Puerto Rico gov’t accused of depositing Miss Universe funds into unrelated account By THE STAR STAFF

epresentatives of Thai businessman Nawat Itsaragrisil, owner of the Miss Universe Thailand franchise, have alleged that the Puerto Rico government deposited funds intended for the Miss Universe organization into bank accounts that do not belong to the pageant organization. The claims were presented before the Puerto Rico Senate’s Tourism Committee and were later confirmed by Sen. Marissa “Marissita” Jiménez Santoni of the New Progressive Party (NPP). Jiménez Santoni said lawmakers have requested invoices, corporate resolutions, and banking information to determine where the funds were deposited and whether the transactions were properly authorized. “We want to address this responsibly,” the senator said during an interview with Radio Isla 1320 AM. “We do not want the money to be lost, nor do we want a controversy that could result in the loss of public funds or damage Puerto Rico’s reputation.” Itsaragrisil, who also owns the Miss Grand International franchise, has previously questioned the agreements related to hosting the Miss Universe competition in Puerto Rico. He has reportedly warned that the event could be canceled if concerns over the financial arrangements are not resolved. Jiménez Santoni said Puerto Rican officials are willing to meet with the businessman and emphasized the need to verify the existence of the bank accounts and whether the
transactions actually occurred. “We need to ensure the credibility of these banks and confirm whether these transfers were made,” she said, noting that the investigation is complicated because the accounts involved are located outside Puerto Rico. The controversy centers on a government investment originally set at $9 million, later reduced to $8.7 million. Puerto Rico has already disbursed $4.5 million, while $4.2 million remains outstanding. Another 5.8 percent of Puerto Rico is classified as abnormally dry -- a category identifying areas that could be entering or emerging from drought conditions. The Drought Monitor map shows the most severe conditions across large areas of eastern and southern Puerto Rico, while sectors in the west and northwest show less intense conditions or remain outside the
drought categories. The seasonal forecast updated on Thursday anticipates that drought conditions will persist in parts of Puerto Rico through Dec. 31. The new data indicated a general continuation of the moderate easing of drought conditions as indicated in the previous week’s report, which showed the extent of the drought dropping from 75.2% to 69.1% of the island. Last week’s report also showed that extreme drought had receded as of Sept. 8, affecting 39.5% of Puerto Rico, down from the 41% recorded two weeks ago. Severe drought, meanwhile, decreased from 21.3% to 18.3% of the territory, according to last week’s report from the Drought Monitor. Puerto Rico has faced severe drought episodes in the past. Between 2014 and 2016, conditions necessitated water restrictions that affected more than a million people and caused agricultural losses exceeding $14 million. Rationing measures were also implemented and a drought state of emergency was declared in 2020.

othams Energy has sent a cease-and-desist letter to attorney Osvaldo Carlo Linares following testimony he delivered during a Government Committee hearing in the Puerto Rico House of Representatives examining the procurement process behind temporary power generation contracts intended to bolster the island’s electrical grid. As previously reported by the STAR, Carlo Linares, president of Regulatory Compliance Services, which administers the Independent Procurement Office (3PPO), testified under oath about the selection process for temporary generation contracts awarded to address Puerto Rico’s ongoing power shortages. During the hearing, he raised concerns involving Gothams Energy’s proposal and identified attorney Anthony Maceira as counsel for the company. In response, Gothams rejected allegations that it failed to comply with environmental requirements, U.S. Coast Guard regulations or federal eligibility standards. The company said no state or federal agency has found it to be in violation of environmental requirements, and denied claims that it had been suspended, excluded, or barred from doing business by the U.S. Department of State or any federal agency. Gothams also stated that Maceira’s work has been limited to legal representation and did not involve lobbying activities on the company’s behalf. The dispute comes against the backdrop of a May 2026 review by the Financial Oversight and Management Board for Puerto Rico, which examined a proposed contract between the Puerto Rico Electric Power Authority (PREPA) and Gothams Energy, together with Americas Power Solutions Holdings, for a floating power generation project. he House earlier this week overwhelmingly passed a bipartisan bill that encourages state utility regulators to insulate consumers from rising energy costs tied to data centers, as members of Congress rush to address a voter outcry over the rapid advance of artificial intelligence.
It was unclear whether the legislation, introduced by Reps. Gabe Evans, R-Colo., and Kathy Castor, D-Fla., would have its intended effect. The bill would direct state utility regulators to consider adopting federal rules requiring data centers to cover any higher costs associated with their large-scale power use. But under current law, Congress cannot force state regulators to follow federal standards when they are setting electricity rates.
Still, as the boom in data center construction has become a potent issue in November’s midterm elections, lawmakers in both parties have been eager to have a legislative achievement that they could cite on the campaign trail. It would still have to pass the Senate and be signed by President Donald Trump before it could become law. Continues on page 6

Across the country, Americans in both parties are concerned about rising electricity prices and water use. Data centers, the large complexes of servers that are crucial to powering AI development, have become the most visible avatar of voters’ fears over the growth of AI and the power of big tech companies. That issue took on new political urgency this week, after concerns over the safety of AI emerged into wider view and key tech leaders began calling for a slowdown in the pace of development. Lawmakers in both parties have called on Congress to impose guardrails on AI, though there is no clear bipartisan consensus on how to do so, and Trump has rejected calls for regulation. Speaker Mike Johnson said Tuesday that he and the president would convene a meeting with AI executives at the White House next week. When asked about their plans to address the issue, some House Republicans pointed to the utility legislation, which does not address AI safety concerns. The measure mirrors a voluntary pledge that tech executives made at the White House this year, when they promised to shoulder a larger share of the energy costs associated with data centers. “It makes sure that the ratepayers are protected as you’re building out AI infrastructure,” said Rep. Steve Scalise of Louisiana, the No. 2 Republican. “That it’s got to be supported by the local community, and that it’s not going to adversely impact ratepayers.” Wednesday’s vote, 417-3, reflected the increasingly bipartisan nature of the data center backlash and a growing concern among Republicans that they are particularly vulnerable on the issue after their signature domestic policy bill included tax breaks that benefited developers of data centers. It also marked a turnabout from just a year ago, when almost all House Republicans backed a version of that measure that put a moratorium on any state regulation of AI, though the provision was later stripped by the Senate. With the House leaving town Wednesday until after Election Day, this week was lawmakers’ last chance to pass a bill showing they were responsive to voters’ concerns about data centers. Evans, who introduced the utility bill, is among the most politically vulnerable Republicans in the House. It is unclear whether the Senate will take up the legislation before October, when it is scheduled to recess until after November’s elections. Its version of the bill was put forward by Sen. Jon Husted, ROhio, who is in a competitive race in which
Democrats have sought to make data centers a central issue. A poll conducted this month by The New York Times and Siena University found that 61% of voters said they opposed the construction of data centers and were about split on which party was better positioned to address it, with a considerable bloc saying they did not know which side to trust. When Republicans last year passed their sweeping tax and spending cut bill, they expanded significant tax advantages for businesses for research costs and new investments. They also adjusted a tax break program meant to encourage development in poorer areas so that it would incentivize more development in rural areas. Democrats have argued that those provisions have helped technology companies looking to build new data centers, and they have accused Republicans of being indifferent to voters’ worries that such construction is raising their electricity costs and changing their neighborhoods. “Unfortunately, these very real concerns are repeatedly swept to the sidelines, minimized or ridiculed by President Trump and Republican congressional leaders,” said Rep. Frank Pallone Jr., D-N.J. Some Republicans have argued that regulations on AI would hinder America’s ability to stay ahead of China in developing the technology. On the House floor, Evans presented his bill as a way to allow for data center development while ensuring that states had a mechanism to address implications for communities. The bill, he said, “keeps costs low for Americans and helps us build the energy backbone required to compete and win in the AI race.”

The data center conundrum By NICHOLAS KRISTOF
S
even out of 10 Americans oppose data centers in their communities, according to Gallup, and they have good reason to be wary of artificial intelligence and all that comes with it. The data center debate sometimes is contested in the weeds of electricity prices, water supply and nondisclosure agreements, but more broadly it’s a proxy for distrust of AI and of the companies getting rich from it. America’s working class suffered brutally the last time we rapidly retooled the economy, a quarter-century ago, and today’s workers are justifiably suspicious that AI will again mean mass job displacement. And of course it’s not just truck drivers, threatened by self-driving vehicles. Anthropic’s CEO, Dario Amodei, warned last year that AI could destroy half of entry-level white-collar jobs, before later backing off a bit. Then there are separate and growing concerns about AI safety: I’ve written about risks of AI being used to create viruses, and some smart people in the industry tell me that worries about the technology’s human extinction risks are legitimate. (Amodei suggested in 2023 that there might be a 10% to 25% chance that AI will destroy human civilization.) The recent revelations of AI’s going rogue and independently hacking Hugging Face and other companies raise questions about whether the technology is veering beyond human control. Just this week, a researcher at Anthropic, Jacob Coxon, resigned and warned that AI companies are “gambling with our lives.” The people building AI models “earnestly believe that it could kill us all by the end of the decade,” Coxon said. I don’t have the expertise to assess his warning, but the stakes are high enough that we have to take them seriously and push urgently for better AI governance. Yet AI also offers enormous opportunities to improve human health and well-being. Indeed, I worry that hostility toward AI and data centers among many ordinary Americans may result in the United States’ blowing what appears to be a slim lead of perhaps six months over China in the most advanced AI models. If China takes the lead, that might give it an advantage that could become self-perpetuating. I think about the costs of falling behind and wonder if we are heirs of the Luddite textile workers of two centuries ago, opposing some automation that came with the Industrial Revolution. The Luddites were right about the social costs of industrialization (child labor, urban poverty and so on), but it was a fool’s errand to battle modernization. China, which in 1820 was still by far the world’s largest economy, missed the industrialization boat, and by 1978 its share of global gross domestic product had dropped to about 5%. Industrializing was costly, but failing to industrialize proved even worse. If Chinese AI were to win the race this time (if the race metaphor even holds), Beijing might dominate the global eco-

(Grade Solomon/The New York Times) nomy and geopolitics for decades to come — and I wouldn’t want to gamble on Xi Jinping and his successors in the global driver’s seat. Data centers do not obviously burden a community more than, say, chemical factories. Siting them should be a matter for negotiation: Make the company pay through the nose until local people think the investment is worth it. But holding the industry back through the backdoor means of restricting access to data centers seems inefficient as well as ineffective, compared with the front-door means of improving oversight and governance. And AI executives should understand that if they don’t accept tighter oversight, then communities will be more inclined to seek safety by blocking data centers down the road — and, in fairness, local pushback may be what forces AI companies to make concessions. As I argue with myself about AI and data centers, I keep thinking about my last two reporting trips — to left-behind parts of the United States and to Norway — for those trips in some ways illuminate the mess we’re in and perhaps a better path forward. In rural Kentucky, I saw communities devastated because of lost mining jobs. The economy restructured, and the price was paid by people like a woman I met, Tori Jackson, who said she had been sold for sex at 12 and then began
using meth herself at 12. She is now recovering in a program called Freedom House, run by Volunteers of America, but administrators worry it might be affected by Medicaid cuts. Why would any community want to endure another round of economic upheaval? What I saw in Norway offered a stark contrast. Scandinavia has its problems, too, but deindustrialization has not forced the working class to its knees as in America. On the contrary, the Nordic economic model is adept at managing economic disruption. But what I take from my reporting in the United States and Norway is the somewhat pained conclusion that American workers are right to distrust data centers and AI, because they’re on their own; there is little social trust because past trust has been betrayed. Indeed, the Trump administration is making things worse, pushing over 1.5 million children off food stamps over the last year, and introducing healthcare changes that have already led 3 million Americans to lose insurance this year. If you’re wary of data centers, you’re not necessarily a Luddite, just practical. So maybe we should learn from the Nordics: If we took safety nets, healthcare and job retraining more seriously, if citizens had more influence over policy and plutocrats somewhat less, then American workers might not be so fearful of where AI is headed. I’d like to see a focus on instituting better AI governance, but it’s hard to move forward on that when the public is understandably distrustful of the entire field and distracted by the sideshow of data centers. By having the backs of workers, we’d be more likely to remain economically and technologically competitive in ways that would benefit everyone.

ULEBRA – Representantes de tres organizaciones de Culebra solicitaron el jueves a los presidentes del Senado y la Cámara de Representantes que intervengan ante el secretario de Salud, Víctor Ramos Otero, por reclamos relacionados con la falta de personal en la sala de emergencias del Centro de Diagnóstico y Tratamiento (CDT), el funcionamiento de la farmacia y el proceso para seleccionar un nuevo administrador de la instalación. “Esto, nuevamente, demuestra un atropello a nuestra comunidad de Culebra que, esperando que se cumpliera con lo expresado públicamente tanto por HPM como por el Departamento de Salud, sigue encontrándose con estas expresiones que violentan acuerdos, crean incertidumbre y fomentan el desasosiego”, dijo Dulce del Río Pineda, de Mujeres de Islas, en declaraciones escritas. Mediante una carta dirigida al presidente del Senado, Thomas Rivera Schatz, y al presidente de la Cámara, Johnny Méndez, Foundation for a Better Puerto Rico, la Fundación de Culebra y Mujeres de Islas pidieron explicaciones sobre el proceso de solicitud de propuestas para administrar el CDT, cuyo término para presentar propuestas vence el 23 de septiembre. Como parte de sus reclamos, las organizaciones divulgaron una comunicación de la supervisora de enfermería de la sala de emergencias, Jazzmine Encarnación, dirigida al secretario de Salud en la que solicitó fortalecer los recursos humanos, médicos, administrativos y operacionales.
Según la comunicación, la plantilla de enfermería se redujo de cinco enfermeros a una supervisora y dos enfermeros, el servicio de vacunación dejó de estar disponible, existe cobertura médica limitada y no hay un empleado de mantenimiento. También señala que personal clínico continúa realizando tareas de registro y facturación y que empleados han utilizado vehículos privados para gestiones oficiales. Encarnación solicitó restablecer la plantilla de cinco enfermeros, garantizar un médico para la sala de emergencias, aumentar el personal de mantenimiento, asignar empleados para registro y facturación, mantener seguridad las 24 horas y proveer un vehículo oficial. Las organizaciones también cuestionaron que el proceso para seleccionar al próximo administrador del CDT excluya la administración de la sala de emergencias y plantearon que la Asamblea Legislativa debe examinar las condiciones establecidas para la competencia entre proveedores. “Si el proceso es verdaderamente competitivo, todos los proveedores cualificados deben tener una oportunidad real de competir”, sostuvo Luz Rivera Cantwell, de la Fundación de Culebra. Por otro lado, los grupos objetaron un letrero colocado por HealthProMed en el CDT que indica que Farmacia Cristina no es operada por esa entidad y presenta como alternativa la farmacia de HealthProMed en su centro 330 de Culebra. Farmacia Cristina opera en el CDT desde 2020 y, según las organizaciones, cuenta con un farmacéutico y un técnico de farmacia y puede despachar recetas el mismo día. HealthProMed comenzó el 1 de septiembre un contrato temporero de 90 días para administrar el CDT. Las organizaciones sostuvieron que los problemas planteados contrastan con expresiones previas del secretario de Salud de que los servicios continuarían sin cambios durante ese periodo.

Karol G, Rosalía are among the most-nominated artists at the 2026 Latin Grammys By PAULA MEJÍA

our wildly distinct artists — Colombian superstar Karol G, virtuosic Spanish experimentalist Rosalía, mischievous Argentine pair Ca7riel and Paco Amoroso, and Uruguayan pop artist Jorge Drexler — each notched seven Latin Grammy nominations before the 27th annual awards. Announced Wednesday by the Latin Recording Academy, the heavy-hitters of the 2026 Latin Grammy race, all of whom are competing for album of the year, are being recognized for music that doesn’t hew neatly to a specific genre. Karol G, who became the first Latin woman to headline Coachella this year, was recognized in several categories on the heels of her 2025 album “Tropicoqueta.” The musician, born Carolina Giraldo Navarro, has said that the album is an ode to the multitudinous sounds — including vallenato, dembow, cumbia, reggaeton and ranchera — that have shaped her love of music. She also received three nominations in genre categories: urban performance, for “Dile Luna,” which features Panamanian reggae vocalist Eddy Lover; reggaeton performance, for “Verano Rosa,” a collaboration with Colombian producer-songwriter Feid; and regional song, for “Ese Hombre Es Malo,” which saw her taking on elements of música mexicana, like mariachi. Rosalía, the classically trained Spanish star who wielded her artistic unpredictability on “Lux,” also garnered seven nominations. For the album inspired by the lives of multiple saints, the singer sang in 13 languages, including Arabic, German and Sicilian, while using enough Spanish, Catalan and Portuguese — at least 60% of the project’s lyrics — to meet eligibility requirements for album of the year. Her track “La Perla,” a plucky collaboration with Yahritza y Su Esencia that takes to task an “emotional terrorist” of a lover, earned nominations for best pop song, song of the year and record of the year. Impish Argentine group Ca7riel and Paco Amoroso, whose steady ascent includes — as the band recently teased — an involvement with the much-anticipated Grand Theft Auto VI
video game, and the duo performing in support of Harry Styles’ tour, nabbed seven nominations. In yet another nod to the widening global expression of Latin music, the duo flits between bossa nova, funk, hyperpop, smooth jazz and hip-hop on their 2026 album “Free Spirits,” in which occasionally goofy lyrics belie deeper meditations on fame and dissatisfaction. The LP features infant-sounding backing vocals from actor and musician Jack Black on the appropriately titled track “Goo Goo Ga Ga.” Uruguayan experimentalist Jorge Drexler earned seven nominations for his 2026 album “Taracá.” His “¿Cómo Se Ama?”, a shape-shifting track that snaps from a woozy acoustic number into a kinetic beat, will contend for both song and record of the year. A former physician who pivoted to music, Drexler won an Academy Award in 2005 for best original song for “Al Otro Lado del Río,” which appeared in the film “The Motorcycle Diaries.” Mon Laferte, the Chilean-Mexican pop iconoclast, and Mexican singer-songwriter Silvana Estrada garnered six nominations each, including album of the year. The top nominee, as he has been for three of the last four years, was hit-making songwriter and producer Edgar Barrera, with 10 nominations. One of Latin music’s preeminent architects, Barrera will effectively compete against himself in several categories, including song of the year, where two tracks he helped write — “Coleccionando Heridas” by Karol G and Marco Antonio Solís, and “Mi Gran Amor” from Santana featuring Becky G — are nominated. He is also nominated for album of the year for his production of “Tropicoqueta” and “Muda,” the 2026 album from Carin León, who this month became the first Latin musician to headline a residency at the Sphere in Las Vegas. Also vying in that competitive race are Brazilian pop artist Anitta, for “Equilibrivm”; Venezuelan cohort Rawayana, for their shimmering “¿Dónde Es El After?”; and Argentine rapper Milo J’s down-tempo folk offering, “La Vida Era Más Corta.” Manuel Abud, CEO of the Latin Recording Academy, said
the genre-blurring variety of the album of the year category in particular reflected the evolving direction of Latin music. “It’s our job to keep up with them, not to try to put them in a box,” he said of the artists. “On the contrary: We need to keep adapting the box.” After several years of adding categories in an attempt to better account for the vast subgenres within Latin music, this year’s awards will remain steady at 60. The surging popularity of regional genres like música mexicana on streaming platforms has helped drive Latin music’s growth worldwide alongside major pop culture events, such as Bad Bunny’s galvanizing Super Bowl halftime performance this year, according to a report from the research group Luminate. The same report noted that almost 1 in 10 songs streamed in the United States during the first six months of this year was sung in Spanish. For the second year in a row, the ceremony will take place in Las Vegas at the MGM Grand Garden Arena. It will air on Univision on Thursday, Nov. 12.

Documentary on Puerto Rico’s coquí frogs hits theaters By THE STAR STAFF
T
he Puerto Rican documentary “Los coquíes de Puerto Rico” (The Coquís of Puerto Rico) -- directed by Sonia Fritz and based on research by biologist Rafael Joglar -began screening on Thursday at Fine Arts Popular and Fine Arts Miramar. The film examines the various species of the amphibian and the threats they face due to climate change. “The ‘coquí’ is beloved by Puerto Ricans,” Joglar said in a written statement. “It is the ambassador, the soul of our people and our culture.”
The documentary traces the coquí’s relationship with Puerto Rico from the Taíno era to the present day, showcasing the frogs in their natural habitats -- including forests, plateaus and caves.
With a runtime of 60 minutes, the production explores Puerto Rico’s various coquí species, their importance to ecosystems, and the impacts of climate change, blending science, history and conservation. From a historical perspective, the documentary traces the coquí’s relationship with Puerto Rico from the Taíno era to the present day, showcasing the frogs in their natural habitats -- including forests, plateaus and caves. “As a filmmaker, it was a unique experience to film ‘coquíes’ at night in forests, plateaus, and caves, and to watch expert biologists handle them while explaining the details of
each species and the threats they face,” Fritz said. Some of the scientific content is based on the work of Joglar, who has spent over 52 years researching coquíes; he appears in the production to explain the characteristics of the species and their habitats. Beyond commercial screenings, the filmmakers envision the production serving as an educational resource for addressing topics such as biodiversity, conservation and climate change. “Los coquíes de Puerto Rico” is presented in Spanish with English subtitles.

Dollar pressure weighs on LatAm FX; regional stocks edge higher

Trump’s economic vise leaves Cubans desperate for food and medicine By ED AUGUSTIN and FRANCES ROBLES
T
housands of containers filled with food, medicine and other goods bound for Cuba have been stranded throughout the Caribbean since two shipping giants stopped deliveries to avoid tough U.S. sanctions, according to diplomats, Cuban officials, merchants and others involved in the imports. The containers stranded in various ports include humanitarian aid, from solar panels to medication to colostomy bags. Dozens of containers of aid purchased by different United Nations agencies are among them. U.S. sanctions have also hobbled shipments by air, and forced the World Health Organization to scrap planned deliveries of cancer drugs. The challenges of delivering vital materials have sharply aggravated long-standing shortages, added to an enormous backlog of patients awaiting surgery and sent grocery prices soaring as Cubans live through the island’s worst humanitarian crisis since the 1959 revolution. With food becoming prohibitively expensive, hunger is rising and soup kitchens are struggling to fill the gap. The Trump administration has imposed an economic vise on Cuba and its ruling communist party to try to force political and economic change. In January, the administration imposed an oil blockade on the island. Then in May, it cranked up the pressure by announcing that foreign companies working with certain Cuban state entities risked having their assets frozen and being locked out of doing business with U.S. companies and banks. Shortly after, Hapag-Lloyd, a German shipping company, and CMA CGM, a French one — which experts say together delivered at least half of Cuba’s imports, including most of its food — quit delivering to the island. The development adds another layer of misery for Cubans already struggling under daily blackouts, fuel and food shortages and a collapsing health system. It also puts more pressure on the Cuban government as it tries to survive the Trump administration’s pressure campaign. Dr. Valia Rodríguez, a Cuban doctor in Britain who runs a charity called Aid for the Caribbean, said a Hapag-Lloyd container her organization filled with more than $500,000 worth of resuscitation kits, colostomy bags and intravenous tubes left Northern Ireland in April. It arrived at the Port of Mariel in Cuba on June 4, a day before the new sanctions aimed at foreign companies went into full effect. “They decided to stop unloading the containers,” said Rodríguez, referring to Hapag-Lloyd. The containers were instead sent to Panama, where the charity said it has had to pay more than $6,000 in storage fees, as patients who have had colon surgery turn to desperate measures. “Right now, people in Cuba are using shopping bags, because there are no colostomy bags,” Rodríguez said. Spare parts from a dismantled power plant in Uruguay, donated to Cuba by the South American nation’s state-owned power company, have been unable to leave because no shipping line will take them to the island, according to diplomats. Cuba has suffered at least five nationwide blackouts this year as

Though the U.S. government has explicitly stated that its sanctions are not intended to prohibit the delivery of food and medical supplies, Francisco Pichón, the U.N. coordinator in Cuba who runs its humanitarian response, said sanctions were jamming up the organization’s relief effort because shippers were wary of taking any chances. “We are facing something very real, which is a phenomenon called ‘overcompliance,’” Pichón said. “Overcompliance is a really excessive precaution from companies to not expose themselves to sanctions.” As of last week, the U.N. humanitarian relief effort was still awaiting delivery of 30 containers holding water treatment kits, antibiotics, contraceptives and pregnancy tests. A lack of jet fuel has also decimated air traffic to Cuba, shutting off another cargo delivery route. Despite months of attempts, thousands of donated vials of a cancer drug called doxorubicin failed to reach the island after several airlines stopped flying to Cuba, according to the Pan American Health Organization. The World Health Organization said tuberculosis medication it purchased from an Indian pharmaceutical firm meant to leave by air via DHL was returned to the manufacturer in May without explanation. Other humanitarian aid shipments had to be airlifted on special charter flights, U.N. agencies said. Businesses have considered routing their cargo through the United States because shipments are still coming from there. But the cost of the extra shipping more than doubled the price of cheaper products like rice, making much of it too expensive to sell in Cuba, a person involved in Cuba business trade said, speaking on the condition of anonymity to protect business operations. Business owners have been debating whether to abandon their cargo in foreign ports, the person said. The State Department, has said that sanctions hold the “corrupt” Cuban regime and its financial backers to account, including GAESA, the military conglomerate that controls large
parts of the island’s economy. In a statement to The New York Times, the State Department said the government’s “blatant kleptocracy” and its economic mismanagement directed scarce resources for the benefit of officials, the military and the intelligence apparatus rather than the Cuban people. “Our tough Cuba policy restricts financial transactions with entities owned or controlled by Cuban security services in order to cut the regime off from resources used to line its pockets and violently oppress the Cuban people,” the statement said. Secretary of State Marco Rubio told reporters in September that “if Cuba is a humanitarian disaster, it is because their regime is a disaster, because the economic model they follow doesn’t work.” Rodolfo Benítez Verson, Cuba’s ambassador to the United Nations in Geneva, told the U.N. Human Rights Council last week that more than 7,000 containers bound for Cuba were stranded. “The cruelty knows no bounds,” Benítez said. “They will have to answer to the Cuban people, and they will not be forgiven.” Hapag-Lloyd, the German shipping line, said in a statement that it had made a “business decision” not to continue the Cuba maritime route and that it was working toward a “swift and practical solution” for the cargo. CMA CGM, the French company, said in a statement that it had resumed limited services of “compliant cargo” to the island, such as agricultural products, medicines and medical devices. Given the scale of the backlog it would take months for all the containers to reach the island, businesspeople, diplomats and humanitarian workers said. With few viable commercial shipping routes available, exports to Cuba have plummeted. Brazilian and Mexican exports to Cuba were both down over 90% in July compared with the same month last year, according to Brazilian and Mexican government official statistics. “Up to two-thirds of the overall container shipping capacity has disappeared,” said Gordon Wilmsmeier, a professor of shipping and global logistics at Universidad de los Andes in Colombia. It has become so difficult to ship supplies to Cuba that some sympathetic nations have turned to their militaries. Mexico, which stopped shipping oil to Cuba in January after President Donald Trump threatened tariffs, used navy ships to deliver items like thousands of tons of rice and beans, as well as bags of powdered milk. The Brazilian air force flew in shipments of powdered milk. Celso Amorim, a top foreign policy adviser to President Luiz Inácio Lula da Silva of Brazil, said in an interview that Brazil would like to provide Cuba with fuel and more aid, but is wary of Washington’s reaction. “This is part of the reality of the present world,” he said. “It’s complicated. Every company here — even state companies or quasi-state companies — have interests in the United States, and they are afraid of being affected.”

Instead, he has driven Canada into the arms of the European Union, after antagonizing the Canadians for months, taunting the country’s prime minister and waging a relentless trade war. (Haiyun Jiang/The New York Times) And even if the gesture by the EU ends up being more symbolic than substantive, it shows how Trump is upending global relationships in ways that will be difficult to undo. “We should see this action from Canada and the EU as a direct consequence of Trump’s actions and rhetoric,” said James Batchik, a deputy director at the Atlantic Council’s Europe Center. The rhetoric around making Canada the 51st state, he added, “and the threats against Greenland, which are still highly, highly, controversial and remembered in Brussels, are really reminders for both sides that the United States is not necessarily that trusted ally that it once was.” At every turn, Trump’s bullying approach to Canada has appeared to backfire. His trade war stirred up trouble for embattled Republicans in swing states, endangering GOP control of the Senate. And his hostility toward Canadian leaders helped surge the country’s struggling liberal party, no friend of Trump’s, to electoral victory. Trump responded to the EU’s overture to Canada with fury while speaking to reporters Wednesday night. “Canada’s been a terrible trade partner,” he said. “No, I don’t see that. If they do that, if I think it’s at all a hostile act, I will put very serious tariffs or stop trading with Europe on many things. So, if they do that, if Europe does that, with a bad intention — if it’s a good intention, that’s fine — if it’s a bad intention, we’ll put very heavy tariffs on Europe, which is a possibility.”
Trump’s battle with Canada is part of his striking focus on a Western Hemisphere that recent presidents, typically consumed with the Middle East and Asia, have often neglected. Trump, emboldened after a U.S. operation that toppled the leader of Venezuela, has set his sights this year on other countries in the Western Hemisphere. He has applied massive economic pressure against Cuba and proposed a “friendly takeover.” He has threatened to seize the Panama Canal and to wrest the North American island of Greenland from Denmark. In an update of the Monroe Doctrine, the 1823 foundational statement of U.S. claims over the Western Hemisphere, with what he called the “Trump Corollary,” Trump formally declared that “the American people — not foreign nations nor globalist institutions — will always control their own destiny in our hemisphere.” (Trump often refers to the concept as the “Donroe Doctrine,” named after himself.) In the cases of Cuba and Venezuela, Trump’s policies are led by Secretary of State Marco Rubio, a Cuban American whose interest in Latin America is driven by his strong anti-socialist ideology. Rubio has shown far less public enthusiasm for Trump’s territorial claims than he does for democratizing the region. But Trump’s fixation with Canada is mainly rooted in trade and economics, not territory or politics. The president started his second term threatening Canada’s previous leader, Justin
Trudeau, whom Trump publicly derided, with unilaterally scrapping agreements that have governed the relationship between the neighboring countries for more than a century. He has imposed tariffs on Canada, which with Mexico is one of America’s two top trading partners, that are crippling some of Canada’s key economic sectors, such as autos, steel, aluminum and lumber. In part because of Trump’s attacks, Canadians rallied around Trudeau’s successor, Prime Minister Mark Carney, who positioned himself as a fighter against the American president. This year, Carney delivered a speech in Davos, Switzerland in which he called for a new world order, no longer led by America, prompting global political and corporate leaders in the audience to rise from their seats for a rare standing ovation. “The middle powers must act together because if we’re not at the table, we’re on the menu,” Carney said. Liana Fix, a senior fellow for Europe at the Council on Foreign Relations, said it wasn’t clear what Canada becoming an “associate member” of the EU would mean, beyond trade and defense agreements already in place. But Canada and the European Union will meet for a summit at the end of October, when they are expected to lay out more concrete ideas. Ursula von der Leyen, the president of the European Union, has said Canada and Europe could work more closely together on the Arctic, their defense industrial bases and critical minerals. “The EU wants to make a statement that the middle powers have a say and will not be bullied by the Trump administration,” Fix said. The reaction of Canada and European leaders is perhaps unsurprising, given Trump’s penchant for attacking allies and playing nice with historic rivals, Batchik said. “Donald Trump has been pulling his punches toward some of our adversaries, top of mind Russia and China, and doubling down and taking a rather gleeful approach to needling our previous would-be allies,” Batchik said. “You’re starting to see many across Europe taking that to heart and saying, OK, if that’s truly the case, if that’s how the United States is going to treat its allies, they’re just going to look elsewhere.” It could end up being “a generational turn away from the United States,” he said, “or at least will take a significant amount of energy and time to repair these relations.”

Trump renews attacks on Fed after rate increase By TONY ROMM

resident Donald Trump lashed out at the Federal Reserve earlier this week over its decision to raise interest rates, as he reprised his earlier threats to cut off a broad swath of U.S. trade unless the central bank bows soon to his demands for lower borrowing costs. Speaking to reporters, Trump acknowledged that he had talked to Kevin Warsh, the Fed chair, at some point before the Fed board voted unanimously to lift rates by a quarter of a percentage point for the first time in three years. “I told Kevin, I said, ‘You might as well vote with the board because it’s just not going to matter,’” Trump said. “The board is very hostile. They’re very political. They’re doing the wrong thing. They’re a bunch of politicians. They are people put on by politicians.” Trump praised Warsh, who did ultimately support the rate increase, even as he admonished other Fed governors for their vote. In doing so, the president also revived his earlier, eyebrow-raising ultimatum that he could halt trade to countries with which the United States has a trade deficit unless the Fed delivers on his long-sought rate cuts. “If we wanted to get rid of deficits, which we could do with the swipe of the pen with every country, we’d make a trillion and a half dollars a year,” Trump said. “We’d pay off our debt. We’d do all sorts of things. But we haven’t chosen to do that. But at some point, we will. Interest rates are too high.” Such a move could cause immense blowback for U.S. families and businesses, while the rate cuts that Trump seeks — to 1% or lower, he said — could exacerbate inflation and make the central bank’s job even more difficult. Still, Trump seemed unfazed as he doubled down during a speech later in North Carolina, where he pivoted from a broadside against the Fed to blasting U.S. allies

The attacks marked the latest eruption in Trump’s ongoing feud with the nation’s central bank, a politically independent institution at the heart of the U.S. economy. In a bid to force down rates, the president has consistently ratcheted up his attacks — and now seems willing to leverage international commerce to secure his desired outcome on monetary policy. The pressure campaign has continued even after Trump successfully installed Warsh as the new chair of the Fed earlier this year. The Fed chair, for his part, declined to discuss Trump’s threats at a news conference earlier Wednesday. In the days before the Fed meeting, White House

officials had tried to walk a fine line. On one hand, Trump and his aides had praised Warsh, insisting that they respected his work to address a set of challenges that includes the battle against inflation. But, at the same time, the president continued to question the political motivations of other Fed members, part of an effort by Trump to downplay the fact that inflation remains well above policymakers’ 2% target. “Whatever he does tomorrow, we’re going to respect the process, and understand that he’s doing what he and the committee think is correct,” Kevin Hassett, the director of the White House National Economic Council, said in reference to Warsh during an appearance on CNBC earlier this week. “That said,” Hassett continued, “we also don’t think that in a democracy that one is not allowed to talk about policy and economics.” But Trump did more than talk about the merits of rates when he issued his boldest threat in early September. Reissuing his demand for the “the LOWEST RATE of any country in the World,” the president posted to social media at the time: “LOWER THE RATE OR I’LL STOP TRADING WITH COUNTRIES WITH WHICH WE HAVE A DEFICIT.” The comments had no effect on the Fed, which ultimately raised rates on a unanimous vote Wednesday, prompting Trump to reprise his pressure campaign. Returning to social media, he argued that the country is “BOOMING,” then claimed the United States could make more money if it stopped trading with certain countries. “The word ‘Deficit’ is nothing more than a fancy word for LOSS,” Trump said. Before Wednesday, other White House officials had been coy about the president’s intentions. Appearing Sunday on CNN’s “State of the Union,” Hassett revealed little about whether the president intends to follow through with his threat. “I don’t expect that trade is going to go to zero,” he began, “but I do think that the president has a very strong opinion that interest rates could be a lot lower. And we will just have to wait and see what the Fed decides.”

Defending champ Dorado to open COLICEBA season against Orocovis By THE STAR STAFF
T
he Amateur Baseball League Confederation (COLICEBA) will open its 2026 season this Friday with a game between the Caciques of Orocovis and the defending champions, the Guapos of Dorado, at 8 p.m. at Tomás Palmares Stadium in Dorado. The starting pitchers for the matchup will be Héctor Quiñones for Orocovis and Andrés Santiago for Dorado. Santiago was named Most Valuable Player of the 2025 Final Series, in which the Guapos won their first championship. Prior to the game, COLICEBA will dedicate the season to for-
mer national pitcher Jesús Feliciano, who will throw out the ceremonial first pitch. Feliciano was a member of the Puerto Rico National Team and served as the flag bearer for the island delegation at the 1988 Seoul Olympics. Additionally, he is the only left-handed pitcher with more than 100 victories in the Double-A Superior Baseball League. Admission to the opening game will be $5. The schedule continues on Saturday with six doubleheaders starting at 6 p.m. Vega Alta will visit Barranquitas, Ceiba will play in Maunabo, Aibonito will face Cidra, Aguas Buenas will visit Comerío, Arroyo will play in Guayanilla and Coamo will play in Villalba. On Sunday, Orocovis will return to Dorado to again face the Guapos, while Gurabo will visit Río Grande. Both games will begin at 2 p.m.

P Puerto Rico put in a competitive performance in the first two sets, but Mexico ultimately claimed a 3-0 victory in Wednesday’s match for fifth place at the Men’s NORCECA Continental Championship at the Avenir Centre in Moncton, New Brunswick, Canada.
uerto Rico concluded its run at the Men’s NORCECA Continental Championship with a competitive performance in the first two sets, but Mexico ultimately claimed a 3-0 victory (26-24, 33-31, 25-16) in Wednesday’s match for fifth place at the Avenir Centre in Moncton, New Brunswick, Canada. The result secured the final available spot for Mexico in the NORCECA Olympic Qualifier final phase for Los Angeles 2028. Puerto Rico placed sixth in the eight-team tournament. Puerto Rico jumped out to a 7-3 lead in the first set, and remained competitive through a series of backand-forth rallies that eventually saw the score tied at 24-24. However, Mexico closed out the set with an attack by Diego González and a block by Juan García. The second set was even more hard-fought. Mex-
ico held two set points at 24-22, but Puerto Rico responded, extending the set through multiple rallies. Finally, with Mexico up 32-31, García connected on the attack that sealed the win. In the third set, Mexico pulled ahead early and didn’t look back. Mexico held a modest advantage in attacks (49-44), blocks (10-6), and service points (3-2). Puerto Rico capitalized on 19 opponent errors, while Mexico capitalized on 22. Mauro Fuentes led Mexico with 16 points, followed by Franky Milantony with 14. González and Axel Rodríguez added 12 points each, with five of Rodríguez’s coming on blocks to lead all players. Pelegrín Vargas once again led the Puerto Rican offense and was the match’s top scorer with 18 points. Mexico’s González was named the competition’s best opposite and best scorer with a tournament-high 80 points (68 kills, seven blocks and five aces). Arnel Cabrera of Puerto Rico was named best receiver.

Fajardo & Manatí pick up wins in BSNF By THE STAR STAFF
T
he Cariduras of Fajardo and the Atenienses of Manatí both notched victories on Wednesday night in the Women’s Superior National Basketball (BSNF by its initials in Spanish) league’s young season. Fajardo (1-1) mounted a late rally to defeat the Monarcas of Juana Díaz 66-61 at Tomás Dones Coliseum in Fajardo. The game entered its final minutes with the Monarcas (0-2) leading 58-54. At that point, the Cariduras’ Geovana Ríos stepped up. Ríos, who scored 10 points and grabbed 17 rebounds in the game, hauled in one of those caroms and converted it into two points, narrowing the score to 58-56. Paola Hernández of the Monarcas answered with a left-handed hook shot, making the score 60-56. Then, Angel Jackson grabbed a rebound for Fajardo and was fouled while going up for a shot. Jackson sank both free throws, making it 60-58. This set the stage for a big three-pointer by import player Madeline Burke with 1:40 remaining, giving the Cariduras a 61-60 lead. Jackson’s defensive effort in the closing stages of the game also deserves mention, as she recorded two crucial blocked shots. With 1:12 left on the clock, Ríos went to the freethrow line, where she made the first attempt but missed the second. Fajardo retained possession and on the ensuing play, Zaida González drove to the basket, stopped, and hit a jump shot for two points, extending the lead to 64-60. At the other end, the Monarcas’ Imani McGee grabbed a rebound and was fouled on the play, sending her to the free-throw line. McGee missed the first attempt then sank the second to make it a one-possession game as the clock wound down. With time set to expire, Mya Hollingshed sank two free throws that sealed the five-point victory for the Cariduras. Hollingshed was the standout performer for the Cariduras with 17 points and nine rebounds. González, in her debut for Fajardo, recorded 13 points, five rebounds and three assists. The Monarcas’ Tess Amundsen led all scorers with 21 points, followed by McGee with 18 points and 12 rebounds. Meanwhile, the Atenienses of Manatí picked up their first win of the season, defeating the Cangrejeras of Santurce 91-74 at Roberto Clemente Coliseum in Hato Rey. Kaela Hilaire (21 points), Chelsea Mitchell (21 points) and Pamela Rosado (16 points) of Manatí combined for 58 points and 10 three-pointers for the game. Destiny Harden and Abeliz Rodríguez added 12 and 11 points, respectively. Import player Shae Kelley scored 37 points and grabbed 11 rebounds for the Cangrejeras in a losing effort. Teana Muldrow added 12 points and 6 rebounds.
