Senate President Thomas Rivera Schatz said Thursday that the reform of the permitting system must be evaluated without compromising municipal powers, following concerns raised by San Juan, Bayamón and Carolina regarding autonomy and territorial planning.
“Senate Bill 1173 essentially addresses the operational framework of the permitting structure,” Rivera Schatz remarked during a public hearing. “Senate Bill 1183 is somewhat more complex, as it repeals 14 or 15 laws and proposes harmonizing nearly 30 additional statutes.”

The Committee on Innovation, Reform, and Appointments held its fourth public hearing regarding Senate Bill (SB) 1173 -- authored by Rivera Schatz -- and SB 1183, introduced by Gov. Jenniffer González Colón.
Rivera Schatz said he is concerned about altering special municipal laws that directly impact the daily operations of San Juan, including legislation pertaining to Río Piedras.
“From my perspective -- specifically in the case of San Juan -- there are certain special laws that do indeed influence the daily dynamics of municipal governance,” he said. “Consequently, this concerns me, as I believe that if something is functioning effectively, it should not be altered.”
Gladys Maldonado Rodríguez, director of the San Juan Permits Office, warned that SB 1183 fundamentally redefines the relationship between the central government and the municipalities.
She raised concerns regarding conditional municipal autonomy, the supremacy of central government regulations, the delegation of functions to accredited professionals, and limitations on municipal oversight authority.

Fullana recommended that the determinations made by municipal adjudicative boards be in harmony with current territorial ordering plans, regulations, and municipal ordinances.
The Autonomous Municipality of Carolina submitted a written statement warning against the use of automatic permitting mechanisms and self-certification processes in residential and tourism zones, as well as in areas vulnerable to flooding.
Carolina argued that “simplifying should not be tantamount to deregulating,” and that “expediting cannot become a matter of granting approval without the responsible analysis required by the public interest.”
The municipality recommended excluding from automatic processes any projects located in flood-prone areas, environmentally sensitive sectors, and zones subject to special federal requirements.
Rivera Schatz said the panel would draft a final document with the recommendations and post it on the Senate’s website before considering any bill before the full body.

ov. Jenniffer González Colón said Thursday that water supply issues in the San Juan metropolitan area cannot be resolved simply by changing directors at the Puerto Rico Aqueduct and Sewer Authority (PRASA), but rather through investment in infrastructure.
“I do not believe this is a problem of ‘who’ is in charge, because multiple directors have already come and gone in the metropolitan region,” the governor told reporters at a press conference in Bayamón. “It is a serious structural problem.”
González Colón said low water pressure and water shortages in the higher-elevation areas of San Juan stem from problems that have persisted for nearly a decade, but that “does not mean residents have to endure another 10 years of the same conditions.”
The governor added that PRASA and the Municipality of San Juan have agreed to extend water distribution schedules, deploy additional water tankers and increase the volume of water supplied to assist affected communities. She noted that PRASA crews have installed a 12-inch emergency pipeline in an effort to restore water service to the affected sectors, so that “even if at lower pressure [...] residents receive at least some water.”
Bayamón Mayor Ramón Luis Rivera Cruz noted that “the first of the 10-million-gallon pumps has already been installed” to correct for the three that were damaged within the Finca Rosso system, and that “once all three pumps are fully installed, water service should return to normal in Guaynabo and in one-third of the city of Bayamón.”

Gov. Jenniffer González Colón announced on Thursday the commencement of Phase 1 of Contract 3 of the Caño Martín Peña Ecosystem Restoration Project, involving an investment of $57.4 million.
“Today, we take a historic step with the start of Phase 1 of Contract 3 of the Caño Martín Peña Ecosystem Restoration Project,” González Colón said in written remarks.
The contract was awarded on Sept. 30, 2025, to Novel Construction LLC, utilizing funds derived from the federal infrastructure investment law approved in 2021.
The scope of work includes the development of a temporary staging area on grounds belonging to the Roberto Clemente Sports City, the preparation of aquatic disposal pits within the San José Lagoon, protective measures for the Moscoso and Barbosa bridges, and the dredging and channelization of portions of the Martín Peña Channel (Caño Martín Peña).
The work is estimated to take five years to complete, extending through 2030.

The governor noted that during her ten-
ure as resident commissioner in the U.S. Congress, she secured over $163 million in federal funds for the project’s construction phase.
Awilda Camacho Llanos, president of the Group of Eight Communities Adjacent to the Caño Martín Peña (G-8), highlighted the community’s struggle to drive the project forward and to safeguard the residents’ right
to remain in their homes.
“The G-8 has been the driving force behind this project, defending the residents’ right to stay in the face of the threat of displacement,” Camacho Llanos said.
Mario Núñez Mercado, executive director of the ENLACE Project Corporation for the Caño Martín Peña, stated that the commencement of work will allow for progress toward the revitalization of the waterway.
“With the start of these works, we are strengthening the infrastructure necessary to ensure that the dredging and revitalization of our waterway finally become a tangible reality that transforms the quality of life for our people,” he said.
The project was originally authorized in 2007 under the federal Water Resources Development Act, at a cost of $150 million. Subsequently, the authorized amount was increased to $255.8 million through federal legislation enacted in 2020.
The project has two non-federal sponsors: the island Department of Natural and Environmental Resources and the ENLACE Project Corp. The cost-sharing arrangement consists of 65% federal funds and 35% non-federal funds.

In a major move to fortify Puerto Rico’s capital against natural disasters, the U.S. Army Corps of Engineers (USACE) Caribbean District has awarded a landmark $1.078 billion contract to Spanish infrastructure giant Ferrovial.
The deal represents the largest contract ever granted by the USACE on the island.
The massive engineering undertaking focuses on the Río Piedras channel, aiming to overhaul the region’s flood defenses through a
series of significant structural enhancements.
The work will span a critical corridor of San Juan, stretching from the José de Diego Bridge, passing the Roosevelt Avenue Bridge, and concluding in the vicinity of Luis Muñoz Marín Park. Ferrovial’s technical mandate includes:
* Channel optimization: Extensive widening and deepening of the existing waterway through specialized dredging.
* Structural fortification: Construction of two massive drilled-shaft floodwalls, each measuring 5,200 feet in length.
* Utility & system upgrades: A compre-
hensive relocation of essential water, sewer, and electrical lines, alongside modernized stormwater management systems.
Beyond the physical construction, the project is poised to become a significant economic engine for the region. Estimates suggest the initiative will generate more than 10,400 jobs -- comprising 8,248 direct construction roles and 2,205 indirect positions.
Once operational, the improved defenses are expected to prevent roughly $126 million in annual flood-related damages. Col. Charles L. Decker, commander of the USACE
Caribbean District, said the stakes for local residents are high.
“Nearly 98% of the damages this work prevents would otherwise fall on homes, schools, and local businesses,” Decker noted, emphasizing that the investment is as much about community reinvestment and public safety as it is about civil engineering.
The project marks a pivotal step in strengthening the “economic vitality” of San Juan’s most vulnerable districts, providing a long-term shield against the perennial threat of tropical flooding, officials said.

Natural and Environmental Resources (DNER) Secretary Waldemar Quiles Pérez announced on Thursday that personnel from the Specialized Sargassum Unit have been dispatched to Pitahaya Beach in Cabo Rojo to assess the arrival of sargassum in that area.
The specialized technical personnel will assess marine and wind conditions, collect samples of the material, and determine the necessary actions to address the latest seasonal accumulation of the seaweed.
“We have received information indicating that the sargassum event in that sector of Cabo Rojo is significant, which necessitates a visit to the area to begin
the work of understanding the situation,” Quiles said.
The DNER chief noted that starting in February, it refurbished heavy equipment and vessels in preparation for the sargassum season.
The DNER acquired drones to measure sargassum patches and study mitigation methods. It also purchased two new ves-
sels -- representing an investment of over $750,000 -- equipped with conveyor systems designed to collect the material and deposit it into a temporary holding container.
According to the National Oceanic and Atmospheric Administration, over 40 million metric tons of sargassum were reported in the tropical Atlantic in 2025.

U.S. District Judge Laura Taylor Swain
issued an order Thursday temporarily halting the transfer of lawsuits against grid operator LUMA Energy to the Puerto Rico court. The ruling responds to “Urgent Motions” filed by the private consortium, which requested a stay of the remand pending its appeals.
The order affects an earlier ruling by Swain in lawsuits filed by the Puerto Rico Electric Power Authority, the Public-Private Partnerships Authority, and Gov. Jenniffer González Colón, all seeking to cancel LUMA’s supplemental contract to operate the energy utility’s transmission and distribution system.
La Fortaleza Chief of Staff Francisco Domenech Fernández said he expected LUMA to appeal to the First Circuit after Swain’s decision to return the contract-cancellation cases to state court.
“We are not surprised,” Domenech told reporters. “Obviously, LUMA is determined not to provide the people of Puerto Rico with good service while continuing to raise our electricity costs.”
Domenech said the González Colón administration filed a motion on Wednesday with the Puerto Rico Supreme Court asking it to note Swain’s decision and resume the cases.
He added that the justice secretary filed informational motions so the Supreme Court can reassume jurisdiction and review the cases on their merits.
Domenech added that the government will continue the process in commonwealth court to seek the cancellation of LUMA’s contract.
He said the González Colón administration will keep fighting, and that’s why yesterday’s Supreme Court motion was filed -- to keep the case moving forward at the state level.
On Law 82 of 2026, meanwhile, which changes permit challenge processes, Domenech argued the law aims to prevent work stoppages based on unsubstantiated claims. The law will require individuals challenging proposed projects to post a 10% deposit based on the cost of the project.
“I believe the position is simple: mere frivolous allegations cannot be used to halt construction or projects,” Domenech said.

“The law aims to prevent frivolous allegations or attempts to cancel these permits.”
The official said the bill allows individuals or communities to challenge a permit at the agency level without posting a bond.
“If you first file an appeal with the agency, which is where everything begins, as I understand the bill, a bond isn’t required,” Domenech said. “So, you can start the appeal process.”
He maintained that the bond would apply when a party is unsuccessful with the agency and decides to go to court.
“It’s when the agency makes a determination against that appeal, and you want to go to court -- that’s why I was talking about courts -- and you want to go to court, that’s when the bond is required,” he said.
The official denied that the measure is intended to benefit developers and stated that it seeks a balance between the right to appeal and the economic impact of halting a project.
“I wouldn’t categorize it as benefiting developers; it’s about striking a balance,” he said.
“This has nothing to do with the substance of the project,” Domenech added. “This is about how we expedite permits and remove obstacles to project stoppages.”

The implementation status of the salary increase and retroactive payment provided for by the “Special Base Salary Law for the Rangers Corps” was the subject of a public hearing in the island Senate earlier this week.
“The members of the Ranger Corps of the Department of Natural and Environmental Resources [DNER] don’t want excuses, they want an explanation,” said Senate Public Safety

and Veterans Affairs Committee Chairman Gregorio Matías Rosario. “The budget hasn’t been presented yet, and we have a month and a half for our colleagues to receive their raise in June. … For me, it’s important that they start receiving their raise.”
During Wednesday’s hearing, the DNER, the Office of Management and Budget (OMB) and the Fiscal Agency and Financial Advisory Authority (AAFAF by its initials in Spanish) detailed the actions taken related to the implementation of the measure and acknowledged that the process is still under evaluation by the Financial Oversight and Management Board.
Attorney Carla Marrero Bishop, representing the DNER, stated that multiple administrative and budgetary actions have been taken to facilitate the implementation of Law 156-2024. She noted that on Feb. 26, 2025, the DNER formally requested a statement from the Office of Administration and Transformation of Human Resources regarding the implementation of the legislation and that meetings were subsequently held to discuss the salary structure of the Ranger Corps and the feasibility of the measure.
It should be further noted, the lawyer said, that the Ranger Corps has a total of 308 employees, including 30 sergeants, six lieutenants and two first lieutenants, while the rest of the staff is made up of agents in charge of surveillance and protection of natural resources in Puerto Rico.
Marrero Bishop said that on July 17, 2025, she submitted
a budget proposal to the OMB requesting funds to implement the salary increase, estimated at some $1.3 million annually. However, the oversight board subsequently instructed that the evaluation related to the Ranger Corps be conducted comprehensively within the corresponding government structure, and therefore the budget proposal was returned pending further evaluations and certifications.
“The DNER continues to carry out the necessary procedures and is awaiting the completion of the corresponding processes by the relevant agencies,” Marrero Bishop stated, reiterating that the effective implementation of the measure depends on authorizations and certifications from the corresponding fiscal and regulatory entities.
OMB attorney Carmen Guillén González stated in a joint memorandum to the AAFAF that “the [oversight board] has stated that its implementation is not appropriate at this time,” referring to Law 156-2024. Both entities indicated that the measure remains under evaluation and subject to the requirements and controls imposed under the Puerto Rico Oversight, Management and Economic Stability Act and the certified Fiscal Plan.
“Until this analysis is completed and the [oversight board] determines that Law 156 is consistent with the Fiscal Plan and the current budget, any decision regarding the identification or allocation of resources remains conditional upon that process,” Guillén González said.

Even though the two dams spanning the river in Bedford, Pennsylvania, were old, troublesome and functionally useless, locals just couldn’t quit them.
The dams were built for swimming and fishing, but so much silt had built up that the river was mere inches deep. They trapped debris, worsened flooding and thwarted migratory fish. They were also falling apart, drawing warnings from the Environmental Protection Agency that they would have to be replaced, repaired or removed, at local taxpayer expense.
Yet the people of Bedford had grown attached to the dams, which dated back 50 years. Some also believed, wrongly, that the barriers housed important utility wires or cables. “Somebody always came forward and gave a concrete reason those dams could not possibly be removed,” said Kenny Fetterman, who sits on the Bedford Borough Council.
He was determined to find a fix, and spearheaded an effort that led to the dams’ removal last summer. “Now the river is so much cleaner,” said Fetterman, who as far as he knows is not related to Sen. John Fetterman, D-Pa. “The quality of water has improved drastically. There’s freshwater clams in there.”
It was part of what might be called the undamming of America.
Last year, more sections of the country’s rivers were reconnected thanks to dam removals than at any other time in history, according to the nonprofit group American Rivers. In 2025, more than 100 dams were dismantled in 30 states, reconnecting around 4,900 miles of waterways, including 156 miles of a branch of the Juniata River that are now reconnected thanks to the removal of Bedford’s two dams.
The resulting free-flowing waterways are healthier, cooler and less prone to algal blooms, and serve as vital habitat for migratory fish and other aquatic life.
They’re also safer. The average age of America’s dams is 60 years. While dams needed for flood regulation, water storage or irrigation must stay in place, many no longer serve their original purpose and are at risk of collapse.
“Our dams aren’t getting younger,” said Serena McClain, who oversees the dam removal program for American Rivers. “With more extreme weather, more and more of
these structures are failing over time. If we don’t remove them, Mother Nature is going to do it for us.”
It is unclear exactly how many dams are scattered across America.
The National Inventory of Dams, compiled by the U.S. Army Corps of Engineers, lists about 92,000 dams, nearly 17,000 of which are deemed high hazard risks should they fail. But, according to the National Aquatic Barrier Inventory, there are hundreds of thousands of smaller and unregulated structures that block waterways.
The majority were built to create swimming and fishing holes or reservoirs for water supplies, or to generate power and irrigate farm fields. Most are privately owned and increasingly obsolete, making them a liability both for people and the environment. Low-head dams, which are designed to have water flow over them, create a recirculating current downstream that can trap people and debris. They’re known as “drowning machines” and have caused nearly 800 reported fatalities.
There is broad bipartisan support for dam safety and repair, according to Del Shannon, a geotechnical engineer and dam expert. “We’re one of the few areas where those guys can agree on,” said Shannon, who helped write the American Society of Civil Engineers Infrastructure Report Card, which gave American dams a D+ grade.
But federal money allocated to rehabilitate and remove dams is far less than what’s needed, Shannon said.
A 2025 report by the Association of State Dam Safety Officials estimated that rehabilitating all non-federally owned dams would cost about $165.2 billion (The federal government owns just 4% of dams).
While the 2021 infrastructure law earmarked $3 billion for dam repair and removal, Congress has since reallocated $364 million. Under the Trump administration, many grants for dam removal and safety have also stalled amid budget cuts. And it has pushed back against some removals.
In April, the Trump administration intervened in PG&E’s decommissioning of two hydropower dams in Northern California. The two dams have not produced electricity since 2021 because of equipment failure and the utility determined that fixing the equipment didn’t make economic sense.

tary Brooke Rollins wrote on the social platform X that the decommissioning reflected a policy of “putting fish over people.”
Hydropower dams have been a source of inexpensive energy, but the cost of repairs and relicensing can outstrip the benefits, said Desiree Tullos, a professor in biological and ecological engineering at Oregon State University. And fewer than 3% of the country’s dams generate power.
In 2023 and 2024, four major hydroelectric dams on the Klamath River in Oregon and California were dismantled, the biggest dam removal project in history. It was touted as an environmental win, but the main reason PacifiCorp, the owner, opted to take down the dams is because it
was cheaper than leaving them in place. The Trump administration has since cut funds for the river’s restoration.
Tullos said there are some scenarios where it doesn’t make sense to remove dams, such as when stored sediment is contaminated and remediation proves too expensive. But, she added, “the economic and environmental costs of maintaining obsolete dams never seems to justify any potential benefits.”
She noted that big dams are outnumbered by smaller ones that often do more harm than good. “The vast majority are these dinky little dams,” Tullos said “There’s just so many of these deadbeat dams on the landscape.”

Florida intends to shut down a high-profile immigration detention center that it opened last summer in the Everglades, according to a federal official and three people familiar with the facility’s operations.
Officials at the center, known as Alligator Alcatraz, told vendors there Tuesday afternoon that it was closing, the people familiar with the facility’s operations said.
Vendors were told that detainees would be moved from the facility by the start of June and that the center would be broken down over the following weeks, the three people said. The three people and the federal official all requested anonymity to discuss the closure, which has not yet been made public.
It is unclear where the detainees would go; the federal government runs many other detention centers, including in Florida. The Everglades center, which is run by the state, held about 1,400 detainees as of last month, according to Immigration and Customs Enforcement data.
The announcement came days after The New York Times reported that Florida was in talks with the Trump administration to shut down the center, which has cost the state hundreds of millions of dollars to operate since it opened last July. Gov. Ron DeSantis, a Republican, confirmed after the article’s publication that federal and state officials had discussed closing the center.
The Florida Division of Emergency Management, which operates the center, did not immediately respond to a request for comment Tuesday. Neither did DeSantis’ office. The Department of Homeland Security said in a statement that the agency “continuously evaluates detention needs and requirements to ensure they meet the latest operational requirements.”
Detainees and their relatives and lawyers, as well as immigration activists, have repeatedly denounced unsanitary and inhumane conditions at the center. State officials have consistently dismissed such descriptions as false.
When asked about the center’s future Monday, DeSantis did not suggest that a decision was imminent. Speaking to reporters in Fort Myers, Florida, he said that federal officials had not told him they wanted it shut down. But he added that if the federal govern-
ment stopped sending detainees to the center, the state would not keep it open.
DeSantis suggested that a second state-run detention center, west of Jacksonville, would remain open even if the Everglades center were to close and cautioned fellow Republicans not to abandon their aggressive position on immigration enforcement before November’s midterm elections.
“I think it would be a big problem politically to walk away from the deportation mission,” he said.
DHS officials have concluded that the Everglades center is ineffective and too expensive to run. The DeSantis administration has been spending more than $1 million a day to run the center, which is in an isolated area between Miami and Naples.
Florida has yet to receive the $608 million federal reimbursement it requested to run the center for about a year.
Some private vendors the state hired to help operate the center have been struggling to front costs. One vendor, who requested anonymity for fear of reprisal from the state, said in an interview last week that the state had not paid some invoices in more than 200 days.
Having financially strained vendors could be problematic for Florida once hurricane season begins June 1. Many of the same vendors working at the detention center would also be obligated to respond to a hurricane — for example, to remove debris after a storm. Their ability to respond might be limited without sufficient cash to front those costs, the vendor warned in the interview.
DeSantis said in a news conference in Miami last week that he was unaware of any delays in vendor payments and directed questions to the state’s emergency management division.

U.S.-China summits can change the world. President Richard Nixon’s 1972 trip to Beijing gave the United States an advantage over the Soviet Union in the Cold War. President Jiang Zemin’s 1997 tour of the United States eased China’s entry into the global economy and accelerated its national rise. The summit that began Thursday in Beijing between President Donald Trump and President Xi Jinping is taking place at another important juncture in the two countries’ relationship.
When Trump first won the presidency a decade ago, he correctly labeled China a threat to American interests and criticized past U.S. presidents for their naivete. In both his terms in office, however, Trump has weakened the United States relative to China. The damage has been especially bad in his second term.
His failed tariffs have been the central example, setting off a humbling chain of events. The tariffs proved ineffective at intimidating China even before the Supreme Court ruled some of them illegal. In response, China restricted U.S. access to valuable rare earth metals — and learned just how much leverage it has. To regain access to the minerals, Trump agreed to allow China to buy advanced American semiconductors that power artificial intelligence.
He has also diluted instruments of American power that have long been crucial to constraining foreign adversaries. He has alienated partners that can help counter China, including Japan, Australia, India, the European Union and Canada. He has cut

funding for scientific research, diminishing American prowess in AI, green energy and other realms.
Trump arrives in Beijing without the aura of strength that he cherishes. His war in Iran has hurt the American economy, and he reportedly plans to lobby Xi to buy more American goods, in agriculture and other sectors. In exchange, Xi wants weaker American support for Taiwan and even more access to American semiconductors. Either of these exchanges would be a bad deal for the United States.
Trump and his aides should recognize that Xi has his own problems, starting with wary Asian neighbors, a real-estate downturn, a disappointing job market and a demographic collapse. The safest outcome from the summit would be narrow agreements on shared interests, such as limits on AI to prevent the development of bioweapons. The two countries should also try to stabilize their relationship and ensure that bilateral military communications continue. A limited agreement along these lines would buy time for the United States to undo some of Trump’s damage and start rebuilding for the long competition ahead.
China policy is a rare area in which Trump shifted the consensus in both the Republican and Democratic parties. In his 2016 campaign, he argued that China had exploited the United States and that American leaders needed to get tougher. After taking office, he imposed targeted tariffs on semiconductors, steel, electronics, industrial machinery and other products. The Biden administration largely maintained or expanded those tariffs, and it strengthened alliances in Asia to restrain China’s aggression. For a time, Trump seemed to have started a bipartisan era of realpolitik toward a country that seeks to diminish American power.

advantages. Xi, as part of his effort to reunify Taiwan with mainland China, may ask the United States to explicitly oppose Taiwanese independence or delay weapons sales to the island. Either move would be a mistake. Already, Trump has signaled a worrisome lack of interest in Taiwan’s future as a democratic ally and economic partner.
Semiconductors are a related area of concern. Taiwan manufactures many of the semiconductors that American companies use. China, for its part, remains significantly behind the United States in the race to develop the most advanced AI. The Biden administration deserves some credit for the gap because it refused to allow American companies to sell the most advanced line of semiconductors to China. Trump has been weaker on the issue.
Xi very much wants the restrictions removed, and Trump has begun to loosen them. China now has permission to purchase Nvidia’s high-end H200 chips, but it is still blocked from buying the company’s top-line chips, known as Blackwell. If Trump ever lifts that restriction, he will be handing Xi a huge victory.

As is so often the case, though, Trump showed little strategic discipline, and he prioritized his own personal and political interests over the nation’s. Before his first term had ended, he had begun to abandon his apparent concern over China. In his second term, he has become even more accommodating.

His administration’s National Security Strategy no longer uses the phrase “great power competition” to describe the relationship with China, as Ryan Hass of the Brookings Institution noted. Trump instead seems tempted to allow China to dominate Asia, while the United States focuses on Latin America and the Middle East. “It was as if the president decided that the United States was now content to run aside China rather than slow it down or run faster,” Evan Medeiros wrote for the Chicago Council of Global Affairs.
The second-term tariffs typified his failures. They applied to virtually the entire world, including American allies, and Trump imposed them haphazardly and illegally. “The United States is losing ground in Asia,” the Lowy Institute, an Australian think tank, recently concluded. In the past few months, the war in Iran has continued the trend. Some countries skeptical of China, like Vietnam and the Philippines, have nonetheless turned to Beijing for help in getting access to energy. And America’s inability to defeat Iran’s much smaller military has raised questions about whether it could help defend Taiwan from a Chinese invasion.

It wants to discredit democracy and downgrade the importance of human rights and political equality. It wants a world where ethnic and religious oppression is accepted. China is the most important ally of several brutal dictatorships, including Russia, North Korea and Iran. Anybody who believes in pluralism, freedom and other liberal values should be rooting against a world where Xi and the Chinese Communist Party have more sway.

Colón anunció el jueves la asignación de 43,016,835.73 dólares en fondos estatales para que municipios rehabiliten carreteras estatales en distintas regiones de Puerto Rico.
“Con las firmas de estos acuerdos estamos cumpliendo con nuestra gente, atendiendo necesidades prioritarias de seguridad, movilidad y acceso para nuestras comunidades, para que puedan transitar por unas vías seguras”, expresó González Colón en conferencia de prensa.
La mandataria estuvo acompañada por el alcalde de Bayamón, Ramón Luis Rivera Cruz, alcaldes de ambos partidos y el secretario del Departamento de Transportación y Obras Públicas, Edwin González Montalvo.
González Colón sostuvo que los acuerdos buscan mejorar vías con necesidades prioritarias y apoyar la ejecución de proyectos municipales de infraestructura.

The Puerto Rican Association of Plastic Artists (APAP) will present “Ego Trip: El Niño Interior,” a collective exhibition featuring Puerto Rican and international artists in a deeply introspective and visually engaging showcase.
The exhibition opens next Tuesday, May 19, at 6 p.m. in the lobby of José Paulino Hernández Miranda Library at the University of Puerto Rico (UPR) in Carolina. All are welcome, according to a statement issued earlier this week.
Ego Trip is an initiative that has evolved over the years in concept and scope. Initiated under the presidency of Norberto “Nomo” Morales at APAP as a virtual exhibition during the COVID-19 pandemic, the platform has been developed and strengthened by the
new board, led by its president Jorge González, and its vice president, Vladimir Peña, who have given continuity to the project in various facets and themes.
In this edition, the conceptual axis revolves around the “inner child,” inviting each participating artist to present a work that connects with their purest, most emotional and genuine essence. The exhibition proposes a reflection on the ego as a creative engine: that inherent impulse that leads the artist to create, to affirm himself, and to project himself into the world.
Ego Trip refers to actions taken to reaffirm identity and personal value. In art, this becomes a need for expression that satisfies the creator and seeks to connect with the viewer. Each piece reflects who we are, who we feel we are, and what remains with us from childhood.
The exhibition features a diverse selec-
tion of works by local and international artists, highlighting the richness of contemporary visual art. Notable pieces include “Dancing to the Rhythm of Seaweed,” acrylic on canvas (20” x 30”) by Yanira Delgado, and “Innocence Illuminated” by John Rivas, acrylic on canvas with wooden frame (30” x 40”). Both works engage with the exhibition’s central theme, offering unique perspectives on the inner child.
The exhibition has the support of the UPR Carolina Department of Design, under the coordination of Rivas, consolidating a meeting space between academia, artistic practice and the community.
The APAP invites all lovers of studio arts and the general public to be part of this unique experience, where memory, identity and creativity converge in a high-impact visual journey.

It was just after 1 p.m. on a Sunday, and pop star Rihanna was inside an Airstream trailer parked in the driveway of her Los Angeles home. Her partner, rapper A$AP Rocky, was with her, dozing in a bed.
Suddenly, she heard 10 loud sounds — like something banging on metal, she would later recount to police. When the noises stopped, she opened the curtains and saw bullet holes in the trailer’s windshield.
Rihanna grabbed A$AP Rocky and pushed him to the ground.
“They shooting at us,” she told him, according to court documents.
That afternoon, March 8, police arrested a woman, Ivanna Lisette Ortiz, who they say fired at least 20 rounds from an AR-15-style rifle into Rihanna’s house and a neighbor’s. The narrative of what the authorities say transpired that day unfolds in the Los Angeles Police Department’s investigative report of the episode.
Prosecutors later charged Ortiz, a 35-year-old speech therapist from Orlando, Florida, with several counts, including attempted murder.
All three of Rihanna and A$AP Rocky’s children — ages 3, 2, and 5 months — were at home at the time of the shooting. Rihanna’s

mother was also there, as were a nanny and a housekeeper. Two people were inside the neighboring home.
No injuries were reported.
A representative for Rihanna did not respond to a request for comment.
At a hearing Wednesday, a lawyer representing Ortiz, who was dressed in an orange jumpsuit, argued that she was mentally incompetent. The judge disagreed and said there was no evidence of incompetence, scheduling another hearing for May 19.
The Los Angeles County Public Defender’s Office has been appointed to Ortiz’s case but has declined to comment on it.
In their report, police say that Ortiz was wearing a blond wig when she was arrested. They say she invoked her Miranda rights at a police station but did make one comment to a pair of detectives.
“Can I say one sentence?” they said she asked them. “I would like to say that I wasn’t attempting murder. But that’s all I wanted to say.”
Police interviewed several witnesses to the shooting, including a chef for Rihanna who had been parked outside the home on what was her first day of work. At one point, a Tesla pulled up alongside the chef’s vehicle. The chef later told the police that the woman in it appeared to be smirking or smiling, “as if she was about to do something naughty.”
The chef thought the encounter was strange but went back to watching TikTok videos on her phone, according to the report. Then she heard a series of loud pops and looked up to see the Tesla driving away. Smoke from the gunshots was coming out of one of the car’s windows, she said.
When Rihanna was interviewed by police, she said she had at times dealt with stalkers and death threats on social media but could not think of a recent event that might be associated with the shooting.
Rihanna told the authorities that after pushing A$AP Rocky to the ground, they both ran into the house and told everyone about the gunshots. Police identified bullet holes, the report says, in several places: the Airstream trailer, a pedestrian gate, a wooden fence and the exterior wall of a nursery.




U.S. stocks advanced on Thursday, lifted by a rally in tech stocks as investors absorbed generally solid economic data and watched for developments from Beijing, where U.S. President Trump was engaged in a high-stakes meeting with his Chinese counterpart Xi Jinping.
All three major U.S. stock indexes gained ground, with the S&P 500 and the Nasdaq setting their latest in a series of record closing highs.
“Everybody’s asking the same question: how much longer does this (rally) go on? There’s a lot of people that are loving this rally, but they’re also antsy at the same time,” said Robert Pavlik, senior portfolio manager at Dakota Wealth in Fairfield, Connecticut. “You have to be in it to win it, not just sitting on the sidelines watching the market go to all-time highs.”
Trump attended the summit along with an entourage that included Tesla CEO Elon Musk and Jensen Huang, chief executive of artificial intelligence chipmaker Nvidia.
Nvidia’s shares closed sharply higher after the U.S. cleared the sales of the company’s H200 chips to Chinese firms.
The summit between Trump and Xi is intended to hash out a broad array of issues, including trade, U.S. arms sales to Taiwan and the re-opening of the Strait of Hormuz. The waterway, through which Asia gets much of its crude, has been effectively shut down during the U.S.-Israel war on Iran.
“Obviously, these are very high stakes meetings,” said Michael Monaghan, portfolio manager at Founder ETFs in Dallas. “It is certainly great power competition, but I think that these two economies will be better off working together.”
“I’m happy to see the two leaders collaborating, a tone of collaboration, and hopefully we’ll see that follow through in long-term agreements,” Monaghan added.
On the economic front, retail sales were in line with expectations, but propped up by rising gasoline prices resulting from the Iran war. Gasoline was largely responsible for the biggest jump in import prices since October 2022.
A series of inflation reports this week showed the risk of spiking energy costs metastasizing to other goods and services, extinguishing hopes for near-term rate cuts from the U.S. Federal Reserve.

For President Donald Trump, the first day of his visit to Beijing was all about the personal relationship between him and Xi Jinping, the Chinese leader.
“You’re a great leader,” he told his host, whom he has often said he admires for his “powerful” control over a nation of 1.4 billion people. “I say it to everybody.”
Xi, unsurprisingly, spent little time on flattery. Once the 21-gun salute and precision marching by units of the People’s Liberation Army were finished, the disciplined Chinese leader plunged right away into setting boundaries for the two countries’ relations. The red line was Taiwan, he said, making it abundantly clear that Trump’s effort at rapprochement could crash on takeoff if he interferes with China’s long-term effort to take control of the self-governing island.
“The U.S. must handle the Taiwan issue with utmost caution,” he said according to a readout from Xinhua, China’s official news agency. The warning came just minutes into his public remarks in the Great Hall of the People, the center of power for the People’s Republic starting just a decade into Mao’s revolution. For Xi, it was all about setting boundaries, from the start.
The moment seemed to capture the new equilibrium between the two adversaries. Xi arrived highly scripted, leaving no doubt that for all of China’s problems — deflation, depopulation, the bursting of the real estate bubble — the moment when China acts as a peer superpower had arrived.
At every turn, at least as he began his two-day trip to China, Trump sounded conciliatory, the exact opposite of his portrayals of China in public appearances back home, where during his presidential campaigns he has talked about the country as a job-stealer and national security threat. Xi, while smiling and welcoming to Trump, was quietly more confrontational — especially regarding Taiwan, on which he delivered an unequivocal warning.
The gap spoke directly to the new level of confidence and authority Xi has adapted in his public speech, despite his challenges with the domestic economy, as he watches the United States plunge into conflict with Iran, another Middle East confrontation with no easy exit.
The Chinese president designed the day meticulously, down to a visit to the Temple of Heaven, the Ming dynasty complex not far from the Forbidden City. As Trump sat in the 13th-century wonder, he got a history lesson from the Chinese leader, tailored to echo the modern era.
At his toast at a televised state banquet Thursday night, Trump came with a lesson of his own, describing links between China and the United States that went back to the Empress of China, the ship that took a 14-month journey in 1783 to open trade and bring the first American diplomats to what was then known as Canton, now called Guangzhou.
“We’ve gotten along when there were difficulties, we worked it out,” Trump said. But even then he cast relations in personal terms, making clear that the huge divisions between the two countries had to be solved by two strong leaders.
“I would call you, and you would call me whenever we had a problem, people don’t know, whenever we had a problem,” he said. “We worked that out very quickly, and we’re going to have a fantastic future together.”

For his part, Xi returned to his mantra: to keep from turning competition into conflict, the two nations must keep from falling into the “Thucydides Trap.”
(The trap, popularized by Harvard professor Graham Allison in his book “Destined for War: Can America and China Escape Thucydides’s Trap,” comes when a rising power challenges a status-quo power, often leading to war. “It was the rise of Athens and the fear that rise engendered in Sparta,” ancient Greek historian Thucydides wrote, “that made war inevitable”.)
Xi proposed a familiar solution: ban talk of competition between the No. 1 and No. 2 economic superpowers — a regular staple of the Biden White House — and focus on “stability,” a governing characteristic rarely associated with Trump.
“The common interests between China and the United States outweigh our differences,” Xi said, according to state media. “Stability in China-U.S. relations is a boon to the world.”
But unlike Trump, he explored the alternative scenario.
“If handled poorly, the two countries will collide or even clash, putting the entire U.S.-China relationship in an extremely dangerous situation,” he said, a clear reference to Taiwan, according to the readout.
If much of this sounds familiar, it was. Xi has go-to homilies, part of his philosopher-king approach to ruling over China. And in this summit he invented one new one: He said he agreed with Trump on “a new vision of building a constructive China-US relationship of strategic stability.”
As Rush Doshi, a China scholar at Georgetown University noted, that sounded like an effort “to lock in a ‘truce’ favorable to them, and they want to do so beyond Trump, with this post-trade war detente setting the baseline.”
Future disputes over China’s excess manufacturing capacity or rebuilding American military capability in the Indo-Pacific could be declared “a violation of this frame,” he wrote on the social media platform X.
The contrast with Trump’s style — where summits are
first and foremost for instant “deals,” usually ones he can boast will provide jobs or sales — is often jarring. Trump, for example, brought a group of business executives, whose presence he said was intended to show “respect” for China while seeking market access.
It had a 1990s ring to it, the days when Bill Clinton and, later, George W. Bush brought business leaders to explore the promise of the Chinese market, often for the first time. But Trump’s delegation came with decades of experience, much of it bitter. Some of them were survivors of the battles over intellectual property theft and sharp restrictions intended to favor local Chinese industry.
Xi did not bring an equivalent group. There were no executives from BYD, the huge Chinese carmaker trying to figure out how to do business in the United States, or DeepSeek, the innovative artificial intelligence firm at the heart of the battle with AI firms in the United States.
There were other discordant notes, heard just beneath the noise of the clinking glasses and optimistic toasts. In contrast to the Chinese readout, the American account, released by the White House, talked about cracking down on fentanyl precursors, a long-running issue with China, and buying American agricultural goods. It did not mention Taiwan, or China’s restrictions on rare earths, or its rapid nuclear weapons buildup.
The White House also described the United States and China as aligned on the need to reopen the Strait of Hormuz, and keep it free of Iranian tolls. All that was true, but ignored the deeper complication: despite American entreaties, China is unlikely to deploy whatever influence it has with the Iranians for free. What the price might be is unclear.
The real test of how these two men debate their differences might come Friday morning, when Trump is scheduled for much smaller meetings with Xi. It is the kind of session he likes best: leader to leader. And once he leaves Chinese airspace, he seems likely to present his preferred version of those talks.
The Chinese government will likely be more circumspect.

While Cuba produces some oil for domestic use, power plants are down and supplies have been exhausted, Vicente de la O Levy, Cuba’s minister of energy and mines, said on Wednesday night.
“We have absolutely no fuel oil, absolutely no diesel,” De la O Levy said. “In Havana, the blackouts today exceed 20 or 22 hours.”
When electricity returns, it can be for as little as 1 1/2 hours, he said.
Venezuelan fuel stopped flowing to Cuba entirely in January, after the United States seized Venezuela’s leader and took control of Venezuela’s oil industry. Later, the Trump administration imposed an effective blockade barring all foreign oil from reaching Cuba, which had also received shipments from Mexico.
The governments in Havana and Washington have been engaged in secret negotiations for weeks, with no signs of progress. For Cuba, the goal is to end the energy blockade. For the United States, the talks are focused on ending the government’s grip on the economy and ending political repression.
In recent months, many Cuban cities beyond Havana have been hit with prolonged daily blackouts. The lack of oil has forced people to
rely on charcoal or even wood to cook, and some people have taken to the streets, banging on pots and pans to express their frustration.
A delivery of 100,000 tons of oil from Russia last month permitted by the Trump administration provided a reprieve. But those supplies have been exhausted, de la O Levy said.
He warned that energy shortages were expected to worsen in coming weeks because temperatures were rising and the demand on the power grid increased during summer months.
President Miguel Díaz-Canel acknowledged that the energy situation was “particularly tense.”
“This dramatic worsening has a single cause: the genocidal energy blockade to which the United States subjects our country,” he said on the social media platform X.
Before the Russian fuel shipment arrived, Cuba said it had received only one fuel delivery since December. Cuba needs at least eight tanker deliveries per month to run the country, Díaz-Canel said.
The energy minister said that even solar power was not a reliable alternative because the grid was too weak to handle the electric current supplied by solar panel parks.
The Trump administration has blamed what it said was the government’s failure to manage its economy for Cuba’s energy crisis.
“The reason why they don’t have oil is because they don’t have any money to pay for oil,” Secretary of State Marco Rubio said in a March interview with The New York Times, in which he discounted the role of the administration’s oil blockade.
“The problem they’re facing is that usually when people give you oil, they expect to get paid for it,” he said. “And these guys have no money.”
Cuba produces 40,000 barrels a day but

uses about 100,000 barrels daily. It relied on donations from Mexico and Venezuela to make up the difference.
“The little power we are generating is being used to protect hospitals, high-priority economic sites and a number of other circuits that must be protected due to system fluctuations,” de la O Levy said.
Jorge Piñón, an expert on Cuban energy at the University of Texas, said that he had predicted that Cuba would most likely run out of oil reserves in March, but that the nation managed to limp along a bit longer.
Now, even delivery trucks that carry diesel fuel have no diesel to run their engines, he said.
“The chain of supply is empty,” he said. “That’s where they are now. Before, they used to have some oil here and some there.”
The blackouts have left some Cubans sleeping on rooftops to escape the heat. Others
wake up at odd hours when the power is briefly on to make coffee, charge telephones and cook the next day’s meals. If the electricity goes out in the midst of cooking, they must turn to charcoal.
Hermes Marian, 53, who drives refinery employees to work each day in Santiago de Cuba, a city in eastern Cuba, said the United States’ oil blockade was unjust.
“It can’t be right — it’s not right,” Marian said. “Here, it’s the people who are suffering.”
Eliannis Urgellés López, 40, of Guantánamo, also in eastern Cuba, uses an electric stove to cook but has a ready supply of charcoal for when the power goes out.
Ever since oil deliveries from Venezuela ended, she said, a good chunk of her government salary goes to buying charcoal.
“Venezuela was the lifeline for everything,” she said. “We depended on Venezuela for many things: transportation, electricity.”

When President Donald Trump campaigned in 2024, he promised a trade agenda that would hit China harder than any other economic partner, expanding on actions he had taken in his first term.
Trump talked about imposing a tariff of 60% or more on the country and proposed stripping China of the preferential trade relations given to it when it joined the World Trade Organization. The rest of the world would be subject to tariffs, too, but they would be much lower, at 10% or 20%.
More than a year into Trump’s second term, the picture looks dramatically different. Though U.S. tariffs on China are higher overall when the tariffs from Trump’s first term are added in, other countries have faced punitive levies that were nearly as high, and higher for some products.
The Trump administration has saved its most caustic criticism for allies in Europe and Canada, while approaching China more cautiously. And as Trump visits Beijing this week for a summit with Chinese leader Xi Jinping, expectations for its outcomes are limited.
Rather than pushing China for broader structural changes to its economy, as Trump’s aides did in his first term, the focus now is largely on maintaining stable relations between the countries, while restoring or increasing U.S. sales of products like airplanes, ethanol, soybeans, beef and sorghum.
The remarkable shrinking of Trump’s Chinese ambitions is the result of the events of the past year, when China responded to Trump’s tariffs by cutting off the supply of rare earth minerals and magnets needed by American companies making everything from cars and weaponry to power tools.
Facing the prospect of shuttered U.S. factories and widespread economic damage, the Trump administration appears to have given up the idea of a more ambitious deal with China — widely acknowledged as the United States’ most problematic trading partner — even as it presses less troublesome partners more aggressively than ever before.
Myron Brilliant, a senior counselor at DGA-Albright Stonebridge Group, a consulting firm, said this week’s summit in Beijing would be “high on strategic distrust and high on symbolism but low on ambition.” Last year was a tumultuous period for U.S.-China relations, he said, and both sides “are in risk

“Each side seeks stability, and deliverables will be largely short-term in nature,” he said. Brilliant said the outcomes could include agricultural and airplane purchases, and agreements to curb fentanyl exports.
U.S. officials have talked about the creation of a new “board of trade” that would oversee the agreed purchases, which could run to tens of billions of dollars. Others have suggested the meeting could result in lower tariffs on more general products, to spur their sales.
While Trump’s global tariffs have been repeatedly struck down by the courts, the administration is preparing two new trade investigations that are likely to result in more levies on dozens of countries this summer, including China. Chinese officials are expected to press U.S. officials to keep those tariffs low.
Analysts said Chinese officials also ap-
peared likely to push for the relaxation of U.S. technology controls or a change in U.S. posture on Taiwan, a self-governing island that China claims as its own.
Kurt Campbell, a former U.S. deputy secretary of state, said the Chinese side would be looking, wherever possible, to get the United States to relent on economic actions like tariffs. But the most important priority for China is to get Trump to depart from traditional approaches when it comes to Taiwan.
“If there are deals to be made on Chinese substantial purchases of agricultural or beef products, pork or Boeing, they will expect things in return for that,” he said.
U.S. officials have said they don’t expect to see any changes with regard to policy on Taiwan. In a briefing with reporters Sunday, Anna Kelly, a spokesperson for the White House, said that Trump had refocused U.S.-China relations “on what matters most: rebuilding the safety, security and prosperity of Americans.”
“During this visit, President Trump will continue doing what he has done over the past year, rebalancing the relationship with China and prioritizing reciprocity and fairness to restore American economic independence,” she said.
Despite Trump’s aggressive talk during the campaign, his advisers say his goal was never a decisive decoupling with China. Instead, he envisioned his trade threats as a way to push Beijing into a bigger trade deal that would tilt the balance in the relationship to benefit the U.S. economy and help ensure global peace.
The problem was the execution. When Trump tried to force China into making concessions last year by threatening extreme tariffs, the tactic backfired, forcing the U.S. to pare back its goals.
“They did move to be more aggressive on China,” Mary Lovely, a senior fellow at the Peterson Institute for International Economics, said of U.S. officials. “What happened was China decided to invoke its significant choke points of its own and countered the U.S. in ways that it hadn’t done before.
“I have no idea why they didn’t anticipate that,” she added.
As the situation escalated again in the fall, top officials including Treasury Secretary Scott Bessent and Jamieson Greer, the trade representative, assembled a list of actions they could take to strike back, including re-
strictions on things like software, semiconductor manufacturing equipment and visas, that might force Beijing to back down.
But before a meeting with Xi in South Korea in October, the president told his advisers instead to try to push for a truce. The United States ended up shelving a variety of actions on China, including a delay in the imposition of a sweeping technology restriction that would affect Chinese companies and new fees on Chinese ships aimed at building up the U.S. shipbuilding industry.
In recent months, the United States and China have maintained a tentative truce. Many exports of Chinese rare earths have resumed to companies not linked to the military, though U.S. companies remain intensely concerned about their longer-term access to minerals. The administration has taken steps to try to increase the domestic supply of rare earths, including creating a critical minerals stockpile, but U.S. industry remains heavily reliant on China for the materials that will be critical to the U.S. economy going forward.

Fecha de Vencimiento: 5 de mayo de 2081. Se entenderá que todo licitador acepta como bastante la titularidad de la propiedad y que todas las cargas y gravámenes anteriores y los preferentes al crédito ejecutante antes descritos, si los hubiere, continuarán subsistentes. El rematante acepta dichas cargas y gravámenes anteriores, y queda subrogado en la responsabilidad de los mismos, sin destinarse a su extinción el precio del remate. Se establece como tipo de mínima subasta la suma de $115,000.00, según acordado entre las partes en el precio pactado en la escritura de hipoteca. The Double-A Superior Baseball League sectional semifinals, opening with a full slate of games this weekend, will be played in a best-of-five format with the first round determining the 16 teams that will advance to the finals of the league’s eight sections.

The Double-A Superior Baseball League postseason kicks off this weekend with the sectional semifinal series -- the first stage on the road to the Puerto Rico championship. Of the 45 teams that began the season in February, 32 squads remain in the running for the first of five postseason phases.
The subsequent steps in the playoffs will be the sectional finals -- the “Carnival of Champions” -- the national semifinals, and the championship final.
The sectional semifinals will be played in a best-of-five format, with the first team to secure three victories advancing to the next round.
The first round will determine the 16 teams that will advance to the sectional finals across the league’s eight sections.
Games began on Thursday night with the Section B semifinal series in the North Division between the Atenienses of Manatí and the Tigres of Hatillo at Félix Mantilla Stadium in Isabela.
The remaining series are slated to begin on Friday. As part of the schedule, the opening weekend will feature three games per series.
Ticket prices remain set at $9, available through the EventosPR.com platform.
During the postseason, the automatic tie-breaker rule will not apply; therefore, any game tied in the ninth inning must continue until a winner is determined.
Likewise, the time limit rule will not be in effect, meaning all matchups must be played to completion, recording the standard 27 outs.
In the event of a rain delay occurring before the seventh inning, the game must be resumed and completed at the same stadium where it was halted. If the delay occurs from the seventh inning onward, the game will resume the following day at the visiting team’s ballpark. Once that game has concluded, the next scheduled game of the series will begin 45 minutes later.
Meanwhile, the Poetas of Juana Díaz will play as the home team at Francisco “Paquito” Montaner Stadium in Ponce during their South Section semifinal series against the Peces Voladores of Salinas. Poetas owner Adolfo Rodríguez said the decision was made primarily to ensure greater comfort for the fans during the postseason.
Juana Díaz enters the postseason as the leader of the South Section with a 13-7 record, having achieved one of the most significant turnarounds of the regular season after they failed to reach the postseason in 2025.
The Peces Voladores have dominated the South Section for five consecutive seasons.

The Mets of Guaynabo and the Santeros of Aguada emerged as winners on Wednesday night in a pair of Superior National Basketball league (BSN by its initials in Spanish) games that went down to the wire.
At Fernando “Rube” Hernández Coliseum in Gurabo, the Mets overcame a 16-point halftime deficit to defeat the Osos of Manatí at the buzzer, 88-87. Manatí, behind the hot hand of Kristian Doolittle, closed
the first quarter leading 23-18 and extended the advantage to 49-33 after two periods.
However, the Mets responded in the third quarter with Brandon Knight executing from long range and Ysmael Romero having his way in the paint as the visitors narrowed the deficit to nine points, 66-57.
Guaynabo kept pulling closer in the fourth quarter. Jaysean Paige drained a 3-pointer with 1:06 remaining to cut the deficit to a point (85-84), and 42 seconds later Paige converted two free throws to give the Mets the lead, 86-85, with 24 seconds left. Manatí regained the lead on a pair of made free throws by Raymond Cintrón Jr. with five seconds left on the clock, but on the final possession, Ysmael Romero sealed the win for Guaynabo with a put-back at the buzzer on a missed jumper by Torrey Craig.





Romero, Paige and Knight finished with 22, 21 and 19 points, respectively, for Guaynabo (9-9). Devin Williams added 15 points and Paige had nine assists.

Ponce began the fourth period with a 76-72 lead, but Aguada found the answers in the most critical moments of the final frame to go up by two points on a pair of free throws by Rigoberto Mendoza with five seconds remaining.
A steal by Mendoza, whose 28 points led all scorers, on Ponce’s final possession sealed the victory for the home team.
Jacob Wiley scored 23 points for Aguada (10-8), and Manuel Camper added 15.
Jalen Crutcher and Jordan Murphy scored 21 points apiece for Ponce (7-12). Brady Manek scored 20 points, and Crutcher handed out 10 assists.
