GOOD MORNING House unanimously approves bill to expedite insurance payments to

The island House of Representatives unanimously approved (48-0) a measure filed by Speaker Carlos “Johnny” Méndez Nuñez which establishes, for the first time in history, that every health service provider will receive the corresponding payment from the moment they deliver all the documents required by the insurer for the contract.

House Bill 40, part of Méndez’s legislative program, establishes the “Summary Contracting of Health Service Providers Act,” in order to establish a summary process in the contracting of health service professionals and institutions by health plan insurers.

“Puerto Rico continues to experience a massive exodus of our healthcare professionals at an accelerated and alarming rate,” the legislative leader said. “Part of the crisis stems from the difficulty physicians face in having their credentials recognized by insurance companies so they can be compensated for services rendered. When a healthcare professional or institution submits their credentials to contract with an insurer, they receive no compensation for services rendered during the process. This forces physicians to make a choice: not treat the patient or not receive payment for their services.”

“If a healthcare professional does not meet the criteria of the contract with a health insurance company and the application is denied,” Méndez added, “the insurer will not be obligated to pay for the services rendered during the evaluation. However, if the professional meets the criteria of the contract with an insurer and the application is approved, the insurer must pay for the services rendered during the evaluation, from the moment the person met the criteria.”

“This reduces the potential conflict of interest of a health plan insurer delaying the credentialing process in order to reduce payment for services rendered while the application is being evaluated,” he added.

The legislation delegates to the insurance commissioner the implementation of the law and ensuring its faithful and strict compliance.

The credentialing and contracting processes under the Traditional Medicare and Medicare Advantage programs, which are governed by federal regulations, are excluded from the application of this new law.

CTD is nearing financial closing of $2.5 billion DR-PR power line

Caribbean Transmission Development (CTD) is nearing financial close for its proposed $2.5 billion power interconnection between the Dominican Republic and Puerto Rico, the company said at a sector event in Santo Domingo late last week.

The Hostos project includes a 500-megawatt (MW) combinedcycle power plant, 90 kilometers (km) of overhead 345-kilovolt (kV) alternating current (AC) transmission line and 150 km of subsea 320 kV high-voltage direct current (HVDC) transmission line.

CTD project director Tirso Selman said the company is in the final stages of closing financing for the initiative.

Selman pointed to the recent granting of a U.S. presidential permit for Hostos by the Department of Energy (DOE) as a key milestone.

The permit only authorizes the construction, maintenance

and operation of electricity transmission facilities at the U.S. border. CTD must still secure other federal, state and local permits and authorizations.

CTD is working with Siemens Energy on the project. Construction would begin next year, with operations expected in 2031.

According to CTD, Hostos would cut Puerto Rico’s generation cost to $155/megawatt-hour (MWh) from $214/MWh for the current fleet.

Former Puerto Rico Energy Bureau (PREB) associate commissioner Ángel R. Rivera de la Cruz said meanwhile that “there is a regulatory tangle that must be carefully unraveled.”

“The Hostos project faces a particular complexity: it would operate under three different regulatory frameworks,” Rivera de la Cruz wrote in a Microjuris post.

He said the project would fall under oversight from the Dominican Republic’s national energy commission CNE, the PREB and the U.S. Federal Energy Regulatory Commission, in addition to the DOE.

San Juan celebrates its graduating students at ‘Fuga Sanjuanera’

San Juan Mayor Miguel Romero Lugo, in a press release issued Sunday, highlighted the celebration of “Fuga Sanjuanera 2026,” an event designed to recognize the effort and perseverance of graduating classes from San Juan public schools.

The initiative took place last Friday at Luis Muñoz Marín Park as part of the “San Juan Supports Your Graduation” program, impacting dozens of students.

“Celebrating this moment with our students is to recognize the effort, discipline, and dedication they have demonstrated throughout these years,” the mayor said. “[...] In San Juan, we believe in supporting our youth during key stages of their development, providing them with opportunities

to continue progressing toward their goals.”

As part of the initiative, the municipality awarded a $2,500 donation to each participating graduating class, impacting 32 public schools in the capital city. The contribution directly supports graduation activities and serves as an incentive for students to continue their academic and personal development.

The event was designed as a safe, organized space full of opportunities for healthy recreation, where students could share, celebrate and strengthen relationships within the school community through music, recreational activities, food and refreshments.

The celebration was a collaborative effort involving numerous municipal departments to ensure a safe, well-organized event focused on the well-being of the participants.

Oversight board flags 2027 fiscal year budget compliance issues

Urges gov’t to cover agency risks

The Financial Oversight and Management Board for Puerto Rico is warning that the government’s proposed fiscal year (FY) 2027 budget, while aligned with the certified fiscal plan in total dollars, is still noncompliant because it was prepared using accounting standards that differ from the modified accrual basis that the board says was agreed upon for the General Fund.

The modified accrual basis is a method that generally recognizes revenue when it is expected to be received and bills when they come due.

In a letter dated April 24 to Gov. Jenniffer González Colón, the board’s executive director, Robert F. Mujica Jr., described weeks of back-and-forth with the administration over funding priorities, agency operating risks and the budget’s supporting documentation.

The Puerto Rico Oversight, Management and Economic Stability Act (PROMESA) requires the island government to submit a proposed commonwealth budget to the oversight board for review and certification.

According to the letter, the government first submitted its FY 2027 proposal on March 6 under PROMESA’s budget process and later provided revisions, including an updated submission on April 21.

The oversight board said it focused its review on changes from the FY2027 budget targets it shared with the government on Feb. 13, as well as on risks facing individual agencies. While the proposal met overall General Fund targets, the board said the government did not set aside enough resources to cover certain operating risks and that some proposed reductions could threaten the continuity of essential services.

The board said it pressed to ensure funding for statutory benefits tied to civil service reforms and recruitment plans, critical information technology contracts, training and academies for public safety agencies, operating expenditures aimed at educational stability, and the continuation of essential social and health programs.

The government proposed reductions in part to help fund a stabilization reserve and a risks-and-initiatives fund, the letter said. After further discussions, the board said it accepted several reductions despite warning that agencies could face shortfalls if costs come in higher than projected -- underscoring, it said, the need to maintain a dedicated “risk reserve” during the fiscal year.

The board said it initially deemed the March submission noncompliant with the certified revised 2024 commonwealth fiscal plan and PROMESA requirements, and it raised concerns with the government in mid-March. The administration agreed to submit an updated proposal, which the board said incorporates revisions discussed by both sides.

Even with the updated budget meeting the fiscal plan in aggregate, the board said it remains noncompliant because it was not developed using the agreed-upon modified accrual accounting standards for the General Fund.

The board said the government must submit General Fund and Special Revenue Fund resolutions, including appropriationlevel spending details and specified control language, by May 1. The board and the government are expected to continue discussions on unallocated capital expenditures through that date, the letter said, and any changes after April 24 would require updated budget schedules across all funds.

Among the risks cited were potential additional costs for federal disaster-recovery matching requirements, payroll pressures at the Institute of Forensic Sciences, staffing and service impacts in correctional health care, recruitment costs

for paramedics, uncertainty over the extension of a code enforcement grant beyond October 2026, and questions about whether funding is sufficient if additional prosecutor positions are required under Act 101-2024.

The board said it will continue working with the administration on recurring funding decisions and reforms aimed at fiscal discipline, and it set June 30 as the target date to certify the FY 2027 commonwealth budget.

Office of Management and Budget (OMB) Director Orlando Rivera Berríos on Sunday rejected the oversight board’s assertions regarding the budget.

“The budget proposal presented by the OMB is grounded in a historical analysis of spending, which allowed for the validation of significant adjustments, including reductions in budgetary allocations,” Rivera Berríos said in a written statement. “This process represents a significant departure from previous exercises, demonstrating a more rigorous and structured approach. …”

“Although it is noted that it does not fully adhere to the Modified Accrual technical framework pursuant to PROMESA, this observation reflects a consistent practice over the last decade, wherein such aspects are subsequently addressed in the audited financial statements,” he added.

Supreme Court issues warning about AI use after lawyers submitted filing with false citations

The Supreme Court of Puerto Rico has dismissed an ethics complaint against two attorneys but issued a formal warning after they submitted a court filing rife with false case citations, which the lawyers said were generated with the help of artificial intelligence (AI).

The lawyers had already been fined $1,000 by the Court of First Instance, which the Supreme Court called the first known monetary penalty in Puerto Rico tied to improper AI use in litigation. In its opinion, issued as 2026 TSPR 41, the court said a repeat could lead to suspension from the practice of law.

Justice Raúl Candelario López, writing for the court, said the justices did not impose additional discipline because of “mitigating circumstances,” including that the $1,000 fine had been imposed and promptly paid, the attorneys had withdrawn from the underlying case and apologized, and they had no prior disciplinary history. Still, the court stressed that lawyers must verify any material produced by technological tools and act with competence

and diligence -- an obligation underscored in the current Rules of Professional Conduct, including Rule 1.19’s duty of technological competence.

The dispute began when the lawyers filed a brief citing nonexistent or inaccurately described precedents. Opposing counsel flagged

the citations and asked for sanctions. The attorneys responded that the errors stemmed from the challenges of using new technology and said they never meant to mislead the court, adding that they regretted the mistakes.

The court analyzed the conduct under Puerto Rico’s former Code of Professional Ethics, citing Canons 18 (competent, diligent work), 35 (honesty and truthfulness), and 38 (protecting the dignity of the profession). It also cited Rule 9.1 of the Rules of Civil Procedure, which requires lawyers to make a reasonable inquiry to ensure filings are grounded in fact and supported by law.

Those duties, the justices said, are basic: before presenting authorities to a court, lawyers must check that the cases exist and stand for what the filing claims. Submitting invented or wrongly attributed citations reflects deficient legal research and a failure to meet minimum professional standards, the court said, whether the source is a traditional database, a general internet search, or an AI tool.

After concluding that the conduct violated ethical duties, the court weighed common

discipline factors -- such as harm, remorse, whether the episode was isolated, and the lawyers’ prior record -- and chose a warning rather than another sanction. The opinion said that similar future misconduct could result in suspension.

The justices said the current professional rules are designed to confront emerging technologies, including AI. Rule 1.19, the court noted, requires lawyers to maintain a reasonable understanding of technological developments and to use tools with knowledge of their benefits and risks -- meaning AI-assisted drafting must be carefully reviewed for accuracy, relevance, and legal correctness, especially before anything is filed in court.

In a concurring opinion, Associate Justice Camille Rivera Pérez -- joined by Associate Justice Luis Estrella Martínez -- agreed with dismissing the complaint and issuing a warning but emphasized that repeat conduct could merit harsher discipline. The concurrence said court proceedings are a search for truth and noted that disputes over AI-driven errors are surfacing in other jurisdictions as the technology spreads through everyday legal practice.

Widow of former Gov. Ferré backs push for Congress to declare PR an incorporated territory

Dr. Tiody de Jesús, the widow of former Puerto Rico Gov. Luis A. Ferré and a longtime figure in the island’s Republican circles, has formally endorsed a petition urging Congress to declare Puerto Rico an incorporated U.S. territory -- a designation supporters say is long overdue after more than a century under American sovereignty.

In a typed letter addressed to President Donald Trump, de Jesús aligned herself with a pro-statehood initiative led by attorney Gregorio Igartúa and other advocates who argue that Puerto Rico already functions as an incorporated territory “de facto,” and that Congress should explicitly recognize it as such. The petition, she noted, is also supported by former San Juan mayor Hernán Padilla.

The information was provided to the STAR by Igartúa, who said he spoke with de Jesús last week about joining the petition.

“I explained to her that it was the best process to achieve statehood, and she agreed,” he said, adding that she was slated to sign the typed letter this week.

De Jesús wrote in a typed letter that the island’s political evolution mirrors that of territories that eventually became states, and she criticized the continued use of plebiscites to resolve Puerto Rico’s status. According to her letter, asking Puerto Ricans to repeatedly vote on their political rights is akin to asking African Americans during the civil-rights era to vote

on whether they should receive federal voting protections.

The widow of Ferré -- who founded the pro-statehood New Progressive Party (NPP) and served as governor from 1969 to 1973 -- framed the issue as one of civil equality. She argued that it is discriminatory for 3.3 million U.S. citizens on the island to remain under a territorial system that allows “government without the consent of the governed,” a condition she said has persisted for 128 years under an “arbitrary” classification that treats Puerto Rico as unincorporated for some purposes and incorporated for others.

De Jesús urged the president to take “affirmative action” with Congress to end that ambiguity and formally certify Puerto Rico’s incorporation into the United States, calling it a necessary step toward equal rights for island residents.

Her endorsement adds symbolic weight to the petition: Ferré remains one of the most influential figures in Puerto Rico’s statehood movement, and De Jesús herself previously served as president of the Puerto Rico Republican Party.

The letter was also copied to members of Congress, signaling the group’s intention to elevate the issue in Washington during a year of heightened debate over the island’s political future.

In U.S. constitutional law, an “incorporated” territory is considered fully part of the United States for constitutional purposes, meaning the Constitution is understood to apply there in full and the territory is presumed to be on a path toward eventual statehood. A “nonincorporated” (more com-

monly, “unincorporated”) territory is under U.S. sovereignty but is not treated as an integral part of the United States; under Supreme Court doctrine, only “fundamental” constitutional rights apply automatically, while Congress decides which other constitutional provisions and federal laws extend to the territory.

Attacker wrote ‘manifesto’ before charging press gala, Trump says

President Donald Trump said Sunday that the gunman who stormed a security perimeter at the White House correspondents’ dinner had written a “manifesto,” as investigators continued to examine his writings and other evidence to piece together the motive for an attack that appeared to be aimed at the president and his top aides.

Shortly before the attack, the suspect sent messages to his relatives denouncing Trump administration policies and suggesting he intended to take violent action, according to a person familiar with the investigation. Other written material found in his hotel room contained similar statements, the person said.

Trump did not offer any details about the document he described as a manifesto in an interview with Fox News, but the acting attorney general, Todd Blanche, told NBC that investigators gathering evidence about the suspect “know there were some writings.” He added that a preliminary review of the evidence indicated that members of the administration, “likely including the president,” had been targets.

Late Saturday night, federal authorities in the Los Angeles suburbs surrounded a two-story home where records show Allen lives. Residents gathered nearby on darkened sidewalks as police helicopters circled overhead and law enforcement vehicles with flashing red and blue lights blocked the street.

The suspect was armed with knives, a shotgun and a handgun, the interim Washington, D.C., police chief, Jeffery W. Carroll, told reporters Saturday night. Blanche said the man had purchased the two firearms he was carrying “within the last couple of years,” and had been staying at the Hilton, where Trump, top administration officials and hundreds of journalists had gathered.

There were no metal detectors set up at the hotel’s entrances, and a secure perimeter was only established closer to the ballroom. But Blanche defended the security at the event, and noted that the suspect did not enter the ballroom.

— Charges: The suspect will face federal firearm and assault charges and is expected to be arraigned in federal court Monday, with more charges possible, said Jeanine Pirro, the U.S. attorney for the District of Columbia. She did not name the suspect.

— Political violence: The attack revived questions about political violence in the United States and about security around Trump, one of the most targeted presidents in history. In 2024, he was grazed by a bullet in an assassination attempt at a campaign rally in Pennsylvania, and rushed to safety months later when a federal agent fired on an armed man at his Florida golf club.

— Ballroom scene: There were no announcements or cries of “get down” in the ballroom of the Washington Hilton on Saturday. Security officials with weapons drawn emerged on the dais as the president and the first lady, Melania Trump, were quickly escorted out.

The suspect, identified by law enforcement officials speaking on condition of anonymity as Cole Tomas Allen, 31, of Torrance, California, was taken into custody after police said he ran through a security checkpoint and exchanged gunfire with authorities inside the Washington Hilton on Saturday night.

“The system worked,” said Blanche, who was also at the dinner. “We were safe.

President Trump was safe.”

— The suspect: Investigators have determined that the suspect took a train from Los Angeles to Chicago, and then from Chicago to Washington, Blanche said, and

— Royal visit: Buckingham Palace said in a statement that King Charles III, who is set to begin a state visit to the United States on Monday, had been “kept fully informed of developments.” The king’s visit is expected to take place as scheduled this week, according to officials familiar with the planning. He plans to arrive Monday.

US says Venezuelan government can pay for Nicolás Maduro’s defense

The U.S. government late last week conceded that the Venezuelan government could pay for Nicolás Maduro’s defense lawyers, an issue that had been hanging over the case for weeks.

In a letter filed in Manhattan federal court, the U.S. attorney for the Southern District of New York, Jay Clayton, said that the Treasury Department had issued amended licenses that would allow defense lawyers for Maduro, the former president of Venezuela, and his wife, Cilia Flores, to receive payments from their country’s government.

The department had previously blocked those payments, setting off furious protests

from defense lawyers.

The development comes a month after a hearing in which the judge presiding over the case, Alvin K. Hellerstein, sharply questioned the government as to why the funds were being blocked. The judge even suggested that if the United States did not change course, he might consider dismissing the case, a suggestion that had been made by a lawyer for Maduro, Barry J. Pollack.

In the letter, Clayton said that Maduro’s lawyers had agreed that the Treasury Department’s concession had rendered the defense’s efforts to dismiss the indictment moot and were withdrawing that request for the time being.

U.S. forces seized Maduro from a compound in Venezuela’s capital, Caracas, in January and transported him to the United States. He was charged in Manhattan with conspiracies to commit narco-terrorism and import cocaine, along with other counts. Maduro and Flores, who was charged in the same indictment, have pleaded not guilty. Both are being held in a Brooklyn detention facility while they await trial.

A trial is still months if not years away. But the concession by the administration

Friday evening clears the first major hurdle in the case. The issue first became public in February when Pollack alerted Hellerstein that the U.S. government was blocking the Venezuelan government from paying him through the Treasury Department’s Office of Foreign Assets Control.

The office, known as OFAC, grants licenses that allow individuals and companies to enter arrangements with countries subject to U.S. sanctions that would normally be barred.

Pollack said that after initially granting a license that would have allowed him to accept payment from Venezuela, OFAC amended that

license to bar those payments.

Pollack argued that the restriction rendered Maduro unable to afford his services. He said that the decision interfered with Maduro’s Sixth Amendment right to the counsel of his choice.

At the hearing in Manhattan federal court last month, Hellerstein appeared inclined to agree. He said several times that Maduro’s right to defense was “paramount” and suggested that the relevant sanctions might be outdated given the renewed relations between the United States and Venezuela.

When the judge indicated he might rule against the government, the lead prosecutor

on the case, Kyle Wirshba, suggested that the Trump administration might revisit the issue.

In his Friday letter, Clayton said that the amended licenses subjected the Venezuelan funds to certain conditions, including that the payments are made with funds available to the country’s government after March 5, 2026, the day that Venezuela and the United States formally reestablished diplomatic relations.

The letter was filed before Hellerstein ruled on the issue. Clayton said that the prosecution and defense were requesting a status hearing in 60 days, at which the next steps in the lengthy march to trial are likely to come into focus.

Trump administration approves firing squad executions for death penalty

TheTrump administration said late last week that it would allow firing squads and readopt lethal injection as part of a broader push to revive the death penalty.

In an accompanying report, Todd Blanche, the acting attorney general, said that decisions by President Joe Biden to pull back on capital punishment “inflicted untold damage on victims of crime, and, ultimately, to the rule of law itself.”

The Justice Department, he said, had reauthorized the use of pentobarbital to execute federal inmates and would also permit additional methods of execution, like the use of firing squads.

The 48-page report added that the Bureau of Prisons should follow the example of states that had expanded their execution protocols amid fights over the legality and availability of lethal injection drugs.

“The additional manners of execution that BOP should consider adopting include the firing squad, electrocution and lethal gas — each of which the Supreme Court

has found to be consistent with the Eighth Amendment,” the report said, referring to the part of the Bill of Rights that bars “cruel and unusual punishment.”

Sen. Dick Durbin, D-Ill., called the moves “a stain on our nation’s history.”

Durbin accused the Justice Department of “turning back the clock by strengthening the barbaric practice of the federal death penalty — a cruel, immoral and often discriminatory form of punishment.”

President Donald Trump had signaled the moves on his first day in office, signing an executive order to reinstitute capital punishment in the federal prison system. During the first Trump presidency, 13 people were executed on federal death row.

In 2021, Attorney General Merrick Garland issued a moratorium on executions of federal inmates and halted the use of a lethal drug protocol using pentobarbital. In his final days in office, Biden commuted the death sentences of 37 of the 40 convicted killers on federal death row.

The Trump administration faces one significant hurdle. Under the law, the federal government may only conduct executions

in states that allow capital punishment and carry them out according to state protocols.

For years, federal executions have taken place in Indiana, which only allows for capital punishment by lethal injection.

The Justice Department, acknowledging that limitation in its report, recommends the federal government find a new location to conduct executions, in a state that allows other methods. Mississippi, the report states, allows executions by electrocution, or firing squad if lethal injection or other methods are not available.

The report called for the Bureau of Prisons to submit a report “detailing the options to relocate or expand federal death row, or to construct a second federal execution facility in a state that permits additional manners of execution.”

The firing squad has rarely been used in the United States but has recently been authorized by several states as an alternative method if the states cannot procure lethal injection drugs. Before last year, the only firing squad executions in the country in modern times had been carried out by Utah, in 1977, 1996 and 2010, according to the Death Penalty Information Center, a research group.

But in 2025, South Carolina, which had authorized the firing squad in 2021, executed three prisoners using the method.

In its Friday announcement, the administration said it was working on a regulation intended to cut years off the federal appeals process for state death penalty cases, though ultimately, the courts have final say.

The department also said it planned to issue a regulation that would impose new limits on the ability of inmates sentenced to death to seek clemency or pardons from the federal government.

The report also suggested expanding the types of crimes, and the types of criminals, eligible for the federal death penalty in order to “correct gaps and deficiencies”

in the current law. Congress would have to pass any such change into law.

The administration should consider proposing legislation, the report said, that would make eligible for the death penalty “murders of law enforcement officers; murders by aliens illegally in the United States; and murders constituted or committed in the commission of hate crimes, stalking, material support, or domestic violence.”

Much of the report centered on creating a new legal and regulatory framework to preserve the availability of the drug most often used to conduct executions.

Robin M. Maher, the director of the Death Penalty Information Center, said the report seemed more focused on grievances with the Biden administration than a straightforward analysis of lethal injection protocol.

“It struck me as rather disingenuous in terms of reflecting the reality of the problems” with the use of pentobarbital in executions, Maher said.

Pentobarbital was first used in an execution in 2010, in Oklahoma, and soon became a common method by which to execute prisoners.

As with other drugs used in lethal injections, it faced legal challenges from prisoners and their lawyers, who said that it caused prisoners to suffer, but courts have allowed its use, and several states use it as their primary method. Still, some states have had trouble obtaining the drug because of pressure from medical and advocacy groups on drugmakers.

In January 2025, the Justice Department under Garland issued a memo saying that “there remains significant uncertainty about whether the use of pentobarbital as a single-drug lethal injection causes unnecessary pain and suffering.” The department wrote that federal authorities should not use the drug for executions until its effect was clearer.

In part because it’s a familiar priority of conservative activists, and in part because of Donald Trump’s eagerness to suggest that American elections aren’t on the level.

But the bill’s prominence also owes a great debt to Elon Musk. After the unwinding of his Department of Government Efficiency and his brief third-party flirtation, the SAVE America Act became the billionaire’s most notable political priority, at least judging by the attention he’s devoted to it on social media. And like DOGE’s failure to move the spending needle, the voter-identification debate is a study in squandered influence, with the world’s most successful businessman engaging in politics in a profoundly ineffective way.

At this phase of the second Trump administration, Trump himself is primarily to blame for his escalating problems. But when the history of Trump 2.0 is written, Musk’s political

malpractice will loom large — because at the outset of the administration, no figure in the inner circle was so well positioned to play a shaping role.

Unlike much of the second-term cast, Musk was not a creature of Trump’s influence: He had his own fame, power base and funding. The social network formerly known as Twitter gave him a unique influence over the national conversation. His embrace of anti-wokeness gave him credibility on the grassroots right that most rich Republicans do not enjoy.

This leverage seemed as if it could be brought to bear on the territory Musk knew best: space travel, technology policy, overregulation and its discontents. (One could even hope that his unusual personal commitment to pronatalism would yield some kind of policy interest as well.) And his devotion to dynamism seemed like a potential check on Trump’s zero-sum mentality around tariffs and trade wars.

I don’t want to say that Musk has had no influence along these lines. The fact that a SpaceX associate is running NASA, for instance, seems like what an optimist might have expected.

But Musk certainly didn’t moderate Trumpian tradewarring; that role was played primarily by the bond market. And my personal hope that he had become involved in politics as a step on the ladder up to colonizing Mars gave way to the realization that he wanted to be involved in politics in order to push hard for some of conservatism’s least plausible ideas.

The first of these ideas was the notion that there exists some immense quantum of discretionary spending — on foreign aid, waste and fraud, ideological grant-making — that can be pruned away without the public minding, yielding major fiscal savings. This conviction drove the DOGE hype and ultimate failure, in which Musk’s team repeatedly cut deeper than just the layer of spending that could reasonably be called “woke,” yet still achieved nothing meaningful in the larger budgetary picture.

This was not an unexpected outcome, and it was strange to watch a man of Musk’s capacities burn political capital and the energy of his apprentices just to discover that the real money is in big popular entitlements that can’t be cut by presidential fiat.

Then, in a different key, Musk decided to do it again with the SAVE America Act, embracing (and hyping, with a strong dose of paranoia) the conceit that elections are rigged against Republicans because some vast number of noncitizens are casting illegal votes.

We have years of investigations by Republican administrations and years of evidence from voter ID laws to indicate that this is not the case. There are sound reasons to think that ID requirements don’t have the dramatic votesuppressing effects alleged by left-wing critics. But neither do they have the election-protecting effects promised by their conservative champions. Voter fraud is just not

an important reason that Republicans lose elections. (Moreover, now that the Republican coalition includes more low-propensity and downscale voters, any effect of ID requirements might actually cut against conservative turnout.)

In Musk’s defense, one could note that voter-ID provisions often poll well, and DOGE was far from the least popular thing the Trump administration has embraced.

But the problem in both cases is not unpopularity per se but simple waste — of time, attention, effort, opportunities. Of all the causes to rally behind, Musk chose two that were distant from his core competencies, detached from his most admirable ambitions and disconnected from the serious challenges facing the country.

Many of Musk’s critics expected his involvement with the Trump administration to be defined by self-interest and self-dealing. The failure has been otherwise: He threw himself into causes unrelated to his business empire, and the country would probably be better off if he’d just played the tycoon’s part.

DRNA investiga vertedero clandestino en Loíza

– El secretario del Departamento de Recursos Naturales y Ambientales (DRNA), Waldemar Quiles Pérez, informó que un grupo de vigilantes, adscritos a la Unidad Marítima de Piñones, investiga el hallazgo de un vertedero clandestino en el área de la playa Vacía Talega, en Loíza.

“En el día de ayer, sábado, miembros del Cuerpo de Vigilantes, durante un patrullaje preventivo, se toparon con lo que solo podemos describir como un vertedero clandestino, con varias toneladas de desperdicios sólidos en bolsas plásticas que se encontraban semi abiertas. Esto

sucedió en los predios de la playa Vacía Talega, una de las más famosas y frecuentadas en la zona norte de la Isla. Este es un acto deplorable que atenta contra el ecosistema en la zona y por eso, nuestros vigilantes iniciaron una investigación”, dijo Quiles Pérez en declaraciones escritas.

“El Cuerpo de Vigilantes llevará este caso hasta las últimas consecuencias, porque no hay espacio alguno para este tipo de conducta”, añadió.

This ‘sustainable’ island is Venice’s newest art oasis

From a distance, across the opalescent waters of the Venetian lagoon, the cluster of low redbrick buildings looks like a factory or a boatyard. It’s only when you get closer and see the huge silver space rocket, the fluorescent pink tree and the neon sign that reads “PATRIARCHY = CO2” that you realize this island is the latest addition to Venice’s ever-expanding array of prestigious contemporary art venues.

The 130,000-square-foot island of San Giacomo in Paludo, 20 minutes by boat from Venice’s historic center, has been transformed into an arts complex by Italian contemporary art collector Patrizia Sandretto Re Rebaudengo. Venice is the third exhibition hub for her Turinbased foundation, which celebrated its 30th anniversary last year.

The renovated and repurposed island is set to open May 7, during the preview of the 61st Venice Biennale, with “Fanfare/Lament,” a solo show by British multimedia artist Matt Copson and a group exhibition of highlights from the foundation’s collection.

“Venice has always been part of my dreams,” Sandretto Re Rebaudengo said in an interview on the island this week. The first show she ever organized was in the city during the 46th Venice Biennale in 1995, she said. It kept drawing her back, she added, because “Venice is a stage at the center of the international contemporary art scene.”

Stylishly attired in a lilac jumpsuit and turquoise necklace, Sandretto Re Rebaudengo was surrounded by workers busily trying to complete the island’s buildings and installations in time for the opening in less than three weeks. More than 100 of them have been working on the project, she said.

“It will be ready,” she added firmly.

Sandretto Re Rebaudengo and her husband, Agostino Re Rebaudengo, president of the Asja green energy company, bought San Giacomo in 2018. It was once a prosperous staging post on a pilgrimage route but became a gunpowder store after Napoleon’s army overtook Venice. The island was in military use until 1961 and then lay deserted and derelict for almost six decades.

Sandretto Re Rebaudengo said she said she wanted to give “new life” to San Giacomo, “but in a respectful way” — which meant transforming it into “a very sustainable island.”

hand-cleaned and reused for external paving.

A dozen buildings have been constructed, including exhibition and performance spaces, a service block, and residential quarters for the collector’s family and guests. There is a vegetable garden and a vineyard. A reactivated well provides fresh water. All of the island’s energy is produced using renewable resources on-site, according to Sandretto Re Rebaudengo.

But, as others point out, environmental sustainability is one thing, and cultural sustainability another, especially at a time when wealthy private collections, rather than public institutions, increasingly shape the way that art is made and viewed. Curator and writer Konstantin Akinsha, who has a home in Venice, said grandiose private museums in the city like François Pinault’s Palazzo Grassi and Punta della Dogana, filled with works by international stars, felt “less embedded than deposited — installed in Venice, but not of it.”

Akinsha said that in a depopulating city that has become a “spectacular backdrop for the global culture industry,” San Giacomo could make a difference by focusing more on local artists “rather than repro -

ducing the same detached, imported model.” Otherwise, he added, the project will be “just another enclave, and the city will remain a stage set with no audience left to call it home.”

To guard against globalization’s homogenizing effect on the art world, Sandretto Re Rebaudengo founded and leads the 20-member Committee of Contemporary Art Foundations, which aims, according to its website, to enhance and promote “Italy’s artistic and cultural heritage — with particular reference to contemporary art.” Her own foundation’s annual international Young Curators’ Residency Program seeks to “spread the awareness of the Italian artistic scene.”

On San Giacomo, she has set aside 10 rooms for curator and artist residencies. “We want to invite artists who pay attention to the

moment in which we live,” she said. “This is how we started 30 years ago.”

Josh Kline, whose much-discussed essay about the affordability crisis for artists in New York was published this year in October magazine, is one of 2,000 artists who have benefited from Sandretto Re Rebaudengo’s patronage. In 2016, her foundation showed Kline’s installation “Unemployment,” which envisions the devastation of the jobs market by artificial intelligence.

“Patrizia’s support before the pandemic made many of my most well-known works possible,” Kline said in an email. “The conditions I describe in my recent essay are shutting down radical, experimental art,” he added. “Patrizia is doing the opposite: backing artists over decades, and funding large-scale ambitious projects. This is what real patronage looks like, and it’s getting rarer.”

San Giacomo will initially be open to the public for about four to five months a year. Access will be free, and visits will be led by trained guides, like in Turin, where 30,000 schoolchildren and students visit the Sandretto Re Rebaudengo foundation each year. Line 12 of Venice’s water bus service will stop at San Giacomo on request to encourage local community engagement.

The project’s island setting, in the shallow waters of Venice’s Northern Lagoon, presents environmental challenges. Although the construction of the city’s flood-defense barrier has stabilized the tides, the average sea level continues to rise. As a precautionary measure, the entire island of San Giacomo has been raised 3 feet with reused materials from the site.

Sandretto Re Rebaudengo said she wanted the “isolation, slowness, beauty and vulnerability of the lagoon” to be the “defining elements” of her program on the island. She also seems to understand that today’s artists increasingly share that same sense of vulnerability.

US equity fund inflows rise on earnings optimism, AI boost

U.S. equity funds ⁠attracted ⁠the largest weekly net ⁠investment in four weeks through April 22, driven by upbeat corporate earnings results and optimism over AIlinked business deals.

Investors bought a net $27.98 billion of U.S. equity funds in their ⁠largest ⁠weekly purchase since roughly $36.94 billion net acquisitions in the week through March 25.

Upbeat earnings from major banks and food and beverage company PepsiCo boosted risk appetite. LSEG data for 134 S&P 500 companies showed that first-quarter results for ⁠82% ⁠of companies topped their ⁠mean analyst estimates.

Amazon on Monday said that it will invest up to $25 billion in ⁠Anthropic, bolstering demand for the technology sector funds.

Sectoral funds drew $7.1 billion, a third successive weekly inflow, with tech, industrial and financial sectors gaining $5.03 billion, $994 million and $991 million, ⁠respectively and leading the weekly net purchases.

Investors also pumped $1.47 billion ⁠in U.S. value funds and $4.92 billion - the biggest amount in five weeks - in growth funds.

Demand for bond funds revived after a $841 million of weekly net sales as these funds attracted approximately $3.4 billion of inflows in the week.

General domestic taxable fixed income funds, short-to-intermediate investment-grade funds and municipal debt funds ⁠saw net purchases of $1.91 billion, $1.28 billion and $1.02 billion, respectively, in the week.

Investors, meanwhile, ditched money market funds of a net $16.1 billion, after roughly $177.72 billion of net sales the prior week.

Lincoln International filed ⁠for ⁠an initial public offering in the ⁠United States on Friday, setting the stage for the rare stock market flotation of an investment bank.

The IPO market has heated up over the past few days as concerns over a protracted Middle East conflict eased, with several big offerings pricing after a brief March lull.

“U.S. IPO activity hasn’t been impacted from geopolitical uncertainties. This de-coupling ...underlines the ⁠potential of the ⁠IPO asset class for investors and service providers,” IPOX CEO Josef Schuster told Reuters.

Iran and US sink into awkward limbo of ‘no war, no peace’

With plans for U.S.-Iran peace talks derailed, at least for now, Tehran and Washington are sinking into an awkward limbo of neither peace, nor war, each hoping to outlast the other in a standoff with drastic stakes for the global economy.

Iranian officials seem confident they can withstand economic pain caused by war longer than President Donald Trump, analysts say. But they are still concerned that without the momentum of negotiations, they will remain trapped under the persistent threat of United States or Israeli attacks.

“What’s happening is something akin to what we had at the end of the 12-day war, which is ending the war, but without any permanency,” Sasan Karimi, a vice president in Iran’s previous government and political scientist at the University of Tehran, said of the Israel-Iran war last June.

Over the weekend, an article published by a prominent conservative newspaper, Khorasan, and redistributed by several other Iranian outlets described the current moment as “a strategic limbo” with considerable risks.

“Both sides have stepped back from the costs of full-scale war but have not moved beyond the logic of force and pressure,” it said. This “may be more dangerous than short-term war itself.”

the U.S.-Israeli bombardment of Iran ended in a ceasefire earlier this month. Both sides argued that they emerged with the upper hand. And Trump also seems to believe that the United States can outlast Iran in withstanding the war’s economic pain of the parallel blockades of the Strait of Hormuz.

The result is that neither side is willing to give ground that could allow talks to move forward.

Trump on Saturday called off sending his special envoy, Steve Witkoff, and his son-in-law Jared Kushner to the Pakistani capital, Islam-

abad, for a second round of truce talks. He said the Iranians would waste the negotiators’ time.

Iran’s top officials maintain they will not meet for direct negotiations until Trump lifts a U.S. naval blockade he imposed on Iranian ports after agreeing to the ceasefire.

Yet Iran’s top diplomat, Foreign Minister Abbas Araghchi, headed on Saturday to meetings in Oman after his visit to Pakistan a day earlier, although he returned to Pakistan on Sunday. He is set to fly to Russia later this week, according to Iranian state media, after holding a second meeting with counterparts in Pakistan.

Beyond Islamabad, which would host a future round of talks, the Iranians see coordinating with the Persian Gulf nation of Oman, the other government whose country lies along the strategic Strait of Hormuz, as critical to hammering out a settlement.

Karimi urged Iran’s current leadership to take the moment to lay out an entire framework for a deal with the United States — from Iranian concessions to its ultimate demands, and a vision for a regional peace pact.

But in Iran, “the status quo is the most conservative way of behaving politically now,” he said, “because any change raises the possibility of being blamed in the future” if the plan fails.

Iran also still believes that in terms of economics, “it can wait Trump out, at least on the horizon of several weeks, where actually the disruptions in the strait are more costly

2 CIA officers killed in Mexico crash lacked proper authorization

The two U.S. officials killed in a car crash earlier this month in northern Mexico while returning from a counter-cartel operation did not have formal authorization for such activities in the country, the Mexican government announced.

In a statement released Saturday, the Mexican federal security Cabinet said that, according to immigration records, one of the two officials entered the country as a visitor — “without permission to engage in paid work” — and the other arrived on a diplomatic passport.

“The government of Mexico, the institutions comprising the security cabinet and the Ministry of Foreign Affairs were unaware of any foreign agents operating, or planning to physically participate, in any operational activity within Mexican territory,” the statement said.

ported that the U.S. officials were CIA officers.

The two Americans, along with two Mexican officials, were killed early on April 19 when their vehicle plunged off a remote mountain road while returning from an operation led by Mexico’s armed forces to dismantle a large, clandestine methamphetamine lab in the state of Chihuahua, state authorities said.

The deaths of the two Americans have raised urgent questions about the extent of U.S. involvement in the region’s drug war, and which Mexican authorities granted permission — or not — for the two U.S. officials to participate in this recent operation.

The CIA, which has taken on an expanded role in the war against drugs and trafficking groups in Latin America under President Donald Trump, declined to comment.

The Mexican government said Saturday that reviews were being conducted in coordination with local authorities and the U.S.

Embassy in Mexico.

The Chihuahua governor’s office and the U.S. Embassy in Mexico City did not immediately respond to a request for comment. The Chihuahua attorney general’s office declined to comment.

Mexico’s national security law forbids foreign agents, including U.S. military and law enforcement officials, from operating in the country without government authorization. U.S. officials working directly with state-level authorities without federal approval would be a breach of the Constitution.

Chihuahua’s attorney general initially insisted that the U.S. personnel were not involved in the antidrug operation and that it was led by Mexican forces. His office said that the American “instructors” went to the scene of the operation only after it unfolded for training purposes, “such as teaching the handling of drones.”

Yet some economists estimate Iran’s authoritarian rulers can survive the current economic crisis for three to six months.

By contrast, Batmanghelidj said, the disruptions to oil production and exports like fertilizer could start to cause deeper economic shocks to the global economy within weeks that could persuade Trump to move talks along.

Yet even if Iran can economically outlast the current impasse, he said, its strategic dilemma remains.

“The no-deal, no-war mode, from the Iranian standpoint, leaves them vulnerable,” he said.

Families of Iranian children killed in school airstrike pen letter to pope

The families of more than 100 children killed when a missile struck an elementary school in Iran have penned a letter of grief and gratitude to Pope Leo XIV, who has repeatedly criticized the loss of innocent lives in the war with Iran.

An investigation by the U.S. military determined that the United States was responsible for the Tomahawk missile that destroyed the Shajarah Tayyebeh elementary school in the town of Minab, Iran, on Feb. 28, the first day of the war, killing 175 people, according to the preliminary findings of the inquiry.

The authors of the letter, which was published by Iranian state media April 19, called themselves “the fathers and mothers of 168 children who, these days, instead of hugging the warm bodies of our children, are clutching their burned bags and bloody notebooks to our chests.”

The letter thanked the pontiff for being the “the voice for our voiceless children,” then urged him to keep promoting peace and dialogue in the hope that no other parent would have to suffer the loss of a child in the fighting.

“Our children will never return home to build a brighter future, but it is the prayer of us grieving parents that your message to lay down the weapons be heard, at a time when the United States and the Israeli regime fuel the flames of these atrocities with their excessive demands,” the authors wrote, according to Iranian state media.

On Saturday, President Donald Trump called off a trip by two of his top negotiators, who had planned to travel to Pakistan for peace talks. Iran and the United States have been locked in a stalemate over the

Strait of Hormuz, where both sides are blockading ships, as a truce between Israel and Lebanon has been teetering because of clashes between Israel and Hezbollah, an Iran-backed militia.

“We do not know where things are heading,” Leo said Thursday, referring to the on-again-off-again peace talks. “This chaotic, critical situation for the global economy has been created, but there is also an entire population in Iran of innocent people suffering because of this war.”

The U.S.-born pontiff has been one of the world’s most powerful and vocal critics of the war, angering Trump, who has called Leo “weak on crime” and “terrible for foreign policy.” Vice President JD Vance, who is a Catholic, also waded into the theological fight, attempting to justify the U.S. and Israeli military campaign in Iran as a just cause.

Trump has tried to sidestep blame for civilian deaths in Iran and other places touched by the war. At one point, before the preliminary results of the military inquiry became public, the president even briefly blamed Iran for the strike on the elementary school.

The U.S. investigation said the strike stemmed from a targeting mistake by the U.S. military, which was conducting attacks on an adjacent base operated by Iran’s Revolutionary Guard, according to the preliminary findings. Officers used outdated data when they were planning strikes on an adjacent Iranian military base, and the school building had once been part of the base, the preliminary investigation found.

Siendo ésta la primera subasta que se celebrará en este caso, será el precio mínimo aceptable como oferta en la Primera Subasta, eso es el tipo mínimo pactado en la Escritura de Hipoteca para la propiedad, la suma de $138,323.31. Cangrejeras go up 2-0 in LVSF finals

The Cangrejeras of Santurce defeated the Leonas of Ponce in straight sets at Juan “Pachín” Vicéns Auditorium in Ponce on Saturday night to take a 2-0 lead in the best-of-seven Women’s Superior Volleyball League (LVSF by its initials in Spanish) finals.

The set scores were 25-15, 27-25 and 25-22. “It was a hard-fought match, just as we expected,” Cangrejeras libero Débora Seilhamer said in a written statement. “We are on their home court, and as we saw in the semifinals, they really step up their game here. Despite their roster setbacks, we knew it was going to be an extremely tough contest, and it certainly didn’t disappoint.”

“Every game is going to be a battle,” she added. “Even though they have ended in three sets, each set has been intense. We cannot afford to ease up or get complacent at any moment.”

Ponce took the court without two key players, Raymariely Santos and Sherridan Atkinson, who did not play due to injuries. Ponce libero Valeria León addressed the situation.

“Obviously, we know we are missing Raymariely and Sherridan, who are very important players for us,” she said. “Nevertheless, today we went out there to battle against a

great team. With or without them, we can compete and secure a victory. It comes down to making one, two, or three adjustments, but we know we can be right there in the fight.”

The third match will take place tonight at Roberto Clemente Coliseum in Hato Rey, where the Cangrejeras took the series opener in straight sets (25-23, 25-19 and 25-19) on Friday night.

“Heading to the Clemente on Monday is a very important game for us,” León said. “We cannot fall behind 0-3 in the series. We have a sense of urgency. Let’s get ready, put this defeat behind us, and focus on Monday.”

Although Santurce dominated the first set, the second and third sets could have gone either way. After taking the second set in extra points, the Cangrejeras had to withstand another spirited comeback attempt by the Leonas, who refused to yield in front of the more than 3,000 fans who packed the Pachín.

Santurce reached the second technical timeout leading 16-14 following a successful attack by Andrea Rangel from Zone 2; later, they extended their lead to 19-16 with another spike from the Mexican star from the same zone. Team Caribe wins Double-A All-Star Game

Team Caribe defeated Team Atlantic 7-5 on Saturday night in the traditional Double-A Superior Baseball League AllStar Game, held at Pedro “Perucho” Cepeda Stadium in Cataño.

The game marked the fifth consecutive year of dominance for Team Caribe, which is composed of select players from the East, Southeast, Central and South sections.

It was the first time Cataño hosted the flagship event of the Puerto Rico Baseball Federation (FBPR by its initials in Spanish) season, with support from the Lancheros franchise and the Autonomous Municipality of Cataño. The day’s festivities also included the sixth edition of the “Legends of Our Baseball” Game, which brought together 60 distinguished former Double-A players.

The Cangrejeras then closed out the set and the match with a three-point rally: Helena Grozer spiked the ball off the hands of the Ponce block, the Leonas’ Claire Chaussee misfired on an attack from Zone 4, and Grozer sealed the victory with a service ace.

Santurce’s offense was a balanced effort, led by recently signed American import Madison Kingdon with 16 points (14 attacks, 1 block and 1 ace), followed by Grozer with 15, Rangel with 12, and Neira Ortiz with 10. Enright led the way for shorthanded Ponce with 14 points (all on attacks), while Chaussee contributed 13 points and Nataly García added 12.

The Team Caribe offense also featured home runs from Dilan Rosario of the Halcones of Gurabo and Kenen Irizarry of the Criollos of Caguas. Rosario was named the game’s Most Valuable Player after going 2-for-3 at the plate, with two RBIs and two runs scored.

On the pitching side, Rubén Ramírez of the Mulos of Juncos was selected as the standout pitcher after working two scoreless innings and recording three strikeouts. Reliever Harold Cortijo of the Cocoteros of Loíza earned the win, while Luis González of the Criollos notched the save with two strikeouts in the ninth inning.

Jaime Ayende of the Tigres of Hatillo took the loss for Team Atlantic, while Jesmuel Valentín of the Titanes of Florida drove in three of his squad’s five runs with a home run.

The FBPR dedicated the All-Star Game to Guillermo “Willie” Montañez, a standout former Double-A player for Cataño, a member of the 1965 Puerto Rican National Team, and a veteran of Major League Baseball and other professional leagues.

Prior to the game, special recognition was also bestowed upon the star pitcher for the Cariduros of Fajardo, Jean Félix Ortega, for joining the 90-win club. Similarly, pitcher José Vélez of the Lancheros of Cataño was honored; earlier this year he pitched a no-hitter in a victory over the Montañeses Utuado.

Earlier in the afternoon, Team Cano García comfortably defeated Team Roberto Lugo 10-2 in the “Legends of Our Baseball” Game, powered by four RBIs and three hits from José Juan Collazo, who was named the game’s Most Valuable Player. Orville Batista earned the win, while Heriberto “El Zorro” Bermúdez took the loss. Luisito Ramos also stood out, going 3-for-4 with three runs scored.

In the pre-game competitions, Kevin Meléndez of the Gigantes of Carolina won the catchers’ challenge and received a prize of $200.

Meanwhile, Jay Feliciano of the Tigres won the home run derby with five round-trippers, taking home a prize of $400. The prizes were awarded by the FBPR.
