Work stoppages and strikes at the University of Puerto Rico (UPR) are colliding with this year’s International Workers’ Day mobilizations, as unions and community groups prepare to march May 1 with renewed calls to curb austerity measures and pressure university leadership to step aside. Organizers say this year’s march will again center on opposition to Puerto Rico’s Financial Oversight and Management Board, created under the PROMESA law, arguing that a decade of fiscal control has deepened cuts to public services and strained working families.
Labor leaders and retiree organizations are expected to join the demonstration to demand stronger enforcement of worker protections and timely payment of pensions.
“There are many reasons to march on May 1. It has been 10 years since the board was imposed, and they said they were going to solve the economic problem,” said Pedro Pastrana, a spokesperson for the Retirees and Pensioners Chapter of the Puerto Rican Teachers Federation. “Instead, we are seeing the economic squeeze we warned about.”
The protests come as UPR campuses face escalating student-led work stoppages and strikes demanding the resignation of university president Zayira Jordán Conde. The actions have spread across the system in recent weeks amid anger over governance decisions, leadership shakeups and long-running concerns about funding and institutional autonomy.
On the Carolina campus, students voted Wednesday to begin a 72-hour work stoppage starting Monday, joining a wider wave of campus actions that have criticized what they describe as opaque decision-making, the sidelining of university bodies and a pattern of austerity-driven restructuring.

The U.S. Environmental Protection Agency (EPA) has allocated $555,000 in federal funding to strengthen stormwater management systems and reduce sewage overflows in communities across Puerto Rico.
The funding, provided through the EPA’s Sewer Overflow and Stormwater Reuse Municipal Grant program, is aimed at upgrading water infrastructure to protect public health, improve environmental conditions, and support economic development.

The protests come amid escalating student-led work stoppages and strikes across UPR campuses calling for the resignation of university president Zayira Jordán Conde (FB Tita Latorre.)
earlier controversies surrounding Jordán Conde’s tenure, including the removal or requested resignations of several campus chancellors and disputes over financial messaging, academic program closures and the handling of the university’s retirement system. The administration has defended the changes as necessary to stabilize operations, while critics say they deepen mistrust and weaken shared governance.
Separately, the city of Mayagüez is preparing to host students from universities across the island for the 2026 LAI Justas this weekend, a major interuniversity athletics event that draws large crowds.
Mayagüez plans security operation for LAI Justas
Mayor Jorge Ramos Ruiz said the municipality has expanded its video-surveillance network and will deploy additional mobile camera towers in and around Mayagüez as part of a broader, multi-agency security plan for the six-day competition and nighttime events.
EPA officials said the investment includes $276,000 from fiscal year 2025 and $279,000 from fiscal year 2026. The funds will be distributed to communities across the Island, with priority given to small and economically distressed areas.
EPA Assistant Administrator for Water Jess Kramer said the program supports essential infrastructure upgrades. “Stormwater and sewage systems are critical for managing pollution to keep our nation’s waterways clean and support healthy people, economic
growth, and thriving ecosystems,” he said, noting that the national investment totals $80 million.
Regional Administrator Michael Martucci added that untreated discharges can pose risks to both the environment and public health. He emphasized that the funding will help communities modernize outdated systems and improve water quality.
Stormwater runoff is a major concern in Puerto Rico, as it can carry trash, chemicals, oils, and sediment into rivers and coastal areas. In combined sewer systems, heavy rainfall can also cause overflows of untreated wastewater, creating additional environmental and health risks.
The EPA program prioritizes projects in small and financially challenged communities due to the high costs associated with building and maintaining water infrastructure systems.
The funding announcement was welcomed by local officials, who highlighted the importance of continued federal support to address longstanding infrastructure needs and improve resilience across the Island.

Puerto Rico’s Financial Oversight and Management Board asked the federal court overseeing the Puerto Rico Electric Power Authority’s bankruptcy case to deny a renewed bid by PREPA bondholders to force additional document production, arguing the request is overbroad, duplicative, and aimed at privileged work product rather than the limited accounting issues the court has allowed to proceed.
Recently, the court partially lifted the litigation stay to allow the utility’s bondhold ers’ long‑pending accounting counterclaim to proceed, along with limited discovery focused on how PREPA’s revenues and ex penses should be calculated under federal bankruptcy law and the governing bond trust agreement.
In a filing submitted in the PROMESA Title III proceedings this week, the Oversight Board said it has already produced roughly 3,500 documents totaling nearly 180,000 pages in discovery tied to earlier litigation, including financial records underlying monthly oper ating reports from fiscal year 2014 through 2025, trial balances, cash-flow information,
operational spending reports, and materials related to capital projects and grid planning. Those productions, the Board said, provide a detailed record of PREPA’s finances and operations across the pre and post bankrupt cy periods and should be sufficient for the narrowly scoped accounting counterclaim now moving forward.
The dispute arises from long running lit igation between PREPA, represented by the Oversight Board, and groups of bondholders and insurers asserting rights under PREPA’s 1974 Trust Agreement. Bondholders have maintained that PREPA generated “Net Reve nues” that should have been available for debt service and that PREPA’s reporting supports their interpretation. The Oversight Board has disputed that premise, contending that the monthly operating reports and certain historic disclosures rely on methodologies—such as recognizing revenue on an accrual basis—that do not match the Trust Agreement’s definition of “Revenues” as “moneys received.”
The Oversight Board told the court that earlier this year Judge Laura Taylor Swain lifted a litigation stay only for a “limited and discrete” purpose: to allow prosecution of the bondholders’ accounting counterclaim and “appropriate limited discovery” that is nond uplicative and proportionate. Against that backdrop, the Board said the bondholders’ renewed motion attempts to reopen expansive discovery fights from a now-denied admin istrative expense claim, including requests reaching far back into the pre bankruptcy period and into materials the Board says are irrelevant to the methodology questions the
court is trying to resolve.
Among the categories the bondholders seek, the filing said, are additional “prep etition” records to support a “course of performance” theory based on how PREPA historically prepared its monthly operating reports. The Oversight Board responded that it has already produced years of those reports and available source material, and that a de mand for information “for as long as records exist” is not proportional to the needs of the current phase of the case.
The bondholders have also pressed for un derlying source materials tied to PREPA bond offering documents from 2012 and 2013. The Oversight Board argued those materials have limited value for the present dispute and do not justify additional discovery burdens. The Board also pointed to prior findings that certain historic offering disclosures were unaudited and contained errors, and said those documents do not establish the “proper methodology” for calculating Net Revenues under the Trust Agreement.
Another flashpoint involves requests that, according to the Oversight Board, seek its internal analyses and those of its experts and lawyers—information the Board characterizes as protected work product. The bondholders say they need the factual basis for the Board’s contention that the monthly operating reports overstate revenues and understate expenses, but the Board replied that it has already produced the underlying factual data and that demanding the Board’s “current calcula tions” and categorizations of expenses would amount to premature expert discovery and
intrusion into privileged materials.
The filing also rebuts a bondholder push to focus on the role of federal disaster and recovery funding in PREPA’s post bankruptcy spending. The Oversight Board said it has already produced significant project-level materials describing funding sources and reimbursement pathways, including a “Master Tracker” updated in early 2026 and detailed project data from the private operators man aging portions of the system. It criticized additional requests as an attempt to support what it called an “astonishing” theory that federal recovery funds should be treated as bondholder collateral, arguing those funds are restricted by statute to disaster recovery and grid resiliency purposes and were not intended to pay pre existing bond debt.
Finally, the Oversight Board opposed demands for documents about annual bud gets prepared under a section of the Trust Agreement, saying the definition of “Cur rent Expenses” does not turn on whether an expense appeared in a budget and that any alleged budget noncompliance would at most support a breach of contract claim rather than advance the court’s targeted inquiry into how Net Revenues and necessary operating expenses should be determined.
The Oversight Board asked the court to deny the renewed motion in full, saying the bondholders’ requests risk expanding dis covery beyond what the court authorized and slowing progress toward resolving the methodological questions that the court has identified as a necessary step toward moving PREPA’s restructuring case forward.

Acourt appointed mediation team overseeing negotiations in the Puerto Rico Electric Power Authority (PREPA) bank ruptcy case asked a federal judge on April 29 to extend the mediation for another six months, through Oct. 31, 2026, citing increased discussions among stakeholders following recent court rulings and a new electricity rate decision by the Puerto Rico Energy Bureau.
The request was made in the mediation team’s Twenty Second Notice and Report filed in the U.S. District Court for the District of Puerto Rico in the Title III debt restructuring proceedings under the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA). Judge Laura Taylor Swain oversees the jointly administered cases, including PREPA’s Title III proceeding.
The court appointed the mediation team in April 2022 to facilitate confidential negotiations among parties to resolve dis putes connected to a potential plan of adjustment for PREPA and
related issues in the broader Commonwealth restructuring. The team is led by retired Bankruptcy Judge Shelley C. Chapman and includes U.S. Bankruptcy Judge Brendan Linehan Shannon; Judge Robert D. Drain stepped down from the role after his retirement from the bench at the end of 2022, according to the filing.
The report also recounted how the court paused much of the PREPA plan-confirmation and bond-related litigation beginning in July 2024 to give the parties time to negotiate, then extended that litigation stay multiple times. In March 2025, the court par tially lifted the stay for limited purposes—allowing, among other filings, an amended proposed plan and disclosure statement and briefing on a motion by certain non-settling bondholders seeking administrative expense treatment.
On March 16, 2026, the court denied the PREPA bondhold ers’ motion for allowance of an administrative expense claim, the mediators said, noting that their engagement with parties increased in the past month “on the heels” of recent rulings and comments made at a recent omnibus hearing.
The filing highlighted ongoing uncertainty over the composi tion of the Financial Oversight and Management Board for Puerto Rico. The board said in August 2025 that several members had been advised their positions were terminated, prompting litiga tion. In October 2025, a federal judge issued an order blocking the attempted removal of three members, the report said. The mediation team noted that the board currently has four voting members: John E. Nixon, Arthur J. Gonzalez, Betty A. Rosa, and Andrew G. Biggs.
According to the mediators, the Puerto Rico Energy Bureau’s Final Resolution and Order on Electricity Rates issued April 15, 2026 “created further opportunities for conversations” among parties and with the mediation team, and those discussions are continuing. The PREB declined to increase basic electricity rates. If approved, the requested extension would move the medi ation’s current termination date, which expired Thursday out to Oct. 31, 2026, as negotiators continue working toward what the mediators called a long overdue consensual plan of adjustment.

The Puerto Rico Center for Conservation and Restoration (CENCOR) has released a new study and survey effort aimed at producing the most comprehensive snapshot to date of the cultural heritage field in Puerto Rico and the Caribbean, an area the organization says has long lacked integrated, systematic documentation.
The project, titled “X-ray of Cultural Heritage in Puerto Rico: Diagnosis, Capacities, and Development Opportunities,” is designed to compile data on the sector’s needs, capacities, and growth opportunities , including the supply and demand for conservation services, access to training, and available funding sources, with the goal of supporting sustainable development and informing public policy.
CENCOR said it will publish the find-

ings in an open-access report intended for professionals, students, researchers, and cultural managers. The report is expected to serve as a practical reference for identifying training opportunities, potential funding pathways, and future research needs.
“The cultural heritage sector in Puerto Rico has historically been poorly document-
ed from an integrated perspective,” said CENCOR Director General Hector J. Berdec Hernndez. “As an institution, we have a responsibility to change that to generate the knowledge the sector needs to develop and strengthen its position regionally and internationally.
The research team is collecting responses through a digital survey open until June 21, 2026. CENCOR said it is seeking input from established professionals and researchers, early-career practitioners with five or fewer years of experience, students, owners or administrators of historic properties, collection managers and members of the public interested in heritage conservation.
According to CENCOR, the study is organized into six thematic areas: demographic information; data on the profession; services; training and professional development; access to funding and economic
resources; and emerging areas and conclusions. The approach combines cultural ecosystem analysis with market-based tools to identify strengths, gaps, and opportunities, including the field’s potential socioeconomic impact.
Berdec Hernndez said cultural heritage ranges from historic buildings and archives to objects and traditions that shape collective identity, and argued that better data can help guide decisions about protecting and activating those assets for education, community engagement, and economic development. Participation in the survey is voluntary and confidential, CENCOR said.
The research is supported by Latinos in Heritage Conservation and the Mellon Foundation. CENCOR said the methodological design and data collection are being led by the Center for Creative Economy, an independent organization that specializes in.

The Popular Democratic Party (PDP) Senate delegation, led by Luis Javier Hernández Ortiz, has referred Family Secretary Suzanne Roig Fuertes to the Office of Government Ethics and the Department of Justice over alleged perjury tied to her confirmation process. At a press conference, Hernández Ortiz and Sen. Josian Santiago Rivera said they requested investigations into possible violations of the Government Ethics Law and the Penal Code, citing alleged false statements in official Senate documents.
According to the lawmakers, Roig Fuertes gave inconsistent answers in the “Personal His-
tory of Nominees for the Executive and Judicial Branches,” a required form in the advice and consent process. She reportedly answered “no” to questions about administrative, civil or criminal investigations, as well as any issues that could raise concerns about her appointment.
The senators noted that the document was signed under oath on Jan. 27, 2025, but argue that later public statements contradict those responses.
Roig Fuertes was appointed on Dec. 30, 2024, by then governor-elect Jenniffer González Colón, and her nomination was submitted to the Senate on Jan. 9, 2025.
The controversy intensified after an April 14 television interview in which, according
to the legislators, Roig Fuertes acknowledged informing the governor of allegations against her during her vetting process, but not disclosing them during Senate confirmation.
Lawmakers contend that these statements could constitute perjury under Article 269 of the Penal Code, which penalizes knowingly making false statements under oath about essential facts, with a potential penalty of up to three years in prison.
In their referral, the PPD also asked that the case be evaluated under Act 2 of 1988, which governs the appointment of special independent prosecutors, arguing that the matter warrants a formal investigation.
The senators said the issue requires imme-

diate attention and questioned Roig Fuertes’ continued tenure, stressing that the Department of the Family oversees significant public funds and demands strict transparency. Hernández Ortiz also urged the governor to act decisively.

F
ormer Popular Democratic Party representative José Rivera Madera accused Governor Jenniffer González Colón of improperly taking credit for the increase in retirement benefits for the Puerto Rico Police.
Rivera Madera stated that the increase is not a result of the current administration, but rather of legislation passed during the previous four-year term under a Popular Democratic Party majority. He explained
that the Police Retirement Trust is funded through Law 104 of 2022 and Laws 42 and 112 of 2024, all of which he authored. These measures, he indicated, arose from a negotiation process focused on regulating gambling machines to ensure better pensions for officers.
The former legislator also criticized the New Progressive Party, alleging that its delegation obstructed negotiations with the Fiscal Oversight Board and failed to grasp the urgency of the issue. “It’s a shame that they’re trying to deceive the police with
false narratives,” he stated, maintaining that the achievement is the result of prior legislative work and a commitment to law enforcement officers.
Meanwhile, the Speaker of the House of Representatives, Carlos Méndez Núñez, defended current efforts to improve working conditions for police officers and assured that he would prioritize the approval of a budget allocation for salary increases. The proposal includes approximately $45 million in the 2026-2027 budget to make the first raise in more than a decade possible.
House Vice President Ángel Peña Ramírez endorsed the initiative and detailed that the budget includes $28 million to implement new salary scales, as well as an additional $17 million to develop compensation guidelines, totaling around $46 million.
Likewise, the chairman of the Public Safety Commission, Félix Pacheco Burgos, supported the measure and emphasized that both the governor and the House are seeking to do justice to the members of the Police Force after years without raises.

The Trump administration sued New Jersey’s governor and attorney general over a state law that bars law enforcement officers, including Immigration and Customs Enforcement agents, from wearing masks while on duty.
New Jersey Gov. Mikie Sherrill signed legislation last month that requires ICE agents to clearly identify themselves and prohibits them from shielding their faces during enforcement actions. Department of Homeland Security officials immediately said that agents would continue wearing masks despite the state law.
Midweek, the Justice Department backed up that vow with a legal challenge. It is at least the second time the Trump administration has sued to overturn immigration policies enacted by Sherrill, a Democrat who has harshly criticized President Donald Trump.
The new suit argues that New Jersey’s anti-mask law violates the U.S. Constitution and opens agents and their families to online harassment and violence. The Justice Department filing also said that it was essential for ICE agents to maintain anonymity so that they could retain an element of surprise in “future enforcement.”
“Because suspects who recognize officers may take preemptive actions to evade apprehension and obstruct enforcement efforts, masking is critical for maintaining operational effectiveness,” the suit states.
That is precisely the type of anonymous enforcement that Sherrill said she aimed to prevent when she signed the bill into law.
“In the United States of America, we’re not going to tolerate masked, roving militias pretending to be well-trained law enforcement agents,” Sherrill said last month.
On Wednesday, the governor said it was reasonable to expect all law enforcement officers operating in New Jersey to enforce the law in a transparent way.
“If ICE cannot meet our standards here, which are admittedly very high, then they shouldn’t be operating here,” Sherrill said in a brief interview.
The Justice Department has argued that New Jersey lacks the constitutional clout to enforce the law, citing a doctrine known as the supremacy clause. The clause prohibits state officials from prosecuting federal officers when they are reasonably acting in their official capacity.
“Such blatant disregard for the Constitution is not merely a political statement, but is instead deliberate action that jeopardizes the public safety of all Americans,” Justice Department lawyers wrote.
The state’s attorney general, Jennifer Davenport, said she looked forward to responding to the Justice Department’s legal challenge in court.
“The federal government still cannot explain when its officials need to mask or forgo identification in violation of this law, or why they actually need to do so, particularly

given the serious safety concerns inherent in anonymized policing,” Davenport said in a statement.
Masking, she said, undermines “public trust and accountability,” and makes it “easier for criminals to impersonate our officers.”
California last year became the first state in the country to try to bar federal and local police officers from wearing face coverings. In February, a federal judge invalidated parts of that law, but suggested that a ban that also included state police officers would be constitutional.
New Jersey and Washington state later adopted laws that prohibit all local, state and federal officers from wearing masks in most situations. Democrats in at least 17 other states, including New York, have introduced similar bills, according to the National Conference of State Legislatures.
Bridget Lavender, a lawyer who has researched mask bans for the University of Wisconsin Law School’s State Democracy Research Initiative, said that most case law
tied to the supremacy doctrine was old and largely dated.
The Justice Department’s lawsuit, she said, is likely to hinge on whether judges see New Jersey’s mask ban as “improper control” of a federal agency, which could be unconstitutional, or whether they interpret the law as having only an incidental effect on immigration officers.
“Federal officials do not have blanket immunity from state laws,” Lavender said. “So the question is: What laws are seeking to control them? What laws go too far?”

last year, so they transferred to a public school in their host family’s neighborhood.
Before the teenagers transferred to Hancock High in August, a local lawyer advised members of their host family to become their legal guardians so that they could remain in the country. A judge granted the guardianship request.
The staff at Piney Woods did not warn the family that the teenagers’ transfer to a public school would affect their immigration status, regardless of guardianship, said Amy Maldonado, the immigration lawyer representing the brothers.
Despite doing what they could to follow the law, said Gail Baptiste, one of their guardians, nobody knew until the teenagers’ arrest last week that moving from Piney Woods had nullified their status. Hancock High was not allowed to host people on student visas, and the switch got the attention of ICE. The brothers are now facing deportation.
visas by failing to attend classes at Piney Woods School.”
“They were granted the opportunity to participate in a student exchange program,” the statement said. “However, they failed to attend that school. Because they violated their visas, they are subject to removal.”
Maldonado said she submitted a motion for Israel to be released on bond and will petition for Max to be released to his guardians. She added Wednesday that the brothers would reapply for F-1 status.
“In a situation like this, where everyone was trying to do the right thing, there’s no need to handcuff the children and drag them off,” Maldonado said. She added, “These are kids that do not need to be deported on taxpayer expense. They just want to finish the school year.”

Two teenage brothers from the Republic of Congo were living their version of the American dream. They were leaders on their high school basketball team and involved in their local church. The elder was weeks away from graduating.
That dream was thrown into upheaval this month when the brothers were detained by Immigration and Customs Enforcement agents who had waited outside their guardians’ home in Diamondhead, Mississippi. Israel Makoka, 18, and Max Makoka, 15, were leaving to take the bus to school when they were arrested and later moved to separate facilities, in Loui-

siana and Texas, where they remained Wednesday.
Their detention has crushed the school community in their conservative small town.
“I’m heartbroken over what’s taking place,” said Stacy Campbell, a history teacher at the brothers’ school, Hancock High in Kiln, Mississippi, who knows the Makokas. “They definitely do not deserve this. Some of the students are just starting to talk about it, and they are very worried. They want their classmates back at school.”
The Makoka brothers entered the United States legally on F-1 student visas to attend the Piney Woods School, a prominent, historically Black boarding institution. But they felt unhappy there
“The kids did nothing — they did nothing at all — and we did not do anything intentionally,” Baptiste said. She later added, “We hope we’re given a chance to set this right, for their sake.”
Baptiste remembered that when she tried to show her guardianship documents to immigration agents last week, one told her, “This is worth nothing.” An officer also told her that someone had called “and reported that there were two African kids at Hancock.”
Government documents indicate that the older brother, Israel, was targeted by ICE agents because government officials believed his student visa expired in 2024. He entered the United States in 2023 under an F-1 visa, a temporary student visa, as a minor. Makoka only recently became a legal adult — his birthday was in March.
His younger brother, Max, entered the country under the same visa a year later. In a statement, a spokesperson from the Department of Homeland Security said Tuesday evening that the brothers had “violated their student
In its mass deportation campaign, the Trump administration has been particularly aggressive toward people in the United States on student visas. Last year, the administration sought to cancel more than 1,000 student visas. International students were given no reasons for the cancellations in some cases, while in others there had been documented minor infractions.
At the same time, U.S. officials have arrested college students for their involvement in pro-Palestinian protests, saying they had undermined the U.S. foreign policy goal of lessening antisemitism.
Community leaders and teachers at Hancock High School said that friends of the brothers have grieved their absence and that students have become concerned for their well-being.
Conner Entriken, the boys’ basketball coach, said that the Makoka brothers were good students who had a strong work ethic and commitment to their team and community. In the short time they attended Hancock, he said, they became involved and loved by many others.
Nothing speaks more to their character, he said, than when they joined an extra run required of teammates who had lost a drill at practice even though the brothers had been on the winning side.
“Max and Israel really took charge of that to show that they were supporting them, and then the team did it without asking,” Entriken said. “You’re not going to meet two better men, period.”

The resurgence of measles — a terrible disease that can swell the brain and cause permanent disabilities or death — is alarming enough on its own. There have been more than 1,700 cases reported in the United States already this year, up from about 70 per year in the early 2000s. Three children died last year.
The rise of measles may also be a harbinger of something even worse, public officials say. “Measles is basically a canary in the coal mine for our entire system,” said Dr. Scott Harris, the state health officer in Alabama’s Department of Public Health. “When it surges like this, it signals that our vaccination programs are starting to fail and that other diseases won’t be far behind.”
Already, cases of whooping cough have surged, too. And after two Florida children died of Hib, a bacterial infection, public health researchers worry that disease is resurgent.
The most maddening aspect of this situation is that it was almost certainly avoidable. It stems in large part from a yearslong scare campaign by vaccine conspiracists including Robert F. Kennedy Jr., who now serves as President Donald Trump’s secretary of health and human services. Since taking office, Kennedy has turned his damaging ideas into federal policy. He has downplayed the seriousness of measles outbreaks; promoted dubious treatments and prevention strategies; replaced an expert panel that shaped federal vaccine recommendations with people who share his views but, for the most part, lack relevant experience or expertise; and made

substantial changes to the childhood vaccine schedule without even convening that same group.
There is some reason to hope that the political climate is shifting against Kennedy. In March, a federal judge blocked his changes to the childhood vaccine schedule, calling them arbitrary, capricious and most likely illegal, and the Trump administration has not yet appealed. Last week, Trump announced the nomination of Dr. Erica Schwartz, a wellqualified Navy officer who supports vaccines, to run the Centers for Disease Control and Prevention. Kennedy, appearing at several congressional hearings over the past week, tried to soft-pedal his views at times and even acknowledged that his department “has advised every child” to get the measles shot.
But Kennedy does not appear to have changed his actual views, and the threat to vaccines remains substantial. The military recently eliminated its flu vaccine requirement, for example. And the CDC disingenuously canceled the publication of a study documenting large, continuing benefits from the COVID-19 vaccines.
Reversing the new vaccine skepticism will require a dedicated effort. State officials and members of Congress, especially Republicans, should speak up. So should doctors, religious leaders and corporate leaders. Protecting Americans from deadly, preventable diseases should not be a partisan issue, despite the attempts by opportunists like Kennedy to make it one.
Studies have suggested that only a small share of parents are hardened anti-vaxxers who refuse all shots. Many more are merely anxious and looking for trusted guides or good information. The key is to meet these families where they are. Health workers can listen empathetically and provide easily understandable information. They can be careful to avoid using too many statistics and jargon and instead tell human stories. Hearing about even one child who died from a preventable disease can sometimes be persuasive.
Skepticism about vaccinations began to grow in the early 2000s, in the United States and some other wealthy countries. It sprang partly from a 1998 study that linked vaccines to autism and has since been discredited. The worries have been part of a broader rise in conspiratorial politics, fueled by a combination of partisan polarization, social media and other factors.
The COVID pandemic once seemed as if it might reinstill confidence. The virus was a new and terrifying pathogen for which scientists developed a safe, highly effective vaccine in record time. It offered a case study in the power of vaccination. But COVID, too, soon became subject to political polarization.
Many conservatives questioned the vaccine in irrational and self-defeating ways. Liberals rightly embraced the vaccine but sometimes went so far as to be alienating — insisting that children needed annual boosters (which most countries did not), calling for the firing of unvaccinated people and more. The combination played into many Americans’ preexisting uncertainty about how much to trust public health experts. In the years since, vaccination rates for other diseases have slipped further.
A vast majority of American children — more than 90% by

most estimates — are still vaccinated for measles. But it takes a threshold of 95% to stop the illness from spreading, and in too many communities, the rates are lower than that already or falling fast. In Idaho, just 78.5% of kindergartners were vaccinated for measles last school year. Nationwide vaccination rates for several other diseases — including flu, hepatitis B, rotavirus, Hib, polio and whooping cough — are also down.
The fallout from declining vaccination rates will not be confined to those who choose not to get vaccinated. For one thing, newborns cannot be vaccinated against most diseases and rely on the rest of society to provide herd immunity. For another thing, no vaccine is perfect: About 3% of people vaccinated against measles remain vulnerable to infection, often without realizing it. Immunocompromised people, like those on chemotherapy, can also be vulnerable. They, too, rely on herd immunity. A return of vaccine-preventable diseases would also strain hospitals and doctors’ offices and require quarantines, school closures and other disruptive safety protocols.
What can be done? So long as Kennedy remains health secretary and insists on making up his own facts, the options will be limited. The country needs vaccine policies based on scientific consensus and federal investments in both vaccine distribution and disease treatment.
Nonetheless, other leaders can step forward to mitigate the damage. Governors and members of Congress from both parties can issue clear messages about the benefits of vaccines. As Dr. Paul Offit of the Vaccine Education Center at the Children’s Hospital of Philadelphia put it, “Vaccinate your children against measles. The shots work and are safe, and nobody needs to die from this disease.”
States and local governments can also adopt helpful policies that counteract the Trump administration’s pseudoscience. One tangible step would be to make vaccines easier to obtain by opening more pop-up clinics in schools and community centers.
It would also be useful to tighten the requirements for vaccine exemptions.
The arguments against vaccines have been circulating for more than a century, even if social media has allowed them to spread more easily. The claims can seem compelling but can be debunked. Vaccines prevent 3 million to 5 million deaths globally each year. They are not toxic, and they do not cause autism — full stop.
To some extent, vaccines have been a victim of their own success. They made many disease outbreaks a thing of the past, and people have forgotten how terrible those outbreaks were. We are at growing risk of experiencing that misery again.

Joel Potrykus’ darkly comic slow-burn buddy movie is streaming on Shudder, but it’s not a conventional horror movie. Most of it is about two friends who spend a walk in the woods talking smack, shooting off bottle rockets and fighting over debts. But once their destination is revealed, the film’s horrors are, too, and that’s when this slacker meditation on aging and death squares up and delivers its blows.
The film opens as Marty (Joshua Burge) and his best friend, Derek (Potrykus, who also wrote and edited) traipse through the forest somewhere in Michigan, searching for something Derek seems to have misplaced before they set up a tent for the night. Derek is a goofball who talks a mile a minute and playfully bickers with Marty like they’re still 13. Marty seems like he’s moved on from their friendship, as if his day with Derek is an act of charity. When Marty says it’s time to say goodbye, Derek stalls. But it’s no use, because the plan Marty set in motion has no easy off button.
Burge and Potrykus are exceptional as longtime friends coming face to face with horrifying stakes. Potrykus is my kind of weirdo for using Maria Callas singing “Casta Diva” to sinister ends. (Stream it on Shudder.)

Johannes Roberts’ action-survival thriller carries on the lineage of “Link,” “Monkey Shines” and other simian-themed horror movies. Set at a cliffside mansion in Hawaii, the film is about Ben, a sweet-faced pet chimpanzee that gets rabies and goes on a blood-soaked tear against his owner and a group of her friends on vacation.
Roberts and Ernest Riera’s script is paperthin; don’t expect much of a meditation on anything. That’s not a complaint; the film isn’t trying to reinvent the scary monkey subgenre or force emotional investment in its shallow stock characters. It’s only here for jump scares, prolonged cat-and-mouse games and some brutal gore in the slasher tradition. (It’s “‘Cujo’ but chimp,” as one critic put it.) For many horror fans, myself included, that’s plenty.
A big round of applause for actor Miguel Torres Umba who, with help from Millennium FX’s top-notch practical effects, plays Ben like an enraged but graceful gymnast. (Stream it on Paramount+.)
‘Black Eyed Susan’
She’s not real. She’s just a robot. That’s what I kept repeating in my head as I watched writerdirector Scooter McCrae’s sicko sexploitation throwback.
Tired of living out of his car, Derek (Damian Maffei) agrees to take a job programming Susan (Yvonne Emilie Thälker), an AI-powered sex doll that doubles as a human punching bag that will cry if you hit her hard enough. They’re artificial tears, though: Susan is being calibrated to withstand punishing physical violence, the kind that leaves her with bruising that gives this transgressive film its name. When Susan starts to react negatively to Derek’s aggression, and he starts to feel ashamed of his behavior, the experiment starts to unravel, and the consequences are sickening.
The film’s sexual politics are hard to discern. Is Derek living a misogynist’s dream or is he helpfully forecasting just how screwed up our AI future might be when it comes to sex and deviance? For McCrae it’s both — a mashup of the art house and the grindhouse, and it works, disturbingly. McCrae and his cinematographer, Anton Zinn, get extra points for photographing on 16 millimeter film, giving the film’s savageness an extra sleazy sheen. (Stream it on Shudder.)
‘Mudborn’
Shieh Meng-ju’s maximalist new film is an eye-exploding mix of Taiwanese folk horror,
dark-sided talisman stuff, “Poltergiest” pastiche and AI-age techno-terror.
Developer Hsu-chuan (Yo Yang) works at a video game company that uses scans of real world locations to make its hot virtual reality games. Unfortunately, one of those locations was home to a little clay statue that is possessed and has its sights set on Hsu-chuan and his pregnant wife, Mu-hua (Cecilia Choi), an artifacts conservator. When the statue’s spirit-force threatens the couple and their unborn baby, they enlist a Taoist priest (Derek Chang) to help get rid of the bloodthirsty entity’s powers.
Shieh seamlessly balances terrors in the real and virtual worlds, and the result is an entertaining film that lands its kitchen sink-scares and supernatural nuttiness without being overwhelming. (The run time could have used a 20 minute trim, though.) Shieh’s tight grip and stellar work from cinematographer Chen Chi-wen make the trip to the action-packed finale worth the wait. (Stream it on Netflix.)

“Hell is for children,” Pat Benatar belted in 1980. In writer-director Felipe Vargas’ hallucinatory thriller, hell is children.
Sasha (Xochitl Gomez) hopes to make enough money for college by babysitting Zaley (Victoria Firsova), a bratty little girl who lives with her emotionally removed mother in an upscale neighborhood. Sasha’s landscaper brother, Marco (Aaron Dominguez), encourages his sister to stay as invisible as possible when she’s at work.
At a park with Zaley, Sasha wonders why

there are lots of kids playing but no parents or caregivers. And why do the kids keep staring at her? What’s with the girl with a puss-oozing sore on her face? Most important: Why is the playground moving? I’ll tell you why: The slide is actually a portal to hell, and these little monsters are its gatekeepers.
By centering on working-class Latino protagonists, Vargas uses a kids-gone-wrong story to deliver a timely message about racism and inequality. (“Village of the Damned” meets “Get Out” seems to have been his intended target.) The story gets too nonsensical the more supernatural it gets, but the playground battle scenes are amusingly freaky. Choreographer Samantha Higgins did a fantastic job maneuvering the kid actors into menacing chorus lines. (Stream it on Tubi.)

U.S. stocks advanced on Thursday and the S&P 500 and the Nasdaq logged their biggest monthly gains in years as solid corporate earnings offset the war-related oil supply shock that has rattled markets and sent crude prices to four-year highs.
But oil prices eased and economic data showed the U.S. economy continues to grow at a healthy pace, helping as investors geopolitical tensions and close the book on a month of solid gains.
The rally gained momentum throughout the session, pushing all three major U.S. stock indexes sharply higher.
“A lot of the economic data calmed investors’ fears,” said Paul Nolte, senior wealth adviser & market strategist at Murphy & Sylvest in Elmhurst, Illinois. “Beyond that, you’ve got some pretty good earnings from a lot of different companies, and we’re seeing that broaden out today.”
“Until we see some changes to the market dynamic, as well as the economy, the momentum is on the bullish side,” Nolte added.
Industrials, powered by Caterpillar shares, put the Dow out front, while technology limited the Nasdaq’s gains in the wake of a spate of high-profile quarterly results released late Wednesday.
Four members of the Magnificent Seven group of artificial intelligence-related megacaps reported late Wednesday: Alphabet, Amazon, Meta Platforms and Microsoft. Alphabet jumped after reporting a record quarter for its cloud unit.
Meta and Microsoft shares slid on concerns over artificial intelligence-related expenditures.
“The spending continues to be at pace,” Nolte said. “They’re seeing still very robust growth and some are starting to report a return on the investment, which is new.”

The Fed left rates unchanged on Wednesday, but three regional presidents voted to remove references to an “easing bias” in the central bank statement. Outgoing Chair Jerome Powell also surprised many by saying he’d stay on as a board member - at least for a time - after his chairmanship ends next month.
Powell’s term on the board will last until early 2028, meaning there will be no immediate vacancy on the board for President Trump to fill.
Futures markets have wiped out all bets on Fed easing this year, with a one-in-three chance of a rate hike by next April. Treasury yields are climbing again, with the 30-year yield briefly topping

5% for the first time since September. The dollar jumped briefly, but was knocked back below 160 yen by Japanese intervention worries.
The European Central Bank and Bank of England will issue their rate decisions today. Like the Fed and Bank of Japan, they’re both expected to keep policy on hold but warn of oilrelated inflationary pressure.

ter Wednesday’s bell. Alphabet surged more than 6% on its beat and impressive cloud business, while Meta went the other way, dropping more than 6% as investors fretted about its latest capex boost.
The share price reactions to Amazon and Microsoft’s results were more subdued, but overall, there was no major red or green flag on the gigantic AI buildout. Spending from the so-called hyperscalers this year is now expected to top $700 billion overall.
Whether that high and rising bill is justified or not remains to be seen, but it means the underlying demand for AI chips and equipment will go up another gear for now while the end game for the massive capex continues to be assessed.

Iran’s supreme leader issued a rare statement Thursday saying that the United States had no place in the future of the Persian Gulf region and making clear that his country planned to manage the strategic Strait of Hormuz waterway going forward.
In the defiant message, Ayatollah Mojtaba Khamenei also vowed that Iran would retain its nuclear capabilities. The lengthy statement from the Iranian leader, who has not been seen in public since he was named to the top post nearly two months ago, was shared by his office.
It touched on two of the thorniest issues stalling talks on permanently ending the U.S.-Israeli war with Iran, which began in late February and paused when a ceasefire was reached this month. Those positions put Iran at odds with the United States, which has sought to curtail Iran’s nuclear ambitions and insisted that it cannot restrict use of the Strait of Hormuz to vessels of its choosing.
“By the will and power of God, the bright future of the Persian Gulf region will be a future without America,” said the statement, which was released on Iran’s National Day of the Persian Gulf, an annual commemoration of a 1622 military victory over Portugal in the Strait of Hormuz.
Of the battle over the narrow waterway, one of the most important shipping routes for global oil supplies, the statement said, “Foreigners who come from thousands of kilometers away, acting maliciously out of

greed, have no place there, except at the bottom of its waters.”
It went on to say that Iran would implement “new legal frameworks and management of the Strait of Hormuz,” suggesting that the country had no plans to relinquish control over the shipping route. Such a system, it added, would benefit its neighbors and prove economically fruitful.
Iran floated plans in a proposal over the weekend, since dismissed by the Trump administration, to reopen the strait but impose
a hefty toll on passing tankers. Arab countries in the Persian Gulf, including Oman, which borders the southern part of the strait, have also objected to the idea.
Negotiations to end the war appear to be at an impasse. President Donald Trump told his advisers this week that he was dissatisfied with Iran’s latest proposal, which would have reopened the strait while setting aside questions about Iran’s nuclear program.
The two sides are implementing dual
blockades around the Strait of Hormuz, which is normally used to transport as much as one-fifth of the world’s oil supply. Energy prices have spiked as a result.
The war has devastated Iran’s economy, with the Iranian rial currency sinking to new lows against the dollar this week.
Khamenei’s statement included Iran’s nuclear and missile capabilities on a list of “national assets” for Iranians to safeguard “just as they would their land, sea, and air borders.”
Khamenei filled the statement with references to National Day of the Persian Gulf, which has taken on added political significance for Iran’s authoritarian clerical rulers. In posts on social media, he and other leaders used the date to link Iran’s current effort to control the waterway with a long list of historic battles against European colonial powers over the strait.
Khamenei was selected as supreme leader after Ayatollah Ali Khamenei, his father and predecessor, was killed in the opening salvos of the U.S.-Israeli attack on Iran in late February. Since then, he has rarely been heard from and has never been spotted in public.
The New York Times has reported that Mojtaba Khamenei was gravely injured in the same airstrikes that killed members of his family. He does not wield the same level of authority that his father did, with a collective of powerful Revolutionary Guard commanders making key decisions on matters of security, war and diplomacy, the Times reported.

For someone who regularly disparages France in matters of war and commerce, President Donald Trump is not above appropriating its culture. Last year, Trump ordered up a military parade inspired by the Bastille Day celebration he was invited to watch in Paris in 2017 by President Emmanuel Macron.
Now, Trump is pressing ahead with a plan to construct a triumphal arch in Washington that he envisions, among other things, as oneupping the Arc de Triomphe in the French capital. That has prompted jaded reactions in France, a land that is no stranger to political leaders afflicted with edifice complexes.
It has also cast a fresh light on the Arc de Triomphe and its tangled history, which could serve as a reminder to Trump of both the ephemeral nature of power and the contested legacy of monuments.
Conceived in 1806 by Napoleon as a tribute to military glory after the Battle of Austerlitz, the Arc de Triomphe has come to symbolize very different things in modern France. Sacred tomb for France’s unknown soldier. Jubilant destination for soccer fans after France won the World Cup in 2018. Reviled target for the “yellow vest” protesters, who vandalized it later that year.
The arch that crowns the Champs-Élysées “embodies our joys, our sorrows and also our anger,” said Jean-Yves Le Naour, a French historian.

A rendering provided by the U.S. Commission of Fine Arts of plans for a 250foot triumphal arch in Washington. The Arc de Triomphe in Paris, which President Donald Trump vows to top in Washington, offers a lesson in the complicated history of monuments. (U.S. Commission of Fine Arts via The New York Times)
But it does not, in any conspicuous way, embody Napoleon. Construction was halted for nearly a decade in 1814, when the emperor was first vanquished and driven into exile. Louis-Philippe, the reconciliation-minded king under whom the arch was completed in 1836, decreed that it should honor not just Napoleon’s imperial army but all those who fought in France between 1792 and 1815.
Commemorating the different chapters of France’s turbulent history in the sculptures that adorn the arch was no simple task, given
Napoleon’s inglorious final defeat at Waterloo. “We had launched an arch of triumph for a defeated nation,” said Isabelle Rouge-Ducos, a scholar of 19th-century art.
France’s decision after World War I to honor an unidentified soldier by interring him beneath the arch transformed the monument yet again, turning it from “something grandiose into something breathtaking,” said Gabriel Wick, an art historian at New York University who lives in Paris. “Whenever I go there, I feel like I’m in the nave of a cathedral, but without an altar.”
Trump appears less concerned with the ghosts of history than with winning the bragging rights for tallest arch-themed monument. At 250 feet, counting a winged Statue of Liberty-like figure on top, his version would comfortably exceed the Arc de Triomphe, leaving its storied predecessor, at 164 feet, in the shade.
“The one that people know mostly is the Arc de Triomphe in Paris, France, and we’re going to top it by, I think, a lot,” Trump assured supporters last December. “The only thing they have is history.”
That history might give Trump pause, evoking, as it does, the fleeting nature of ambitious rulers. Napoleon was inspired to build a colossal monument by the pyramids of the pharaohs, Rouge-Ducos said, which he saw in 1798 during his invasion of Egypt with an army of about 36,000 troops.
French commentators often describe
Trump’s ambitions as “Pharaonic.” On a recent morning radio program, the host, Sonia Devillers, noted that Trump was also building a cavernous ballroom next to the White House and mused about whether his architectural tastes ran to those of a dictator.
Others liken him to Crown Prince Mohammed bin Salman of Saudi Arabia, whose dream of a nearly 110-mile-long city in the desert appears stalled, and Nicolae Ceausescu, the Romanian dictator who built a hulking pile nearly the size of the Pentagon to house his rubberstamp Parliament before he was deposed and executed in 1989.
And yet Trump’s penchant for grandiose projects is hardly unfamiliar in France. Long after Napoleon, French presidents have sought to build legacy-defining edifices. Georges Pompidou championed the Pompidou Center, a futuristic cultural hub, in the late 1960s. François Mitterrand initiated the pyramid entrance of the Louvre Museum, designed by architect I.M. Pei, in the 1980s.
Mitterrand was also behind the Grande Arche de la Défense, a gigantic postmodern cube in a high-rise business district west of Paris. It was dedicated in 1989, the bicentennial of the French Revolution, much as Trump’s arch is meant to celebrate the 250th anniversary of American independence.
At 361 feet, Mitterrand’s arch is even taller than Trump’s design. The American president, who might have spied the grand arch beyond the Arc de Triomphe while attending the 2017
Her daughter was raped and killed. Now she’s seeking office, and justice.
By ANUPREETA DA and HARI KUMAR
The heinous rape and murder, in August 2024, of a young doctor who was resting in a hospital seminar room between shifts unleashed a storm of rage, leading to a criminal inquiry that expanded into broader investigations into potential systemic corruption.
More than a year-and-a-half later, the doctor’s mother, Ratna Debnath, has stepped into the political realm as a candidate for West Bengal’s state legislature, aiming to seek justice for her daughter and greater safety for women.
“I’ve lost my daughter and my house has become empty, but I want to ensure the safety of thousands of women,” Debnath, 54, said. “That’s why I’ve joined politics.”
Debnath’s personal story became a key element in the campaign of the Bharatiya Janata Party, the Hindu nationalist political party of Prime Min-
ister Narendra Modi, to unseat the current government of West Bengal, which is led by Mamata Banerjee of the Trinamool Congress party.
By choosing to join the BJP, which sought her candidacy for months, Debnath has thrust herself not just into the heat of the state’s election. She has also become a figure in Modi’s broader campaign to position his party nationwide as a champion of women.
While women have made significant strides in India, with greater numbers entering the formal workforce, many still fight the undertow of patriarchal norms that continue to dominate society and, in many contexts, normalize violence against them. In recent years, overall crime against women has risen, although there has been a decline in the number of dowry deaths, the leading cause of violence against women. Many crimes also go unreported.
The BJP has launched multiple welfare programs and campaigns to support women, but it
has also been criticized in the wake of major incidents of sexual violence. The police in New Delhi cracked down on a protest against sexual harassment in the sport of wrestling in 2023 and, a year earlier, 11 men convicted of rape and murder in a state once governed by Modi had their prison sentences cut short.
In West Bengal, the BJP has been wooing female voters, who participated in the 2021 state election here in greater numbers than male voters, by making their safety and welfare a pillar of its campaign.
At a rally Friday afternoon with Debnath, Modi — who campaigned in the state — painted the Trinamool as “anti-women” and a corrupt, lawless government that had failed to bring to account all those involved in her daughter’s case. Hundreds of women who attended wore turbans or scarves of saffron, the BJP’s signature color.
He announced programs that would provide
more cash benefits to pregnant women, loans of up to 2 million rupees, or about $21,500, for selfemployed women, and free cervical cancer vaccines.
Banerjee, who is seeking a fourth term in office, highlighted popular welfare programs she launched for women since she came to power in 2011. She also focused on portraying the Trinamool as an inclusive party and custodian of the Bengali identity.
At the national level, the BJP-led government recently sought to push through a bill to expand the parliament to 850 seats from 543, and reserve 33% of the seats in parliament and state governments for women. (Women make up around 14% of India’s current parliament.)
But opposition parties accused the government of using the issue as a backdoor to potentially tilt the balance of power in parliament to give more seats to states that are BJP strongholds.

The United Arab Emirates dealt a major blow to some of the world’s biggest oil producers early this week when it announced that it was leaving the OPEC oil cartel that has for decades sought to control global prices and fuel supplies.
A coalition of around a dozen oil exporters, OPEC has steered prices by setting quotas for its members and allies. But the organization’s power has slipped in recent years as production soared in nonmember countries, chiefly the United States.
Before the war in Iran, the UAE was one of OPEC’s largest producers, after Saudi Arabia, Iraq and Iran, pumping around 3.6 million barrels a day of oil, or some 3% of global supply.
Its departure from OPEC means little for oil prices at the moment because the U.S.Israeli war with Iran has forced producers across the Persian Gulf to slash production. But in the long term, the move could contribute to greater volatility since less oil will be subject to production controls.
OPEC countries supplied more than a quarter of the world’s oil before the war. Russia and several other countries also coordinate with OPEC through a grouping known as OPEC+.
UAE officials had long floated the idea of quitting the cartel, complaining that quotas
had unfairly limited their ability to export oil. In a sign of the abruptness of its break with a group that it had belonged to since 1967, the UAE gave less than a week’s notice, saying it would leave Friday.
The country, which has been aiming to boost its production capacity to 5 million barrels a day by 2027, is now expected to pump more to serve its own interests. That is, once tankers can resume travel through the Strait of Hormuz, the narrow waterway that divides Iran from the Arabian Peninsula.
The strait has been all but closed since the war began in late February. The UAE has the ability to send some oil around the strait through a pipeline, but it nevertheless was forced to slash oil output by more than a third in March, according to the International Energy Agency.
UAE officials decided to leave OPEC so they would have more freedom to meet consumer demand, the country’s energy minister, Suhail Al Mazrouei, said in an interview with The New York Times.
“The world needs more energy, the world needs more resources and UAE wanted to be unconstrained by any groups,” Al Mazrouei said. The UAE wanted to exit at a time that would cause minimal disruption to oil markets, he added.
“We will remain as a responsible producer,” Al Mazrouei said.
The price of Brent crude oil, the main international benchmark, pulled back after the announcement but was still trading more than 2% higher than it was Monday. Oil has risen more than 50% since the start of the war and the effective closure of the Strait of Hormuz, a transit point for a fifth of the world’s oil.
The announcement came amid festering tensions between the UAE and Saudi Arabia — the de facto leader of OPEC. Once close allies, the two Gulf countries have diverged in recent years. The UAE has increasingly gone its own way, pursuing closer ties to Israel and backing an armed separatist group in southern Yemen, where the Saudis are supporting the government.
The war with Iran appears to have hardened that rift, as Saudi Arabia and the UAE weigh differing strategies of how to respond to Iran. The UAE — which hosts a major U.S. military base — has suffered thousands of Iranian missile and drone attacks. UAE officials have spoken of their dissatisfaction with the response of regional multilateral organizations, including the Gulf Cooperation Council and the Arab League, hinting that
they would have preferred a harsher unified stance against Iran.
“Every Gulf state had its own policy of containment toward Iran, and all of those containment policies have failed,” Anwar Gargash, a senior UAE official, said in Dubai on Monday. “All our policies have failed miserably.”
Oil policy has, for years, also been a key source of tensions between the UAE and Saudi Arabia.
“While Saudi Arabia aims to sustain oil markets for the next century, the UAE feels no such urgency,” said Bachar El-Halabi, senior analyst in Dubai at Argus Media, a commodities research firm. “Because their economy is more diversified, they do not require high oil prices to balance their budgets, allowing them to prioritize volume over price support.”
The departure of the UAE will leave Saudi Arabia shouldering an even greater share of the responsibility of managing oil prices once international markets eventu-
ally stabilize.
“The question is whether Saudi Arabia is willing to bear the lion’s share of the burden of managing global oil markets with only a limited ability to support that from many other players,” said Jason Bordoff, the founding director of the Center on Global Energy Policy at Columbia University.
The UAE’s decision comes after Angola, Ecuador and Qatar left the cartel in 2024, 2020 and 2019. But the UAE is a larger oil producer than those countries, and its decision is more consequential.
Abu Dhabi — now the capital of the UAE — joined OPEC in 1967, several years before the UAE became a unified country.
“During our time in the organization, we made significant contributions and even greater sacrifices for the benefit of all,” the UAE state news agency said in a statement. “However, the time has come to focus our efforts on what our national interest dictates and our commitment to our investors, customers, partners and global energy markets.”

When NJ Transit said this month that train tickets to MetLife Stadium for the World Cup would cost $150 — more than 10 times the normal price — fans were incensed. The news kicked off a battle between local officials and FIFA, soccer’s governing body, over who should pay for security and transit.
But as politicians sparred with the organizers, an alternative idea was taking shape online: Why, some European soccer fans wondered, couldn’t they simply walk to MetLife Stadium? Surely a stadium near New York City would welcome pedestrians.
“I know walking is an unfamiliar concept for most Americans, but it is a thing in the rest of the world,” read the original post on social platform X on April 17.
Never mind that FIFA has prohibited pedestrian access, or that the scenic stroll could involve passing over interstates and trudging through the marshlands around the stadium where Jimmy Hoffa was once believed to be buried.
Even still, Jean P.D. Meijer, a 29-year-old Dutch design engineer who lives in Groningen, the Netherlands, doubled down on X, saying: “Do you really think football fans care? it will be like a zombie herd making their way through, you won’t be able to drive on those roads.”
In a phone interview, Meijer, who is not
planning to attend the World Cup, said: “A lot of people were saying it’s completely impossible to walk there. It isn’t — not that it’s a good idea — but it kind of felt like this mentality of just giving up because you think it’s too hard.”
But, he clarified, “if I were going, I wouldn’t be walking.”
Though it was not clear whether those chiming in online would actually follow through once faced with the swamps, highways and motorists of New Jersey, Americans were quick to warn against walking to MetLife. Yes, it’s technically a walkable distance: several miles between Rutherford, New Jersey (a close train station), and MetLife, depending on your route, and, for the athletically inclined, around 10 miles from Manhattan to MetLife. But a pedestrian route is at best daunting and perhaps impossible, people online argued. (A New York Times reporter tried in 2013.)
“That’s not a walkable 5 miles or 10 miles,” Tiesyn Harris, a 22-year-old social media creator from North Carolina who has visited New York, and whose TikTok video about the debate has been viewed more than 3.3 million times, said in an interview. “Imagine trying to walk on I-95, you know, one of the deadliest highways in America, or trying to walk through the Meadowlands, or walking through swamps or these toxic creeks that have high levels of mercury and all this stuff.”

attend the event — the New York-New Jersey Host Committee was forced to weigh in, issuing a statement last week strongly discouraging fans from walking.
“These are active, high-traffic corridors where walking creates serious risks for both pedestrians and motorists,” the statement read.
Tony Vernal, a 48-year-old resident of Brooklyn, said that, despite the fare hike, he planned to take NJ Transit to attend the Norway-Senegal match with his 8-year-old son. “I’m kind of waiting to see if New Jersey backs down on this ridiculous $150 markup,” he said. “But with a kid, I’m just going to take the easiest option, which is the train.”
“There’s no way to walk to the stadium,” he added. “It’s like a death trap. What, you’re going to walk along the Pulaski Skyway? No, it’s just a bad idea.”
Still, Vernal said, he wouldn’t mind seeing some Europeans take their chances. “They’re

For centenarian runners, getting into the sport is often less about defying age than about having a second or third act, a chance at reinvention — after grief, retirement or upheaval.
Many of those covered in The New York Times picked up running late in life. They ran for joy, the pleasure of competing, a sense of discipline or a feeling of liberation, sharing an uncommon drive that kept them going to 100 and beyond.
We’re remembering the lives of a few of those athletes after Lester Wright, who was believed to have set a record for the 100-meter dash in 2022, died April 20 at 103. 1916-2024
Julia Hawkins
Julia Hawkins, who took up running after her 100th birthday, set world records in the 100-meter dash, earning the nickname
Hurricane. Her secret to life, she said, was keeping busy.
She raised a family, taught in Honduras for a year, became a competitive cyclist in her 80s, did her own yardwork and spent 30 years writing a memoir that she self-published. She also kept unconventional pets, including a monkey and an alligator. She died in 2024 at 108.

Fauja Singh
Running gave Fauja Singh new purpose after the deaths of his wife and two of his six children. He began competing when he was said to be in his 80s, running marathons in London, New York and Toronto and appearing in an Adidas ad campaign.
A Sikh, he was known as the Turbaned Tornado. Running, for him, was a spiritual act. “The first 20 miles are not difficult,” he told reporters. “As for the last 6 miles, I run while talking to God.” Even when he was no
welcome to try,” he said. “I encourage that kind of transgression.”
Whether it’s technically possible to walk to MetLife is perhaps beside the point. The debate fits within a larger trend of Americans and Europeans arguing on social media over cultural differences, real or imagined. They spar over sauna culture, hydration and how to hold utensils. Americans criticize Europeans for not investing in air conditioning, for smoking so much and for charging for restrooms. Europeans accuse Americans of talking too loudly, of making generalizations about Europe as a whole and, of course, of driving everywhere. The two groups even ponder the outcome of hypothetical physical altercations (Who would win a fight: 100 Britons or 100 Americans?).
Jamaal Burkmar, a British choreographer and content creator who posted a video on TikTok about the debate, said in an email that arguments pitting Europeans against Americans often sprang from a “growing tendency toward cultural defensiveness online.”
“Legitimate critiques — about cost, infrastructure and accessibility around a global event like the World Cup — get dismissed through a kind of blanket response to ‘those Europeans,’” he wrote.
He added: “I’ve traveled to a country in every continent, and I’ve never not struggled with public transport in the first day. Is it really that odd that Europeans didn’t know the route to the MetLife?”

Ugo Sansonetti
Ugo Sansonetti began running track in his 70s and won numerous medals at World Masters Athletics championship events, breaking several world records. By then, he had already led an eventful life. He had served as the mayor of his hometown in Italy and spent years in Costa Rica overseeing a settlement founded by Italian migrants. Later, he helped start the Italian division of the frozen-food giant Findus, based in Sweden. At 85, he took part in a zero-gravity flight. He died in 2019 at 100.

By her late 60s, she had begun racing. In 2011, she set a record for the fastest time in the 60-meter dash by an American woman in the 95-99 age group: 29.86 seconds.
“You see so many older people just sitting around — well, that’s not me,” she told the Times in 2016. “Time marches on, but I keep going.” She died in 2021 at 106.

Don Pellmann
Don Pellmann was the oldest athlete in the San Diego Senior Olympics in 2015, the year he became the first centenarian to break 27 seconds in the 100-meter dash and to clear an official height in the high jump. That day, the temperature was also around 100, but Pellmann stubbornly refused most offers of water. “I don’t want to drink too much because that will make me take a trip to the restroom,” he told the Times. Gary MacDonald, the event’s track and field commissioner, joked: “Now I know how he got to be 100 — because he has an attitude.” Pellmann died in 2020 at 105.
