paints a different picture. He cited op‑ erational data showing that 94% of load‑shedding events caused by variable generation stem from rooftop solar systems, with each incident disconnecting between 130 and 140 megawatts. He also warned that older inverters installed before 2018 are automatically dropping offline during frequency dips, causing an additional sudden loss of roughly 100 megawatts -- “the equivalent of losing the San Juan 7 unit,” he noted. Jenniffer González Colón is moving to significantly increase the minimum pension for retired public employees, with legislation that would guarantee a base monthly benefit of $1,000 for tens of thousands of government retirees whose incomes have remained largely stagnant for nearly two decades. House Bill 1399, whose counterpart is Senate Bill 1428, seeks to amend Puerto Rico’s principal retirement statutes, Law 447 of 1951 and Law 160 of 2013, to estab‑ lish a new pension floor aligned with current cost‑of‑living conditions. The measure, introduced Aug. 19, was referred to the Committee on Retirement Systems for evaluation. According to the bill’s aims, more than 58,000 retir‑ ees currently receive less than $1,000 per month, a level lawmakers say is incompatible with the island’s current economic realities. The minimum pension is currently about $500 per month. The legislation argues that the erosion of purchasing power has left many former public employees, including teachers, health workers and public safety personnel, struggling to meet basic needs. Guaynabo activates plan for areas without service due to La Plata breakdown By THE STAR STAFF

uaynabo Mayor Edward O’Neill Rosa activated the municipal emergency plan on Sunday to assist communities affected by a drinking water service interruption caused by a suction pump failure at the La Plata reservoir. As part of the response, the municipality deployed 20 water tanker trucks to tour the communities and directly fill residents’ cisterns and containers. Additionally, four fixed water distribution points, or “oases,” where citizens can fill their own containers, have been set up on Washington Avenue; at the Guaraguao Neighborhood Multi-Service Center; at Pórticos de Guaynabo, Santa Rosa III; and at the Juanillo Fuentes School, Canta Gallo sector.

In addition to the tanker trucks, crews of municipal employees were distributing bottled water in the Guaraguao community, one of the hardest-hit areas. The crews will gradually move on to the other affected communities. The areas affected by the municipal operation are: Zone 1: Frailes Ward, Piedras Blancas, Los Báez Sector, Camarones Ward. Zone 2: Santa Rosa Ward (Sections I, II, and III), Guaraguao Ward. Zone 3: Río Ward, Hato Nuevo Ward, Sonadora Ward. “We have mobilized our municipal directors and staff to expand our work crews so we can reach more communities and assist them during this emergency,” the mayor said. “At the same

time, I remain in contact with officials from the Aqueduct and Sewer Authority to stay updated on repair progress. This situation has impacted so many communities in our city, and our priority is to bring them aid while service is being restored.” “We will not stop our efforts as long as our communities need assistance,” O’Neill Rosa added. “I am deeply grateful to our municipal employees for the extra mile they are always willing to go to serve our citizens.” In addition to tanker trucks, crews of Guaynabo municipal employees were distributing bottled water in the Guaraguao community, one of the hardest-hit areas, on Sunday due to a water service outage caused by a pump failure. PRASA says its economic proposal is final but keeps dialogue open following strike vote approval By THE STAR STAFF

arim del Valle Gregory, vice president of administration at the Puerto Rico Aqueduct and Sewer Authority (PRASA), said over the weekend that the salary scale increase proposal from the Authentic Independent Union (UIA by its initials in Spanish) exceeds the amount approved by the Financial Oversight and Management Board. “PRASA has carried out every possible technical, economic, and financial analysis to identify the necessary funds and present a proposal that ensures fair wages for our employees,” del Valle Gregory said Saturday in a written statement. “We also have a responsibility to ensure that any alternative is viable and sustainable, since, to take effect, it must first be approved by the PRASA Governing Board and

subsequently by the Fiscal Board [sic].” She noted that the UIA requested a new meeting and that management will grant the request to hear from union representatives following the decision made by their membership. Although the proposal presented last Friday constitutes PRASA’s final economic offer, the official said, the public corporation will keep the door open for dialogue to understand the UIA’s position regarding next steps. The UIA proposed setting the minimum wage for the initial pay scales at $12.50 and making other changes to scales 2, 3 and 4, which would require major changes to the plan’s structure and increase its fiscal impact, del Valle Gregory noted. “It would be necessary to redo the entire Classification and Compensation Plan and the comparability analysis required by the [over-

sight] Board, which would then be evaluated against the Board’s guidelines,” she said.

The PRASA proposal calls for implementing the Classification and Compensation Plan in September 2026, retroactive to Oct. 23, 2025. Under this alternative, some 72% of employees represented by the UIA would receive a salary increase, in addition to retroactive pay. As part of the proposal, PRASA also raised the minimums for the first two salary scales after identifying the necessary resources to fund those adjustments. Pay Scale 1 would increase from $10.92 to $11.74 per hour, and Pay Scale 2 from $11.74 to $12.25 per hour. On Saturday, the UIA membership approved a strike vote via a voice vote. House to explore addition of 400 MW of temporary power to cover shortfalls By THE STAR STAFF

T

he island House of Representatives will begin an evaluation process for the installation of temporary power generation systems to provide 400 megawatts (MW) of electricity to the energy grid. Among the initiatives will be a meeting with the heads of the Puerto Rico Energy Bureau, the Public-Private Partnerships Authority and the Puerto Rico Electric Power Authority.

There will also be meetings with the directors of Genera Puerto Rico, which manages about 60% of the power generation plants on the island. Executives from power company Applied Energy System Puerto Rico, or AES, and the Eco-Eléctrica power plant will also be present. The announcement was made over the weekend by House Speaker Carlos “Johnny” Méndez Nuñez and Government Committee Chairman Rep. Víctor Parés Otero. Referring to a recently canceled contract

with Power Expectations, the House speaker noted that “given what happened with the proposal for temporary generation of 400 megawatts, we are going to insert ourselves because Puerto Rico needs that generation stability.” “To this end, I have ordered the Government Committee to develop a path that facilitates the acquisition of those megawatts as soon as possible, under a framework of total transparency,” Méndez Nuñez said. Parés Otero added that “Puerto Rico needs

temporary power as it comes online, completely the battery backup systems, the repair of units and the modernization of part of the generation infrastructure.” “The Government Committee will continue the investigation of what happened with the Power Expectations contract; however, there is a need for those 400 megawatts and that is why we are opening a process of evaluation, of frank discussion, an open but agile consideration of reality, to add this generation,” he said.

Ankle monitors leave Haitians in Ohio feeling shaken and shackled By MIRIAM JORDAN

B

efore dawn on Wednesday, Jonas Julien waited in the darkness of his Springfield, Ohio, home for his ride to an Immigration and Customs Enforcement office about an hour away. The 35-year-old Haitian immigrant had completed another grueling 12-hour shift at 3:30 a.m. After a quick bite and shower, he had stretched on the couch to avoid waking his wife and their 2-month-old daughter. But sleep never came. “I don’t know what awaits me, and I am just exhausted from the worry,” Julien said after climbing into the back seat of a Toyota Corolla, clutching a folder of immigration documents that included an active asylum petition and a work permit valid until 2029. By the time he returned to his wife and daughter about 10 hours later, a clunky black band with a blinking light would be clamped around his left ankle. He would have an order to report back to ICE in a few weeks. And he would be afraid for their future. Julien is among hundreds of Haitians in Springfield who have been summoned to ICE offices, according to the Haitian Support Center, a local organization. The group estimates that more than 100 people have been fitted with ankle monitors. A city of 60,000 between Dayton and Columbus, Springfield has emerged in recent years as hub of Haitian immigration and its newcomers a target of attacks from President Donald Trump. After the termination of a legal protection called Temporary Protected Status that allowed 330,000 Haitians to live and work in the United States, his administration has started an aggressive electronic monitoring campaign centered on the small city. Springfield, home of 10,000 to 15,000 Haitians, has also had a robust ICE presence and more than 20 arrests since last week. Fitting ankle monitors on noncitizens without a criminal history who remain in compliance with their immigration cases has little precedent. The Department of Homeland Security has provided no official rationale for the electronic surveillance, which lawyers say the Trump administration had previously reserved mainly for immigrants released from detention. The ankle monitors will make it far easier for federal authorities to locate the

In Springfield’s Haitian communities, there is widespread fear that the monitors are a precursor to detention and forced return to Haiti, where the economy is in ruins and returnees are prime targets for extortion and kidnapping by armed gangs. For now, removal flights to Haiti have occurred only once a month this year. The first since TPS ended last month landed Thursday in the northern city of Cap-Haitien with 170 people, according to the Haitian Bridge Alliance, a national advocacy organization, and the plane carried some former TPS recipients. In Springfield, the sense of dread has intensified since last week, when federal agents began detaining Haitians during daily roving patrols. On Thursday morning, a Haitian pastor was arrested at a gas station with two other people, according to local leaders, who said they might not be aware of all the detentions. More were detained Friday. In response to questions about the ankle monitors and ICE presence in Springfield, a DHS statement said that the agency does not discuss ongoing or future operations. “What we would say now is, it’s closing time, which means you don’t have to go home, but you can’t stay here,” the

statement said. During Julien’s ride to the ICE office, Benjamin Louis, the driver, told him that he had been escorting Haitians to appointments in Cincinnati or Columbus since TPS was rescinded. Julien was likely to be presented with two options, Louis told him: Agree to a government payment of $2,600 per family member to voluntarily leave the United States, or wear an ankle monitor to track his movements. If he chose the monitor, he would be told that he must stay within a 75-mile radius of his home. Julien replied that returning to Haiti was not an option. He was the sole provider for his family in Springfield and relatives in his homeland, he said. His wife had left her job at an Amazon warehouse near the city to care

for their newborn, and his uncle, who also lives in Springfield, had lost his job when TPS was revoked. After that exchange with Louis, Julien grew somber. His face lit up only when asked if he had pictures of his little girl, which he proudly pulled up on his phone. About 10:30 a.m., Julien and Louis entered a nondescript building, devoid of federal insignia, in an industrial park across from an assisted-living facility in Blue Ash, outside Cincinnati. About 90 minutes later, Julien emerged visibly shaken, a monitor hugging his left ankle and a plastic bag containing a charger and power cables in his hand. It was past noon, but he said he had no appetite for lunch. On the way back to Springfield, Julien gazed out the window, pensive beneath his leather cap. He rested his head in his hands and tried to nod off, to no avail. “It’s so humiliating,” he said softly. “I feel just awful.” “I haven’t committed any crime,” he continued. “I have complied with the terms of my immigration case. I’ve worked hard.” At a practical level, Julien worried whether the bulky device would fit into his work boots, mandatory on the job at a vehicle-parts manufacturer. Once back in Springfield, Louis, a certified Haitian-Creole interpreter, drove directly to the Haitian Support Center, where he knew American volunteers were filling out requests for immigration judges to authorize the removal of ankle monitors from people with medical conditions and other issues. “These things are huge,” said Betsy Director, a volunteer who was assisting Julien. She described them as, “not bracelets, more like shackles.” “It’s difficult for people to put on their work gear,” she said. “They’re slapping them on the elderly. Yesterday I saw a grandma.”

About 56% of those people are in Gary, a majority-Black city of 67,000 that has long grappled with poverty, population loss and disinvestment as its steel industry shrank and homes and buildings were abandoned. “My people are being overlooked,” said Myles Tolliver, a Gary Common Council member whose family has been staying outside Chicago while they wait for power to be restored. “Our families are sitting in the dark. We don’t need any more excuses. We need the lights on.” On Saturday, as power returned to some customers across northern Indiana, Gary residents said they were angry and despondent to find themselves, once again, at the back of the line. The local utility, the Northern Indiana Public Service Co., said that Gary and the nearby city of Portage would be the last to have their electricity back, potentially by the end of Tuesday. As they sat inside their dark living rooms or on porches to escape the stagnant air inside, some residents said they doubted a rich, white town would have been left to languish for so long without power. “I don’t understand it,” said Daymond Willis, 45, a chef at a casino restaurant, who has been without power since Aug. 11. “It shouldn’t be this long. I think if we weren’t a Black city, things would be different.” On Saturday, some residents said a few businesses and apartments had gotten their power back, and more utility trucks were rolling through the streets. Steve Segura, a city spokesperson, said the utility was sending an additional 85 line workers and 240 vegetation management crews. But residents and politicians were increasingly exasperated. Gov. Mike Braun of Indiana urged the utility to “match the urgency” of the people who had languished without power for nearly two weeks. Donations and supplies of food, tarps, bottled water and repair kits have flowed into Gary, and President Donald Trump granted an emergency declaration last week. There has been no visible presence of federal emergency management officials on the ground, and FEMA did not immediately respond to a request for comment. Meantime, residents have come together to try to help one another through the blackout. Some have held sidewalk barbecues to feed their neighbors. About a mile away, a few hundred people lined up outside a strip mall for meals donated by two Chicago-based restaurants. Ahmed Musleh, a manager of the Save More grocery store, said the market had given

away 20 cases of water and grilled hot dogs for residents in need in its parking lot, about 500 feet away from where another community group had set up to feed residents. Musleh said his store would be able to make an insurance claim for the food it was forced to discard, but he worried that his customers on food stamps would not receive the same help. “They were already struggling, and for them to lose an entire month of food is a big thing,” he said. Residents said the storm had already cost their families thousands of dollars in spoiled food, lost wages, hotel bills, fuel for generators and other costs of enduring the blackout. Keya Reed, a 51-year-old warehouse worker, and her husband, Derrick, a 57-yearold maintenance worker, said they had already spent $7,000 on a generator, gasoline and a tree-cutting service to haul away a tree that had downed power lines and damaged their modest home. Even as their costs pile up, they have refused to go to food pantries or take donated foods because, they said, others in Gary need it more. Keya Reed, who has lived in Gary her whole life, said she and others were used to dealing with the hardship. “Everything is always against Gary,” she said Saturday inside her home, its air stuffy, the hallways tangled with electrical lines snaking to the generator. “It’s really sad to say, but I’m used to it.”

Why do we keep imagining a new civil war? By MICHELLE GOLDBERG

P

sychologist John Gottman said that nothing is so destructive to a marriage as contempt. Couples can come back from many sorts of conflicts, but not festering disgust — a sense, by one or both people, that the other is beneath them. That’s why, if blue and red America were spouses, the relationship would look hopeless. Call it irreconcilable differences. For at least the last decade, a florid, aggressive contempt has been a constant in our politics. Donald Trump, after all, doesn’t just shower liberal cities and states with insults (and, in a demented artificial intelligence video he posted, with excrement). His presidency has been devoted to punishing the places that didn’t vote for him, including by withholding healthcare and disaster funding. One of the things his voters have long loved about him is the humiliation and despair he causes their fellow citizens. Many of those Trump partisans are still smarting over Hillary Clinton calling some of them “deplorables.” For decades they’ve been seething at the disrespect they feel emanating from America’s cultural capitals. It seems obvious to me that blue America is more abused than abuser, but that doesn’t really matter; the impossibility of coming to any agreement about the commensurability of our grievances just underlines the toxicity of the relationship. Conscious uncoupling, however, isn’t easy with deeply intertwined populations that have no neat border between them. The idea of a national divorce periodically crops up in our politics — Marjorie Taylor Greene repeatedly called for one when she was in Congress — but it never goes anywhere because it’s unworkable. Unfortunately, the status quo seems unworkable, too. We are mutually hostile communities yoked together in a way that thwarts each faction’s ideals about a decent society. In the absence of any clear path forward, fiction becomes the outlet for this sense of intolerable stuckness, for imagining either violent catharsis or escape. Two buzzy new novels take place against the backdrop of an American crackup — Kurt Andersen’s “The Breakup,” published this week, and Emily St. John Mandel’s “Exit Party,” out in September. They join a small canon of fiction about American dissolution created in the last decade, which includes novels like Omar El Akkad’s “American War” and Catherine Lacey’s “Biography of X,” the TV version of “The Handmaid’s Tale” and Alex Garland’s film “Civil War.” What makes “The Breakup” and “Exit Party” different from other recent civil war speculations is a sense that coming apart might be for the best. Marriage is an oft-used metaphor for the United States, and Andersen, a founder of Spy magazine and a former New York magazine editor-in-chief, takes it as a starting point. Set largely in 2045, “The Breakup” follows a politically heterogeneous couple, Asher and Natalie, whose separation coincides with America’s national divorce. Part of their rupture stems from their differing attitudes toward what the book calls Disunion. Asher, a Jewish

Unable to bear their smug San Francisco environs, she decamps to Tennessee, where she grew up. A few things about “The Breakup” irritated me. It’s full of likely anachronisms: I find it easier to believe that the United States will come apart than that people in 2045 will still text one another fire emoji or say “spill the tea” when they mean gossip. The book is also rather too full of pat liberal wish fulfillment. Cut off from blue-state largesse, the Free American Republic struggles with economic crisis and emigration. Montana, suffering “secessionists’ remorse,” tries to rejoin a United States that has just elected Alexandria Ocasio-Cortez president. But I appreciated Andersen’s attention to the banal bureaucratic details of Disunion. There’s a civil war in “The Breakup,” but a relatively small one; Americans just aren’t that dedicated to keeping the nation together. The problems of unwinding the country are primarily logistical, like how to link blue cities in red states — called IMRs, or independent metro regions — to the United States mainland. Many of these questions are handled, in typical American fashion, by lawyers who find in Disunion a lucrative new market. So while national divorce in “The Breakup” is sad and at times gruesome, it’s not completely cataclysmic. In the universe of the novel, the United States is most dystopian when it’s still together. The same is true, more subtly, of St. John Mandel’s “Exit Party.” St. John Mandel wrote gorgeously about a postapocalyptic world in “Station Eleven,” her 2014 book about a civilization unraveled by a pandemic. Given that book’s prescience, it’s a little unnerving that she has now written about civil war. “The United States had come undone following a coup d’état,” she tells us on the first page. The story begins with a party in Los Angeles to celebrate the lifting of a curfew in the newly independent California Republic. St. John Mandel’s post-civil-war America is a brutal place. Los Angeles is full of shantytowns and refugees. In the middle of America, we soon learn, things are worse, as rival militias scrap over territory. Still, there’s hope in the new configuration. “I know countries don’t last forever, and there’s always going to be new ones,” says a guest at the party, “but it feels like a miracle, right?” During the first Trump term, people often said they felt we’d veered onto a bad timeline. “Exit Party” dramatizes that notion, and as the book goes on, it starts to seem that the ti-

meline in which America cracks apart might not be the worst one. “There was a world where my homeland had fractured into disarray, and another where my homeland had closed like a fist,” says one character. Our constitutional system protects us from each other, but its rigidity — the near impossibility of passing constitutional amendments, the structural bias against cities — has also come to feel like a cage. “The Breakup” and “Exit Party” suggest that it’s easier to imagine a future full of possibility outside this system than in it. “It does seem like people are getting increasingly impatient, and I think the novelists are picking up on that,” Richard Kreitner, the author of “Break It Up: Secession, Division and the Secret History of America’s Imperfect Union,” told me. Kreitner pointed out that stories of disunion proliferated during other moments of national strife. He wrote in Slate that years before the Civil War, Southerners wrote novels about secession and sectional bloodshed. Amid the upheavals of the 1970s, there was another spate of books imagining the end of the United States, including “Ecotopia,” about a breakaway West Coast environmental paradise, and the white supremacist “The Turner Diaries,” which continues to inspire the far right. Fiction doesn’t necessarily show us the future, but it can be an early warning system, one that detects volatile, taboo longings well before they turn into a political program. There’s probably no way for red and blue America to get free of each other, not without a level of bloodshed and ruination that would leave everyone far worse off than we are now. If fantasies of ending the union look tantalizing, though, it’s a sign of how loveless it’s become.

AN JUAN – La presidenta del Colegio de Peritos Electricistas de Puerto Rico (CPEPR), Frances Be‑ rríos Meléndez, advirtió sobre el riesgo de electrocu‑ ción cuando las cisternas son colocadas en techos cerca de líneas eléctricas o de la toma principal de corriente de la propiedad. En numerosas residencias el servicio de electrici‑ dad llega de manera aérea y conecta con la estruc‑ tura en un punto del techo. La colocación de una cisterna en esa zona puede obligar posteriormente a las personas a acercarse peligrosamente a líneas energizadas para llenarla, limpiarla, inspeccionar‑ la, repararla o darle mantenimiento. “Una cisterna no debe colocarse solamente pen‑ sando en dónde cabe o dónde resulta más con‑ veniente para distribuir el agua. Antes de instalar‑ la hay que identificar por dónde entra el servicio

Where to stream Hayden Panettiere’s best performances By MAYA SALAM

H

ayden Panettiere, who died Aug. 16 at 36, had a prolific career that started when she appeared in a television commercial at just 11 months old. By the time she was 5, she had appeared in about 50 TV ads, Panettiere wrote in her memoir, which published in May. She soon moved on to soap operas, in “One Life to Live” and “Guiding Light.” Her big break came in 2006 with NBC’s superhero drama “Heroes,” on which she played Claire Bennet, the virtually indestructible high school cheerleader. In the role, she employed a compelling juxtaposition — girl-next-door appeal with something darker and more complex lurking beneath — that would become her signature. Here is a list of where to stream some of Panettiere’s most memorable work. ‘Heroes’ (2006-2010) Stream it on Netflix. This comic-book-style drama about a group of people with extraordinary abilities was an instant hit, earning a best drama Emmy nomination for its first season. (It collected 14 Emmy nominations across its four-season run.) Even with a stacked cast that included Ali Larter, Milo Ventimiglia, Zachary Quinto, Masi Oka and Kristen Bell, Panettiere was the breakout star. She appeared in 75 episodes, more than any other cast member. In 2007, her performance earned her a supporting actress Saturn Award, which celebrates work in science fiction. The show’s catchphrase, “Save the cheerleader, save the world,” became one of the most memorable of the decade. ‘Nashville’ (2012-2018) Stream it on Netflix. Panettiere was about 10 when she starred alongside Denzel Washington and Will Patton in this biographical sports drama about the integration of a high school football team in Alexandria, Virginia, in 1971. Her role as Sheryl — the perky, opinionated, footballobsessed coach’s daughter with a head of blond ringlets — lent the film heart and humor. In his review for The New York Times, A.O. Scott called Panettiere “the strongest female presence” in the film. ‘Scream 4’ (2011) Stream it on Paramount+. For this fourth installment of one of the most enduring horror franchises of all time, writer Kevin Williamson,

director Wes Craven and stars Neve Campbell, Courteney Cox and David Arquette returned to the fictional California suburb of Woodsboro, the scene of the original 1996 film. Panettiere joined the cast as horror film fanatic Kirby Reed, a teenager who is forced into a high-stakes horror trivia quiz by Ghostface. Panettiere reprised the role in “Scream VI” (2023) — by then Kirby was an FBI agent specializing in Ghostface-related cases — which is also streaming on Paramount+, as well as on Netflix. ‘Bring It On: All or Nothing’ (2006) Rent it on YouTube and Prime Video. The same year that “Heroes” kicked off, Panettiere also played a cheerleader in this second sequel to “Bring It On” (2000), opposite Solange Knowles. In this teen comedy, Panettiere plays Britney Allen, her squad’s captain and one of the most popular, richest girls in school. That is, before her father loses his job and her ritzy life implodes. When her family moves to a nearby working-class neighborhood, she is among her new school’s only white students, setting up a situation where she must prove her worth. While the movie was criticized for being tone-deaf, shallow and predictable, it still delivers high-energy dance numbers, and Panettiere was praised for her athletic ability and comedic timing. Rihanna also makes an appearance as herself. ‘A Bug’s Life’ (1998) Stream it on Disney+. This animated comedy adventure from Pixar was directed by John Lasseter just a few years after his critical and commercial hit “Toy Story.” Here, he repeated much of that success: “A Bug’s Life” earned an Oscar nomination and $46 million at the U.S. box office over its Thanksgiving-weekend release — at the time, the most ever for the holiday weekend. A reimagining of Aesop’s fable “The Ant and the Grasshopper,” the movie tells the story of an ant colony that learns to stand up against a gang of ruthless grasshoppers. A young Panettiere voiced Dot, the small but feisty princess of Ant Island, who confronts her fears and has a hero moment. In 2000, Panettiere earned a Grammy nomination for best spoken word album for children for “A Bug’s Life Read-Along,” making her one of the youngest nominees for a Grammy in any category.

Nvidia earnings, Jackson Hole to test pillars of stock rally

N

vidia’s earnings report and the Federal Reserve’s Jackson Hole ​symposium will test the assumptions behind this year’s stock market rally, offering clues on whether the AI-driven surge in equities can withstand rising uncertainty ‌over growth and interest rates. Global bond yields surged last week, sending the 30-year Treasury yield to its highest level since 2007, pressuring stocks and raising concerns about borrowing costs for households and companies investing heavily in AI infrastructure. The Treasury Department’s efforts to calm markets by doubling buybacks for long-dated debt offered only brief relief, with yields rebounding on Thursday, sharpening focus on the August 27 to August 29 event in Jackson H ​ ole to see how Fed Chair Kevin Warsh communicates policy in an environment where guidance has been dropped. “All eyes are going to be pointed towards Jackson ​Hole ... because there’s still not a whole lot of clarity. You see that with the bond market today,” said David Wagner, head of equities at Aptus Capital Advisors. The S&P 500 (.SPX), is down last week and about 2% below its record high, as rising Treasury yields fuel worries about borrowing costs, weighing on ​semiconductor stocks and dragging the Philadelphia chips index (.SOX), down some 5% for the week. Nvidia reports amid market jitters Nvidia (NVDA.O), whose chips underpin much of the AI infrastructure buildout, reports second-quarter results ​on August 26. The company has become a proxy for the broader AI ecosystem spanning chip makers and companies financing the rapid expansion of data center capacity. He rattled markets after the July meeting provided few hints about how policymakers might respond if inflation remains stubbornly elevated. “The tape risk is real ​here,” said Will Sterling, chief investment officer ​at TritonPoint Wealth. “My base case is he’s going to be reinforcing his data-dependent framework and saying, ‘watch the numbers’. ‘Attacked’ by Trump on trade, Canada is ‘at war’ with US, Carney says By IAN AUSTEN

T

he morning after he pulled negotiators from trade talks in Washington and set off a new round of U.S. tariffs, Prime Minister Mark Carney called the U.S. proposal “a bad deal” and said Canada was “at war” with the United States. “We’ve recognized from the start that America has changed,” he said in an address to Canadians on Saturday. “We recognize that sometimes, its signature is written in pencil.” “We cannot accept what they offered and we will not give what they asked,” he added. “We were not prepared to compromise Canada’s sovereignty or undermine our key industries.” In a muscular, 22-minute speech that let Canadians — and Americans — know exactly where he stands, Carney said that Canada was under attack by President Donald Trump’s punishing tariffs. “You’re at war when you’re attacked, and we got attacked,” Carney said. But unlike his electrifying speech at Davos that spoke of a rupture in the world order, Carney explicitly named the United States as an aggressor and a threat to Canada and the global economy. The latest U.S. tariffs, he said, “are designed to hurt and divide us. They are a miscalculation because Canadians will always take care of each other. We know we’re stronger together.” On Friday night, Carney blamed unspecified last-minute demands for the collapse of negotiations, saying that they were “unfair, uneconomic and called into question the reliability of any deal.” Minutes later, the United States went ahead with previous plans and introduced 50% tariffs on $20 billion worth of Canadian exports. Carney immediately promised that Canada will retaliate “dollar for dollar.” On Saturday, he said that U.S. negotiators “asked too much and offered too little.”

It also offered little for companies that make products the United States deems to be primarily aluminum or steel — a category that ranges from antennas to snowmobiles. Those products currently face 25% tariffs. Carney’s decision to stand up to President Donald Trump and walk away from negotiations is the latest fracture in the once-close ties between the countries. The relationship has drastically deteriorated since Trump returned to office, where he has targeted Canada with tariffs, insulted its leaders and repeatedly proposed that it be annexed as the 51st state. As he did on Friday night, Carney suggested on Saturday that Canada would now double down on its strategy of disengaging from the U.S. economy, expanding trade with other countries and diversifying Canada’s economy. “Last spring, I warned that America is trying to break us so that they can own us, and I promised: ‘That will never, ever happen,’” Carney said. “We are keeping that promise. Canada is becoming stronger and less dependent on America.” Unlike the previous tariffs, the new

U.S. measures affect a more varied array of business sectors, although they disproportionately target building materials like plywood as well as tissue used for toilet paper, which are significant exports for the forestry industry. Canadian alcohol is also singled out. The new U.S. tariffs only cover a small portion of the $382 billion worth of products the United States imported from Canada last year, in part because they conspicuously avoid oil, gas and electricity imports. They also avoid potash, a key fertilizer not mined in large quantities in the United States. But many of the items hit with tariffs, such as men’s suits and honey, are often made by small to midsize companies that will likely be unable to withstand any significant loss of business. Trevor Tombe, a trade economist at the University of Calgary in Alberta, estimates that the new tariffs could cost upward of 90,000 jobs in Canada. Carney promised 25 billion Canadian dollars in financial assistance to affected companies. Exactly how Canada could retaliate without creating further headaches for Canadian businesses was not clear. Many manufacturers in Canada rely on supplies and materials which generally cannot be readily or economically purchased elsewhere. Canada’s much smaller economic footprint also limits its ability to inflict significant economic pain on the United States. Carney said that Canada was moving ahead on retaliation “reluctantly, because we recognize that it will raise costs and reduce choice for Canadians. Reluctantly, because we recognize that some U.S. companies and states are innocent bystanders in a dispute they did not want.” He added: “We take this step confident that it is in the best interests of Canada and that by rejecting a bad deal, by standing up for Canada and by focusing on what we can control, we will build Canada strong for all.” Carney said that Canada’s retaliatory tariffs will come into effect on Sept. 8 and will be focused on “steel, dairy, appliances, agricultural equipment, pulp and paper, electronics.” U.S. Trade Representative Jamieson Greer said on Fox News on Saturday morning that the Trump administration was “moving forward with measures that respond to Canadian retaliation.”

Comerío crowned Double-A champion after sweeping Yabucoa By THE STAR STAFF

T

he Pescadores del Plata of Comerío became champions of the Superior Double-A Baseball League on Saturday night by defeating the Azucareros of Yabucoa 2-1 at Yldefonso Solá Morales Stadium in Caguas. Comerío ended a 23-year wait and completed a 4-0 sweep in the Brava Lubricants Final Series. It was the first time since 2012 that a team dispatched its rival in four games in the federation tournament’s championship round. Star left-hander Luis Leroy Cruz pitched a complete game for the second time in the series to secure his second win and was named the Final Series MVP. He finished with a 1.00 ERA and tallied 26 strikeouts. Yabucoa scored first via a solo home run by Jan Hernández in the third inning, but Comerío came back to tie the game with an RBI single by Wilson Agosto in the fifth. The deciding run came in the sixth inning when Luis Fernando Colón singled in Kevin Ayala to make the score 2-1. Hernández’s home run was the only hit Cruz allowed in the game. The left-hander capped off his dominant perfor-

mance with 11 strikeouts and just one walk. Colón led the Pescadores del Plata offense, going 3-for4 with a run scored and an RBI. Reliever Marcos Santa took the loss for Yabucoa after allowing a run in one inning of work. He had relieved Arturo Martoral, who pitched 4.1 innings. Luis Dávila finished the game, pitching 3.2 scoreless innings with two strikeouts. The final out of the game came on a pop-up by Luis Pintor, caught at first base by Comerío’s Kevin Millet. Immediately, players, the coaching staff, and hundreds of Pescadores del Plata fans rushed onto the field to celebrate the championship. At the conclusion of the game, Puerto Rico Baseball Federation President Dr. José Daniel Quiles presented the championship trophy to Pescadores del Plata team owner Denny Figueroa. Also participating in the ceremony were Federation Vice President Carlos Príncipe, Executive Director Efraín Williams and Brava Lubricants Vice President Julio Rosa. Comerío Mayor Irvin Rivera was also in attendance. It was the first Double-A championship for standout manager Luis Matos, who delivered Comerío’s first Double-A title since 2003.

he baseball was beautifully struck, sending the crowd to its feet as it traced an arc above the outfield and disappeared over the fence. Some spectators swore they saw it graze the foul pole. So when the umpire ruled a foul ball, the crowd howled. The batter circling the bases stopped abruptly. A teammate barreled off the bench ready to tussle with the ump. But the call stood. It was May 6, 1887. Jim Whitney returned to the batter’s box, and his Washington Nationals played the rest of the game under protest. They lost, 2-1, to the Philadelphia Phillies. After the game, according to an article in The National Republican the next morning, angry fans surrounded the umpire “in a threatening manner, but wiser counsels prevailed, and, under the escort of two policemen, he was safely landed in the club house.” In baseball, arguing over which side of the foul pole a fly ball flew is a dispute almost as old as the sport itself, from Whitney’s wallop 139 years ago to a similar controversy Wednesday night in Baltimore. Pete Alonso, an Orioles slugger, thought he had swatted a go-ahead home run 20 rows deep into the left-field seats at Camden Yards. And it looked that way on video, too. But umpires ruled that the drive did not stay inside the foul pole, leaving Alonso standing in the base path pleading, “That’s a fair ball.” As Major League Baseball has embraced the technology age — adding replay review, pitch-calling devices, an automated ballstrike challenge system and cameras tracking each pitch, swing and biometric movement — it has not yet figured out how to accurately rule, in real time, on fly balls crossing above the foul pole.

“It takes one of those moments to be like, ‘Hey, maybe we should add something,’” Cleveland Guardians outfielder Steven Kwan said, contemplating a modern fix for a century-old problem. “If they can do it in tennis, I’m sure they can do it here. Unfortunately, you need one of those moments to make it a discussion. Maybe this is that.” Orioles players raised a question Wednesday that quickly became a talking point across baseball. Why doesn’t MLB use Hawk-Eye technology — a system installed in stadiums that uses a series of cameras to provide precision tracking across various sports — to determine if home runs are fair or foul? The league already uses the tech for Statcast data. Why not further broaden its use? “I know managers have talked about that at the winter meetings,” Toronto Blue Jays manager John Schneider said. “Every stadium has Hawk-Eye. It’s pretty easy to just shoot it up the foul pole. We’ve got a lot of technology, and we got ABS this far off the zone, and we can’t do that?” The answer, however, might be that Hawk-Eye technology cannot accurately determine a fly ball’s exact flight path. A league source, speaking on the condition of anonymity, said it would be an elongated process “to develop, test and install tech for this purpose,” and that, using the existing infrastructure, Hawk-Eye data above the foul pole is “unlikely to be accurate that far away from the field.” That did not stop Alonso and Orioles manager Craig Albernaz from pointing out to reporters after Baltimore’s 5-3 loss on Wednesday that the hit tracker on the league-issued iPads in the home dugout showed Alonso’s long fly staying in fair territory.


The San Juan Daily Star “The system isn’t designed for those calls and doesn’t have multiple cameras focused on those areas,” the league source said. “Instead, the system uses a projection based on the data it collects from the first part of the ball’s flight to estimate the rest of its path. “This doesn’t adequately account for things like wind. In addition, there would still be a margin of error.” Umpires say that calls around the foul pole are among the toughest to get right. Multiple retired MLB umpires said the best sightline on down-the-line homers might be from second base, or the base opposite the ball’s flight path. Those umpires have a better view of whether the ball cut in front of or behind the pole. Yet it was third-base umpire Will Little tasked with making the call in Alonso’s at-bat. There is yet another variable: the pole itself. Foul poles are not a uniform height across the majors. The league recommends teams have 90-foot poles, but that is not a requirement. One former umpire, speaking on the condition of anonymity to preserve relationships in the game, said many in his profession have long advocated for the foul pole to be at least 3 feet wide. The thinking is that making a judgment is easier, even if it doesn’t strike the pole. “If you polled everybody, they’d say, ‘Make them wide. behind a screen. And it’s like, the highest-priced tickets in the ballpark are behind a screen. Now there are screens everywhere.” Ultimately, MLB might just decide that making a change is not worth the trouble. Controversial down-theline home run calls are minimal to begin with, and most missed calls on those plays can be easily corrected on replay. Some, like Alonso’s, are not so black and white. In Baltimore, umpires said the call on the field stood upon review, indicating that the replay crew in New York was unable to confirm its accuracy one way or the other. Even with the benefit of slow-motion replay and numerous camera angles, some situations stupefy. A ball can look fair in one replay and foul in the next depending on camera positioning. “It seems odd to me that we don’t have cameras on foul poles,” Guardians manager Stephen Vogt said. “That’s the one thing that is not different in every ballpark.” New York Yankees manager Aaron Boone acknowledged that while it’s natural to want to use every available tool to get calls right, it’s likely more complicated than a quick install that fixes everything. “That’s a little above my pay grade,” Boone said. Said Alonso, the aggrieved party in this controversy: “I feel like we could easily have a laser.”

uerto Rico defeated Costa Rica 3-0 (25-20, 25-15, 25-15) at Prof. Ricardo Gioriver Arias Volleyball Palace for its first win at the 2026 Women’s NORCECA Continental Championship in Santo Domingo, Dominican Republic on Saturday. With the victory in Group B, Puerto Rico regained its momentum after dropping its first match of the tournament to Cuba in five sets on Friday, but also gave playing time to athletes who had not yet seen action, per coach Juan Carlos Núñez’s plan. “After the loss on the first day, we needed to find our rhythm,” Núñez said. Puerto Rico (1-1) was to close out the group stage on Sunday against the Dominican Republic, while Costa Rica (0-2) was to face Cuba. The winner of each group will advance directly to the semifinals. Puerto Rico held the advantage in all three scoring fundamentals, outperforming Costa Rica in attacks (43-26), blocks (9-5), and serves (7-3). Both teams committed 16 errors. Ivania Ortiz led Puerto Rico -- and all scorers -- with 11 points, tallying seven attacks, a block and three aces.

Decelise Champion contributed nine points (six attacks, two blocks and an ace), while Ana Jusino added seven points (six attacks and an ace). Lakysha Thompson and Sofía Arroyo scored nine points each for Costa Rica.
