Governor & resident commissioner confident in bipartisan agreement to extend Medicaid funding

Pablo José Hernández Rivera expressed optimism on Thursday regarding congressional efforts to extend the federal Medicaid funds that finance the “Plan Vital” (Vital Plan) government healthcare plan, as Puerto Rico approaches the final year of the current allocation.

“Puerto Rico’s very survival depends on this effort,” González Colón stated during a press conference for the opening of a health clinic in Isabela. “I believe there is an understanding, in both the federal Senate and the House, of what this means for Puerto Rico.”

The governor noted that officials from both parties have participated in the discussions and that the government, the private sector, municipalities and healthcare organizations have provided Congress with information regarding the impact a reduction in funding would have.

“For us, the worst-case scenario would be simply maintaining what we currently have,” she said. “The best-case scenario would be expanding certain services for Puerto Rico.”

González Colón cited the inclusion of long-term care services -- which are not currently part of the coverage available on the island -- as one of her priorities.

Hernández Rivera stated that conversations with congressional leadership lead him to anticipate a favorable outcome.

“We are very optimistic that the work we are doing together -- crossing party lines -- will result in a positive outcome for Medicaid funding, which finances the ‘Plan Vital’ and upon which more than a million Puerto Ricans depend,” the resident commissioner said.

Addressing the possibility that midterm elections could alter the composition of Congress, González Colón gave assurances that efforts have been conducted with both Republican and Democratic leaders in the U.S. House of Representatives and Senate.

“There have been Republicans extending funding when they held the majority, and Democrats extending it when they held the majority in the House,” she said. “So, it has happened on both sides.”

The governor noted that members of both parties with jurisdiction over the matter have visited Puerto Rico, requested additional data, and expressed support for addressing the issue.

Gov. Jenniffer González Colón and Resident Commissioner Pablo José Hernández Rivera sounded optimistic regarding congressional efforts to extend the federal Medicaid funds that finance Puerto Rico’s government healthcare plan.

regarding the consequences Puerto Rico would face if the funding were lost, though he acknowledged that the outcome could vary depending on which party controls Congress.

“My impression, following conversations with the leadership of the committee with jurisdiction over this issue, is that both Democrats and Republicans understand the problem and are committed to addressing it,” the resident commissioner stated.

“That said, simply due to each party’s political philosophy, a Democratic-controlled Congress would likely be more inclined to be generous, but we will see what happens in November,” he added.

González Colón warned that a funding cut would not only affect the Plan Vital -- which is in effect the island’s Medicaid program -- but also the operations of “330 health centers,” which provide services to uninsured patients, immigrants and low-income communities.

“Pharmacy services are affected, as is the funding that sustains daily operations -- not just for this center, but for the ones in Vieques, the mountain region and Santurce,” the governor said.

She highlighted that the 330 health centers treat patients with chronic conditions such as hypertension, diabetes and cardiovascular disease, as well as individuals facing food insecurity.

“I believe this is when we have worked together the most, and with plenty of lead time,” González Colón said.

She added that she has also discussed the matter with officials from the Trump administration, the federal Department of Health and Human Services, and the Centers for Medicare & Medicaid Services.

Hernández Rivera agreed that there is bipartisan awareness

“Everyone is treated here, whether or not they have health insurance,” González Colón said. “And that is the beauty of these 330 centers.”

The governor noted that Puerto Rico has nearly 120 clinics, satellite centers and service points linked to the 330 centers. She pointed out that, because they are non-profit entities, revenues are reinvested into expanding and strengthening health services.

“As they generate revenue, it is reinvested into services for the public,” she said.

$10 million clinic creating 100 jobs opens in Isabela

Integrated Health Services Centers (CISS by its acronym in Spanish) Executive Director Damaris Rodríguez announced on Thursday the opening of a $10 million clinic in Isabela that will provide primary, specialty and diag nostic services, creating 100 direct jobs.

“This investment addresses a need within our communities. At CISS, we believe health care should be accessible to everyone. That is why we continue to expand services, incor porate technology, and create spaces where patients can receive primary, specialty, and preventive care all in one place,” Rodríguez said in a written statement. “Opening this cen ter in Isabela as we mark 40 years of service reaffirms our unwavering commitment to the health and well being of the northwest region.”

Available services at the new $10 million health clinic in Isabela include general medicine, internal medicine, pediatrics, endocrinology, gynecology and obstetrics, behavioral health, dental care, nutrition, pharmacy, laboratory services, optometry and home medical visits.

The ribbon cutting was attended by Gov. Jenniffer González Colón, Resident Com missioner Pablo José Hernández Rivera and Health Secretary Víctor Ramos Otero, among

other officials.

Located in the Isabela Shopping Center, the facility began operations following four years of planning and development. It is the organiza tion’s fourth clinic; CISS also operates centers in Lares, Quebradillas and San Sebastián.

Available services include general medi cine, internal medicine, pediatrics, endocri nology, gynecology and obstetrics, behavioral health, dental care, nutrition, pharmacy, labo ratory services, optometry and home medical visits.

An imaging unit will offer digital X rays, CT scans, mammography, bone densitometry and ultrasound services. Rodríguez noted that the equipment incorporates artificial intelligence tools to assist in evaluating scans and facilitate the early detection of health conditions.

In addition to clinical care, patients will have access to medication delivery, at home laboratory sample collection, health educa tion, and the TaxCISS transportation program

for medical appointments.

“Our focus is on eliminating barriers that hinder access to healthcare services,” Rodrí guez said. “We want patients to be able to focus on their well being rather than on how to get to an appointment, obtain their medications, or complete a treatment. Each of these services was designed to bring medical care closer to people and make the process of receiving timely care easier for them,” she added.

CISS receives funding from the U.S. Depart ment of Health and Human Services’ Bureau of Primary Health Care and the Health Resources and Services Administration, under Section 330 of the federal Public Health Service Act.

As a Section 330 health center, the organi zation serves patients with or without health insurance and maintains a sliding fee scale program based on family income and the federal poverty level. Preventive and primary care services are provided regardless of the patient’s ability to pay.

PREB issues resolution standardizing contribution in lieu of taxes in 78 towns

The Puerto Rico Energy Bureau (PREB) has issued a new Resolution and Order aimed at standardizing how all 78 of the island’s municipalities apply Regulation 8818, the rule that governs the contribution in lieu of taxes (CELI), the mechanism through which towns receive electricity service in exchange for the tax revenue the Puerto Rico Electric Power Authority would otherwise owe.

The document responds to recent judicial and ad ministrative rulings that revealed inconsistencies in how municipalities classify their facilities for CELI purposes. It

also makes clear that the regulator’s criteria apply uniformly across the island. The PREB stresses that the measure does not amend Regulation 8818; rather, it ensures consistent compliance with its requirements.

Under the new directives, every municipality must conduct a full review of its properties, installations and municipal entities to determine which operate exclusively for nonprofit public purposes, which conduct for-profit activities, and which qualify as mixed use facilities. The resolution reiterates the annual compliance calendar already embedded in the regulation: municipalities must submit all required classification information to grid op erator LUMA Energy by Dec. 31 each year, or risk losing

CELI coverage for those facilities in the following fiscal cycle. LUMA then has until March 31 to notify munici palities of the classifications and to submit its report to the PREB and the Office of Energy Public Policy (OEPPE). The PREB and OEPPE must, in turn, issue the maximum CELI allotment by April 15.

The PREB also addresses mixed use facilities with out separate meters, directing municipalities to pursue measurement segregation so that for-profit consumption can be billed separately. It reaffirms that all energy use attributable to for-profit activities remains excluded from CELI, including consumption recorded before segrega tion, consistent with the Court of Appeals’ recent ruling.

US Navy transfers more land to Roosey Roads redevelopment authority

The U.S. Navy has formally transferred three additional parcels of land to the Local Redevelopment Authority for Roo sevelt Roads (LRA), advancing the long‑term redevelopment of the former naval base in Ceiba.

The announcement was made this week by LRA Executive Director and Economic Devel opment and Commerce Secretary Carlos Ríos Pierluisi in a statement on the LRA website. The transfer forms part of the federal Economic Development Conveyance (EDC) process, through which the Navy releases

properties once they meet all requirements for conveyance. The newly transferred parcels -- identified as AOC F, Sites 731, 734 and 735 were conveyed through executed quitclaim deeds, expanding the portfolio of land now under LRA administration.

Ríos Pierluisi said each transfer marks a concrete step in the government’s broader redevelopment agenda for Roosevelt Roads under Gov. Jenniffer González Colón.

“Our responsibility is to receive these properties, manage them strategically, and prepare them to become opportunities for investment, economic growth, and job cre ation for Puerto Rico,” he said.

He added that the LRA will continue work ing closely with the Navy to integrate new parcels into the master plan as they become eligible for transfer.

To date, the Navy has transferred some 3,307 acres under the EDC mechanism. Roughly 345 acres remain subject to federal investigation, environmental remediation and closure procedures before they can be released, according to the Navy’s established timeline. The Navy indicated it will continue advancing environmental and regulatory work to enable additional transfers as remaining parcels meet federal requirements.

Liz Barris, director of the Navy’s Base Re

alignment and Closure Program, emphasized the significance of the latest conveyance. She noted that the three parcels -- totaling 2.3 acres -- bring the Navy to 93% of all land slated for transfer. Barris, who visited Roosevelt Roads this week, highlighted the progress made in environmental cleanup and preparation ef forts, including the new ferry terminal.

“It is incredible to witness the impact of our collaboration in readying these areas for reuse, directly benefiting surrounding com munities,” she said.

The LRA’s vision includes expanding mari time activity, tourism, innovation corridors and job creation across the eastern region.

Rain summit at Capitol to evaluate options for mitigating drought effects

Rep. Víctor Parés Otero, who chairs the Government and Natural Resources committees in the lower chamber of the island Legislature, along with Rep. Elinette González Aguayo, announced on Thursday the holding of a drought summit in the Capitol to evaluate alternatives for mitigating the effects of drought conditions in Puerto Rico.

Among the participating agencies will be the departments Natural & Environmental Resources and Economic Development & Commerce, the Public-Private Partnerships Authority, the Aqueduct and Sewer Authority, the Manufacturers Association and the United Retailers Center, among others.

The meeting is to be held in August on

Economic Development and Commerce

Secretary Carlos Ríos Pierluisi

a date to be determined.

“To support the efforts being made by the administration of our governor, Jenniffer González, with the aim of mitigating the effects of the lack of rain, an event that is not only limited to Puerto Rico, but affects much of the world as well, we are calling a summit to share ideas on how this can be addressed in the short and long term,” said Parés Otero, who represents District 4 of San Juan. “We want to hear, with data, concepts such as cloud seeding, and systems where seawater is converted into drinking [water], among others.”

González Aguayo added that “we will be meeting with government agencies, as well as members of the private sector, to identify real alternatives that help mitigate this process of lack of precipitation.”

Glaciogenic seeding, or cloud seeding, is a concept that was previously used in Puerto Rico during the 2015 drought, the lawmakers noted. It focuses on the insertion, using drones, of silver iodide particles, among other types,

to stimulate the process of condensation and precipitation.

Drones can also be used to ionize -- with low-frequency electrical discharges, among others -- clouds directly. This process has been used in parts of England, New Zealand and Australia, among other places. In the United States, the techniques have been used in Arizona, New Mexico, California and Utah. Over the past two decades, the number of drought periods has doubled compared to the previous 40 years. In the 1980s, only three drought events were recorded on the island. In the 1990s there were five, including two of the longest in the island’s history, and 1994 marked the driest year in Puerto Rico since 1934. So far this century there have been drought periods in 2003, 2005, 2010, 2015 and 2026.

Politank granted until mid‑August to present arguments

The Department of Economic Development and Commerce (DDEC by its acronym in Spanish) has granted Politank Corp. additional time to present its arguments in response to the $80,000 in administrative fines issued earlier this summer, DDEC Secretary Carlos Ríos Pierluisi confirmed Thursday.

The fines -- $10,000 for each of eight violations -- stem from failures to file annual reports required under the company’s tax incentive decree.

Ríos Pierluisi said the lobbying firm requested an extension to file its motion for reconsideration, a remedy available under Puerto Rico’s administrative procedures. The agency granted the request, allowing Politank to submit its arguments between Aug. 12 and Aug. 17.

“They have until that date to appear before the agency and present any points they wish to raise,” Ríos Pierluisi said.

The extension follows DDEC’s formal notice of the sanctions to Politank and a warning that continued noncompliance could trigger

CPAs Association to host Health Industry Forum

With the purpose of strengthening the development and financial sustainability of the health industry in Puerto Rico, the Certified Public Accountants Association (CCPA by its initials in Spanish) announced the XXVI Health Industry Forum, which will take place on Thursday, Aug. 6 from 8:45 a.m. to 5:30 p.m. at the Puerto Rico Convention Center.

“The healthcare system is undergoing a profound transformation,” CCPA President David Rodríguez said. “In this context, CPAs assume a highly strategic and positive role that

goes beyond the numbers: we become advisers for the transformation of the sector, contributing cutting-edge analysis, fiscal discipline, and an innovative vision that strengthens the operational excellence of medical institutions.”

The forum will gather leaders from the public and private sectors to analyze the financial, operational and strategic challenges that are redefining the healthcare industry in Puerto Rico. Key topics to be addressed include lessons in financial resilience learned within the healthcare system, pricing reform and pharmaceutical economics, and the trends that will shape the future of operations in the sector.

Rodríguez stressed that “the Forum will

place special emphasis on operational excellence and technological innovation, through the presentation of advanced tools such as artificial intelligence, data analytics, and process optimization, which are transforming healthcare management in Puerto Rico.”

It will also highlight the strategic role of the CPA as a key adviser in driving the evolution, efficiency, and sustainability of the healthcare system,” he said.

The event is geared toward healthcare executives, medical insurers, service providers and the general public interested in understanding the challenges and opportunities fac

ing the healthcare industry, which is essential

a process to revoke or annul the company’s tax decree.

“They requested additional time to present their motion for reconsideration, which includes their position regarding the fines already issued and the warning of possible revocation or annulment of the decree,” the secretary added.

With the new deadline, Politank now has until mid-August to submit its formal challenge and present the arguments it will use to contest both the monetary penalties and the agency’s warning about its tax incentive status.

ICE arrests surge at airports, opening new front in deportation drive

The Trump administration has begun arresting foreign citizens with expired U.S. visas as they travel through airports, including spouses of Americans, according to documents obtained by The New York Times and interviews with immigration lawyers — a tactic that opens up a vast new pool of people for deportation.

Immigration agents in plain clothes have whisked away targets at check-in counters and arrival gates, with enforcement actions in at least 15 airports in recent weeks. Some of the arrests have occurred quietly, while others have happened as angry fellow passengers filmed the encounters.

The recent arrests appear to be an expansion of an arrangement between the Transportation Security Administration and Immigration and Customs Enforcement. The Times reported in December that ICE officers were arresting people with deportation orders at airports with the help of information provided by airlines to the TSA.

Now, through a review of Homeland Security Department documents and interviews with lawyers for more than 25 people from more than a dozen countries recently detained at airports, the Times has learned that the program apparently now includes people with expired visas — a much larger group.

Hundreds of thousands of immigrants and visitors overstay visas each year. Many with expired visas occupy a legal gray area, as they are awaiting visa extensions or green cards and have been issued work permits. Such individuals were not prioritized for deportation in the past unless they had committed crimes, and they were rarely detained while waiting for visa extensions or green cards. But that has changed under President Donald Trump, whose administration has undertaken a campaign of mass deportation and views all visa overstays as illegal.

“This administration is working diligently to ensure that aliens in our country illegally can no longer fly unless it is out of our country to self-deport,” a spokesperson for the Homeland Security Department said in a statement. The agency did not confirm the expansion of the program.

The department, which oversees ICE, has not disclosed how many people have been detained at airports as overstays under the new initiative. The arrests come during a period in which the White House has pushed ICE for more arrests across the country, and Homeland Security Secretary Markwayne Mullin has pledged to turn “up the heat on the streets.” To that end, the administration has set a target of 2,000 immigration arrests a day, roughly double the pace from earlier this year.

Interviews with more than a dozen immigration attorneys, advocacy organizations and an airline employee reveal a broad cross-section of targets: an engineer awaiting a work-visa extension, several newlyweds married to U.S. citizens, and a former au pair.

Footage of encounters between travelers and ICE officers have flooded social media. In one widely circulated video, Chantal Morales Rojas, a 27-year-old from Ecuador, was detained by plainclothes officers as she boarded a Southwest

Airlines flight from Denver to Oakland, California, on July 20. She had been spending the weekend with the family for whom she had worked as an au pair, according to the family.

When Morales Rojas scanned her boarding pass, an alarm sounded and the gate agent asked her to wait. Moments later, two plainclothes agents intercepted her in the jetway.

“They said they were going to be respectful, that they would be polite,” Alicia Dantzker, a friend of the family, who was on the same flight and filmed part of the encounter, told the Times in an interview. The video captures the men encircling Morales Rojas, and then ushering her through a side door and down steps to the tarmac as Dantzker screams for help.

Also among those detained was a Ugandan woman in a wheelchair who has sickle cell anemia and an active asylum application, according to her lawyer.

In another case, ICE attempted to arrest an Australian citizen who had overstayed his visa at the Las Vegas airport, according to the Department of Homeland Security. The scene was recorded by a bystander whose video of the encounter drew wide attention. Officers let him go “to de-escalate the situation and for officer safety,” but ICE ended up taking him into custody a day later when he tried to board a flight in Los Angeles, the department said in a statement.

“In 38 years practicing immigration law, I had never seen this,” said Charles Kuck, who is based in Atlanta and is representing an Indian engineer who was detained while awaiting a work-permit extension. “And I know it’s happening to lots of people.”

Shannon Shepherd, an immigration lawyer who is vice chair for the Chicago chapter of the American Immigration Lawyers Association, said she and other lawyers were revising

long-standing advice about domestic air travel.

“Before, I was saying, ‘As long as you have an ID, you can travel domestically,’” Shepherd said. “Now I am turning around and saying, ‘If you are in the process of changing status, avoid any travel.’”

The original collaboration between TSA and ICE began in May 2025, when the airport security agency started sharing information with the immigration agency for enforcement purposes, according to a document obtained via the Freedom of Information Act from the government transparency group American Oversight and shared with the Times.

ICE shared names of individuals with deportation orders with the airport agency, which would run them through its databases and report any hits to ICE for potential arrest. It was a remarkable shift from past practices, when the federal government avoided involving the TSA in immigration enforcement for fear of disrupting domestic travel.

Now, “the net they are casting for people they want to detain is far wider,” said Ghassan Shamieh, an immigration lawyer in San Francisco.

“It’s not people with criminal records” being targeted, Shamieh said. “You are talking about people with legitimate pending applications.”

Morales Rojas, the au pair, entered the United States lawfully in January 2023 as a J-1 exchange visitor, a legal status that allowed her to work for two years, according to her lawyer. Her visa expired Jan. 4, 2025, according to DHS. Before the exchange program ended, Morales Rojas filed an application with immigration authorities to remain in the country, said the lawyer, Laura Lichter.

“During the last 3 1/2 years, Morales Rojas lived openly in the United States with the government’s knowledge of her pending case, passed repeated background checks, and received work authorization from DHS while waiting for her application to be reviewed,” Lichter said. “The process she’s pursuing is completely lawful.”

But homeland security officials said in a statement that “in violation of our nation’s laws, she overstayed her visa.” On Tuesday afternoon, a judge granted her release on a $3,000 bond, and she is likely to leave detention by Wednesday.

Lichter has filed suit challenging the government’s decision to arrest and detain Morales Rojas without a proper arrest warrant and without an individualized determination that detention was necessary.

Sanctions bill would give Trump sweeping new tariff powers

The sanctions legislation that moved forward in the Senate this week goes beyond enacting new financial restrictions on Russia and Iran. It also gives President Donald Trump broad new powers to impose tariffs on imports from some of the world’s largest economies.

The bipartisan bill, which was designed by the late Sen. Lindsey Graham, R-S.C., was intended to demonstrate that Congress is unified in its desire to punish Russia for its invasion of Ukraine and to prevent Iran from obtaining a nuclear weapon. But tucked inside the legislation are tools that would give the Trump administration sweeping discretion to impose steep tariffs on major buyers of Russian energy products. The measure would restore some of the trade authorities that the Supreme Court stripped away when it ruled against Trump’s use of tariffs on national security grounds earlier this year. It if becomes law, the bill would allow Trump to impose 500% tariffs on Russian imports, which include mostly fertilizers, and tariffs as high as 100% on the largest importers of Russian oil and gas. Countries that help Russia evade sanctions could also face tariffs as high as 100%.

The policy could lead to additional levies on billions of dollars’ worth of products imported from China, India and European Union countries.

The bill represents the latest move by Congress to cede more of its authority over trade policy to Trump. It also comes amid bipartisan anger over the president’s provocative use of tariffs, which has led to retaliation from other countries and uncertainty for businesses.

Scott Lincicome, a trade expert at the free-markets-

oriented Cato Institute, said that some of the key language in the legislation is murky and that Trump has shown he will push the limits of his tariff powers.

“The president has demonstrated repeatedly that he is willing to exploit any ambiguity in a tariff statute that lets him impose additional import taxes,” Lincicome said. “When you’re dealing with Trump, you should be extremely reluctant to give him new tariff powers.”

Despite last-minute changes to reduce the potential impact of the tariffs on American companies, the bill leaves room for the White House to interpret who are the biggest buyers of Russian energy products, which could open the door to a more expansive use of tariffs.

The legislation also gives Trump, who has at times been reluctant to punish Russia with sanctions, the leeway not to impose them by issuing a waiver and providing Congress with an explanation of why he believes an exemption is in the national interest. The president has argued that he needs flexibility when it comes to tariffs and sanctions when negotiating with other countries.

In a social media post, the Russian Embassy in the United States assailed the sanctions legislation and said it was doing America a disservice.

“Given growing instability in the Persian Gulf and war with Iran, with a looming energy crisis and prices going up at gas stations right on the eve of midterm elections, sanctioning Russia and its trade partners in order to block Moscow’s natural resources exports would be highly counterproductive for the U.S. itself,” the embassy said.

The potential for Trump to gain more power to unilaterally impose tariffs has rattled industries that were already struggling to cope with the gyrations of his trade agenda. Over the last year, Trump has continuously added, adjusted and removed tariffs as he sought to gain negotiating leverage with American trading partners. That has left companies struggling to plan

how to source the products they buy and how to set their prices.

As they rushed to finalize the bill ahead of Graham’s funeral Tuesday, lawmakers met resistance from lobbyists who are anxious about giving Trump more tariff authority.

“The potential of new, broad, 100 percent tariffs on imports from secondary countries risks raising costs for American businesses, workers and consumers,” a group of nearly two dozen trade associations wrote in a letter to Sen. John Thune of South Dakota, the Republican majority leader, and Sen. Chuck Schumer of New York, the Democratic minority leader.

“Tariffs of this scale would increase costs for everyday consumer goods, manufacturing inputs and other products while creating significant uncertainty for companies making sourcing, pricing and inventory decisions months in advance.”

The lobbying groups include the U.S. Chamber of Commerce, the Retail Industry Leaders Association and the National Foreign Trade Council. They asked lawmakers to remove the tariff authority in the bill and warned that tariffs were “a blunt tool that can penalize law-abiding U.S. companies.”

The fate of the bill in the House is unclear, as some top Democrats have already expressed opposition to giving Trump more tariff authority. However, the bipartisan support in the Senate suggests that it could pass. Still, some Senate Democrats have also expressed reservations.

“I do not think tariffs, which are paid for by American businesses and consumers, will help Ukraine win this war,” Sen. Maggie Hassan, D-N.H., wrote on social media following the vote. “ And over the last year, it’s become more clear that President Trump will use any legal — or illegal — mechanism to make families pay his reckless tariffs.”

A White House official said that the bill was the result of months of negotiations among federal agencies, the White House and lawmakers and that it reflected bipartisan national security and foreign policy objectives.

Late changes to the Senate version of the bill were intended to restrict some of the potential impact on America’s trading partners. Only the top five importers of Russian oil or gas are eligible to be hit with U.S. tariffs. Countries that take significant steps to reduce their purchases of Russian oil and gas could have their tariff rates reduced or eliminated.

Ben Harris, a former Treasury Department official in the Biden administration who helped design its policy to cap the price of Russian oil, said that he was encouraged to see bipartisan legislation that could compel the Trump administration to punish more Russian shadow fleet tankers and tighten enforcement of existing sanctions.

But with energy prices remaining volatile because of the conflict in Iran and Trump continuing to express mixed messages about Russia, it is not clear how the president would wield new sanctions and tariff powers if he gets them.

“The Trump administration has a terrible record with respect to sanctioning Russia’s oil industry to date,” Harris said. “It’s been unclear what their objective has been from the get-go.”

President Donald Trump takes the stage to deliver remarks at the General Motors Proving Ground in Milford, Mich., July 27, 2026. The

“The Turner Diaries” is a work of white supremacist agitprop. It purports to be the diary of a neo-Nazi militant, Earl Turner, who is working to overthrow the United States government — or as the book calls it, “the System” — through a group called “the Organization.” Turner castigates “the System” for promoting integration, encouraging nonwhite immigration and placing Jewish people, Black Americans and other minorities in positions of authority over whites.

Among other atrocities, the novel describes nuclear attacks on predominantly Black cities, a Holocaust of Jewish Americans, the total ethnic cleansing of California, the subjugation of women and the “Day of the Rope” — a mass public lynching of white people deemed “race traitors” for their relationships with nonwhites. The book’s epilogue describes a future after the “Great Revolution” in which the former United States is now an all-white, utopian garrison state led by the Organization, which went on to export its revolution and exterminate nonwhites worldwide.

The white power movement in the United States, notes historian Augusta Dell’Omo in “Saving Apartheid: White Internationalism at the End of the Cold War,” “looked to white southern Africa for inspiration as it planned for the coming ‘race war.’” This apocalyptic fantasy of racial conflict in places such as Zimbabwe and South Africa shaped “The Turner Diaries.” And in turn the novel, first serialized in the pages of a white nationalist periodical in 1975 and then published as a stand-alone volume in 1978, became a touchstone for the American and global far right.

“The Order,” a white supremacist terrorist group responsible for three killings, including the murder of Denver talk-radio host Alan Berg, took its name from the book. And Timothy McVeigh, who bombed the Murrah Federal Building in Oklahoma City, killing 168 people, carried passages from the book on his person and once sold the book at gun shows.

The ideas, images and language of “The Turner Diaries” have long since entered the gestalt of far-right ideology. The book hovers there even when it isn’t mentioned. In his manifesto, for example, Dylann Roof — who murdered nine people at the Mother Emanuel Church in Charleston, South Carolina — frames himself as a martyr and calls on white Americans to fight a race war against Black people.

Today, you don’t have to look far or dig deep to see the ambient influence of “The Turner Diaries” on the far right. You need just to spend a little time in the online world of the richest man on the planet, Elon Musk (although to be clear there is no direct evidence that Musk has read the book).

The Musk of the mainstream media is an enthusiastic, if awkward, technologist, industrialist and would-be government reformer, as seen in his now-defunct Department of Government Efficiency. But Musk spends much of his time on X, his social media website, where he amplifies far-right accounts and shares his own white nationalist, anti-immigrant politics for all the world to see.

Over the past month in particular, he has adopted the imagery of a recent film, “Citizen Vigilante,” in which actor Armie Hammer spends the run time playing a Charles Bronson-esque character who targets alleged criminals, framed mostly as Arab and African migrants. Musk uses that imagery to state his views about what must be done to save Western civilization.

presumably, as a warning to those who might pollute the national bloodstream by welcoming nonwhites into their lives and into the country.

“Yes,” replied Musk to an image of a gun-toting Hammer clad in black with the caption, “First the traitors then the invaders.” He also shared a post from a different user who explained that the point of “Citizen Vigilante,” in which the Hammer character “spends the first half of the movie murdering white people not migrants,” is that you must “always hang a traitor before you hang an enemy.” Musk repeated this several times, including in a post that simply said, “Traitors before invaders.”

Last week, Musk again posted that we must “Deal with traitors before invaders” and then said a few days later that “Anyone who opposes remigration is a traitor.”

“Remigration” is the call, from far-right European political parties, to forcibly remove nonwhite citizens to their supposed countries of origin, regardless of whether they are immigrants or native-born. It is essentially a form of ethnic cleansing, and it is envisioned as a response to the supposed “Great Replacement” of white Europeans with nonwhites, an idea originating from a different work of far-right fiction, “The Camp of the Saints,” published in 1973.

As Musk sees it, opponents of remigration are traitors to “the West.” And as “traitors” their proper fate, according to the logic of his posts, is to be killed as punishment for their role in the demographic transformation of majority-white nations and,

Musk’s preoccupation with demographic “traitors” flows directly from his obsession with population collapse, which he frames in terms of shrinking European and white American birth rates. “White people are a rapidly diminishing minority of the global population,” Musk wrote in September 2025. “Low birth rate,” he later said, “is the number one threat to the West followed closely by migration. There will be no West if this continues.”

One might even see his destruction of the U.S. Agency for International Development — responsible, so far, for an estimated 700,000 deaths worldwide — as consistent with his concern with falling white birth rates relative to those in places such as subSaharan Africa, where USAID was active. After all, one way to secure a future for Western children, in this zero-sum view of the world, would be to starve African ones.

Five science fiction movies to stream now

This month’s recommendations include a dreamscape space opera, a dark time-travel diner comedy and an existential alien thriller.

‘Per Aspera Ad Astra’

The premise of a decades-long hibernation to endure an interstellar trip is pretty familiar at this point, but Han Yan’s demented epic adds a great wrinkle: To prevent the sleeping travelers’ brains from atrophying, they are kept active with incredibly vivid dreams.

When something goes wrong during a ship’s journey, the first to be alerted is the dream administrator Xu Tianbiao (Dylan Wang) — he’s the equivalent of an IT specialist watching over a large-scale computer network and able to log into everybody’s interface. Xu and the captain, Li Simeng (Victoria Song), are battling Ge Yang (Duo Wang), who has decided to be the godlike overseer of a never-ending dream. “Real or not, does that matter?” he asks.

“Per Aspera Ad Astra” — which also involves classic space-opera tropes such as desperately trying to make it through a meteorite shower — eventually drags in rogue artificial intelligence. But its best scenes are the ones taking place in the passengers’ hallucinatory dreamscapes, with Han doling out an astounding amount of eye-popping visuals and directorial flourishes. The movie contains multitudes. You can have a fancy analysis theorizing simulations as technology’s answer to dreams. Or you can just sit down, relax and wonder why we can’t have badass-looking guns that shoot strawberries and doughnuts in slow motion. (Stream it on Netflix.)

‘My Weird School’

Those familiar with Dan Gutman’s popular “My Weird School” book series know that the teachers are just as important as the kids. So it goes in Jonathan Judge’s film, in which three best friends, A.J. (Hero Hunter), Lex (Harper Zilmer) and Ryan (Aaron Harris), are only as entertaining as the staff of Mid Dell Middle School. Fortunately for viewers — maybe less for the students, who are under attack — said staff is possessed by aliens.

Our goofball trio acquires unlikely allies in their fight, including the gym teacher, Mr. Small (Adam Rose), and a repeat 8th grader, Todd (the TikTok magician Sean Sotaridona),

who is basically a descendant of Jeff Spicoli, from “Fast Times at Ridgemont High.” Judge maintains a good pace throughout, sustained by a soundtrack of wall-to-wall pop-punk songs, and several gags have a surreal quality, as when we discover the aliens’ space ship. With kids now out of school, this is a good way for a family to share a couple of hours. (Rent or buy it on most major platforms.)

‘The Infinite Husk’

In Aaron Silverstein’s film, a race of extraterrestrial beings appears to be mere consciousness. So when they get to Earth, they need to find host bodies. When a body dies, they just get another — reincarnation, alien-style. At first it’s tough going for Vel (Peace Ikediuba), whose husk suffers from asthma. Still, getting used to her body’s physical limitations is not as hard as discovering how her appearance affects how others act around her. As a woman, she is the target of unwanted attention at a bar; as a Black person, she is eyed with suspicion by a manager when browsing at a convenience store.

Vel runs into a fellow alien, the chain-smoking Mauro (Circus-Szalewski), who teaches her some basics of the human condition. More important, he introduces her to his grand project of creating pictograms for their native language. We gradually discover that Vel and Mauro’s encounter may not have been fortuitous, but Vel’s ultimate agenda is less interesting than the issues of identity and consciousness that the film raises. How do we know that we are real? What does it even mean to exist? These may well be the most common questions in contemporary science fiction. (Rent or buy it on Fandango at Home or Amazon Prime Video.)

‘Good Luck, Have Fun, Don’t Die’

When a mysterious, unnamed man (Sam Rockwell) barges into a diner and announces it’s his 117th visit, he does not mean that he eats there a lot, but that he is from the future and keeps coming back to try to stop the looming artificialintelligence Armageddon. If this were a time-loop story, Gore Verbinski’s movie would also show us several of the man’s other visits. Instead it sticks to the 117th, inserting mini-narratives about some of the people the visitor enrolls in his mission to create the exact right team to change the future. Like, for example, Susan (Juno Temple), whose son was killed in a school shooting and replaced with a clone, or Ingrid (Haley Lu Richardson), who is allergic to technology.

There are some inventive — and dark-minded — developments here, and “Good Luck, Have Fun, Don’t Die” builds to a crescendo that brings to mind Terry Gilliam’s mix of fantasy and social commentary. Of course, the movie displays even more awareness of the all-conquering powers of a technology that cuts us off from both reality and our basic humanity. And while the movie is overlong, a lot can be forgiven when surprises — and rats — keep coming. (Stream it on Hulu.)

‘Rich Flu’

Spanish director Galder Gaztelu-Urrutia is a bit like a hybrid of Luc Besson and Ruben Ostlund: a director with a penchant for the fantastical who uses “what if?” scenarios to paint bleak portraits of a vacant, corrupt, dog-eat-dog society. “Rich Flu” is not as harsh as Gaztelu-Urrutia’s breakthrough, “The Platform,” but it does ask provocative questions. Her name a likely allusion to “Twin Peaks,” Laura Palmer (Mary Elizabeth Winstead) is a high-ranking executive who hobnobs with the rich and powerful. One of them is Sebastian Snail Sr. (Timothy Spall), a tycoon who puts her in charge of his new philanthropy division. This gives Laura an even better seat when a new virus targets the wealthy and the social elites. An early symptom is the sudden appearance of blindingly white teeth (possibly a very European joke about the American taste for whiteners and veneers), and next thing you know, people start lying about their net worth. “Rich Flu” never quite explores this amazing premise to its fullest, and often descends into incoherence, but it also has a blithe, devil-may-care cynicism that kept me watching. GazteluUrrutia could have made an action movie à la “Contagion” but this is more an allegorical dark comedy, with Laura at one point a refugee on a boat, trying to cross the Mediterranean. As it turns out, money does not solve everything. (Rent or buy it on most major platforms.)

Wall Street ends sharply higher, lifted by soaring Microsoft

Wall Street ended sharply higher on Thursday, with chip stocks jumping and Microsoft logging its biggest daily percentage gain in 18 years after the technology giant gave a stellar forecast that eased fears about massive spending on AI infrastructure.

Microsoft jumped over 15%, boosting its stock market value by $450 billion, the greatest-ever single-day increase for a company on Wall Street.

The tech heavyweight forecast quarterly sales and cloud growth above expectations. It also reported capital expenditures below estimates and said it expects to keep generating cash through its fiscal 2027 that has just begun.

This year, investors have been spooked by heavy spending on AI at big technology firms. Negative cash-flow reports from Alphabet and Tesla last week sparked a bout of selling in AI-linked stocks, with chip stocks also under pressure as investors questioned high valuations.

Meta Platforms tumbled after the social media heavyweight reported a 91% drop in second-quarter free cash flow, indicating the financial strain of its costly AI buildout.

“These are true battleground stocks. Investors can’t make up their minds whether the ROI on the massive capex spending is going to be worthwhile or not,” said Jed Ellerbroek, portfolio manager at Argent Capital Management.

“Microsoft delivered yesterday, and maybe Microsoft is going to be able to move itself from the ‘battleground’ camp to be a ‘trusted AI winner’ stock,” Ellerbroek said.

The PHLX chip index surged 8.2%, with Micron Technology jumping 18%, Sandisk soaring 26% and Advanced Micro Devices up 13%.

Amazon rose 3.9% and Apple dipped 1.4%, with both companies set to report their results after the market closes.

Amazon’s stock has underperformed the broader market this year due to concerns about heavy spending on AI. Apple, which has not spent heavily on AI, recently overtook Nvidia to become the world’s most valuable company, with a market value of about $4.9 trillion.

The S&P 500 climbed 1.66% to end the session at 7,437.63 points.

The Nasdaq gained 2.78% to 25,122.18 points, while the Dow Jones Industrial Average rose 1.19% to 52,208.06 points.

Seven of the 11 S&P 500 sector indexes rose, led by technology, up 5.2%, followed by a 1.6% gain in consumer discretionary.

On Wednesday, U.S. stocks closed sharply lower after the Federal Reserve left interest rates unchanged, with mixed messages from new Fed Chair Kevin Warsh leaving traders

confused about the path of borrowing costs.

Bond markets remained on edge, with the yield on the 30-year Treasury bond surging to its highest level in 19 years.

Traders are now only pricing in a 59% chance for a rate hike at the Fed’s September meeting, according to CME FedWatch, down from 82% a week ago.

slowed in the second quarter as the trade deficit widened. The economy grew at a 1.5% rate, slower than estimates of 2.1% growth, data showed. A separate reading also showed U.S. inflation slowed in June.

Qualcomm fell 2.6% after the chipmaker forecast fourthquarter profit below estimates and said revenue from Apple products would decline faster than expected.

Fair Isaac slumped 17%. Even though the credit-scoring giant lifted its annual profit and revenue forecasts, they remained below analysts’ estimates.

Starbucks rose 1.6% after the world’s largest coffee chain raised its annual sales and profit forecasts.

Russia hits Ukraine with missiles and drones, killing at least 8

Russia pounded Ukrainian cities overnight with a barrage of missiles and drones that killed at least eight people and wounded dozens of others, Ukrainian officials said Thursday. The attack was the latest in a summer campaign of large-scale aerial assaults as Moscow apparently seeks to capitalize on Ukraine’s dwindling air defenses.

The overnight attack pushed Russia’s use of ballistic missiles to a new monthly record. Russia has fired 126 ballistic missiles at Ukraine so far in July, surpassing the previous record of 118 set in February, according to a New York Times data set based on figures from the Ukrainian air force.

President Volodymyr Zelenskyy of Ukraine said Russian weapons had hit places across the country, from the western city of Lviv, where emergency crews searched for survivors amid the rubble of a destroyed building, to the eastern Dnipropetrovsk region, where five members of a family were killed, including three children.

“Two other children were pulled alive from the rubble,” Zelenskyy said in a social media post about the strike in Dnipropetrovsk. “It was an ordinary home, completely

destroyed by a ballistic missile.”

During the attack, a Russian cruise missile also entered the airspace of Poland, a NATO member, according to the Ukrainian foreign minister, Andrii Sybiha. It was unclear whether the missile had struck Polish territory, but authorities there said that an “unidentified object” had crossed into Poland’s airspace overnight and that police officers had later found a crater about 10 yards across, along

with debris, in a field in the country’s southeast.

Russian missiles have briefly entered Polish airspace during previous attacks on western Ukraine but have not hit Poland itself. Any confirmed strike on a NATO member would sharply escalate tensions between the military alliance and Russia.

The latest attack underscored Ukraine’s growing vulnerability to Russia’s expanding missile campaign. Zelenskyy has warned for weeks that Ukraine is running out of air defense capabilities, especially Patriot interceptors, the most reliable weapon that Western allies have given Ukraine to shoot down Russian ballistic missiles.

Ukraine has pressed its Western allies for more Patriots, with Zelenskyy raising the issue again during a visit to the White House on Tuesday. But global inventories of the interceptors are under severe strain from multiple conflicts around the world.

“All of our partners know how they can help and what they can help with,” Zelenskyy wrote on social media Thursday, after the overnight attack. “Delays in assistance, delays in the delivery of antiballistic missiles leads directly to the kind of destruction and casualties that, unfortunately, we are witness-

Saudis form military alliance to protect Red Sea shipping

Saudi Arabia said Thursday it was forming a military coalition to protect shipping, as attacks in the Red Sea and the renewed hostilities between the United States and Iran further rattle the global economy.

Fourteen countries affirmed their support for the new maritime coalition, the Saudi Defense Ministry said in a statement. It remains unclear how the coalition will operate, and which ships or aircraft participating countries would contribute.

The new initiative comes as the Houthis, an Iranian-backed Yemeni militia, have targeted Saudi vessels in the Red Sea, which has became a vital route for oil exports during the war.

The attacks on shipping also expanded this week to another front: Egypt.

For the first time since the war began in February, the authorities in Egypt said Thursday that an unidentified drone had caused an explosion at the Mediterranean port of Damietta the previous day. Earlier, Saudi Arabia also acknowledged direct involvement in the war for

the first time, after conducting joint strikes with U.S. forces on Iranian-backed militias in Iraq on Wednesday.

As the scope of the fighting widened, U.S. Central Command said Thursday morning that it had completed another wave of strikes on sites in Iran, including military command centers and missile and drone facilities. The Jordanian military later said it had shot down five missiles launched from Iran, though Iranian officials did not publicly take responsibility for the attack.

Central Command said its latest strikes were a response to Iran launching ballistic missiles at U.S. forces in the Middle East on Wednesday.

The fighting this week ended a pause in direct attacks between the United States and Iran and has affected an expanding list of U.S. allies, among them Jordan, Saudi Arabia, Iraq and, now, Egypt.

The attack in Egypt ignited a fire on two ships, including a U.S.-owned gas storage tanker, and threatened to draw Cairo into the conflict. On Thursday, the authorities there said they would take “necessary measures to protect Egypt’s interests and national security.”

At a news conference at the Oval Office on

Wednesday, President Donald Trump implied that Iran was responsible for the attack in Egypt, without offering details.

While the fighting between the United States and Iran expanded beyond efforts to control the Strait of Hormuz, ships trying to pass through the narrow waterway still faced significant risks.

Months of threats and attacks on shipping have throttled oil exports from Persian Gulf states. Saudi Arabia’s economy had shrunk in the last quarter 4.8%, the worst quarterly contraction since the COVID-19 pandemic, the

ing today.”

Short of Western-supplied air defenses, Ukraine has assembled a patchwork of air defenses to try to counter Russia’s attacks. Those include mobile teams firing aging machine guns at low-flying drones, small drones intercepting larger Russian drones and fighter jets launching missiles at Russian cruise missiles.

Russia’s ballistic missiles, however, present a far greater challenge that can only be dealt with by advanced systems such as the Patriot. This month, President Donald Trump gave Ukraine permission to produce the Patriot interceptors under license. But experts say it will take time for Ukraine to start production. Ukraine is also developing its own air defense system, but it remains unclear whether it will be effective against Russia’s ballistic missiles.

Ukraine has waged its own long-range strike campaign against targets in Russia. At first, it focused on military facilities and oil refineries, but it has gradually expanded its target list to include commercial infrastructure such as warehouses belonging to Wildberries, a Russian analogue to Amazon. On Wednesday morning, a Wildberries warehouse south of Moscow was struck.

kingdom said Thursday. In the United States, growth slowed down to 1.5% in the second quarter as the war upended prices and supply chains.

Here’s what else we’re covering: — Iraqi militias: Iran-aligned militias in Iraq were under growing pressure to disarm, but the U.S.-Saudi strikes may embolden them to get more deeply involved in the war.

— Suez Canal: The attack on the Egyptian port Wednesday did not appear to disrupt traffic to the Suez Canal. But analysts said it demonstrated the important waterway’s vulnerability and showed how the widening conflict in the Middle East could further disrupt global trade.

Japanese militant in Tel Aviv airport attack dies in Lebanon at 78

Kozo Okamoto, a Japanese militant involved in an attack that killed more than two dozen people at an airport in Israel in 1972, died near the Lebanese capital, Beirut, on July 23 at 78.

The death was announced by the Popular Front for the Liberation of Palestine, a Marxist militant group behind the attack at the airport near Tel Aviv perpetrated by Okamoto and two fellow members of an aligned anti-imperialist organization, the Japanese Red Army. Okamoto had trained with the PFLP in Lebanon in his youth and was under its protection during his recent decades of exile in the country.

Okamoto died of a long illness, according to the group, which hailed him as a hero who had long sacrificed for the Palestinian cause.

Okamoto, an agriculture student in Japan before his militant turn, was the sole survivor of the suicide mission. The trio trained in Lebanon and flew to Canada, New York and Rome, where they picked up weapons. They then traveled to Paris and boarded a flight to Israel with bags full of guns and grenades, according to Israeli authorities who questioned him in 1972.

Upon their arrival to the Lod Airport near Tel Aviv, the attackers shot indiscriminately around the airport and blew up their grenades. About 17 Puerto Ricans, eight Israelis and a Canadian died, and about 80 people were injured.

The attackers were supposed to kill themselves, but Okamoto, to his regret, he later said, survived after he was tackled in the airport with a grenade in hand. He was brought to trial in Israel and was defiant, expressing no remorse and asking to be put to death. His father, who was deeply apologetic about his son’s actions, wrote to Israeli officials requesting his son’s execution. Israel was reluctant to make a martyr of Okamoto, however, and he was sentenced to life in prison. Lod Airport was renamed Ben-Gurion International Airport soon after the attack.

In 1985, having spent much of his time in solitary confinement, Okamoto was released from prison as part of a swap with the PFLP for Israeli soldiers. Japanese officials objected

to his release and sought his return to face justice there, but he was sent with other Palestinian prisoners to Libya, where he received a hero’s welcome.

Okamoto was arrested in Lebanon in 1997 on charges related to his documents, but his incarceration generated an outcry. The best-known of five Japanese Red Army members aligned with the PFLP imprisoned in the country, Okamoto was a popular figure, and Lebanese officials felt pressured to resist Japan’s efforts to have him extradited to face justice at home.

During his imprisonment in Lebanon, Okamoto converted to Islam and took the name Ahmad. Left-wing organizations in Beirut took up his cause, protesting his incarceration and potential extradition. Beirut University students maintained a vigil outside the Interior Ministry in the capital, demanding political asylum for Okamoto. About 20,000 people signed a petition in support of the demand, which was granted in 2000.

Hussain Abdul-Hussain, a research fellow at the Founda-

tion for Defense of Democracies, a Washington think tank, who was a leftist student in Beirut at the time of the protests, said he got to know Okamoto in the years after his release.

Abdul-Hussain said Okamoto became a frequent patron of the Beirut bar, Abou Elie, a hole-in-the-wall communist establishment where Anthony Bourdain filmed a segment in 2015. “Kozo was a daily presence,” he recalled, and they “talked extensively” over several years.

To Abdul-Hussain and the other young left-wing activists who frequented the bar, Okamoto was a hero who had “put their money where their mouth was” and took action for what he believed. But Abdul-Hussain said he had been surprised to find that, although Okamoto never changed his beliefs, he did not glorify his violence and was disinclined to talk about what he had done.

He smiled often, spoke fluent Arabic and was always surrounded by friends, Abdul-Hussain said. But as was typical for the left-wing groups of Okamoto’s era, he did not appear to establish a traditional relationship or family ties.

In a rare 2017 interview from Beirut, Okamoto told a Japanese newspaper, The Mainichi, that he felt “sorrow for the victims” of the attack but rejected the characterization that it was terrorism, saying the operation was “an armed struggle started jointly with the PFLP.”

Okamoto was seldom in the public eye in the years before he died. In 2022, he appeared at a PFLP ceremony in a Beirut cemetery held to commemorate the 50th anniversary of the airport attack, but he did not speak.

Shortly before his death, Okamoto was thrust into the spotlight again after Rima Hassan, a far-left French-Palestinian member of the European Parliament, was charged in France this spring with glorifying terrorism after quoting him on social media as saying, “I dedicated my youth to the Palestinian cause. As long as there is oppression, resistance will not only be a right, but a duty.”

Fusako Shigenobu, the founder of the Japanese Red Army, noted Okamoto’s passing on social media on Thursday, thanking “the successive Lebanese governments that granted him asylum” and calling him “a fighter who pioneered early Japanese volunteer efforts in solidarity with Palestine.”

Paulson Puerto Rico generated more than 13,000 jobs and $1.3 billion in operational economic impact dur ing 2024 and 2025, according to a new economic study developed as part of the company’s Summer Internship Program.

The findings anchor the fourth edition of the initia tive, which Paulson uses to expose university students to real‑world strategic projects while highlighting the broader effect of its investments across the island.

This summer, seven students from universities in Puerto Rico and the United States participated in the immersive pro gram, working alongside executives to analyze the economic footprint of Paulson Puerto Rico’s diversified portfolio. The cohort -- with concentrations in hospitality, finance, engi neering and marketing examined the company’s opera tions across hospitality, real estate, commercial offices and automotive assets.

The project was led by Chief Financial Officer Nel son Colón, with support from the corporate leadership team and the consulting firm Estudios Técnicos, which guided the students through the methodology, analytical modeling and validation process. Colón said the program is designed to

give participants substantive, high‑impact assignments rather than a traditional internship experience.

“Our goal is to offer much more than a summer experi ence,” Colón said. “This year they developed an analysis that demonstrates, with data, the impact a company like Paulson Puerto Rico generates in the island’s economy. That combi nation of practical learning and strategic thinking is the es sence of our internship program.”

The study consolidated, for the first time, the economic impact of Paulson Puerto Rico’s principal assets, including The Condado Collection (Condado Vanderbilt Hotel, La Concha Resort and Condado Ocean Club), Four Seasons Re sort Puerto Rico, Four Seasons Private Residences, Vanderbilt Residences, American International Plaza, 270 Plaza and the automotive operations of Gómez Hermanos.

Co-Chief Executive Officers Rolando Padua and Rafael

Cedeño Paulson said the results underscore the effect of a diversified investment strategy and reinforce the importance of continuing to invest in both Puerto Rico’s economic devel opment and the training of future leaders.

“This study confirms that our investments go beyond project development; they generate economic activity, sup port thousands of jobs and contribute to Puerto Rico’s sus tainable growth,” they said. “Our Internship Program reflects that same philosophy, exposing students to analyses that help them understand the multiplier effect of our operations while strengthening their skills and inspiring them to become pro fessionals committed to generating positive impact.”

With four editions completed supported by execu tives including Chief Legal Counsel María Ligia Giraldéz, Chief Communications Officer Marian Juliette Medina, Cor porate Director of Security & Operations Luis Brigantti, Legal Operations Manager María Victoria Muñoz, Senior Financial Analyst Jean Philippe Beauchamp and Senior Accounting & Internal Controls Manager María Ayala the program has become a bridge between academia and the private sector. It offers students the opportunity to collaborate directly with senior leaders on high‑impact projects that enhance their professional development and contribute to Puerto Rico’s broader economic growth.

Government borrowing cost hits two-decade high after Fed rate decision

Long term government borrowing costs shot higher earlier this week, in a sign that investors doubt whether Kevin Warsh, the new chair of the Federal Reserve, will keep inflation contained.

The 30 year Treasury yield, an indicator of what it would cost the federal government to borrow money for three de cades, rose 0.11 percentage points to 5.22% on Wednesday, its largest one day increase in more than a year, and its highest level since 2007.

The move higher has ramifications for companies, con sumers and the government, with Treasury yields underpinning borrowing costs across the globe. The 10 year Treasury yield, arguably the most important interest rate in the world, also rose, up 0.07 percentage points to 4.67%, close to its highest level of the year.

The rise in longer term yields came after the Fed an nounced Wednesday it would keep short term interest rates un changed, despite some investors having bet on a rate increase — the typical tool the Fed uses for slowing inflation.

“The market is concerned that the Fed not hiking is going to result in persistently higher inflation,” said Subadra Rajappa, an interest rate strategist at Société Générale.

Investors have become concerned about resurgent in flation, with the Iran war pushing up oil prices, and rampant spending on artificial intelligence infrastructure driving up

prices in the broader economy.

For months, those inflation worries had remained fairly short term, pushing up yields on short dated Treasurys. The moves in the 30 year yield Wednesday suggested in vestors are now becoming concerned about inflation remaining higher for longer, even decades, to come.

The 30 year “breakeven rate,” a measure of the market’s inflation expectations over 30 years, rose Wednesday by the most in one day since Nov. 6, 2024, the day after Donald Trump was reelected president.

Warsh, in response to questions from reporters Wednesday, reiterated his commitment to slowing in flation. But Rajappa noted that Warsh avoided giving details about how the central bank would act on that commitment, worrying some investors, especially after the central bank had just voted against raising interest rates at this week’s meeting.

Longer dated Treasury yields have been rising for some time, but not because of inflation, analysts said.

Rising government spending across the globe has helped push up government borrowing costs in recent months, as investors demand more in return for the risk that comes with more indebted countries. Ris ing growth expectations tied to the AI revolution have also helped push up yields.

Wednesday’s sharp move higher, driven in part

by rising inflation expectations, “speaks to the sensitivity of long-end yields to Fed credibility,” said Jonathan Hill, an infla tion analyst at Barclays.
