Oversight Board flags major gaps in PREPA’s emergency power contract with Gothams Energy By THE STAR STAFF

T

he Financial Oversight and Management Board has raised significant concerns about a proposed long‑term agreement between the Puerto Rico Electric Power Authority (PREPA) and Gothams Energy, LLC for up to 200 megawatts of temporary emergency generation in San Juan, citing missing financial information, inconsistencies in contract language, and unresolved regulatory hurdles. In a letter dated March 11 of this year, the Oversight Board informed PREPA’s counsel Alex Rivera Medina and Third-Party Procurement Officer Osvaldo Carlo Linares that its review of the proposed 10‑year contract revealed “key missing information,” including the contract’s total price and maximum value, as well as deviations from the competitive procurement rules established under RFP 3PPO‑0314‑20‑TPG2. The RFP was issued by Puerto Rico’s Third‑Party Procurement Office (3PPO) in July 2025 to secure a total of 800 MW of temporary power generation across multiple sites. According to the Board, the contract contemplates the installation of a floating power plant, or “Powership,” in the San Juan Bay, but fails to provide a feasibility assessment regarding critical permitting requirements or a detailed plan for fuel supply logistics in an already constrained port. The Board noted that previous federal regulatory decisions—specifically U.S. Coast Guard restrictions affecting ship‑to‑ship LNG transfers—raise serious questions about whether Gothams’ proposed operations are viable without additional agency approvals. Because of these concerns, the Oversight Board issued a comprehensive Request for Information (RFI) requiring PREPA and Gothams to supply extensive documentation by March 18, 2026. The mandatory disclosures range from background checks and federal sanctions reviews to environmental permitting, pricing structures, interconnection requirements, and fuel‑supply contingencies.

The Board asked to confirm whether any formal due diligence process was conducted by federal agencies to assess risk of sanctions, non-compliance or authorization to do business. In the final evaluation report Summary dated September 30, 2025, 3PPO indicated that a clearance confirmation from the Office of Foreign Assets Control (OFAC) before the issuance of the Notice to Proceed is required as a mitigation measure following the award. The Board inquired about the status of Gotham’s OFAC clearance. Among the issues highlighted, the Oversight Board cited the absence of an established contract price or rate per kilowatt‑hour, despite provisions in the document that allow for price escalations based on international LNG benchmarks. The draft contract, the Board warned, appears to heavily favor

the seller by permitting upward price adjustments and early termination rights in the event of certain market fluctuations, while offering only limited downward adjustments for PREPA. The Board also questioned the lack of clarity surrounding Gothams’ fuel strategy, particularly statements made publicly by 3PPO leadership suggesting that the company would rely on liquified natural gas supplied by New Fortress Energy (NFE). If accurate, that arrangement could place additional pressure on the existing LNG delivery system in San Juan, where supply interruptions already force periodic reliance on diesel generation. The Board requested detailed fuel‑supply agreements, priority allocation procedures, and contingency plans. Operational performance requirements also came under scrutiny. The proposed contract considers generation output failures only when they exceed 20 percent below scheduled output—raising questions about alignment with industry norms—and caps Gothams’ liability at 35 percent of PREPA’s incremental replacement‑energy costs. Further, although 3PPO initially rejected a similar utilization requirement as a material flaw in the bidding proposals, the current version of the contract reinstates a clause allowing Gothams to terminate the agreement if PREPA does not dispatch the Powership at least 70 percent of the time over a rolling 12‑month period. The Board also pressed PREPA and 3PPO to explain why Gothams was selected for the San Juan site despite scoring materially higher in the evaluation process than another awarded supplier, and why the term of the contract—ten years for what was originally framed as emergency temporary generation—is justified given Puerto Rico’s ongoing build‑out of permanent renewable generation and battery storage. In addition, the Board noted procedural and transparency concerns, referencing a February 2025 request from LUMA Energy seeking basic operational information on the 800 MW portfolio because it had not been provided during Integrated Resource Plan (IRP) planning.

Emergency Medical Services supports project to streamline licensing and increase the number of paramedics By THE STAR STAFF

T

he commissioner of the Bureau of Emergency Medical Services, Abner Gómez Cortés, endorsed House Bill 999, which amends the Emergency Medical Examiner Board Act to harmonize it with national standards and thus increase the number of emergency medical technicians in Puerto Rico. During a public hearing of the Health Committee, chaired by Representative Gabriel Rodríguez Aguiló, Gómez Cortés, a licensed paramedic, explained that the measure seeks to update professional regulations without compromising public safety. He noted that some current requirements make it difficult to enter the profession, such as the transportation license issued by the Bureau of Transportation and Other Public Services and additional certifications that are not part of national standards. The official indicated that eliminating these barriers would streamline the training process and improve staff recruitment and retention without affecting service quality, as essential

clinical competencies continue to be assessed through academic training, professional certification, and medical supervision. He noted that license renewal costs, ranging from $800 to $1,000, represent another obstacle, and that at least 100 paramedics are currently needed to meet demand, with a total estimated shortage of 300 professionals. Gómez Cortés also supported replacing the practical exam with clinical competency assessments certified by medical directors and reducing the passing grade for the recertification exam from 80 to 70 percent. He further supported reinstating the paramedic technical course, allowing students in technical and vocational programs to take the recertification exam. The president of the Puerto Rican Ambulance Association, Carlos Astacio, described the shortage of technicians as “critical” and recommended declaring an emergency amnesty for those who have completed accredited courses, allowing their immediate integration into the system. The president of the Board Regulating Licensing and Disciplining Emergency Medical Technicians, Amaury Martínez, supported the measure with amendments, proposing that basic

technicians only require the “Basic Life Support” certification and paramedics the “Advanced Cardiac Life Support” course, both endorsed by the American Heart Association. He also suggested maintaining the practical portion of the exam if the passing rate is reduced. Bolívar Pagán, the academic director of the Center for Advanced Studies for Emergency Medical Personnel, argued that the future of the profession should be geared towards professionalization through associate degrees or bachelor’s degrees, as is the case in the United States, and proposed creating the Puerto Rico Emergency Medical Services Office with greater regulatory capacity. Nurse and academic Marla Ortiz Dávila endorsed the measure, emphasizing the need to balance quality standards with access to the profession. Rodríguez Aguiló noted that the Health Commission will evaluate the recommendations, especially the reduction in the recertification percentage and the elimination of the transportation license requirement, to address the paramedic shortage and strengthen emergency response capacity on the island.

he House of Representatives of Puerto Rico, led by Speaker Carlos ‘Johnny’ Méndez, allocated a historic total of $1,052,500 in fiscal year 2025-2026 to 15 nonprofit organizations that provide direct services to women who are victims of domestic violence in Puerto Rico. The legislative leader also indicated that efforts will be made to increase this amount during the review of the new 2026-2027 government budget, which begins in the coming weeks. “In the House of Representatives, we value the work that nonprofit organizations carry out in the fight to eradicate the terrible social problem of domestic violence in Puerto Rico. That is why we have been proactive in evaluating and allocating resources so they can continue providing these vital services. This fiscal year, which began on July 1, 2025, over one million dollars have been allocated to these entities through legislative funds. This commitment

Notably, Casa Protegida Julia de Burgos, established in 1979 as the first shelter for domestic violence victims not only in Puerto Rico but in all of Latin America, received $195,000. Hogar Ruth was allocated $300,000. The funding comes from the Joint Resolution of the House 30-2025.

Ferrer warns GEO against playing pitcher and catcher in Parra’s contract probe By THE STAR STAFF

T

he Popular Democratic Party’s spokesperson in the House of Representatives, Héctor Ferrer Santiago, sent a letter Wednesday to Luis A. Pérez Vargas, executive director of the Puerto Rico Government Ethics Office (GEO), raising concerns over an amendment made to former Justice Secretary Janet Parra’s contract with the Office of the Commonwealth Comptroller. Ferrer cautioned that he hopes the GEO

is not “playing pitcher and catcher” with Parra in an attempt to avoid investigating the matters for which she was originally referred to the agency. According to Ferrer, the amendment to Parra’s contract gives the impression that it may be intended to influence or alter the course of the ongoing investigation. The lawmaker recalled that on February 26 he submitted a complaint to the GEO requesting an investigation into the contract, and that the agency later confirmed it had

opened an inquiry. The complaint centers on a $50,000 legal consulting contract Parra signed with the Office of the Comptroller on February 13, 2026. In the complaint, Ferrer argues the contract violates ethics laws, which prohibit former public officials from intervening or advising before the agency they led for two years after leaving office. Parra served as Secretary of Justice until May 2025. The contract requires Parra to advise on investigations and act as a liaison with the Department of Justice—the very agency she recently headed. Ferrer claims this allows her to handle investigations or audits that may have begun during her tenure. Ferrer explained that after the referral was filed, an amendment was added to the original contract. The amendment reportedly removes all references to the Justice Department. However, Ferrer argued that the modification does not change the fact that the contract had already been awarded and signed. “This amendment to the contract does not remedy the violation of the Ethics Law or the administrative infraction, both of which were already consummated with the signing and awarding of the original contract. Therefore, it is the Office of Government Ethics’ responsibility to continue evaluating the matter,”

No one inside the building at the time, including students at the synagogue’s preschool, appeared to have been injured. Sheriff Michael Bouchard of Oakland County, Michigan, said at a news conference that “at least one individual came to the temple; security saw him, engaged him in gunfire.” He said it was too soon to determine a motive. Noah Arbit, a Michigan state representative and member of the synagogue, Temple Israel of West Bloomfield Township, said a town official had told him that the driver released some sort of explosive projectile after ramming the building. Nine law firms surrendered. Four law firms won. By THE EDITORIAL BOARD

T

he four law firms that last year chose to fight President Donald Trump’s illegal intimidation campaign won at least temporary vindication this week. Federal judges had already struck down Trump’s executive orders trying to punish the firms for representing or employing people he considered to be his political enemies. On Monday, the Trump administration abandoned its appeals of those rulings, accepting defeat. On Tuesday morning, in a sign of the administration’s disorganization, the Justice Department sent an email to the four firms apologizing for the short notice and saying it was reversing course again. Its appeals would now continue. This withdrawal of the administration’s withdrawal is amateurish, and it does not change the likely outcome of the fight. Judges — appointed by presidents of both parties — have repeatedly ruled that the executive orders were illegal, and there is every reason to expect that to continue. The Trump administration’s initial withdrawal of its appeals is an indication that at least some officials understand this reality. The victories of the four firms — Jenner & Block, Susman Godfrey, Perkins Coie and WilmerHale — have been a triumph for justice and democracy. The executive orders that Trump signed early in his second term were based on the lie that the firms had done something wrong. In fact, their lawyers were merely doing their jobs. They happened to represent Democrats and liberal groups or participated in prior investigations of Trump. And his would-be punishments of the firms had the potential to damage

them badly. The executive orders barred the firms’ lawyers from entering federal buildings and meeting with federal officials, activities that are a necessary part of many legal cases. The larger goal of the executive orders was chilling. The president attacked a bedrock principle of the law, which is that everybody deserves legal representation. He sought to frighten lawyers away from representing people who had the temerity to criticize him. By extension, he sought to frighten any Americans who might criticize him. Fighting the executive orders has taken courage, and the four firms deserve praise and gratitude for standing up to the president. They all risked losing clients and even having their firms collapse. Nine other firms folded and struck deals intended to mollify the president. The deals included promises to perform millions of dollars of pro bono work on behalf of Trump-friendly clients. These nine firms all failed a high-stakes character test. Their leaders faced a choice between submitting to a bully and doing the right thing. The firms are not household names to most Americans, but it is worth listing them here. We hope that clients looking for fearless lawyers and law students deciding where to work will remember which elite firms were unwilling to fight back. Meekness is not a quality most people seek in a lawyer. The first firm to fold was Paul Weiss, whose chair at the time, Brad Karp, undertook what Ruth Marcus of The New Yorker described as a “desperate” campaign to reach a deal with Trump. The other eight firms were A&O Shearman; Cadwalader, Wickersham & Taft; Kirkland & Ellis; Latham & Watkins; Milbank; Simpson Thacher & Bartlett; Skadden Arps; and Willkie Farr & Gallagher. Core to their error was the misplaced belief that capitulation might be unsavory but that it was the most promising strategy. Instead, it was doomed from the start. Their deals with Trump included no binding promises from him or his administration. At any point, he could threaten the firms again and demand more concessions. Media organizations, including ABC News and the parent company of CBS News, that responded to his lawsuits by agreeing to settlements that are de facto payoffs made a similar mistake. So did the European Union and individual countries that made concessions to soften his threatened tariffs. The four law firms that have fought the White House read the situation correctly. They have insisted on due process and relied on judges to protect their rights under the Constitution. The American legal system depends on due process. Nobody, not even the president, should be able simply to assert that a person or organization has behaved wrongly and then exact a punishment for that behavior. Law firms that came to the defense of the four and represented them in court also deserve recognition, including Clement & Murphy; Cooley; Munger Tolles & Olson; and Williams & Connolly. So do corporate clients that stood by the firms, such as Microsoft, which moved some business from Simpson Thacher, one of the nine firms that surrendered, to Jenner & Block, one of the four that fought. These moves highlight the importance of solidarity when a democracy is under threat. Those who are not themselves targets

Every time somebody stands on principle, it becomes easier for others to do the same. Sure enough, hundreds of other law firms eventually signed legal briefs supporting the four firms. Trump’s assaults on American democracy are much broader than his executive orders against law firms, of course. He has bypassed Congress when going to war. He has defied judges’ orders on immigration policy. He glories in using the office of the presidency to enrich himself. He declares national emergencies on false pretenses. He lies about voter fraud and tries to change election rules to benefit himself. When he takes these steps, he can sometimes seem omnipotent. He can, however, be restrained. The Supreme Court last month overturned his illegal tariffs. Lower courts have repeatedly blocked other Trump policies. Enough Republican legislators in Indiana, Kansas and Nebraska rejected his gerrymandering demands that the plans have stalled. The four law firms that fought his executive orders forced this week’s embarrassing double about-face from the administration. Democracy in this country remains under threat from Trump. But it has better than a fighting chance so long as Americans are willing to fight.

Para ello cuenta con un grupo de profesionales en la oftalmología, y distintas ramas de esa especialidad, como retinología, glaucoma, córnea, cataratas y ojo seco. Como parte de ese equipo, la doctora Frances Marrero Barrera, especialista en córnea y refroactivo y la doctora María G. Velázquez Lamela, especialista en glaucoma, comparten con nosotros los detalles y retos que representa su profesión, qué las motivó a ejercerla, y sus impresiones sobre el rol de la mujer en la medicina. Ambas coincidieron en señalar a su familia como su inspiración a estudiar medicina y eventualmente especializarse en la oftalmología. La doctora Marrero recuerda que desde niña estuvo expuesta a la medicina ya que su padre es médico y su hermano pasó a ser médico también, y siempre sintió la motivación de ayudar a las personas en sus aflicciones. En sus inicios como estudiante le gustaban todos los campos de la medicina, pero como parte de las rotaciones que hizo para observar y asistir en distintas especialidades, quedó fascinada con la oftalmología, al ver que en el caso del ojo se puede ver todo directamente y de forma clara lo que está pasando en ese órgano. Además que le permite cambiar la vida del paciente al devolverle la capacidad de ver con claridad en solo unos minutos. La doctora Velázquez Lamela también se expuso a lo que es salud desde temprana edad, asistiendo a su mamá en el cuidado de su hermano menor, que es diabético tipo 1. Luego, se interesó específicamente en la oftalmología cuando su papá sufrió un desprendimiento de la retina y pudo ser testigo de lo importante que es la salud visual para tener una buena calidad de vida, observar su tratamiento y proceso de recuperación y cómo gracias a la ayuda que recibió logró recuperar la visión. Mientras entrenaba en Estados Unidos, sentía la inquietud de regresar a Puerto Rico para ayudar a su pueblo. El hecho de que hubiera menos especialistas en glaucoma en la Isla le motivó a especializarse en el tratamiento de esa condición, que es muy difícil de manejar y en la que hay que crear mucha conciencia y tener ese trato cercano con el paciente para hacerle entender la importancia de seguir el tratamiento por el resto de la vida, ya que es una condición que puede dejarle ciego sin darle antes síntomas de aviso. En su formación, ambas doctoras recuerdan cómo otras mujeres marcaron su camino profesional. La doctora Marrero indicó que su oftalmóloga personal le orientó e inspiró mucho sobre la profesión y mencionó también como un personaje clave a una doctora que, mientras estudiaba medicina, le alentó a rotar en oftalmología. lugar a su madre, quien siempre ha sido bien académica, bien dirigida hacia la educación. Fue ella quien le dio esa base para perseguir una carrera así de larga como lo es la medicina. De igual manera, le influyó la doctora Bhagat, quien la entrenó dentro de la oftalmología. Recordó cómo ella siendo madre, joven con hijas, trabajaba al máximo y se fajaba por sus pacientes y su familia, lo cual le inspiró a seguir por ese camino. Para la doctora Marrero, ser mujer y líder en el área de la salud significa responsabilidad. Dijo estar consciente de que como mujer en la medicina representa a muchas otras que vienen por detrás, ya que el ser líder no es solo ocupar una posición sino inspirar a otros. Considera importante trabajar con ética, promover el respeto dentro de todo el equipo de salud y demostrar que la sensibilidad y la fortaleza pueden coexistir en el liderazgo. Sobre este particular, la doctora Velázquez indica que para ella significa ser el ejemplo de las futuras generaciones. Al ser madre de dos niñas considera súper importante representar que se puede ser una profesional excelente y a su vez dar todo por su familia. Entiende que es esencial que otras niñas y mujeres jóvenes se vean representadas en la salud, en los campos quirúrgicos donde hay menos mujeres y más hombres siendo líderes y que por ser mujer no debería valorársele menos capaz como cirujana. Por eso cree que estar visible y que la puedan ver como una de las líderes en su campo es bien importante como mujer, para que las féminas se den el valor que se merecen. El rol de la mujer en la medicina, según coinciden, ha evolucionado grandemente en los últimos años. La doctora Marrero señala que hoy día se ven cada vez más mujeres no solo en la práctica química sino liderando en los departamentos, desarrollando investigaciones y tomando decisiones importantes dentro del sistema de salud. Y aunque todavía quedan retos, la presencia y la voz de las mujeres en la medicina es cada vez mas fuerte, lo que ha enriquecido mucho la profesión. Apunta que hace 50 ó 60 años apenas un 10 por ciento de las mujeres se graduaban en la medicina, mientras que hoy día es casi el 50 por ciento, y de igual manera en la actualidad hay muchas más mujeres en roles importantes en la medicina. Una de las fortalezas más grandes que entiende distingue a la mujer en la medicina es la capacidad de conectar con el paciente desde una perspectiva humana. Las mujeres en la medicina, según afirma, aportan una combinación de lo que es empatía, la atención al detalle y la comunicación. Y aunque muchos hombres también tienen mucha empatía y

atención al detalle, en general la mujer, por naturaleza, tiende a ser mas empática y comunicativa, lo que considera fundamental para poder entender al paciente, escucharlo y que se siente escuchado. Confiesa que han llegado donde ella pacientes que le dicen que los médicos no le dan el tiempo y no están muy pendientes a cual es la queja real. Eso para ella es sumamente importante y algo que los pacientes dicen que aprecian mucho en ella, que los escucha y les explica las cosas con claridad para que puedan tomar decisiones adecuadas en cuanto a su salud. La doctora Velázquez concurre que con el tiempo más y más mujeres se están desenvolviendo como profesionales en la medicina y cada vez las clases de medicina son un poco más balanceadas y hay más representación de mujeres como especialistas y como doctoras. Advierte, sin embargo, que todavía hay diferencias en distintos campos de la medicina y hay una brecha que cerrar en los campos más competitivos o más quirúrgicos, donde muchas veces las mujeres no están bien representadas ni se les valora como par. En cuanto a las fortalezas que las mujeres aportan al cuidado de la salud, manifiesta que estas son más dadas y a veces más sacrificadas con sus pacientes porque se fijan en más detalles y están dispuestas a darlo todos por ellos. El ser cuidadoras por naturaleza de sus familias igual las hace ser tremendas cuidadoras de sus pacientes. En su caso personal, dice sentirse muy comprometida como especialista en glaucoma y fijarse en todos los detalles, de ver al paciente como un ser humano y no limitarse al problema que está tratando al momento, sino los otros problemas que pueda tener a su alrededor. Asegura ser sumamente empática, que siente cada sufrimiento con sus pacientes, al extremo de que ha perdido más de una noche pensando en los casos más difíciles o complicados. Pero entiende que no puede perder de perspectiva que aunque como médico sabe la seriedad de la enfermedad que está pasando el paciente, este no necesariamente lo sabe pero lo está sufriendo en carne propia. Es por esto que siente la obligación de tener más compasión con sus pacientes, porque son los que van a tener que vivir con las secuelas que pueda traer su condición. Para la doctora Marrero, la educación del paciente en la salud visual es fundamental, ya que muchos problemas visuales se pueden prevenir o tratar de forma mucho más efectiva cuando el paciente entiende su condición y la importancia del seguimiento. El entender la importancia de prevenir que su condición empeore promueve que tenga un mayor cumplimiento con el tratamiento y que siga

acudiendo a sus citas de seguimiento, por lo que educar al paciente no solo mejora los resultados médicos sino que también ayuda a que las personas puedan cuidar mejor su propia salud. La doctora Velázquez indica que como especialista en glaucoma considera esencial que las personas se realicen un examen anual con un oftalmólogo para detectar esta condición y que aquellos que la padezcan se eduquen sobre ella, que muchas veces no da ningún síntoma hasta que la persona pierde la vista de forma irreversible. El glaucoma le roba la vista de manera silenciosa al paciente y eso no lo corrige un espejuelo. Los tratamientos lo que buscan es prevenir la pérdida de visión y cuando se está tratando el que ya perdió la visión es imposible devolvérsela. Como legado, a la doctora Marrero le gustaría ser recordada como un médico que no solo buscó la excelencia clínica sino que también trató a cada paciente con respeto, empatía y dedicación. Que siempre escuchó y siempre fue sumamente dedicada a sus pacientes. Asegura que si pudiera contribuir a mejorar la salud visual de sus pacientes y también inspirar a futuras generaciones de médicos sentiría que ha dejado un legado bastante significativo. A la doctora Velázquez le gustaría dejar el legado de la conciencia sobre la enfermedad de glaucoma. Que cada vez más personas entiendan lo importante que es detectarla a tiempo y tratarla correctamente. También quiere dejarle a sus colegas y los demás oftalmólogos del país el mensaje de lo esencial que es manejar el glaucoma más temprano, lo que nos va a dar un país con menos ciegos. Que gracias a los cambios que habido en el campo de la oftalmología es posible intervenir mucho más temprano con el paciente de manera quirúrgica con técnicas mínimamente invasoras que ayudan que el control de glaucoma sea más y mas temprano y mejor controlado. Wall St ends sharply lower as intensifying Iran war, soaring crude prompt selloff

T

he Israeli military launched a new wave of strikes on central Beirut on Thursday evening, saying it was targeting infrastructure belonging to the militant group Hezbollah. The strikes came hours after Iran’s new supreme leader struck a defiant tone Thursday, vowing to keep blocking a vital oil route and to avenge “the blood of the martyrs.” The heavy bombardment, in a neighborhood of hip bars, high-end restaurants and high schools, sent thick plumes of smoke and dust into the air and landed a few hundred yards from the government’s headquarters. It crystallized fears that the conflict was expanding in the Lebanese capital beyond its southern outskirts, where Hezbollah has long held sway. It also deepened the sense that corners of the city once considered comparatively safe were no longer off-limits. The attacks came a few hours after Khamenei, Iran’s new supreme leader, made his first known public comments since succeeding his father, who was killed in U.S.-Israeli strikes on Feb. 28. In written statements carried by Iranian state media Thursday, he said that “the lever of blocking the Strait of Hormuz must also continue.” His comments were likely to add further instability to oil markets.

Iraq and Oman closed oil terminals Thursday after two tankers were attacked and left burning off Iraq’s coast. Oil prices have surged despite pledges by the United States and other major economies to calm markets by releasing emergency reserves. On Thursday, President Donald Trump said preventing Iran from acquiring nuclear weapons was more important than preventing the rise in oil prices, and claimed the United States would profit. Moscow court Thursday handed down life sentences to 15 men in connection with a 2024 massacre that killed at least 149 people at a concert hall, the deadliest terror attack in Russia in two decades. The attack on the Crocus City Hall building, a popular entertainment venue outside Moscow, took place just before a rock concert was scheduled to start. It began as a shooting spree and ended with the four gunmen setting fire to the building with incendiary devices. The Islamic State group claimed responsibility for the attack, and U.S. officials attributed it to the Islamic State group’s Afghanistan affiliate. The gunmen and 11 accomplices were

sentenced to life in prison, the 2nd Western District Military Court said in a statement Thursday. Technically, Russia has the death penalty, but a moratorium on executions has been in place since 1996. The hearing was closed to the public, and it was unclear what roles the accomplices had played in the attack. Some Russian news outlets reported that they had provided the attackers with guns or money. How Russia’s scorched-earth attacks put Ukraine’s power grid near collapse By CONSTANT MÉHEUT

S

hortly after Russia attacked a critical substation supplying power to the Ukrainian capital, Kyiv, Oleksiy Brecht rushed to the scene on an urgent mission. Brecht, then the head of operations at Ukrenergo, the national grid operator, had spent all winter trying to keep the country’s power system from collapsing under an assault from Russian forces unlike anything Ukraine had seen before. In late January, he was walking through the debris-strewn substation site, directing repairs that would be crucial for Kyiv’s 3.5 million residents, when he was electrocuted and died, according to a former head of Ukrenergo, Volodymyr Kudrytskyi. Brecht’s death is a stark measure of Ukraine’s fight to keep its energy system running during its coldest winter in a decade. From December to February, Ukraine endured 15 large-scale attacks on its energy facilities involving swarms of drones and missiles, more than three times the average number of attacks over the past three winters of war, according to data from Dixi Group, a Ukrainian energy research group.

Still, thanks to round-the-clock repairs and emergency deliveries of equipment from Western partners, Ukraine pulled its energy grid back from the brink of total breakdown. As temperatures rise and the strain on the grid eases, Ukrainians can now say they have survived their harshest winter at war and look back on weeks spent in dark and cold homes,

sometimes without running water for days. “It was infrastructure warfare designed to make civilian life fail and to trigger a humanitarian crisis,” said Vladyslav Mikhnych, director of the Kyiv Energy and Climate Lab, another research group. “Russia was deliberately testing how to freeze cities by striking the most sensitive links of urban systems at the worst possible moment.” Earlier Russian campaigns to plunge Ukrainians into cold and darkness caused widespread damage. But they failed to bring down the grid because Moscow spread its strikes across the country, knocking no facilities completely out of service, said Mariia Tsaturian, an analyst at the energy research group Ukraine Facility Platform. What changed this winter was both the weather — temperatures plunged well below freezing for weeks — and the tactics. Energy experts say the Russian campaign followed a scorched-earth approach. Russia repeatedly struck the same facilities to obliterate them, targeting every link in the energy chain: power plants, substations transmitting electricity, gas pipelines and boiler houses. Instead of attacking the grid broadly as it had done in previous years, Tsaturian said,

Russia sought to break it into isolated pockets that could be crushed one by one. It targeted transmission lines to stop electricity from being redistributed between regions, then systematically battered power facilities within each cutoff zone. On several occasions, Ukraine’s grid appeared close to collapse. On the last day of January, virtually all of Kyiv went dark for a few hours, according to data shared by DTEK, the country’s largest private energy company and the capital’s electricity distributor. That month, Kyiv residents spent half of every day without power on average. Moscow began its energy infrastructure campaign in eastern Ukraine. The region’s grid is particularly vulnerable because it cannot draw power from the shuttered Zaporizhzhia nuclear plant in southeastern Ukraine. The plant has been under Russian occupation since the war’s early days. Eastern Ukraine has since become largely dependent on smaller power plants, and Russia bombed them relentlessly. Maksym Tymchenko, CEO of DTEK, which owns two thermal power plants in the eastern Dnipropetrovsk region, compared the situation to living in a “circle” of destruction and repair.

Giorgia Meloni, Trump’s friend in Europe, seeks distance on Iran By MOTOKO RICH

D

uring a visit to the White House last year, Prime Minister Giorgia Meloni of Italy bonded with President Donald Trump over their shared opposition to “woke” ideologies and migration. After the meeting, Meloni, the only sitting European leader to attend Trump’s second presidential inauguration, said she was proud of their “privileged relationship.” Now, as an American war with Iran causes economic pain throughout Europe, Meloni’s once vaunted friendship with Trump is proving to be a liability, just as she is seeking to win a tight referendum later this month over a contentious judicial change. Meloni has led one of the longest and most stable governments in Italy’s tumultuous postwar history — and her party still outperforms its rivals in the national polls. Yet the war and her handling of it is raising some of the thorniest political challenges she has faced since entering office in 2022. Critics have condemned her for failing

to wield any visible influence over Trump’s wartime decisions and for her ambivalent response to his decision to attack Iran. New surveys suggest the opposition is gaining ground in the referendum campaign and may even defeat the judicial proposal in the vote later this month. The proposed changes center on a plan to divide oversight of prosecutors and judges, who are currently jointly supervised by a single body, and to make it harder for lawyers to move between the two professions. Meloni’s government says the changes would help make judges more independent from prosecutors, while critics say the new system would make prosecutors and judges more beholden to politicians. Because many voters and commentators find the details of the proposal arcane and confusing, the vote to approve them has instead been framed as a plebiscite on Meloni herself — presenting her with a moment of rare jeopardy. “Politics is made of these kinds of moments in which at some point someone looks invincible and they slip on a first banana skin,”

said Nathalie Tocci, director of the Institute of International Affairs, a Rome-based research group. “And all of a sudden they lose their luster.” Meloni was caught on the back foot when the United States began bombing Iran late last month without consulting any European allies. While some European leaders received a courtesy call just before the attacks, the Italians were left unaware. Meloni’s defense minister, Guido Crosetto, was in Dubai, United Arab Emirates, for a family vacation and had to be evacuated by military plane. Her critics pounced. “For months, they’ve been telling us across all networks that Meloni was the bridge between Trump and Europe. Unfortunately, it was all fake news!” Matteo Renzi, a former prime minister and centrist opposition leader, wrote on social media. “What an embarrassment.” Meloni has since been forced to triangulate between placating Trump by avoiding outright condemnation of the war; trying to fulfill defense cooperation agreements with Arab countries in the Persian Gulf; and assuaging

Italian public opinion, which is firmly against the war. Polls show that about two-thirds of Italians have a negative view of the attacks on Iran. Illustrating that balancing act, Meloni said in parliament Wednesday that the world was “facing an evident crisis in international law and multilateral organizations, and the collapse of a shared world order” but stopped short of explicitly condemning Trump’s decision to attack. Her government has agreed to send naval ships to defend Cyprus, a Mediterranean state that has come under retaliatory fire from Iran, and missile and drone defense systems to protect Arab allies in the Persian Gulf that have suffered Iranian bombardments. Still, Meloni said in parliament, “Italy is not taking part and does not intend to take part” in the conflict. From a strategic point of view, keeping a fluid position “is very rational to stay in power,” said Leila Simona Talani, director of the Center for Italian Politics at King’s College London. “Any position that she takes could be detrimental to her own role.”

A guide to the Pentagon’s dance with Anthropic and OpenAI By CADE METZ

L

ate last month, Defense Secretary Pete Hegseth delivered an ultimatum to Anthropic, the only company that had provided the Pentagon with artificial intelligence technologies for use on classified systems. If Anthropic did not allow the Pentagon to deploy these technologies for “all lawful uses,” Hegseth said, he would sever ties with the San Francisco startup. The threat set off a chain of events that resulted in the Defense Department’s labeling Anthropic a “supply chain risk,” which would prevent all military contractors from using the company’s technologies, and signing an agreement with OpenAI, its biggest rival. The negotiations were, to say the least, confusing. How does the Pentagon use Anthropic’s technology? Anthropic’s technologies are widely used inside the Defense Department because the startup agreed last year to integrate its systems with technology from Palantir, a data analytics company that is approved for classified operations. Separately from Anthropic’s partnership with Palantir, the Pentagon also uses Anthropic’s technology to analyze imagery and other intelligence data as part of a $200 million AI pilot program. Anthropic’s technology is being used as U.S. military forces engage in a widening war against Iran, two people familiar with the technology said on the condition of anonymity. Google, OpenAI and Elon Musk’s xAI are also part of the pilot program, but are not yet used on classified systems. Anthropic was a step ahead of its rivals thanks to its partnership with Palantir. Why did the Pentagon get angry at Anthropic? On Feb. 15, The Wall Street Journal reported that Anthropic had raised concerns with Palantir about the role its technologies played in the U.S. military operation to capture Venezuela’s president, Nicolás Maduro. The story inflamed earlier tensions, as Hegseth and others at the Pentagon argued that Anthropic was resisting the military’s use of these AI systems. The Defense Department was already in talks with Anthropic to establish new contractual language that allowed the Pentagon to use the company’s technologies for any lawful purpose. But Anthropic was reluctant to agree to those terms. Why was Anthropic reluctant? Anthropic wanted contractual language that prevented the Pentagon from using its technology with autonomous weapons or for mass surveillance of Americans. It argued that specific language was needed to ensure that the technologies were used only in ways that aligned with what they could “reliably and responsibly do.” The Pentagon said private companies should not try to control how the military operated. On Feb. 24, Hegseth met with Anthropic’s CEO, Dario Amodei, and said that if Anthropic failed to agree to the Pentagon’s demands by 5:01 p.m. on the next Friday, he would designate the company a supply chain risk. What does it mean to be a supply chain risk?

The designation is typically applied only to firms with ties to the government of China. Did cooler heads prevail? No. The company published a blog post saying it could not “accede” to the Pentagon. Minutes after the deadline passed, Hegseth deemed Anthropic a supply chain risk in a post to social media. He added that “no contractor, supplier or partner that does business with the United States military may conduct any commercial activity” with the company. But the Pentagon planned to continue to use Anthropic’s technologies for up to six months as it arranged for alternatives. The Pentagon later sent a letter to Anthropic saying it had officially designated the company as a supply chain risk. Does Hegseth have the power to do that? A court will probably decide. Anthropic has said it intends to sue the government, and legal scholars say a suit would most likely be successful. “Anthropic’s case is very strong,” said Alan Rozenshtein, a professor of law at the University of Minnesota. Legal scholars also say the Pentagon does not have the power to bar its contractors from commercial activity with the startup beyond just using its technology. For instance, it cannot prevent contractors from investing in Anthropic, they said. “The commercial activity language is flatly illegal,” Rozenshtein said. That is an important point because Amazon and Google — two of Anthropic’s biggest investors — are also Defense Department contractors. Why didn’t the Pentagon just stop using Anthropic? That would have been an easier solution to the dispute. “The correct response is to just cancel the contract and walk

away,” Rozenshtein said. Instead, the Pentagon appeared to make a political statement by labeling Anthropic a supply chain risk. “It seems like the Pentagon just does not like Anthropic’s general political vibe and wants to destroy its entire business,” said Dean Ball, a senior fellow at the Foundation for American Innovation who was previously a policy adviser for AI under President Donald Trump. “That is beyond the pale.” How did OpenAI get involved? A day after Hegseth met with Amodei, OpenAI’s CEO, Sam Altman, started his own talks with the Defense Department. Altman told the Pentagon that it should not give Anthropic the supply chain risk label because it would have a chilling effect on the department’s relationship with the tech industry. Like Anthropic, he said, OpenAI did not want its technologies used for mass surveillance of Americans or with autonomous weapons. But Altman and OpenAI also worked on their own contract with the Pentagon. Just hours after Anthropic missed its deadline, he announced that they had reached an agreement. OpenAI agreed to let the Pentagon use its AI systems for any lawful purpose. But OpenAI also said it had negotiated terms that allowed the company to uphold its safety principles by installing specific technical guardrails on its systems. Can technical guardrails prevent AI from being used for mass surveillance? No. The guardrails built into today’s AI do not always work as they are designed. And even when these guardrails hold firm, there are many ways AI systems could still be used to feed surveillance or the use of autonomous weapons. Three days later, OpenAI announced that it had amended its agreement with the Pentagon. It added language saying its AI systems “shall not be intentionally used for domestic surveillance of U.S. persons and nationals.” Does the amendment uphold OpenAI’s safety principles? Maybe not. Legal experts point out that the Pentagon could inadvertently collect data about Americans as it worked to monitor foreigners and that it would still be allowed to analyze this data under the terms of the contract. A contract like this is also difficult for a private company to enforce, because a violation of the terms may not be obvious, Rozenshtein said. In other words, whether a technology has been used for mass surveillance is sometimes open to debate. Even if the government breaches the contract, OpenAI can at most cancel service and sue for damages, but it cannot force the government to live up to its end of the bargain, Rozenshtein said. So, what does all this mean? “This is not just some dispute over a contract. This is the first conversation we have had as a country about control over AI systems,” Ball said. “What should the limitations be? And who gets to decide?” But he and other experts said this was not the best way to decide these questions. They say Congress should step in to set firmer laws.

Salinas seeks to honor baseball’s Alomar dynasty with highway dedication By THE STAR STAFF

alinas is moving to permanently link one of Puerto Rico’s most storied baseball families to a road that runs through the heart of their hometown. Rep. Estrella Martínez Soto announced the filing of House Joint Resolution 305, a measure that would designate a stretch of Puerto Rico Highway 1—from kilometer 89.8 at the entrance to downtown Salinas to its intersection with Puerto Rico Highway 3—as “Familia Alomar Velázquez Highway.” The proposal recognizes the extraordinary athletic achievements, historic legacy, and lasting impact of the Alomar family on the identity and pride of Salinas, Puerto Rico and the island as a whole. The initiative was requested by the municipality and its local legislature. “As stated in the resolution’s statement of motives, PR-1 is one of the principal arteries in southern Puerto Rico,” Martínez Soto explained. “For Salinas in particular, it is a vital route for economic development, mobility and the social connection of its communities. The section from the town’s entrance to the PR-3 junction also carries deep historical and community meaning for residents.” A baseball lineage rooted in Salinas The legislation highlights Salinas as the birthplace of one of the most iconic families in Puerto Rican and Major League Baseball history: the Alomar Velázquez family.

At the foundation of that dynasty stands Santos Alomar Sr., known as “Santos (Padre),” who debuted in 1964 with the Atlanta Braves (then the Milwaukee/Atlanta Braves) and later played for the Chicago White Sox and the Los Angeles Angels. During his Major League career he collected more than 1,200 hits, posted a .250 batting average and built a reputation as a steady defensive second baseman. Alomar also represented Puerto Rico in international competition and, after retiring, devoted himself to mentoring younger generations as a coach, manager and instructor—including work at the Major League level. “His leadership and discipline laid the foundation for a family tradition of excellence in the sport,” Martínez Soto noted. Sandy Alomar: Rookie of the Year and AllStar catcher His son Sandy Alomar Jr. debuted in the majors in 1988 and quickly rose to prominence, winning the American League Rookie of the Year Award in 1990—the same season he earned his first All-Star selection. Alomar would go on to appear in six All-Star Games (1990-1992, 1996-1998), establishing himself as one of the most complete catchers of his era. Over his career he totaled more than 1,200 hits, 112 home runs and nearly 600 RBIs, while earning respect for his game-calling and leadership behind the plate. T

he city of Arecibo, Puerto Rico is stepping up its commitment to youth sports with the launch of the Rubén Rivera Baseball Development League, an initiative designed to introduce the game to the island’s youngest players. Mayor Carlos R. Ramírez Irizarry said encouraging athletic development among children is a central priority for his administration, and the new program reflects that goal. “With great enthusiasm and in a familyfriendly atmosphere, we kicked off the league last week at the recreational area and the Miguelina Colón Baseball Complex of ARVAJA,” the mayor said. “Children and their families gathered to support this important sports initiative.” The opening activities highlighted the spirit

of teamwork and confidence among the participants, giving young athletes their first introduction to baseball in an environment focused on learning, discipline and healthy recreation. The program targets the youngest age groups, with divisions for Pre-Pamper (ages 3–4) and Pamper (ages 5–6). The goal is to foster early athletic development while teaching core values such as teamwork, perseverance and respect. Practices take place every Tuesday and Thursday at 4:30 p.m. at the Miguelina Colón Baseball Complex of ARVAJA, where a group of experienced instructors—many of them former players—guide the children through the fundamentals of the game. Among the coaches participating in the program are José “Cheo” Alberro, Héctor Javier Alberro, Jodam Rivera and José L. Santiago.

The league is named after former Major Leaguer Rubén Rivera, whose professional career made him one of the island’s notable baseball exports and an inspiration for young players. The Arecibo municipal administration is encouraging parents and guardians to get their children involved while the league continues to expand. “Families still have time to join,” Ramírez Irizarry said. “We invite parents to visit the facilities during practice days, learn more about the program and become part of this effort to develop the athletic talent of our children.” For Arecibo officials, the league is more than a sports program—it’s an investment in the next generation, using baseball as a platform for community building and youth development.
