PDP Sen. Álvarez chosen as panelist for National Council of Environmental Legislators

At-large Popular Democratic Party Sen. Ada Álvarez Conde is participating as a panelist and speaker at the 2026 National Caucus of the National Council of Environmental Legislators in Chicago, one of the main gatherings of legislators dedicated to environmental public policy in the United States.

On Saturday, the legislator will give a presentation during the Lightning Round session on the protection of the Maritime Terrestrial Zone of Puerto Rico with a new definition contained. The initiative was selected from legislative proposals with the potential to serve as a reference for other states and territories.

Senate Bill (SB) 628, authored by the senator, was presented in May 2025 at the request of leading experts in geoscience and conservation, including geologist Pedro A. Gelabert; Ruperto Chaparro, director of the Sea Grant program at the University of Puerto Rico-Mayagüez) and oceanographer Ernesto Díaz.

The legislative proposal modifies existing laws to include elements such as extreme tides, dunes, mangroves, estuaries and other ecosystems, in order to curb privatization, improve environmental control, guarantee better construction and face the effects of climate change.

Although the bill was ignored by the legislative majority in the Puerto Rico Senate in the public discussion on the definition of the Maritime-Terrestrial Zone, its selection to be presented to legislators from different jurisdictions demonstrates the value and potential of the proposal.

“The issue has not died and cannot be ignored,” said. “I will

continue to fight so that you listen to this definition, the issue of demarcation, how we will talk about construction. This is not a whim; we live every day with consequences of the weather that we do not control but we do not prevent. That must change and we must listen to those who know.”

Álvarez also became a co-author along with Sen. Eliezer Molina Pérez of SB 697 on the creation of a national demarcation that was approved in the Senate and rests in the House of Representatives. In Chicago she will present not only the content but also how SB 628 was prepared with the scientists with whom she held more than 220 exchanges for the drafting of the bill. Álvarez will also discuss SB 697 at the panel session.

Funds allocated to prevent service interruptions for gender-based violence victims

Women’s Advocate Astrid Piñeiro Vázquez announced on Thursday that a state allocation of $679,671.80 will ensure the continuation -- from January to June 2027 -- of services provided to victims and survivors of genderbased violence by organizations funded through the federal STOP Violence Against Women Act (STOP VAWA), program.

“Our organizations shouldn’t have to live in a state of constant anxiety, year after year, wondering if they will have the funds to keep their doors open on January 1st,” Piñeiro Vázquez stated in a written release. “By identifying and securing $679,671.80 in state funds, we are directly and immediately protecting those on the front lines who are saving lives.”

While the entities have federal funding to operate from July to December 2026, the limited availability of funds from the STOP VAWA program left the January-June 2027 period without financial guarantees.

The allocation, included in the current budget, will cover that period and sustain services such as advocacy, shelter, psychological support and legal representation, as well as the organizations’ personnel and operating expenses.

“Our administration’s institutional approach under this campaign is very clear: we want non-profit entities to focus 100 percent of their efforts, talent, and empathy on caring for victims and survivors of gender-based violence,” the women’s advocate said. “We do not want them wasting energy or valuable time worrying about whether they will have resources for the coming semester.”

Piñeiro Vázquez added that making the announcement in July allows organizations to plan their operations for the entire fiscal year in advance, rather than waiting until federal grants expire to find out if they can continue providing services.

“When a woman raises her voice to seek help, the State and its partner organizations must be ready to respond -- today, tomorrow, and next year -- without interruption,” she said.

Jury convicts Elvia Cabrera in the killing of 16 -year- old Gabriela Nicole Pratts

After 23 hours of deliberation, a jury of seven women and five men unan imously found Elvia Cabrera Rivera guilty on Thursday of first‑degree murder and weapons violations in connection with the death of 16‑year‑old Gabriela “Lela” Nicole Pratts Rosario.

The verdict, delivered in the Aibonito courthouse, concluded a 23‑day trial focused on whether prosecutors proved beyond a rea sonable doubt that Cabrera Rivera acted as a co‑perpetrator by handing the murder weapon to her daughter, Anthonieska Avilés Cabrera, and participating in the events that led to the teenager’s death. The defense argued that the case was built on inconsistent testimony, inves tigative flaws, and a lack of scientific evidence linking the accused to the crime.

The killing occurred on the night of Aug. 10, 2025, during Aibonito’s Municipal Sum mer Closing Festival. Evidence presented at trial showed that a fight among several youths near the Roberto Colón bypass escalated into a stabbing. Gabriela Nicole stepped in to defend her sister, Lismary Torres Rosario, and was stabbed 11 times including once in the heart according to the autopsy conducted by the Institute of Forensic Sciences. Another young man, Chrisangel González Rodríguez, was also injured but survived and later testified.

From the outset, prosecutors maintained that Cabrera Rivera and her daughter acted “in common and mutual accord.” According to their theory, Cabrera Rivera retrieved a sharp object from her purse, handed it to her daugh ter, and thereby facilitated the fatal attack.

During closing arguments, prosecutor Silda Rubio Barreto told jurors that Cabrera Rivera had a duty to stop the violence but instead fueled it.

“This woman, Elvia Cabrera, fed the vio lence,” Rubio Barreto said. “She looked for an object and gave it to her daughter that is a fact. A mother who had the duty to stop that violence encouraged it. She was not a spectator; her participation was active.”

Prosecutors also argued that multiple wit nesses saw Cabrera Rivera remove an object from her purse before the attack, that others saw her pick up an object afterward, and that the investigation revealed attempts to influence witnesses and eliminate evidence including the murder weapon, which was never recov ered. In rebuttal, prosecutor Myriam Nieves Vera insisted the weapon was missing because it had been removed from the scene and that the accused hid other evidence as well.

tradictory accounts. Attorney Alberto Rivera Ramos emphasized that the murder weapon was never found, that no forensic evidence tied Cabrera Rivera to the killing, and that investigators mishandled evidence collection and analysis.

“The trial is not about whether a tragedy occurred, whether a death occurred,” Rivera Ramos told jurors. “The question here is different: Did the prosecution prove beyond a reasonable doubt that she is guilty of the crimes charged?”

He pointed to inconsistencies among witness statements, questioned the search conducted at the defendant’s home, and noted that some evidence was never analyzed by forensic authorities. He also referenced testi mony alleging investigative pressure.

“There is one truth we all agree on: a young woman lost her life, a family was destroyed,” the defense attorney said, urging a not‑guilty verdict. “Nothing that happens in this court room will change that reality. But precisely because that loss is so great, justice demands that your decision be equally great a decision based on the evidence, not on pain.”

Over the course of the trial, the parties presented 61 witnesses 21 testified in court and the rest were stipulated and the judge admitted roughly 200 pieces of evidence, including photographs, documents, expert analyses, medical records, investigative re ports, and other physical items.

“Today, justice was served for Gabriela Nicole Pratts Rosario and her family,” Justice Secretary Lourdes Gómez Torres said in the statement. “The guilty verdict issued by the jury confirms Elvia Cabrera Rivera’s criminal responsibility for her essential role in the murder. Without the surrender of the murder weapon, Gabriela would be alive today.”

“To Gabriela Nicole’s mother, her family, and all who loved her, we reiterate our deep est condolences,” the statement continued.

“We are aware that no judicial decision can alleviate the immense pain caused by the loss of Gabriela Nicole or fill the void left by her absence. We hope, however, that this verdict provides them with the certainty that their voices were heard and that justice prevailed. This outcome also reflects the commitment, preparation, and dedication of the prosecutors, attorneys general, agents, victim and witness assistance specialists, who worked tirelessly to present this case to the jury. To all the officials and witnesses, I express my deepest gratitude for remaining steadfast in the truth during such a complex and high profile process.”

Before deliberations began, Judge Luis S. Barreto Altieri reminded jurors that they could only consider evidence admitted at trial and that any verdict must be unanimous.

“For a verdict to be valid, it must be unani mous,” he instructed. “All must agree to declare the defendant guilty or not guilty.”

Jurors were sequestered throughout delib erations, without access to cell phones, social media or news an extraordinary measure used only rarely in Puerto Rico to safeguard impartiality.

Sentencing was scheduled for Sept. 10 at 10 a.m. Cabrera Rivera faces up to 99 years in jail.

Defense attorney Mayra López Mulero announced at the conclusion of the trial that she will appeal the verdict against Cabrera Rivera and reiterated her conviction that the defendant is innocent, adding that “we clearly have the appropriate remedies to ensure that the ruling and the outcome are ultimately adjusted to the evidence.”

When asked if she would appeal the deci sion, the attorney responded that the defense would act in due course and maintained that it would exhaust all available resources.

“We’re taking it one step at a time,” she said. “We’re going to take this to the Supreme Court, if necessary.”

López Mulero also indicated that Cabrera Rivera had been prepared for any of the pos sible outcomes of the legal process.

UPR opens bid process for study to determine viability of 11-campus structure

The University of Puerto Rico (UPR) has approved the start of a search for an outside firm to evaluate whether its 11‑campus system can remain viable amid declining enrollment, demographic contraction and persistent fiscal strain.

Through a request for proposals (RFP) issued under Certification 115 (2025‑2026), the UPR Governing Board is seeking an independent consultant to conduct a comprehensive sustainability and structural‑alternatives study that could reshape the future of Puerto Rico’s public university system.

The RFP, designated JG 2027‑01, calls for firms with expertise in organizational transformation, financial analysis, governance and higher‑education restructuring. The selected contractor will assess the long‑term viability of each campus, identify inefficiencies and evaluate potential reorganization models including campus specialization or grouping campuses into multi‑campus university centers. The study is part of Institutional Transformation Action No. 22, which directs the governing board to examine whether the current structure still serves the institution’s mission and Puerto Rico’s needs.

possible structural alternatives for the future,” is the mandate outlined in Action No. 22.

The move comes after years of public debate over whether UPR should consolidate campuses to stabilize its finances. Several government officials have publicly argued that the system’s size is no longer sustainable.

Former Financial Oversight and Management Board officials have repeatedly said UPR must “right‑size” its operations,

with past fiscal plans noting that maintaining 11 campuses “is not financially viable under current demographic trends.” Then oversight board executive director Natalie Jaresko stated in 2021 that Puerto Rico’s shrinking population and enrollment declines required UPR to “evaluate consolidation options to ensure long‑term sustainability.”

The governing board has not endorsed any specific restructuring model. The RFP emphasizes independence and objectivity, stating that the study “shall be conducted independently and without predetermined outcomes.” The contractor will be required to produce evidence‑based findings, scenario projections and comparative analyses of all viable alternatives. Any implementation decisions will remain solely with the governing board.

The engagement will unfold over 180 days following contract signing, with a detailed work plan due within 15 days. The study will be overseen by the governing board’s Special Committee on Academic and Administrative Restructuring and University Reform and will include structured interviews, surveys and focus groups across the university community.

As Puerto Rico continues to confront demographic decline and fiscal pressures, the results of the study are expected to play a central role in determining how the island’s flagship public university system adapts and whether its 11‑campus footprint can be sustained in the years ahead.

Study finds deepening public distrust, eroding sense of self-governance

People in Puerto Rico are losing faith not only in their elected leaders but in the very idea that the island’s government can meaningfully chart its own course, according to a new study that documents a deepening crisis of trust and sovereignty.

The study, conducted by the University of Michigan’s Institute for Social Research and the University of Puerto Rico Río Piedras, finds widespread distrust in elected officials and a prevailing sense that Puerto Rico operates with limited autonomy under U.S. federal authority, according to a statement Thursday.

The Laboratorio Puertorriqueño de Opinión Pública (LabPOP), housed within Michigan’s Center for Political Studies, surveyed 1,266 residents between April and November 2025. Half of respondents said most or all elected officials are corrupt. Nearly two‑thirds believe the government does not address their needs, and more than seven in 10 feel their voices are not reflected in public decision‑making. Researchers are now conducting a second wave of interviews with the same panelists to track how attitudes evolve over time.

This discontent is mirrored in low approval ratings for Gov. Jenniffer González Colón. Only 13% of residents say they support her performance, while 63% report disapproval, according to the study.

For Mara Cecilia Ostfeld, LabPOP’s principal investigator,

the findings highlight a broader crisis of sovereignty. She notes that 72% of residents believe the Puerto Rican government has little or no power to make independent decisions without federal intervention, and 68% say the federally appointed Financial Oversight and Management Board wields more influence over local laws than the island’s elected officials.

“This lack of economic and political sovereignty fundamentally shapes how residents view democratic possibility,” Ostfeld said.

The study also suggests that Puerto Rico’s traditional political alignments are shifting. While 35% of respondents support the current territorial status, 32% favor statehood and 18% back independence, large portions of each group no longer identify with the parties historically associated with those positions. Forty‑two percent of residents say they do not identify with any political party at all, a figure nearly double the support for the most popular party. Among those who do claim a partisan identity, fewer than one in five describe their attachment as strong.

Ostfeld said the weakening link between status preference and party identity reflects a broader distancing from traditional political labels, even as the status question remains central to how many residents approach elections.

“Even the parties most closely tied to a status position don’t come close to monopolizing that position’s supporters,” she said.

Researchers found similar fluidity in how Puerto Ricans

describe their racial identity. When asked using U.S. Census categories, 43% identified as white; when asked using common Puerto Rican terms, that number dropped to 29%.

The project is led by co‑principal investigators Luis Raúl Cámara Fuertes and Mayra Vélez Serrano of UPR Río Piedras, along with Viviana Rivera Burgos of Baruch College and Ignangeli Salinas‑Muñiz of the University of Michigan. The team plans to continue tracking public sentiment as Puerto Rico navigates ongoing debates over governance, autonomy and political representation.

Trump’s plan for science: More money for AI, less for universities

President Donald Trump’s science adviser told lawmakers earlier this week that the Trump administration intended to drastically overhaul the country’s approach to scientific research, including by shifting research funding away from universities toward individual researchers and private companies.

At a House hearing, Michael Kratsios echoed points he laid out in a report released Tuesday, titled “Science: A New Golden Age.” He said the administration would prioritize artificial intelligence, robotics and nuclear energy while reducing the government’s focus on what he called “life sciences.”

“Our ability to make transformational breakthroughs here in the United States has slowed,” Kratsios told lawmakers in the hearing Wednesday. “Maybe we should be testing other ways to make breakthroughs than what we’ve been doing for so many years.”

Democrats countered that the Trump administration had harmed scientific research by firing staff members at federal science agencies, seeking deep cuts to research programs, canceling or freezing grants, punishing universities that Trump is unhappy with, and pushing some of the best researchers in the United States to relocate to other countries.

“Let me propose an alternative title: ‘Unleashing the Golden Age of Science in the People’s Republic of China,’” Rep. Zoe Lofgren of California, the top Democrat on the House science committee, told Kratsios at the start of the hearing. “This administration has been systematically destroying the U.S. science enterprise.”

The White House billed Tuesday’s report as “the first comprehensive rethinking of the U.S. science and technology enterprise in over 80 years,” since one written by Vannevar Bush, the organizer of the Manhattan Project, which produced the world’s first atomic bomb. Bush’s 1945 report set the stage for the current system, in which the government funds basic research, universities conduct it, and private companies commercialize it.

Kratsios’ proposal to reduce the role of universities would upend that system, which has been in place since the end of World War II. His call for the administration to de-prioritize “life sciences,” which encompass molecular biology, genetics and other fields in biomedicine, as well as clinical trials aimed at testing new therapies, raised alarms among biomedical researchers and academic medical centers. They fear it will mean less funding for the National Institutes of Health.

Jeremy M. Berg, who led the National Institute of General Medical Sciences, an arm of NIH, during the Bush and Obama administrations, called the report “tremendously misinformed.” He said Kratsios was ignoring the serendipity of science by zeroing in so closely on artificial intelligence.

“I think they’re trying to turn it into a venture capital model,” said Berg, an expert in computational and systems biology medicine at the University of Pittsburgh. “Why the federal government should be investing in that, I don’t know.”

To address that problem, Kratsios called for reducing the amount of time researchers have to spend applying for grants, and directing science agencies to come up with ways to better measure the returns on their investments.

He also directed federal science agencies to focus on a handful of priorities set by the White House, including physical sciences, chemistry and biological sciences.

Those fields, he wrote, were crucial to what he called the Trump administration’s “national missions” — a list that includes artificial intelligence, nuclear fusion, robotics, quantum computing and space exploration.

The report is less clear on the areas of scientific research for which the federal government should reduce funding. It says federal agencies “should prioritize foundational research in the biological sciences over the life sciences.”

Spokespersons for the White House and the Department of Health and Human Services did not answer questions about what they meant by “life sciences” and “foundational research.”

is not a scientist. He has a background in Silicon Valley, where he worked at an investment fund run by Peter Thiel, the prominent venture capitalist who backed Trump’s first presidential bid. Kratsios’ educational background is also unlike that of his predecessors: While previous science advisers held doctorates, Kratsios has a bachelor’s degree in politics from Princeton University, and no other degrees.

The report from Kratsios, who also leads the White House Office of Science and Technology Policy, begins with a broad indictment of the federal government’s approach to funding scientific research.

Kratsios argued that while investments in research had increased in recent decades, the results of that investment had failed to keep pace. “Scientific productivity has slowed,” he wrote. Among the examples he cites: “Despite massive increases in biomedical funding since the 1990s, the rate of significant breakthroughs appears to have slowed, and drug approvals have flatlined.”

The report does not address the Trump administration’s decision to fire large numbers of staff members at scientific agencies. It calls for the government to invest in young researchers, without noting that the administration fired scores of young scientists and terminated hundreds of grants to early career researchers.

It is also silent on the more than 40% funding cuts sought by the White House at the National Science Foundation, as well as a proposal in May from the White House Office of Management and Budget that federal grants for scientific research be screened by political appointees, to block initiatives that “promote anti-American values.”

In Wednesday’s hearing, Democrats pushed Kratsios on those points, asking how they aligned with his pledge to restore what he called “gold standard science.”

Letting political appointees block grants they disagree with is “simply incompatible with any kind of commitment to robust scientific research,” Rep. Deborah Ross of North Carolina said to Kratsios. “The victories that you’re touting are merely cheap, shiny distractions.”

In response, Kratsios did not directly defend the administration’s proposal for political oversight grants. “I look forward to working closely with OMB to ensure that our enterprise continues to remain world class and trustworthy and accountable,” he said.

House rebukes Trump on Iran as Senate blocks debate

The House on Thursday voted a second time to direct President Donald Trump to end the war in Iran or seek explicit authorization to continue it, dealing him another bipartisan rebuke as he again ramps up military operations in the Middle East without approval from Congress.

Four Republicans joined Democrats in backing the measure, which does not have the force of law but is the latest evidence of disapproval on Capitol Hill with Trump’s handling of the conflict. Not long afterward, Republicans blocked a similar measure from consideration in the Senate, after key GOP skeptics of the war either changed their stance or did not vote.

The House action came after the United States concluded its 12th consecutive night of strikes in Iran, after the collapse of a ceasefire that many Republicans had hoped would yield a diplomatic breakthrough to wind down the war well before they must

face voters in November’s midterm elections.

The measure passed on a vote of 214-208. The Republicans who joined Democrats in favor were Reps. Tom Barrett of Michigan, Warren Davidson of Ohio, Brian Fitzpatrick of Pennsylvania and Thomas Massie of Kentucky. That was the same quartet that helped Democrats push through a similar war powers resolution last month.

“My position hasn’t changed,” Barrett, who is among the most politically vulnerable Republicans in the House, said in a statement after the vote. “Only Congress has the authority to authorize military action in Iran. I remain ready to work with anyone to eliminate hostile threats to our nation without getting us into another endless war.”

Washington for a five-week summer recess. Many Democrats predicted that members of Congress would hear from voters during the break about how frustrated they are with the course of the war.

A Washington Post-Ipsos poll released last week found that only 29% of Americans support the war in Iran. A POLITICO poll found that Trump supporters who identified as “MAGA” voters said there were conditions to their continued support, with 37% saying they would only continue backing the conflict so long as prices for Americans did not rise. Global oil prices hit $100 a barrel Thursday for the first time since May.

Rep. Jason Crow, D-Colo., said waning public support would likely push more Republican lawmakers to speak out more forcefully against the Trump administration’s unilateral approach to the war.

“When we come back in September, I bet we have more people joining with us saying, ‘All right, let’s wrap this up,’ ” he said Thursday.

The House vote underscored the growing divide between Republicans on Capitol Hill and the White House as the war in Iran drags on.

A growing group of Republican lawmakers has become more vocal about questioning the lack of congressional authorization or consultation, and also the administration’s failure to lay out a clear endgame. But Trump has shown no willingness to involve the legislative branch and little sign of winding down the campaign. Instead, he has escalated his bellicose language and asserted that he has unchecked

power to continue the military operation.

Trump brushed aside Congress’ earlier rebukes last month, when the House and Senate both passed a similar measure, the first time since the conflict began in February that lawmakers voted to disapprove of it.

House Republican leaders are now pressing forward with a budget plan that would pay for the war, putting their members in the politically unappealing position of voting to finance an unpopular conflict that the Republican-led Congress has not authorized and over which it has exercised little oversight.

In the face of Trump’s disregard for the congressional action, Rep. Gregory Meeks of New York, the top Democrat on the Foreign Affairs Committee, said he had begun the process to file a lawsuit against the administration for ignoring the resolutions.

“We have a situation where we’ve passed, now twice, war powers resolutions,” Meeks said in an interview Thursday. “The president should not be able to get around this.”

In the Senate on Thursday, a similar resolution stalled after only one Republican, Sen. Susan Collins of Maine, backed it.

Sen. Bill Cassidy, R-La., who previously voted to direct Trump to end hostilities or seek authorization to continue them, changed his stance. Sens. Rand Paul of Kentucky and Lisa Murkowski of Alaska, two other Republicans who had backed similar efforts, did not vote.

It was the 12th time Democrats had forced such a vote, and they vowed to continue doing so as they implored Republicans to stop deferring to Trump and join the effort to wind down the war.

“As the war escalates even further, as more American service members are killed, as more civilians are killed, as oil and gas prices and other prices go up, this is an opportunity for this Congress to finally take responsibility,” Sen. Chris Van Hollen, D-Md., who sponsored the measure, said before the vote. “We know the president has no respect for the law, but we have an obligation to our constituents. We should not duck that responsibility.”

The fact is that several plebiscites have been held, all won by the statehood movement yet they have yielded no results in Congress. We do not vote in federal elections. One must therefore ask: Why haven’t we moved toward achieving statehood?

There are several reasons, but they largely stem from the misconception that a plebiscite is required for statehood to be granted. In Puerto Rico, a plebiscite process is both unnecessary and questionable. Furthermore, there is the issue of protagonism and in many cases, ignorance even among the top political leadership of the parties. This is the case with U.S. Reps. Nydia Velázquez and Alexandria Ocasio-Cortez (both D-N.Y.), who are pushing for Congress to pass legislation authorizing a plebiscite. Neither possesses the legitimacy or the mandate from the people of Puerto Rico to make such a proposal (mere manipulation). Why hold another plebiscite? Why not simply assert our rights in Congress as American citizens, a status we have held by choice since 1917? It is discriminatory and shameful to subject ourselves to a process that includes the option of a republic, which would mean leaving the nation (taking 3.2 million American citizens with us) or the «free association» alternative proposed by the Popular Democratic Party, which seeks an association with our nation on undefined terms that the United States cannot grant, just as it would not grant them to an existing state.

nation and for whom the only remaining step in the assimilation process is certification as an incorporated territory in transition to statehood (a status we already hold “de facto”) oppose any further plebiscites.

A plebiscite should not be viewed merely as a tool for winning elections. (Such a notion is wrongly conceived -- consider the 2012 elections: the plebiscite was won, yet the general election was lost.) Moreover, it opens the door for an alliance of parties to unite against statehood.

Congress has before it a request for a plebiscite bill backed by the two aforementioned congresswomen, a measure they use as a veil to mask their intention of securing independence for Puerto Rico. Regardless of whether it determines that the plebiscite should proceed, Congress faces an ongoing obligation to evaluate the legal status of Puerto Rico within the correct legal context of our actual relationship with the United States, rather than what we might hypothetically become (unlike the conclusion reached in Sánchez Valle).

The fact is that Puerto Rico is the territory that has most closely assimilated to the status of a state and is already, “de facto,” an incorporated territory. Any congressional resolution must be issued within the correct legal and political framework; that is, with an understanding of how far we have come along the path toward the elements that constitute statehood.

The reality is that, since 1898, Puerto Rico has been the U.S. territory most gradually assimilated to the status of a state in our nation’s history. Our ancestors voluntarily renounced their Spanish citizenship in 1898; we have met all the requirements of the Northwest Ordinance of 1789, the criteria of which served as the basis for transitioning over 30 territories into states; we have been U.S. citizens by consent since 1917; we have elected our own governor since 1948; and since 1952, we have had a Constitution governing our internal affairs approved by the people and ratified by Congress. Our Constitution affirmed our loyalty to the U.S. federal system of government, the democratic system of government by consent, U.S. citizenship, and the U.S. Constitution (Preamble, Constitution of Puerto Rico). We pay various federal taxes; we have defended democracy in military conflicts; we meet the minimum population threshold to vote for the president and members of Congress; and the federal Constitution and federal laws are applied daily in federal courts and throughout Puerto Rico, just as they are in the states.

Former Gov. Rafael Hernández Colón quite rightly and honestly stated during a law conference: “The Commonwealth is heading toward statehood within 15 years.” He had previously advised Don Luis Muñoz Marín that, with the 1952 Constitution, we had fulfilled the requirements for statehood (Puerto Rico Bar Journal 207, 1959).

What, then, is the true perspective, one that causes no confusion among American citizens in Puerto Rico, members of Congress, or the courts regarding affirmative, correct action to advance equality? It is not to demand a hypothetical alternative (such as a republic or the commonwealth status), because the request must be directed to the indispensable party, the United States, and grounded in the reality of who we are: American citizens.

In other words, the demand must align with the parameters of the American system itself, parameters understood by Congress rather than voting on whether or not we are granted the right to equality. As American citizens, we already possess that right; one would not ask slaves to vote for their freedom.

The true perspective is to promote, persistently and tirelessly, congressional certification that Puerto Rico is an incorporated territory in transit toward statehood, which is the correct and secure path to follow (see G. Igartua, The U.S. Incorporated Territory of P.R.; see Judge G. Gelpi, Consejo de Salud Playa de Ponce v. Rullan).

After 128 years, Congress faces an obligation to make history by adopting a resolution that grants equal rights to the people of Puerto Rico. It must certify us as an incorporated territory undergoing a process of assimilation toward statehood.

Guardia Costera suspende búsqueda de pescador desaparecido al sur de Ponce

SAN JUAN – La Guardia Costera de Estados Unidos informó el jueves que suspendió la búsqueda de Eucebio Mangual, de 63 años, luego de completar 32 operaciones aéreas y marítimas sin localizar al pescador desaparecido desde el sábado en aguas al sur de Ponce.

“Nuestros corazones están con la familia del señor Mangual durante este momento tan difícil. La Guardia Costera agradece profundamente los esfuerzos de los pilotos, marineros, agentes del orden y personal de respuesta que participaron en la búsqueda, así como el valor y la cooperación de su hijo”, expresó el comandante Matthew Romano, coordinador de la misión de búsqueda y rescate, en declaraciones escritas.

Mangual salió cerca de las 6:00 de la tarde del sábado desde la rampa de la villa pesquera de Ponce a bordo de la embarcación recreativa Angel, de 19 pies y color blanco. Debía regresar el domingo en la mañana.

La operación cubrió 3,035 millas náuticas cuadradas desde Salinas hasta Cabo Rojo, un área mayor que la extensión territorial de Puerto Rico. Participaron unidades de la Guardia Costera, la Patrulla Aérea Civil de la Fuerza

Aérea de Estados Unidos, la Guardia Costera del Caribe Neerlandés, la Policía, el Departamento de Recursos Naturales y Ambientales y la Oficina Municipal para el Manejo de Emergencias de Ponce.

Durante la búsqueda, un helicóptero de la Guardia Costera localizó el lunes un tanque de combustible flotando a unas 25 millas náuticas al sur de Ponce. El objeto fue recuperado por un escampavías y será entregado a la Policía para determinar si pertenecía a la embarcación de Mangual.

Personal de la Policía y de Manejo de Emergencias de Ponce encontró además el miércoles un recipiente con documentos del pescador que llegó a la costa al oeste de la villa pesquera.

Según la información suministrada por su esposa, se desconocía la ruta que Mangual seguiría, aunque acostumbraba pescar al sur de Caja de Muertos y hacia el este, en el área de Cayo Cabezos.

Su vehículo y el remolque de la embarcación permanecían en el estacionamiento de la rampa. Mangual fue descrito como de seis pies de estatura y 240 libras de peso. Al momento de su salida vestía un pantalón corto negro de natación y una camisa gris clara.

La Policía continuará la investigación como un caso de persona desaparecida.

Compañía de Turismo proyecta ocupación hotelera de más del 88 por ciento para el fin de semana feriado

SAN JUAN – La directora ejecutiva de la Compañía de Turismo de Puerto Rico, Willianette Robles Cancel, informó el jueves que las hospederías endosadas por la agencia proyectan una ocupación superior al 88 por ciento durante el fin de semana del 24 al 27 de julio, con el sábado como el día de mayor actividad.

“Estamos muy complacidos con el crecimiento sostenido que está experimentando nuestra industria turística, tanto en los niveles de ocupación hotelera como en el aumento de residentes que optan por apoyar empresas turísticas locales y disfrutar de la amplia gama de opciones y eventos disponibles para realizar turismo interno durante los días feriados”, expresó Robles Cancel en declaraciones escritas.

Las estadísticas preliminares de la agencia reflejan que la región turística Porta Capital, que comprende el

área metropolitana, registra la mayor ocupación proyectada con 94.1 por ciento. Le siguen Porta Cordillera, con 86.5 por ciento; Porta Atlántico, con 86.3 por ciento; Porta Caribe, con 83.5 por ciento; Porta del Sol Sur, con 83 por ciento; Porta del Sol Norte, con 82 por ciento; y Porta del Mar, con 80 por ciento.

La Compañía de Turismo estima que el sábado 25 de julio alcanzará un promedio de ocupación de 93 por ciento en las hospederías endosadas de todo Puerto Rico. La agencia indicó que esos niveles podrían aumentar con las reservaciones de última hora que suelen realizarse en los días previos al fin de semana.

Irene Sofía Lucio to star in the play ‘Disruption’ in New York

Puerto Rican actress Irene Sofía Lucio announced this week that she will star in the play “Disruption,” an off-Broadway production to be staged at the Pershing Square Signature Center in New York.

“Bringing Mia to life in ‘Disruption’ at the Pershing Square Signature Center promises to be an intense journey,” Lucio said in a written statement.

The San Juan native will play Mia, the central character in the thriller written by Andrew Stein. The plot examines intuition,

friendship, personal relationships and free will in a world dominated by automated systems.

“At the end of the day, technology may try to predict our decisions, but it can never replace the vulnerability, instinct, and genuine trust shared between human beings,” Lucio said. “That is the deeply human vision and critical insight I seek to champion, both on stage and in every new story I choose to tell.”

Lucio was part of the original cast of “Liberation,” a production that concluded its run at the James Earl Jones Theatre and

won the 2026 Tony Award for Best Play, as well as the Pulitzer Prize for Drama, according to the information provided.

Born in Río Piedras and a graduate of Princeton and Yale universities, the actress has performed on stages in London’s West End, the off-Broadway circuit, The Public Theater and the Brooklyn Academy of Music.

Its story we can already guess, so the inventive orchestration of slicing and stabbing is essential here — though director Sébastien Vanicek delivers only in moments and bursts.

“Evil Dead” acolytes will know better than to stack “Evil Dead Burn” against the original — a DIY marvel from what feels like a long-lost era of independent filmmaking — but the previous installment, “Evil Dead Rise,” is fair game. Against Lee Cronin’s finely calibrated joyride, Vanicek’s version, for all the tricks up its sleeve, never feels in control of its chaos. Individual face-offs in which the violence is contained in cramped quarters — such as the inside of a car and a bathroom — stand out, whereas more sprawling set pieces often feel like we’re in a haunted house playing Whac-a-Mole.

In any case, the film’s vibes are convincingly, impressively rotten to match its grim ideas about the false promises of the nuclear family, as in a feel-bad dinner scene nodding to “The Texas Chain Saw Massacre.” Alice, who is French, has always felt

like an outsider in Will’s family, and fuzzy flashbacks to unhappy scenes from their marriage reveal the ambivalence of her mourning. These emotional detours aren’t particularly convincing; Vanicek and Bernard’s attempts to deepen Alice’s inner struggles are more distracting than meaningful. On the other hand, the duo’s weird and cruel sense of humor meshes nicely with the series’ mandate of blasphemy. Rounding out the crew of potential victims is Will’s soft-spoken brother, Joseph (Hunter Doohan); Joseph’s girlfriend, Thya (Luciane Buchanan); and his grandma, Polly (Maude Davey), whose electric stair lift and dementia are weaponized to induce nervous laughter in some of the film’s darkest bits.

Vanicek, a French director who broke out in 2023 with his chiller “Infested,” about deadly spiders that overrun a high-rise in the Parisian suburbs, winks to his viewers back home with choice needle drops and sneaker styles. But between the references to Tobe Hooper and “The Terminator,” the film also pays homage to a generation of American horror hits that made the United States — its dreams, houses, and, yes, people — nightmare fuel for the rest of the world.

Wall St falls as tech earnings spark AI spending worries and oil hits $100

Wall Street indexes closed lower on Thursday with Nasdaq ⁠sinking ⁠more than 2% as the latest earnings updates from ⁠large technology companies revived concerns about heavy AI spending, while soaring oil prices amped up inflation worries, lifting bond yields.

The S&P 500 fell more than 1% as losses were broad-based after investors were unimpressed by second-quarter results from Alphabet and Tesla, the first of the heavyweight “Magnificent Seven” companies to report results this season.

Stocks came under additional pressure as Brent crude oil futures settled above $100 a barrel for the first time since May, and U.S. oil futures settled above $92.

Intensifying Middle East hostilities fanned worries about global oil supplies. The U.S. military launched another round of ⁠air strikes on Iran, ⁠and Iran fired at U.S. bases in nearby countries. U.S. President Donald Trump vowed “major military punishment” for Iran and Houthis, after the Yemeni fighters struck two Saudi oil tankers in the Red Sea.

“Oil prices rising at this clip pose a meaningful macro and market risk,” said Matt Miskin, co-chief investment strategist at Manulife John Hancock Investments. He added that low unemployment data would pressure the Fed to focus on fighting inflation.

He also pointed to the lack of enthusiasm, even for strong earnings reports as investors struggle to justify high valuations.

“The numbers in aggregate are great but many companies have ⁠had ⁠a story that’s caused the stock ⁠to fall,” said Miskin, pointing to worries about capital spending as one example. “Any chink in the armor and the stocks are being sold off.”

The Dow Jones Industrial Average fell 506.93 points, or 0.97%, to 51,711.65, the S&P 500 lost 90.66 points, or 1.21%, ⁠to 7,408.30 and the Nasdaq Composite lost 553.21 points, or 2.15%, to 25,137.69.

The S&P 500’s 11 major industry sectors were a mixed bag with just four advancing on the day. The biggest gainer was industrials, up 1.77% with boosts from defense stocks including Lockheed Martin and RTX .

Shares in Lockheed rallied 10.5% after it lifted 2026 sales and profit forecasts. RTX was the S&P 500’s second biggest boost as it finished up 7.3% after it raised its 2026 sales and profit forecasts on demand for commercial aircraft maintenance and military systems.

Shares of Google’s parent, Alphabet, sank 7%, making ⁠it the second-biggest drag on the benchmark index after it reported higher spending plans while it also burned cash.

The stock’s fall also dragged ⁠down the communication services index 5.20%, making it the weakest of the 11 sectors.

Consumer discretionary was the second-biggest loser, ending down 5.12%. Its biggest drag was from Tesla, whose shares tumbled 14.5%, after it reported negative free cash flow in the second quarter for the first time in more than two years.

Jordan stands by US troop presence though they make the kingdom an Iranian target

For some three decades, Jordan has been an important base for American military operations around the Middle East.

Now, Jordan is paying a price. Over recent days, Iran has stepped up its airstrikes against the kingdom, targeting U.S. military forces there.

But even as sirens are sounding over Jordan, it has refrained from limiting the American presence. The country’s exceptional dependence on the United States has kept Jordan from curtailing those military activities, analysts say.

Jordan has come to rely on the United States for billions of dollars in economic and military aid, provided over their decades-old relationship, as well as for protection in a dangerous region.

Unlike some of its Gulf Arab neighbors with abundant oil and other natural resources, Jordan is a resource-poor country heavily reliant on foreign aid. Last year, the United States gave the kingdom $1.65 billion in economic and military assistance, according to Jordanian officials.

And while some other American allies in the region have restricted Washington’s ability to base troops on their territory and fly aircraft over it during the war with Iran, U.S. officials say, Jordan is not in a position to place such limits.

“Jordan is a weak state in the Middle East,” said Sean Yom, a professor of political science at Temple University and author of the book “Jordan: Politics in an Accidental Crucible.” “It’s fairly small and it’s surrounded by regional threats. And it does need some sort of great power patron or outside protector, and the U.S. has played that role for several generations now.”

The assistance Jordan gets from the United States, which dates back to the 1950s, is far too large for anyone else to provide, Yom said.

Since the United States and Israel launched the war against Iran in late February, it has retaliated in part by carrying out strikes on American allies in the Middle East. During the first months of the war, Iran primarily targeted Israel and U.S. allies in the Gulf, but it also directed hundreds of drones and missiles at Jordan.

The conflict quickly hurt Jordan’s tourism industry, which provides up to 18% of the country’s revenue, just as the high season was getting underway. Although most of the missiles and drones were intercepted, airlines canceled flights, and would-be visitors canceled

Now, with the U.S.-Iran ceasefire unraveling, both sides have ramped up attacks, and Iran has widened its targeting in recent weeks. On Sunday, Jordan’s air defenses shot down three Iranian missiles, the Jordanian military said, while a fourth landed in an unpopulated area.

“This Iranian strategy of vertical escalation hitting its neighbors aims at creating pressure on those neighbors, aims at creating pressure on the United States,” said Hassan Almomani, director of the Center for Strategic Studies, a think tank that advises the Jordanian government on national security.

Iran said recently that some of its strikes on Jordan had targeted fuel tanks at the Muwaffaq Salti Air Base in Azraq, a hub for the U.S. Air Force, and aircraft shelters at other bases, according to the Fars News Agency, a semiofficial Iranian news outlet. Previously, Iran said it had targeted radar and communications systems used by U.S. forces.

U.S. forces have long operated out of Jordanian air bases, and the kingdom has been a base for such American military activities as the fight against the Islamic State group, the training of rebel fighters during Syria’s civil war and the invasion of Iraq. There are now nearly 4,000 U.S. service members in the country, according to a congressional report.

Muwaffaq Salti and other bases have been adapted to accommodate a permanent U.S. presence.

“The infrastructure in Jordan has been pretty robust from a U.S. standpoint for a while,” said Grant Rumley, a former Middle East adviser at the Pentagon and now a senior fellow at the Washington Institute for Near East Policy. He likened it to a “land-based aircraft carrier.”

Muwaffaq Salti is also relatively remote, allowing U.S. forces to operate without attracting unwanted attention, Rumley said. And since Jordan is farther from Iran than Gulf countries, U.S. forces in Jordan have more time to respond to missile and drone attacks, he said.

In the run-up to the war with Iran and in its early days, the U.S. military moved some of its troops from several Gulf Arab nations to relatively more secure locations in Jordan and neighboring Israel, U.S. officials said.

“War in Iran has revealed how important Jordan is to the United States,” said Almomani. This year, he said, Washington has increased military aid to Jordan by half a billion dollars.

Jordanian officials often emphasize the strategic importance of their relationship with the United States. In a call with President Donald Trump in April, King Abdullah II stressed Washington’s pivotal role in the Middle East, specifically in prospects for de-escalating the conflict with Iran.

This month, Jordan’s army chief, Maj. Gen. Yousef Hunaiti, and the U.S. assistant secretary of defense for international security affairs, Daniel Zimmerman, discussed expanding military cooperation further, according to the Petra state news agency in Jordan.

The Jordanian government rarely discusses the extensive U.S. military presence publicly. Nor has Jordan openly criticized the U.S. for its airstrikes on Iran or for launching the war alongside Israel, though analysts say that the government was strongly opposed to the conflict from the beginning.

Jordanian officials have repeatedly condemned Iran’s attacks on its soil, and last week Foreign Minister Ayman Safadi said the Iranian justification for its strikes — that there are U.S. bases — is false.

“There are no American bases in Jordan,” he said, speaking at a panel discussion at the Aspen Security Forum. “We have American troops that are in Jordan as part of our longstanding military cooperation. Their presence is governed by a defense agreement that fully respects our sovereignty.”

Despite the attacks, Jordan would not consider reevaluating its alliance with the U.S., Almomani said. “Under no circumstances can Jordan change its strategic partnership,” he said.

There is no meaningful demand in Jordan for giving up its dependency on the United States, Yom said.

“No serious political stakeholder is suggesting that Jordan replace over $1.5 billion in economic and military assistance it receives from the United States every year with, say, European Union money or Chinese support,” he said.

President Donald Trump’s civil nuclear agreement with Saudi Arabia, announced this week, reflects a volatile world in which America’s allies are seeking nuclear capabilities to hedge against predatory neighbors, harmful energy disruptions and the shrinking security umbrella of the United States. It also reflects a White House, hungry for lucrative deals for American companies, that is willing to loosen nonproliferation standards for a favored partner in a dangerous region.

Saudi Arabia’s deal could eventually allow it to enrich fuel for nuclear reactors and limit the sites that international inspectors could visit to ensure its peaceful intent. Both of those concessions, unheard-of in recent U.S. civil nuclear agreements, will feed fears that the Saudis could pivot to a nuclear weapons program.

Crown Prince Mohammed bin Salman, the de facto Saudi leader, has made no secret of that possibility. If Iran obtains a nuclear bomb, he has warned, the Saudis will follow suit.

Trump sought to allay such concerns Thursday, declaring that the agreement was limited to civil uses of nuclear technology. But given the checkered history of such deals, and the lack of specifics about this one, his comments were unlikely to quell concerns about a new global arms race.

“We’re back in an era of nuclear hedging,” said Vipin Narang, a professor of nuclear se-

curity and political science at the Massachusetts Institute of Technology. “You’ve got a lot of nervous countries facing a deteriorating security situation who are unsure they can rely on their formal or informal protectors.”

“We’re going to see a cascade of states looking for the capacity to pursue a military program” that could yield a weapon, said Narang, who worked on nuclear policy in the Pentagon during the Biden administration.

Gary Samore, a professor of politics at Brandeis University who advised on arms control negotiations in the Obama and Clinton administrations, said those countries were sometimes referred to as “friendly proliferators.”

Not all, or even any, of them will ultimately pursue a bomb, the experts said. The last country to enter the club of nuclear-armed states was North Korea in 2006. But it does suggest a risky new period, in which the global nuclear market could become more freewheeling and less rulebound. Nuclear buyers, rattled by the shift in the global posture of the United States, are likely to make greater demands, while rival sellers, like Russia and China, could seize on the Saudi precedent to grant them.

“It’s very connected to the damage Trump has done to credibility of the U.S. as a guarantor of security,” Samore said.

In countries such as Germany and Poland, South Korea and Japan, governments without nuclear weapons are debating the need to pursue them. South Korea, menaced by the nuclear-armed North, has initiated a plan to develop a fleet of nuclear-powered submarines, with the support of the United States.

The Japanese defense minister, Shinjiro Koizumi, said this week that his country needed to confront the role of nuclear weapons in its defense, despite a long-standing aversion

rooted in the wartime destruction of Hiroshima and Nagasaki.

Poland’s president, Karol Nawrocki, has said his country should pursue a nuclear program, while Chancellor Friedrich Merz of Germany has joined a high-level nuclear steering group with France and other European countries.

France, which along with Britain is one of Western Europe’s two nuclear powers, has vowed to expand its arsenal and offer a form of extended deterrence to its neighbors to compensate for Trump’s pulling back. In a show of cooperation, Paris recently sent a nuclear-capable fighter plane to a German air base.

“The next half-century will be an age of nuclear weapons,” President Emmanuel Macron of France said in March. He was announcing the shift in his country’s nuclear doctrine to one of “forward deterrence” — the use of France’s nuclear weapons to prevent attacks on territories beyond its own borders.

During that speech, Macron spoke of a world filled with nuclear flash points: India, Pakistan, North Korea and China. But experts said France’s offer of deterrence to European neighbors could mitigate the interest of allies in acquiring nuclear capabilities. While a French nuclear umbrella would not be a replacement for the one provided by the United States, it could still act as a deterrent.

“The best nonproliferation tool the U.S. ever had is its military alliances,” said Matthew Fuhrmann, a professor of security studies at the University of Texas. “If the U.S. did not extend nuclear protection to as many countries as it did, we’d be in a world with more nuclear weapons states.”

France’s stepped-up role, he said, would reduce the risk of other European countries seeking a weapon. “But I don’t think it lowers their desire to hedge,” he added, noting that merely

having a civil nuclear program gives countries leverage with nuclear powers like the United States.

In striking a deal with the United States, Saudi Arabia is following in the footsteps of the United Arab Emirates, which signed a civil nuclear agreement with the Obama administration in 2009. That deal did not allow the UAE to enrich nuclear fuel, cutting off its pathway to producing a weapon, and provided for stringent inspections. Experts labeled it the “gold standard” for nonproliferation.

In addition to easing those restrictions, Trump initially dropped a condition pressed by his predecessor, President Joe Biden, that Saudi Arabia normalize relations with Israel.

On Thursday, Trump reversed course and said that he was, in fact, making that a requirement of the deal. The Saudi government did not immediately comment but has repeatedly made clear that it would not recognize Israel without also establishing a pathway toward a Palestinian state.

The deal’s original concessions, analysts said, reflected Trump’s recognition that the U.S.-Israeli war against Iran had destabilized Saudi Arabia and the entire region.

Conceding benefits to Saudi Arabia will probably not put the government in Riyadh on the pathway to a bomb anytime soon, the experts said. The kingdom is starting from scratch in the nuclear race, and it would take years to develop a homegrown capacity to manufacture weapons-grade uranium.

But other countries, with more advanced capabilities, may demand the same terms. They might succeed if the United States no longer holds the line on giving nonnuclear states sensitive enrichment technology.

“To me, the danger of this deal is the precedent,” Samore said. “What’s to stop Russia from making a deal like this?”

OpenAI says its AI models went rogue and attacked a digital library

OpenAI said earlier this week that two of its artificial intelligence models went rogue and successfully hacked into Hugging Face, a digital library of AI technology that is popular among developers.

The incident, which happened last week while OpenAI was testing the cybersecurity capabilities of its systems, displayed the kind of science-fiction potential that AI companies warned would soon become a reality.

AI labs like OpenAI and Anthropic have over the past year released AI models that are customized to expose cybersecurity problems, while warning that their technology could pose new risks by finding holes in corporate computer networks faster than defenders could fix them.

OpenAI’s revelations Tuesday are an indication that those security incidents are starting to happen, and even savvy AI companies may not be entirely ready for them. New AI systems can take multiple steps, figure ways around obstacles and find new ways to attack a network, said Alex Levinson, a cybersecurity consultant focused on autonomous capabilities.

“That’s a genuine threshold, and it’s going to become a normal part of the security landscape,” he said.

The intrusion into Hugging Face began when OpenAI tested a combination of two of its models, GPT-5.6 Sol and a more powerful, unreleased model, to see how well the models could chain together online vulnerabilities into a successful cyberattack, OpenAI said in a blog post about the incident.

The test was designed to keep the models in a safe testing environment, known as a sandbox, OpenAI said. But the models found a vulnerability that allowed them to escape the sandbox and connect to the internet. Then they targeted Hugging Face because they inferred that the library, which contains millions of AI models, could hold clues about how to successfully pass the evaluation.

Delangue said in a statement that he was “grateful for the collaboration” with OpenAI in the wake of the hack.

“This incident, possibly the first of its kind, proves a point we’ve long believed: AI safety won’t be solved by any single company working in secret,” he said.

AI models have proved to be adept at programming, and that has made them useful to both hackers and people in charge of protecting computer networks.

“What do we gain, and if this is the only way these tests can be configured, what are the risks?” she said.

OpenAI said it was working with Hugging Face to fix the issues that led to the attack.

“We consider this to be an unprecedented cyber incident, involving state-of-the-art cyber capabilities, and are responding accordingly,” OpenAI said in its blog post. “We are implementing strict controls in infrastructure configuration at the cost of research velocity while the vulnerabilities are patched.”

In April, Anthropic released a cybersecurity-focused model called Mythos and made it available to only a small group of organizations so they could defend against cyberattacks. OpenAI soon introduced its own cybersecurity model and made it available to a limited group of organizations to prepare their defenses, before rolling it out more broadly. And Tuesday, Google said it had also developed a model focused on cybersecurity and released it to a small group of testing partners.

(The New York Times has sued OpenAI and Microsoft, claiming copyright infringement of news content related to AI systems. The two companies have denied those claims.)

Richard Barnes, an independent security researcher who has worked with Mythos, said the cybersecurity industry faced a similar challenge about a decade ago, when new tools called fuzzers made it much easier for attackers to break into online systems. Tech companies began using the tools to check their own systems for vulnerabilities and were eventually able to prevent most of the attacks.

Companies must now take a similar approach to prepare for AI attacks, Barnes said, “before the vulnerabilities can be found and exploited by bad guys who have access to these tools.”

Puerto Rico tennis team to debut Friday at CAC Games

William Micheo, president of the Puerto Rico Tennis Association, announced on Thursday that the Puerto Rican delegation has arrived in Santo Domingo to compete in the Central American and Caribbean Games tennis tournament, running from this Friday through July 31.

“Our tennis players arrive in the Dominican Republic after months of prepara-

tion and with a firm commitment to represent Puerto Rico with pride, discipline, and excellence,” Micheo stated in a written release. “We have full confidence in this delegation’s talent and are certain they will give their best in every match.”

Puerto Rico’s contingent will feature Daniela O’Neill, Natalia Pérez and Lauren Kettlewell Sotomayor in the women’s division, led by captain Yolimar Ogando.

The men’s team will consist of Yannik Álvarez, Marko Mesarovic Natal and Leonardo

Javier Vega, with Juan Carlos “Juanqui” Fernández serving as captain.

The competition will bring together the region’s top tennis players and is part of the Olympic cycle for the participating athletes.

“This participation represents a valuable opportunity to showcase the competitive level Puerto Rican tennis has reached on the regional stage,” Micheo added. “We wish them great success and know they will have the support of all of Puerto Rico.”

120-plus youth baseball teams to play in Caribbean World Series

The youth baseball tournament, with games being held in Cataño and nearby towns, will bring together players ages 6 to 18 from Puerto Rico, the United States, the Dominican Republic, the Virgin Islands and Colombia.

Cataño Interim Mayor María de los Ángeles Pérez Ramos announced earlier this week that more than 120 teams will participate in the 2026 Caribbean World Series starting this Friday.

The youth baseball tournament will bring together players ages 6 to 18 from Puerto Rico, the United States, the Dominican Republic, the Virgin Islands and Colombia.

“We are proud to welcome all the athletes, coaches, family members, and visi-

tors arriving in our town to be part of this great sporting experience,” Pérez Ramos stated in a written release. “Cataño is ready to receive them with facilities in excellent condition, a comprehensive security plan, support staff, and the hospitality that distinguishes our people.”

Games will be held primarily at sports facilities in Cataño, with additional venues in Bayamón, Toa Baja and Dorado, according to Luis Alvarado, state director of National Championship Sports Puerto Rico.

As the main host, Cataño will be responsible for facility maintenance, logistical

support, transportation coordination, municipal emergency medical personnel and security operations during the competition.

The opening ceremony will take place on Friday at 5 p.m. on the main stage at the Cataño Waterfront (Frente Marítimo), featuring a parade of the participating delegations.

The tournament will also draw coaches, family members and those accompanying the players, boosting business activity at shops, restaurants and other establishments in Cataño and nearby municipalities over the course of several days.

Young Puerto Rico squad qualifies for U19 worlds with win in Costa Rica

“We came with an Under-17 team, but we were confident we could compete,” head coach Leira Ortiz said after Puerto Rico’s under-19 girls’ volleyball team defeated host Costa Rica in San José on Wednesday to punch the final ticket to the 2027 FIVB Girls’ U19 World Championship.

Team Puerto Rico squad defeated Costa Rica in straight sets, 3-0 (25-14, 25-16, 25-23) at the National Gymnasium to advance to the semifinals of the NORCECA U19 Continental Championship. Beyond the scoreline, the victory marked the culmination of a clear mission: qualify for the World Championship first, then contend for a medal.

From the outset, Puerto Rico set a superior pace in attack and serving. The first set was a statement of control, and the second began with a commanding 7-1 run that left the Costa Rica team reeling.

The third set was a different story. Costa Rica found its rhythm, stayed within striking distance, and even took a 20-19 lead, later tying the score at 21-21 and 22-22. From there Puerto Rico executed with composed precision to close out the match and secure the cherished spot in the world championship tournament.

Puerto Rico was superior in attacks (36-18) and aces (7-4), while Costa Rica led in blocks (11-8) but committed 24 errors compared to Puerto Rico’s 20. Offensively, Anna Aquino led the way for Puerto Rico with 12 points, followed

by Carinialys Román with 11. Luciana Vargas tallied 10 points for Costa Rica.

“Our first goal was to qualify for the World Championship, and now we’re going to fight for a medal,” Ortiz said.

Costa Rica head coach Yuliana González said: “We knew Puerto Rico was a tough opponent. We found our rhythm a bit better in the third set, but it wasn’t enough. Now we have to focus on our next match.”

In the semifinals, Puerto Rico was slated to face defending champion the United States. Mexico was to take on Canada in the other bracket.

Costa Rica and the Dominican Republic were to vie for fifth and sixth place.
