ower Expectations LLC has sued the Puerto Rico Electric Power Authority (PREPA) after the utility terminated a contract expected to provide 400 megawatts of temporary generation to support Puerto Rico’s fragile electric power grid. The company, which led the winning consortium for the project, filed a verified complaint Tuesday in the U.S. District Court for the District of Puerto Rico alleging breach of contract, bad faith and violations of obligations under the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA. The Financial Oversight and Management Board had revoked approval of the agreement and directed PREPA to terminate it after Enchanted Rock alleged its name and signature were used without authorization. Because PREPA has been in bankruptcy since 2017, the complaint raises questions about whether the utility can be sued while litigation is generally stayed. Zapata resigns, Osorio named new interim head of PREPA By THE STAR STAFF

T

he governing board of the Puerto Rico Electric Power Authority (PREPA) has accepted the resignation of the public corporation’s executive director, Mary Zapata Acosta. In an extraordinary meeting Thursday, board members unanimously accepted Zapata’s departure. As detailed, the engineer by profession presented the letter of resignation, effective immediately, on Wednesday. The board members did not go into the reasons for her resignation. Engineer Fernando Osorio Caño, director of the hydroelectric plants division, will serve as interim director. Zapata’s departure comes a day after the firm Power Expectations filed a lawsuit against PREPA over the cancellation of a contract that sought to inject 400 megawatts into the electrical grid from an installation at Aguirre power plant in Salinas. Zapata has publicly said she was never informed that an official from one of the members of the Power Expectations

consortium, Enchanted Rock, had claimed that his signature on the contract was unauthorized. Zapata also claims she was not informed that Power Expectations had brought Texas firm Flotek to the consortium. Sources close to the issue say Zapata was asked to leave the post because she no longer had the trust of Energy Czar Josué Colón Ortiz following remarks she made about the Power Expectations contract. The departure also takes place as the island Legislature had sought information from PREPA on the failed Power Expectations contract. Colón Ortiz said Thursday afternoon that he did not know anything about Zapata’s departure because he was at a hearing in the House of Representatives all morning. However, he did not answer questions about whether Zapata was informed of the problems with the Power Expectations contract. “We are dealing with different times,” Colón Ortiz said. “No messages show any crime.” He also denied that his legal adviser failed to inform Zapata.

he island Treasury Department said the government closed fiscal year 2026 with stronger-than-expected revenues, driven largely by higher income tax collections from corporations and individuals and a sharp increase in June receipts tied to manufacturing activity. Treasury Secretary Ángel Pantoja Rodríguez announced that net revenues to the General Fund reached $13.9 billion, an increase of $279.1 million compared with the previous fiscal year and well above the projections certified by the Financial Oversight and Management Board for Puerto Rico. Pantoja Rodríguez described the results as a favorable performance, noting that corporate and individual income

taxes, the sales and use tax, and nonresident withholding were the categories that most exceeded expectations. Revenues finished the year $874.3 million above the original projection and $182.9 million above the revised estimate issued in June. June played a decisive role in the year-end results. The agency collected $2.04 billion that month, surpassing the original projection by $302.3 million and exceeding June 2025 revenues by $405.8 million. Income tax collections alone totaled $1.45 billion, a jump attributed to increased economic activity, particularly in the manufacturing sector. By the close of the fiscal year, income tax revenues reached $8.03 billion, outperforming projections by 10.8% and rising 3.4% over the prior year. Corporate taxes gener-

ated $3.52 billion, exceeding expectations and marking the strongest contribution to overall revenue growth. Individual income taxes totaled $3.01 billion, slightly higher than last year and well above the projection. Nonresident withholding also saw significant gains, ending at $1.15 billion, a 39.2% increase over estimates. Sales and use tax collections continued their upward trend, closing at $3.13 billion, above both projections and last year’s total. Excise taxes, however, fell short of expectations, a decline the Treasury Department linked to reduced sales of new vehicles. Tobacco products were the exception within that category, generating $123.3 million -- an increase of more than 50% compared with fiscal year 2025 and far above the original projection.

Extreme drought spreads across southern & eastern Puerto Rico By THE STAR STAFF

E

xtreme drought conditions spread this week across large sections of Puerto Rico’s southern coast and eastern region, with 75.2% of the territory experiencing some level of drought, according to the U.S. Drought Monitor update released on Thursday. Data valid as of Sept. 1 show that 41% of Puerto Rico is experiencing extreme drought (category D3), a condition appearing primarily along a strip covering much of the island’s south and another extensive area in the east. Severe drought (category D2) affects another 21.3% of the territory, while 13% is experiencing moderate drought (category D1). Combined, the three drought categories cover 75.2% of Puerto

Rico. Another 7.7% is classified as abnormally dry (category D0), a status not counted as drought. The map shows that the most critical conditions are concentrated in southern areas -- stretching from the southwest to the south-central region -- as well as across a large portion of eastern Puerto Rico. Vieques is also shown to be experiencing extreme drought. No areas are reported to be under exceptional drought (category D4), the highest level of the classification. The U.S. Drought Monitor update uses data from the National Oceanic and Atmospheric Administration, the U.S. Department of Agriculture, the National Aeronautics and Space Administration, and the National Center for Drought Mitigation.

First Circuit reverses order requiring PR to add ‘X’ gender marker to birth certificates By THE STAR STAFF

T

he U.S. Court of Appeals for the First Circuit in Boston has overturned a 2025 federal district court ruling that ordered Puerto Rico’s Demographic Registry to include an “X” gender marker on birth certificates, Gov. Jenniffer González Colón announced Thursday. The appellate decision supports the Puerto Rico gov‑ ernment’s position that, under current local law, birth certificates will continue to recognize only the male and female sex markers. The ruling also affirms the government’s authority to determine the content and administration of its public records. “From the beginning, our Administration has been clear: the Government of Puerto Rico must act in accordance with our laws and Constitution,” González Colón said in a statement. “The First Circuit’s decision validates the po‑ sition we defended and recognizes Puerto Rico’s authority to manage its public records under our legal framework.” The governor praised the work of Attorney General Omar Andino Figueroa, Justice Secretary Lourdes Gómez Torres, and the Department of Justice’s legal team for their role in the appeal. The case, De La Fuente-Díaz v. González-Colón, stemmed from a June 2, 2025 ruling by the U.S. District Court for Puerto Rico, which found that the absence of

Andino Figueroa argued the case before a three‑judge panel in Boston on April 9 of this year. “This decision adopts the Government of Puerto Rico’s position that our legal system does not recognize an ‘X’ gender marker on birth certificates,” Andino Figueroa said. He noted that 20 states and the Arizona Legislature filed briefs supporting Puerto Rico’s stance. “This strategic alliance was important for defending the rule of law and the Commonwealth’s public policy,” he said. Gómez Torres said the ruling reinforces the government’s authority to administer its records. “The Department of Justice will continue to defend the powers of the Government of Puerto Rico and ensure that public policy is implemented consistently with the law,” she said. As a result of the appellate decision, Puerto Rico will maintain its current practice of issuing birth certificates with only male and female sex markers. he island Family Department (DF), led by Secretary Suzanne Roig Fuertes, along with the Administration for Families and Children (ADFAN by its acronym in Spanish) and its administrator, Wilma I. Ortiz, confirmed on Thursday the extension of the home aide services contract, which will allow in-home services for the elderly and disabled to continue while the corresponding administrative process is completed. The agency reiterated that it has taken the necessary steps and submitted the required documentation through the Office of Management and Budget (OMB) platform for review by the Financial Oversight and Management Board to finalize the contract. requires regulatory approval from the federal entity. The procedures, document handling and administrative discussions for the contract renewal formally began in early August. Roig Fuertes said the DF submitted the documentation to the OMB platform on Aug. 14. The DF followed up with the oversight board on Aug. 17, with a courtesy notification that included all the documents submitted to the OMB. The oversight board had informed ADFAN earlier this week that the COSALL contract would not be approved for the time being. “Based on the information available, the oversight board cannot determine at this time whether the Proposed Contract promotes competition in the marketplace,” reads part of the letter addressed to ADFAN, an agency administered by the Family Department. According to the oversight board, the proposed contract, which would be valid until 2029, was submitted for review and approval on Tuesday, Sept. 1, “the same day that services were expected to begin.” “The Oversight Board’s Contract Review Policy, estab‑ lished pursuant to Section 204(b)(2) of PROMESA [the Puerto Rico Oversight, Management and Economic Stability Act], requires that new contracts be submitted to the Oversight Board with the required documentation a minimum of 15 business days prior to their proposed execution date,” reads part of the letter. “The Oversight Board requires ADFAN to implement corrective measures to comply with the Policy.” The proposed contract arises from the “Request for Proposals for Contracting Professional Services of Home

The oversight board said on Wednesday that it issued a request for information to ADFAN, following a challenge to the awarding of the request for proposals for the contract, for which ADFAN alleged that there is a pending judicial process. “The Oversight Board recognizes the importance and necessity of ensuring continuity of services provided to older persons and adults with disabilities,” the board said. “Con‑ sequently, the Oversight Board requires ADFAN to submit for review and approval a one-month renewal of Contract 2026-2027 with COSALL for the same services, prior to its execution, with the corresponding maximum payable amount.” COSALL specified that if the contract is signed before Sept. 30, it will notify its staff “so that they can return to their work” despite having established a temporary “period,” Sept. 2-30, without work assignment for the employees under the contract. Trump’s fantasy-reality problem is deepening By JAMELLE BOUIE

an President Donald Trump distinguish truth from fiction? Does he know what is real and what is the product of a computer program? One wants to believe that the president of the United States, cloaked in immense power, would understand the difference between reality and fantasy. One would hope, given the terrible stakes of his decision-making, that he had the capacity to understand and internalize objective reality, even if he did not like it. But then consider the past week of presidential activity. Last Friday, the president announced a “historic” deal with the interim government of Venezuela to give the United States direct control over a huge portion of the nation’s proven oil reserves. “At my direction, Secretary of State Marco Rubio, and Secretary of War Pete Hegseth, working closely with Highly Respected Interim President of Venezuela, Delcy Rodriguez, and, through a partnership with private business, have secured majority U.S. control of more than 65 BILLION BARRELS of proven Oil Reserves in Venezuela, at no cost to the American Taxpayer,” the president wrote on Truth Social. Trump contends that this will lead immediately to low gas prices. Except, of course, that it won’t. Behind the boast lies a murky arrangement that leaves us with a host of unanswered questions. Iran’s surrender is just over the horizon and that both peace and U.S. victory are imminent. Are these lies, or does he believe them the same way he believed that the crowd at his first inauguration was larger than the one in 2009? Or is he, again, trying to change reality through the power of positive thinking? There is one other recent set of moves that raises similar questions about the president’s ability to grasp objective reality: his strategy for the upcoming midterm elections. By any measure, Trump is brutally unpopular. His average approval rating has sunk to the mid-to-low 30s, he is underwater on virtually every issue — including immigration and inflation, the ones that brought him to office a second time — and the public disapproves of most of his schemes and stunts, such as his pathetic move to rename Lake Ontario to spite Canadian leaders. He has dragged down Republicans in the House, who are projected to lose their majority, and is dragging them down in the Senate as well, where a once favorable map has turned sideways, as Democrats make headway in Republican-led states such as Texas, Alaska and Ohio. In these circumstances, the typical president would keep his distance from his co-partisans in the legislature, mindful of the way his presence might harm their odds. Not Donald Trump. He is practically forcing them to stand by his side at a “midterm convention,” where they will defend him and his record to the country at large. This is pure political malpractice. But Trump can’t see it. Trump exists in a world where he can do no wrong. Where he is loved by the people and feared by his enemies. His deals never fail, his wars are overwhelming victories and his party is on the march to another majority. It is, again, the power of positive thinking. The problem is that this relentless — almost religious — positivity leaves you ill-prepared to deal with crisis. And the presidency is a job defined by crisis, either sudden or of your own making. Trump’s unusual relationship to the objective world leaves him dangerously unable to pivot, shift gears or change course. It is not that he thinks he can steer around the iceberg, it’s that he doesn’t believe it is there in the first place, even when it is staring him in the face. Taken all together, it adds up to a mounting political disaster for the president and his allies — and an actual, material disaster for the rest of us.

And given the current instability of Venezuelan politics, including the uncertain role of the United States as imperial caretaker after it deposed Nicolás Maduro, what are the odds that this deal lasts beyond Trump’s time in office? Will American companies risk billions on the hope that this arrangement will outlast his administration? And perhaps most relevant to the president’s political standing, when, if ever, will this deal lower the price at the pump? These are basic concerns. There is no indication they have ever reached Trump’s mind. And even if someone did raise these issues, his effusive and ebullient announcement suggests that he paid little attention to those concerns. He wants the deal to be great, and so it is — the power of positive thinking. (And Norman Vincent Peale was, in fact, a major and formative influence on Trump.) Even more unsettling, on the question of the president’s interest in objective reality, is his use of artificial intelligence. On Sunday, the president posted an AI-generated video of the destruction of Kharg Island, an Iranian stronghold. “Kharg Island being blown to smithereens!!!,” he wrote. The post came shortly after the United States military resumed its attacks on Iranian forces. We also know that Trump does not like to receive traditional briefings about American operations in the region. UMACAO – La gobernadora Jenniffer Aydin González Colón anunció el jueves un acuerdo entre el Departamento de Recursos Naturales y Ambientales (DRNA) y el Municipio de Humacao para acelerar la reconstrucción del Balneario y Centro Vacacional de Punta Santiago, con una inversión proyectada de 16.18 millones de dólares en fondos federales. El plan contempla 15 proyectos para recuperar instalaciones afectadas por el huracán María, entre ellas las cabañas, el sistema de bombeo, áreas recreativas, el parque acuático y otra infraestructura de apoyo. De los 16,178,287 dólares estimados para las obras, 14,560,458.35 dólares corresponden a fondos obligados. “Hoy damos un paso concreto para acelerar la reconstrucción de Punta Santiago. Estamos poniendo a trabajar juntos al Gobierno de Puerto Rico y al Municipio de

Humacao para adelantar proyectos que por demasiado tiempo han estado pendientes”, expresó González Colón en declaraciones escritas. Mediante el acuerdo, Humacao tendrá una participación operacional en la administración y gerencia de los proyectos, la coordinación interagencial, el cumplimiento ambiental y los procesos de adquisición, diseño y construcción. Who owns reggaeton’s beat? A judge throws out one claim. By BEN SISARIO

T

he most closely watched lawsuit in music, which has ensnared Bad Bunny, Justin Bieber, Daddy Yankee, Karol G and dozens of other artists, was dealt a blow earlier this week by a federal judge. In a case centered on the stuttered beat that undergirds reggaeton, the judge, André Birotte Jr. of U.S. District Court in Los Angeles, reversed one of his own decisions and made a ruling in favor of the more than 150 artists and companies named as defendants. The decision threw out the most important parts of the suit, though the case is not over yet. The lawsuit was filed in 2021 by the producers and songwriters behind the 1989 song “Fish Market,” as well as two from 1990 that drew from it: “Dem Bow” and “Pounder Dub Mix II.” The syncopated rhythm behind those songs has been pivotal in the development of reggaeton, a mix of reggae and hip-hop that took root in Puerto Rico and Panama in the 1980s and ’90s. The plaintiffs argued that their “boom, ch-boom, chick” beat, often called dembow, is protected by copyright. In the decades since, they said in their complaint, the beat has been copied thousands of times, without permission or payment, by other artists, generating “millions (and, for some, billions) of plays and streams.” They sought unspecified damages in the case. In July, Birotte initially denied summary judgment — a request by the defendants to decide key parts of the case as a matter of law — saying that the case involved questions that could only be decided by a jury. Then, lawyers for Bad Bunny asked the judge to reconsider that decision, arguing that it overlooked a critical flaw in the lawsuit. The plaintiffs, they argued, were trying to proceed with what they called a “Frankenstein” copyright — pointing to various elements from the three songs in question and attempting to present them as a single, copyrightable rhythm.

The plaintiffs, he said, could not proceed with the infringement claim at the heart of their case because they could not establish that any one work embodied the compositional elements that they alleged had been copied. “Upon further review of the record,” Birotte wrote, “the Court concludes that Plaintiffs have not clearly identified what copyrighted work contains the allegedly protectable selection and arrangement they seek to enforce.” The case has drawn wide scrutiny in the music industry and copyright circles for the breadth of the plaintiffs’ claim and the possibility that, if successful, a small number of people could effectively “stake monopolistic control over the reggaeton genre,” as lawyers for the defendants wrote in court papers.

Birotte’s ruling is “not only a win for Bad Bunny, but for all musicians and even the plaintiffs themselves,” said Jennifer Jenkins, a law professor at Duke University who specializes in copyright. “If anyone could successfully own fundamental building blocks of music such as the dembow rhythm,” Jenkins added, “this would deprive musicians of the raw materials they need to create in the first place.” The three songs cited by the plaintiffs are widely credited as being foundational in reggaeton. But lawyers for the defendants argued that the elements of the central rhythm involve generic “building blocks” which are not protected by copyright and instead are free for any artist to employ in their own work. That argument has been used by a number of defendants in music copyright infringement cases since an influential appeals court ruling in 2020 that sided with Led Zeppelin in a case involving its classic song “Stairway to Heaven.” Lawyers for the defendants in the reggaeton case also argued that the reggaeton rhythm has deep historical roots that long predate the three songs claimed by the plaintiffs, including the “Habanera” familiar from Georges Bizet’s 1875 opera “Carmen.” Despite the latest ruling, some aspects of the case may still proceed. Along with their claim about the “dembow” rhythm as a copyrighted composition, the plaintiffs also alleged that many of the songs cited in their complaint had sampled their recordings without permission. (The copyrights for sound recordings are separate from those for songwriting and composition.) Lawyers for the plaintiffs did not immediately respond to a request for comment about the case and its future. Kenneth D. Freundlich, a lawyer for Bad Bunny, said in an interview that he was “grateful” that the judge had done “the right thing and not allow a case to proceed that was not based on a single work that the defendants could perceive and litigate against.”

Fed’s Waller says safety premium for treasuries is gone, pushing neutral rate higher

here is no more premium ⁠for ⁠safe, liquid U.S. government debt, pushing the neutral ⁠level of interest rates higher, Federal Reserve Governor Christopher Waller told a Reuters NEXT Newsmaker event ​on Thursday. Waller also told Reuters NEXT that for the United States to grow its way out of a $40 trillion debt load, structural deficits would have to ‌be brought closer to zero percent of ‌GDP, from this fiscal year’s level of around 6%. Waller said that yields have been rising due to concerns about the U.S. fiscal situation, but ⁠also because of ⁠competition for capital from artificial intelligence infrastructure investment. He said there was also growing evidence ​that the safety premium for U.S. Treasury debt that had pushed bond prices up and held yields down had largely disappeared. He cited recent research from Stanford Graduate School of Business finance professor Hanno Lustig showing this premium has been eroded over several years. Waller said he has long worried that, “There’s no more premium for safe, liquid U.S. government ​debt.” “And that has been leading me to raise my neutral rate estimate, which means higher policy rates for any given rate ⁠of ⁠inflation — maybe you’re not as restrictive ⁠as you thought you were,” ​he added. In prepared remarks, Waller said that if upcoming data confirms that inflation pressures are cooling off, he is inclined ​to argue in favor of keeping interest ⁠rates steady at the U.S. central bank’s next policy meeting. He added that he was inclined to be patient on interest rates and incoming data to confirm that price pressures are cooling, saying, “Give disinflation a chance.” Waller’s comments helped push Treasury yields lower on Thursday, with the benchmark Treasury falling to 4.74% after hitting 4.818% on Wednesday, its highest since November 1, 2023. Asked whether it was feasible for the U.S. to grow its ⁠way out of debt, as U.S. Treasury Secretary Scott Bessent has advocated, Waller said this was possible “if you ⁠can get the structural deficits down closer to zero.” Bessent has set a goal of reducing the annual U.S. budget deficit to 3% of GDP, along with 3% real GDP growth

A spiral of escalation for Russia and Ukraine, with no end in sight By KIM BARKER, OLEKSANDRA MYKOLYSHYN and IVAN NECHEPURENKO

T

hey are both torching warehouses filled with food or online-shopping orders near major cities. They are blasting ports and ships carrying vital exports of grain. And they are smashing energy networks that keep the lights on and vehicles fueled. Russia and Ukraine, in cities far from the front line, are waging an intensifying tit-fortat air war that is bringing more pain to the populations of both countries than at any other point since the early months of the fullscale war launched by Moscow in 2022. With the front largely frozen, each side is using growing arsenals of missiles and drones to exact vengeance and to try to pummel the other into submission. In the most recent example, Kyiv, the Ukrainian capital, has been under constant bombardment from Russian drones over the past few days, tormenting residents with nearly continual air-raid alerts. Still, there is no evidence that the escalation will weaken either country’s determination to fight on. Human suffering will only grow this winter, analysts say, as both Russia and Ukraine seek leverage in U.S.-backed settlement negotiations that are expected to resume after achieving little this year. Ukraine can’t give up and Russia doesn’t want to, analysts say. “It’s a question of how much pain can Russia take compared to Ukraine — and Russia can take a lot of pain,” said Rob Lee, a military expert at the Philadelphia-based Foreign Policy Research Institute who travels frequently to the front line. This new period of eye-for-an-eye assaults accelerated in late June, when Ukraine opened a 40-day campaign against Russia that President Volodymyr Zelenskyy said was aimed at “compelling it to end the war.” Since he threw down that gauntlet, Ukrainian long-range drones have hit more than 30 warehouses of major online shopping companies, mostly those used by Wildberries, the Russian equivalent of Amazon. The strikes have disrupted Russian commercial logistics, inflicted heavy losses on small merchants and killed several warehouse workers. Ukraine has also continued its attacks on Russian oil refineries and fuel logistics. About 70% of Russian gas stations ran out of gasoline or diesel last month, sparking the country’s worst fuel crisis since the collapse of the Soviet Union in the early 1990s. The

But through mid-August, there were twohour lines at every station in Moscow that still had gas. In addition, Ukrainian strikes on infrastructure in the Sea of Azov and the broader Black Sea basin have hamstrung agricultural exports by Russia, the world’s largest exporter of wheat, and have left the occupied Crimean Peninsula isolated. “Their economy will start collapsing — it already is,” said Olena Ivashko, 48, a Ukrainian grocery worker who has had four male relatives killed fighting in the war. “Until they start eating each other alive, they will not understand that there is a war. They didn’t understand what war was until they started standing in lines for gasoline.” The Russian economy is not in danger of imminent collapse, even as growth has slowed to almost a standstill and the budget deficit has ballooned. But the attacks deep inside Russia have made the war feel closer to Russians than ever before, and Russian civilians are dying in such strikes at the highest rate since the war began. Pyotr, a book editor in the Russian capital, said this summer the “first cracks appeared on the surface of Moscow’s well-being.” Yevgeny, a motorcycle enthusiast, described sleepless nights every time he saw a warn-

ing about a potential drone attack. Both men asked that only their first names be used to protect their security. After Ukraine’s 40-day campaign ended, President Vladimir Putin of Russia said Ukraine had opened “Pandora’s box” by trying to damage the Russian economy and would pay the price. As has been the case throughout the war, the Russian assaults that followed have inflicted more suffering on Ukrainians than anything that Russians have endured. Russian ballistic and supersonic missiles are now hitting Ukrainian cities almost at will, largely because Ukraine is running low on U.S.-made Patriot interceptor missiles. New Russian jet-powered drones that can reach speeds of more than 370 mph perform surveillance and smash into targets. Ukrainian civilian casualties are higher than at any other point since the initial five weeks of the war, and they are much higher than Russian casualties. crippled crucial ports in the Odesa region and have threatened to cost the Ukrainian economy more than $2 billion in agricultural exports in the second half of 2026. More than 300 Ukrainian gas stations have been damaged or destroyed by Russian attacks over the past six months. Dozens of warehouses, including those supplying grocery stores, and a number of shopping centers have been struck. About 13 million books have been charred in Russian strikes, according to the Ukrainian Publishing Association. The escalation is likely to continue, analysts said. After pounding Ukraine’s power grid to within an inch of its life last winter, Russia has vowed to hammer it again. The Russian Defense Ministry warned last month that Kyiv was “in for a deep freeze this winter.” On Tuesday, Putin said he had instructed his armed forces “to deliver massive strikes against Ukraine’s energy facilities.” Russia could also try to target Ukraine’s water supply, analysts said. Speaking after a summit in Kyrgyzstan on Tuesday, Putin also seemingly threatened to expand the war to Ukraine’s Western allies. “If someone tries to drag us down the food chain, to gobble us up, to devour us, they may end up getting punched in the teeth,” he said. Ukraine, too, may keep escalating. It is developing its own powerful ballistic missiles and says they could be ready by this fall. If that happens, the war would enter a different stage, analysts said. Serious peace talks are not likely until next spring or summer, experts and diplomats said. The 10 p.m. dinner is a Spanish tradition. Are people giving it up? By JONATHAN WOLFE

F

or generations, dinnertime for the Terrazas family, as in many households in Spain, was late. It usually began after 10 p.m. and often stretched past midnight. But now, Antonio Terrazas, a tax adviser in Madrid, says his family sits down to eat around 9 p.m. When they dine out, they’re also eating earlier, and have noticed their friends are, too. “At first it was strange. We’d look at each other like, ‘Madre mía, who would believe that we’d be seated at a restaurant and eating at 9 o’clock?” Terrazas said. “But not anymore.” In Spain, known for its night-owl energy, a quiet revolution appears to be unfolding in one of its best known cultural institutions: the latenight dinner. Spaniards have long eaten later than people elsewhere in Europe, a tradition that many see as part of the national identity. By custom, families gather around their dinner tables late at night and restaurants remain filled long past the time when much of the industrialized world has turned in. Spain held fast to the practice even as experts debated whether it was a drag on the economy, producing a workforce that was more tired and less productive than it could be. But evidence suggests that Spain is moving dinnertime up. CoverManager, an online platform that manages reservations for thousands of Spanish restaurants, reports that half the dinner bookings now are for before 9 p.m., compared with 27% a decade ago. TheFork, a similar platform, said its 8 p.m. bookings in Spain have nearly tripled from 2019, while 10 p.m. reservations have halved. In Spanish homes, too, there are subtle signs of a shift. A government survey conducted in 2024 in the Catalonia region suggests that people there are starting their evening routines, including dinnertime, moderately earlier compared with 2010. National data are not yet available, so experts said it was too early to draw broader conclusions.

(Emilio Parra Doiztua/The New York Times) While the reasons for the change are not entirely clear, Marta Junqué Surià, the director of Time Use Initiative, a nonprofit based in Barcelona that advocates for policies around sleep and wellness, pointed to the pandemic, which ruptured old routines, and suggested more people were seeking the health benefits associated with earlier mealtimes. “We are heading toward more biological rhythms that allow us to eat better and, above all, get better rest,” Junqué said. Terrazas, 58, a father of two, said that he and his wife simply wanted better sleep. “It’s been a positive change,” he said. ‘The late dinner is dying’ The New York Times asked CoverManager, which handles online bookings for about 16,000 Spanish restaurants, to analyze the roughly 330 million reservations it had recorded in the country over the past decade. The data show a clear pattern, said Thomas Jeanjean, the CEO of Hospitality Tech Group, which owns CoverManager: “The late dinner is dying.” The typical

dinner out in Spain today begins an hour earlier than before the pandemic, according to the data. Later reservations are increasingly rare: 10 p.m. seatings made up 15% of dinner bookings last year, down from 30% in 2016. Tables for 11 p.m. accounted for 1.9%, compared with 5.7% in 2016. “Dinner times have moved earlier,” Jeanjean said, “and the curve is still bending.” The late dinner hasn’t disappeared: People typically eat an hour later on weekends and about 20 minutes later in the summer than in the winter, the data indicates, and 9 p.m. remains the most popular reservation time. TheFork, which works with more than 12,000 restaurants in Spain, said that surging foreign tourism was one factor in the shift, though it noted that about 70% of its reservations come from Spanish phone numbers. CoverManager said tourists weren’t driving the change, noting that users with Spanish numbers, who accounted for around 90% of its reservations, were booking tables for around an hour earlier than a decade ago. Spanish society is transforming, having added more than 1 million foreign-born workers since 2018, many from Latin America. But in a country of 50 million people, the turn toward earlier dining is “a homegrown change of habit,” Jeanjean concluded.

‘Not the Spanish spirit’ In conversations this summer, many Spaniards said they were eating earlier than in years past. All seemed to have their own reasons — age, young children, a desire for better health or more energy in the morning. Nacho Calvo Vila, 53, a restaurant owner in Barcelona, said he made the change around five years ago to improve digestion and get better sleep. Now he goes to bed around 10 p.m., his old dinner time. Better rest has helped him make healthier decisions around his diet, temper his anxiety and regulate his emotions, he said. “Sleep is fundamental,” he said. “I think it’s one of the biggest areas where mindsets are changing, especially here in Spain.” Out for drinks with colleagues in Madrid, Sol Fauquier, 46, said she now preferred to dine at 8 p.m. and suspects others want to eat earlier, too, but social pressure discourages people from being the first to suggest it. “I don’t really face any resistance — quite the opposite,” she said. “I’ve found that when I suggest meeting early — say, at 8 or 8:30 — people never say no.” Her colleague Isabel Cano, 23, interjected that dining so early was “unthinkable” and “not the Spanish spirit.” If someone invited her to dinner at 6:30, Cano said she’d tell them to wait. “Like, just have a muffin.” A happier country? Experts argue that Spain could reap a host of benefits if people ate and went to bed earlier. It would be “a more productive, healthier and happier country,” Junqué said. She cited studies showing that, in countries where people sleep more, “productivity increases and the mental health of the population is better.” In 2013, a parliamentary commission found that Spaniards were getting about an hour less sleep than the European average, and linked worker fatigue to lower productivity and absences on the job. But official measures to encourage earlier dinner times appear likely to face resistance. When Spain’s left-leaning labor minister, Yolanda Díaz, suggested in 2024 that a late-night culture that pushed restaurants to remain open past midnight was “madness,” Madrid’s conservative regional president, Isabel Díaz Ayuso, retorted that the national government preferred Spaniards to be “bored and at home.” Junqué argued that even if late dining fades, what it means for Spaniards to sit at the table with family and friends would not. “We love being around people and socializing,” she said. “Our Spanish culture is going to remain exactly what it is.”

Uber cuts 10% of employees in sweeping reorganization By EMMY MARTIN

U

ber is laying off roughly 10% of its workforce, totaling about 3,300 people, as the ride-hailing company restructures to become “simpler and faster,” CEO Dara Khosrowshahi said Wednesday. The layoffs are set to affect 20% of rank-and-file employees who are seven or more layers below Khosrowshahi, he said. He added that Uber would increase the number of employees under each manager by cutting teams that have only one to two workers by half, which would flatten the company. “A leaner organization will mean clearer ownership, faster decisions and more time spent building rather than coordinating,” Khosrowshahi said in a message to employees. “It will also generate savings that we intend to reinvest in growth, innovation and the capabilities that will matter most over the coming years.” He said Uber’s revenue has nearly tripled over the past five years, but rapid growth has introduced “more layers, more

coordination and more fragmented ownership.” Tech companies including Meta, Coinbase and Block have laid off hundreds to thousands of employees this year.

Many have cited artificial intelligence as a reason for the reductions, though analysts and economists have said the technology may have offered a smoke screen for those looking to beef up profits or patch over old mistakes. Khosrowshahi did not blame AI for the layoffs. Uber has been expanding into autonomous rides in places like London and has said that it wants to build the world’s largest platform for self-driving vehicles. In Wednesday’s announcement, Uber said it would also consolidate its delivery operations and some engineering and science teams. The company plans to concentrate global teams in New York and San Francisco, with regional and local teams in other hubs. Khosrowshahi said most remote workers are being asked to relocate to an office, leaving 1% of employees fully remote, while the company reinforces its three-days-a-week hybrid policy. Uber said it did not have additional comment beyond Khosrowshahi’s remarks.

Chevron expansion in Venezuela extends US influence over oil riches By REBECCA F. ELLIOTT

C

hevron plans to significantly expand its operations in Venezuela, the U.S. oil giant said earlier this week, taking yet another step to broaden the U.S. sphere of influence in the South American country. The Houston-based company, already Venezuela’s largest private oil producer, said it would more than double its production in the country over the next five years to 600,000 barrels a day. That represents over half of Venezuela’s current output. Chevron, which is gaining access to new areas in the oilrich Orinoco Belt region, plans to invest more than $7 billion in Venezuela in that period. The company announced its plans days after President Donald Trump said his administration was pursuing a highly unusual partnership with a different oil company that would give the U.S. government a direct hand in extracting oil on foreign soil. The two deals are separate, but both advance Trump’s goal of exerting much more control over Venezuela’s energy industry after U.S. forces captured the country’s leader, Nicolás Maduro, in January. “Our expanded position reflects our confidence in the country’s deep resource potential and its ability to compete for investment within our portfolio for decades,” Chevron CEO Mike Wirth said in a statement. Under pressure from the Trump administration, Venezuela has been making changes to attract American companies and other foreign investors roughly two decades after the country nationalized the oil industry. In January, the country’s National Assembly voted to give foreign companies much greater control over their Venezuelan operations. The legal changes in Venezuela this year have “taken this

from not being very competitive within our set of alternatives to something that’s very competitive,” Wirth told CNBC. Chevron, in turn, has been steadily expanding in the Orinoco Belt, including by agreeing earlier this year to trade assets with Venezuela’s state-owned oil company, Petróleos de Venezuela. Chevron declined to comment on how long it would take to ramp up production from the drilling areas that are part of the deal announced Wednesday. As of earlier this summer, Chevron was producing around 280,000 barrels of oil a day in Venezuela and expected to increase that up to 50% by the end of 2028, said Eimear Bonner, the company’s chief financial officer. That output is shared with the Venezuelan state oil company, its partner there. Chevron pumps around 4 million barrels of oil and natural gas a day globally at an estimated cost of more than $18 billion in capital spending this year. Chevron is unique among big American oil producers for remaining in Venezuela after the country forced foreign companies to accept smaller stakes in their projects when it nationalized the industry. Exxon Mobil and ConocoPhillips left after refusing to accept those changes. Chevron’s decision to stay — which looked at times like a very bad bet — now appears to be paying off. The company has been in a prime position as the Trump administration has sought to carve out a bigger role for U.S. companies in Venezuela. That said, the Trump administration’s new partnership, which is with an influential and divisive Venezuelan businessperson, Alejandro Betancourt López, may complicate Chevron’s standing in the country by elevating a competitor. Betancourt’s family controls Venezuela’s second-largest private oil producer, North American Blue Energy Partners. Under the deal announced by the administration, the U.S. government would receive the option to acquire an ownership

stake of 35% in the parent company of North American Blue Energy Partners. The United States would also secure preferential access to the oil that the company produced and considerable say over its corporate governance. Leading medical groups release new vaccine guidelines By MAGGIE ASTOR and DANI BLUM

W

ith the respiratory virus season approaching, pharmacies and doctors’ offices are starting to offer annual vaccines to protect against COVID-19, influenza

and RSV. On Wednesday, major medical organizations issued recommendations for all three vaccines, based on reviews of the latest evidence published in the medical journal JAMA. They said they were filling a gap left by the Trump administration in “evidence-based vaccine guidance.” “Unfortunately, today the federal government is not fulfilling that responsibility in the way that it historically has, but the need for that work has not disappeared,” said Dr. Bruce Gellin, chair of the board of the Vaccine Integrity Project at the University of Minnesota, one of the groups in the consortium that released the recommendations. Other participants included the American Medical Association and professional organizations in pediatrics, family medicine, obstetrics and infectious diseases. Normally, the Centers for Disease Control and Prevention would release recommendations on the new COVID shots. But it hasn’t done so, and it’s not clear whether it will, because its vaccine advisory panel is in legal limbo. (A spokesperson for the Department of Health and Human Services said only that more information would come “soon.”) The government also typically releases new flu shot recommendations each year. But this year, citing “legal uncertainties and inquiries,” the CDC reaffirmed last year’s recommendations. Here’s what to know about the guidance from the expert consortium. COVID-19 Members of the consortium recommended an updated COVID shot for all adults, including those who are pregnant or breastfeeding. A second dose is recommended six months later for people age 65 and older and might benefit immunocompromised people, too. Members also recommended that all children age 6-23 months old, and children 2 years and older with underlying medical conditions, receive a vaccine. While they did not specifically recommend updated vaccination for all children older than 2, Dr. James Campbell, the chair of the American Acad-

The Food and Drug Administration approved new COVID shots only for people who have a high-risk condition or are at least age 65. However, doctors can administer the shots to anyone. In most states, the updated vaccines will also be available in at least some pharmacies to people who say that they meet the criteria. In some states, children may be unable to get a shot at a pharmacy but can get it from a pediatrician. The new evidence review in JAMA concluded that receiving an updated COVID vaccine still has benefits. The CDC estimates that from October 2025 through August 2026, COVID caused up to 250,000 hospitalizations and up to 44,000 deaths in the United States. The shots are associated with fewer hospitalizations for

adults, fewer emergency room visits for pregnant women and young children, and fewer intensive care unit admissions and deaths for immunocompromised adults. Serious side effects are very rare, and the review found no new safety concerns. Influenza The consortium urged flu vaccinations for everyone age 6 months and older, ideally by the end of October. A number of options are available, including traditional shots, a new mRNA vaccine developed by Moderna for people older than 50 and a nasal spray for people ages 2 to 49 that can be administered at home. (The spray isn’t recommended for those who are pregnant or immunocompromised.) People older than 65 should ideally receive a high-dose traditional flu shot or the mRNA vaccine, which can trigger more antibodies in older adults for greater protection. If one of these vaccines isn’t available, don’t wait; get the vaccine you can find early in the season, said Dr. Sarah Nosal, the president of the American Academy of Family Physicians. The evidence review on influenza affirmed that vaccination reduced the risk of severe disease. The vaccines’ effectiveness varies depending on how well they match the strains that are circulating. But “even in a year where there’s not a great match, we see tremendous decreases in hospitalization and death,” Nosal said. The flu is particularly dangerous for people older than 65 or younger than 2 but can be serious for anyone. Every year, it leads to more than 36,000 deaths nationwide and hundreds of thousands of hospitalizations. RSV Members of the consortium recommended one-time vaccination against RSV, or respiratory syncytial virus, for all adults age 75 and older, and adults age 50 to 74 at increased risk. Immunocompromised adults and adolescents should also be vaccinated, with the number and frequency of doses decided case by case. They also recommend that between September and March 1, women who are 32 to 36 weeks pregnant should receive the vaccine to pass protection to their babies during the RSV season. Infants younger than 8 months should receive monoclonal antibodies — shots that mimic the immune system’s response to an infection — for their first RSV season if their mother wasn’t vaccinated during pregnancy or if there is any question that she was. Children age 8-19 months old who are at higher risk should be immunized for their second season, too, regardless of prior vaccination. RSV was the leading cause of hospitalization for babies in the United States before immunizations were introduced; roughly 2% to 3% of all infants younger than 3 months are hospitalized with it each year. Other high-risk groups include children who were born prematurely or have certain medical conditions like lung disease, adults older than 75 or who have certain chronic diseases, and people in nursing homes. The new review found that immunization reduced the risk of severe illness and hospitalization.

W

hen Victor Wembanyama stretched from behind the hoop to throw down a dunk that maybe only he could pull off, it was a good reminder of where he finds himself entering his fourth NBA season. The dunk came in a FIBA World Cup qualifier last Sunday when Wembanyama, playing for the France national team, slammed the door on a Sweden team that had him and his teammates on the ropes all night. This was the kind of play that first sparked the fascination with Wembanyama, the face of the San Antonio Spurs — and now, perhaps, all of basketball. But these days, the lore of Wemby goes beyond his on-court activity. His 2025-26 NBA season was a transformation for his public persona. He became a thought leader, a meme factory or an enemy, depending on who was doing the watching. He is widely adored, but he has his detractors, as most greats do. The friction is not just in the United States. Wembanyama has caught some flak from French right-wing commentators for his outspokenness, particularly when he was one of the first NBA players to speak out about the killing of a Minneapolis protester, Alex Pretti, by federal immigration agents in January. “Every day, I wake up and see the news, and I’m horrified,” he said in January. “I think that it’s crazy that some people might make it seem or make it sound like it’s acceptable, like the murder of civilians is acceptable.” That prompted a response from French columnist Juliette Briens, who went on a national radio station to slam him for taking a stand, according to Le Parisien. A national team teammate, Guerschon Yabusele, came to Wembanyama’s defense, but the moment became a flash point that showed Wembanyama was entering the broader societal conversation in France. So when Wembanyama returned to his home country as a player with the national team and faced the broader French media, the questions began to stray from basketball. That produced a subtle but important moment that foreshadowed the direction of his career and place in global sports. Last week, Wembanyama was asked for his thoughts on the 2027 French presidential election, in which Marine Le Pen, the veteran far-right leader and longtime challenger for the presidency, leads the polls to succeed Emmanuel Macron. “As the years go by, I have fewer and fewer filters, and I’m less and less afraid to say what I think,” Wembanyama said in French to reporters last week. “I haven’t looked into the presidential election closely enough, but I’m not afraid to share my opinion, either. I’m not afraid of upsetting people.”

But there is a stark difference between the Wembanyama of today and the one of 2024. Before the Olympics, he was an emerging face in French sports rather than a household name. That appears to be changing fast, and it certainly will if he begins to speak up before France’s 2027 election. Meanwhile, his presence has taken off in the United States, as he is one of the NBA’s biggest stars and a signature athlete with Nike. Wembanyama is no longer the next big thing. He is a face of two massive institutions. His decision to wade into politics, or to speak his mind about anything off the court, comes with even more responsibility. The chain of events tends to start with a transcendent athlete bringing something new to the sport that piques the public’s curiosity. Then, that athlete starts to reveal more of themselves as bigger media crowds bring in a wider range of topics and types of reporters. Once an athlete like Wembanyama shows he is

The San Juan Daily Star willing to take on a topic in the political or social justice arena, it can open a door to him becoming a sounding board for general news items, such as a presidential election. Wembanyama wants to build something, though it’s not yet clear what that will be. In an interview last season about founding San Antonio’s Jackals supporters club, he said that while the pursuit of championships and sports greatness is what speaks to his instincts regarding building a legacy, there is more he wants to do beyond just his first grand project in San Antonio. “It’s the locomotive of my life and my direction,” Wembanyama said. “But there’s many things I want to do, various ambitious things. Some secret projects. Some that are becoming public as time passes more and more because they’re getting realized.” He helped build the Jackals, which became a community organization in the city. He hosts Hoop Gambit, an annual chessplus-basketball tournament in France, which was played in his former pro basketball home, Nanterre, as well as Le ChesnayRocquencourt, his hometown. Small steps. So where will they lead? Perhaps the French election could provide an indication of the type of public figure Wembanyama wants to be. He didn’t say much this time around because, as he often acknowledges, he doesn’t know enough to speak publicly on it. But he said there would be a time when he is ready to speak out. His decision to stand firm on his freedom of expression indicates that the bigger checks and exposure flying his way will not change how he uses his platform. Or, at least, he doesn’t intend for that to happen. Time will tell. But Wembanyama has shown that he is not afraid of what people think of him. “There’s a quote — I can’t remember who said it — but it goes something like, ‘I know not everyone likes me, and when I see who doesn’t like me, I ask myself whether that really bothers me,’” Wembanyama said last week in French, quoting “Dikkenek,” a French comedy film. “For me, there are certain values that guide me and that I’m completely comfortable with. I wouldn’t even call it taking a stand. I’d simply call it giving my opinion, because I don’t support any particular political figure or party. “However, there are things that I find problematic, and when I see them, I have no problem speaking up about them.” A consistent theme in Wembanyama’s public presence is his proclivity for speaking his mind unfiltered. He talks with a directness and stream of consciousness that have led to fascinating insights, controversial moments and enlightening vulnerability. He has shown a willingness to process his opinions and emotions out in the open, in a way that is quite foreign to the modern athlete archetype. He gives questions significant thought, often pausing before answering, and methodically pieces together his responses. Most athletes in his position do not show their processing. They are swift and sharp in how they speak. The vulnerability is hidden behind years of media training and experience. Wembanyama is already at the point in his career where he can no longer exceed expectations. Even his best, even the best we’ve seen, will just be what he’s supposed to do. The pressure to crush it every time one steps on the court or in front of a mic can push powerful people back into their shell. Will that become Wembanyama? Or will every answer remain an adventure? Take him at his word. The bigger he gets, the less he will worry about what people think.
