At Washington event, resident commissioner insists PR ‘is

esident Commissioner Pablo José Hernández Rivera asserted Thursday that Puerto Rico “is not a colony,” using a public event in Washington, D.C. to reinforce his position that the commonwealth remains a valid, internationally recognized political status for the island.

Hernández Rivera delivered the message while hosting members of the Puerto Rico Mayors Association at a forum marking the 80th anniversary of the appointment of Puerto Rico’s first governor and the 74th anniversary of the Commonwealth Constitution. The event featured Dartmouth College professor David A. Rezvani, whose academic work focuses on political integration and partially independent territories.

“Puerto Rico is not a colony, it is not,” Hernández Rivera said, echoing arguments long made by scholars who view the commonwealth as a unique status model.

He pointed to shared U.S. citizenship, common defense and a unified currency as structural elements that distinguish Puerto Rico from traditional colonial arrangements.

Rezvani, the event’s keynote speaker, supported that view by noting that the United Nations recognized the commonwealth framework in 1952. He also highlighted Puerto Rico’s economic advantages compared with other jurisdictions in Latin America, citing his research on wealth, self-rule and security in non-sovereign territories. Rezvani is the author of “Surpassing the Sovereign State” (Oxford University Press, 2014) and has taught at Harvard, MIT,

Oxford, Trinity College, Brown and Boston University. Mayors Association President Jorge “Georgie” González Otero said the resident commissioner’s stance aligns with his pending legislation, H.R. 9246, the Puerto Rico Self Determination Act, which includes the commonwealth among the options in a proposed referendum.

“We support that measure because it is fair and democratic,” said González Otero, who is the mayor of Jayuya.

The Mayors Association groups mayors from the pro-commonwealth Popular Democratic Party.

A 2025 Hart Research poll of registered voters in Puerto Rico found that 42% favored the commonwealth, compared with 29% who supported statehood, 11% independence and 11% free association.

Severe drought increases by 3.8%, mainly in south

More than half of island still under abnormally dry conditions or worse

Puerto Rico’s mid-summer dry spell continued to intensify this week, with severe drought now affecting 14.3% of the island, according to the latest update from the U.S. Drought Monitor, based on data valid as of Tuesday, July 14.

The report shows that 59.3% of Puerto Rico is experiencing some level of drought, a slight decrease from 61.4% the previous week. But within that overall figure, the area classified under severe drought grew significantly -- from 10.5% to 14.3% -- marking an expansion of 3.8 percentage points in the most intense category currently present on the island.

Moderate drought covers 45% of the island, while an additional 23% is considered abnormally dry, a designation used for regions that may be entering drought or beginning to recover. No areas are under extreme or exceptional drought.

The map released by the Drought Monitor indicates that

severe conditions are concentrated in southern municipalities, while moderate drought extends across much of the east and interior. The classifications are used by federal and local agencies to guide decisions on agricultural assistance, loan eligibility and water-resource planning.

Puerto Rico typically experiences a dry period during June and July, but this year’s rainfall deficits are raising concerns for water supplies, crop health and livestock. The island’s heavy dependence on rainfall for drinking water and food production makes prolonged dry spells especially disruptive.

The expanding drought has already prompted government action. Lawmakers have requested information from the Puerto Rico Aqueduct and Sewer Authority regarding its drought response plans, and water rationing measures have begun in municipalities such as Río Grande and Canóvanas. Several towns, including Quebradillas, have launched public campaigns urging residents to conserve water.

With river levels dropping and fire danger increasing, agencies continue monitoring conditions closely as the island moves deeper into the summer season.

Family Dept. to modernize licensing oversight at elder-care homes

The Puerto Rico Family Department is moving forward with a comprehensive plan to strengthen oversight of elder‑care homes, an initiative aimed at modernizing licensing processes, expanding supervisory capacity, and im proving response times to potential risks affecting older adults.

The push comes in the wake of a recent fatal incident in which an elderly woman was abused inside an elder‑care facility in Las Piedras, prompting renewed scrutiny of the island’s regulatory and supervisory systems.

Charges of attempted murder and elder abuse were filed Thursday in the case against Eddie Mojica Peña a caregiver for an 87 year old patient at the Casa Dorada facility stem ming from an incident that took place on July 11.

The agency detailed the ongoing work earlier this week, following comments made by Family Secretary Suzanne Roig Fuertes during a press conference Wednesday in which she em phasized that the plan has been under development for several months. It includes immediate actions as well as medium‑ and long‑term projects designed to improve operational capacity, expand the use of technology, and reinforce coordination across the department and with other government entities.

According to the department, one of the central compo nents of the plan is granting licensing personnel access to the SIMCA system, a type of multivariate data analysis software, allowing them to review case histories, complaints, referrals and investigations to conduct more thorough evaluations of each home. The agency is also implementing a uniform process

for issuing, notifying and collecting administrative fines, along with mechanisms to track pending sanctions.

The plan calls for updates to the Sulme system, a digital platform for managing facility licenses, to improve visibility of inspection visits and generate resources for operational improvements, training and additional inspections. A perma nent training program for licensing officers is also underway, covering investigative techniques, conflict management, re port writing, administrative hearings and strategies to prevent

compassion fatigue.

Other measures include digitizing online payment pro cesses; strengthening an internal risk‑classification system to prioritize homes with higher levels of noncompliance; and conducting periodic evaluations of continuing‑education requirements for administrators and operators on topics such as emergency preparedness, infection prevention, medication management and the rights of older adults.

The department is also formalizing collaborative agreements with the Department of Health, the Office of the Advocate for the Elderly, the Firefighters Bureau and the Emergency Management Bureau. A review of the licensing regulation is in progress to standardize inspection criteria, intervention protocols and guidance for personnel. Officials noted they are maintaining ongoing communication with power grid operator LUMA Energy and the Puerto Rico Aqueduct and Sewer Authority to stay informed about service‑related issues that may affect homes.

“Our commitment is to continue strengthening supervisory mechanisms to ensure that every home operates in compliance with the law and provides a safe and dignified environment for our older adults,” Roig Fuertes said.

Since taking office, she has visited numerous long‑term care homes across the island to hear directly from operators and residents and to reaffirm the government’s support for the sector.

The Family Department underscored that the plan is part of a broader, continuous effort to raise quality standards, improve institutional response capacity, and ensure more rigorous and efficient oversight of elder‑care homes across the island.

PREPA’s FY 2023 audit shows mounting deficit, rising liabilities

The Puerto Rico Electric Power Authority (PREPA) ended fiscal year (FY) 2023 with higher liabilities, a deeper deficit and a renewed warning from auditors that the public utility continues to face “substantial doubt” about its ability to continue operating.

The audited financial statements, released Thursday to the markets for the year ended June 30, 2023, depict a utility still struggling with long‑standing financial instability as it remains under Title III bankruptcy protection.

Accounting firm KPMG issued a qualified opinion, citing the inability to obtain sufficient evidence to support two major accounting estimates: some $137.8 million in labor‑related claims and about $257 million in materials and supplies. The auditors wrote that “certain employees’ files that were necessary to support management’s assumptions … were either incom plete or unavailable,” and that they could not verify inventory balances due to PREPA’s ongoing operational transition.

The audit also reiterated PREPA’s precarious financial posi tion, noting that the utility has an accumulated deficit of some $10.1 billion, has defaulted on multiple debt obligations and lacks sufficient funds to meet its liabilities as they come due.

“The Authority does not currently have sufficient funds avail able to fully repay its various obligations,” the auditors stated. Despite the challenges, PREPA’s total assets and deferred

outflows increased to $11.4 billion, up 6.3% from 2022. Cash and cash equivalents rose sharply up 91%, or $247.8 mil lion driven by higher sales revenues, improved collections and a surge in federal reimbursements. Restricted cash also increased by $383.1 million, largely due to a $447.4 million loan from the commonwealth government to fund reserve ac counts required under PREPA’s generation‑operation contract.

Liabilities, however, continued to grow. Total liabilities and deferred inflows reached $21.5 billion, an increase of $683.9 million from the prior year. Interest payable rose by $422.2 million, including a $336.3 million increase in bond interest even though PREPA has not paid bondholders since entering Title III in 2017. Monoline insurers covered $70.2 million in interest on insured bonds, but those amounts remain recorded as PREPA’s obligations.

PREPA’s net deficit widened to $9.7 billion, up $204.2 million from 2022. Although still negative, the pace of deterio ration slowed significantly compared to the prior year’s $903.3 million increase. The improvement was driven in part by a sharp reduction in long‑term obligations: PREPA’s net pension liability fell by $1.04 billion, and its other post‑employment benefits liability decreased by $88.8 million, reflecting the departure of more than 1,300 employees who transitioned to private operators.

Operating revenues increased to $4.14 billion, up $138.2 million from 2022. Fuel and purchased power costs decreased

slightly to $2.87 billion, reflecting lower global crude oil prices late in the fiscal year. Maintenance and operating expenses fell sharply from $1.38 billion to $870.2 million, largely due to reduced pension costs. Emergency‑related expenses rose to $282.4 million, and impairment losses increased to $104.1 million, driven by damage from Hurricane Fiona.

The audit also highlighted ongoing risks tied to PREPA’s operational transition. Inventory controls weakened during the handoff to private operators, contributing to the qualified opinion. Auditors noted that they were “unable to obtain suf ficient appropriate audit evidence” regarding materials and supplies, and that documentation gaps prevented verification of labor‑related claims.

Casa Venezuela launches new phase to deliver humanitarian aid from PR

After the positive response of the Puerto Rican people and the island’s Venezuelan community, Casa Venezuela Puerto Rico announced the beginning of a new stage in its humanitarian mission to support Venezuelans affected by the twin earthquakes that shook the South American country on June 24.

“Solidarity has not ended,” said Sonia Cosme, president of Casa Venezuela Puerto Rico. “On the contrary, it is now entering a decisive phase: converting the thousands of items collected into effective aid and making it possible for them to reach the communities that are still facing the consequences of the emergency.”

In the new phase, the organization is concentrating its efforts on raising funds exclusively destined to defray the costs of classification, logistics, transportation and distribution of the aid.

After completing the main collection stage, the objective is to transfer the supplies received to Venezuela. For the moment, Casa Venezuela Puerto Rico will not accept additional donations of items.

“At Casa Venezuela we coordinated the first phase of aid together with the Department of State, under the leadership of Secretary of State Rosachely Rivera Santana,” Cosme said. “The collected items are being channeled to Venezuela thanks to the support of Cáritas, a Catholic Church organization that has a secure network for the

distribution of humanitarian aid.”

Casa Venezuela Vice President Mary Carmen Díaz noted that meetings and conversations continue to identify safe mechanisms for transporting priority medicines and medical materials, as well as to raise funds for their transportation.

“We have held meetings with professional associations and institutions interested in contributing to the next stages of the humanitarian response, including the Physicians and Surgeons Association of Puerto Rico and the Mochileando Foundation, to mention a few, with the purpose of providing continuity to the humanitarian initiative and evaluating alternatives to address the most urgent needs in Venezuela,” Díaz said.

The magnitude of the solidarity mobilization has also been reflected in the countless initiatives organized in different parts of Puerto Rico, including community meetings, religious activities, cultural events and international caliber sports competitions, which Casa Venezuela said demonstrate that the humanitarian emergency has not ended.

The organization also recognized the many solidarity initiatives that have spontaneously emerged throughout the island. Various organizations, communities, companies and institutions established collection centers or developed their own mechanisms to channel aid to Venezuela.

“At this moment, the main challenge is not to collect more supplies, but to efficiently mobilize the thousands of items received so that they arrive as soon as possible to Venezuela,” Cosme said. “Solidarity does not end when a box is filled; it continues until that help reaches the hands of those who need it most. That is the commitment we assumed with Venezuela from day one and for which we continue to need everyone’s support.”

EPA proposes expanding lead cleanup at former Vega Baja dump site

The U.S. Environmental Protection Agency (EPA) has proposed expanding cleanup operations at the Vega Baja Old Incinerator Superfund Site after concluding that new analyses justify strengthening measures to reduce residents’ exposure to lead in the soil.

“The EPA is using current science and recent sampling to focus additional cleanup efforts where they are most needed to better protect the Brisas del Rosario community,” EPA Regional Administrator Michael Martucci said.

If the modification is approved, the federal agency will add eight additional residential properties to the cleanup plan and sample four other nearby homes to determine if they also require intervention.

The EPA is proposing stricter cleanup levels at the site than those established in the plan approved in 2010.

The project entails removing contaminated soil from properties meeting the new criteria, transporting it off-site, and replacing it with clean soil. In locations where excavation is not feasible, the EPA will install protective barriers and establish land-use restrictions to prevent contact with

Sierra Club PR chapter names new president

Attorney Zoé Negrón Comas has assumed the presidency of the Puerto Rico Chapter of the Sierra Club, Chapter Director Hernaliz Vázquez Torres announced this week in a press release.

Negrón is an attorney whose practice focuses on bankruptcy law, consumer protection, litigation and matters related to the Puerto Rico Oversight, Management and Economic Stability Act, commonly known as PROMESA.

In addition, she has collaborated closely with the local

Sierra Club chapter for years in advocating for social and environmental justice, particularly in matters related to the Puerto Rico Electric Power Authority and the privatization of the energy system.

Negrón’s legal experience and deep understanding of those issues will strengthen the chapter’s leadership and the work it continues to do in island communities, Vázquez Torres noted.

“I warmly welcome you to this new role and I know that, together with our membership, volunteers and allied organizations, we will continue to build an ever stronger Chapter,” Vázquez Torres said.

As part of the public participation process, the EPA will hold a community meeting this Friday from 5 p.m. to 7 p.m. at the Monte de Sion Pentecostal Church, where it will present the proposal and answer residents’ questions. At the same time, the Department of Health will independently offer free blood lead testing via finger-prick to interested individuals.

Trump pressures ICE to resume traffic stops after agency pulls back

President Donald Trump earlier this week demanded that Immigration and Customs Enforcement officers continue to stop vehicles as they seek to detain people in the country without legal status, despite two fatal shootings that led to a temporary halt to the practice just a day before.

Department of Homeland Security officials did not explicitly say whether they were resuming the traffic stops, which they had largely halted after ICE agents shot and killed one person in Houston and another in Biddeford, Maine, in the span of one week. But Homeland Security Secretary Markwayne Mullin, said in a social media post Wednesday evening that he was “on the same page” with Trump and that they wanted ICE officers to “have all options available to keep them safe” while carrying out the administration’s deportation campaign.

The rapidly shifting policy is part of what has been a recurring pattern as the Trump administration has sought to achieve the president’s goal of mass deportations. As the government’s aggressive tactics have drawn public backlash, Homeland Security officials have scaled back the most visible aspects of their crackdown — only to feel the pressure to ratchet up arrests again.

In a social media post Wednesday, Trump defended the traffic stops and urged ICE to “go back and do your very important job.”

“We CANNOT give up one of I.C.E.’s most important and effective Crime Fighting tools, THE TRAFFIC STOP!” Trump wrote. “Once we do, we are playing right into the criminal’s hands.”

The president’s comments underscore his determination to achieve his goal of the most deportations in American history, despite the political fallout.

He is being cheered on by hard-line supporters, who demand that he not back away from his pledge.

Before the president’s directive on traffic stops, Tom Homan, the White House border czar, tried to downplay the potential impact of the pause in an interview with Fox News on Tuesday, saying it was a temporary measure to “make sure we’re doing the right thing.”

However, many arrests occur after ICE officers pull over people in their cars, and the pause threatens to hamper the agency’s ability to increase arrests.

The recent shootings, and Trump’s push to keep up deportations, have created a political challenge for Republicans in tough reelection bids.

Some lawmakers had urged Mullin to impose the pause, including Sen. Susan Collins of Maine, a Republican who has supported aspects of the administration’s immigration agenda.

Trump had already been up against dimming public opinion of his immigration crackdown and a drop in support for ICE, particularly after two U.S. citizens were killed by federal agents in Minneapolis

this year. The outrage over their deaths led to fears among Republicans that Trump’s deportation drive could cost them voters in this year’s midterm elections.

After taking the helm of the department this spring, Mullin has tried to strike a softer tone on immigration, vowing to keep the agency out of the headlines and taking a quieter approach to enforcement.

Mullin has pushed for agents to obtain judicial warrants before entering homes and privately expressed skepticism about plans to convert more than a dozen industrial warehouses into immigrant detention centers. That plan was scaled back last month, with ICE planning to off-load many of the warehouses it purchased.

In the spring, the White House also told congressional Republicans to not

focus as much of their messaging on “mass deportations,” but rather on their efforts to arrest criminals. At the urging of Trump, the administration tried to rebrand immigration agents as “NICE” officers.

But while the administration tried to change the optics of the enforcement operation, it never relented on its mission for mass deportations.

Starting in late June, the federal immigration officials began ramping up arrests again amid pressure from the White House for more enforcement. Officials detained more than 10,000 people in five days and were told there was a new standard of hitting 2,000 arrests a day, roughly double the rate of earlier this year.

“We do have to strike a balance between enforcing our laws — we don’t want to dehumanize people,” Vice President JD Vance said during an appearance on “The View” last month. “Law enforcement is always inherently not a very pretty process, especially when you’re dealing sometimes with violent people, with people who are resisting arrest.”

The stepped-up enforcement has come as the department has seen a surge in resources, thanks to Trump’s domestic policy measure that he signed into law last summer, which made ICE the highest-funded law enforcement agency in the federal government. The new funds allowed the Department of Homeland Security to pursue an intensive recruitment push to hire new agents, many of whom are now on the streets.

ARepublican lawmaker whose vote will be crucial in advancing Todd Blanche’s nomination as attorney general demanded that the nominee meet with survivors of convicted sex offender Jeffrey Epstein’s abuse to win his support.

Sen. Thom Tillis, R-N.C., made the stipulation during a Senate Judiciary Committee hearing Thursday for witnesses to discuss Blanche’s nomination. For months, a group of Epstein survivors have tried unsuccessfully to meet with Blanche, who is now serving as the acting attorney general.

Tillis, who is retiring next year, has spoken favorably about Blanche’s nomination, including on Wednesday, when Blanche appeared before the committee. But Thursday, Tillis laid out a new condition related to the Epstein case, which has become a political albatross for both President Donald Trump and the Justice Department leadership, including Blanche.

If Democrats on the Judiciary Committee all vote against Blanche, a single Republican “no” could sink his nomination. Tillis has made similar threats before, including privately signaling he would withhold his support for the incoming defense secretary, Pete Hegseth, but he has frequently dropped his resistance on the Senate floor, appearing loath to challenge the Trump administration when it comes to casting his final vote.

During the hearing Wednesday, in which Blanche’s handling of the Epstein case was a frequent topic of questioning, Blanche was noncommittal about whether he would meet with Epstein survivors. He said he could not do so without their lawyer present, and added that he had an aide who could meet with them instead.

Tillis made clear a day la- ter that he thought Blanche should sit down faceto-face with the survivors.

“I expect that meeting to occur before I’m willing to vote out of the committee,”

Tillis said, noting that the Senate schedule gives Blanche roughly two weeks to have such a meeting before the panel votes.

The senator said he was “trying to get to yes” on Blanche’s nomination. He added, “But this is a very important part of getting to yes. There should not be any reason” Blanche cannot meet with survivors of Epstein’s abuse, he said.

Senators repeatedly pressed Blanche on Wednesday over Epstein, particularly Blanche’s decision to spend two days interviewing Epstein’s convicted co-conspirator, Ghislaine Maxwell, after which she was transferred to a more lenient prison camp. Federal prison veterans have said that such a transfer violates agency policy and longstanding practice.

Aplume of dense smoke from scores of raging wildfires stretched across much of the northeastern United States and southern Canada on Thursday, prompting officials and health experts in some of the region’s most populated cities to urge residents to avoid spending too much time in the polluted air.

Air quality readings in Chicago, Cleveland, Detroit, Minneapolis and Toronto surged to levels so dangerous that one public health expert said “nobody should spend time outside.” Conditions were forecast to worsen throughout the day as skylines and tall buildings disappeared from view under a suffocating haze, and dozens of wildfires continued to burn.

Popular Party leadership qualifies for Guinness recognition

Guinness world records are continually recognized around the globe for extraordinary and verifiable events ranging from human feats to global natural phenomena. Once recognized, they are recorded and published by the famous Guinness World Records organization.

In Puerto Rico, there is a political party whose practices certainly qualify for Guinness World Record recognition. This is the Popular Party, which seeks a federal government arrangement for the American citizens of the Puerto Rican territory that operates without the consent of the governed. Since its inception, it has promoted a status that has never held legal recognition, neither under the national constitutional system nor under the international legal framework of free nations. No state or country advocates for its citizens to exist without the consent of the governed with the exception of totalitarian and communist regimes that subject their citizens to the leader’s will. The Popular Party leadership does not use coercion, but it attempts to convince its electorate that having a federal government without consent is a good thing.

irrational, driven by a logic that defies reason. They fail or refuse to acknowledge that the political relationship with the United States they sell to the people lacks any constitutional validity. It does not fit within the current federal constitutional framework. There is no legal validity to the desire to be an American citizen while simultaneously seeking more federal aid, exemptions from certain federal laws, greater autonomy, and the power to enter into treaties with other countries. It is an extraordinary political path to pursue within the realm of the legally impossible. The United States cannot grant Puerto Rico or its citizens what it cannot grant to the states or their citizens. Doing so would spark a revolution, as everyone would demand the same privileges. Furthermore, such a claim is constitutionally untenable. Consequently, the Popular Party cannot call itself democratic, for that is the very last thing it is. They promote a form of American citizenship that proposes … accepting that Congress legislates for Puerto Rico without us having representation in the enactment of laws that apply to us selectively; that the executive branch makes decisions regarding Puerto Rico without us voting for the president; and, that the Supreme Court resolves cases concerning Puerto Rico without us having a voice or vote in the appointment of its justices. All this is considered «good government» by those seeking to hold onto power.

The Popular Party leadership’s undemocratic insistence on the Commonwealth (ELA) status is delaying our attainment of full equality within the nation of which we are citizens (3.2 million people in Puerto Rico). This stance costs us $25 billion annually due to the differential treatment afforded to states but denied to the territory. It costs us our full democratic rights. It costs us the state of bankruptcy in which we find ourselves. Consequently, after 128 years of being part of the nation, we still lack representation in Congress, whereas Hispanics (10 of Cuban origin) hold 55 congressional seats.

However, it is important to consider that the Popular Party’s undemocratic politics exist within the context of Puerto Rico having been gradually assimilated to the point of functioning (de facto) like an incorporated state. We have been shaped by federalism. Yet, the Popular Party leadership turns a deaf ear and remains stubborn regarding the viable constitutional reality of our relationship with our nation. They ignore the fact that, in 1963, then-Gov. Luis Muñoz Marín requested the presidential vote in Congress and stated, «...we are not pro-American; we are American. ...» They ignore that the late Gov. Rafael Hernández Colón (R.I.P.) said before his death that Puerto Rico was in line to become a state.

Instead, the Popular Party leadership seeks to maintain a captive electorate blinded by an American citizenship obscured by the Commonwealth (ELA) veil of «wanting to be» solely to retain political power, even at the cost of being undemocratic; INDEED, THEY SEEM TO BE CHASING A GUINNESS WORLD RECORD!

“The Popular [Democratic] Party leadership does not use coercion, but it attempts to convince its electorate that having a federal government without consent is a good thing,” contributing columnist Gregorio Igartúa De La Rosa writes.

Cuidador enfrenta cargos por tentativa de asesinato y maltrato a adulta mayor en Las Piedras

HUMACAO – La secretaria de Justicia, Lourdes Gómez Torres, informó el jueves que la Fiscalía de Humacao presentó cargos por tentativa de asesinato y maltrato a una persona de edad avanzada contra Eddie Mojica Peña, cuidador de una paciente de 87 años en la institución Casa Dorada, por hechos ocurridos el 11 de julio en Las Piedras.

“Quien asume el deber de cuidar a una persona de edad avanzada adquiere la obligación de proteger su vida, su integridad y su dignidad; jamás debe ponerla en peligro. En este caso, las alegaciones describen una grave traición a ese deber contra la señora Evalina Ortiz Ruiz, una mujer de 87 años, encamada y ciega, que dependía por completo de su cuidador”, expresó Gómez Torres en declaraciones escritas.

De acuerdo con la investigación del agente Gilberto Pérez Burgos, adscrito al Cuerpo de Investigaciones Criminales de Humacao, Mojica Peña tenía bajo su responsabilidad a Ortiz Ruiz, quien permanece encamada y es ciega.

La pesquisa sostiene que el imputado trasladó a la mujer desde el segundo piso de la institución hasta un almacén en el primer nivel, donde supuestamente le ocasionó heridas y la dejó en el suelo.

Según Justicia, Mojica Peña manifestó después que actuó con el propósito de realizar un “sacrilegio”.

A consecuencia de las heridas, Ortiz Ruiz fue transportada a un hospital, donde permanece recluida.

Astrid Rivera Rivera y Brenda Rosado Aponte, fiscales del Departamento de Justicia, formularon los cargos al amparo de los artículos 93 y 127-A del Código Penal.

“La investigación no concluye con la radicación de estos cargos. Continuaremos investigando si otras personas incurrieron en conducta delictiva por estos hechos, para que sean llevadas ante la justicia”, añadió Gómez Torres.

Enid Cristina Rivera, jueza del Tribunal de Primera Instancia de Humacao, encontró causa para arresto, impuso una fianza de 500,000 dólares y señaló la vista preliminar para el 29 de julio.

SAN JUAN – La presidenta de Servidores Públicos Unidos de Puerto Rico (SPUPR), Concilio 95 AFSCME, Jessica Martínez Santos, denunció el jueves que la falta de personal, la sobrecarga de casos y la escasez de recursos operacionales afectan la capacidad del Departamento de la Familia para atender a menores, adultos mayores y familias vulnerables.

“La situación ha llegado a un punto insostenible. Nuestros trabajadores sociales y técnicos están al borde del colapso físico y emocional. Tienen cientos de casos imposibles de manejar, sin supervisión adecuada, sin vehículos, sin celulares, sin amas de llaves, y el Depar-

tamento sigue negando esta realidad”, expresó Martínez Santos en declaraciones escritas.

Según la dirigente sindical, la escasez de trabajadores sociales y técnicos ha obligado a muchos empleados a asumir una cantidad de casos que dificulta atender con prontitud investigaciones de maltrato, abandono y otras situaciones que afectan a personas bajo la protección del Estado.

Martínez Santos sostuvo que el problema se agrava por la falta de vehículos oficiales, teléfonos celulares, choferes, intérpretes, amas de llaves y otros recursos necesarios para realizar visitas, investigaciones y servicios de campo.

‘The Odyssey’ review: Passion in every frame

Throughout his career, Christopher Nolan has taken on big stories — though especially those of men, their struggles and their wars — and bent them to his virtuosic will. In movie after movie, in darkness and in light, his characters push against the limits of human endeavor and consciousness, testing themselves much like he tests the possibilities of the medium. If the line in his 2006 drama “The Prestige” about how a magician takes something ordinary and “makes it do something extraordinary” sounds like an artist’s statement as well as an article of faith, it is. For Nolan, that something extraordinary is cinema itself.

Nolan’s love of movies and commitment to them — to what they can do, what they can be, what they should be — runs like an electric current through his filmography, lighting it, and oftentimes you, up. That passion is in every frame of his monumental adaptation of “The Odyssey,” one of the most Nolan of Nolan spectacles in its thematic concerns, formal playfulness, kinetic thrills and unabashed showmanship. Few directors close the divide between the art film and the blockbuster like Nolan does; fewer still give the audience something to not simply look forward to but also be excited by. Even as he has continued to refine his filmmaking, notably in his narrative experimentation, he always aims to please.

It seems inevitable that Nolan would eventually take on “The Odyssey,” one of the foundations of Western literature. And why not? The story is a trippy, far-out blast, and has the kind of sinuous, complex layering that has become one of his signatures. Credited to Homer, the original poem consists of 12,109 lines of nonlinear, nonstop talk and action featuring gods, mortals, monsters, weird doings, hospitality rituals and oceans of blood, tears and wine. Whatever the adaptation, the tale is so ingrained in our cultural DNA that even those who haven’t read the original — or Joseph Campbell on the hero’s journey — will be familiar with it, having seen a movie or two. It’s Luke Skywalker’s path and WALL-E’s, too.

The most striking thing about this film, other than its being the first feature shot entirely in IMAX, is that it exists. It is an anomalous bigstudio entertainment that Nolan has filled with stars — Matt Damon is Odysseus! Zendaya is Athena!— and polished to a high gleam, turning a 3,000-year-old poem into a smart, thoughtful film with Old Hollywood allure. It’s a throwback and of its moment, including in how it adjudicates the costs of war. (Who benefits, and who suffers?) Its hero is, to a degree, the cunning, complicated Odysseus who leaps

off the page, but he’s been sweetened and made more psychologically legible for contemporary sensibilities. He’s also played by an appealing actor who excels at elevated everymen.

In outline, the story tracks Odysseus, who has been missing in action for two decades, having gone astray in the wake of the Trojan War. (For more on that, see: “The Iliad.”) He’s now a lost amnesiac. His absence has wreaked havoc on his family, leaving his wife, Penelope (Anne Hathaway), and their adult son, Telemachus (Tom Holland), bereft. Nolan dedicates far more of his version to Odysseus’ magical wanderings than the poem does. But true to the poem, Nolan insistently circles back to the family that Odysseus left behind, reminding you of the agonies of the domestic front that are often devalued or ignored in male-driven fantasies.

The casting of Damon helps shift the story into a more familiar movie register, as do some of Nolan’s other choices. He’s populated the story with many of the poem’s supernatural support team, including Cyclops (Bill Irwin), a giant with a single, hauntingly baleful eye, and Calypso (Charlize Theron), a goddess who evokes a 1960s James Bond vixen and keeps Odysseus as a sex prisoner. Athena periodically pops in to cast a sorrowful gaze on the proceedings, and while Zeus is invoked, he remains offscreen. Nolan’s Odysseus is the hero sung of in the poem’s opening line, but he’s less godlike and his multitudes — warrior, leader, lover, husband, father, trickster, liar — are contained in a sinewy, leathery, fallibly human man.

It goes without saying that this is very much a man’s story, and essentially about his twinned inward and outer journey home. Nolan wrote the screenplay and has largely retained the poem’s kinked narrative arc. He has compressed sections, jettisoned others and omitted many characters, a necessity given the eventpacked original, which in its English-language translations, runs well over 500 pages. Even with these liberties, his version is recognizable in its sweep, fragmentation and multiple story lines, starting with Odysseus’ palace on the island of Ithaca. There, Penelope is weaving and reweaving the same cloth to fend off suitors like Antinous (Robert Pattinson) and Polybus (Corey Hawkins) who, eager to take her husband’s place, have camped out at the palace eating and drinking through its provisions.

Shortly after the film opens, after Nolan has taken the lay of this troubled land and made fast introductions, Telemachus clandestinely sets sail to learn the truth about Odysseus’ fate and it’s on. From the instant that Nolan cuts from a high-angle extreme long shot of Telemachus’ ship on the water to a similarly distant

shot of Odysseus walking through the shallows on Calypso’s beach, the filmmaker has announced himself with a flourish. With one edit, two elegant images and a pair of men separately on the move, Nolan has connected the father and the son visually and narratively, while also suggesting the presence of the divine. In movies, these shots are called God’s-eye views; here, they’re unmistakably Nolan’s.

From here on in, the filmmaker is in his groove. Individually, Odysseus and Telemachus push the story forward as they head toward self-discovery and each other, but they also steer it into the past. Nolan is in his cinematic wheelhouse here and he slips among the time frames fluidly, folding in flashbacks of Odysseus in Troy languishing on its beach with comrades (Elliot Page, among them) and building the wooden horse that will doom the enemy. Like the film, the horse is elegant and massive — posed on its hind legs, it looks fashioned from the ribs of ship — larger than life and holding more than it seems. It’s a totem of Odysseus’ genius and cruelty; it’s also an emblem of Nolan’s filmmaking, imposing in its beauty and scale.

The performances are uniformly good, though Damon’s Odysseus is tamped down and notably devoid of charisma, as if he were as hollow as the wood decoy. In action-adventure terms it’s a counterintuitive choice even if it serves Nolan’s tricky, more non-triumphalist ends. One upshot, though, is that few of the actors, Damon included, manage to hold you with the same emotional force that Nolan’s filmmaking does. Both Holland and especially Hathaway have bracingly strong moments, but his character has too little presence and hers remains shrouded in mystery, which Nolan expresses by filming her behind a latticed screen or the threads on her loom. Mother and son are

sympathetic; they’re also routinely upstaged by Pattinson’s wildly enjoyable flop-sweating suitor whose demise you hunger for.

After watching “The Odyssey” again, I flashed on something that Martin Scorsese once said about another film: “The emotion is the emulsion.” Nolan’s gifts are excessively obvious, and even when his characters don’t stir you, his filmmaking does. Among other qualities, he doesn’t know how to make an ugly image and this one is filled with rapturous beauty. Nolan employs beauty strategically, using it to seduce viewers into stories that can seem needlessly byzantine to some — especially by impoverished mainstream industry standards — more the provenance of the art house than the multiplex. Nolan asks us to dream bigger. His “Odyssey” is a classic in every sense, a transporting affirmation of the art and a work of pure cinema.

Brookfield-backed Csquare valued at $3.2 billion in NYSE debut

Brookfield-backed ⁠data center provider Csquare’s ⁠shares opened marginally lower before closing 1.57% lower in their New York Stock Exchange debut on Thursday, after the initial public offering was priced below its marketed range.

Shares opened at $20.9 after the Dallas-based company priced its IPO at $21 per ⁠share, below ⁠its marketed range of $23 to $27. It closed at $20.67, valuing the firm at $3.2 billion.

The debut underscores investors’ caution toward new listings, even for companies benefiting from booming AI-driven data center demand, as markets scrutinize valuations and pricing.

The company’s decision to price below its marketed range suggests investors remain selective despite ⁠the ⁠AI frenzy.

“Csquare likely had to ⁠price below the range because investors saw attractive exposure to data-center demand amid substantial leverage and continued losses,” ⁠said IPOX Research Associate Lukas Muehlbauer.

“Investors were not willing to support the marketed range, pointing to a selective buyer’s market that is not simply taking anything with AI exposure at any cost.”

However, growing investor appetite for companies ⁠supporting AI development has sparked a wave of listings in the sector.

The ⁠debut comes a week after South Korean chipmaker SK Hynix’s $26.5-billion U.S. listing.

It also follows the blockbuster debut of chip designer Cerebras Systems, as well as Blackstone-backed data center REIT, which raised $1.75 billion in its U.S. IPO in May.

“Still, completing the deal shows that the market remains open for AI-infrastructure companies, although the reception looks disciplined rather than overheated,” Muehlbauer added.

Standard ⁠Nuclear’s ⁠shares slid about 10% ⁠in their New York Stock Exchange debut on Thursday after the company slashed its offering size by about half as investors remain cautious about valuations.

The Oak Ridge, Tennessee-based company’s shares opened at $13.50, below its offered price of $15 apiece, giving the nuclear fuel firm a ⁠valuation of $2.17 ⁠billion.

The market debut highlights that investors remain selective despite renewed enthusiasm for nuclear power, fueled by surging electricity demand from artificial intelligence data centers and supportive U.S. policies.

U.S. President Donald Trump aims to quadruple the country’s nuclear power capacity by 2050 to meet rising electricity demand from data centers, electric vehicles and cryptocurrencies.

“This administration has been incredibly effective in policy. Beyond the United States, we see there’s huge opportunities for nuclear, where you need reliable, clean, low-cost energy,” Terrani said.

He said hyperscalers and data center operators “are very interested in advanced nuclear” because it makes economic sense ⁠and offers reliable power.

US and Iran escalate attacks, while hinting at diplomacy

The United States launched a new set of attacks against Iran on Thursday, even as the two countries signaled that they were open to diplomacy to end a war that has, for now, narrowed to focus on control of the Strait of Hormuz.

President Donald Trump welcomed Iran’s decision Wednesday to release Dena Karari, a dual American Iranian citizen who had been charged with espionage and held for two years, describing it as a goodwill gesture. Separately, in a speech broadcast on Iranian state television Wednesday, Mohammad Bagher Qalibaf, the country’s top negotiator, hinted that new talks were still possible to end the conflict, even as he defended Iran’s stance on controlling the strait and warned that it was fighting an “existential” war.

Despite those potential openings to diplomacy, both sides continued to use their militaries in their attempt to exert control over the strait for a sixth straight day. Analysts say that the conflict, which began Feb. 28 and which Trump said would last just weeks, now risks turning into another American forever war.

The U.S. military has been conducting waves of strikes over the past week on what it describes

as Iranian command centers and air defense and surveillance facilities, including overnight in the port city of Bandar Abbas. Iranian state media reported Thursday afternoon local time that Qeshm Island, strategically located in the strait, had been hit, and the U.S. military said it had launched a new set of attacks several hours later.

The Iranian military said that it had launched strikes on U.S. military assets in Jordan and Ku-

wait. The Kuwaiti army said on social media that it had intercepted Iranian drones. The Jordanian military said it had shot down eight Iranian missiles and that there were no casualties or damage.

Ebrahim Zolfaghari, an Iranian military spokesperson, said in a statement that “all infrastructure in the region will be crushed” if Trump made good on his renewed threat to tar-

get bridges, power plants and other civilian sites. Such attacks could be considered war crimes under international law.

Aerial attacks were also reported in parts of Iran on Thursday, according to state media. The reports said air defenses were activated in Tehran, the Iranian capital, and strikes were reported on Semnan Airport, about 145 miles to the east.

Here’s what else to know:

— Naval blockade: The U.S. military said it had disabled an oil tanker and “redirected” two vessels in the Strait of Hormuz in the first 24 hours since reimposing a naval blockade on Iranian ports Tuesday. Central Command also said that it had fired on an oil tanker near Kharg Island, Iran’s oil export hub, the first time it has targeted a commercial vessel since the new blockade began.

— American released: Iranian authorities freed Karari, who had been prevented from leaving the country since December 2024. Her lawyer, Jared Genser, said Karari had been caught up in Iran’s long-held practice of apprehending dual citizens to use as political pawns.

— Gas prices: The average price of diesel in the United States rose above $5 a gallon Thursday, the first time it has done so since June, as renewed fighting over the Strait of Hormuz puts pressure on energy prices.

How a four-generation Cuban family survives on $60 a month

Adrián Silva Guerra saw the streetlight flicker back to life. It was 2:08 a.m. on a Thursday. An electric repairman, Silva Guerra quickly got up from his concrete stoop and went inside, leaving the front door ajar so the night air would drift over his 7-year-old son sleeping on a foam mattress.

He walked into his workshop, sat down next to a stack of broken televisions he cannibalizes for spare parts and began to solder. A ribbon of smoke wafted from a green-and-copper circuit board he was working on to repair a television. He did as much as he could until, two hours later, he was plunged back into darkness.

“I’m a slave to the current,” said Silva Guerra, 32, haggard and sleep-deprived.

Shortly before the lights went out, his mother, Zucel Guerra Brise, 52, left their house in Santiago de Cuba, the country’s second-largest city, along the southeastern coast. Thanks to the trickle of electricity, the ovens at a local privately owned bakery made bread that night.

Guerra’s wife, Analeidis Arias Matos, their two young children and Zoe, his grandmother.

Over nearly two days in May, a reporter and a photographer watched as the family members struggled under some of the most miserable conditions they said they had ever endured.

Their circumstances are a microcosm of the struggles facing Cuba, which is experiencing its worst humanitarian crisis since a revolution nearly seven decades ago paved the path to communist rule.

All this has left Silva Guerra and his extended family living on the edge — eking out a pittance of income, unable to feed themselves adequately and at the mercy of short bursts of power at unpredictable times.

The bodega, a state system that once guaranteed food staples at extremely low prices, began faltering because the government lacks enough money to import food. Now, it’s all but vanished.

She lined up to buy 100 small rolls of bread, preparing to walk the city’s streets and resell them so her family would have money for lunch. She paid 7 cents per roll and sold each for 9 cents.

Silva Guerra, his mother and his father, Luis Silva Aldana, 64, a primary-school teacher, cobble together the equivalent of less than $60 a month. With this they must sustain their fourgeneration family, which also includes Silva

The Trump administration has applied a stranglehold on Cuba, demanding political and economic change from its leaders. The Cuban government’s repression and failed economic system have exacerbated the consequences of a decades-old U.S. trade embargo.

Since the start of the year, an effective American oil blockade and a wave of new sanctions on top of existing ones have crippled the Cuban state, leaving it without enough fuel to run the country. (Cuba experienced a nationwide power outage July 6.)

In some months the Silva Guerra family doesn’t receive any rice, beans, eggs or chicken from the state — just a roll of bread for each of them every third day. The government says it is out of diesel fuel needed to transport food. Food prices at markets have surged nearly 20% this year, according to official figures.

With electricity available for barely four hours a day, their income has shrunk: Even working as fast he can at night when the power usually flows, Silva Guerra, once the family’s main breadwinner, contributes little to the family pot.

The family yearns for “chorote,” a thick breakfast drink native to eastern Cuba made from toasted corn flour, sugar and milk. Instead, in the morning, Arias Matos tore loaves of white bread into quarters and swirled together some water with a sachet of white powder to make a mango-flavored soft drink.

This was breakfast. And not just for the family.

“If I don’t eat breakfast here, I don’t eat breakfast at all,” said Lazaro Figueroa Tamayo, 52, a longtime family friend who once cut sugarcane but now works as a cook in a hospital.

Also at the table was another family friend, Rolando Galan Labrada, 59, and his 6-year-old daughter, as well as a neighbor’s 7-year-old son who comes by every morning to eat.

Silva Guerra then walked her children — Alejandro, 6, and Anna Jeline, 4 — up steep hills to school. Legend has it that their neighborhood, Chicharrones, was named after street vendors who during the Spanish colonial period sold pork cracklings to people watching troubadours.

Everyone in this tight-knit community seems to know each other. Doors open directly out onto the street. Vendors sit on stools selling washing detergent, coffee and lollipops. People carry buckets of water from houses that have water to houses that do not, either because of shortages or broken pipes.

Most of the food people here eat now comes from the private sector. Money sent from the Cuban diaspora in Florida and Spain buys chicken, rice and beans.

The Mexican government, which stopped shipping oil to Cuba after the Trump administration threatened tariffs against countries that continued providing fuel, is shipping packs of rice, bags of split peas and bottles of vegetable oil to children under 4 and adults over 65.

People in the neighborhood fortunate to have enough to eat give whatever extra they have — a chicken leg, a pound of rice, a cup of sugar — to those going through harder times, particularly families with children.

while squelching individual freedoms, encouraged people to care for each other — through egalitarian ideology and mass mobilizations that reduced illiteracy, vaccinated the population and sent doctors abroad.

“People who have the least show the most solidarity,” he said. “Despite all its failures, the Cuban revolution taught people to share and help one another. A lot has been lost, but part of that remains.”

Aguadilla Mayor Julio Roldán Concepción announced this week a $300,000 investment in the northwest coastal town’s economy through the municipal “Capital is Future” incentive program for the urban center.

The program will allow the Medellín, Colombiabased restaurant chain GABO to receive a $50,000 incentive to soon establish a branch in Aguadilla.

Roldán emphasized that Aguadilla continues to expand its international reach and generate concrete results for its economic development as a direct result of a recent trade mission to Itagüí, Colombia.

“Today we are pleased to announce that the renowned restaurant GABO, inspired by the literary work of Gabriel García Márquez, will open its doors in Aguadilla in the coming months,” the mayor said in a Tuesday press release. “This venture represents an initial investment of $300,000 and the creation of 15 jobs during its opening phase, with a projection of reaching 50 jobs in the first 18 months, according to its owners Edgardo Hernández, Joanset Feliciano, and Christian Matías.”

Roldán noted that Aguadilla continues on the path of economic and social growth “thanks to the results of the trade and government cooperation mis-

sion” to Itagüí, where the municipality “developed strategic initiatives in tourism, economic development, services for people with disabilities, and participatory governance.”

Data centers to add billions in power costs in 13 states

PJM, the nation’s largest electrical grid operator, on Tuesday released results of an electricity auction that would add $6.3 billion in costs to the bills of millions of households and businesses within the next three years, an increase driven by the power demands of data centers.

During the annual auction, power companies supplied prices that they were willing to accept to supply electricity to PJM at times of peak demand. Those prices are then factored into the electricity rates that are eventually charged to the grid’s customers in 13 Eastern states and the District of Columbia.

In a statement, PJM said data centers were increasing electricity demand throughout the region.

“These auction results show that demand for electricity continues to grow faster than electricity supply,” David Mills, president and chief executive at PJM, said in an announcement of the auction results. “We are working with government and industry leaders on multiple fronts to restore that balance by bringing on new generation as fast as possible and managing the growth of new load on the grid.”

Over the last few years, individuals and politicians have grown frustrated with PJM’s operations as electricity prices have steadily increased. At the same time, anger over data centers has spread nationwide. New York on Tuesday announced the nation’s first statewide moratorium on construction of the giant facilities, a one-year pause to assess their impact on the environment and energy use.

The PJM grid supplies electricity to 67 million people from Virginia Beach, Virginia, to Chicago. The network of power systems includes the world’s largest cluster of data centers, in northern Virginia.

“Demand growth is not going away,” said Patrick Cicero, a former state-appointed consumer advocate for Pennsylvania who is now counsel for the Pennsylvania Utility Law Project, which assists low-income consumers. “The bottom line is high prices are going to remain in place.”

In its role as a regional grid manager, PJM effectively sets a significant portion of retail electricity rates, but governors and their appointed regulators have little sway over it. PJM is regulated by the Federal Energy Regulatory Commission, not state lawmakers.

PJM’s annual auctions help determine the electricity

costs for the two years after the auction. Since 2024, the auctions have added in total about $29 billion in costs to all utility customers in the PJM region because of data centers, according to Monitoring Analytics, PJM’s independent market monitor. The market monitor also produced the estimate of $6.3 billion in additional costs from the latest auction, which was held on June 30.

The high costs have so angered Pennsylvania Gov. Josh Shapiro, a Democrat, that he sued PJM in December 2024. Shapiro and PJM reached a settlement that capped the price set by the auction, saving consumers billions of dollars.

The PJM grid has often had only a thin buffer of excess power during extreme weather such as the recent heat dome that sent temperatures soaring across the East.

Shapiro and other governors have complained that PJM has been too slow to connect more power plants, solar and wind farms, batteries and other resources that would have helped lower prices and eased strain on the grid.

PJM’s grid serves all or part of New Jersey, Pennsylvania, Delaware, Maryland, Virginia, West Virginia, North Carolina, Tennessee, Kentucky, Ohio, Indiana, Illinois and Michigan, as well as the District of Columbia.

For England, the World Cup final remains elusive

On the face of it, the mission was clear: Win two games, a World Cup semifinal and final.

Since England’s last World Cup championship, in 1966, victories in big moments have proved so elusive that they represented something of a national block. Instead of a run to the tournament’s final game, England’s

collective trauma will continue, heaping on more years of hurt to add to the country’s soccer anthem, “It’s Coming Home.”

To make the outcome even more painful, the team’s 2-1 defeat in the semifinal Wednesday in Atlanta came against Argentina, a nation that is arguably England’s biggest World Cup rival. Their games are a collision of politics, culture and sports. For Argentina, beating England means more, and

with a berth in the World Cup final at stake, it was hardly any surprise that the Argentine players stayed on the field after the game to commune with their mass of supporters behind the goal.

They sang about previous glories — victories over England — and the possibilities to come. England and its vanquished coach had long since disappeared.

For England, coach after coach has been unable to break this spell of heartbreak.

For this World Cup, England’s national soccer federation turned to Thomas Tuchel, a gangly German technician, to lead the team. Minutes from the glory of a place in the World Cup final, his players allowed Argentina and Lionel Messi to take their places, their late goals equalizing and then eliminating England’s initial 1-0 lead. Argentina will face Spain in the final Sunday.

In two of the last three World Cups, England has faltered in the semifinals, failures that will only intensify what has become a national nightmare.

In British pubs Wednesday night, hope for finally getting over the hump turned into the grim knowledge that it would be at least four more years before another chance would come.

The previous coach, Gareth Southgate, had gotten England tantalizingly close to its goal. In his eight-year run in the role, he lifted belief in the team and turned himself into someone more akin to the voice of a fractured nation.

Still, he could not get England over the line. And for Tuchel, hired at great expense in 2025, there was one big job. And he knew it, too.

Just when it seemed the Capitanes had the game in the bag -leading by as many as 21 points in the fourth quarter -- Aguada’s offense came alive with a run that narrowed the gap to just five points in the game’s closing stages.

Team Puerto Rico baseball roster for CAC Games announced

Puerto Rico National Team manager Juan “Igor” González announced earlier this week the 24-player roster that will represent the island in the baseball tournament at the Santo Domingo 2026 Central American and Caribbean Games.

The squad is composed primarily of active players from the Superior Double-A Baseball League and includes 12 position players and 12 pitchers.

Key players include infielder Yadiel Rivera, who has six

seasons of Major League experience. Also on the roster are outfielder Rubén Castro -- a two-time Double-A MVP and batting champion -- left-handed pitcher Luis Leroy Cruz, and fellow southpaw Jorhan Laboy, who has represented Puerto Rico at the U-23 level.

The team also features the 2026 Double-A Pitcher of the Year, Anthony Borrero, as well as MVPs Edison Mora and José “Pocholo” Rivera. Mora also won the federation tournament’s batting title in the 2025 and 2026 seasons.

Puerto Rico will compete in Group A alongside the Dominican Republic, Cuba and Curaçao. The team will make its tournament debut on July 31 against the Dominican Republic at 7 p.m. at Quisqueya Juan Marichal Stadium in Santo Domingo.

Group stage play continues for Puerto Rico on Aug. 1 against Cuba and concludes on Aug. 2 against Curaçao. The second round will take place Aug. 4-6, with medal matches scheduled for Aug. 7.
