Sen. Morales Rodríguez files bill to regulate lobbying

Critics say SB 1190 has constitutional flaws

District I (San Juan, Guaynabo and Aguas Buenas) Sen. Juan Oscar Morales Rodríguez has introduced Senate Bill (SB) 1190, a measure aimed at establishing the “Law for a Strict Regulatory Framework for Lobbying in Puerto Rico,” which critics view as problematic.

The measure comes amid allegations that La Fortaleza Chief of Staff Francisco Domenech Fernández, the former owner of lobbying firm Politank, may be using his position to benefit former clients of the company.

The proposed legislation is intended to strengthen government transparency and prevent corruption. Furthermore, it aims to ensure that decision-making processes within the commonwealth respond exclusively to the public interest, rather than to undue influences that could undermine institutional integrity. According to the bill’s preamble, lobbying is a legitimate exercise of the fundamental right to petition the government. However, the absence of rigorous controls can lead to conflicts of interest and public corruption.

Morales Rodríguez emphasized that Puerto Rico’s historical experience has been marked by cases of bribery and influence peddling, such that public trust in government institutions has been eroded. He argued that this aspect of the island’s political reality justifies a more robust regulatory regime than the one currently in place.

“With this legislation, we seek to raise the ethical standards of our governmental management to levels comparable to the strictest jurisdictions in the world,” Morales Rodríguez said. “Access to power cannot depend on the economic capacity of a few, but on the well-being of all Puerto Ricans. It is time to close the door on excessive influence and ensure that every interaction between the private and public sectors is transparent and subject to oversight.”

To frame the proposal, SB 1190 draws on successful U.S. regulatory models, including the Federal Lobbying Disclosure Act and the Honest Leadership and Open Government Act. The measure also aligns with state laws such as those in New York, requiring detailed lobbying disclosures, and in California, enforcing strict conflict of interest rules.

Internationally, the bill mirrors structured systems in Canada and the United Kingdom. Both countries require public registries and broad oversight to prevent abuses.

One of the bill’s most innovative components is a fouryear cooling-off period applicable to anyone who has served in Puerto Rico’s executive, legislative or judicial branches, as well as in municipal governments or federal agencies operating on the island. The provision would bar former officials from engaging in lobbying activities immediately after leaving public service, directly targeting the “revolving door” phenomenon in which privileged information is leveraged for private gain.

Notably, the restriction would also extend to the spouses of former officials, recognizing that close familial ties have historically been exploited as indirect means of circumventing ethical limitations.

The measure also would transform the current Lobbyist Registry, granting it stronger regulatory authority. The enhanced registry could rigorously verify eligibility and disclosure requirements before granting registration. Violations would carry severe penalties: fines up to $100,000, permanent disqualification from lobbying, and potential criminal liability.

Critics of the bill have several concerns. One of the most significant is the possible tension with constitutional rights, particularly the right to petition the government. While lobbying can be regulated, courts have consistently held that it is a protected form of political expression. A framework that is perceived as overly restrictive, punitive, or deterrent in scope could face legal challenges on the grounds that it chills legitimate advocacy, especially for civil society groups, small nonprofits, or individuals without large compliance budgets.

The four-year “cooling-off” period is another area that could be controversial. Cooling-off periods are common, but four years is unusually long compared to many jurisdictions. Critics could argue that such a prolonged ban unreasonably restricts former public servants’ right to work in their field of expertise.

The extension of the lobbying prohibition to spouses of former officials could also raise constitutional and legal concerns. While the bill is designed to prevent indirect influence, applying restrictions based solely on marital status may be challenged as overbroad or as violating principles of individual responsibility and equal protection. Opponents could argue that it penalizes individuals who never held public office and have committed no wrongdoing.

Another potential issue lies in enforcement capacity. Transforming the lobbyist registry into a stricter regulatory instrument with enhanced investigative and verification powers requires significant administrative resources, trained personnel, and clear procedural safeguards.

Planner says bills seeking to revamp permitting are problematic

Legislative proposals for a new Planning and Permits Code submitted by Senate President Thomas Rivera Schatz and by Gov. Jenniffer González Colón recently are “misguided bills,” urban planner Pedro Cardona Roig said.

Of the two, Cardona Roig said in a recent radio interview (Radio Isla) that Rivera Schatz’s version of a new permitting process was better than the governor’s measure, but still bad. The island Legislature is slated to evaluate the measures today.

Regarding the governor’s proposal, the planner described it as “nonsensical and poorly crafted,” arguing that it leans in favor of the interests of large private investors rather than the needs of small and midsize businesses.

“This bill only serves large investors,” Cardona Roig said. “Small businesses and the everyday citizen who seeks stability and peace of mind in their home should be alarmed by what Governor Jenniffer González Colón and Thomas Rivera Schatz have put forward.”

He also asserted that the governor’s proposal grants the Natural and Environmental Resources secretary unlimited authority to issue concessions that would legalize her so-called “in-law houses” built in the seaside La Parguera community of Lajas.

Although the planner stressed that “both bills are very bad,” he noted that Rivera Schatz’s proposal has a structure that is more consistent with the organization of the government and demonstrates a far better understanding of the governmental framework than what he described as the governor’s ill-conceived plan.

Cardona Roig emphasized the need to review the island Planning Board’s role in the permitting process but disagreed with the bills’ proposals.

“There are a number of things that could be positive,” he said. “The problem is that they have failed to properly define those roles within the structure, and this will create chaos. It will affect property values and investments in Puerto Rico. Every time you tamper with these systems without reason or coherence, you risk undermining those values. The structure being proposed is, in my view, very deficient.”

The governor’s proposal appears to be problematic for autonomous municipalities, according to a review conducted by the STAR. The bill will allow towns to assume roles traditionally managed by central government agencies in land-use, zoning and construction permitting, but it would create bureaucracy by establishing municipal quasi-judicial bodies to resolve discretionary permitting issues at the local level.

Under Chapter V, titled “Autonomous Municipalities,” the measure establishes a formal mechanism for municipalities to request the transfer of authority from the Planning and Urbanism Board, the Adjudicative Board, the Central Office of Permits (OGPe), and the Office of Citizen Complaints and Resolutions. Those transfers would encompass decisions on land use, project approvals, permitting, and related enforcement responsibilities.

The process for assuming those powers begins at the municipal level. The mayor must submit a formal petition to the municipal legislature and secure approval through an ordinance supported by at least two-thirds

of its members. That ordinance must include a detailed cost assessment covering staffing needs, technical and administrative resources, and operational capacity, as required by the Municipal Code of Puerto Rico. Once approved locally, the request is forwarded to the governor, who evaluates it based on statutory criteria. The municipality must demonstrate that the transferred authority will be exercised exclusively within its territorial limits and that it possesses sufficient technical expertise, financial resources and personnel to carry out the functions effectively.

If the governor approves the request, the transfer is formalized through a binding intergovernmental agreement between the municipality and the relevant central government agencies. The agreement may limit the scope of delegated authority depending on the municipality’s proven capacity to manage the responsibilities involved.

The framework establishes a tiered system of municipal authority consisting of three hierarchical levels, with each level

granting progressively broader powers. Municipalities classified under Hierarchy I would be authorized to issue permits for existing structures, review small-scale construction projects in urban areas, approve limited urban subdivisions, and grant certain consolidated construction permits.

Hierarchy II municipalities would have the authority to evaluate larger construction projects, approve urban developments of up to 50 lots, review zoning amendments for small parcels, adjudicate discretionary consultations, and issue signage permits, excluding those related to federally funded highways.

Hierarchy III municipalities would be granted even broader discretionary powers, including authority over zoning changes for larger parcels, variations in land use or density, industrialized construction systems with regional impact, and most signage permits, subject to specific exclusions.

Regardless of hierarchy, municipalities would be prohibited from issuing construction permits unless adequate infrastructure is available or a credible mitigation plan has been identified. Infrastructure capacity would remain a mandatory prerequisite for project approval.

Trough to bring heavy rains, flooding in coming days

Government officials urged residents and visitors to exercise extreme caution Sunday as a weather system is expected to bring persistent rainfall and risk of flooding across much of Puerto Rico over the next several days.

The Puerto Rico Emergency Management and Disaster Administration (NMEAD by its acronym in Spanish) and the Department of Public Safety (DSP by it initials in Spanish) said a tropical trough is affecting the island, prompting the National Weather Service

(NWS) in San Juan to issue a flood watch for all of Puerto Rico from 10 a.m. Monday through 8 a.m. Wednesday.

According to the NWS, rainfall accumulations of one to three inches are expected, with higher amounts possible in isolated areas. Officials warned that conditions could become dangerous in a short period of time, especially in flood-prone communities.

NMEAD Commissioner Ángel Jiménez Colón said the weather pattern is expected to sustain periods of heavy rain and thunderstorms, creating a situation that could quickly shift from manageable to hazardous. He

cautioned the public not to underestimate the event, stressing that the anticipated rainfall is not brief or isolated and could worsen within hours, leading to emergencies in vulnerable areas.

Jiménez emphasized that preparation and responsible decision-making are critical, urging residents to act before conditions deteriorate. He noted that prevention remains the most effective way to protect lives and property.

Authorities warned of multiple hazards associated with the system, including urban flooding, flooding of small streams, isolated flash floods, sudden rises in river levels, and the

potential for landslides in susceptible terrain. The eastern, northern, and interior regions of Puerto Rico are at greater risk due to already saturated soils, which increase runoff and flood potential.

Despite the expanded municipal authority, central government agencies would retain jurisdiction over projects with regional impact, developments excluded from municipal land-use plans, major public works, and all permits and authorizations governed by federal environmental laws such as the Clean Water Act, the Clean Air Act, and other federal environmental and waste-management legislation. Officials warned that conditions could become dangerous in a short period of time, especially in flood-prone communities.

Energy Bureau restarts framework for community solar after grant cancellation

The Puerto Rico Energy Bureau (PREB) has re-initiated its regulatory proceeding to develop a comprehensive framework for community solar projects, following the cancellation of a key U.S. Environmental Protection Agency (EPA) grant that was originally intended to support a pilot program.

The action stems from the Energy Transformation and RELIEF Act (Act 57-2014), which mandates that the PREB, working in coordination with the Energy Public Policy Program of the Department of Economic Development and Commerce and the Independent Consumer Protection Office, establish regulations governing community solar projects and microgrids across the island.

When the PREB first launched the community solar proceeding in June 2025, its immediate focus was the design of regulations to support an EPA-funded pilot program. Two organizations -- Proyecto Enlace del Caño Martín Peña and La Alianza de Justicia Energética -- submitted supportive comments at that time. However, the subsequent cancellation of the EPA grant eliminated the funding that would have enabled the pilot

program to move forward.

Despite the setback, the PREB said in an April 10 resolution that the loss of funding presents an opportunity to broaden the scope of the proceeding and develop a more robust regulatory record to guide long-term community solar development in Puerto Rico, consistent with its legislative mandate.

In announcing the renewed effort, the PREB highlighted the importance of community solar in improving the reliability, affordability, resilience and equity of Puerto Rico’s electrical system. The agency is now seeking wide-ranging input on alternative approaches to implementing community solar, particularly as they relate to different business and ownership models.

Among the ownership structures under consideration are utility-owned projects, member-owned cooperatives, third-party ownership, municipal ownership and non-profit ownership. Each model carries distinct implications for capital investment, cost recovery, pricing, governance and customer protections.

The PREB emphasized that governance frameworks will play a critical role in defining the obligations of community solar entities, regulatory authority, ratemaking structures and consumer safeguards. Geographic considerations -- such as whether community solar programs should have defined service boundaries or rely on virtual participation across regions -- are also part of the discussion.

The agency outlined several technical and operational factors that will influence how community solar projects integrate with the electrical grid. They include system configuration, communication and control capabilities, the potential use of ride-through inverters and energy storage, and how community solar facilities might provide grid support services that could be compensated.

Interconnection requirements and net energy metering (NEM) policies are also under review, given their historic role in expanding solar adoption in Puerto Rico. The PREB stated that the suitability of NEM as a compensation mechanism for community solar projects must be reexamined.

Pricing was identified as a central issue, affecting both

wholesale and retail transactions. Community solar projects may sell electricity to private grid operator LUMA Energy, an aggregator, large customers through wheeling arrangements, or third parties. Retail pricing structures, including bill credits and capital cost recovery mechanisms, will vary depending on the business model adopted.

Participation models are another focal point of the proceeding. The PREB is considering both “opt-in” approaches -where customers voluntarily enroll -- and “opt-out” approaches, in which customers are automatically enrolled but may choose not to participate.

Customer protection requirements, regulatory reporting obligations, and performance evaluation mechanisms will be shaped by the ownership and governance model selected. The energy regulator also underscored the importance of addressing distributional equity, noting that access to solar-plus-storage systems can create disparities between customers who can self-supply reliable power and those who remain fully dependent on the broader electrical system.

Low-income households, in particular, face barriers to achieving higher levels of reliability, and the PREB stated that community solar regulations must seek to minimize both cost and reliability inequities.

To guide the renewed effort, the PREB has engaged consulting firm KeyLogic to facilitate stakeholder discussions and prepare a report outlining regulatory options. The process will include written comments, workshops, draft and final reports, and opportunities for stakeholder feedback, culminating in the issuance of a draft community solar regulation and the start of formal rulemaking.

The PREB is inviting all interested stakeholders and members of the public to submit written comments on the questions included in Attachment A of the proceeding by this Friday, April 17. Submissions must reference “Community Solar Regulatory Framework, Case No. NEPR-MI-2025-0003” and may be filed electronically, by mail, or in person at the PREB’s offices in San Juan.

Caguas hosts congress on urban tree management, climate resilience

The exchange of technical, scientific and community experiences on urban tree management, climate resilience and environmental planning marked the theme of the Congress on Urban Tree Management held over the weekend by the Municipal Administration of Caguas with the participation of local and international resources.

For two days, the meeting at the Ángel O. Berríos Center for Fine Arts in Caguas addressed issues related to the proper management of urban trees, the use of new technologies for forest inventory and monitoring, urban heat mitigation, ecosystem services and community participation as an essential component of resilient cities.

Caguas Mayor William Miranda Torres stressed that such forums strengthen a vision of the city where the environment,

planning and quality of life are part of the same public policy. “Sharing knowledge and experiences around the management of our urban trees is also to strengthen the capacity of our cities to better respond to current and future environmental challenges,” the mayor said.

The congress was attended by specialists from Puerto Rico, the United States and Mexico, including tropical ecologist Ariel E. Lugo, scientist emeritus of the U.S. Forest Service; Sophie Plitt of the Arbor Day Foundation; and Laura García Santamaría from Reforestamos México.

Caguas has a recognized track record in the field, being the first and only city in Puerto Rico to obtain and maintain for 18 consecutive years the Tree City USA recognition, as well as the island’s first and only city with a Tree City of the World distinction.

The initiative also strengthened the dialogue between academic, community, technical and municipal sectors around

the importance of continuing to develop cities that are more environmentally prepared for the challenges of climate change.

Northeast states set big climate goals. Now those plans are in trouble.

Several years ago, in a burst of climate optimism, Democratic-led states across the Northeast adopted some of the world’s most ambitious policies to shift away from fossil fuels and cut planet-warming emissions.

But today, many of those states are scaling back or rethinking their climate plans as they miss emissions targets, struggle with soaring electricity bills and confront the Trump administration’s hostility to renewable energy.

In New York, Gov. Kathy Hochul recently said the state’s goal for deeply cutting emissions by 2030 was now “unattainable” and asked the legislature to rework its landmark climate law. Regulators had been discussing fees on polluters to help meet that goal, but Hochul said the costs passed on to consumers would be too high.

In Massachusetts, lawmakers are eyeing cuts to a program that adds charges to utility bills to fund heat pumps and efficiency upgrades, while Gov. Maura Healey has pursued a flurry of energy policy changes to address affordability.

In Rhode Island, Gov. Dan McKee has proposed delaying a legal deadline for the state to get all of its electricity from renewables, from 2033 to 2050, claiming that the current mandate would impose steep near-term costs.

“The biggest hardship I hear from Rhode Islanders right now is their growing energy bills,” McKee said after proposing to reduce state charges on utility bills that would have funded solar panels and other climate programs, in a move he estimated would save residents $1 billion over five years. “We need to provide relief now.”

Most Northeastern governors still say tackling global warming is a priority. And climate advocates have fought against rollbacks, arguing that cutting clean energy and efficiency programs might ease burdens on taxpayers today but will cost more in the long run by leaving the region exposed to volatile oil and gas prices.

But the ambitious targets look increasingly out of reach. Various states had aimed to reduce emissions roughly in half by 2030 and nearly zero them out by midcentury. Yet New York’s emissions have barely budged since 2021, while carbon dioxide from New England’s power plants has increased the past two years.

Many Democrats blame President Donald Trump. Northeastern states had planned to build giant wind farms in the Atlantic Ocean to produce clean power, but that has become exceedingly difficult with the White House’s attacks on offshore wind. Federal tax breaks for solar panels and electric cars have been eliminated.

Trump’s antagonism to renewable energy isn’t the only factor, though. The Northeast has for years had some of the nation’s highest electricity rates, partly driven by local policies. Some Democratic governors, worried about looming electricity shortages, now want to reconsider long-standing taboos against expanding nuclear power or natural gas pipelines.

It’s a sign of how the political landscape has shifted in the Trump era as Democrats try to balance fears of a warming planet with immediate concerns about the cost of living.

“I think, generally speaking, if it’s affordable, New England governors are now willing to consider it,” said Connecticut Gov. Ned Lamont, a Democrat.

A struggle to meet clean energy goals

In 2019, New York passed a sweeping law requiring the state to cut emissions 40% below 1990 levels by 2030 and to essentially stop emitting greenhouse gases by 2050. Connecticut, Maine, Massachusetts, Rhode Island and Vermont adopted similar goals.

At the time, business groups and critics called the targets unrealistic and expensive. But supporters said that while the Northeast would need big upfront investments in clean energy, the region would ultimately benefit from weaning itself off fossil fuels.

“The argument at the time was that these targets were achievable with the right mix of technological progress and federal support,” said Noah Kaufman, a senior research scholar at Columbia University’s Center on Global Energy Policy.

“But,” he added, “a lot has happened between then and now.”

To meet their goals, Northeastern states planned to build more than a dozen wind farms in the ocean, since there is less room onshore for renewables. That meant creating an entire offshore wind industry from scratch. But the coronavirus pandemic wrecked supply chains, and interest rates rose, which delayed projects and caused costs to skyrocket.

Then Trump returned to office and sought to block offshore wind, a technology he detests. While four offshore wind projects are still under construction, it is unclear if more can

be built. New York’s climate plan calls for 9,000 megawatts of offshore wind by 2035, enough to power 6 million homes. Currently, only 1,800 megawatts are set to come online.

“That was a huge setback,” said Kyle Murray, director of state program implementation at Acadia Center, a clean energy advocacy group. “Offshore wind was the primary strategy that states like Massachusetts were going to pursue for its electricity future, and now it’s shut down.”

The slow build-out of clean energy means the Northeast still relies primarily on natural gas for power and heat — which is relatively expensive, since there are limited pipelines to bring in cheap gas from places like Pennsylvania. Over the past decade, Democrats and environmentalists have blocked several proposed pipelines.

Today, residential electricity rates in the Northeast are twice as high as those in the Midwest or South and climbing fast. High natural gas prices, weather disasters and rising transmission costs are major factors, but clean energy mandates also add costs, a study from Lawrence Berkeley National Laboratory found.

In New York, a state analysis found its climate law added $10 to $12 per month to residential electric bills in 2024, a figure expected to rise over time. While those costs don’t capture the law’s benefits, such as cleaner air, they have made politicians squeamish at a time of high inflation.

Expensive power can also make it harder to persuade people to switch to electric cars or heat pumps, two key climate strategies.

At the same time, some policymakers say that renewable energy isn’t enough to meet the region’s needs. During a ferocious storm this winter, New England produced little electricity from wind or solar at times and couldn’t import enough gas to cover demand. So power plants had to burn oil, a much dirtier fuel, instead. Meanwhile, a transmission line to bring hydropower from Quebec finally came online after years of delay — except Quebec had little power to spare, either.

The Trump administration piled on, citing the storm and the Northeast’s high prices as evidence of the follies of climate policy.

“The timing could not have been more cinematic,” said Dan Dolan, executive director of the New England Power Generators Association, a trade group. “It really encapsulated the consequences of where we sit.”

A pivot to ‘affordability’

Many Democratic governors are looking to revamp their climate plans.

In New York, Hochul said that because of offshore wind delays and other setbacks, meeting the state’s 2030 goals for reducing emissions would now require such drastic cuts and steep fees on industries that it could cost the typical household thousands of dollars per year. She has asked legislators to instead require more gradual emissions cuts over the next decade.

Artemis II crew reunites with families and fellow NASA astronauts

Compared with going to the moon and back, the flight from San Diego to Houston was a small hop.

Yet for the four crew members of NASA’s Artemis II, who had traveled more than 700,000 miles on the first trip by humanity into deep space in more than half a century, flying to Texas was an emotional last leg of their journey as they reunited with friends and family Saturday afternoon.

“I have absolutely no idea what to say,” said Reid Wiseman, the mission’s commander, drawing laughter from the audience during a welcome-back ceremony.

The Artemis II astronauts — Wiseman, along with Victor Glover and Christina Koch of NASA and Jeremy Hansen of the Canadian Space Agency — sat on a stage at Ellington Field, a small airport in Houston near NASA’s Johnson Space Center.

It was less than a day after they were plucked out of the Pacific Ocean at the end of a successful 10-day mission that zipped around the moon without landing and then returned to Earth.

“Twenty hours ago, the Earth was that big out the window,” Wiseman said, his hands indicating something about the size of a basketball, “and we were doing Mach 39. And here we are back at Ellington, at home.”

Space officials including Jared Isaacman, the NASA administrator, and Lisa Campbell, the president of the Canadian Space Agency, gave valedictory speeches, as did politicians including Brian Babin, the Republican representative

whose congressional district contains the NASA Johnson Space Center.

Isaacman noted that, a couple of months ago, Wiseman had said in an interview that he hoped Artemis II would eventually be forgotten, overshadowed by much greater space achievements to come.

“But I’m very sorry to disappoint you all,” Isaacman said. “Artemis II will always be remembered.”

He thanked the astronauts. “Thank you for showing us the moon again,” Isaacman said. “Thank you for showing us planet Earth again.”

Each of the astronauts spoke. Each touched on the

“Help us change the climate law,” she said last month. “We’re not saying no to it. We’re just saying give us a longer runway.”

In Rhode Island, McKee has proposed postponing deadlines to switch entirely to renewable energy, saying that the Trump administration’s actions have made existing targets “challenging.” In Massachusetts, Healey has delayed a state clean heat standard aimed at transitioning homes away from fossil-fuel heating, citing concerns about costs. A similar standard in Vermont died amid industry backlash.

Environmentalists have opposed many of these changes, arguing that expensive natural gas is the biggest reason for high energy prices in the region, and the quicker utilities can get off gas, the better. That means doubling down on efficiency and conservation measures, solar power and batteries while

Wiseman noted how difficult it was for the families back on Earth, including his two daughters.

“This was not easy, being 200,000 plus miles away from home,” he said. “Before you launch, it feels like it’s the greatest dream on Earth, and when you’re out there, you just want to get back to your families and your friends.”

He added, “It’s a special thing to be a human, and it’s a special thing to be on planet Earth.”

The four astronauts then gave each other a group hug, one of many.

Glover, the pilot, spoke briefly. “I’m afraid to start talking,” he said. “I have not processed what we just did, and I’m afraid to start even trying.”

He thanked God, as he had eight days earlier from space. “Because of seeing what we saw, doing what we did, and being with who I was with, it’s too big to be in one body,” Glover said.

Koch talked about what the word “crew” meant to her now — “a group that is in it all the time, no matter what” — and about how, when she looked at Earth from the neighborhood of the moon, it “was just this lifeboat hanging undisturbingly in the universe.” She concluded, “There’s one new thing I know, and that is: Planet Earth, you are a crew.”

Hansen said that, if people liked how the Artemis II astronauts worked together, that joy was something everyone could share.

“I would suggest to you that, when you look up here, you’re not looking at us,” he said. “We are a mirror reflecting you. And if you like what you see, then just look a little deeper.”

Healey has asked Massachusetts legislators to lift a 1980s-era moratorium on new nuclear plants, an energy source supported by the Trump administration.

“We need to make sure we’re getting all types of energy supply into the region to meet our growing needs,” Healey said. “We can’t just put our eggs in one basket.”

Trump’s war has weakened America

When President Donald Trump attacked Iran on Feb. 28, we called his decision reckless. He went to war without seeking congressional approval or the support of most allies. He offered thin and contradictory justifications to the American people. He failed to explain why this naive attempt at regime change would end better than earlier attempts by the United States in Iraq, Afghanistan and elsewhere.

In the six weeks since, the recklessness of his war has become clearer yet. He has disdained careful military planning and acted on gut instinct and wishfulness. After Prime Minister Benjamin Netanyahu of Israel predicted to Trump that the attacks would inspire a popular uprising in Iran, the director of the CIA countered that the notion was “farcical,” The New York Times reported. Trump proceeded nonetheless. He was so confident that he assembled no plan to respond to an obvious countermove available to Iran: causing a spike in oil prices by blocking the Strait of Hormuz. Nor did he develop a feasible strategy for securing the enriched uranium that Iran can use to rebuild its nuclear program.

Last week, he careened from illegal and immoral threats about erasing Iranian civilization to a last-minute ceasefire that accomplishes few of his announced war aims. As of Friday, Iran continued to defy a central part of the deal and block most traffic from crossing the Strait of Hormuz. Trump’s irresponsibility has left the United States on the cusp of a humiliating strategic defeat.

As we have emphasized, Iran’s regime deserves no sympathy. It has spent decades oppressing its people and sponsoring terrorism elsewhere. And the current war, combined with the June attacks by the United States and Israel and other Israeli operations since 2023, weakened Iran in important ways. Its navy, air force and air defenses have been degraded, and its nuclear program has been set back. Its murderous network of regional allies — including Hamas, Hezbollah and Syria’s fallen government — has been eroded.

Yet these successes cannot mask the ways in which the war has weakened the United States. We count four main setbacks for America’s national interests that are the direct result of Trump’s carelessness. These setbacks likewise weaken global democracy when authoritarians in China, Russia and elsewhere were already feeling emboldened.

The most tangible blow to the United States and the world is the increased influence that Iran has secured over the global economy by weaponizing the Strait of Hormuz. About 20% of the world’s oil and liquefied natural gas flows through the strait, which is next to Iran’s southern shore.

Before the war, Iran’s leaders feared that blocking traffic would invite new economic sanctions and a military attack. Once the attack happened anyway, Iran closed the strait to nearly all traffic except its own ships. The policy is inexpensive because it mostly involves a threat — namely, that a drone,

missile or small boat may blow up a tanker. Forcibly reopening the strait, by contrast, would require an enormous military operation potentially including ground troops and an extended occupation.

Trump’s lack of foresight about the strait reveals glaring incompetence. The two-week ceasefire does not bring back the status quo because Iran is still limiting traffic and has threatened to impose tolls as part of a final peace deal. The war has shown Iran’s leaders that controlling the waterway is a real possibility. Eventually, other countries are likely to develop alternatives, including pipelines, but those solutions will take time. For now, Iran appears to have won diplomatic leverage that it could have only dreamed of six weeks ago. The only apparent way to change the situation would be for a global coalition to demand the strait’s reopening — the sort of coalition that Trump is distinctly unsuited to lead.

The second setback is to America’s military standing around the world. This war, together with recent U.S. assistance to Ukraine, Israel and other allies, has burned through a substantial portion of the stockpile of some weapons, such as Tomahawk missiles and Patriot interceptors (which can shoot down other missiles). Experts believe the Pentagon used more than one-quarter of its Tomahawk missiles just in the war against Iran. Returning the stockpile to its previous size will take years, and the United States will have to make tough choices about where to maintain its military strength in the meantime. Already, the Pentagon has pulled missile defenses from South Korea.

The war has also revealed that the U.S. military is vulnerable to new ways of warfare. America used billions of dollars’ worth of high-tech munitions to destroy Iran’s traditional air and naval forces, while Tehran used cheap, disposable drones to halt traffic through the Strait of Hormuz and hit targets in the region. The world saw how a country that spends one-hundredth of what the United States does on its military can seek to outlast it in a conflict. It is a reminder of the urgent need to reform

America’s military.

The war’s third big cost is to America’s alliances. Japan, South Korea, Australia, Canada and most of Western Europe refused to support the United States in this war — unsurprisingly, given Trump’s treatment of them. When he demanded their help in reopening the Strait of Hormuz, most allies declined. These countries will remain allies in important ways, but they have made clear that they no longer consider the United States a reliable friend. They are working to build stronger relationships with one another so that they can better resist Washington in the future. “Perhaps the greatest long-term damage to the United States from the Iran war will be in its relationships with allies around the world,” Daniel Byman of the Center for Strategic and International Studies in Washington wrote Wednesday.

The fourth setback is to America’s moral authority. For all the flaws of this country, it remains a beacon to many around the world. When pollsters ask people where they would move if they could, the United States is consistently the runaway No. 1 answer. America’s appeal stems not only from its prosperity but also from its freedom and democratic values. Trump has undercut those values for his entire political career and perhaps never more than in the past week, when he made odious threats to erase Iranian civilization. His secretary of defense, Pete Hegseth, made a series of bloodthirsty remarks, including a threat to offer “no quarter, no mercy for our enemies.”

Those would be war crimes. Trump and Hegseth have embraced a brutal approach to armed conflict that the United States led the world in rejecting after World War II. By doing so, they have undermined the foundations of America’s global leadership, which claims to place human dignity at the center of an argument for a freer and more open world.

SAN JUAN – El secretario del Departamento de Recursos Naturales y Ambientales (DRNA), Waldemar Quiles, informó que desde el 1 de febrero hasta el primero de abril de 2026, la Oficina del Comisionado de Navegación ha tramitado unas 5,994 renovaciones de los derechos de navegación para embarcaciones, mejor conocidos como ‘marbetes’, sumando un total de $367,670.00.

“Parte de la política pública de nuestra

gobernadora, Jenniffer González, se centra en agilizar los procesos en el DRNA, incluyendo el trámite de renovación de marbetes para embarcaciones, esencial para el uso de estas naves en los cuerpos de agua así permitidos para esos fines. En acorde, hemos implementado un plan de acción para evaluar, de forma rápida, las solicitudes de renovación de embarcaciones. Ese esfuerzo ha generado casi 6 mil (5,994) renovaciones en apenas dos meses”, comentó el Secretario en declaraciones escritas.

La región de San Juan lideró los trámites con 2,383 renovaciones de marbetes para un total recaudado de $164,770.00. La misma es seguida por Mayagüez con 839 para $48,570.00, Humacao con 653 para $38,100.00, Arecibo registró 632 renovaciones para $30,195.00, Guayama tuvo 548 para $32,965.00, Aguadilla con 415 para un total de $22,030.00 y Ponce con para $22,725.0. Mientras que en Vieques se renovaron 70 marbetes ($3,865.00) y en Culebra la cantidad fue de 62 para la cantidad de $4,450.00.

Radican denuncias federales contra los imputados de muerte a agente en Ponce

SAN JUAN – Las autoridades federales radicaron denuncias en la noche del sábado contra Noé Emanuel Torres-Santiago, José Ángel Colón-Arroyo y Efraín Coimbre-Lugo por la muerte del agente Eddie Santiago Rentas en la tarde del viernes en el estacionamiento de una megatienda en Ponce.

Las denuncias incluyen posesión de ametralladoras y armas de fuego con números de serie alterados. En el caso de Coimbre-Lugo, también se le imputa posesión de arma de fuego como persona convicta.

Según la investigación, el incidente ocurrió durante una operación encubierta de la División de Drogas, en la que se coordinó la compra de dos armas de fuego por cinco mil dólares. Las autoridades indicaron que las armas estaban modificadas con dispositivos para disparo automático.

La denuncia establece que, mientras el agente encubierto contaba el dinero, Torres-Santiago sacó

un arma de fuego y la apuntó con la aparente intención de robarle. En ese momento, Colón-Arroyo salió de un vehículo cercano armado y se unió al intento de asalto.

Alertan sobre nuevo esquema de fraude para llenar planillas de contribución sobre ingreso

S AN JUAN – El expresidente de la Cámara de Representantes, José Aponte, alertó sobre un marcado aumento en los esquemas de fraude para este ciclo contributivo, en el proceso de preparación y verificación de planillas, los cuales son desarrollados por algoritmos de Inteligencia Artificial (AI, por sus siglas en inglés).

El también presidente de la Comisión de Asuntos Federales y de Veteranos indicó, además, que se ha

registrado un vertiginoso incremento en el uso de los ‘robocalls’ empleando voces creadas por AI y haciéndose pasar por funcionarios del Servicio de Rentas Internas, IRS por sus siglas en inglés, y/o el Departamento de Hacienda.

“Nos encontramos en los últimos días para culminar el periodo de radicación de planillas sobre la contribución de ingreso para el año natural 2025. Éste es el momento que algunos elementos delictivos aprovechan para ejecutar esquemas de fraude centrados en mercadear el llevarle la planilla al contribuyente me-

diante medios electrónicos con el único fin de acceder a datos personales, como número de seguro social, cuentas bancarias, direcciones y fechas de nacimiento. Estos esquemas son bien sofisticados y parecen legítimos, pues se utilizan algoritmos de AI generativa para crearlos”, comentó Aponte en un comunicado de prensa.

La pasada semana, el IRS, emitió un aviso alertando a los ciudadanos a tener mucho cuidado con nuevos esquemas fraudulentos, creados por AI y dirigidos al procesamiento de planillas de contribución.

Five international movies to stream now

This month’s picks include a feminist coming-of-age tale from India, a documentary about grasshopper harvesting in Uganda, a queer fable from Brazil and more.

‘Bad Girl’

Not everyone will experience the same wondrous thrill of recognition I did when I watched Varsha Bharath’s audacious coming-of-age tale, but “Bad Girl” will certainly strike a chord or two with anyone who has rebelled against the dictates of society. For me, a South Indian woman who grew up in the 1990s and 2000s, this movie (about a South Indian girl growing up in the 1990s and 2000s) felt nothing short of groundbreaking. With the protagonist Ramya (Anjali Sivaraman), the daughter of strict, middle-class parents in Chennai, Bharath creates a female character who gets to be a genuine rebel: She is terrible at schoolwork, brazenly rejects her grandma’s religious and casteist demands (which include being confined indoors when menstruating) and openly lusts after her male classmates. Every step of the way, she is told that she is failing at femininity.

The film’s first half follows Ramya as a high schooler and culminates with her being expelled for having a boyfriend; the second follows her life as a young woman in college and beyond as she tries to find love and independence. The film is as quick-witted (often even hilarious) as it is moving: When Ramya has a bonkers drunken outburst at her cheating boyfriend in the midst of a college function, it’s cringingly funny, but you also feel for her. After being told for so long that she’s broken, she knows no better than to embrace brokenness. It’s refreshing that when Ramya finally finds her peace, it’s on her own terms and not society’s — redefining what a happy ending can look like. (Stream it on Hulu.)

‘Grasshopper Republic’

McCabe and his cinematographers alternate between zoomed-in sequences of grasshoppers in all their granular majesty, often framed against dark skies or glowing green stalks, and scenes following a crew of trappers as they make their way into the forests to catch their prey.

The process of setting up traps is damaging for all involved. The large equipment collapses mud banks; the chemically treated light bulbs used to attract the insects spoil the local maize crops and cause eye and skin issues for workers. McCabe captures the various negotiations and compromises that lead up to the transcendent moment when grasshoppers swarm around the traps, like a small tornado of green, and the workers scramble to catch them and stuff them into bags; these are then sold to vendors who boil and fry them for sale. The shillings come, but is it all worth it — the environmental destruction, the human price paid? “Grasshopper Republic” invites you to confront the costs of mass production, with a visual grandeur that only emphasizes all that is lost. ‘The Son of a Thousand Men’

Tracing the intersecting stories of five characters in a coastal village in Brazil, Daniel Rezende’s sweeping drama delivers social realism in the ethereal form of a fable. The film begins

in 1990 in Germany, feels overly familiar. It follows the affair between a 19-year-old girl, Maria (Marlene Burow), who lives with her boyfriend’s family on their farm, and an older man, Henner (Felix Kramer), a brooding loner with unspoken wounds and six-pack abs. As such stories of illicit but irresistible trysts tend to go, the film includes a lot of hiding and sneaking around, passionate sex, and guilt and conflict over the age (and power) difference of the couple. But what makes “Someday We’ll Tell Each Other Everything” feel distinctive is its setting. Maria and Henner’s romance unfolds in a village in East Germany poised right at the border with the West, immediately after the fall of the Berlin Wall.

The air is suffused with excitement and fear. Families separated by the Wall are reunited after years, and East German youth like Maria and her boyfriend revel in trips to Western towns, where they gawk at shops and gadgets. But unemployment and emigration spreads as factories, suddenly exposed to market competition, collapse; family-owned farms, like the one Maria lives on, are being forced to sell their land. Atef deftly embroiders the film’s narrative with these details, turning Maria’s relationship with Henner into an allegory for much more: a transition between old and new ways of living, between hope and despair, between family and independence. ‘53 Sundays’

Spanish playwright and filmmaker Cesc Gay adapts his own play to the screen in this wry drama. Three middle-aged siblings plan to meet to discuss the needs of their father, who is getting much too old and frail to live by himself. Julian (Javier Cámara), the youngest, is an actor with a chip on his shoulder; Natalia (Carmen Machi) is a professor and writer stuck in an unhappy marriage; and Victor (Javier Gutiérrez), the eldest, has a corporate job through his wealthy in-laws and tends to be full of himself. As Julian’s wife (Alexandra Jiménez), the film’s narrator, tells us, their love for one another is concealed by a veneer of prickliness, as is often the case with siblings.

with Crisóstomo (Rodrigo Santoro), a lonely and isolated fisherman who dreams of having a child. Then we meet Camilo (Miguel Martines), an orphaned boy; Francisca (Juliana Caldas), a woman with dwarfism who undergoes a difficult pregnancy; Isaura (Rebeca Jamir), who is violated by a man and then forced into marriage; and Antonino (Johnny Massaro), a gay man whose Catholic mother prays and prays for him to change, burdening him with shame.

For much of the film, a series of comedic misunderstandings and petty resentments prevent the three from getting together. Things become worse when the film’s title comes into play: 53 Sundays is how long it took Victor to write his debut novel, which he shared with Natalia but not with Julian, and which Natalia thinks is terrible but won’t admit it to him. By the time they do get together, this novel, and the deeper feelings it brings to the fore, has taken over all of their time and space, so their poor father becomes an afterthought. With a sharp, witty script and endearing performances, “53 Sundays” tells a tragicomic story many will find relatable — of how family brings out both our worst and best selves. US earnings season set to test war-rattled stocks

Investors will seek evidence in the coming week that the U.S. corporate profit engine is humming along, and whether threats to that upbeat business outlook are emerging from the Middle East war and the resulting surge in energy costs.

First-quarter earnings season kicks off with reports from major U.S. banks. Expectations for a strong quarter and year for profit growth have underpinned bullish outlooks for stocks. Those expectations have remained intact as the conflict in Iran took hold over the past month.

“The reason the market still is so robust is because earnings estimates just keep moving higher. There’s yet to be any sort of negative impact on fundamentals from the war,” said Nick Giorgi, chief equity strategist at Alpine Macro. “If you start to see actually a bit of a negative cascade from fundamentals, then all bets are off.”

Optimism about calming geopolitical tensions flowed through markets last week, fueled by a two-week ceasefire deal between the United States and Iran that followed threats from U.S. President Donald Trump about a severe escalation of the war.

The S&P 500 (.SPX), as of Friday had recouped nearly all its decline since the U.S. and Israel began military strikes in late February, with the benchmark index less than 1% lower over that period.

But the war remained at the forefront for markets expected to stay sensitive to Middle East developments into this week.

‘High bar’ for Q1 results

An estimated 10% of the S&P 500 will have reported first-quarter results by next Friday, with a flood of results due in the following weeks. Aside from banks, major company results next week include Netflix (NFLX.O),, Johnson & Johnson (JNJ.N), and PepsiCo (PEP.O).

Overall S&P 500 company earnings are expected to rise by about 14% compared to the year-ago period, according to analyst estimates compiled by LSEG IBES as of Friday. It would be the sixth straight quarter with doubledigit growth, the longest streak since 2011, according to Mark Hackett, chief market strategist for Nationwide.

“It is somewhat of a high bar coming into the season,” said Garrett Melson, portfolio strategist with Natixis Investment Managers Solutions.

Beneath the surface, expectations for the 11 S&P 500 sectors vary widely. The heavyweight technology sector is projected to drive earnings up more than 40%, while healthcare sector earnings are expected to decline 10%, according to LSEG IBES.

One focal point in the reports will be how companies see the ripple effects of surging oil prices, which stand to increase costs for an array of businesses and pinch consumer spending. Even with oil pulling back following the ceasefire deal, U.S. crude is up about 70% this year.

come more rosy. S&P 500 earnings are expected to rise more than 19% in 2026, up from an estimated 15% increase as of late February.

“You’re going to see whether or not those earnings estimates hold up for the future or whether they get marked down,” said Brent Schutte, chief investment officer at Northwestern Mutual Wealth Management Company. “Company guidance becomes incredibly paramount.”

Banks to offer view of economy

Bank reports will provide a crucial window into the economy’s health, investors said, with some concerns about a slowdown in the labor market ahead of the Middle East conflict.

Goldman Sachs (GS.N), reports on Monday, with JPMorgan (JPM.N), the largest U.S. lender, due on Tuesday along with Wells Fargo (WFC.N), and Citigroup (C.N). Other banks report later in the week.

be key, Melson said.

“What they’re seeing for spending patterns is going to be pretty critical to get a sense on just how material is that kind of slowdown risk from a consumption perspective,” Melson said.

Giorgi said he would focus on commentary about lending activity in light of the more volatile geopolitical backdrop.

“If banks say companies ... are looking past it, they still need to invest and they’re still taking out loans, that would be a positive signal,” Giorgi said.

Outside of earnings this week, investors will focus on a report on U.S. producer prices that is an important inflationary gauge.

Oil shocks typically take time to permeate through the economy, making the war a greater risk should it continue, Schutte said.

“The longer this goes on ... the greater impact it potentially has on leaking into U.S. inflation,” Schutte said.

Trump says US will ‘blockade’ Strait of Hormuz after no peace deal reached

President Donald Trump said Sunday that the United States will blockade the Strait of Hormuz, stepping up pressure on Iran after marathon peace talks between top Iranian and American leaders in Pakistan ended without a breakthrough.

The announcement by Trump plunged the already brittle truce into further uncertainty. Vice President JD Vance and the chief Iranian negotiator, Mohammad Bagher Ghalibaf, met in Pakistan over the weekend, but did not reach a deal to fully reopen the strait or conclusively end the war.

“Any Iranian who fires at us, or at peaceful vessels, will be BLOWN TO HELL!” Trump said on social media of his planned naval blockade.

It was not immediately clear whether the threat would endanger the two-week ceasefire reached on April 7. The Iran’s Revolutionary Guard naval force claimed the strait was not closed, but said that any approach to the waterway by warships would be considered a ceasefire violation and warrant a “severe response.”

Trump had conditioned the pause on Iran fully reopening the Strait of Hormuz, a critical waterway for oil and gas in the Persian Gulf. His blockade threat came hours after Vance said the talks in Islamabad — the highest-level face-to-face encounter between U.S. and Iranian leaders since Iran’s 1979 Islamic Revolution — had ended with Iran choosing “not to accept our terms.” Ghalibaf said on social media that the United States had been “unable to gain the trust of the Iranian delegation” in this round of talks.

Analysts said the issues dividing the two countries were so complex — and their differences so entrenched — that cinching a deal in a single round of talks had been highly unlikely. The key differences center on the fate of nearly 900 pounds of highly enriched uranium, frozen Iranian revenues held abroad, and the Strait of Hormuz, through which roughly 20% of the world’s oil passes.

Iran’s grip on the strait sent global oil prices soaring by more than 50% during the conflict, which began in late February. Prices eased following the announcement of the ceasefire, but few ships have passed through the strait since it came into effect.

In an interview Sunday with Fox News, Trump said the U.S. blockade would cut Iran off from the world oil market. “We’re not going to let Iran make money by selling oil to people that they like,” he said.

Trump also downplayed the economic effects of the war, which have been a political liability. Asked if oil and gas prices could fall by the time the midterm elections are held in November, he said they “could be the same or maybe a little bit higher” — an indication that the economic turmoil of the war could linger for months, even if a lasting peace is reached.

Iran’s leaders have given no indication that they intend to relax their control of the waterway, which they view as a crucial bargaining chip, until a permanent peace is reached.

In a defiant social media post, Ali Akbar Velayati, an adviser to Iran’s supreme leader, said “the key” to the strait “is firmly in our hands.”

Neither Trump nor Ghalibaf appeared to rule out additional negotiations. Trump with told Fox News that his threats had forced Iran “to the bargaining table and they haven’t left,” adding that he believed the United States would eventually get “everything” it wanted from Iran.

Here’s what else we’re covering:

— Shipping tolls: U.S. officials blamed Iran, which they say has sought to impose tolls on ships passing through the waterway, for the slow pace of traffic in the strait since the start of the ceasefire. On Sunday, Trump said the U.S. Navy would “seek and interdict” any vessel that paid the fee to Iran. U.S. officials have also said one reason Iran has been unable to get more ships through was that it could not locate and remove all of the mines it had laid.

— Israel and Lebanon: Israel was not involved in the weekend negotiations and Prime Minister Benjamin Netanyahu avoided mentioning them in an address on Saturday evening as he faces criticism at home over the ceasefire with Iran. Israel has kept up deadly attacks on southern Lebanon, including on Sunday morning, according to Lebanon’s state media. Iran had accused Israel of breaking the ceasefire by continuing to attack in Lebanon, leading Trump to ask Israel to rein in its assault. The Israeli and Lebanese ambassadors to the United States are expected to meet in Washington next week for rare direct talks.

— Death tolls: The Human Rights Activists News Agency said at least 1,701 civilians, including 254 children, had been killed in Iran as of Wednesday. Lebanon’s Health Ministry on Saturday said that 2,020 people had been killed in the latest fighting between Israel and Hezbollah, including 357 in a wave of Israeli strikes on Wednesday. In attacks attributed to Iran, at least 32 people have been killed in Gulf nations. At least 22 people had been killed in Israel as of Sunday, as well as 12 Israeli soldiers fighting in Lebanon. The U.S. death toll stands at 13 service members.

Hungary’s Orban, beacon to the right, concedes election defeat

Prime Minister Viktor Orban of Hungary, a lodestar for MAGA culture warriors and right-wing populists in Europe, conceded defeat Sunday in a general election, breaking the momentum of a global nationalist revival promoted by President Donald Trump.

Speaking to supporters Sunday evening in Budapest, Orban said the “election results, although not complete, are understandable and clear. They are painful for us but unequivocal.”

He congratulated the opposition, saying: “The responsibility and opportunity to govern were not given to us.”

But, he vowed in his surprisingly early concession

speech: “We are not giving up. Never, never, never.”

Sunday’s vote was widely seen as showdown between friends and foes of liberal democracy, a cause that Orban has battled against for years to applause from his fans in the United States, Europe and Latin America. It was closely watched by the Trump administration and the Kremlin, both of which wanted Orban to win and both of which offered support in his campaign.

With 66% of votes counted, the opposition Tisza party was on course to win 137 seats — more than a two-thirds majority — with Orban’s party, Fidesz, expected to win just 55. The opposition leader is a former Orban loyalist, Peter Magyar, who broke away in 2024.

Shortly before polls closed, the electoral authorities

said that more than 77% of registered voters had cast ballots, the highest turnout in a Hungarian election since the collapse of Communism in 1989 and the start of democracy.

“Hungary’s fate will be decided today, for a long time to come,” Magyar said early Sunday as he went to vote. He later noted that Election Day was the anniversary of a 2003 vote in favor of joining the European Union, a sign that he wanted to end the Orban government’s antagonism toward the bloc.

Orban, whose party won the four previous elections easily, acknowledged Sunday that he faced a very tight race that could hinge on just a few votes. Casting the vote as a choice between peace and war, as he has throughout the campaign, he appealed to supporters on Facebook.

can’t endure this’: Inside a bombarded city in southern Lebanon

The mother sat on the curb outside a hospital in southern Lebanon, holding her phone and pleading with a photo of her sons on its screen.

“I’m waiting for you, answer me, answer me,” the woman, Fatima Kholeif, cried. “I’m your mother, just answer me.”

Her relatives huddled around her, unsure what to do. When one tried to coax the phone from Kholeif’s hands to calm her down, she just clutched it harder. Didn’t they understand? The photos were all she had left of her sons — the sons who had just bought her hair dye so she could color her wispy, gray curls, a respite from the Israeli bombing. The sons who had kissed her cheeks that morning as they left for work harvesting oranges in an orchard nearby. The sons who were killed on that orchard in an airstrike.

“I can’t endure this,” she cried, her voice trailing off. “Two of my sons, two, two, two.”

Within minutes, a frenzy erupted around her as news arrived that the Israeli military had issued a warning about imminent strikes near the hospital in Tyre, a coastal city within the large swath of southern Lebanon where Israel has told residents to flee north. Other families waiting outside the hospital scattered, racing away on motorcycles toward the seaside. “Come on,” Kholeif’s neighbor said, lifting her off the curb and shuttling her into a car before Israeli warplanes arrived overhead.

Kholeif’s sons, 23-year-old Abdul Rahman Jadour and 30-year-old Ayman Jadour, were among several Syrian farmworkers killed in the strikes, according to relatives, hospital officials and rescue workers. They were the latest casualties in a war that has consumed Tyre. The fighting began after Hezbollah, the Iran-backed militant group, fired on Israel last month in support of Tehran, prompting Israel to bombard and invade Lebanon.

Ever since, Tyre has been transformed by fear. The city’s population is predominantly Shiite Muslim, the same sect as Hezbollah. Its busiest streets have emptied, the metal shutters have been pulled over storefronts, and residents are wary of leaving their homes.

Despite a fragile ceasefire in Iran, Israel has vowed to keep striking Hezbollah and on Wednesday launched a barrage of airstrikes across Lebanon that killed more than 300 people. It was the deadliest day since the war began.

Littered across the roads are the remains of Israeli airstrikes. There are buildings with their facades sheared off. Entire rooms of apartments were hurled across the road and lie on top of mounds of rubble. Poking through the wreckage are signs of the lives once lived there: A doll with blond hair. A black and bright green roller blade. The severed half of a headphone.

Tyre is within the large swath of land south of the

Litani River — around 10% of the country — that Israel says it plans to occupy after its ground invasion ends. That rhetoric has stoked concerns among residents that if they abide by the evacuation warnings and leave their homes, they may never be able to return. Israel’s defense minister, Israel Katz, has said that Israeli forces will not allow Shiite residents who flee north to return south until the “security of northern Israeli residents is ensured.”

That fear has pushed many more residents of Tyre to remain in the city compared with the previous hostilities between Hezbollah and Israel in 2024, according to municipal officials. Even in the surrounding countryside, which has been battered by airstrikes, about 5,000 residents have stayed in their villages — twice as many as during the 2024 war, the officials said. Nearly 20,000 more have fled southern villages for Tyre rather than head north of the Litani River.

“People are saying that if we leave, it will make it easier for them to occupy,” said Daher Habib Baher, 59, referring to Israeli forces. Baher left Tyre during the 2024 escalation, but chose to stay in the city this time in a school turned shelter that felt safer than his neighborhood.

“We have roots here,” he said. “We have to do whatever we can to keep our land.”

For those in the city, daily life has been upended. The thunder of warplanes has echoed overhead along with the clap of outgoing artillery fired by Hezbollah fighters. White plumes of smoke from Israeli airstrikes and artillery hitting the hinterland billow over the horizon as Israeli ground forces inch closer to the city, stoking fears that it could soon be invaded or besieged.

One recent afternoon in central Tyre, Zeinab Judi, 55, watched as her brother tried to untangle the spider web of electrical wires that had come crashing down after

a strike hit her neighbors’ apartment building. In the two days since, all she could focus on was furiously cleaning up her home. She swept glass off the floors, fixed the doors that had flown off their hinges and searched in the broken porcelain tub for her missing shower head — small tasks to regain the sense of control that the war had stripped from her.

“I want to go back to how life used to be,” Judi said, bursting into tears. “How can we live like this?”

Around the corner, her neighbor, Salwa Mamlouk, 35, looked on as she patched a broken pipe that was still spouting water.

“We are still paying the price from the last war,” Mamlouk said.

Still, she said, any frustration she felt with Hezbollah for firing on Israel and kicking off the war had been replaced by anger at Israel for the devastation it has wrought, and by exasperation with the Lebanese government for being unable to stop it.

“Hezbollah is the only one defending us against Israel,” she said. “The government is just sitting by and watching.”

That sentiment is widespread in Tyre, where Hezbollah maintains a large base of support and where they have made their presence known. The highway leading into the city is decorated with yellow and green Hezbollah flags. In recent weeks, posters with photos of Iran’s slain leader, Ayatollah Ali Khamenei, and his son and successor, Mojtaba Khamenei, have cropped up across the city.

So, too, have temporary graves for civilians and Hezbollah fighters killed in the war, whose bodies cannot be transported to the border villages that Israeli forces have captured. Instead, they are placed in plywood coffins, lowered into trenches beside a shopping mall and marked with numbers spray-painted in red on cinder blocks.

Much of the life that remains in Tyre takes place in the city’s Christian enclave by the seaside, the only area that has not been included in the evacuation warnings. There, Christian residents mix with Shiites from other parts of the city who have slept in cars or city-run shelters.

Inside one broken-down school bus, 7-year-old Jana Fadi Muhana looked up when she heard the thud from Israeli strikes one recent afternoon.

“There’s a sound! There’s a sound!” she cried out. She paused, looked to the bus door, which was jammed shut, and then asked her sister to pull her out through the driver’s side window and take her to their mother.

“Sometimes she collapses or cries when she hears the planes and the drones,” her father, Fadi Muhana, 50, muttered as he stood nearby. By the time the family decided to leave their house, the shelters had filled up, so his boss lent him the bus to sleep in after the restaurant where he worked shuttered.

“What can we do? Where can we go?” Muhana said.

Consumer spending, engine of the US economy, is under strain

Angie Howard lives in a walkable neighborhood in Portland, Oregon, and works from home, so she has not had to shell out for higher gas prices since the war in the Middle East began. Still, Howard, who lives alone, said she had noticed costs jumping all around her anyway.

“You go into the grocery store, you buy the things you normally would, and then all of a sudden it’s $20 or $30 more there, and you start to see additional fuel charges,” she said. “And at the end of the week, where you would normally have two nickels to rub together, now they’re not there.”

Howard has lived comfortably enough on her salary working in client services for a legal technology company that manages class action claims, she said. But over the past month, she has been paying more attention to sales, eating more at home rather than going out and thinking twice about buying a ticket to Hawaii that costs more than twice what it did when she last went in 2021.

“That’s going to be the first thing that goes,” Howard said.

Decisions by people like Howard will have an enormous bearing on the health of the U.S. economy in the coming year, as oil prices are expected to stay high even after the White House’s tenuous truce with Iran and as markets remain volatile.

The enduring strength of consumer spending, which powers two-thirds of America’s economic output, has been the main reason that the United States has evaded a recession through successive drubbings over five years: roaring inflation, a rapid run-up in interest rates and a barrage of tariffs.

But the war in the Middle East may prove one blow too many for even those hardy American consumers, who have also seen their balance sheets eroded by slowing wage increases, rising costs and a pullback in government safety net benefits. The personal savings rate is the lowest it has been since 2008, outside pandemic-era swings. On Friday, the long-running Survey of Consumers by the University of Michigan sank to its lowest level on record, with respondents citing concern over both high prices and falling asset values.

“It wouldn’t take much for real disposable income to turn negative and for this to result in a recessionary outcome,” said Joe Seydl, a markets economist at J.P. Morgan Private Bank.

There are two main channels through which that drag would act on the economy. One is the higher energy prices that act as a tax on consumers, giving them less to spend on other priorities, like Howard’s trip to Hawaii.

The other is what economists call “wealth effects,” or the free-spending mentality among higher-income earners fostered by the ballooning value of investment portfolios and retirement accounts in recent years. If that kicks into reverse, the pullback could be drastic.

“They used to teach that the stock market is not the economy,” Seydl said. “But I actually think we’ve evolved into a more wealth-driven economy, because the feedback mechanism through stock wealth, to consumer spending, to overall GDP growth is much stronger today than it was decades ago.”

The United States has grown less dependent on oil since the energy crises of the 1970s, both because the industrial mix has shifted from energy-intensive manufacturing to services and because cars and appliances have gotten more efficient. However, people can still be very exposed to high gas prices, and those with low incomes have the least cushion to absorb them.

Take Dakota Wylde, who lost his job as a contractor last year in sweeping federal layoffs at the National Renewable Energy Laboratory in a Denver suburb. He then went to graduate school for urban planning but had not managed to find a job other than a work

study and has been living on modest savings. The jump in gas prices makes it harder to save on other expenses, like groceries. Even a trip to Costco in the 2013 Toyota RAV4 that Wylde shares with his wife costs a few dollars more.

“Do the savings at Costco justify the price of driving out there?” Wylde wonders. “Or should I pay more at one of the grocery stores within walking distance?”

If he can’t find work and prices keep increasing, Wylde may take out a student loan to live on. He has already jettisoned most nonessential spending, like streaming subscriptions, and there aren’t many other places to cut back.

“When we get to that point, we have to start thinking about the hard stuff,” Wylde said. “Like do we need to have a third meal a day?”

So far, those kinds of difficult choices have not been obvious in economic data. Retail sales for February, the latest available, continued their upward trend. Higher-fre-

quency credit card transactions from Bank of America show that while gasoline spending jumped 20% from a year ago, other categories did not sag noticeably.

That resilience has a few sources. Consumers have benefited from tax refunds that are larger than normal because of legislation passed last year. And those with investment accounts are still riding high; the S&P 500 is up 24% over the past year even after the firstquarter slump.

Shruti Mishra, a U.S. economist at Bank of America, has two thresholds in mind. One is $120 for a barrel of oil, and the other is a 20% drop in major stock indexes. Both would need to be sustained for weeks or months to meaningfully dent consumer spending, she said.

“The fact that you had the stimulus coming in, the fact that consumer spending was higher income led, which is more insulated from an oil price shock, I think all of that is keeping you afloat right now,” Mishra said.

Is the TSA ordeal really over?

The hourslong security lines at airports eased last week after President Donald Trump signed an order to retroactively pay Transportation Security Administration officers, who had worked more than six weeks without compensation because of the partial government shutdown. But the ordeal for both passengers and TSA workers might not be over.

A wave of TSA resignations and absences, driven by uncertainty over future paychecks, could lead to a staffing crisis threatening to disrupt airports further during the FIFA World Cup soccer tournament, which starts June 11.

“This is a dire situation,” Ha Nguyen McNeill, the acting TSA administrator, told Congress last month. “We are facing a potential perfect storm of severe staffing shortages and an influx of millions of passengers at our airports for the World Cup games in less than 80 days.”

It is not clear when the partial government shutdown will end, as Congress went into recess until April 14 without agreeing to new funding for the Department of Homeland Security, of which the TSA is a part. While Trump’s executive order will cover the next pay period in mid-April, the status of salaries after that remains in limbo.

The TSA has been shut down for more than half of the 2026 fiscal year, which ends on June 30, resulting in employees working 87 days without pay. By March 27, nearly $1 billion in payroll had not been paid on time, according to the agency. With the latest shutdown coming just three months after the 43-day shutdown that began in October, many officers have been caught up in a cycle of debt, facing eviction, losing child care and having to rely on food banks.

More than 500 TSA workers have resigned since the partial shutdown began in February, following 1,110 workers who stepped down during the shutdown in October and November, according to the agency.

Call-out rates peaked at nearly 12% nationwide in the latest shutdown, with some airports like Hartsfield-

Jackson Atlanta International Airport and George Bush Intercontinental Airport in Houston reaching 40%.

Even after the shutdown ends, the TSA will not be able to hire new officers in time for the World Cup games because of the rigorous training process, which can take between four and six months, McNeill said. Bringing back former workers will also be a challenge without the assurance of continued pay during future shutdowns.

“These government jobs used to represent stability and were attractive to younger people looking to start their lives,” said Caleb Harmon-Marshall, a former TSA officer who writes a travel newsletter called Gate Access. “But now they are starting to look elsewhere because of how often these shutdowns are happening and how much impact they are having on their lives.”

Many officers have also been irked by the Trump administration’s proposal this week to cut over $1.5 billion from the

TSA budget, which would result in a loss of some 9,400 jobs from the agency’s workforce of more than 61,000 employees. Former agents have been reluctant to talk to the media, some saying they signed nondisclosure agreements when leaving the agency and others saying they don’t want to publicly criticize the government or agency in case they decide to return. The TSA did not respond to multiple requests for comment.

Harmon-Marshall, who keeps in close contact with former officers, believes the only way to bring them back is through the promise of uninterrupted paychecks.

“That would be a solution for the World Cup as these officers have already been trained, so you can fast-track the hiring process,” he said.

Last month, Rep. Nick Langworthy, R-N.Y., introduced the Transportation Security Administration Pay Act of 2026, which would ensure that TSA officers are paid through a transportation security fund during future shutdowns, like other essential workers. Congress is expected to debate the bill when it returns from recess.

But many workers can’t afford more missed paychecks. LaShanda Palmer, a TSA officer for 24 years and president of the American Federation of Government Employees Local 333 at Philadelphia International Airport, said that retroactive paychecks will not automatically mean workers can resume their duties.

“People lost their cars, their child care, their accounts went into negative,” she said.

At the Philadelphia airport, Palmer and many of her colleagues are still working out of a sense of duty. “Everyone is doing their best, but the unknown about pay is very scary,” she said.

Johnny Jones, secretary-treasurer of the American Federation of Government Employees TSA Council 100 union, has been encouraging workers not to quit and instead to call out if they are unable to work without pay.

“This situation has created chaos, it’s destroyed people’s lives, but it’s a temporary issue that will eventually resolve,” Jones said, highlighting that shutdowns during the Trump administration have been unusually frequent. “That’s why the union is advocating for a $10,000 bonus for all employees, because they need to be made whole.”

Davey Lopes, base-stealing maestro, is dead at 80

“Good base stealers have an attitude,” he told MLB. com in 2016, when he was a coach for the Washington Nationals. “They like to run. You can actually control the game if you are good out there. The good base stealer intimidates. If the catcher threw me out, I would say, ‘What did I do wrong?’ I would never wonder what he did right.”

Lopes saw base stealing as an integral part of taking charge of the basepaths.

“A running team puts a lot of pressure on the other side,” he told The Los Angeles Times in 1976. “You pressure the catcher, obviously. But in addition, you put a lot of heat on the infield. One of the guys in the middle has to be moving, and that opens up another hole to hit through. And very often, the pitcher eases up a little.”

He proposed that aggressive base running was more fun than a home run.

“Home runs are dramatic, but how many do you see?” he said. “Besides, the moment the ball is hit, it’s all over.”

David Earl Lopes was born May 3, 1945, in East Providence, Rhode Island, and grew up in South Providence. He was one of 10 children raised by his mother, Mary, a domestic worker. His father, who was from Cape Verde, an island country off the coast of West Africa, left the family when Davey was a toddler. The family was said to be impoverished, subsisting on his mother’s earnings and welfare payments.

Davey found an outlet in sports. A local coach, Mike Sarkesian, mentored him and later recruited him to two colleges at which Sarkesian was hired as athletic director: Iowa Wesleyan University in Mount Pleasant, Iowa, and then Washburn University in Topeka, Kansas.

While at Washburn, in 1967, Lopes batted .380, with nine home runs, and earned all-conference honors. He was also a starting guard on the school’s basketball team.

Davey Lopes, an All-Star second baseman for the Los Angeles Dodgers who was one of the most successful base stealers in baseball history, died last Wednesday in Providence, Rhode Island, near where he grew up. He was 80.

A spokesperson for the Dodgers said his death, in a hospital, was from Alzheimer’s disease and Parkinson’s disease. One of his sisters had been caring for him. He had previously lived in San Diego.

In 1973, his first full season with the Dodgers, Lopes became a pillar of the team’s dynamic infield, alongside Steve Garvey at first base, Bill Russell at shortstop and Ron Cey at third. They started a record 833 games together over 8 1/2 seasons.

“He was the catalyst to the engine, and it was 700 horsepower with the four of us,” Garvey told reporters after Lopes’ death.

There were still plenty of hungry base thieves in Major League Baseball at that time, including Lou Brock, Rickey Henderson, Joe Morgan, Bill North, Omar Moreno and Willie Wilson. Lopes followed in the sprinting footsteps of another Dodger, shortstop Maury Wills, who stole a record 104 bases in 1962.

In 1975, a year after Brock broke Wills’ singleseason record with 118 steals — which Henderson then eclipsed with 130 in 1982 — Lopes led baseball with 77 stolen bases, including 38 consecutive successful attempts, an MLB record at the time. He added: “There’s more excitement when you’re running the bases. It begins to build when you get on first and keeps building until you either steal second or get thrown out. Everybody in the park knows you’re going to go.”

Lopes continued to steal until he neared the end of his career. As a part-time player with the Chicago Cubs in 1985, when he was 40, he stole 47 bases.

Overall, in 16 years with the Dodgers, the Oakland A’s, the Cubs and the Houston Astros, Lopes stole 557 bases, which ranks 26th all-time. (He stole 20 more bases in postseason games.) He was thrown out 114 times, giving him a success rate of 83%, better than the nearly 81% achieved by Henderson, the career stolen-base leader, with 1,406.

“He’s the best there is at stealing,” Johnny Bench, the Hall of Fame catcher with the Cincinnati Reds, told a Dodgers publication in 1976. “Lopes not only has the knowledge

Although he was drafted by the San Francisco Giants in 1967, Lopes decided to stay at Washburn another year. The Dodgers drafted him in 1968. He graduated from Washburn in 1969 with a bachelor’s degree in education.

After five seasons in the Dodgers’ minor league system, Lopes was called up to the majors late in the 1972 season and became a regular in 1973. Through his final season with the Dodgers, in 1981, he played in four World Series, winning one, against the New York Yankees in 1981. He was chosen for four All-Star Games and won one Gold Glove Award. Lopes was not big — 5-foot-9 and 170 pounds — but he was strong enough to hit 155 home runs in his career, including 28 in 1979.

He had his best statistical day at Wrigley Field in Chicago in August 1974. A week before the game, Red Adams, a Dodgers coach, advisewd him that manager Walter Alston wanted him to walk and bunt more.

“The first time up — bang — a home run,” Lopes said in an interview with Ross Porter, a former Dodgers announcer, for the book “The Ross Porter Chronicles, Volume 1: The Dodger Years” (2025, with Mike Kunert). “Second time up — bang — a home run. And Red Adams comes up and says: ‘Davey, forget what Walt said. Just keep swinging.’ So I hit another one.”

After the 1981 season, the Dodgers were prepared to make Steve Sax their starting second baseman and traded Lopes to Oakland, where he was Henderson’s teammate. Lopes was sent to the Cubs in 1984, then to Houston in 1986. His final stolen base came as a pinch runner in the eighth inning of an Astros-Cubs game in August 1987. He stole second off reliever Lee Smith.

Retiring after that season, he spent the next two decades coaching for the Dodgers, the Texas Rangers, the Baltimore Orioles, the San Diego Padres, the Philadelphia Phillies and the Nationals. He also managed the Milwaukee Brewers to losing records in 2000 and 2001 before being fired early in the 2002 season. Information on his survivors was not immediately available. Continues on page 23

Carolina-Canóvanas overcomes early deficit, upends Bayamón in final seconds

The Gigantes of Carolina-Canóvanas trailed the Vaqueros of Bayamón by 22 points early on, but fought their way back to win by a point in the closing seconds.

Caguas defeats Guaynabo

The Gigantes of Carolina-Canóvanas and the Criollos of Caguas were winners on Saturday night in a pair of National Superior Basketball (BSN by its initials in Spanish) games.

The Gigantes overcame a 22-point first-quarter deficit before topping the Vaqueros of Bayamón 77-76 at Carlos Miguel Mangual Coliseum in Canóvanas.

With the scoreboard reading 76-75 in favor of the visitors and less than three seconds remaining in the game, a floater by Jaylen Nowell sent the Carolina fans into a frenzy.

It was the second victory of the season for the easternbased team -- and their first at home -- bringing their record to 2-3, while the Vaqueros dropped to 4-4.

Dusty Baker, who played with Lopes on the Dodgers and managed the Nationals when Lopes was one of his coaches, said in a phone interview that, as a base runner, Lopes “had good instincts and good anticipation.”

“He knew the pitchers’ idiosyncrasies and where you

never let up on their intensity; in the opening minutes of the fourth quarter, they tied the score at 57 points apiece.

With the score at 57-53, Isaac Sosa drained a threepointer while drawing a personal foul from Stephen Thompson, sending him to the free-throw line to complete a fourpoint play.

The defending champion Vaqueros responded with two three-pointers from Jae Crowder and Javier Mojica to retake the lead, 63-57. The home team countered with a threepointer from Tremont Waters to narrow the gap to 63-60.

A short time later, with the score knotted at 73 and under 30 seconds remaining, the Gigantes’ Kristian Doolittle drew an offensive foul and capitalized by sinking both free throws to put Carolina up 75-73, forcing Bayamón head coach Christian Dalmau to call a timeout to draw up a final play.

That play was executed to perfection with a threepointer from Mojica that momentarily silenced the home crowd -- until Nowell sank the game-winning basket moments later.

Nowell was the top scorer for the Gigantes with 18 points, followed by Hunter Tyson with 13 points and 13 rebounds. Doolittle contributed a double-double of his own with 11 points and 11 rebounds, while Waters finished with 12 points.

In a losing effort, Mojica and Crowder led the Vaqueros with 18 points each, while Renaldo Balkman added 13.

At Roger Mendoza Coliseum in Caguas, meanwhile, the Criollos used a big second half to defeat the Mets of Guaynabo, 97-78.

The Mets led 33-22 after the first quarter, but Caguas surged in the second frame (27-17) to trail by just a point at halftime. It was all Caguas in the second half as the Criollos locked down on defense, limiting Guaynabo to 13 and 15 points in the second and third quarters, respectively.

Travis Trice was named the game’s MVP with 25 points and 9 assists for Caguas (4-2). Christian López Santiago scored 18 points off the bench, while Louis King and Moses Brown scored 14 points apiece, with Brown grabbing 12 rebounds.

Ysmael Romero had 26 points and 14 rebounds for Guaynabo (3-4). Jaysean Paige scored 13 points in 17 minutes before exiting the game due to an injury, and Maxwell Abmas tallied 11 points and 9 rebounds.
