T

he Integrated Transportation Authority (ATI by its initials in Spanish), in conjunction with Puerto Rico Ferry, on Thursday announced record growth in the number of passengers who used the maritime transportation system from June to August of this year. During the three-month period, more than 558,000 passengers used the service, representing an increase of more than 13% compared to the same period of the previous year. On the route to the offshore island municipalities of Vieques and Culebra, passenger numbers increased by about 13% between June and August, reaching roughly 440,000 passengers during the summer months. So far this year, the route has already carried more than 1.07 million passengers. Similarly, the Metro route between San Juan and Cataño saw a growth of around 16% during the three-month period, transporting more than 121,000 passengers. So far this year, the Metro route has maintained a record growth rate of 14%. The latest results continue the growth trend seen since the beginning of the year in Puerto Rico Ferry services. Overall, the system has safely and reliably transported some 1.43 million passengers between January and August, representing an 11% increase compared to the same period in 2025. The system’s performance also includes the successful completion of nearly 16,000 trips across all its routes, with a combined on-time performance rate of 96%. Those figures

Drought eases in Puerto Rico

he extent of the drought in Puerto Rico decreased over the past week, dropping from 75.2% to 69.1% of the territory, according to the latest update from the U.S. Drought Monitor, based on data valid as of Tuesday, Sept. 8. The report shows that extreme drought also receded and now affects 39.5% of Puerto Rico, down from the 41% recorded the previous week. Severe drought decreased from 21.3% to 18.3% of the territory. Moderate drought currently covers 11.3% of the island, while another 10.5% remains under abnormally dry conditions. No part of Puerto Rico is currently experiencing exceptional drought, the most intense category used by the Drought Monitor. The latest map shows extreme drought concentrated across a broad swath of southern Puerto Rico, as well as in parts of the east and northeast. Vieques and Culebra also remain in this category, while conditions are less severe toward the center, north and west of the island. This week’s reduction marks an improvement in overall drought coverage, although more than two-thirds of Puerto Rico remains under one of the drought categories ranging from moderate to extreme. The Drought Monitor’s assessments are updated weekly based on the best available data and local observations.

ibonito Judge Luis Barreto Altieri sen‑ tenced Elvia Cabrera Rivera to 102 years in prison on Thursday for the 2025 killing of 16‑year‑old Gabriela Nicole Pratts Rosario, imposing consecutive terms for first‑degree murder and a weapons violation. The sentence came several weeks after a jury of seven women and five men unani‑ mously found Cabrera Rivera guilty after some three hours of deliberation. Before hearing her punishment, Cabrera Rivera addressed the court, insisting she was innocent and claiming witnesses had not told the full truth. “I deeply regret Gabriela’s death,” she said. “I declare myself innocent of everything I’m accused of, because all the witnesses have not told the whole truth. All this time I have felt calm. I was fighting for my innocence and I remain firm that I am innocent.” Her defense team sought to delay sen‑ tencing earlier this week, asking the Puerto Rico Supreme Court to intervene after a verdict form

uthorities on Thursday were investi‑ gating a death of undetermined cause involving a minor that was reported around 6:23 p.m. on Wednesday at the old sugar mill in the municipality of Arroyo. According to the police report, a call to the precinct alerted authorities to the situa‑ tion. Upon arriving at the scene, uniformed officers found the body of 16-year-old Yadiel Torrales Lazú, who had sustained multiple gunshot wounds. Agents from the Guayama Criminal Investigation Corps are investigating. Later on Thursday, Marcos Santana Andújar, president of the Network for the Rights of Children and Youth of Puerto Rico, shared the following statement in response to the reported death of Torrales Lazú:

“The Network for the Rights of Children and Youth of Puerto Rico expresses its deep sorrow over the violent death of a 16-yearold adolescent in the municipality of Arroyo. “According to released information, the young person was under State protection and had recently left -- along with other adolescents -- a shelter in the San Juan region, thereby finding himself outside the protective environment and support system he needed. “We have lost the life of a child. Faced with a tragedy of this magnitude, this is not the time to make hasty judgments or point fingers of blame. It is a time to stand in solidarity with the grief of his family, the young people who knew him, the staff who provided him with services, and everyone affected by this loss. “We urge the authorities to investigate the facts with the utmost urgency, solve this crime without delay, and bring those responsible to justice. His life matters, and his death cannot go unpunished. “However, the country’s response cannot be limited to a criminal investiga‑ tion, nor should it begin only when a child

It begins much earlier: when we support a family, address their needs, and prevent a situation of vulnerability from escalating into a crisis. Prevention is also protection. “We must also examine the support children and adolescents receive while un‑ der state protection; how we address their experiences of trauma; and what responses are triggered when they leave a care setting and need to be located and protected. “When a child leaves a protective environment, they do not cease to be our collective responsibility. Their behavior cannot be analyzed in isolation from the experiences of violence, abandonment, poverty, trauma, or exclusion they may have

Senator files resolution seeking sweeping inquiry into justice system Review proposed by Toledo López could revive debate over separation of powers By THE STAR STAFF

ew Progressive Party Sen. Ángel Toledo López has introduced a resolution calling for an expansive legislative investigation into the state of Puerto Rico’s justice system, a proposal that could reignite long‑standing concerns about how far the legis‑ lative branch can probe judicial administration without crossing constitutional boundaries. The measure, Senate Resolution 595, was formally introduced Tuesday and would be referred to the Senate Committee on Legal Affairs. It had not yet been approved as of press time. If adopted, the resolution would authorize the committee to conduct a far-reaching review of nearly every institution involved in admin‑

istering justice -- including the Department of Justice, the courts’ administrative arm, the Puerto Rico Police Bureau, the Department of Corrections and Rehabilitation, the Parole Board, and even private or quasi-public en‑ tities that influence judicial processes. ederico Torres Montalvo, one of Puerto Rico’s most influential and longstanding labor leaders, died this week, accord‑ ing to an announcement shared by several unions on social media. Torres Montalvo was the founder of the Unión Independiente de Empleados de la Autoridad de Edificios Públicos (Indepen‑ dent Union of Public Buildings Employees) and served as president and a member of the executive committee of the Central Puertorriqueña de Trabajadores (Puerto Rican Workers’ Central). He also served as secretary general and senior leader of the

Coordinadora Unitaria de Trabajadores del Estado (Unified Coordinating Body of State Workers), becoming a central figure in the island’s public-sector labor movement for decades. he Puerto Rico Police Bureau reversed its decision to withhold a woman’s gun li‑ cense and confiscate her firearm because she possessed a medical cannabis license, after the Corporation for the Defense of Gun License Holders of Puerto Rico (CODEPOLA) took the case to the Court of Appeals to defend

CODEPOLA President Ariel Torres Melé‑ ndez described the decision as an important step and urged the government not to wait until each citizen has to go to court to assert their rights, but to immediately review cases in which similar decisions have been made. Alexandria Ocasio-Cortez, D-N.Y., who has carefully picked which progressive Democrats to support in this year’s midterm elections, quietly made her way to central Florida earlier this week to lend her star power to Angie Nixon’s underdog Senate candidacy. Ocasio-Cortez encouraged more than 50 campaign volunteers and organizers gathered at a park in Kissimmee, south of Orlando, to devote their time and energy to spreading the word about Nixon’s campaign — weeks before a single ballot is mailed out. “They don’t see us coming,” she told them. “My favorite way to move is, we don’t go to the flashy places. This isn’t about fighting for Miami.” “We run up the numbers here,” she added, “and then we will rack them up everywhere else, too.” When Florida was still a preeminent battleground state not long ago, much of its

On Wednesday, a local Jacksonville television station said Moody had declined its debate invitation, citing an answer that Moody gave in a television interview Tuesday in which she called Nixon “truly anti-American.” In response, Nixon called Moody in a statement “runaway Ashley.” Ocasio-Cortez, a potential contender in the next presidential election, endorsed Nixon last week, but she did not promote her Florida trip. Kissimmee is heavily Puerto Rican, and Ocasio-Cortez is of Puerto Rican descent. “It’s good to be backed by people who are not bought and paid for,” Nixon said at the event. Ocasio-Cortez was introduced by another big supporter of Nixon’s: Rep. Maxwell Alejandro Frost, the first Gen Z member of Congress. Frost, along with other local officials, has assembled a progressive coalition that campaigns year-round in Central Florida for progressive candidates and issues. Ocasio-Cortez promised to defend Nixon against racist attacks such as the one Laura Loomer, the far-right influencer allied with President Donald Trump, made against her and other Black politicians. (Loomer described Nixon and others on social media as a “ghetto Black communist,” with a crude epithet tacked on at the end.) That way, Ocasio-Cortez said, Nixon — who joined the Democratic Socialists of America in June — might remain focused on campaigning as an unapologetic progressive. “What we seek to prove,” she said, is that Democrats do not have to run from “some very unimaginative, unambitious place in order to win a statewide election.” “The way that we do it is by being uncompromising in how visionary and ambitious we want to be for people,” she added. “And to say with our whole chest, ‘We will guarantee healthcare to every American.’ We can do it without taking big money, we can do without having to compromise our values. We can fight for it all.”

Trump is sabotaging the midterms. The Supreme Court must stop him. By THE EDITORIAL BOARD

P

resident Donald Trump has a long record of threatening rather than protecting the integrity of American elections. At his worst, he sought to overturn the 2020 results. Now he is menacing the midterms, with an executive order that would throw voting by mail into chaos if it went into effect. It is up to the Supreme Court to prevent that. Nearly 1 in 3 voters now vote by mail. Trump’s order has already sowed doubt about whether Americans can continue to trust the Postal Service to deliver their ballots and prompted bipartisan alarm from states and local election officials. The sooner the court puts Trump’s illadvised directive to rest, the better. Trump’s order is illegal. He does not have the authority to set the rules for election administration. The Constitution gives that role to the states, with Congress providing oversight. “The times, places and manner of holding elections for senators and representatives shall be prescribed in each state by the legislature thereof; but the Congress may at any time by law make or alter such regulations,” Article I states. As a bipartisan task force said in 2021 in response to a relatively minor executive order from President Joe Biden, “Presidents don’t have much of a role in how elections are run — and that’s a good thing.” Nevertheless, Trump ordered the Postal Service in March to decide which voters would receive mail-in ballots, a decision that states have always made for themselves. His order is also a recipe for bureaucratic chaos. It would force states to send lists of eligible voters to the Postal Service,

supposed voter fraud, he has repeatedly failed in his efforts to corrupt voting. Voter turnout in the past two presidential elections was higher than in any other in at least 40 years, and his illegal attempts to overturn the 2020 result failed. This executive order, however, has the potential to alter the midterm elections unlike anything else he has done. Whether the president’s order will help his party win in November is not clear. Rural districts, which tilt Republican, are more likely to lack the equipment needed to comply with the Postal Service’s rule. But urban districts, which lean Democratic, could also struggle, given their size, and there is reason to think the Trump administration may target them unfairly, given its record. It is uniquely unsuited to be trusted with fairly overseeing elections. In any case, the partisan implications of Trump’s order should not matter. It is wrong because it could prevent many Americans of any political affiliation who are eligible to vote from doing so. It already has caused some Americans to begin wondering whether they should shift from mail voting — which has been convenient and reliable — to in-person voting. Some may end up not casting any ballot as a result. Others who would prefer to vote by mail may go to the polls on Election Day, contributing to long lines, which can also reduce turnout. The president’s executive order is a direct threat to this year’s elections. Lower courts have twice blocked the order in response to lawsuits by voting rights groups and more than 20 states. Last month, the Supreme Court lifted that ruling on procedural grounds, saying that the litigation was premature because the Postal Service had not issued a rule to carry out the order. The service finalized the rule late last month and the case is now awaiting the justices’ decision. They should act quickly — within days. This Supreme Court has stood up to Trump’s election interference before, refusing to hear his allies’ appeals to overturn the 2020 election. But the six Republican-appointed justices have in other cases been naive about his pattern of illegal, antidemocratic behavior. They have too often imagined that they were dealing with a president who would follow their rulings in good faith. This case presents a classic example. By refusing to rule so far, the Supreme Court has allowed confusion about the midterms to spread. Nothing is more important to democracy than free and fair elections. The country has built a system in which Americans can have confidence. Trump is trying to wreck it. The Supreme Court should protect it.

with each voter’s information attached to a unique bar code. Even minor discrepancies between the information on the list and the information on a ballot envelope could lead to somebody not being able to vote. Tracking ballots via bar codes can have benefits when election officials have sufficient time and funds to set up a system. It allows voters to see how their ballots are moving through the mail. But Trump’s rushed order is pretending to solve a problem that does not exist. He claims it will prevent voter fraud, which is vanishingly rare in the United States. Rather than making elections more secure, the order would inject turmoil. Many jurisdictions would need far more time than they have to comply with the new rules for a November vote. And while the Postal Service has had a stellar record of delivering ballots quickly, it has no experience or expertise in making decisions about the appropriateness of sending ballots to millions of people. It has already been struggling this year with timely ballot delivery. A Postal Service employee’s whistleblower report became public this month, warning that the new system could reject an entire batch of ballots, numbering in the thousands, if even one bar code did not scan properly. Anybody who has used a selfservice counter at a supermarket understands how common bar code problems are. The whistleblower raised “grave concerns” that the change could cause major disruptions. La doctora Sorivette Surillo Ortiz, natural de Yabucoa, pertenece a esta segunda categoría. Su trayectoria comenzó con estudios en biotecnología industrial en Mayagüez, pues inicialmente vislumbraba un futuro en la industria farmacéutica. Sin embargo, descubrió que necesitaba cercanía con las personas. “Yo quería tener más contacto con la gente”, recuerda. Ese cambio la encaminó hacia la medicina. Tras graduarse de San Juan Bautista, en Caguas, trabajó en centros de salud, auditorías médicas y visitas a hogares, experiencias que ampliaron su comprensión del sistema de salud y de las realidades de sus pacientes. Posteriormente, se trasladó a Chicago, donde completó una residencia de tres años en Medicina de Familia en Cook County. Allí atendió poblaciones latinas y negras, muchas de ellas históricamente desatendidas, experiencia que considera invaluable. Pero el frío de Chicago no logró competir con el llamado de su tierra. En 2020, en medio de la incertidumbre provocada por la pandemia, decidió regresar a Puerto Rico. “Aquí está mi gente, está mi familia”, expresa.

La atención abarca desde el cuidado prenatal, neonatal e infantil hasta la adolescencia, adultez y edad geriátrica. Esa continuidad per-

mite conocer el historial del paciente, identificar cambios y detectar condiciones antes de que se conviertan en problemas mayores. Barreras en la salud En Puerto Rico, algunos pacientes enfrentan dificultades para conseguir transportación, pagar un copago, comprar medicamentos o comprender por qué necesitan atender determinada condición. “El acceso a la salud es un privilegio en Puerto Rico. Es una cosa que no debería ser”, afirma. La educación es, para ella, otra herramienta fundamental, particularmente entre los adultos jóvenes yeEntre las condiciones que más le preocupan está la obesidad. “La obesidad es un problema dietético... es una epidemia, no tan solo aquí, en el mundo”. A su juicio, combatirla requiere educación y cambios de hábitos ante una sociedad cada vez más sedentaria. Escuchar también es medicina Una consulta puede comenzar con un dolor, una presión elevada o una receta que necesita renovación. Sin embargo, detrás de esa razón inmediata puede existir una historia mucho más compleja. “El paciente puede estar preocupado por su situación económica, ansioso, enfrentando dificultades familiares o lidiando con un pro-

blema que no se atreve a mencionar”, relata. Por eso, insiste en la paciencia, la escucha y la ausencia de juicio. “No se puede asumir. Un paciente joven puede tener enfermedades crónicas y un adulto mayor puede enfrentar condiciones que la sociedad suele asumir que no le corresponden”. Por eso para Surillo Ortiz, escuchar es también una forma de prevención; conocer al paciente “permite identificar situaciones que no necesariamente aparecen en una prueba de laboratorio”. De regreso a Yabucoa Su nueva oficina representa mucho más que un proyecto profesional. Es su regreso a la comunidad donde creció y una oportunidad para ofrecer una atención cercana, preventiva y humana. Esa filosofía se resume en una frase que utiliza con sus pacientes: “Estás mejor que antes”. No significa que todos los problemas hayan desaparecido, explica, sino reconocer el progreso: controlar una condición, mejorar la alimentación, tomar correctamente un medicamento, vencer un miedo o simplemente comprender qué ocurre con el propio cuerpo. “Cada pequeño avance cuenta”, asegura. Quizás ahí reside la esencia de su práctica: recordar que la medicina no consiste únicamente en tratar enfermedades, sino también en acompañar a las personas y ayudarlas a vivir con mayor bienestar.

Five science fiction movies to stream now By ELISABETH VINCENTELLI

his month’s options include an adaptation of an early Stephen King novel, jungle dinosaur battles and atmospheric thrillers. ‘The Long Walk’ This adaptation of an early Stephen King novel (which was published in 1979 under the pseudonym Richard Bachman) is as grim as required by the source material. Set in a totalitarian, alternate-reality United States, the story often recalls that of the classic drama “They Shoot Horses, Don’t They?” (1969) about a dance marathon. Every year in the world of “The Long Walk,” 50 teenage boys compete in the titular endurance event — a brutal contest in which falling below 3 mph means literal elimination. He only knows his name, Lars Shrike, but other than that he has no idea where he is or how he ended up there. “Am I narrating?” he asks. Why yes, and director Gary Walkow makes great use of Grammer’s plummy baritone. Eventually Lars finds his way to a suburban outpost — so either this wasn’t a prison planet, or Earth is a prison planet — and a welcoming library. Searching his name online, he discovers that Lars Shrike is a character in a book titled “The Trouble With Dick,” and the fictional alter ego of an author, Richard Kendred. So off he goes to Los Angeles to meet the man who created him. Adding to the hall of mirrors is that Richard is portrayed by David Clennon, who played Lars in an earlier Walkow movie titled … “The Trouble With Dick” (1987). The director’s “Crashing” (2007) and “The Trouble with Dot & Harry” (2015) are also loosely connected, forming perhaps the most obscure tetralogy of modern cinema. Don’t worry, though: “Lars Shrike” works just fine on its own as a unique experiment in shoestring metafiction. (Stream it on Amazon Prime Video or The Roku Channel.)

S&P 500 ends down as Treasury yields rise and traders fret about inflation

U

.S. stocks ended down on Thursday after producer price data for August and surging oil prices stoked worries the Federal Reserve will hike interest rates next week, while climbing Treasury yields made ‌stocks less attractive. Heavyweight chipmakers lost ground, with Nvidia down 2.3% and Micron Technology losing 4.7%, both weighing on the S&P 500. ‌Apple rallied 3.6% a day after launching a $1,999 iPhone. With supply routes through both the Strait of Hormuz and the Red Sea disrupted by the U.S.-Israeli war on Iran, Brent​ crude jumped 6% to $107 a barrel, adding to inflation worries and fueling expectations the Fed will raise interest rates at its policy meeting on Wednesday. Yields on 10-year Treasury notes rose to their highest in nearly three years, while 30-year Treasury yields hit their highest in more than 19 years and 2-year Treasury yields reached their highest in more than two years. This week’s producer and consumer price reports are seen as key data ahead of that decision, with policymakers looking for further evidence that inflation pressures are continuing to cool. Traders ⁠see a 60% chance of an increase in interest rates at next week’s Fed policy meeting, according to the CME FedWatch tool. Apple fell 1.2% a day before an event at which it is expected to unveil its latest smartphone under new CEO John Ternus. The S&P 500 declined 0.58% to end the session at​ 7,673.52 points. The ​Nasdaq dipped 0.32% to 26,421.41 points, while the Dow Jones Industrial Average declined ​1.18% to 52,786.07 points. “Yields are going up at the short end of the curve because the Fed is probably ‌going to hike in the next couple months. ⁠Yields are going up at the long end of the curve because of debt and deficit issues, and sticky inflation,” said Ross Mayfield, an investment strategy analyst at Baird in Louisville, Kentucky. “Higher yields are a negative for the ⁠equity market. 25 years after 9/11, al-Qaida still has a home in Afghanistan By ELIAN PELTIER

T

wenty five years ago, Osama bin Laden led the planning of al-Qaida’s attacks on Sept. 11, 2001, from a Taliban stronghold in Afghanistan, where he lived as their guest. Now, the Taliban rule over Afghanistan once again, trying to present a more modern face to the world. But despite the veneer, the Taliban have not changed their ideology, and armed groups, including dozens of al-Qaida members, remain in Afghanistan. Many of the conditions that made the Sept. 11 attacks possible remain. The Taliban outlasted the U.S. war to oust them and are now ruling over 45 million Afghans. They use the latest iPhones to contact European and U.S. diplomats. They travel to the Persian Gulf and Turkey, and promote trade with Uzbekistan and India. Their fighters now patrol Afghanistan’s cities, some using abandoned U.S. military gear. And when Taliban officials receive foreign visitors in their gilded offices in Kabul, the capital, they insist that they want peaceful relations with the world. They repeat the commitments they made in 2020 during peace talks with the United States, not to allow another major attack to take root on Afghan soil. “We consider the chapter of war to have come to an end,” Afghanistan’s foreign minister, Amir Khan Muttaqi, said in a recent interview in Kabul. But the United States, the European Union and most other governments are not ready to trust them. Their promises about security are similar to the ones Mullah Mohammad Omar, then the Taliban’s leader, made months before 9/11, when he told a journalist that bin Laden “does not operate against anyone from the soil of Afghanistan.” Al-Qaida and other militant groups remain in Afghanistan, although without a leader as powerful as bin Laden and without their past influence over the Taliban. And there is a troubling intelligence vacuum. Security officials and diplomats acknowledge that they lack the full picture of what is happening inside Afghanistan. It has again become a dark room where, they warn, new threats could emerge unnoticed. What security means now In conversation, Afghans often describe life in their country by what it is no longer: at war. Roads are safe. Mining deals are welcome. The sound of gunfire is less common. Civilians are no longer in constant danger of being killed by drones or crossfire, though the threat from un-

That is the Taliban’s message: Calm, not chaos, permeates Afghanistan. But that is only one part of the story. Extremist armed groups still have a home in Afghanistan, according to the United States, China, Russia and the United Nations. The militant threat in Afghanistan is much less significant and visible than in the years leading up to 9/11, experts and security officials say, when up to 30,000 militants and fighters were in the country. Still, United Nations experts estimate that 15,000 to 20,000 militants are scattered among about 20 groups in Afghanistan. Russia says they could number up to 23,000. Al-Qaida has only a few dozen members, according to estimates from the United Nations and security experts, but some of them live freely in Kabul. The Afghan authorities have issued national identity cards to the leadership of al-Qaida’s South Asian branch, according to the United Nations’ group of experts monitoring terrorist networks. Thousands of Islamic State group militants also roam the rugged borderlands between Afghanistan and Pakistan. Most numerous are the thousands of militants from Tehrik-e-Taliban Pakistan, known as the Pakistani Taliban, or TTP, who navigate the porous border to stage attacks on Pakistani security forces. Security experts and officials attribute a sharp increase in attacks on Pakistan to the permissive environment provided by the Afghan Taliban since 2021. Though in far lower numbers than in the 1990s, foreign fighters have also recently traveled to Afghanistan from Syria and Somalia. The Taliban in Afghanistan deny backing

the Pakistani Taliban but privately say that they could not rein in the group even if they wanted to. Pakistan has been a close ally of the United States under President Donald Trump, and the United States has accused the Taliban of breaking their counterterrorism promises. Even China, long a staunch supporter of pragmatic engagement with the Taliban, has urged the group to “resolutely eliminate all terrorist forces.” The European Union wants it “to do more to convince the world that Afghanistan is not a potential threat.” Intelligence diplomacy The continued presence of thousands of militants is one of the main reasons for the Taliban’s continued isolation from the rest of the world. Most security analysts believe that they pose a threat mainly to the region, not the West, but alQaida and the Islamic State group still promote a global ideology. The Taliban claim they work closely with foreign intelligence services to fend off the Islamic State’s group’s Afghanistan affiliate. A senior Afghan intelligence official, speaking on the condition of anonymity to discuss national security matters, called this “intelligence diplomacy.” The two groups are enemies because the affiliate adheres to an extremist jihadi ideology that views the Taliban as apostates for accommodating religious minorities and seeking international engagement. The affiliate claimed responsibility for the attack near the Kabul airport during the U.S. withdrawal in August 2021 that killed 13 U.S. troops and more than 170 Afghan civilians. It has repeatedly targeted Shiite communities in Afghanistan and has claimed deadly attacks in Kabul and Islamabad, Pakistan’s capital, this year. The Taliban have deployed special forces teams to infiltrate areas controlled by the Islamic State group, according to Antonio Giustozzi, a senior research fellow at the Royal United Services Institute in London who follows militant groups in the region. Experts and security officials say the affiliate no longer has the capacity to mount a largescale assault. They attribute this to the work of the Taliban and Pakistan, as well as a broader loss of momentum by the group. “Kabul, to its credit, is waging a fierce armed struggle against Islamic State,” Sergei K. Shoigu, Russia’s former defense minister and now the secretary of its Security Council, said this year. The Taliban’s relationship with al-Qaida is of another nature. U.S. counterterrorism officials have in recent years called Afghanistan a “nursing home” for alQaida’s senior members and defined the group’s

threat from the country as being at its “lowest point” in decades. But its influence persists. Al-Qaida never abandoned the Taliban during their 20-year insurgency, and the Taliban have not abandoned al-Qaida in power. A few dozen Qaida members remain in Kabul and along the Pakistani border, training the Pakistani Taliban, according to the United Nations’ monitoring group on terrorist networks. (Bin Laden’s successor, Ayman al-Zawahri, was killed in a U.S. drone strike on his balcony in Kabul in 2022.) “The exact role of al-Qaida Afghanistan? It’s very hard to say,” said Colin Smith, the coordinator of the U.N. group, which collects information from more than 40 intelligence agencies for its biannual reports. In April, al-Qaida declared support for the Pakistani Taliban and renewed its endorsement of the Taliban government in Kabul, hailing the group as “a modern role model.” By backing the Taliban, al-Qaida is buying time and space in Afghanistan, Giustozzi said. The return of gunfire Whatever its exact nature, the relationship between the Taliban and militant groups now threatens to destabilize Afghanistan. Fed up with relentless attacks from the Pakistani Taliban, the Pakistani military has retaliated with dozens of airstrikes on Afghan security and civilian infrastructure this year, including in Kabul. A senior Pakistani intelligence official, speaking on the condition of anonymity to discuss national security matters, said his country’s leadership had concluded Pakistan’s domestic security would not improve until it “sorted out” the Taliban. Over the past few months, Taliban officials have grown increasingly concerned about the possibility of a Pakistani-backed attempt at regime change in Afghanistan. Anti-Taliban resistance groups waiting in the wings now see an opportunity. Three groups, led by former members of the U.S.-backed Afghan military, have claimed responsibility for more than 50 attacks on Taliban officials, checkpoints and buildings across Afghanistan since July. The leader of one of them, speaking on the condition of anonymity to discuss the attacks, described them in an interview as targets of opportunity, aimed at cracking the veneer of security that the Taliban have so far maintained. The scattered attacks do not yet pose a regime-ending threat, but at least two local officials have been killed by anti-Taliban forces in recent weeks. They are another reminder that in Afghanistan, war is not yet a distant memory.

Gander welcomed Americans in 2001. Now, US-Canada tensions hit home By NORIMITSU ONISHI

f any small town ever embodied Canada’s traditionally rock-solid friendship with the United States, Gander was it. Gander — just inland on the island of Newfoundland — was where generations of U.S. soldiers made their last stop in North America before venturing across the Atlantic to conflicts from World War II to Iran. Where many Canadians and Americans forged friendships and even marriages over the decades. And where residents took care of thousands of stranded and frightened airline passengers after the Sept. 11 attacks, inspiring the tale of selfless humanity and deep cross-border ties in the hit musical, “Come From Away.” “We were the best ally they ever had,” said Beulah Cooper, 85, a Gander resident whose real-life bond with Hannah O’Rourke, a New Yorker whose firefighter son was killed in the World Trade Center’s North Tower, forms the musical’s emotional core. She paused, considering current tensions with the United States and added, “It’s — it’s hurtful when you stop and think about it.” While Gander commemorates the Sept. 11 attacks every year, the event planned for Friday is taking place amid an extraordinary deterioration in relations between Canada and the United States that began with President Donald Trump’s second term and grows more intense by the week. Even as the people in Gander recalled the lifelong friendships with Americans that resulted from the events in 2001, a strong undercurrent of hurt, disappointment and anger has run through the preparations for the 25th commemoration. “It would be foolish to suggest that stuff is not running in the background,” said Percy Farwell, the mayor of Gander and deputy mayor during the attacks. “But that’s not what we are remembering on Sept. 11. It’s not about the relationship between our two governments or who’s got the biggest trade surplus. We’re talking about humans that we have a lot in common with.”

(Renaud Philippe/The New York Times) Still, in an hourlong interview at town hall, Farwell spoke about his disappointment at the Trump administration’s treatment of Canada. “We’re polite, and we’re your best friend until you betray us, or threaten us, or insult us, or disrespect us,” he said. “And then we have a pretty strong resolve.” The deep ambivalence in Gander — before a two-day ceremony involving high-ranking Canadian and U.S. officials, emergency workers, community leaders and passengers from the stranded aircraft — is a microcosm of how the United States’ place in the world and its relations with its closest allies have changed in the past quarter of a century. After the attacks, the United States received an outpouring of sympathy from much of the world. Last month, after a breakdown in trade talks, Prime Minister Mark Carney described the United States as posing a danger to Canada’s sovereignty and economy. Trump warned Canadian leaders to “fall in line.” In his second term, Trump launched a trade war against Canada, and he threatened to annex Canada and turn it into the 51st state. He has kept up a stream of insults against Canadian leaders

and institutions — echoed by members of his Cabinet and the U.S. ambassador to Canada, Pete Hoekstra, who is slated to attend the commemoration in Gander. The breakdown in relations and the escalating trade war have left both Canadians and Americans bewildered. “I’m angry at our government’s rhetoric and actions — this is not the way you treat your neighbor, period,” Kevin Tuerff, an American whose experience of being stranded in Gander with his partner is told in the musical, said by phone from New York City. “Canadians didn’t just help America on 9-11. They’ve helped us in multiple wars we dragged them into.” “Honestly, I’m embarrassed,” said Tuerff, 60, who is scheduled to participate in the upcoming commemoration in Gander. Moved by the generosity of the people in Gander in the days after the Sept. 11 attacks, Tuerff founded Pay It Forward 9/11, a charity that encourages acts of kindness on the anniversary. One example has stayed with him a quarter of a century later: He and others sheltered at a college in Gander were allowed to freely make long-distance phone calls. “So we said, ‘Can we give you some money?’” he recalled. “‘No, no, you would do the same,’ they said. And I thought: Would we?” Even before 2001, Gander’s airport had played a prominent role in the history of aviation. Canada, the British and Newfoundland built the airport in 1938 in the middle of the wilderness but, critically, along the shortest flight path across the Atlantic on the most eastern

landmass in North America, with the exception of Greenland. During World War II, the United States helped expand the facility into one of the largest military air bases in the world. The airport’s largest section was known as the “American Side” — complete with hangars, accommodations, a bowling alley and a movie theater. A suburban-style, car-friendly town created to service the airport — with large thoroughfares like “Airport Boulevard,” residential crescents named after aviators, few sidewalks and no historic core — grew next to the airport. The airport itself served as a refueling stop for commercial aircraft after the war. After jets started flying nonstop across the Atlantic in the 1960s, the airport continued to serve as a stop for U.S. military aircraft and an emergency stop for commercial planes. “Gander has always been a safe haven for anything that happens on the Eastern Seaboard,” said Dion Faulkner, who oversees the operations in Canada for Allied Aviation, a New York-based company that services carriers at airports in North and Central America. So shortly after the attacks on the morning of Sept. 11 — with U.S. airspace closed — international flights, most en route to the United States, were diverted to Canadian airports. The 38 planes and 6,700 passengers landing at Gander nearly doubled the town’s population. The planes waited on the tarmac between eight and 24 hours before passengers were allowed to disembark, Faulkner said. “We had to go to the local drugstore to get Nicorette, baby formula, diapers, and we started putting that on the planes,” Faulkner said. Passengers were sheltered in schools, churches and many private homes. Raphael Fusco was 17 years old and flying back to New Jersey with his father. Like all other passengers, they had to leave their luggage on the plane. “We had no idea what was going on, we were distraught,” recalled Fusco, a composer and pianist, in a phone interview. “And these people, they gave us toothbrushes, toothpaste, they took us bowling. They made us feel like family and gave everything of themselves.” “So when the whole world was seeing unspeakable acts of violence, the only thing that we saw was how good people could be,” Fusco said. Fusco said he was “embarrassed” by the U.S. government’s current “bullying” of Canada. “It just shows a lack of gratitude, a lack of respect,” he said. “It just bothers me so much to see the opposite of what the Canadians showed us in terms of generosity and hospitality and warmness and brotherhood.”

Anthropic researchers raise alarm over AI acceleration By KATE CONGER

F

or years, the artificial intelligence industry raced to improve its technology as quickly as possible. Now some researchers are increasingly sounding the alarm about the need to slow down. Jacob Coxon, an Anthropic researcher who previously worked at OpenAI, said Tuesday that he had resigned from Anthropic because “neither company is acting responsibly.” The two leading AI labs are sprinting to build “superhuman systems that can hack anything, revolutionize any field overnight and acquire real power and resources” without building in appropriate safeguards, he said in a social media post. Coxon’s warning echoed concerns that other AI experts have voiced in recent months. Some AI leaders have long believed that the technology could create doomsday scenarios if left unchecked, and their concerns heightened after OpenAI’s models broke out of its systems in July and hacked Hugging Face, an AI model library. That same month, more than 1,300 employees at top AI companies, including Anthropic, OpenAI, Meta and Google’s DeepMind, signed an open letter calling on the U.S. government to create rules to slow AI development. In August, more than 100 major tech companies committed to providing their best AI models to organizations like hospitals and infrastructure providers so they could prepare for AI-powered cyberattacks. OpenAI also said last month that it would expand safety testing and slow the release of a new model, Astra, which has powerful cybersecurity abilities.

When he looked a year or two ahead, he was “viscerally worried about what things will look like,” Coxon said. “It was mostly a gradual emotional thing and eventually it kind of snapped, and then I decided to leave.” Some critics have argued that AI companies are overhyping the technology to make their products appear more valuable. Several lawmakers said Wednesday, however, that they were taking Coxon’s warning seriously.

“There are massive implications of a race towards super intelligence,” Rep. Anna Paulina Luna, R-Fla., wrote in a social media post in which she called on Congress to convene a special session focused on AI regulation. “Not enough of Congress is focusing on this.” “Safety researchers are resigning, powerful AI models are breaking out of their labs and companies are racing ahead anyway,” Rep. Lori Trahan, D-Mass., wrote in a social media post. “It’s past time for Congress to get off the sidelines and do its job.” While leading AI labs have agreed that the government should place restrictions on

the pace at which the technology is developed and released to the public, many companies are fiercely competing with one another and fear falling behind their rivals if they pause. “They are locked in a race to get there first — they believe no one else will act responsibly, so they must do it themselves, despite the risk,” Coxon said in his social media post. At least one Anthropic employee agreed with Coxon’s assessment. “We really do earnestly believe AI could kill all humans!” Evan Hubinger, who works at Anthropic on creating AI that aligns with human ethics and values, wrote on social media. Hubinger said he believed the risk of AI’s eliminating humanity was greater than 10% within the next decade. “I believe Anthropic is trying its best, but we do not yet have a plan to solve alignment for superintelligence and are not clearly on track to,” he added. An Anthropic spokesperson said Wednesday that the company had long been transparent about the benefits and risks of AI and was building models with some of the strongest safeguards in the industry. “We believe the world would benefit from the industry adopting a lawful, verifiable way to work together to pace how we release powerful models,” the spokesperson said. OpenAI did not immediately respond to a request for comment about Coxon’s comments. Hubinger also did not immediately respond to a request for comment. (The New York Times has sued OpenAI and Microsoft, claiming copyright infringement of news content related to AI systems. The two companies have denied those claims.)

August ties the record for Earth’s hottest month on the books

ast month tied July 2023 as the planet’s hottest month on record, European scientists said Thursday, as human-caused warming pushes the Northern Hemisphere’s muggiest, most uncomfortable time of year into new realms of stickiness and discomfort. Dangerous heat hammered Europe for the fifth time since May. Temperatures soared into the triple digits across the southern United States from California to Texas. South Korea recorded its highest temperature reading in modern history: 108.5 degrees Fahrenheit in the southern city of Yangsan on Aug. 2. August tied the record for the oceans’ hottest month in history as well, scientists said, as El Nino conditions caused warm water to accumulate at the surface of the tropical Pacific. This extra warmth will spread to the rest of the planet in the months ahead, making the globe’s average temperatures likely to break more records through the end of the year and into 2027. “These observations show how climate change is driving extremes across both the atmosphere and the oceans,” said Samantha Burgess, a climate scientist at Copernicus, the European Union’s climate monitoring service, which published the analysis of August temperatures. “The impacts of these conditions are increasingly being felt by communities, economies and ecosystems across the world.” August’s sweltering temperatures capped the warmest summer on record for both Western Europe and the contiguous United States. Across the lower 48 states, the average tempe-

rature last month was 75.6 degrees Fahrenheit, the highest on record for August and 3.5 degrees Fahrenheit above the 20thcentury average, the National Oceanic and Atmospheric Administration said Wednesday. Summer in the Northern Hemisphere is also the warmest time of year for the planet as a whole. The reason is that the sun’s energy heats the air above land more than it does the air above water, and most of Earth’s land lies north of the equator. According to Copernicus, the average air temperature at the planet’s surface last month was 1.65 degrees Celsius, or roughly 3 degrees Fahrenheit, higher than it was at the start of the Industrial Age, when large-scale burning of fossil fuels began raising global temperatures. That made August the first month since November when global warming exceeded 1.5 degrees Celsius, an important number in humanity’s efforts to curb climate change. More than a decade ago, nearly all nations agreed at a global summit in Paris to try to keep global warming “well below” 2 degrees Celsius and, ideally, to limit it to 1.5 degrees

Celsius above preindustrial levels. In a report last week, the United Nations declared that the world would not achieve that second, more ambitious goal and predicted that, within the next few years, average global warming would surpass 1.5 degrees Celsius. By 2100, warming could peak at 1.8 degrees Celsius if governments are highly successful at slowing warming, or at 2.6 degrees Celsius or higher if they aren’t, the report said. The goal now, the U.N. report said, should be to bring temperatures back down as quickly as possible, both by slashing greenhouse gas emissions and by developing novel technologies to draw carbon dioxide out of the atmosphere. The world also needs to learn to cope more effectively with the elevated risks of intense hot spells, downpours, wildfires and coastal floods that a warmer planet has created, the U.N. said. “This is the spiraling price of humanity’s fossil fuel addiction, and the global climate crisis it is fueling,” said Simon Stiell, the head of the U.N. entity that supports the international response to climate change.

How to tell if a giant manta is pregnant? Give her an ultrasound. By ALEXA ROBLES-GIL

iant manta rays are otherworldly leviathans gliding through the world’s seas on massive wings. But even though they are the largest ray species in the world, a fundamental part of their lives remains obscure: where they give birth. “The big unknown for us now is where females go to pup and where these pups hang out,” said Joshua Stewart, a marine ecologist at Oregon State University. Now a team of scientists in Mexico has reported the first use of underwater ultrasound scans to detect pregnancies in these animals, a strategy that may help answer that question. An endangered species, giant oceanic mantas are sparsely distributed and travel vast distances, making many aspects of their reproduction difficult to study. So Madalena Cabral, a marine ecologist at Mares de México Giant Manta Project, led two expeditions, in January and March, in Revillagigedo National Park, about 250 miles off Baja California in Mexico. On dives to locate female manta rays, Cabral let each animal grow comfortable with her presence before holding an ultrasound probe near its body — without touching it. She recorded the resulting sonograms on an iPhone 15 in a waterproof housing. It took time to learn how to interpret the resulting images. But one night, while reviewing recent footage, Cabral realized she was looking at a manta fetus. “Once you see it, you can’t unsee it,” she said. Soon, Cabral was able to recognize a pregnancy underwater while scanning a manta during a dive. “Watching the fetus moving was incredibly emotional,” she said.

She confirmed pregnancies in three giant mantas, named Timshel, Ophelia and Grecia. The mantas were given tags so that their journeys could be tracked by satellite. She and her colleagues published their work as a preprint in June. The ultrasound images, showing fetuses in various developmental stages, were “extremely cool,” said James Ketchum, a marine ecologist at Pelagios Kakunjá, a scientific nonprofit organization, who was not involved in the research. “This is the first time this is really captured clearly,” he added. In the past, scientists have identified pregnant mantas by a bulge at a late stage of pregnancy. But one of the study’s three pregnant mantas, Timshel, showed no outward sign of pregnancy. “Externally visible signs of pregnancy can be absent even when pregnancy is confirmed by ultrasound,” the authors concluded. Cabral hopes that by identifying more pregnant females, scientists will be able to tag and follow their journeys during this critical stage. While the same touchless ultrasound technology has been used on a smaller species of reef manta rays in the past, this is the first time scientists have used it on giant mantas. Reef mantas, which live in shallower, coastal habitats, are less transient, Stewart said, and their reproductive habits are better documented. “It’s much harder for us to know that for the big guys, the giant mantas,” he said. Giant mantas have a slow reproductive cycle: They give birth to only one pup every four to five years, in a pregnancy that researchers believe lasts about a year. For giant mantas, each pregnancy “is incredibly valuable,” Cabral said.

Miami’s future tied to Messi, far beyond the field By PAUL TENORIO / THE ATHLETIC

F

ifteen hours after his plane landed back in Florida from his father’s funeral in Argentina, Lionel Messi stood at Nu Stadium in Miami, his hands on his hips, the crowd on its feet. Earlier that day, Aug. 12, Messi posted a message on Instagram that reflected how unmooring grief could be. “All I ever did was play football,” he wrote. “And now I have serious doubts about whether I’ll keep doing it for much longer.” For years, the prospect of life without soccer had manifested its own fears and anxieties in Messi, the great Argentine No. 10. A few years earlier, before the 2024 Copa América, he said in an interview with ESPN Argentina that he was “a bit scared of it all ending.” But with the 2026 World Cup over, the finish line felt closer than ever. The death of his father, Jorge, at age 68 in Rosario, Argentina, only highlighted how life and time continue unchecked, ready or not. With those realities swirling in his head, Messi found solace where he always had: on the soccer field. Only this time, as he prepared to enter a game for his MLS club, Inter Miami, he looked out at the field and saw his own name lit up on the concourse in front of him: Leo Messi Stand — a seating section at Nu Stadium named in his honor. It was a sign of how much more he still had awaiting him when he does step away. The field he would jog onto in Miami was one he owned — not as he had controlled so many fields before with his extraterrestrial abilities, but as a part owner of Inter Miami. The key clause of his contract with the team that lured him to the United States in 2023 gave Messi a minority percentage in the club when he retired. Around 10% was linked in his first contract, and an undisclosed further amount was baked into the extension he signed in 2025. A few weeks after that Leagues Cup return and two days after scoring four goals in an Inter Miami win, Messi announced he was retiring from Argentina’s national team. It meant that his final days on the field would almost certainly come in Miami. How long he lasts remains to be seen. He is contracted through the end of the 2027-28 season, and he is still among the best players in the world: On Tuesday, he was named to the shortlist for the 2026 Ballon d’Or award. But really, the exact date of his retirement does not matter much. The inevitability of the end — the prospect of soccer without Messi — has felt omnipresent since he first arrived in the United States. He pondered how he might fill the hole that the sport filled for so long.

(Vincent Alban/The New York Times) “I know these are my last years, and I know that when I don’t have this, I’m going to miss it dearly,” Messi said in the Apple TV documentary “Messi Meets America.” “Because no matter how many things I find to do, nothing is going to be like this, which I did all my life.” Inter Miami hoped he would find the answer over his last few years in South Florida — for as long as he liked while wearing the No. 10 jersey, but for years after that, too. It’s what the ownership clause was about. Many thought of it as a financial incentive for Messi. And it was. Miami was valued at around $650 million when Messi signed. Its valuation has since shot up north of $1.3 billion. As long as Messi plays, the valuation of Inter Miami will continue to go up, and that means the value of Messi’s stake goes up, too. But there is an enormous benefit for MLS and Inter Miami, too. It is similar to David Beckham’s expansion team clause from when he signed with the Los Angeles Galaxy in 2007. That deal, which gave Beckham rights to buy an MLS expansion team for $25 million — well below the fees that were being paid by the time he triggered it — was seen as one of the best contracts in sports history because of the enormous value Beckham, the former England winger, got out of it. But it was also a hugely successful play for MLS. Thirteen years after he stopped playing, Beckham, one of the biggest global brands in sport, is still linked to and remains a flag-bearer for MLS. The goal of Miami’s ownership group was always to turn In-

ter Miami into Leo Messi’s Inter Miami. It is why, when he signed his extension, the club shot the accompanying announcement video inside the still-under-construction stadium — a venue that Messi helped build, and one that signified he was a part of the very bones of the organization, linked for as long as they could manage. That day, the entire ownership group took family members to the stadium and toured it together as partners. “When you think of Lionel Messi, I’m thinking 10 or 15 years from now, the greatest that ever played, no doubt, what’s the first thing that comes to your mind?” Inter Miami owner Jorge Mas asked during an interview for my book, “The Messi Effect.” “It’s probably one of two images: Argentina lifting the World Cup and Barça. How do I get Inter Miami and the pink into that mix? “Ultimately, it’s going to be defined by the amount of these that we lift,” he said. Mas, sitting at his desk in Coral Gables, Florida, raised his arms skyward, lifting an imaginary trophy over his head. When Messi’s career is over, Mas said, the hope is that Inter Miami is “going to be discussed as not the end of his career, but part of his career.” The owner continued, “My goal is that the Messi legacy, the Messi image, is tied to Inter Miami, and that Inter Miami is tied to Messi. He’s going to be an integral part of everything that we’re building.” What that will look like in practice remains up in the air, but Inter Miami is betting that people will want to play for Messi’s Miami, even if it does not mean getting to step onto the field with him. That is not outlandish. Messi sent a video message to Beckham when Miami was officially announced as an MLS expansion club, saying that maybe he would see him down the line. And he did. There will be a draw to Messi recruiting players to Miami — if he chooses to take on that role. “I see Messi having a significant impact on the sporting side,” Mas said. “I think having him as part of this project will continue to keep Inter Miami at the forefront of people’s minds.” He added, “If you look at what we’re building economically and everything we’re doing commercially, we’re a big team. If we’re allowed to take the shackles off, we’ll be bigger. And that’ll come.” MLS is still debating how much it will take the shackles off to allow teams to build rosters that can actually compete globally. But Miami has shown it will maximize whatever it can as it chases titles — whether it is the Concacaf Champions Cup, which it has yet to win, or the Club World Cup. Mas said he believed that the competitiveness that has defined Messi, that made him one of the best at this summer’s World Cup, despite so many people who doubted he could maintain that level after going to MLS, would carry forward after his playing days. “All he wants to do is win,” Mas said. “I hundred percent guarantee you that once his boots are hung up and he’s in a different role, his competitiveness isn’t going to want to leave.” It was part of the bet when Mas brought Messi to MLS. It was never just about his on-field impact. The vision had to be bigger than that. So as Messi enters the final 22 months of his contract with Miami, and as fans flock at their last chances to see him play, Messi and Inter Miami will focus on planning how to make the most of what comes next.
