High court refuses to halt trial of accused in fatal teen-on-teen stabbing

The Supreme Court of Puerto Rico denied the requests to stay proceedings and the petitions for “certiorari” filed by the defense for Anthonieska Avilés Cabrera, Justice Secretary of Lourdes Gómez Torres announced on Thursday.

“Consistent with the position of the prosecution, this decision upholds the ruling of the Court of First Instance,” Gómez Torres stated in a written release.

The Justice secretary noted that the decision allowing Avilés Cabrera to be prosecuted for first-degree murder in the death of Gabriela Nicole Pratts Rosario remains in effect.

Gómez Torres said the ruling means the defendant faces the charge based on the allegation that she caused the death “purposely and knowingly.”

Avilés Cabrera, who was 17 at the time of the crime, is accused of first-degree murder alongside her mother, Elvia Cabrera Rivera, for the stabbing death of Pratts Rosario, another Aibonito teenager, following an end-of-summer party in the southerncentral town last August.

The Department of Justice also reported that the ruling regarding Avilés Cabrera’s fitness to stand trial remains in effect.

The Justice secretary noted that this decision means the defendant understands the nature of the criminal proceedings against her and is able to cooperate adequately with her defense.

“We will not rest until justice is served for Gabriela Nicole and her family,” Gómez Torres asserted. “Our commitment is to ensure that this case is handled with the seriousness, sensitivity, and diligence it deserves, in fulfillment of our duty to represent the interests of the people and of crime victims.”

Federal gov’t to lower passport revocation threshold for child support debt to $50,000

On June 29, the federal government will launch a third phase of the passport revocation process for individuals with child support debts of $50,000 or more, María del Mar Mateu Meléndez, head of the Child Support Administration (ASUME by its acronym in Spanish), announced on Thursday.

The measure will also apply to obligors with two or more cases whose combined debt reaches that amount.

“As the federal government previously indicated, the passport revocation phases will continue to expand to include increasingly lower balances,” Mateu Meléndez stated in a written release. “The expectation is that, eventually, the process will reach the threshold established in federal regulations of $2,500 or more in accumulated debt.”

The official urged individuals with outstanding balances not to wait for a notification but to contact ASUME to verify the status of their cases.

“Now is the time to contact ASUME, check your case status, and address any outstanding balance,” she said.

Mateu Meléndez said it was the third phase announced by federal authorities in less than two months.

The first phase began on May 8 and applied to individuals with debts exceeding $100,000. The second took effect on June 1 for balances of $75,000 or more.

With the new directive, the threshold drops to $50,000, expanding the number of people at risk of passport revocation or restriction.

The program is carried out through coordination between the U.S. Department of State, the federal Department of Health and Human Services, and the Office of Child Support Enforcement, under Section 452(k) of the federal Social Security Act.

That provision allows for the denial, restriction or revocation of passports due to significant non-compliance with child support obligations. Federal regulations also maintain the requirement to issue advance notices to individuals with debts exceeding $2,500, warning them of potential consequences regarding obtaining, renewing or retaining a U.S. passport.

Mateu Meléndez noted that the measures have prompted individuals with child support obligations to address their cases and bring their payments up to date.

Domenech files complaints against Negrón Reichard

Awidening ethics controversy inside the administration of Gov. Jenniffer González Colón intensified this week after La Fortaleza Chief of Staff Francisco Domenech Fernández filed two sworn complaints accusing former Economic Development and Commerce (DDEC by its acronym in Spanish) Secretary Sebastián Negrón Reichard of orchestrating a pattern of conflicts of interest that allegedly steered tens of millions of dollars in incentives to clients tied to his family.

The complaints, submitted to both the Office of Government Ethics (OEG its initials in Spanish) and the Department of Justice, describe what Domenech characterizes as a “systemic breakdown” in the safeguards meant to prevent public officials from intervening in matters involving relatives or former employers. According to the filings, at least five clients of Reichard & Escalera -- the law firm led by Negrón Reichard’s grandfather, attorney Héctor Reichard de Cardona -- received a combined $74.1 million in incentives and decrees during the former secretary’s tenure.

Domenech, who delivered a message on WIPR about the complaints, said the evidence was compiled over several weeks, drawing from OEG certifications, internal DDEC records and interviews with agency officials. He emphasized that the petitions were filed only after verifying each allegation under oath.

“I examined all the documentation, I conducted the interviews I needed to conduct,” he said during a televised appearance at WIPR Channel 6, where he defended the timing of the filings.

At the center of the petitions is Domenech’s assertion that he repeatedly instructed Negrón Reichard to recuse himself from any matter involving his grandfather or the firm’s clients. According to the sworn statements, the former secretary resisted those directives, arguing that recusal would limit his ability to manage the agency. Domenech said he initially believed the recusals had been filed, only to discover on May 8 -- when the OEG sent its formal certification -- that none existed.

The complaints also highlight a separate conflict involving Negrón Reichard’s wife, María Beatriz Gorostiaga Zubizarreta. She registered Grupo Imperial LLC on Feb. 22 of this year and applied for a DDEC tax decree a week later. Domenech said neither he nor the governor was informed of the application, and that Negrón Reichard did not file

deal because it was “not good for Puerto Rico,” and that the DDEC secretary became “hostile and aggressive” when challenged. Segarra said he was never informed that the company was represented by the secretary’s grandfather’s firm. He resigned on May 15.

Domenech said that once he learned of the Coopervision dispute, he requested a full accounting of recusals across the administration. The OEG certification that followed revealed that Negrón Reichard had not filed recusals for his grandfather, the firm, its clients, or Banco Popular, and had submitted only one late recusal related to his wife.

The petitions also outline a series of abrupt personnel decisions inside the DDEC in May, including the dismissal of Deputy Secretary Carlos Ríos Pierluisi without notifying La Fortaleza and public clashes with officials at the Office of Permits Management. Negrón Reichard resigned on May 22, four days after Domenech requested a comprehensive list of all decrees and incentives issued since January 2025. Zayas delivered that list on June 2, his final day at the DDEC Incentives Office.

La Fortaleza has framed the petitions as part of Gov. Jenniffer González Colón’s commitment to transparency and accountability.

these types of consequences; we are not the first generation to pay the price for a moral compass that forbids silence. Remaining silent was not an option for me, either.”

“Today’s allegations cannot be viewed in isolation,” the former DDEC secretary continued. “They are part of a sequence of events that began the moment I requested the removal of officials involved in the complaints that were subsequently referred to the authorities. Since then, there have been obstacles, pressures, attempts to discredit the complaints, and threats against my reputation and that of my family -- and now, a complaint built upon allegations that bear a striking resemblance to those very campaigns of intimidation.

I am not intimidated; nor is my family. Those familiar with my track record know that I never used a public position for personal gain or to favor private interests. On the contrary, I made difficult -- and often uncomfortable -- decisions precisely because I understood that a public servant’s primary duty is to protect the integrity of the institutions they lead.”

a recusal until a month after the request was submitted. The OEG later noted that the recusal could not be applied retroactively.

Another focal point is the appointment of attorney Ernesto J. Zayas García, a former partner at Reichard & Escalera, whom Negrón Reichard named director of the DDEC Incentives Office in March 2025. Domenech said Zayas was hired without the governor’s knowledge and continued handling matters involving clients of his former firm for nearly three months before filing a recusal. During that period, several of those clients received multimillion-dollar incentives.

The complaints further allege that Negrón Reichard failed to recuse himself from matters involving Banco Popular, where his father, Eduardo J. Negrón, served as a senior executive until April of this year. Domenech argues that the bank’s commercial clients could have been directly affected by DDEC decisions under the secretary’s authority.

A key episode that accelerated the inquiry, Domenech said, was a dispute between Negrón Reichard and former Land Authority director Robert Segarra over a proposed land transaction involving Coopervision, identified as a client of Reichard & Escalera. Segarra told Domenech that he opposed the

The administration reiterated that it “will not tolerate corruption -- wherever it comes from -- when evidence exists.” The matter now moves to the OEG and the Department of Justice, which will determine whether to open formal investigations.

The complaints were filed on Thursday, days after the former DDEC secretary filed a complaint with the Office of the Special Independent Prosecutor Panel, accusing Domenech of corruption and interference.

Negrón Reichard released the following statement later on Thursday:

“What occurred today with the presentation of false allegations is deeply and historically unfortunate. Barely days after advocating for the referral of matters to the competent authorities, the chief of staff responded by filing a formal complaint against the very person responsible for raising the alarm and taking action,” he said in written remarks.

“My family is no stranger to

“The most concerning aspect of today’s events is not the personal attack against me, but the message sent to every public servant who witnesses irregularities and decides to report them,” Negrón Reichard said in the statement. “The fact that, after fulfilling one’s duty, the focus shifts from the reported facts to the person who reported them sets a very dangerous precedent.”

SIPs appointed to probe ex-permits management officials

The Office of the Special Independent Prosecutor Panel (OPFEI by its initials in Spanish) has appointed two independent prosecutors to investigate former Permits Management Office (OGPe) officials Norberto Almodóvar Vélez and Charlene Neuman Rivera, following a referral from the Department of Justice and the submission of additional information by a former Cabinet official.

The information was made public Thursday.

The panel’s decision came after an extensive review of Law 2‑1988, which outlines the OPFEI’s investigative authority. Judges on the panel assigned prosecutors Fabiola Acarón Porrata‑Doria and Ileana Agudo Calderón to lead the inquiry into potential illegal conduct tied to the officials’ actions while at OGPe.

The matter originated with a complaint

Former Permits Management Office Assistant Secretary Norberto Almodóvar Vélez

filed by Sebastián Negrón Reichard, former secretary of the Department of Economic Development and Commerce. Negrón accused the former OGPe officials of improper intervention in agency operations. The Department of Justice, through its Public Integrity and Comp-

troller Affairs Division (DIPAC), conducted the preliminary investigation and recommended the appointment of an independent prosecutor. According to DIPAC’s findings, there is sufficient cause to believe that Almodóvar may have violated Article 254 of the Puerto Rico Penal Code, which addresses undue intervention in governmental operations, as well as Article 261, which concerns undue influence. The agency also cited potential violations of Articles 4.2(b), 4.2(f), and 4.2(s) of the Government Ethics Office Organic Act. In Neuman’s case, investigators identified evidence warranting further review regarding possible violations of Article 254 and Articles 4.2(b) and 4.2(s) of the ethics law.

While the OPFEI was evaluating the referral, Negrón submitted a letter with attachments containing additional information related to the same allegations. Although

the document was incorrectly labeled as a new complaint, the panel determined that it constituted supplemental evidence tied to the original referral and could be incorporated into the ongoing investigation. The prosecutors were instructed to review the new material and take sworn statements as necessary.

The panel also authorized the independent prosecutors to pursue potential violations by any other public official who may have participated in the alleged conduct. Under Law 2‑1988, they have 90 days to complete the investigation and determine whether criminal charges should be filed.

The case adds to ongoing scrutiny of Puerto Rico’s permitting and economic development agencies, which have faced repeated questions about transparency, ethics, and the integrity of government operations.

Fiscal board approves 5th revised PREPA budget

The Financial Oversight and Management Board for Puerto Rico has certified the fifth revised fiscal year (FY) 2026 budget for the bankrupt Puerto Rico Electric Power Authority (PREPA), formalizing a new spending framework aligned with the latest rate determinations issued by the Puerto Rico Energy Bureau (PREB).

In a June 17 letter to Gov. Jenniffer González Colón, the oversight board confirmed that the revised budget complies with the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA, requirements and reflects a consensus among the governor, PREPA and the board.

The certification follows the PREB’s April 15 Final Resolution and Order on electricity rates, which established a permanent base rate

structure for PREPA, electric power transmission and distribution system operator LUMA Energy, and power plant fleet operator Genera and set a systemwide, non federally funded revenue requirement of $1.78 billion for the fiscal year. After the rate order was issued, LUMA requested adjustments to the GridCo budget to align with the PREB’s allocations, prompting the submission of the revised spending plan.

According to the certified document, PREPA projects total gross revenue of $4.45 billion for FY 2026, driven primarily by residential and commercial customers. Fuel and purchased power remain the utility’s largest cost category, totaling $2.44 billion. GridCo’s operating and maintenance expenses amount to $968.8 million, while GenCo’s operations total $262.1 million. HydroCo’s budget stands at $11.1 million, and HoldCo’s operating and maintenance expenses, including pension

obligations and shared services separation costs, reach $64.2 million.

The budget also incorporates $25 million from a commonwealth loan earmarked exclusively for PREPA Employee Retirement System obligations. The oversight board emphasized that those funds, along with the $4 million allocated for the transition away from LUMA’s Shared Services Center, may only be used for their designated purposes and cannot be redirected.

The resolution imposes strict controls on spending and reprogramming. All prior‑year expenditure authorizations are terminated unless specifically allowed, and any reprogramming of FY 2026 funds other than adjustments related to fuel and purchased power requires the board’s express written approval. PREPA, LUMA and Genera executives are also responsible for ensuring

that operational expenditures do not exceed the amounts authorized for GridCo, GenCo, HydroCo and HoldCo.

The document establishes additional reporting requirements. LUMA must submit monthly federal funds reports detailing obligations, disbursements and reimbursements, while PREPA must provide quarterly budget to actual reports explaining variances. The oversight board reserves the right to require additional budget revisions if necessary.

Although the certification was issued on June 12, the FY 2026 PREPA budget remains in effect for the entire fiscal year beginning July 1, 2025. In its letter, the oversight board said it looks forward to working with the government and PREPA to implement the revised budget “for the benefit of the people of Puerto Rico.” PREPA has been in bankruptcy since 2017 to restructure some $9 billion in debt.

Conference to stress strategic thinking at accounting firms

With the goal of strengthening technical compliance and fostering leadership, innovation, and sustainable growth of CPA firms in Puerto Rico, the Society of Certified Public Accountants (CCPA by its initials in Spanish) will hold the 2026 Annual Conference of Firms and Independent Practitioners, under the theme “From Technique to Strategy,” on June 25 from 8:45 a.m. to 5 p.m., at the Hyatt Centric San Juan Hotel in Isla Verde.

The conference has been designed as a space for profes-

sional development and strategic growth for partners, managers, and independent practitioners who lead CPA firms on the island. Its program will address regulatory changes and trends transforming the practice of public accounting, including topics related to quality management, professional requirements, and the most relevant federal tax issues.

“CPA firms and independent practitioners operate today in an increasingly complex and competitive environment, where technical excellence, while indispensable, is no longer enough,” CCPA President David Rodríguez said. “[...] This Conference has been designed to provide our members with the necessary

tools to evolve from technical expertise to strategic thinking and strengthen the development of their professional practices.”

Key topics on the agenda include Internal Revenue Service compliance, auditing, and collection processes, offering practical tools to assist clients in managing tax disputes and responding effectively to tax agency requirements.

The conference also will include sessions focused on marketing, professional positioning, benefits available for CCPA members, and best management practices.

Trump administration backs off plan to end ocean monitoring

The Trump administration is abandoning its plan to dismantle a $368 million ocean monitoring system critical to understanding climate change and marine ecosystems, bowing to a bipartisan backlash on Capitol Hill.

The National Science Foundation had said in May that it would begin removing hundreds of underwater instruments this month that collect data on coastal flooding, marine heat waves, and other climate and weather events.

But the agency announced Thursday that it will pause efforts to take apart the system, known as the Ocean Observatories Initiative, while convening an expert panel to determine its future.

“Effective immediately, NSF will not proceed with further removal or descoping of equipment,” the agency said in a statement.

The Senate passed a measure Wednesday that would block the government from dismantling the system, with lawmakers in both parties warning that the action would be illegal and would threaten the safety of coastal communities. The Trump administration had also tried to cut the program’s funds the last two years, but Congress restored the money both times.

In May, the science foundation had said it would send ships to start pulling up instruments anchored to the seafloor off the coasts of Oregon, Washington state, Alaska, North Carolina, and an area between Greenland and Iceland known as the Irminger Sea.

For the past decade, scientists have used data from these instruments to understand how the ocean is absorbing greenhouse gases from the atmosphere, how marine heat waves could affect fisheries and how soon a vital ocean current could collapse.

Fishermen have also checked the real-time, publicly available data on wind and wave conditions before heading to sea. And meteorologists have used these observations to improve forecasts of disasters like hurricanes and tsunamis.

The National Science Foundation said Thursday that it already had pulled some buoys, sensors and other instruments from the water off the coasts of Oregon and Washington state, but it was “developing

The National Science Foundation had said in May that dismantling the monitoring system would save $48 million in operating costs each year. But lawmakers had accused the administration of wasting the $368 million in taxpayer dollars that had funded the installation of the instruments in 2016. And the operating costs represent a tiny fraction of overall government spending.

“Dismantling the OOI was supreme stupidity,” Merkley said in a statement Thursday.

Rep. Zoe Lofgren of California, the top Democrat on the House Committee on Science, Space, and Technology, welcomed the administration’s reversal but said she would continue fighting to save the system.

“This pathetic scheme was illegal,” Lofgren said in a statement Thursday, adding: “My oversight team and I will be following closely what NSF does next. NSF’s next steps must be nothing short of replacing any of the instruments that have already been removed and ceasing all activities to descale until legitimate expert advice has been sought.”

plans to redeploy the equipment after servicing.”

Edward Dever, a professor of oceanography at Oregon State University who helps manage the instruments off Oregon and Washington, said the agency had removed six of the area’s seven moorings, or deepsea platforms equipped with sensors. He said finding boats to replace the moorings could take several months.

“I believe we could have one mooring ready to go before the end of the summer and 1-2 others ready by fall,” Dever said in an email, adding, “Ships are generally scheduled about a year in advance. Scheduling cruises on short notice can sometimes be done, but it is a challenge.”

The Senate on Wednesday passed the measure to preserve the system by unanimous consent, essentially an agreement by all senators to bypass debate. Though the measure faced an uncertain fate in the House, it was the latest moment when Congress flexed its power of the purse to thwart the Trump administration’s attempts to cut climate and environmental programs.

The measure was sponsored by Sens. Jeff Merkley, D-Ore., and Lisa Murkowski, R-Alaska. In an interview Thursday, Murkowski criticized the Trump administration for failing to consult Congress before beginning to remove some monitoring equipment.

“NSF moved forward on their own, not only unilaterally, but really with no warning, no heads-up,” she said. “They didn’t even bother to check in,” she added, “and that’s where the real foul was.”

Murkowski said fisheries in Alaska relied on the ocean data to determine how increasing temperatures were threatening certain species. She said other data was crucial to understanding El Nino, the powerful weather pattern that formed this month in the tropical Pacific and could supercharge extreme weather events around the globe.

Backlash had also come from overseas. After the Trump administration announced the plan to dismantle the system, the European Union said it would bolster its own observation of the world’s oceans with an investment of 92 million euros ($107 million).

Though that move had been planned long before the U.S. retreat, officials in Brussels emphasized the contrast.

“Extremely worrying signals are coming from the other side of the Atlantic,” Costas Kadis, the EU’s commissioner for fisheries and oceans, said at the time.

A spokesperson for Kadis did not immediately respond to a request for comment Thursday. A sensor buoy in the Pacific, beyond San Francisco Bay, on Sept. 19, 2022. Trump’s FEMA nominee calls staff cuts a ‘challenge’ for disaster agency

President Donald Trump’s nominee to lead the Federal Emergency Management Agency, Cameron Hamilton, acknowledged earlier this week that sharp staff cuts may challenge the nation’s readiness for disasters, but said the agency was moving to fill critical vacancies and that he had “full faith” in its employees.

“Certainly FEMA operates in a unique environment where there are challenges and setbacks that impact our ability to respond,” Hamilton told a confirmation hearing in response to questions from Sen. Richard Blumenthal, D-Conn., about the staff cuts. “What I can tell you is I have full faith and confidence in the FEMA workforce. I believe they are an exceptional group of public servants.”

Staffing cuts have reduced FEMA’s workforce by about 20% over the past year and a half.

Nominated last month to take over the disaster agency, Hamilton served briefly

as acting FEMA administrator at the start of Trump’s second term. But Kristi Noem, then the homeland security secretary, fired him a day after contradicting the president’s assertion that the agency should perhaps be abolished. Noem has since been replaced by Markwayne Mullin, and the Trump administration now appears to be retreating from plans to eliminate FEMA.

A former Navy SEAL, Hamilton previously oversaw emergency medical technicians on the southern border for the Homeland Security Department and worked as an emergency management specialist in the State Department. He ran unsuccessfully for Congress from Virginia in 2024.

He faced no questions about his background Wednesday, despite criticism from some disaster survivor groups that he lacks the extensive resume that federal law requires of FEMA’s leader. A 2006 statute requires FEMA administrators to have at least five years’ experience leading disaster response and managing large staffs and budgets.

Hamilton pledged Wednesday to speed

the flow of disaster aid while keeping a closer eye on how states and cities spend it. He said he planned to overhaul information technology systems to improve financial oversight and that he believed state and local governments have incentives to spend more federal disaster money than necessary, including on projects that aren’t directly related to catastrophes.

“We would need to strike a new balance to encourage cost reasonableness and cost savings,” Hamilton said in response to questions about costs from Sen. Rick Scott, R-Fla. If confirmed, Hamilton said, he would review “areas where FEMA can reform” within his first 30 days.

Damage from the largest disasters in the United States reached about $115 billion last year, driven in part by wildfires in Los Angeles and thunderstorms that spawned tornadoes, large hail and damaging winds, according to Climate Central, a nonprofit group. Those costs have surged as a warmer planet delivers more destructive weather, more often.

Hamilton would assume responsibility for a disaster agency the Trump administration has dramatically slimmed down, with plans to significantly curtail the role it plays and shift more of the responsibility — and costs — to states and local governments. An administration task force last month recommended changes to FEMA that it said would speed the flow of federal aid while limiting that assistance to the most severe disaster scenarios.

In response to another question from Blumenthal, Hamilton disavowed a memo he had written last year while he was the acting administrator that explored quadrupling the threshold for when the White House should approve disaster declarations.

Hamilton said that memo “was not intended for any immediate action” and “is not my position.”

Democrats focused most of their questions on data showing that the Trump administration has approved fewer disaster declaration requests for states that tend to vote for Democrats than for states that typically vote Republican.

“What other conclusions can one draw other than the president is using federal disaster assistance to punish states that elect Democrats?” asked Sen. Gary Peters, DMich. “Does a disaster survivor in a blue state deserve less support than a survivor in a red state?”

“I certainly appreciate your concern,” Hamilton responded. “If confirmed, my fo -

cus will be to ensure that FEMA is objective, is fair and reasonable, follows the law, and is consistent in the approach to how we adjudicate and process claims of requests for disasters.”

Sen. Maggie Hassan, D-N.H., asked Hamilton what he would do if Trump rejected a disaster declaration request because it came from a state that voted for Democrats.

“I don’t believe the president would do that,” he responded. “But I will tell you that my oath of office requires that I follow and obey the law.”

Federal law gives the president discretion to approve or deny disaster declarations, regardless of a FEMA administrator’s recommendation.

At least two nominees under consideration on Wednesday by the Senate Homeland Security Committee, including Hamilton, had not yet been subject to FBI background investigations, Peters said, raising concern the Republican-led Senate was acting as “a rubber stamp for the president.”

No nominees would receive a vote until after that vetting occurs, said Senator Rand Paul, R-Ky., the committee’s chair.

From perception to matter: The still life as a threshold in drawing foundations COMMUNITY PERSPECTIVES

In contemporary art education, there is a persistent misconception that traditional academic disciplines have surrendered their place to digital immediacy. Yet the methodological rigor that unfolds inside the university classroom dissolves that notion. A faithful example of this creative resistance is PUCO 3035: Fundamentals of Drawing, taught by Professor Yanira Delgado at the University of Puerto Rico, Carolina Campus.

The final project of this cycle, Still Life in Colored Pencil, became a true technical manifesto for the students. Developed between late May and early June, the execution of this still life served as the definitive stage for training the eye and mastering volume, color, and composition through an analog medium.

Far from a simple photographic replica, the pedagogical process required strict order. Each student began with an analysis of lighting through diagrams of light and shadow on tracing paper. From the mathematical delimitation of margins on the page -- where formal neatness is part of respecting the work -- to the soft contour drawing, the project demanded meticulous patience.

PO BOX 6537 Caguas PR 00726

The true revelation emerged in chromatic maturity. The course required deep experimentation with color theory, pushing students to use complementary tones to generate shadows, banishing the easy shortcut of black. The systematic application of successive layers, moving from light to dark values, combined with precise blending techniques, gave each piece a striking depth, enhanced by backgrounds that harmoniously complement each object.

Reflecting on the impact of this experience on student development, Delgado emphasized the value of consistency on the paper surface.

“The real challenge for students wasn’t handling the colored pencil, but learning to slow down and observe carefully,” she said. “In an era ruled by immediacy, the still life forces them to inhabit the space, decipher how light strikes an object, and understand that depth is built patiently, layer by layer. Seeing the evolution of their gaze captured on paper and their mastery of complementary mixtures is the greatest achievement of this process.”

The results of this collective effort are evident when observing the group of students proudly posing with Delgado. In their hands, they hold their framed still lifes with confidence: a series of compositions ranging from vibrant primary contrasts to delicate luminous studies of dishware and fruit.

Seeing these finished works is not merely witnessing the completion of a rigorous 130 -point evaluation; it

is witnessing the birth of a new artistic sensitivity. In every precisely applied layer of color, these young artists demonstrate that the fundamentals of art remain the irreplaceable pillar upon which excellence is built. Congratulations to Professor Delgado and her students for cultivating art with rigor, observation, and passion.

Four horror movies to stream now

‘Monkey’s Magic Merry Go Round’

His name is Mr. Jensen (Michael Gilio), but his furry puppet pals call him Jimbo. Soft-spoken and 1950s dad handsome, James is the host of a low-budget children’s television show who welcomes his audience to join him on the patio of his little house with a little garden that’s all just a little too creepy. When James spies a package inside his friend Marty the mailbox, James says to the camera: “I am fond of things that come in plastic bags.”

The problem James is talking about on the episode that anchors Aidan Leary’s crackling feature debut is his inability to recall anything about his life except a deadly fire that he recollects in flashbacks that look like a fun house on fire. “Remembering hurts,” James says after sawing into his leg with a knife, but doing so is “how you heal yourself,” not noticing that the skin under his bandage is seeping blood.

Past traumas have sharp claws that dig deep in Leary’s strange and surprisingly heartfelt film, a combination of “Mister Rogers’ Neighborhood,” “Avenue Q” and George Romero at his most existential (and gruesome). Gilio is exceptional as a man whose bright eyes and rigid bow tie betray the lifetime of pain underneath. Kyle William Stephens’ music is a wicked delight, especially in James’ mournful final number. ‘Buffet Infinity’

I love a buffet. The new one in Westridge County, a neighborly community in suburban Alberta, looks particularly good. It’s got “intimate fine silverware” and “legendary Jamaican jerk mahi-mahi.” There’s a sinkhole nearby, but the owners swear it won’t affect business hours. The demons? That’s another story. This buffet is fake — consider me disappointed — but the weirdness is very real in this creepy oddity from Canadian writer-director Simon Glassman. The film defies easy categorization and description; to call it a film is even a stretch, since it’s really a series of fictional news reports and commercials for local businesses (cars, insurance, an attorney) that get increasingly macabre and creature-featurey as the film progresses. By the bonkers ending, you may never look at a chafing dish the same way again.

Besides being formally ambitious, the film is also an unsettling meditation on the erosion of community — a funny valentine for fans of the public access satire “WNUF Halloween Special” and analog horror series like Local 58

TV. Genre fans who want to check out one of the weirdest movies of the year should sample this nutty smorgasbord. (Rent or buy it on major platforms.)

‘Screamboat’

If, like me, you’ve taken the Staten Island Ferry after the clubs close late Saturday night, you know that the trip can be a singular kind of terrifying. That’s nothing compared to what the ferry riders endure in this silly but entertaining and ultra-gory horror comedy from writer-director (and Staten Island native) Steven LaMorte.

Like “Mickey’s Mouse Trap” and other recent scary-Mickey films, “Screamboat” takes advantage of the copyright expiration of “Steamboat Willie,” Walt Disney’s 1928 animated short that marked the debut of Mickey Mouse. (The same public domain Wild West has horror-fied Winnie the Pooh, Popeye and Betty Boop.) Here, LaMorte set (and filmed) his movie almost entirely on the Staten Island Ferry as it’s terrorized one night by a ratty little creature who whistles as he stalks and slays his victims, including wasted woo girls and the boat’s hotheaded crew.

Buoyed by lowbrow effects, the film is a dumb-fun mashup of horror genres — slasher, disaster, survival, juvenile comedy — that feels whole, thanks to character actors who take stupidity seriously. (An animated segment about the monster’s back story is a lovely surprise.) (Stream it for free on Amazon Prime Video.)

‘The House Was Not Hungry Then’

There’s slow burn horror and then there’s Harry Aspinwall’s transfixing house-possessed film. It’s set in the Scottish countryside where a man (Clive Russell) poses as a real estate agent to lure visitors to an empty old home. As the title suggests, the house has a taste for humans, although Aspinwall is too clever a storyteller to lean on gore to drive his story. (There’s none.)

The house speaks, nonverbally — there are subtitles — which is good for Caroline (Bobby Rainsbury), a young woman who befriends the house during visits there to look for her estranged father.

Aspinwall’s camera barely moves as characters wander between empty rooms, calling to mind a more formally adventurous and deliberately paced “Presence.” Fixed wide shots are underscored with noise that sounds like rain hitting windows, echoing the most unnerving stretches of the experimentally spectral film “Skinamarink.” Stephen D. Grant’s cinematography is sad and soft, beautifully accentuating the film’s exploration of grief. It’s horror that just might break your heart. (Rent or buy it on major platforms.)

Wall St indexes advance with boost from chips, Iran optimism

U.S. stock indexes closed higher on Thursday, with a strong boost from semiconductor shares and easing inflation fears, although investors still priced in interest rate hikes this year from the Federal Reserve.

The Philadelphia semiconductor index sharply outperformed the rest of the market as Intel’s shares jumped to a record high. U.S. President Donald Trump said iPhone maker Apple had agreed to work with Intel to design and manufacture its chips in the U.S. Early in the session, oil prices slid to their lowest levels since early March after the U.S. and Iran signed an interim agreement that extends the April ceasefire by another 60 days to allow the sides time to reach a final deal.

Although Trump threatened to resume attacks if Iran failed to honor its commitments, the first ships started sailing through the Strait of Hormuz, where transportation of oil, gas, fertilizer and other cargoes had been disrupted since the start of the war.

According to preliminary data, the S&P 500 gained 78.31 points, or 1.06%, to end at 7,498.41 points, while the Nasdaq Composite gained 496.28 points, or 1.87%, to 26,507.05. The Dow Jones Industrial Average rose 70.29 points, or 0.14%, to 51,562.84.

All three of Wall Street’s major indexes tumbled in the previous session as investors priced in the likelihood of Fed rate hikes, after the central bank’s new Chair Kevin Warsh underscored the need to curb inflation and other policymakers signaled higher borrowing costs ahead.

“Markets got spooked by Warsh yesterday essentially promising to contain inflation,” said Tony Welch, chief investment officer at SignatureFD, but he pointed to easing oil prices and recent strength in earnings and economic data. “All together, the package of data is still supportive whether or not the Fed has become a little bit more hawkish.”

Traders were betting on a roughly 50% chance of a 25-basispoint rate hike as soon as September and a roughly 20% probability for a 50-basis-point hike, according to CME Group’s FedWatch tool.

Investors were still assessing Warsh’s indication that the Fed would provide less guidance on future policy moves and his stated focus on price stability. Eric Johnston, chief equity and macro strategist at Cantor, said: “The conclusion today is that the Fed has more credibility around inflation.”

On the data front, Labor Department data showed the number of Americans filing claims for unemployment benefits fell last week as layoffs remained low.

In individual stocks, shares of Accenture tumbled after the company trimmed the top end of its annual revenue forecast. Peers including Cognizant Technology Solutions, Gartner and IBM

fell in sympathy.

Among other movers, Kroger shares fell after the grocer reported a lower-than-expected profit for the first quarter and kept its annual forecasts unchanged.

Shares in Elon Musk’s SpaceX fell for a second straight day, after the space and AI company had rallied sharply for the first few days of trading after its market debut last Friday.

Thursday also marked the once-in-a-quarter simultaneous expiry of derivatives contracts tied to stocks, index options and futures, also known as “triple witching,” which can boost trading volume and aggravate volatility.

Iran and the US have an understanding. Will it lead to a deal?

Europeans and the larger world greeted the memorandum of understanding between Iran and the United States with relief, if only because it seemed to halt a war that had badly damaged global trade, increased inflation and reduced already paltry economic growth.

But the memo produced little more than an extended period of limbo — 60 days during which real negotiations are to start on the critical issues of Iran’s nuclear program and passage through the Strait of Hormuz.

As those negotiations begin, Europe and the rest of the world will be on the lookout for how three main issues are handled: the fate of Iran’s nuclear program; the Strait of Hormuz; and Iran’s missile program.

No one expects that a detailed nuclear agreement with Iran can be negotiated in 60 days. The 2015 nuclear deal that President Donald Trump disparaged as the worst deal in history took some 20 months and the involvement of scores of experts.

This time around, experts and diplomats will be watching to see how serious the American effort is, measured by the process that is set up. How many working groups will there be? How many experts will be involved and of what kind? What sort of timetable will be established?

“The Europeans want to see if the working groups will be serious, with serious people,” said Ellie Geranmayeh, an Iran expert with the European Council on Foreign Relations. “They want to see if they will stick around and have meetings over the summer.”

Earlier talks in Geneva led by Trump’s envoys, Steve Witkoff and Jared Kushner, lacked experienced experts and thoughtful consideration of the complex issues at play, she said.

Europeans will also be watching whether Trump seems to be settling for an accord that is

less robust than the 2015 deal. A major question is the fate of Iran’s large supply of enriched uranium, including its 970 pounds of highly enriched uranium, meaning near bomb grade. The deal signed Wednesday says only that Iran’s stockpile will be diluted to a minimum standard, which is likely to be 3.67%, the same as under the 2015 deal.

All that uranium apparently will remain in Iran, not removed as most was in the 2015 deal. And in Iran, it can be enriched once again, either secretly or after a period of suspension of enrichment still to be negotiated.

“For the Europeans and the Saudis, verification is the cornerstone of any deal,” said Geranmayeh, who runs an Iran nuclear monitor to track the state of play.

That is why negotiations over the role of the U.N. nuclear watchdog will also be important.

In the memorandum, the International Atomic Energy Agency is tasked with supervising the dilution of Iran’s enriched uranium, but how that will be done and with what rights of inspection and oversight is critical.

Another big question will be whether Iran allows the agency quick access to its near-bombgrade material, so that the agency can confirm it

is all there and has not been moved or hidden. It will also be important that its inspectors be able to make surprise inspections rather than giving Iran a warning period.

The agency has raised other issues under the Nuclear Nonproliferation Treaty about Tehran’s previous failures to allow inspections of certain sites and to investigate older concerns about militarization of nuclear material. Iran has said it does not regard the agency as neutral and has worked to deceive its inspectors in the past.

Experts point out that the war has produced a different, harder-line government in Iran. So a big concern is whether it will try to put off any final resolution of the nuclear questions.

“Iran has the capacity and maybe even more incentive now to develop nuclear weapons, because it provides the ultimate deterrence against the kinds of attacks Iran has suffered for the last two years,” said Ali Vaez, Iran project director for the International Crisis Group.

Another important question is what will happen in the Strait of Hormuz. Under the memorandum, Iran will allow free passage through the strait for the negotiation period. But the future of the strait, so important for energy exports, is also up for discussion, and Europeans will be closely watching what is agreed upon.

Iran has said that the strait’s status will never be the same and that it intends to charge some sort of fee, in association with Oman, for future passage. That contradicts international law and traditional practice but seems to be an open issue under the memorandum.

Iran, it says, “will conduct dialogue” with Oman and other Persian Gulf states “to define the future administration and maritime services in the Strait of Hormuz.”

European and Asian countries, as well as the United States, have said that they will not allow Iran to impose tolls for passage through the strait. But some sort of “maintenance” or

“environmental” fee might emerge.(

Limiting the range of Iran’s missiles was another aim of the war. While largely directed at Israel and Gulf neighbors, the missiles can reach Europe and are seen as a significant potential threat. So Europeans will be watching closely to see if and how the negotiators talk about them.

Iran’s missiles cannot reach the United States, and they are not even mentioned in the memorandum of understanding, with Trump shrugging off the topic Wednesday.

“If other countries” like Saudi Arabia and Qatar have missiles, he said, not mentioning Israel, “it’s a little bit unfair for them not to have some,” he said of Iran.

But the American decision to drop the issue of the missiles and its sanctions on Iran’s oil sales, plus its promise to respect Iran’s territorial integrity, have given new impetus and funds to a government Trump went to war to dismantle. What’s more, without a convincing threat of a renewed war, America’s leverage in these negotiations will be less than before the conflict, experts and analysts say.

Frederick the Great of Prussia is credited for saying, “Diplomacy without arms is like music without instruments,” and Trump, with his eye on November midterm elections and the unpopularity at home of this war, has made it clear that the U.S. military is packing up its instruments.

All that, combined with the uncertainty about coming to a comprehensive deal, has only extended the life of the regime and sent a message to protesting Iranians that they will get “zero support” from Washington in the future, noted Elliott Abrams, who worked on Iran in Trump’s first term. Such a pledge, he said, “would be a complete abandonment of the democracy movement in Iran” and send a chilling message to traditional allies.

The fight to euthanize Pablo Escobar’s hippos in Colombia

When night falls in the small Colombian village of Doradal, the quiet is broken by the wet, heavy thuds of the town’s 3,000-pound unofficial mascots trudging past gardens, schoolyards and patios.

Along Colombia’s main river, fishing nets once filled with catfish are coming up emptier — replaced by the wake of churning beasts that shouldn’t be there.

Fishermen are terrified to cast their hooks at night.

“They’ve changed our lifestyle,” said Giovanny Contreras, a fisherman, as he navigated his boat past the bulbous eyes of a male hippo peering at him.

Thousands of miles from their native Africa, hippopotamuses are multiplying in the heart of Colombia, taking over watering holes and wading further into the lives of Colombian communities near the Magdalena River.

It began as a drug lord’s whim: four hippos that Pablo Escobar brought as exotic pets for his sprawling estate in the 1980s. Now an unruly herd has bedeviled Colombia for decades.

After the kingpin was felled in 1993, his 5,000-acre estate fell with him. Left to their own devices in the lush Colombian countryside, the semiaquatic mammals did what they do best: they lolled in the water, grazed and procreated.

Today, about 200 hippos, native to Africa and declared an invasive species in Colombia, are estimated to be roaming freely, drawing fury, affection and global intrigue. Scientists project their numbers to reach more than 1,000 by 2035, a potential threat to Colombia’s ecosystem.

The Colombian government has tried relocating the hippos across the world, but has found few takers. Veterinarians have tried castrating them, but it is a dangerous, herculean effort requiring at least eight people to trap, sedate and operate on each animal.

Then, in April, Colombian officials an-

Two hippopotamuses at the Hacienda Nápoles theme park, in Doradal, Colombia, April 25, 2026. (Esteban Vanegas/The New York Times)

nounced a $2 million plan they had sought to avoid: culling the population by euthanizing 80 hippos, while continuing the effort to relocate the rest.

Under the plan, which could begin this year, hippos that scientists are able to corral would be put down with a lethal chemical injection. Others could be shot between the eyes and buried in place, officials said.

The plan has pitted animal rights groups against conservationists who say the hippos, without natural predators in Colombia, could displace native species. An Indian billionaire stepped in with an offer to give the condemned animals a home in his private wildlife park, but it is unclear if the intercontinental transfer of 80 hippos is feasible.

The planned killing has divided Doradal, home to Escobar’s former hacienda, where the only population of wild hippos outside Africa has become a lucrative tourism engine and defined the town’s identity.

It has also resurfaced Escobar’s haunting legacy in a country trying to bury it.

“I’m personally conflicted because I’m conscious that they have to eliminate or move them,” said Samy Castaño, 35, whose house is across from a hippo-filled pond. “But they’re also just animals, animals that aren’t to blame for the decisions of Pablo Escobar,” he added, faulting the Colombian government for failing to take decisive action years ago.

“I don’t want them to kill them!” his 11-year-old daugh-

ter, Luciana, chimed in, recounting the time a hippo tried to poke its head through their living room window while she was watching television.

The hippos have long lent a touch of magical realism to daily life in Doradal.

Visitors are greeted by kitschy hippo statues, locals offer hippo-watching tours and some residents have reportedly stolen baby hippos to try to breed them as pets. Many residents regard the beasts with a mix of pride, pity and prudence.

Hippos — the largest land mammals after elephants and rhinos — are notoriously territorial, capable of outrunning humans and have killed people in Africa.

So far, attacks in Colombia have been limited, despite anecdotes of close calls with the animals on their grazing runs at dawn or dusk.

In 2020, a hippo attacked a farmer gathering water from a pond, breaking his ribs and nearly killing him. And in 2023, a driver on a highway slammed into a hippo; the impact killed the hippo but the driver escaped unharmed.

A drug lord’s exotic zoo

Near the height of his power, Escobar acquired thousands of acres of land in Doradal, which served as a retreat from his billion-dollar empire smuggling cocaine to the United States.

Escobar dug dozens of human-made lakes and built a Mediterranean-style mansion, a private airstrip and a bullfighting ring. He also smuggled into the country a coterie of exotic animals from zoos and dealers: elephants, giraffes, camels, rhinos, kangaroos, ostriches and deer.

And, of course, four hippos.

“All the animals had their specialized feeders,” said José Conrado Montoya Toro, 85, who said he was hired in the 1980s as a caretaker of Escobar’s zoo. “When the vegetable truck came, there was cabbage, carrots and lettuce for all the animals.”

The estate, Hacienda Nápoles, fell into disrepair after police killed Escobar in a rooftop shootout in Medellín. Most of the animals were transferred to zoos, but the hippos were abandoned and they escaped, reproducing beyond the premises.

Eager to dismantle Escobar’s mythology, the Colombian government turned Hacienda Nápoles into a privately run theme park with water slides and a zoo that has become a popular tourist destination.

A museum there barely mentions Escobar’s name. The exhibits focus on the violent history of his Medellín Cartel, whose hit men and

bombings killed thousands of people. A bloated presence on the Magdalena River Miles from Hacienda Nápoles, dozens of hippos have waded north along the Magdalena, a biodiverse artery that flows about 1,000 miles through Colombia.

Unlike in Africa, there are no lions or crocodiles to curb their growth.

If the hippos continue unabated, many scientists say they could displace manatees and capybaras from their feeding areas. Their paths, scientists say, could alter riverbanks and their excrement the aquatic chemistry, threatening fish.

The government’s first attempt at a solution turned into a political nightmare.

After state-sanctioned hunters shot an especially aggressive male named Pepe in 2009, a leaked photo of smiling soldiers standing over his carcass led to national outrage. A judge soon banned further killings, forcing officials to find nonlethal ways to manage the herd.

The burden largely fell on David Echeverri, a Colombian biologist and local environmental official with a focus on botany who had to learn about hippos on the fly.

His team learned to lure some of them into paddocks with vegetables. Eight were captured and sent to Colombian zoos. Dozens were tranquilized and castrated to keep them from reproducing, a grueling six-to-eight hour nighttime undertaking.

“The most complicated part is capturing the hippos,” Echeverri said. “We weren’t able to stop population growth.”

In 2021, a group of scientists published an exhaustive study concluding that culling them was one of the most effective ways to protect the ecosystem. And in 2022, the Colombian government declared the hippos an invasive species, opening the door to euthanasia.

Contreras, the fisherman, 48, is eager for the cull to begin.

He has largely abandoned the river after dark, forfeiting what used to be his most abundant hauls. With their massive bodies submerged, the hippos are invisible in the moonlight.

Fishermen are terrified of unknowingly navigating over their sunken boulders of muscle or, worse, provoking one and turning it into a territorial bull. A hippo can destroy a boat hull with a toss of its head.

“Instead of thinking so much about the lives of the animals,” he said, “why don’t they think about the suffering of the fishermen and the poor who live on the river’s edge?”

Fed holds rates steady at Warsh’s first meeting

The Federal Reserve held interest rates steady and officials readied for higher borrowing costs, as inflation fears dominated Kevin Warsh’s first meeting as chair of the central bank.

The decision Wednesday to maintain rates at a range of 3.5% to 3.75% for a fourth straight meeting was supported by all 12 members of the Federal Open Market Committee. It was the first policy vote since June of last year that did not feature some form of opposition.

But the apparent unanimity among officials belies the very challenging position Warsh finds himself in now that he is at the helm of the Fed. Warsh was handpicked for the job by President Donald Trump, who has waged a relentless pressure campaign on the central bank in a bid for lower borrowing costs.

Delivering that has become all but impossible because of the war with Iran and the inflation surge that it has unleashed. A tentative deal has been reached to end the conflict, but the economic blow is poised to be much longer lasting.

Asked about the Fed’s decision to maintain rates, Trump told reporters Wednesday: “It’s all right, whatever.”

Later, when asked about the prospect of a rate increase soon, he said: “It could happen. It’s hard to believe. It just keeps our country down. It’s so unusual.”

Warsh’s new colleagues have not only rejected the idea that rates can fall anytime soon, but many have also embraced the possibility of having to raise them to bring inflation back to 2% — a target they have missed for five years. New projections released alongside Wednesday’s rate decision underscored this shift, sending stock markets tumbling. Investors are now bracing for a rate increase at the Fed’s meeting in October.

According to the latest “dot plot,” which tracks what policymakers think will happen to borrowing costs over the coming years, roughly half of the officials forecast one or more quarter-point increases from the Fed by year-end. Three people penciled in just one increase, while five thought the Fed would need to raise rates by half a percentage point. One person thought the Fed would need to raise rates by three-quarters of a percentage point.

Eight officials were of the view that rates could remain unchanged by year-end, and

Kevin Warsh, the Federal Reserve chairman, speaks to reporters at a news conference in Washington on Wednesday, June 17, 2026. (Anna Rose Layden/The New York Times)

only one person penciled in a quarter-point cut.

The dot plot had fewer entries than usual. Warsh confirmed he was the only official who did not submit any projections, while another policymaker opted against submitting projections just for 2028. Warsh has argued that Fed officials should speak less frequently and forgo providing specific guidance about where rates may be headed in the near term to avoid limiting their ability to pivot if the economic backdrop changes.

In keeping with that view, Warsh avoided giving any kind of steer on his thinking about the outlook for rates Wednesday. The only thing he was explicit about was that the Fed would prioritize delivering on price stability, a pledge that was also included in the policy statement.

The statement Wednesday was significantly scaled back. The Fed scrapped a portion that had previously detailed the conditions under which the central bank would consider cutting rates again. It had become problematic for many officials, who preferred more neutral language that conveyed that a rate increase was just as feasible.

Officials have embraced that possibility because of mounting concerns about inflation, which is running at a three-year high. Even before the war, price pressures were proving unexpectedly sticky in services sectors like hospitality and transportation. A surge in spending related to the proliferation of artificial intelligence and a booming stock market have helped to further turn up the heat.

In their new projections Wednesday, policymakers substantially raised their forecast for inflation, as measured by the personal consumption expenditures price index, compared with three months ago. They now expect overall inflation to end the year at 3.6% and for “core” inflation, which strips out volatile food and energy prices, to register a 3.3% pace. As of the latest data in April, PCE inflation accelerated to 3.8% compared with the same time last year, while core PCE was up 3.3%. The Fed aims for 2% inflation.

They also forecast the economy growing at a steady 2.2% clip this year and unemployment remaining stable at 4.3%.

Rising inflation and a steady policy rate translate to a lower inflation-adjusted or “real” interest rate, meaning the Fed is not restraining the economy as much as it once was. That risks making the Fed’s inflation problem even worse, especially at a time when the labor market has strengthened and the economy more

broadly is holding up well.

Warsh shared that he thought rates were restrictive in some sectors like housing, in which there has been a sharp slowdown, but not so much in the financial markets, which have continued to hit new highs. “It’s uneven,” he said.

Warsh is having to navigate these economic crosscurrents while also trying to make good on his pledge to lead a “reform-oriented” Fed. On Wednesday, he announced the creation of five task forces that will focus on issues that Warsh said were “central to the broad conduct of monetary policy.” They include efforts to reform the Fed’s communications framework; its massive $6.7 trillion portfolio of government debt and mortgage-backed securities; the data sources it prioritizes; how it thinks about productivity trends and jobs; and the models and measures it uses to understand inflation.

He said he wanted the work to be completed by year-end.

Double-A ‘Carnaval de Campeones’ kicks off Friday with 8 teams

The Superior Double-A Baseball League’s “Carnaval de Campeones” (Tournament of Champions) begins this Friday featuring the eight sectional champions.

The tournament will follow a round-robin format running through July 4 to determine the four national semifinalists.

“Starting this Friday, we enter one of the tournament’s most exciting stages,” Puerto Rico Baseball Federation President José Daniel Quiles Rosas said. “Of the 45 teams that began in February, eight remain with their sights set on the Puerto Rico championship.”

The round-robin phase brings together the Azucareros of Yabucoa, Pescadores del Plata of Comerío, Gigantes of Carolina, Libertadores of Hormigueros, Petateros of Sabana Grande, Mulos of Juncos, Tigres of Hatillo and Maratonistas of Coamo.

Juncos is the defending champion and aims to become the first team to repeat as national champions since 2013. The Mulos, the all-time leaders in Double-A history with 11 Puerto Rico titles, also hold 24 sectional championships.

Hatillo will be the only newcomer to the

“Carnaval de Campeones.” The franchise, established in 2006, secured its spot by defeating the Titanes of Florida in five games in the North Section final.

Sabana Grande enters as the only undefeated team of the postseason, boasting a 7-0 record after sweeping Cabo Rojo and Yauco. The Petateros have not won a national championship since 1981.

Coamo returns to the Carnaval after a seven-year absence, having dethroned the Peces Voladores of Salinas, who had dominated the South Section for the past five seasons.

Hormigueros also pulled off one of the postseason’s biggest surprises by eliminating the Patrulleros of San Sebastián, a team that finished the regular season with a 19-1 re -

cord. Comerío returns to the tournament after overcoming a 0-3 series deficit against the Toritos of Cayey. The Pescadores are seeking their second Puerto Rican championship, following their 2003 title.

Yabucoa enters with the best overall record among the qualified teams -- 20-8 -with two-time American League MVP and three-time MLB All-Star Juan “Igor” González at the helm. The Azucareros have not won the national championship since 1996.

Carolina, meanwhile, will compete in its second Carnaval and aim for the first national title in its history.

Opening day games begin at 8 p.m. Friday, featuring Coamo vs. Yabucoa in Humacao, Hatillo at Comerío, Juncos at Carolina and Sabana Grande at Hormigueros.

On Saturday, starting at 7:30 p.m., the matchups will be Yabucoa at Sabana Grande, Comerío at Juncos, Carolina vs. Hatillo in Florida and Hormigueros vs. Coamo in Santa Isabel.

The second weekend will feature three games per team, while the third will include two games. At the conclusion of the roundrobin stage, the top four teams will advance to the national semifinals.

A Knicks celebration and a pause for communal joy

Roaring cascades of jubilant fans filled lower Manhattan on Thursday morning for the New York Knicks championship parade, a celebratory coda to a postseason run that united New York City like no other event in recent memory.

The celebration came six years after COVID-19 arrived in the city, forcing New Yorkers to sequester in their homes for months, isolated or in small groups. Sports were barely a refuge: The NBA playoffs that year were held in a bubble, cut off from the broader world. (The Knicks, with their 21-45 record, were also cut off.)

For months, if not years, afterward, many in the five boroughs have seemed reluctant, if not fearful, of gathering in enclosed spaces. But as the Knicks rattled off 15 wins in 16 games en route to a finals victory over the San Antonio Spurs, sharing in those moments felt like a necessity, a vibrant reminder of what New York could feel like again.

By the time Thursday’s parade officially began at 10 a.m., a blue-and-orange sea of New

Yorkers (and devoted out-of-towners) had long since flooded lower Manhattan, packing the sidewalks, the side streets, the subway stations and the coveted balconies overlooking Broadway. Some climbed scaffolding; others clambered atop garbage trucks.

Prescient fans had assembled along the parade route overnight, so that when the police opened the so-called viewing “pens” at 6 a.m., they could snag front-row positions. Attendance at the parade was free, but as is so often the case in the capital of capitalism, a cottage industry sprang up this week, with hopeful attendees offering hundreds of dollars to strangers to save them places along the route. Latecomers were turned away, with some repairing to nearby delis, where they could be found eating bacon, egg and cheese sandwiches as they watched the parade on TV.

Workers whose offices are located downtown witnessed the scene from above the socalled Canyon of Heroes, the skyscraper-cordoned path that has been the site of many of the city’s most epic celebrations, for the Mets, Yankees, Rangers, Giants and Liberty, but also Vietnam War veterans, American hostages returning from Iran, Olympians and astronauts.

But it was a first for the city’s most-favored basketball team, whose last championship, won more than 50 years ago, was met with a comparatively modest City Hall ceremony in the last year of John Lindsay’s mayoralty.

Fans who guarded their parade positions

closely were rewarded with glimpses of the Knicks’ stars in person: Karl-Anthony Towns, who led the team to a victory in Game 2; OG Anunoby, whose last-second tip-in won Game 4; and the finals MVP, Jalen Brunson, whose 45-point performance in Game 5 sealed the championship, and who leaned casually on the Larry O’Brien Championship trophy as he rode, then walked, through the crowds.

The Knicks playoff run, which stretched from April to early June, helped mask the tensions that currently roil the city: between the wealthy and the wanting, city native and transplant, “real fan” and bandwagoner. If the 2020 pandemic laid bare some of those fissures, the undeniable likability and constant success of the team has seemed to paper them over.

“This is one of the few things I’ve seen New Yorkers across gender and race united around,” the Rev. Al Sharpton said in an interview before Game 3. “You walk around, everyone has Knicks gear. It’s healthy.”

But even amid the euphoria, some of those conflicts still surfaced during the finals. They were reflected in the exorbitant ticket prices at Madison Square Garden; the squabbling between the Knicks’ owner, James Dolan, and

Mayor Zohran Mamdani and his police commissioner, Jessica Tisch; and in the sporadic mayhem on city streets that attended the Knicks’ final victories.

Mamdani has never been a lifelong, die-hard Knicks fan, but as the team surged and New Yorkers united behind it, he cloaked himself in the team’s spirit and colors, using his position to nab a standing-room-only ticket for Game 3, signing an “executive order” suspending bedtime for young Knicks fans, and staying up until 3 a.m. after the team finally clinched the championship.

His self-appointed role as chief Knicks cheerleader has not relieved him of another less-ceremonial responsibility: overseeing the nation’s largest Police Department, which over the course of the finals aroused the ire of many fans by opposing watch parties outside Madison Square Garden, then imposing strict security restrictions on the streets around the arena.

In the Knicks’ final championship week, those stances sparked a remarkably public dispute between Mamdani and Dolan, with the famously prickly business owner describing the mayor and

police commissioner as hopelessly inexperienced government hands, and the mayor’s press secretary decrying Dolan for stoking “rancid vibes.”

But Dolan may have issued the lowest blow, accusing the mayor and Tisch of being fake Knicks fans.

Championships, however, are a powerful salve. Mamdani and Dolan appeared to have mended fences, to some degree. The two have spoken multiple times since the flare-up last week, a City Hall official said, and worked closely together to plan the ticker-tape parade.

The finals drew New York’s elite to the heart of midtown. Tickets cost thousands, and in some cases, tens of thousands. The Garden crowd was raucous, lustily booing both President Donald Trump and Victor Wembanyama, the San Antonio Spurs’ 7-foot-4 star who became a sudden Gotham villain. It was also a magnet for celebrity superfans like Timothée Chalamet, Ben Stiller and Spike Lee — all of whom made appearances at the championship parade.

Fans fortunate enough to attend a game at the Garden were subject to intense security, particularly before Trump’s

The parade was also heavily regulated. On Thursday, the Police Department ushered spectators into pens, but only after they were confirmed to be bag-free. Many were turned away.

If conflicts eased by the Knicks’ victory seem likely to regather their momentum in the coming weeks, the parade may wind up serving as one final moment of togetherness and good feeling.

Richard Emery, 80, a civil rights lawyer who has been a Knicks fan “forever,” said the feelings of unity around the team were “real, tangible, palpable and unlike anything we’ve ever had in this city, maybe during my lifetime.”

“What it is really at a fundamental level is it’s a recognition of character,” he said, praising the Knicks at length, particularly Brunson, their leader. “It’s so rare when character is the thing that people appreciate and love and make heroic, as opposed to histrionics, selfpromotion and the garbage of Page 6.”

“There’s no resentment in this,” he added. “It’s just pure admiration. It’s pure heart and soul.”
