The triple slaying committed by Santiago Figueroa occurred after a court hearing for domestic violence was suspended. The subject took his life at his brother’s residence.

Keren Riquelme Cabrera gathered many of the island government’s top brass at the Tropical Medicine building in San Juan earlier this week to evaluate a series of recommendations, viable alternatives, and proposals for strengthening laws to help save women from the claws of death in the face of the latest wave of domestic violence that has brought tragedy to Puerto Rico in the early weeks of 2024. Participating in the task force were Public Safety Secretary Alexis Torres Figueroa; Puerto Rico Police Commissioner Antonio López Figueroa; the head of prosecutors at the Department of Justice, Jessika Correa González; Family Secretary Ciení Rodríguez Troche; the head of the Mental Health and Anti-Addiction Services Administration, Carmen
Bonet Vázquez; acting Women’s Advocate Madeline Bermúdez Sanabria; Corrections and Rehabilitation Secretary Ana Escobar Pabón; the director of the Judicial Program, Raiza Cajigas; and PARE (a Spanish acronym for Gender Violence Prevention, Support, Rescue and Education) Compliance Officer Ileana Espada, among other components of Puerto Rico’s central government. Mayor obtains guidelines for paving streets of communities invaded by squatters By THE STAR STAFF

anóvanas Mayor Lornna Soto Villanueva on Tuesday announced new guidelines provided by the U.S. Army Corps of Engineers with the aim of paving the streets of communities invaded by squatters after Hurricane Hugo. After Hurricane Hugo hit in 1989, citizens occupied areas in the Municipality of Canóvanas, some of them located in wetlands. The situation led commonwealth and federal agencies to order the municipality to stop all
activity and work, except garbage collection, in those areas. In those years, part of the invaded communities, Villa Hugo 1 and 2 and Valle Hill, were left behind, and since then, the previously built roads have not been repaired, despite many municipal requests. “I am happy because, although we have not achieved the goal of the community’s aspirations, it is progress for these communities where more than 3,000 people live,” the mayor said. “After an intense meeting with our team, we arranged a meeting with the Chief of Permits of the United States Army Corps of
Engineers, José Alicea-Pou [chief of the Antilles Permits Section] of the Jacksonville District, who took his time and provided us with clear guidelines that will allow us to execute an action plan to pave existing streets.” “Given this situation, I have instructed the Municipal Public Works Department to begin an analysis and marking of authorized streets,” Soto Villanueva said. “In addition, I have sent letters to the senators of the District of Carolina, the representatives and the government of Puerto Rico to request their collaboration and support with economic
resources to carry out this work, which has an estimated $3 million.” “We are committed to improving the quality of life of our citizens and to the rehabilitation of these affected communities,” the mayor added. “Paving these streets will significantly contribute to the safety and well-being of all residents. Caguas announces first set of investment decrees for 2024 By THE STAR STAFF

aguas Mayor William MirandaTorres granted the first three decrees of the Socioeconomic Development Incentives Code for this year, which represent $750,000 in new committed investment, more than $1.2 million in new annual sales volume and $1.3 million in export volume. “The Code of Incentives for Socioeconomic Development has been an effective instrument to encourage socio-economic activity in the city, as it promotes the attraction of new companies and encourages the retention and expansion of existing ones,” the mayor said. “This type of benefit has helped us position Caguas as an attractive place for investment, which has laid the groundwork for investors from various sectors to trust our city
to create and expand their businesses. 2023 is evidence of this with the arrival of businesses in the entertainment sector, car sales, university institutions, and the expansion and remodeling in the distribution and pharmaceutical industries.” The beneficiary companies are: Brain Mood Corp., a new technology development company located in the traditional urban center; Hardware Plus Inc., a distributor of hardware for Puerto Rico and the Caribbean; and Taroco S.E., dedicated to real estate services. With the agreements, the city adds 37 full-time jobs, $1.3 million in annual payroll, $9.6 million in annual sales volume and the commitment to reach 50% in the acquisition of goods and services in Caguas and the central-eastern region. In effect since 2012, the Socioeconomic Development In-
centives Code was designed by Emprende, the Caguas Economic Development Department. So far, 114 decrees have been granted.

Guaynabo recycles upwards of 1,100 Christmas trees By THE STAR STAFF

uaynabo Mayor Edward O’Neill Rosa announced on Tuesday the success of the recent municipal Christmas tree recycling initiative carried out by the Department of Recycling. In the latest edition of the initiative, a total of 1,103 trees were recycled, thanks to the enthusiastic support of the community and the administration’s ongoing commitment to environmental preservation. The tradition, which has been observed for 18 consecutive years, has proven to be a fundamental pillar in the environmental awareness of the residents of Guaynabo. Since 2007,

the initiative has prevented Christmas trees from ending up at the transshipment plant, making way for a more sustainable and beneficial alternative for the community. Recycled trees not only contribute to beautifying the city’s public gardens, but are also used as compost in La Marquesa Forest Park, thus strengthening biodiversity and the health of the natural environment. O’Neill Rosa expressed his gratitude to the citizens and the Recycling and Beautification Program team for having exceeded the goal of 1,000 recycled trees. “In our administration, we not only support the recycling of Christmas trees, but we have also strengthened this program, allocating more resources to raise citizen awareness about the impact on the planet by supporting recycling,” the mayor said in a press release. To facilitate the participation of residents, collection centers equipped with a
special shredder were set up to recycle the trees. In addition, a collection route was designed for homes to coincide with the recycling points. Four collection points were organized in different parts of the city, with dedicated staff and equipment to efficiently manage the operation, the mayor said. “This joint effort reflects Guaynabo’s ongoing commitment to environmental preservation and citizen participation in building a sustainable City,” the press release said.

Manatí Patron Saint Festival to offer music & more starting Thursday By THE STAR STAFF

anatí Mayor José Sánchez González on Tuesday announced the schedule of the Patron Saint Festival that will take place in the Luis Muñoz Rivera public square from Thursday to Sunday. The long-awaited event will be a mix of music, sports activities and gastronomic events, all in honor of the town’s patron saint, the Virgen de la Candelaria. To facilitate access to the areas of the activities, the municipality has designed four collective transport routes, A, B, C and D, from strategic points to reach the square. The routes will operate from 6 p.m. to 12 a.m. In addition, parking lots will be available in key locations such as the “La Candelaria” Underground Parking Lot, Puerta del Norte Parking Lot, Puerta del Este Parking Lot and the CDT Municipal Parking Lot. he cultural and entertainment proposal Teatro en 15 will resume its billboard displays starting Thursday with the February theme of love and friendship, San Juan Mayor Miguel A. Romero Lugo said Tuesday. “Teatro en 15 is a pioneering initiative in our Capital City and Puerto Rico where 15-minute micro plays on different social, comedy, sentimental, cultural and fantasy themes and more are presented,” Romero Lugo said. “Since its launch on Sept. 1, 2021, this initiative has provided exposure and space to Puerto Rican productions. Over the past two years, Teatro en 15 has managed to present more than 130 productions. We will continue with more proposals for the enjoyment of all attendees.” Every weekend in February, the public will be able to enjoy six different Puerto Rican plays, each lasting 15 minutes, at the Old San Juan Cultural House on San Sebastián Street. “Mientras Duermes,” by producer and writer Christian Ruiz Estrada and director José Cheo Vidal, will be presented in Room 1. In this play, a man manages to return to the happiest moments of his relationship. He discovers something that can change the doom of what is coming to a future of joy and new experiences. From writer, director and producer Rafael Pagán, “I Wanted to Tell You” will be presented in Room 2. There are so many things that Héctor has kept silent for years that it is time to say them; perhaps courage will help him,
or the constellations. If you want to know the answer that Esther will give him, you can’t miss this romantically strange comedy that happens door-to-door or heart-to-heart. “Di Fiore in Fiore,” directed by Kiara Santana will be staged in Room 3. In the play, Amalia is an entrepreneurial florist who wants to remodel her flower shop. She hires Luis’ cabinetmaking service. The play continues with an uncomfortable meeting between the two. The story turns into a romantic comedy that invites us to believe in the opposite coincidences of fleeting love, that of a single time, a day and an instant. “Exhausted Thoughts” will be in Room 4 and will have a sign language interpreter every Sunday. It is the story of a man who, for years, works in the basement of a post office. Through letters that he distributes, he builds an imaginary world of these people’s lives until a particular letter makes him remember a love that marked him and left him sunk in the darkness where exhausted thoughts dance in melancholy, searching for answers in a labyrinth of lost emotions. Each letter echoes what was, and each sigh attempts to release what is no longer. The heart is torn between remembering and forgetting, while the unsaid words weigh more than the spoken ones. The play is written by Israel Franko Müller and directed by Doel Ramírez. In Room 5, attendees can see “Honey, I Think We Killed the Neighbor,” directed by Edgardo Soto. It is about a couple in crisis seeking help from their therapist neighbor, but a gun accident during therapy triggers an unexpected and comical situation that shows that love can overcome
any obstacle. Finally, in Room 6, the public can enjoy “Flor de Inframundo,” directed by Adrián Talledo and Neysha Morales. It is the story of Orpheus and Eurydice, a myth that audiences will sing and sing again. The piece will have performances in English on: Feb. 2, 3, 8, 9, 15, 16, 23 and 24. Former contractor who leaked Trump’s tax returns sentenced to 5 years in prison By EILEEN SULLIVAN
A
former IRS contractor accused of leaking the tax documents of Donald Trump and other wealthy Americans was sentenced earlier this week to five years in prison. The former contractor, Charles Littlejohn, known as Chaz, worked for the tax agency from 2017-21, when he stole the tax records of thousands of the country’s wealthiest people, including Trump, prosecutors said. Littlejohn then provided the information to The New York Times and ProPublica. Prosecutors said his actions “appear to be unparalleled in the IRS’ history.” Littlejohn, 38, pleaded guilty late last year to one count of the unauthorized disclosure of tax return information. In addition to five years in prison, which is one of the largest sentences in a federal leak investigation, Littlejohn was also sentenced to three years of supervised release, 300 hours of community service and a $5,000 fine. “Today’s sentence sends a strong message that those who violate laws intended to protect sensitive tax information will face significant punishment,” Nicole M. Argentieri, the acting assistant attorney general who oversees the Justice Department’s criminal division, said in a statement. Prosecutors said the harm from Littlejohn’s disclosures were “so extensive and ongoing that it is impossible to quantify.” A spokesperson for Trump did not im-

The documents, considered critical to understanding his wealth and business practices, drew so much public interest that the IRS commissioner at the time ordered that Trump’s filings be secured in
a special vault. Littlejohn, who had also worked as a contractor for the IRS between 2008-13, sought work there again in 2017 with the purpose of stealing Trump’s tax records, prosecutors said. During that time, prosecutors said, Littlejohn “weaponized his access to unmasked taxpayer
data to further his own personal, political agenda, believing that he was above the law.” In 2020, citing Trump’s tax documents, the Times reported that the former president paid just $750 in federal income taxes in 2016, the year he was elected president and that he had not paid any income taxes in 10 of the previous 15 years. In 2021, ProPublica published details about how the 25 wealthiest Americans, including Jeff Bezos, Michael Bloomberg and Elon Musk paid relatively little in federal income taxes. The disclosures revived Democrats’ calls for imposing a wealth tax. Sen. Rick Scott, R-Fla., who was also included in ProPublica’s reporting, said in a letter to Attorney General Merrick Garland last week that he was among the “thousands of American taxpayers” subjected to “partisan abuse” by Littlejohn. A lawyer for Littlejohn, Lisa Manning, said her client did not disclose the tax documents to benefit himself. “He committed this offense out of a deep, moral belief that the American people had a right to know the information and sharing it was the only way to effect change,” Manning wrote in a sentencing memo. The disclosures fueled longtime accusations that the tax agency acts with political motivation, something agency officials have rebutted. In late 2022, House Democrats on the Ways and Means Committee released six years of Trump’s tax returns after a yearslong legal fight.
Defense secretary returns to Pentagon a month after surgery complications By HELENE COOPER

efense Secretary Lloyd Austin returned to the Pentagon earlier this week for the first time in more than a month, the Defense Department said, after his surgery for prostate cancer and hospitalization for related medical complications. Austin was widely criticized for failing to immediately disclose his illness and absence to the White House, a breach of protocol that baffled officials across the government, including at the Pentagon. His return to the building came one day after three U.S. service members were
killed in Jordan and at least 34 others injured in what the Biden administration said was a drone strike by an Iran-backed militia. Austin met with the secretary-general of NATO, Jens Stoltenberg, and senior defense officials, including Gen. Charles Q. Brown, chair of the Joint Chiefs of Staff, on Monday. He expressed “outrage and sorrow for the death of three brave U.S. troops in Jordan and for the other troops who were wounded” and added that “we will take all necessary action to defend the U.S. and our troops.” Austin said he was “glad to be back at the Pentagon. I feel good and am recovering
well, but still recovering.” The House Armed Services Committee has asked Austin to testify next month about why he and his aides kept his illness secret. The committee’s chair, Rep. Mike D. Rogers, R-Ala., said that “Congress must understand what happened and who made decisions to prevent the disclosure of the whereabouts of a Cabinet secretary.” Rogers said that he had scheduled a hearing for Feb. 14. Austin, 70, has long been known as an intensely private man who eschews the limelight and dislikes talking to the news media — qualities that President Joe Biden was
fine with, his aides said, when he appointed the 40-year Army officer to be his defense secretary. But in keeping secret his hospitalization, Austin attracted more attention to himself than at any point in his long career. He also drew scrutiny and criticism of Biden’s national security team during a period when it was dealing with multiple crises around the world, including wars in the Gaza Strip and Ukraine. After learning about Austin’s condition, Biden said he maintained confidence in his defense secretary but faulted him for waiting to notify the White House.

As buses of migrants arrive in Chicago suburbs, residents debate the role of their towns By JULIE BOSMAN
I
n different times, the tiny brick Metra station in the town of Wilmette in suburban Chicago was just a place where commuters grabbed lattes and waited on black metal benches before boarding trains to the city. These days, it has also become a welcome center of sorts for migrants. Large cardboard boxes full of coats, hats and gloves are tidily arranged along one wall. Volunteers are working there daily, accepting donations of socks, puffy North Face jackets, snow pants and bars of soap. When busloads of migrants are dropped off in Wilmette — where their chaperones help them catch trains to downtown Chicago to be transferred to a shelter — they are first met by volunteers at the Wilmette station and given a few essentials. The migrant crisis in Chicago is intensifying well beyond the city limits. For more than a month, city officials said, buses from Texas have avoided Chicago entirely, dropping hundreds of migrants in suburbs that have been given no warning that they are en route. In December, Chicago enacted penalties for bus operators who drop off passengers outside of designated times and locations or without a permit. The dynamic has played out elsewhere as well, sending some migrants to New Jersey suburbs of NewYork City. As the suburban drop-offs near Chicago have grown, residents concerned about the
well-being of the migrants have raised funds and collected supplies. Many municipalities have quickly passed rules limiting buses similar to the restrictions set in Chicago, hoping to stay out of the fray. And some suburban residents are approaching their elected officials with growing alarm, making their feelings clear: We do not want any part of the migrant crisis. In Wilmette, a town of 27,000 people where the median household income is about $183,000, dozens of residents have mobilized to help migrants with clothing and other needs before they board trains for the so-called landing zone in downtown Chicago, where they are routed to shelters around the city. Jessica Leving Siegel, a nonprofit marketing consultant, lugged trash bags around the Metra station one night last week and directed her fellow volunteers. Leving Siegel, who wore a messy bun and a maroon T-shirt printed with the words “We are all refugees,” has organized clothing drives and helped migrants make money by shoveling snowy sidewalks in Wilmette. “What I would like is for us to become the suburban landing zone,” she said. Perhaps the town could also find landlords willing to rent to migrant families, she suggested. Or volunteers in Wilmette could open a “free store” modeled after those in Chicago that offer donated items to asylum-seekers in need. If Chicago is overwhelmed by the flow of migrants, Leving Siegel said, there should be a

role for suburban communities, too. “We clearly have so many people who want to help,” she said. “Instead of just saying, ‘As we shuffle you onto the Metra, we’ll throw a coat on you,’ I think there is a lot more that we could do.” Chicago Mayor Brandon Johnson, who leads a city of 2.7 million people, has signaled that he wants other Illinois cities to help accommodate the newly arrived migrants. On Wednesday, Johnson said he would like Gov. J.B. Pritzker, a fellow Democrat, to set up new shelters for migrants outside Chicago. Although there are already 28 shelters in the city, Johnson said Chicago’s resources were stretched by the number of new migrants in its care — more than 14,000, at last count — and he has no plans to create more shelters. “Shelters do not have to solely be set up and built in the city of Chicago,” Johnson said. “The state can do it wherever they want.” Oak Park, a city just west of Chicago, has devoted hundreds of thousands of dollars to support migrants, including federal funds, and last week, it extended shelter aid for another month. Other suburbs have seemed far less eager to become involved. Mayor Mike Turner of Woodstock, Illinois, said he felt sympathy for the migrant families who were unexpectedly dropped off in his town in late December and then transported on a commuter train to Chicago, about an hour to the southeast. But Turner, who described himself as “a bleeding-heart-liberal conservative” in charge of a diverse city with a sizable Latino population, said the issue came down to resources. “There’s folks who think, well, maybe we should be doing more,” he said. “We all agree that these people matter because they’re human beings. But we don’t have the ability to manage immigration long term.” Woodstock, like many other small towns, does not have homeless shelters or a robust government infrastructure that could provide housing or other significant needs to migrants fromVenezuela, the country where most asylumseekers have come from. When Turner talks to other mayors in the Chicago area, he said, “We all agree that this is not something that we, as smaller municipalities, can manage.” Mary May, a spokesperson for the Office of Emergency Management and Communications in Chicago, said the last bus to drop newly arrived migrants in the city was on the night of Dec. 25. Because it violated city rules about drop-off hours and notification requirements, the bus was impounded, causing some to wonder if bus
operators were now reluctant to enter Chicago. A similar phenomenon has played out in New Jersey, as busloads of migrants bound for New York City have been dropped in the suburbs to skirt city rules. A spokesperson for Texas Gov. Greg Abbott, a Republican who has pressed to send new migrants to cities such as Chicago, did not respond to an email seeking comment. Buses are still allowed to take migrants to downtown Chicago, provided they follow the city’s rules, leading some people to wonder why the suburban drop-offs are becoming the norm. “I think it’s just to cause more problems, to cause more confusion,” said Michele Carney, a volunteer with the nonprofit Nuevos Vecinos, as she picked up a surplus of donated items in Wilmette that she intended to bring to migrants in the city. “They’re driving past Chicago to get all the way up to Wilmette. Why?” In Naperville, a prosperous suburb of Chicago that is the fourth-largest city in Illinois, a City Council member has pushed back on the notion that any public funds should be used to support asylum-seekers. Josh McBroom, who describes himself as politically conservative, dryly suggested at a recent City Council meeting that Naperville residents who are in favor of helping migrant families were welcome to host them in their own homes. In an interview, McBroom said no one had taken him up on his idea so far. Instead, he said, the unspoken wish by many residents is for migrants to leave Naperville as quickly as they arrive. “Get on the train, go to Chicago, nice to meet you but keep moving,” he said, voicing what he believes to be a dominant attitude in town. Ida Fiore, a volunteer from Lake Forest, who has helped organize care packages for migrants, said that ever since a busload of migrants arrived in nearby Highland Park in December, city officials and residents had worked to gather supplies for them. The migrant crisis that has been increasingly visible in Chicago since late 2022 — with families sitting on sidewalks in the Loop and other neighborhoods, asking for money on cardboard signs — has felt more distant in the suburbs until recently, she said. “The crisis is so obvious in the city,” Fiore said. “We’re asking ourselves: ‘What is the housing scenario for these people? Can a suburb provide any support and relief in the long term?’ And we all look at each other and have a lot more questions than answers.”

Toyota halts shipments of 10 models over mishandling of engine tests By HISAKO UENO and ANDRÉS R. MARTÍNEZ
T
oyota Motor said it had halted the global shipments of 10 vehicles after it discovered that an affiliate had mishandled the testing of diesel engines used in the automobiles, the latest embarrassing problem to hit the world’s biggest automaker in recent months. The Toyota affiliate used software to measure horsepower output that made “values appear smoother with less variation,” Toyota, the parent company, said in a statement earlier this week. The vehicles “meet engine output standards,” and there is no need to stop using the engines or the vehicles, the company said. Still, Toyota decided to stop shipping the 10 models that use the three diesel engines at issue. Among the models that will temporarily be shut down are the popular Hilux pickup truck and the Land Cruiser 300 SUV. Toyota did not say how many vehicles were affected. Japan’s transportation ministry said in a statement that it had ordered Toyota Industries to address its mismanagement of the engine testing, adding that it would conduct inspections and issue penalties. “Fraud is an act that undermines user confidence and shakes the very foundation of the automobile certification system,” the ministry said.

affected the production of about 43,000 diesel engines a month. In December, Toyota was rocked by a series of recalls and production shutdowns. First, it recalled about 1 million vehicles in the United States because of an issue with air bags. Then, it reported that Japan’s government was investigating Daihatsu, the subsidiary, for safety problems that dated back decades. Daihatsu said it would stop shipments of all of its models because of the safety-inspection irregularities. Last week, it said it was recalling 320,000 Daihatsu vehicles and was still not ready to reopen its production facilities. Toyota said it understood “the gravity” of the two back-to-back testing problems that “have shaken the very foundations of the company as an automobile manufacturer.” Japanese auto companies are facing their biggest business challenge since becoming global giants in the 1980s. Toyota, which in the 1970s became the leader in automotive manufacturing efficiency, has failed to keep up with changing consumer preferences and a push by governments around the world to greatly reduce the burning of fossil fuels, the main cause of climate change. Last year China supplanted Japan as the world’s largest exporter of cars.

almart, the nation’s largest private employer, is raising salaries and benefits for store managers as it looks for ways to retain them. Walmart said earlier this week that managers of its U.S. stores would be eligible for grants of up to $20,000 in company stock every year. The stock will vest over a three-year period, with a percentage vested each quarter. Earlier this month, Walmart said it would increase the average salary for store managers to $128,000 from $117,000. The big-box retailer also said bonuses for store managers

Store managers are crucial in driving sales and profitability within their stores and keeping morale high in a dynamic business. The managers are also seen as an important pipeline for leadership at the company. A store manager at a Walmart Supercenter oversees hundreds of employees who work across a variety of departments, including food, apparel, pharmacies and auto centers. These stores often attract scores of shoppers and bring in millions of dollars in sales each year. At the start of the COVID-19 pandemic, store managers were given even more responsibilities as the company adapted to changing consumer behavior, including managing e-commerce abilities such as in-store pickup for online orders and navigating goods that are out of stock as well as excess inventory. “It’s fair to say that we’re asking them to act like owners and to think like owners,” John Furner, the CEO of Walmart U.S. and previously a manager at a company store, said in a briefing with reporters. The size of the stock grant to managers will be based on the Walmart store format. Managers at Supercenters will be eligible for the most, up to $20,000 a year. For the other two tiers of stores, which are often smaller and have
fewer departments, managers will be eligible for $10,000 or $15,000 in annual stock grants. Retailers have sought ways to retain workers as people moved in and out of jobs throughout the pandemic in search of higher wages and more opportunities. Until recently, Walmart has concentrated on increasing wages for store workers. Turnover within Walmart’s stores stabilized after 2022, and the company feels good about its staffing levels, Furner said. “The store manager ranks have been more stable the last couple of years,” he said. “We’re keeping store managers in their location a bit longer, and it’s good for an entire team to have a manager for a few years versus a year or something less than that,” he added. “So that’s a good sign.” Furner noted that Walmart already had a stock purchase program that matched 15% of an employee’s purchase up to $1,800. But Monday’s announcement goes beyond that. He also said that the new program would allow store managers to share in the rewards of a growing business and rising stock price. On Friday, Walmart’s stock closed at $164.27. Over the past five years, it has increased nearly 43%. “If we perform well and the price of the stock goes up, then our management teams, our store managers in particular, will be able to participate,” Furner said.

Investors yank over $100 billion from hedge funds in 2023 I nvestors withdrew over $100 billion from hedge funds last year in a second consecutive year of outflows of this scale, according to a Nasdaq eVestment report on Tuesday, against a backdrop of volatile markets and changing investor preferences. In December alone, investors removed roughly $26 billion from hedge funds, the largest monthly amount in 2023. This tipped the total outflows for last year to $103 billion, compared to $112 billion in 2022, said the report. The outflows point to an interplay of different factors influencing investor decisions, said Bruno Schneller, a managing director at INVICO Asset Management. “Market volatility, geopolitical tensions, and a shift in investor preference towards more liquid and transparent assets amidst global economic uncertainties have played pivotal roles,” he said. The decline in outflows in 2023 from the previous year indicated a “nuanced investor response” to the changing global economy, he added. However, the industry has still grown, the Nasdaq eVestment report showed. Hedge fund assets (which combines investor money, leverage and performance growth) has increased in four of the last five years, said the report. The hedge fund industry assets under management (AUM) rose in 2023 to an estimated $3.5 trillion, up 3.2% from the year before, the report said. Over the last five years, the industry grew at an annualized rate of about 2%, which includes the 6.5% AUM decline in 2022, the report said. Hedge funds trading value differences between bonds raked in $4 billion in 2023, the highest hedge fund strategy inflows and a notable jump from the $5.5 billion those funds saw withdrawn in 2022, said Nasdaq eVestment. Hedge funds taking bets on stocks saw an estimated $35 billion withdrawn for the year, the highest strategy outflows in 2023. Event-driven hedge funds which often trade off of mergers and acquisitions deals saw a $25 billion of outflows last year, said Nasdaq eVestment. U.S. stocks were muted on Tuesday as mixed corporate earnings and solid economic data preoccupied investors while the Federal Reserve convened for its monetary policy meeting. The S&P 500 fell, hovering just below Monday’s all-time closing high, while the Nasdaq, weighed by megacap tech and tech-related stocks including Apple Inc, Amazon.com and Alphabet Inc, suffered a steeper percentage drop. The blue-chip Dow was modestly higher. Economically sensitive sectors such as Dow Transports, chips and small caps were underperforming the broader market. “Markets are in a holding pattern given the busy week,” said Ross Mayfield, investment strategy analyst at Baird in Louisville, Kentucky. “There’s nothing market-moving especially on the doorstep of so many big items over the next

few days.” On the economic front, the Labor Department reported an unexpected rise in job openings, hinting that the jobs market remains too solid for the Fed to consider cutting its key policy rate as soon as March. The Fed is expected to end its policy meeting on Wednesday with a decision to let its key interest rate stand at 5.25%-5.50%. Its accompanying statement and Fed Chair Jerome Powell’s subsequent press conference will be parsed
for clues on the timing and number of rate cuts this year. “I don’t think anyone expects any change in (Fed) policy, but the statement and the press conference are marketmoving events,” Mayfield added. “Obviously the market will be gauging the level to which the Fed confirms their dovish pivot for 2024.” Fourth-quarter reporting season has shifted into overdrive, with 144 of the companies in the S&P 500 having reported. Of those, 78% have delivered consensus-beating earnings, according to LSEG. On aggregate, analysts now expect fourth-quarter earnings growth of 5.5% over last year, up from the 4.7% seen at the beginning of the month, LSEG data showed.

Israeli forces kill a Hamas commander inside a West Bank hospital, military says By AARON BOXERMAN

sraeli forces stormed a Palestinian hospital in the occupied West Bank early Tuesday morning, killing three militants, including a Hamas commander, according to the Israeli military and Palestinian officials. The top Palestinian health official in the city of Jenin, Wisam Sbeihat, said Israeli forces had entered Ibn Sina Specialized Hospital there dressed in civilian clothes and carrying weapons. They went to the room where the Hamas commander, Mohammad Jalamneh, 27, was staying with two friends, and shot all three dead, Sbeihat said. Surveillance video released by the Palestinian Authority Health Ministry shows multiple gunmen in apparent civilian garb — including one dressed in a white medical coat and another in blue scrubs — walking through the hospital halls, brandishing weapons. The Israeli raid took less than 15 minutes, said Niji Nazzal, the Ibn Sina hospital director. “This is a hospital. It deserves protection from all kinds of violence,” Nazzal said. “But unfortunately,” he added, “this is what happened.” In a statement, Hamas mourned Jalamneh as a leader in the Al Qassam Brigades, the Palestinian faction’s armed wing. A local militia affiliated with Palestinian Islamic Jihad claimed his companions — brothers Mohammad Ghazawi and Basil Ghazawi — as members.

had fired on Palestinian gunmen who had hurled explosive devices and fired on Israeli soldiers in Jenin. It did not name Ghazawi. Surging violence in the Israeli-occupied West Bank, where millions of Palestinians live under Israeli military rule, has prompted fears of another front in the Middle East crisis spiraling out of Israel’s war against Hamas in the Gaza Strip. Since the war in Gaza began, at least 367 Palestinians have been killed by Israeli soldiers and civilians in the West Bank and east Jerusalem, the highest toll in years, the United Nations said Monday. Israel has escalated its attempts to crack down on Palestinian militant activity in the West Bank since Hamas’ surprise Oct. 7 attack on Israel prompted full-blown war. More than 2,980 Palestinians have been arrested since the beginning of the war in near-daily raids, more than 1,350 of them affiliated with Hamas, according to the Israeli military. The covert raid within the hospital in Jenin raised questions under international law, experts said. Hospitals require special protection and respect under the laws of war, although that protection ceases if the compounds are used for military purposes, according to Eliav Lieblich, an expert on international law at Tel Aviv University. If Ghazawi was indeed paralyzed and incapable of defending himself, he should not have been subject to attack under customary international law, Lieblich said. “Whether this was the case here is a question of fact,” he said.

arricades of tractors and bales of hay snarled traffic around Paris on Tuesday for a second day as hundreds of angry farmers blocked roads in and out of the French capital before a major policy speech by France’s prime minister. Authorities closed off whole sections of at least seven major highways around Paris because of the protests, sometimes for several miles, as farmers demanded solutions to their varied list of demands on farming subsidies, environmental regulations and foreign competition. About 1,000 protesters with more than 500 tractors formed the road barricades around Paris, according to estimates by French authorities reported in the news media. The traffic bottlenecks, while bad, did not encircle the city and were not crippling, and broader disruptions to the French capital, such as delayed deliveries of food and other products, were so far limited. In the southwestern region, where the protests started and where they have been particularly acute, farmers tried to block access to the main airport serving Toulouse by setting bales of hay on fire. The French prime minister, Gabriel Attal, was expected Tuesday to give his first major policy speech since his appointment to the position by President Emmanuel Macron this month. Attal has tried to appease the protesters by scrapping plans to end state subsidies for fuel used by farmers and by vowing more rapid aid for cattle sickened by a hemorrhagic disease that recently hit the southwest, among other measures. But those attempts do not appear to have placated many of the protesters. The government has promised further measures, but it was not immediately clear whether Attal would use his speech to announce them. The speech, a wide-ranging presentation of his government’s plans before the lower house of Parliament, was scheduled before the farmer
protests erupted across France last week. Arnaud Rousseau, the head of France’s largest and most powerful farmers’ union, told Europe 1 radio Tuesday that his members were “fully determined.” But, he added, “our goal is not disorder,” and he urged for “calm” and “nonviolent” protests. That strategy is being challenged by smaller, more radical unions and groups of farmers. Some of them have suggested disrupting the wholesale food market in Rungis, just south of Paris — one of the largest in Europe, and a crucial source of produce for the capital region. Authorities have already deployed armored police vehicles there to head off any incursions. Police forces have also tried to delay a convoy of about 200 tractors that left southwestern France on Monday with Rungis in its sights. Macron has said little publicly so far about the farmers’ ire. He was on an official trip to India last week during much of the protests, and he is currently in Sweden for a state visit.

Mix-up preceded deadly drone strike in Jordan, US officials say By ERIC SCHMITT

ir defenses failed to stop an attack on a U.S. military outpost in Jordan on Sunday that killed three U.S. soldiers at least in part because the hostile drone approached its target at the same time a U.S. drone was returning to the base, two U.S. officials said earlier this week. The enemy drone was mistaken for a U.S. surveillance drone returning to the remote resupply base, and air defenses were not immediately engaged, according to the officials, who spoke on the condition of anonymity to discuss preliminary findings of a major cause of the episode. Two other drones that attacked other locations nearby in southeast Syria were shot down, they added. The Wall Street Journal earlier reported the drone mix-up, now at the heart of an investigation by the military’s Central Command into the deadly attack that has drawn vows of retaliation from President Joe Biden, raised doubts about American military defenses in the Middle East, and begged anew questions about the administration’s efforts to deter attacks by Iran-backed militias against merchant vessels, warships and military bases in the region. Sunday’s attack killed three U.S. Army Reserve soldiers, the first known U.S. military fatalities from hostile fire in the turmoil spilling over from the Israel-Hamas war. The Pentagon on Monday raised the injured toll to at least 40, with a warning that the list would probably grow as additional troops come forward with symptoms of brain trauma from the blast. Biden administration officials blamed a drone launched by an Iran-backed militia from Iraq, and suspicions at the Pentagon immediately fell on Kataib Hezbollah, an Iran-affiliated group in Iraq. “It has the footprints of Kataib Hezbollah,” Sabrina Singh, a Pentagon spokesperson, told reporters, noting that intelligence analysts were still assessing the strike. The Pentagon on Monday identified the dead soldiers as Sgt. William Jerome Rivers, 46, of Carrollton, Georgia; Spc. Kennedy Ladon Sanders, 24, of Waycross, Georgia; and Spc. Breonna Alexsondria Moffett, 23, of Savannah, Georgia. The three were assigned to the 718th Engineer Company, 926th Engineer Battalion, 926th Engineer Brigade, an Army Reserve unit based in Fort Moore, Georgia. Weather was not a factor. One theory military officials are examining is that militants studied the patterns of U.S. drone flights and deliberately positioned their attack drone near the returning U.S. drone to make it harder to spot. Militia planners could have used Google Earth images of the base to guide the explosives-laden drone to the center of a mass target like the living quarters. elicopters hauling buckets of water fly toward the mountains where fires burn, a thick haze periodically covers the sky, and residents have been ordered to wear masks and limit driving because of the poor air quality. For a full week, firefighters have been battling fires in the mountains around Bogotá, Colombia’s capital, as dozens of other blazes have burned across the country, in what officials say is the hottest January in three decades. The president has declared a national disaster and asked for international help fighting the fires, which he says could reach beyond the Andes Mountains and erupt on the Pacific Coast and in the Amazon. Colombia’s fires this month are unusual in a country where people are more accustomed to torrential rain and mudslides than fire and ash. They have been attributed to high temperatures and drought exacerbated by the climate phenomenon known as El Niño. Ricardo Lozano, a geologist and former environment minister of Colombia, said El Niño was a natural phenomenon that occurred cyclically, but that with climate change, “these events are more and more intense and more and more extreme.” This month brought record temperatures to Colombia, including 111 degrees Fahrenheit in Honda, a colonial town between the cities of Medellín and Bogotá. It has dried out forests, savannas and normally damp highlands known as páramos, turning parts of the country into a tinderbox. As dozens of fires have burned, more than 100 square miles have been scorched, and with temperatures continuing to soar, officials say more fires are likely before the

Across Colombia, firefighting crews made up in many places of volunteers say they are outmatched by fires fueled by heat and winds. “One of the hardest things is finishing a shift and turning back to look at the mountains only to see more hot spots,” said Santiago Botello, a risk-management coordinator for Bogotá’s volunteer firefighters. The volunteers, he said, make up about a quarter of the roughly 600 firefighters who have been battling the fires in the mountains above the city of nearly 8 million. “It is physically exhausting,” said Botello, adding, “Obviously it is not common to see something like this in Bogotá.” Three fires in the mountains that run along one side of Bogotá, known as the Cerros Orientales, sent plumes of smoke pouring
over the city last week, grounding dozens of flights and leading to evacuations of some schools and buildings. The mayor, Carlos Fernando Galán, declared Bogotá’s fires officially under control late Sunday, though not extinguished, and on Monday, new fires were reported both in the city and in Sopó, a town on its outskirts. Helicopters continued to hover over Bogotá. Some were Black Hawk helicopters donated by the United States in 2022 and renamed by Colombia’s government “Guacamayas,” or macaws, signaling their new role fighting fires, instead of just the decadeslong drug war. As the helicopters hauled water to hot spots, hiking trails that usually draw tourists with their lush woods, mountain streams and panoramic views remained closed. Eduardo Campos, a biologist who runs a company offering hikes in the mountains, said a carpet of leaves left by nonnative species, including pines and eucalyptus, had dried out during El Niño and had fueled the flames. The damage was extensive, Campos said. Poor farmers living in the mountains had been displaced; animals including birds, mammals and small snakes had been incinerated; and swaths of the forest had been decimated. “It will take years for the forest to reestablish itself,” he said. Susana Muhamad, Colombia’s environment minister, said Friday that 95% of the fires across the country had been started by people rather than by natural causes such as lightning — either accidentally, while burning garbage or clearing the land for farming, or with criminal intent. As of this week, 26 people had been detained. At least one person has been killed, a 74-year-old man in La Capilla, a small town about 70 miles northeast of Bogotá. Authorities said his body had been found in his home after a fire there was put out. The fires have been particularly devastating to the páramos, which are home to rare plants called frailejones and are crucial to supplying water to urban populations. Hernán Morantes, an environmental lawyer and advocate for the Páramo of Santurbán, a natural
preserve 300 miles northeast of Bogotá, said there had been fires in the area before, “but never in the magnitude of this one.” The Colombian government is asking people to report fires with the hashtag “El Niño is not a game.” In seeking international assistance, including from the United Nations, President Gustavo Petro said this weekend: “The emergency due to global warming, combined with the phenomenon of El Niño, has necessitated action on several fronts. One has to do with heat waves and human health. Another with the forest fires. Another with the stress on the water supply.” Brazil, Canada and Peru have promised to send aid to Colombia, the government said. Petro said countries in the region needed to prepare to address what could be “a planetary emergency in the Amazonian rainforest.” In recent years, fires in Brazil have consumed vast sections of the rainforest. Petro has made tackling climate change a centerpiece of his agenda, including reducing deforestation and weaning the country off exporting fossil fuels. While some in Colombia have applauded the president’s emphasis on the link between this month’s fires and climate change, others have criticized him for not taking concrete steps to prepare. Morantes, the lawyer and advocate, said budget cuts to fire departments and a lack of planning had hobbled the country’s ability to respond to the fires, a claim echoed by officials formerly involved in disaster relief. “We should have already had all the instruments of international cooperation ready, airplanes, everything,” he said. “The issue is the country is not ready. It is clearly not ready.” Responding to the claims, Colombia’s environment ministry said in a statement Monday that it had been planning for El Niño for months, citing as an example the aerial response now underway. The ministry said that more than $2 billion had been allocated for fire preparedness and response, and that a community network had been created for prevention and communication. “This situation is not a surprising streak of fires,” the statement said. “It is the phenomenon of El Niño combined with the climate crisis that has lead to extremely dry conditions. To this, let’s add the hand of man that, intentionally or accidentally, has caused the fires.”

The meaning of Gaza’s tunnels By BRET STEPHENS
E
ver since Israel withdrew its soldiers and settlers from the Gaza Strip in 2005, critics have accused it of blockading and immiserating the territory — turning it, as Israel’s inveterate critics say, into an “openair prison.” The charge was always preposterous. Gaza shares a border with Egypt. The people of Gaza were often treated in Israeli hospitals for cancer and other lifethreatening conditions. Israel provided Gaza with much of its electricity and other critical goods even after Hamas came to power in 2007. Now, as Israeli troops uncover more of Gaza’s vast underground city, the falsity of the accusation has become even more apparent. According to a report this month in The New York Times, Israeli defense officials now estimate that Hamas’ tunnels measure between 350 and 450 miles in a territory that’s just 25 miles long. (By comparison, the London Underground is only 249 miles long.) Some of Gaza’s tunnels are wide enough for cars; some are more than 150 feet deep; some serve as munitions depots; others are comfortably kitted out as command bunkers. Israeli officials also estimate that there are 5,700 separate entrances to the tunnels — many of them with access from civilian houses and some directly beneath Gaza City’s main hospital, which U.S. intelligence

agencies say was also used as a Hamas command center. Within that maze, scores of Israeli hostages, including a year-old infant, are being held without fresh air, sunlight, adequate medicine or food, or visits from the Red Cross. All this should radically reconfigure the world’s understanding of what Hamas has done in, and to, Gaza. It has turned the territory into a gigantic military fortress purpose-built to attack Israel, endure Israeli retaliation and interpose civilian lives and infrastructure as part of its means of defense. Imagine any other government doing something similar to its people — say, putting the NORAD command center directly below Times Square — for a sense of the outrage Hamas is perpetrating against its own people. That’s not the only outrage. How much did it cost to build these tunnels? How much concrete, steel and electricity did it divert from civilian needs? How many millions of hours of labor were given to the effort? What was the cost of building up its stockpile of thousands of rockets, which continue to be fired at Israel? How many ordinary Gaza civilians had to be conscripted into the effort of miserably shoveling dirt deep underground — and how many perished in the effort? We may never know for sure. But in 2014, around the time Israel first started to get a sense of the scale of Hamas’ tunnel network, The Wall Street Journal, citing Israeli military officials, reported that the cost of building 32 tunnels (a small fraction of what has since been uncovered) came to around $90 million. “Some tunnel-building materials also came from aid earmarked for development projects by international aid agencies in Gaza or were purchased on the open market when Israel allowed some imports into Gaza starting in 2010,” the Journal added. In other words, Hamas stole from foreign donors, subtracted what probably amounted to billions of dollars over several years from Gaza’s gross domestic product, and diverted labor from productive to destructive ends, all to feed its war machine. Western progressives are usually against this sort of thing, at least when it comes to the guns-to-butter ratio in their own democracies. Why are they virtually silent about it now? The tunnels also help explain the level of destruction that Israel has wreaked on Gaza since the war began. If Hamas hides the bulk of its fighters and munitions in the tunnels, Israel somehow has to find, search and destroy those tunnels. If Hamas builds the entrances to those tunnels inside private homes, schools or hospitals, those places all become military targets. And if there are nearly 6,000 such entrances, the destruction is all but guaranteed to be epochal — just as it was in Mosul when the United States assisted Iraq in destroying the Islamic State group (which was much less deeply entrenched there than Hamas is in Gaza) over nine months in 2016 and 2017. I don’t recall “Cease-Fire Now” demonstrations on college campuses back then.

If so, it behooves Israel’s constant critics to explain precisely how, and to do so in a way that doesn’t let Hamas off the hook. Otherwise, the tragic reality of this war is that it is going to be catastrophic for Gaza — not because Israel wills it, but because Hamas spent years of cynical efforts to make it so. Hamas could have averted this tragedy if it had turned Gaza into an enclave for peace rather than terror. It could have averted it if it had not started four previous rounds of war against Israel. It could have averted it if it had honored the cease-fire that held on Oct. 6. It could have lessened the blow against the people of Gaza by fighting in the open, not behind civilians. It could have eased it by releasing all of its hostages. It could end it now by surrendering its leaders and sending its fighters into exile. Till then, something I wrote in October holds true now: Hamas bears the blame for every death in this war.

AN JUAN – La Colectiva Feminista en Construcción convocó el martes, un Paro de Mujeres para este próximo 8 de marzo, Día Internacional de las Mujeres, en la que exigirán rendición de cuentas por la implementación del Estado de Emergencia contra la violencia de género. Según la organización, las fallas en la atención a sobrevivientes discutidos en los días recientes, responden a que no existe una respuesta integrada por parte del gobierno ni un sentido de urgencia ante la situación. “En enero del 2021, cuando el gobernador Pedro Pierluisi decretó el Estado de Emergencia, nos pidió a las mujeres y sobrevivientes del país un voto de confianza. Tres años después, los resultados de su gestión para ejecutar esa política pública son cuestionables. Cuando todavía arrancaban los trabajos se disolvió el Comité PARE, eliminando todo elemento de colaboración con organizaciones y con la comunidad. Para ese entonces, las compañeras alertaban que no se había concretado nada de los trabajos dirigidos a la prevención. Los efectos de la falta de ese componente los estamos viendo hoy día”, aseguró Adli Cordero Espada, trabajadora social y portavoz de la organización, en declaraciones escritas. Para la Colectiva, el hecho de que los trabajos hubiesen sido descontinuados y que se haya eliminado el componente de colaboración entre agencias y organizaciones, “ha abonado a la dejadez y falta de transparencia por parte de las agencias de gobierno”. De hecho, según compartieron, el año
pasado en un informe realizado por la Comisión de Asuntos de la Mujer, se reveló que “la Policía de Puerto Rico aún mantiene en la impunidad cientos de casos de policías señalados por violencia doméstica y que no cumple con su protocolo de remoción de armas de reglamento”. Sobre el tema de prevención, la abogada y portavoz Zoán Dávila Roldán aseguró que se sigue usando como balón político. “Nosotras sí impulsamos la implementación de la perspectiva de género, pero esa no es la única herramienta. Tenemos que pensar en toda la población y desde ahí diseñar campañas educativas para desaprender, y así poder erradicar la violencia”, añadió Dávila. Sobre las reuniones interagenciales convocadas en estos días, las portavoces sentenciaron que responde a la necesidad de proyectar unidad de acción y agilidad, cuando eso es lo que no ocurre en la práctica. Asimismo, denunciaron el oportunismo político de legisladores y candidatos a puestos políticos que han aprovechado la discusión de estos días, para impulsar sus candidaturas. “El gobierno solo atiende con premura la situación de violencia de género cuando ocurren una de dos cosas: si estamos ejerciendo presión en la calle o cuando asesinan una mujer. En estos días varias compañeras han perdido la vida y no vamos a esperar que muera una sola más. Para nosotras queda claro que hay que tirarse a la calle. Si el gobierno necesita presión para hacer, pues vamos ejercer presión. Vamos a tomar las calles nuevamente seamos “cinco gatas”, o seamos miles. Y ese es el llamado que queremos hacer en la mañana
de hoy. Nos queremos dirigir a todas las mujeres que viven y sobreviven esta violencia a diario, a las amigas, hermanas, madres y tías, compañeras de trabajo, a las que acompañan a quienes la sufren, a las compañeras que alguna vez se tiraron a la calle a luchar. hita Rivera, the fire-and-ice dancer, singer and actress who leapt to stardom in the original Broadway production of “West Side Story” and dazzled audiences for nearly seven decades as a Puerto Rican lodestar of the American musical theater, died on Tuesday in New York. She was 91. The death was announced in a statement by her daughter, Lisa Mordente. It gave no other details. To generations of musical aficionados, Rivera was a whirling, bounding, high-kicking elemental force of the dance; a seductive singer of smoky ballads and sizzling jazz; and a propulsive actress of vaudevillian energy. She appeared in scores of stage productions in New York and London, logged 100,000 miles on cabaret tours and performed in dozens of films and television programs. On Broadway, she created a string of memorably hard-edged women — Anita in “West Side Story” (1957), Rosie in “Bye Bye Birdie” (1960), the murderous floozy Velma Kelly in “Chicago” (1975) and the title role in “Kiss of the Spider Woman” (1993). She sang enduring numbers in those roles: “America” in “West Side Story,” “One Boy” and “Spanish Rose” in “Bye Bye Birdie,” and “All That Jazz” in “Chicago.” As a singer and actress, Rivera was largely selftaught, though she received an on-the-job education from some of the foremost pedagogues in the pantheon: choreographers Bob Fosse and Jerome Robbins, composer Leonard Bernstein, the songwriting team of John Kander and Fred Ebb, and playwright Terrence McNally. In 1986, Rivera had to suspend her dancing life when a taxi collided with her car in Manhattan, shattering her left leg in a dozen places. She underwent two surgeries, with screws and plates used to reconnect her bones, followed by months of rehabilitation. For many dancers, the injuries might have been career-ending, but almost a year after the accident she began dancing again, easing her way back with cabaret acts that sustained her for years. In “Chita Rivera: The Dancer’s Life,” an autobiographical retrospective presented on Broadway in 2005, she delivered a tango about the men in her past, a dance sequence for Fosse, Robbins and other choreographers, and a medley of her musical highlights, including “A Boy Like That” from “West Side Story” and “All That Jazz” from “Chicago.” “At 72, she still has the voice, the attitude and — oh, yes — the legs to magnetize all eyes in an audience,” Ben Brantley wrote in a review for the Times. “She is a pro’s pro in a world of exacting judgments and mythic standards. It feels right that ‘The Dancer’s Life’ should present her as the ultimate gypsy made good, the talented trouper who got the right breaks.”

civilian honor, from President Barack Obama in a White House ceremony. It was the culmination of an odyssey that began a few miles away in Washington on Jan. 23, 1933, with the birth of Dolores Conchita Figueroa del Rivero, the third of five children of Pedro Julio and Katherine (Anderson) del Rivero. Her father, who was born in Puerto Rico, played the clarinet and saxophone with the U.S. Navy Band and the Harry James Orchestra. He died when Conchita was 7. Her mother, who was of Scottish, Irish and Puerto Rican descent and also had African American ancestors, which she discovered late in life, became a clerk at the Pentagon and enrolled Conchita in singing, dance and piano lessons. Dancing became her passion. On the advice of her teacher, she auditioned for George Balanchine and won a scholarship to his School of American Ballet in New York City. Living with an uncle’s family in the Bronx, she graduated from William Howard Taft High School in 1951. At an open call for dancers, she won a part with a national touring company of Irving Berlin’s “Call Me Madam.” After 10 months on the road, she replaced Onna White as a principal dancer in “Guys and Dolls” in New York. Over the next few years, she danced in “Seventh Heaven,” “Shoestring Revue” and “Mr. Wonderful.” Her career moved up. She shortened her name to a catchy Chita Rivera. In 1957, Rivera married Anthony Mordente, a dancer in “West Side Story.” They divorced in 1966. In addition to her daughter, Lisa, she is survived by two brothers, Julio and Armando; and a sister, Lola del Rivero. Rivera lived in Rockland County, New York.
Rivera was showered with honors during her long career. She won two Tony Awards for best actress in a musical, for “The Rink” and “Kiss of the Spider Woman”; was nominated for eight others; and in 2018 received a special Tony for lifetime achievement. In 2002, she became the first Hispanic American woman to receive Kennedy Center Honors, the capital’s version of the Oscars, in a group that included Elizabeth Taylor, James Earl Jones and Paul Simon. It’s a reminder that sometimes the incompetent action heroes are the most entertaining. (Stream it on Netflix.) ‘Deadland’ Director Lance Larson’s “Deadland,” a border narrative that fittingly crosses the boundaries between slow burn, thriller, horror and action, isn’t totally a bust-em-up, shoot-em-up affair. It works on a subtler psychological level when Angel Waters (Roberto Urbina), a border patrol agent, brings to base a nameless, near-dead migrant (Luis Chávez) he found floating in the water. When Waters’ colleague, Cruz (Julieth Restrepo) tries to help the victim, a trigger-happy officer named Ray Hitchcock (McCaul Lombardi) shoots and kills him. “Deadland” is an angsty film, capturing the police officers’ disintegrating alliances through well-calibrated jump scares, loaded standoffs and unhinged nightmare sequences. Although these officers bury the dead man’s body, they can’t cover up their crime. He continues to haunt them, leading to an arresting finale that sears the wounds felt by a ghost who never found the easier life he desired. (Stream it on Amazon Prime Video.) ‘Khufiya’ Vishal Bhardwaj’s “Khufiya” opens with a bang: Hee-
na Papon Rehman (Azmeri Haque Badhon), code name Octopus, arrives at a lavish party with plans to assassinate Brig. Saqlain Mirza (Shataf Figar). Although the ravishing Rehman puts up a charm offensive, she doesn’t fool Mirza; he stabs her to death. Clearly, there is a mole in her ranks. Tabu (Krishna Mehra), her boss and lover, begins investigating. It doesn’t take long before a suspect emerges: an intelligence agent named Ravi (Ali Fazal). “Khufiya,” based on Amar Bhushan’s novel “Escape to Nowhere,” is a scintillating piece of spycraft. Ulterior motives, competing geopolitical desires between India and the United States and a series of flashbacks, which recount how Rehman came into Mirza’s orbit, are the finely tuned mechanics that give this picture propulsion. The film is also adept at granting a sense of living on the edge of life and death; the quick, unflinching assassinations — including unsuspecting civilians hit by cars and targets poisoned by food — are the thrills Bhardwaj effortlessly delivers. (Stream it on Netflix.) ‘Malbatt: Misi Bakara’ If you’ve seen Ridley Scott’s “Black Hawk Down,” then you’re probably familiar with the real-life story of the rescued Black Hawk crew that was trapped in Mogadishu, Somalia, in 1993. Adrian Teh’s frenzied war film, “Malbatt: Misi Bakara,” tells the same story, except from the perspective of the 19th Battalion Royal Malay Regiment that was dispatched to assist in the mission. Despite volunteering for the dangerous assignment, this group of Malaysian soldiers isn’t respected by its American counterparts, who see the Malaysians only as their transport, not as their fellow soldiers. The Malaysians, however, prove their mettle once they enter Mogadishu and when insurgents use machine guns and rocket launchers against their convoy. Teh devises major set pieces, employing an army of extras, as the streets are rendered as one large kill box where death lurks around every corner and on every rooftop. By the end, these soldiers not only win the day, but they also win respect from their American peers. (Stream it on Netflix.) ‘Your Lucky Day’ Sterling (Angus Cloud), a small-time drug dealer, is flipping through a magazine at a convenience store when he overhears a wealthy customer celebrating winning the $156 million Mega Ball jackpot. Sterling quickly tears a page from the magazine, tapes it around his head to disguise himself, pulls out a gun and sticks up the customer. When a police officer appears, a shootout ensues, leading to the deaths of the officer and the customer. It’s a messy robbery that requires an inspired solution: Sterling offers everyone in the store, including the owner and a young couple, a piece of the jackpot if they help him cover up the crime. While “Your Lucky Day” ends up being more complicated as the story unfolds, what really stands out is Cloud, who died last year. In one of his final roles, he’s a ball of uncertainty and vulnerability, giving Sterling a humanism that makes him easy to get behind, even when the bullets start flying. How to exercise when it feels impossible By DANIELLE FRIEDMAN
W
e’ve all been there. You set a goal to exercise regularly, but when the moment comes to get moving, your mind unleashes a torrent of excuses: I’m tired. It’s cold outside. I don’t want to spend money on a class. These mental blocks may explain why it’s so hard to keep a New Year’s resolution for longer than four months. So, how do you cut through them? The first step, experts say, is to stop thinking of them as “excuses.” Just using that word can suggest you failed and should feel bad about your willpower. Research has shown that self-criticism and shame can actually stop you from meeting your goals, said Katy Milkman, a behavioral scientist at the University of Pennsylvania and the author of “How to Change.” Instead, reframe the reasons you aren’t exercising as genuine obstacles and devise a plan to overcome them, Milkman said. “Most of us don’t just need a goal,” she said, but specific steps and strategies to follow. I asked experts in exercise science and psychology to share their best advice for conquering common reasons people struggle to build an exercise habit. Here are their time-tested solutions. I have no time. If you face a jam-packed daily schedule, try starting small, said Kate Baird, an exercise physiologist at the Hospital for Special Surgery in New York. Instead of carving out 30 to 60 minutes several times a week, plan several short bursts of movement throughout the day. “If you’re not able to do much, doing anything is going to be helpful in so many ways,” she said. For example, walk a few laps around the block during lunch, she said, or sneak in a series of squats between meetings. Ideally, you want these bursts to add up to the recommended 150 minutes of moderate aerobic activity and 30 to 60 minutes of full-body strength training per week. Or you could multitask: Try walking or using a resistance band while on a phone call or watching TV, she said. (Several of the experts I talked to were walking while being interviewed.) If you want to have a dedicated workout window, Baird recommended taking a hard look at your calendar and asking yourself: Is there anything that could go, or anything you could trade for a dose of movement? Could you experiment with setting your alarm 30 minutes earlier? I feel self-conscious. If the thought of working out in front of other people makes you want crawl into a hole, know that you have options, said Kelly Roberts, a running coach and body-positive fitness influencer in New York City. “The gym is a really intimidating space,” even for experienced exercisers, she said. For some people, a solution might be exercising at

But for others, Roberts recommended taking a few steps to combat feelings of self-consciousness. First, remind yourself why you’re there, whether it’s to feel stronger or to train for a race. Reconnecting with your goal can help to shore you up, she said. Second, designate a friend or family member who you can text in the moment, who can support you when you’re feeling vulnerable. Third, try a different gym, class or group. If a space makes you feel uncomfortable in your own skin, it’s OK to leave, Roberts said. “Some spaces are more welcoming than others,” she said. The past few years have seen a burst of fitness offerings for people who may have historically felt unwelcome in gyms because of their gender or racial identity, body size or athletic ability, such as pace-inclusive running clubs or gyms marketed toward LGBTQ communities. I don’t want to spend money. You don’t need a fancy gym to get fit, said Grayson Wickham, a physical therapist in New York City. “There’s so much you can do just with body weight,” he said. “It’s pretty amazing.” Planks, pushups, lunges, squats and pointers can all build strength, and regular stretching can cultivate flexibility. For aerobic exercise, you can do jumping jacks, or consider spending a few dollars on a jump rope. If you have access to a safe outdoor space, you can walk, run or strength-train outside, Wickham said — and get the added benefit of spending time in nature. For expert guidance, download a free workout app. It’s too cold, or too hot. A shift in temperature doesn’t have to be a bad thing. Think of the change in weather as an opportunity to try something new, or include more variety in your routine, said Dr. Edward Phillips, an associate professor of physical medicine and rehabilitation at Harvard Medical School. “Maybe in the middle of the winter, it’s a good time
to bolster your strength training and work on your core, or finally engage in a Pilates class or sink your teeth into some yoga,” he said. Or embrace the weather and try snowshoeing. In the summer, consider trading your run for a swim. I don’t have the space. If you have room for a yoga mat, you have enough space to get in a great workout, Phillips said. “You can get stronger and in better shape and more flexible” in just a few square feet, he said, as long as you can comfortably move your arms and legs without bumping into a wall or furniture. Beyond doing yoga, you could jump rope, do bodyweight exercises, lift dumbbells or kettlebells, stretch, or use resistance bands, Wickham said. If exercising in close quarters feels too claustrophobic, consider an outdoor space that you can make your gym, he said. I’m in pain. It might seem counterintuitive, but for those who struggle with forms of chronic muscle or joint discomfort — such as low back pain, neck pain, or pain from osteoarthritis and rheumatoid arthritis — physical activity is likely to help make it better, Phillips said. If you live with chronic pain of any kind and want to be more active, talk to a doctor or an expert in exercise science who can guide you on the safest and most effective movements for your condition. I’m exhausted all the time. When even the word “exercise” makes you feel tired, experts recommend meeting your body where it is — in a few different ways. “I think the first practical way to approach this is to ask yourself, are you working out at the best time of day, or best time of the week, for your energy?,” Baird said. If you know that you have the most energy first thing in the morning and generally feel wiped in late afternoon, try working out early in the day. If getting started feels like a hurdle, Kelly McGonigal, a health psychologist and lecturer at Stanford University, recommends beginning with a miniworkout designed to boost your state of mind. Exercising for the length of “one song is great, because a song will change your mood,” she said. “Do something that reminds you that it feels good to move.” Remember that exercise doesn’t have to be intense for it to “count,” experts say. Stretching, yoga, Pilates, walking and jogging at a conversational pace are all great options. And finally, do what you can to ensure that you are getting enough sleep. I just don’t like it. If you have yet to find a form of movement that you enjoy, keep looking. “Exercise” doesn’t have to mean going to the gym — it can be as simple as dancing alone in your living room, playing pickleball, or chasing after your kids or grandkids, McGonigal said. Basically, moving in any way that brings you joy.

Did a delicious mistake lead to this national dish? By CHRISTINA MORALES

f you ever order sopa, or soup, in Paraguay, don’t expect to be served a steaming bowl of broth. What you’ll get instead is a dense and cheesy hunk of cornbread. This bread, also known as sopa Paraguaya, is one of the country’s most popular dishes. Cornmeal, onion, cheese, milk and eggs are mixed together to make a custardy cornbread, with a texture similar to bread pudding, that is commonly served alongside grilled meats. The bread can be difficult to find in the United States, where nearly 30,000 Paraguayans live — the smallest Latino group in the country, according to census data. And it can be challenging for Paraguayan American cooks to ensure that the moist texture of the bread remains the same when using American ingredients. Instead of the creamy queso Paraguaya that’s traditional in the recipe, for instance, many chefs and cooks substitute similar cheeses like mozzarella, Muenster and Monterey Jack. Nancy Ojeda opened I Love Paraguay, a restaurant in New York, in 2007 after selling three other restaurants in Paraguay. “We’ve seen people cry,” she said in Spanish of her customers’ reactions to her sopa. “They cannot believe it. They say it’s the same taste from Paraguay.” There are many origin stories about the bread, all with a similar gist: In the mid-1800s, when Carlos Antonio López was the president of Paraguay, corn soup was often served for lunch. But one day, the president’s chef got carried away with the cornmeal and added too much. In an attempt to fix the dish, the chef put the sopa into the oven and served it to the president as cornbread. The leader loved the bread so much that he decreed it a national dish and named it sopa Paraguaya. Paraguayans have been making the sopa ever since, said Bridget María Chesterton, a history professor at Buffalo State University. But the first published version of the recipe was from a 1931 cookbook by Raquel Livieres de Artecona. Other Paraguayans, like Liliana Rodas de Araujo, said the bread was being baked

Rodas de Araujo said the Cario-Guaraní — a group of Indigenous Paraguayans who lived near her native city, Asunción — likely used native corn and baked a similar type of bread when they learned about dairy from Spanish colonists. Rodas de Araujo opened Café Guaraní in 2019 in Pacific Grove, California, and has always served the sopa, but she is constantly tinkering with the recipe. She misses the techniques that made the bread unique in Paraguay, like using banana leaves as parchment paper or baking the bread in a mud oven. She hopes to recreate at least one of those elements soon with a pizza oven at her restaurant. The recipe for the sopa Paraguaya served at Cafe Nena’i in Austin, Texas, was passed down to Gladys Benitez by her 85-year-old grandmother, who was a chef for a Paraguayan president. Every day, Benitez and her mother, Elena Sanguinetti, make about 20 thick pieces of the cornbread. They’ve also served the sopa with chorizo, as an appetizer during the pop-up dinners they started about a year ago. Benitez was eager to connect with her roots, so she repeatedly asked her mother how to cook her grandmother’s Paraguayan recipes. “I would beg and cry to please get these recipes from my grandma,” she said.

Paraguayans serve it for many meals in the country, but especially alongside asado (grilled meats). Although the bread is extremely popular, its true origins are murky. Many people will tell a similar story: In the mid-1800s, when Carlos Antonio López was the president of Paraguay, he liked to eat corn soup. But his chef made a mistake and added too much cornmeal, and instead served the president a cornbread. The president reportedly loved it so much that he named it sopa Paraguaya. But others say that the bread has deeper roots from the Cario-Guaraní, a group of Indigenous people in Paraguay, who made a similar type of cornbread. Yield: 12 to 16 servings Total time: About 1 1/2 hours
Ingredients: 1 cup corn oil 1 large yellow onion, finely diced 1½ teaspoons fine sea salt 1 cup corn kernels (canned or fresh) 8 large eggs, whites and yolks separated 4 cups/566 grams precooked yellow cornmeal (preferably P.A.N.) 4 cups whole milk 2 1/4 cups/8 ounces grated Muenster or mozzarella Preparation: 1. Heat the oven to 375 degrees. Using a little bit of the oil, grease a 9-by-13inch baking pan. 2. In a medium skillet over medium heat, add the oil and onion and cook, stirring occasionally, until translucent, 10 to 15 minutes. Remove from heat, stir in the salt and let the onions cool down for 5 to 10 minutes. 3. While that cools, transfer the corn kernels to a blender and blend them into a coarse purée, scraping down the side of the blender as needed; set aside. 4. In a stand mixer (or large bowl), beat the egg whites on medium-high with the whisk attachment until they are light, frothy and uniformly white, about 2 minutes (or 3 to 4 minutes if whisking by hand). They should at least triple in volume. Next, whisk in the yolks, one at a time; set aside. 5. In a very large bowl, combine the cornmeal and the puréed corn, mixing by hand with a rubber spatula until well incorporated. Then add the cooked onion with all of the corn oil and mix again until no dry streaks remain. Stir in about half the milk. Next, add all of the cheese and about half of the egg mixture and fold until combined, pulling the wet mixture from the edges into the center. Add the rest of the egg mixture and milk and fold until fully combined. (The mixture will look wet, similar to a cake batter.) Transfer to the baking pan. 6. Bake for 40 to 45 minutes, until the top is golden brown. (If you place a toothpick or knife through the center, it should come out clean.) Let it cool for 15 to 20 minutes before serving. (The sopa is best enjoyed while still warm. It will firm up as it rests.) The sopa will keep, covered tightly in aluminum foil, in the refrigerator for up to 4 days, or frozen for up to one month.

Que la cantidad mínima de licitación en la primera subasta del inmueble antes descrito será la suma de $247,000.00 según se establece en la escritura de hipoteca antes relacionada. National baseball team uniform will help promote PR rums in the Caribbean Series By THE STAR STAFF
E
conomic Development and Commerce (DDEC by its Spanish acronym) Secretary Manuel Cidre Miranda earlier this week officially delivered the uniforms to the national baseball team that will represent Puerto Rico in the 2024 Caribbean Series. The uniforms were sponsored by the Puerto Rico Rums Program, in support of the Puerto Rican team and as a mechanism to promote the island’s rums in the Americas and the Caribbean. “We are very proud and confident that the Criollos de Caguas will represent us very well in the 2024 Caribbean Series,” Cidre said Monday in a written statement. “They will surely make the greatest effort to bring the precious prize to our island. The DDEC and its Rums program support this great team, champion of the [just concluded] Puerto Rican [winter] baseball season.”
The 2024 Caribbean Series starts Thursday in Miami and runs through Feb. 9. Along with Puerto Rico, winter baseball league champions from the Dominican Republic, Mexico, Venezuela, Panama, Curaçao and Nicaragua will participate.
“Simultaneously, we take advantage of this great opportunity to promote our rums,” the island’s trade czar added. “The Caribbean Series will be watched by thousands of fans in the United States and Latin America, which represents an excellent platform to carry the message that Puerto Rico not only has excellent athletes, but also produces the best rums in the world. Quality and distinction are characteristics that describe our team, as well as the rums we produce. With this exhibition, we will reinforce the recognition of our brand internationally, presenting Puerto Rico as the World Rum Capital.” The 2024 Caribbean Series will take place in Miami starting Thursday and running through Feb. 9. It will bring together the champions of the winter leagues from the countries that are part of the Caribbean Professional Baseball Confederation – Puerto Rico, the Dominican Republic, Mexico and Venezuela. Panama, Curaçao and Nicaragua will also participate, as guest countries.
Superior Baseball Hall of Fame inducts 15 By THE STAR STAFF
T
he Puerto Rico Superior (Double A) Baseball Hall of Fame honored 15 individuals on Sunday in the 34th induction ceremony, held in Aibonito. In total, six position players, four pitchers and five managers/executives were inducted. Although he was part of the group of inductees, former federation president Osvaldo Gil was excused during the event. Below is the list of inductees: Josefina López Galarza – Served as executive secretary of the Puerto Rico Baseball Federation for more than 50 years. She has worked under four presidents and remains active under the presidency of Dr. José Quiles. Gilberto “Gilo” Avilés – Short outfielder for Manatí, had 612 hits and hit over .300 in 21 seasons. He was part of the National Team in three international competitions. Félix Martínez – Short outfielder who stood out for his defense and consistency. He helped the San Lorenzo Samaritans win five national championships and Puerto Rico win a gold medal at the 2002 Central American and Caribbean Games. Arturo Álvarez – Second baseman who played most of his 17 seasons with the Cabo Rojo Pirates and had a lifetime aver-
age of .323, in addition to winning a batting title in the 2003 season with an average of .426. Elvin “Memo” Rodríguez – Catcher and outfielder from Utuado who had 537 hits in his career and had a lifetime average of .337. Jorge “Georgie” Meléndez – A third baseman for the Juana Díaz Poetas and two other teams in Double A. He had a lifetime average of .295 and hit over .300 on 11 occasions. Rosario Carrión – Catcher and outfielder who in 23 seasons had a batting average of .294 and had 517 hits with six teams: Guaynabo, Patillas, Guayama, Fajardo, Aguas Buenas and Cidra. Moisés “Poché” Hernández – Righthanded reliever who played a key role in four national titles for the Mulos de Juncos. In regular seasons he posted 31 victories and saved 42 games with an earned run average (ERA) of 3.49 with the Mulos, Río Grande, San Lorenzo, Las Piedras, Cataño and Humacao. Francisco Caratini – Pitcher who won 64 games and had an ERA of 3.56 on the staffs of the Aibonito, Coamo, Humacao and Cayey franchises. Russian skaters stripped of Olympic gold but will still get the bronze By TARIQ PANJA and ANDREW DAS
I
nternational skating’s governing body earlier this week stripped Russia of its victory in the team figure skating event at the 2022 Beijing Olympics and awarded the gold medal to the United States. The move came one day after teenage Russian star Kamila Valieva, who had led her team to an apparent victory in the team event, was banned for four years for doping. But rather than disqualify Russia’s team for including an ineligible skater, the governing body, the International Skating Union, adjusted the results of the competition in a way that awarded Russia the bronze medal instead. In a statement Tuesday announcing the revised results, the skating union said it had disqualified Valieva and dismissed all the points she had accumulated. Those alterations, it said, put the United States in first in the team event, with Japan second and Russia third. But in a curious bit of math, the ISU adjusted only the final team totals for each country when it reordered the standings. By not elevating the

individual points collected by each team’s women’s singles skaters at the same time, it left Canada, which had been expected to rise to the bronze, in fourth place — a single point behind Russia. Canada’s skating federation made no immediate public comment on the ISU decision. On Monday, the skating federation and the Canadian Olympic committee had both “applauded” the ruling to disqualify Valieva but did not directly call for the awarding of any medals to Canadian athletes. Sport while simultaneously emphasizing that the ISU had applied the rules correctly in awarding its team the bronze. According to those rules, it said, “the results of team competitions at the 2022 Olympic Winter Games do not depend on the outcome of the consideration of the individual case of Kamila Valieva, and the awards won by our team in Beijing cannot be legally subject to review.” The outcome has raised yet more questions about Russia’s influence over top sports bodies, including the International Olympic Committee, and highlighted the inability of global sports to enforce rules on doping and to punish athletes and countries in a timely manner. Critics have accused the IOC of taking a soft approach on Russia by issuing tough-sounding sanctions that still allowed Russian athletes and teams to take part in its marquee competitions. Russia’s antidoping agency, for example, was itself banned when it was empowered to conduct the initial investigation into Valieva’s positive result. The Valieva scandal has been
allowed to drag out for almost two years and may yet still have twists; new appeals to the Court of Arbitration for Sport could set the stage for further legal action that could take more months to resolve. In Tuesday’s announcement, Valieva was also stripped of all results achieved in the period in which she was ineligible, including not only the team event, which had been held at the Games for the first time, but also her fourth-place finish in the singles event and her victory in the 2022 European championships. Her four-year ban will end in December 2025, just in time to allow her to compete in the next Olympics, in February 2026 in Italy. A Kremlin spokesperson, Dmitry Peskov, on Monday ridiculed Valieva’s ban as a “politicized decision.” On Tuesday, he broadened his criticisms, suggesting that any result that took the gold away from Russia was unacceptable. “We don’t agree with these decisions, neither by the court nor by the federation,” he said. “We don’t accept them.” Peskov said Russia was willing to work with “all relevant structures” to defend the interests of its athletes. He added: “Upon their return from China from the Olympics, these athletes were honored as Olympic champions; we are convinced that for us they will always remain Olympic champions. No matter what decisions were made in this regard, even unfair ones.” The International Skating Union said it would coordinate with the International Olympic Committee on the next steps in implementing its decision — essentially the long-delayed awarding of the medals from the team competition in Beijing. Unclear at the time about who had actually won them, the IOC had taken the unprecedented step of retaining possession of those golds, silvers and bronzes in Beijing. That was the first time in Olympic history that medals were not awarded in a completed event.
