Family Dept. defends $3.8 billion budget request before House panel

Family Secretary Suzanne Roig Fuertes appeared Thursday before the House Treasury Committee to present the Executive Summary of the agency’s consolidated budget request for fiscal year 2026-2027.

Roig Fuertes was joined by the heads of the department’s four main administrations: Wilma I. Ortiz Rivera of the Administration of Families and Children (ADFAN by its acronym in Spanish); Blanca M. Medina Díaz of the Administration for the Socioeconomic Development of the Family (ADSEF); Amy D. Vega Ojeda of the Administration for the Comprehensive Care and Development of Early Childhood (ACUDEN); and María del Mar Mateu Meléndez of the Administration for Child Support Enforcement (ASUME).

The secretary told lawmakers that the recommended consolidated budget totals $3.83 billion, describing it as a direct investment in the protection, well-being, and development of Puerto Rican families. She said the funding will allow the agency to continue strengthening essential services for children, older adults, people with disabilities and families in vulnerable situations.

Roig Fuertes emphasized that 89% of the department’s budget comes from federal funds, which support core programs such as the Nutritional Assistance Program (PAN), Head Start, Child Care, TANF, LIHEAP, TEFAP, and protective services for minors and seniors.

Aligned with the public policy priorities of Gov. Jenniffer González Colón, the department outlined several initiatives to modernize and expand services. They include new hiring of social workers and social work technicians at ADFAN; expanded home-care and substitute-care services for older adults and people with disabili-

ties; continued implementation of ACUDEN’s ContiGo initiative; modernization of ASUME’s Puerto Rico Automated Child Support Enforcement System to speed up services; and new technological and programmatic tools at ADSEF, including the Participant Record Information System and the Cuna de Talentos program.

The department reiterated its commitment to modernizing its operations, strengthening interagency partnerships, and broadening access to essential programs for the island’s most vulnerable populations.

“We will continue working with focus, sensitivity, and responsibility to guarantee more agile, accessible and efficient services for our families,” Roig Fuertes said. “Our mission remains to protect, accompany, and provide tools that promote stability and self-sufficiency for those who need it most.”

Financial Oversight and Management Board Executive Director Robert Mujica has ordered Education Secretary Eliezer Ramos Parés -- via letter -- to submit all regulations pertaining to internal organizational policies and school operations.

“Including, among others, student-to-teacher and staff-to-student ratios, class size limits, safety requirements, campus maintenance standards, the operation of charter schools, occupational and technical program offerings, the operation of Montessori schools, the operation of specialized schools, special education services, staffing models, schedules, and other academic and operational directives,” states the letter sent by Mujica to Ramos Parés on April 27.

“The Board requests that the DEPR [Puerto Rico Department of Education] identify and submit -- no later than May 18, 2026 -- all policies addressing the aforementioned matters, as well as any other policy with a fiscal impact that has been internally approved or implemented without following the procedures established in the Regulation Review Policy,” the document adds. “The submission must include, among other things, documentation of approval and implementation, pertinent fiscal analyses (estimated and

actual), the legal and operational justification for adoption, and an explanation as to why the DEPR did not submit the policies to the Oversight Board in accordance with PROMESA [the Puerto Rico Oversight, Management and Economic Stability Act] and the Regulation Review Policy.”

Ramos Parés responded on Thursday, noting that “[t]he record clearly demonstrates that the Department of Education has maintained constant and transparent communication with the Board.”

“We have participated in regular meetings, responded to requests for information, and shared documentation related to the Department’s operational and fiscal processes,” he stated. “The Department has been consistent in providing information and maintaining a technical dialogue with the Board. Therefore, we are deeply concerned that an impression of a lack of transparency is being publicly projected -- one that does not align with the actual history of communication and collaboration between the two entities.”

“The school organization process has been regulated since 2020 and constitutes part of the ordinary administrative mechanisms designed to ensure the proper functioning of the educational system,” Ramos Parés added. “To suggest that hidden or undisclosed policies with fiscal implications have been implemented lacks context and does not reflect the reality of the process.”

Governor announces approval of $554 million tax incentive

Gov. Jenniffer González Colón announced on Thursday that the Financial Oversight and Management Board has approved a $554 million tax incentive for eligible taxpayers in Puerto Rico.

“Some of these relief measures involve, for example, lowering tax rates: those previously subject to a 14% rate will see it drop to 12%, those at 25% will see it drop to 24% under this new schedule, and those paying 33% -- specifically those earning in excess of $100,000 but less than $150,000 -- will see their rate reduced to 29%,” the governor said during a press conference. “So, these are the changes in terms of the tax brackets; the Treasury Department will handle the actual calculations. Therefore, people do not need to perform any calculations themselves. The only action required is if you wish to provide your bank account details to receive this payment via direct deposit; this can be done through the SURI website. Starting Monday, SURI will send an email notification -- accessible via the SURI portal -- to those individuals who wish to enter the account number where they would like to receive this deposit, thereby enabling them to do so.”

If individuals have already provided a bank account -- the one they listed on their tax return to receive their refund -- that is the account into which the deposit will be made. Disbursements will be issued every two weeks until the process is complete -- naturally -- since we are still receiving tax returns filed in April. What this means is that, by summer, people will have received their checks, which they can use for whatever they deem necessary -- including back-to-school expenses and summer activities for their children.”

The governor went on to provide specific examples of how the relief incentive will play out for taxpayers in various income brackets and situations.

Those who do not have a bank account will receive their payment by check. In cases where taxpayers have outstanding debts with the Treasury Department or the Child Support Administration, the payment will first be applied to satisfy those obligations, and any remaining balance will be remitted to the taxpayer.

Rep. Aponte Hernández opposes elimination of pilotage commission

At-Large Rep. José Aponte Hernández said Thursday that he does not support eliminating the Puerto Rico Pilotage Commission, as is being discussed.

In a written statement, the chairman of the Committee on Federal Affairs and Veterans in the island House of Representatives said he has never been consulted about any bill or other legislative measure that may be under development to eliminate the aforementioned commission.

“Everyone who knows me is aware of my track record regarding safety in San Juan

Bay,” Aponte said in a written statement. “In recent days, there have been reports about a draft bill, and San Juan Bay pilots have stated publicly and in the San Juan Federal Court that there are attempts to introduce legislation to repeal Law 226-1999, which created the Pilotage Commission. In my case, I have not been consulted, nor have I been presented with anything on this matter.”

“However, I want to make my position clear, and it is against the elimination of the Pilotage Commission, which plays an extremely important role in the safety of maritime traffic and everything related to it in San Juan Bay,” the veteran lawmaker and former speaker of

the House said. “This law regulates this profession and has served Puerto Rico well since its enactment. Furthermore, it is this structure that has prevented NFE [natural gas supplier New Fortress Energy] from jeopardizing the port area of Puerto Nuevo by saving money through the use of smaller tugboats to navigate the channels for liquefied natural gas carriers -- an action that would have put the entire bay at risk in case of an emergency.”

According to the preamble of Law 2261999, the commission is “responsible for regulating the admission of pilots to practice in Puerto Rico and for enforcing the pilotage regulations.”

DISCO director resigns amid controversy over inspection centers

Secretary Edwin González Montalvo announced on Thursday that he has accepted the resignation of the head of the Driver Services Directorate (DISCO by its acronym in Spanish), Mary Fuster Romero, effective immediately.

González Montalvo further stated that

the appointment of the individual who will assume the interim directorship of DISCO will be announced at a later date, with the aim of ensuring the continuity of services to the public.

Fuster Romero is included in a referral to the Department of Justice submitted by Rep. José “Cheíto” Hernández Concepción regarding an investigation into vehicle inspection centers -- an inquiry that specifically involves

Yabucoa Auto Service, a facility owned by former Housing Secretary Ciary Pérez Peña and her family.

The official in question supervised Arturo Deliz Vélez, the former director of investigations for the Department of Transportation and Public Works. According to allegations made in a lawsuit, Pérez Peña reportedly called Fuster Romero in an attempt to have Deliz Vélez fired.

Members of Congress from Connecticut call for probe into funds intended for PR grid resiliency

Connecticut’s members of Congress are calling for an investigation into the alleged misuse of federal funds intended to make Puerto Rico’s energy grid more resilient.

Democratic U.S. representatives from Connecticut, including John Larson, Rosa DeLauro and Joe Courtney, all signed a letter to U.S. Department of Energy Secretary Chris Wright. In it, 46 members of Congress asked for a briefing to understand why the Trump administration has clawed back $715 million in federal funds since last fall.

Larson said the $1 billion Puerto Rico-Energy Resilience Fund, established by Congress in 2023, was intended to bolster many homes and businesses with private rooftop solar projects.

“That was designated to help power healthcare facilities, apartments and condos and keep the lights on for low-income families and people,” Larson said.

The hope was to give energy independence to private citizens on the island, particularly during disaster recovery, and lessen the day-to-day energy issues as well.

Customers in Puerto Rico have the most grid interruptions anywhere in the U.S., according to U.S. Energy Information Administration data. While the nationwide average is two hours of interruptions per year as of 2024, Puerto Rico residents experience 27 hours of outages a year -- not including hurricane recovery periods. The next

highest is similarly storm-prone Florida, where residents average 19 hours of interruptions a year.

Where are the rescinded dollars going?

DeLauro, who represents the Connecticut city with the second highest population of Boricuas in the state, saw the island’s energy issues firsthand after Hurricane Maria hit in 2017. She traveled to Puerto Rico in the months after, as most residents were still relying on generator power running on fossil fuels.

She said the Trump administration has yet to provide answers about the funding intended for the U.S. territory.

The move comes as the administration has fought to halt other renewable energy projects, including several wind projects off the coast of New England.

“We’re looking at Puerto Rico, which people [there] are all Americans,” said DeLauro of New Haven. “They’re disaster prone -- many over the last several years. They have a weak electrical grid, and this is appropriated dollars.”

“You’ve got an island that is totally dependent on imported fossil fuels, and only 1% of Puerto Rico’s energy is supplied from renewable resources,” she said.

U.S. Energy Information Administration data show petroleum accounts for 58% of Puerto Rico’s energy use, followed by natural gas at 31% and coal at 10% in 2023. A recent study commissioned under the Biden administration found a switch to 100% renewable energy would produce more than tenfold Puerto Rico’s current and projected energy needs through 2050.

Larson represents the district including Hartford, the area home to the most Puerto Ricans in the state. More than a third of the city’s population is Puerto Rican, according to the latest data from the University of Connecticut’s Puerto Rican Studies Initiative. The congressman said the island, as well as more than 300,000 Connecticut residents with ties to Puerto Rico, have a right to know where the money is now going.

“Oftentimes,” he said, “the undertones here is that people won’t mind that this is happening because it’s Puerto Rico and it’s not the mainland.”

APPSSRE: New contract will worsen special ed services crisis

The Puerto Rican Association of Health and Education-Related Service Providers (APPSSRE by its initials in Spanish) this week denounced the Provisional Remedy Program contract finally submitted by the Department of Education as being incomplete, maintaining previously objected-to clauses, and deepening a pattern of improper control over a program created precisely as a response to the public system’s own shortcomings.

Three days after the Education Department established that the provider renewal process would begin on May 4, unanswered communications persist, essential information is missing, and the process is being driven without sufficient transparency, the advocacy organization said.

“The Department demands participation and renewal while leaving essential questions unanswered,” the APPSSRE said. “Under these circumstances, there can be no talk of a real or responsible renewal.”

The Provisional Remedy Program, which arose from the class-action lawsuit Rosa

Lydia Vélez v. The Department of Education, is a mechanism to guarantee access to private services when the public system fails to provide them. It was not designed to become an operational extension of the state, nor to transfer responsibilities inherent to the Department of Education itself to the private provider, the organization noted.

According to data from the 2024-25 school year compliance report, some 69,000 services are pending.

“These are not just numbers,” the APPSSRE said. “They represent thousands of students waiting for therapies, evaluations, and services essential to their development, well-being, and integrity, while their constitutional right to an education -- and, in turn, their right to a free and appropriate public education, as recognized by the Individuals with Disabilities Education Act (IDEA) and applicable state laws -- is being undermined. Behind each pending service is a child or young person being denied not only a resource, but also the dignified treatment they deserve.”

APPSSRE further warned that the figures on pending services come from the very

agency cited for noncompliance, and that the same entity is reporting its compliance, which could imply a conflict of interest. The Association suggests that external and independent entities should validate this process. In this context, 69,000 pending services is a significant and, most likely, conservative figure, it said.

The APPSSRE identified a sustained pattern of obstruction by the Department of Education, including: imposing expiration dates on approval letters that interrupt services, failing to generate and issue Provisional Remedy letters for services not provided, closing new providers for years, fees that do not reflect the actual market, and arbitrarily and inconsistently applying 1.5% withholdings.

“It is important to emphasize that fees paid for services do not only represent direct payment to the specialist providing the therapy. They sustain entire clinical operations, including administrative and clinical staff, infrastructure, materials, utilities, and continuity of services,” the APPSSRE said. “A fee that does not reflect the actual market is not just a matter of compensation; it is a direct

threat to the provider’s operational viability and, therefore, to the availability of services for students.”

It’s harder than ever to get federal disaster aid. Even in red states.

Federal disaster declarations, which unlock millions of dollars in aid for communities hit by catastrophes, have been delayed significantly in President Donald Trump’s second term, and money is flowing especially slowly to states that Trump lost in the 2024 election, according to a New York Times analysis.

The review of Federal Emergency Management Agency data found that the Trump administration is moving more slowly than its predecessors to approve or deny requests for emergency aid after natural disasters, sometimes leaving communities stretched to pay big expenses until they hear whether the federal government will help.

In past decades, more than a few weeks rarely passed before presidents approved or denied state requests for disaster declarations, designations that make communities eligible for federal aid.

But that gap has been growing, a change that has accelerated under this administration. For instance, when destructive storms swept across Kansas in July, triggering widespread flash flooding that required rescues in areas still recovering from earlier storms and tornadoes, it took six months for Trump to grant the state’s request.

In Edwards County, Kansas, population 2,800, that meant local officials had to cover costs up front.

“That comes out of our budget,” said Richard Neilson, the county’s emergency manager. “Sometimes it’s a lot of money.”

FEMA officials said the agency’s approach to disaster declarations had not changed, apart from adjustments to damage thresholds for inflation. The administration received 75 disaster declaration requests last year, down from 100 or more per year in the two previous years, reflecting a relative lull in disaster activity, not changes in policy, they said.

“Any suggestion that disaster decisions are politically motivated does not reflect how this process works or how FEMA carries out its mission,” Daniel Llargués, an agency spokesperson, wrote in an email. “FEMA continues to process federal declaration requests and deliver assistance promptly, supporting state and local governments to invest in their own resilience before disaster strikes.”

The Times analysis includes 70 disaster declaration decisions made since Trump’s second inauguration for Republican-controlled red states and 20 for blue states governed by Democrats.

Since 2000, there have been 86 disaster dec-

laration requests per year, on average, excluding those related to the coronavirus pandemic.

Federal disaster declarations are typically issued when hurricanes, tornadoes, earthquakes or even pandemics overwhelm a state or tribal government’s ability to respond. Officials calculate the need based on damage estimates, which are weighed against population figures to determine the overall impact.

But while such analyses are intended to inform a president’s decision-making on disaster aid requests, they are only advisory. The final call is up to the president.

In his second term, Trump has made clear he doesn’t think federal intervention is always the best solution after disasters. He has been pushing for FEMA to be drastically reshaped, if not abolished, saying last year that governors should be able to handle most disasters without requesting federal declarations.

“If they can’t handle it, they shouldn’t be governor,” he said in June.

Slower moves to declare disasters could reflect the president’s desire for state and local governments to manage more disaster events without federal disaster declarations, said Pete Gaynor, who served as FEMA administrator during Trump’s first term.

“If you’re committed to FEMA reform and shifting responsibility to states and locals, one way to do that is, don’t approve them all,” Gaynor said.

Some delays in the flow of disaster aid may also have been the result of a policy implemented by the former homeland security secretary, Kristi Noem, that required all expenditures of more than $100,000 to go to her office for review. But it isn’t entirely clear why declarations are taking longer, former FEMA leaders said.

More frequent disasters could be slowing the FEMA and federal budget review process that typically follows a declaration request. That scrutiny can be lengthy and involve significant back-and-forth with community officials, especially in cases when damage costs are close to the thresholds designed to guide approvals, said Deanne Criswell, who led FEMA under President Joe Biden.

Trump has highlighted the role politics plays in his disaster declaration decisions, often stressing on social media that he is eager to approve requests from states that voted for him.

“I just informed Governor Mike Dunleavy that, based on his request, I am approving $25 Million Dollars to help Alaska recover from the major typhoon they experienced earlier this month,” he wrote in a Truth Social post in October. “It is my Honor to deliver for the Great State of Alaska, which I won BIG in 2016,

2020, and 2024 — ALASKA, I WILL NEVER LET YOU DOWN!”

States that voted for Trump in 2024 have had declaration approval rates on par with past administrations, but states that backed Vice President Kamala Harris have had their requests rejected at more than twice the usual rate, the Times analysis shows.

In Vermont, for example, a system of slow-moving thunderstorms created the latest in a series of flooding emergencies in July in a state that has frequent disaster declarations despite its small size. But it wasn’t until February that Vermont (which Harris won by a 32-point margin in 2024) got word from FEMA: Its request had been denied, even though flood damage exceeded thresholds that Eric Forand, director of Vermont Emergency Management, said would normally lead him to expect approval.

“In the past, that was a pretty good indicator of whether you were going to get your money,” Forand said. “Now that is not a good indicator.”

Uncertainty over shifts in FEMA policy have Forand questioning what, if anything, he can do to change his state’s approach. In blue and red states alike, emergency managers are waiting to learn how the Trump administration might revise disaster aid criteria or the ways aid is delivered.

In Kansas, which voted for Trump by a 16-point margin in 2024, the president’s December approval of its declaration request, which was made in July, was the beginning of another process by which Neilson and counterparts in a dozen other counties could seek reimbursement from FEMA for expenses they incurred months earlier to save lives and help communities recover. States are typically eligible for federal dollars covering 75% of approved disaster costs, and up to 100% after the most severe disasters. It could be months more before rural counties

like Neilson’s recoup all their costs.

Scrutiny of FEMA spending has caused that reimbursement process to slow dramatically under the Trump administration, too, creating significant backlogs of disaster aid.

“It’s a long time,” Neilson said of the lengthening gap between a disaster event, a presidential declaration and the payout of any federal disaster aid.

The newly confirmed homeland security secretary, Markwayne Mullin, has signaled a desire to keep partisanship out of disaster aid and other aspects of the work of his department, which includes FEMA. He quickly followed through on a pledge to roll back Noem’s $100,000 review policy.

Tennessee approves new map aimed at flipping the last Democratic seat

Tennessee Gov. Bill Lee signed a new congressional map into law Thursday that slices up Memphis to scatter Black voters into neighboring districts, a move intended to eliminate the state’s last Democratic House seat.

It is the first map crafted since the Supreme Court weakened the remaining provision of the Voting Rights Act, by making it difficult for states to craft majority-minority districts that would not be considered racial gerrymanders. With Tennessee taking the lead, the ruling has opened a new front, particularly in the South, in a bitter, coast-to-coast redistricting battle ahead of November’s midterm elections.

The new map, passed over angry, loud protests that sought to at least slow the vote, splits Memphis and Shelby County into three

separate districts, blasting apart the seat of U.S. Rep. Steve Cohen, Tennessee’s last House Democrat. It also aims to shore up the seat of U.S. Rep. Andy Ogles, a Republican who was facing a well-funded Democratic challenger, by shifting the boundaries around the liberal city of Nashville.

Lee’s signature came just hours after the Republican supermajority in the General Assembly approved the new maps.

The final vote in the state House exploded into noisy chaos, as Democrats and demonstrators drowned out the final tally with loud noisemakers, yells and alarms. Shortly after, in the state Senate, Republicans faced similar outcries as demonstrators yelled, “hands off Memphis.”

Both chambers passed the map largely along party lines, though two Memphis-area Republicans in the House joined Democrats in opposing the measure.

Tennessee’s primaries are scheduled for Aug. 6. A lawsuit challenging the new map is widely expected.

Leaders of the state legislature, where Republicans hold a supermajority, said they redrew the map based on partisan politics, not race, to comply with the Supreme Court decision.

“It was absolutely drafted on politics,” said state Rep. Jason Zachary, R-Knoxville. The goal, he said, was to have an entirely Republican delegation.

“We’re taking advantage of that as the supermajority in this body,” he said.

Democrats, noting that about two-thirds of Memphis voters are Black, said it was a

blatant attack on hard-won gains for fair representation in a state shaped by slavery, segregation and the Civil Rights Movement.

“Perhaps the legislature should explain why Memphis should continue to be part of the state of Tennessee,” said state Rep. Antonio Parkinson, D-Memphis. He suggested that the city should break away from the state.

“You’re constantly beating on us,” he said. “Allow us out.”

Some voting rights experts said the map would be an early test of what the high court now considers a racial gerrymander under what is left of the Voting Rights Act, as well as how voters would challenge new district lines. David Becker, the executive director of the nonpartisan Center for Election Innovation and Research, said the map likely “would never have withstood scrutiny under the Voting Rights Act under the last several decades.”

“Now, the Supreme Court almost seems to invite it,” he added.

Triggered last summer by President Donald Trump’s demand that Texas embark on a rare mid-decade redistricting, half a dozen states across the country had already created new maps in a tit-for-tat redistricting war. Republicans are poised to take the lead in that race, although their chances of maintaining control of the House next year remain precarious.

Louisiana, whose congressional map was at the center of the Supreme Court case, is expected to draft new district lines that undercut at least one majority-Black district. Other Southern states, including Georgia and Mississippi, have signaled they will make similar moves after the 2026 midterm elections.

The votes Thursday capped off a raucous, emotional three days at the Tennessee Capitol in Nashville, after Lee summoned lawmakers for a special session. Trump said he spoke with Lee about a new map, and the redistricting effort was closely watched in Washington and across Tennessee.

To take up the new map, Republicans also pushed through a bill that repealed a ban on redistricting in the middle of a decade.

Republicans repeatedly stressed that their intent was driven by partisan politics and population, not race, since the Supreme Court has made clear it does not see a role for the courts in blocking maps drawn purely for po -

litical gain.

One Memphis Republican, state Rep. Mark White, said in an interview that he voted against the bill because “I hear and I listen and today was not a day for me to vote yes.”

“If I lose the respect of my Black community or the respect of the white community, then I can’t make change,” he said.

Democrats pointed to judicial precedents that prevented changes too close to a primary election, highlighting how Black voters had repeatedly been the driving force behind political decisions in Memphis.

Drawn just three months ahead of Tennessee’s primaries, the new maps scrambled political campaigns and calculations. Some candidates, when asked this week, said they would still run, even if it wasn’t entirely clear what district they would pick. And the stiff political headwinds facing Republicans this year could tamp down the scope of the new Republican margins.

Even so, the districts were drawn to give Republicans an overwhelming advantage, even in a tough political year.

State Sen. Brent Taylor, a Shelby County Republican who has been a vocal supporter of the federal task force tackling crime in Memphis, quickly announced that he would run for the new 9th Congressional District and began rolling out Republican endorsements.

Ogles, who will retain a small portion of his Middle Tennessee district, pledged to be an “America First warrior” for his new constituents. His expected Democratic opponent, Columbia Mayor Chaz Molder, framed the new district as a sign of the momentum behind his campaign.

Among the most closely watched Democratic candidates was Cohen, who faced a primary challenger in state Rep. Justin Pearson, a young Black Democrat. Both men were in the state Capitol this week, arguing for the preservation of a district they had hoped to represent.

“This will not be good for your state,” Cohen told lawmakers this week, warning that they needed to be able to work with federal Democrats to secure resources for Tennessee.

Pearson’s brother, KeShaun Pearson, a Memphis environmental activist, was among the demonstrators forcibly escorted out of the gallery and arrested Thursday amid protests.

Justin Pearson, who was expelled from the legislature in 2023 for a gun control protest on the House floor, said, “this is what happens when you allow tyranny to govern.”

The US military was losing its edge. After Iran, everyone knows it.

On paper, the war in Iran should not be much of a contest. The United States spends around $1 trillion a year on its military, more than 100 times as much as Iran. That money buys a vastly larger Air Force and Navy, as well as advanced weapons technologies that Iranian generals can only dream about.

In the war’s early days, the mismatch played out as one might expect. American forces destroyed much of the Iranian military. Now, however, the contest looks less one-sided. Iran has taken control of the Strait of Hormuz, and its missiles and drones still threaten U.S. allies in the region. While President Donald Trump seems eager for a negotiated truce, Iran’s leaders do not. Somehow, the weaker nation is in the stronger negotiating position.

That reality exposes the vulnerabilities in the American way of war. Tactical success has not yielded victory. Trump’s recklessness in conducting the war is one reason. But the problem is bigger than any single commander in chief. The United States has left itself unprepared for modern war.

The U.S. has spent hundreds of billions of dollars on ships and planes that are good at defeating competitors’ ships and planes but ineffective against cheaper, mass-produced weapons. The U.S. economy does not have the industrial capacity to produce enough of the weapons and equipment it does need. And the country has struggled to fix these problems

because of a sclerotic government and a consolidated defense industry that resists change.

Three months before Trump attacked Iran, we warned that the United States was at risk of being overmatched in the wars of the future. The last two months have shown that alarm was justified. The war in Iran, unwise as it is, should serve as a warning about the rising threats to American security and an incentive to fix them.

“Never in recorded history has a nation’s military been so quickly and effectively neutralized,” Defense Secretary Pete Hegseth claimed on March 26. The next day, Iran launched a drone and missile attack on a U.S. base in Saudi Arabia that wounded more than a dozen service members, destroyed a radar surveillance plane and damaged at least two refueling tankers.

The immediate debunking of Hegseth’s bombast points to the reform agenda that the U.S. military needs. There are four main priorities.

First, the United States needs to invest in counter-drone technologies, like those that Ukraine has developed in its war against Russia. The lack of such defenses is one reason that the vaunted U.S. Navy has been unable to prevent the closing of a vital waterway, the Strait of Hormuz.

Second, the United States needs more of its own cheap, disposable weapons like one-way attack drones and unmanned ships. Although much of the war in Ukraine has been fought by mass-produced drones, the Pentagon is pouring money into much more complex equipment, including pilotless “wingmen” that can fly alongside a piloted plane.

destroy enemy targets. In the conflict’s first six weeks, the U.S. military hit over 13,000 military and industrial targets. American losses in the war, while tragic, have been limited, considering the scale of the attack and Iran’s resources: at least 13 service members killed and more than 300 wounded.

Trump has made some positive moves toward military reform. His administration has taken several steps to break the hold of major contractors on the supply of weapons to the Pentagon and has pressured some of them to increase production of much-needed missiles. Army Secretary Daniel P. Driscoll has moved to cancel outdated and failing programs.

But Trump’s chaotic, destructive approach to governance has undercut much of this progress. He ordered an expensive new fleet, the “Trump class” battleships, even though they are vulnerable to air attack. Hegseth has fired a cadre of reformers and is feuding with Driscoll. In April, the administration proposed a $1.5 trillion budget that is likely to amplify our shortcomings rather than building on our strengths.

Third, the country needs larger and more flexible industrial capacity. Until recently, a single factory made all of the United States’ Tomahawk cruise missiles, and there is a constant shortage of Patriot missile interceptors. Congress should pass laws that help the private sector build up its manufacturing capacity. The Pentagon, for its part, needs to stop buying so many of its weapons from just five big weapons makers and start betting on dynamic tech companies that can quickly adapt.

Lastly, the United States needs to collaborate with other industrialized democracies. Trump’s pleas for help in reopening the Strait of Hormuz from the very allies he spurned at the start of the war is just the latest proof that this country can’t go it alone. In the years ahead, keeping pace with China’s economic and military expansion will require collaborating with likeminded democracies.

All of these steps are not merely about winning the next war. They also can help prevent it — by making our enemies believe they would lose any war they start.

Instead, the war in Iran has provided a road map for any country that wants to resist the United States in the future, including Russia and North Korea. For China, the country with the greatest potential to challenge American military might, the war validates its focus on new forms of warfare such as drones, cyberweapons and space power.

The picture for the U.S. military is not entirely grim. The Iran war has shown that it has an astonishing ability to find and

The good news is that Congress, the administration and the Pentagon can all now see our military shortcomings. The bad news is that our adversaries can see them too. Washington can no longer just talk about reforming the military. It has to do it, or risk making the disappointments in the Iran war become a preview of far worse.

PRSO brings double dose of Mozart to season farewell

What better way to show love for one’s new bride recovering from an illness than to write a Mass for her? And how much better if she just happened to be one of Austria’s most celebrated sopranos?

Her husband, Wolfgang Amadeus Mozart (1756-1791), the uncontested musical heavyweight of his era, wrote “The Great Mass in C Minor” in 1782, when he was just 26 years old. Its difficulty was created to prove to his exigent father that he had made a good choice.

This and another great masterpiece from the young genius’ final years will constitute the Puerto Rico Symphony Orchestra’s (PRSO) farewell to the current season this Saturday.

Musical Director Maximiano Valdés will conduct both the instrumental and choral parts of this religious masterpiece, which opens the program. He will close the program with an uplifting symphony, one of the world’s greatest, the C Major.

A Mass to prove a point

Mozart also hoped to bring his domineering father Leopold around to approving of his wife. He wrote impossibly difficult arias, which she handled with aplomb. A great performance staged in Mozart’s hometown left the old man unmoved. Mozart and Constanze moved on to other things. They never returned to Salzburg.

After Mozart’s strategy failed to persuade his father, the young couple’s absence from Vienna may have contributed to the death of their first child, whom they had left in care of a nurse. A new world of independence was opening to the couple. Mozart was free to pursue new goals,

and he lost more children and loved greatly in the years that remained to him.

Comparable in greatness to the composer’s own “Requiem,” the religious work for orchestra and double chorus was unfinished, lacking an “Agnus Dei” and parts of the “Credo.”

For this reason, the work is considered a “torso,” or significant chunk of a major work.

Although Mozart lived almost a decade longer, he never returned to the work, spending his remaining time in an amazing spurt of energy which produced his three greatest symphonies, several operas and chamber works. The length of Masses was being pruned down by churches at the time, and secular works for small ensembles, especially with Mozart’s adored clarinet, new on the musical scene, occupied more and more of the composer’s time.

The Mass as art

“The Great Mass,” featuring the Coral Filharmonica de Puerto Rico, a double choir of 80 voices singing eight parts of a traditional Latin text, was prepared by Associate Conductor Francisco Luis Ortiz, who has a master’s degree from Westminster Choir College at Princeton.

The work opens the Mozart evening and lasts about an hour.

It is unique in that it combines the austere patterns of Baroque counterpoint with the lush expressive drama of the opera.

The opening solo is sung by Soprano No. 1, Natalia Santaliz, who recently made her debut at the Metropolitan Opera House in New York.

She will also be the sole singer in the dramatized cantata “The Trojan Women,” a highlight of the upcoming Casals Festival.

Santaliz’s “Et incarnatus est” (And He Was Made Flesh) is another highlight to listen for, with its intricate coloratura and expressive range.

The “Qui Tollis” (Who Taketh Away … the Sins of the World) shows a heavy influence of Johann Sebastian Bach.

Sung by the double chorus with a deep sense of sorrow “created by downward sliding harmonies and an inexorable rhythm. Another part that shows the influence of Mozart’s predecessors, Bach and Georg Friedrich Handel, is the “Cum Sancto Spirito” (With Thy Holy Spirit), a massive double fugue that closes the “Gloria.”

Another standout, to be sung by Soprano No. 2, Camelia Isabel, is “Laudamos te” (We Praise Thee) a florid virtuoso solo for second soprano that sounds more like opera than a Mass.

Isabel, who recently sang this Mass with the Buffalo Symphony with Valdés on the podium, provides the contrast of her rich colored voice to balance the more lyric soprano of Santaliz.

“El Incarnatus Est,” another

masterpiece, is an exquisite eight-minute soprano aria resembling a flute or oboe.

This unfinished work puts unusual emphasis on the female singers, leaving tenor Jehu Otero Mateo and baritone Martín Alicea Díaz to handle the ensemble work.

‘Jupiter,’ a Mozart masterpiece

At 30 minutes, Mozart’s “Symphony No. 41” in C Major (“Jupiter”) was one of his longest and (due to the key) one of his most cheerful. The C Major piece will act as a triumphant counterpoint to the “C Minor Mass” of the first part of the program.

The fourth and final movement of the symphony, a technical marvel, is the one to wait for, leaving a triumphant memory of beauty and excellence as the last measures of this PRSO season.

Entitled “Maximo Movimiento” (Maximum Movement), the theme is an apparent pun on the name of the Chilean conductor completing his 18th season as musical director.

Although the Musical Arts Corporation is looking for a successor for Valdés, the board has extended his contract indefinitely until a replacement is found.

The PRSO’s closing concert will begin Saturday at 7 p.m. in the Pablo Casals Symphony Hall at Luis A. Ferré Performing Arts Center in Santurce.

S&P 500 ends down as chip stocks give up gains

The S&P 500 ended ⁠lower ⁠on Thursday, with Intel and other chip ⁠stocks retreating after a recent rally, while uncertainty around U.S.-Iran peace talks weighed on the wider market.

U.S.-listed shares of Arm Holdings tumbled as worries about the company’s ability to secure sufficient supplies for its new AI chip overshadowed a strong earnings forecast.

Intel and Advanced Micro Devices declined, giving back some of their gains from earlier this week.

The PHLX chip index dropped, trimming its gain so ⁠far this ⁠quarter to around 46%.

The United States and Iran were edging toward a temporary agreement to halt their war, sources and officials said, with Tehran reviewing a proposal that would stop the fighting but leave the most contentious issues unresolved.

“You can have a string of days like this, and that’s not going to take away from the fact that this has been a rip-roaring quarter of recovery, driven by fundamentals,” said Mike Dickson, head of portfolio management at Horizon Investments in ⁠Charlotte, ⁠North Carolina.

Oil prices edged lower, trading ⁠around $100 per barrel. [O/R] Nvidia and Microsoft both climbed, underscoring investor confidence in Wall Street’s heavyweight AI companies.

According to preliminary data, the S&P 500 lost 29.46 points, or 0.40%, to end at 7,335.66 ⁠points, while the Nasdaq Composite lost 32.75 points, or 0.15%, to 25,801.20. The Dow Jones Industrial Average fell 313.34 points, or 0.64%, to 49,597.25.

A relentless rally in technology and AI shares has helped push U.S. stocks to record highs in recent days as investors cheer signs of strong demand for artificial intelligence and a robust earnings season. S&P 500 companies are on track for their strongest profit growth in ⁠more than four years.

The chip boom goes ⁠on, with Asia seeing rolling catchups to this week’s tech surge as markets there return from holidays. Wednesday was South Korea’s turn, today was Japan’s.

Led by a near 20% leap in tech-focused SoftBank’s shares, the benchmark Nikkei index jumped almost 6% as Japan returned from the Golden Week holiday.

Europe’s STOXX 600 gained 2% on Wednesday, leaving it some 2% away from pre-Iran war levels, though the index paused in early trading on Thursday.

Iran is currently reviewing the latest U.S. proposal to end the war, which would reportedly kick off 30 days of detailed negotiations to reach a full agreement. ⁠Despite the renewed peace hopes, however, military activity in the Gulf and Lebanon continued sporadically. Back in the macroeconomic ⁠world, the build-up to Friday’s U.S. payrolls release has shown little damage to hiring so far from the two-month energy shock. ADP’s private sector jobs readout for April came in ahead of expectations.

Global health officials race to track hantavirus but predict ‘limited’ outbreak

Health officials in a growing list of countries scrambled Thursday to track people connected to a deadly outbreak of the hantavirus on a cruise ship. The World Health Organization also predicted a “limited” spread of the virus if public health measures were implemented.

“This is not COVID; this is not influenza,” Dr. Maria Van Kerkhove, the WHO’s head of epidemic and pandemic preparedness, said at a news conference in Geneva on Thursday. “This spreads very, very differently.”

Human-to-human transmission of the hantavirus, a family of viruses carried by rodents, is rare. The Andes strain of the hantavirus, which has been confirmed in cases tied to the cruise ship, is the only one known to spread from human to human, but it is transmitted primarily through close personal contact, Van Kerkhove said.

“This is not the start of an epidemic; this is not the start of a pandemic,” she said.

Since April 11, three passengers who were aboard the MV Hondius, a Dutch-flagged cruise ship, have died and at least five other people have been sickened after showing symptoms of the hantavirus, according to the WHO. Health officials have confirmed five cases of the hantavirus on the ship so far, all of them involving the Andes strain, which is primarily found in South America.

People in several countries are now being tested or monitored after possibly being in contact with the virus.

Three people in the Netherlands who developed symptoms after coming into contact with an infected person on a plane were tested

for the virus, Dutch public health officials said. Two of the results came back negative, and the third was still being analyzed.

Earlier, the Dutch Health Ministry said a flight attendant was undergoing testing for the hantavirus at a hospital Thursday after she came into contact with an infected person.

Dutch media outlets reported that the flight attendant worked for KLM Royal Dutch Airlines. The company declined to comment, citing privacy considerations for its employees, and the Dutch Health Ministry did not specify whether the two negative results included the flight attendant.

Authorities did not say if the flight attendant was showing symptoms or whether she had worked on a flight that one of the victims of the cruise ship outbreak had briefly boarded the day before dying. That victim, a 69-yearold Dutch woman, died April 26 in Johannesburg.

The day before she died, the woman boarded KLM Flight 592 from Johannesburg to Amsterdam and spent about an hour on the plane, according to the airline. Barbara de Beukelaar, a passenger on that flight, said in a phone interview that the woman had been helped onto the plane in a wheelchair.

Airline staff members tended to the woman and decided to remove her ahead of the nearly 12-hour flight’s departure because of her condition, according to KLM.

“Nobody on board thought that they were dealing with a contagious virus,” de Beukelaar said.

KLM said that it had handed over the flight’s passenger list to Dutch health authorities for contact tracing.

The Hondius — carrying almost 150 passengers and crew from almost two dozen

countries — was on its way Thursday to the Canary Islands after three people who may have been infected with the virus were evacuated to the Netherlands.

The ship will not dock in the Canary Islands but will remain anchored offshore until passengers are transferred by boat to Tenerife for evacuation flights to their countries, Canary Islands authorities said. The ship is expected to arrive there Sunday.

Oceanwide Expeditions, the Dutch company operating the cruise, said in a statement Thursday that two of the people evacuated to the Netherlands were crew members with symptoms, a 56-year-old British national and a 41-year-old Dutch citizen.

A 65-year-old German woman without symptoms was also evacuated. She is undergoing tests in Germany, according to Düsseldorf University Hospital.

Dr. Jeanne Marrazzo, the head of the Infectious Disease Society of America, told reporters Thursday that “our level of concern should be really high” but urged people not to panic.

“It’s not the situation where it’s going to start an outbreak everywhere in the world, across the world, from probably these sort of little kindling cases,” she said. “We don’t know that yet, but we really have to sort of try to just be calm and focus on the context and look at the risk in those situations.”

Genetic sequencing of samples in South Africa suggests that the virus is nearly identical to the version seen in Argentina and has not mutated in ways that would make it a greater threat, according to Tulio de Oliveira, director of the Centre for Epidemic Response and Innovation at Stellenbosch University in South Africa. De Oliveira was not involved in the work but said the results had been presented to an

expert group of which he is a member.

Tracing everyone who may have come in contact with those sickened by the virus could prove challenging.

On April 24, 30 people from at least 12 different countries disembarked from the ship in St. Helena, a remote island in the South Atlantic. That was more than a week before the first confirmed case of the virus was reported, according to Oceanwide.

The company said it had contacted the people who disembarked in St. Helena. At least one of them, a man in Switzerland, was receiving care in a hospital in Zurich and had tested positive for the virus, according to the WHO.

“We are working to establish details of all passengers and crew who embarked and disembarked” the ship since March 20, Oceanwide said.

In Singapore, two people who had been on the ship were in isolation and being tested for the virus, according to the National Center for Infectious Diseases. In Denmark, local health authorities said that a Danish passenger of the ship who had not been tested for the hantavirus was self-isolating without any symptoms.

A French national who came into contact with one of the cruise passengers on an April 25 flight to Johannesburg from St. Helena island exhibited mild symptoms and is in isolation, French officials said Thursday. That person is also undergoing diagnostic testing, the officials said. Seven other French nationals on the flight are being monitored.

In the United States, residents in five states were being monitored for potential hantavirus infections after being on the ship, officials said. None of them had symptoms, the officials said.

US awaits Tehran’s response to peace proposal

The United States was waiting Thursday for Iran to convey its response to the latest American proposal to end the war, after public messages from top-ranking officials on both sides suggested a burst of behind-the-scenes diplomatic activity.

Business leaders, consumers, politicians, shipping companies and many others around the world have also been watching closely for signs of a breakthrough. The conflict, which has dragged on into a third month and prompted Iran and the United States to implement rival blockades around the Strait of Hormuz, has choked off a major oil transit route, wreaking havoc on global supply chains and causing energy prices to spike.

Iran’s Foreign Ministry spokesperson, Esmail Baghaei, said late Wednesday that his government was reviewing an American response to a 14-point Iranian proposal to end the war and would give its response to Pakistan, a key mediator. Neither Tehran nor Washington has said what the U.S. response entails.

“The exchange of messages through the Pakistani intermediary is ongoing, and reviews of the exchanged texts are continuing,” Baghaei told IRIB, Iran’s state broadcaster.

Earlier in the day, another Iranian official had dismissed a reported proposal to end the war as a “list of American wishes.”

In a sign of further diplomatic activity Thursday, Iranian Foreign Minister Abbas Araghchi held a phone call with his Pakistani counterpart, according to brief statements from both ministries. Hours earlier, a spokesperson for Pakistan’s Foreign Ministry said that Islamabad was optimistic about a deal, while declining to elaborate on what it would include. “We expect an agreement sooner rather than later,” the spokesperson, Tahir Andrabi, told reporters.

President Donald Trump, after threatening more attacks, said Wednesday that there had been “very good talks” with Iran, adding: “We’re in good shape, and now we’re doing well, and we have to get what we have to get.” Earlier in the day, Trump had issued a new ultimatum to Iran, threatening to restart attacks “at a much higher level and intensity” if Iran reneged on apparent concessions. He did not elaborate on what those were.

Ted Turner, the cable pioneer who created CNN, TNT and Turner Classic Movies, died Wednesday at 87. His death was met with appreciations from leaders in news and entertainment, who remembered the transformative effect he had on the media industry.

“Ted’s entrepreneurial spirit, creative ambition and willingness to take risks changed the media industry forever. Nick Pope, UFO sleuth who chased the truth, dies at 60

Nick Pope, who investigated UFO sightings for Britain’s Ministry of Defense, a position that turned him from skeptic to believer and later made him one of the world’s most respected ufologists, often likened to FBI agent Fox Mulder on “The X-Files,” died on April 6 at his home in Tucson, Arizona. He was 60.

The cause was esophageal cancer, said his wife, Elizabeth Weiss, an anthropologist whom Pope referred to as the real Dana Scully, Agent Mulder’s skeptical partner on the long-running Fox television drama about paranormal mysteries.

After leaving his UFO post at the ministry in 1994, Pope appeared frequently on the History Channel documentary series “Ancient Aliens”; commented on extraterrestrial matters for TV news programs; and consulted on Hollywood projects like Steven Spielberg’s film “War of the Worlds” (2005), based on the H.G. Wells novel about a Martian invasion of Earth, and a reboot of “The X-Files.”

Mild-mannered, with a dry British wit and the genial disposition of a curious academic, Pope was a well-grounded voice of restraint on a subject often prone to spiraling into conspiracy and spectacle.

“He was smart enough to avoid the pitfalls in this field where people, if they have even a little bit of knowledge, can get really fringy and weird,” Ralph Blumenthal, a former New York Times reporter and the author of “The Believer” (2021), about alien encounters, said in an interview. “He kept his bearings. He had humility.”

Pope entered the UFO universe in 1991, two years before “The X-Files” premiered.

A career civil servant, he had been working in air force operations at the Ministry of Defense when he was reassigned to a department that investigated UFO sightings. He was its only employee. Colleagues teased him, calling him “Spooky” and sometimes whistling notes from the score of Spielberg’s “Close Encounters of the Third Kind” as he walked by.

“I consider myself to be intelligent and rational,” he wrote in “Open Skies, Closed Minds.” “A career civil servant with 10 years of experience at the ministry who has reached the ranks of middle management is not supposed to believe in an alien presence. Indeed, I started my tour of duty believing in aircraft lights, but I ended it believing in aliens.”

At first, he understood the mockery.

“I confess to being initially skeptical,” Pope wrote in an essay for The Guardian in 1997. “I believed UFOs were vague lights in the sky seen by people out late at night walking their dogs, perhaps on their way back from the pub.”

Still, he resolved to take his job seriously.

“I was going to call it how I saw it, and pay no attention to the personal prejudices of those who, quite frankly, wouldn’t admit there might be things they couldn’t explain even if a flying saucer landed in their back garden,” he wrote in his autobiography “Open Skies, Closed Minds” (1996). “Like Fox Mulder, I was the rebel, the man from the corridors of power who wouldn’t play by the same ‘establishment’ rules as everyone else.”

In one case, a man called to report that a UFO had just landed in Regent’s Park in London. Another time, he received a letter that said, “I am writing to you today with extraordinary news; there are aliens on my estate.” Fishermen called reporting strange lights. There was a man on a hike in Quantock Hills, in rural Somerset, who claimed he had seen a large, triangular-shaped craft with batlike wings.

Pope interviewed witnesses, checked military

Pope joined the ministry when he was 19, working in jobs that included financial policy, counterterrorism and policing. At one point, he saved six cows, though he never explained why or how, simply saying it was a long story.

After he was rotated out of his post in 1994, Pope turned to book writing.

“Open Skies, Closed Minds” was a bestseller. The ensuing publicity tour established his bona fides as a UFO insider, even if he didn’t use that acronym himself. At the ministry, he was among the first to begin using the term UAP — unidentified aerial phenomenon — as a way of “shedding the tabloid baggage of ‘UFO,’” he wrote.

In addition to media appearances and public speaking events, Pope wrote guest essays in newspapers urging U.S. government officials to disclose what they knew on the subject.

“It would not imply that the country has suddenly started believing in little green men,” he wrote in the Times in 2008. “It would simply recognize the possibility that radar alone cannot always tell us what’s out there.”

Pope was overjoyed in 2017 when Blumenthal, along with Helene Cooper and Leslie Kean, published a major scoop in the Times revealing that the U.S. Defense Department had a top-secret program to investigate UFOs and other unexplained

“The real story here is the political one, in that for decades now the U.S. government said we are not interested in UFOs. We are not investigating them,” he told CBC radio in Canada. “Turns out they are. Their pilots are chasing them, and there’s this secret classified research effort to try and get to the bottom of the mystery.”

Pope met Weiss at a hotel where there was also a UFO convention. They married in 2011.

In addition to his wife, he is survived by a brother, Sebastian Pope.

Before he died, Nick Pope was hopeful that President Donald Trump would release everything the U.S. government knows about UFOs.

“If the U.S. government is aware of an extraterrestrial presence, Trump is more likely than any previous president to spill the beans,” Pope wrote in Skeptic magazine in February.

But he was also less sure about the existence of UFOs than he had been while working for the Ministry of Defense, writing that if Trump’s presidency “ends without disclosure, I’ll be 99.9% convinced that there’s nothing to disclose.”

The field was at a crossroads, he thought, and it was time for concrete answers.

“Ufology has come out of the fringe and into the mainstream,” he wrote, “but I believe there’s a distinct possibility that it will move out of the mainstream and back into the fringe.”

Pope wouldn’t live to find out. He was fine with that.

“I’m grateful for the things I’ve done,” he wrote in a note to fans before his death, “not mournful for the things that I won’t now get to do.”

Atléticos retire Piculín’s jersey, defeat Santeros

The Atléticos of San Germán retired the number 4 jersey -- worn by the late José Rafael “Piculín” Ortiz Rijos, who died of cancer on Tuesday at age 62 -- during Wednesday night’s Superior National Basketball (BSN by its initials in Spanish) game between the Atléticos and the Santeros of Aguada at Arquelio Torres Coliseum in San Germán.

The Atléticos defeated the Santeros, 81-76, led by Montrezl Harrell, who recorded a double-double with 17 points, 15 rebounds and two assists.

Elsewhere in the BSN on Wednesday, the Gigantes of Carolina-Canóvanas and the Indios Mayagüez also notched victories.

At Juan ‘Pachín’ Vicéns Auditorium in Ponce, the Gigantes defeated the Leones, 90-85.

After the Gigantes took a 51-45 lead into the intermission, a putback dunk by Hunter Tyson with 6:45 left in the third quarter extended the advantage to its widest margin of the game, 61-

Preliminary volleyball roster named ahead of NORCECA Final Four in Ponce

The Puerto Rican Volleyball Federation (FPV) earlier this week announced the national preliminary roster that will begin preparations for the 2026 NORCECA Women’s Final Four, to be held June 5-7 at Salvador Dijols Arena in Ponce.

Official practices are scheduled to begin in mid-May, as part of the training plan designed by the national coaching staff.

The Final Four arrives following Puerto Rico’s capture of its third consecutive tournament championship in 2025 -- finishing undefeated and securing its berth in the 2026 NORCECA Senior Women’s Continental Olympic Championship. This year, the team returns home to defend its title against highcaliber opponents.

Last season, Soriano, 27, was 10-11 with a 4.26 earned run average; a 3.73 FIP, or fielding independent pitching; and 8.1 strikeouts per nine innings. The native of Santo Domingo, Dominican Republic made some adjustments in the off-season and has become one of the best pitchers in baseball to start the year, dominating most of the teams he has faced. He not only misses bats, but he also has an incredible ground ball rate. The Angels have finally found their ace.

Cam Schlittler

RHP, New York Yankees

Schlittler, 25, made his MLB debut last year and was dominant, going 4-3 with a 2.96 ERA over 14 games started in the regular season. He followed that with a 1.26 ERA in two postseason starts. He has been able to carry that success over this year, keeping his ERA under 2.00 while striking out more than eight batters for every walk issued while also limiting extra-base hits. He ranks in the 99th percentile in pitching run value and 100th percentile in fastball run value.

Though he relies primarily on his sinker, four-seamer and cutter (89% of his pitches), he also has a decent curve. Hitters have no chance in or out of the strike zone against him.

Nolan McLean

RHP, New York Mets

McLean, 24, started the season as the Mets’ No. 2 starter behind Freddy Peralta, but he has quickly surpassed Peralta, becoming the ace of the Mets’ staff, to no one’s surprise. Last year, McLean burst onto the scene, dominating opposing teams in eight starts (5-1, 2.06 ERA with 57 strikeouts in 48 innings). He was so impressive that he was not only asked to be on the U.S. team’s starting staff for the World Baseball Classic, but he was also tasked with starting in the championship game.

McLean has continued his 2025 success at the outset of 2026, serving as one of the Mets’ few bright spots in what has been a disastrous season to date. He has a deep arsenal of pitches, and his sinker, four-seamer, sweeper and curveball have all been nearly unhittable. The Mets’ long-term ace has arrived in Queens.

Chase Dollander

RHP, Colorado Rockies

The No. 9 pick in the 2023 MLB draft out of Tennessee, Dollander, 24, struggled in his first taste of the major leagues. He came into this season with a career record of 2-12 with a 6.52 ERA, with only 82 strikeouts in 98 innings. Under the Rockies’ new leadership, the pitching group has been given access to more technology and analytics, helping pitchers make better

adjustments. Dollander has taken advantage of that so far this season, pitching like the player who was one of the top arms in college baseball three years ago. He is throwing more strikes and has seen an increase in the life on his four-seam fastball.

For much of the year, Dollander has come out of the bullpen behind an opener. He will most likely move into a traditional starter’s role, but his use thus far has been a sign that the Rockies are thinking outside the box and maximizing their talent under new leadership.

Gavin Williams

RHP, Cleveland Guardians

Williams, 26, had a breakout season last year, when he went 12-5 with a 3.06 ERA over 31 starts. At the time, you could tell with his nasty repertoire that he was ready to make the leap to ace status. This year, he is proving that projection accurate, as he has cleaned up his command and has seen even better results.

His impressive extension down the mound makes his 97mph heater look more like 100 mph, and his sweeper has been dominant, as well. His curveball buckles my knees just watching it, and opposing batters are having little luck hitting it.

Jacob Misiorowski

RHP, Milwaukee Brewers

Misiorowski, 24, arrived on the MLB scene in dominating fashion, making the National League All-Star team after just five appearances last year. But he dealt with injuries and regression in the second half, and it was not clear what we were going to get from him this season. With Peralta’s trade to the Mets and Brandon Woodruff’s shoulder not back to form, Misiorowski got the nod to be their opening day starter, and he has more than lived up to the assignment.

Misiorowski is in the 99th percentile in fastball velocity and extension down the mound, which is a deadly combination. His secondary pitches have been even more impressive, as opponents have struggled to make contact against his wipeout slider and curveball. His command can still come and go, but he is walking fewer batters this season and is a threat to throw a nohitter each time out.

Honorable mentions

Keep an eye out for several other young pitchers who are rising fast and should not be overlooked, including Bryce Elder of the Atlanta Braves, Landen Roupp of the San Francisco Giants, Chase Burns of the Cincinnati Reds, Parker Messick of the Guardians, Taj Bradley of the Minnesota Twins and Will Warren of the Yankees.
