uerto Rico’s temporary generation project was at the center of a scandal last week after the Financial Oversight and Management Board disclosed that ERock, formerly known as Enchanted Rock, said its name and signature were used without authorization in the Puerto Rico Electric Power Authority’s (PREPA) $5.8 billion emergency‑power contract. In an Aug. 7 letter to Third‑Party Procurement Office (3PPO) President Osvaldo Carlo Linares, the oversight board’s executive director, Robert F. Mujica Jr., said the allegation is “extremely troubling” and has prompted the board to consider revoking its approval of the contract and referring the matter to authorities. The oversight board emphasized that Enchanted Rock’s participation was a key factor in determining that the seller consortium had the technical and financial capacity to deliver 400 megawatts of temporary generation. The board’s warning comes as the project shows no signs of progress. Fifty‑seven days after the contract was exe‑ cuted on June 10, PREPA has reported no installation work at the Aguirre power plant, no completed milestones, and no delivery of the required $1.18 billion performance bond. PREPA also confirmed that the seller requested a schedule extension, which the utility denied. In a statement, ERock confirmed it was never a party to the project. “ERock is not a party to the temporary power generation project referenced,” the company said. “We have become aware that our company’s name and signature were used without our authorization in connection with this procu‑

rement. We have reported this matter to the Independent Third‑Party Procurement Office and are cooperating fully with their review.” The oversight board said ERock’s confirmation raises serious questions about how the contract was executed and whether misrepresentations occurred during the procurement. The board’s letter outlines a troubled history. The original emergency‑generation solicitation in March 2025 collapsed amid regulatory objections and legal challenges. A second solicitation in July 2025 produced three finalists, Power Ex‑ pectations, Gotham and Javelin, but PREPA waited six months before submitting the proposed contract to the board, despite the island’s ongoing generation shortfall. During its review, the oversight board found significant deficiencies: unenforceable milestones, weak delay remedies, inconsistent bid‑bond valuations, including a $300,000 surety bond for a multibillion‑dollar project, and a financing mo‑ del dependent on PREPA receivables despite no guaranteed runtime. The board also noted that Power Expectations and Reyes Contractor lacked experience with utility‑scale projects and had limited financial capacity, making Enchanted Rock’s involvement essential. Although the oversight board ultimately granted con‑ ditional approval in May 2026 due to Puerto Rico’s urgent need for generation, it required strict revisions. Those were incorporated before execution on June 2. But two days after the contract was signed, Power Ex‑ pectations informed PREPA that Enchanted Rock no longer wished to participate and that its interests had been assigned to Flotek Industries of Houston. PREPA later confirmed the substitution. In social‑media posts, Carlo offered a sharply different account of the controversy. He said Power Expectations had a valid representation agreement allowing it to sign contracts on Enchanted Rock’s behalf in Puerto Rico and that PREPA received a corporate resolution identifying the authorized sig‑ natory. The contract, he said, was executed through DocuSign. Carlo argued that the dispute arose only after Enchanted Rock reorganized under a new parent entity, “E Rock,” and later questioned whether the consortium still had authority to sign. He described the matter as a legal disagreement between private companies -- one he believes is now moot because Enchanted Rock is no longer part of the contract. He also defended the broader procurement, noting that Puerto Rico’s emergency‑generation deficit forced the Puerto Rico Energy Bureau to issue a solicitation with unusual terms: no minimum‑use guarantees and payment only for energy consumed. Carlo said those conditions made the market extremely narrow and that Power Expectations was the only bidder able to meet all requirements.

Governor activates agencies to support all 78 towns amid drought

n light of the persistent drought forecast for the island -- which has reached the “extreme drought” category in some regions -- Gov. Jenniffer González Colón announced on Sunday the launch of a large-scale government mobilization effort. Secretary of State Rosachely Rivera Santana is overseeing the logistics of coordination between agency heads and municipalities, all while the administration simultaneously executes multi-sector

drought mitigation strategies, secures definitive legal victories regarding the electrical grid, and oversees a historically successful start to the school year. During Sunday’s “Weekly Briefing” press conference, Rivera Santana and Energy Czar Josué A. Colón Ortiz -- who also serves as executive director of the Public-Private Partnerships Authority -detailed the government’s response aimed at protecting reservoirs and ensuring a reliable supply of potable water for the public.

Massive deployment of agency heads to municipalities As a cornerstone of the government’s response to the 48-hour scheduled service interruption plan implemented by the Aqueduct and Sewer Authority (PRASA) to protect water levels at the Carraízo Reservoir, the governor activated the Interagency Plan for Municipal Support. Under the direct coordination of the secretary of state, the strategy assigns a specific agency head or public corporation director to each municipality. Those officials serve as direct liaisons, channeling urgent needs, overseeing the distribution of emergency water stations (“oases”), and expediting technical solutions in collaboration with mayors and municipal teams. Other government initiatives addressing the drought include: Community cisterns and ‘oasis’ stations in public housing Juan Rosario Hernández, head of the Public Housing Administration, directly coordinated the installation of community cisterns to mitigate the impact on high-density housing complexes. In the first phase, work began at the Las Margaritas (20 cisterns, 1,000 gallons each) and Las Casas (six cisterns) complexes in San Juan. Concurrently, potable water was distributed directly to residents of the island’s largest public housing complex, Residencial Luis Lloréns Torres, with logistical support from the Puerto Rico Fire Department.

Advanced scientific monitoring of aquifers To protect groundwater supplies, the Department of Natural and Environmental Resources is strengthening monitoring of the southern aquifer and the Rasa well in partnership with the U.S. Geological Survey to prevent saltwater intrusion. These efforts include field inspections and the use of drone technology to continuously assess bodies of water in vulnerable areas. Consumer protection and economic stability The Department of Consumer Affairs is maintaining strict price-freeze orders for items, equipment and services related to water management. Additionally, the Department of Economic Development and Commerce is offering a financial incentive of up to $5,000 to small and midsize enterprises affected by the reduction in potable water supplies caused by the drought. Municipally endorsed scheduled service interruption plan As a responsible measure to preserve the Carraízo Reservoir, a plan for scheduled service interruptions in alternating 48-hour cycles was established in consensus with the affected mayors. The plan took effect last Friday in sectors of San Juan, Carolina, Trujillo Alto, Canóvanas, Loíza, Gurabo, and Juncos with daily monitoring maintained by PRASA.

UPR Río Piedras postpones start of classes, will implement alternative measures due to water rationing By THE STAR STAFF

ayra Charriez Cordero, interim chancellor of the University of Puerto Rico’s (UPR) Río Piedras Campus, announced over the weekend the postponement of the start of the first semester of the 2026-2027 academic year to Monday, Aug. 17. “Furthermore, for the duration of the state of emergency, courses will be offered via alternative teaching methods,” Charriez Cordero stated in an institutional memorandum reported on Saturday. “In the coming days, the Office of the Dean of Academic Affairs will issue a communication outlining its plan to support and assist faculty members in designing

syllabi and implementing strategies to facilitate the teaching process using alternative methods while the state of emergency remains in effect.” Charriez Cordero noted that the decision is a response to water rationing. Several campus buildings require water for cooling systems. The Central Chilled Water Cooling Plant, upon which some 25 buildings depend, requires a continuous water supply to operate. The campus has a storage capacity of approximately 250,000 gallons -- an amount that, primarily due to the Central Plant’s consumption, allows for only about one day of operation. Alternatives for meeting this need through external resources face two signifi-

cant limitations: a lack of sufficient financial resources to sustain the high cost of acquiring and transporting water, and the market’s limited capacity to guarantee a continuous supply of the some 250,000 gallons per day required for our operations. The challenge is compounded by the priority that must necessarily be given to essential services during an emergency of this nature. “The Executive Order itself establishes that potable water must be used primarily for public consumption and the provision of essential services,” the interim chancellor stated. Genera seeks approval of water facility to protect power plants By THE STAR STAFF

G

enera PR, the private operator of Puerto Rico’s legacy power plants, has asked the Puerto Rico Energy Bureau (PREB) to approve a major water‑treatment project aimed at protecting the island’s electrical system during ongoing droughts. The request was filed on Aug. 6 as part of the review process required before any Federal Emergency Management Agency (FEMA)‑funded project can move forward. The filing came shortly after Gov. Jenniffer González Colón declared a state of emergency due to severe drought conditions and low reservoir levels, and implemented water rationing across the island. Her executive order warns that the lack of water threatens essential services, including electricity generation, and calls on government agencies to take urgent action to protect public health and safety. Genera is seeking permission to submit a proposal to FEMA for a new reverse‑osmosis water‑treatment facility that would produce at least seven million gallons of treated water per day. The facility would be built either at the San Juan Power Plant or the Palo Seco Power Plant. According to the filing, the project

would restore systems damaged during Hurricane Maria and create a more resilient, independent water supply for critical generation units. The company explains that the existing water‑treatment systems at both plants were weakened by the 2017 hurricane and have continued to deteriorate. They are vulnerable to storms, drought, electrical outages and failures in the Puerto Rico Aqueduct and Sewer Authority’s (PRASA) network. Because the plants are among PRASA’s largest industrial water users, Genera argues that building an independent treatment facility would reduce pressure on the public water system and help keep electricity production stable during emergencies. The proposed project includes restoring damaged equipment, building a modern reverse‑osmosis system, adding flood and wind protection, installing backup power, and creating redundant pumping and control systems. The facility would support essential plant operations such as boilers, cooling systems, emissions controls and emergency water reserves. The estimated cost ranges from $95 million to $165 million, depending on the final design and location. Under a 2021 PREB order, PREPA and Genera must submit any FEMA‑funded project to the energy regulator at least 30 days

before sending it to the Central Office for Recovery, Reconstruction and Resiliency or FEMA. Genera is asking for expedited review because of the drought emergency declared by the governor. If the PREB approves the proposal, it will move to FEMA for evaluation under the agency’s Public Assistance program, which combines disaster restoration with hazard‑mitigation funding.

Puerto Rico enacts mandatory restitution for illicit enrichment cases By THE STAR STAFF

ov. Jenniffer González Colón has signed into law a new measure that strengthens the island’s anti‑corruption efforts by requiring mandatory restitution in cases of illicit enrichment involving the misuse of public information. The statute, now designated as Law 155‑2026, amends Article 250 of the Puerto Rico Penal Code and removes judicial discretion when a public official obtains a personal benefit through confidential information acquired in the course of public duties. The legislation, originally filed as Senate Bill 171 and sponsored by Sen. Ada Álvarez Conde, targets conduct in which current or former public officials use privileged government data for personal gain or to benefit third parties. While the Penal Code already penalized the misuse of public information with a three‑year prison term, the new law establishes an eight‑year

fixed sentence when the individual successfully obtains the benefit sought. Under the amendment, restitution becomes an automatic component of the sentence. Previously, courts retained discretion to impose restitution in illicit enrichment cases, even though

other corruption‑related offenses had already been updated to require it. Restitution, defined in Article 58 of the Penal Code, obligates offenders to compensate victims for losses caused by the crime, whether through monetary payment, services, or the return of unlawfully obtained property. The legislative findings note that while recent reforms, such as those enacted under Law 76‑2022, mandated restitution for offenses including unlawful use of public services, property damage and bribery, illicit enrichment had not been included. Law 155‑2026 closes that gap, ensuring that individuals who profit from confidential government information must repay the value of the benefit as part of their sentence. Supporters of the measure argue that mandatory restitution strengthens accountability and reinforces public trust in government institutions. The law took effect immediately upon the governor’s signature.

Arecibo adds Braille signage across municipal offices to strengthen accessibility By THE STAR STAFF

he municipality of Arecibo has begun installing Braille signage throughout its public offices as part of a broader effort to make local government facilities more accessible to residents who are blind or have low vision, Mayor Carlos R. Ramírez Irizarry announced Sunday. Ramírez Irizarry said the initiative reflects his administration’s commitment to building a more inclusive public service environment. The new signs will allow visually impaired residents

to identify offices and service areas independently, improving navigation inside municipal buildings and supporting safer, more efficient access to services. “This initiative will allow people who are blind or have visual disabilities to identify offices and service areas autonomously, facilitating their orientation within our facilities and promoting agile, safe and dignified access to municipal services,” the mayor said. Ramírez Irizarry visited the installation process alongside Jesús Rosario Cruz, a messenger in the General Services division.

Municipal officials described the project as a significant step toward eliminating barriers and fostering a culture of inclusion in government spaces. The addition of Braille signage, they noted, ensures that all residents can exercise their right to public services on equal terms. “A truly inclusive city is one that thinks of all people from the very beginning,” Ramírez Irizarry added. “Installing Braille signage is more than an infrastructure improvement; it is an expression of respect, sensitivity and our commitment to guaranteeing equal access to municipal services.”

After Supreme Court win, Trump officials under pressure to deport Haitians By MADELINE NGO and HAMED ALEAZIZ

T

he Trump administration is facing pressure on the right to ramp up arrests of about 350,000 Haitians who recently lost their legal status after the Supreme Court cleared the way for termination of a humanitarian program allowing them to live and work in the United States for years. The Department of Homeland Security has so far focused its enforcement efforts in the Springfield, Ohio, area, where a large group of Haitians with Temporary Protected Status arrived in recent years. At least 50 Haitians have been called into immigration offices and given ankle monitors in recent days, according to advocacy groups. But logistical challenges to deporting such a large group to an unstable country, and a lack of internal guidance within Immigration and Customs Enforcement, have complicated the effort. Some Republican politicians have also voiced concerns about the impact on certain industries if Haitian workers were deported en masse. Some ICE officers have expressed confusion to colleagues about whether they can pursue the Haitians and sought guidance on whether they can make arrests quickly, according to a person familiar with the matter who was not authorized to speak publicly. The absence of visible raids aggressively targeting Haitians across the country since the department effectively ended the protections July 27 has frustrated some of President Donald Trump’s most fervent supporters. Some of them already see Homeland Security Secretary Markwayne Mullin as soft on immigration enforcement. “The airplanes and the buses should have been ready,” said Steve Bannon, a MAGA podcaster and former senior aide to Trump. “One hundred percent of the Haitians should have already left the country. It’s unacceptable they’re not.” The issue exemplifies the difficult balancing act Mullin has faced since he was installed to lead the Department of Homeland Security. He was tasked with bringing order back to the department after the fatal shootings of two U.S. citizens in Minnesota spurred public backlash against Trump’s immigration crackdown. But Mullin’s moves to scale back some tactics have been met with fury by hard-liners who have expressed skepticism about the administration’s commitment to delivering on its pledge of mass deportations. Feeling the pressure, federal officials have rejected the claims and at times backtracked their changes. A DHS spokesperson said in a statement that the department does not discuss ongoing or future operations and encouraged people who have lost protections to self-deport. Mullin told NewsNation this past week that the department was “going after” Haitians who have lost status and emphasized that the program was intended to be temporary. “We are giving them an opportunity to either leave on their own and we’ll help you, or we’ll arrest you and send you back,” Mullin said. A federal judge took the final step Wednesday allowing the Trump administration to officially terminate the protections for Haitians, which came after the Supreme Court’s June 25 ruling cleared the way for the administration to end TPS programs. The Trump administration has sought to wind down the humanitarian program, which was created by Congress and signed into law by President George H.W. Bush in 1990.

(Kenny Holston/The New York Times) The administration has moved to end about a dozen TPS programs, which are meant to help foreign nationals who cannot safely return home because of armed conflict or natural disasters in their countries. The protections became all but permanent for nations with continued crises. The administration’s intention to terminate the programs has upended the lives of more than 1 million TPS holders, including workers who have filled crucial jobs in industries like healthcare, construction and transportation. Homeland Security officials have considered TPS for Haiti as effectively over since July 27. But ICE’s enforcement actions have been relatively quiet so far. Guerline Jozef, executive director of the Haitian Bridge Alliance, an immigrant rights nonprofit, said she had not heard about enforcement actions ramping up outside Springfield in other regions with large populations of Haitian TPS holders, such as South Florida and New York. In the Boston region, which also has a large Haitian population, other advocacy groups said they had not heard about people receiving ankle

monitors in recent days. It is easy for immigration agents to find and arrest Haitians who have lost their temporary status, given that the government has their addresses. Deporting them, however, poses a bigger challenge. The federal government has banned commercial flights to Port-au-Prince, Haiti’s capital, because of the risk of violence; gangs control most of the city. Nearly every deportation flight under the Trump administration has instead been routed to CapHaitien, a port city with a smaller airport that has less capacity to handle more arrivals, said Savi Arvey, whose research team at Human Rights First, a nonprofit, monitors deportation flights. Security risks involved with sending more deportation flights to Haiti could complicate the administration’s ability to quickly ramp up removals, Arvey said. The United States has sent one deportation flight a month to Haiti since December 2023. The last removal flight landed in Cap-Haitien on July 16 with more than 100 deportees. It could also take months or years for many cases to go through the immigration court system, further slowing deportations. Some Haitians could be deported relatively quickly, including those with final orders of removal who have been able to legally stay in the United States with Temporary Protected Status, said Kerry E. Doyle, a partner at Green & Spiegel who was the top ICE lawyer in the Biden administration. But others still have the right to have their cases heard by an immigration judge, a process that could take years. Only a handful of TPS programs are still valid, including those for El Salvador, Lebanon, Sudan and Ukraine. The administration has not announced plans to end TPS for El Salvador, which expires in September and provides protection to about 170,000 people. But Trump and his officials tried to do so in his first term. Federal judges on Friday cleared the way for the administration to end TPS for Myanmar and South Sudan. Terminations are still paused for Somalia and Ethiopia, but those countries are also expected to lose their designations. The protections for Haitians were first put in place by the Obama administration in 2010 after a devastating earthquake. The program was repeatedly extended after Haiti struggled to fully recover, and its last elected president was assassinated in 2021. Advocacy groups said that many Haitians who have lost status are now trying to remain in hiding and seek legal advice to figure out if they qualify for immigration benefits like asylum. Many are choosing not to voluntarily return to Haiti, given the escalating violence by gangs that control much of the capital and have attacked, kidnapped and killed civilians. In an interview, a Haitian woman in Philadelphia in her 20s said she had been on edge since she lost temporary status and could no longer legally work. “I’m scared for my life,” said the woman, who spoke on the condition of anonymity because of fears she could be targeted by immigration officers. She said she had mostly stayed inside to avoid encounters with ICE officers, and she feared returning to Haiti, where she had few family members left. “There is not a safe way for anyone to be deported to Haiti right now,” said Jozef of the Haitian Bridge Alliance. “That’s not a choice that people can make.”

A

bitterly divided Senate narrowly confirmed Todd Blanche as attorney general on Saturday, elevating President Donald Trump’s former defense lawyer who has presided over a Justice Department that has ceded much of its independence to the White House. Blanche — the No. 2 official at the department who has served as acting attorney general since his predecessor, Pam Bondi, was fired in April — was confirmed after a bruising battle that centered on concerns about his ability and willingness to rein in Trump. But as they have time and again during Trump’s second term, Republicans ultimately swallowed their reservations and fell in line behind the president’s wishes. The vote was 50-49, with two Republicans, Sens. Susan Collins, R-Maine, and Lisa Murkowski, R-Alaska, joining all the chamber’s Democrats in opposing the nomination. Both said they had fears that the Justice Department had become increasingly political and that Blanche would do little to stop any further erosion of its independence from Trump. Their dissent briefly cast Blanche’s nomination in doubt given Republicans’ narrow Senate majority. But a third skeptical Republican, Sen. Bill Cassidy, R-La., threw his support to Blanche on Friday, effectively salvaging his bid. “The choice is not between perfection and Mr. Blanche,” Cassidy, who lost his reelection bid to a Trump-backed primary challenger this year, said in a speech on the Senate floor. “It is between Mr. Blanche and another acting attorney general, who may

(Kenny Holston/The New York Times) not run the department effectively under President Trump.” Murkowski said that she had reached the opposite conclusion. “The country needs an attorney general who will check the worst impulses of this administration,” she said in a statement. “I hope Mr. Blanche is able to achieve that if confirmed, but I simply do not have confidence that will be the case.” Blanche, who, on social media, thanked the Senate for staying late, faced a rocky path to confirmation that centered largely on his involvement in an agreement he brokered to settle Trump’s lawsuit against the IRS. The deal included lucrative tax immunity protections for the president and his family, and the creation of a $1.8 billion federal

fund Trump has championed to pay people who claimed they had been victims of government persecution, potentially including those charged in connection with the Jan. 6, 2021, attack on the Capitol. Those issues came to encapsulate broader concerns over the direction of the Justice Department in the Trump era. Critics and former officials have said that Blanche, far from being a moderating force, has demolished safeguards that once ensured departmental independence in leadership roles. Senate Minority Leader Chuck Schumer criticized the confirmation as enabling corruption. “Senate Democrats will continue fighting against the Trump administration’s assault on the rule of law and undermining of democratic values,” he posted on social media. Republican senators were particularly dismayed over the creation of the $1.8 billion fund, and both Collins and Murkowski cited Blanche’s involvement as a reason for opposing his confirmation. They also took issue with the immunity from tax audits given to Trump, two of his sons, and his businesses in the resolution of the IRS lawsuit. “Mr. Blanche approved an order to shield the president, his sons, and the family business from IRS audits, protections unavailable to other American taxpayers,” Collins, who is running for reelection in a state that Trump lost in 2024, said in a statement this week. Trump had urged Senate Republicans to swiftly confirm Blanche. But he had also suggested that he would rather postpone the nomination and leave him as acting attorney general indefinitely than give up the immunity protections or commit to killing what he called the “anti-weaponization” fund, which as recently as this week he said he wanted to revive. The issue has dogged Blanche for weeks. The Judiciary Committee delayed advancing his nomination to the full Senate last week after two Republican senators, John Cornyn, R-Texas, and Thom Tillis, R-N.C., raised questions about the $1.8 billion fund, which Blanche had said would not move ahead, and the extraordinary immunity from tax audits given to Trump and his businesses in his resolution of the IRS lawsuit. After days of negotiation, Blanche last Sunday night provided written assurances that the fund was dead and that the immunity for the president would be narrowed, and Cornyn and Tillis dropped their objections. But while Cornyn and Tillis focused their

demands on the terms of the settlement, both Murkowski and Collins made a much broader case that Blanche’s participation in the plan’s creation was itself disqualifying. Murkowski said that she also worried that Blanche’s commitments could be undone and the fund could too easily be restored after his confirmation, a concern shared by many critics. “I am also keenly aware that the department’s nearly $2 billion dollar slush fund — which likely would have rewarded Jan. 6 protesters — is only off the table because this nomination is pending and the Senate has leverage,” she said. “Once we vote, that will end, and there is no telling what the future holds.” She also cited the department’s handling of the release of the Epstein files, which Blanche oversaw. Both Murkowski and Collins, who are supporters of abortion rights, referenced Blanche’s telling anti-abortion groups that he would take a hard line in enforcing the Supreme Court decision overturning Roe v. Wade. In his speech Friday, Cassidy criticized Blanche’s involvement in negotiating the fund and the audit protections, calling it “poor judgment.” But he said that discussions with Blanche led him to believe that the acting attorney general viewed those decisions as mistakes. Cassidy said that he had been influenced in part by Trump’s threat to keep Blanche as the acting attorney general indefinitely, effectively ignoring any resistance from Congress. The senator said he believed a Senate confirmation vote would give Blanche “greater leverage to push for things that should be pushed for” than he would have if he continued in an acting capacity. He cited Blanche’s support from William Barr, who served as attorney general during Trump’s first term but resigned rather than promote or investigate the president’s lies about the 2020 election. Barr, who has established himself as an informal adviser to Blanche, has argued in private meetings with senators that Blanche has the temperament, access and approach to quietly mitigate the president’s demands. Barr’s own efforts to counter Trump were intermittent and had mixed results. Cassidy, who has become more openly critical of the president since his election defeat in May, said his views about Trump did not factor into his decision about Blanche. “I have a history with Mr. Trump,” he said, “but that history does not matter one bit.”

A

re we looking at a socialist revival in American politics? A mashup of political analysis since Zohran Mamdani was elected mayor of New York City would have you believe that we are living in either the golden age of leftism or that the communists are coming. That might one day be our electoral reality, but not today. Yes, a lot of left-leaning candidates did well this past week, with notable primary victories in Michigan and Kansas. But a lot of moderate Democrats also won their races. Some of the winning candidates had a lot of money to spend. Others were running at an extreme financial disadvantage. But the best of them are running campaigns that acknowledge that to win, Democrats are going to have to organize voters — not just fundraise off them. The Democratic Party has a deep structural problem. It is standing in the shadow of a past it yearns for and a future it has not yet built, and, at the moment, the progressive wing appears to be the only side that realizes it. Establishment Democrats may want to fight about the electability of left-wing candidates, but the party has bigger fish to fry. Labor unions and civil rights organizations are the twin engines of Democratic electoral power. Labor reliably delivered working-class men in the decades after the New Deal, serving as Democrats’ arterial vein in rural areas and the industrial Rust Belt. Civil rights organizations have, of

course, reliably and relentlessly delivered the Black vote — and kept Democrats competitive in the South — since Lyndon B. Johnson, a Democrat, signed the Civil Rights Act. Those two groups have long been a stopgap for middling Democratic candidates and muddled Democratic messaging. What’s most important to understand is that, now, six successive decades of economic, legal, political and cultural challenges have made it difficult, if not impossible, for unions and civil rights groups to do that job. Black civil rights organizations, in particular, have long worked hard to organize for the Democratic Party. They don’t just march to the polls. They cultivate voters, translate national platforms into local messaging and train candidates and staffers. The party’s electoral workhorses have been the Black women who keep the lights on in churches, drive the vans, canvass the communities, turn out the rallies and reliably deliver on Election Day. Black organizers in the South expected a Democratic cavalry after the Voting Rights Act was gutted by the Supreme Court. Instead, they feel abandoned. They look at conservative groups like Heritage Action and Turning Point USA and wonder what they could do with that kind of support. The percentage of workers who are in a union is also at a record low. Even if Democrats find a winning, centrist message to bring back working-class voters and energize the South, the churches, schools, union halls and volunteer societies that do the hard work of turning out the vote are under attack. Political strategist Atima Omara says there simply isn’t enough funding for grassroots organizers “to continue to do the necessary work to meet the moment.” The candidates shaking up the Democratic Party are trying to fill the gaps these groups no longer can. They are going into neighborhoods that traditional canvassing writes off because people aren’t registered to vote or they’re registered for the other team. They are merging old-school community relationship building with the best of digital data strategies, like microtargeting voters. When they talk about policy, they don’t just focus on blaming Donald Trump for every problem; they talk about issues that their potential constituencies tell them are important. In short, the latest crop of progressive candidates are campaigning like organizers. In doing so, they’re revealing weaknesses in the Democratic machine that have existed since Barack Obama ran for president — the first time. Starting in the mid-2000s, the Democratic Party adopted a position that retail politics was due for an internet upgrade. Turning up for church hall meetings was well and fine. But haven’t you heard that Americans are bowling alone? Better to email. Phone banking turned into text-a-thons, where volunteers sent millions of text messages to cellphones we had not yet learned to ignore. Canvassing was fine. But the future was turning every voter into an influencer with a customized donation link he or she would text to friends and family. By the time he became President Obama, the onetime organizer was the face of the Democratic Party’s tech-forward 21st-century electoral apparatus.

That apparatus felt like the future in 2008. It would be multiracial and progressive, without trying too hard. And it would empower the little people over big-dollar donors. Which is to say, it would privilege Democrats, not Republicans. By 2020, the Democratic advantage in digital campaigning was long gone. The GOP caught up, big time, while still growing its grassroots network. Democrats now had an internet problem — investing in tech innovations and not building their base between elections. As algorithms turned neighbors into unrecognizable partisans with crazy conspiracy theories, Silicon Valley abandoned the Democrats for Trump. Through it all, the frantic fundraising text messages just kept coming. The dog has caught its tail. Candidates with big war chests are finding that ad buys don’t guarantee victory. The people who are winning right now are organizing movements, not just raising cash. You see it in Michigan. Abdul El-Sayed upset the deeppocketed, establishment choice, Haley Stevens, by building a relational campaign on an economic populist message. ElSayed won, in part, by characterizing the $62 million in outside money that backed Stevens’ campaign as a sign of the political corruption that has activated the Democratic base. His army of 12,000 volunteers fueled a campaign that took what was once a nuclear position on AIPAC to 110 cities and 500 events. He has work to do with Black voters in the general election, but that doesn’t negate the fact that he overcame some pretty racist attacks and a huge spending deficit to clinch the nomination. You see it in Francesca Hong’s unabashed socialist campaign for Wisconsin’s governorship. Armed with around 7,000 volunteers who are methodically executing a DSAbacked ground game, Hong is ahead in the polls despite her political weaknesses. In Tennessee, Justin Pearson, a former organizer who once led a campaign that successfully halted a pipeline, is competing in a district redrawn to favor Republicans. Organizing taught him that you don’t just find a likely voter. You develop a likely voter, through direct communication and a softer touch with fundraising texts and emails. Organizers call that relational. Or, as one strategist put it to me this past week, talking with voters in a way that makes them happy to hear from the campaign. As the MAGA media empire starts to fracture, Democrats have an opportunity to seize momentum. Like it or not, Democratic grassroots organizations favor populist politics, which progressive ideology is primed to meet. That, in turn, attracts candidates who are younger and more diverse than the establishment. Not every campaign that exceeded expectations this past week is running from the left, but each one is running like candidates on the left. Strategic. Relational. Future-oriented. It’s always dicey to make election predictions. But if I were trying to read which way the wind is blowing for Democrats in 2026 and 2028, I wouldn’t be looking for a socialist wave. I’d be looking for the candidates who are thinking and running as if they know that bases are made of people, not dollars.

Can a gritty Spider-Man save the superhero movie?

I

n an early meeting to discuss the future of Spider-Man, director Destin Daniel Cretton and Tom Rothman, CEO of Sony Pictures Entertainment’s film division, debated the meaning of the word “grounded.” It seems straightforward, but Cretton needed to know before accepting the job. “If the intention was to go bigger, I definitely would not have done this movie,” Cretton said. The most recent live-action Spider-Man movie at that time had sent Peter Parker through the multiverse, where he had met versions of himself from alternate realities. In two broader Avengers films, he battled a towering purple alien alongside a wizard, a witch and a god. Cretton wanted something more intimate — a rawer, deeper cut of the web-shooting hero who is beloved by fans as much for his powers as for his rundown New York apartment and dysfunctional love life. These qualities stand apart from the spectacle and mystical forces of many comic-book films. But Cretton said he would not oversee a blockbuster dependent on those grander components, even if it were part of a billion-dollar franchise. The filmmakers and stars involved in “Spider-Man: Brand New Day” are betting that their creative choice for the movie, which ope-

ned July 31, will resonate. It still has action and awe, they said, including appearances from the monstrous green Hulk and a villain waho controls other people’s minds and bodies. But the film’s backbone, they said, returns Spider-Man, the alter ego of Peter Parker, to his roots: an isolated person who saves the day despite ordinary problems. With the superhero genre fixated as it is on nostalgic cameos and galactic conquests, Cretton thought the smaller scope would land, he said. “Stories can always find new ways to connect with people,” Cretton said. “And I think, right now, this movie speaks to a lot of things that are happening emotionally to young people in the world, and I hope they respond to that.” Four years after the events of “Spider-Man: No Way Home,” Parker (Tom Holland) is grieving and lost. His aunt was killed by a villain he tried to help, and to save the universe from several threats, the world — including his girlfriend, MJ (Zendaya), and his best friend, Ned (Jacob Batalon) — needed to magically forget he ever existed. Parker is thriving as Spider-Man but struggling in his personal life and monitoring old friends on social media. Those circumstances, Cretton said, became ingredients for a film about loneliness and the search for connection in an internet-ruled world. But after Marvel approached him to direct, he spoke with Holland, Zendaya and studio executives before committing. They also shared his vision. “With Destin, his first question is always, ‘The character, the character, the character,’” said Holland, who’s on his fourth Spidey outing. “When I found out that he wanted to not just make another ‘Spider-Man’ movie, but that he had this core message that was really important to him, I knew we were going to make a movie that was authentic, that would resonate with people, and ultimately, one that would be super relatable in a way that some of these movies aren’t.” Most recent superhero movies have prioritized scale over more intimate storytelling since the genre’s commercial peak a decade ago. Elaborate visual effects and universethreatening plots allow studios to market their theatrical releases as can’t-miss events, and

those characters, like the Avengers, are often among the most globally recognized by fans. But the box-office results have been uneven in the last three years. “Deadpool & Wolverine” was a hit; “The Fantastic Four: First Steps” and “Superman” posted respectable returns; “Supergirl” and “The Marvels” flopped. Gritty, urban crime-fighting stories like “The Batman” (2022) or a bloody, rustic Western like “Logan” (2017) can still succeed theatrically when executed well. But other characters defined by similar themes, like Daredevil and the Penguin, are comparatively ancillary and less mainstream. Studios have increasingly placed them on streaming services, where the format allows showrunners to develop them more fully with lower production costs and less marketing pressure. “Streaming can make a smaller but passionate audience more economically valuable, if not during a movie then over the course of a series” said Kevin Goetz, author of “How to Score in Hollywood” and founder of the entertainment research firm Screen Engine. Cosmic-level projects can still be emotional, Goetz said, but they must devote time to establishing their universes and explaining intricate lore. More grounded stories, he said, naturally bring the conflict closer to the character — family, identity, community, consequences — making it easier for audiences to imagine themselves in the hero. But regardless of the scope, the project needs to showcase human elements to succeed, he said. “It’s not just mythology-building at all costs — you have to have more than that,” Goetz said. “You have to care about your protagonist and antagonist.” Though Cretton is known for characterdriven filmmaking — he directed the 2019 legal drama “Just Mercy,” starring Michael B. Jordan — “Spider-Man: Brand New Day” isn’t Cretton’s first superhero assignment. He directed “Shang-Chi and the Legend of the Ten Rings” (2021) and was a co-creator of the recent Disney+ series “Wonder Man,” about a superhero whose powers could get in the way of his dream of acting. Rothman, of Sony, said the themes Cretton wanted to explore with Spider-Man felt relatable to Peter Parker and the audience. Keeping it contained felt right, he said. “It’s a lot harder if you’re out in outer space or other worlds to tether it to true emotional reality,” Rothman said, “but if you are going to do it, you have to be committed to it.” Trauma and loss were themes of the Spider-Man films of the early 2000s starring Tobey Maguire and of the 2010s outings with

Andrew Garfield. But they were not a cornerstone of Holland’s versions — “SpiderMan: Homecoming” (2017), “Spider-Man: Far From Home” (2019) and “No Way Home” — until the second half of the third movie. Kevin Feige, president of Marvel Studios, said it was important to fully address those themes in the new film. “Where Spidey thrives is not just in spectacle — it’s in spectacle and being very true to Peter’s story,” Feige said. “From the get-go, it was always going to be the focus. For the first time, he is alone, he is forgotten.” Spider-Man remains one of the most reliable franchises in Hollywood — two of the Holland-led movies grossed $1 billion each — and would probably succeed at the box office regardless of the direction it takes. Spider-Man is a versatile character, adaptable to any tone that filmmakers choose, said Douglas Wolk, a pop culture critic who wrote a book about Marvel. “Spider-Man is about just having to do the things that you are responsible for, or that you feel responsible for even if you are not,” Wolk said. “That is an engine that you can make any number of stories out of.” The new movie uses fewer visual effects than its predecessors, filmmakers said. But Cretton said he knew “Brand New Day” was working when he shot scenes with Holland and Zendaya. Their dynamic is heavy because Parker and the viewer are aware of their shared history, while MJ is not. Those scenes “feel every bit as powerful as a giant action sequence,” Cretton said. “It gives you as much of a gut punch and adrenaline rushes as an explosive fight scene, but it really is just the two of them in a room having a conversation.” To prepare for this Spider-Man, Holland said he scrolled Reddit threads and watched podcasts on YouTube to understand what fans craved. And the message, he said, was clear. “I think there was a real desire for people to not see him save the world again, but maybe save himself,” Holland said.

Inflation data to test record-setting US stocks, Fed rate views A sharp technology-led rally that has lifted the U.S. stock market to record peaks will be tested next week by fresh inflation data, which could build the case ​for the Federal Reserve to raise interest rates. The S&P 500 (.SPX), opens new tab this week posted its first all-time closing high in two months, propelled by tech and semiconductor shares that ‌had stumbled in between the record peaks. Over a four-session stretch ending on Tuesday, the benchmark index gained 5.75%, its biggest four-day surge since April 2025. Calming of U.S.-Iran tensions also buoyed stocks, with a pullback in oil prices alleviating some worries about inflation, ahead of the closely watched U.S. Consumer Price Index report due on Wednesday. Stocks gained on Friday after a weak U.S. jobs report lessened some concerns the Fed would need to raise rates soon. “The ​market has inflation anxiety,” said Matthew Miskin, co-chief investment strategist at Manulife John Hancock Investments. “We will see next week if the inflation data gives the market a sigh of relief.” The ​recent market upturn has pushed the S&P 500’s yearto-date gain to more than 13%. Corporate profit reports are surpassing lofty expectations for a second ⁠consecutive quarter, underpinning investor optimism about the backdrop for equities. “We’ve had some strong earnings, particularly from some of the bigger companies that needed to report good numbers,” said Matt Orton, chief market strategist at ​Raymond James Investment Management. At the same time, “a big part of the (July) sell-off was that positioning became way too crowded and expectations were too exuberant,” Orton said. “And so you saw that get worked off ​during the month.” CPI report on Wednesday The July CPI report comes on the heels of a Fed meeting that revealed divisions about how the central bank should handle inflation that has run above its 2% annual target for several years. Economists polled by Reuters expect CPI to rise 3.4% on a year-over-year basis. A 2.5% annual rise is projected for core CPI, which excludes the volatile food and energy components. “CPI coming down the last couple of months may be enough ​to prevent the Fed from hiking rates this year,” said Dominic Pappalardo, chief multi-asset strategist for Morningstar Wealth. “Should CPI snap back higher and come in above forecast on Wednesday, then I would ​expect stocks to sell off on that news.” This earnings season, investors are discovering that not every map leads to gold. The Fed held interest rates steady at its meeting last month, but three of 12 policymakers dissented in favor of a hike. Markets as of Friday were pricing in a ‌44% chance of a rate increase at the Fed’s next meeting in September. Those odds fell after data on Friday showed the U.S. economy unexpectedly lost jobs in July.

Investors eye yields, oil price volatility Concerns about persistently high inflation and Fed rate hikes have contributed to a rise in Treasury yields, which investors cite as a major risk to the rally in stocks. Higher Treasury yields can make bond investments more competitive with equities. Iran, holding firm to strait, steers Trump back to June deal By STEVEN ERLANGER

ran’s demands for reopening the Strait of Hormuz, as laid out in a statement Saturday, are largely what President Donald Trump had already agreed to do in the memorandum of understanding that was signed June 17 and quickly fell apart. But Iran sees control over the strait as its best chance of getting Trump to deliver on those promises — and is not willing to give it up just yet. For Iran, analysts suggest, denying Trump the ability to claim victory over the strait is the most efficient lever to persuade him to recommit to those agreements and to implement them. Keeping the strait largely closed keeps energy prices high and is also a way to ensure that Persian Gulf states, which depend on the strait for exports, will also encourage Washington to return to the memorandum. The level of mistrust between Iran and the United States is so high that Iran wants to ensure it gets the economic relief it has been promised, to enable reconstruction, before it gives up even partial control over the strait, said Esfandyar Batmanghelidj, founder of the Bourse & Bazaar Foundation, a think tank focused on economic diplomacy. “Iranian officials are concerned that if the strait opens, Trump would walk away from this conflict without feeling the need to resolve it,” he said. “They want to use the strait as a commitment mechanism to ensure Trump implements the various provisions of the MOU.” Ali Vaez, Iran project director for the International Crisis Group, compared the strait to a “sword of Damocles over Trump.” “Iran wants to front-load benefits without surrendering its main leverage, which is Hormuz,” Vaez said. On Sunday, Trump told Axios that he believes that Iran will eventually come around because of economic distress and inflation. All those demands, except for reparations, are spelled out in the 14-point June memorandum. Most of the agreement’s terms were violated within weeks, with even Trump declaring the deal “over.” The demand for reparations is also a familiar one, and Iranian officials have said in local media that the issue is a bargaining chip to get as much sanctions relief from Washington as possible, Vaez said. Iran’s negotiations with Oman on how traffic would move through the strait once it is open are essentially done, Vaez said. But Iran wants to tie the strait to the restoration of the memorandum, which would require further talks with the Uni-

ted States, he said. Any talks on the future of Iran’s nuclear program, which is one of the main reasons Trump said he began this war, are dependent on a restoration of the memorandum. On Sunday, speaking to journalists, Iranian Foreign Minister Abbas Araghchi said, “Talks with Oman on the Strait of Hormuz are progressing well and in final stages as experts are working on maps.” He continued, “However, an agreement with Oman does not mean reopening the strait, which remains dependent on fulfilling conditions conveyed through mediators.” Part of the confusion stems from divisions within the Iranian system about how to proceed, which has led to the emphasizing of these demands, said Sanam Vakil, the director of the Middle East and North Africa program at Chatham House, the London think tank. Some officials see diplomacy as the best path to economic reconstruction, she said. While others, the hard-liners, “are so skeptical and paranoid that they would prefer to hold on to their leverage rather than think of the economy,” gambling that Trump will not resume the war. But the Iranians also see Washington as divided, she said, with some officials pushing for diplomacy and others for more bombing, and Trump “blowing one way or another.” There are also those in Washington who believe that once the strait is open, Trump would be tempted to walk away from the whole issue and leave Iran’s highly enriched uranium buried in the ground. The Iranians “don’t want to do this for free,” Vakil said. “The strait is not about fees, it’s about control and leverage for the rest of the package.” And it is about trust, Batmanghelidj said. Iran could have made more extreme demands, he said, but has chosen to try to return to the memorandum as the basis for a permanent end to the war. “What matters less is the particular figure or amount or concession, but what the U.S. can do to prove to Iran that it can make good on any of these commitments.” The memorandum of understanding “is the floor from which everyone will try to build a structure for a deal,” Vakil said. “But we’re far away from that.”

Espriella, has named Medellín, Colombia, the hub of President Donald Trump’s new regional anti-trafficking alliance, the Shield of the Americas. The Trump administration has made targeting traffickers in Latin America a priority. Blaming cartels and drug gangs for America’s overdose crisis and for fueling violent crime, his administration has designated two dozen groups in the region as terrorist organizations and has authorized using lethal force against them. U.S. officials have created a regional anticartel coalition and military task force including 18 other nations, and have compared their push to U.S. military campaigns against al-Qaida and the Islamic State group. The Trump administration has also pressed Latin American leaders to allow U.S. forces to conduct joint strikes within their territory, and Trump has touted U.S.-involved operations that killed the leaders of a major cartel in Mexico and a transnational gang in Venezuela. Previous U.S. crackdowns on drug trafficking in Latin America have had limited success — and the latest push has raised concerns that military operations could threaten countries’ sovereignty and endanger civilians. Before De La Espriella’s election in June, the Trump administration had made little headway with Colombia, the world’s largest cocaine producer and traditionally Washington’s closest ally in the region. The outgoing president, Gustavo Petro, a leftist, criticized Trump’s anti-trafficking strategy and denounced as murder the U.S. military strikes on boats that the Trump administration has claimed, without evidence, are carrying drugs off the coast of South America. The strikes have now killed at least 221 people. U.S. authorities imposed sanctions on Petro, decertified Colombia as a counternarcotics partner and threatened to cut off aid. De La Espriella, a staunch conservative who had never held office, is poised to be a far more willing ally. On the campaign trail, he praised Trump’s boat strikes and won over many Colombians with vows to come down on armed traffickers “with the wrath of God.” The two governments have wasted no time. After meeting with defense officials in Washington, Colombia’s incoming defense minister, Gen. Jorge Eduardo Mora, said that the recently announced strategy, called Plan Patriot 2.0, marks “a new stage of cooperation, integration and joint action.” The two countries have discussed plans to provide U.S. intelligence and support to Colombia’s military for counternarcotics missions, to extradite captured traffickers and to restart the aerial eradication of coca plants, according to U.S. officials. The timeline for joint operations is not clear. One former senior Trump administration official said there was pressure from the White House and senior Pentagon leaders to show results immediately after De La Espriella took office but noted that U.S. military commanders were counseling more planning. The Department of Defense declined to comment beyond a statement from last month. The White House referred questions to the State Department, which said in a statement, “We stand ready to support Colombia’s efforts to strengthen its security forces, defeat narcoterrorists and criminal organizations and end illegal immigration flows.” Colombia’s armed groups, which include former leftist rebel armies and right-wing paramilitaries, have long been involved in drug trafficking but have expanded significantly in recent years amid soaring global demand for cocaine. The groups have multiplied and spread into more of the country, and the number of combatants has increased from around 13,000 in 2022 to nearly 27,000 last year, according to conflict researchers. Military operations were largely halted for much of Petro’s term as his government pursued peace talks with armed groups, a move critics say allowed the groups to expand. “Is this the right moment for a more kinetic approach?” said Kevin Whitaker, the U.S. ambassador to Colombia from 2014 to 2019. “My answer is ‘Yes, and.’” Even as armed drug trafficking has surged, Whitaker said, Colombia’s military has been hobbled by funding cuts, and scores of generals were purged under Petro. Planning and executing operations is a cy-

cle that improves with repetition, he said, “and this is an armed force which just hasn’t been doing it for the last four years at the same level that it had done before.” He added, “You can’t just snap your fingers.” Restarting the aerial eradication of coca, the plant used to make cocaine, also requires planning, experts say. Eradication using glyphosate, an herbicide, was banned by Colombia in 2015 in response to World Health Organization warnings about the health effects on humans. Targeting the leaders of trafficking groups has been shown to have little long-term effect on the drug trade, she said. De La Espriella’s presidential office did not respond to a request for comment. The original Plan Patriot was a U.S.-backed military offensive in the 2000s that deployed thousands of Colombian soldiers against leftist rebel groups like the Revolutionary Armed Forces of Colombia, or FARC. It was part of Plan Colombia, a multibillion-dollar U.S. program to provide military aid and other assistance. It dealt significant blows to the FARC, which eventually agreed to disband, signing a landmark peace accord in 2016. But a truth commission found that Plan Patriot also resulted in extreme violence by state forces, including extrajudicial killings. Quashing traffickers has long been a challenge for Colombia’s military. The groups operate in rugged terrain and sometimes live among civilian populations. Adding to the challenge, they have now spilled across Colombia’s borders into Venezuela and Ecuador. Another obstacle, conflict experts say, is that many minors have been recruited by trafficking groups, in part to ward off airstrikes. It is not clear how much aid could now flow to Colombia. In the past, Colombia was the region’s largest recipient of U.S. security assistance, but during the first year of Trump’s second term, that assistance was cut by more than half, to around $187 million from $400 million, according to a report to Congress by the Trump administration. With De La Espriella now in office, experts say, the spigot could reopen. Mora, the incoming defense minister, has said Plan Patriot 2.0 would help restore Colombia’s military capabilities. According to the Colombian newspaper El Tiempo, the partnership is expected to bolster Colombia’s helicopter fleet and provide drone protection technology as armed groups are increasingly turning to drone warfare. The plan has drawn criticism from the left. Sen. Iván Cepeda, whom De La Espriella narrowly defeated in June’s election, told an interviewer, “What’s being discussed is a strategy to subject Colombia to another sovereignty and convert it into a kind of protectorate.”

Puerto Rico wraps up CAC Games with 124 medals By THE STAR STAFF

uerto Rico concluded its participation in the 25th Central American and Caribbean Games (Santo Domingo 2026) with 124 medals: 34 gold, 37 silver and 53 bronze. The island delegation’s final medal came in fencing, where Adrián Figueredo, Deven Mattoo and Rafael Western defeated the Dominican Republic 45-18 in the men’s team sabre bronze-medal match. In track & field, Naomi García won bronze in the women’s race walk event with a time of 4:07:31, bringing Puerto Rico’s total medal count in the discipline to 21. Puerto Rican track & field athletes finished the Games with five gold, seven silver and nine bronze medals. Gold medals were won by José Figueroa (200 meters), Yariel Soto (decathlon), Alysbeth Félix (long jump and heptathlon), and the men’s 4×400-meter relay team.

The seven silver medals included those won by Héctor Pagán (10,000 meters), Jerome Vega (hammer throw), Grace Claxton (400-meter hurdles), Víctor Ortiz (5,000 meters), and Gladymar Torres (100 meters), as well as the mixed 4×400 and women’s 4×100 relay teams. The nine bronze medals included performances by Ortiz, Pagán, Paola Vázquez, Rachelle de Orbeta, Marcus Gelpi, Fabiola Declet, and Naomi García, along with the men’s 4×100 and women’s 4×400 relay teams. Puerto Rico’s medal tally put it in sixth place among participating nations, behind fifth-place Dominican Republic, which finished with 150 total medals (46 gold, 37 silver, 67 bronze), and ahead of seventh-place Guatemala with 94 medals (18 gold, 32 silver, 44 bronze). he Puerto Rico U17 national girls’ volleyball team defeated Chinese Taipei in five sets (3-2) on Saturday for its second win at the 2026 FIVB Girls’ U17 World Championship held at Liceo Mixto Los Andes in Chile. The match, characterized by constant shifts in momentum and high-volume offense, was decided in a fifth set in which Team Puerto Rico played with composure and precision when it counted. Chinese Taipei opened the match aggressively on offense in the first set, prevailing 25-23. Puerto Rico adjusted its blocking and improved its offensive distribution to take the second set, 25-21.

The third set was a point-for-point battle that went Puerto Rico’s way (26-24), thanks to more stable defense and timely attacks from the wings. Taipei regained control in the fourth set (25-18), forcing the match into a deciding fifth set. FIFA’s top executives were given an ultimatum to sell stake in World Cup By TARIQ PANJA

Infantino, however, wanted to find a way to get the deal without that requirement, the three people said. European soccer’s governing body UEFA, a group made up of the continent’s 55 soccer-playing nations, led the opposition that followed, threatening a boycott of all its teams from all FIFA events, including the World Cup. Similar regional bodies for Asia, North America and the Caribbean publicly offered their own criticism of the secretive process behind the plan and FIFA’s rushed demands for them to sign off on it. Politicians, including British Prime Minister Andy Burnham, joined significant figures in the soccer world to denounce the plans. Even though he had voted in favor, Grafstrom, who as FIFA’s secretary-general is the organization’s top administrative official, described what had happened as “a sad and reproachable series of events” and attempted to draw a line separating the staff from Infantino. On July 31, Infantino abandoned the plan. On Wednesday, FIFA issued a joint communiqué to their members, signed by both Infantino and Grafstrom, apologizing for what had happened and promising to learn from it. That same day, Infantino held crisis talks with his senior staff in Morocco. The meeting started with two senior staffers calling for a show of support for their beleaguered boss, according to two of the people. Infantino has shored up public support from several influential soccer federations, like those from Qatar and the United Arab Emirates, and many of the smaller ones that rely on millions of dollars from FIFA for their operations. With a majority vote, Infantino pressed ahead. The Times of London and the Financial Times reported Infantino’s plan on July 28, triggering a wave of outrage around the world. Condemnation came from all corners of global soccer, with many high-powered figures declaring they had not been consulted. Several of Infantino’s top deputies have since come forward to say they, too, had been blindsided. FIFA declined to comment. The bureau’s meeting on the Saturday before the World Cup final, and the pressure that was placed on its members to sign off on the project, have not been previously reported. How it played out underscores the fact that Infantino had kept the idea from all but a tight inner circle, excluding many important figures inside FIFA, even as he developed the plan with Thrive Capital and JP Morgan.
