Senate summons La Fortaleza chief of staff to extensive committee of the whole

In what could turn out to be the most extensive oversight events of the current governing administration, the Puerto Rico Senate has summoned La Fortaleza Chief of Staff Francisco J. Domenech Fernández, who is also executive director of the Puerto Rico Fiscal Agency and Financial Advisory Authority (AAFAF by its initials in Spanish), to appear before a committee of the whole next Tuesday, March 24.

The hearing at the Salón Leopoldo Figueroa Carreras will focus on a broad examination of 10 core areas of public administration, as outlined in the Legislature’s formal notice.

The Legislature intends to review the progress made in implementing the central government’s Fiscal Plan, widely regarded as Puerto Rico’s chief instrument of financial planning. Lawmakers will also look into the fiscal condition of public corporations, the status of government reform initiatives, and the ongoing reorganization of the executive branch. Compliance with statutory obligations in public administration and programmatic legislation is also on the agenda, reflecting lawmakers’ interest in understanding how closely the administration has adhered to various legal mandates.

In addition to those matters, lawmakers will discuss the government’s tax reform efforts and their implications for fiscal stability. The functioning of Puerto Rico’s permitting system is expected to receive attention, particularly regarding attempts to streamline bureaucratic processes and accelerate administrative decision-making. Contracting and procurement practices across the central government and its public corporations will be examined, alongside questions about publicsector appointments, promotions and retirements. Senators have also indicated that the management and disbursement of federal reconstruction funds will be a key subject of inquiry, given the unprecedented volume of resources involved and

ongoing public concern about their utilization. The Legislature plans to assess compliance with revenue, expenditure, and projection targets established in the Fiscal Plan as well as the results of Executive Order OE-2025-008, which governs personnel and administrative actions across the executive branch. The Senate’s notice states that lawmakers may raise any additional issues they deem relevant during the session.

The decision to bring Domenech before a committee of the whole comes at a time of heightened friction between the Legislature and the Office of the Governor. One of the pivotal sources of tension involves accusations by Senate President Thomas Rivera Schatz, who has alleged that Domenech instructed agency heads not to provide the Senate with documents related to legal work performed by attorney Antonio Sagardía de Jesús. This dispute has prompted the Senate to press forward with compelling Domenech’s appearance and has fueled a broader institutional confrontation over legislative access to information (see related story on page 4). Rivera Schatz has insisted that the executive branch is mistaken in asserting that Senate rules require a formal vote for such requests and has invoked Supreme Court precedent to justify acting independently of plenary procedures.

The conflict is further inflamed by an ongoing power struggle within the New Progressive Party (NPP). Gov. Jenniffer González Colón and Rivera Schatz have clashed publicly over control of government contracting authority. Domenech, who plays a central role in overseeing contracts as chief of staff and AAFAF director, has become a focal point of this broader dispute. Reports indicate that questions about his influence over procurement processes and administrative decisions have intensified legislative scrutiny.

The friction between Domenech and lawmakers also extends to what some senators describe as a persistent communication breakdown. NPP Sen. Juan Oscar Morales has stated that the Senate experiences “zero communication” with Domenech, expressing frustration over recent controversies and personnel decisions emanating from La Fortaleza. Those developments have contributed to the momentum behind the hearing, as legislators seek to assert authority and demand greater transparency.

The March 24 committee of the whole is poised to be a defining moment in the evolving relationship between the legislative and executive branches. With tensions running high and longstanding disagreements over transparency, contracting and administrative oversight, the hearing will scrutinize not only fiscal planning, reconstruction funds and structural reforms but also the underlying political struggles shaping Puerto Rico’s governance. As the island continues navigating federal oversight, fiscal restructuring and complex administrative reforms, the session’s outcomes may have lasting implications for both public accountability and the balance of power in San Juan.

Lawmaker urges action on beach safety bill following drownings

Following a string of recent drownings along the beaches of Vega Baja, San Juan and Manatí, Popular Democratic Party Rep. Edgardo Feliciano Sánchez is calling on the New Progressive Party (NPP) majority to urgently take up House Bill 828, a measure he introduced last year to strengthen swimmer safety across Puerto Rico.

The proposal would require hotels, guesthouses and short‑term rentals to provide guests with timely alerts issued by the National Weather Service. These alerts — delivered through text messages, emails and accessible informational materials — would warn visitors about hazardous marine conditions. The bill also outlines a coordinated interagency strategy to amplify safety notices at both the local and international levels.

“The country cannot continue reacting too late to tragedies that are preventable,” Feliciano said, criticizing the NPP majority for keeping the measure stalled. “As we continue to see these heartbreaking incidents on our beaches, the majority keeps a bill shelved that directly addresses this problem.”

Feliciano said the measure seeks to establish a structured communication system between the government and the tour ism sector to ensure the effective dissemination of warnings about dangerous ocean conditions, including rip currents and high surf. He emphasized the importance of reaching tourists

who may be unfamiliar with the characteristics of Puerto Rico’s coastline.

reminder that action is needed,” he stated. “It’s not enough to lament these incidents; it’s time to prevent them. This measure creates clear tools to educate, alert, and save lives.”

The legislator said eight people have drowned in Puerto Rico waters so far this year. It was unclear at press time whether that number included Wednesday’s reported drowning in Vi eques of a 56 year old male tourist from Maine. On Thursday, meanwhile, authorities reported the discovery of the body of a young man who had been swept away by ocean currents at Condado Beach in San Juan in an incident that occurred on Wednesday afternoon. The victim was one of three tourists who were in the area during their stay in the capital city for spring break. Two of them were rescued alive.

The bill also includes provisions for fines in cases of noncompliance, directing any collected funds toward improv ing beach safety. The revenue would support lifeguard hiring, proper signage, and educational campaigns aimed at reducing water‑related fatalities.

“I urge the NPP majority to act responsibly and allow for the immediate evaluation and approval of this measure,” Feliciano added. “Every day that passes without action is an additional risk for residents and visitors.”

The representative stressed that Puerto Rico, as a world‑class tourist destination, has an obligation not only to promote its beaches but also to ensure the safety of those who enjoy them.

Gov’t announces help for federal employees impacted by DHS shutdown

As part of an effort aimed at providing stability and relief to families across the island, the administration of Gov. Jenniffer González Colón on Thursday announced a special support initiative for federal employees in Puerto Rico impacted by the ongoing shutdown of agencies under the U.S. Department of Homeland Security (DHS).

During the latest edition of “En Récord,” Public Affairs Secretary Jean Peña Payano joined Gabriella Boffelli, executive director of the Puerto Rico Federal Affairs Administration; Luis González Delgado, executive president of the Puerto Rico Aqueduct and Sewer Authority (PRASA); and Karla Medina, director of the Youth Development Program at the Department of Economic Development, to outline how affected workers can apply for available assistance.

Boffelli noted that although the U.S. House of Repre sentatives approved bipartisan funding to keep DHS open, the U.S. Senate has not reached an agreement, leaving thousands of federal employees and their families without full compensa tion. In response, the Puerto Rico government is implementing a temporary extension on water bills as well as relief for existing payment plans administered by the Treasury Department.

The Treasury Department will grant a moratorium on pay ment plans for any federal employee affected by the shutdown who currently has an active plan.

During the moratorium period employees will not be re quired to make payments, no automatic debits will be processed, payment plans will not be canceled for noncompliance and the plan’s end date will be extended by the length of the moratorium.

Residents may complete Treasury related requests through the phone, in person or online through Servicios al Contribuyente.

González Delgado emphasized PRASA’s commitment to ensuring uninterrupted access to essential water services.

“Our priority is to guarantee that all our customers maintain access to water,” he said. “In moments like this, we want to offer peace of mind to those serving our island and the nation during a period of uncertainty.”

The extension applies to employees who can certify that they work for DHS-affiliated agencies, including: Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), U.S. Citizenship and Immigration Services (USCIS), Cy bersecurity and Infrastructure Security Agency (CISA), Federal Emergency Management Agency (FEMA), Transportation Security Administration (TSA), U.S. Secret Service (USSS), U.S. Coast Guard (USCG), Federal Law Enforcement Training Centers (FLETC), and Office of Intelligence and Analysis (I&A).

Employees must present official proof of employment, such as a valid ID or document certifying their agency.

person: PRASA offices, Monday-Friday, 7:30 a.m.-3 p.m. Once validated, PRASA will place an exception block on the customer’s account, preventing service suspension for the duration of the federal shutdown.

A worldwide campaign shares a message of hope

More than 9 million Jehovah’s Witnesses around the world are inviting the public to two events designed to educate the community about the Bible’s promise of a better future. On the evening of Thursday, April 2, the annual observance of the Lord’s Evening Meal will feature a talk highlighting what Jesus taught about mankind’s future.

“The life and teachings of Jesus have great significance to so many around the world,” said Pedro A. Rosario, spokesman for Jehovah’s Witnesses in Puerto Rico. “We hope this event, an observance recognized by Christians continuously for almost 2,000 years, helps visitors see how it connects us to a wonderful hope.”

The Witnesses obey that commandment every year on the corresponding day as a reminder of how the biblical hope of a restored earth is possible. More than 21 million people attended the Lord’s Evening Meal last year. In Puerto Rico, attendance reached 42,157, reflecting strong community interest across the island.

Rivera Schatz sends Domenech a 15-page letter

Info requests involve alleged links between gov’t contracts & lobbying firm

Anew political controversy emerged Thursday after a letter — signed by Senate President Thomas Rivera Schatz — was sent to La Fortaleza Chief of Staff Francisco Domenech Fernández, containing 15 pages of requests for information related to the links between the political strategist’s alleged lobbying firm Politank and government agencies.

The island Senate has summoned Domenech to appear before a committee of the whole next week (see related story on page 2).

The questions seek to determine if clients

of Politank are benefitting from government contracts because of Domenech, who has said he no longer owns the firm.

The information was made public on Jay Fonseca’s YouTube channel. Domenech has stated that he no longer owns Politank, yet the Senate president’s letter demands extensive documentation regarding the firm’s activities, clients and relationships. The inquiry specifically highlights several individuals and legislative issues, raising broader questions about conflicts of interest within Puerto Rico’s political landscape.

One of the figures mentioned is Michael Ayala, who allegedly had a role or participation connected to Politank while simultaneously serving as an adviser to Gov. Jenniffer González Colón. Ayala, however, has flatly denied having links to the firm.

The letter also requests information re -

garding Eduardo Soria Rivera, who heads the Central Office for Recovery, Reconstruction and Resiliency (COR3), and any alleged connection to the financial consulting firm Ecoval, a matter that has surfaced in past policy debates, and alleged links to government contracts. Soria removed himself from the firm in January 2025 after he was appointed to COR3.

In addition, Rivera Schatz seeks details about the controversial La Parguera bill, a piece of legislation that has drawn attention due to environmental and land-use concerns in the Lajas coastal community and its attempts to legalize a property owned by the governor’s in-laws.

Another point of inquiry relates to the motives and objectives behind approving the all-terrain vehicle law, suggesting that the Senate president is probing potential influences behind the measure, which the governor wants to enact.

The sweeping nature of the 15-page request suggests a broader effort by Rivera Schatz to scrutinize the relationships between lobbyists, government advisers and influential private firms. While no formal allegations have been issued, the inquiries raise fresh questions about transparency and the political influence of private consultants within government operations.

Energy Bureau orders updates on PREPA’s LNG claim

Schedules technical conference amid fuel market concerns

The Puerto Rico Energy Bureau (PREB) has ordered the Puerto Rico Electric Power Authority (PREPA) to provide an update within five days on the status of its contractual claim against New Fortress Energy (NFE) over interruptions in the supply of liquefied natural gas (LNG) at the San Juan terminal during the summer

of 2025.

During its quarterly reconciliations on Sept. 30 and Dec. 19, 2025, the PREB stated in a resolution that it deferred $55 million in costs — $2.5 million and $52.5 million respectively — associated with the preliminary estimated economic impact of vessel swaps and disruptions at the NFE-operated LNG terminal. The interruptions forced the utility to rely on more expensive substitute fuels during July and August 2025.

At the time, the PREB emphasized that those costs would not be passed on to consumers until it received complete

and verified information enabling a conclusive determination. The deferred amount remains “in suspense,” pending the conclusion of PREPA’s contractual claim process and the submission of the required documentation to the regulator.

With the next quarterly reconciliation approaching, the PREB stressed the need for updated information to properly adjudicate the outstanding amounts.

In addition to the request for the claim’s status, the PREB has summoned LUMA Energy, Genera PR and PREPA to a virtual technical conference scheduled for next

Wednesday, March 25 at 10 a.m. The conference will focus on issues related to the LNG supply disruptions, as well as broader questions about how global events — including the conflict involving Iran — and the cabotage law waiver issued by President Trump may be affecting fuel markets and consumer costs in Puerto Rico.

Furthermore, both LUMA and Genera have been ordered to respond to certain information no later than this Friday. The request for information is part of the ongoing case to modify the basic electricity rates for the first time in years.

Trump’s Homeland Security pick says he’d end policy that slowed disaster aid

Sen. Markwayne Mullin, President Donald Trump’s nominee to lead the Department of Homeland Security, said earlier this week that if confirmed he would “absolutely” revoke a policy that has drastically slowed the flow of federal disaster aid under the current secretary, Kristi Noem.

Since June, Noem has required that her office approve any contracts or grants of $100,000 or more, creating significant delays and uncertainty for disaster-struck states and communities waiting for recovery assistance. An investigation by Senate Democrats this month found that the policy had delayed Federal Emergency Management Agency projects by three weeks, on average.

“That’s called micromanaging,” Mullin, R-Okla., told Sen. Andy Kim, D-N.J., at a confirmation hearing on Capitol Hill. “I’m not a micromanager.”

The statements provided the first clear signals of how Mullin might approach federal disaster policy differently than Noem if he is confirmed to lead the Homeland Security Department, which includes FEMA. Under Noem, FEMA shed thousands of employees as the Trump administration moved to shift more responsibility for disaster response to states.

But Mullin also echoed statements by Noem and Trump that FEMA should defer to states and communities and respond to fewer disasters, while speeding the flow of aid. And though the administration had briefly explored the idea of abolishing FEMA, Mullin said the agency needed to be “restructured, not eliminated.”

He defended steps to reduce federal agencies, including FEMA, saying many of them “got very bloated” in recent years. If confirmed, he said he would ensure FEMA will be “adequately staffed to respond to our nation’s disasters” and pledged “to be very responsible for the taxpayer dollars.”

But, contrasting himself with Noem, he pledged to let FEMA leaders take control of their agency and said he would prioritize hiring an administrator to lead the organization. Since Trump took office last year, three people have run FEMA on an acting basis, but Trump has not nominated any permanent

candidates for the role.

“We’re already looking at some in the case that we do get confirmed,” Mullin said.

That heartened some emergency managers, who have stressed that federal law requires FEMA’s leader to have a background in disaster response. Samantha Montano, an associate professor of emergency management at the Massachusetts Maritime Academy, called it “a good sign in terms of where he stands on FEMA.”

But Montano said she was still concerned that the Trump administration’s vision for a leaner disaster agency could hamper its ability to help communities. Even before the current administration began cutting the federal workforce, research by the U.S. Government Accountability Office found that FEMA lacked the necessary staff to tackle increasingly frequent and complex disasters.

Over the past year, FEMA has faced relatively few tests of its capabilities, with no hurricanes making landfall on U.S. shores and a relatively quiet wildfire season in the West. Disaster activity could soon increase, however, as meteorologists forecast that the chaotic El Niño climate pattern will form this year.

Mullin said he planned to move forward with stalled efforts to overhaul FEMA.

“I do believe the definition of insanity is doing the same thing and expecting the same results,” Mullin said. “How can we deliver the mission better for the American people?”

FEMA and Homeland Security officials did not immediately respond to questions about Mullin’s comments. A spokesperson, Victoria Barton, said Tuesday that the agency was “working through the process right now on the transition.” Noem is still on the job through March 31, and Mullin is awaiting confirmation.

Mullin’s Republican colleagues in the Senate largely used his hearing to pressure Democrats to end a partial government shutdown affecting FEMA and the rest of the Homeland Security Department as the minority party seeks new restraints on federal immigration enforcement.

Sen. Josh Hawley, R-Mo., told Mullin that tornado victims in his state have been waiting months for disaster aid.

“They’re being told, ‘Sorry, there’s nothing we can do, because FEMA’s shut down,’” Hawley said.

But such delays began months before the partial shutdown did, and Democrats have blamed the lengthy financial reviews that Noem implemented for the problems. Disaster aid work is not typically affected by shutdowns because it is usually paid for by a disaster relief fund that Congress often funds outside of the annual budgeting process.

FEMA to relaunch climate resiliency grants, complying with court order

The Federal Emergency Management Agency said earlier this weekit would relaunch a canceled grant program that had helped states invest billions of dollars in projects that made local communities more resilient to floods, fires and other disasters.

The announcement came days before a deadline imposed by a federal judge who ruled in December that the Trump administration’s decision to end the program, known as Building Resilient Infrastructure and Communities, or BRIC, last April was illegal. In a March 6 court order, Judge Richard G. Stearns of U.S. District Court for Massachusetts gave FEMA two weeks to comply with his ruling and reinstate the program.

FEMA’s announcement Wednesday did not mention the

ruling. The agency said officials were reviving the grant program — which FEMA created during President Donald Trump’s first administration — after completing an evaluation. It concluded that under President Joe Biden, the program had become too “focused on ‘climate change,’” but that the Trump administration would “reconstitute the BRIC program in a way that reflects good stewardship of taxpayer money,” the announcement said.

The court ruling was a victory for 22 states that had sued the Trump administration seeking to have the grant program reinstated, citing laws regarding federal spending and FEMA’s statutory mission to help prevent disaster damage.

“We are aware of this development and are cautiously optimistic,” said Mike Faulk, a spokesperson for the Washington state attorney general’s office. “However, we still need to see if

they actually take concrete actions to back this up.”

When the lawsuit was filed in July, New Jersey’s Democratic attorney general at the time, Matthew J. Platkin, said the loss of the grants was “making it much harder for communities across our state to protect themselves against future extreme weather events and putting lives at risk.” The program was designed to help states prepare for disasters, rather than react to them, as rising global temperatures render many weather extremes more severe and frequent.

The grants had invested roughly $4.5 billion in projects such as sea walls and drainage improvements to prevent flooding; brush clearance and evacuation planning in case of wildfires; and improvements to public buildings to help them withstand

Family of Minneapolis boy detained by ICE faces fast-track deportation

Liam Conejos Ramos, the 5-year-old boy whose detention became a defining image of the immigration crackdown in Minneapolis.

Liam and his family, who are from Ecuador, had a pending asylum application when he and his father were taken into custody on Jan. 20 during a sweep in Minneapolis and sent to a family detention center in Texas.

After images of Liam, wearing a bunny hat and Spider-Man backpack and surrounded by masked federal agents, spread worldwide, he and his father were released from detention. But the Department of Homeland Security pressed forward with its effort to expel the family from the United States.

Last month, the federal government moved to end the family’s asylum case without holding a hearing on the merits of their petition. The maneuver has been increasingly used by the Trump administration to quickly dismiss asylum cases.

An immigration court judge ruled for the government, and Liam’s family had 30 days to appeal. On Wednesday, the family’s lawyers asked the Board of Immigration Appeals, which is an arm of the Justice Department, to send the case back to the immigration court to hear the family’s asylum claim.

The Department of Homeland Security did not immediately respond to a request for comment.

It is unclear how quickly the case will be taken up by the board, which has been overhauled over the last year and is now made up mostly of Trump appointees.

hurricanes, tornadoes or earthquakes. In their lawsuit, the states estimated that the grants and similar investments predating the program had prevented $150 billion in disaster damage over two decades.

“Considering all this family has gone through, the trauma and public reaction, it’s unbelievable that the government is continuing to traumatize them,” said Nwokocha, whose Minneapolis firm, Nwokocha & Operana Law Offices, is representing the family.

“The family remains in shock as to why the government is in a haste to deport them without giving them their day in court,” said Nwokocha.

The family includes Liam’s 13-year-old brother and his parents, Adrian Conejo Arias and Erika Ramos, who is pregnant.

Following the arrest, Liam and his father were sent to a family detention center in Dilley, Texas. They returned to Minnesota on Feb. 1, after a federal judge ordered their release, describing the enforcement operation in the Twin Cities as an “ill-conceived and incompetently implemented” pursuit of deportation quotas.

The family’s lawyers have said that Liam and his family entered the United States legally in December 2024 as asylumseekers, and had an active case pending, allowing them to remain in the United States.

But the government’s efforts to throw out the family’s asylum claim make clear that despite the widespread criticism that followed Liam’s detention, the Trump administration wants to keep the pressure on immigrants vulnerable to deportation. If the appeal is denied, Liam and his family could be deported to Ecuador.

Paschal Nwokocha, one of the family’s lawyers, said the government should give Liam and his family the chance to plead their case for asylum instead of trying to swiftly deport them.

In canceling the program last year, FEMA officials said it “was yet another example of a wasteful and ineffective FEMA program.”

On Wednesday, though, they said the agency “remains deeply committed to supporting hazard mitigation work and looks forward to working with communities across the nation to move critical resiliency projects forward.”

The judge’s order also gave FEMA three weeks to issue a notice of funding opportunity so that states could begin preparing applications for the grant program. The agency’s announcement said that would be coming some time “in the weeks and months ahead.”

However, a policy expanded by the Trump administration in January last year broadened the use of a tool called “expedited removal” to fast-track immigration cases for people in the United States less than two years. Previously, expedited removal had been applied to people who were detained within 100 miles of the border shortly after entering the country.

Because Liam’s family arrived less than two years ago, they became vulnerable to expedited removal. They were also subjected to a legal strategy increasingly used by the Trump administration to speed up deportations: Government lawyers requested that an immigration judge dismiss the family’s asylum application outright, without a full evidentiary hearing.

“This family has not violated any laws of the United States,” said Nwokocha.

Their case should not be rushed, he said, noting that they do not represent “the worst of the worst” — the hardened criminals that the Trump administration has said it is targeting. How Trump should extricate himself from his Iran quagmire NEW

The ongoing debate about whether the Iran war will become a quagmire misses the point. President Donald Trump and America are already in one.

Yes, Trump can stop bombing Iran, but Iran might continue to block oil from passing through the Strait of Hormuz (even as its own oil tankers pass unobstructed). Oil prices would continue to soar, while fertilizer, generic drugs, helium and other products dependent on the strait would grow scarce, squeezing the American economy and world economy alike.

“The only way to end this war,” insists President Masoud Pezeshkian of Iran, is for America to make three huge concessions: recognize “Iran’s legitimate rights,” presumably to enrich uranium; pay war reparations to Iran; and provide international guarantees “against future aggression” against Iran.

I suspect the terms are negotiable. But Iranian officials are adamant that the war will continue until they are confident that they will not face attacks in the future. “The end of the war is in our hands,” said a senior Iranian military figure, saying this would come only if U.S. forces left the Persian Gulf.

This is not encouraging, and I fear that Trump will try to extricate himself by escalating. He has ordered the 31st Marine Expeditionary Unit to move to the area from the Indo-Pacific, and one plausible use of those roughly 2,500 Marines would be to seize Kharg Island, the base of much of Iran’s oil industry. Back in 1988, Trump told The Guardian that the United States was too weak and that if he had been in charge, “I’d do a number on Kharg Island. I’d go in and take it.”

A few days ago, Sen. Lindsey Graham, a hawkish adviser to the

White House, urged Trump to move on Kharg. “If Iran loses control or the ability to operate its oil infrastructure from Kharg Island, its economy is annihilated,” Graham posted. “He who controls Kharg Island, controls the destiny of this war.”

Another option would be for the Marines to seize several Iranian-occupied islands in the Strait of Hormuz in an effort to keep the strait open. But while the Marines might be able to seize Iranian territory, what then?

If Iran did not cave, would the Marines continue to occupy Iranian territory month after month as they took losses from Iranian missiles and drones? All the while, Iran might be able to continue to block oil from moving through the strait by intimidating shipowners with drone and missile strikes or mines laid by small boats or even traditional dhows.

Iran could escalate by calling on Yemen’s Houthis to block traffic through the Red Sea — further gumming up oil exports and international trade — and by striking other oil infrastructure in the region. We haven’t yet seen much in the way of cyber- or terrorist attacks by Iran, but I suspect we will.

Trump also seems to be considering inserting ground troops at Isfahan to try to recover highly enriched uranium stored there. That also would be extraordinarily risky, for it’s not even clear that the uranium is accessible (and in any case, only some of the uranium is believed to be in Isfahan).

Could Trump’s war still turn out all right? Of course. None of us can be sure what will happen. Iran could run out of drones and missiles, or our interventions could work perfectly, or there could be a coup tomorrow by moderate Iranian military officers seeking a deal with America.

contributed to all those years of terrorist attacks against Americans. These are hard issues to manage, but the lesson is to always employ tactics that advance strategic goals — and doubling down in Iran would not do that.

“I cannot support sending the next generation off to fight and die in a war that serves no benefit to the American people,” Joseph Kent, the director of Trump’s National Counterterrorism Center, said this week as he resigned in protest of the war.

So what on earth should Trump do?

His least-bad option, I believe, is to do roughly what he did when he bungled policy toward China and Yemen last year. In each case he boldly declared victory and then frantically negotiated. The United States ended up the loser, particularly vis-à-vis China, but at least the storms calmed.

But for now, Trump appears to have put America in a terrible situation, perhaps increasing the nuclear threat from Iran. The previous supreme leader made the mistake of enriching uranium but never building a nuclear weapon; in effect, his nuclear program went far enough to provoke the West into sanctions and military strikes but not far enough to provide protection. The new leadership may try to remedy that by rushing toward a nuclear weapon so as to actually provide deterrence.

The threat is real, but doubling down on this failed war may just carry us deeper into this quagmire. This feels like 1965, as Lyndon Johnson made the fateful decision that the U.S. intervention in Vietnam was such a mess that the only way to recover our honor was to plunge further into distant lands.

The United States and Israel have enjoyed repeated tactical successes in Iran so far that are untethered to any coherent strategy. They killed the supreme leader, Ayatollah Ali Khamenei, and got as his successor his harder-line son. Israel killed Ali Larijani, a top regime figure, and now we may lack a strong counterpart with whom to negotiate peace. With each success, we are mired further.

This is not the first time the United States has taken careful aim in Iran and shot its own feet. In the 1960s the United States negotiated a tough status of forces agreement with Iran to protect American military interests. But a Shiite cleric named Ruhollah Khomeini denounced the unequal pact, saying that an American dog in Iran was treated as more valuable than an Iranian citizen — and his criticism helped propel him to leadership of the opposition and ultimately to the Islamic Revolution.

Then in the 1990s, the United States negotiated installing military bases in Saudi Arabia and thought this would advance its security interests. The bases outraged Osama bin Laden and

Trump should declare that his war goals in Iran have been achieved, making him the greatest wartime leader since Winston Churchill. Then he should lean on Prime Minister Benjamin Netanyahu of Israel to also end hostilities, against Hezbollah as well as against Iran. The White House would then plead with Oman to get Iran to return to the negotiating table for secret talks.

I don’t know if a deal is possible, and it would require immense finesse. But Iran does need revenue and investment, and a reduction in sanctions would be very appealing; for that reason, Iran offered what seemed a very good deal on the nuclear program right before Trump rejected it and attacked.

We probably couldn’t get as good a deal today, but maybe some kind of prolonged pause in enrichment is possible with renewed inspections. If a new deal is possible, it would also reduce the likelihood of cyber- or terrorist attacks against Americans in retaliation for the killing of the supreme leader.

So I’m hoping that Trump, Iran’s leaders and Persian Gulf Arabs are all so exhausted by the killing and destruction that some kind of disingenuous arrangement could be reached, perhaps with documents in multiple languages all saying slightly different things so that everyone can claim victory. The alternative of intensifying and lengthening this war would leave everyone a loser.

Abasto de combustible en Puerto Rico se mantiene estable, dice la gobernadora

CABO ROJO – La gobernadora Jenniffer Aydin González Colón dijo el jueves que Puerto Rico mantiene abastos suficientes de combustible y no enfrenta problemas de suministro, pese a la variación en los precios a nivel internacional.

“Puerto Rico tiene abastos suficientes y se están recibiendo barcazas constantemente, así que no hemos tenido ningún problema en términos de recibo o manejo de los mismos”, dijo González Colón en conferencia de prensa.

“Sobre los precios han ido variando”, añadió.

La gobernadora indicó que sostuvo reuniones recientes con suplidores y componentes del sector energético para evaluar medidas que garanticen el flujo de combustible en la isla.

“Esto ayuda a la nación y por ende nos ayuda también a

nosotros para que se pueda manejar cualquier tipo de fluctuación que pudieran ocurrir”, expresó sobre la exención de 60 días a las leyes de cabotaje marítimo anunciada por el presidente de los Estados Unidos.

González Colón sostuvo que Puerto Rico no depende de combustibles provenientes del estrecho de Hormuz, sino que importa de países como Colombia, México, Estados Unidos y Trinidad y Tobago.

En cuanto a medidas locales, indicó que se impulsa legislación para congelar el impuesto al inventario por cinco años, mientras continúan conversaciones con la Junta Fiscal sobre el impuesto a la crudita.

“Con relación a la crudita, estamos en conversaciones con la Junta, pero recuerden que todo esto tiene cosas atadas a la quiebra y a los ingresos que van por encima de las acciones que nosotros como gobierno podemos tomar en este momento”, indicó.

Hacienda paga 144 millones de dólares adicionales en reintegros

SAN JUAN – El secretario del Departamento de Hacienda, Ángel Pantoja Rodríguez, informó el jueves el desembolso de 144,372,341 dólares en reintegros correspondientes a 66,618 planillas, como parte del ciclo contributivo 2026.

“Continuamos pagando reintegros en esta última etapa del ciclo contributivo. Estos desembolsos aumentan los pagos emitidos a 1,595,771,422 dólares, que han beneficiado a 716,567 contribuyentes”, dijo Pantoja Rodríguez en declaraciones escritas.

“Esa cifra es 153,735,219 dólares sobre lo pagado a la misma fecha el año pasado. Por otra parte, ya se han radicado 861,846 planillas de un total de 1.1 a 1.2 millones

que estimamos recibir”, añadió.

Del total de reintegros reclamados hasta el momento, 1,142.1 millones de dólares corresponden al Crédito por Trabajo, lo que representa 320,260,610 dólares más que los aprobados el año pasado a la misma fecha.

Pantoja Rodríguez indicó que los Centros de Preparación y Radicación de Planillas Electrónicas continúan operando en Plaza las Américas, Plaza del Caribe en Ponce y Mayagüez Mall, donde han atendido a 8,538 contribuyentes.

Además, señaló que los centros abrirán los sábados 28 de marzo y 11 de abril, de 9:00 de la mañana a 3:00 de la tarde, mientras continúan las ferias de servicio en municipios como Toa Alta, Florida, Caguas, Cidra, Bayamón, Aibonito, Humacao y Fajardo.

Inicia transformación de la PR-100 en Cabo Rojo y anuncian fondos para adultos mayores

CABO ROJO – La gobernadora Jenniffer Aydin González Colón inició el jueves la transformación de la carretera PR-100 con una inversión de 49.7 millones de dólares y anunció además la asignación de 30 millones de dólares para servicios dirigidos a adultos mayores.

“Este proyecto representa progreso, seguridad y una visión clara de hacia dónde queremos llevar a Puerto Rico”, dijo la gobernadora en declaraciones escritas.

“Desde la instalación de barreras de protección hasta la implementación de medidas de control de erosión, estamos elevando los estándares de infraestructura en Puerto Rico”, añadió.

El proyecto en la PR-100 se desarrollará entre los kilómetros 8.4 al 14.4, con una ampliación a cuatro carriles, carriles para bicicletas, mejoras en drenaje, aceras, semáforos y medidas de seguridad vial. La vía es transitada por unos 32,400 vehículos diarios y se estima que los trabajos culminen en febrero de 2029.

Además, la gobernadora informó una transferencia

de 30 millones de dólares a la Administración de Familias y Niños para reforzar el Programa de Servicios de Cuidado Sustituto para adultos mayores y personas con discapacidad.

Los fondos permitirán ampliar la capacidad de atención, vivienda y servicios esenciales a esta población. Actualmente, cerca de seis mil adultos mayores reciben servicios bajo este programa en Puerto Rico.

La asignación forma parte de ajustes presupuestarios dirigidos a fortalecer servicios sociales para poblaciones vulnerables en la isla.

Highlighting the prestigious Family Concerts, a regular Sunday afternoon feature for almost six decades, will be the Dúo Gil y Figueroa, composed of María del Carmen Gil and Diana Figueroa, two of Puerto Rico’s most distinguished pianists and educators.

The two, well known in the musical education field, are characterized by their chemistry, which makes four hands sound as if they belonged to one person.

Cuban-born Gil, a graduate of Peabody Institute at Johns Hopkins University in Baltimore, has had a distinguished career as a soloist, her most recent an appearance with the Puerto Rico Symphony Orchestra during its present season.

Gil is head of the conservatory’s Piano Department and a former chancellor.

As the person who served longest in this position (15 years), she is credited with shepherding the financing, planning and construction of today’s conservatory and presiding over its move from an old factory in Hato Rey to its present historical site in Miramar.

A blessed invitation to ring in Holy Week

When young Puerto Rican pianist Bryan Ojeda Chevres got a call in New York from Maximiano Valdés inviting him to bring Ludwig Beethoven’s 4th piano concerto to the stage next Saturday March 28 with the Puerto Rico Symphony Orchestra (PRSO), he was ecstatic.

Not so much when the young man, who lives in New York City, was told there was no money to pay him.

But not knowing where the dollars (one or two thousand) would come from didn’t stop him.

The concert, Ojeda’s sixth with the orchestra, and his fifth under the baton of Valdés, would go on, replacing the much-awaited Brahms “Requiem,” silenced by lack of funds, along with an entirely new program, still in the spirit of the Christian world’s Holy Week, which begins the next day with Palm Sunday.

The piano concerto, the last one the composer ever played in public with an orchestra, due to encroaching deafness, is “revolutionary,” Ojeda noted, for breaking a tradition in piano concertos.

“It is a very reflective piece, with a chord that sounds like it came straight from the heavens,” he said in a text interview from his home.

“It is at times very turbulent and passionate and at times

soloist as well, she has performed with the Puerto Rico Symphony and the Puerto Rico Philharmonic.

She is the winner of the 1980 Jesús Sanroma Competition, named for Puerto Rico’s internationally recognized keyboard wizard of the last century.

In addition to her role in the duo, Figueroa provides one third of the Sanroma Trio with Francisco Cabán and Luis Rojas.

Gil and Figueroa have also performed at the prestigious Gallery Inn, home of sculptor Jan D’Esopo.

D’Esopo also heads the Puerto Rico Steinway Society, which promotes piano music on the island, providing financial support to promising local keyboard artists.

Wall Street bank capital to fall 4.8% under new rules, in win for industry

Wall Street bank capital would fall 4.8% under softened rules regulators unveiled ⁠on ⁠Thursday, freeing up billions of dollars for lending, dividends and ⁠share buybacks in a stunning victory for the industry, which had faced double-digit hikes under a previous plan laid out in 2023.

The sweeping proposal changes to how banks calculate funds they put aside to absorb losses should be a boon for Goldman Sachs, Morgan Stanley, JPMorgan Chase, Citibank and other lenders that have fought to overhaul U.S. capital rules, although analysts warned some will benefit more than others.

Capital levels at larger regional banks such as PNC and Truist would fall by 5.2%, the Federal Reserve said, while banks with less than $100 billion in assets would enjoy a 7.8% decline.

In a statement, ⁠Fed officials said the ⁠changes, which include a rewrite of the contentious “Basel III” draft and adjustments to the “GSIB surcharge” would enhance and streamline the capital framework while ensuring U.S. banks “continue to be safe, sound, and able to support the U.S. economy.”

Critics, meanwhile, say they will weaken financial system safeguards just as geopolitical and private credit risks are surging, with some major U.S. banks tightening lending while funds have capped withdrawals.

Spokespeople for the banks did not immediately provide comment or declined to comment.

The Fed, Federal Deposit Insurance Corporation and Office of the Comptroller of the Currency approved the proposals Thursday, kicking off another potentially frenetic round of industry lobbying as banks gain clarity over how they will fare versus their peers.

The capital overhaul, which is being ⁠led ⁠by Fed Vice Chair for Supervision Michelle ⁠Bowman, follows a years-long Wall Street bank campaign to ease rules introduced after the 2008 financial crisis which they say are excessive and are stifling lending and the economy.

Wall Street bank lobby groups, which have led the fight, issued a cool response on Thursday, ⁠noting the draft rules were an “important step forward” and that the industry “will carefully review the proposals and expect to provide feedback.”

Estimates on how much money could be freed up vary.

Their required capital could fall around $20 billion, according to Fed estimates, although Democratic Fed governor Michael Barr, who opposed the changes, estimated that figure would be closer to $60 billion when additional policy changes are also considered.

Analysts at Morgan Stanley this month wrote that those lenders along with four other big banks are currently holding around $175 billion in excess capital due to ⁠years of uncertainty over where the U.S. rules would land. They could start releasing that via lending, capital markets activity, and buybacks, the ⁠analysts wrote.

As attacks shake markets, Trump seeks to reassure Americans

The White House raced to find ways to reassure Americans as oil prices jumped at one point Thursday to $118 a barrel and a global energy crisis deepened nearly three weeks into the U.S.-Israeli war with Iran. President Donald Trump said Thursday that he would do whatever was necessary to ease the crisis but that it was temporary. “It will be over soon,” he said.

His comments came hours before Israeli Prime Minister Benjamin Netanyahu said during a news conference in Israel that Iran no longer possessed the capabilities to enrich uranium or manufacture ballistic missiles. He provided no evidence and said nothing about Iran’s stockpile of highly enriched uranium that was buried under the country’s nuclear site at Isfahan by U.S. strikes last year. The White House did not immediately comment.

Netanyahu also said the war against Iran could end “a lot faster than people think,” though he did not suggest a concrete timeline. He then said, “There’s still more work to do, and we’re going to do it.”

Oil prices have been surging since the start of the conflict on Feb. 28, with international crude futures up close to 50% in less than three weeks. On Thursday afternoon, after Trump spoke, it had dropped to $102. The concern at first was Iran’s effort to halt oil and natural gas exports out of the Persian Gulf, but in the past 24 hours, the attacks and counterattacks on oil and gas production have injected new uncertainty.

While an end to the conflict would reopen the shipping routes through the Strait of Hormuz, serious damage to oil infrastructure would be longer lasting. That outcome is what economists fear most, as they try and forecast the potential impact on the global economy. As crude rises, so do gasoline, diesel and jet fuel, and eventually those increases pass through to the prices of everyday goods.

about 140 million barrels, and that the United States could also release more oil from its own strategic reserves. It was the latest sign of how serious the energy crisis has become, and it reflected the Trump administration’s desperation to reduce crude oil prices.

Bessent’s comments came amid reports that the Pentagon had sent the White House a request for $200 billion in funding for the war in Iran — a significant sum adding to the costs of an already divisive campaign. The White House will review the request before it is formally submitted to Congress.

As tit-for-tat attacks in the Persian Gulf have sent oil and natural gas prices soaring, European natural gas prices surged as much as 30%. Qatar, a major global energy supplier, said that Iranian attacks had damaged gas sites, including the Ras Laffan terminal, the world’s largest liquefied natural gas facility.

The Iranian attacks in Qatar were in retaliation for an Israeli attack on a major gas field, South Pars, on Wednesday. In his news conference, Netanyahu said Trump

had asked Israel to hold off launching any further attacks on South Pars and that Israel would respect that.

Earlier, during a meeting with Japanese Prime Minister Sanae Takaichi in the Oval Office, Trump was asked about using ground troops in Iran. He said: “I’m not putting troops anywhere. If I did, I wouldn’t tell you.”

At the otherwise congenial meeting, Trump broke a long-held taboo by invoking the Japanese attack on Dec. 7, 1941, that led the United States into World War II. Responding to a reporter’s question about

why Japan and other allies had received no warning of the U.S.-Israeli assault on Iran, he said: “We didn’t tell anybody about it because we wanted surprise. Who knows better about surprise than Japan, OK? Why didn’t you tell me about Pearl Harbor, OK?”

As he spoke, Takaichi widened her eyes, appeared to take a deep breath and kept her arms crossed in her lap. She did not respond.

The number of Lebanese killed rose to more than 1,000, Lebanon’s health ministry said Thursday. At least 14 people have been killed in Iranian attacks on Israel, officials have said. The U.S. death toll stood at 13.

The tropical St. Patrick’s Day that honors African history

The men dressed in Irish kilts danced as they paraded down the main road. Everyone donned green, from babies in strollers to seniors watching from their porches. Shamrocks were everywhere, from the street decorations to the passport stamp.

Tuesday was St. Patrick’s Day, but this was not Ireland.

Only two places in the world observe the feast of the patron saint as a national holiday: the Emerald Isle itself and the tiny Caribbean island of Montserrat.

Montserrat treats St. Patrick’s Day as both a celebration and a more somber milestone: a reminder of a failed slave rebellion on March 17, 1768. The uprising was stopped before it even began and was reported to the British, leading to the execution of nine people and imprisonment of about 30 more.

“I would not say celebrating St. Patrick’s Day, but more so commemorating the attempt for freedom,” said Crenston Buffonge, 51, who serves as Montserrat’s parliamentary secretary overseeing culture, tourism and diaspora affairs. He said he wears green but prefers to do so in a more traditional African madras cloth that also has orange and white.

Irish settlers first began arriving in Montserrat in the 1600s, including Irish Catholics who came as indentured servants. Through the centuries, Irish and African cultures mixed, which led to a St. Patrick’s Day tradition that became a national holiday in 1985.

connection to Ireland. Villages here bear names like St. Patrick’s, Kinsale and Cork Hill, and people have last names like Reilly, Sweeney and Meade.

While technically a British territory, Montserrat is very Caribbean. The residents often describe themselves as Montserratians of African descent. The island is quiet and largely rural, with small villages scattered on the west side.

On early Tuesday morning, dozens of people, many dressed in traditional African garb, stood along the island’s main bay to honor the Africans who died en route to the Americas as part of the trans-Atlantic slave

trade.

It was a solemn moment in which a handful of people waded into the shallow waters to place red heliconia, the island’s national flower, into the sea and let them slowly float away. The ceremony was followed by prayers and music.

Afterward, the attendees shared the traditional foods of their ancestors — ginger beer, salted codfish, a sweet potato and coconut dumpling called duckna, sugar cake and more.

“Even though we’re not shackled, like our ancestors were shackled, there are times when you feel that way,” said Veronica DorsetteHector, the acting premier of Montserrat. While she is the head of government, the island is still overseen by a British governor appointed by King Charles III.

event, ending with a food and music festival that serves goat water, a hearty stew that is Montserrat’s national dish.

The parade was led by nearly 30 masquerade dancers, dressed in brightly colored outfits, bishop-style hats and masks that were a mix of European and African influences. A troupe leader, dressed in green and holding a whip meant to symbolize a slave master, danced as he led the group past the crowds.

Joseph Morris, a 30-year masquerade veteran, said that the tradition derives from enslaved people who used scrap-cloth costumes to emulate plantation ballroom dances while maintaining their anonymity.

The main street was lined with people — all wearing at least one item of green clothing — hanging out on porches, in their yards and at bars. A flatbed truck carried enormous speakers and a DJ. Small marching bands followed behind, playing their own tunes.

Darian James, 44, who works in the hotel industry in Los Angeles, left Montserrat after the 1995 eruption of the Soufrière Hills volcano. The blast that buried the capital city, Plymouth, left two-thirds of the island uninhabitable and forced the mass exodus of more than 9,000 people. Today, only about 4,500 remain on the island.

James didn’t return to Montserrat until 2018, when he and others from his displaced hometown reunited on the island. He has since come back every year to participate in a dance troupe during the St. Patrick’s Day parade.

“Wherever we all migrated to, we don’t have the same celebration,” he said. “So this gives us a sense of purpose, a sense of origin and of meaning, to come back to who we are.”

“You don’t have your own money,” she continued. “You don’t have your economic independence. We have a constitution that allows us to make our own laws, but if the governor does not assent to the bill that we passed in Parliament, it’s still not ours.”

On Montserrat, St. Patrick’s Day is also an opportunity to simply have a good time, Caribbean style. It is the culmination of 10 days of merriment — including the so-called Insomnia Weekend, when the party extends into the early morning.

Browne Turay, 33, came from London to experience one of Montserrat’s most important celebrations and to spread her father’s ashes across the island, including in his hometown.

“I couldn’t miss seeing this,” she said, decked out in green as she watched the parade. “It’s one of the biggest St. Patrick’s Day celebrations outside of Ireland and New York, but what is so fascinating about it is it has nothing to do with St. Patrick at all.”

Next year, she said, she planned to return.

Oil prices keep climbing on heightened fears over energy supplies

Oil prices continued to climb steadily and stocks across Asia dropped on Thursday after attacks on major energy facilities in Iran and Qatar injected new uncertainty into the outlook for energy supplies.

Global oil prices top $112 a barrel.

The price of Brent crude rose to $112 a barrel on Thursday, an increase of over 4%. Brent, the global benchmark for crude oil, settled on Wednesday at $107.38 a barrel, bringing the cost of the commodity up over 48% since the war began.

West Texas Intermediate crude, the U.S. benchmark, rose about 1% . WTI settled at $96.32 a barrel on Wednesday.

Oil and natural gas prices shot up Wednesday after Iran and Qatar said Israel had struck South Pars, a vast offshore gas field the countries share, in an airstrike that affected Iranian facilities. Hours later, a state-owned Qatari energy company said that a major energy hub in the country, Ras Laffan Industrial City, had sustained “extensive damage” from missile attacks. Qatari officials blamed Iran for the attack.

Investors and analysts across the world have been focused on the Strait of Hormuz in the Persian Gulf since the United States and Israel attacked Iran on Feb. 28. Shipping

traffic exiting through the strait has been effectively halted because of the risk that vessels could be attacked.

Gasoline prices go up again.

Gas prices rose on Wednesday, and stood at a national average of $3.84 a gallon, according to the AAA motor club.

The Trump administration said Wednesday that it would temporarily waive the Jones Act, a maritime law that restricts the way cargo, including energy supplies, is shipped within the United States. Analysts and some shipping executives expect the move to have only a marginal impact on gasoline prices.

The price drivers pay for gasoline tends to track the price of crude oil, which has climbed sharply since the start of the war and the closure of the Strait of Hormuz, a vital shipping lane for energy supplies from the Middle East.

Diesel prices have increased even more quickly and stood at $5.07 on Thursday, up 35% since the start of the war.

Stocks fall in Asia.

Stocks traded lower on Thursday across Asia, where countries import vast quantities of oil and gas. The Nikkei 225 in Japan fell more than 2% and the Hang Seng Stock Index in Hong Kong dropped over 1%.

Futures for the S&P 500 pointed to a slight increase when stocks resume trading in the United States. The S&P 500 fell 1.4% on Wednesday, bring its loss since the war began to 3.7%. Jerome Powell, the chair of the Federal Reserve, noted Wednesday that the inflationary impact from the war was likely to keep the Fed from lowering interest rates in the near future.

Flight costs are up, but travelers aren’t deterred, US airlines say

Airlines are raising prices to cover soaring fuel costs, but that doesn’t seem to be pushing many travelers away.

At an investor conference earlier this week, executives from most major U.S. airlines said that robust travel demand was offsetting the effects of winter storms and a huge rise in the cost of jet fuel since the start of the war in Iran. The price of jet fuel on Monday was about 50% higher than it was before the war began Feb. 28.

Executives at American Airlines, Delta Air Lines and United Airlines said they had incurred $400 million each in higher fuel costs, but that they were not changing their profit forecasts for the first three months of the year because ticket sales remained strong. The executives said their airlines had broken daily or weekly records for ticket sales this year.

“It’s across all segments, covering corporate, covering international, covering premium leisure, covering main cabin, covering our domestic system,” Delta CEO Ed Bastian said at the J.P. Morgan 2026 Industrials Conference in Washington. “We’re seeing strength in every market that we look at.”

American expects revenue for the first three months of the year to be up more than 10% compared with the same quarter last year, its biggest year-over-year quarterly increase.

Airlines said customers are accepting higher ticket prices. Fares are up almost across the board since the war began, according to an analysis of prices by analysts at Deutsche

Bank. The price of last-minute flights, in particular, has been on the rise. Those tend to be purchased more often by business travelers.

Last Thursday, the lowest fares for flights the next day to Asia, Europe and beyond, were about $1,900 on average, according to Deutsche Bank. On the day before the war started, fares for similar last-minute flights to destinations across the Atlantic Ocean were about $830, while those across the Pacific Ocean were about $1,000. Fares for flights from one coast of the United States to the other have risen by a more modest 16%. Some of the change may be from seasonal factors — prices typically start to rise in March.

In most cases, fares for flights 21 days ahead, which also draw many leisure travelers, have also risen since the war began. But fares on flights to Mexico were essentially unchanged while those to Latin America were cheaper.

The fare increases are the result of the surging price of jet fuel, which is typically the second-largest operating cost for an airline after labor expenses. Last year, fuel accounted for about 20% to 25% of operating costs for most large U.S. airlines.

Before the war, the price for jet fuel was around $2.50 a gallon. On Monday, it was $3.78 per gallon, according to Argus Media.

But travelers seem willing to pay more. In a securities filing Tuesday, Allegiant Air’s parent company said that demand “has outperformed expectations” and that it now ex-

pected to report a record amount of revenue in the quarter that ends this month.

Airlines can try to adjust to higher fuel costs in various ways, the simplest of which is to raise fares or add fuel surcharges. But airlines have other, more sophisticated ways to respond.

They may choose to increase prices on some fare classes and not others. For example, an airline might raise the price of business class tickets on the presumption that the people who can afford to pay for those seats may not be bothered much by small price increases, while customers in economy may be more put off by higher fares.

American, Delta and United have more customers who can tolerate higher ticket prices, including people traveling for business, to international destinations or in premium seats. Budget airlines, by comparison, tend to sell tickets to people who are more sensitive to prices and could lose some of those customers if they raise fares too much.

Airlines can also adjust the inventory available in each group of fares. If an airline typically sells 20 cheaper, basic economy tickets on a flight, it could reduce that to 15, for example, selling the other five as regular economy tickets. Companies can also cut flights that are not as profitable. Or they could adjust how often they fly some routes or use more efficient planes on those flights. United, for example, recently cut about 1% of its capacity for May and June, trimming flights at less-popular times.

The patient initially came to see Dr. Mark Supiano in 2017 because her family was concerned about her short-term memory loss.

While taking her history and vital signs, Supiano, a geriatrician at the University of Utah, saw one disturbing signal: Her blood pressure was 148/86, above normal despite her taking two medications intended to lower it. “Clearly that was too high,” he said recently.

Several factors could have contributed to the high reading, including the anti-inflammatory drug the 78-year-old woman took for arthritis pain, a high-sodium diet and a lack of regular exercise. She had also told Supiano that she typically drank a couple of glasses of wine each evening.

After Supiano discussed ways to lower her risk, the woman and her husband joined a gym. She stopped taking the anti-inflammatory and cut back on salt and alcohol, bringing her systolic blood pressure readings into the 130 to 140 range — still hypertension, according to the guidelines issued by the American Heart Association and the American College of Cardiology later that year, but more acceptable. (Systolic is the top number in the blood pressure ratio, and the more clinically important number.)

By 2019, though, the patient had a diagnosis of mild cognitive impairment, and medical evidence was emerging about a connection between hypertension (the medical term for high blood pressure) and dementia. “I was not as aggressive as I should have been,” Supiano recalled. He added a third drug for hypertension to the woman’s regimen, and her readings fell to 120 or lower.

The shifting guidelines for blood-pressure control may remind those at advanced ages of a dance fad from their youth, the limbo. As Chubby Checker once intoned, “How low can you go?”

For more than 25 years, a reading of 140/90 or below was considered normal, according to the AHA/ACC guidelines. But the 2017 update introduced major changes, backed by results from the landmark Sprint trial, which enrolled adults over

50 who were at high cardiovascular risk.

The Sprint trial found that intensive treatment aimed at bringing the systolic number below 120 reduced the risk of heart attacks, strokes, other cardiovascular illnesses and overall mortality so substantially that the investigators stopped the study early.

It was unethical, they decided, to deny half the trial participants the benefits of intensive treatment. The 2017 guidelines, therefore, recommended medication for those with a systolic blood pressure over 130.

The most recent revisions, issued late last year, encourage still tighter control. They call for patients at cardiovascular risk to strive for systolic readings below 120, and they also call that target “reasonable” even for those who are not at high risk. Readings considered normal not so long ago are now defined as hypertension.

Blood pressure normally rises with age because “with stiffening of the arteries, the heart has to pump harder,” said Dr. Erica Spatz, the director of the preventive cardiovascular health program at the Yale School of Medicine. From 2021 to 2023, about two-thirds of adults over 65 had hypertension, according to the operative definition at the time.

But recent revisions could “define a lot more people as having high blood pressure,” said Dr. Rita Redberg, a cardiologist at the University of California, San Francisco.

To Supiano, recent studies in the United States and in China that show cognitive benefit for the lower readings “have tipped the scales” for older adults. “What’s good for the heart

is good for the brain,” he said, calling those findings “a lever to get people to pay more attention to their blood pressure. They may not want to live longer, but they want to hold on to their cognition longer.”

Nearly all major medical associations, including the American Geriatrics Society (Supiano is the chair of the organization’s board), have endorsed the latest guidelines.

“I used to be lenient in many of my older patients,” said Dr. John Dodson, a cardiologist and researcher at NYU Langone Health. “If I over-treated high blood pressure, bad things were going to happen.”

Blood pressure that drops too low — hypotension — can cause dizziness and fainting or injuries from falls.

Now, Dodson said, “I’m treating my older patients more aggressively.” Studies have shown that treating hypertension benefits even frail older adults. And while older adults in the Sprint trial had more fall injuries, the rate wasn’t higher in those receiving intensive treatment than in those undergoing standard treatment. Among those over 75, it was about 5% for both groups.

Another significant change: The new guidelines recommend at-home monitoring.

“Blood pressure is tricky,” Spatz pointed out. “It varies throughout the day, depending on whether a person is just waking up, or just ate or it’s hot outside.” Systolic readings can bounce around by 30 points or more in a single day.

And they’re almost always higher in a doctor’s office. “I don’t want to put much stock in one reading,” Spatz said.

“Maybe the patient has white-coat syndrome,” she added, referring to anxiety about doctors and testing, “or they had a fight with the parking attendant” on the way in.

She asks patients to record their blood pressure twice a day for a week or two before their appointments. Some doctors prescribe a 24-hour home monitor.

Will patients adopt home monitoring and more aggressive treatment? Cardiologists argue that hypertension, almost always asymptomatic, remains under-treated despite the newer guidelines.

Price is not likely to present an obstacle. Most patients need two or three drugs to lower blood pressure, but as generics they’re “dirt cheap, about $5 a month,” and rarely interact with the other drugs that are often prescribed for older people, Supiano said. A blood pressure monitor for home use runs $35, or more for those that digitally transmit data.

Although some side effects are serious — a fall can be life-altering — most complications “thankfully are transient and reversible and rather mild,” he said.

Yet the guidelines have skeptics, too. Redberg, for example, counsels older patients about diet, exercise and weight loss but does not urge them to start medication to reduce a 135 systolic reading to below 120.

They already seem overanxious about their blood pressure, she said, adding, “I encourage them to go out and enjoy themselves.”

“Take a class! Go to a museum!” she said. “You can’t do that if you’re at home taking your blood pressure five times a day.”

Venezuela’s WBC title fueled by power, pitching, passion

Daniel Palencia’s 100 mph fastball blew past Roman Anthony. Then came euphoria.

Palencia spun on the mound, chucked his glove toward the sky and collapsed under a sea of teammates in bright blue jerseys who had come pouring onto the field. Andrés Giménez crumpled to the ground near second base and began to sob. Over at third base, Maikel García did the same. Ronald Acuña Jr. sank to the ground in right field with his arms outstretched before scrambling to his feet and racing to the infield. Eugenio Suárez took a few slow steps out of the dugout with the Venezuelan flag. He raised it above his head and fell to his knees, his colors waving boldly behind him.

Baseball is the heartbeat of Venezuela.

Since baseball’s rapid growth there in the 1940s, which included the founding of the Venezuelan Professional Baseball League in 1945, the sport has been one of the country’s defining characteristics. It isn’t just the most prominent sport in the country. It is a rite of passage and a point of pride.

Never has Venezuelan baseball had a night like this.

An underdog throughout the tournament, Venezuela upended the most powerful baseball roster the United States had ever assembled. A 3-2 victory over the United States on Tuesday secured Venezuela’s first World Baseball Classic gold medal. One look at the outpouring of emotion from the players, coaches and thousands of fans in attendance at loanDepot Park in Miami showed it meant so much more.

“Thirty million people around the world were watching this game today,” said Salvador Pérez, the team’s captain. “The World Series, as you all know, is one of the most important championships in the major leagues, but when you fight for your country, that goes beyond. That feeling, the country

where you were born and raised, the sacrifices made by our parents, those people that helped us. That’s why this means a lot to me and to Venezuela.”

Throughout the first few editions of the World Baseball Classic, skeptics dismissed it as nothing but an exhibition tournament. There were concerns about the risk of injuries, the timing and whether people would care about a two-week international competition that was not the Olympics.

But based on the scenes from Tuesday’s finale, that argument is over. A capacity crowd of 36,190 shook the ballpark as Venezuela erupted with joy. Manager Omar López had tears running down his face as he celebrated with his coaching staff. William Contreras and Willson Contreras — brothers playing on the same team for the first time — held each other in embrace, both crying.

Eduardo Rodríguez, the starting pitcher who shut down the U.S. team’s offense with 4 1/3 scoreless innings, wiped away tears during his postgame interview. Suárez, the

hero of the night after his go-ahead double in the ninth inning, spoke at length about Venezuela’s camaraderie and the privilege of representing your country.

“The unity,” Suárez said on the Fox Sports broadcast. “We are together the whole time. We’re not just teammates, we are family. This team is awesome. We are family here. That’s why we play with passion, with love, because we feel the jersey. We feel our country in front of us.

“Nobody believed in Venezuela, but we won the championship today.”

The World Baseball Classic reached new heights this year, as television ratings surged. The semifinal game between the United States and the Dominican Republic was the most-watched game in tournament history, with 7.369 million viewers, outdrawing the 2025 MLB AllStar Game. Viewership records for the final were not immediately available.

The WBC set an attendance record with a total of 1.6 million fans, topping the previous mark of 1.3 million in 2023. Several capacity crowds were recorded in each of the four host sites: Miami, Houston, Tokyo and San Juan. The event has grown so popular in Miami that the city is pushing to be the tournament’s permanent home.

Scenes like Tuesday’s showed why.

“They underestimated Venezuela because we had never won anything, but we are powerful,” said García, who was named the WBC’s most valuable player.

After spending most of the tournament being criticized for its perceived lack of emotion, the U.S. team showed plenty of it after the game. The frustration, disappointment and disbelief were palpable. Players removed their silver medals from their necks nearly instantly after receiving them, their heads low and faces somber. In the

early editions of the tournament, the United States arguably did not take the WBC as seriously as other countries, with many of its top stars opting to sit out the tournament to stay focused on the MLB season.

That is no longer the case. The WBC’s global impact far surpassed expectations. It has changed how federations construct their teams — and the standards to which they hold those teams. In an attempt to avenge its gold medal loss to Japan in 2023, the United States responded by recruiting its most accomplished roster yet. When Venezuela knocked out the defending champion, Japan, on Saturday, Manager Hirokazu Ibata abruptly resigned. Italy’s surprising run captured the interest of its nation, and could spark a foundation for the next generation.

Venezuela’s acting president, Delcy Rodríguez, on Wednesday declared a national holiday to celebrate the championship.

“This WBC has become a tidal wave of emotion for a lot of guys,” said Mark DeRosa, manager of the U.S. team. “You get them in the room representing their country, coming together for two and a half weeks, the buy-in. It’s infectious in there.”

Debates will continue about how the WBC compares to the World Series, if the formatting of the tournament should change and whether MLB should limit pitcher use. But is this tournament really important?

Criollas secure 2nd place as LVSF readies for postseason

Santurce completes undefeated campaign

Whilethe Cangrejeras of Santurce defeated the host Atenienses of Manatí in four sets at Juan Aubín Cruz Coliseum on Wednesday night to finish undefeated in the Women’s Superior Volleyball League (LVSF by its initials in Spanish) regular season, the Criollas of Caguas earned the necessary points to secure second place in the standings heading into the postseason quarterfinals.

In Caguas, the Criollas rallied from a two-set deficit to push a fifth and decisive set and defeat the Valencianas of Juncos with scores of 17-25, 19-25, 25-15, 25-15 and 15-10, thereby earning two of the three available points.

With the victory, Caguas concluded the regular season in second place with a 10-10 record and 31 accumulated points. Last-place Juncos earned one point in the loss and finished 6-14 with 19 points.

The quarterfinals will be divided into two groups:

* Section A: Cangrejeras, Pinkin of Corozal and Valencianas

* Section B: Criollas, Atenienses and Leonas of Ponce

Following the loss to Santurce, Manatí stood in 4th place with a 7-13 record and 22 accumulated points. Fifth-place Ponce (7-12) had 21 accumulated points, while the Pinkin finished in third place at 9-10 with 27 points.

The Leonas were slated to visit the Pinkin on Thursday night for a match whose outcome was to determine the 4th and 5th positions in the standings.

Moore leads the way for Caguas

In the Criollas’ victory, Jenaisya Moore stood out with 22 points (18 attacks, 1 block and 3 aces), followed by Valeria Flores and Alexandra Sczech, who contributed 12 points each. Genesis Collazo and Alba Hernández added

10 points apiece.

Kelly Sánchez led Juncos with 14 points, while Marcelle Báez and Haley Busch contributed 11 points each.

The Criollas prevailed 66-58 in attacks, 73-71 in digs and 18-16 in assists. Juncos held the edge in blocks (14-11) and passes (36-31).

Santurce completes spotless regular season

In Wednesday night’s other match, the Cangrejeras of Santurce concluded the regular season undefeated (20-0 with 57 accumulated points) after defeating the Atenienses of Manatí on the road in four sets.

The set scores were 25-22, 25-21, 21-25 and 25-20. The feat of running the table in the regular season had not been achieved since Caguas did it in 2005.

Standout performances for Santurce came from Kara McGhee with 19 points, Tamara Otene with 14, Helena Grozer with 13 and Neira Ortiz with 12.

Emily Elliot led Manatí with 17 points, followed by Karla Santos with 16 and Elise Goetzinger with 10.

With the five-set victory, Caguas finished the regular season with a 10-10 record and 31 accumulated points, good for second place.

Puerto Rican junior players advance to quarterfinals at Copa Palmas del Caribe

Puerto Rico’s youth tennis talent took a decisive step forward at the U18 Copa Palmas del Caribe (J30) — an event on the ITF World Tennis Tour Juniors circuit — following an intense Wednesday of competition that determined the qualifiers for the knockout stage.

Local players took center stage in Bayamón by securing multiple spots in the tournament’s quarterfinals and successfully transitioning from the group stage to the main draw.

Among the most notable results, Bela Martínez Rivero finished undefeated in her group in the girls’ division, while Amalia Bures also advanced with a solid performance in hers. Joining them was Andrea Maldonado Figueroa, who delivered a standout performance to secure her qualification for the next round.

“The performance of our players reaffirms the competitive standard of youth tennis in Puerto Rico,” said Rosa Martínez,

executive director of the Puerto Rico Tennis Association. “Seeing them advance to this stage is a reflection of their discipline and the hard work that has been put in.”

Amalia Bures was one of several Puerto Rican players to move on to the main draw of the U18 Copa Palmas del Caribe (J30) in Bayamón.
