Law enacted to curb growing wild pigs threat to agriculture

In a move aimed at strengthening protections for agriculture, food security and public health, Puerto Rico has enacted House Bill 641 into law to address the rapid spread of wild hogs across multiple regions of the island.

The measure, now Law 102‑2026 and authored by Rep. Axel “Chino” Roque Gracia, empowers the secretary of the Department of Natural and Environmental Resources (DNER) to grant special non‑sport hunting permits to farmers whose crops and land are being damaged by wild hogs. The permits fall under the population‑control provisions of Article 16(a) of Puerto Rico’s Wildlife Act (Law 241‑1999).

The new law also amends Regulation 6765, which gov erns wildlife conservation and hunting, to add wild hogs to Appendix 2, the list of invasive and harmful species. Lawmakers said the change is intended to protect the island’s agricultural sustainability as farmers continue to report significant losses tied to hog activity.

The DNER secretary is further authorized to coordinate with the Department of Agriculture and other state and fed eral agencies on the management, control and disposal of wild hogs once they are captured or hunted, as well as any additional actions needed to implement the law.

“This legislation protects our crops, strengthens food security, and addresses a situation that has affected our farmers for years,” Roque Gracia said in a written statement

Thursday. “We are prioritizing those who produce the food that reaches our tables and who contribute significantly to economic development.”

Farmers across Puerto Rico have long warned that un checked hog populations pose a serious threat to local food production, damaging crops, agricultural infrastructure, and the productivity of farms that support much of the island’s food supply chain.

San Juan says it has not been reimbursed for water shortages

San Juan Mayor Miguel Romero Lugo said Thursday that the Puerto Rico Aqueduct and Sewer Authority (PRASA) has not yet reimbursed him for expenses incurred as a result of the drinking water crisis affecting the capital city.

Meanwhile, PRASA reached an agree ment with the Municipality of Bayamón to reimburse $499,636 for the delivery of drinking water to communities affected by the service outage. However, that figure contrasts sharply with the nearly $1 million that Mayor Ramón Luis Rivera Cruz said the municipality has spent to address the emergency.

The Villa Verde, San Agustín and Villas de San Agustín neighborhoods of Bayamón are among those most impacted by the water service interruption.

In a press release, PRASA reported that the two parties have established a

working mechanism between their finance departments to collect, evaluate and validate the documentation required to process payments.

“Both teams are meeting to review the documents, and if everything is ready and in order, the payment will be pro cessed,” PRASA spokesperson Michelle Cobb said. “We can’t specify when the payment will be made.”

Rivera Cruz stated that the munici pality has already invested $1 million in supplying water to affected families and has requested reimbursement. He added that if the payment is not made, he does not rule out taking legal action.

“What we are charging is reasonable … what it has cost us to set up this entire system to solve all these problems, because the Authority doesn’t have the capacity to do the same in every town where there are issues,” the mayor said.

Romero Lugo has sued PRASA to secure water for San Juan. The case is pending in the courts.

Legislator reviews storm preparedness at Monacillos grid control center

San Juan District 4 Rep. Víctor Parés Otero, who chairs the Government Committee in the Puerto Rico House of Representatives, inspected the facilities of the Monacillos Transmission Control Center this week with the objective of verifying that LUMA Energy, the private operator of the island’s electricity transmission and distribution network, has the capabilities to handle the impact of tropical storms and hurricanes.

The lawmaker also reviewed the operation of the Monacillos substation in San Juan, the largest in Puerto Rico, and the remote digital surveillance center, essential to ensure the continuity of service, among other areas.

“As part of preparations for the Atlantic hurricane season, which began last Monday, we conducted an inspection of operations yesterday, Tuesday, at the Monacillos Transmission Control Center, the heart of Puerto Rico’s

electrical transmission and distribution system,” Parés Otero said. “This visit aimed to ensure that all digital systems are operating optimally, that control platforms have backup equipment, and to evaluate contingency plans in the event of a tropical storm or hurricane.”

During the inspection, the operational status of the center’s ‘War Room’ was also evaluated. According to LUMA’s action plan, the restoration of the electrical system, in the event of a direct hit from a storm or hurricane, will include the replacement of transformers, circuit breakers, transmission structures (lines, poles, and towers), relays and fiber optic cables, among other components.

Regarding the transformers, some 197 are in the final phase of their useful life; of those, the operator has replaced 91.

House Government Committee Chairman Víctor Parés Otero inspected the facilities of the Monacillos Transmission Control Center this week with the objective of verifying that grid operator LUMA Energy is prepared to handle the impact of tropical storms and hurricanes.

“It is very important to ensure the safety

of substations throughout the island, which is why we insist on inspecting the security systems at these facilities, including the digital

security camera platforms,” Parés Otero said. “We observed that this equipment is functioning properly and has night vision capabilities, among other features. Its zoom mechanisms allow us to see even the keyhole in padlocks. The LUMA management assured us that they have a backup system in place to maintain the safety of these substations in the event of a direct impact from a storm.”

Those present during the inspection of the facilities and equipment included LUMA Energy President Janisse Quiñones, along with LUMA officials Michelle Fraley, director of corporate services and emergency management; Rebeca Maldonado, director of government affairs and public policy; Gary Soto, director of the energy transmission operations center; and Raphael Gignac, vice president of system operations, among others.

Education Dept. emergency coordinators meet on hurricane season readiness

The island Education Department (DE), through its Office of the Commissioner of Safety, held a strategic meeting on Thursday with coordinators and alternate coordinators of emergency management from all educational regions, as part of the preparations for the start of the hurricane season.

The working session, held at the DE’s Office of Security and Emergency Management, brought together about 20 key officials responsible for activating the educational system’s response protocols to natural events

such as storms, hurricanes or earthquakes.

During the meeting, operational plans were updated, essential data was reviewed, and communication mechanisms were strengthened to enable a rapid, coordinated and effective response in emergency situations. The coordinators are part of the team that activates and convenes the DE’s Emergency Operations Center to ensure the safety of school communities during critical moments.

As part of interagency planning, nearly 300 schools have been identified that could be used as shelters in case of emergencies.

The meeting also included the par-

ticipation of meteorologist Ernesto Rodríguez, who provided an updated analysis of the hurricane season forecast, as well as technical recommendations to strengthen preparedness and informed decision-making in the face of potential weather events. His presentation helped align the DE’s plans with realistic scenarios and reinforce the education system’s capacity to anticipate future events.

DACO inspecting 400-plus businesses for hurricane season

The Department of Consumer Affairs

(DACO by its acronym in Spanish) launched an enforcement operation on Thursday, targeting more than 400 businesses with the start of the 2026 hurricane season.

“The purpose of this operation is to maintain active vigilance throughout Puerto Rico to ensure that consumers have access

to clear and accurate information regarding the products they need to prepare for any emergency,” DACO Secretary Hiram Torres Montalvo said in a written statement.

On Thursday through Saturday, inspectors from DACO’s five regions will visit supermarkets, hardware stores, pharmacies, department stores, gas stations and retailers specializing in emergency supplies.

Agency personnel will verify compliance with laws and regulations, product

availability, labeling, and price trends for items used in emergency preparedness.

Products under monitoring include drinking water, non-perishable foods, batteries, flashlights, electricity generators, propane gas, portable coolers, construction materials, fuel containers, portable radios, first aid supplies and cleaning products.

Rise seen in people experiencing homelessness for first time

The 2026 Homeless Point-in-Time Count identified 930 homeless individuals across island 24 municipalities within the PR-502 Continuum of Care (CoC). While this represents a reduction compared to 2025, the data revealed that 57.8% of these individuals are experiencing homelessness for the first time.

“The reduction observed in the 2026 Homeless Point-in-Time Count is an encouraging result for our homelessness response system. Of particular significance is the fact that decreases were recorded across almost all populations sleeping on the streets -- a result that aligns with the strengthening of CoC PR502 services and the implementation of multiple initiatives aimed at addressing the needs

of homeless individuals,” stated Belinda Hill, chair of the PR-502 Continuum of Care board of directors, in a written statement. “However, these results also serve as a reminder that we still face significant challenges. The increase in the number of people experiencing homelessness for the first time demonstrates that economic, social, and health-related factors continue to push new individuals and families into situations of vulnerability.”

During 2025, the count had identified 1,031 homeless individuals in the region. Although the total figure declined, the percentage of people reporting that they were homeless for the first time rose from 53.3% to 57.8%.

The report, presented by Anitza Cox of Estudios Técnicos, also revealed that 82.2% of the individuals interviewed had at least one vulnerability factor affecting their housing and

employment stability.

More than two-thirds of the identified individuals were unsheltered at the time of the count.

Among the primary reasons associated with homelessness are substance use, family issues, mental health conditions, unemployment, and economic hardship. The count data also identified 226 women, 33 young adults between the ages of 18 and 24, and 70 older adults aged 65 or older experiencing homelessness.

Particular attention was paid to the cases involving women. The report indicates that 68.3% were experiencing homelessness for the first time, and that 34.5% attributed their situation to domestic violence, gender-based violence, sexual assault, harassment, or violence within an intimate relationship.

Four pharmacies to pay $4.6 million in federal Medicare & Medicaid

Four pharmacies in Puerto Rico and their owners have agreed to pay a combined $4.6 million to settle federal allegations that they defrauded Medicare and Medicaid by dispensing diverted prescription drugs falsely represented as legitimately sourced. The conduct occurred between January 2021 and

January 2024, according to the U.S. Attorney’s Office for the District of Puerto Rico.

Federal authorities recovered more than $4.1 million between Feb. 26 and May 28 of this year as part of the civil penalties. Prosecutors said the pharmacies billed federal health programs for medications whose origins could not be verified, a practice that threatens patient safety and violates program

requirements that drugs be obtained only from approved distributors. Diverted medications may be mishandled or improperly stored, potentially compromising their effectiveness.

The settlements involve four establishments: Farmacia Unity in Aibonito, Farmacia La Rampla in Yabucoa, and Farmacia Monte Verde and Farmacia Santa Olaya, both in Bayamón. Their respective owners -- Raúl Morera and

Henderson Park acquires Hyatt hotel in Río Grande

Henderson Park, an international private equity real estate firm, announced that it has completed the acquisition of Hyatt Regency Grand Reserve in Río Grande, according to a statement issued Thursday.

Pyramid Global Hospitality, a management company, has been selected to operate the hotel. The acquisition of the resort through a joint venture between Henderson Park and Pyramid marks both companies’ first investment in Puerto Rico.

The cost of the purchase was not provided.

Hyatt Regency Grand Reserve is a beachfront resort situated on a private peninsula in Río Grande, flanked by the Atlantic coastline and El Yunque National Forest. The resort fea-

tures 579 guestrooms, suites and villas; four pools, including the largest lagoon-style pool on the island; 37,000 square feet of flexible indoor and outdoor meeting and event space; 14 dining and drink venues; the full-service Rainforest Spa; access to a Tom Kite-designed, 27-hole championship golf course; tennis and pickleball, and more. Trump order removes job protections from federal workers

President Donald Trump signed an executive order on earlier this week that strips job protections from nearly 8,000 federal workers who are in policymaking roles, making it easier for the administration to fire them.

The Trump administration previously estimated that as many as 50,000 federal workers could lose job protections under this new policy.

Administration officials said Wednesday that there were no plans to include more than the nearly 8,000 positions outlined in an appendix to the executive order, but the president could decide to add more in the future.

The jobs covered by the executive order include the heads of agency components, those who run an office or a program, people who develop and write regulations, lawyers involved in setting agency policies and employees who determine which organizations receive grants.

The order is a response to the resistance that Trump administration officials faced during the president’s first term, when senior career government officials routinely pushed back against policies that appeared to exceed legal boundaries.

“If you have employees who are trying to undermine the wishes of American people by pushing their own agenda or just incompetent in what they’re doing, agencies have a long-stand-

ing difficult time getting rid of them,” James Sherk, a member of the president’s Domestic Policy Council, said Wednesday as Trump was signing executive orders. “What this does is basically treats those employees like private sector workers. They’re going to be hired on the basis of merit and confidence, but if they’re messing up, then they can be removed quickly.”

In response, Trump said, “That’s good.”

Critics have said that removing job protections from these employees would allow the president to fire people perceived as disloyal and to further dilute the expertise of the federal workforce. More than 300,000 federal workers have left their jobs or been fired since Trump returned to the Oval Office.

“This is a blatant attempt to corrupt the federal government by eliminating employees’ due process rights so they can be fired for political reasons,” Everett Kelley, president of the American Federation of Government Employees, said in a statement. Scott Kupor, the director of the Office of Personnel Management, said that was not the case.

“This is very much about accountability,” Kupor said on a call with reporters. The president, he said, is elected by the American public, and career government employees in important policymaking positions are expected to direct or carry out the president’s policies.

This new policy, he said, does not mean workers must share the political views of the president. “But if you allow those views to basically interfere with your willingness to actually carry out lawful orders and policy directives of the administration, then this provides a mechanism,” for agencies to fire them. Until now, only people appointed by the president, known as political appointees, could be fired at will. Historically, there have been around 4,000 political appointee positions. But the Trump administration has added even more, bringing the total to more than 4,600, according to an analysis by the Partnership for Public Service, an organization that promotes an effective civil service.

Races are close in California with many votes still to count

Vote counting across California yielded little change Wednesday in the races for governor and mayor of Los Angeles, with a significant portion of the state’s mail-in ballots and election day vote still to be counted over the coming days, if not weeks.

In the marquee races, only Mayor Karen Bass had secured a spot in a November runoff election. Republican reality TV star Spencer Pratt saw his hold on second place ahead of Nithya Raman, a progressive City Council member, narrow slightly.

In the governor’s race, where two will also advance to November, former Fox News host Steve Hilton, a Republican, held a slim lead over Xavier Becerra, a former Biden administration official, with Tom Steyer, a progressive billionaire, who is running third. The race is already the most expensive contest for governor in U.S. history.

Millions of ballots had yet to be counted, with experts

predicting that the outstanding vote would lean Democratic because many of the party’s voters remained undecided until election day. Nevertheless, President Donald Trump congratulated Hilton, his pick for the job, declaring him the “WINNER” in a social media post.

Here’s what else we’re covering:

— Montana: Sam Forstag, a union leader and former smokejumper, won the Democratic primary for a House seat. He will face Aaron Flint, a local radio host backed by Trump, in November.

— South Dakota: Gov. Larry Rhoden — who ascended to the office last year when Kristi Noem resigned to join Trump’s Cabinet — advanced to a July runoff for the Republican nomination for governor against Toby Doeden, a businessman.

— Pelosi’s seat: Scott Wiener, a state senator, and Connie Chan, a San Francisco supervisor, were the top two finishers in the open primary to represent San Francisco in Congress after former Speaker Nancy Pelosi retires.

— Data center ban: Voters in a suburb in the Los Angeles

area appear to have approved a ban on data centers. Monterey Park is believed to be the first city to do so.

NJ governor says immigration officials won’t let her visit detention center

Gov. Mikie Sherrill of New Jersey said earlier this week that federal immigration officials were continuing to bar her from entering a detention center in Newark, raising “serious questions about what is happening behind its walls.”

Sherrill noted that she had met Tuesday evening with relatives of migrants being held at the Delaney Hall detention center, which has become a focal point of protest against President Donald Trump’s immigration crackdown. She said that the relatives had shared “heartbreaking reports of unsafe, inhumane and unconstitutional conditions” inside the 1,000-bed jail.

“Detainees have requested to meet with me,” Sherrill, a Democrat, wrote in a social media post, “and I want to meet with them.”

Sherrill first attempted to enter the facility on Memorial Day but was turned away. On Tuesday, the state’s attorney general, Jennifer Davenport, filed a lawsuit after state health officials were denied access to the medical unit and several other areas of the facility during an inspection.

Sherrill’s public rebuke Wednesday reflected the growing tension between New Jersey’s elected leaders and federal immigration officials as demonstrations outside Delaney Hall have grown increasingly volatile in the last two weeks.

Groups of mainly peaceful protesters have gathered daily outside the detention center since it reopened last year. But the crowds began to grow after detainees initiated what they have described as a hunger and labor strike on May 22 to draw attention to the conditions inside the facility, which is operated by the GEO Group, one of the country’s largest private prison

The situation escalated sharply over Memorial Day weekend.

The authorities deployed tear gas and wielded batons as protesters resisted calls to disperse. Sherrill made the decision to send in state troopers on horseback and on foot, a tactic that has been sharply criticized by immigrant rights leaders. And the city of Newark temporarily imposed a curfew on the streets nearest Delaney Hall.

On Wednesday evening, a contingent of demonstrators continued to keep vigil on a stretch of Doremus Avenue adjacent to one of the main gates at Delaney Hall. The crowd,

numbering about 75, was peaceful, even festive. Some demonstrators bopped their heads to dance music, salsa, punk rock, rap and reggae.

By law, members of Congress are authorized to conduct oversight visits at Immigration and Customs Enforcement facilities at will. And tours of Delaney Hall by members of Congress are common.

But other public officials, including governors, must request permission from the nearest ICE field office, according to a February 2025 ICE memo.

A spokesperson for the Department of Homeland Security, which oversees ICE, said

she had no immediate comment on the governor’s statement.

Earlier Wednesday, Rep. Analilia Mejia, a Democrat who represents New Jersey’s 11th Congressional District, confronted Markwayne Mullin, Trump’s homeland security secretary, about conditions at Delaney during a committee hearing in Washington.

She said she had met with detainees during inspections who complained about “poor sanitation, spoiled food” and a “lack of medical care.”

“I met detainees who not only were given their medication sporadically, or had their dosages lowered without consultation of their doctors, but I met detainees who were not even made aware of what medication they were given, just handed a bunch of pills,” Mejia said.

Mullin defended the care provided at ICE facilities, which he said have more medical staff members than most state prisons. It was a point that Rep. Jeff Van Drew, R-N.J., also made last week after he toured Delaney Hall.

“I saw good conditions, clean facilities, basic care and a detention center where ICE and DHS are doing a hard job that keeps our communities safe,” Van Drew said in a statement. “Quite frankly, the conditions I saw today are better than what you see in some nursing homes.”

Sherrill, a former member of Congress, made her opposition to Trump the centerpiece of her campaign for governor.

In March, New Jersey became one of the first states to pass a law that bars ICE agents from wearing masks while on duty. (The federal government filed a lawsuit the next month that seeks to block the law from being enforced.) Sherrill has also sued ICE over a planned detention center in a warehouse in Roxbury, New Jersey.

This man should not be in charge of national intelligence

In the 20th century, Americans learned how government abuse of secrets can threaten liberty. It happened during Woodrow Wilson’s presidency, the McCarthy era and J. Edgar Hoover’s long reign at the FBI. After the Watergate scandal, however, Democrats and Republicans joined forces to put in place new rules and procedures to prevent federal officials from using sensitive information to harass political opponents. That system, while never perfect, largely succeeded in preventing the politicization of law enforcement and intelligence.

President Donald Trump has dismantled these safeguards and made clear that he considers even the government’s most intrusive powers to be tools for his personal advantage. On Tuesday he took a new step down this road, choosing Bill Pulte as acting director of national intelligence. Pulte, the head of a federal housing agency, is blatantly unqualified to oversee the nation’s spies. He has no known background in national security. Two senators with long backgrounds in intelligence — Susan Collins, R-Maine, and Mark Warner, D-Va. — have said they do not even know if he has been authorized to handle classified information.

Pulte’s one evident qualification is his eagerness to advance the president’s political revenge campaign. In his current job, Pulte is supposed to help alleviate the nation’s housing shortage. Instead, he used his platform to attack the president’s enemies.

On social media, he has mimicked Trump’s childish style and repeated his false accusations. Pulte posted more than 100 times last summer about Jerome Powell, who was then the Federal Reserve chair. Pulte wrote that Powell “should RESIGN” and that he “doesn’t like our Great President.”

Even more seriously, he has leveled accusations of mortgage fraud against people Trump considers to be his political enemies. Pulte asked the Justice Department to investigate Attorney General Letitia James of New York, Sen. Adam Schiff, D-Calif., and Lisa Cook, a Federal Reserve governor whom Trump sought to fire. To aid the inquiries, Pulte abused his authority by obtaining documents from Fannie Mae, the mortgage finance giant that he helps supervise. He then

ting friendly content online and befriending the president’s son Eric at the family’s Mar-a-Lago club. Along with his wife, Pulte contributed nearly $1 million to groups supporting Republican candidates in 2024 races.

The law that created the director of national intelligence stipulated that the officeholder should “have extensive national security expertise.” Pulte clearly fails that test. Trump has appointed him in an acting role, which means that the Senate does not need to confirm him. Unless the president formally nominates him, he can serve in the job for only 210 days.

That is 210 days too many, and Congress should act to force Pulte’s immediate removal. The past week has demonstrated that congressional Republicans do have leverage over the president. They forced him to back off his plan to create a $1.8 billion fund to reward his political allies, including many who have broken the law. Republicans did so by threatening not to pass legislation that Trump wants passed.

It is chilling to think about how he might use his power as the director of national intelligence, a job that will give him access to sensitive secrets about Americans and foreigners alike. His appointment is a threat to the effective functioning of the intelligence community, national security and the rule of law.

Congress created the Office of the Director of National Intelligence after the Sept. 11, 2001, terrorist attacks to oversee and coordinate the work of agencies that at times refused to work together, including the CIA and the FBI. At its best, the office has broken down institutional barriers and given the president a disciplined and apolitical view of threats, such as Russia’s invasion of Ukraine and China’s ambitions regarding Taiwan. The office has helped prevent catastrophic terrorist attacks since 2001.

But the Trump administration has repurposed the job into a tool of partisanship. Pulte’s predecessor, Tulsi Gabbard, was herself unqualified. She had a limited background in intelligence. She espoused conspiracy theories about the 2016 presidential election and other subjects. She made sympathetic comments about Russian President Vladimir Putin.

Once in the job, Gabbard behaved inappropriately on several occasions. In January, she attended an FBI. raid in Atlanta in which government agents seized 2020 ballots to advance an investigation into bogus allegations of election fraud. A week later, her office said it had scrutinized voting machines used in Puerto Rico.

It is a sign of how much Trump has broken with postWatergate norms that Gabbard almost seems qualified in comparison with Pulte. She, at least, served in the Army National Guard and in Congress. He is 38 years old and the grandson of the founder of a construction company. Much of his professional experience was at companies tied to his wealthy family. He worked his way into Trump’s orbit by pos-

In Trump’s first term, principled appointees sometimes constrained him. In his second term, he has installed loyalists to expand his personal power. His efforts threaten American democracy, and the unqualified Pulte increases the threat.

Inician modernización de planta de aguas residuales en Mayagüez

MAYAGÜEZ – La gobernadora Jenniffer Aydin González Colón y el presidente ejecutivo de la Autoridad de Acueductos y Alcantarillados, Luis Reinaldo González Delgado, iniciaron el jueves un proyecto de 123.3 millones de dólares para modernizar la Planta Regional de Tratamiento de Aguas Residuales de Mayagüez.

“Estamos atendiendo retos acumulados por décadas con inversiones concretas en infraestructura crítica. Con este proyecto, Mayagüez y la región oeste tendrán una planta más moderna, eficiente, confiable y preparada para cumplir con los estándares ambientales vigentes y las necesidades futuras de desarrollo. Además, la obra generará 1,266 empleos directos e impulsará actividad económica en la región durante las fases de construcción y aportará aproximadamente 7.6 millones de dólares en arbitrios y patentes municipales al Municipio de Mayagüez”, expresó González Colón en declaraciones escritas.

Con servicio a Mayagüez, Cabo Rojo, Hormigueros y Añasco, la instalación atiende a más de 60,000 familias y forma parte de la infraestructura sanitaria crítica de la región oeste.

Desarrollada alrededor de 1977, la planta ha recibido mejoras menores a través de los años, pero las necesidades operacionales actuales y los cambios en los estándares regulatorios requieren una transformación integral de sus sistemas principales.

Como parte de los trabajos, se rehabilitarán canales de entrada, se instalarán nuevos equipos para la remoción de sólidos y se modernizarán los sistemas de control e instrumentación operacional.

También se construirán 4 clarificadores circulares, sis-

temas de remoción de arenas, estaciones de bombeo de sólidos y mejoras al manejo de lodos.

Sistemas biológicos de tratamiento, equipos de aireación, infraestructura eléctrica, comunicaciones y controles operacionales serán intervenidos durante el proyecto.

“Este proyecto más allá de cumplir con los estándares regulatorios, representa una inversión en la salud, el bienestar y el futuro de miles de familias que dependen de esta instalación. La modernización de la planta no solo nos permitirá fortalecer la protección ambiental mediante la protección de nuestros cuerpos de agua, sino también garantizar un sistema sanitario más confiable y resiliente para los municipios de Mayagüez, Cabo Rojo, Hormigueros y Añasco”, expresó González Delgado.

Mediante una combinación de fondos de la Agencia Federal para el Manejo de Emergencias, fondos de recuperación comunitaria y recursos de la Autoridad de Acueductos y Alcantarillados, el proyecto busca actualizar la operación de la planta y fortalecer el cumplimiento ambiental.

Además de las mejoras sanitarias, la obra forma parte del Programa de Mejoras Capitales de la Autoridad de Acueductos y Alcantarillados, que incluye más de 3,400 millones de dólares en proyectos de construcción en distintas etapas alrededor de Puerto Rico.

Durante la visita, González Colón inspeccionó la planta junto al alcalde de Mayagüez, José Luis Ramos; González Delgado y otros funcionarios.

Según la Autoridad, la instalación ha recibido 5 premios por cumplimiento de la National Association of Clean Water Agencies y es la única planta de la corporación pública que produce composta.

Sierra premiere to close Casals after Dudamel triumph

For Roberto Sierra, Puerto Rico’s most venerated living classical composer, this week represents a pinnacle: by Saturday he will have witnessed the world premiere of not one but two of his own creations in less than a week.

Hot on the heels of the triumphant unveiling of his “Estudios Latinos” (Latin Studies) in Walt Disney Concert Hall with the Los Angeles Philharmonic Orchestra led by charismatic Venezuelan conductor Gustavo Dudamel, Sierra has made the supersonic sprint across the hemisphere toward San Juan to unveil his “Requiem isleño” on Saturday at the triumphant closing of the 70th Casals Festival.

Curiously, and totally intentionally, Sierra’s piece will be preceded by Franz Joseph Haydn’s 104th (and last) symphony, “London,” originally introduced to a mesmerized full house in that cosmopolitan capital in 1795.

Sierra’s uplifting choral work comes 231 years later at one of the most turbulent times for Puerto Rico.

“Rather than a Mass for the soul of one or more deceased souls, ‘Requiem Isleño’ (Island Requiem) is a plea for deliverance from the island’s devastation by multiple plagues in the past decade,” Sierra clarified in a program note.

“Requiem,” expressly commissioned for this significant Casals milestone, recounts the ravages of Hurricane Maria, the Ponce earthquakes, the fiscal crisis leading to bankruptcy and the consequent emigra-

tion, all complicated by the global COVID pandemic and sharp inflation triggered by widespread wars and political extremism. The work, to be interpreted by the Puerto Rico Symphony Orchestra conducted by Maximiano Valdés, and The Coral Lírica de Puerto Rico, prepared by the versatile mezzo soprano Jo-Anne Herrero, will be presented with Spanish and Latin text, created by Virginia Sierra, the composer’s wife and longtime collaborator.

Vocal soloists, both surnamed Rivera, will be soprano Jessica and baritone Ricardo José, who have been active in the United States and Europe, including recently at the Metropolitan Opera House in New York. Ricardo José Rivera recently made a lastminute appearance there in “I Puritani,” broadcast worldwide as part of the “Live in HD” series.

Having recently appeared in San Juan to rave reviews in Culturarte’s excellent production of Charles Gounod’s “Romeo et Juliette,” the baritone has been in great demand in Washington, D.C., Chicago and other major opera cities, where he is praised for his varied repertoire, including a broad spectrum of bel canto works. At one recent appearance, The New York Times praised him for having “the evening’s richest instrument,” powerful but capable of softness,” qualities this writer observed in abundance in the local production of “Romeo et Juliette.”

Composer at his peak Sierra, 72, who recently retired as a professor of composition at Cornell University in Ithaca, New York, says the work was composed “to contemplate the past, to mourn the many tragedies our island has endured in recent decades, and to offer a prayer of hope, which finds its expression in the final text: ‘Libérame.’ Set me free.”

The Haydn symphony, which sets the

scene for this plea for normalcy and peace, was the last of a dozen the prodigious German genius wrote in the British capital, where he visited at least twice for more than a year.

Many, in fact, regard it as his greatest symphony score, local critic Ramón Arroyo Carrión noted.

The closing concert of the 70th annual Casals Festival will be held Saturday at 7 p.m. in the Pablo Casals Symphony Hall at Luis A. Ferré Performing Arts Center in Santurce.

Wall St rises and Dow touches record high while chip selloff caps

Wall Street advanced on Thursday as progress toward ending the Iran war buoyed investor sentiment, while disappointing results from Broadcom led a chip selloff that held the Nasdaq’s gains in check.

The blue-chip Dow touched a record high, with a boost from healthcare (.SPXHC), and financial stocks (.SPSY), opens new tab, but the gains of the S&P 500 and the Nasdaq were more muted.

Chipmaker Broadcom (AVGO.O), missed revenue expectations, sending its shares tumbling 11.2% and casting a pall over the AI frenzy, which has sent chip stocks (.SOX), up nearly 95% so far this year.

“Broadcom is down, but Nvidia and Taiwan Semiconductor are up,” said Oliver Pursche, senior vice president at Wealthspire Advisors in New York. “This is a great example of rational exuberance in the sector, where the right companies are being rewarded, and if you stumble or have a bad quarter or a mediocre outlook for the remainder of the year, you get punished.”

The U.S. House of Representatives passed a measure on Wednesday that would block President Donald Trump from continuing the war on Iran.

Additionally, a U.S.-mediated ceasefire agreement between Israel and Lebanon, an essential condition of an Iranian agreement to a peace deal, bolstered optimism of a near-term resolution to the war. But the truce was rejected by the proIran Hezbollah, which said it would not withdraw troops from Lebanon.

On the economic front, initial jobless claims unexpectedly rose 6.1%, and first-quarter labor costs and productivity were revised sharply lower. A report from Challenger, Gray and Christmas showed layoffs announced by U.S. corporations jumped 11% in May to 97,006, of which 39.8% was attributed to AI.

The Dow Jones Industrial Average (.DJI), rose 809.88 points, or 1.60%, to 51,496.83, the S&P 500 (.SPX), gained 39.74 points, or 0.53%, to 7,593.42 and the Nasdaq Composite (.IXIC), gained 60.69 points, or 0.23%, to 26,915.12.

Among the 11 major sectors of the S&P 500, healthcare and financial stocks boasted the biggest percentage gains, while technology shares (.SPLRCT), were down the most.

Hezbollah rejects ceasefire deal between Lebanon and Israel

Hezbollah on Thursday flatly rejected a U.S.brokered ceasefire agreement between Israel and the Lebanese government just hours after it was announced, saying that abiding by it would amount to a surrender to Israel.

The agreement had little, if any, effect on the ground in Lebanon. Israel pounded southern Lebanon with strikes and Hezbollah fired rockets at Israeli forces.

Lebanon’s government has little control over Hezbollah, which is a significant political force in Lebanese society and relies largely on Iran for material support. And Israel has been reluctant to stop fighting, but has been pushed to do so by the Trump administration.

The agreement announced Wednesday demanded a unilateral cessation of attacks by Hezbollah but did not explicitly require immediate concessions from Israel, such as a withdrawal of its forces from southern Lebanon.

The apparent failure of the agreement left the region much as it was 24 hours earlier, when fears were growing that the fighting in Lebanon would intensify — and torpedo the broader negotiations to end the U.S.-Israeli war against Iran. Iran has insisted that Lebanon be included in any peace agreement but under terms that are antithetical to Israeli Prime Minister Benjamin Netanyahu’s push to completely disarm Hezbollah.Hezbollah’s leader,

Naim Kassem, called the ceasefire agreement “illusory” and said it amounted to “surrender, defeat and the realization of the enemy’s objectives” because it called for Hezbollah not only to stop firing but to pull out of southern Lebanon, leaving Israel’s troops fully in control of that area.

Israeli troops have occupied much of southern Lebanon since early March, when Hezbollah began launching missiles into northern Israel in response to the U.S.-Israeli bombardment of its ally Iran.

Netanyahu has ramped up the offensive against Hezbollah in recent weeks, even as truce talks were taking place.

Kassem said any ceasefire must end Israel’s offensive and require its military to withdraw from Lebanon. Here’s what else we’re covering:

— Peacekeepers attacked: A U.N. peacekeeper from Serbia was killed and two other peacekeepers were wounded when mortar shells struck their base in southern Lebanon overnight, hours before the agreement was reached in Washington. It was not clear where the mortars were fired from, and the United Nations said it was investigating.

— U.S.-Iran negotiations: President Donald Trump said Wednesday that the war in Iran was “not a big thing” for the United States, claiming it was going better than he expected. The United States and Israel launched the war Feb. 28, more than three months ago.

— Gaza strikes: Health authorities in the Gaza Strip said Thursday that Israeli military strikes had killed 11 people in the past 24 hours and wounded more than 30. Israeli strikes overnight targeted Hamas operatives, an Israeli military spokesperson said, without providing more details.

Israel’s high court rejects ban on Red Cross visits for Palestinian prisoners

The Supreme Court of Israel ruled earlier this week that a government policy banning visits to Palestinian prisoners by representatives of the International Committee of the Red Cross violated Israeli and international law.

The policy, which prohibited the visits to those deemed “security” prisoners in the Israeli system and considered threats to national security, as opposed to “criminal” prisoners, was enacted after the Oct. 7, 2023, Hamas-led attack that ignited the war in the Gaza Strip. The court ordered meetings between Red Cross representatives and detainees to resume and said the Israeli authorities must again share information about detainees, as had been standard practice before the war.

The ruling stems from a petition brought by human rights groups early in 2024, months into the war in Gaza, and comes after numerous requests for extensions by the government. According to the ruling, Israeli Prime Minister Benjamin Netanyahu did issue a directive in May to allow Red Cross visits to detention centers but barred personal meetings with the prisoners. There was no immediate response from his office to the court’s ruling.

The decision comes as the Israeli authorities have faced repeated accusations of abuse of Palestinian detainees. Last week, the United Nations issued an annual report on sexual violence in conflicts, including Israel for the first time and citing an increase in severe mistreatment of Palestinian detainees. Israel said it would cut ties with the U.N. chief over its inclusion in the report.

The Red Cross said in a statement that it stood ready to restart its visits and called the decision “an important reminder of the role” it plays “ensuring the conditions of detention and treatment of detainees” meet international humanitarian law standards. “We are continuing our dialogue with the Israeli authorities to resume our work in detention as soon as possible,” the Red Cross said, calling the ruling “a positive step.”

The Association for Civil Rights in Israel, which was among the petitioners, also welcomed the decision. “For the first time in nearly three years, the roughly 9,000 Palestinian security detainees held in Israeli prisons and military facilities will receive visits from the International Committee of the Red Cross,” it said on social media.

The civil rights group noted that since the visits ceased in 2023, “harrowing testimonies” had emerged of abuse

and mistreatment of Palestinian detainees in Israeli custody. In addition to monitoring prisoners’ conditions, the group said, the visits will allow Red Cross representatives to field complaints and share information with detainees’ families.

The court in its ruling noted that “a law-abiding state has an interest in” the type of criticism that prisoners reveal on visits mandated by law, writing that the meetings are important for the state as well as detainees “to bring an external perspective to prisons.”

“This is not a question of ‘luxury’ but of maintaining basic standards,” Justice Daphne Barak-Erez wrote.

The justices criticized the government’s handling of the case, noting the government had not only asked for more than 20 extensions but also failed to address the legal arguments when it did file submissions.

The court pointed out that “for a long time another shadow hung over the petition.” About 250 hostages taken from Israel on Oct. 7 were held in Gaza by Hamas and other militant groups in severe conditions, some for two years, and they did not receive Red Cross visits.

But the lack of reciprocity did not justify a policy that violated Israeli and international legal principles, the court said.

The meeting between President Donald Trump and a son of his jailed Brazilian ally, former president Jair Bolsonaro, lasted just a few minutes. Still, it was enough to derail months of efforts to mend ties between Brazil and the United States.

Just days after Flávio Bolsonaro, who is now seeking the presidency himself, visited Trump at the White House last week, the American leader designated Brazil’s two biggest drug gangs as terrorist groups.

Bolsonaro had lobbied for months for such a move.

Then, this week, the United States threatened punishing new tariffs on the Latin American nation and signaled it did not view the government of the leftist president, Luiz Inácio Lula da Silva, as an ally.

And, in a gesture that supporters of Lula read as a snub, Trump then posted an Oval Office photo with the younger Bolsonaro. “A smart young man who loves his Country, Brazil, very much!” the caption read.

At a moment when the right is ascendant in Latin America, the left’s biggest test will come in October when Brazil, the region’s largest country, holds elections.

Bolsonaro plans to challenge Lula at the polls in lieu of his father, who was convicted and is under house arrest for plotting a coup after losing the last election.

Following the latest round of American measures aimed at Brazil, Lula was quick to strike back, accusing the United States of encroaching on his nation’s sovereignty yet again and calling the younger Bolsonaro a “traitor” for seeking Trump’s help.

“We cannot accept the treatment the United States gave Brazil,” Lula said on Wednesday. He added that the new tariffs had caught his government by surprise, since Brazilian trade officials were actively negotiating with their U.S. counterparts.

The renewed tensions come just weeks after Trump hosted Lula for a lengthy meeting at the White House. The visit, months in the making, was a major step toward repairing a rift that itself stemmed from the American president’s last attempt

to meddle in Brazil’s affairs, in an effort to help Jair Bolsonaro avoid a jail sentence.

“There was a sense that the bilateral relationship was moving toward stability,” said Oliver Stuenkel, an expert on international relations and an associate professor at the Getúlio Vargas Foundation, a Brazilian university. “This complicated that.”

Now, in subtle and not-so-subtle ways, Trump appears to be again propping up a right-wing ally in Brazil, this time giving rise to worries that he may be looking to put his thumb on a highly unpredictable presidential contest between Lula and another Bolsonaro.

Trump has shown himself willing to weigh in on elections elsewhere in Latin America, this week moving to endorse the right-wing candidate over his left-wing opponent in Colombia’s volatile presidential race.

The sudden shift in tone from Washington also exposes divisions within the Trump administration on how the United States should approach its relationship with Brazil, Stuenkel added.

One camp considers Brazil a key partner in U.S. efforts to contain China’s economic influence in the Western Hemisphere, he said.

But there is another group that believes ideology should be the priority, Stuenkel said. “And that the Trump administration should support a Bolsonaro, elect a Bolsonaro, and make life difficult for Lula.”

On one hand, the labeling of Brazil’s two largest gangs as terror groups repre-

sents a major victory for the presidential hopeful, who has criticized Lula for being soft on crime and even accused him of shielding criminal organizations.

Lula has opposed terror labels, asserting there are better ways to combat organized crime, including empowering the police, better coordinating international operations, including with the United States, and going after the financial assets of gangs.

Following the designation last week, Bolsonaro was eager to take credit for swaying Trump on the issue. With organized crime a major concern for many Brazilians, this could help win over voters.

Yet the possibility of new U.S. tariffs could bring political costs for Bolsonaro, analysts say. On Tuesday, Lula and his allies rushed to blame the new levies on aggressive lobbying by Bolsonaro

and his brother, Eduardo, in Washington over the last year.

On Tuesday, Bolsonaro was quick to distance himself from the new tariffs. Instead, he blamed Lula’s handling of trade relations and said that, during his visit to the White House, he had asked Trump not to tax Brazilian products.

It is too early to tell what, if any, impact the latest round of U.S. measures targeting Brazil may have on the country’s politics. Early polls show a tight race between Lula and Bolsonaro with the vote is more than four months out, an eternity in a campaign cycle with likely more twists to come.

If history is a guide, a feud between Lula and Trump could ultimately give the Brazilian leader an electoral edge. Last year, Lula saw his popularity surge amid the trade spat, lifted by what has become known around the world as the anti-Trump bump.

“Lula knows how to react well to this type of threat,” Stuenkel said. “The ‘sovereignty card’ is very powerful in Brazil.”

Gigantes, Piratas, Atléticos pick up wins in BSN

Jaylen Nowell made the Vaqueros of Bayamón pay for a turnover late in overtime, scoring on a floater with 11 seconds remaining to lift the Gigantes of Carolina to a 94-93 victory in a Superior National Basketball (BSN by its initials in Spanish) league game on Wednesday night.

The Atléticos of San Germán and the Piratas of Quebradillas were the evening’s other winners.

With the score standing at 81-79 in Bayamón’s favor during the final seconds of regulation at Carlos Miguel Mangual Coliseum in Canóvanas, Carolina’s Tremont Waters broke free for a layup that tied the game. On the next play, George Conditt delivered a colossal block on Jassel Pérez to force the additional five-minute period that culminated with Nowell’s go-ahead basket and the Gigantes’ defensive stop on the Vaqueros’ final possession.

Waters led the Gigantes with 26 points and eight assists, supported by Nowell with 22 points and Conditt, who tallied 22 points and 19 rebounds.

Gary Browne’s 17 points led Bayamón, while rookie Jassel Pérez added 20. Carolina improved to 14-10 (9-3 at home), while the Vaqueros dropped to 16-10, still good enough for second place in Section A.

At Aquelio Torres Ramírez Coliseum in San Germán,

meanwhile, the Atléticos held off the Santeros of Aguada, 9088.

San Germán (16-9) appeared to be in absolute control after pulling away by 17 points in the third quarter, thanks to Montrezl Harrell’s (29 points, 12 rebounds) dominance in the paint and Andrés Curbelo’s playmaking (eight assists).

Aguada (11-12) refused to quit, however; led by Rigoberto “El Vikingo” Mendoza (21 points), John Jenkins (nine points) and Jacob Wiley (15 points, 11 rebounds), the Santeros erased the deficit to tie the game in the final minute. In the waning seconds, Harrell scored off an offensive rebound with :04 on the clock to restore the Atléticos’ lead for good as the hosts clamped down on defense on the final possession to secure the victory.

At Raymond Dalmau Coliseum in Quebradillas, the Piratas defeated the Cangrejeros of Santurce, 90-85.

Although Santurce (11-13) led 48-46 at the break, the home team made the necessary adjustments in the locker room as imports Grant Basile (23 points) and Emmanuel Mudiay (21) carried the offense, combining for 44 points.

The final blow came in the fourth quarter, when Quebradillas’ (8-17) defense allowed only 14 points in a defensive effort complemented by a crucial three-pointer by Gian Clavell and clutch free throws by Willo Cruz in the final seconds.

New York City has always been a hot-ticket town. Once upon a time it was an orchestra seat at the musical “Hamilton,” a Saturday night reservation at Nobu or the first spot in line for a fresh-baked Cronut. But no ticket in the city is hotter right now than a courtside seat for the New York Knicks at Madison Square Garden.

It was already nearly impossible to get any ticket to a home game in the NBA Finals against the San Antonio Spurs, with even the nosebleed seats starting at just under $2,000 per seat. Getting a spot right on the floor? For regular folk, that requires money, but for those at the intersection of superstar and superfan, courtside seats are most often a gift from the Garden gods.

Ben Stiller, Dustin Hoffman, Tracy Morgan and Chris Rock are perennials. Timothée Chalamet and his girlfriend, Kylie Jenner, in Instagram-worthy Knicks ’fits are as much a feature of a game as a Jalen Brunson jump shot. And, as always, there is Spike Lee — but unlike many high-wattage spectators, he buys his tickets himself. (That fact comes in handy when he wants to express displeasure with his beloved Knicks; if you want to stay installed for free in the front row, you have to be polite to your host.)

But with the Knicks on an improbable and magical run — the team has won 11 consecutive games and is in the finals for the first time in 27 years — the mystique of the courtside seat has reemerged.

Interviews with past floor seat recipients, as well as those previously in charge of stewarding these New York City crown jewels, reveal a calculation, always approved by James Dolan, the team’s owner, that privileges the famous fan over the mere celebrity. They must, above all else, love the Knicks.

“You can’t show up courtside and be a fan of the San Antonio Spurs and the Oklahoma City Thunder,” said Joe Favorito, a former vice president of public relations for the Knicks during the fallow years of the early 2000s. “You have to take care of people who have real loyalty.”

But, as nothing in this city is truly free, celebrities graced with a courtside seat make the tacit bargain to have their likeness shared on the Jumbotron and in broadcasts. They also return the favor, supporting the Garden when it calls. Edie Falco, a courtside fixture, reprised her “Sopranos” role with James Gandolfini, for example, in a video that was apparently made to try to persuade LeBron James to sign with the team.

During moments of Knicks fever, dealing with demands for floor seats can be a real challenge, said Chris Weiller, the head of communications for the Knicks from 1996 to 1999, the last year the team made the finals. For some big entertainers, even a courtside seat on the baseline under the net can feel like a slight.

“You don’t have courtside tickets for everybody,” Weiller said, “but everyone feels they should be courtside.” Ultimately, where they are seated comes down not to star power but to demonstrated team loyalty, he said. “How deep a fan you are has a lot to do with it.”

A number of courtside seats are owned by Hollywood agencies and corporate sponsors, to be doled out to favored clients. Weiller said he spent so much of his time handling these arrangements that by the end of his tenure, the Garden had created a full-time job just to take care of such special guests.

Crucially, Weiller points out, a spot near center court is a privilege, not a right. A celebrity who fails to show up or gives away a prized ticket is unacceptable, he said. (To prevent such a transgression, in his day tickets were handed off directly to the sitter right before the game, he said.)

All the celebrity goings-on are beside the point for one of the most prominent of their number: Lee, the director and Knicks institution, who said in an interview that he has managed to avoid the shenanigans by buying season tickets ever since May 13, 1985 — the day after the Knicks selected Patrick Ewing in the draft. “As soon as I saw it on television, I jumped on the subway, got out at the Garden, slept on line overnight,” Lee said. “I got my season tickets.”

Lee said he started watching games with his father in the nosebleeds, once called the “blue” section: “They’re painted blue because you were in heaven,” he said. Today he sits courtside on his own dollar, beholden to no one. (He declined to say how much he pays.)

“All I know is I love basketball,” he said. “And I love sitting where I love sitting.”

Carrión’s 15 Ks help Salinas top Humacao

The Caribeñas of Salinas defeated the Grises of Humacao 5-3 on Wednesday at Julia Díaz García Park in a Women’s Softball Premier League (LPSF) game.

Mexican pitcher Yeraldine Carrión earned the victory, recording 15 strikeouts over six innings of work to improve her record to 2-0.

Carrión allowed six hits, issued three walks, and gave up three runs -- including a home run -- in yet another dominant performance from the pitching circle.

The Caribeñas (2-1) were led on offense by Valeria Rosario, who had a perfect night at the plate, going 3-for-3 with one RBI. Jonaliz Ayala went 2-for-2 with a double, scoring two runs. Adriana Coira went 1-for-3 with two RBIs and a run scored, while Janiela Díaz drove in a run and scored another in her only official plate appearance.

For Humacao (0-3), Mileishka Soto went 2-for-2 with a run scored and a double, Anyela Gómez homered and

scored two runs.

The loss went to Elliana Zellien, who pitched three innings and allowed seven hits and four runs. She issued one walk and struck out three.

Yeraldine Carrión earned the victory for Salinas, recording 15 strikeouts over six innings of work to improve her record to 2-0.
